This short article represents the first attempt to define a new core cultural value that will enable engaging the business sector in humankind’s mission to heal nature. First, I start with defining the problem of the current business culture and the extant thinking on how to solve environmental problems, which I called “the eco-deficit culture.” Then, I present a solution to this problem by formulating the “semiconducting principle” of monetary and environmental values exchange, which I believe (...) can generate “an eco-surplus business culture.” This work adds one new element, the eleventh cultural value, to the ten core values of progressive cultures postulated by Harrison (2000). As the world’s population grows and urbanization continues, the global waste crisis is becoming more severe, especially in developing countries. Without proper waste management, they may encounter various environmental and health risks. Biological technologies are regarded as promising waste management and recycling approaches in developing countries due to their cost-effectiveness and capability to handle diverse waste categories. One prominent technology in this aspect is the vermicomposting of organic waste utilizing the black soldier fly larvae. Nevertheless, significant financial resources are (...) still necessary to advance and expand biological waste treatment, which requires the participation of businesses. By examining waste management companies listed on the Vietnamese stock market, we highlight two challenges that hinder the adoption and scaling of the waste treatment system using black soldier flies and potentially other biological technologies in Vietnam. Specifically, the business regards the environmental services they offer primarily as a means to generate profit rather than as a genuine commitment to environmental preservation, and the values of companies operating in the environmental sector, particularly in waste management, have been significantly undervalued by the Vietnamese investing public. Therefore, we advocate for societal shifts toward the eco-surplus culture and apply the semiconducting principle of monetary and environmental values exchange to address the problem. (shrink)

Over the last two decades, there was an upsurge of research and innovation in biotechnology and related fields, leading to exciting new discoveries in areas such as the engineering of biological processes, gene editing, stem cell research, CRISPR-Cas9 technology, Synthetic Biology, recombinant DNA, LMOs and GMOs, to mention only a few. At the same time, these advances generated concerns about biosafety, biosecurity and adverse impacts on biodiversity and the environment, leading to the establishment of Research Ethics Committees (RECs) at Higher (...) Education and Research Institutions dedicated to reviewing research with implications for biosafety and the environment. -/- These Biosafety and Environment Research Ethics Committees, referred to as EBRECs, are in the early stages of their establishment and formalisation, and there is much uncertainty about their composition, scope, procedures of decision-making and the principles that should guide their deliberations and assessments. In many respects, EBRECs are venturing into uncharted territory, facing a very wide range of complex research fields, far-reaching research practices and deep concerns new to Review Boards, raising the question to what extent EBRECs can fall back on the fairly well-established principles and procedures of RECs focusing on Human, Health or Animal research, and to what extent they need new or adapted principles and procedures. -/- Against this background, I set out to answer the following three main research questions in this thesis: 1. What is the current state of ethical principles for ethics reviews in the field of environmental and biosafety research ethics? Which principles are currently used in this context, and how? 2. What are the shortcomings of the current principles used by EBRECs and how can they be overcome? 3. What ethical principles must be adopted by environmental and biosafety research ethics committees and guide them in their decision-making? -/- In order to prepare the ground and set the scene for my discussion of these questions, I also formulated four supporting research questions: i. What is environmental research ethics in action? ii. What is biosafety research ethics in action? iii. How are environmental and biosafety ethics related to one another? iv. How should the guidelines and ethical principles related to these two overlapping fields be implemented in the ethics review process? Following my introduction and problem statement in Chapter 1, I devoted Chapters 2 and 3 to an overview of my supporting questions to set the scene for Environmental and Biosafety Research Ethics. In Chapter 4, I turned to my main research question with a discussion of national and international declarations, frameworks and legislation and an investigation of principles in the different research areas to get a picture of applicable principles that can guide EBRECs. -/- The main finding of my thesis is that due to the complexity of EBR, different categories of principles could be the solution for EBRECs. I elaborate on this in Chapter 5, my concluding chapter, in which I also propose a list of core principles that can serve as an accessible and easy-to-use guide for EBRECs in their decision-making. The activities of man and other beings on a daily basis have been the primordial antecedence for the negative changes experienced in the environment today. Nature in its rudimentary state was harmless and friendly to man and its inhabitants. But owing to the egocentric approaches of man towards the environment, fundamentally for the purpose of earning a living and advancing development, man manipulates every available resources to his favor including the environment. These egomaniacal demeanor has propelled the once harmless nature (...) to react against human beings, causing socio-economic and psychological damages. Climate change to this end has been defined as a change in oceans, land surfaces and ice sheets occurring overtime scales of decades or longer. It expresses itself in the evidence differentiation from the usual sun radiation, volcanoes, internal virility in climate system or human system. The twenty first century is facing the boomerang of the human seeds sown on the climate. It becomes imperative for Africans to align with the rest of the world in fashioning out an approach to tackle climate change and other related environmental issues, and curb the present and predicted damages. To this end the paper proposes Innocent Asouzu’s complementary Noetic Propaedeutic principle as the viable prognosis towards fostering environmental peace, mutual co-existence with all other beings within the horizon to bring about solution to climate change. The 5P, an acronym for the five principles, was proposed precisely to bridge the gap between scientific progress and societal acceptance, particularly in interdisciplinary scientific research on sustainability.

Deep Ecology, the Voluntary Human Extinction Movement (VHEMT), and Anti-Civilization Primitivism have frequently been labeled as radical environmental ideologies, owing to their relationship with activities conducted by environmental extremists. Nonetheless, given the serious concerns faced by climate change and biodiversity loss, it is critical to engage with a broad range of perspectives and techniques. Such participation allows us to have access to a greater range of perspectives and a more diverse pool of knowledge, boosting our capacity for creative (...) problem-solving. The purpose of this essay is to reconsider the underlying concepts and principles that drive these theories, as well as to assess their relevance in tackling modern environmental issues. We think that Deep Ecology, the Voluntary Human Extinction Movement (VHEMT), and Anti-Civilization Primitivism should be called "unconventional" or "distinctive" rather than "radical," because they primarily focus on the ontological perspective but do not urge extreme acts. Meanwhile, their distinctiveness helps increase public awareness about environmental issues and promote reflection on and rethinking of the ontological link between mankind and the natural world. The strategic goal of environmental education in Russia is the formation and development of an environmental outlook among students of all ages, which is based on scientific knowledge, environmental culture, and ethics. Environmental pragmatists argue that it is defeatist to declare in advance that the only effective way to deal with environmental problems is to usher in a complete cultural paradigm shift that radically transforms human value systems. Hence, they do not place a high priority on revolutionary attempts to convince doubters that natural systems, living beings, or sentient beings have intrinsic value. Instead, they prioritize creating a democratic context for adaptive decision processes, which of course includes the evaluation of (...) vying principles. This approach reflects John Dewey’s distinction between a planning society and a planned society. Whereas incommensurable values are an inherent problem for any planned society, such as Plato’s Republic or the former Soviet Union, they are irreducible frictions within a planning society. This focus on planning is illustrated by pragmatist philosopher Andrew Light’s work on climate diplomacy as U.S. Assistant Secretary of Energy for International Affairs. The Kyoto Protocol began with an abstract principle of equitable emissions. But its top-down, punitive approach precipitated a race to the bottom when it came to agreeing on binding targets. In contrast, the Paris Agreement’s bottom-up “pledge and review” approach fronts adaptive processes through which countries intra-nationally decide what to do, take stock, and reconvene to pressure each other. It is not that there was a big bang in the beginning that resulted in every property from nothing. Rather, the question is examined as experience and phenomena. The "something" means the properties of the things and places that come to our conscious awareness of what it is like for each of us to observe something from (...) our own microcosmic center of the universe. This necessarily entails a consideration of astrology and correlative worlds. In contrast to how astrology is typically described as "influences," this approach uses a hierarchy/equality framework that relates mind to the cosmological order. Axiom-like principles and theories are used to introduce you, as the "astrological native," to your environmental interactions modeled into fundamental properties described in categories of urges, values, intentions, and skills. This paper analyzes the current crisis of the global industrial civilization as a coincidence of external and internal reasons, mainly as a coincidence of economic and environmental crises tendencies. The analysis is based on Habermas´ distinction between four types of social formation, and according to their internal organizational principles and an extent of their social and system integration, also types of crises that can occur in the given type of the social formation. The paper shows that the common reason (...) of economic and environmental crises which are a part of system crisis of industrial civilization is an imperative of growth. This imperative, as Habermas points out, is the immanent principle of institutions and systems of capitalism. Economic and demographic growth of industrial civilization based on capitalism principles has reached its limits. However, all types of social formation, institutions and civilizations are also determined by the imperative of sustainability. The current crisis is then characterized as a display of antagonism between the imperative of growth and imperative of sustainability. This antagonism creates a new category of transformation for sustainable societies or revolution conflicts in states that break environmental and economic limits of growth. These conflicts result from food and water shortages and could bring a growing instability into the world or lead into the collapse of the industrial civilization. (shrink)

In a recent paper in this journal, Carter and Peterson raise two distinctly epistemological puzzles that arise for anyone aspiring to defend the precautionary principle. The first puzzle trades on an application of epistemic contextualism to the precautionary principle; the second puzzle concerns the compatibility of the precautionary principle with the de minimis rule. In this note, I argue that neither puzzle should worry defenders of the precautionary principle. The first puzzle can be shown to be (...) an instance of the familiar but conceptually harmless challenge of adjudicating between relevant interests to reach assessments of threats when applying the precautionary principle. The second puzzle can be shown to rely on a subtle but crucial misrepresentation of the relevant probabilities at play when applying the precautionary principle. (shrink)

The current literature on environmental sustainability acknowledges that habits are often shaped in private life and that experiences with environmental activities in a non-work setting positively influence environmental behaviors in the work domain. However, the conditions that lead individuals to behave responsibly at work based on their environmental commitment outside the workplace remain poorly understood. We address this issue by pursuing two objectives. First, we outline archetypes of environmental behavior on and off the job and (...) classify individuals into four profiles: Apathetic, Conformist, Citizen and Enthusiast. Second, we examine a set of organizational and psychological variables that explain the likelihood of behaving in accordance with the principles of an archetype in terms of pro-environmental behavior at work. Our findings show that supervisory support, job self-efficacy and affective commitment increase the likelihood of being green at work but that environmental management practices do not. The results differ according to the profiles identified, allowing a better understanding of employees’ commitment to environmental sustainability. We conclude the paper by discussing the theoretical and managerial implications of our findings. (shrink)

The Precautionary Principle (PP) is an influential principle of risk management. It has been widely introduced into environmental legislation, and it plays an important role in most international environmental agreements. Yet, there is little consensus on precisely how to understand and formulate the principle. In this paper I prove some impossibility results for two plausible formulations of the PP as a decision-rule. Action must be taken to combat climate change. Yet, how the costs of climate action should be allocated among states remains a question. One popular answer—the polluter-pays principle (PPP)—stipulates that those responsible for causing the problem should pay to address it. While intuitively plausible, the PPP has been subjected to withering criticism in recent years. It is timely, following the Paris Agreement, to develop a new version: one that does not focus on historical production-based emissions but rather allocates climate (...) burdens in proportion to each state’s annual consumption-based emissions. Place-based education is founded on the idea that the student’s local community is one of their primary learning resources. Place-based education’s underlying educational principle is that students need to first have an experiential understanding of the history, culture, and ecology of the environment in which they are situated before tackling broader national and global issues. Such attempts are a step in the right direction in dealing with controversial issues in a democracy by providing resources for synthesising curriculum though theory (...) (curriculum content, including traditional subjects) and practice (practical learning as experiential education). Nevertheless, many place-based accounts discount Indigenous conceptions of place, which are integral to Indigenous ways of knowing, being and doing, especially in relation to the ontological relationship to Land and Country. Indigenous philosophy has the potential to inform what place-based education means by students developing a ‘sense of place’ when engaging with local communities as their ‘own’ place. In this article we re-imagine the community of inquiry as a place-responsive pedagogy by learning from Indigenous philosophy, and recentring Indigenous notions of place in experiential learning. In addition to exploring the pedagogical potential of a place-responsive account of the community of inquiry, we look to the implications for teacher preparation. (shrink)

Background: Exposomics, the study of the exposome, is flourishing, but the field is not well defined. The term “exposome” refers to all environmental influences and associated biological responses throughout the lifespan. However, this definition is very similar to that of the term “environment”—the external elements and conditions that surround and affect the life and development of an organism. Consequently, the exposome seems to be nothing more than a synonym for the environment, and exposomics a synonym for environmental research. (...) As a result, some have rebranded their “standard” environmental health research with the neologistic exposome term, whereas others ignore or seek to abandon the seemingly redundant concept of the exposome. -/- Objectives: We argue that exposomics needs to sharpen its mission focus to counteract this apparent redundancy. Exposomics should be defined as a research program in environmental health aimed at enabling a comprehensive and discovery-driven approach to identifying environmental determinants of human health. Similar to the aim of the Human Genome Project, exposomics aims to analyze the complete complexity of exposures and their corresponding biological responses. Exposomics’ primary premise is that the existence of undiscovered, potentially interconnected, nongenetic (environmental) risk factors for health necessitates a comprehensive discovery-driven analysis approach. -/- Discussion: We argue that exposomics researchers should adopt our reconceptualization of exposomics and focus on the productiveness and integrity of their research program: its purpose and principles. We suggest that exposomics researchers should coordinate the writing of reviews that assess the program’s productiveness and integrity, as well as provide a platform for exposomics researchers to define their vision for the field. In this paper we present two distinctly epistemological puzzles that arise for one who aspires to defend some plausible version of the precautionary principle. The first puzzle involves an application of contextualism in epistemology; and the second puzzle concerns the task of defending a plausible version of the precautionary principle that would not be invalidated by de minimis.

The article examines the peculiarities and modern specifics of the formation of ecological and economic security in Ukraine in the conditions of digitalization. It was determined that the lack of dynamic growth, the violation of the optimal balance and balance of the ecological and economic system are caused by the depletion of raw resources, a decrease in the overall potential of the environment, and the irrational use of natural resources. It has been proven that in the conditions of digitalization, a (...) new challenge for all enterprises is to ensure the ecological and economic efficiency of their activities, which combines the principles of transparency and openness in their functioning. The precautionary principle (PP) aims to anticipate and minimize potentially serious or irreversible risks under conditions of scientific uncertainty. Thus it preserves the potential for future developments. It has been incorporated into many international treaties and pieces of national legislation for environmental protection and sustainable development. In this article, we outline an interpretation of the PP as a framework of orientation for a sustainable information society. Since the risks induced by future information and communication technologies (ICT) are social (...) risks for the most part, we propose to extend the PP from mainly environmental to social subjects of protection. From an ethical point of view, the PP and sustainability share the principle of intergenerational justice, which can be used as an argument to preserve free space for the decisions of future generations. Applied to technical innovation and to ICT issues in particular, the extended PP can serve as a framework of orientation to avoid socio-economically irreversible developments. We conclude that the PP is a useful approach for: (i) policy makers to reconcile information society and sustainability policies and (ii) ICT companies to formulate sustainability strategies. In their ‘Ethical and Technical Challenges in Compensating for Harm Due to Solar Radiation Management Geoengineering’ (2014), Toby Svoboda and Peter Irvine (S&I) argue that there are significant technical and ethical challenges that stand in the way of crafting a just solar radiation management (SRM) compensation system. My aim in this article is to contribute to the project of addressing these problems. I do so by focusing on one of S&I’s important ethical challenges, their claim that the polluter pays (...) class='Hi'>principle (PPP) is too problematic to be useful in determining responsibility for SRM compensation. Their argument for the latter claim consists in a series of allegations, mostly in the form of questions, that are thought to indicate serious difficulties standing in the way of using the PPP to craft a just compensation system. I argue that S&I fail to substantiate these allegations: the PPP is not as problematic as S&I suggest, and moreover, is a viable candidate for determining responsibility for SRM compensation. The main subject of this paper is the two significant problems of environmental ethics which are ecofascism and speciesism. This scrutiny offers an evaluative perspective on the main problems of environmental ethics and is conducted with this aim. Most of the environmental philosophers, all the difficulties notwithstanding, try to find a middle way in the ecofascism-speciesism continuum and their theories get closer to one or the other edge of this continuum. John Baird Callicott is one of the (...) environmental philosophers who struggle with this issue when his theory indicates one of the problems or gets closer to one of the edges, he tries to find a new way to go. There are six turns in Callicott's philosophy starting with strong holism due to accepting Leopold's land ethic as a basis. Then, he constructed a theory that pushes him closer to the speciesist edge, and finally, he found a way out from these fatal consequences. However, all the environmental philosophers face the same problems in their journey although they are either holists or individualists in the end. In constructing a holistic environmental ethical theory, for instance, they may be in ecofascism difficulty because holism requires man to be an ordinary member of the biotic community as seen in the first turn. Or, establishing a special place for humankind to ditch the ecofascism crisis may cause another equally important crisis, namely, speciesism (see the third turn). Some philosophers prefer to be closer to one of the edges always being on guard against the other. Some others, like Callicott, try to find a middle way equally far from the edges. However, this choice is no easier. Selecting to be a member of both the human community and biotic community brings different problems, such as ranking problems between the duties and obligations toward the communities and their members, i.e. a challenge to decision-making processes. For such problems, they come up with some principles or rules like second-order principles (SOPs) as Callicott did (in the fifth turn). But, these rules or principles are not sufficient enough to solve the ranking problems of setting priorities among our duties to members of both communities, either. Thus, either there is a need for more regulations and rules, or these two communities should be separated in a different dimension and gathered at another level. The second choice is preferred by Callicott and used as a solution to the main problem: constructing an environmental ethical theory that involves whole nature with its members and which is free from two essential problems (see the sixth turn). As a final point, Callicott's last theory seems to point to the conclusion that an environmental ethical theory is possible without falling into the ecofascism and speciesism traps, i.e. his last stand can facilitate the attainment of the main subject of this essay. Theorists of liberal neutrality, including in this context David Miller, claim that it is unjust for environmental policy to privilege a particular conception of the good by appealing to normative principles derived from any substantive conception of human flourishing. However, analysis of Miller's arguments reveals the inability of procedural justice thus understood to adequately engage with the complex and contested issue of the relationship between human beings and the rest of the world. Miller's attempt to distinguish categories of public (...) goods generally, and environmental goods in particular, according to the possibility of reasonable disagreement, is seriously flawed. It results in an inability to distinguish between want-regarding and ideal-regarding justifications for the public provision of environmental goods, and more generally, an inability to recognise ecological sustainability as an important aspect of the common good. Effective environmental policy is not rendered illegitimate or unjust by incompatibility with liberal neutrality. (shrink)

As a full expression of techne, the information society has already posed fundamental ethical problems, whose complexity and global dimensions are rapidlyevolving. What is the best strategy to construct an information society that is ethically sound? This is the question I discuss in this paper. The task is to formulate aninformation ethics that can treat the world of data, information, knowledge and communication as a new environment, the infosphere. The creation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in 1973 has significantly altered the dynamics of trade in fauna and flora. Despite this effort, curbing of criminal trade in endangered species of wild fauna and flora has remained a key challenge for some countries. The objective of this study was to identify and establish the trafficking routes of illegal wildlife and forest products, analyzing the patterns and trends of wildlife and forest (...) crime including their drivers, actors and modus operandi, and assessing the criminal justice response including the legislative, enforcement, prosecutorial and judicial systems. The analysis was based on the methodologies and principles embedded in African environmental ethics. It was concluded that African ethics allows for ‘sustainable poaching’ under the framework of Eco-Afrocentricism; but condemns poaching done for trafficking purposes. Five canons of sustainability were developed to guide ‘sustainable poaching’. African capitalism thesis was used to support the analysis from political and economic perspectives. (shrink)

The type of principles which cognitive engineers need to design better work environments are principles which explain interactivity and distributed cognition: how human agents interact with themselves and others, their work spaces, and the resources and constraints that populate those spaces. A first step in developing these principles is to clarify the fundamental concepts of environment, coordination, and behavioural function. Using simple examples, I review changes the distributed perspective forces on these basic notions.

Controlling the names of places, environments, and species is one way in which settler colonial ontologies delimit the intelligibility of ecological relations, Indigenous peoples, and environmental injustices. To counter this, this article amplifies the voices of Native American scholars and foregrounds a philosophical account of Indigenous naming. First, I explore some central characteristics of Indigenous ontology, epistemic virtue, and ethical responsibility, setting the stage for how Native naming draws these elements together into a complete, robust philosophy. Then I point (...) toward leading but contingent principles of Native naming, foregrounding how Native names emerge from and create communities by situating (rather than individuating) the beings that they name within kinship structures, including human and nonhuman agents. Finally, I outline why and how Indigenous names and the knowledges they contain are crucial for both resisting settler violence and achieving environmental justice, not only for Native Americans, but for their entire animate communities. Climate change is a global environmental issue that threatens humanity and the concept of 'Ubuntu' which means 'humanness' would be useful in the conversation for climate change mitigation and adaptation. With the rising global temperature changes to climate, the paper reflects on some critical questions such as: how can African environmental ethics make an epistemic contribution to the conversation on climate change mitigation and adaptation strategies? I argue that the issue of climate change is a problem rooted in (...) anthropocentric activities, individualistic values and capitalism can be minimized by integrating the ideologies of 'Ubuntu' as a cultural value in African environmental ethics into the dialogue on climate change adaptation approaches. Beyond the scientific, political and legal issues involved in the approaches, it is pertinent to consider divergent cultural ethical values in formulating policy for climate change adaptation. I recommend that the ideologies of Ubuntu should be integrated with other ethical principles aimed at providing a solid base for adapting to the problem of climate change. (shrink)

This work is on Paul Taylors Biocentric Ethics: A Survey of Contemporary Environmental Conflicts. When we accept the concept of biocentrism there is bound to exist conflicts between interests and cultural values of humans and the well-being of nonhuman living beings. These conflicts as we shall see need fair resolution principles because they are equal competing claims. Thus, the concept of equality here deals with the fact already established. This work exposes that both humans and nonhuman living beings of (...) the wild have inherent worth of their own, which deserve respect and consideration. African ontological discourse revolves around a few principles, the interrelatedness of being, what is variously interpreted as communalism, ubuntu, Holism, communitarianism etc. This is the view that every being in the world, animate and inanimate are interconnected into a whole. This makes it possible for African environmental attitude to claim to be holistic. Since we are one, we care for each other, humans care for animals, plants, and mountains not because of what to gain from them but because we (...) are the same and harming the river is same as harming oneself. The weakness of seeing African environmental ethics as only holistic is that it is not African enough as the paper will argue. The second principle in African ontological discourse is the human being. This principle has made scholars like Callicott and even some African scholars to describe African environmental ethics as anthropocentric. The paper also argues that branding African environmental ethics anthropocentric is not African enough. This is because Africans live in an interconnected world, comprising both the living, the dead and nature. Humans are only one privileged part of the whole and this is because of her obligatory role to nature and the world as a result of her capabilities. Through the method of analysis, the paper argues that a plausible African environmental ethics will be one that will blend the holistic nature of the African ontology and its pride of place given to humans. It will be discovered that obligatory anthropoholism can comfortably blend these two principles without necessarily being anthropocentric. (shrink)

This article discusses experiences in the integrated teaching of Environmental Studies and Science Studies in a generalist curriculum at a university campus in Scotland. At the University of Glasgow Crichton Campus, a mixed curriculum has been developed to combine coherently Environmental and Science Studies, perhaps the first such curriculum in the UK and equally uncommon in America. The Crichton curricum is intentionally multi-disciplinary, drawing closely on the successful nineteenth-century Scottish model exported to America. The paper, Some Indigenous Solutions to African Environmental Problems: An Appraisal, is written to examine the relevance of African Environmental Philosophies to addressing African environmental problems. African environmental problems include: water pollution, air pollution, land pollution, climate change, flood and many more. Researchers have shown that these problems are caused by phenomena like coal mining, nuclear waste, deforestation, overfishing, wars, etc. It is a known fact that attempts have been made over the years to resolve these (...) problems, with pockets of successes, yet more needs to be done. Nigeria’s Niger Delta Development Commission, Kenya’s Bio-safty Act 2009, The National Environment Policy of Ghana, Oil Pipeline Act 2004, Nuclear Safety and Radiation Protection Act 2004 are a good example of such attempts with pockets of successes and challenges. This work uses the methods of rational speculation and critical analysis to examine aboriginal approaches to resolving African environmental challenges as recorded in Mark Omorovie Ikeke’s Philosophical Consciences, Caroline N. Mbonu’s Ecospiritualism, Thaddeus Metz’s Model Relationalism, and Chimakonam Jonathan Okeke’s Ohanifism. This work charged African environmental policymakers, Lecturers, and Students with the responsibility to understand and apply the theoretical foundation for sustainable living as recorded in the above philosophies. This is the time when Africans must use indigenous African methods and principles to proffer solutions to African environmental problems. (shrink)

The Precautionary Principle is both celebrated and criticized. It has become an important principle for decision making, but it is also subject to criticism. One problem that is often pointed out with the principle is that is not clear what it actually says and how to use it. I have taken on this problem by performing an analysis of some of the most influential formulations of the principle in an attempt to identify the core ideas behind (...) it, with the purpose of producing a formulation of the principle that is clear and practically applicable. It was found that what is called the Precautionary Principle is not a principle that tells us what do to achieve extra precaution or how to handle situations when extra precaution is called for. Instead, it was found to be a list of circumstances that each justify extra precaution. An analysis of some of the most common and influential formulations of the Precautionary Principle identified four such circumstances: (1) When we deal with important values that tend to be systematically downplayed by traditional decision methods – such as human health and the environment. (2) When we suspect that the decision might lead to irreversible and severe consequences and the values at stake are also irreplaceable, (3) When timing is at least as important as being right. (4) When it is more important to avoid false negatives than false positives. This interpretation of the Precautionary Principle does not say anything about what kind of actions to take when extra precaution is called for, but it does provide a clear and practically useful list of circumstances that call for extra precaution and that is not subject to the most common objections to the Precautionary Principle. The relevance of the transformation of approaches to understanding the essence and principles of ecological and economic security in the context of the need to ensure sustainable development is substantiated. The levels of ecological and economic security and the peculiarities of changes in profits and costs during the transition of the economic system and business entities between these levels are (...) determined. While there is an extensive literature on how the precautionary principle should be interpreted and when precautions should be taken, relatively little discussion exists about the fair distribution of costs of taking precautions. We address this issue by proposing a general framework for deciding how costs of precautions should be shared, which consists of a series of default principles that are triggered according to desert, rights, and ability to pay. The framework is developed with close attention to the pragmatics (...) of how distributions will affect actual behaviours. It is intended to help decision-makers think more systematically about distributional consequences of taking precautionary measures, thereby to improve decision-making. Two case studies—one about a ban on turtle fishing in Costa Rica, and one about a deep-sea mining project in Papua New Guinea—are given to show how the framework can be applied. (shrink)

This study examines the origins and main aspects of the Chinese concept of ecological civilization. Originally a philosophical concept, it was later developed into a political and constitutional principle and became the basis of several public policies of the Chinese government. The author also draws attention to several contradictions and weaknesses in the concept, which has been seen as a Chinese version of sustainable development and ultimately as a Chinese concept of global civilization.

This paper centers on the implicit metaphysics beyond the Theory of Relativity and the Principle of Indeterminacy – two revolutionary theories that have changed 20th Century Physics – using the perspective of Husserlian Transcedental Phenomenology. Albert Einstein (1879-1955) and Werner Heisenberg (1901-1976) abolished the theoretical framework of Classical (Galilean- Newtonian) physics that has been complemented, strengthened by Cartesian metaphysics. Rene Descartes (1596- 1850) introduced a separation between subject and object (as two different and self- enclosed substances) while Galileo and (...) Newton did the “mathematization” of the world. Newtonian physics, however, had an inexplicable postulate of absolute space and absolute time – a kind of geometrical framework, independent of all matter, for the explication of locality and acceleration. Thus, Cartesian modern metaphysics and Galilean- Newtonian physics go hand in hand, resulting to socio- ethical problems, materialism and environmental destruction. Einstein got rid of the Newtonian absolutes and was able to provide a new foundation for our notions of space and time: the four (4) dimensional space- time; simultaneity and the constancy of velocity of light, and the relativity of all systems of reference. Heisenberg, following the theory of quanta of Max Planck, told us of our inability to know sub- atomic phenomena and thus, blurring the line between the Cartesian separation of object and subject, hence, initiating the crisis of the foundations of Classical Physics. But the real crisis, according to Edmund Husserl (1859-1930) is that Modern (Classical) Science had “idealized” the world, severing nature from what he calls the Lebenswelt (life- world), the world that is simply there even before it has been reduced to mere mathematical- logical equations. Husserl thus, aims to establish a new science that returns to the “pre- scientific” and “non- mathematized” world of rich and complex phenomena: phenomena as they “appear to human consciousness”. To overcome the Cartesian equation of subject vs. object (man versus environment), Husserl brackets the external reality of Newtonian Science (epoché = to put in brackets, to suspend judgment) and emphasizes (1) the meaning of “world” different from the “world” of Classical Physics, (2) the intentionality of consciousness (L. in + tendere = to tend towards, to be essentially related to or connected to) which means that even before any scientific- logical description of the external reality, there is always a relation already between consciousness and an external reality. The world is the equiprimordial existence of consciousness and of external reality. My paper aims to look at this new science of the pre- idealized phenomena started by Husserl (a science of phenomena as they appear to conscious, human, lived experience, hence he calls it phenomenology), centering on the life- world and the intentionality of consciousness, as providing a new way of looking at ourselves and the world, in short, as providing a new metaphysics (as an antidote to Cartesian metaphysics) that grounds the revolutionary findings of Einstein and Heisenberg. The environmental destruction, technocracy, socio- ethical problems in the modern world are all rooted in this Galilean- Newtonian- Cartesian interpretation of the relationship between humans and the world after the crumbling of European Medieval Ages. Friedrich Nietzsche (1844-1900) comments that the modern world is going toward a nihilism (L. nihil = nothingness) at the turn of the century. Now, after two World Wars and the dropping of Atomic bomb, the capitalism and imperialism on the one hand, and on the other hand the poverty, hunger of the non- industrialized countries alongside destruction of nature (i.e., global warming), Nietzsche might be correct: unless humanity changes the way it looks at humanity and the kosmos. The works of Einstein, Heisenberg and Husserl seem to be pointing the way for us humans to escape nihilism by a “great existential transformation.” What these thinkers of post- modernity (after Cartesian/ Newtonian/ Galilean modernity) point to are: a) a new therapeutic way of looking at ourselves and our world (metaphysics) and b) a new and corrective notion of “rationality” (different from the objectivist, mathematico- logical way of thinking). This paper is divided into four parts: 1) A summary of Classical Physics and a short history of Quantum Theory 2) Einstein’s Special and General Relativity and Heisenberg’s Indeterminacy Principle 3) Husserl’s discussion of the Crisis of Europe, the life- world and intentionality of consciousness 4) A Metaphysics of Relativity and Indeterminacy and a Corrective notion of Rationality in Husserl’s Phenomenology . Recently, we have been trying to find out how to innovate our research method. For an analytical approach like BMF, it is even more difficult as BMF is the product of a many-year process of deliberate designing and optimizing. Fortunately, such innovation has appeared through the fictional details of The Kingfisher Story Collection, which gave birth to a subsequent series of innovations in working cultures, philosophies, principles, theories, methodology, and practices of the AISDL team. However, one important question remained: What (...) is the true meaning of Kingfisher? Why do we have so deep a connection to it? At first, we thought the Collection’s embedded humor and freedom of thought were the reasons. However, we have found the true answer today: its natural bond with the environment, the origin of human life. (shrink)

What does environmental ethics have to say about the urban context? Is the city an environment that has only negative value or is it possible, and in fact necessary, to develop ethical recommendations about how to design it? In this paper, I argue for the second of these disjuncts and sketch some ideas for an environmental city ethics. I try to show that the most important principle of such an ethics is procedural: anyone affected by a decision (...) about the urban environment must have the possibility to participate in the process of making it. This principle has certain preconditions and there are also limitations on its applicability. For example, it is plausible that there are certain ecocentric ethical obligations, which are valid independently of the implementation of the principle. I sketch an idea for how a city’s green areas can help to raise citizens’ awareness of these obligations. -/- ¿Qué se puede decir, desde la ética ambiental, acerca del contexto urbano? ¿Se trata de un ambiente únicamente con valor negativo o es posible, e incluso necesario, desarrollar recomendaciones éticas sobre cómo diseñarlo? En este texto argumento en favor de la segunda afirmación y esbozo algunas ideas respecto de una ética ambiental para la ciudad. Defiendo que el principio más importante es procedimental: toda persona afectada debe tener la posibilidad de participar en la toma de las decisiones sobre el ambiente urbano. Este principio tiene ciertas precondiciones y también algunas restricciones. Por ejemplo, es plausible pensar en obligaciones éticas ecocéntricas válidas independientemente de la implementación del principio. Esbozo cómo las áreas verdes de una ciudad pueden ayudar a sensibilizar a los citadinos con estas obligaciones. (shrink)
