The authors of the book have come to the conclusion that toensuring the country’s security in the conditions of military aggression, it is necessary to use the mechanisms of protection of territories and population, support of economic entities, international legal levers of influence on the aggressor country. Basic research focuses on assessment the resource potential of enterprises during martial law, the analysis of migration flows in the middle of the country and abroad, the volume of food exports, marketing and logistics (...) system. The research results have been implemented in the different decision-making models during martial law, information and economic security management, formation of personnel potential and assets of enterprises, food, energy and environmental security management, use of budgetary levers and financial instruments. The results of the study can be used in the developing of directions, programs and strategies for the post-war recovery of Ukraine’s economy and the attraction of foreign investments in the regions, decision-making at the level of ministries and agencies that regulate security management processes. The results can also be used by students and young scientists in the educational process and conducting scientific research on the problems of ensuring the country’s security. (shrink)

Buildings energy consumption is growing gradually and put away around 40% of total energy use. Predicting heating and cooling loads of a building in the initial phase of the design to find out optimal solutions amongst different designs is very important, as ell as in the operating phase after the building has been finished for efficient energy. In this study, an artificial neural network model was designed and developed for predicting heating and cooling loads of a building (...) based on a dataset for building energy performance. The main factors for input variables are: relative compactness, roof area, overall height, surface area, glazing are a, wall area, glazing area distribution of a building, orientation, and the output variables: heating and cooling loads of the building. The dataset used for training are the data published in the literature for various 768 residential buildings. The model was trained and validated, most important factors affecting heating load and cooling load are identified, and the accuracy for the validation was 99.60%. (shrink)

Over the last fifteen years, an ambitious explanatory framework has been proposed to unify explanations across biology and cognitive science. Active inference, whose most famous tenet is the free energy principle, has inspired excitement and confusion in equal measure. Here, we lay the ground for proper critical analysis of active inference, in three ways. First, we give simplified versions of its core mathematical models. Second, we outline the historical development of active inference and its relationship to other theoretical approaches. (...) Third, we describe three different kinds of claim -- labelled mathematical, empirical and general -- routinely made by proponents of the framework, and suggest dialectical links between them. We study the conservation of energy, or lack thereof, when measurements are performed in quantum mechanics. The expectation value of the Hamiltonian of a system changes when wave functions collapse in accordance with the standard textbook treatment of quantum measurement, but one might imagine that the change in energy is compensated by the measuring apparatus or environment. We show that this is not true; the change in the energy of a state after measurement can be arbitrarily large, (...) independent of the physical measurement process. In Everettian quantum theory, while the expectation value of the Hamiltonian is conserved for the wave function of the universe, it is not constant within individual worlds. It should therefore be possible to experimentally measure violations of conservation of energy, and we suggest an experimental protocol for doing so. (shrink)

După numirea generalului Dwight Eisenhower în funcţia de comandant suprem aliat în Europa, acest tratat (...) va deveni parte a documentelor NATO. Nevoia de apărare împotriva ameninţării sovietice se face şi mai vizibilă în propunerea ministrului de externe francez Réne Pléven. Planul Pléven, propus în anul 1952, viza constituirea unei Comunităţii Europene a Apărării, dar şi a unei Comunităţi Politice Europene. Planul nu a fost votat de către Adunare Franceză în anul 1954. Eşecul acestei comunităţi se datorează lipsei de viziune a liderilor europeni. O altă piedică în adoptarea acestui plan a fost teama statelor naţionale de posibila federalizare a Europei. (shrink)

Everywhere in the world, and in every period of human history, it has been common for energy decisions to be made in an ethically haphazard manner. With growing population pressure and increasing demand for energy, this approach is no longer viable. We believe that decision makers must include ethical considerations in energy decisions more routinely and systematically. To this end, we propose an applied ethics framework that accommodates principles from three classical ethical theories—virtue ethics, deontology, consequentialism, and (...) two Native American ethics (Lakota and Navajo)—all considered from the perspectives of the impacted communities. We illustrate this framework by evaluating five recent energy decisions: the Dakota Access Pipeline, the Navajo Nation’s possible transition from coal to solar, hydraulic fracturing in Pennsylvania, uranium mining in Virginia, and the construction of the Xiaolangdi Dam in China. An applied ethics framework is preferable to existing ethical analyses because it can serve to sharpen arguments for (un)ethical decisions and action. Rather than treat ethical reasoning as a matter of opinion, we argue that applying ethical principles in a universal and standardized way adds rigor to energy sector decisions by presenting a position available for objective scrutiny. Because our framework identifies which aspects of a targeted action (if any) must adjust to improve ethical merit, it can serve as a practical tool for improving decision-making as we enter a new era of energy transitions. Throughout the history of mankind, energy security has been always seen as a means of protection from disruptions of essential energy systems. The idea of protection from disorders emerged from the process of securing political and military control over energy resources to set up policies and measures on managing risks that affect all elements of energy systems. The various systems placed in a place to achieve energy security are the driving force towards the energy (...) innovations or emerging trends in the energy sector. Our paper discusses energy security status and innovations in the energy sector in European Union (EU). We analyze the recent up-to-date developments of the energy policy and exploitation of energy sources, as well as scrutinize the channels of energy streaming to the EU countries and the risks associated with this energy import. Moreover, we argue that the shift to the low-carbon production of energy and the massive deployment of renewable energy sources (RES) might become the key issue in ensuring the energy security and independency of the EU from its external energy supplies. Both RES, distributed energy resources (DER) and “green energy” that will be based on the energy efficiency and the shift to the alternative energy supply might change the energy security status quo for the EU. Achieving energy sovereignty is increasingly gaining prominence as a goal in energy politics. The aim of this paper is to provide a conceptual analysis of this principle from an ethics and social justice perspective. We rely on the literature on food sovereignty to identify through a comparative analysis the elements energy sovereignty will most likely demand and thereafter distinguish the unique constituencies of the energy sector. The idea of energy sovereignty embraces a series of values, (...) among which we identified: (i) accessibility, to allow access to everyone, (ii) empowerment and recognition, to develop and sustain capabilities to collaboratively produce solution-oriented energy system knowledge and effectively participate in governance, (iii) stewardship and sustainability, to be able to design and manage decentralised renewable systems in view of protecting the environment, (iv) self-sufficiency, to reduce the negative shocks of exploitative business practises, (v) resilience, to maintain production capacities while withstanding socioeconomic, political, environmental and climatic shocks, (vi) peace, to establish production systems that do not involve hostile relations, (vii) transparency and self-determination, to establish democratic decision-making mechanisms that give a voice to previously underrepresented groups and limit corporate takeover (viii) gender-justice, by acknowledging the contributions of women and eliminate barriers to their empowerment. With a conceptual framework of energy sovereignty, we present a rationale that draws on the key values to be considered when formulating policy solutions for the energy sector. (shrink)

Building information modeling can help in predicting the energy efficiency in future based on dynamic patterns obtained by visualization of data. The aim of this study was to investigate the effective parameters of energy consumption using BIM technology which can evaluate the buildings energy performance. First, three forms of general states in the building were modeled to evaluate the proposed designs in Autodesk Revit Software. Then, the main building form for energy modeling and analysis was selected. (...) Autodesk Revit 2020 software was also used to obtain the results of climate data analysis and building energy consumption index. Finally, the most optimal mode was selected by examining different energy consumption modes. The results showed that the use of building information modeling technology in adjusting the parameters affecting energy consumption can save energy cost up to 58.23% in block D. Energy cost savings for block C and the western lobby were obtained as 51.03% and 43.05%, respectively. Based on energy use intensity, energy cost savings for blocks C, D, and the western lobby were estimated as 16.67%, 16.30%, and 11%, respectively. The results of parametric studies on alternative schemes of energy use intensity optimization showed that 16.30% savings could be achieved by the base building model in a 30-year time horizon. Therefore, it was concluded that optimization of energy consumption would reduce the environmental pollutants emission and contribute to preservation and sustainability of the environment. (shrink)

There exist overwhelming – and morally compelling – reasons for shifting to renewable energy (RE), because only that will enable us to timely mitigate dangerous global warming. In addition, several other morally weighty reasons speak in favor of the shift: considerable public health benefits, broader environmental benefits, the potential for sustainable and equitable economic development and equitable energy access, and, finally, long-term energy security. Furthermore, it appears that the transition to RE is economically, technologically, and politically feasible (...) at this point in time. However, there are different possible pathways towards that goal, all of which involve tough choices. Some of these concern different ways of living: Do we have to make a choice between being sustainable and maintaining our current living standard? And if so, how can we balance the value of high living standards against that of a sustainable energy regime? In this chapter, I will not conduct a comprehensive analysis of all available renewable energy technologies, but rather provide a number of examples of tough choices entailed by solar, wind and hydropower. I will also attempt to rebut some of the common misconceptions regarding RE technologies. (shrink)

According to the BSM- Supergravitation Unified Theory (BSM-SG), the energy is indispensable feature of matter, while the matter possesses hierarchical levels of organization from a simple to complex forms, with appearance of fields at some levels. Therefore, the energy also follows these levels. At the fundamental level, where the primary energy source exists, the matter is in its primordial form, where two super-dense fundamental particles (FP) exist in a classical pure empty space (not a physical vacuum). They (...) are associated with the Planck scale parameters of frequency and distance and interact by Supergravitational forces. These forces are inverse proportional to the cube of distance at pure empty space and they are based on frequency interactions. Since the two FPs have different intrinsic frequencies, the SG forces appear different for interactions between the like and unlike FPs and may change the sign. This primordial form of matter exists in the super-heavy black holes located in the center of each well formed galaxy. The next upper level of matter organization includes the underlying structure of the physical vacuum, called a Cosmic Lattice, and the structure of elementary particles. They have common substructure elements obtained by specific crystallization process preceding the formation of the observable galaxies. The Cosmic Lattice, forming a space known as a physical vacuum, is responsible for the existence and propagation of the physical fields: electrical, magnetic, Newtonian gravity and inertia. The energy of physical vacuum is in two forms: Static (enormous) and Dynamic (weak). The Static energy is directly related to the Newtonian mass by the Einstein equation E = mc^2 and it is a primary source of the nuclear energy. The Dynamic energy is responsible for the existence of the electric and magnetic fields, the constant speed of light and the quantum mechanical properties of the physical vacuum. The next upper energy level is the dynamical energy of excited atoms and molecules. At this level a hidden energy wells exit, such as the internal energy of the electron and the internal energy of atoms with more than one electron. The next upper energy level is at some organic molecules and particularly in the biomolecules that contain ring atomic structures. In such a structure, some quantum states are not emitted immediately, but rotating in the ring. While in organic molecules the energy stored in such a ring is released by a chemical process, in the long chain molecule of proteins in the living organism the stored energy can be released simultaneously by triggering. A huge number of atomic rings are contained in the DNA strands. The release of the energy stored in DNA, for example, is an avalanche process that causes an emission of entangled photons possessing a strong penetrating capability. A sequence of entangled photons emitted by DNA should carry the genetic information encoded by the cordons. This mechanism, predicted in BSM-SG theory, is very important for intercommunication between the cells of the living organism. The next upper level of energy organization may exist in the brain. The brain is an organ of a most abundant number of atomic rings, while its tissue environment might permit complex energy interactions. The human brain contains billions of atomic rings. The next hypothetical upper level of energy organization is an information field, physically existed outside, but connected with the living brain. It corresponds to a specific field known as aura, while the possibility of its existence is still not accepted by the main stream science. The problem is that this field could not be detected by the currently existing technical means used for EM communications. The BSM-SG predicts that this field might differ from the EM field we use for communication, but it is a subject of a further theoretical development that must be supported by experiments using specifically designed technical means. According to the BSM-SG theory, the energy conversion from the primary energy source to the complex levels of matter and field organization is a permanent syntropic process based on complex resonance interactions. This paper analyses the concept of metatechnological risk from an ethical perspective, arguing that such an approach is necessary in order to mitigate future global energy crises.

This paper compares the free energy neuroscience now advocated by Karl Friston and his colleagues with that hypothesised by Freud, arguing that Freud's notions of conflict and trauma can be understood in terms of computational complexity. It relates Hobson and Friston's work on dreaming and the reduction of complexity to contemporary accounts of dreaming and the consolidation of memory, and advances the hypothesis that mental disorder can be understood in terms of computational complexity and the mechanisms, including synaptic pruning, (...) that have evolved to reduce it. Rita Floyd’s "The Morality of Security: A Theory of Just Securitization" is an important and insightful book that delineates a theory of just securitization (modified from the jus ad bellum and jus in bello criteria in just war theory) involving three sets of principles governing the just initiation of securitization, just conduct of securitization, and just desecuritization. This book is a much-needed addition to the security studies and just war scholarship. -/- Here, I explore the potential of Floyd’s just securitization (...) theory (JST) to provide insights into the moral justifiability of non-state groups that are not political entities engaging in resistance against forms of structural violence that pose an existential threat to those groups. Using the case study of the Black Lives Matter (BLM) movement and the threat of white supremacy to African Americans as an illustrative example, I argue that structural forms of violence can meet Floyd’s definition of an objective existential threat, justifying the resort to securitization by groups such as BLM. The European Union (EU) has been experiencing an unprecedented energy crisis for the last 50 years, with severe economic, social and political consequences. Rising energy demand, extreme weather events (unprecedented heat and long winters), disruptions in supply chain and poor regional and global reserves have all contributed to the current energy crisis in the EU. Prices on natural gas in the EU are rising as demand around the world increases. Prices on the gas rose by more than (...) 800 percent year-on-year and prices on the electricity by about 500 percent. Rising prices on gas are due to low stocks in European storage facilities and pressure from Russia, which is trying to speed up the launch of the Nord Stream-2 pipeline. Also in the EU, there is reduction the production of coal and natural gas, reducing the capacity of wind farms. As natural gas plays a significant role in shaping the prices on electricity, electricity has also risen in price. As prices on gas is rose, prices on oil and coal is rose significantly. Demand for energy consumption has also increased due to weather conditions – cold winters and periods of abnormal heat in summer. The largest consumers of gas and electricity in the EU are suffering heavy losses due to rising prices on energy. Industrial giants have begun to cut production, threatening economic recovery. The world economy is recovering from the crisis caused by the coronavirus pandemic, and the EU countries are increasingly in need of energy for industry and the population. An unbalanced transition to renewable energy has become a particular problem for the EU. Calmer weather this year has led to lower energy production using wind turbines. And old European nuclear power plants are gradually being decommissioned. Green energy is not able to cover all needs, so the continent has risen sharply demand on gas. All the above-mentioned problems have certainly affected the further ensure energy security of the EU and require the developing of appropriate mechanisms to overcoming current challenges. (shrink)

Some multi-path routing algorithm in MANET, simultaneously send information to the destination through several directions to reduce end-to-end delay. In all these algorithms, the sent traffic through a path affects the adjacent path and unintentionally increases the delay due to the use of adjacent paths. Because, there are repetitive competitions among neighboring nodes, in order to obtain the joint channel in adjacent paths. The represented algorithm in this study tries to discover the distinct paths between source and destination nodes with (...) using Omni directional antennas, to send information through these simultaneously. For this purpose, the number of active neighbors is counted in each direction with using a strategy. These criterions are effectively used to select routes. Proposed algorithm is based on AODV routing algorithm, and in the end it is compared with AOMDV, AODVM, and IZM-DSR algorithms which are multi-path routing algorithms based on AODV and DSR. Simulation results show that using the proposed algorithm creates a significant improvement in energy efficiency and reducing end-to-end delay. (shrink)

Could a sufficiently detailed computer simulation of consciousness replicate consciousness? In other words, is performing the right computations sufficient for artificial consciousness? Or will there remain a difference between simulating and being a conscious system, because the right computations must be implemented in the right way? From the perspective of Karl Friston's free energy principle, self-organising systems (such as living organisms) share a set of properties that could be realised in artificial systems, but are not instantiated by computers with (...) a classical (von Neumann) architecture. I argue that at least one of these properties, viz. a certain kind of causal flow, can be used to draw a distinction between systems that merely simulate, and those that actually replicate consciousness. Since this property is instantiated by all systems that conform to the free energy principle (not just conscious beings), the account on offer here can be extended to draw a distinction between simulating and being a certain type of system, more generally. In particular, this may inform meta-ethical accounts of artificial moral status and artificial moral agency. (shrink)

In this contribution in honour of Paul Busch, we criticise the claims of many expositions that the time-energy uncertainty principle allows both a violation of energy conservation and particle creation, provided that this happens for a sufficiently short time. But we agree that there are grains of truth in these claims: which we make precise and justify using perturbation theory.

Buildings are the largest energy consumer worldwide, according to the United Nations Environment Programme (UNEP). Most of the building’s energy consumption is in the building’s life cycle stage. Therefore, achieving sustainable development at the national level requires minimizing the building’s effects on the environment via reducing energy consumption by buildings. The building’s energy performance will be predicted and evaluated by the energy simulation. Using BIM in EPAs significantly reduces time and costs. This study aimed to (...) optimize energy consumption in buildings using Building Information Modeling (BIM) Technology, which can assess energy performance in the building. In this research, the general form of the building was modeled on the Autodesk Revit Software. The main shape of the building was chosen for modeling after reviewing the proposed designs. Then, the building energy consumption was calculated using the relevant tools in this scope, according to the materials, equipment, and project location. Finally, the best possible mode was selected by examining different modes of energy consumption. The results showed that 61.48% difference between the best mode of energy consumption optimization and the current mode of the building and 79.35% compared to the initial mode. Finally, parametric studies of alternative cost optimization schemes showed that saving 58.23% of the building’s current status for a 30-year horizon. (shrink)

Traditionally, building energy model is created in isolation from the architectural building information model and energy analyses have relied on a single analysis tool. The building energy model can be generated more quickly by leveraging existing data from the BIM. The impacts of energy consumption are significant in the building usage phase, which can last several decades. Due to the large share of the final energy consumption in the building sector, accurate analysis of thermal and (...) cooling loads of a building and the efforts to reduce energy losses represent an effective way to reduce energy consumption. Therefore, it is essential to analyze the building energy performance in the design phase, which is when critical decisions are made. This study aims to investigate the impact of the building components and construction materials on building energy efficiency using Building Information Modeling (BIM) technology in a mild climate zone. After reviewing the proposed designs, the main building form was chosen for energy modeling and analysis. Then, building energy consumption analysis was performed based on the basic parameters of the building energy model. Eventually, the most optimal mode was selected by examining different energy consumption forms. This study showed that the building HVAC system always had the largest share of energy consumption. Finally, the results of parametric studies on alternative schemes of energy use intensity optimization showed that 22.59 % savings could be achieved as compared to the base building model in a 30-year time horizon. The relationship between energy and ethics is gaining attention in policy rooms around the world. How does one respond to the competing interests of the environment and posterity while also addressing the energy needs of the present human generation? In Western philosophy, this question is currently subject of debate and research. However, the African philosophical analysis that is required to address this concern is generally absent from discourse/literature on energy ethics. This article aims to bridge this gap, (...) by providing broad analysis that has been lacking from the African context. In a way, it seeks to answer such questions already raised in Western philosophy but from African perspectives. This approach is significant given the fact that Western oriented energy humanities and energy ethics seem to be inappropriate or inadequate to understanding energy dynamics in the African context. Therefore, this paper aims to inform global debate and facilitate African-specific understanding of the complex nexus of human-environment-posterity by building the discourse on Braai filosofie. It discusses specific principles that can be deployed to address trade-offs between ethics and energy, thus providing guide to investment decisions on renewable energy projects in Africa. (shrink)

Purpose The purpose of this paper is to examine the feasibility and design of zero-energy buildings (ZEBs) in cold and semi-arid climates. In this study, to maximize the use of renewable energy, energy consumption is diminished using passive solar architecture systems and techniques. -/- Design/methodology/approach The case study is a residential building with a floor area of 100 m2 and four inhabitants in the cold and semi-arid climate, northeast of Iran. For thermal simulation, the climate data such (...) as air temperature, sunshine hours, wind, precipitation and hourly sunlight, are provided from the meteorological station and weather databases of the region. DesignBuilder software is applied for simulation and dynamic analysis of the building, as well as PVsyst software to design and evaluate renewable energy performance. -/- Findings The simulation results show a 30% decrease in annual energy consumption of the building by complying with the principles of passive design (optimal selection of direction, Trombe wall, shade, proper insulation selection) from 25,443 kWh to 17,767 kWh. Then, the solar energy photovoltaic (PV) system is designed using PVsyst software, taking into account the annual energy requirement and the system’s annual energy yield is estimated to be 26,291 kWh. -/- Originality/value The adaptive comparison of the values obtained from the energy analysis indicated that constructing a ZEB is feasible in cold and semi-arid conditions and is considered an effective step to achieve sustainable and environmentally friendly construction. This article investigates the technical rationalities of modern forms of government. Conceived in a Foucauldian vein, the paper argues for an interpretation of security dispositifs which sustain the structures of modern government. The main argument developed in the article is that there is a difference between two securities diagrams: the preventive and the anticipatory. The first one is using rational devices like the actuarial table while the second is aiming to instrumentalise the imagination.

The free energy principle is notoriously difficult to understand. In this paper, we relate the principle to a framework that philosophers of biology are familiar with: Ruth Millikan’s teleosemantics. We argue that: systems that minimise free energy are systems with a proper function; and Karl Friston’s notion of implicit modelling can be understood in terms of Millikan’s notion of mapping relations. Our analysis reveals some surprising formal similarities between the two frameworks, and suggests interesting lines of future research. (...) I argue against Barbara Montero's claim that Conservation of Energy has nothing to do with physicalism. I reject her reconstruction of the argument for physicalism from CoE, and offer an alternative reconstruction that better captures the intuitions of those who believe that there is a conflict between interactionist dualism and CoE.

I argue that a comprehensive ontological assessment of the beatific vision suggests that an individual’s experience of God’s face is not merely dependent on a revelation of the divine energies, but that it requires a particular mode of reception on the part of the blessed individual grounded in the reality of their faith; lacking faith, what would otherwise be experienced as the blessed vision of God is instead received as a torturous punishment. Therefore, I contend that the beatific vision is (...) one of two possible phenomena resultant from seeing God’s face; the other is more commonly labeled “hellfire.” Consequently, the often-assumed bifurcated landscape of the Afterlife (into a Heaven suffused with God’s presence and a Hell deprived of it) must be reassessed. One of the main reasons of environmental pollution is energy consumption in buildings. Today, the use of renewable energy sources is increasing dramatically. Among these sources, solar energy has favorable costs for various applications. This study examined a commercial building in a hot and humid climate. The findings showed that choosing the optimal angle of solar panels with the goal of optimized energy consumption would yield reduced costs and less environmental pollutants with the least cost and (...) maximum energy absorption. In this study, to calculate the energy requirements of the building, DesignBuilder software was used. To study the solar angles and estimate the energy produced by the solar panels, Polysun software was used after simulating the building energy. Energy simulation results showed that the whole building energy consumption was 26604 kWh/year. Finally, the evaluation results of solar panels showed that the energy produced by photovoltaic modules at an optimal angle of 31° would be equal to 26978 kWh/year, which is more than the energy required by the building. This system can prevent 14471 kg of carbon dioxide emissions annually. Sustainable energy criteria showed that for the studied building, photovoltaic modules could be used in energy production to reach a zero-energy system connected to the grid with an annual energy balance. If research works, inspired by the instrumental approach of Rabardel (1995), shone the activities instrumented by the teachers by spotting instrumental geneses (Saujat, 2000), on the other hand, none tried to consider their systems of instruments (Bourmaud, 2006). Inspired by an investigation realized in the branch of industry, we discuss the opportunity of such analysis for the training of the teachers. From a case study based on interviews investigating the redefined task (Leplat, 1997) of professionals in charge of safety in (...) company, we determine the five characteristics of a system of instruments for one of the professionals became trainer. Si des travaux de recherche, inspirés de l'approche instrumentale de Rabardel (1995), ont éclairé les activités instrumentées des enseignants en repérant des genèses instrumentales (Saujat, 2000), en revanche aucun n’a cherché à considérer leurs systèmes d'instruments (Bourmaud, 2006). Inspirés par une investigation réalisée dans le secteur industriel, nous discutons de l'opportunité d’une telle analyse pour la formation des enseignants. A partir d’une étude de cas appuyée sur des d’entretiens explorant la tâche redéfinie (Leplat, 1997) de professionnels chargés de sécurité en entreprise, nous déterminons les cinq caractéristiques d’un système d’instruments chez un des professionnels devenu formateur. For those familiar with Machiavelli’s texts, Foucault’s interpretation of Macchiavelli in his 1978 lecture series Sécurité, Territoire, Population1 is surprising. Although Machiavelli figures prominently in five of the thirteen lectures,2 Foucault treats Machiavelli as if he were the author of only one book—The Prince—and his reading treats this complex text as if it covered only one topic: how to guarantee the security of the Prince. Clearly Foucault did not intend his interpretation of Machiavelli as a close exegesis. Other discussions of (...) Foucault’s treatment of Machiavelli have acknowledged the role Machiavelli plays in these lectures and even note the inadequacy of the interpretation given by Foucault, but most commentators do not pursue Foucault’s reading further.3 This investigation is not concerned with whether Foucault got Machiavelli right. Rather, Foucault’s reading of Machiavelli is noteworthy because it is partial and incomplete in a way reminiscent of Foucault’s reading of Hobbes in, Il faut défendre la société. This fragmentary character of Foucault’s inscription of Machiavelli as a forerunner of the history of biopolitique allows an innovative reading of the Florentine that connects Machiavelli’s thinking, however indirectly, on a trajectory that encounters, for instance, Foucault’s analysis of populations, the police state, and even his reading of liberalism during the 1978-­‐ 1979 lectures. My argument here is that the specific way Foucault’s inscribes Machiavelli in the history of gouvernementalité, while seeming to reject him, in fact acts to resuscitate, and thereby relay, a reading of Machiavelli as a thinker who articulates encounters among political practices engaged within a horizon of radical immanence. As part of this effort, the breast-milk substitutes industry is proposing to use renewable gas as (...) a substitute for fossil natural gas. However, decarbonising the industrial processing of breast-milk substitutes can increase social license for these products, potentially undermining breastfeeding. World Health Organisation nutrition targets aim to increase exclusive breastfeeding to at least 50% globally by 2025 to improve maternal, infant, and young child health and nutrition. This target will have implications for the energy transition. A weakness of existing energy models is that demands for end-use products such as breast-milk substitutes are typically not considered explicitly. This paper develops an analytical framework for explicitly representing infant feeding methods in energy systems models. We compare the emissions saved in Ireland from decarbonising the industrial processing of breast-milk substitutes with renewable gas with the emissions saved by an increase in exclusive breastfeeding to 50% in both Ireland and a key export market, China. We demonstrate that the emissions saved from achieving the minimum global breastfeeding target are greater than when renewable gas is used to displace natural gas in the production of breast-milk substitutes in Ireland. We discuss the decarbonisation of breast-milk substitutes in relation to the principle of justice as non-maleficence, a principle based on the commitment to avoid harm, a novel application of a principle of justice. We conclude that breastfeeding support can be considered a demand-side measure for mitigating climate change by reducing the demand for energy services to produce breast-milk substitutes. A key recommendation is to position breastfeeding support as both a public health and a climate justice issue that is relevant for a just transition. The framework developed for this paper could be applied to support the inclusion of a wider range of mitigation options with social justice outcomes in energy system models. [Open access]. (shrink)

The free-energy principle states that all systems that minimize their free energy resist a tendency to physical disintegration. Originally proposed to account for perception, learning, and action, the free-energy principle has been applied to the evolution, development, morphology, anatomy and function of the brain, and has been called a postulate, an unfalsifiable principle, a natural law, and an imperative. While it might afford a theoretical foundation for understanding the relationship between environment, life, and mind, its epistemic status (...) is unclear. Also unclear is how the free-energy principle relates to prominent theoretical approaches to life science phenomena, such as organicism and mechanism. This paper clarifies both issues, and identifies limits and prospects for the free-energy principle as a first principle in the life sciences. (shrink)

Unless one embraces activities as foundational, understanding activities in mechanisms requires an account of the means by which entities in biological mechanisms engage in their activities—an account that does not merely explain activities in terms of more basic entities and activities. Recent biological research on molecular motors exemplifies such an account, one that explains activities in terms of free energy and constraints. After describing the characteristic “stepping” activities of these molecules and mapping the stages of those steps onto the (...) stages of the motors’ hydrolytic cycles, researchers pieced together from images of the molecules in different hydrolyzation states accounts of how the chemical energy in ATP is transformed in the constrained environments of the motors into the characteristic activities of the motors. We argue that New Mechanism’s standard set of analytic categories—entities, activities, and organization—should be expanded to include constraints and energetics. Not only is such an expansion required descriptively to capture research on molecular motors but, more importantly from a philosophical point of view, it enables a non-regressive account of activities in mechanisms. In other words, this expansion enables a philosophical account of mechanistic explanation that avoids a regress of entities and activities “all the way down.” Rather, mechanistic explanation bottoms out in constraints and energetics. This report offers a modern perspective on the problem of negative energy, based on a reexamination of the concept of time direction as it arises in a classical and quantum-mechanical context. From this analysis emerges an improved understanding of the general-relativistic stress-energy of matter as being a manifestation of local variations in the energy density of zero-point vacuum fluctuations. Based on those developments, a set of axioms is proposed from which are derived generalized gravitational field equations which (...) actually constitute a simplification of relativity theory in the presence of negative-energy matter and a non-zero cosmological constant. Important clarifications are also achieved regarding the nature of the binary degrees of freedom of matter in the final stages of a gravitational collapse. Those results are then applied to provide original solutions to several long-standing problems in cosmology, including the problem of the nature of dark matter and dark energy, that of the origin of thermodynamic time asymmetry, and several other issues traditionally approached using inflation theory. Finally, we draw on those developments to provide significant new insights into the foundations of quantum theory, regarding, in particular, the problem of quantum non-locality, that of the emergence of time in quantum cosmology, as well as the question of the persistence of quasiclassicality following decoherence. In this paper, we aim at rethinking the concept of obesity in a way that better captures the connection between underlying medical aspects, on the one hand, and an individual’s developmental history, on the other. Our proposal rests on the idea that obesity is not to be understood as a phenotypic trait or character; rather, obesity represents one of the many possible states of a more complex phenotypic trait that we call ‘energy metabolism.’ We argue that this apparently simple (...) conceptual shift can help solve important theoretical misconceptions regarding the genetics, epigenetics, and development of obesity. In addition, we show that our proposal can be fruitfully paired with the concept of developmental channeling of a trait, which connects to the study of the plasticity and canalization of complex traits. Finally, we discuss the potential impact of our approach on the assessment, treatment, and social narratives of obesity. (shrink)

“What is energy?” We appreciate it well when it manifests within the limits of our perception and hence we say it is “Everything”. Understanding energy as such can be frustrating because it is like looking for something that lies beyond the limits of our perception.

On edge computing, mobile devices can offload some computing intensive tasks to the cloud so that the time delay and battery losses can be reduced. Different from cloud computing, an edge computing model is under the constraint of radio transmitting bandwidth, power and etc. With regard to most models in presence, each user is assigned to a single mission, transmitting power or local CPU frequency on mobile terminals is deemed to be a constant. Furthermore, energy consumption has a positive (...) correlation with the above two parameters. In a context of multitask, such values could be increased or reduced according to workload to save energy. Additionally, the existing offloading methods are inappropriate if all the compute densities of multiple tasks are high. In this paper, a single-user multi-task with high computing density model is proposed and partial task is offloaded when use the different offload algorithm. Simulated annealing algorithm is the best method to select offloading tasks, which can enhance the offloading ratio and save energy consumption. (shrink)

Principalele obiective ale Tratatului de la Lisabona sunt: dezvoltarea (...) unei economii de piaţă eficiente, lupta împotriva discriminării şi a excluziunii sociale, promovarea unei justiţii sociale, coeziunea teritorială, progresul tehnologic şi ştiinţific, respectul diversităţii cultural-lingvistice, protecţia cetăţenilor uniunii, dezvoltarea durabilă şi un comerţ liber şi echitabil . This work addresses the autonomous organization of biological systems. It does so by considering the boundaries of biological systems, from individual cells to Home sapiens, in terms of the presence of Markov blankets under the active inference scheme—a corollary of the free energy principle. A Markov blanket defines the boundaries of a system in a statistical sense. Here we consider how a collective of Markov blankets can self-assemble into a global system that itself has a Markov blanket; thereby providing (...) an illustration of how autonomous systems can be understood as having layers of nested and self-sustaining boundaries. This allows us to show that: (i) any living system is a Markov blanketed system and (ii) the boundaries of such systems need not be co-extensive with the biophysical boundaries of a living organism. In other words, autonomous systems are hierarchically composed of Markov blankets of Markov blankets—all the way down to individual cells, all the way up to you and me, and all the way out to include elements of the local environment. An approach to implementing variational Bayesian inference in biological systems is considered, under which the thermodynamic free energy of a system directly encodes its variational free energy. In the case of the brain, this assumption places constraints on the neuronal encoding of generative and recognition densities, in particular requiring a stochastic population code. The resulting relationship between thermodynamic and variational free energies is prefigured in mind–brain identity theses in philosophy and in the Gestalt hypothesis of psychophysical isomorphism.

The sequential patterns of the sixty-four hexagrams in the Yijing, variously known as I Ching (the Book of Changes) are structured to embrace the universe of possibilities, scenarios and probabilities. Each hexagram equates to each moment in space-time. With the arrow of time, a string of hexagrams represent a string of moments. A probability curve can be formed from the string of hexagrams. Physicists call this mathematical entity a wave function which is constantly changing and proliferating. A wave function is (...) mathematical representation of all possibilities that can happen to an observed entity when it interacts with an observer. The form of the wave function can be calculated by the Schrodinger wave equation for any part of the range of moments. The string of hexagrams deal with probabilities. Physicists deal mainly with two wave forms and functions – dynamic wave that follows the Schrodinger wave equation and the second phenomenon is the “collapse of the wave function” which is abrupt and discontinuous. Which part of the wave collapses is a matter of probability and chance. The wave transition from the first to the second is call the quantum jump. This exhibited phenomenon is very similar to how the hexagram in the Yijing. When unobserved, the sequential formation of the hexagrams, moment by moment, form a probability wave but when it is observed, it abruptly collapses. It is the abrupt collapse of all the development aspects of the wave function except the one that actualizes and that particular hexagram is therefore the mathematical representation of the observed entity. What spurs all the changes is the energy that flows through the system and all the interacting waves are interconnected and interdependent and they form the energy fields. Emphasis is on the stringed hexagrams, each possesses a sophisticated mathematical structure, suggesting at the same time that it would hold great significance as an integral part of the whole of the wave or energy field. In this article, we deal with the evaluation of the losses suffered by persons living in urban areas as a result of energy services. In the first part, we analyse how by adopting different informational foci we obtain contrasting interpersonal evaluations regarding the same loss. In the second part, we distinguish between a diachronic and a hypothetical/moralised threshold for harm in order to assess whether individuals are benefiting from or being harmed by a given energy service. Our argument (...) is that the most accurate evaluation of an individual damage caused by an energy service can be obtained by using capabilities as informational focus, instead of realised wellbeing or means to wellbeing, and by interpreting the loss in relation to a hypothetical/moralised threshold that corresponds to a list of central capabilities. In the last part, we address monetary and non-monetary compensations for a loss that is evaluated in terms of capabilities. Accordingly, we expound how compensation policies can either restore the capabilities lost due to energy services or monetarily compensate the individual for the fact that a given capability (or set of capabilities) has been irremediably lost. The cosmic time dependencies of $G$, $\alpha$, $h$ and of Standard Model parameters like the Higgs vev and elementary particle masses are studied in the framework of a new dark energy interpretation. Due to the associated time variation of rulers, many effects turn out to be invisible. However, a rather large time dependence is claimed to arise in association with dark energy measurements, and smaller ones in connection with the Standard Model.

In recent times, limitations and adverse effects of fossil fuels have significantly attracted researchers' attention to green fuels worldwide, especially in developed nations. As a way of assessing this actualization of biorefineries establishment in developing nations, this report surveys the works done by various researches towards this great course in terms of promoting and gaining the attention of both government and private investors about the technical and economic feasibility of embracing the use of biofuels, a case of bioethanol in Nigeria. Different classes of feedstocks were reviewed for the laboratory-scale, process scale-up, pilot plant, and techno-economic studies regarding ascertaining the technical and economic feasibility of local setup of a functional biorefinery in Nigeria, which would be beneficial environmentally and economically. The literature survey unveiled that the Bioethanol yield obtained from sugarcane-juice (72.7 %), banana-stems (84.0 %), and cassava (92.0 %) were found to be of highest potential amongst other sugar-based, lignocellulosic, and starch- based feedstock, respectively. The survey further unveils that the volume of process scale-up and economic feasibility studies does not correlate well with the laboratory-scale studies. The bulk of the research works on bioethanol has given preferential attention to laboratory studies. Only a few studies have looked into the commercialization (i.e., scale-up) of the laboratory findings and the economic implications. Presently, only sugarcane and a few cassavas are reported in the literature so far. It is, therefore, necessary for further studies to give attention to the investigation of the commercializing locally developed technologies and the exploration of their economic benefits. (shrink)

The notion of a physiological individuals has been developed and applied in the philosophy of biology to understand symbiosis, an understanding of which is key to theorising about the major transition in evolution from multi-organismality to multi-cellularity. The paper begins by asking what such symbiotic individuals can help to reveal about a possible transition in the evolution of cognition. Such a transition marks the movement from cooperating individual biological cognizers to a functionally integrated cognizing unit. Somewhere along the way, did (...) such cognizing units simultaneously have cognizers as parts? Expanding upon the multiscale integration view of the Free Energy Principle, this paper develops an account of reciprocal integration, demonstrating how some coupled biological cognizing systems, when certain constraints are met, can result in a cognizing unit that is in ways greater than the sum of its cognizing parts. Symbiosis between V. Fischeri bacteria and the bobtail squid is used to provide an illustration this account. A novel manner of conceptualizing biological cognizers as gradient is then suggested. Lastly it is argued that the reason why the notion of ontologically nested cognizers may be unintuitive stems from the fact that our folk-psychology notion of what a cognizer is has been deeply influenced by our folk-biological manner of understanding biological individuals as units of reproduction. Urban infrastructures serve as the backbone of modern economies, mediating global exchanges and responding to urban demands. Yet, our comprehension of these complex structures, particularly within diverse socio-political terrain, remains fragmented. In bridging this knowledge gap, this study delves into “boundary objects”—entities enabling diverse stakeholders to collaborate without a comprehensive consensus. Central to our investigation is the hypothesis that oceanic infrastructural developments are instrumental in molding the interface of urban, industrial, and energy sectors within marine contexts. Our lens is (...) directed at the Gulf of Mexico, which is distinguished by its industrial depth and expansive marine grid. We highlight the Gulf Intracoastal Waterway’s (GIWW) paramount role in regional movement and the ecological facets of practices such as dredging, which is vital for transport and coastal conservation. A striking revelation of our study is the transformation of offshore structures in the Gulf into vibrant marine habitats. Emphasizing the intertwined nature of marine infrastructures, we denote oceans as pivotal platforms for impending urban expansion, especially as land resources wane. Our research aspires to validate the role played by oceans as a nexus in the urban–industrial–energy fusion. (shrink)

Disagreement about how best to think of the relation between theories and the realities they represent has a longstanding and venerable history. We take up this debate in relation to the free energy principle (FEP) - a contemporary framework in computational neuroscience, theoretical biology and the philosophy of cognitive science. The FEP is very ambitious, extending from the brain sciences to the biology of self-organisation. In this context, some find apparent discrepancies between the map (the FEP) and the territory (...) (target systems) a compelling reason to defend instrumentalism about the FEP. We take this to be misguided. We identify an important fallacy made by those defending instrumentalism about the FEP. We call it the literalist fallacy: this is the fallacy of inferring the truth of instrumentalism based on the claim that the properties of FEP models do not literally map onto real-world, target systems. We conclude that scientific realism about the FEP is a live and tenable option. (shrink)

I have been working on the fundamental laws of physics for a long time. During this time, I realized that gravity does not work like Newtonian and this misleads us into Dark Matter. The relationship between distance and gravitational force varies with distance. Gravitational properties vary for every point in empty space and have some limits. The gravity equation varies with some value between $1/r$ and $1/r^2$ for the farthest or closest available distance. However, empty space also has a gravitational (...) and expansion effect.
