The purpose of this article is to compare several street typologies (distributed from center to suburb) in Tirana, Albania while taking into consideration pedestrian behavior on these pathways. The streets "Myslym Shyri," "Bllok," "Kombinat" (an extension of Kavaja's Street), and "Ana Komnena" (formerly "Fusha e Aviacionit") will be the primary focus of this study. The following variables will be taken into account such as pedestrian behaviors, street identity, dissatisfaction, walking distance when shifting to another zone, effects of greenery on pedestrians, (...) time spent, points of interest, frequency, pavement quality, preferred walking periods, gathering places, utilization of benches, ambulant sellers, impact of vegetation and greenery, water basins, preference for public transportation, and road signs. Direct observations and a questionnaire will be used to determine the accurate information. The study should provide recommendations as guidance for municipalities and stakeholders to better understand the behavior of pedestrians in Tirana’s context. The streets that pedestrians frequent the most include the "Bllok" area and "Myslym Shyri" Street. The pedestrian resident population on "Myslym Shyri" street, which is dominated by people of all ages, including children, youth, and the elderly, has a slight advantage over the "Bllok" neighborhood. Furthermore, there is a wide variety of urban elements on Ana Komnena Street (formerly known as "Fusha e Aviacionit"). The aim of this paper is to make a comparison between different streets typology (with a distribution from center to suburb) specified in Tirana, taking into account the pedestrians' behavior on these streets. This paper will primarily focus on the following streets: “Myslym Shyri” street, “Bllok” area, “Kombinat” area, (an extension of Kavaja’s Street), and also “Ana Komnena” street (former “Fusha e Aviacionit”). The pedestrian actions, likeness, dissatisfaction, walking distance while transferring to another zone, greenery effects on pedestrians, time spent, (...) points of interest, level of frequency, pavement quality, the favorite time for walking, meeting points, benches usage, ambulant sellers, vegetation and greenery impact, water basins, public transport preference, and road signs are some of the topics to be addressed in this paper. Determination of these data will be made by employing a questionnaire and direct observation. The study should provide recommendations as guidance for municipalities and stakeholders to better understand the behavior of pedestrians in Tirana. The “Bllok” area and “Myslym Shyri” Street are the most frequented streets by pedestrians. “Myslym Shyri” street has a slight edge over the “Bllok” area and is populated by different categories of pedestrians involving children, youth, middle ages, and the elderly. Ana Komnena Street (former "Fusha e Aviacionit") is not lacking any urban components. Background Genomic research on neurodevelopmental disorders (NDDs), particularly involving minors, combines and amplifies existing research ethics issues for biomedical research. We performed a review of the literature on the ethical issues associated with genomic research involving children affected by NDDs as an aid to researchers to better anticipate and address ethical concerns. Results Qualitative thematic analysis of the included articles revealed themes in three main areas: research design and ethics review, inclusion of research participants, and communication of research results. Ethical (...) issues known to be associated with genomic research in general, such as privacy risks and informed consent/assent, seem especially pressing for NDD participants because of their potentially decreased cognitive abilities, increased vulnerability, and stigma associated with mental health problems. Additionally, there are informational risks: learning genetic information about NDD may have psychological and social impact, not only for the research participant but also for family members. However, there are potential benefits associated with research participation, too: by enrolling in research, the participants may access genetic testing and thus increase their chances of receiving a (genetic) diagnosis for their neurodevelopmental symptoms, prognostic or predictive information about disease progression or the risk of concurrent future disorders. Based on the results of our review, we developed an ethics checklist for genomic research involving children affected by NDDs. Conclusions In setting up and designing genomic research efforts in NDD, researchers should partner with communities of persons with NDDs. Particular attention should be paid to preventing disproportional burdens of research participation of children with NDDs and their siblings, parents and other family members. Researchers should carefully tailor the information and informed consent procedures to avoid therapeutic and diagnostic misconception in NDD research. To better anticipate and address ethical issues in specific NDD studies, we suggest researchers to use the ethics checklist for genomic research involving children affected by NDDs presented in this paper. The paper is concerned with the meaning of two modal postbases in Uummarmiutun, hungnaq ‘probably’ and ȓukȓau ‘should’. Uummarmiutun is an Inuktut dialect spoken in the Western Arctic. The analyses are founded on knowledge shared by native speakers of Uummarmiutun. Their statements and elaborations are quoted throughout the paper to show how they have explained the meaning nuances of modal expressions in their language. The paper also includes a comparison with cognates in Utkuhikšalingmiutut, which belongs to the eastern part of (...) the Western Canadian dialect group (Dorais, 2010). Using categories from Cognitive Functional Linguistics (Boye, 2005, 2012), the paper shows which meanings are covered by hungnaq and ȓukȓau. This allows us to discover subtle differences between the meanings of Uummarmiutun hungnaq and ȓukȓau and their Utkuhikšalingmiutut cognates respectively. (shrink)

Relational aspects, such as involvement of donor’s relatives or friends in the decision-making on participation in a research biobank, providing relatives’ health data to researchers, or sharing research findings with relatives should be considered when reflecting on ethical aspects of research biobanks. The aim of this paper is to explore what the role of donor’s relatives and friends is in the process of becoming and being a biobank donor and which ethical issues arise in this context. We performed qualitative analysis (...) of 40 qualitative semi-structured interviews with biobank donors and researchers. The results show that relatedness to relatives or other types of close relationships played a significant role in the donors’ motivation to be involved in a biobank, risk-benefit assessment, and decisions on sharing information on research and its results. Interviewees mentioned ethical issues in the context of sharing relatives’ health-related data for research purposes and returning research findings that may affect their relatives. We conclude that the question of what information on family members may be shared with a biobank by research participants without informed consent of those relatives, and when family members become research subjects, lacks a clear answer and detailed guidelines, especially in the context of the introduction of the European Union’s (EU) General Data Protection Regulation. Researchers in Latvia and EU face ethical questions and dilemmas about returning research results and incidental findings to donors’ relatives, and donors need more information on sharing research results with relatives in the informed consent process. An increasing number of European research projects return, or plan to return, individual genomic research results (IRR) to participants. While data access is a data subject’s right under the General Data Protection Regulation (GDPR), and many legal and ethical guidelines allow or require participants to receive personal data generated in research, the practice of returning results is not straightforward and raises several practical and ethical issues. Existing guidelines focusing on return of IRR are mostly project-specific, only discuss which results to (...) return, or were developed outside Europe. To address this gap, we analysed existing normative documents identified online using inductive content analysis. We used this analysis to develop a checklist of steps to assist European researchers considering whether to return IRR to participants. We then sought feedback on the checklist from an interdisciplinary panel of European experts (clinicians, clinical researchers, population-based researchers, biobank managers, ethicists, lawyers and policy makers) to refine the checklist. The checklist outlines seven major components researchers should consider when determining whether, and how, to return results to adult research participants: 1) Decide which results to return; 2) Develop a plan for return of results; 3) Obtain participant informed consent; 4) Collect and analyse data; 5) Confirm results; 6) Disclose research results; 7) Follow-up and monitor. Our checklist provides a clear outline of the steps European researchers can follow to develop ethical and sustainable result return pathways within their own research projects. Further legal analysis is required to ensure this checklist complies with relevant domestic laws. (shrink)

The COVID-19 pandemic demonstrated the benefits of international data sharing. Data sharing enabled the health care policy makers to make decisions based on real-time data, it enabled the tracking of the virus, and importantly it enabled the development of vaccines that were crucial to mitigating the impact of the virus. This data sharing is not the norm as data sharing needs to navigate complex ethical and legal rules, and in particular, the fragmented application of the General Data Protection Regulation (GDPR). (...) The introduction of the draft regulation for a European Health Data Space (EHDS) in May 2022 seeks to address some of these legal issues. If passed, it will create an obligation to share electronic health data for certain secondary purposes. While there is a clear need to address the legal complexities involved with data sharing, it is critical that any proposed reforms are in line with ethical principles and the expectations of the data subjects. In this paper we offer a critique of the EHDS and offer some recommendations for this evolving regulatory space. (shrink)

Biobanks act as the custodians for the access to and responsible use of human biological samples and related data that have been generously donated by individuals to serve the public interest and scientific advances in the health research realm. Risk assessment has become a daily practice for biobanks and has been discussed from different perspectives. This paper aims to provide a literature review on risk assessment in order to put together a comprehensive typology of diverse risks biobanks could potentially face. (...) Methodologically set as a typology, the conceptual approach used in this paper is based on the interdisciplinary analysis of scientific literature, the relevant ethical and legal instruments and practices in biobanking to identify how risks are assessed, considered and mitigated. Through an interdisciplinary mapping exercise, we have produced a typology of potential risks in biobanking, taking into consideration the perspectives of different stakeholders, such as institutional actors and publics, including participants and representative organizations. With this approach, we have identified the following risk types: economic, infrastructural, institutional, research community risks and participant’s risks. The paper concludes by highlighting the necessity of an adaptive risk governance as an integral part of good governance in biobanking. In this regard, it contributes to sustainability in biobanking by assisting in the design of relevant risk management practices, where they are not already in place or require an update. The typology is intended to be useful from the early stages of establishing such a complex and multileveled biomedical infrastructure as well as to provide a catalogue of risks for improving the risk management practices already in place. At the core of medicine is the idea to help fellow human beings by improving or even restoring their health. Let us call this the auxiliary stance of medicine—the motivation of medical intervention by reference to a moral obligation to guide our peers in their attempt to live a healthy and productive life. In parallel, the auxiliary stance is also central to public health, with a focus on prevention and health promotion. Taken together, we can view medicine and public health (...) as the two main human auxiliary endeavors to protect individuals and populations from health risks and help them to heal when sick. Based on a critical interpretative review of existing qualitative research investigating accounts of ‘lived experience’ of surrogates and intended parents from a relational perspective, this article proposes a typology of surrogacy arrangements. The review is based on the analysis of 39 articles, which belong to a range of different disciplines (mostly sociology, social psychology, anthropology, ethnology, and gender studies). The number of interviews in each study range from as few as seven to over one hundred. Countries covered include Australia, Canada, (...) Greece, India, Iran, Israel, Italy, Mexico, Norway, Russia, Sweden, UK, Ukraine, and the USA. Most studies focus only on surrogacy practices in one country (although often with intended parents from other countries), and some include several countries (e.g. interviewees from several countries or fieldwork in different field-sites). The proposed typology goes beyond the division between altruistic versus commercial, and traditional versus gestational surrogacy, in order to inform further research and to contribute to bioethical and policy debates on surrogacy in a transnational context. Four types of relations are identifiable: open, restricted, structured, and enmeshed. The criteria which influence these relationships are: the frequency and character of contact pre- and post-birth; expectations of both parties; the type of exchange involved in surrogacy arrangements; and cultural, legal, and economic contexts. The theoretical contribution of the article is to further the development of a relational justice approach to surrogacy. (shrink)

The convergence of computing, sensing, and communication technology will soon permit large-scale deployment of self-driving vehicles. This will in turn permit a radical transformation of traffic control technology. This paper makes a case for the importance of addressing questions of social justice in this transformation, and sketches a preliminary framework for doing so. We explain how new forms of traffic control technology have potential implications for several dimensions of social justice, including safety, sustainability, privacy, efficiency, and equal access. (...) Our central focus is on efficiency and equal access as desiderata for traffic control design. We explain the limitations of conventional traffic control in meeting these desiderata, and sketch a preliminary vision for a next-generation traffic control tailored to address better the demands of social justice. One component of this vision is cooperative, hierarchically distributed self-organization among vehicles. Another component of this vision is a priority system enabling selection of priority levels by the user for each vehicle trip in the network, based on the supporting structure of non-monetary credits. Why study notations, diagrams, or more broadly the variety of nonverbal “representations” or “signs” that are used in mathematical practice? This chapter maps out recent work on the topic by distinguishing three main philosophical motivations for doing so. First, some work (like that on diagrammatic reasoning) studies signs to recover norms of informal or historical mathematical practices that would get lost if the particular signs that these practices rely on were translated away; work in this vein has the potential to (...) broaden our view of the specific normativity of mathematics beyond logical proof. Second, some work focuses on signs to highlight the open-ended and “nonrigorous” aspects of mathematical practice, and the role of these aspects in the historical development of mathematics. The third motivation is based on the following observation: the reason differences in signs matter in mathematics is that humans are finite agents, with cognitive and computational limitations. Accordingly, studying signs can be a way to study how human computational constraints shape the mathematics that we do, and to tackle the topic of mathematical understanding. (shrink)

Descartes held that it is impossible to make true statements about what we perceive, but I go over alleged cases of illusory experience to show why such a skeptical conclusion (and recourse to God) is overblown. The overreaction, I contend, stems from an insufficient awareness of the habitual expectations brought to any given experience. These expectations manifest themselves in motor terms, as perception constantly prompts and updates an embodied posture of readiness for what might come next. Such habitual anticipations work (...) best when they efface themselves, so it is easy to blame perception when our expectations get frustrated. I illustrate this misdirected blame with the example of a stick partially in water: it is only because we expect the stick to be straight that its appearance as bent is deemed problematic. I thus conclude that, if we factor in the habitual interpretations operative in perception and switch to a processual view that allows practical engagement, we can deflate the worries that led Descartes to rule out perceptual truths. Distancing myself from the naïve “sign” of folk semiotics, my critique draws inspiration from the triadic semiotic model developed in some late medieval schools of Portugal. (shrink)

We introduce the Vital Sign Ontology (VSO), an extension of the Ontology for General Medical Science (OGMS) that covers the consensus human vital signs: blood pressure, body temperature, respiratory rate, and pulse rate. VSO provides a controlled structured vocabulary for describing vital sign measurement data, the processes of measuring vital signs, and the anatomical entities participating in such measurements. VSO is implemented in OWL-DL and follows OBO Foundry guidelines and best practices. Many new technologies have been developed in recent years in the fields of artificial intelligence the sign language-based communication is valuable to not only deaf and dumb community, but also beneficial for individuals suffering from Autism, downs Syndrome, Apraxia of Speech for correspondence. This paper tries to answer that question by articulating “six signs of scientism”: the honorific use of “science” and its cognates; using scientific trappings purely decoratively; preoccupation with demarcation; preoccupation with “scientific method”; looking to the sciences for answers beyond their (...) scope; denying the legitimacy or worth of non-scientific (e.g., legal or literary) inquiry, or of writing poetry or making art. W. V. Quine’s first philosophical monograph, Word and Object, is widely recognized as one of the most influential books of twentieth century philosophy. Notes, letters, and draft manuscripts at the Quine Archives, however, reveal that Quine was already working on a philosophical book in the early 1940s; a project entitled Sign and Object. In this paper, I examine these and other unpublished documents and show that Sign and Object sheds new light on the evolution of Quine’s ideas. Where “Two Dogmas (...) of Empiricism” is usually considered to be a turning point in Quine’s development, this paper redefines the place of ‘Two Dogmas’ in his oeuvre. Not only does Quine’s book project reveal that his views were already fairly naturalistic in the early 1940s ; Sign and Object also unearths the steps Quine had to take in maturing his perspective; steps that will be traced in the second half of this paper. We explore Peirce’s pragmatic conception of sign action, as a distributed and emergent view of cognition and exemplify with the emergence of classical ballet. In our approach, semiosis is a temporally distributed process in which a regular tendency towards certain future outcomes emerges out of a history of sign actions. Semiosis self-organizes in time, in a process that continuously entails the production of more signs. Emergence is a ubiquitous condition in this process: the translation of signs into signs cannot be (...) inferred from the properties of the components of a semiotic triad alone, but has to take into account a complex interaction between a micro-semiotic and macro-semiotic level of description. This interaction can be understood as an interplay of potentialities and tendencies, or upward constitutive determinative relations and downward selective determinative relations. According to this view, emergence is a central defining condition of processes of meaning. Ballet is a sign in action. The emergence of classical ballet is a self-regulatory process, in which a system of different kinds of cognitive artifacts (musical, bodily/motor, spatial/architectonic) and agents obtained a stable semiotic relation throughout many phases of development between the 16th and the 19th Century. One case is the development of the verticality of dance in classical ballet as a semiotic relation connecting proscenium arch stages, dancing bodies, and audiences. This development is micro-semiotically determined by the spatial constraints of the proscenium arch stage, and macro-semiotically determined by a historical construction of the dancing body as a sign within a network of semiotic chains, such as the intersemiotic regulation of body of the dancer by principles coming from painting. This is not only the emergence of actual meaning, but also the emergence of an open-ended field of potential and general meanings, an autonomous tendency of development. To say that ballet, as sign action, emerges, is to say that cognitive artifacts such as dancer’s bodies, stages and audience’s point of view, musical compositions, costumes, all sorts of supporting institutions, etc, constitute a niche for sign action, interacting according to tendencies of development that didn’t exist before. American Sign Language, or ASL as its acronym is commonly known, is a fascinating language, and many people outside of the Deaf community have begun to recognize its value and purpose. It is a visual language consisting of coordinated hand gestures, body movements, and facial expressions. Sign language is not a universal language; it varies by country and is heavily influenced by the native language and culture. The American Sign Language alphabet and the British Sign Language alphabet are completely contrary. (...) Fingerspelling is one-handed in ASL and two-handed in BSL, with the exception of the letter C. AI technologies, particularly deep learning, can play an important role in breaking down communication barriers between deaf or hearing-impaired people and other communities, significantly contributing to their social inclusion. Recent advances in sensing technologies and AI algorithms have paved the way for the development of a wide range of applications aimed at meeting the needs of the deaf and hearing-impaired communities. What makes public history more than just another hill to fight over in culture war politics? In this paper I propose a novel way of understanding the political significance of how public history creates and shapes identities: a contractarian one. I argue that public history can be sensibly understood as representing groups as a society’s contracting parties. One particular value of the contractarian approach is that it helps to elucidate the phenomenon of “signing on,” where a marginalized or oppressed group (...) is offered membership in a society without the social order being meaningfully changed. It is brought about by postponement in flag, improper planning of traffic flagging and so on. The postponement of traffic light is hard coded and it doesn't depend on traffic. In this manner for streamlining traffic control, there is an expanding request in precise snappy programmed framework. Sign Language Recognition (SLR) aims to translate sign language into text or speech in order to improve communication between deaf-mute people and the general public. This task has a large social impact, but it is still difficult due to the complexity and wide range of hand actions. We present a novel 3D convolutional neural network (CNN) that extracts discriminative spatial-temporal features from photo datasets. This article is about classification of sign languages are not universal and are usually not mutually intelligible (...) although there are also similarities among different sign languages. They are the foundation of local Deaf cultures and have evolved into effective means of communication. Although signing is primarily used by the deaf and hard of hearing, hearing people also use it when they are unable to speak, when they have difficulty speaking due to a health condition or disability (augmentative and alternative communication), or when they have deaf family members, such as children of deaf adults. In this article we use the 43500 image in the dataset in size 64*64 pixel by use CNN Architecture and achieved 100% accuracy. (shrink)

By attempting to translate sign language using deep learning models, we focused in this paper a comparing between Inception and Xception ¬¬¬¬¬ algorithm and compared it to previous papers in which we used VGG19[1], mobileNet [2], where we get in the Inception and Xception algorithm on the degree of Accuracy 99.32%, 99,43% respectively. number of images (29000 in the dataset in size 75*75 pixel ) and the data split training data into training dataset (70%) and validation dataset(15%) and testing dataset(15%) and 20 epoch. The work described in this report is motivated by the desire to test the expressive possibilities of action language C+. The Causal Calculator (CCalc) is a system that answers queries about action domains described in a fragment of that language. The Zoo World and the Traffic World have been proposed by Erik Sandewall in his Logic Modelling Workshop—an environment for communicating axiomatizations of action domains of nontrivial size. -/- The Zoo World consists of several cages and the exterior, gates (...) between them, and animals of several species, including humans. Actions in this domain include moving within and between cages, opening and closing gates, and mounting and riding animals. The Traffic World includes vehicles moving continuously between road crossings subject to a number of restrictions, such as speed limits and keeping a fixed safety distance away from other vehicles on the road. We show how to represent the two domains in the input language of CCalc, and how to use CCalc to test these representations. (shrink)

“Black Star” music video was released two days before Bowie’s death. It bears various implications of dying and the notion of mortality is both literal and metaphorical. It is highly autobiographical and serves as a theatrical stage for Bowie to act both as a music performer and as a self-conscious human being. In this paper, we discuss the signs of mortality in Bowie’s “Black Star” music video-clip. We focus on video’s cinematic techniques and codes, on its motivic elements and on (...) its narrative in relation with music, lyrics, characters, and gestures. We also discuss the video’s intertextual references and the broader signification of the black star figure. We adopt a quasi-semiotic approach considering “Black Star” music video-clip as a text which can be investigated through its signs, codes, and conventions of the musical, visual, and cinematic languages as well. Our interdisciplinary tools derive from visual semiotics and audiovisual analysis models, without leaving outside Bowie’s musical-artistic and personal history. As it turns out, Bowie created a video clip that is philosophical in nature and poetic in structure, preserving the role of protagonist. With the visuals creating a psychedelic atmosphere, the lyrics often are heard as a personal confession. They both generate cognitive and emotional responses that influence the way the viewers-listeners may experience, decompose, and interpret Bowie’s artistic endeavor bridging life and death. (shrink)

This work has been designed to develop an a dynamic road signal based on an emergency with density. The sync signal automatically switches to detecting traffic density at the intersection. Traffic congestion is a serious problem in many large cities around the world and has become a nightmare for travelers in these cities. The conventional traffic light system is based on the concept of fixed time assigned to each side of the join that cannot be varied by (...) varying traffic density. The tie times assigned are fixed. But in an emergency, emergency timings change according to the distance and depth of the traffic. At the time the emergency vehicle is read by the receiver it will execute the management of the traffic light. These projects are infrared proximity sensors in the sightline configuration through the load to detect the traffic light density. The vehicle density is measured in several sectors based on the times assigned as a result. Every crossing of the emergency vehicle logs the data's to the cloud. This log signal would help with the destination acknowledgment. This synchronization will greatly reduce traffic jam. -/- . (shrink)

The Marburg neo-Kantians argue that Hermann von Helmholtz's empiricist account of the a priori does not account for certain knowledge, since it is based on a psychological phenomenon, trust in the regularities of nature. They argue that Helmholtz's account raises the 'problem of validity' (Gueltigkeitsproblem): how to establish a warranted claim that observed regularities are based on actual relations. I reconstruct Heinrich Hertz's and Ludwig Wittgenstein's Bild theoretic answer to the problem of validity: that scientists and philosophers can depict the (...) necessary a priori constraints on states of affairs in a given system, and can establish whether these relations are actual relations in nature. The analysis of necessity within a system is a lasting contribution of the Bild theory. However, Hertz and Wittgenstein argue that the logical and mathematical sentences of a Bild are rules, tools for constructing relations, and the rules themselves are meaningless outside the theory. Carnap revises the argument for validity by attempting to give semantic rules for translation between frameworks. Russell and Quine object that pragmatics better accounts for the role of a priori reasoning in translating between frameworks. This article aims to draw on the ‘Qur'anic Rationalism’ of Taqī al-Dīn Ibn Taymiyya (1263–1328) in elucidating an Islamic epistemology of theistic natural signs, in the lens of contemporary philosophy of religion. In articulating what Ibn Taymiyya coins ‘God's method of proof through signs (istidlāluhu taʿālā bi'l-āyāt)’, it seeks aid in particular from the work of C. Stephen Evans and other contemporary philosophers of religion, in an attempt to understand the relevance and force of this alternative to natural theology within (...) the Islamic tradition. In doing so, it aims to respond to existing criticisms of Ibn Taymiyya's perspective in the literature, and to consider the implications of a Taymiyyan reading of theistic natural signs, on the epistemic function of Qur'anic āyāt as theistic evidence. In recent decades, philosophers of science have devoted considerable efforts to understand what models represent. One popular position is that models represent fictional situations. Another position states that, though models often involve fictional elements, they represent real objects or scenarios. Though these two positions may seem to be incompatible, I believe it is possible to reconcile them. Using a threefold distinction between different signs proposed by Peirce, I develop an argument based on a proposal recently made by Kralemann and Lattman (...) (in Synthese 190:3397–3420, 2013) that shows that the two aforementioned positions can be reconciled by distinguishing different ways in which a model representation can be used. In particular, on the basis of Peirce’s distinction between icons, indices and symbols, I argue that models can sometimes function as icons, sometimes as indexes and sometimes as symbols, depending on the context in which they are considered and the use that they are developed for because they all have iconic, indexical and symbolic features. In addition, I show that conceiving models as signs enables us to develop an account of scientific representation that meets the main desiderata that Shech (in Synthese 192:3463–3485, 2015) presents. A Review of Outward Signs: The Powerlessness of External Things in Augustine’s Thought by Phillip Cary (Oxford: Oxford University Press, 2008), xxiv + 344 pp. -/- Phillip Cary has written another highly significant book on Augustine, and his writing displays the art of a master stylist. A complement to his Inner Grace, Outward Signs extends Cary’s thesis in Augustine and the Invention of the Inner Self: that Augus- tine’s Trinitarian and semiotic theology, groundbreaking as it was, remains beholden to a (...) Platonist privileging of inner vs. outer and idea over sacramental performance. Outward Signs should be of special interest to readers of Modern Theology, because the inwardness Cary interrogates displays a dimension of Augustine’s work that receives significant attention from a number of Modern Theology authors. Once again, Cary has offered an appropriate warning about any uncritical embrace of Augustine as theologian for the church today: the embrace could bring with it a turn to spiritualism, subjectivism, intellectualism, and also supersessionism (since the Old Testament and Jewish “law” belong to the merely outward life of the Word). Like Charles Taylor, Alasdair MacIntyre, and Richard Rorty before him, Cary captures the line of potential influence that moves from Plato to Augustine to Descartes and Kant. Here, knowledge tends to ocular knowing, and Cary shows how inadequate that model is to account for performative knowing in the church, of which sacramental life is one instance. But performative knowing would apply, as well, to the study of Augustine’s writ- ings. Read “outwardly,” Augustine’s corpus generates several possible vectors of theological practice. The stronger vectors may point “inward,” but readers should also attend to those (weak or strong) which point to that which is inward, outward, both, and neither. (shrink)

Acoustic pollution is one of the main pollutants nowadays but it is not considered of great importance in the construction field, despite some studies showing that most of acoustic pollution is produced by buildings under construction and roads with high traffic. The aim of the paper is to compare the noise levels at different time of the day in two different buildings which have different characteristics and different construction materials. The goal is to understand how well sound isolated civil (...) buildings are and how engineers have calculated the noise levels based on the specific area. The buildings are located at “Zogu Zi”, Tirana, Albania. The case study area is an area that consistently harvests noise from heavy traffic. The impact of the noise and the sound insulation materials in the wellbeing of the inhabitance is going to be analyzed too. The aim of this paper is displaying a comparative study on the actual noise levels generated by this area. It indicates the acoustic properties of the current building materials followed by a more suitable soundproof insulation. (shrink)

First of all, and above all, a sign is expected to be significant. A sign without significance is like a hollow husk. It is chaff without seed. Sign and significance are correlative terms like parent and child. Just as no one is a parent who has not begotten or borne a child so nothing which does not have significance can be a sign. On this point the English and the Latin words are self-explanatory. In English the words “sign” and “significance” (...) contain the same root. In the Latin words “significans” – that which signifies – and “significatum” – that which is signified – the correlation is even more obvious. In German, however, there is no such ready evidence of the correlation in the terms themselves. Indeed at first blush the terms “Zeichen” and “Bedeutung” seem so unrelated that philosophers have felt themselves constrained to write volumes of explanations on the term “Bedeutung”. (shrink)

Prior to this intervention the site used to be a degraded fiscal property, that functioned as a bus yard, a police legal deposit, and a restaurant parking lot. Underneath it runs the Maldonado stream culvert, covered by a concrete slab at a depth of only -20cm. Next to the site is a 5m high railroad embankment. The plot is strategically located at the end of Juan B. Justo avenue and works as a gateway to the Tres de Febrero park (also (...) known as Bosques de Palermo, the Buenos Aires’s biggest green space designed by Charles Thays in 1875). It is situated in the neighborhood of Palermo, an area that underwent a vertiginous residential and commercial expansion since the late 90´s. -/- The design approach is influenced by the adjacent urban fragments: the grounds of the Sociedad Rural Argentina, the surrounding Avenues Santa Fe-Sarmiento; the opening of Darregueyra street expected for the near future, the implementation of historic preservation guidelines for the Tres de Febrero Park, and the proposal for the development of nearby railroad yards. -/- Specifically, the project seeks to minimize the impact of the fast traffic that runs along Bullrich avenue, improving pedestrian and cycle access to the park. At the same time it defines new landscape features, utilizing the earth made available by the tunneling works of a new subway line. -/- The project comprises the structuring of an existing 800 meter long embankment and the transformation of the sidewalk into a public promenade. This is achieved through a wider sidewalk of 12m on average, which is part of a series of longitudinal stripes ranging from high speed to quiet spaces. The first band of grass and aged tipas (tipuana tipu) buffer pedestrian and cyclist from automotive traffic. Cycle traffic is organized on its own lane. The sidewalk itself contains several bays that act as urban lounges. Next, a continuous concrete bench delimits the beginning of the slope, backed by a stripe of grass that works as a soft extension. Finally, plants for contemplation are arranged as undulating traces. Rhythmic use of retaining gabions defines longitudinal segments of varying slope, unifying the spacial criterion. This series is punctuated by an amphitheater and framed by triangular plazas at the corners. -/- Material choices for hard surfaces are constrained by concerns of durability, low cost, and consistency with other ongoing public works. -/- Hard materials, as well as the plant selection needed to be low-maintenance. The palette was kept to reinforced concrete, granitic slabs, and granite stone in large size –forming retaining gabions- and as loose finishing for pavements. Likewise, the lack of a protective enclosure and of continuous surveillance dictated that urban furniture and fixtures be anti-vandalic. The stealing of these components –from inspection lids, to benches, to plants- is a common problem in urban spaces in many Latin American cities. To prevent this, fixtures must be designed according to precise specifications regarding their weight, fixing and anchoring systems, and mechanical parts. -/- Sidewalks are organized through a 6 meter grid made of granitic white slab, infilled with textured combed nonslip concrete modules. Extended bays and corner squares are finished with white and black slabs respectively. These materials are similar to another used in public spaces under construction, in the believe that it creates a collective identification of themselves along the city. -/- The continuous reinforced concrete bench is 1.10 m wide, in order to allow people to use it in non-conventional ways. Further up on the slope, undulating paths separate plant species and provide access for gardening, but are also open to use by the public. They are paved with 2 meter-long precast concrete slabs (smaller and lighter pieces were avoided to deter robbery). As they reach the gabions they connect with sloping paths covered with loose granitic stones. The gabions themselves allow the creation of varying slopes while contributing to retaining the soil, which is reinforced with geosynthetic fabric in the perimeter to avoid landslides originated by strong rains typical of the region. -/- Urban furniture is featured on the wider bays of the sidewalk and at corner plazas. It includes seats, water fountains, bicycle racks, wastepaper baskets. As a counterpoint to the linear concrete bench, groups of concrete seats are arranged informally. These seats are a reinterpretation of the dynamic BKF chair (also known as Butterfly chair), the classic Argentinean design of the 1930’ by Antonio Bonet, Juan Kurchan, and Jorge Ferrari-Hardoy. A few low concrete tables complete these spaces as authentic urban lounges. Lighting design accompanies the general features of the project and creates a new scenography emphasizing night-time usage. -/- Landscape gardening criteria is set up by a selection of various species of high-resistant pasture (grass). The higher the slope, the higher the grass, increasing the final volumetric result. Based on considering the original tipas line (tipuana tipu, a species from the north of Argentina, yellow flowering) as a vertical wall that frames the view, the horizontal stripes contain a single species each, differing in size, shade and flowering periods –adding, in the middle band, a changing color on the big green plane slope in the same chromatic range. The final configuration of the stripe sequence from bottom to top: bermuda grass, bulbine frutescens, euryops pectinatus. The upper band existing native species is reinforced with new samples: paspalum exaltatum + cortadera selloana and ipomea + thumbergia climbing the railway fence. Each sector between gabions has an automated system of drip irrigation. Near the corner plazas, several palms are planted to provide shade and identity to the street-crossing. -/- The intervention proposes an ambivalent effect on the landscape, trascending the merely ornamental by accompanying the motorist in speed, while conforting the pedestrian with spaces for contemplation and urban relax. It is often thought that consciousness has a qualitative dimension that cannot be tracked by science. Recently, however, some philosophers have argued that this worry stems not from an elusive feature of the mind, but from the special nature of the concepts used to describe conscious states. Marc Champagne draws on the neglected branch of philosophy of signs or semiotics to develop a new take on this strategy. The term “semiotics” was introduced by John Locke in the modern period – (...) its etymology is ancient Greek, and its theoretical underpinnings are medieval. Charles Sanders Peirce made major advances in semiotics, so he can act as a pipeline for these forgotten ideas. Most philosophers know Peirce as the founder of American pragmatism, but few know that he also coined the term “qualia,” which is meant to capture the intrinsic feel of an experience. Since pragmatic verification and qualia are now seen as conflicting commitments, Champagne endeavors to understand how Peirce could (or thought he could) have it both ways. The key, he suggests, is to understand how humans can insert distinctions between features that are always bound. Recent attempts to take qualities seriously have resulted in versions of panpsychism, but Champagne outlines a more plausible way to achieve this. So, while semiotics has until now been the least known branch of philosophy ending in –ics, his book shows how a better understanding of that branch can move one of the liveliest debates in philosophy forward. This paper is an attempt to argue that there existed a very prominent view of signs and signification in late sixteenth- and seventeenth-century Europe which can help us to understand several puzzling aspects of baroque culture. This view, called here "pansemioticism," constituted a fundamental part of the baroque conception of the world. After sketching the content and importance of pansemioticism, I will show how it can help us to understand the (from a modern perspective) rather puzzling concept of the polymath, (...) or polyhistor, which constituted the ideal of the baroque scientist. In this context I will also discuss a seventeenth century phenomenon essentially connected with polyhistorism, namely that of the early modem polyhistorical collections, the Wunderkamnmern. Since such a study needs a clearly determined focal point, we will concentrate on the last three quarters of the seventeenth century and will mainly discuss works by German authors of the time. In this paper, I examine various philosophical approaches to religious experience and natural theology and look at some ways in which the former might be relevant for the latter. I argue that by thinking more about oft-overlooked or -underemphasized understandings of a) what might constitute religious experience and b) what functions natural theology might serve, we can begin to develop a more nuanced approach to natural theological appeals to religious experience — one that makes use of materially mediated religious experience (...) to develop a natural theology more sensitive to the varieties of experience of lived religion “on the ground”. Thomas Reid's philosophy of mind, epistemology, and philosophy of language all rely on his account of signs and signification. On Reid's view, some entities play a role of indicating other entities to our minds. In some cases, our sensitivity to this indication is learned through experience, whereas in others, the sensitivity is built in to our natural constitutions. Unlike representation, which was presumed to depend on resemblances and necessary connections, signification is the sort of relationship that can occur without any (...) intrinsic ties between the sign and the thing signified. Of particular interest is the priority Reid gives to natural signs. Reid deploys his robust account of natural signs in a way that allows him to sidestep some skeptical worries common in the early modern period, as well as in grounding “artificial” human languages like English or Cantonese on a more basic human capacity for communication, that is, itself, the result of our sensitivity to natural signs of other people's minds. Throughout Peirce’s writing, we witness his developing vision of a machine that scientists will eventually be able to create. Nadin (2010) raised the question:Why do computer scientists continue to ignore Peirce’s sign theory? A review of the literature on Peirce’s theory and the semiotics machine reveals that many authors discussed the machine;however, they donot differentiate between a physical computer machine and its software. This paper discusses the problematic issues involved in converting Peirce’s theory into a programming language, machine and software (...) application. This paper determines the acoustic properties of external wall building materials composition. Noise pollution is one of the main pollutants nowadays but it is not considered of great importance in the construction field, despite some studies showing that greater acoustic pollution is produced by buildings under construction. The study consists of analysing two different types of buildings equipped with a different type of external masonry composition in terms of building materials. The buildings are located at “21 Dhjetori” street, Tirana, Albania. (...) Furthermore, the case study area is treated as an area that consistently harvests noise. The impact of noise pollution on the existing building materials is going to be analyzed. Those milestones will provide information regarding the noise levels, a comparison of the actual level of noise production (outdoor and indoor areas), sound transmission, and sound diminution, as well as the implementation of acoustic materials in order to improve the quality of life of the inhabitants. The selected area has the highest norms of acoustic pollution in the city according to the studies implemented by Determination of acoustic properties of building materials is an important task gaining higher importance due to the demand for suitable construction materials, located in places with high levels of noise and places with heavy traffic, such as in urban areas. The aim of this paper is to display a comparative study of the actual noise levels generated by this area. The Joker both fascinates and repels us. From his origin in Detective Comics in 1940, he has committed obscene crimes, some of the worst the Batman universe has ever known, and, conversely, fans have made him the topic of erotic and pornographic “fan fiction.” Speculation about the Joker abounds, where some fans have even claimed that the Joker is “queer coded.” This work explores various popular claims about the Joker, and delves into the history of comic books, and of other (...) popular media from a semiotic viewpoint to understand “The Clown Prince of Crime” in the contexts in which he existed to understand his evolution in the past. From his roots as a “typical hoodlum,” The Joker even starred in his own eponymous comic book series and he was recently featured in a non-canonical movie.
