Public secondary schools are scarcely available to children in rural Haiti who want to continue their education beyond primary school. While some remote communities may offer private schools, poor families simply cannot afford to send their children to private schools or even move to a city where they have options to attend public secondary schools. The research examined the perspectives of well-informed Haitian educators and other educators who were familiar with the issue of limited access to public secondary education in (...) rural areas of Haiti. The research further determined that the problem can't be solved unless we look at how the country's educational system was affected by Dominance and Abuse of Power by the Elites and other oppressive factors. 20 educators in Haiti and the United States participated in semi-structured interviews to compile data that were analyzed through the prism of Benet's Polarities of democracy theory. The findings indicated that Education for rural residents is undervalued by the government. Political and personal agendas are given more priority. Closing the gap between urban and country life is critical. More public secondary schools for rural areas need to be established, which will need a paradigm shift in the education system of the country. (shrink)

The polarities of democracy framework is founded on critical theory ideas that seek to achieve social change by overcoming oppression and violence, which both endanger humanity's survival. Benet expanded the theory by utilizing Johnson’s concept of polarity management as a conceptual framework. Viewing the polarities of democracy model as a unifying paradigm can help in organizing, leading, and evaluating democratic social change activities aimed at creating healthy, sustainable, and just communities. According to the argument, Democracy is seen as a remedy (...) for oppression rather than a mere dichotomy. In order to reach that point, it's important to recognize the presence of 10 values, with each being crucial on its own yet not enough individually, forming five polarity pairs. The study aimed to explore the perspectives of Haitian educators and other instructors familiar with public education in rural areas on the challenges and opportunities for enhancing access to quality public secondary education in places such as Pointe L’Abacou, Haiti. The limited access to public secondary education in rural regions of Haiti has impacted children who want to pursue their education beyond the primary level. This generic qualitative study aimed to explore the perceptions of informed Haitian educators and other educators who were knowledgeable about the lack of access to public secondary education in rural Haiti, specifically through the framework of polarities of democracy theory. Data were gathered by conducting semistructured interviews with 20 educators who were situated in both Haiti (...) and the United States. NVivo 14 was used to organize, code, and analyze the data. Thematic analysis revealed three themes: (a) the government prioritizes political and personal interests over rural residents’ education, (b) disparities need to be reduced between urban and rural areas, and (c) a revolution in education is needed to build more public secondary schools for rural residents. Public policy recommendations included investing in training rural individuals to create a database of academics who can meet local students’ educational demands. Positive social change can occur by enhancing governmental services, implementing strategies to revitalize the agricultural sector in rural regions, and promoting active participation of rural residents in shaping the design of public schools to ensure effective secondary education for their children. Second, we discuss the nature and effects of a less common but equally important form of generics about social kinds. Finally, we consider the implications of this discussion for how we ought to use language about the social world.

A tribute to the theoretical biologist Brian Goodwin.

How can we make moral progress on factory farming? Part of the answer lies in human moral psychology. Meat consumption remains high, despite increased awareness of its negative impact on animal welfare. Weakness of will is part of the explanation: acceptance of the ethical arguments doesn’t always motivate changes in dietary habits. However, we draw on scientific evidence to argue that many consumers aren’t fully convinced that they morally ought to reduce their meat consumption. We then identify two key psychological (...) mechanisms—motivated reasoning and social proof—that lead people to resist the ethical reasons. Finally, we show how to harness these psychological mechanisms to encourage reductions in meat consumption. A central lesson for moral progress generally is that durable social change requires socially-embedded reasoning. (shrink)

Disability laws are crucial in ensuring a life of dignity for persons with disabilities. However, they remain limited and ineffective in the absence of adequate knowledge and awareness of the experiences with disability. The limitedness of disability laws has been spoken of in cases where the full realization of rights is subject to technological, philosophical, and market dynamics. In many cases, the law is also weakened by negative cultural beliefs and social perceptions of disability. And then there are cases where (...) disability laws perpetuate or tolerate oppression and violence. Despite their limitedness, disability laws offer normative content to facilitate engagement and critique for reform. In terms of what disability laws ‘ought’ to be, scholars write, that they should be about disabled people and the meanings provided by them. This objective has and can be fulfilled with the aid of disability studies that go beyond the inquiries of law with the right kind of research tools to theorize and re-theorize concepts and meanings about disability. Disability studies, in other words, represent the living conditions of disabled persons and the questions of how disability and/or impairment should be defined. This chapter examines the interaction between disability law and disability studies through the prism of the Convention on the Rights of Persons with Disabilities (CRPD). While discussing the models of disability (medical, social, human rights, and relational-community models) and agendas for reforming the CRPD, the chapter highlights the importance of new concepts and approaches. Further, the potential of disability laws, CRPD in particular, has been discussed keeping in mind the application of its core principles across different sectors (with a special focus on the Marrakesh treaty and copyright laws). Abstract: Harnessing natural gas resources for sustainable development requires undertaking fundamental decision chains. The role of the government in championing strategic decisions in the management of these resources to spur social and economic growth is of critical importance. Without proper decision chains, natural gas resources paradoxically may undermine development. The study found that the findings from both closed ended and open-ended results have the implication for adequate decisions the government may take in managing the natural gas resources for long-term social (...) and economic development. The study suggests that in order to accelerate social and economic development of Tanzania, natural gas revenues should be accounted for and wisely use to finance long-term development projects and for an accelerated transition out of poverty. Some physicians, in their care of patients at risk of misusing opioids, use machine learning (ML)-based prediction drug monitoring programmes (PDMPs) to guide their decision making in the prescription of opioids. This can cause a conflict: a PDMP Score can indicate a patient is at a high risk of opioid abuse while a patient expressly reports oppositely. The prescriber is then left to balance the credibility and trust of the patient with the PDMP Score. Pozzi1 argues that a prescriber who (...) downgrades the credibility of a patient’s testimony based on a low PDMP Score is epistemically and morally unjustified and contributes to a form of testimonial injustice. This results in patients being silenced, excluded from decision-making processes and subjected to structural injustices. Additionally, the use of ML systems in medical practices raises concerns about perpetuating existing inequalities, overestimating their capabilities and displacing human authority. However, almost the very same critiques apply to human-based systems. Formalisation, ML systems included, should instead be viewed positively,2 and precisely as a powerful means to begin eroding these and other problems in ethically sensitive domains. In this case, the epistemic virtues of formalisation include promoting transparency, consistency and replicability in decision making. Rigorous ML systems can also help ensure that models …. This chapter uses the distinction between speculative and analytic philosophy as a background against which to present the summaries of the articles on the nature of philosophy by Mary Whiton Calkins, Dorothy Walsh and Marjorie Glicksman. Calkins and Walsh (in her first contribution) examine the relationship between philosophy and metaphysics: Calkins identifies philosophy with speculative metaphysics while Walsh argues that any ethical theory requires some underlying speculative metaphysics. In Walsh’s second contribution, she further argues that philosophical language rightly is (...) characteristically different from the languages of science, logic and poetry. Glicksman, finally, addresses the question how to deal with the multiplicity of views concerning the nature of philosophy. (shrink)

In her 2007 paper, “Argument Has No Function” Jean Goodwin takes exception with what she calls the “explicit function claims”, arguing that not only are function-based accounts of argumentation insufficiently motivated, but they fail to ground claims to normativity. In this paper I stake out the beginnings of a functionalist answer to Goodwin.

Presents the results of our study comparing two different approaches (those of Goodwin and Darley 2008, and Sarkissian et al. 2011) to empirically measuring people's belief in moral objectivity. Examines the relationship between belief in moral objectivity and two other metaethical attitudes: belief in moral progress and belief in a just world.

Uttrykker tausheten en usynliggjøring som opprettholder et faglig makthierarki? Eller skyldes det at feministisk etikk ikke er «ekte» filosofi, men politikk forkledd som vitenskap? I denne artikkelen diskuteres den feministiske etikkens faglige bidrag og eksistensberettigelse.

Recent empirical work on folk moral objectivism has attempted to examine the extent to which folk morality presumes that moral judgments are objectively true or false. Some researchers report findings that they take to indicate folk commitment to objectivism (Goodwin & Darley, 2008, 2010, 2012; Nichols & Folds-Bennett, 2003; Wainryb et al., 2004), while others report findings that may reveal a more variable commitment to objectivism (Beebe, 2014; Beebe et al., 2015; Beebe & Sackris, 2016; Sarkissian, et al., 2011; (...) Wright, 2018; Wright, Grandjean, & McWhite, 2013; Wright, McWhite, & Grandjean, 2014). However, the various probes that have been used to examine folk moral objectivism almost always fail to be good direct measures of objectivism. Some critics (Beebe, 2015; Pölzler, 2017, 2018) have suggested that the problems with existing probes are serious enough that they should be viewed as largely incapable of shedding any light on folk metaethical commitments. Building upon the work of Justin Khoo and Joshua Knobe (2018), I argue that many of the existing probes can be seen as good measures of the extent to which people think that the truth of one moral judgment excludes the possibility that a judgment made by a disagreeing party is also true and that the best explanation of the findings obtained using these measures is significant folk support for indexical moral relativism—the view that the content of moral judgments is context-sensitive. If my thesis is correct, many contemporary moral philosophers are deeply mistaken about the metaethical contours of folk morality in one very important respect. (shrink)

Current advances in research, development and application of artificial intelligence systems have yielded a far-reaching discourse on AI ethics. In consequence, a number of ethics guidelines have been released in recent years. These guidelines comprise normative principles and recommendations aimed to harness the “disruptive” potentials of new AI technologies. Designed as a semi-systematic evaluation, this paper analyzes and compares 22 guidelines, highlighting overlaps but also omissions. As a result, I give a detailed overview of the field of AI ethics. Finally, I also examine to what extent the respective ethical principles and values are implemented in the practice of research, development and application of AI systems—and how the effectiveness in the demands of AI ethics can be improved. A number of papers have applied the CNI model of moral judgments to investigate deontological and consequentialist response tendencies (Gawronski et al., 2017). A controversy has emerged concerning the methodological assumptions of the CNI model (Baron & Goodwin, 2020, 2021; Gawronski et al. 2020). In this paper, we contribute to this debate by extending the CNI paradigm with a skip option. This allows us to test an invariance assumption that the CNI model shares with prominent process-dissociation models in cognitive (...) and social psychology (Klauer et al., 2015). Like for these models, the present experiments found violations of the invariance assumption for the CNI model. In Experiment 2, we replicate these results and selectively influence the new parameter for the skip option. In addition, structural equation modeling reveals that previous findings for the relationship between gender and the CNI parameters are completely mediated by the association of gender with primary psychopathy. This article argues that an ethical framework will help to harness the potential of AI while keeping humans in control.

In this précis of The Practical Origins of Ideas: Genealogy as Conceptual Reverse-Engineering (OUP 2021), I summarize the key claims of the book. The book describes, develops, and defends an underappreciated methodological tradition: the tradition of pragmatic genealogy, which aims to identify what our loftiest and most inscrutable conceptual practices do for us by telling strongly idealized, but still historically informed stories about what might have driven people to adopt and elaborate them as they did. What marks out this methodological (...) tradition, I argue, is that it synthesizes two genres of philosophical genealogy that are standardly set against each other: state-of-nature fictions on the one hand and patiently documentary historiography on the other. These two genres of genealogy are usually taken to be mutually exclusive and to answer to radically different philosophical interests and temperaments. But I offer a systematic account of a tradition that combines both genres into a single genealogical method, augmenting genealogy’s power and range by harnessing the strengths and possibilities of both genres. Multiple states are at risk of becoming uninhabitable due to climate change, forcing their populations to flee. While the 1951 Refugee Convention provides the gold standard of international protection, it is only applied to a limited subset of people fleeing their countries, those who suffer persecution, which most people fleeing climate change cannot establish. While many journalists and non-lawyers freely use the term “climate refugees,” governments, and courts, as well as UNHCR and many refugee experts, have excluded most climate refugees (...) from the Convention as a matter of legal interpretation. In our 2015 paper, “Unable to Return in the 1951 Refugee Convention: Stateless Refugees and Climate Change”, we sought to reopen the debate on “climate refugees” by arguing that some climate refugees qualify under the 1951 Convention as it is currently written (even if they are not persecuted): those who are stateless and are unable to return to their country of origin because climate change has rendered it uninhabitable. Our interpretation, however, has been rejected by Goodwin-Gill and McAdam (2021) and by Foster and Lambert (2019), which explicitly responds to our paper. Here, we address and respond to their arguments, and develop a new supplementary one, drawing on the principle of systemic integration, as enshrined in Article 31(3)(c) of the Vienna Convention on the Law of Treaties. C.H. Waddington’s concepts of ‘chreods’ (canalized paths of development) and ‘homeorhesis’ (the tendency to return to a path), each associated with ‘morphogenetic fields’, were conceived by him as a contribution to complexity theory. Subsequent developments in complexity theory have largely ignored Waddington’s work and efforts to advance it. Waddington explained the development of the concept of chreod as the influence on his work of Alfred North Whitehead’s process philosophy, notably, the concept of concrescence as a self-causing process. Processes were recognized (...) as having their own dynamics, rather than being explicable through their components or external agents. Whitehead recognized the tendency to think only in terms of such ‘substances’ as a bias of European thought, claiming in his own philosophy ‘to approximate more to some strains of Indian, or Chinese, thought, than to western Asiatic, or European, thought.’ Significantly, the theoretical biologist who comes closest to advancing Waddington’s research program, also marginalized, is Mae-Wan Ho. Noting this bias, and embracing Whitehead’s and Waddington’s efforts to free biology from assumptions dominating Western thought to advance an ontology of creative causal processes, I will show how later developments of complexity theory, most importantly, Goodwin’s work on oscillations, temporality and morphogenesis, Vitiello’s dissipative quantum brain dynamics, Salthe’s work on hierarchy theory, biosemiotics inspired by Peirce and von Uexküll, Robert Rosen’s work on anticipatory systems, together with category theory and biomathics, can augment while being augmented by Waddington’s work, while further advancing Mae-Wan Ho’s radical research program with its quest to understand the reality of consciousness. This article defends Marjorie Suchocki’s position against two main objections raised by David E. Conner. Conner objects that God as a single actual entity must be temporal because there is succession in God’s experience ofthe world. The reply is that time involves at least two successive occasions separated by perishing, but in God nothing ever perishes. Conner also objects that Suchocki’s personalistic process theism is not experiential but is instead theoretical and not definitive. The reply is that his dismissal (...) of Part V of PR is arbitrary, the interpretation of all experience is theoretical, and no metaphysical interpretations are absolutely definitive, including PR as a whole. Brian was not only an original member of the editorial board of Cosmos & History, but was the patron of the Joseph Needham Centre for Complex Processes Research from within which this journal was conceived. His work and life symbolizes all that the journal stands for. The central question that Brian was concerned with throughout his life was: What is life? It seems appropriate therefore (...) to retrospectively dedicate last year’s two volume special edition on this question to him. However, I believe that this edition of Cosmos & History would also meet with his approval. If there is a theme uniting the papers in this edition it is the problematic state of existing disciplines and the fruitfulness of transcending disciplinary boundaries, something that was of increasing concern to Brian. Conceptual engineering is a philosophical method that aims to design and spread conceptual and linguistic devices to cause meaningful changes in the world. So far, however, conceptual engineers have struggled to successfully spread the conceptual and linguistic entities they have designed to their target communities. This paper argues that conceptual engineering is far more likely to succeed if it incorporates empirical data and empirical methods. Because the causal factors influencing successful propagation of linguistic or conceptual devices are as complicated and (...) interwoven as they are, proper empirical research will greatly boost the likelihood that propagation is successful. In arguing for the superiority of empirical conceptual engineering over armchair-based conceptual engineering, this paper proposes a framework for understanding the causal forces at play in propagation. This is a three-part framework between the label of a lexical item, the psychological states associated with the lexical item, and the worldly things associated with the lexical item. By understanding the way causal forces affecting propagation play out at these three levels, conceptual engineers can better conceptualize, study, and harness the different causal forces affecting the success of their conceptual engineering projects. Andreas Schmidt and Neil Levy have recently defended nudging against the objection that nudges fail to treat nudgees as rational agents. Schmidt rejects two theses that have been taken to support the objection: that nudges harness irrational processes in the nudgee, and that they subvert the nudgee’s rationality. Levy rejects a third thesis that may support the objection: that nudges fail to give reasons. I argue that these defences can be extrapolated from nudges to some nonconsensual neurointerventions; if Schmidt’s (...) and Levy’s defences succeed, then some nonconsensual neurointerventions neither harness irrationality, nor subvert rationality, nor fail to give reasons. This, I claim, poses a challenge both to opponents of nonconsensual neurointerventions, and to defenders of nudging. (shrink)

The term “dictator” may have a strong impression on many of us because it is usually associated with destructive consequences, like the Holocaust directed by Adolf Hitler and the Great Purge ordered by Joseph Stalin. Yet, little is known about how a dictator-to-be can harness the power and rise into power. This chapter proposes a psycho-political mechanism that enables a dictator-to-be to harness the power generated from disinformation-induced hysteria. The conceptual framework is constructed using the mindsponge-based analytical framework (...) and the SM3D theory (Serendipity-Mindsponge-3D). The framework can help examine cases of dictatorship and prospect potential dictators, which gives our societies insights and preparations to reduce the possible rise of dictatorship in the future. Since Circular 34 from the Ministry of Science and Technology of Vietnam required the head of the national project to have project results published in ISI/Scopus journals in 2014, the field of economics has been dominating the number of nationally-funded projects in social sciences and humanities. However, there has been no scientometric study that focuses on the difference in productivity among fields in Vietnam. Thus, harnessing the power of the SSHPA database, a comprehensive dataset of 1,564 Vietnamese authors (854 males, (...) 705 females) with 2,410 publications in the 2008 – 2018 period was extracted and analyzed. Various factors were considered including age, gender, new authors, leading authors, co-authorship, and Impact Factor. The findings suggest a high level of contribution from authors at the age of 40 – 44 in economics (858 publications) in a 12-years period, which is equivalent to the social medicine total output, and two times more than the total output of the education. Moreover, the presence and reinforcement of male researchers are still dominating in Economics and other fields, with the only exception of education. Despite the rapid rise in the number of Vietnamese lead authors, gender disparity among disciplines is an issue. Contrary to the strong international collaboration-oriented tendency in social medicine, economics, and other fields, educational authors are not open to international collaborating. Finally, most of the publications in economics belong to the group with JIF from 0 to 2, in contrast with the high number of social medicine publications with JIF from 2 to 5, which suggesting the field of economics is fulfilling the quantity, but still, need more quality publications. In this article we analyse the role that artificial intelligence (AI) could play, and is playing, to combat global climate change. We identify two crucial opportunities that AI offers in this domain: it can help improve and expand current understanding of climate change and it contribute to combating the climate crisis effectively. However, the development of AI also raises two sets of problems when considering climate change: the possible exacerbation of social and ethical challenges already associated with AI, and the (...) contribution to climate change of the greenhouse gases emitted by training data and computation-intensive AI systems. We assess the carbon footprint of AI research, and the factors that influence AI’s greenhouse gas (GHG) emissions in this domain. We find that the carbon footprint of AI research may be significant and highlight the need for more evidence concerning the trade-off between the GHG emissions generated by AI research and the energy and resource efficiency gains that AI can offer. In light of our analysis, we argue that leveraging the opportunities offered by AI for global climate change whilst limiting its risks is a gambit which requires responsive, evidence-based and effective governance to become a winning strategy. We conclude by identifying the European Union as being especially well-placed to play a leading role in this policy response and provide 13 recommendations that are designed to identify and harness the opportunities of AI for combating climate change, while reducing its impact on the environment. It is often suggested that social media is a hostile environment for critical thinking and that a major source for epistemic problems concerning social media is that it facilitates emotions. We argue that emotions per se are not the source of the epistemic problems concerning social media. We propose that instead of focusing on emotions, we should focus on the affective scaffolding of social media. We will show that some affective scaffolds enable desirable epistemic practices, while others obstruct beneficial epistemic (...) practices, or enable hostile epistemic practices. Particularly, we will show that emotions play a crucial role in the epistemic practice of critical thinking and that the affective scaffolding of social media can support, or hinder, online critical thinking. The upshot of our argument is that affective scaffoldings of social media can harness emotions to support beneficial epistemic practices, like online critical thinking. (shrink)

Nudge is a popular public policy tool that harnesses well-known biases in human judgement to subtly guide people’s decisions, often to improve their choices or to achieve some socially desirable outcome. Thanks to recent developments in artificial intelligence (AI) methods new possibilities emerge of how and when our decisions can be nudged. On the one hand, algorithmically personalized nudges have the potential to vastly improve human daily lives. On the other hand, blindly outsourcing the development and implementation of nudges to (...) “black box” AI systems means that the ultimate reasons for why such nudges work, that is, the underlying human cognitive processes that they harness, will often be unknown. In this paper, we unpack this concern by considering a series of examples and case studies that demonstrate how AI systems can learn to harness biases in human judgment to reach a specified goal. Drawing on an analogy in a philosophical debate concerning the methodology of economics, we call for the need of an interdisciplinary oversight of AI systems that are tasked and deployed to nudge human behaviours. As systems based on opaque Artificial Intelligence (AI) continue to flourish in diverse real-world applications, understanding these black box models has become paramount. In response, Explainable AI (XAI) has emerged as a field of research with practical and ethical benefits across various domains. This paper not only highlights the advancements in XAI and its application in real-world scenarios but also addresses the ongoing challenges within XAI, emphasizing the need for broader perspectives and collaborative efforts. We bring together experts from diverse (...) fields to identify open problems, striving to synchronize research agendas and accelerate XAI in practical applications. By fostering collaborative discussion and interdisciplinary cooperation, we aim to propel XAI forward, contributing to its continued success. Our goal is to put forward a comprehensive proposal for advancing XAI. To achieve this goal, we present a manifesto of 27 open problems categorized into nine categories. These challenges encapsulate the complexities and nuances of XAI and offer a road map for future research. For each problem, we provide promising research directions in the hope of harnessing the collective intelligence of interested stakeholders. (shrink)

A growing body of work argues that we should reform problematic emotions like anxiety, anger, and shame: doing this will allow us to better harness the contributions that these emotions can make to our agency and wellbeing. But feminist philosophers worry that prescriptions to correct these inappropriate emotions will only further marginalize women, minorities, and other members of subordinated groups. While much in these debates turns on empirical questions about how we can change problematic emotion norms for the better, (...) to date, little has been done by either side to assess how we might do this, much less in ways that are responsive to the feminists’ worries. Drawing on research in cognitive science, this paper argues that though the feminists’ worries are real, the leading proposals for remedying them are inadequate. It then develops an alternative strategy for reshaping problematic emotion norms—one that’s sensitive to the feminists’ concerns. (shrink)

One finds, in Maxwell's writings on thermodynamics and statistical physics, a conception of the nature of these subjects that differs in interesting ways from the way that they are usually conceived. In particular, though—in agreement with the currently accepted view—Maxwell maintains that the second law of thermodynamics, as originally conceived, cannot be strictly true, the replacement he proposes is different from the version accepted by most physicists today. The modification of the second law accepted by most physicists is a probabilistic (...) one: although statistical fluctuations will result in occasional spontaneous differences in temperature or pressure, there is no way to predictably and reliably harness these to produce large violations of the original version of the second law. Maxwell advocates a version of the second law that is strictly weaker; the validity of even this probabilistic version is of limited scope, limited to situations in which we are dealing with large numbers of molecules en masse and have no ability to manipulate individual molecules. Connected with this is his concept of the thermodynamic concepts of heat, work, and entropy; on the Maxwellian view, these are concepts that must be relativized to the means we have available for gathering information about and manipulating physical systems. The Maxwellian view is one that deserves serious consideration in discussions of the foundation of statistical mechanics. It has relevance for the project of recovering thermodynamics from statistical mechanics because, in such a project, it matters which version of the second law we are trying to recover. (shrink)

Abstract: Rice, as a paramount staple crop worldwide, sustains billions of lives. Precise classification of rice types holds immense agricultural, nutritional, and economic significance. Recent advancements in machine learning, particularly Artificial Neural Networks (ANNs), offer promise in enhancing rice type classification accuracy and efficiency. This research explores rice type classification, harnessing neural networks' power. Utilizing a rich dataset from Kaggle, containing 18,188 entries and key rice grain attributes, we develop and evaluate a neural network model. Our neural network, featuring a (...) single hidden layer, achieves remarkable results—a staggering 100% accuracy and a minute average error rate of 0.000001. Beyond performance metrics, we delve into the intricacies of rice type classification through feature importance analysis. The most influential features—'id,' 'Area,' 'MajorAxisLength,' 'MinorAxisLength,' 'Eccentricity,' 'ConvexArea,' 'EquivDiameter,' 'Extent,' 'Perimeter,' 'Roundness,' and 'AspectRatio'—uncover the physiological traits underpinning accurate rice classification. This research contributes to advancing rice classification methods and highlights the potential of ANNs in optimizing agricultural practices, ensuring food safety, and bolstering global trade. This article presents a new account of the relationship between Michel Foucault’s work and neoliberalism, aiming to show that the relationship is significantly more complicated than either Foucault’s critics or defenders have appreciated in the recent controversy. On the one hand, I argue that Foucault’s salutary response to some of Gary Becker’s ideas in the lecture course from 1979 should be read together with the argument of Discipline and Punish. By means of this contextualization I show that Foucault’s sympathetic response (...) to Becker is limited to the domain of penal practices, specifically concerning the question of how to resist their rationality of normalization, and thus it involves no broader commitment to neoliberal economic theory or its political implications. On the other hand, however, I argue that there is a strategic allegiance between Foucault’s work and the ascendance of the neoliberal rationality of governing, although it has nothing to do with his sympathetic engagement with Becker’s work. Instead, I explain how Foucault’s focus on the political stakes of subjectivity has helped to congeal, in the posthumous neoliberal context, a conception of politics that leaves out the topic of economic equality. To explain how Foucault’s work has had this unintended yet lasting effect, I introduce the concept of topical exclusion. It designates a social mechanism of producing ignorance, which operates by directing attention instead of creating false consciousness. The strategic relationship between Foucault’s work and neoliberalism today illustrates that this type of explanation is essential in the analysis of power relations. Thus, my account motivates the adoption of topical exclusion as a conceptual supplement that equips the Foucaultian framework to study cases in which relations of power harness, produce, and sustain ignorance, not knowledge. In the 1980s and early 1990s, the normativity of meaning was thought to be more-or-less 'incontestable.' But in the last 25 years, many philosophers of mind and language have contested it in several seemingly different ways. This, however, is somewhat illusory. There is an unappreciated commonality among most anti-normativist arguments, and this commonality, I argue, poses a problem for anti-normativism. The result, however, is not a wholesale rejection of anti-normativism. Abstract: The COVID-19 pandemic has posed unprecedented challenges to global healthcare systems, necessitating accurate and timely forecasting of cases for effective mitigation strategies. In this research paper, we present a novel approach to predict COVID-19 cases using Artificial Neural Networks (ANNs), harnessing the power of machine learning for epidemiological forecasting. Our ANNs-based forecasting model has demonstrated remarkable efficacy, achieving an impressive accuracy rate of 97.87%. This achievement underscores the potential of ANNs in providing precise and data-driven insights into the dynamics (...) of the pandemic. However, this paper underscores the critical importance of a comprehensive evaluation beyond accuracy, including metrics such as sensitivity, specificity, and the area under the ROC curve (AUC-ROC), to assess the model's performance robustness. The research paper offers detailed insights into the architecture of the ANN model, encompassing critical hyperparameters, data preprocessing techniques, and regularization strategies employed to optimize model accuracy. Ethical considerations surrounding data privacy and potential biases within the COVID-19 dataset are also addressed. While the achieved accuracy is a significant milestone, this study underscores the dynamic and evolving nature of the pandemic, necessitating continuous model refinement and validation. Furthermore, it emphasizes the importance of considering false positives and false negatives in the context of public health decision-making. In conclusion, this research contributes to the arsenal of tools available for pandemic management by showcasing the potential of ANNs in COVID-19 case forecasting. It encourages ongoing exploration and adaptation of predictive models to enhance their applicability in real-world public health scenarios, ultimately contributing to more effective pandemic control and response efforts.
