APA PsycNET abstract: This is the first volume of a two-volume work on Probability and Induction. Because the writer holds that probability logic is identical with inductive logic, this work is devoted to philosophical problems concerning the nature of probability and inductive reasoning. The author rejects a statistical frequency basis for probability in favor of a logical relation between two statements or propositions. Probability "is the degree of confirmation of a hypothesis (or conclusion) on the basis of some given evidence (...) (or premises)." Furthermore, all principles and theorems of inductive logic are analytic, and the entire system is to be constructed by means of symbolic logic and semantic methods. This means that the author confines himself to the formalistic procedures of word and symbol systems. The resulting sentence or language structures are presumed to separate off logic from all subjectivist or psychological elements. Despite the abstractionism, the claim is made that if an inductive probability system of logic can be constructed it will have its practical application in mathematical statistics, and in various sciences. 16-page bibliography. Probability theory, epistemically interpreted, provides an excellent, if not the best available account of inductive reasoning. This is so because there are general and definite rules for the change of subjective probabilities through information or experience; induction and belief change are one and same topic, after all. The most basic of these rules is simply to conditionalize with respect to the information received; and there are similar and more general rules. 1 Hence, a fundamental reason for the epistemological success of (...) probability theory is that there at all exists a well-behaved concept of conditional probability. Still, people have, and have reasons for, various concerns over probability theory. One of these is my starting point: Intuitively, we have the notion of plain belief; we believe propositions2 to be true (or to be false or neither). Probability theory, however, offers no formal counterpart to this notion. Believing A is not the same as having probability 1 for A, because probability 1 is incorrigible3; but plain belief is clearly corrigible. And believing A is not the same as giving A a probability larger than some 1 - c, because believing A and believing B is usually taken to be equivalent to believing A & B.4 Thus, it seems that the formal representation of plain belief has to take a non-probabilistic route. Indeed, representing plain belief seems easy enough: simply represent an epistemic state by the set of all propositions believed true in it or, since I make the common assumption that plain belief is deductively closed, by the conjunction of all propositions believed true in it. But this does not yet provide a theory of induction, i.e. an answer to the question how epistemic states so represented are changed tbrough information or experience. There is a convincing partial answer: if the new information is compatible with the old epistemic state, then the new epistemic state is simply represented by the conjunction of the new information and the old beliefs. This answer is partial because it does not cover the quite common case where the new information is incompatible with the old beliefs. It is, however, important to complete the answer and to cover this case, too; otherwise, we would not represent plain belief as conigible. The crucial problem is that there is no good completion. When epistemic states are represented simply by the conjunction of all propositions believed true in it, the answer cannot be completed; and though there is a lot of fruitful work, no other representation of epistemic states has been proposed, as far as I know, which provides a complete solution to this problem. In this paper, I want to suggest such a solution. In [4], I have more fully argued that this is the only solution, if certain plausible desiderata are to be satisfied. Here, in section 2, I will be content with formally defining and intuitively explaining my proposal. I will compare my proposal with probability theory in section 3. It will turn out that the theory I am proposing is structurally homomorphic to probability theory in important respects and that it is thus equally easily implementable, but moreover computationally simpler. Section 4 contains a very brief comparison with various kinds of logics, in particular conditional logic, with Shackle's functions of potential surprise and related theories, and with the Dempster - Shafer theory of belief functions. It is natural and important to have a formal representation of plain belief, according to which propositions are held true, or held false, or neither. (In the paper this is called a deterministic representation of epistemic states). And it is of great philosophical importance to have a dynamic account of plain belief. AGM belief revision theory seems to provide such an account, but it founders at the problem of iterated belief revision, since it can generally account only for one step (...) of revision. The paper discusses and rejects two solutions within the confines of AGM theory. It then introduces ranking functions (as I prefer to call them now; in the paper they are still called ordinal conditional functions) as the proper (and, I find, still the best) solution of the problem, proves that conditional independence w.r.t. ranking functions satisfies the so-called graphoid axioms, and proposes general rules of belief change (in close analogy to Jeffrey's generalized probabilistic conditionalization) that encompass revision and contraction as conceived in AGM theory. Indeed, the parallel to probability theory is amazing. Probability theory can profit from ranking theory as well since it is also plagued by the problem of iterated belief revision even if probability measures are conceived as Popper measures (see No. 11). Finally, the theory is compared with predecessors which are numerous and impressive, but somehow failed to explain the all-important conditional ranks in the appropriate way. (shrink)

This paper starts by indicating the analysis of Hempel's conditions of adequacy for any relation of confirmation (Hempel, 1945) as presented in Huber (submitted). There I argue contra Carnap (1962, Section 87) that Hempel felt the need for two concepts of confirmation: one aiming at plausible theories and another aiming at informative theories. However, he also realized that these two concepts are conflicting, and he gave up the concept of confirmation aiming at informative theories. The main part of the paper (...) consists in working out the claim that one can have Hempel's cake and eat it too - in the sense that there is a logic of theory assessment that takes into account both of the two conflicting aspects of plausibility and informativeness. According to the semantics of this logic, a is an acceptable theory for evidence β if and only if a is both sufficiently plausible given β and sufficiently informative about β. This is spelt out in terms of ranking functions (Spohn, 1988) and shown to represent the syntactically specified notion of an assessment relation. The paper then compares these acceptability relations to explanatory and confirmatory consequence relations (Flach, 2000) as well as to nonmonotonic consequence relations (Kraus et al., 1990). It concludes by relating the plausibility-informativeness approach to Carnap's positive relevance account, thereby shedding new light on Carnap's analysis as well as solving another problem of confirmation theory. To explain the phenomena in the world of our experience, to answer the question “why?” rather than only the question “what?”, is one of the foremost objectives of all rational inquiry; and especially, scientific research in its various branches strives to go beyond a mere description of its subject matter by providing an explanation of the phenomena it investigates. While there is rather general agreement about this chief objective of science, there exists considerable difference of opinion as to the function (...) and the essential characteristics of scientific explanation. In the present essay, an attempt will be made to shed some light on these issues by means of an elementary survey of the basic pattern of scientific explanation and a subsequent more rigorous analysis of the concept of law and of the logical structure of explanatory arguments. Contemporary Bayesian confirmation theorists measure degree of (incremental) confirmation using a variety of non-equivalent relevance measures. As a result, a great many of the arguments surrounding quantitative Bayesian confirmation theory are implicitly sensitive to choice of measure of confirmation. Such arguments are enthymematic, since they tacitly presuppose that certain relevance measures should be used (for various purposes) rather than other relevance measures that have been proposed and defended in the philosophical literature. I present a survey of this pervasive class of (...) Bayesian confirmation-theoretic enthymemes, and a brief analysis of some recent attempts to resolve the problem of measure sensitivity. (shrink)

Philosophically, one of the most important questions in the enterprise termed confirmation theory is this: Why should one stick to well confirmed theories rather than to any other theories? This paper discusses the answers to this question one gets from absolute and incremental Bayesian confirmation theory. According to absolute confirmation, one should accept ''absolutely well confirmed'' theories, because absolute confirmation takes one to true theories. An examination of two popular measures of incremental confirmation suggests the view that one should stick (...) to incrementally well confirmed theories, because incremental confirmation takes one to (the most) informative (among all) true theories. However, incremental confirmation does not further this goal in general. I close by presenting a necessary and sufficient condition for revealing the confirmational structure in almost every world when presented separating data. (shrink)

The problem adressed in this paper is “the main epistemic problem concerning science”, viz. “the explication of how we compare and evaluate theories [...] in the light of the available evidence” (van Fraassen 1983, 27).

According to Bayesian confirmation theory, evidence E (incrementally) confirms (or supports) a hypothesis H (roughly) just in case E and H are positively probabilistically correlated (under an appropriate probability function Pr). There are many logically equivalent ways of saying that E and H are correlated under Pr. Surprisingly, this leads to a plethora of non-equivalent quantitative measures of the degree to which E confirms H (under Pr). In fact, many non-equivalent Bayesian measures of the degree to which E confirms (or (...) supports) H have been proposed and defended in the literature on inductive logic. I provide a thorough historical survey of the various proposals, and a detailed discussion of the philosophical ramifications of the differences between them. I argue that the set of candidate measures can be narrowed drastically by just a few intuitive and simple desiderata. In the end, I provide some novel and compelling reasons to think that the correct measure of degree of evidential support (within a Bayesian framework) is the (log) likelihood ratio. The central analyses of this research have had some useful and interesting byproducts, including: (i ) a new Bayesian account of (confirmationally) independent evidence, which has applications to several important problems in con- firmation theory, including the problem of the (confirmational) value of evidential diversity, and (ii ) novel resolutions of several problems in Bayesian confirmation theory, motivated by the use of the (log) likelihood ratio measure, including a reply to the Popper-Miller critique of probabilistic induction, and a new analysis and resolution of the problem of irrelevant conjunction (a.k.a., the tacking problem). The old evidence problem affects any probabilistic confirmation measure based on comparing pr(H/E) and pr(H). The article argues for the following points: (1) measures based on likelihood ratios also suffer old evidence difficulties; (2) the less-discussed synchronic old evidence problem is, in an important sense, the most acute; (3) prominent attempts to solve or dissolve the synchronic problem fail; (4) a little-discussed variant of the standard measure avoids the problem, in an appealing way; and (5) this measure nevertheless reveals a (...) different problem for probabilistic confirmation measures, a problem that is unlikely to lend itself to formal solution. One of the tasks with which communication engineers are presented is that of devising a mechanism by which a significant sequence of words, a message, produced by somebody, the sender of the message, is reproduced at some other place, with the shortest practical time lag. The reproduction must be such that the receiver of the message will be able to understand what the sender meant by his message, at least, if he knows the sender's language. This article begins by exploring a lost topic in the philosophy of science:the properties of the relations evidence confirming h confirmsh'' and, more generally, evidence confirming each ofh1, h2, ..., hm confirms at least one of h1, h2,ldots;, hn''.The Bayesian understanding of confirmation as positive evidential relevanceis employed throughout. The resulting formal system is, to say the least, oddlybehaved. Some aspects of this odd behaviour the system has in common withsome of the non-classical logics developed in the twentieth century. Oneaspect (...) – its ``parasitism'''' on classical logic – it does not, and it is this featurethat makes the system an interesting focus for discussion of questions in thephilosophy of logic. We gain some purchase on an answer to a recently prominentquestion, namely, what is a logical system? More exactly, we ask whether satisfaction of formal constraints is sufficient for a relation to be considered a (logical) consequence relation. The question whether confirmation transfer yields a logical system is answered in the negative, despite confirmation transfer having the standard properties of a consequence relation, on the grounds that validity of sequents in the system is not determined by the meanings of the connectives that occur in formulas. Developing the system in a different direction, we find it bears on the project of ``proof-theoretic semantics'''': conferring meaning on connectives by means of introduction (and possibly elimination) rules is not an autonomous activity, rather it presupposes a prior, non-formal,notion of consequence. Belief revision theory concerns methods for reformulating an agent's epistemic state when the agent's beliefs are refuted by new information. The usual guiding principle in the design of such methods is to preserve as much of the agent's epistemic state as possible when the state is revised. Learning theoretic research focuses, instead, on a learning method's reliability or ability to converge to true, informative beliefs over a wide range of possible environments. This paper bridges the two perspectives by assessing the (...) reliability of several proposed belief revision operators. Stringent conceptions of minimal change are shown to occasion a limitation called inductive amnesia: they can predict the future only if they cannot remember the past. Avoidance of inductive amnesia can therefore function as a plausible and hitherto unrecognized constraint on the design of belief revision operators. (shrink)
