I argue that much current thinking on externalities—at least among “lay political economists” (but even, on occasion, among professional economists)—is saddled with two analytical errors. The first is what I call coextensivism: the conflation of public goods and externalities. The second error is what I call externality profligacy: the conflation of economic and “social” externalities. The principal dangers presented by these two “dogmas on externalities” are that, while in their grips, we are under-disposed to seek negotiated, market-based solutions (of a (...) broadly Coasean nature) to challenges posed by economic externalities, and over-disposed to seek coercive, state-based solutions (of a broadly Pigouvian nature) to challenges posed by social externalities. In Nicomachean Ethics 1.8, Aristotle seems to argue that certain external goods are needed for happiness because, in the first place, they are needed for virtuous activity. This has puzzled scholars. After all, it seems possible for a virtuous agent to exercise her virtuous character even under conditions of extreme hardship or deprivation. Indeed, it is natural to think these are precisely the conditions under which one's virtue shines through most clearly. Why then does Aristotle think that a wide range (...) of external goods is required for virtuous activity, and therefore, for happiness? -/- I argue that there is good sense to be made of Aristotle's stance on external goods. Specifically, I explain how, on this view, a range of external goods is required for the full exercise of virtue, and I show that it is only this full exercise that is constitutive of eudaimonia. Drawing on passages in Politics 7.13 and Nicomachean Ethics 3.1, I develop and defend a distinction between the "mere" exercise of virtue, and the full or complete exercise of virtue. I argue that, for Aristotle, the distinguishing feature of this distinction is the value of the virtuous action's ends. An action that fully expresses virtue aims at an end that is unqualifiedly good, while an action that merely exercises virtue does not. I argue that the external goods Aristotle mentions in NE 1.8 are necessary for performing actions with unqualifiedly good ends, and so necessary for the complete exercise of virtue. In addition to providing a more satisfactory account than existing proposals of the role of external goods in Aristotelian happiness, my interpretation has two additional upshots. First, it brings to light an under-appreciated and independently compelling feature of Aristotle's ethical thought: the value of virtuous actions depends in part on the value of the ends they aim to realize. Second, it finds in Aristotle a distinct and powerful way of thinking about the badness of certain kinds of misfortune and deprivation: they are bad in part because they prevent us from fully realizing our capacity for moral agency, from fully engaging with value in the world. In this paper I will draw attention to an important route to external world skepticism, which I will call confidence skepticism. I will argue that we can defang confidence skepticism (though not a meeker ‘argument from might’ which has got some attention in the 20th century literature on external world skepticism) by adopting a partially psychologistic answer to the problem of priors. And I will argue that certain recent work in the epistemology of mathematics and logic provides independent support for (...) such psychologism. (shrink)

Clark and Chalmers claim that an external resource satisfying the following criteria counts as a memory: the agent has constant access to the resource; the information in the resource is directly available; retrieved information is automatically endorsed; information is stored as a consequence of past endorsement. Research on forgetting and metamemory shows that most of these criteria are not satisfied by biological memory, so they are inadequate. More psychologically realistic criteria generate a similar classification of standard putative external memories, but (...) the criteria still do not capture the function of memory. An adequate account of memory function, compatible with its evolution and its roles in prospection and imagination, suggests that external memory performs a function not performed by biological memory systems. External memory is thus not memory. This has implications for: extended mind theorizing, ecological validity of memory research, the causal theory of memory. (shrink)

I defend an ontological distinction between three kinds of relation: internal,external and grounded relations. Even though, as we shall see, this trichotomy is basic, it is not found in influential contemporary metaphysics. Specifically, the widespread tendency, exemplified notably by David Armstrong, of not recognizing grounded relations as distinct from external relations, can be shown to be mistaken. I propose a definition of each of the three kinds of relation. Of vital importance to the parsimony of metaphysics, I also argue that (...) only external relations are ontologically fundamental. This study assessed external debts and the financing of education in Nigeria using time series data obtained from World Bank, and CBN Statistical Bulletin covering a period of 31 years from 1988 -2018. The model of the study was derived, while the data collected were analysed using the Ordinary Least Squares. Diagnostic tests such as Augmented Dickey- Fuller (ADF) unit root test, Johansen co-integration, Vector Error Correction (VEC) techniques of estimation, and Granger Causality tests were all performed. Findings revealed a (...) significant long-run relationship between external debts and the financing of education; external debts have a significant effect (F=39.07055, p<.05) on the financing of education in Nigeria; external debt stock and external debt service payment have no significant effect on the financing of education; real GDP and Exchange rate have a significant effect on the financing of education in Nigeria respectively. Based on these findings, it was concluded that external debt is a big hindrance to the financing of education and consequently, the economic growth of Nigeria. It was recommended amongst others that the government should use borrowed funds from external sources for productive capital projects or development initiatives such as investment in education and the eradication of illiteracy. We face reality presented with the data of conscious experience and nothing else. The project of early modern philosophy was to build a complete theory of the world from this starting point, with no cheating. Crucial to this starting point is the data of conscious sensory experience – sense data. Attempts to avoid this project often argue that the very idea of sense data is confused. But the sense-data way of talking, the sense-data language, can be freed from every blemish (...) using ideas from contemporary metaontology. We can adopt a sense-data framework that vindicates the traditional claims of sense-data theories and leads to plausible theories of perception and color. We can, we should, and in a sense, we must. Yet when we do, we face the traditional problem of external world skepticism, head-on. The real challenge of skepticism is forced upon us; it cannot honestly be avoided using externalist tricks, burden of proof shifting, or other razzle dazzle. But the challenge can be met: we are rational to posit the external world as the best explanation of the many synchronic and diachronic patterns over our sense-data. This paper argues for all of these points and ends with a plea for analytic empiricism – a traditional sense-data version of empiricism that uses all of the tools of analytic philosophy while avoiding the more questionable doctrines of the Vienna Circle (phenomenalism, verificationism). Analytic empiricism is our last best hope for completing the great philosophical project of early modern philosophy. (shrink)

Why do people create extra representations to help them make sense of situations, diagrams, illustrations, instructions and problems? The obvious explanation— external representations save internal memory and com- putation—is only part of the story. I discuss seven ways external representations enhance cognitive power: they change the cost structure of the inferential landscape; they provide a structure that can serve as a shareable object of thought; they create persistent referents; they facilitate re- representation; they are often a more natural representation of (...) structure than mental representations; they facilitate the computation of more explicit encoding of information; they enable the construction of arbitrarily complex structure; and they lower the cost of controlling thought—they help coordinate thought. Jointly, these functions allow people to think more powerfully with external representations than without. They allow us to think the previously unthinkable. (shrink)

I argue alongside some other scholars that there is a plausible reading of Spinoza’s philosophy of suicide which holds both of the following tenets: first, that suicides occur because of external conditions, and second, that there are at least some suicides which are rational. These two tenets require special attention because they seem to be the source of significant tension. For Spinoza, if one’s cognitions are to be the most adequate, they must be “disposed internally” (E2p29s/G II 114), or determined (...) more from one’s own mental nature than from “fortuitous encounters” with other things (E2p29s/G II 114). It may seem there is a conflict, then, in saying both that there are rational suicides in the Spinozist framework, and that suicides must always be a result of external conditions: it seems a suicide simply cannot be rational if it is the result of external conditions. But this tension, it will be shown, can be dissolved. Once this tension is dealt with, I offer some brief closing arguments. I explain how this reading of Spinoza’s philosophy of suicide can satisfy a call for new suicide research which avoids forms of over-individualism and epistemic injustice, and which encourages us to abolish oppressive conditions that lead to rational suicides. Prior research has demonstrated that antisocial behavior, substance-use disorders, and personality dimensions of aggression and impulsivity are indicators of a highly heritable underlying dimension of risk, labeled externalizing. Other work has shown that individual trait constructs within this psychopathology spectrum are associated with reduced self-monitoring, as reflected by amplitude of the error-related negativity (ERN) brain response. In this study of undergraduate subjects, reduced ERN amplitude was associated with higher scores on a self-report measure of the broad externalizing construct that links (...) these various indicators. In addition, the ERN was associated with a response-locked increase in anterior theta (4–7 Hz) oscillation; like the ERN, this theta response to errors was reduced among high-externalizing individuals. These findings suggest that neurobiologically based deficits in endogenous action monitoring may underlie generalized risk for an array of impulse-control problems. (shrink)

Aristotle tells us that contemplation is the most self-sufficient form of virtuous activity: we can contemplate alone, and with minimal resources, while moral virtues like courage require other individuals to be courageous towards, or courageous with. This is hard to square with the rest of his discussion of self-sufficiency in the Ethics: Aristotle doesn't generally seek to minimize the number of resources necessary for a flourishing human life, and seems happy to grant that such a life will be self-sufficient despite (...) requiring a lot of external goods. In this paper I develop an interpretation of self-sufficiency as a form of independence from external contributors to our activity, and argue that this interpretation accounts both for Aristotle's views on contemplation and for the role self-sufficiency plays in his broader account of human happiness. A restrictive view of self-control identifies exercises of self-control with synchronic intrapsychic processes, and pictures diachronic and externally-scaffolded strategies not as proper instances of self-control, but as clever ways of avoiding the need to exercise that ability. In turn, defenders of an inclusive view of self-control typically argue that we should construe self-control as more than effortful inhibition, and that, on grounds of functional equivalence, all these diverse strategies might be properly described as instances of self-control. In this paper, I (...) take a fresh look at this debate by focusing on cases of addiction. I argue that addicted agents face a paradigmatic sort of self-control challenge, which makes addiction an important test case for theories of self-control. And I discuss evidence that highlights both the unreliability of synchronic intrapsychic strategies and the crucial role that is played by diachronic and externally-scaffolded strategies in successful attempts at achieving abstinence by addicted individuals. Abstaining addicts are a paradigmatic case of agents who successfully exercise self-control, and they mostly do so by relying on diachronic and externally-scaffolded strategies. Interaction between drivers and pedestrians is often facilitated by informal communicative cues, like hand gestures, facial expressions, and eye contact. In the near future, however, when semi- and fully autonomous vehicles are introduced into the traffic system, drivers will gradually assume the role of mere passengers, who are casually engaged in non-driving-related activities and, therefore, unavailable to participate in traffic interaction. In this novel traffic environment, advanced communication interfaces will need to be developed that inform pedestrians of the current state (...) and future behavior of an autonomous vehicle, in order to maximize safety and efficiency for all road users. The aim of the present review is to provide a comprehensive account of empirical work in the field of external human–machine interfaces for autonomous vehicle-to- pedestrian communication. In the great majority of covered studies, participants clearly benefited from the presence of a communication interface when interacting with an autonomous vehicle. Nevertheless, standardized interface evaluation procedures and optimal interface specifications are still lacking. (shrink)

In this paper, I argue that arguments from skeptical hypotheses for external world skepticism derive their support from a skeptical argument from the distinction between appearance and reality. This skeptical argument from the appearance/reality distinction gives the external world skeptic her conclusion without appealing to skeptical hypotheses and without assuming that knowledge is closed under known entailments. If this is correct, then this skeptical argument from the appearance/reality distinction poses a new skeptical challenge that cannot be resolved by denying skeptical (...) hypotheses or knowledge closure. Would compulsory treatment or vaccination for Covid-19 be justified? In England, there would be significant legal barriers to it. However, we offer a conditional ethical argument in favour of allowing compulsory treatment and vaccination, drawing on an ethical comparison with external constraints—such as quarantine, isolation and ‘lockdown’—that have already been authorised to control the pandemic. We argue that, if the permissive English approach to external constraints for Covid-19 has been justified, then there is a case for a similarly permissive approach (...) to compulsory medical interventions. Or, are they just what we see, feel, smell, taste, or touch? In other words, are objects just sense data? Or, are they ideas about sense data? Or, are objects, somehow, mind-independent, but we have ideas of them, and we receive sense data from them? This paper considers the analogies and disanalogies between a certain sort of argument designed to oppose scepticism about free will and a certain sort of argument designed to oppose scepticism about the external world. In the case of free will, I offer the ancient Lazy Argument and an argument of my own, which I call the Agency Argument, as examples of the relevant genre; and in the case of the external world, I consider Moore’s alleged proof of an external world. I draw attention to analogies and disanalogies between the arguments offered in each case in order to suggest that although the Agency Argument shares with its Moorean relative the unfortunate property of being dialectically ineffective against some of those it is mainly hoping to convince, it will not be dialectically ineffective against all of them. In this paper, I argue that perception justifies belief about the external world in virtue of its phenomenal character together with its relations to the external world. But I argue that perceptual relations to the external world impact on the justifying role of perception only by virtue of their impact on its representational content. Epistemic level-bridging principles provide a principled rationale for avoiding more radically externalist theories of perceptual justification.

This paper determines the acoustic properties of external wall building materials composition. Noise pollution is one of the main pollutants nowadays but it is not considered of great importance in the construction field, despite some studies showing that greater acoustic pollution is produced by buildings under construction. The study consists of analysing two different types of buildings equipped with a different type of external masonry composition in terms of building materials. The buildings are located at “21 Dhjetori” street, Tirana, Albania. (...) Furthermore, the case study area is treated as an area that consistently harvests noise. The impact of noise pollution on the existing building materials is going to be analyzed. Those milestones will provide information regarding the noise levels, a comparison of the actual level of noise production (outdoor and indoor areas), sound transmission, and sound diminution, as well as the implementation of acoustic materials in order to improve the quality of life of the inhabitants. The selected area has the highest norms of acoustic pollution in the city according to the studies implemented by Determination of acoustic properties of building materials is an important task gaining higher importance due to the demand for suitable construction materials, located in places with high levels of noise and places with heavy traffic, such as in urban areas. The aim of this paper is to display a comparative study of the actual noise levels generated by this area. It indicates the acoustic properties of the current building materials followed by a more suitable soundproof insulation. (shrink)

I argue that the fundamental dogma that all necessary relations are internal is ungrounded. To motivate my argument, I analyse Moore’s classic ideas on internal relations and take them as an illustration of the common form of reasoning that can mislead us to conclude that all necessary relations are internal. That reasoning illicitly smuggles the idea that necessary properties and relations reflect on identity—in the sense that the loss of a necessary property/relation is a loss of identity—into the separate idea (...) that the loss of a necessary property/relation is a loss of essence. Essence, however, is not identity. So the way seems to be open for the existence of necessary properties/relations which do not belong to the essence of entities; that is, the existence of necessary but external relations. The aim of this paper is to generalize a pair of concepts that are widely used in the history of science, in art history and in historical linguistics – the concept of internal and external history – and to replace the often very vague talk of ‘historical narratives’ with this conceptual framework of internal versus external history. I argue that this way of framing the problem allows us to see the possible alternatives more clearly – as a limited number of (...) possible relations between internal and external history. Finally, I argue that while external history is metaphysically prior to internal history, when it comes to historical explanations, we need both. (shrink)

Beginning with a survey of the shortcoming of theories of organology/media-as-externalization of mind/body—a philosophical-anthropological tradition that stretches from Plato through Ernst Kapp and finds its contemporary proponent in Bernard Stiegler—I propose that the phenomenological treatment of media as an outpouching and extension of mind qua intentionality is not sufficient to counter the ̳black-box‘ mystification of today‘s deep learning‘s algorithms. Focusing on a close study of Simondon‘s On the Existence of Technical Objectsand Individuation, I argue that the process-philosophical work of (...) Gilbert Simondon, with its critique of Norbert Wiener‘s first-order cybernetics, offers a precursor to the conception of second-order cybernetics (as endorsed byFrancisco Varela, Humberto Maturana, and Ricardo B. Uribe) and, specifically, its autopoietic treatment of information. It has been argued by those such as Frank Pasquale that neuro-inferential deep learning systems premised on predictive patterning, suchas AlphaGo Zero, have a veiled logic and, thus, are ̳black boxes‘. In detailing a philosophical-historical approach to demystify predictive patterning/processing and the logic of such deep learning algorithms, this paper attempts to shine a light on such systems and their inner workingsàla Simondon. Private schools are working tirelessly to provide a quality education without support from the government. This article aims to evaluate the internal and external job stress of high school teachers in private schools in Leyte, Philippines, and determine its governing factors. The study involved a complete enumeration process in selecting the participants and gathering primary data. In analyzing and extracting relevant information from the data, standard descriptive metrics, correlation analysis, and Chi-square test for independence were employed with the aid of (...) statistical software. The findings of the study depicted that private teachers are both internally and externally moderately stressful in their jobs. The Chi-square test revealed that employment status and years in service are associated with the private teachers’ internal job stress and it is significant at a 10% level. In addition, it is depicted that gender, monthly salary, and years in service are significantly dependent on the teachers’ external job stress at a 10% level. Conclusively, the school heads and management of private schools must lessen the work assignments to avoid exhaustion and increase benefits to improve the well-being of teachers. Moreover, it is suggested that teachers in private schools must be provided with training and seminars, incentives, supplies for teaching, and other benefits that improve their productivity and become globally competitive educators. This thesis investigates Hume’s philosophy of external existence in relation to, and within the context of, his philosophy of scepticism. In his two main works on metaphysics – A Treatise of Human Nature (1739–40) and the first Enquiry (first ed. 1748) – Hume encounters a predicament pertaining to the unreflective, ‘vulgar’ attribution of external existence to mental perceptions and the ‘philosophical’ distinction between perceptions and objects. I argue that we should understand this predicament as follows: the vulgar opinion is our (...) natural and default belief for Hume, but causal reasoning reveals it to be false, and the philosophical alternative is a confabulation that we cannot permanently believe and is devoid of justification. Hume uses the fact that we cannot have a satisfactory account of belief in external existence as a sceptical consideration to motivate his wider philosophical scepticism. Hume’s response to his predicament about external existence is found in the context of his confrontation with other sceptical worries (Treatise 1.4.7 and Enquiry 12), in which Hume also reflects generally on the nature and implications of scepticism. I argue that we should characterise Hume’s position as residually sceptical. This means that, while Hume accepts the unanswerability of some sceptical problems, he denies that it is possible to eradicate all belief as a result (and denies that it is practically useful to even try) and instead uses sceptical problems as a motivation to adopt a moderately sceptical position. While we inevitably return to entertaining the vulgar belief, there is no solution to the sceptical predicament; Hume does not endorse the vulgar belief, or the philosophical system, or indeed any alternative system of the external world that might extinguish the predicament. Sceptical doubt, for Hume, does not derail intellectual pursuits, but rather modifies our attitudes in those very pursuits. (shrink)

One of the more compelling beliefs about vision is that it is based on representations that are coherent and complete, with everything in the visual field described in great detail. However, changes made during a visual disturbance are found to be difficult to see, arguing against the idea that our brains contain a detailed, picture-like representation of the scene. Instead, it is argued here that a more dynamic, "just-in-time" representation is involved, one with deep similarities to the way that users (...) interact with external displays. It is further argued that these similarities can provide a basis for the design of intelligent display systems that can interact with humans in highly effective and novel ways. (shrink)

Vehicle externalism maintains that the vehicles of our mental representations can be located outside of the head, that is, they need not be instantiated by neurons located inside the brain of the cogniser. But some disagree, insisting that ‘non-derived’, or ‘original’, content is the mark of the cognitive and that only biologically instantiated representational vehicles can have non-derived content, while the contents of all extra-neural representational vehicles are derived and thus lie outside the scope of the cognitive. In this paper (...) we develop one aspect of Menary’s vehicle externalist theory of cognitive integration—the process of enculturation—to respond to this longstanding objection. We offer examples of how expert mathematicians introduce new symbols to represent new mathematical possibilities that are not yet understood, and we argue that these new symbols have genuine non-derived content, that is, content that is not dependent on an act of interpretation by a cognitive agent and that does not derive from conventional associations, as many linguistic representations do. I introduce a new distinction between two types of paternalism, which I call ‘internal’ and ‘external’ paternalism. The distinction pertains to the question of whether the paternalized subject’s current evaluative judgments are mistaken relative to a standard of correctness that is internal to her evaluative point of view—which includes her ‘true’ or ‘ideal’ self—as opposed to one that is wholly external. I argue that this distinction has important implications for (a) the distinction between weak and strong paternalism; (b) the distinction (...) between soft and hard paternalism; and (c) medical practice, where internal paternalism can, and probably often does, occur. I argue that the concept of representation is ambiguous: a picture of 'a man', when there is no actual man that it depicts, both does, in one sense, and does not, in another sense, represent 'a man'--hence the need for a distinction of internal from external representation. Internal representation is also defended from reductive, non-referential alternative views, and from 'prosthesis' views of picturing, according to which seeing a picture of an actual man just is seeing through the picture to that (...) actual man himself. The view also provides a strong foundation for a theory of reference to fictional entities. (shrink)

Chomsky and others have denied the relevance of external linguistic entities, such as E-languages, to linguistic explanation, and have questioned their coherence altogether. I discuss a new approach to understanding the nature of linguistic entities, focusing in particular on making sense of the varieties of kinds of “words” that are employed in linguistic theorizing. This treatment of linguistic entities in general is applied to constructing an understanding of external linguistic entities.

The usage of Randomised Evaluations(REs) in social inquiry has been recent and responses to them have been wide ranging.RE seek to make predictions on the impact of an intervention, when it is attempted in a new situation. REs work by first determining the impact of the intervention. Subsequently, for the new situation it is expected that the impact would be similar. -/- The problem of induction poses one of the most serious challenges to the epistemological status of RE claims as (...) the value of REs themselve stem from their predictive validity. If the problem of induction is not solved or evaded then belief in projections based on REs is undermined. -/- In this paper, I argue that the unique methodology of REs used in Social Sciences allows itself to evade the problem the successfully, warranting belief that future interventions would have similar impact. There are a number of apparent parallels between belief in God and belief in the existence of an external world beyond our experiences. Both beliefs would seem to condition one's overall view of reality and one's place within it – and yet it is difficult to see how either can be defended. Neither belief is likely to receive a purely a priori defence and any empirical evidence that one cites either in favour of the existence of God or the existence (...) of the external world would seem to blatantly beg the question against a doubter. I will explore just how far this parallel can be pushed by examining some strategies for resisting external world scepticism1. (shrink)

The relationship between experience and thought is one of the distinctive problems in contemporary philosophy and has significant implications for both philosophy of mind and epistemology. John McDowell in his Magnum Opus Mind and World has argued in favour of a rational and conceptual relationship between experience and thought. In our understanding of the relationship between experience and thought, in his opinion, we fall into an “intolerable oscillation” between Myth of the Given and Coherentism. One of these pitfalls, he specifically (...) targets, is Davidson’s coherentism according to which there cannot be rational relationship between experience and thought. The point Davidson makes is that our perception of the world cannot give justification to our beliefs about the world. Only a belief, in his opinion, can justify another belief and this is considered to be one of the most controversial claims in contemporary philosophy. Both Davidson and McDowell would agree that the root of the problem pertaining to the relationship between experience and thought lies in the relationship between reason and nature (rationality and natural world). In this paper, my aim is to critically evaluate the debate between Davidson and McDowell about the relationship between experience and thought in connection with their views on the relationship between reason and nature. I will argue that a rational relation between experience and thought is necessary for our thought to have a genuine content from the external world. (shrink)

Brian Hedden has proposed that any successful account of options for the subjective “ought” must satisfy two constraints: first, it must ensure that we are able to carry out each of the options available to us, and second, it should guarantee that the set of options available to us supervenes on our mental states. In this paper I show that, due to the ever-present possibility of Frankfurt-style cases, these two constraints jointly entail that no agent has any options at any (...) time. This consequence, however, is clearly unacceptable, so one of Hedden’s constraints must go. Because the ability constraint is indispensable, I argue, we have no choice but to reject the supervenience constraint. Hedden’s underlying motivation for imposing the supervenience constraint is the conviction that our options should be transparent to us, but transparency also proves to be incompatible with the ability constraint, so it must be rejected as well. I conclude by sketching an unabashedly externalist account of options, which conceives of options as exhaustive combinations of atomic movements. (shrink)

Aristotle's account of external goods in Nicomachean Ethics I 8-12 is often thought to amend his narrow claim that happiness is virtuous activity. I argue, to the contrary, that on Aristotle's account, external goods are necessary for happiness only because they are necessary for virtuous activity. My case innovates in three main respects: I offer a new map of EN I 8-12; I identify two mechanisms to explain why virtuous activity requires external goods, including a psychological need for external goods; (...) and I show the relevance of Aristotle's distinction between wishing and choosing. On the view I attribute to Aristotle, our capacity to choose virtuously requires, first, that we wish for external goods (because virtue requires the right attitudes of evaluation) and, second, that these wishes are generally fulfilled (because the social consequences and psychological pain of unfulfilled wishes undermine our opportunity to act virtuously and to take pleasure in acting virtuously). I close with discussion of how Aristotelians should defend this approach. (shrink)

Despite the prevalence of externalization, much work in the ethics of immigration continues to assume that the admission of immigrants is determined by state immigration officials who decide whether to admit travelers at official crossings. This assumption neglects how decisions about entrance have been increasingly relocated abroad – to international waters, consular offices, airports, or foreign territories – often with non-governmental or private actors, as well as foreign governments functioning as intermediaries. Externalization poses a fundamental challenge to achieving (...) just migration policies. It reliably harms vulnerable people, prevents refugees from receiving protection, leads to human rights abuses, and dissipates blame and accountability, creating a serious lacuna in assigning moral responsibility. Quine is routinely perceived as saving metaphysics from Carnapian positivism. Where Carnap rejects metaphysical existence claims as meaningless, Quine is taken to restore their intelligibility by dismantling the former’s internal–external distinction. The problem with this picture, however, is that it does not sit well with the fact that Quine, on many occasions, has argued that metaphysical existence claims ought to be dismissed. Setting aside the hypothesis that Quine’s metaphysical position is incoherent, one has to conclude that his views on metaphysics (...) are subtler than is often presupposed; both the received view that Quine saved metaphysics and the opposite view that Carnap and Quine are on the same anti-metaphysical team seem too one-sided if we take seriously Quine’s own pronouncements on the issue. In this paper, I offer a detailed reconstruction of Quine’s perspective on metaphysical existence claims. Scrutinizing his published work as well as unpublished papers, letters, and notebooks, I show how Quine is able to both blur the boundary between scientific sense and metaphysical nonsense and to argue that we cannot ask what reality is really like in a distinctively philosophical way. I argue that although Quine’s position is much closer to Carnap’s than the received view suggests, it still differs in two crucial respects. (shrink)

I explore what BernardWilliams means by regarding one’s action ‘purely externally, as one might regard anyone else’s action’, and how it links to regret and agent-regret. I suggest some ways that we might understand the external view: as a failure to recognize what one has done, in terms of Williams’s distinction between intrinsic and extrinsic luck, and as akin to Thomas Nagel’s distinction between an internal and external view. I argue that none of these captures what Williams was getting at (...) because they do not allow one to take a view on one’s action. I offer two alternative accounts. One turns around what we identify with, the other concerns what we care about. Both accounts capture how I might regret, rather than agent-regret, my own action. I demonstrate that these accounts can explain the relationship between an insurance payout and the external view, and they can explain the agent-relativity of agent-regret. (shrink)

I show that some of the most initially attractive routes of refuting epistemological solipsism face serious obstacles. I also argue that for creatures like ourselves, solipsism is a genuine form of external world skepticism. I suggest that together these claims suggest the following morals: No proposed solution to external world skepticism can succeed which does not also solve the problem of epistemological solipsism. And, more tentatively: In assessing proposed solutions to external world skepticism, epistemologists should explicitly consider whether those solutions (...) extend to knowledge of other minds. Finally, and also tentatively: epistemological solipsism warrants more philosophical attention than it currently enjoys. (shrink)

After distinguishing three conceptions of virtue and its impact on ordinary attachments to external goods such as social status, power, friends, and wealth, this paper argues that the Confucian Analects is most charitably interpreted as endorsing the wholehearted internalization conception, on which virtue reforms but does not completely extinguish ordinary attachments to external goods. I begin by building on Amy Olberding’s attack on the extinguishing attachments conception, but go on to criticize her alternative, resolute sacrifice conception, on which the virtuous (...) retain their ordinary attachments to external goods but are able to master them and willingly settle for virtue. I argue that we should reject this view because, unlike the wholehearted internalization conception, it cannot capture the facts that virtue silences or attenuates attachment to viciously obtained external goods and that virtue grounds positive emotional and cognitive self-assessments that are incompatible with some ordinary attachments to external goods. This article is an evaluation of Le Poidevin’s use of Carnap ’s stance on ontology within the philosophy of religion. Le Poidevin claims that 1) theists need to take God to be a putative entity within space-time in order for their claim that God exists to be meaningful, and that 2) instrumentalism about theology is viable. I argue that although Le Poidevin’s response to Carnap ’s argument is no less problematic than that argument itself, his position is in fact thoroughly (...) un-Carnapian. The upshot is that his discussion provides some support to atheism, but none to either of his two official conclusions. (shrink)

I identify two versions of the scientific anti-realist’s selectionist explanation for the success of science: Bas van Fraassen’s original and K. Brad Wray’s newer interpretation. In Wray’s version, psycho-social factors internal to the scientific community – viz. scientists’ interests, goals, and preferences – explain the theory-selection practices that explain theory-success. I argue that, if Wray’s version were correct, then science should resemble art. In art, the artwork-selection practices that explain artwork-success appear faddish. They are prone to radical change over time. (...) Theory-selection practices that explain theory-success in science are however not faddish. They are mostly stable; that is, long-lived and consistent over time. This is because scientists (explicitly or implicitly) subscribe to what I will call the testability norm: scientific theories must make falsifiable claims about the external physical world. The testability norm and not psycho-sociology explains the theory-selection practices that explain theory-success in science. Contra Wray, scientific anti-realists can then maintain that the external physical world (as expressed in the testability norm) explains theory-success. (shrink)

For Rudolf Carnap the question ‘Do numbers exist?’ does not have just one sense. Asked from within mathematics, it has a trivial answer that could not possibly divide philosophers of mathematics. Asked from outside of mathematics, it lacks meaning. This paper discusses Carnap ’s distinction and defends much of what he has to say.

Readers and historians have often misunderstood Berkeley's philosophy by believing that he denies the existence of the external world. From which they conclude that his philosophy inevitably leads to solipsism. Faced with these readings, in this paper I discuss the relationship between ontology and the external world in Berkeley with the aim of clarifying some interpretative errors and showing three things: 1) that is a mistake to believe Berkeley’s philosophy eliminate the external world and lead to solipsism, 2) that his (...) own ontology is the key to understand the constitution of the external world, and 3) that God gives the ultimate meaning of that world. / Es habitual que algunos lectores confundan la postura de Berkeley al creer que niega la existencia del mundo externo y que su filosofía lleva inevitablemente al solipsismo. Frente a estas lecturas, analizo en este artículo el tema de la relación entre ontología y mundo externo en Berkeley, con el propósito de aclarar algunos desaciertos interpretativos sobre el asunto y mostrar con ello tres cosas: 1) que se trata de un error creer que su filosofía elimina el mundo externo y lleva al solipsismo, 2) que en la propia ontología está la clave para entender la constitución del mundo externo, y 3) que Dios le da el sentido último a ese mundo. The high failure rate of new small enterprises in Angola calls to attention the fact that they are not equipped enough to meet the challenges of sustainable economic growth, equitable distribution of wealth and job creation. The worrying impact on the Angolan landscape, as a consequence, has had economists scrambling for solutions in recent years. Moving from on the assumption that the current business climate has been a contributing factor, this paper attempts to examine the role of external environmental factors (...) in the context of Angola. Adopting a quantitative approach, the questionnaire was utilized as the primary data collection tool with snowballing as the sampling technique. The Statistical Package for the Social Sciences (SPSS) software delivered a result to the quantitative data that indicate a severe lack of economic support and availability of fundamental business resources such as raw material, skilled people and finance, and rigid policy-making regulations. The doomed-to-fail death knell to the Angolan small business comes in the form of a high level of corruption and theft in the country. (shrink)

In this paper, we discern different types of possible relations. We focus on the distinction between internal and external relations and their various possible sub-types. In the first section, we present what is nowadays more or less the standard distinction between internal and external relations. In the second section, we make two contributions to the literature of internal relations: a new taxonomy of internal relations and a novel distinction between formal and material ontological relations. In the third section, we discuss (...) three distinctions among external relations, in particular the distinction between relata-specific and relata-unspecific relations. We argue that relata-specific external relations are a promising but incomplete solution to the vexed problem of Bradley’s relation regress. (shrink)

Technology could be used to improve morality but it could do so in different ways. Some technologies could augment and enhance moral behaviour externally by using external cues and signals to push and pull us towards morally appropriate behaviours. Other technologies could enhance moral behaviour internally by directly altering the way in which the brain captures and processes morally salient information or initiates moral action. The question is whether there is any reason to prefer one method over the other? In (...) this article, I argue that there is. Specifically, I argue that internal moral enhancement is likely to be preferable to external moral enhancement, when it comes to the legitimacy of political decision-making processes. In fact, I go further than this and argue that the increasingly dominant forms of external moral enhancement may already be posing a significant threat to political legitimacy, one that we should try to address. Consequently, research and development of internal moral enhancements should be prioritised as a political project. (shrink)
