Molla Lutfī of Tokat is one of the fifteenth-century Ottoman scholars. His work “Risālah (Kalimāt) Muta'alliqah bi Ayah al- Ḥajj” covers many jurisprudential issues about al- Ḥajj (pilgrimage). In the mentioned work, he criticized the interpretation for the verses 196-198 of surah al Baqarah in the book “al-Kashshāf 'an Haqā'iq Ghawāmid al- Tanzīl wa 'Uyūn al-Aqāwīl fī Wujūh al-Ta'wīl” which is written predominantly in dirāyah method by the Mu’tazilī scholar al-Zamakhsharī, and the commentaries and annotations written on this interpretation. Al-Taftāzānī introduces the Liar Paradox, in a commentary on al-Rāzī, in a short passage that is part of a polemic against the ethical rationalism of the Muʿtazila. In this essay, we consider his remarks and their place in the history of the Liar Paradox in Arabic Logic. In the passage, al-Taftāzānī introduces Liar Cycles into the tradition, gives the paradox a puzzling name—the fallacy of the “irrational root” —which became standard, and suggests a connection between the paradox and what it (...) tells us about truth and falsehood, and arguments for divine voluntarism and what they tell us about the nature of goodness and badness. Post-classical period witnessed intense debates on aspects of the Avicennan theory of science. Among them one set of discussions concerned the issue of subject matter (mabāhith al-mawdūʿ) in a science. They were raised by Ṣadr al-Sharīʿa (d. 747/1346) in the introduction of his al-Tawḍīh, a commentary on his legal theory text al-Tanqīḥ. Therein, he raised three questions: (1) whether the subject matter of a science can be multiple, (2) what restricting subject matter of a science means, and (3) whether one (...) thing can be the subject matter of multiple sciences. Taftāzānī (d. 792/1390), a proponent of the Avicennan theory, objected to Ṣadr al-Sharīʿa’s positions in his al-Talwīḥ, the most well-known supercommentary on al-Tawḍīh. The paper analyzes this debate on the issue of subject matter in sciences, and thus sheds light on the reception of an important aspect of the Avicennan theory of science in the postclassical period. Abū Ishāq al-Ṣaffār was one of scholars of the Western Qarakhānids’ period who followed the Kalām thought of al-Māturīdī (d. 333/944). His theological works Talkhīs al-adilla and Risāla fī al-kalām, his method in kalām, and frequent reference to his works by Ottoman and Arab scholars indicate that al-Ṣaffār is a respected and authorative Māturīdī theologian. The article focuses on his defense of the kalām. By adding a long introduction to Talkhīs about the naming, importance, and religious legitimacy of the science (...) of kalām, Saffār asserted that the kalām should be learned. When systematical vindication of the science of kalām is examined, it is understood that al-Ṣaffār is the first theologian who reserved a private and voluminous part for defensing the kalām among Ḥanafī-Māturīdīs. Even though he does not state its systematic, it can be understood that vindication of kalām in al-Ṣaffār divides into three parts as of explanation, demonstration and refutation. Al-Ṣaffār’s defending the science of kalām shows that there were opposite thoughts against kalām in the 4th/10th and 5th/11th centuries throughout in Transoxania. In this period Aṣḥāb al-Ḥadīth and Ikhwān al-Ṣafāʾ were the opposite fronts of kalām. In addition, he was trying to go beyond the oppositions of Ḥanafī jurists. His vindication is consistent and has scholarly depth because it is able to be against a strong opposition. -/- SUMMARY: Abū Ishāq Ibrahīm b. Ismāil Zāhid al-Ṣaffār al-Bukhārī is a scholar belonging to the Ḥanafī theological tradition which was improved by the contribution of Ḥanafī theologians who used thinking system of Abū Ḥanīfa (d. 150/767) as base and adopted Abū Manṣūr al-Māturīdī (d. 333/944) and his thoughts in historical process. The contents of his theological works Talkhīs al-adilla li-qawāʿid al-tawḥīd and Risāla fī al-Kalām, the method that he used, and references to his works made by Ottoman and Arab scholars indicate that he is an important Māturīdī theologian. The article focuses on his defense of the science of Kalām. -/- In Talkhīs al-adilla, there are two sections including the subject of naming, and importance and necessity of Kalām discipline. Here, the necessity of learning Kalām and its value are defended in detail. -/- Besides, rumors “Abū Ḥanīfa turned away from the science of Kalām in his doomsdays” and that “He prohibited to make occupation with Kalām completely” are evaluated. -/- When systematical vindication of the science of Kalām is examined, it is understood that al-Ṣaffār is the first theologian who reserved a private and voluminous part for defensing the Kalām among Ḥanafī Māturīdīs. Even if Abū Manṣūr al-Māturīdī, Abū al-Yusr al-Bazdawī (d. 493/1100) and Abū Muʿīn al-Nasafī (d. 508/1115) defend that the science of Kalām is not wrong for religion; yet, the vindication of Kalām does not take a place under a separate title and in a detailed manner in any of Māturīdī theologians works. -/- The method that al-Ṣaffār used when he is defending the science of Kalām, differs from strategy of Abū Ḥanīfa. While Abū Ḥanīfa has mentioned that there is a need for the science of Kalām under these new circumstances, al-Ṣaffār has defended theologians who were charged with being Ahl al-Bidaʿ, by trying to prove that the prophets especially the Prophet Ibrāhīm, even the Companions of the Prophet Muḥammad (Ṣaḥāba) and the Successors of the Companions (Tābiʿūn) scholars use their minds and make arguments in religious matters. In this respect, he emphasizes that the Qurʾān orders to think and discuss gently, not to be stay in silence: “And dispute with them, using what is best” (16.125-126). Therefore, he states that this discipline which took a mission to explain and defend the creed of Islam (ʿaqīda), cannot be characterized as an innovation (bidʿah) or illicit. -/- His vindication method can be defined as a more developed type of method that Abu’l-Ḥasan al-Ash’arī’s (d. 324/935) used in Risāla fī istiḥsān al-khawḍ fī ʿilm al-kalām. Even though he does not state its systematic, it can be understood that vindication of Kalām in al-Ṣaffār divides into three parts as of explanation, demonstration and refutation: -/- a) Explanation: Explaining the necessity and importance of the science of Kalām by giving information about its definition, names, value and place among other principles. -/- b) Demonstration: Revealing the religious basics of the science of Kalām from the Qurʾān, the Sunna of the Prophet Muḥammad, the Companions of the Prophet, and the Successors of the Companions thus specifying that it is legitimate for religion. -/- c) Refutation: Replying the claims having aim to weaken the value of Kalām principle and its religious legality. -/- Al-Ṣaffār describes ‘the science of Kalām’ as ‘Knowing the Real with the evidences which help to reach the absolute information’. By allocating the concept of 'Ḥaqq', he repeats the definition of Kalām as “it is to know God with certain evidences” in a part of his work, and “it is to know the principles of religion (uṣūl al-dīn) with certain evidences” in another part. He describes Kalām as “Knowing ḥaqq / God / uṣūl al-dīn by depending on evidence”, and tries to prove that it is wrong to consider a science which performs the stated duty, as illicit and abominable and thus turn away from it. -/- Al-Ṣaffār thinks that it is right to call this principle as ‘Kalām’ because of the certain evidences leading to the truth that this science has used. This thought was defended by other theologians as well. -/- For example, according to Saʿd al-Dīn Masʿūd al-Taftazānī (d. 792/1310) it seems like to say “This is the word (kalām), not the other knowings” by the way of the power of evidences used in Kalām.Thus, it is appropriate to give name Kalām for this science which based on certain evidences. -/- Al-Ṣaffār’s explanations revealed in scope of vindication of the Kalām are adopted by some of following scholars. Ḥusām al-Dīn al-Sighnāqī (d. 714/1314) in his book called al-Tasdīd sharḥ al-Tamhīd fī qawāʿid al-tawḥīd quotes Saffâr’s explanations as the same. -/- Al-Ṣaffār indicates that the method told in the Qurʾān is to reply questions about religion, beliefs and rejection instead of remaining in silence. The duty taken on by Kalām is this vindication activity performed by the prophets whose examples are described in the Qurʾān and which is legal and demanded. His way of thinking and vindication of the Kalām resembles that of Abū Manṣūr al-Māturīdī. Al-Māturīdī says, “Prophets and we were ordered to invite infidels to Islam. When this invitation happens, the respondents will ask for evidence and explanation, and discussion will be inevitable. Therefore, discussing and talking about subjects of Kalām is not objectionable”. -/- Thoughts of al-Māturīdī and al-Ṣaffār regarding the vindication of the Kalām were repeated by Nūr al-Dīn al-Ṣābūnī (d. 580/1184), and Fakhr al-Dīn al-Rāzī (d. 606/1210) later. According to al-Ṣābūnī, the evidences put against deniers and especially the discussion made by the Prophet Ibrāhīm to defend his own belief, prove the legality of Kalām discipline. Likewise, according to al-Rāzī, the duty of Kalām is just an activity performed already in the Qurʾān and ordered to the prophets. At this point of view, since the prophets were leading to Kalām, banning this activity is nonsense. -/- According to al-Ṣaffār, the reason for why Abu Hanifa avoids his son Hammād from these discussions is that Abu Hanifa does not like discussions based on obstinate. Otherwise, it cannot be that Abū Ḥanīfa prohibits to learn Kalām and make discussion about Kalām. According to him, this behavior of Abū Ḥanīfa results from that people discussing with him are ignorant about the subject of Kalām, discussion turns to an obstinate, and coming to an end of discussion seems impossible. This comment of al-Ṣaffār is quoted in Miftāḥ al-saʿāda wa-miṣbāḥ al-siyāda by ʿIṣām al-Dīn Aḥmed b. Muṣṭafā Tashköprüzāde (d. 968/1561) and in Minaḥ al-rawḍ al-azhar fī sharḥ al-Fiqh al-akbar by ʿAlī b. Sulṭān Muḥammad al-Qārī (d. 1014/1606) as same as his words. -/- Al-Ṣaffār’s defending the science of Kalām shows that there were opposite thoughts against Kalām in the 4th/10th and 5th/11th centuries throughout in Transoxania.In this period Aṣḥāb al-Ḥadīth and Ikhwān al-Ṣafāʾ were the opposite fronts of Kalām. In addition, he was trying to go beyond the oppositions of Ḥanafī jurists (fuqahāʾ). Because some of the Ḥanafī jurists thought that Abū Ḥanīfa forsook occupation with the science of Kalām and even he prohibited his son to have interest in this discipline. But some of Ḥanafī theologians such as al-Māturīdī, al-Nasafī and al-Ṣaffār protested this thought which describes Abū Ḥanīfa as a banner for Kalām. -/- His vindication is consistent and has scholarly depth because it is able to be against a strong opposition. -/- His book Talkhīs al-adilla li-qawāʿid al-tawḥīd is a unique source in terms of containing vindication of the Kalām in detail and also influencing the approaches of the next period scholars. Heart failure is a major cause of death worldwide. Early detection and intervention are essential for improving the chances of a positive outcome. This study presents a novel approach to predicting the likelihood of a person having heart failure using a neural network model. The dataset comprises 918 samples with 11 features, such as age, sex, chest pain type, resting blood pressure, cholesterol, fasting blood sugar, resting electrocardiogram results, maximum heart rate achieved, exercise-induced angina, oldpeak, ST_Slope, and HeartDisease. A neural (...) network model with four layers (1 input and 1 output) was trained on the dataset and achieved an accuracy of 90% and an average error of 0.009. The most influential factors in heart failure prediction were found to be oldpeak, ST_Slope, sex, fastingBS, chestPainType, exerciseAngina, cholesterol, restingBP, maxHR, restingBP, and age. This study provides a valuable tool for early detection and intervention of heart failure, thereby contributing to the field of health and medicine. (shrink)

Achieving an impressive 99.94% accuracy and an average training error of 0.0016, the model identifies influential factors such as serum aminotransferases, serum creatinine, sex, weight, and triglyceride levels. These findings enhance our understanding of lifestyle choices and their impact on health. This research underscores the potential of machine learning in studying complex health phenomena.

This research paper aims to study analogy as a comparative thinking and to investigate whether it is justified in claiming that an analogical thought has cognitive content. Two theories in cognitive science claim that analogy has cognitive content. The first one is called the weak view of analogy in cognition, e.g. the works of Gust et al. (2008), Lakoff & Johnson (1980), Hesse (1950), Black (1955); and the second one is called the strong view of analogy in cognition, e.g. the (...) works of Hofstadter (2001), Hofstadter& Sanders (2013). According to the weak view, analogical thought is only a necessary condition of cognition. But for the strong view, analogy is both necessary and sufficient of cognition. Regardless of the differences, both theories are not justified in claiming analogical content. Este concepto surgió en la filosofía árabe a partir de la idea aristotélica que explica la posibilidad del alma de apropiarse de las formas de las cosas. La intentio es el vínculo referencial entre la realidad y el intelecto en el acto de conocer. El objetivo principal de este estudio es volver a subrayar la conexión real que se establece entre el sujeto cognoscente y las cosas de la realidad. Integrating medical imaging with computing technologies, such as Artificial Intelligence (AI) and its subsets: Machine learning (ML) and Deep Learning (DL) has advanced into an essential facet of present-day medicine, signaling a pivotal role in diagnostic decision-making and treatment plans (Huang et al., 2023). The significance of medical imaging is escalated by its sustained growth within the realm of modern healthcare (Varoquaux and Cheplygina, 2022). Nevertheless, the ever-increasing volume of medical images compared to the availability of imaging experts. Biomedical experts (...) and radiologists have resulted in a widening disparity, causing an excess and overwhelming workload on these healthcare professionals (Chen et al., 2021). Several studies indicate that the present-day biomedical radiologist is now saddled with the daunting task of interpreting an image almost every 10 seconds to keep pace with the burgeoning clinical demands (McDonald et al., 2015; Hosny et al., 2018; Lantsman et al., 2022). This cognitive drain has invariably led to inevitable consequences such as delays in diagnosis and an amplified risk of diagnostic errors – thus, the biomedical imaging aspect is in dire need of methods that would aid accurate diagnostics and analytics for improved decision making. In this review, the importance of AI-related technologies such as ML and/or DL methods are reviewed in relation to the processing of medical or biomedical images along with their potentials, challenges, and possible suggestions for future studies in the health landscape. Sin embargo, cuando en el Perú se intenta emular ese estilo tardíamente, es notoria la disfuncionalidad inmanente de ese género literario. Cuentos malévolos (1904) de Clemente Palma resultó ser un ejemplo de esa manifestación artística que revelaba carencias de un trabajo que tuvo por objetivo impactar y asustar al lector de ese tipo de narración. Para comprobarlo, en este artículo, confrontaré con los (...) relatos del escritor peruano para explicar cuáles fueron esos errores que impidieron la óptima configuración del cuento de terror, supeditada fundamentalmente a la propuesta teórica de Nöel Carroll. En este artículo presentamos las principales corrientes de la Filosofía Experimental y atendemos a una de las críticas más severas a la que se ha sometido este reciente programa de renovación metodológica. Según Antti Kauppinen la Filosofía Experimental está condenada al fracaso porque no puede obtener mediante sus métodos el tipo de intuiciones que interesan a los filósofos –las intuiciones robustas del hablante competente. Aun aceptando parte de las críticas de Kauppinen, en este artículo sostenemos, en primer lugar, que la (...) supuesta incapacidad de la Filosofía Experimental para acceder a las intuiciones robustas de los hablantes tiene que ver en gran medida con los métodos experimentales empleados hasta ahora por los filósofos experimentales. En segundo lugar, defendemos que el proyecto de reforma llevado a cabo desde la Filosofía Experimental resultará viable solo si se adoptan una serie de consejos metodológicos procedentes de la economía experimental. Únicamente entonces podrán los experimentalistas responder con éxito a la objeción de Kauppinen. (shrink)

La categoría de análisis intratextual, que es desarrollada por José Enrique Martínez Fernández, basada en el hallazgo de elementos afines en la producción artística de un solo autor, suscita percatarse de tópicos consuetudinarios entre La guerra del fin del mundo (1981), La señorita de Tacna (1981), Kathie y el hipopótamo (1983), Historia de Mayta (1984), ¿Quién mató a Palomino Molero? (1986), La Chunga (1986), El hablador (1987), Elogio de la madrastra (1988) y Lituma en los Andes (1993) con la primera (...) novela escrita por Mario Vargas Llosa, La ciudad y los perros (1963), la cual se tomará como referente y objeto principal de estudio. Para que la investigación resulte pertinente, se reconocieron talantes supeditados al desempeño frecuente de la violencia en la trama de esta narración, como las transformaciones de los personajes, intentos fallidos de actuar en la realidad, sus cosmovisiones, los impedimentos por interactuar con eficacia, las jerarquías impuestas o las formas de representación. El desarrollo del pensamiento crítico en la educación superior se inscribe en un contexto de transición de paradigmas. El paso de la modernidad a la postmodernidad y lo que esto significa en términos de modificación de parámetros de comprensión, de transformaciones en los ámbitos político, económico, social y cultural genera cambios en el sujeto. Desde experiencia docente se hace evidente la ausencia de pensamiento crítico en los estudiantes de los primeros niveles de educación superior, y por ello, la necesidad de (...) implementaciones didácticas innovadoras en el proceso de enseñanza. El presente documento tiene como objetivo presentar los aportes de la didáctica al desarrollo del pensamiento crítico en estudiantes de educación superior. Se trata de una revisión de tipo exploratoria-descriptiva; de carácter bibliográfico y con enfoque cualitativo. Se concluye que, la didáctica permite a los docentes orientar de manera consciente y creativa el proceso de enseñanza aprendizaje, ya que, al ser selectivos en los distintos métodos y técnicas aplicados en el proceso educativo contribuyen para potenciar el desarrollo del pensamiento crítico y para el desarrollo de capacidades cognoscitivas, sociales y afectivas integradoras de análisis, puntos de vista, problemas, decisiones y posturas que permiten en mejor desenvolvimiento del sujeto en el contexto. Este artículo tiene como objetivo confrontar la cosmovisión de Octavio Paz, desde la configuración ominosa que le atribuye al hombre y la sugerencia inferida por conllevar su tránsito óptimo de una suspensión o un truncamiento al dinamismo o la concretización de proyectos y utopías. Esa interpretación literaria se desarrolla de «Máscaras del alba» y «Repaso nocturno» de su poemario La estación violenta (1958). Para demostrar esa condensación autoral y comprender su intención, añado la epistemología de Stefano Arduini en función de (...) los campos figurativos que son de utilidad como sistema organizativo de los tropos y que se rigen de pensamientos metafórico, sinecdóquico, metonímico, elíptico, antitético y repetitivo, según cada caso. Esta taxonomía ha sido estudiada por el crítico Camilo Fernández Cozman, quien incorpora para un análisis más fructuoso la intervención de los interlocutores que participan en el discurso lírico. Este artículo tiene el propósito de argumentar cómo se logra una contribución eximia a la Literatura al abarcar la universalidad de sus recursos. Para demostrar ese acápite, he tomado como referente la perspectiva de Mario Vargas Llosa en relación con el debate que se efectuó entre Julio Cortázar y José María Arguedas. De ese encuentro académico, es asequible auscultar tres tópicos perentorios que se orientan a preservar la condición literaria desde una volición global. El primero de ellos consiste en reanudar (...) un conocimiento sobre la realidad mundial para poder interactuar con una audiencia compatible. El segundo se basa en considerar los estilos y las técnicas que no claudican de la tradición ni la evolución literaria. Para finiquitar, se mencionará la diatriba biográfica como una muestra del desarraigo de lo fundamental en la exégesis. Estos temas buscarán validar la propensión del autor a abordar múltiples realidades. (shrink)

Este trabajo indaga el posicionamiento que tiene realmente el escritor con respecto a su propia realidad. Para demostrar esa premisa, adopto como referente indispensable a Mario Vargas Llosa. Él se manifiesta críticamente desde el “entre medio”, concepto sociológico desarrollado por el teórico poscolonial Homi Bhabha, que alude a la postura globalizadora y preferencial, asumida por condicionamientos a factores económicos, mercantiles, coloniales y hegemónicos. Al prevalecer esta variante, resulta cuestionable el valor fidedigno que se le otorga al arte, ya que no (...) necesariamente corresponde con la cultura ni está orientada a consolidar una nación o una biografía nacional, tal como la comprende Antonio Gramsci en Cuadernos de la cárcel. Por consiguiente, las novelas como La ciudad y los perros, Conversación en La Catedral o El sueño del Celta expresan una crítica al sistema, pero su enfoque se adaptará convencionalmente a un contexto coetáneo y una situación oportuna. Toda formación profesional debe generar actitudes éticas que devienen en una sociedad de calidad, por ello es preciso repensar en la praxis educativa con enfoque teleológico como una tarea moral que permite comprender el sentido y significado mismo de la vida. La mayoría de los estudios sobre las relaciones entre el Círculo de Viena y la Escuela de Fráncfort no suelen hacer referencia al austromarxismo que constituye el marco histórico y político en el que se desarrolló y consolidó el Círculo de Viena. Sin embargo, es importante considerarlo para comprender la posición filosófica y política del Círculo de Viena y, en particular, su actitud tardo-ilustrada y su optimismo científico. Este artículo proporciona una reconstrucción de ese marco y muestra que existe una (...) convergencia notable entre el austromarxismo y el ala izquierda del Círculo de Viena, tanto en términos de pensamiento como de acción concreta. Illich’s criticism of contemporary industrial societies involves, among otherthings, a new conception of technology assessment based on the philosophical notionof “conviviality”. The purpose of this paper is to reconstruct such conception, whosemost salient features are radical pluralism, technologic constructivism and humanism, that is,the idea that the best yardstick to measure actual or potential.

Religious experience is one of the fundamental problems of the philosophy of religion. Although it has entered the literature as a proof of God; discussions focus on its nature. The basic approaches to the nature of religious experience are: religious experience as a feeling, religious experience as a perception, religious experience as a comment. The main reason that makes the nature of religious experience controversial is that it consists of two concepts that have a wide range of meaning, such as (...) religion and experience. The meanings that individuals and traditions attach to these two concepts determine the understanding of religious experience. The beginning of religious experience as a term corresponds to the periods of Protestantism. With the emphasis of Enlightenment on the mind, the meanings attributed to religious experience have been reduced and narrowed. In the literature, religious experience is unclear, cannot be transferred to others, instant and extraordinary experiences. The preliminary acceptance of this article is that the meanings attributed to the term religious experience are narrowed and it is wrong to use the term in the same sense for different traditions. This article assumes that the reader knows the current discussion of the problem. Rather than reacting to the concerns of current debate, it takes a more proactive and pre-opener approach. Rather than reacting to the concerns of the current debate, it takes a more proactive approach to the subject. This paper will present a different reading of religious experience than the literature as a problem of the Philosophy of Religion. In this context, the concept of God, universe and human being in al-Ghazali will be firstly revealed as the ontological background of religious experience; then a description of the concept of religious experience will be proposed on this ontological basis. If you mean an experience related to religion, which is within religious boundaries with religious experience; Islam for a Muslim, that all experiences that cater to all aspects of human existence and religious boundaries cannot be the person to enter into any human experience that is experienced throughout the religious life. Certainly, here we can talk about the experiences that religion has ordered and forbidden, or in other words, experiences that religion regards as positive or negative. If an experience related to God is meant for religious experience, here are two cases: when the truth comes to the essence and attributes of God, the human experience does not reach there and in this sense, a religious experience is not possible. If the acts of God are mentioned; all the experiences that people live in are religious in this sense, because everything outside of their own is a deed of God, and whatever happens in the world of being, takes place within God's deeds. Here, too, whether or not people are aware of it, can be mentioned in other words, from conscious and unconscious religious experiences, which is the deciding factor. Faith, then, can be regarded as the first step of the conscious religious experience. If you are referring to experiences that seem to be unusual for those who are religious and have no religious experience, it is an extraordinary experience to go on a journey itself, compared to not going on a journey. That is to say, the faith itself, which is to ascend to a journey to perfection, is an extraordinary experience compared to those who are not on this path, that is, those who do not have it. For instance for children, the experiences of the elders are extraordinary, and therefore being ordinary and extraordinary is a relative concept. It is necessary to acknowledge the differences in conscious religious experiences mentioned above in the meaning of intense and deep living in themselves. There is a deeper and more intense experience that expresses progress in a journey that leads to God in the sense of the strengthening of faith. This is the kind of experience that most people have not experienced in this sense that the task of the person who is experienced in his own journey is not to stick to them and continue on their way. So living out of order for a Muslim is seen as a barrier that must be encountered and which should not be lingered on, while experiencing something extraordinary has a distinctive place for religious experience in current debates. The issue is not that they cannot be explained but they are not deliberately explained due to the fear of misunderstanding. This can be regarded as a method of education that older adults use to train minors. As a result, if we would define a religious experience according to al-Ghazali, we can say that religion is a journey made towards God, and religious experience is the experience of traveling to God. Traveling to him means to get close to Him, but this approach is not in spatial means but in perfection means. So, religious experience is the journey to perfection of the man himself. Man's perfection is to have the attributes of God who have absolute perfection. These attributes are present in man's own essence. What a person must do, is to place an effort to make these virtual adjectives real. This journey is basically an existential necessity as it provides the happiness that is essential to human existence. In this journey, which can be understood as becoming a human being who was born as a human being. It should also be added that it is not possible to be absolutely perfect and to reach the reality of God himself in this endless journey of perfection. Therefore, the absolute perfection belongs to God, and it is necessary to understand the concept of perfect human being as a person who has traveled in the journey to perfection. (shrink)

It posits that citizenship represents a crucial political value for establishing a democratic society in Libya. By employing comparative and historical methods, it argues that democracy encompasses a progressive awareness, culture, and sophisticated conduct that are both subjective and objective in nature. Citizenship is portrayed as an identity, a privilege, a duty, and a collaborative effort in shaping the country's present and future within a legal framework. Following NATO's intervention, Libya descended into chaos, with tribal and regional disputes driven by factional interests. The disillusionment among Libyans towards democracy stems from its failure to effectuate significant change, marred by political and economic mismanagement, corruption, absence of peaceful power transitions, and the influence of regional and international dynamics. The study suggests that while Libya's current approach to citizenship and democracy leans towards tribal and interest group affiliations, it ought to shift towards a state-centric and nationalistic perspective. In conclusion, without a unified state, the concepts of citizenship and democracy are untenable. Abstract: In this study, we explore the possibility of classifying the plant species. We collected the plant species from Kaggle website. This dataset encompasses 544 samples, encompassing 136 distinct plant species. Recent advancements in machine learning, particularly Artificial Neural Networks (ANNs), offer promise in enhancing plant Species classification accuracy and efficiency. This research explores plant Species classification, harnessing neural networks' power. Utilizing a rich dataset from Kaggle, containing 544 entries, we develop and evaluate a neural network model. Our neural network, (...) featuring a single hidden layer, achieves remarkable results—a staggering 100% accuracy and a minute average error rate of 0.002. Beyond performance metrics, we delve into the intricacies of plant Species classification through feature importance analysis. The most influential features— Vegsout, durflow, semiros, pdias, begflow, wind, leafy, autopoll and insects— uncover the physiological traits underpinning accurate rice classification. This research contributes to advancing rice classification methods and highlights the potential of ANNs in optimizing agricultural practices, ensuring plant safety, and bolstering global trade. Plato's predictions reflect values and truths connected to politics and philosophy, emphasizing integration as essential to understanding his theory of justice, which lies at the core of his philosophy. This essay compares the relationship between the functions and class structure of the state. Plato classifies human nature into three components: reason, courage, and appetite, which correspond to three major classes in the state. The ruling class, educated in philosophy, governs the state. The military class, characterized by courage and strength, defends the state, while the professional class manages the everyday affairs of governance. Vertigo is a common symptom that can result from various underlying diseases and conditions, ranging from benign to severe. Accurate and timely diagnosis of the cause of vertigo is crucial for appropriate management and treatment. In this research, we propose the development of an expert system for vertigo diseases diagnosis, utilizing artificial intelligence (AI) and the proposed Expert System which was produced to help assist healthcare professionals in diagnosing the cause of vertigo based on a patient's symptoms, medical history, and (...) other relevant clinical information. The proposed expert system presents an overview about vertigo diseases are given, the cause of disease is outlined and the treatment or recommendation of disease whenever possible is given out. CLIPS language was used for designing and implementing the proposed expert system. The potential of the proposed expert system lies in its ability to enhance the accuracy and efficiency of vertigo diagnosis, as well as assist in the proper referral and management of patients. Abstract: The COVID-19 pandemic has posed unprecedented challenges to global healthcare systems, necessitating accurate and timely forecasting of cases for effective mitigation strategies. In this research paper, we present a novel approach to predict COVID-19 cases using Artificial Neural Networks (ANNs), harnessing the power of machine learning for epidemiological forecasting. Our ANNs-based forecasting model has demonstrated remarkable efficacy, achieving an impressive accuracy rate of 97.87%. This achievement underscores the potential of ANNs in providing precise and data-driven insights into the dynamics (...) of the pandemic. However, this paper underscores the critical importance of a comprehensive evaluation beyond accuracy, including metrics such as sensitivity, specificity, and the area under the ROC curve (AUC-ROC), to assess the model's performance robustness. The research paper offers detailed insights into the architecture of the ANN model, encompassing critical hyperparameters, data preprocessing techniques, and regularization strategies employed to optimize model accuracy. Ethical considerations surrounding data privacy and potential biases within the COVID-19 dataset are also addressed. While the achieved accuracy is a significant milestone, this study underscores the dynamic and evolving nature of the pandemic, necessitating continuous model refinement and validation. Furthermore, it emphasizes the importance of considering false positives and false negatives in the context of public health decision-making. In conclusion, this research contributes to the arsenal of tools available for pandemic management by showcasing the potential of ANNs in COVID-19 case forecasting. It encourages ongoing exploration and adaptation of predictive models to enhance their applicability in real-world public health scenarios, ultimately contributing to more effective pandemic control and response efforts. This chapter examines whether high prices for gene therapies are justified and whether the problems associated with high prices can be solved by the "pay for performance" (P4P) reimbursement model. To this end, we first describe how prices for new drugs, including gene therapies, are set in Germany (section 2.). P4P is then presented as an example of a reimbursement model (section 3.). It has been stated that the notion of cause and effect is one object of study that sciences and engineering revolve around. Lately, in software engineering, diagrammatic causal inference methods (e.g., Pearl’s model) have gained popularity (e.g., analyzing causes and effects of change in software requirement development). This paper concerns diagrammatical (graphic) models of causal relationships. Specifically, we experiment with using the conceptual language of thinging machines (TMs) as a tool in this context. This would benefit works on causal relationships (...) in requirements engineering, enhance our understanding of the TM modeling, and contribute to the study of the philosophical notion of causality. To specify the causality in a system’s description is to constrain the system’s behavior and thus exclude some possible chronologies of events. The notion of causality has been studied based on tools to express causal questions in diagrammatic and algebraic forms. Causal models deploy diagrammatic models, structural equations, and counterfactual and interventional logic. Diagrammatic models serve as a language for representing what we know about the world. The research methodology in the paper focuses on converting causal graphs into TM models and contrasts the two types of representation. The results show that the TM depiction of causality is more complete and therefore can provide a foundation for causal graphs. (shrink)

Requirement specifications in software engineering involve developing a conceptual model of a target domain. The model is based on ontological exploration of things in reality. Many things in such a process closely tie to problems in metaphysics, the field of inquiry of what reality fundamentally is. According to some researchers, metaphysicians are trying to develop an account of the world that properly conceptualizes the way it is, and software design is similar. Notions such as classes, object orientation, properties, instantiation, algorithms, (...) etc. are metaphysical concepts developed many years ago. Exploring the metaphysics of such notions aims to establish quality assurance though some objective foundation not subject to misapprehensions and conventions. Much metaphysical work might best be understood as a model-building process. Here, a model is viewed as a hypothetical structure that we describe and investigate to understand more complex, real-world systems. The purpose of this paper is to enhance understanding of the metaphysical origins of conceptual modeling as exemplified by a specific proposed high-level model called thinging machines (TMs). The focus is on thimacs (things/machine) as a single category of TM modeling in the context of a two-phase world of staticity and dynamics. The general idea of this reality has been inspired by Deleuze’s ‘the virtual’ and related to the classical notions of Leibniz’s monads and Avicenna’s essence. The analysis of TMs leads to several interesting results about a thimac’s nature at the static and existence levels. (shrink)

Conceptual models as representations of real-world systems are based on diverse techniques in various disciplines but lack a framework that provides multidisciplinary ontological understanding of real-world phenomena. Concurrently, systems’ complexity has intensified, leading to a rise in developing models using different formalisms and diverse representations even within a single domain. Conceptual models have become larger; languages tend to acquire more features, and it is not unusual to use different modeling languages for different components. This diversity has caused problems with consistency (...) between models and incompatibly with designed systems. Two main solutions have been adopted over the last few years: (1) A currently dominant technology-based solution tries “to harmonize or unify” models, e.g., unifies EER and UML. This solution would solidify modeling achievements, reaping benefits from huge investments over the last thirty years. (2) A less prevalent solution is to pursuit deeper roots that reveal unifying modeling principles and apparatuses. An example of the second method is a “category theory”-based approach that utilizes the strengths of the graph and set theory, along with other topological tools. This manuscript is a sequel in a research venture that belongs to the second approach and uses a model called thinging machines (TMs) founded on Stoic ontology and Lupascian logic. TM modeling contests the thesis that there is no universal approach that covers all aspects of an application, and the paper demonstrates that pursuing such universality is anything but a dead-end method. This paper continues in this direction, with emphasis on TM foundation (e.g., existence and subsistence of things) and exemplifies this pursuit by proposing an alternative representation of set theory. In conceptual modeling (CM) as a subdiscipline of software engineering, current proposed ontologies (categorical analysis of entities) are typically established through whole adoption of philosophical theories (e.g. Bunge’s). In this paper, we pursue an interdisciplinary research approach to develop a diagrammatic-based ontological foundation for CM using philosophical ontology as a secondary source. It is an endeavor to escape an offshore procurement of ontology from philosophy and implant it in CM. In such an effort, the CM diagrammatic language plays an important (...) role in contrast to dogmatic philosophical languages’ obsession with abstract entities. Specifically, this paper is about developing a descriptive (in contrast to formal) ontology that a modeler accepts as a supplementary account of reality when using thinging machines (TMs; i.e. a reality that uncovers the ontology of things that TM modeling discusses or “talks about,” akin to the ontology of natural language). Although existence is a well-established notion, we defend subsistence (Stoic term) as a supplementary mode of reality (e.g. reflection of event). The aim here is aligned toward developing CM notions and processes that are firm enough. Classical analysis of being per se (e.g. identity, substance, classes, objects) is de-emphasized in this work; nevertheless, philosophical concepts form an acknowledged authority to compare to. As a case study, such a methodology is applied to the notion of information that provides a common-sense understanding of the world. This application would enhance understanding of the TM methodology and clarify some of the issues that shed light on the question of the nature of information as an important concept in software engineering. Information is defined as about events; that is, it is about existing things. It is viewed as having a subsisting nature that exists only through being “carried on” by other things. Conceptual modeling of a portion of the world is a necessary prerequisite to set the stage and define software system boundaries. In this context, one of the challenges is to provide a unified framework to create a comprehensive representation of the targeted domain. According to many researchers, conceptual model (CM) development is a hard task, and system requirements are difficult to collect, causing many miscommunication problems. Accordingly, CMs require more than modeling ability alone: they first require an understanding of the (...) targeted domain that the model attempts to represent. Accordingly, a preconceptual modeling (pre-CM) stage is intended to address ontological issues before typical CM development is initiated. It involves defining a portion of reality when entities and processes are differentiated and integrated as unified wholes. This pre-CM phase forms the focus of research in this paper. The purpose is not show how to model; rather, it is to demonstrate how to establish a metaphysical basis of the involved portion of reality. To demonstrate such a venture, we employ the so-called thinging machine (TM) modeling that has been proposed as a high-level CM. A TM model integrates staticity and dynamism grounded in a fundamental construct called a thimac (things/machine). It involves two modes of reality, existence (events) and subsistence (regions: roughly, specifications of things and processes). Currently, the dominant approach in CM has evolved to limit its scope of application to develop ontological categorization (types of things). In contrast, advocates of TM modeling have pursued a broader metaphysical study of the nature of the domain’s things and processes beyond categorization. In the TM approach, pre-CM metaphysics is viewed as a part and parcel of CM itself. The general research problem is how to map TM constructs to what is out there in the targeted domain. Discussions involve the nature of thimacs (things and processes) and subsistence and existence as they are superimposed over each other in reality. Specifically, we make two claims, (i) the perceptibility of regions as a phenomenon and (ii) the distinctiveness of existence as a construct for events. This study contributes to the limited literature on VAT’s impact on student populations by assessing the financial strain on university students in Oman. The research provides novel insights into policymaking, suggesting VAT exemptions for essential educational goods and proposing financial literacy programs for mitigating the adverse effects of VAT which employs chi-square tests and regression analysis to quantify the financial effects of VAT on students' purchasing behavior, revealing that VAT negatively impacts purchasing power with a statistically significant p-value (< 0.05). The findings highlight substantial financial strain on students, particularly those in lower-income brackets, prompting policy recommendations for VAT exemptions on essential educational goods and the inclusion of financial literacy programs aimed at helping students mitigate the tax's adverse effects. This study evaluates the financial implications of the Value Added Tax (VAT) introduced in Oman in 2021, focusing on its impact on consumer behavior among university students at A’sharqiyah University. Utilizing a quantitative methodology, including chi-square tests and regression analysis, and a sample of 53 students, the research investigates the effects of VAT on purchasing power and consumption patterns. The findings demonstrate a significant disruption to students' financial capacity, with the majority reporting challenges in affording essential educational materials. By contributing to the limited body of literature on VAT’s effects on low-income populations, this study provides valuable insights into how students rationalize their consumption and cope with increased financial strain. Policy recommendations include VAT exemptions for educational goods and the implementation of comprehensive financial literacy programs to help vulnerable groups manage the tax's adverse effects. En este artículo expongo las críticas que presenta George Berkeley, filósofo y Obispo de Cloyne, a la noción de fluxón que Newton introduce en su desarrollo delcálculo fluxional. En su propuesta Isaac Newton considera que se puede hablar dedos tipos de puntos: los puntos sin dimensiones y aquellos que surgen del movimiento y que pueden tener alguna clase de medida/magnitud/métrica, es gracias a la existencia de estos últimos que Newton puede realizar el cálculo de la fluxión aun cuando al final (...) del procedimiento, vuelva a considerarlo como un punto sin dimensiones. Una vez expuesta la propuesta de Newton sobre las fluxiones,presentaré la crítica de Berkeley a diversos elementos tanto conceptuales como metodológicos del trabajo de su predecesor, Finalmente ofreceré algunas conclusiones acerca de la validez de las críticas del obispo de Cloyne a Newton. -/- . This study employs machine learning to predict diabetes using a Kaggle dataset with 13 features. Our three-layer model achieves an accuracy of 98.73% and an average error of 0.01%. Feature analysis identifies Age, Gender, Polyuria, Polydipsia, Visual blurring, sudden weight loss, partial paresis, delayed healing, irritability, Muscle stiffness, Alopecia, Genital thrush, Weakness, and Obesity as influential predictors. Existen diversos tipos de realismo matemático. Desde una perspectiva filosófica, en la mayoría de los casos, los realistas asumen algunas o todas de las siguientes tesis: 1) Existen los objetos matemáticos; 2) Los objetos matemáticos son abstractos y 3)Los objetos matemáticos son independientes a agentes, lenguajes y prácticas. En este trabajo discutiré algunos problemas con respecto al tercer punto, referente a la independencia entre el lenguaje y los objetos matemáticos. La independencia del lenguaje implica que, sin importar el lenguaje que (...) se utilice, el objeto matemático será el mismo. En mi opinión, se puede problematizar esta idea de independencia; y para mostrar esto presentaré algunos ejemplos en los sistemas de numeración indoarábigo y romano, en los que el lenguaje parece incidir en el entendimiento y las operaciones aritméticas de los números naturales. Con esto se abre la puerta a otras maneras posibles de entender la relación entre los pretendidos objetos matemáticos y los lenguajes que los describen. (shrink)

In this research paper, we delve into the realm of data-driven analysis by applying Artificial Neural Networks (ANNs) to predict the chances of survival for passengers aboard the Titanic. Our study leverages a comprehensive dataset encompassing passenger information, demographics, and cabin class, providing a unique opportunity to explore the complex interplay of factors influencing survival outcomes. These include missing data imputation, feature engineering, and the inherent noise within historical datasets. We further discuss the importance of model evaluation metrics, showcasing not only accuracy but also precision, recall, and F1-score as essential indicators of predictive performance. The research paper meticulously outlines the architecture of the ANN model, emphasizing the key hyperparameters, activation functions, and regularization techniques employed in model development. Additionally, we address ethical considerations related to data handling and potential biases within the dataset. While our achieved accuracy is a notable achievement, this study emphasizes the importance of interpreting the results with due caution. It underscores the need for a holistic perspective that considers the practical implications of false positives and false negatives, especially in the context of a disaster scenario. In conclusion, this research contributes to our understanding of survival prediction in historical events like the Titanic disaster using modern machine learning techniques. Abstract: This research focuses on utilizing Artificial Neural Networks (ANNs) to predict Audit Risk accurately, a critical aspect of ensuring financial system integrity and preventing fraud. Our dataset, gathered from Kaggle, comprises 18 diverse features, including financial and historical parameters, offering a comprehensive view of audit-related factors. These features encompass 'Sector_score,' 'PARA_A,' 'SCORE_A,' 'PARA_B,' 'SCORE_B,' 'TOTAL,' 'numbers,' 'marks,' 'Money_Value,' 'District,' 'Loss,' 'Loss_SCORE,' 'History,' 'History_score,' 'score,' and 'Risk,' with a total of 774 samples. Our proposed neural network architecture, consisting of three (...) layers (1 input, 1 hidden, and 1 output), forms the core of this study. While it may seem simple, the power of ANNs lies not in complexity but in their ability to uncover intricate data patterns. The model underwent rigorous training and validation, resulting in remarkable outcomes—an accuracy of 100% and an average error rate of 0.000015. In addition to performance metrics, our research investigates feature importance, revealing the key contributors to Audit Risk prediction. Notably, 'Sector_score,' 'PARA_A,' 'SCORE_A,' 'PARA_B,' 'SCORE_B,' 'TOTAL,' 'numbers,' 'marks,' 'Money_Value,' 'District,' 'Loss,' 'Loss_SCORE,' 'History,' and 'History_score' emerged as the most influential factors, shedding light on the elements crucial for precise risk assessment. This study advances Audit Risk prediction models and highlights the potential of ANNs in strengthening financial system integrity and fraud prevention. In his political treatise, Mabadi ara ahl al-madina al-fadhila, Abu Nasr Alfarabi, the medieval Muslim philosopher, proposes a theory of virtuous city which, according to prominent scholars, is modeled on Plato’s utopia of the Republic. No doubt that Alfarabi was well-versed in the philosophy of Plato and the basic framework of his theory of city is platonic. However, his theory of city is not an exact reproduction of the Republic’s theory and, despite glaring similarities, the two theories do differ in (...) many aspects. In both, Alfarabi’s Mabadi ara ahl al-madina al-fadhila and Plato’s Republic, the theory of virtuous city is accompanied by a theory of the soul. Since the theory of soul plays a foundational role in both theories of the virtuous city, the present article intends to provide an explanation for the differences between the two theories of the city in terms of the differences between the two theories of the soul. Philosophy and religion were the two important sources of knowledge for medieval Arab Muslim polymaths. Owing to the difference between the nature of philosophy and religion, the interplay between philosophy and religion often takes the form of conflict in medieval Muslim thought as exemplified by the Al-Ghazali versus Averroes (Ibn Rusd) polemic. Unlike the Al-Ghazali versus Averroes (Ibn Rushd) polemic, the interplay between philosophy and religion in the political philosophy of Abu Nasr Alfarabi takes the form of harmonious co-existence. Although, (...) for Alfarabi, religion is an inferior form of knowledge as compared to philosophy, the present article will show that philosophy and religion play equally significant roles in Alfarabi’s virtuous city and that in the absence of either philosophy or religion, the political system proposed by Alfarabi cannot exist. The encounter of the medieval Muslims with Greek philosophy undeniably shaped the course of their philosophical and theological thought. This encounter led to the complex and contentious issue of ‘philosophy versus theology’. Medieval Muslim thinkers needed to develop a response to the issue of philosophy versus theology. The present article will first highlight the response of the Islamic theologians to their encounter with Greek philosophy in the form of three major trends in medieval Islamic theology: (1) strong opposition to the (...) application of reason and rationalist approach to Islamic doctrines, and strict adherence to the actual text of the Qur’an and the Hadith, (2) the adoption of Greek philosophy, and the application of reason and rationalist approach to explain and defend Islamic religion and (3) acknowledging the significance of reason in exploring the matters related to the natural world but, at the same time, stressing the subordination of reason to revelation. This article will discuss Atharism, Muʿtazilism and Ashʿarism as the representatives of the first, second and third trends, respectively. The response of the medieval Islamic theologians to the issue of philosophy versus theology serves as a context in which medieval Muslim philosophers carried out their philosophy–theology debate. The article will proceed to show that some medieval Muslim philosophers, such as Abu Bakr Al-Razi, subordinated religion or revelation to philosophy or reason. Other medieval Muslim philosophers, such as Al-Ghazali, subordinated philosophy to theology. The third group of medieval Islamic philosophers represented by Alfarabi argued for the reconciliation and harmonious co-existence of philosophy and religion. Contribution: This article highlights the response of medieval Islamic theologians and philosophers to the issue of philosophy versus theology that was caused by their encounter with Greek philosophy. This study examines the Egyptian House of Zakat and Charities as an example for Al- Azhar's public role after June 30, 2013. It raises questions regarding Al-Azhar's role in state-society relations, as well as the social, political, and economic implications of the institution's work. The study is based on the concept of the "common sphere," a theoretical model that assumes Al- Azhar's ideal position is to contribute to strengthening cooperative relations between society and the state in a way that reflects (...) the interests of both parties and not to reflect the dominance of one over the other and support it in a way that strengthens conflictual relations. The conclusion of the study is that the policies of the Zakat House assist the state in implementing its austerity economic policies and make up for the lack of public expenditure on service sectors by utilizing donor funds. Thus, the Zakat House contributes to enhancing Al-Azhar's standing in its relations with the state and society. It also aids economically impoverished segments of the population. Nevertheless, compared to the state and Al-Azhar, society at large continues to garner less benefit from the Zakat House's activities. -/- تناقش هذه الدراسة مؤسسة بيت الزكاة والصدقات المصري، باعتباره نموذجًا للحضور الأزهري في المجال العام في مرحلة ما بعد 30 حزيران/ يونيو 2013. وتتساءل عن الأبعاد الاجتماعية والسياسية والاقتصادية لنشاط المؤسسة، وآثار هذه الأنشطة في علاقات الدولة والمجتمع وفي موقع مؤسسة الأزهر من هذه العلاقات. وتعتمد الدراسة في تحليلها على مفهوم "المجال المشترك"، وهو نموذج نظري يفترض أن الوضع المثالي للأزهر وممارساته في المجال العام هو أن يُسهم في تعزيز العلاقات التعاونية بين المجتمع والدولة بما يعكس مصالح الطرفين، لا أن تعكس الهيمنة والسيطرة لأحدهما على الآخر وتدعمها بما يعزز العلاقات الصراعية بين الدولة والمجتمع. وتخلص الدراسة إلى أن سياسات بيت الزكاة تدعم الدولة جزئيًا في تمرير سياساتها الاقتصادية التقشفية وتُعوض قلة الإنفاق العام على القطاعات الخدمية، وذلك باستخدام أموال المتبرعين. يُسهم البيت في تعزيز قوة الأزهر في علاقاته بكل من الدولة والمجتمع. وتستفيد فئات فقيرة من المساعدات والإعانات التي يقدمها البيت. لكن يظل المجتمع أقل الأطراف استفادة من نشاط المؤسسة مقارنة بكل من الدولة والأزهر. This paper explores the idea inspired by Williamson (2007) that the meaning of a name is the object such that assigning it as referent maximises knowledge. After situating this idea in a charity-based tradition of interpretation and making it more precise, I argue that it suffers from serious problems. I then show why these problems raise a challenge for charity-based frameworks more generally.

If an asymmetry in time does not arise from the fundamental dynamical laws of physics, it may be found in special boundary conditions. The argument normally goes that since thermodynamic entropy in the past is lower than in the future according to the Second Law of Thermodynamics, then tracing this back to the time around the Big Bang means the universe must have started off in a state of very low thermodynamic entropy: the Thermodynamic Past Hypothesis. In this paper, we (...) consider another boundary condition that plays a similar role, but for the decoherent arrow of time, i.e. the subsystems of the universe are more mixed in the future than in the past. According to what we call the Entanglement Past Hypothesis, the initial quantum state of the universe had very low entanglement entropy. We clarify the content of the Entanglement Past Hypothesis, compare it with the Thermodynamic Past Hypothesis, and identify some challenges and open questions for future research. (shrink)

Water quality assessment is critical for environmental sustainability and public health. This research employs neural networks to predict water quality, utilizing a dataset of 21 diverse features, including metals, chemicals, and biological indicators. With 8000 samples, our neural network model, consisting of four layers, achieved an impressive 94.22% accuracy with an average error of 0.031. Feature importance analysis revealed arsenic, perchlorate, cadmium, and others as pivotal factors in water quality prediction. The study aimed to identify the level of institutional competence in Non-Governmental Organizations in Palestine. The study used the descriptive analytical approach. A structured questionnaire was used to collect data that contribute to achieving the objectives of the study. The study population consists of employees in Non-Governmental Organizations in the southern Palestinian governorates, and a random sample was used. For data collection, (183) applicable questionnaires were retrieved. The results of the study showed that the general assessment of the level of (...) institutional efficiency was high with a relative weight of (91.85%). The results also showed that there were statistically significant differences in achieving institutional efficiency according to the variables (gender, number of years of service), while it was found that there were no statistically significant differences in achieving institutional efficiency. Depending on the variables (educational qualification, age group). The study presented a set of recommendations, the most important of which are: the necessity of providing a budget for training and development, and attracting expertise and specialists in digital transformation to work in organizations.
