Surprisingly, the fact that the speaker is lying is sometimes common knowledge between everyone involved. Strangely, we condemn these bald-faced lies more severely than disguised lies. The wrongness of lying springs from the intent to deceive – just the feature missing in the case of bald-faced lies. These puzzling lies arise systematically when assertions are forced. Intellectual duress helps to explain another type of non-deceptive false assertion : lying to yourself. In the end, I conclude that the apparent intensity of (...) our disapproval of non-deceptive lies is a rhetorical illusion. (shrink)

The traditional view of lying holds that this phenomenon involves two central components: stating what one does not believe oneself and doing so with the intention to deceive. This view remained the generally accepted view of the nature of lying until very recently, with the intention-to-deceive requirement now coming under repeated attack. In this article, I argue that the tides have turned too quickly in the literature on lying. For while it is indeed true that there can be lies where (...) there is no intention on the part of the speaker to deceive the hearer, this does not warrant severing the connection between lying and deception altogether. This article defends the view that liars need not intend to deceive. I present common objections to this view in detail and then propose a case of a liar who can lie but who cannot deceive in any relevant sense. I then modify this case to get a situation in which this person lies intending to tell his hearer the truth and he does this by way of getting the hearer to recognize his intention to tell the truth by lying. Lying is an everyday moral phenomenon about which philosophers have written a lot. Not only the moral status of lying has been intensively discussed but also what it means to lie in the first place. Perhaps the most important criterion for an adequate definition of lying is that it fits with people’s understanding and use of this concept. In this light, it comes as a surprise that researchers only recently started to empirically investigate the folk concept of lying. The distinction between lying and mere misleading is commonly tied to the distinction between saying and conversationally implicating. Many definitions of lying are based on the idea that liars say something they believe to be false, while misleaders put forward a believed-false conversational implicature. The aim of this paper is to motivate, spell out, and defend an alternative approach, on which lying and misleading differ in terms of commitment: liars, but not misleaders, commit themselves to something they believe to be (...) false. This approach entails that lying and misleading involve speech-acts of different force. While lying requires the committal speech-act of asserting, misleading involves the non-committal speech-act of suggesting. The approach leads to a broader definition of lying that can account for lies that are told while speaking non-literally or with the help of presuppositions, and it allows for a parallel definition of misleading, which so far is lacking in the debate. Many recent definitions of lying are based on the notion of what is said. This paper argues that says-based definitions of lying cannot account for lies involving non-literal speech, such as metaphor, hyperbole, loose use or irony. It proposes that lies should instead be defined in terms of assertion, where what is asserted need not coincide with what is said. And it points to possible implications this outcome might have for the ethics of lying.

The standard view in social science and philosophy is that lying does not require the liar’s assertion to be false, only that the liar believes it to be false. We conducted three experiments to test whether lying requires falsity. Overall, the results suggest that it does. We discuss some implications for social scientists working on social judgments, research on lie detection, and public moral discourse.

The aim of this paper is to argue that lying differs from mere misleading in a way that can be morally relevant: liars commit themselves to something they believe to be false, while misleaders avoid such commitment, and this difference can make a moral difference. Even holding all else fixed, a lie can therefore be morally worse than a corresponding misleading utterance. But, we argue, there are also cases in which the difference in commitment makes lying morally better than misleading, (...) as well as cases in which the difference is not morally relevant. The paper argues that the correct definition of lying is that to lie is to assert something one believes to be false, where assertion is understood in terms of the notion of the common ground of a conversation. It is shown that this definition makes the right predictions for a number of cases involving irony, joking, and false implicature. This essay argues that the distinction between lying and misleading while not lying is sensitive to discourse structure. It shows that whether an utterance is a lie or is merely misleading sometimes depends on the topic of conversation, represented by so-called questions under discussion. It argues that to mislead is to disrupt the pursuit of the goal of inquiry—that is, to discover how things are. Lying is seen as a special case requiring assertion of disbelieved information, where assertion is characterized (...) as a mode of contributing information to a discourse that is sensitive to the state of the discourse itself. The resulting account is applied to a number of ways of exploiting the lying-misleading distinction, involving conversational implicature, incompleteness, presuppositions, and prosodic focus. The essay shows that assertion, and hence lying, is preserved from subquestion to superquestion under a strict entailment relation between questions, and it discusses ways of lying and misleading in relation to multiple questions. The United States Army’s Future Combat Systems Project, which aims to manufacture a “robot army” to be ready for deployment by 2012, is only the latest and most dramatic example of military interest in the use of artificially intelligent systems in modern warfare. This paper considers the ethics of a decision to send artificially intelligent robots into war, by asking who we should hold responsible when an autonomous weapon system is involved in an atrocity of the sort that would normally (...) be described as a war crime. A number of possible loci of responsibility for robot war crimes are canvassed; the persons who designed or programmed the system, the commanding officer who ordered its use, the machine itself. I argue that in fact none of these are ultimately satisfactory. Yet it is a necessary condition for fighting a just war, under the principle of jus in bellum, that someone can be justly held responsible for deaths that occur in the course of the war. As this condition cannot be met in relation to deaths caused by an autonomous weapon system it would therefore be unethical to deploy such systems in warfare. (shrink)

Reasons without Rationalism has two related parts, devoted to action theory and ethics, respectively. In the second part, I argue for a close connection between reasons for action and virtues of character. This connection is mediated by the idea of good practical thought and the disposition to engage in it. The argument relies on the following principle, which is intended as common ground: " Reasons: The fact that p is a reason for A to ϕ just in case A has (...) a collection of psychological states, C, such that the disposition to be moved to ϕ by C-and-the-belief-that- p is a good disposition of practical thought, and C contains no false beliefs."In effect, reasons are premises for episodes of sound practical thinking whose other conditions already …. Intuitively, the knowledge of one’s own intentional actions is different from the knowledge of actions of other sorts, including those of other people and unintentional actions of one's own. But how are we to understand this phenomenon? Does it pertain to all actions, under every description under which they are known? If so, then how is this possible? If not, then how should we think about cases that are exceptions to this principle? This paper is a critical survey of recent (...) attempts to answer these questions. I consider views under three headings: "special source" views, which hold that the knowledge of one's intentional actions has a non-perceptual source; "special domain" views, which hold that some but not all aspects of one's intentional actions are known in a special way; and "special character" views, which hold that the knowledge of intentional actions is special not because of where it comes from, but because of some other respect in which it is different in kind from the knowledge of other things. According to the traditional definition of lying, somebody lies if he or she makes a believed-false statement with the intention to deceive. The traditional definition has recently been challenged by non-deceptionists who use bald-faced lies to underpin their view that the intention to deceive is no necessary condition for lying. We conducted two experiments to test whether their assertions are true. First, we presented one of five scenarios that consisted of three different kinds of lies. Then we asked participants to (...) judge whether the scenario at hand was a lie, whether the speaker intended to deceive somebody, and how they would judge the behavior in terms of morality. As expected, our results indicate that the intention to deceive is not a necessary condition for lying. Participants rated indifferent lies to be lies and judged that no intention to deceive was involved in these cases. In addition, all bald-faced lies were evaluated as lies. However, participants widely ascribed an intention to deceive to bald-faced lies, which thus might not apply as counterexamples against the traditional definition of lying. ABSTRACTWhile over the last few decades AI research has largely focused on building tools and applications, recent technological developments have prompted a resurgence of interest in building a genuinely intelligent artificial agent – one that has a mind in the same sense that humans and animals do. In this paper, I offer a theoretical and methodological framework for this project of investigating “artificial minded intelligence” that can help to unify existing approaches and provide new avenues for research. I first outline (...) three desiderata that a framework for AMI research should satisfy. In Section 1, I further motivate the desiderata as well as the need for a new framework. Robotic warfare has now become a real prospect. One issue that has generated heated debate concerns the development of ‘Killer Robots’. These are weapons that, once programmed, are capable of finding and engaging a target without supervision by a human operator. From a conceptual perspective, the debate on Killer Robots has been rather confused, not least because it is unclear how central elements of these weapons can be defined. Offering a precise take on the relevant conceptual issues, the article contends (...) that Killer Robots are best seen as executors of targeting decisions made by their human programmers. However, from a normative perspective, the execution of targeting decisions by Killer Robots should worry us. The article argues that what is morally bad about Killer Robots is that they replace human agency in warfare with artificial agency, a development which should be resisted. Finally, the article contends that the issue of agency points to a wider problem in just war theory, namely the role of moral rights in our normative reasoning on armed conflict. (shrink)

It is widely believed that the primary function of folk psychology lies in the prediction, explanation and control of behavior. A question arises, however, as to whether folk psychology has also been shaped in fundamental ways by the various other roles it plays in people’s lives. Here I approach that question by considering one particular aspect of folk psychology – the distinction between intentional and unintentional behaviors. There has been a long-standing dispute in the philosophical literature about the conditions under which a behavior counts as 'intentional.' Much of the debate turns on questions about the use of certain words and phrases in ordinary language. The present paper investigates these questions empirically, using experimental techniques to investigate people's use of the relevant words and phrases. g.

According to Anscombe, acting intentionally entails knowledge in ac- tion. This thesis has been near-universally rejected due to a well-known counter- example by Davidson: a man intending to make ten legible carbon copies might not believe with confidence, and hence not know, that he will succeed. If he does, however, his action surely counts as intentional. Damaging as it seems, an even more powerful objection can be levelled against Anscombe: while act- ing, there is as yet no fact of the (...) matter as to whether the agent will succeed. Since his belief that he will is not yet true while his action is in progress, he can- not possibly know that he is indeed bringing about the intended goal. Knowl- edge in action is not only unnecessary for intentional action, it seems, but–at least as regards success-bound types of action–impossible to attain in the first place. -/- In this paper I argue that traditional strategies to counter these objections are unsatisfactory and propose a new account of knowledge in action which has two core features: (i) It invokes an externalist conception of justification which not only meets Davidson’s challenge, but also casts doubts on the tacit internalist premise on which his example relies. (ii) Drawing on recent work about by John MacFarlane, the proposed account conceives of claims to in action as assessment-sensitive so as to overcome the factivity objection. From a retrospective point of evaluation, previous claims about future events and actions can not only be deemed as having been true, but also as having been known. (shrink)

Moral philosophers and psychologists often assume that people judge morally lucky and morally unlucky agents differently, an assumption that stands at the heart of the Puzzle of Moral Luck. We examine whether the asymmetry is found for reflective intuitions regarding wrongness, blame, permissibility, and punishment judg- ments, whether people’s concrete, case-based judgments align with their explicit, abstract principles regarding moral luck, and what psychological mechanisms might drive the effect. Our experiments produce three findings: First, in within-subjects experiments favorable to reflective (...) deliberation, the vast majority of people judge a lucky and an unlucky agent as equally blameworthy, and their actions as equally wrong and permissible. The philosophical Puzzle of Moral Luck, and the challenge to the very possibility of systematic ethics it is frequently taken to engender, thus simply do not arise. Second, punishment judgments are significantly more outcome- dependent than wrongness, blame, and permissibility judgments. While this constitutes evidence in favor of current Dual Process Theories of moral judgment, the latter need to be qualified: punishment and blame judgments do not seem to be driven by the same process, as is commonly argued in the literature. Third, in between-subjects experiments, outcome has an effect on all four types of moral judgments. This effect is mediated by negligence ascriptions and can ultimately be explained as due to differing probability ascriptions across cases. (shrink)

In order to lie, you have to say something that you believe to be false. But lying is not simply saying what you believe to be false. Philosophers have made several suggestions for what the additional condition might be. For example, it has been suggested that the liar has to intend to deceive (Augustine 395, Bok 1978, Mahon 2006), that she has to believe that she will deceive (Chisholm and Feehan 1977), or that she has to warrant the truth of (...) what she says (Carson 2006). In this paper, I argue that none of the existing definitions of lying identify a necessary condition on lying. I claim that lying is saying what you believe to be false when you believe that the following norm of conversation is in effect: "Do not say what you believe to be false" (Grice 1989, 27). And I argue that this definition handles all of the counter-examples to the existing definitions. (shrink)

If a robot sends a deceptive signal to a human user, is this always and everywhere an unethical act, or might it sometimes be ethically desirable? Building upon previous work in robot ethics, this article tries to clarify and refine our understanding of the ethics of robotic deception. It does so by making three arguments. First, it argues that we need to distinguish between three main forms of robotic deception (external state deception; superficial state deception; and hidden state deception) in (...) order to think clearly about its ethics. Second, it argues that the second type of deception – superficial state deception – is not best thought of as a form of deception, even though it is frequently criticised as such. And third, it argues that the third type of deception is best understood as a form of betrayal because doing so captures the unique ethical harm to which it gives rise, and justifies special ethical protections against its use. Recent research in moral psychology has attempted to characterize patterns of moral judgments of actions in terms of the causal and intentional properties of those actions. The present study directly compares the roles of consequence, causation, belief and desire in determining moral judgments. Judgments of the wrongness or permissibility of action were found to rely principally on the mental states of an agent, while judgments of blame and punishment are found to rely jointly on mental states and the causal connection (...) of an agent to a harmful consequence. Also, selectively for judgments of punishment and blame, people who attempt but fail to cause harm more are judged more leniently if the harm occurs by independent means than if the harm does not occur at all. An account of these phenomena is proposed that distinguishes two processes of moral judgment: one which begins with harmful consequences and seeks a causally responsible agent, and the other which begins with an action and analyzes the mental states responsible for that action. In ‘Computing Machinery and Intelligence’, Turing, sceptical of the question ‘Can machines think?’, quickly replaces it with an experimentally verifiable test: the imitation game. I suggest that for such a move to be successful the test needs to be relevant, expansive, solvable by exemplars, unpredictable, and lead to actionable research. The Imitation Game is only partially successful in this regard and its reliance on language, whilst insightful for partially solving the problem, has put AI progress on the wrong foot, prescribing (...) a top-down approach for building thinking machines. I argue that to fix shortcomings with modern AI systems a nonverbal operationalisation is required. This is provided by the recent Animal-AI Testbed, which translates animal cognition tests for AI and provides a bottom-up research pathway for building thinking machines that create predictive models of their environment from sensory input. The traditional view of lying says that lying is a matter of intending to deceive others by making statements that one believes to be false. Jennifer Lackey has recently defended the following version of the traditional view: A lies to B just in case (i) A states that p to B, (ii) A believes that p is false and (iii) A intends to be deceptive to B in stating that p. I argue that, despite all the virtues that Lackey ascribes (...) to her view, conditions (i), (ii) and (iii) are not sufficient for lying. (shrink)

According to a rich tradition in philosophy of action, intentional action requires practical knowledge: someone who acts intentionally knows what they are doing while they are doing it. Piñeros Glasscock argues that an anti-luminosity argument, of the sort developed in Williamson, can be readily adapted to provide a reductio of an epistemic condition on intentional action. This paper undertakes a rescue mission on behalf of an epistemic condition on intentional action. We formulate and defend a version of an epistemic condition (...) that is free from any luminosity commitments. While this version of an epistemic condition escapes reductio, it comes with substantive commitments of its own. In particular, we will see that it forces us to deny the existence of any essentially intentional actions. We go on to argue that this consequence should be embraced. On the resulting picture, intentional action is not luminous. But it still entails practical knowledge. (shrink)

Philosophical perplexity about intention begins with its appearance in three guises: intention for the future, as when I intend to complete this entry by the end of the month; the intention with which someone acts, as I am typing with the further intention of writing an introductory sentence; and intentional action, as in the fact that I am typing these words intentionally. As Elizabeth Anscombe wrote in a similar context, ‘it is implausible to say that the word is equivocal as (...) it occurs in these different cases’ and from the fact that ‘we are tempted to speak of “different senses” of a word which is clearly not equivocal, we may infer that we are pretty much in the dark about the character of the concept which it represents’ (Anscombe 1963, p. 1). Recent research shows – somewhat astonishingly – that people are willing to ascribe moral blame to AI-driven systems when they cause harm [1]–[4]. In this paper, we explore the moral- psychological underpinnings of these findings. Our hypothesis was that the reason why people ascribe moral blame to AI systems is that they consider them capable of entertaining inculpating mental states (what is called mens rea in the law). To explore this hypothesis, we created a scenario in which an AI system (...) runs a risk of poisoning people by using a novel type of fertilizer. Manipulating the computational (or quasi-cognitive) abilities of the AI system in a between-subjects design, we tested whether people’s willingness to ascribe knowledge of a substantial risk of harm (i.e., recklessness) and blame to the AI system. Furthermore, we investigated whether the ascription of recklessness and blame to the AI system would influence the perceived blameworthiness of the system’s user (or owner). In an experiment with 347 participants, we found (i) that people are willing to ascribe blame to AI systems in contexts of recklessness, (ii) that blame ascriptions depend strongly on the willingness to attribute recklessness and (iii) that the latter, in turn, depends on the perceived “cognitive” capacities of the system. Furthermore, our results suggest (iv) that the higher the computational sophistication of the AI system, the more blame is shifted from the human user to the AI system. (shrink)

One can intentionally do something only if one knows what one is doing while they are doing it. For example, one can intentionally kill one’s neighbor by opening their gas stove overnight only if one knows that the gas is likely to kill the neighbor in their sleep. One can intentionally sabotage the victory of one’s rival by putting sleeping drugs in their drink only if one knows that sleeping drugs will harm the rival’s performance. And so on. In a (...) slogan: Intentional action is action guided by knowledge. This essay reviews some motivations for a ‘knowledge-centered psychology’ — a psychology where knowledge enters center stage in an explanation of intentional action (§2). In two experiments (total N=693) we explored whether people are willing to consider paintings made by AI-driven robots as art, and robots as artists. Across the two experiments, we manipulated three factors: (i) agent type (AI-driven robot v. human agent), (ii) behavior type (intentional creation of a painting v. accidental creation), and (iii) object type (abstract v. representational painting). We found that people judge robot paintings and human painting as art to roughly the same extent. However, people are much less (...) willing to consider robots as artists than humans, which is partially explained by the fact that they are less disposed to attribute artistic intentions to robots.
