Over the years, companies have adopted hiring algorithms because they promise wider job candidate pools, lower recruitment costs and less human bias. Despite these promises, they also bring perils. Using them can inflict unintentional harms on individual human rights. These include the five human rights to work, equality and nondiscrimination, privacy, free expression and free association. Despite the human rights harms of hiring algorithms, the AI ethics literature has predominantly focused on abstract ethical principles. This is problematic for two reasons. (...) First, AI principles have been criticized for being vague and not actionable. Second, the use of vague ethical principles to discuss algorithmic risks does not provide any accountability. This lack of accountability creates an algorithmic accountability gap. Closing this gap is crucial because, without accountability, the use of hiring algorithms can lead to discrimination and unequal access to employment opportunities. This paper makes two contributions to the AI ethics literature. First, it frames the ethical risks of hiring algorithms using international human rights law as a universal standard for determining algorithmic accountability. Second, it evaluates four types of algorithmic impact assessments in terms of how effectively they address the five human rights of job applicants implicated in hiring algorithms. It determines which of the assessments can help companies audit their hiring algorithms and close the algorithmic accountability gap. (shrink)

As COVID-19 spread, clinicians warned of mental illness epidemics within the coronavirus pandemic. Funding for digital mental health is surging and researchers are calling for widespread adoption to address the mental health sequalae of COVID-19. -/- We consider whether these technologies improve mental health outcomes and whether they exacerbate existing health inequalities laid bare by the pandemic. We argue the evidence for efficacy is weak and the likelihood of increasing inequalities is high. -/- First, we review recent trends in digital (...) mental health. Next, we turn to the clinical literature to show that many technologies proposed as a response to COVID-19 are unlikely to improve outcomes. Then, we argue that even evidence-based technologies run the risk of increasing health disparities. We conclude by suggesting that policymakers should not allocate limited resources to the development of many digital mental health tools and should focus instead on evidence-based solutions to address mental health inequalities. Graduates' employability indicates the excellent education and relevant preparation they obtained from their respective degrees. Tracer studies have enabled higher education institutions to profile their graduates while also reflecting on the quality of education they provide. With the foregoing, a tracer study determined the demographic and academic profile of teacher education graduates from 2017 to 2020 in a state university in the West Philippines. It also ascertained the advanced studies they attended after college, their employment data, the relevance of college (...) preparation with their current employment, difficulties they encountered while securing employment and in their present job, and recommendations to strengthen the teacher education program. The study utilized a descriptive survey research design with 80 non-random samples chosen based on availability. The survey was based on the Philippine Commission on Higher Education with modifications elucidated from previous studies. Results showed that graduates took the teacher education program with a strong passion for the teaching profession. More graduates received honors and awards, passed the licensure examinations for teachers, attended advanced studies for professional development, and are employable. Besides, the graduates’ college preparation is relevant to their current employment. Further, difficulties and problems encountered and recommendations to strengthen the teacher education program were noted. These findings may serve as a baseline for curriculum review and give suggestions for future tracer studies. (shrink)

In a calculation involving imaginary numbers, we begin with real numbers that represent concrete measures and we end up with numbers that are equally real, but in the course of the operation we find ourselves walking “as if on a bridge that stands on no piles”. How is that possible? How does that work? And what is involved in the as-if stance that this metaphor introduces so beautifully? These are questions that bother Törless deeply. And that Törless is bothered by (...) such questions is a central question for any reader of Törless. Here I offer my interpretation, along with a reconstruction of the philosophical intuition that lies behind it all. (shrink)

Musil wollte der Versuchung widerstehen, der Mohammed seiner eigenen Ideen zu sein. Ich möchte heute diese Rolle übernehmen, Musils Mohammed zu sein, ich werde dieser Versuchung nachgeben. Musils großartige Philosophie und insbesondere ihr Herzstück, die Analyse des Gefühls, ist, als philosophische Leistung, nie richtig eingestuft worden. Und zwar, weil sie thematisch eng zusammenhängt mit zwei philosophischen Traditionen, der einen, die er teilweise gekannt hat - der deskriptiven Psychologie von Brentano, Meinong, Höfler, Baley, Stumpf, Husserl, Scheler und den Gestalt-Psychologen - (...) der anderen, die er nicht kennen konnte - der analytischen philosophy of mind nach Wittgenstein. Nun, deutschsprachige Philosophen kennen die erste kaum, da sie thematisch und methodologisch meilenweit entfernt von den Anliegen Meister Eckharts und Kants ist, und anglophone Philosophen kennen Musil kaum, da die Druckfahnenkapitel und die Essays ihnen kaum zugänglich (gewesen) sind. Robert Musil (1880-1942), the Austrian writer, essayist and author of Der Mann ohne Eigenschaften (MoE), and Max Scheler (1874-1928), the south German realist phenomenologist, shared a number of philosophical convictions and interests. These convictions and interests distinguish them from almost all their contemporaries. They are by no means common today although more common than they were. At the centre of their work stand detailed anatomies of the human heart.

Robert Musil należy do grona wybitnych pisarzy, którzy zrezygnowali z kariery naukowej na rzecz pisarstwa. Właśnie w twórczości literackiej dostrzegał Musil możliwość wyrażenia tych stanów świadomości, które przekraczają zwykły racjonalizm. Droga, którą podąża Ulrich - główna postać Człowieka bez właściwości - prowadzi poprzez różne płaszczyzny możliwości poznawczych człowieka, które pozwalają ułożyć się w formę hierarchicznego spektrum. Z literaturoznawczego punktu widzenia są to trzy paradygmaty poznawcze o kluczowym znaczeniu dla dzieła pisarza. Pierwszy to paradygmat odzwierciedlenia o charakterze empiryczno-sensorycznym służący (...) wielu pożytecznym celom, jednak mający poważne ograniczenia. Drugi zawiera świadomość, uczucia, nadzieje, lęki itp. W przeciwieństwie do pierwszego, którego właściwością jest monolog, jest paradygmatem realizującym się poprzez dialog. Kluczem do aspektów tej płaszczyzny jest hermeneutyka. Trzeci paradygmat to paradygmat transpersonalnej tożsamości. Płaszczyzna ta jest „niedualistyczna”, co można interpretować jako przekraczanie dychotomii podmiotu i przedmiotu. Dla mistycznych mędrców i filozofów jest to świadomość bezpośrednia i pozajęzykowa. Między tymi poziomami nie ma sprzeczności, odzwierciedlają one zupełnie realne różnice pomiędzy poziomami spektrum świadomości. Realizacja koncepcji „wewnętrznego człowieka” nie dokonuje się samoistnie i bez trudu. Regresywnym aspektem „innego stanu" są preracjonalne tendencje i impulsy. Ponieważ i one leżą poza możliwościami logicznej interpretacji, często mylone są z. progresywnymi tendencjami transracjonalnymi. Autor artykułu używa dla rozróżnienia tych dwóch aspektów Musilowskiego „innego stanu” terminów pozytywnej i negatywnej kontyngencji. (shrink)

This paper argues that the problem of how to act in the face of radical contingency is of central importance in Musil’s novel and intimately connected to what Musil calls the sense of possibility. There is a variety of different strategies by which individuals, and the state of Kakania as a whole, deal with contingency, and they all involve a claim to a kind of grounding or necessity; for example, the Parallel Campaign is one big attempt to ground (...) Kakania in what can be perceived as a form of metaphysical necessity. With the figure of Ulrich, Musil radicalizes the problem by showing the consequences of viewing even the relationship one has to one’s own self as contingent – the ultimate outcome of which is self-alienation. It is a familiar feature of our affective psychology that our moods ‘crystalize’ into emotions, and that our emotions ‘diffuse’ into moods. Providing a detailed philosophical account of these affective shifts, as I will call them, is the central aim of this paper. Drawing on contemporary philosophy of emotion and mood, alongside distinctive ideas from the phenomenologically-inspired writer Robert Musil, a broadly ‘intentional’ and ‘evaluativist’ account will be defended. I argue that we do best to understand important features of (...) these affective shifts – which I document across this paper – in terms of intentional and evaluative aspects of the respective states of moods and emotion. At same the time, the account is pitched at the phenomenological level, as dealing with affective shifts primarily in terms of moods and emotions as experiential states, with respect to which it feels-like-something to be undergoing the relevant affective experience. The paper also applies the intentional-evaluative model of affective shifts to anxiety in more detail, developing the idea that certain patterns of affective shift, particularly those that allow for a kind of ‘emotional release’, can contribute to a subject’s well-being. “Denn das Maß der Widerwärtigkeiten und Schlechtigkeiten wird augenblicklich wieder durch neue aufgefüllt, als glitte das eine Bein der Welt immer wieder zurück, wenn sich das andere vorschiebt. Daran müßte man die Ursache und den Geheimmechanismus erkennen!” (Robert Musil, Der Mann ohne Eigenschaften, I, 27) Die Frage, ob Evolution eine Fortschrittskomponente beinhalte, oder zumindest einen Trend zur Komplexität der Organismen oder der Ökosysteme, beschäftigt nicht nur Romanschreiber, sondern Biologen wie Philosophen (Ruse 1993). Ist Anpassung ein Schritt vorwärts? Wovon weg (...) - worauf zu? Ist der komplexere Organismus besser an seine Umwelt angepaßt? Wenn ja, was sind die Konsequenzen und Kosten solchen Fortschritts? Ludwig von Bertalanffy wunderte sich über den Sinn eines evolutionären Dramas, in dem das Leben sich umständlich immer höher schraubt, um für jede erreichte Ebene einen neuen Preis zu zahlen: für Vielzelligkeit den Tod des Individuums, für das Nervensystem den Schmerz, für das Bewußtsein die Angst (Davidson 1983). Daß Evolution nicht, wie man lange glauben wollte, partout der Komplexität zustrebt, zeigt sich am Verlust der Flugfähigkeit bei vielen Inselvögeln in Abwesenheit terrestrischer Räuber, oder an der strukturellen Vereinfachung der meisten Parasiten, wird aber besonders deutlich in den klassischen Experimenten von Spiegelman (1967). Spiegelman inkubierte die RNA eines Virus in einer konstant gehaltenen Brühe aus freien Monomeren und Replikase. Unter artifizieller Selektion für rapide Reproduktion etablierte sich in diesem Experiment nach nur 75 Generationen eine stabile Mutante, die sich zwar fünfzehnmal so schnell vermehrte, sich aber von ursprünglich 4200 Nukleotiden auf nur mehr 220 reduziert hatte, nicht viel mehr als die Erkennungsstelle für die Replikase. Im Schlaraffenland, wo Ressourcen nie weniger werden, Abfälle sich nie anhäufen und Feinde nicht existieren, in einer Umwelt also, in welcher der Organismus weder bedroht noch von den Rückwirkungen seiner eigenen Handlungen betroffen wird, verläuft die Evolution anscheinend nicht in Richtung auf zunehmende Größe und Komplexität, wie dies Bonner (1988) für die reale Welt zu zeigen versuchte, sondern genau umgekehrt. Ich werde im folgenden eine Antwort auf dieses Paradoxon skizzieren, die aus den folgenden Thesen besteht: 1. Jeder Adaptivschritt eines evoluierenden Organismus zieht einen Komplementärschritt seiner unbelebten und seiner belebten Umwelt nach sich. Die Umwelt weicht vom sich adaptierenden Organismus zurück. Der Organismus von heute ist an die Umwelt von gestern angepaßt. 2. Während die unbelebte Umwelt lediglich in passiver Weise auf das energetische Vordringen des Organismus reagiert, sind Wechselwirkungen zwischen Organismus und belebter Umwelt, also anderen Organismen, teleonomisch. Wechselwirkungen, die im Energiefluß asymmetrisch sind (wie zum Beispiel zwischen Räuber und Beute), sind im Informationsfluß komplementär asymmetrisch. In dem Maße wie Energie zum erfolgreichen Räuber fließt, fließt Information zur erfolgreichen Beute. Der Räuber von heute erbt das Beutebild von gestern. 3. Einmalige Individualität, das Resultat sexueller Fortpflanzung, vermittelt diese asymmetrische Rückkoppelung und puffert die daraus resultierende zeitverschobene Eskalation. Der Trend zur Individualisierung ist selbstverstärkend und führt zu zunehmender räumlicher und zeitlicher Komplexität von Organismen und Umwelten. Individualität ist die stärkste Triebfeder in der Gestaltung der Biosphäre. (shrink)

Der vorliegende Forschungsband möchte der kulturelle Bedeutung der Ersten Republik und deren Leistungen einen gebührenden Platz einräumen. Während sich nämlich Wiener Moderne und Weimarer Republik heute einer fortdauernden Aufmerksamkeit erfreuen, sind die Kultur der Ersten Republik und hier vorab des soziokulturellen Laboratoriums Wien – vermutlich schon in der Wahrnehmung vieler Zeitgenossinnen und Zeitgenossen unterbelichtet geblieben. Versammelt sind Beiträge zur Volksbildung im Roten Wien, zu Architektur und Stadtplanung, zu neuen Diskursen in der Psychoanalyse oder zur Neuorientierung Musils nach 1918, die später (...) zu seinem epochalen Roman »Der Mann ohne Eigenschaften« führen wird. Was ihn von anderen Publikationen unterscheidet, ist ein komparatistischer Aspekt, der etwa im Vergleich zwischen der Revolution 1918 in Wien und Österreich und der (kurzlebigen) Räterepublik in Ungarn aber auch in der Analyse der ungarischen Medien in der Zwischenkriegszeit zum Ausdruck kommt. Durch diese erhellenden Vergleiche fällt neues Licht auf die spezifische Besonderheit der Ersten Republik und der Situation im Roten Wien. (shrink)

Many works of fiction include portraits in their storyworlds. Some of these portraits are themselves fictional, such as the portrait of Dorian Gray in Oscar Wilde's novel. Others are real, such as the Darnley portrait of Elizabeth I in A. S. Byatt's The Virgin in the Garden. When authors invent portraits, they expect us to visualise them. When they refer to real portraits, they exploit our familiarity with how they actually look. Like representations of other real entities in fiction, references (...) to real portraits function to ground the story in the real world. But portraits are more than material entities; they are also representational in their own right. In contrasting the ways real portraits are used in Josephine Tey's The Daughter of Time and Orhan Pamuk's My Name is Red, I argue that authors can be criticised when they mischaracterise the representational features of real portraits. This is an English translation of Waldenfels' German essay: Equality and inequality are basic elements of law, justice and politics. Equality integrates each of us into a common sphere by distributing rights, duties and chances among us. Equality turns into mere indifference as far as we get overintegrated into social orders. When differences are fading away experience loses its relief and individuals lose their face. Our critical reflections start from the inevitable paradox of making equal what is not equal. In (...) various ways they refer to Nietzsche’s concept of order, to Marx’s analysis of money, to Lévinas’s ethics of the Other, and to novelists like Dostoevsky and Musil. Our critique turns against two extremes, on the one hand against any sort of normalism fixed on functioning orders, on the other hand against any sort of anomalism dreaming of mere events and permanent ruptures. Responsive phenomenology shows how we are confronted with extraordinary events. Those deviate from the ordinary and transgress its borders, without leaving the normality of our everyday world behind. The process of equalizing moves between the ordinary and the extraordinary. What makes the difference and resists mere indifference are creative responses which are to be invented again and again. The Louvre Museum is the largest of the world's art museums by its exhibition surface. These represent the Western art of the Middle Ages in 1848, those of the ancient civilizations that preceded and influenced it (Oriental, Egyptian, Greek, Etruscan and Roman), and the arts of early Christians and Islam. At the origin of the Louvre existed a castle, built by King Philip Augustus in 1190, and occupying the southwest quarter of the current Cour Carrée. In 1594, Henri IV decided (...) to unite the palace of the Louvre with the palace of the Tuileries built by Catherine de Medicis. The Cour Carrée was built by the architects Lemercier and then Le Vau, under the reign of Louis XIII and Louis XIV. The Department of Paintings currently has about 7,500 paintings (of which 3,400 are exposed), covering a period that goes from the Middle Ages to 1848 (date of the beginning of the Second Republic). By including the deposits, the collection is, with 12,660 works, the largest collection of ancient paintings in the world. With rare exceptions, the works after 1848 were transferred to the Musée d'Orsay when it was created in 1986. Il est rare, en philosophie, qu'on rencontre un problème ayant reçu une solution définitive. Dans le cadre de la philosophie contemporaine du langage, cependant, la critique de Russell à Meinong fait souvent figure d'exception à la règle - ce que l'on ne peut, eu égard à certains aspects de la philosophie de Meinong, que déplorer. Selon l'interprétation courante, la théorie des descriptions définies de Russell - que Ramsey qualifia de “paradigme de philosophie” - aurait mis hors jeu une fois pour (...) toutes la doctrine ontologique de Meinong, caractérisée par des thèses d’apparence paradoxale telles que : “il y a des choses telles qu’il n’y a pas de telles choses”, “l’objet est au-delà de l’être et du non-être”, “l’être-ainsi [le fait d’avoir des propriétés] précède l’existence (Dasein)”. Récemment pourtant, on a tenté, de toutes parts, de faire revivre la doctrine meinongienne. Je pense ici aux diverses propositions, toutes d’inspiration meinongienne, avancées par Castañeda 1989, Parsons 1980, Rapaport 1978, Routley 1980 et Zalta 1983. Mais bien que toutes ces propositions aient développé certaines intuitions meinongiennes de manière certainement plus raffinée d’un point de vue formel que Meinong lui-même, elles ont été perçues comme de purs modèles théoriques sans aucun doute intéressants, mais incapables en tant que tels de déplacer les termes de la question, comme Russell l’avait fait à l’égard de Meinong. Ainsi naît l’exigence de repenser le thème complet et d’évaluer dans quelle mesure la critique de Russell pose vraiment de sérieuses difficultés aux thèses meinongiennes. Nous verrons ainsi ce qu’il faut, dans ces dernières, considérer comme mort, et ce qui, au contraire, jouit toujours d'une validité objective. Si ce qui suit est plausible, nous découvrirons que ces thèses résistent pour la plupart aux critiques de Russell, à condition qu’on les considère de façon adéquate. (shrink)
