Universal social institutions, such as marriage, commons management and property, have emerged independently in radically different cultures. This requires explanation. As Boyer and Petersen point out ‘in a purely localist framework would have to constitute massively improbable coincidences’ . According to Boyer and Petersen, those institutions emerged naturally out of genetically wired behavioural dispositions, such as marriage out of mating strategies and borders out of territorial behaviour. While I agree with Boyer and Petersen that ‘unnatural’ institutions cannot thrive, this one-sided (...) explanation of universal social institutions in terms of genetic human nature is unsatisfactory. Drawing on the literature on multi-level selection and gene-culture coevolution, I argue that universal social institutions are first and foremost the products of cultural selection. They occupy fitness peaks in the landscape of cultural possibilities, much in the same way that biological adaptations occupy fitness peaks in the landscape of biological possibilities. To show this, I use game-theory. By modelling the domains of social interaction in which marriage, commons management, and property emerged as Prisoner’s dilemma situations, it becomes clear how an institutional framework allows the group to move to an interactive equilibrium with a larger payoff. Institutions do so by incentivising all parties to adopt a cooperative strategy. They are culturally selected ways of optimising genetically constrained domains of human social interaction. (shrink)

The Universal Core (UCore) is a central element of the National Information Sharing Strategy that is supported by multiple U.S. Federal Government Departments, by the intelligence community, and by a number of other national and international institutions. The goal of the UCore initiative is to foster information sharing by means of an XML schema providing consensus representations for four groups of universally understood terms under the headings who, what, when, and where. We here describe a project to create an ontology-based (...) supporting layer for UCore, entitled ‘Universal Core Semantic Layer’ (UCore SL), and describe how UCore SL can be applied to further UCore’s information sharing goals. The aim of this study is to discuss in what sense one can speak about universal character of logic. The authors argue that the role of logic stands mainly in the generality of its language and its unrestricted applications to any field of knowledge and normal human life. The authors try to precise that universality of logic tends in: (a) general character of inference rules and the possibility of using those rules as a tool of justification of theorems of every (...) science, (b) principles of correct formulating of thoughts and using language, and (c) general deductive method of reasoning, i.e in the study of language syntax and semantics. The authors present two theories of language syntax and semantics as exemplifications based on the Tarski’s famous results in metalogic: (1) a formalization of universal syntax system by Andrzej Grzegorczyk based on a new primitive notion of quotation-marks operator, and (2) an enlarged system of axiomatic theory of syntax of any categorial language of Urszula Wybraniec-Skardowska’s in which the main role plays the relation of concatenation understood as a set-theoretical function. The study concludes in arguing that the importance of the result (2) lies not only in solving some philosophical problems but also in different fields of knowledge and spheres of human life as ex. in discussion and education as well. Philosophers have used the terms 'impersonal' and 'personal value' to refer to, among others things, whether something's value is universal or particular to an individual. In this paper, I propose an account of impersonal value that, I argue, better captures the intuitive distinction than potential alternatives, while providing conceptual resources for moving beyond the traditional stark dichotomy. I illustrate the practical importance of my theoretical account with reference to debate over the evaluative scope of cultural heritage.

Is it possible to know anything about life we have not yet encountered? We know of only one example of life: our own. Given this, many scientists are inclined to doubt that any principles of Earth’s biology will generalize to other worlds in which life might exist. Let’s call this the “N = 1 problem.” By comparison, we expect the principles of geometry, mechanics, and chemistry would generalize. Interestingly, each of these has predictable consequences when applied to biology. The surface-to-volume (...) property of geometry, for example, limits the size of unassisted cells in a given medium. This effect is real, precise, universal, and predictive. Furthermore, there are basic problems all life must solve if it is to persist, such as resistance to radiation, faithful inheritance, and energy regulation. If these universal problems have a limited set of possible solutions, some common outcomes must consistently emerge. In this chapter, I discuss the N = 1 problem, its implications, and my response (Mariscal 2014). I hold that our current knowledge of biology can justify believing certain generalizations as holding for life anywhere. Life on Earth may be our only example of life, but this is only a reason to be cautious in our approach to life in the universe, not a reason to give up altogether. In my account, a candidate biological generalization is assessed by the assumptions it makes. A claim is accepted only if its justification includes principles of evolution, but no contingent facts of life on Earth. (shrink)

This article centers on Hume’s position on the intelligibility of natural philosophy. To that end, the controversy surrounding universal gravitation shall be scrutinized. It is very well-known that Hume sides with the Newtonian experimentalist approach rather than with the Leibnizian demand for intelligibility. However, what is not clear is Hume’s overall position on the intelligibility of natural philosophy. It shall be argued that Hume declines Leibniz’s principle of intelligibility. However, Hume does not eschew intelligibility altogether; his concept of causation itself (...) stipulates mechanical intelligibility. (shrink)

The Perennial Philosophy centres around what is said to be a recurring mystical insight: that our inherent nature is actually pure, unconditioned consciousness, identical to the ground of all being. Perennial Idealism, the name I give to a metaphysical system I have been building, extrapolates from the Perennial Philosophy to explain how the world could be configured if it were in fact true. Among the most serious challenges faced is that of articulating and defending the very notion that our world (...) is grounded in universal consciousness. This chapter further develops a line of reply to what I think are four major objections to the idea that universal consciousness grounds all being. I call these the Thales Objection, the Problem of the One and the Many, the Self-defeating Objection, and the Power Challenge. (shrink)

In this article, I will reconstruct the monocausal model and argue that modern 'multifactorial diseases' are not monocausal by definition. 'Multifactorial diseases' are instead defined according to a constitutive disease model. On closer analysis, infectious diseases are also defined using the constitutive model rather than the monocausal model. As a result, our classification models alone cannot explain why infectious diseases have a universal etiology while chronic and noncommunicable diseases lack one. The explanation is instead provided by the nineteenth-century germ theorists.

Can an agent's intelligence level be negative? We extend the Legg-Hutter agent-environment framework to include punishments and argue for an affirmative answer to that question. We show that if the background encodings and Universal Turing Machine (UTM) admit certain Kolmogorov complexity symmetries, then the resulting Legg-Hutter intelligence measure is symmetric about the origin. In particular, this implies reward-ignoring agents have Legg-Hutter intelligence 0 according to such UTMs.

Stephen Hawking’s caution against messaging extraterrestrial intelligence is a claim of universal biology and is probably false.

This article investigates the relationship between Hume’s causal philosophy and Newton ’s philosophy of nature. I claim that Newton ’s experimentalist methodology in gravity research is an important background for understanding Hume’s conception of causality: Hume sees the relation of cause and effect as not being founded on a priori reasoning, similar to the way that Newton criticized non - empirical hypotheses about the properties of gravity. However, according to Hume’s criteria of causal inference, the law of universal gravitation is (...) not a complete causal law, since it does not include a reference either to contiguity or to temporal priority. It is still argued that because of the empirical success of Newton ’s theory—the law is a statement of an exceptionless repetition—Hume gives his support to it in interpreting gravity force instrumentally as if it bore a causal relation to motion. The scientific understanding of the mind and consciousness is limited by the lack of knowledge on the missing pieces of this complex puzzle. However, the philosophy and the current physical and material sciences have made great strides in understanding the evolutionary processes of the mind, from the metaphysical and Meta universal layers to the physical, chemical, biological, psychological, and social layers. The complexity of the human mind and the subjective nature of consciousness make it difficult to define and study empirically. (...) Some scientists argue that self-consciousness is an emergent property of the brain, arising from the interaction of various cognitive processes such as memory, perception, and language. There is a significant debate on this line of research, with no clear consensus. Some experts believe that self-consciousness in AI is theoretically possible, as it could emerge from complex systems of neural networks and machine learning algorithms. However, others argue that self-consciousness requires a level of subjective experience and awareness that may be difficult or impossible to replicate in artificial systems. Researchers from various disciplines, including physics, chemistry, biology, brain science, psychology, linguistics, and computer science, have been working together to solve this mystery. The question that how far self-consciousness is possible to be answered in science depends on our understanding of what constitutes self-consciousness and how it arises. While AI systems have made significant advances in areas such as natural language processing, computer vision, and decision making, they still lack the capacity for subjective experience, introspection, and self-awareness that are commonly associated with self-consciousness. In this work the concept of self-consciousness, or the awareness of one's own existence and mental states, has been discussed from different angle. Thus, many times, it worked as an orthodox, deceptive, and enslaving force for humanity. Modern thought emphasized the later effects of religion and found it less emancipatory. -/- Hence, enlightenment philosophy focused on rationality as a significant aspect of human beings. Besides, the development of science has unfolded various hidden and hitherto mysterious natural phenomena to mankind. This change has brought rationality to the forefront of human existence every institution began to build around this notion of human being. Even the death of God was announced by Nietzsche with grief in 1885. -/- Was it really the death of God? Can human beings live without religion sanely? These questions become very relevant particularly in recent times when we see resurgence of religious identities in the political and social discourses. However, consumer mythology and consumer culture remain at the forefront while making decisions in our daily lives across cultures. Even sometimes, religious identities are absorbed by powerful market forces; how to understand this contradictory phenomenon? -/- Between both these understandings, this paper sets three objectives for itself – first, to analyze the human need for religion from a psychological and existential perspective. Second, it critically evaluates the secular thesis as put forward by European enlightenment thinkers in the light of contemporary consumerist mythology. According to Danièle Moyal-Sharrock, Wittgenstein’s On Certainty presents a theory of hinges, and hinges have a role to play in a foundationalist epistemology (2013). Michael Williams (2005) and Annalisa Coliva (2013 ) have claimed that the hinges are not suitable to play such a role as they are not shared universally. Moyal-Sharrock has replied that a subset of the hinges is suitable to play such a role: the “universal” hinges. I argue that for Moyal-Sharrock’s reply to be sustained, she must (...) construe the set of universal hinges much more narrowly than she does currently. For instance, Moyal-Sharrock claims that “I have a brain” is a universal hinge, which consigns people who know nothing about brains to stand outside the bounds of sense. I also provide a novel way of thinking about the universal hinges, which I argue is better textually motivated than Moyal-Sharrock’s own way, and which provides a set of hinges more suitable to play a role in foundationalist epistemology. Basing itself on the universality of the Buddhist ethic, this book manifests much learning on the part of the author as acquired from many a complementary branch of study including history, philosophy, and, above all, jurisprudence. Celebrating both Eastern and Western thought, parallels are convincingly drawn between contributions made by such seemingly incomparable personalities as the Buddha and Greek philosophers and King Aśoka and John Rawls. The viability of a body of common jurisprudence having both municipal and international application, as (...) founded upon the universal truths of the ‘Dhamma,’ is herein seen firmly established, ultimately dispelling all doubts hitherto cast upon the legal worth of Buddhism. Inspired by recent progress in multi-agent Reinforcement Learning (RL), in this work we examine the collective intelligent behaviour of theoretical universal agents by introducing a weighted mixture operation. Given a weighted set of agents, their weighted mixture is a new agent whose expected total reward in any environment is the corresponding weighted average of the original agents' expected total rewards in that environment. Thus, if RL agent intelligence is quantified in terms of performance across environments, the weighted mixture's intelligence is (...) the weighted average of the original agents' intelligences. This operation enables various interesting new theorems that shed light on the geometry of RL agent intelligence, namely: results about symmetries, convex agent-sets, and local extrema. We also show that any RL agent intelligence measure based on average performance across environments, subject to certain weak technical conditions, is identical (up to a constant factor) to performance within a single environment dependent on said intelligence measure. This paper explores Kant's account of marriage and its relevance to contemporary debates over same-sex marriage. Kant's defense of marriage is read against debates unfolding in Prussia in the 1790s, when the question of whether marriage was a "universal estate" was a central point of debate surrounding the Prussian Legal Code of 1794. By reading Kant's arguments in light of this historical context, and in comparison with those offered by his contemporaries, Fichte and von Hippel, this article shows both that (...) the debates about marriage in the 1790s mirror contemporary tensions, and that Kant took a "middle path" that innovatively defended marriage as a basic feature of the state. Consider the set of inferences that are acceptable to use in all our theory building endeavors. Call this set of inferences the universal theory building toolkit, or just ’the toolkit’ for short. It is clear that the toolkit is tightly connected to logic in a variety of ways. Beall, for example, has argued that logic just is the toolkit. This paper avoids making a stand on that issue and instead investigates reasons for thinking that, logic or not, the toolkit is (...) substructural. It is presented as a dialogue for the simple reason that it summarizes a range of dialogues on this subject that the author has had with various folks over the past few years. The method I use to investigate the toolkit is inspired in both philosophical and technical details by Alasdair Urquhart’s work on semantics for relevance logics from the early 1970s. (shrink)

In his Groundwork of the Metaphysics of Morals, Kant’s desiderata for a supreme principle of practical reasoning and morality require that the subjective conditions under which some action is thought of as justified via some maxim be sufficient for judging the same action as justified by any agent in those conditions. This describes the kind of universalization conditions now known as moral supervenience. But when he specifies his “formula of universal law” (FUL) Kant replaces this condition with a quite different (...) kind of universality: the judgment that some agent could rationally (i.e., without willing the frustration of his own valued ends) will his adoption of some maxim under the condition that this would cause all agents in his world to adopt it as well. Our wills typically lack this efficacy, so requiring that our wills conform to what would be rational for a hypothetical agent in this situation to will is a heteronomous requirement. Several intuitively wrong maxims pass Kant’s test but fail the test of supervenience, because they generate no contradiction in a world of universal compliance but do so in non-ideal worlds, demonstrating the inadequacy of the FUL and the logical superiority of moral supervenience. -/- Note that in the published version the title of this article incorrectly had the word "become" instead "became.". Gao, Barzel, and Barabási attempted to devise a method to identify universal resilience in systems. This target was missed due to simplification in the methodology and to the confounding of the system-functions resilience and robustness. These two system-functions are distinct in both their form and in the roles they play in systems. There are many different kinds of both robustness and resilience. To clarify the difference between robustness and resilience, a short guide is provided consisting of six examples of robustness (...) and six examples of resilience. The money-pump argument aims to show that cyclic preferences are irrational. The argument can be based on a number of different exploitation schemes that vary in what needs to be assumed about the agent. The Standard Money Pump works for myopic and naive agents, but not for sophisticated agents who use backward induction. The Upfront Money Pump works for sophisticated agents, but not for myopic or naive agents. In this paper, I present a new money pump, the Universal Money Pump, (...) that works for myopic, naive, and sophisticated agents. Moreover, the Universal Money Pump (just like the Upfront Money Pump) also works for minimally sophisticated agents who need not assume that they will choose rationally at nodes that can only be reached by irrational choices. This enables an argument that rational preferences are acyclic, which is based on weaker assumptions about dynamic rationality than existing money-pump arguments. (shrink)

Lieto’s Minimal Cognitive Grid (MCG) for assessing artificial agents, augmented as the method MCG+, has two implications: (1) MCG+ can advance the mathematical science of universal intelligence/cognition. (2) (a) pre-Lieto, this science lacks of coverage of perception; (b) heralded artificial agents of today are devoid of human-level perceptual intelligence.

The goal of achieving Universal Health Coverage (UHC) can generally be realized only in stages. Moreover, resource, capacity and political constraints mean governments often face difficult trade-offs on the path to UHC. In a 2014 report, Making fair choices on the path to UHC, the WHO Consultative Group on Equity and Universal Health Coverage articulated principles for making such trade-offs in an equitable manner. We present three case studies which illustrate how these principles can guide practical decision-making. These case studies (...) show how progressive realization of the right to health can be effectively guided by priority-setting principles, including generating the greatest total health gain, priority for the worse off, and financial risk protection. Synthetic biology aims to synthesize novel biological systems or redesign existing ones. The field has raised numerous philosophical questions, but most especially what is novel to this field. In this article I argue for a novel take, since the dominant ways to understand synthetic biology’s specificity each face problems. Inspired by the examination of the work of a number of chemists, I argue that synthetic biology differentiates itself by a new regime of articulation, i.e. a new way of articulating the (...) questions and phenomena it wants to address. Instead of describing actual existing biological systems, the field aims to describe biological possibilities. In the second part I corroborate this hypothesis through a comparison between early research in the field of the origins of life and contemporary synthetic biologists, who are not so much interested in the historical origin of life on Earth, but rather in a universal biology of the possible origins of any life whatsoever. We review the recently proposed universal concept of dynamic complexity and its new mathematics based on the unreduced interaction problem solution. We then consider its progress-bringing applications at various levels of complex world dynamics, including complex-dynamical nanometal physics and living condensed matter, unreduced nanobiosystem dynamics and the integral medicine concept, causally complete management of complex economical and social dynamics, and the ensuing concept of truly sustainable world governance.

Universal Generalization, if it is not the most poorly understood inference rule in natural deduction, then it is the least well explained or justified. The inference rule is, prima facie, quite ambitious: on the basis of a fact established of one thing, I may infer that the fact holds of every thing in the class to which the one belongs—a class which may contain indefinitely many things. How can such an inference be made with any confidence as to its validity (...) or ability to preserve truth from premise to conclusion? My goal in this paper is to explain how Universal Generalization works in a way that makes sense of its ability to preserve truth. In doing so, I shall review common accounts of Universal Generalization and explain why they are inadequate or are explanatorily unsatisfying. Happily, my account makes no ontological or epistemological presumptions and therefore should be compatible with whichever ontological or epistemological schemes the reader prefers. (shrink)

Consciousness is based on the association of notions or a neural network. Similarly, the creation of the next generation Internet (semantic web) is impossible without attributes that allow the semantic association of documents and their integration into an information context. To achieve these goals, the Universal Metadata Standard (UMS) may serve as a basis for documentography and is functionally required for interpretation of documents by automatic operating systems.

Recent research gives perspectivism the status of a stand-alone epistemological research program. As part of this development, it must be distinguished from other epistemologies, especially relativism. Not only do relativists and perspectivists use a similar vocabulary—even the supposed tenets (features of the doctrine) seem to partially overlap. To clarify the relation between these programs, I suggest drawing two important distinctions. The first is between the (1) terminological and (2) doctrinal components of epistemologies, the second between the (2a) analytical and (2b) (...) synthetical doctrinal elements. The method of the originalistic linguistic analysis that I introduce in this article shows that both relativism and perspectivism are using the same matrix of interconnected linguistic expressions that belong to what I call the universal epistemic language. Furthermore, this method reveals which doctrinal components necessarily follow from this linguistic basis and the terms “relativism” and “perspectivism” and which are a result of deliberate philosophical constructions. As for the linguistic basis and analytical doctrinal components, relativism and perspectivism are complementary members of one epistemology. Doctrinal additions that transform the original meaning of the terms “relativism” and “perspectivism”, such as “indifferentism” and “non-absolutism”, should be always explicitly mentioned to avoid confusion and strawmen debates in philosophy. The enemy or deterrents in the game is the conditioning created by society for ambition, greed, control and general brain washing to give theindividual a false sense of identity, the ego. This is achieved by Religion; tradition, culture, education, reasoning, linear thought, and the creation of time. Leaving him/her in constant anxiety about millions of future contingencies. Through witnessing one realizes the whole futility of one dimensional thought which only leads to more and more thought. Simple or constructed elaborately, thought being time, a human construction. The final step of the Universal Game Theory is understanding the whole process of thought and the eventual revelation of Enlightenment, Bliss, ecstasy. Which the person then understands that he/she is the creator of the life/dream with which they are in. That point being a sexual ecstasy similar to what happens in death to men. i.e. Human males release semenwhen they die, having a sexual ecstasy at their last breath. (shrink)

Two universal functional principles of Grossberg’s Adaptive Resonance Theory [19] decipher the brain code of all biological learning and adaptive intelligence. Low-level representations of multisensory stimuli in their immediate environmental context are formed on the basis of bottom-up activation and under the control of top-down matching rules that integrate high-level long-term traces of contextual configuration. These universal coding principles lead to the establishment of lasting brain signatures of perceptual experience in all living species, from aplysiae to primates. They are re-visited (...) in this concept paper here on the basis of examples drawn from the original code and from some of the most recent related empirical findings on contextual modulation in the brain, highlighting the potential of Grossberg’s pioneering insights and groundbreaking theoretical work for intelligent solutions in the domain of developmental and cognitive robotics. Kant's formulae ought to effectively produce the same result when applied to the moral validity of any particular maxim; further, no valid maxim produces contradictory results when applied against Kant's Universal Law and Humanity formulae. Where one uses all formulae in the assessment of a maxim, one gains a more complete understanding of the moral law, thereby bridging principles of reason with intuition within the agent who has undertaken to evaluate the morality of a particular action. These formulae command without (...) regard to any particular interests, but are instead unconditional; further, these formulae effectively limit choice of action and therefore give rise to duty. Kant implies that the structure of all maxims requires different formulae of the same moral law, i.e., all maxims have a ‘form’ and a ‘matter’, which prompt reconfiguring of the categorical imperative into different formulae in order to test the morality of a maxim. While practical efforts in the field of artificial intelligence grow exponentially, the truly scientific and mathematically exact understanding of the underlying phenomena of intelligence and consciousness is still missing in the conventional science framework. The inevitably dominating empirical, trial-and-error approach has vanishing efficiency for those extremely complicated phenomena, ending up in fundamentally limited imitations of intelligent behaviour. We provide the first-principle analysis of unreduced many-body interaction process in the brain revealing its qualitatively new features, which give rise to rigorously defined (...) chaotic, noncomputable, intelligent and conscious behaviour. Based on the obtained universal concepts of unreduced dynamic complexity, intelligence and consciousness, we derive the universal laws of intelligence applicable to any kind of intelligent system interacting with the environment. We finally show why and how these fundamentally substantiated and therefore practically efficient laws of intelligent system dynamics are indispensable for correct AI design and training, which is urgently needed in this time of critical global change towards the truly sustainable development. Statistical physics cannot explain why a thermodynamic arrow of time exists, unless one postulates very special and unnatural initial conditions. Yet, we argue that statistical physics can explain why the thermodynamic arrow of time is universal, i.e., why the arrow points in the same direction everywhere. Namely, if two subsystems have opposite arrow-directions at a particular time, the interaction between them makes the configuration statistically unstable and causes a decay towards a system with a universal direction of the arrow of (...) time. The study assessed qualitatively, the implementation strategies of the Universal Basic Education (UBE) Policy in Nigeria. In order to provide insights into the topic, terms were clarified accordingly. The Universal Basic Education goals were stated as contained in the policy statement of the National Policy on Education. The proposed strategies for the realization of the goals of UBE were stated and analysed accordingly. Relevant literatures were cited to provide understanding of the issues involved. A critique was carried out on the (...) implementation of the stated strategies in order to x-ray the strengths and weaknesses underlying the implementation of UBE policy. It was discovered that the formulated policy of the UBE was very good including the strategies documented to attain stated objectives of the programme. It was also observed that the programme has witness some setback at its implementation phase. Based on these problems, five critical questions were asked to serve as a blueprint for judging whether the UBE programme has achieved its objectives or not. Based on these, recommendations and conclusion were made for policy implementation reform. (shrink)

Claims are universal when they are not dependent on when and where they are made. Mathematics and the natural sciences are the typical disciplines that allow such claims to be made. Is the striving for universal claims in other disciplines justified? Those who attempt to answer this question in the affirmative often argue that it is justified when mathematics and the natural sciences are taken as the model for other disciplines. In this paper I challenge this position and analyze the (...) issue by looking at it from a new angle, a perspective that involves two key concepts: violence and loyalty. Objective: To assess the relation between autocratisation—substantial decreases in democratic traits (free and fair elections, freedom of civil and political association, and freedom of expression)—and countries’ population health outcomes and progress toward universal health coverage (UHC). -/- Design: Synthetic control analysis. -/- Setting and country selection: Global sample of countries for all years from 1989 to 2019, split into two categories: 17 treatment countries that started autocratising during 2000 to 2010, and 119 control countries that never autocratised from 1989 to (...) 2019. The treatment countries comprised low and middle income nations and represent all world regions except North America and western Europe. A weighted combination of control countries was used to construct synthetic controls for each treatment country. This statistical method is especially well suited to population level studies when random assignment is infeasible and sufficiently similar comparators are not available. The method was originally developed in economics and political science to assess the impact of policies and events, and it is now increasingly used in epidemiology. -/- Main outcome measures: HIV-free life expectancy at age 5 years, UHC effective coverage index (0-100 point scale), and out-of-pocket spending on health per capita. All outcome variables are for the period 1989 to 2019. -/- Results: Autocratising countries underperformed for all three outcome variables in the 10 years after the onset of autocratisation, despite some improvements in life expectancy, UHC effective coverage index, and out-of-pocket spending on health. On average, HIV-free life expectancy at age 5 years increased by 2.2% (from 64.7 to 66.1 years) during the 10 years after the onset of autocratisation. This study estimated that it would have increased by 3.5% (95% confidence interval 3.3% to 3.6%, P<0.001) (from 64.7 to 66.9 years) in the absence of autocratisation. On average, the UHC effective coverage index increased by 11.9% (from 42.5 to 47.6 points) during the 10 years after the onset of autocratisation. This study estimated that it would have increased by 20.2% (95% confidence interval 19.6% to 21.2%, P<0.001) (from 42.5 to 51.1 points) in the absence of autocratisation. Finally, on average, out-of-pocket spending on health per capita increased by 10.0% (from $4.00 (£3.1; €3.4) to $4.4, log transformed) during the 10 years after the onset of autocratisation. This study estimated that it would have increased by only 4.4% (95% confidence interval 3.9% to 4.6%, P<0.001) (from $4.0 to $4.2, log transformed) in the absence of autocratisation. -/- Conclusions: Autocratising countries had worse than estimated life expectancy, effective health service coverage, and levels of out-of-pocket spending on health. These results suggest that the noticeable increase in the number of countries that are experiencing democratic erosion in recent years is hindering population health gains and progress toward UHC. Global health institutions will need to adjust their policy recommendations and activities to obtain the best possible results in those countries with a diminishing democratic incentive to provide quality healthcare to populations. Universal proposition is defined as the proposition in which the relation between the subject term and the predicate term is without any condition, in which the predicate is either affirmed or denied of the subject unconditionally. In nyaya logic the term vyapti is a universal proposition or invariable relation between the middle term (linga/hetu) and the major term (sadya) . According to the category of relation propositions are divided into categorical and the conditional. Although proposition is a logical entity (...) which is an assertion, either affirm or deny the subject. Truth and falsity are the values of proposition. Universal proposition is of two kinds: universal affirmative proposition and universal negative proposition while universality is the quantity of the subject and affirmation or negation is the quality of the proposition. Anumana (inference) is the knowledge of the objects which follows some other knowledge. In nyaya logic Inference is a combined deductive-inductive reasoning consisting of at least three categorical propositions and in it there are at least three propositions consisting of three terms, viz. the paksa or minor term about which we infer something, the sadhya or major term which inferred object, and the linga(probans) or sadana or middle which is invariably related to the major, and is present in the minor. Indian inference resembles to the categorical syllogism of western logic. In nyaya logic inference consisting of three propositions the first proposition is the conclusion of the syllogism , the second is the minor premise and last the major premise which is totally opposite of western logic. Syllogism of nyaya logic contains five propositions, called its Avayavas or members. These are pratijna, hetu, udarana, upanaya, and nigamana. Middle term have five characteristics in order to make five Figures of syllogism as Figure is the form of the syllogism. These five characteristics, or at least four of them , must be found in the middle term of a valid inference. If not, there will be fallacies(error in reasoning). Nyayikas give us three classifications of inference. According to first inference is of two kinds, namely, svartha and parartha. According to another inference is of three kinds, purvavat, sesavat and samanyatodrsta. This paper gives two complete and elementary proofs that if the speed of light over closed paths has a universal value c, then it is possible to synchronize clocks in such a way that the one-way speed of light is c. The first proof is an elementary version of a recent proof. The second provides high precision experimental evidence that it is possible to synchronize clocks in such a way that the one-way speed of light has a universal value. Kant’s formula of universal law (FUL) is standardly understood as a test of the moral permissibility of an agent’s maxim: maxims which pass the test are morally neutral, and so permissible, while those which do not are morally impermissible. In contrast, I argue that the FUL tests whether a maxim is the cause or determining ground of an action at all. According to Kant’s general account of causality, nothing can be a cause of some effect unless there is a law-like (...) relation between the putative cause and effect. Applied to the case of action, no maxim can be the cause of an agent’s action unless there is a law-like relation between maxims of that kind and actions of that kind. The special capacity to act according to maxims as law-like causes is what Kant calls a will; the basic constitutive principle of the will is a non-normative principle I call the categorical declarative. While the actions of a perfectly good will would be described by the categorical declarative alone, human action is determined not only by the causality of the will, but also by competing causes, namely those stemming from inclination. There is thus need for a causal test for putative maxims. The test contained in the FUL is meant to determine whether an action could be grounded solely on the agent’s maxim, or whether it requires a cause external to the will. This account permits one to build eventual distinctions concerning the morality of actions on prior and independent distinctions concerning their causality. (shrink)

In this enquiry I establish Universal Desire Theory as the nominal designation of my active ethical framework, a system heavily influenced by the natural essentialists Philippa Foot and Jenny Teichman, wherein the comparative amalgamation of all subjectively experienced biological harm and benefit is the foundation of objective normativity. Highlights of this paper include the sections where I discuss the moral life of the cell, as well as the moral fallibility of hallucinating persons under this system which combines biological observation with (...) conscious awareness of action. The global scale of contemporary human life and activity places us in a generic conflict between our identity as individuals and our awareness of the individual's global responsibilities. We face a conflict between the reassuring condition of living according to tradition and the unsettling condition of living in the "new continent" where human self-constitution has global implications. The cohesive set of shared traditional values and ideals is effectively overwritten by the possibility and necessity of innovation in response to global demands. (...) Many paths between the ideal of universahsm and the individual's instantiation in tradition have been contemplated by philosophers and social activists. Given the current dynamics of change, most of these projects, while of good intendon, are nevertheless profoundly naïve in their fundamental assumptions. We are at a crossroads in which we experience a condition of instability that precedes any fundamental bifurcation. But in contrast to the dominant view that instability is by definition negative, we are witnessing an extraordinary explosion of creativity. (shrink)

The first decade of this century has seen the nascency of the first mathematical theory of general artificial intelligence. This theory of Universal Artificial Intelligence (UAI) has made significant contributions to many theoretical, philosophical, and practical AI questions. In a series of papers culminating in book (Hutter, 2005), an exciting sound and complete mathematical model for a super intelligent agent (AIXI) has been developed and rigorously analyzed. While nowadays most AI researchers avoid discussing intelligence, the award-winning PhD thesis (Legg, 2008) (...) provided the philosophical embedding and investigated the UAI-based universal measure of rational intelligence, which is formal, objective and non-anthropocentric. Recently, effective approximations of AIXI have been derived and experimentally investigated in JAIR paper (Veness et al. 2011). This practical breakthrough has resulted in some impressive applications, finally muting earlier critique that UAI is only a theory. For the first time, without providing any domain knowledge, the same agent is able to self-adapt to a diverse range of interactive environments. For instance, AIXI is able to learn from scratch to play TicTacToe, Pacman, Kuhn Poker, and other games by trial and error, without even providing the rules of the games. These achievements give new hope that the grand goal of Artificial General Intelligence is not elusive. This article provides an informal overview of UAI in context. It attempts to gently introduce a very theoretical, formal, and mathematical subject, and discusses philosophical and technical ingredients, traits of intelligence, some social questions, and the past and future of UAI. In [5], Béziau provides a means by which Gentzen’s sequent calculus can be combined with the general semantic theory of bivaluations. In doing so, according to Béziau, it is possible to construe the abstract “core” of logics in general, where logical syntax and semantics are “two sides of the same coin”. The central suggestion there is that, by way of a modification of the notion of maximal consistency, it is possible to prove the soundness and completeness for any normal logic. (...) However, the reduction to bivaluation may be a side effect of the architecture of ordinary sequents, which is both overly restrictive, and entails certain expressive restrictions over the language. This paper provides an expansion of Béziau’s completeness results for logics, by showing that there is a natural extension of that line of thinking to n-sided sequent constructions. Through analogical techniques to Béziau’s construction, it is possible, in this setting, to construct abstract soundness and completeness results for n-valued logics. (shrink)

In their thought-provoking paper, Legg and Hutter consider a certain abstrac- tion of an intelligent agent, and define a universal intelligence measure, which assigns every such agent a numerical intelligence rating. We will briefly summarize Legg and Hutter’s paper, and then give a tongue-in-cheek argument that if one’s goal is to become more intelligent by cultivating music appreciation, then it is bet- ter to use classical music (such as Bach, Mozart, and Beethoven) than to use more recent pop music. The (...) same argument could be adapted to other media: books beat films, card games beat first-person shooters, parables beat dissertations, etc. We leave it to the reader to decide whether this argument tells us something about classical music, something about Legg-Hutter intelligence, or something about both. In response to our critics, we clarify and defend key ideas in the report Open and Inclusive: Fair Processes for Financing Universal Health Coverage. First, we argue that procedural fairness has greater value than Dan Hausman allows. Second, we argue that the Report aligns with John Kinuthia’s view that a knowledgeable public and a capable civil society, alongside good facilitation, are important for effective public deliberation. Moreover, we agree with Kinuthia that the Report’s framework for procedural fairness applies not merely (...) within the health sector, but also to the wider budget process. Third, we argue that while Dheepa Rajan and Benjamin Rouffy-Ly are right that robust processes for equal participation are often central to a fair process, sometimes improvements in other aspects of procedural fairness, such as transparency, can take priority over strengthening participation. Fourth, while we welcome Sara Bennett and Maria Merritt’s fascinating use of the Report’s principles of procedural fairness to assess the U.S. President’s Emergency Plan for AIDS Relief, we argue that their application of the Report’s principle of equality to development partners’ decision-making requires further justification. We summarize key messages from the World Bank report Open and Inclusive: Fair Processes for Financing Universal Health Coverage. A central lesson of the Report is that in decision-making on the path to UHC, procedural fairness matters alongside substantive fairness. Decision systems should be assessed using a complete conception of procedural fairness that embodies core commitments to impartial and equal consideration of interests and perspectives. These commitments demand that comprehensive information is gathered and disclosed and that justifications for policies are (...) publicly debated; that participation in decision-making is enabled; and that these characteristics of the decision system are institutionalised rather than up to the good will of decision-makers. Procedural fairness can improve equity in outcomes, raise legitimacy and trust, and can help make reforms last. While improving procedural fairness can be costly and there are barriers to achieving it, the range of instruments that countries at varying levels of income and institutional capacity have used with some success shows that, in many contexts, advances in procedural fairness in health financing are possible and worthwhile.
