Several authors have claimed that prediction is essentially impossible in the general theory of relativity, the case being particularly strong, it is said, when one fully considers the epistemic predicament of the observer. Each of these claims rests on the support of an underdetermination argument and a particular interpretation of the concept of prediction. I argue that these underdetermination arguments fail and depend on an implausible explication of prediction in the theory. The technical results adduced in these arguments can be (...) related to certain epistemic issues, but can only be misleadingly or mistakenly characterized as related to prediction. (shrink)

The theoretical contradiction between General Relativity and Quantum Gravity about gravity was ended, since spacetime is not structural property of the gravitational fi eld like Einstein said. Exactly spacetime is the structural geometric property of the matter and energy that it gives their geometric dimensions. Thus, spacetime is not continent of the matter (Substantialism), since it is contained. Neither is the category of the relations between material bodies or between their events (Relationalism) since is not relational property; (...) spacetime is structural property. The particle-wave, of matter and eld, has intrinsically three spatial dimensions and one temporal dimension. The spacetime is intrinsically the structural quality of particle-wave. This paper presents a novel argument against one theoretically attractive form of panpsychism. I argue that “idealist panpsychism” is false since it cannot account for spacetime’s structure. Idealist panpsychists posit that fundamental reality is purely experiential. Moreover, they posit that the consciousness at the fundamental level metaphysically grounds and explains both the facts of physics and the facts of human consciousness. I argue that if idealist panpsychism is true, human consciousness and the consciousness at the fundamental level will (...) have the same metrical structure. However, as I demonstrate, human consciousness does not exhibit the same metrical structure as spacetime. Consequently, the idealist panpsychist faces an explanatory gap between the fundamental consciousness she posits and spacetime. Idealist panpsychism is incompatible with the existence of such an explanatory gap. Thus, idealist panpsychists must close this explanatory gap (which I argue they lack the resources to do), or idealist panpsychism is false. (shrink)

The context of international health research involving human subjects, and this should appear obvious, is the human community. As such, basic questions of how human beings should be treated by other human beings, particularly in situations of unequal power – e.g., in the form of control, choice, or opportunity – lay at the foundations of related ethical discourse when ethics are discussed at all. I trace a narrative that follows upon a recent revision process of international guidelines for biomedical research (...) involving human subjects. I focus in particular upon the issue of a standard of care. In the second section, I draw upon philosophers John Rawls, Claudia Card, and Allen Buchanan to discuss concerns regarding the 'least advantaged members of society' in the context of global inequality. Hilary Putnam argued that the special theory of relativity shows that there can be no temporal becoming. Howard Stein replied by defining a becoming relation in Minkowski spacetime. Clifton and Hogarth extended and sharpened Stein’s results. Game over? To the contrary, it has been argued that the Stein-Clifton-Hogarth theorems actually support Putnam’s contention, in that if an apparently minimal condition is put on the becoming relation, then these theorems entail that the becoming relation must be the universal relation. I (...) recount this dialectic in some detail and then try to define and defend a becoming relation based on a present that does indeed consist of more than one point or event but still satisfies the sort of objectivity requirements that Stein-Clifton-Hogarth require of a becoming relation. This present is not a global hyperplane or surface, however; it is a local structure. I close with some methodological remarks about the relation between the present and the real and about the importance of the specious or psychological present. (shrink)

This essay explores the possibility of constructing a structural realist interpretation of spacetime theories that can resolve the ontological debate between substantivalists and relationists. Drawing on various structuralist approaches in the philosophy of mathematics, as well as on the theoretical complexities of general relativity, our investigation will reveal that a structuralist approach can be beneficial to the spacetime theorist as a means of deflating some of the ontological disputes regarding similarly structured spacetimes.

In contemporary democracies, global capitalism exerts a significant influence over how state power is exercised, raising questions about where political power resides in global politics. This question is important, since our specific considerations about justifiability of political power, i.e. political legitimacy, depend on how we characterize political power at the global level. As a partial answer to this question, I argue that our notion of global political legitimacy should be reoriented to include the structural power of (...) the Transnational Capitalist Class as its subject matter. Structural power is a social relation in which the institutional context makes some agents comply with others’ preferences regardless of actors’ intentional efforts to bring about such outcomes. Even when global business elites do not intentionally exercise power to obtain political control of global governance, their structural power has recognizable effects that partly enforce the world order. To advance my claim, I utilize the radical realists’ argument that the notion of legitimacy is applicable to a broader range of social practices that are beyond dyadic power relations, i.e. rulers intentionally exercising power over subjects. Spacetime functionalism is the view that spacetime is a functional structure implemented by a more fundamental ontology. Lam and Wüthrich have recently argued that spacetime functionalism helps to solve the epistemological problem of empirical coherence in quantum gravity and suggested that it also (dis)solves the hard problem of spacetime, namely the problem of offering a picture consistent with the emergence of spacetime from a non-spatio-temporal structure. First, I will deny that spacetime functionalism (...) solves the hard problem by showing that it comes in various species, each entailing a different attitude towards, or answer to, the hard problem. Second, I will argue that the existence of an explanatory gap, which grounds the hard problem, has not been correctly taken into account in the literature. (shrink)

According to a number of approaches in theoretical physics, spacetime does not exist fundamentally. Rather, spacetime exists by depending on another, more fundamental, non-spatiotemporal structure. A prevalent opinion in the literature is that this dependence should not be analyzed in terms of composition. We should not say, that is, that spacetime depends on an ontology of non-spatiotemporal entities in virtue of having them as parts. But is that really right? On the contrary, we argue that a (...) mereological approach to dependent spacetime is not only viable, but promises to enhance our understanding of the physical situation. (shrink)

Several different quantum gravity research programmes suggest, for various reasons, that spacetime is not part of the fundamental ontology of physics. This gives rise to the problem of empirical coherence: if fundamental physical entities do not occupy spacetime or instantiate spatiotemporal properties, how can fundamental theories concerning those entities be justified by observation of spatiotemporally located things like meters, pointers and dials? I frame the problem of empirical coherence in terms of entailment: how could a non-spatiotemporal fundamental theory (...) entail spatiotemporal evidence propositions? Solutions to this puzzle can be classified as realist or antirealist, depending on whether or not they posit a non-fundamental spacetime structure grounded in or caused by the fundamental structure. These approaches place different constraints on our everyday concepts of space and time. Applying lessons from the philosophy of mind, I argue that only realism is both conceptually plausible and suitable for addressing the problem at hand. I suggest a role functionalist version of realism, which is consistent with both grounding and causation, and according to which our everyday concepts reveal something of the true nature of emergent spacetime. It is frequently argued that to address structural injustice, individuals should participate in collective actions organized by civil society organizations (CSOs), but the role and the normative status of CSOs are rarely discussed. In this paper, we argue that CSOs semi-perfect our shared obligation to address structural injustice by defining shared goals as well as taking actions to further them. This assigns a special moral status to CSOs, which in turn gives rise to our duty to support them. Thus, we (...) do not have full discretion when deciding whether to join collective actions or not. Eleanor Knox has argued that our concept of spacetime applies to whichever structure plays a certain functional role in the laws (the role of determining local inertial structure). I raise two complications for this approach. First, our spacetime concept seems to have the structure of a cluster concept, which means that Knox's inertial criteria for spacetime cannot succeed with complete generality. Second, the notion of metaphysical fundamentality may feature in the spacetime concept, in (...) which case spacetime functionalism may be uninformative in the absence of answers to fundamental metaphysical questions like the substantivalist/relationist debate. Important features of space and time are taken to be missing in quantum gravity, allegedly requiring an explanation of the emergence of spacetime from non-spatio-temporal theories. In this paper, we argue that the explanatory gap between general relativity and non-spatio- temporal quantum gravity theories might significantly be reduced with two moves. First, we point out that spacetime is already partially missing in the context of general relativity when understood from a dynamical perspective. Second, we argue that most approaches (...) to quantum gravity already start with an in-built distinction between structures to which the asymmetry between space and time can be traced back. I will defend two claims. First, Schaffer's priority monism is in tension with many research programs in quantum gravity. Second, priority monism can be modified into a view more amenable to this physics. The first claim is grounded in the fact that promising approaches to quantum gravity such as loop quantum gravity or string theory deny the fundamental reality of spacetime. Since fundamental spacetime plays an important role in Schaffer's priority monism by being identified with the fundamental (...) class='Hi'>structure, namely the cosmos, the disappearance of spacetime in these views might undermine classical priority monism. My second claim is that priority monism can avoid this issue with two moves: first, in dropping one of its core assumptions, namely that the fundamental structure is spatio-temporal, second, by identifying the connection between the non-spatio-temporal structure and the derivative spatio-temporal structure with mereological composition. Since the 1990s the effects of globalization on law and legal developments has been a central topic of scholarly debate. To date, the debate is however marked by three substantial deficiencies which this chapter seeks to remedy through a reconceptualization of global law as a law of inter-contextuality expressed through inter-legality and materialized through a particular body of legal norms which can be characterized as connectivity norms. The first deficiency is a historical and empirical one. Both critics as well (...) as advocates of ‘non-state law’ share the assumption that ‘law beyond the state’ and related legal norms have gained in centrality when compared with previous historical times. While global law, including both public and private global governance law as well as regional occurrences such as EU law, has undergone profound transformations since the structural transformations which followed the de-colonialization processes of the mid-twentieth century, we do not have more global law relatively to other types of law today than in previous historical times. The second deficiency is a methodological one. The vast majority of scholarship on global law is either of an analytical nature, drawing on insights from philosophy, or empirically observing the existence of global law and the degree of compliance with global legal norms at a given moment in time. While both approaches bring something to the table they remain static approaches incapable of explaining and evaluating the transformation of global law over time. The third deficiency is a conceptual-theoretical one. In most instances, global law is understood as a unitary law producing singular legal norms with a planetary reach, or, alternatively, a radical pluralist perspective is adopted dismissing the existence of singular global norms. Both of these approaches however misapprehend the structural characteristics, function and societal effects of global law. Instead a third positon between unitary and radical pluralist perspectives can be adopted through an understanding of global law and its related legal norms as a de-centred kind of inter-contextual law characterised by inter-legality. If global distributive justice or injustice is to exist, there must be something that is just or unjust: something to which the moral assessments at issue attach. I argue in this paper against one popular candidate for that role: the “global basic structure.” I argue that principles of distributive justice that target the global basic structure fail to satisfy a crucial “action guidance” desideratum and that this problem points to an alternative target that philosophers of (...) global justice have yet to widely acknowledge. We ought to exclusively direct our principles at subspheres of global politics: disaggregating global justice for a disaggregated world. (shrink)

The global/local contrast is ubiquitous in mathematics. This paper explains it with straightforward examples. It is possible to build a circular staircase that is rising at any point (locally) but impossible to build one that rises at all points and comes back to where it started (a global restriction). Differential equations describe the local structure of a process; their solution describes the global structure that results. The interplay between global and local structure is (...) one of the great themes of mathematics, but rarely discussed explicitly. (shrink)

In this essay the author overcomes the theoretical contradiction between General Relativity that defines the gravitational field as a geometric aspect of spacetime, either as potential or curvature, and Quantum Gravity that defines it as a fundamental force of interaction, with the change in the conception of spacetime of structural geometric property from the gravitational field, to the conception of spacetime structural geometric property of matter in motion. Spacetime is not a continent of matter (Substantialism) but (...) rather is contained in matter insofar as it constitutes the geometric structure that gives it its shape and allows its changes, to which as space it confers its ability to contain and as time its capacity to becoming. Nor is spacetime the category of geometric relations of material bodies and their events (Relationism), since it is not a relational property of matter but rather the geometric spacetime structural property of matter, which it endows with their abilities to self-contain and transform. The author's conception of spacetime is that dynamic energy-matter, geometrically endowed with the four dimensions of spacetime, is spatially self-contained and temporarily self-transforming. The wave-particle, of matter and of the field, does not exist in spacetime, but this is the intrinsic structural geometric property of the wave-particle, therefore, attached to its own internal nature, as its intrinsic dimensional geometric property which with the force of law is manifested in its quantitative measurements, either when the wave particle itself is taken or in relation to others. Thus, only theories on gravity from Quantum Gravity are possible, although they must be reformulated, renouncing to integrate them with the geometric vision derived from the equations of the so-called "General Relativity". This paper argues that the possibility of global justice is premised on the solutions of three-fold interrelated problem: (1) problem of heterogeneity, (2) problem of inequality, (3) problem of realpolitik. The problem of heterogeneity questions the assumed globality equated as universality or commonality underpinning global justice in view of the empirical human diversity and plurality that cannot be assumed away by the desirability of the normativity of global justice. The problem of inequality highlights the ineradicability of (...) class='Hi'>global inequality as a pervasive fact of international life. It also criticizes the fairness argument that tries to make do with the ineradicable inequalities as long as they work towards the least advantaged members of global society mainly by rendering such an attempt as futile considering the inapplicability of principles of justice, Rawls's difference principle for example, in the global context; the unwillingness of powerful states to relinquish their hierarchical positions in the global political structure that benefit them; and the difficulty of not knowing what in/equality would mean for the least well-off when the fairness argument is granted. The problem of realpolitik makes the subordination of realpolitik (power and interest) to idealpolitik (justice)unwarranted given that the global realities point to the converse of subordination, especially the realities of the hierarchical structure of global politics and its concomitant unequal power relations. This article focuses on the socio-economic aspects of migration and migrants – economic refugees. The author presents the migrants as a precarious workforce, which is an indispensable part of modern global capitalism. In this article, the author points out that among the many factors influencing migration, the economic ones play the most crucial role. Forces released by the neo-liberal paradigm led to the global economic and social tensions. This is due to the fact that the market has become (...) the only regulator of economic and social relations. This article is not another critique of neo-liberal doctrine, advocating for replacing capitalism by “something else.” The author believes, similarly to John Gray, that what we need is a consensus between the states on different models of capitalism, as there are different cultures. Typically, a less fundamental theory, or structure, emerging from a more fundamental one is an example of synchronic emergence. A model emerging from a prior model upon which it nevertheless depends is an example of diachronic emergence. The case of spacetime emergent from quantum gravity and quantum cosmology challenges these two conceptions of emergence. Here, I propose two more-general conceptions of emergence, analogous to the synchronic and diachronic ones, but which are potentially applicable to the case of emergent (...) spacetime: an inter-level, hierarchical conception, and an intra-level, ‘flat’ conception. I then explore whether, and how, these ideas may be applicable in the case of several putative examples of relativistic spacetime emergent from the non-spatiotemporal structures described by different approaches to quantum gravity, and of spacetime emergent from a non-spatiotemporal ‘big bang’ state according to different examples of quantum cosmology. This essay examines the underdetermination problem that plagues structuralist approaches to spacetime theories, with special emphasis placed on the epistemic brands of structuralism, whether of the scientific realist variety or not. Recent non-realist structuralist accounts, by Friedman and van Fraassen, have touted the fact that different structures can accommodate the same evidence as a virtue vis-à-vis their realist counterparts; but, as will be argued, these claims gain little traction against a properly constructed liberal version of epistemic structural realism. Overall, (...) a broad construal of spacetime theories along epistemic structural realist lines will be defended which draws upon both Friedman’s earlier work and the convergence of approximate structure over theory change, but which also challenges various claims of the ontic structural realists. I present a formal ontological theory where the basic building blocks of the world can be either things or events. In any case, the result is a Parmenidean worldview where change is not a global property. What we understand by change manifests as asymmetries in the pattern of the world-lines that constitute 4-dimensional existents. I maintain that such a view is in accord with current scientific knowledge.

We present an elementary system of axioms for the geometry of Minkowski spacetime. It strikes a balance between a simple and streamlined set of axioms and the attempt to give a direct formalization in first-order logic of the standard account of Minkowski spacetime in Maudlin and Malament. It is intended for future use in the formalization of physical theories in Minkowski spacetime. The choice of primitives is in the spirit of Tarski : a predicate of betwenness and (...) a four place predicate to compare the square of the relativistic intervals. Minkowski spacetime is described as a four dimensional ‘vector space’ that can be decomposed everywhere into a spacelike hyperplane—which obeys the Euclidean axioms in Tarski and Givant, 175–214 1999)—and an orthogonal timelike line. The length of other ‘vectors’ are calculated according to Pythagoras’ theorem. We conclude with a Representation Theorem relating models \ of our system \ that satisfy second order continuity to the mathematical structure \, called ‘Minkowski spacetime’ in physics textbooks. Recent work in quantum gravity has prompted a re-evaluation of the fundamental nature of spacetime. Spacetime is potentially emergent from non-spatiotemporal entities posited by a theory of quantum gravity. Recent efforts have sought to interpret the relationship between spacetime and the fundamental entities through a mereological framework. These frameworks propose that spacetime can be conceived as either having non-spatiotemporal entities as its constituents or being a constituent part of a non-spatiotemporal structure. I present a roadmap (...) for those interested in exploring the role of composition in understanding the emergence of spacetime. I establish a taxonomy based on four crucial parameters that should be considered when constructing potential mereological models. Subsequently, I connect these models to a spectrum of perspectives found in current literature, with the aim of pinpointing areas that require further exploration. Finally, I identify three potential challenges facing mereological models of spacetime emergence, rooted in issues of mereological harmony, the distinction between continuous and discrete spacetime, and the implications of quantum superposition. Purpose is to substantiate the ways of promotion sustainable tourism in the global economy. Methodology - To determine the importance of the sustainable tourism factors, the hierarchy analysis method of T. Saati was used. The method of expert estimations has been used for determining the significance level of the tourism sustainability factors. Findings - The conditions for promotion of the sustainable tourism to the world market and the factors of impact on its development in the global economy have (...) been determined. All impact factors were divided into 7 groups: political and regulatory environment, environmental sustainability, social and cultural strategy, economic sustainability, tourism service, safety, basic sustainability state. To assess the potential of the sustainable tourism by international destinations, it was offered to rank the factors of index of sustainable tourism development in the countries from the point of view of a tourist. Contribution - The structure of the factors of tourism sustainability index with the emphasis on the role of an immediate tourist was improved. The most importante factors of influence on the choose tourist destination have been identified: the factors of safety, tourist service and the factor of basic sustainability state of a country. I explain in what sense the structure of space and time is probably vague or indefinite, a notion I define. This leads to the mathematical representation of location in space and time by a vague interval. From this, a principle of complementary inaccuracy between spatial location and velocity is derived, and its relation to the Uncertainty Principle discussed. In addition, even if the laws of nature are deterministic, the behaviour of systems will be random to some degree. These and (...) other considerations draw classical physics closer to Quantum Mechanics. An arrow of entropy is also derived, given an arrow of time. Our aim in this paper is to suggest that most current theories of global justice fail to adequately recognise the importance of global public goods. Broadly speaking, this failing can be attributed at least in part to the complexity of the global context, the individualistic focus of most theories of justice, and the localised nature of the theoretical foundations of most theories of global justice. We argue ? using examples (particularly that of protecting antibiotic efficacy) ? (...) that any truly effective theory of global justice must recognise the importance of global public goods. Global public goods confer significant benefits to individuals yet can only be effectively promoted and preserved through collective action and the restriction of individual choice; something which most theories of justice are structurally unequipped to sufficiently promote. It is often argued that our obligations to address structural injustice are collective in character. But what exactly does it mean for ‘ordinary citizens’ to have collective obligations visà- vis large-scale injustice? In this paper, I propose to pay closer attention to the different kinds of collective action needed in addressing some of these structural injustices and the extent to which these are available to large, unorganised groups of people. I argue that large, dispersed and unorganised groups of people are (...) often in a position to perform distributive collective actions. As such, ordinary citizens can have massively shared obligations to address structural injustice through distributive action, but, ultimately, such obligations are ‘collective’ only in a fairly weak sense. This paper assesses branching spacetime theories in light of metaphysical considerations concerning time. I present the A, B, and C series in terms of the temporal structure they impose on sets of events, and raise problems for two elements of extant branching spacetime theories—McCall’s ‘branch attrition’, and the ‘no backward branching’ feature of Belnap’s ‘branching space-time’—in terms of their respective A- and B-theoretic nature. I argue that McCall’s presentation of branch attrition can only be coherently formulated on (...) a model with at least two temporal dimensions, and that this results in severing the link between branch attrition and the flow of time. I argue that ‘no backward branching’ prohibits Belnap’s theory from capturing the modal content of indeterministic physical theories, and results in it ascribing to the world a time-asymmetric modal structure that lacks physical justification. Imagine that you are a farmer living in Kenya. Though you work hard to sell your produce to foreign markets you find yourself unable to do so because affluent countries subsidize their own farmers and erect barriers to trade, like tariffs, thereby undercutting you in the marketplace. As a consequence of their actions you languish in poverty despite your very best efforts. Or, imagine that you are a peasant whose livelihood depends on working in the fields in Indonesia and you (...) are forcibly displaced from your land by a biofuels company because corrupt government officials have stolen the land and sold it to the company. Or, suppose that you work on the coast of Bangladesh but find that increasingly you are unable to cope with salination resulting from sealevel rise – a product of anthropogenic climate change. These, I believe, are cases of global injustice. My question is: What are those who bear the brunt of global injustice entitled to do to secure their, and other people’s, entitlements? Often people focus on the duties of the affluent to respect and uphold the rights of the disadvantaged. This is understandable. But there is a striking omission. Rarely do people analyze, or even mention, what those who lack their entitlements are entitled to do to secure their own rights. This is my focus in this paper. More specifically, I examine what agents are entitled to do to change the underlying social, economic and political practices and structures in a more just direction. (shrink)

Many authors hold that collectives, as well as individuals can be the subjects of obligations. Typically these authors have focussed on the obligations of highly structured groups, and of small, informal groups. One might wonder, however, whether there could also be collective obligations which fall on everyone – what I shall call ' global collective obligations '. One reason for thinking that this is not possible has to do with considerations about agency : it seems as though an entity (...) can only be the subject of obligations if it is an agent. In this paper, I try to show that the argument from agency is not a good reason for being sceptical about the existence of global collective obligations : it derives whatever plausibility it has from the idea that claims about obligation need to be addressable to some agent. My suggestion is that we should accept this principle about the addressability of obligations, but deny that the addressee of an obligation need be the subject of that obligation. The collective obligations of unstructured collections of individuals, including global collective obligations, meet the addressability requirement insofar as they require something of the individuals who make up the collective. Einstein structured the theoretical frame of his work on gravity under the Special Relativity and Minkowski´s spacetime using three guide principles: The strong principle of equivalence establishes that acceleration and gravity are equivalents. Mach´s principle explains the inertia of the bodies and particles as completely determined by the total mass existent in the universe. And, general covariance searches to extend the principle of relativity from inertial motion to accelerated motion. Mach´s principle was abandoned quickly, general covariance resulted mathematical property (...) of the tensors and principle of equivalence inconsistent and it can only apply to punctual gravity, no to extended gravity. Also, the basic principle of Special Relativity, i.e., the constancy of the speed of the electromagnetic wave in the vacuum was abandoned, static Minkowski´s spacetime was replaced to dynamic Lorentz´s manifold and the main conceptual fundament of the theory, i.e. spacetime is not known what is. Of other hand, gravity never was conceptually defined; neither answers what is the law of gravity in general. However, the predictions arise of Einstein equations are rigorously exacts. Thus, the conclusion is that on gravity, it has only the equations. In this work it shows that principle of equivalence applies really to punctual and extended gravity, gravity is defined as effect of change of coordinates although in the case of the extended gravity with change of geometry from Minkowski´s spacetime to Lorentz´s manifold; and the gravitational motion is the geodesic motion that well it can declare as the general law of gravity. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment. The article aims to define the management mechanism of complex, open dynamic systems with human participation. The following parts of the system life-cycle were identified and unified in the theoretical scope: general and specific compositional elements of repeating changes, marginal index boundaries, the dynamics of the compositional elements of the lifecycle, the key points of the change in the character of the index dynamics. In the practical scope, two common trends of socio-economical system life-cycle management are considered. The first trend (...) is the regulation of the comprising element ratio, which provides the increase in the duration of the maximally effective performance of a functioning system. The second trend is the regulation of the reproduction time of a new system. The systems life cycle aspects are investigated in almost all sciences and studied within many disciplines in the field of higher education. Therefore, deepening the mastery of scientific and methodological foundations of the life cycle of a complex open dynamic system is useful for any subject in everyday and practical activities. A human being – in the formation of own human capital. Families – when it is formed, the birth of children, the distribution of income and expenses. Companies – for efficient business activities. As well as local communities, local self-government bodies, public authorities and global entities within their profile activities. The results of the research provide the possibility of the development of applicable mechanisms for effectiveness and stability enhancement of managerial and entrepreneurial operation in business projects. Spacetime and motion are interconnected concepts. A better understanding of motion leads to a better understanding of spacetime. We use the historical critical analysis of the various theoretical proposals on motion in search of clues ignored. The prediction of the general relativity that the motion occurs in the static gravitational field is not valid because the motion always occurs in a given medium as vacuum, atmosphere, water, etc. The concept of motion and the equations of the special and (...) general relativity, as the theory of Galilee-Newton reduce motion elements to particle and spacetime. In this paper, we present the medium (in special, the quantum vacuum), as the third essential element of motion, inseparable of spacetime since it is its material support of which the spacetime is its structural form, and we analyse its consequences in the theories of spacetime. Our contribution is declare, that the spacetime itself does not exist, or is a relational property of matter, but a structural property of matter. (shrink)

In substructural logics, structural principles may hold in some fragments of a consequence relation without holding globally. I look at this phenomenon in my preferred substructural logic, in which Weakening and Cut fail but which is supra-intuitionistic. I introduce object language operators that keep track of the admissibility of Weakening and of intuitionistic implications. I end with some ideas about local transitivity.

Structural Realism (SR) is typically rated as a moderate realist doctrine about the ultimate entities of nature described by fundamental physics. Whether it must be extended to the higher-level special sciences is not so clear. In this short paper I argue that there is no need to ‘structuralize’ the special sciences. By mounting concrete examples I show that structural descriptions and structural laws certainly play a role in the special sciences, but that they don’t play any exclusive role nor that (...) they give us any reason to believe that all that there is on the various levels is structure. I fortify my points by arguing that structures are global entities (in order for SR not to collapse into a bundle ontology) and that the assumption of higher-level structures as genuinely global or holistic entities is even more arcane. Based on the Russian school of Logunov and others, with the contribution of Tom van Flandern, and his previous works on space-time, gravitational waves and speed of the gravity, the author discusses the theory of the time-space fluid that results from the supposed gravitational waves that would have detected LIGO, and reaffirms the space-time as a structural geometric property of the dynamic matter (radiation, matter and quantum vacuum), now with the strong argument that without escape, in an unnatural way, the (...) physicists and philosophers of science confer the conception of the author to that ridiculous material-space-time, while depriving Matter, of the intrinsic space-time. In addition, he warns about the conceptual contradiction existing between NASA and Caltech over gravitational waves, being absurd the concept of Caltech, operator of LIGO, since gravitational waves would propagate in five non-detectable dimensions. NASA valiant and validly recognizes that they would be waves of space; therefore, there are no space-time waves that correspond to gravitational waves that, according to the great current of relativistic physicists, would exist. Finally, the author reaffirms that the quadrupole waves detected by LIGO are waves of the quantum vacuum. (shrink)

I argue that moral skill is limited and precarious. It is limited because global moral skill—the capacity for morally excellent behaviour within an über action domain, such as the domain of living, or of all-things-considered decisions, or the same kind of capacity applied across a superset of more specific action domains—is not to be found in humans. It is precarious because relatively local moral skill, while possible, is prone to misfire. My arguments depend upon the diversity of practical structures (...) confronting human agents, the limitations of human skill learning and reason-sensitivity, and the failure of moral considerations to respect the social and institutional boundaries we develop to structure our practical lives. The thrust of this paper is to assess the efficacy of establishing African Global Media channel to strike a balance in communication between Africa and the rest of the world. This paper is a reaction to the imbalance in communication flow as engineered by the global media. Global media has contributed greatly to cultural domination in Africa by Europe and the Western world. These channels of communication such as), Cable News Network (CNN), British Broadcasting Corporation (BBQ, DeutseWelle (...) Television (DWTV) including a host of other transnational print media, transmit programmes with cultural values from Europe and America to Africa. Consequently local African media and their attempts to preserve African culture are frustrated. This paper therefore recommends African governments' committed investment in local industrialization, re-structuring information and communication industries to serve African developmental purposes and the establishment of a unified African Global Media Channels. In this article we wonder how a person can discharge the political responsibility for supporting and benefiting from unjust social structures. Firstly, we introduce the concept of structural injustice and defend it against three possible objections: ‘explanatory nationalism’, a diachronic interpretation of the benefits of industry-led growth, being part of a social structure does not automatically mean being responsible for its negative consequences. Then, we hold that both Iris Marion Young’s ‘social connection model’ and Robin Zheng’s ‘role-ideal model’ provide (...) clear indications on how to unload responsibility for supporting/participating in unjust social structures, but fail to explain how to get rid of responsibility for unjust enrichment. We maintain that both models should be complemented with a global redistributive scheme that allows to disgorge the benefits that are unfairly obtained in the global economic system, besides undertaking collective transformative actions and assuming ideal-role responsibilities. I start this paper by addressing Kant’s question why rightful interactions require both domestic public authorities (or states) and a global public authority? Of central importance are two issues: first, the identification of problems insoluble without public authorities, and second, why a domestic public monopoly on coercion can be rightfully established and maintained by coercive means while a global public monopoly on coercion cannot be established once and for all. In the second part of the paper, I address (...) the nature of the institutional structure of individual states and of the global authority. Crucial here, I argue, is Kant’s distinction between private and public right. Private right concerns rightful relations between individual legal subjects, where public right concerns their claims on their public institutions. I propose that the distinction between private and public right should be central to liberal critiques of current legal and political developments in the global sphere. (shrink)

The liberal international legal order faces a legitimacy crisis today that becomes visible with the recent anti-internationalist turn, the rise of populism and the recent Russian invasion of Ukraine. Either its authority or legitimacy has been tested many times over the last three decades. The article argues that this anti-internationalist trend may be read as a reaction against the neoliberal form taken by international law, not least over the last three decades. In uncovering the intricacies of international law’s legitimacy crisis, (...) the article uncovers the paradox of global constitutionalism: that its need to adopt a sectoral form of integration may cause a legitimacy gap/deficit because international authorities, resting their legitimacy primarily on instrumental grounds, may face problems in compensating for the legitimacy deficit caused by the erosion of domestic sovereignty and extending their legitimacy to non-instrumental grounds. This paradox has one necessary structural and two contingent content-related implications for domestic democracies: (1) it necessarily narrows down the regulatory space of nation-states; and this may in turn (2) impair democratic stability and solidarity, and (3) provide a fertile ground for populism. Drawing on Raz’s service conception, the article focuses on the interaction between international and domestic authorities and highlights the problematic aspects of the neoliberal constitutionalization of international law. This paper offers a brand storytelling, that is a narratological account of Covid-19 pandemic’s emergence phase. By adopting a fictional ontological standpoint, the virus’ deploying media story-world is identified with a process of narrative spacing. Subsequently, the brand’s personality is analyzed as a narrative place brand. The narrative model that is put forward aims at outlining the main episodes that make up the virus’ brand personality as process and structural components (actors, settings, actions, relationships). A series of deep or ontological (...) metaphors are singled out as the core DNA of this place brand, by applying metaphorical modeling to the tropical articulation of Covid-19’s narrative. The virus’ kernel is identified with terror, as a menacing force that wipes out existing regimes of signification due to its uncertain motives, origins and operational mode. In this context, familiar urban spaces, cultural practices and intersubjective communications are redefined, repurposed and reprogrammed. This process is called terrorealization, as the desertification and metaphorical sublation of all prior territorial significations. This study contributes to the narrative sub-stream of place branding by approaching a globally relevant sociocultural phenomenon from a brand storytelling perspective. (shrink)

Gravity is the curvature of spacetime, the structural property of static gravitational field, a geometric field, in curved coordinates, according the functions guv, that express geometric relations between material events. Course, general relativity is a relational theory, however, gravity, a thinking category, has symetric physical effects with matter. We use, analitic and critic method of reread the general relativity, since the perspective of the history of the science and the philosophy of the science. Our goal is driver the debate (...) on gravity, to the arena of the quantum physics, but without the ballast of the general relativity. We find that through of relativist aether was attempted transform spacetime in a substantia without succes, the consequence was return to problematic geometric field. The philosophy of the science intervenes, and according the best philosophical theory of substantivalism, spacetime is a inmaterial, geometric substantia. Then, the metaphysics arrives to a full solution in the super-substantivalism theory, that affirms: matter arises from geometric spacetime. Thus, it explains consistently the symetric physical effects between spacetime and matter. Surely, this solution is a medieval speculation. Our conclusion is that since general relativity do not defined physically spacetime leads necessarily to philosophical definitions of relationism and substantivalism on spacetime that are unacceptable physically. While I find Huaping Lu-Adler’s excavation of Kant’s long-overlooked linguistic Orientalism both enlightening and thought-provoking, I disagree with her diagnosis of its theoretical and practical relevance. On the one hand, while I agree that Kant’s positionality renders all his writings and teachings presumptively impactful, there is reason to doubt that his peculiar construction of the linguistic Oriental Other had much actual impact on his disciples. On the other hand, while I agree that the Kantian ideal of public reason is inapt (...) for rectifying the linguistic-epistemic injustices of global knowledge production, I disagree on why it is so. In particular, I argue for a shift in theoretical and practical focuses, from linguistic biases and prejudices, to the structural epistemic constraints of linguistic diversity, as well as to other political-structural conditions shaping global knowledge production. The VIA Classification of Strengths and Virtues is the most commonly used model of positive personality. In this study, we used two methods of model modification to develop models for two measures of the character strengths, the VIA Inventory of Strengths-Revised and the Global Assessment of Character Strengths. The first method consisted of freeing residual covariances based on modification indices until good fit was achieved. The second was residual network modeling (RNM), which frees residual partial correlations while minimizing a (...) function that penalizes more complex models. Models based on both strategies were developed for the two questionnaires. The resulting structural models were then applied to four other samples. Though both modification procedures achieved good fit in the sample used to develop the models, only RNM resulted in adequate model fit for both measures in all cross-validation samples. This finding suggests RNM is more robust against overfitting than traditional practices. Moreover, the result supports the validity of the three-factor model of character strengths with replicability. (shrink)

Multiple authors have argued that moral cosmopolitanism, the thesis that every human has a global stature as an ultimate unit of moral concern, is compatible with domestic egalitarianism. This is because they believe that from equal concern does not follow equal treatment, and it might be possible to impartially justify partial treatment. Some such attempts at justifying restricting the scope of egalitarian demands of distributive justice to the state proceed by application of Rawls’s principle of fairness to the provision (...) of basic goods. But such relational approaches have been criticized by institutionalists who believe there is a global basic structure for the provision of basic goods. Institutional approaches, however, have themselves been criticized for relying on less than global institutions, such that the egalitarianism that they may justify is not truly global either. We argue that beyond institutionally provided goods there are nonetheless some goods whose provision is truly global, such that we can find a relational foundation for global egalitarianism, from which we can argue for cosmopolitan institutionalization. A strong, but underexplored linkage exists between the current global order, world poverty and the politics of aid. Exploring this linkage, which is the key concern of this article, is crucial for a fuller understanding of the symbiotic injustice of the global order and the politics of aid. Using a conceptual thought experiment that portrays the framework of post-war global order as an intrinsically unjust “Global Games Arena”, I attempt a “vivisection” of the problematic relationship between (...) the global order and the politics of aid. In the real world, I follow decolonial scholars like Adom Getachew and Olúfẹmi O. Táíwò to argue that the modern and current global order and its social, economic and political structures are founded on the unfair gains of trans-Atlantic slavery and colonialism. The empirical and analytical consequence of this situation, the article shows, is that to make aid effective or altogether end its penurious impact in Africa in particular, would require, at first, a jettisoning or remaking of the current international order. In other words, I argue that aid would not be necessary in the absence of a world order that in fact requires aid to maintain a system of global injustice and inequality. (shrink)
