The analysis of the moral doctrines contained in the Moralis philosophia of Roger Bacon reveals the central place reserved to the vice of anger. Bacon considers it a very serious sin, which goes against the human nature and makes many devastating effects on individuals and their social relations. Bacon’s moral doctrines are based on a source that has been recently rediscovered, Seneca’s De ira. Bacon is one of the first authors to quote extensively that work. Bacon’s enthusiasm for the Latin (...) philosopher is the result of his conviction of the superiority of pagan philosophers over the Christians, especially in the field of ethics. The knowledge of the ancients, which is necessary for the life of individuals and for the proper function of institutions, is a duty for Christian thinkers. (shrink)

Frente a quienes sostienen una incompatibilidad entre historia de la filosofía y filosofía, en cuanto plantean una disyuntiva entre una práctica descriptiva y una argumentativa, en este trabajo nos proponemos mostrar, examinando la labor histórico-filosófica de Aris- tóteles, que esa disyuntiva no es excluyente. Para ello, en primer lugar, examinaremos algunos pasajes de su obra en los que ofrece indicaciones metodológicas que permiten comprender la doble función que cumplen las exposiciones críticas de los filósofos precedentes en la constitución misma de (...) su filosofía. En segundo lugar, ilustraremos el tipo de argumentación aristotélica a través del análisis de las críticas que dirige a las Ideas platónicas como causas. Contra Platón, Aristóteles establece que, para dar cuenta de la ingenerabilidad e incorruptibilidad de las formas, no es necesario caracterizarlas como entidades separadas de la materia y del movimiento. Basta asegurar la eternidad de la forma a través de su reproducción en otros individuos de la misma especie. Tal análisis nos permite concluir, finalmente, que filosofía o historia de la filosofía constitu- yen una falsa disyuntiva en Aristóteles, por lo que el examen dialéctico de las doctrinas precedentes es un método adecuado de indagación filosófica. Aristóteles comparte con Platón la concepción de la forma como causa del ser y del conocimiento de las cosas. Sin embargo, un análisis de sus críticas a las Ideas muestra que encuentra en la separación de las Ideas y las cosas sensibles la aporía fundamental de la teoría platónica. Con el propósito de circunscribir el significado de “separación” aplicable a las Ideas, concentraremos nuestro estudio en dos objeciones: 1) el argumento que conduce al tercer hombre y 2) la inutilidad de (...) las Ideas como causas. En el primer caso, creemos que la separación entraña homonimia, por lo que la solución aristotélica implicará la comunidad de naturaleza entre el individuo y su esencia. En el segundo, la separación implica trascendencia o falta de contacto entre generante y generado, por lo que la solución aristotélica apuntará a concebir la forma de las entidades naturales como un principio inmanente, inseparable de la materia y del movimiento, pero a la vez eterno a través de su reproducción en otros individuos de la misma especie. Creemos que en ambas soluciones opera un principio de sinonimia, que constituye su propia contribución al problema de la separación. (shrink)

La exposición y crítica de las doctrinas antiguas tiene un lugar importante en los escritos de Aristóteles. Sin embargo, ciertas dudas se han vuelto corrientes acerca de la confiabilidad de sus descripciones. Más aún, se ha sostenido que Aristóteles deforma la comprensión histórica a través de la introducción de conceptos y términos propios. En este libro se aborda el problema a través de un análisis de las críticas que Aristóteles dirige a la teoría platónica de las Ideas, que permite explicar (...) la constitución y desarrollo de importantes conceptos aristotélicos a partir de la confrontación dialéctica con las doctrinas de su maestro. En efecto, las dificultades genuinas que Aristóteles descubre en el platonismo constituyen el motor para gestar nuevos conceptos, que no son ajenos, sino que surgen como implicaciones del examen crítico. Así, la imposición de términos propios no debe interpretarse como distorsión, sino como el modo que Aristóteles adopta para exhibir su particular solución a los problemas que los filósofos anteriores dejaron sin solución. Outcomes research in healthcare has been a topic much addressed in recent years. Efforts in this direction have been supplemented by work in the areas of guidelines for clinical practice and computer-interpretable workflow and careflow models.In what follows we present the outlines of a framework for understanding the relations between organizations, guidelines, individual patients and patient-related functions. The derived framework provides a means to extract the knowledge contained in the guideline text at different granularities, in ways that can help us (...) to assign tasks within the healthcare organization and to assess clinical performance in realizing the guideline. It does this in a way that preserves the flexibility of the organization in the adoption of the guidelines. (shrink)

An important part of the Unified Medical Language System (UMLS) is its Semantic Network, consisting of 134 Semantic Types connected to each other by edges formed by one or more of 54 distinct Relation Types. This Network is however for many purposes overcomplex, and various groups have thus made attempts at simplification. Here we take this work further by simplifying the relations which involve the three Semantic Types – Diagnostic Procedure, Laboratory Procedure and Therapeutic or Preventive Procedure. We define operators (...) which can be used to generate terms instantiating types from this selected set when applied to terms designating certain other Semantic Types, including almost all the terms specifying clinical tasks. Usage of such operators thus provides a useful and economical way of specifying clinical tasks. The operators allow us to define a mapping between those types within the UMLS which do not represent clinical tasks and those which do. This mapping then provides a basis for an ontology of clinical tasks that can be used in the formulation of computer-interpretable clinical guideline models. (shrink)

La práctica de Actividad Física y Deportiva en los procesos de reinserción promueve escenarios formativos integrales para la construcción de relaciones saludables dentro del entramado social, presentándose como una herramienta efectiva para el trabajo con jóvenes en situación de riesgo por contexto de pandillas. Esta investigación tuvo como objetivo analizar la práctica del rugby como alternativa dentro de los procesos de reinserción social de jóvenes ex-integrantes de pandillas junto al Colectivo Calle, Paz y Respeto de la ciudad de Ibarra-Ecuador. La (...) investigación empleó un enfoque cualitativo basado en el estudio de caso y análisis etnográfico, utilizando entrevistas semiestructuradas para recopilar datos. El análisis, codificación y categorización de la información se realizó mediante el software MAXQDA, enfocándose en tres categorías: Actividad Física y Deportiva, Reinserción Social e Identidad. Los resultados revelan correlaciones significativas, como la relación entre reinserción social y oportunidades de superación; uso adecuado del tiempo libre y salud mental; y, la decisión de cambiar y oportunidades de superación. Se concluye que el rugby se presenta como un medio eficaz para la reinserción social de jóvenes en situación de riesgo, gracias a su potencial para mitigar conflictos, regular conductas violentas e inculcar hábitos positivos como la disciplina, respeto y compromiso. The wishes of registered organ donors are regularly set aside when family members object to donation. This genuine overruling of the wishes of the deceased raises difficult ethical questions. A successful argument for providing the family with a veto must (a) provide reason to disregard the wishes of the dead, and (b) establish why the family should be allowed to decide. One branch of justification seeks to reconcile the family veto with important ideas about respecting property rights, preserving autonomy, and (...) preventing harm. These arguments are ultimately unsuccessful. Another branch of arguments is consequentialist, pointing out the negative consequences of removing the veto. Whether construed as concerning family distress or as a potential drop in the organs available, these arguments are unsuccessful; the first fails to recognize the tremendous distress associated with waiting for an organ, while the second has little supporting evidence. A final section considers and rejects whether combining some of the arguments just examined could justify the family veto. We should thus remove the family veto in organ donation. (shrink)

A number of bioethicists have been critical of the power of the family to “veto” a patient’s decision to posthumously donate her organs within opt-in systems of organ procurement. One major objection directed at the family veto is that when families veto the decision of their deceased family member, they do something wrong by violating or failing to respect the autonomy of that deceased family member. The goal of this paper is to make progress on answering this objection. I do (...) this in two stages. First, I argue that the most plausible interpretation of what happens when a person registers as an organ donor in an opt-in system is that she gives her consent to the state to posthumously remove her organs for transplantation purposes. Call this the Authorization Account. Second, given the Authorization Account, I argue by analogy that when families veto an individual’s decision to donate and the individual’s organs are not in the end removed, neither the doctors nor the family violate the individual’s autonomy in any morally objectionable sense. Call this the Nonremoval Thesis. I argue that since the Nonremoval Thesis is true, we do not violate or fail to respect the autonomy of registered donors when we fail to remove their organs because their family has objected. In the 1980s, physiologist Benjamin Libet conducted a series of ex-periments to test whether the will is free. Whilst he originally assumed that the will functions like an immaterial initiator of cerebral processes culminating in actions, he later began to think that it rather works like an immaterial veto inhib-iting unwanted actions by preventing unconsciously initiated cerebral processes from unfolding. Libet’s veto was widely criticized for its Cartesian dualist and interactionist implications. However, in 2016, Schultze-Kraft et al. adopted Libet’s idea (...) of an action-inhibiting veto and conducted a new experiment. Its goal was to test until which moment agents can inhibit an action that they already intended to do. Despite insisting on the material nature of the veto, the researchers also described the function of the veto in interactionist terms, namely as an act of the agent performed against her own cerebral processes. The purpose of this pa-per is to explain in which sense the veto in Libet’s and in Schultze-Kraft’s study is interactionist, and to provide a non-interactionist reinterpretation of the test subjects’ action inhibition in Schultze-Kraft’s experiment. From year to year some of us, people of planet Earth, Earthlings, attacks intensify on the veto right in the UN Security Council. They consciously or unconsciously ignore its metaphisical, ontological and existential statuses established in 1945 by the founders of the United Nations as a result of the multimillion sacrificial struggle of all Humanity against nazism. Perhaps this is due to a misunderstanding of the metaphysics of international relations, the enduring existential significance of the veto for the viability of (...) the entire UN system in the nuclear-ecological information era, or because of the veiled, formal-procedural veto status enshrined in the UN Charter. The authors of the attacks substantiate their conclusions by the "non-democracy", "ineffectiveness" of the UN Security Council, "unfair privileges" of the five permanent members of the Security Council ("P1945"), a significant increase in the number of UN member states after 1945, the fate of the League of Nations, "geopolitical realities". According to the attackers, the veto in the UN Security Council makes the decision-making process "unequal and abortive", which does not contribute to maintaining peace and preventing civil wars, genocide, violation of human rights and aggression in international relations. Some politicians and experts propose not only to limit the veto right of the five permanent members of the UN Security Council, but to completely deprive them of this right, which, as we know, are nuclear powers and bear the main responsibility for international security, the preservation of peace and life itself on planet Earth. Taking into account 75-years experience in the use of the veto right in the UN Security Council, with the aim of strengthening the historical, metaphysical, existential and procedural-legal significance of the veto right, its fundamental role in resolving the most complex international problems in the context of the constantly increasing threats and risks of our times during the reform of the UN Security Council with the increased number of members of the Security Council, the UN Charter must establish two essential levels of the veto right: 1. Development of ideas on UN reform presented in the essay "United Humanity: from "UN 2.0" to "UN 3.0" The conceptual model of the United Nations for the XXI century" (2017).

In the theory of judgment aggregation, it is known for which agendas of propositions it is possible to aggregate individual judgments into collective ones in accordance with the Arrow-inspired requirements of universal domain, collective rationality, unanimity preservation, non-dictatorship and propositionwise independence. But it is only partially known (e.g., only in the monotonic case) for which agendas it is possible to respect additional requirements, notably non-oligarchy, anonymity, no individual veto power, or implication preservation. We fully characterize the agendas for which there (...) are such possibilities, thereby answering the most salient open questions about propositionwise judgment aggregation. Our results build on earlier results by Nehring and Puppe (2002), Nehring (2006), Dietrich and List (2007a) and Dokow and Holzman (2010a). (shrink)

I aim to understand how the act of becoming an organ donor impacts whether it is permissible for a family veto to override an individual’s wish to donate. I argue that a Consent Model does not capture the right understanding of donor autonomy. I then assess a Gift Model and a Promise Model, arguing that both fail to capture important data about the ability to revoke one’s donor status. I then propose a Promise Acceptance Model, which construes becoming an organ (...) donor as accepting a promise the state makes to you to use your organs. This model, which implies that family vetoes are impermissible, captures the data other models struggle to accommodate. (shrink)

The conceptual model of United Nations reform - "UN 3.0" includes the General Program of Action on UN Reform, consisting of two stages. The first stage for 2020-2025 envisages the transformation of the main organs of the UN - the General Assembly and the Security Council with measures to improve the effectiveness of the management system, address the "veto problem", problem of financing, improve staff work and administrative and financial control, strengthen UN media, improvement of work with the global civil (...) society. The General Assembly is converted into the General All-Parliamentary Assembly of the UN. In the structure of the Assembly, the Council for Law is being established, which coordinates the activities of UN structures in the field of law. To coordinate the activities of the UN in the field of human rights and civil society, ethical issues, the General all-parliamentary Assembly creates the Council on ethics, human rights and civil society and transforms the Committee on information into the Council on public information and communication with civil society. The structure of the Council includes all UN media. The reform of the UN Security Council is carried out in three sub-stages. At the 1st sub-stage (2020-2021) the Security Council is transformed into the Council of Existential Security (CES). The membership of the CES is increased to 25 member countries, of which five countries have the right of the unconditional (absolute, eternal) veto: Great Britain, France, China, Russian Federation, USA. The General All-Parliamentary Assembly elects 15 new permanent members of the Council of Existential Security with the right of the conditional (limited) veto: Argentina, Australia, Brazil, Canada, Egypt, Germany, India, Indonesia, Italy, Mexico, South Africa, Nigeria, Pakistan , Turkey, Japan (if they fulfill the mandatory restrictive conditions). At this sub-stage, the CES elects also five non-permanent members with the right of a conditional (limited) veto when they meet the mandatory restrictive conditions, with a rotation period of 2 years from geographical regions (or regional unions): Africa, Latin America and the Caribbean, Asia and the Pacific Ocean (2 places), Eastern Europe. On the second sub-stage (2022-2023), subject to the effective activity of the CES of the enlarged composition and compliance with mandatory restrictive conditions, new permanent members of the "Existential Security Council" are elected with the right of a conditional (limited) veto: Iran, Spain, Poland, Saudi Arabia. Members of the CES may be regional unions, whose member countries are not represented in the CES, but still have one vote with the right of a conditional (limited) veto. -/- Two essential levels of the veto: 1. Unconditional (absolute, eternal) veto is the historical right of veto of the five permanent members of the Council of Existential Security - Great Britain, China, Russia, USA, France; 2. Сonditional (limited) veto is the veto of other permanent and non-permanent members of the Council of Existential Security. The right of veto is a unique international school for the achievement of consensus, a school of high democracy for Humanity, a reliable guarantee of the viability of the UN structure. The Council for Existential Security centralises the management of the UN subsidiary bodies with the expansion of their security functions: the Military Staff Committee, the Counter-Terrorism Committee, the Committee for the Prevention of the Spread of Nuclear, Chemical and Biological Weapons, the Sanctions Committees and other committees. On the basis of the decision of the Council of Existential Security, the General All-Parliamentary Assembly creates permanent contingents of UN peacekeeping and counter-terrorism forces. In addition, two Centers are being created in the structure of the Council for Existential Security: the World Center for the Elimination of the Effects of Technogenic and Natural Disasters with branches on all continents and the World Center for the Analysis of Existential Risks and the Overall Security Strategy. The Center is developing the Programs of research and monitoring of global existential threats and risks. In order to increase the level of legitimacy and authority of the Secretary General of the United Nations, the Rules of procedure for elections to this post are changing. Each member country of the Council for Existential Security represents one of the most authoritative candidates for election to the post of Secretary General at the session of the General All-Parliamentary Assembly, with the possibility of nominating candidates from other countries, including those not members of the Council for Existential Security. Elections are held in two rounds during one day of the session of the Assembly. The Legal Committee of the UN General Assembly is developing a Program for the Reform of the Judicial System of the United Nations, which takes into account the proposals of the previous international discussion and determines the scope and terms of the reform of the courts. In accordance with the Program of Action on UN Reform for 2020-2025, reforms are under way in the structure of the Economic and Social Council. The central task of the reform is to strengthen the coordinating role of ECOSOC in the entire system of UN-related specialized agencies, funds and programs related to the Council. The key task of the UN reform is the solution of the financing problem. A unified "UN Open Budget "Solidarity XXI" is being created, including the financing of peacekeeping operations and other expenses. Each country, a member of the United Nations, lists in an established period, once a year, an Existential contribution - the Earth Tax. The Earth Tax for each UN member state is established on the basis of four scales of calculation: Scale I - for 5 permanent members of the Council of Existential Security, who have the right of absolute (absolute) veto; Scale II - for the permanent members of the SEB, who have the right to a conditional (limited) veto; Scale III - for non-permanent members of the SEB, who have the right to a conditional (limited) veto; Scale IV - for all other UN member countries. The program of action on UN reform includes a set of measures to ensure transparent work of the International Civil Service Commission with the involvement of the UN media. To strengthen control functions in the sphere of personnel policy, administrative and financial management, the General All-Parliamentary Assembly of the United Nations establishes the Permanent Commission on Ethics and Administrative and Financial Control. All members of the Commission, members of the Committees and auditors are independent in their activities from the leadership of the United Nations, its funds and programs. The General All-Parliamentary Assembly completes the first stage of the Program of Action on UN Reform in 2025 and, following an open discussion, introduces a single language of international communication - Esperanto and approves it as the official language of the United Nations. With a view to more effective work of the central UN governing bodies in the face of increasing existential threats and risks, reducing the current expenses for the maintenance of the central bodies of the UN, the Council for Existential Security and the General All-Parliamentary Assembly decide on the relocation of the UN headquarters to Iceland. The UN building complex in New York is transferred to preferential use of non-governmental organizations, which contribute to the implementation of the goals of the United Nations. At the second stage of the UN reform in the period 2026-2028, additional necessary transformations are being made in the UN system. At the end of the first stage of the reform, taking into account the reforms carried out by the main organs of the United Nations and the internal improvement of the work of all its structures, the United Nations Program of Action for the years 2026-2028 is being developed. An extended examination of Libet's works led to a comprehensive reinterpretation of his results. According to this reinterpretation, the Minimum Train Duration of electrical brain stimulation should be considered as the time needed to create a brain stimulus efficient for producing conscious sensation and not as a basis for inferring the latency for conscious sensation of peripheral origin. Latency for conscious sensation with brain stimulation may occurafterthe Minimum Train Duration. Backward masking with cortical stimuli suggests a 125-300 ms minimum value (...) for the latency for conscious sensation of threshold skin stimuli. Backward enhancement is not suitable for inferring this latency. For determining temporal relations between stimuli that correspond to subjects' reports, theendof cerebral Minimum Train Duration should be used as reference, rather than its onset. Results of coupling peripheral and cortical stimuli are explained by a latency after the cortical Minimum Train Duration, having roughly the same duration as the latency for supraliminal skin stimuli. Results of coupling peripheral stimuli and stimuli to medial lemniscus (LM) are explained by a shorter LM latency and/or a longer peripheral latency. This interpretation suggests a 230 ms minimum value for the latency for conscious sensation of somatosensory near-threshold stimuli. The backward referral hypothesis, as formulated by Libet, should not be retained. Long readiness potentials preceding spontaneous conscious or nonconscious movements suggest that both kinds of movement are nonconsciously initiated. The validity of Libet's measures of W and M moments (Libet et al., 1983a) is questionable due to problems involving latencies, training, and introspective distinction of W and M. Veto of intended actions may be initially nonconscious but dependent on conscious awareness. (shrink)

There are arguments for determinism. Admittedly, this is opposed by the fact of everyday experience of autonomy. In the following, it is argued for the compatibility of determinism and autonomy. Taking up considerations of Donald MacKay, a fatalistic attitude can be refuted as false. Repeatedly, attempts have been made to defend the possibility of autonomy with reference to quantum physical indeterminacy. But its statistical randomness clearly misses the meaning of autonomy. What is decisive, on the other hand, is the possibility (...) of knowledge, which opens up opportunities for planning, freedom of choice and ultimately 'self-choice'. Results of neurobiological research, especially Benjamin Libet's and more recently John-Dylan Haynes', seem to refute this: Actions are unconsciously initiated before conscious decision. But, as Libet has also shown, consciousness always has the possibility of a veto – and thus also of knowledge-driven action control. Ultimately, the idea of possible self-choice can thus become the determining condition. Only such a form of rational self-determination establishes a spiritual identity and at the same time represents the maximum of autonomy possible for human beings. (shrink)

This metatheoretical paper investigates mind wandering from the perspective of philosophy of mind. It has two central claims. The first is that, on a conceptual level, mind wandering can be fruitfully described as a specific form of mental autonomy loss. The second is that, given empirical constraints, most of what we call “conscious thought” is better analyzed as a subpersonal process that more often than not lacks crucial properties traditionally taken to be the hallmark of personal-level cognition - such as (...) mental agency, explicit, consciously experienced goal-directedness, or availability for veto control. I claim that for roughly two thirds of our conscious life-time we do not possess mental autonomy (M-autonomy) in this sense. Empirical data from research on mind wandering and nocturnal dreaming clearly show that phenomenally represented cognitive processing is mostly an automatic, non-agentive process and that personal-level cognition is an exception rather than the rule. This raises an interesting new version of the mind-body problem: How is subpersonal cognition causally related to personal-level thought? More fine-grained phenomenological descriptions for what we called “conscious thought” in the past are needed, as well as a functional decomposition of umbrella terms like “mind wandering” into different target phenomena and a better understanding of the frequent dynamic transitions between spontaneous, task-unrelated thought and meta-awareness. In an attempt to lay some very first conceptual foundations for the now burgeoning field of research on mind wandering, the third section proposes two new criteria for individuating single episodes of mind-wandering, namely, the “self-representational blink” (SRB) and a sudden shift in the phenomenological “unit of identification” (UI). I close by specifying a list of potentially innovative research goals that could serve to establish a stronger connection between mind wandering research and philosophy of mind. (shrink)

Scientists are frequently called upon to “democratize” science, by bringing the public into scientific research. One appealing point for public involvement concerns the nonepistemic values involved in science. Suppose, though, a scientist invites the public to participate in making such value-laden determinations but finds that the public holds values the scientist considers morally unacceptable. Does the argument for democratizing science commit the scientist to accepting the public’s objectionable values, or may she veto them? I argue that there are a limited (...) set of cases in which scientists can, consistently with a commitment to democratized science, set aside the public’s judgments. (shrink)

Efforts to ‘green’ civic republican thought link environmentalist with democratic ends. Such efforts cast both as contributions to virtuous world-making that contests ‘actually existing unsustainability’ and, so, seeks to realize freedom as nondomination. In the context of the erosion of both democratic and environmentalist achievements since the 1970s, however, a focus on contestation’s other side, the ‘world-unmaking’ virtue of obstruction, is warranted. ‘Democratic’ interpreters of Niccolò Machiavelli’s work urge such an understanding of political virtue, which they ground not in equal (...) freedom as nondomination but in civic liberty. Civic liberty is realized when all are able (1.) to participate in formulating rules and (2.) to defend procedures sufficient to subject all to constraint by so-formulated rules. Civic liberty therefore requires mobilization of majorities’ latent capacity to (re.1.) contest ‘public’ government decisions and (re. 2.) obstruct elites’ ‘private’ capacity to act with impunity in relation to such rules. This concept offers two insights into the current ‘crises’ of democracy and the environment. First, if, as empirical observers suggest, a significant cohort of elites have ‘seceded’ from electoral democracies, the normative concept ‘civic liberty’ unsettles contestatory presumptions about the deliberative character of contemporary politics. Second, if it is also true that a significant cohort of the poor are ‘seceding’ from mainstream politics out of frustration with the inegalitarian consequences of elite malfeasance, then the emphasis the concept places on the politics of majoritarian veto-power aimed at reining-in elite impunity might be useful to those who hope to make anti-democratic populists less attractive to at least some of this cohort. What we traditionally call ‘conscious thought’ actually is a subpersonal process, and only rarely a form of mental action. The paradigmatic, standard form of conscious thought is non-agentive, because it lacks veto-control and involves an unnoticed loss of epistemic agency and goal-directed causal self-determination at the level of mental content. Conceptually, it must be described as an unintentional form of inner behaviour. Empirical research shows that we are not mentally autonomous subjects for about two thirds of our conscious lifetime, because (...) while conscious cognition is unfolding, it often cannot be inhibited, suspended, or terminated. The instantiation of a stable first- person perspective as well as of certain necessary conditions of personhood turn out to be rare, graded, and dynamically variable properties of human beings. I argue that individual representational events only become part of a personal-level process by being functionally integrated into a specific form of transparent conscious self-representation, the ‘epistemic agent model’. The EAM may be the true origin of our consciously experienced firstperson perspective. (shrink)

Five arguments are presented in favour of the proposal that people who opt in as organ donors should receive a tax break. These arguments appeal to welfare, autonomy, fairness, distributive justice and self-ownership, respectively. Eight worries about the proposal are considered in this paper. These objections focus upon no-effect and counter-productiveness, the Titmuss concern about social meaning, exploitation of the poor, commodification, inequality and unequal status, the notion that there are better alternatives, unacceptable expense, and concerns about the veto of (...) relatives. India dropped its target of 500 GW of renewable energy capacity fossil fuel sources by 2030. Its responsibilities the United Nations Framework Convention Climate Change [UNFCCC],and reducing radiations by one billion tonnes by the end of the decade at the COP26 conference, held in Glasgow in November 2022. Researchers are continually searching for inexhaustible and reasonable energy sources. Solar energy is one of the greenest sources of energy and is also one of the cleanest. The most important factor in using (...) solar energy is the location of the solar power plant. The main objective of this study is to find the best location for a new solar power plant in a specific region called Bundelkhand region of Uttar Pradesh in India. Here we offer an extension of ELECTRE III method as two-phase Pythagorean neutrosophic elimination and choice translating reality PN-ELECTRE-III) method to adapt with fuzzy, ambiguous, unsure, and indeterminate criteria. The Pythagorean neutrosophic numbers [PNNs] used by the group decision support system of PN-ELECTRE III to measure performance of the alternatives. The options are entirely outclassed in the subsequent stage in view of the past stage's evaluations of them. By defining PNN we describe the technique of indifference threshold functions, preference treshold and veto threshold functions, which provide a more stable basis to drop outranking relations. By calculating the concordance credibility, discordance credibility and net credibility degrees of each alternative, the ranking module of the PN-ELECTRE III approach is made simpler. In order to confirm the applicability of the strategy suggested in this paper, the location selection problem for solar plants is finaly solved. (shrink)

Polarization often happens asymmetrically. One political actor radicalizes, and the results reverberate through the political system. This is how the deep divisions in contemporary American politics arose: the Republican Party radicalized. Republican officeholders began to use extreme legislative tactics. Republican voters became animated by contempt for their political rivals and by the defense of their own social superiority. The party as a whole launched a wide-ranging campaign of voter suppression and its members endorsed violence in the face of electoral defeat. (...) This paper is about how such asymmetric polarization affects everyone else’s obligations. My core claim is that two kinds of relationship – civic friendship and non-subordination – underpin critical democratic norms. Republican misbehavior has severed cross-partisan civic friendships. Their authoritarianism forfeits their claim to non-subordination. The former means that non-Republicans need not justify policy on public grounds. The latter undercuts Republicans’ claim to enjoy minority vetoes when out of power and it gives their rivals reason to disobey the laws that Republicans make when they are in power. More generally, when one political actor contravenes the proper norms of democratic politics, their opposition is not bound by those norms. (shrink)

E-mails: [email protected] e [email protected] WhatsApp: (82)9.8143-8399. -/- PREMISSA -/- Como na França de Émile Durkheim, os primeiros passos da Sociologia no Brasil, em termos institucionais, ocorreram a partir de iniciativas para a inclusão dessa disciplina no ensino secundário (hoje, ensino médio). A primeira tentativa ocorreu (...) em 1890, logo após a proclamação da República, com a reforma educacional de Benjamin Constant, que defendia o ensino laico em todos os níveis. O ensino secundário tinha por objetivo a formação intelectual dos jovens fora do contexto religioso, então predominante. Mas, sem nunca ter sido de fato incluída nos currículos escolares, a Sociologia foi expurgada pela Reforma Epitácio Pessoa, em 1901. Somente em 1925 a Sociologia retornou ao currículo do ensino secundário por meio da Reforma de Rocha Vaz, que tinha os mesmos objetivos da de Benjamin Constant. Em decorrência dessa reforma, o Colégio Pedro II, na cidade do Rio de Janeiro, implantou a Sociologia regularmente no seu currículo. Em 1928, a disciplina foi introduzida nas escolas de vários estados brasileiros, notadamente em São Paulo, Rio de Janeiro e Pernambuco. -/- Desde 1925, podem-se destacar alguns intelectuais que contribuíram para o ensino de Sociologia no ensino secundário, lecionando e escrevendo manuais para esse nível: Fernando de Azevedo (1894-1974), Gilberto Freyre (1900-1987), Carneiro Leão (1887-1966) e Delgado de Carvalho (1884-1980), em São Paulo, Rio de Janeiro e Recife. Eles tinham por objetivo preparar intelectualmente os jovens das elites dirigentes, elevando o conhecimento daqueles que chegavam às escolas médias. Esses autores, em sua maioria, foram influenciados pela Sociologia desenvolvida na Europa e nos Estados Unidos. -/- Em 1931, a reforma de Francisco Campos, no governo de Getúlio Vargas, introduziu a Sociologia nos cursos preparatórios ao ensino superior nas faculdades de Direito, Ciências Médicas, Engenharia e Arquitetura, além de mantê-la nos cursos normais (de formação de professores). -/- No final do Estado Novo, em 1942, o governo de Getúlio Vargas, através de seu ministro da Educação, Gustavo Capanema, implantou a Reforma Capanema, que excluiu a Sociologia do ensino secundário brasileiro. Assim, a Sociologia fez parte do currículo do ensino secundário por 18 anos (1925-1942). Ela, contudo, permaneceu como matéria obrigatória do currículo das Escolas Normais, de nível secundário, destinadas à formação de professores do antigo ensino primário (o que corresponderia aos atuais 2º a 5º anos). -/- 1. A SOCIOLOGIA NO ENSINO SUPERIOR: INÍCIO DO SÉCULO XX -/- Nas primeiras décadas do século XX, a Sociologia no ensino superior estava presente de forma embrionária em vários estados brasileiros (Pernambuco, Rio de Janeiro, São Paulo) e principalmente nos cursos de Direito. Desenvolveu-se de forma mais consistente, contudo, nos estados que passavam por um processo de industrialização e urbanização crescente desde o final da década de 1910. -/- Essas transformações da estrutura econômica e social repercutiram nas esferas culturais e educacionais, propiciando um crescente interesse pelos estudos científicos da realidade social da época. -/- Em decorrência disso, foram publicados importantes trabalhos que contribuíram para o desenvolvimento das ciências sociais no Brasil. Uma das preocupações dos pensadores daquele período era a busca do entendimento do Brasil por meio de seus componentes históricos, tendo por base as muitas vertentes europeias e estadunidenses das ciências humanas. -/- Esses pensadores defendiam a ideia de que havia uma ligação entre o passado colonial e a configuração social em que viviam. Para eles, esse condicionamento do passado deveria ser superado para que o país saísse do atraso. As preocupações desses pensadores giravam em torno do futuro do Brasil e das possibilidades de mudança social e das resistências a elas. Entre outros, podem ser citados: Francisco José de Oliveira Vianna (1883 -1951), Caio da Silva Prado Júnior (1907-1990), Sérgio Buarque de Holanda (1902-1982), Gilberto Freyre (1900-1987) e Fernando de Azevedo (1894-1974). -/- Pode-se afirmar que foi entre as décadas de 1920 e 1940 que a Sociologia fincou alicerces no Brasil. Nesse período, procuraram-se definir mais claramente as fronteiras entre a Sociologia e as áreas do conhecimento afins, como a Literatura, a História e a Geografia, e institucionalizou-se o curso de Sociologia e/ou Ciências Sociais em faculdades e universidades. Foram fundadas a Escola Livre de Sociologia e Política (ELSP) em São Paulo, em 1933, e as Universidades de São Paulo (USP) e do Distrito Federal (UDF), esta no Rio de Janeiro, respectivamente em 1934 e 1935, nas quais foram instituídos cursos de Ciências Sociais. -/- Vários professores estrangeiros vieram ao Brasil para trabalhar nessas universidades e contribuíram de modo significativo para o desenvolvimento da Sociologia no Brasil. Entre outros, podem ser citados: Donald Pierson (1900-1995), Alfred Radcliffe-Brown (1881-1955), Claude Lévi -Strauss (1908-2009), Georges Gurvitch (1894-1965), Roger Bastide (1898-1974), Charles Morazé (1913-2003) e Paul-Arbousse Bastide (1901-1985). -/- A revista Sociologia, da Escola Livre de Sociologia e Política, foi um exemplo da produção sociológica da época. Criada em 1939 e publicada até 1981, em São Paulo, constituiu um verdadeiro marco de estudo, pesquisa e divulgação das Ciências Sociais no Brasil. -/- 1.1 De 1940 a 1960: disseminação da Sociologia na universidade -/- A partir do final da Segunda Guerra Mundial até meados da década de 1960, disseminaram-se as Faculdades de Filosofia, Ciências e Letras no Brasil, em universidades ou fora delas, e a Sociologia passou a fazer parte do currículo dos cursos de Ciências Sociais ou a apresentar-se como disciplina obrigatória em outros cursos. -/- Uma nova geração de cientistas sociais passou a ter presença marcante no Brasil. Entre eles, podem ser citados: Florestan Fernandes (1920-1995), Antonio Candido (1918-2017), Maria Isaura Pereira de Queiroz (1918-2018), Juarez Rubens Brandão Lopes (1925-2011), Alberto Guerreiro Ramos (1915-1982), Luiz Aguiar da Costa Pinto (1920-2002) e Hélio Jaguaribe (1923-2018), que influenciaram muitos cientistas sociais em todo o território nacional. -/- Os principais temas de pesquisas, análises e discussões nesse período foram: imigração e colonização, estudos de comunidades, educação, folclore, questão rural e urbana, teoria e método das Ciências Sociais, estratificação e mobilidade sociais e sociologia da arte e da literatura. Cabe um destaque para o tema das relações étnico-raciais envolvendo a questão do negro no Brasil, graças a um projeto de pesquisa financiado pela Unesco. -/- Nesse período, a Sociologia tornou-se disciplina hegemônica no quadro das Ciências Sociais no Brasil, e a primeira a formar uma “escola” ou uma “tradição” em São Paulo, tendo em Florestan Fernandes um dos seus mentores. -/- 1.2 De 1960 a 1980: consolidação da Sociologia no Brasil -/- Mesmo sob a ditadura civil-militar no Brasil, a partir de 1964, a Sociologia começou a se expandir, principalmente nos grandes centros urbanos, e a se relacionar com outros campos das ciências humanas. As discussões sobre o processo de industrialização crescente no país foram o centro das atenções. -/- Um dos temas de discussão era o desenvolvimento, incluindo as teorias da dependência e da modernização. Outros temas de debates e pesquisas da época foram o trabalho industrial e o sindicalismo, a formação da classe trabalhadora, a urbanização crescente e as transformações no campo, os problemas da marginalidade social, a presença do capital estrangeiro e a indústria nacional. A questão educacional também esteve presente, pois de alguma forma os problemas sociais estavam vinculados à precariedade do setor. Foram bastante debatidos, ainda, o autoritarismo, principalmente depois do golpe militar de 1964, e o planejamento, criando-se uma interface com a ciência política. Além disso, destacaram-se, nesse momento, os estudos sobre a América Latina. -/- Em razão desses debates, foram incluídas nas universidades disciplinas como: Sociologia do Desenvolvimento, Sociologia Urbana, Sociologia Rural, Sociologia Industrial e do Trabalho (incluindo a questão sindical), Sociologia do Planejamento, Sociologia da Educação e da Juventude e Sociologia da Arte e Literatura. -/- Muitos foram os estudiosos que, em diferentes áreas do pensamento sociológico, desenvolveram pesquisas nessas décadas. Alguns dos que formaram a segunda geração de sociólogos no Brasil são: Octavio Ianni (1926-2004), Marialice M. Foracchi (1929-1971), Fernando Henrique Cardoso (1931-), Leôncio Martins Rodrigues (1934-), Heleieth Saffioti (1934-2010), Maurício Tragtenberg (1929-1998), Francisco de Oliveira (1933-), Luiz Pereira (1933-1985), Luiz Eduardo W. Wanderley (1935-), José de Souza Martins (1938-), Gabriel Cohn (1938-), Roberto Schwarz (1938-), Elide Rugai Bastos, Luiz Werneck Vianna (1938-) e Simon Schwartzman (1939-). -/- 1.3 Diversificação da Sociologia no Brasil -/- A partir da década de 1980, ampliam-se os cursos de graduação e pós-graduação (mestrado e doutorado) em Ciências Sociais e, em particular, de Sociologia em todo o território nacional, elevando o nível, em número e em qualidade, das pesquisas e do ensino da área. Os estudos sociológicos passaram a ser mais específicos, ocorrendo uma fragmentação dos temas/objetos, como: violência, gênero e sexualidade, corpo e saúde, religião, cotidiano, comunicação e informação, indústria cultural, representações sociais, consumo, cidadania, direitos humanos, questão ambiental, globalização, ciência e tecnologia, urbanização, juventude, família, trabalho, classes e mobilidade social, questões étnico-raciais, Estado e sociedade civil. -/- Novas gerações de sociólogos se formam nas universidades em quase todos os estados da federação, e há centros de ensino e pesquisa na maioria das universidades, disseminando-se assim a formação de sociólogos, sob diversas influências teóricas. A formação em Sociologia, que havia se estabelecido a partir de São Paulo e Rio de Janeiro, na década de 1930, expandiu-se para todo o território nacional em pouco mais de 50 anos. -/- 1.4 O retorno da Sociologia ao ensino médio -/- Oficialmente extinta do currículo do ensino médio em 1942, a Sociologia voltou a marcar presença em um ou outro estado da federação, de modo intermitente, a partir da década de 1980, com os primeiros ensaios de democratização da sociedade brasileira, conforme diz o sociólogo brasileiro Amaury C. Moraes, na esteira de mudanças na legislação educacional realizadas pelo governo ditatorial pós-1964. A Lei n° 7.044/82 flexibilizou o ensino médio (então 2º grau) e profissionalizante, abrindo espaço para a presença da Sociologia, não em caráter obrigatório, mas por escolha das escolas. Nesse sentido, ela começou a ter uma presença crescente nos currículos escolares. -/- Aqui cabe citar as Orientações Curriculares para o ensino médio, (p. 104-105). -/- Há uma interpretação corrente que (...) deve ser bem avaliada criticamente; ela afirma que a presença ou a ausência da Sociologia no currículo está vinculada a contextos democráticos ou autoritários, respectivamente. No entanto, se se observar bem, pelo menos em dois períodos isso não se confirma, ou se teria de rever o caráter do ensino de Sociologia para entender sua presença ou ausência. Entre 1931 e 1942, especialmente após 1937, a Sociologia está presente e é obrigatória no currículo em um período que abrange um governo que começa com esperanças democratizantes e logo se tinge de autoritarismo, assumindo sua vocação ditatorial mais adiante. Em outro momento, em plena democracia, o sentido do veto do Presidente da República (2001) à inclusão da Sociologia como disciplina obrigatória traz uma certa dificuldade para essa hipótese. O que se entende é que nem sempre a Sociologia teve um caráter crítico e transformador, funcionando muitas vezes como um discurso conservador, integrador e até cívico – como aparece nos primeiros manuais da disciplina. Não se pode esquecer que a Sociologia chegou ao Brasil de mãos dadas com o positivismo. No caso recente, deve-se entender que a ausência da disciplina se prende mais a tensões ou escaramuças pedagógico-administrativas que propriamente a algum conteúdo ideológico mais explícito (BRASIL/MEC, 2006). -/- Paralelamente, algumas associações de sociólogos, em diferentes estados brasileiros – mas principalmente em São Paulo –, iniciaram um movimento pela volta da Sociologia ao ensino médio, almejando a ampliação de espaço de trabalho para os formandos dos cursos de Ciências Sociais. Apesar de não haver a obrigatoriedade da disciplina, os cursos de Ciências Sociais continuavam a formar professores de Sociologia. Em alguns estados brasileiros, ao longo dos anos, foram abertos concursos para professores de Sociologia. -/- Com a Constituição de 1988 e a consequente formulação das constituições estaduais, sociólogos em todo o país passaram a reivindicar a presença da Sociologia no ensino médio. Assim, leis estaduais de alguns estados e as constituições estaduais do Rio de Janeiro e de Minas Gerais tornaram a Sociologia obrigatória no ensino médio. -/- A partir do ano 2000, organizações representativas de sociólogos (sindicatos e associações de sociólogos e de cientistas sociais) de várias tendências, assim como pequenos grupos nas universidades do país, começaram a desenvolver um movimento em defesa da obrigatoriedade do ensino da Sociologia no nível médio, considerando que os conteúdos dessa disciplina contribuíam para melhor formação do jovem estudante. -/- O movimento estendeu-se ao início do século XXI, conquistando o apoio de instituições de ensino, associações científicas, intelectuais, sindicatos e associações de categorias profissionais. Finalmente, pela Lei n° 11.684, de 2 de junho de 2008, que alterou a Lei de Diretrizes e Bases da Educação Nacional, a Sociologia retornou oficial e obrigatoriamente ao currículo do ensino médio brasileiro. -/- A título de conclusão, e ainda refletindo sobre a Sociologia e sua contribuição para a formação dos estudantes, é importante destacar o que as Orientações Curriculares para o ensino médio afirmam com muita clareza: -/- A presença da Sociologia no currículo do ensino médio tem provocado muita discussão. Além dessa justificativa que se tornou slogan ou clichê – “formar o cidadão crítico” –, entende-se que haja outras mais objetivas decorrentes da concretude com que a Sociologia pode contribuir para a formação do jovem brasileiro, quer aproximando esse jovem de uma linguagem especial que a Sociologia oferece, quer sistematizando os debates em torno de temas de importância dados pela tradição ou pela contemporaneidade. A Sociologia, como espaço de realização das Ciências Sociais na escola média, pode oferecer ao aluno, além de informações próprias do campo dessas ciências, resultados das pesquisas as mais diversas, que acabam modificando as concepções de mundo, a economia, a sociedade e o outro, isto é, o diferente – de outra cultura, “tribo”, país etc. Traz também modos de pensar (...) ou a reconstrução e desconstrução de modos de pensar. É possível, observando as teorias sociológicas, compreender os elementos da argumentação – lógicos e empíricos – que justificam um modo de ser de uma sociedade, classe, grupo social e mesmo com unidade. Isso em termos sincrônicos ou diacrônicos, de hoje ou de ontem. -/- Um papel central que o pensamento sociológico realiza é a desnaturalização das concepções ou explicações dos fenômenos sociais. Há uma tendência sempre recorrente a se explicarem as relações sociais, as instituições, os modos de vida, as ações humanas, coletivas ou individuais, a estrutura social, a organização política etc. com argumentos naturalizadores. Primeiro, perde -se de vista a historicidade desses fenômenos, isto é, que nem sempre foram assim; segundo, que certas mudanças ou continuidades históricas decorrem de decisões, e essas, de interesses, ou seja, de razões objetivas e humanas, não sendo fruto de tendências naturais (BRASIL/MEC, 2006). -/- REFERENCIAL TEÓRICO -/- BRASIL. In this chapter, we provide an overview of the ethical considerations relevant to the use of nudges in organ donation policy. We do not defend a position on the permissibility of nudging in this context, but instead aim to clearly outline the strongest arguments on the different sides of this issue that have been presented in the English-language scholarly bioethics literature. We also highlight the questions that are in need of further investigation. In part 1, we briefly discuss nudging before (...) considering proposals to use nudges to increase the number of registered organ donors, including opt-out donor registration systems and the use of “nudge statements.” In part 2, we discuss the use of nudges to influence the decision-making of family members in circumstances where they have a veto over the donation of their loved one’s organs. The problem of free will is deeply linked with the causal relevance of mental events. The causal exclusion argument claims that, in order to be causally relevant, mental events must be identical to physical events. However, Gibb has recently criticized it, suggesting that mental events are causally relevant as double preventers. For Gibb, mental events enable physical effects to take place by preventing other mental events from preventing a behaviour to take place. The role of mental double preventers is hence (...) similar to what Libet names free won’t, namely the ability to veto an action initiated unconsciously by the brain. In this paper I will propose an argument against Gibb’s account, the causal irrelevance argument, showing that Gibb’s proposal does not overcome the objection of systematic overdetermination of causal relevance, because mental double preventers systematically overdetermine physical double preventers, and therefore mental events are causally irrelevant. At all times, the purpose of development is to build structures that will enhance the economy. This is because there is a need to improve the living conditions of the people. The ability of the people to live meaningfully and satisfactorily is central to the idea of development. Illustrating this overriding concern, Nat Colleta insists that development is a process of a socio-economic change in the quality and level of human existence aimed at raising the standard of living and quality (...) of life( 1982). However, this has been dominated by structures tailored to the needs of the Western capitalist system, thus making it susceptible to manipulation and marginalization by not allowing for collective will of all relevant stakeholders. From this perspective, it does not meet the people’s ability to participate in shaping their own lives; it is the case that development practice should encourage the involvement of people in the most egalitarian manner. Therefore, a model that boosts the ability of stakeholders to participate in the deliberation of matters that affect them and to veto issues that they think are not relevant to their needs would be the ideal. This would ensure that voice is given to women and youths as well. Conceptualized in this way, people should be able to bring out what they want, generate their ideas about what to do, how to do it, and what is required to engender the needed successes and benefit from the physical improvement. In cases where the reverse is the case, as in the case of unfavorable situations and unexpected outcomes, people should be able to manage the implications and learn from them. It is, therefore, only a model of development that applies a “bottom up” approach that can engender this purpose. This approach must take cognizance of women participation in development, culture and its value component, relational and integrative principles which are achievable through the application of enabling methodologies among other things. En este trabajo realizo un examen crítico del reciente libro de Silvana Gabriela Di Camillo sobre la crítica de Aristóteles a la teoría platónica de las Ideas. El libro de Di Camillo es un trabajo muy serio cuya lectura recomiendo ampliamente. Sin embargo, considero que cuatro de las principales tesis que la autora defiende tienen varias dificultades y mi objetivo aquí es presentar argumentos detallados en contra de ellas: la interpretación de la distinción entre argumentos más y menos rigurosos (...) del tratado Sobre las Ideas; la tesis de que la separación es el blanco esencial de las críticas aristotélicas a las Ideas; la interpretación de las opciones que Platón tiene para responder al argumento del tercer hombre, y la tesis de que la separación de las Ideas debe entenderse como homonimia. In this paper I examine Silvana Gabriela Di Camillo's recent book on Aristotle's criticisms of Plato's theory of Ideas. Di Camillo's book is a very serious work that I highly recommend. Nevertheless, I consider that four of the main theses that the author defends face several difficulties and my aim here is to offer detailed arguments against them: the interpretation of the distinction between more and less accurate arguments of the treatise On Ideas; the thesis that separation is the essential target of Aristotle's criticisms against Plato's Ideas; the interpretation of the options available to Plato to reply to the third man argument; and the thesis that the separation of Ideas should be understood as homonymy. While other philosophers have pointed out that Libet's experiment is compatible with compatibilist free will and also with weak libertarian free will, this article argues that it is even compatible with strong libertarian free will (SLF), \ie a person's ability to initiate causal processes. Contrary to what Libet suggested, the actions in the experiment were motivated by urges. It is in accordance with SLF that the urges had preceding unconcious causes. Furthermore, Libet's observation that vetoing is possible confirmes SLF.
