The article focuses on the study of specific characteristics of seaports development under conditions of digitalization. The article aims to study features of the development of the international seaport under digitalization to implement the best achievements in Ukraine. The main research method was a systemic-structural approach used to examine seaport digitalization as a part of a logistics chain, including horizontal and vertical links between its elements. To achieve an effective digital transformation, we also used the above method. It helped (...) to study how the factors determined during the study of international practices and possible innovations influence the object under study. The practices, which are of interest for Ukraine and other developing countries, were identified based on the international experience in seaports development under digitalization. The main strategic directions for the digital transformations of the above infrastructural objects were suggested. They involve increasing seaport competitiveness and their effectiveness in the framework of the international transport system. The directions are of interest for public authorities of the governmental and regional levels (while establishing the digitalization policy in the area of sea transport) and the port administrations (while making justified strategic decisions for their development). This is a chapter from my book Perception (Routledge). I explain the physical state view of sensory experience (Papineau, McLaughlin, others). I criticize an argument against it based on the "transparency observation". Then I develop two alternative arguments against it. The first is a Leibniz's Law argument based on the essentially externally directed character of some experiences. The second concerns "brains in vats". Finally I consider a recent response due to David Papineau, which involves rejecting essential external directedness.

This paper presents preliminary results of a survey experiment examining the effects of international illegality on public support for proposed public policies. It adds three specific dimensions to the existing literature. First, it tests whether the effects of international illegality differ depending on the international regime whose rules are violated, testing the effects of violations of both human rights and trade regimes. Second, it tests how far the involvement of international courts vary these effects. And third, (...) it examines these questions using parallel studies with UK and US respondents to test the robustness and generalisability of the relations identified. Results confirm that, across both jurisdictions, illegality under either trade or human rights regimes, and with or without the additional involvement of an international court, have a statistically significant negative effect of public support for a policy. They further identify a greater negative effect where an international court has confirmed this illegality, although this result is statistically significant in only one case. They do not identify any statistically significant difference in the support depressing effect of illegality under the trade regime compared to the human rights regime. (shrink)

Background and Aim: Global trends and national policies have made internationalization and paying attention to the international markets of higher education inevitable on the one hand and becoming a legal requirement of Iranian medical sciences universities on the other hand. Therefore, the main goal of this article was to show, by examining the experience of international marketing of higher education in Tehran University of Medical Sciences, what are the futures of international marketing of higher education in (...) medical sciences? Materials and methods: in this documented data and the views, knowledge and lived experiences of the beneficiaries of the University of Medical Sciences were the basis of the study, and in the following, the methods of documentary studies, trend analysis, brainstorming, expert panel, theme analysis and scenario planning were used. Results: The most important achievement of this article is that among the challenges facing the international marketing of higher education in the University of Medical Sciences, two driving forces have the highest importance and uncertainty in shaping the future of this issue, including: sustainable security and cultural development. Conclusion: The normalization of political and economic relations with the world along with appropriate cultural development inside and outside the university and acceptance of cultural, racial, religious, intellectual, ethnic and gender differences strengthens the marketing process of higher education. In such a situation, the risk of investing in providing international higher education will be reduced. Therefore, the most expensive and the most important uncertainty facing the country's universities in international marketing is the attitude and approach of science and technology governance to the relations and structure governing the international system. Collaborative learning emphasizes student-to-student interaction and the instructor’s role as a facilitator. Collaborative Online International Learning (COIL) was founded in 2005 by the State University of New York (SUNY) to help schools adapt their single classroom courses to an online, collaborative format and establish strong collaborations with professors with whom they would join classes and co-teach using SUNY COIL conferences and website, as well as pre-established partnerships between the institutions. However, as the globe becomes increasingly interconnected, educational challenges aimed (...) at cultivating intercultural competency become more important (Ceo-DiFrancesco & Bender-Slack, 2016). That is why this study aimed to (1) understand the lived experience of students who went under the COIL program in relation to SDG 12, (2) review the new knowledge students obtained when they took part in the COIL program in relation to SDG 12, and (3) discover the challenges students encountered while participating in the COIL program in relation to SDG 12. The researcher surveyed Filipino and Japanese students who participated in the COIL program concerning SDG12 from St. Patrick School of Quezon City, Kwansei Gakuin University, and Meiwa Senior High School. The study employed qualitative phenomenological research, and pertinent data were obtained through an open-ended survey questionnaire. The study was analyzed using Colaizzi’s descriptive phenomenological method. The results showed that the lived experiences of students who went under the COIL program in relation to SD12 have something to do with all their learnings and enjoyable experiences, intercultural and global interactions, and environmental discussions and action plans related to SDG 12. Moreover, students learned and understood better the negative impact of waste on the environment, environmental awareness and practices, the culture and norms in the Philippines and Japan, and the importance and benefits of collaboration. Lastly, the study also revealed the different challenges students encounter while participating in the COIL program in relation to SDG 12, such as cultural differences, language barriers, technical difficulties, and difficulties in experimentation. Thus, it was recommended to learn to adapt to everyone and adjust according to countries’ different cultures, practice and be proficient with the English language, have backup devices and platforms to use to ease technological problems, and improve implementations of experiments. The results revealed that students who remained in China experienced challenges which included anxiety, closure of campuses, lockdown, their parents’ concern regarding health issues, and not being able to meet with friends. On the other hand, students who had left China during the pandemic were confined to their home countries. This group of students experienced more severe problems than the students who remained in China. Since the transition to home countries was “unplanned,” they were not ready to readjust to their (...) native culture and were vulnerable to severe reverse culture shock. Upon returning to their home countries, international students faced a number of challenges, including readjustment to their home countries and changes in their lives in host and home countries. In addition, they lost social and academic resources, such as the disruption of study environment, losing important group memberships, financial constraints, visa expiry, graduation delay, and academic suspension. I assess a number of connected ideas about temporal experience that are introspectively plausible, but which I believe can be argued to be incorrect. These include the idea that temporal experiences are extended experiential processes, that they have an internal structure that in some way mirrors the structure of the apparent events they present, and the idea that time in experience is in some way represented by time itself. I explain how these ideas can be developed into more (...) sharply defined views, and then argue that these views are inconsistent with certain empirical facts about how time is represented in the brain. These facts instead support a kind of atomic view, on which temporal experiences are temporally unstructured atoms. (shrink)

The purpose of this research is to identify the extent of the efficiency of the internal control environment in the Palestinian higher educational institutions in Gaza Strip from the perspective of employees in the Palestinian universities in Gaza Strip, where researchers used in the study five universities. The researchers adopted in their study the descriptive and analytical approach. The research community consists of administrative employees and academic employees with administrative duties. Senior management or the University Council was excluded. The study (...) population compromises of (392) employees. A stratified random sample was chosen and (197) questionnaires were distributed. (160) questionnaires were received back with a return rate of (81.2%).The researchers used a questionnaire to collect that which then was analyzed using (SPSS) to get the results. The research found the following results: the absence of a fundamental difference between the responses of males and females. The lack of significant difference between the responses of the respondents attributed to the variable age. The lack of significant difference between the responses of the respondents attributed to the variable of years of service. And the existence of a fundamental difference between the responses of the respondents attributed to the university variable. The existence of a fundamental difference between the responses of the respondents attributed to the Qualification variable. The existence of a fundamental difference between the responses of the respondents attributed to the administrative level variable. The research found a group of recommendations including: the need to raise awareness of censorship as the basis for the protection of employees in all administrative levels from making mistake.Updating the systems and instructions of control periodically and parallel with the scientific progress and technology.Benefit from regional and international experiences in the application of internal control standards which commensurate with the administrative system of the institution. The organization of an international education activity has its specifics compared to a national one. It is very important to know the differences in the very organization as well as the opinions of the individual participants. We can find differences not only in the management of education but also in the leisure activities, the nourishment, and the accommodation. Based on experiences with the organization of international events and taking part in international projects in the field of educating (...) older adults, we put together a questionnaire to investigate some important questions related to the organization of an international event. We distributed this questionnaire at two international educational activities. We compiled the questions and answer clearly, which is going to be an asset particularly for the professional community. This article critically examines the positions taken by Stephen E. Toulmin, Robert C. Coburn, and and Gordon D. Kaufman on existential experience and limiting questions and answers.

Pictures are created objects that have the function of generating a perceptual experience. In this sense, they are “experiential artifacts” (Terrone forthcoming). The experience elicited by pictures – usually visual (but for non-visual pictorial experience see e.g. Lopes 1997) – is a composite perceptual experience, in which the “perception” of the depicted scene (which is not in front of us) is generated by and experienced along the perception of the marked surface (the object that is actually (...) in front of us). This experience is usually called a “pictorial experience”. A philosophical analysis of such an experience amounts to answering the following questions: How should we describe the phenomenology of pictorial experience? What is it like to experience pictures? How should the “perception” of the depicted scene be characterized? Is it really a form of perception? How does it relate to the perception of the marked surface? (shrink)

The pacemaker-accumulator model provides a framework in which the results of different duration estimation tasks are commonly accounted for. Nevertheless, the model remains abstract and it does not provide proper explanations nor predictions for duration estimations in various experimental set-ups. This paper aims to address these shortcomings by explicating an experiential pacemaker-accumulator model that supplements the standard pacemaker-accumulator model with two claims. Both of them concern the role that experiences play in duration estimation tasks and are also partly supported by (...) studies not directly related to duration estimation. First, the internal responses based on which the switch between the pacemaker and the accumulator operates are the same as the neural processes that realize conscious access to experiences. Second, the processes that realize the experiences of stimuli realize the function of the pacemaker. By supplementing the standard pacemaker-accumulator model with these claims, the model affords proper explanations for the systematic errors and empirically testable predictions in duration estimations tasks. One likely consequence of the model is that the experience of duration and the duration of experience can differ. (shrink)

This collection brings together a selection of my recently published or forthcoming articles. What unites them is their common concern with one of the central ambitions of philosophy, namely to get clearer about our first-personal perspective onto the world and our minds. Three aspects of that perspective are of particular importance: consciousness, intentionality, and rationality. The collected essays address metaphysical and epistemological questions both concerning the nature of each of these aspects and concerning the various connections among them. More generally, (...) given that intentionality and ratio- nality are both normative phenomena, the main theme of the articles is the relationship between consciousness and normativity and the centrality of this relationship to our first-personal perspective. -/- This focus culminates in the defense of two specific views, experiential rationalism and experiential intentionalism. The first is, very roughly, the view that how our mental episodes are given in consciousness reflects their rational role in our mental lives: it is part of what our mental episodes subjectively are like that we phenomenally experience them as providing and/or responding to certain kinds of reasons. The central claim of the second view, on the other hand, is that the intentionality of our mental episodes is essentially linked to consciousness and involves a token-reflexive element: they intentionally present not only the world, but also themselves as being a certain way. -/- Some of the essays also deal with the contrast between our first- and our third-personal perspectives and the — to some extent related — division of labour between philosophy and the empirical sciences. Both perspectives have their limitations and sometimes conflict with each other, raising the question of what the consequences are for accounts of our first-personal knowledge and its internal or external objects. We present experimental evidence that an interpretation was accurate. Current wisdom notwithstanding, we could interpret from the text alone because its information is redundant: repetition provides internal checks. Knowing neither dreamer nor their associations we made falsifiable predictions that we tested by subsequently gathering information about the dreamer. Predictions were supported. Results were repeated with seven additional dreams. Each dream was tightly crafted, used humor, drama or hyperbole to penetrate the dreamer’s defenses, and furthered the emergence of personality. Our experiment (...) compliments fMRI and statistics because it studies a whole text as a unique narrative: one iteration identified healing steps during therapy; another confirmed the psychological meaning of a myth. Our experiment might generate a body of objective knowledge about interpretation and make interpretation itself more accurate. In the US 20% live with mental illness. Our experiment supports talk therapy against pressure from the drug and insurance industries. (shrink)

The supervision of teachers is essential for ensuring effective teaching methods, ongoing professional growth, and student success. This study explored the experiences of program heads in supervising teachers. It was conducted in a local college in Tangub City, Misamis Occidental. The phenomenological design was used in the study. Eleven program heads served as the participants selected through the purposive sampling technique. The Interview Guide was used as the research instrument. Moustakas' transcendental phenomenology of data analysis was utilized to analyze the (...) data gathered. Results revealed the following main themes: the critical role of supervision in advancing teacher development and educational excellence, mutual learning and growth, the role of program heads in teacher supervision, overcoming challenges in teacher supervision, and effective communication strategies. Supervision improves teaching and learning quality, which supports professional development. The complex nature of supervisory roles requires adaptive strategies and strong support networks. It is recommended for program heads and teachers to establish open communication to help address the challenges encountered during supervision. (shrink)

Wittgenstein’s mature philosophy offers a therapeutic way out of some conundrums stemming from taxonomic expectations regarding philosophical description of experience in general. The paper asks if this is also true of the facts of aesthetic experience. This possibility is hinted at by examining an application of the notion of certainty to aesthetic experience. Some traits of possible uses of central concepts of the mature Wittgenstein to a philosophical aesthetics inspired by the “new method” are also canvassed.

Philosophers have debated at length the epistemological status of scientific thought experiments. I contend that the literature on this topic still lacks a common conceptual framework, a lacuna that produces radical disagreement among the participants in this debate. To remedy this problem, I suggest focusing on the distinction between the internal and the external validity of an experiment, which is also crucial for thought experiments. I then develop an account of both kinds of validity in the context of thought experiments. (...) I show that we can naturally conceptualise internal validity in terms of games of make-believe. Then, I argue that external validity is best defined as accurate representation of a target system. Finally, I turn back to the current debate on thought experiments and show that my diarchic account provides a general framework that can be shared by the competing philosophical views, as well as a fruitful guide for their reconciliation. What characterizes most technical or theoretical accounts of memory is their reliance upon an internal storage model. Psychologists and neurophysiologists have suggested neural traces (either dynamic or static) as the mechanism for this storage, and designers of artificial intelligence have relied upon the same general model, instantiated magnetically or electronically instead of neurally, to do the same job. Both psychology and artificial intelligence design have heretofore relied, without much question, upon the idea that memory is to be understood as a (...) matter of internal storage. In what follows, I shall first sketch the most important reasons for skepticism about this model, and I shall then propose an outline of an alternative way of talking about memory. This will provide an appropriate framework for suggesting a few implications for future work in artificial intelligence. (shrink)

In the discourse on International Justice, traditional frameworks are deeply rooted in 'embodied metaphysics'—a perspective embedded in the tangible experiences of human existence. By contrasting the physical with the digital realms, I suggest that our current global justice systems are ill-equipped to address the complexities of the digital age. Utilizing the metaphor of water to highlight the often-unseen environment shaping justice theories and practices, I argue that International Justice, as conventionally understood, reflects the constraints akin to fish oblivious (...) to the water surrounding them. In digital spaces, individuals are no longer bound by principles of singularity and locality, and instead operate by principles of multiplicity and nonlocality. These metaphysical differences disrupt many theories of global justice assuming singularity and nonlocality. My aim is to encourage scholars and practitioners to 'see water'—to acknowledge and critically reassess the foundational assumptions underlying their theories and practices in an era of digital transformation. Locke endorses a distinction between passive reflection and voluntary attentive reflection, which he occasionally labels contemplation. Failure to recognize this distinction properly has had an effect on interpretations of Locke’s theory of reflection, and caused puzzlement about the relation between reflection and consciousness. In particular, the function of reflection as a passive internal sense that produces simple ideas of mental operations has been downplayed in favour of the view that reflection in one manner or another involves attention and/or presupposes consciousness (...) of mental operations. This has led a number of scholars to maintain, implicitly or explicitly, that Locke in fact abandons either his doctrine of sensation and reflection as the two exclusive sources of ideas or his doctrine of ideas as the only immediate objects of experience. -/- With the help of a distinction between reflection as a source of ideas and reflection as an operation about ideas I aim to show how Locke can hold to his empiricist maxim about the two sources of ideas and also endorse ideas as the only immediate objects of experience. A proper understanding of Locke’s theory of reflection requires that reflection and consciousness be delineated with respect to one another. I will show how Locke’s notion of consciousness differs from both types of reflection. (shrink)

Recent theory suggests that action prediction relies of a motor emulation mechanism that works by mapping observed actions onto the observer action system so that predictions can be generated using that same predictive mechanisms that underlie action control. This suggests that action prediction may be more accurate when there is a more direct mapping between the stimulus and the observer. We tested this hypothesis by comparing prediction accuracy for two stimulus types. A mannequin stimulus which contained information about the effectors (...) used to produce the action and a point stimulus, which contained identical dynamic information but no effector information. Prediction was more accurate for the mannequin stimulus. However, this effect was dependent on the observer having previous experience performing the observed action. This suggests that experienced and na¨ıve observers might generate predictions in qualitatively difference ways, which may relate to the presence of an internal representation of the action laid down through action performance. Our experiences with the external world are possible mainly through vision, hearing, taste, touch, and smell providing us a sense of reality. How the brain is able to seamlessly integrate stimuli from our external and internal world into our sense of reality has yet to be adequately explained in the literature. We have previously proposed a three-dimensional unified model of consciousness that partly explains the dynamic mechanism. Here we further expand our model and include illustrations to provide a better conception (...) of the ill-defined space within the self, providing insight into a unified mind-body concept. In this article, we propose that our senses “super-impose” on an existing dynamic space within us after a slight, imperceptible delay. The existing space includes the entire intrapersonal space and can also be called the “the body’s internal 3D default space”. We provide examples from meditation experiences to help explain how the sense of ‘self’ can be experienced through meditation practice associated with underlying physiological processes that take place through cardio-respiratory synchronization and coherence that is developed among areas of the brain. Meditation practice can help keep the body in a parasympathetic dominant state during meditation, allowing an experience of inner ‘self’. Understanding this physical and functional space could help unlock the mysteries of the function of memory and cognition, allowing clinicians to better recognize and treat disorders of the mind by recommending proven techniques to reduce stress as an adjunct to medication treatment. This paper studies the relationship between consciousness and social existence in Georg Lukács’ early Marxist works through a consideration of his concept of reification. Understanding reification as the process underlying capitalist society’s immediate form of objectivity, I designate dereification as the cultivation of a mediated form of consciousness. In order to better understand the experiential aspects of this cultivation, I supplement my reading of Lukács’ theory of reification with attention to Walter Benjamin’s treatment of experience in capitalist society. I (...) argue that Benjamin’s distinction between experience as the shock of isolated events [Erlebnis] and experience as a long-term practice [Erfahrung] helpfully illuminates Lukács’ conception of dereification, allowing us to see the latter as a long process of cultivation. This account ultimately leads to a consideration of the formal role played by the party—as the facilitator of the working class’s self-education—in Lukács’ philosophy of social praxis. (shrink)

This article identify catalysts of synthetic economic crisis. These catalysts are the subject of transnational corporations, international financial, trade organizations, regional integration groupings. Generalized mechanism for the flow of synthetic economic crisis and their types. This article also proves that the response of governments to the process flow of synthetic economic crisis with the help of the classical fiscal, monetary and administrative-legislative instruments are not effective.

The sensorimotor theory of perceptual experience claims that perception is constituted by bodily interaction with the environment, drawing on practical knowledge of the systematic ways that sensory inputs are disposed to change as a result of movement. Despite the theory’s associations with enactivism, it is sometimes claimed that the appeal to ‘knowledge’ means that the theory is committed to giving an essential theoretical role to internal representation, and therefore to a form of orthodox cognitive science. This paper defends the (...) role ascribed to knowledge by the theory, but argues that this knowledge can and should be identified with bodily skill rather than representation. Making the further argument that the notion of ‘representation hunger’ can be replaced with ‘prima facie representation hunger’, it concludes that although the theory could optionally be developed scientifically in part by reference to internal representation, it makes a strong and natural fit with anti-representationalist embodied or enactive cognitive science. To what extent are experiences of powerlessness explained as involving a loss of control, and to what extent are attempts to increase patients’ control suitable as means of addressing these experiences? In this paper, I present some findings from a recent project in the phenomenology of powerlessness to argue that in response to experiences of powerlessness, the ideal of control has limited use in either a diagnostic or therapeutic function.

The article studies the energy efficiency of the economy and determines the need to reform the energy sector of Ukraine and conditions of its adaptation to EU requirements. Annual energy consumption in the world is about 14 billion tons of fuel. This is mainly organic origin resources – coal, oil, natural gas – 82 %, nuclear power – 7 %, hydroelectric energy – 3%, wood – 7 % renewable energy and – 1 %. The economic development of any country in (...) our time is determined not only by the number of extracted or consumed fuel and energy resources (FER), but the efficiency of their use – energy intensity of GDP, unit costs per unit of output. These figures are better in those countries which have established effective economic and legal mechanisms to encourage energy efficiency, which in turn stimulated the development of energy-saving technologies, equipment supply and services for energy efficiency. Analysis of international experience shows that Ukraine’s energy dependence can be reduced by: increasing production and consumption of domestic energy resources; increasing the efficiency of production, transportation and consumption of energy resources; diversification of energy imports and types of energy consumed. The study emphasizes that «energy is an important prerequisite for growth and development throughout the world, and despite the global financial crisis, demand for energy is growing steadily, particularly in the large economies of China, India and Brazil, developing countries. The authors provethat energy security is largely complicated by the fact that key energy resources are concentrated geopolitically. Most of the world’s oil and gas are found in several countries, some of which «are in a state of political turmoil and are not particularly friendly to US interests»(Gray F, 2010). The conclusions can be summarized that in the context of the main areas of research reducing risks to energy security of Ukraine are: energy efficiency economy (reduce unit cost of energy per unit of GDP); increase proved reserves and production of domestic energy resources; the transition from the use of expensive imported energy resources (oil, natural gas) to other fuels, especially domestic origin; opposition to fluctuations in energy prices (particularly by combating monopolization of the energy market, development of market infrastructure provisioning energy, preservation of state fuel and energy complex and the situation in the energy market); the development of the market principles of the electricity industry, promoting competition in this area. Externalism is the thesis that the contents of intentional states and speech acts are not determined by the way the subjects of those states or acts are internally. It is a widely accepted but not entirely uncontroversial thesis. Among such theses in philosophy, externalism is notable for owing the assent it commands almost entirely to thought experiments, especially to variants of Hilary Putnam's famous Twin Earth scenario. This paper presents a thought experiment-free argument for externalism. It shows that externalism is (...) a deductive consequence of a pair of widely accepted principles whose relevance to the issue has hitherto gone unnoticed. (shrink)

I examine the (mediated) correspondence between Spinoza and Robert Boyle concerning the latter’s account of fluidity and his experiments on reconstitution of niter in the light of the epistemology and doctrine of method contained in the Treatise on the Emendation of the Intellect. I argue that both the Treatise and the correspondence reveal that for Spinoza, the proper method of science is not experimental, and that he accepted a powerful under-determination thesis. I argue that, in contrast to modern versions, Spinoza’s (...) form of naturalism was a highly rationalist and anti-empirical one. I conclude with a brief account of the value of experience and experimentation for Spinoza’s scientific method. (shrink)

Many philosophers are very sanguine about the cognitive contributions of fiction to science and philosophy. I focus on a case study: Ichikawa and Jarvis’s account of thought experiments in terms of everyday fictional stories. As far as the contribution of fiction is not sui generis, processing fiction often will be parasitic on cognitive capacities which may replace it; as far as it is sui generis, nothing guarantees that fiction is sufficiently well-behaved to abide by the constraints of scientific and philosophical (...) discourse, not even by the minimum requirements of conceptual and logical coherence. This paper seeks to re-assess Dilthey’s descriptive psychology in light of the charge of “psychologism”. The paper has two goals. First, I seek to give a fine-grained reconstruction of Dilthey’s foundational project. I provide a systematic account of how Dilthey sought to ground the knowledge claims of the human sciences in inner experience. I place special emphasis on Dilthey’s concept of “articulation” which mediates between inner experience and psychological knowledge, as well as between individual psychology and knowledge about (...) the socio-historical world. Second, I re-assess the allegedly “psychologistic” aspects of Dilthey’s philosophy. I reconstruct how Dilthey’s critics Husserl, Windelband and Rickert understood psychologism, highlight commonalities between them and explain why Dilthey’s approach seemed “psychologistic” from their perspective. At the same time, I show that Dilthey’s philosophical thinking goes against the very presuppositions that the “psychologism”-charges are usually based upon. The paper concludes with some reflections on the transition from Dilthey's descriptive psychology to his mature hermeneutics. (shrink)

Background: In response to the pandemic caused by COVID-19, World Health Organization (WHO), together with International Severe Acute Respiratory and Emerging Infection Consortium (ISARIC), developed research protocols facilitating global collaboration and accelerating the understanding of the disease, to identify the potential symptoms and persistent sequelae in infected individuals, which can be used in different areas of health, that is, in primary care, at a hospital or outpatient level, both public and private. Objective: To describe the International Severe Acute (...) Respiratory and Emerging Infection Consortium (ISARIC) protocol as a new global collaborative platform for global clinical trials targeting post-COVID-19 patients. Methods: The standardized forms were developed from the COVID-19 Clinical Characterization Protocol (PCC) by the ISARIC/WHO working group composed of specialist researchers with experience in clinical research in different areas of medicine and public health, especially outbreaks and infectious diseases. Conclusion: It is expected that the creation of a database composed of different populations from all over the world will help in the characterization of risk factors, in the best form of clinical intervention and in the best prevention strategies for physical, neurological and psychosocial sequelae in the medium and long term in post-COVID-19 patients. Philosophers and psychologists alike have argued recently that relatively abstract beliefs or cognitive categories like those regarding race can influence the perceptual experience of relatively low-level visual features like color or lightness. Some of the proposed best empirical evidence for this claim comes from a series of experiments in which White faces were consistently judged as lighter than equiluminant Black faces, even for racially ambiguous faces that were labeled ‘White’ as opposed to ‘Black’ (Levin and Banaji 2006). The latter (...) result is considered especially indicative of cognitive penetration, based on the reasoning that the relevant distortions were a function of lexical labeling, and hence the effect must have been mediated by categorization at the cognitive level. I argue that this reasoning is flawed, and that the assumptions on which it relies are questionable on both empirical and theoretical grounds. I propose an alternative, low-level explanation of the phenomena, which I argue is empirically more plausible and abductively preferable to the cognitive-penetration account. The upshot is that cognitively impenetrable perceptual systems may be psychologically more plastic and hence philosophically more significant than is nowadays commonly assumed. (shrink)

According to contextualism, vast majority of natural-language expressions are context-sensitive. When testing whether this claim is reflected in Folk intuitions, some interesting methodological questions were raised such as: which experimental design is more appropriate for testing contextualism – the within- or the between-subject design? The main thesis of this paper is that the between-subject design should be preferred. The first experiment aims at assessing the difference between the results obtained for within-subjects measurements (where all participants assess all contexts) and between-subject (...) measurements (where respondents evaluating different contexts are distinct groups). It is shown that the within-subject design provides data that seems to support contextualism. However, I present an alternative, invariantist interpretation of these results, therefore showing that the within-subject design does not allow to empirically distinguish between contextualism and invariantism. The second experiment further elaborates the issue of how perceiving the contrast between contexts can affect subjects’ judgments – I show that certain kinds of contexts may elicit opposite intuitions when contrasted with different contexts. This study investigated the experiences of Physical Science teachers who were not specialized in their field. Twelve out-of-field Physical Science teachers, selected via purposive sampling from the Schools Division of Baybay City, participated in the transcendental phenomenological study. For data collection and subsequent thematic analysis using Colaizzi's seven steps, in-depth semi-structured interviews were utilized. Five metaphors describe the study's findings in the form of emergent themes. The first theme is the Chameleon teacher described as an adaptable teacher, analogous to a (...) chameleon that alters its coloration to blend into its surroundings. Developing a resilient mindset is the second aspect, symbolized by the Phoenix Within, which signifies the capacity to triumph over challenges. Thirdly, the Symphony of Knowledge symbolizes teachers' and learners' synergistic partnership and active participation throughout the educational journey. The fourth theme, the Gardener of Knowledge, compares an educator to a conscientious gardener who nurtures their development and that of their students. Crossing Unfamiliar Territory is another theme that examines Physical Science teachers' difficulties when instructing outside their field. As a result, the experiences of these teachers mitigate the issue at hand, thus positively impacting the student's academic development. Sustaining resilience in the face of adversity was inexplicably enhanced through implementing fostering strategies and cultivating a positive mindset. Similar to the adverse encounters, they must confront the obstacles posed by their lack of pedagogical expertise, content knowledge, and struggles. The favorable and unfavorable experiences of physical science teachers who did not specialize in their field provided them professional development opportunities. They underscored the value of maintaining a positive outlook. (shrink)

This chapter examines the philosophical discussion concerning the relationship between time, memory, attention, and consciousness, from Locke through the Scottish Common Sense tradition, in terms of its influence on James' development of the specious present doctrine. The specious present doctrine is the view that the present moment in experience is non punctate, but instead comprises some nonzero amount of time; it contrasts with the mathematical view of the present, in which the divide between past and future is merely a (...) point or a line with no thickness. The anonymous source for the term 'specious present' is revealed as a retired businessman-turned-amateur philosopher. The more likely source for the idea itself is a little-known philosopher, Shadworth Hollway Hodgson, who was not merely a significant influence on James but also on Husserl's development of the tripartite account of internal time consciousness. I conclude by demonstrating how James' changing views on the relationship between concepts and experience meant that by the later period of his writings, including those in which he develops his own views on pragmatism, James would have not merely noted the contrast between a mathematical conception of the present and our actual experience of it, he would have taken a further step and condoned the thick experience of the present as demonstrating the inadequacy of the intellectualized mathematical characterization. Background Previous analyses of democracy and population health have focused on broad measures, such as life expectancy at birth and child and infant mortality, and have shown some contradictory results. We used a panel of data spanning 170 countries to assess the association between democracy and cause-specific mortality and explore the pathways connecting democratic rule to health gains. -/- Methods We extracted cause-specific mortality and HIV-free life expectancy estimates from the Global Burden of Diseases, Injuries, and Risk Factors Study 2016 (...) and information on regime type from the Varieties of Democracy project. These data cover 170 countries and 46 years. From the Financing Global Health database, we extracted gross domestic product (GDP) per capita, also covering 46 years, and Development Assistance for Health estimates starting from 1990 and domestic health spending estimates starting from 1995. We used a diverse set of empirical methods—synthetic control, within-country variance decomposition, structural equation models, and fixed-effects regression—which together provide a robust analysis of the association between democratisation and population health. -/- Findings HIV-free life expectancy at age 15 years improved significantly during the study period (1970–2015) in countries after they transitioned to democracy, on average by 3% after 10 years. Democratic experience explains 22·27% of the variance in mortality within a country from cardiovascular diseases, 16·53% for tuberculosis, and 17·78% for transport injuries, and a smaller percentage for other diseases included in the study. For cardiovascular diseases, transport injuries, cancers, cirrhosis, and other non-communicable diseases, democratic experience explains more of the variation in mortality than GDP. Over the past 20 years, the average country's increase in democratic experience had direct and indirect effects on reducing mortality from cardiovascular disease (−9·64%, 95% CI −6·38 to −12·90), other non-communicable diseases (−9·14%, −4·26 to −14·02), and tuberculosis (−8·93%, −2·08 to −15·77). Increases in a country's democratic experience were not correlated with GDP per capita between 1995 and 2015 (ρ=–0·1036; p=0·1826), but were correlated with declines in mortality from cardiovascular disease (ρ=–0·3873; p<0·0001) and increases in government health spending (ρ=0·4002; p<0·0001). Removal of free and fair elections from the democratic experience variable resulted in loss of association with age-standardised mortality from non-communicable diseases and injuries. -/- Interpretation When enforced by free and fair elections, democracies are more likely than autocracies to lead to health gains for causes of mortality (eg, cardiovascular diseases and transport injuries) that have not been heavily targeted by foreign aid and require health-care delivery infrastructure. International health agencies and donors might increasingly need to consider the implications of regime type in their efforts to maximise health gains, particularly in the context of ageing populations and the growing burden of non-communicable diseases. In my article I reconstruct the main threads of Robert Stalnaker’s book Our Knowledge of the Internal World, which focuses on the problem of our epistemic relation to our experience and the relation between experience and knowledge. First, the book proposes an interesting view of externalism, which combines classical externalist claims with a contextualist approach to content ascriptions. The approach accommodates some important internalist intuitions by showing how content ascriptions can be sensitive to the perspective from which a (...) subject perceives the world. Second, Stalnaker proposes a theory of selflocating and phenomenal knowledge, which should be understood in terms of differentiating between real possibilities. The puzzling upshot of this elegant solution is that it commits one to the existence of possibilities accessible only from the first-person perspective. Finally, Stalnaker presents an argument which shows that our knowledge about our phenomenal experience is no more direct than the knowledge about external objects. Stalnaker’s claim that by merely having an experience we don’t learn any new information seems, however, too strict in light of his contextualist approach to content ascriptions. (shrink)

Pyrrhonian skepticism is usually understood as a form of quietism, since it is supposed to bring us back to where we were in our everyday lives before we got disturbed by philosophical questions. Similarly, the ‘therapeutic’ and ‘resolute’ readings of Wittgenstein claim that Wittgenstein’s ‘philosophical practice’ results in the dissolution of the corresponding philosophical problems and brings us back to our everyday life. Accordingly, Wittgenstein is often linked to Pyrrhonism and classified as a quietist. Against this reading, I will employ (...) Laurie Paul’s notion of epistemically transformative experience and argue that Pyrrhonian skepticism and Wittgenstein’s philosophy can be interpreted as a philosophical practice that changes our self-understanding in significant ways. I will argue that this practice can evoke transformative experiences and is thereby able to yield a non-propositional insight into the finitude of the human condition. This shows that Pyrrhonian skepticism and Wittgenstein’s philosophy go beyond quietism. (shrink)

The Mamasapano Incident of January 25, 2015, marked a tragic episode in Philippine history, stemming from an operation aimed at neutralizing the suspected international terrorist, Zulkifli bin Hir, also known as Marwan. This operation, conducted by the Philippine National Police – Special Armed Forces (PNP-SAF), led to clashes resulting in casualties from both the SAF and MILF/BIFF members, as well as civilians, and the displacement of local residents. While the incident garnered national attention and spurred investigations primarily focused on (...) the casualties and political ramifications, the plight of the displaced civilians received inadequate scrutiny. Motivated by the impact on families associated with MSU – Maguindanao, situated near the conflict zone, this research delves into the conditions faced by Internally Displaced Persons (IDPs) in the aftermath of the Mamasapano Incident. By exploring the experiences of these respondents, the study contributes to the broader understanding of IDPs and the detrimental effects of armed conflict on society. Moreover, it aims to identify opportunities for mitigating such conflicts. The research objectives encompass examining the evacuation experiences, soliciting suggestions for supporting affected communities during times of conflict, and understanding the challenges faced by IDPs and coping mechanisms. Through an exploratory approach, the study investigates firsthand accounts of evacuation and post-return experiences in Mamasapano, Mindanao, Philippines. Findings reveal that during evacuation, respondents received basic assistance such as food, water, medicine, and clothing from various agencies, yet essential facilities like proper sanitation were lacking. Challenges encountered include food scarcity, inadequate water supply, overcrowding, and health issues. Upon return, observations of increased security presence and dwindling assistance highlighted the enduring impact of the incident on social, economic, educational, and health aspects of the community. In summary, this research sheds light on the overlooked plight of IDPs affected by the Mamasapano Incident, emphasizing the urgent need for comprehensive support and interventions to address their multifaceted challenges and facilitate sustainable recovery. O’Regan and Noë’s sensorimotor approach rejects the old-fashioned view that perceptual experience in humans depends solely on the activation of internal representations. Reflecting a wealth of empirical work, for example active vision, the approach suggests that perceiving is, instead, a matter of bodily exploration of the outside environment. To this end, the approach says the perceiver must deploy knowledge of sensorimotor contingencies, the ways sense input changes with movement by the perceiver or object perceived. Clark has observed that the (...) approach faces a challenge accounting for the experience of temporal duration, since event-like properties cannot be characterised by reference to the sensory consequences of possible movements. This paper argues that the account can best be shored up by emphasising, more than Noë does, the dependence of perceptual experience, in general, on temporally extended, organismic interaction with the outside environment. The paper argues, moreover, that an ‘extensionalist’ account of temporal experience could help make sense of object experience, which is itself, plausibly, an experience of temporal duration. The objective of this work is to investigate Karol Wojtyła’s meta-ethics. Following the Aristotelian and Thomistic tradition, he maintains that ethics is a science. Contrary to the Aristotelian tradition, which conceives ethics as a practical science, Wojtyła sustains that ethics is also a science with theoretical objectivity. He posits the human “experience of morality,” in a specific sense, the moral experience of “I ought to do x”, as the ground for the objectivity of ethics as science. He also (...) critiques the understanding of experience as merely a sense-perception and appearance/phenomenon in empiricism and phenomenalism. However, it maintains the phenomenological understanding of experience as “lived-experience.” Thus, this work is an attempt to flesh out Karol Wojtyla's meta-ethics by investigating the following: 1. Karol Wojtyła’s Philosophy of Person as an Efficacious Moral Person. 2. Wojtyła’s Objectivity of Experience as Subjective Fact. 3. Exposition of his Understanding of Ethics. 4. Can an ugly experiment be a good experiment? Philosophers have identified many beautiful experiments and explored ways in which their beauty might be connected to their epistemic value. In contrast, the present chapter seeks out (and celebrates) ugly experiments. Among the ugliest are those being designed by AI algorithms. Interestingly, in the contexts where such experiments tend to be deployed, low aesthetic value correlates with high epistemic value. In other words, ugly experiments can be good. Given this, we should conclude (...) that beauty is not generally necessary or sufficient for epistemic value, and increasing beauty will not generally tend to increase epistemic value. (shrink)

Introduction The major burden of the COVID-19 pandemic has been mainly on healthcare workers (HCWs) and as a result many of them have been afflicted with the disease thus far. -/- Purpose The present study was an effort to investigate Tehran University of Medical Sciences HCWs' experiences of COVID-19 during the pandemic in Tehran, Iran. -/- Methods This study is essentially a conventional qualitative content analysis. Twenty-six HCWs (including 7 physicians, 16 nurses, and 3 physiotherapists) were purposefully selected to participate (...) in the study. The data were collected from April 2020 to January 2021 through semi-structured face-to-face interviews. The interviews were transcribed and then analyzed based on the Graneheim and Lundman method using MAXQDA 12. -/- Results Based on the qualitative content analysis which resulted in 364 initial codes, three themes and eight subthemes were extracted. The extracted themes were “support,” “control,” and “improvement.” -/- Conclusions HCWs are in close contact with COVID-19 patients as part of their professional careers and the provision of quality patient care in times of crises is unattainable unless HCWs enjoy support and their own health is maintained. Making institutional, national, and international preparations for their protection is an obligation. (shrink)

Drawing on ideas from philosophy (in particular, epistemology), I argue that one of memory’s most important functions is to provide its owner with knowledge of the physical world. This knowledge helps satisfy the organism’s need to confer stability on an ever-changing reality so the objects in which it consists can be identified and reidentified. I then draw a distinction between sources of knowledge (i.e., from physical vs. subjective reality) and argue—based on evolutionary principles—that because memory was designed by natural selection (...) to interface with the physical world, knowledge acquired via sensory/perceptual experiences should be better remembered than internally generated knowledge made available by introspection. A study conducted to test this hypothesis provides support. I conclude that a serious interdisciplinary approach to issues typically considered the purview of psychology best enables researchers to craft well-specified, theoretically based hypotheses that directly target functions of the mind.
