SWOT is used as a planning tool. However, this analysis has weaknesses. Some of these weaknesses can be avoided, by connecting a SWOT analysis with AHP (...). Following the basic steps of the SWOT-AHP, this research presented a case study of defining the strategy for the development of Indonesian Women Navy. The results indicate that development skill with study dikpengiptek strategy was the best strategy that could have been implemented.
