Modern physics describes the observable – and proposed – relations between the phenomena in the microcosm and macrocosm. Unfortunately we cannot observe non-local space itself. Therefore we can only determine the dynamics of the mathematical structure of space with the help of the universal properties of phenomenological reality. It has consequences too.

The study aims to identify the efficiency of the university education performance from the perspective of postgraduate and undergraduate students in international and Palestinian universities. The analytical descriptive approach was used for this purpose and the questionnaire was used as a main tool for data collection. The study community consists of: post graduate students, (23850) graduate students and (146355) undergraduate students. The sample of the study was 378 graduate students and 383 undergraduate students. The random stratified sample was used. (...) The Statistical Package of Social Sciences (SPSS) was also used for data analysis. The study reached a number of results, the most important of which are: The level of efficiency of educational performance in Palestinian and international universities from the point of view of postgraduate and undergraduate students was high. And that there are significant differences between the average views of the sample of the study on the efficiency of educational performance in Palestinian and international universities attributed to the University and to the benefit of international universities. The study concluded many recommendations, the most important of which is the necessity of continuing to develop e-learning strategies that affect the efficiency of educational performance and research commensurate with the university's position in the local and international community, which puts it on the best classification between local and international universities through e-learning. The essential idea of Leibniz’s Theodicy was little understood in his time but has become one of the organizing themes of modern mathematics. There are many phenomena that are possible locally but for purely mathematical reasons impossible globally. For example, it is possible to build a spiral staircase that is rising at any given point, but it is impossible to build one that is rising at all points and comes back to where it started. The necessity is mathematically provable, so (...) not subject to exception by divine power. Leibniz’s Theodicy argues that God could improve the universe locally in many ways, but not globally. This paper defends Leibniz, giving positive reasons for believing that there are so many necessary interconnections between goods and evils that God is faced with a choice like the classic Trolley case, where all of the scenarios that could be chosen upfront contain evils, but some more than others. Local changes for the better seem easy to imagine, but a proper understanding of global constraints undermines the initial impression that they can be done without global cost. The paper concludes by explaining how the context of the Leibnizian argument makes it reasonable to pursue the issue of whether there are no worlds better than this one. (shrink)

In the contemporary context of business and management, the leadership studies are considered as one of essential genre to allow sight of the holistic picture of the organizational performance. The general theory of leadership studies has given us a scope of elements involving the nature of leadership, and a body of research work contributed to elicit and deal with the factors significant to determine the effect of leadership, e.g, LMX (Leader and manager exchange).The participatory leadership and diversity or democracy in (...) the workplace has been a key concept for the organizational theorists and practitioners. There are a scope of case studies about the leadership and organizational change, yet being relatively small in number, however, concerning the higher educational institutions, and least in the context of Korean universities. We see that Korea would no longer be a developing country. Its national education is fine and of quality setting aside the national context of particularities. One would be the election system of University chancellors, and the other would be a recent pressure from the government. It triggers a rationalization of poor quality of colleges and universities. In this mainstream, the local universities and their leadership can be generally located to interact with the local compassion and requirements. The paper, in this context, aims to describe the leadership from a former CU Chancellor H. J. Cheon,organization change s well as the evaluation of his leadership. I hopefully expect that the narratives can increase an awareness of leadership elements, its play within the educational nstitutions, and particularly about the local universities of Korea in distinct flavor. Hilary Putnam argued that the special theory of relativity shows that there can be no temporal becoming. Howard Stein replied by defining a becoming relation in Minkowski spacetime. Clifton and Hogarth extended and sharpened Stein’s results. Game over? To the contrary, it has been argued that the Stein-Clifton-Hogarth theorems actually support Putnam’s contention, in that if an apparently minimal condition is put on the becoming relation, then these theorems entail that the becoming relation must be the universal relation. I recount (...) this dialectic in some detail and then try to define and defend a becoming relation based on a present that does indeed consist of more than one point or event but still satisfies the sort of objectivity requirements that Stein-Clifton-Hogarth require of a becoming relation. This present is not a global hyperplane or surface, however; it is a local structure. I close with some methodological remarks about the relation between the present and the real and about the importance of the specious or psychological present. (shrink)

Inspired by recent progress in multi-agent Reinforcement Learning (RL), in this work we examine the collective intelligent behaviour of theoretical universal agents by introducing a weighted mixture operation. Given a weighted set of agents, their weighted mixture is a new agent whose expected total reward in any environment is the corresponding weighted average of the original agents' expected total rewards in that environment. Thus, if RL agent intelligence is quantified in terms of performance across environments, the weighted mixture's intelligence is (...) the weighted average of the original agents' intelligences. This operation enables various interesting new theorems that shed light on the geometry of RL agent intelligence, namely: results about symmetries, convex agent-sets, and local extrema. We also show that any RL agent intelligence measure based on average performance across environments, subject to certain weak technical conditions, is identical (up to a constant factor) to performance within a single environment dependent on said intelligence measure. Aim: This paper assessed the relationship of the university teachers’ work-life balance with their work commitment in Jimei University Chengyi College in creating dynamics on managing competing demands aligned with personal and professional satisfaction. -/- Methodology: A descriptive research design was used in this study. The research locale is at Jimei University Chengyi College. The purposive sampling technique was used. This study used statistical treatment wherein responses were summarized, classified, and tabulated using statistical treatment such as frequency, percentage, weighted mean, (...) standard deviation and Likert scale. -/- Results: The overall mean of 3.52 shows that the teachers strongly agree that the work-life-school balance is very highly manifested in their lives and that they are able to juggle the different responsibilities in both their personal and professional lives. Teacher’s commitment is shown to a very great extent and is indicative of their commitment being very highly manifested which shows that the teachers are very committed to their task as a teacher. Comparing the assessment of the teacher respondents on their relationship between level of work-life-school balance and work commitment, the R-value indicates a weak positive correlation between the teacher’s level of work-life-school balance and work commitment. -/- Conclusion: Teachers experience feelings of anxiety or depression if the balance between the three aspects of their lives, their work, the school, and their personal lives, is disrupted. They constantly think about many other things about their work and their personal life that ‘easily’ relaxing might not be the easiest thing to do. Teachers strongly agree that the work-life-school balance is very highly manifested in their lives and that they are able to juggle the different responsibilities in both their personal and professional lives. The world is in a state of crisis. Global problems that threaten our future include: the climate crisis; the destruction of natural habitats, catastrophic loss of wild life, and mass extinction of species; lethal modern war; the spread of modern armaments; the menace of nuclear weapons; pollution of earth, sea and air; rapid rise in the human population; increasing antibiotic resistance; the degradation of democratic politics, brought about in part by the internet. It is not just that universities around (...) the world have failed to help humanity solve these global problems; even worse, they have made the genesis of these problems possible. Modern science and technology, developed in universities, have made possible modern industry and agriculture, modern hygiene and medicine, modern power production and travel, modern armaments, which in turn make possible much that is good, all the great benefits of the modern world, but also all the global crises that now threaten our future. What has gone wrong? The fault lies with the whole conception of inquiry built into universities around the world. The basic idea is to help promote human welfare by, in the first instance, acquiring scientific knowledge and technological know-how. First, knowledge is to be acquired; once acquired, it can be applied to help solve social problems, and promote human welfare. But this basic idea is an intellectual disaster. Judged from the standpoint of promoting human welfare, it is profoundly and damagingly irrational, in a structural way. As a result of being restricted to the tasks of acquiring and applying knowledge, universities are prevented from doing what they most need to do to help humanity solve global problems, namely, engage actively with the public to promote action designed to solve global problems. We need urgently to bring about a revolution in universities around the world, wherever possible, so that their central task becomes to help humanity learn how to solve the climate crisis and other problems of living, local and global, so that we may make progress towards a good, civilized world. This paper is mainly about situating the French language within (its) history. It analyzes the nostalgia for a linguistic and cultural imaginary global dimension of French. Although there are different globalities for different purposes, the one most widespread global language is English. English works internationally as an international language, even where it was once the colonial language, now left in heritage to once colonised countries. But the situation of the French language is quite different, its "globality" being much more discrete (...) and more locally circumscribed. (Yet the French often refer to French as a once diplomatic language, which it is not anymore, except for the French and for the "Francophonie"). This is not to deny the different global outreach (and different publics) of such languages as Mandarin, Arabic, or Spanish. In this paper, i compare French as a mainly local, and English as a global/international language in their different and divergent postcolonial configurations. Having access to a global language does not preclude the local dimension, which has several tracks. Contrary to the monolinguistic dream, languages actually inhabit each other. Since languages inhabit one another, plurilinguism is an asset, but it is also quite accessible to anyone. The French often have an inbuilt difficulty and complex (which comes with the way the first language is taught and transmitted) about not being able to speak another language, which inhibits them right from childhood. Crying over the fate of small languages or of languages "divested" of their universal claim seems useless. Language is a living organism subject to transformations and to decay. (shrink)

From the perspective of the Informational Model of Consciousness elaborated and reported recently on the basis of the last discoveries of the quantum mechanics and astrophysics, the meeting horizon between some ancient coherent empirical models of the humanity and our modern scientific results is analyzed. These results are discussed in terms of information, as a central axis relating the universe, the human and inter-humanity connections, and consciousness as an informational tool for the exploration of the reality. Bringing into discussion the (...) relevant recent discoveries of quantum mechanics (Higgs’ boson, disembodiment of information from the physical particles), and matter/information properties near the black holes, it is reinforced the concept of information as one of the fundamental constituent of matter and of our universe, showing that information is actually the base fabric of matter structures, living structures and universe. The huge quantity of dynamic information engaged in the living structures, particularly in the human organism, necessary to maintain the life’s functions and to allow the adaptation requirements, differentiates the living from non-living entities. It is shown that consciousness, human and universe cannot be really understood if it is not introduced on the panoramic scene a new player – dark matter, with more than 20% contribution, besides more than 70% dark energy and only 5% observable matter from the matter total quantity. It is shown also that the Informational Model of Consciousness, consisting in an architecture of seven cognitive centers, converges with the ancient models of chakras, of etheric body and aura concepts, with dual Taoist concepts of universe and human body, contributing with answers to the “mind-body”, “nature or nurture” problems and even to Qualia “hard” problem, and supporting the Jung’s concepts on the mind. The research aims to identify the learning organizations and their role in achieving organizational excellence in the Palestinian universities in Gaza Strip. The researchers used descriptive analytical approach and used the questionnaire as a tool for information gathering. The questionnaires were distributed to senior management in the Palestinian universities. The study population reached (344) employees in senior management is dispersed over (3) Palestinian universities. A stratified random sample of (182) workers from the Palestinian universities was selected (...) and the recovery rate was (69.2%). Statistical analysis (SPSS) program was used for analysis and processing the data. The research found the following results: there is a fair degree of approval on "cognitive dimension", there is a high approval about the importance of "organizational dimension", there is moderately consent of the importance of "Community dimension", there is a large degree of consent about the importance of axis of the "leadership excellence", there is a large degree of consent about the importance of axis of the "service-excellence", there is a fair degree approval about the importance of the axis of "cognitive excellence", and there is a moderately consent of the importance of "Organizational Excellence". The research found a group of recommendations including: the need to develop appropriate strategies for the University, employ modern technology in information systems, in addition to provide appropriate environment that achieve learning organizations, develop technological infrastructure, adopt universities for knowledge management in the academic and administrative departments because knowledge is the core of the work of these departments, create technological incubators in universities to adopt excellence academic research projects, and protected them, support them, and market them. Establishing of centers of excellence for scientific research in the university.The need for cooperation and coordination between local, Arab and international universities for the exchange of knowledge, information, and participation programs and training courses, as it provides an opportunity to develop the capabilities and skills of personnel and expertise. This article aims to distinguish and depict the features of communications and collaborations in contemporary universities through the concept of trading zones. The author also considers the role that the idea of a digital university might play in shaping interactions in transforming local context where different actors can find a common ground of exchange. The new contexts, including the pragmatic orientation of contemporary society and new technologies and environments, contribute to reconsidering the idea of the classical university, in (...) which interactions between professors and students have outstepped customary collaborations in laboratories, as well as the idea of education and research integration. This article focuses on distinguishing new forms of interactions, boundary practices, and environments, which are suggested by today’s universities. Proceeding from them, the author argues that new concepts of the university, such as the digital university, and renovated campuses—to some extent—contribute to the adaptation of a renewed idea of Humboldt’s Bildung. In this paper, I challenge the traditional narrative that William James’s arguments against determinism were primarily motivated by his personal struggles with depression. I argue that James presents an alternative argument against determinism that is motivated by his commitment to sound scientific practice. James argues that determinism illegitimately extrapolates from observations of past events to predictions about future events without acknowledging the distinct metaphysical difference between them. This occupation with futurity suggests that James’s true target is better understood as logical (...) determinism rather than causal determinism. This has consequences for James’s proposed alternative, which I call his probabilistic underdeterminism, a conception of the universe that is built on chance, choice, and a local teleology. All of this forms part of a broader criticism of the scientific practices of his day based on their widespread failure to acknowledge the distorting effects of observation on that which is observed. We humans are natural-born engineers. As such, we model after machines not only isolated, naturally occurring systems, but also the basic laws of physics, sharing with machines a local-evolution-of-state `grammar'. However, previous work by the author casts doubt upon this mechanistic paradigm, suggesting that it is to blame for the stubbornness of many open problems in physics. Simple experiments are therefore proposed to identify `non-machines'. In one experiment, `non mechanistic correlations' in the spirit of Bell are sought in a (...) pair of separated but previously coupled (macroscopic) chaotic systems. In another it is tested whether chaotic systems could fuzzily `remember their future' in the sense that a future binary perturbation applied to them could be inferred from their present behavior with probability$>1/2$. Chaotic systems are chosen as candidates because the long-time application of their (deterministic) mechanistic description is conceptually groundless: All scales are significant and mutually coupled in that regime, down to scales governed by QM, yet the quantum-classical transition remains inexplicable---if only due to the measurement problem. Similarly for non-deterministic chaotic systems, modeled as such purely for defying a short-time deterministic mechanistic description. Should a non mechanistic signature be found in such simple systems, the implications for science as a whole and life sciences in particular cannot be overstated. (shrink)

Entrepreneurship among youth across the world assists in job creation and self-reliance. On the same vein, there are factors that hinder their entrepreneurial intentions in establishing their goals. Compelling youth entrepreneurship development training is described by responsibility, adaptability, good local contacts and an important but intangible element of inspiration. This study investigated the on the factors inhibiting the success of entrepreneurial intentions to launch business. A case study of youth SME groups in an entrepreneurship class in United States International (...) University - Africa. The study was guided by the following objectives: to determine how propensity to risk impacts entrepreneurial intentions to launch business, to determine how locus of control impact entrepreneurial intentions to launch business, to determine how proactive personality impact entrepreneurial intentions to launch business. Structuralism can be defined as an important concept of using “units” as elements of form and space-giving, where the whole form is made not only up of a “texture”, a certain flexible grid, or an algorithm of shape-giving, but it depends also on the relationships created and how people use it. The hypothesis of this study is that “Modular Construction” can also have an aesthetically pleasing outlook and that modular housing can definitely have increasing importance in the future. Modular housing (...) due to its cheap, and manufactural way of construction can be replicable in various locations. Structuralism and Modular Construction have been at the core of the Modernist movement. Although postmodernism marked the decline of modular construction adopting methods known for a more close sense of place, vernacular, and locality, which differs from the ubiquitous model of modernism, it is the universality of space and habitation seen since the times of Hippodamus Grid, Japanese Tattami systems, and rational universal space in housing known in Europe that make grid and modular design an excellent system in obtaining, rationality, functionality, flexibility, and energy efficiency, including quick construction and possibility for replication. College towns contain mixtures of students and locals, tied to the intitution’s urban life. Due to students’ health, community engagement must be prioritized in these towns. However, technology is often blamed for distancing people. A paradoxical use of it, specifically immersive technology, a youth favorite, can be the solution by focusing on the technological narratives of the institute-related materials to improve community cohesion. This strategy shaped connections between students and locals and among past, present, and future. It is hard to believe that colors, sounds, tastes and feelings, the essential ingredients of the world as we know it, never existed in the universe until complex nervous systems appeared. This paper explores the idea that phenomenal experiences made of sensible qualities such as colors and sounds exist physically as the “clothing” of matter and are real public appearances that may be experienced by any locally situated subject, shared by multiple such subjects, or may even exist unperceived. In this (...) panqualityist worldview our awareness goes right up against the physical world that we can directly perceive. Material objects really have colors that are ubiquitous and existed in nature before brains evolved. The evolution of the brain did not create new physics, but employed the same ubiquitous simple physical laws that generate colors in external objects to generate colors internally. I theorize that there are different “matter to qualia” bridging laws for each sense modality and speculate as to what they may look like. (shrink)

We propose a novel interpretation of consciousness and an enlarged definition of locality, which provide a solution to the problem of the consistency of measurements in quantum mechanics: consciousness is a characteristics of the Universe as a whole. Besides its physical consequences, this interpretation has also moral implications: individuality comes out naturally to be just an accident functional to evolution which shaped past and present history through competition, and realizing this fact should enforce cooperation.

Libraries provide resources for knowledge acquisition, recreation, personal interests and inter-personal relationships for all categories of users. It enables the individual to obtain spiritual, inspirational, and recreational activities through reading, and therefore the opportunity of interacting with the society’s wealth and accumulated knowledge. This study examined the undergraduate students’ use of University library services and resources. It was affirmed the undergraduate utilized the University Libraries as learning centre. It is a remarkable fact that all processes occurring in the observable universe are irre- versible, whereas the equations through which the fundamental laws of physics are formu- lated are invariant under time reversal. The emergence of irreversibility from the funda- mental laws has been a topic of consideration by physicists, astronomers and philosophers since Boltzmann's formulation of his famous \H" theorem. In this paper we shall discuss some aspects of this problem and its connection with the dynamics of space-time, (...) within the framework of modern cosmology. We conclude that the existence of cosmological horizons allows a coupling of the global state of the universe with the local events deter- mined through electromagnetic processes. (shrink)

Citizen Satisfaction Index System (CSIS) was used to assess the delivery of support to education initiatives in the municipality of Banga, Aklan, Philippines. The samples were determined using multiple application of stratified random sampling approach. In accordance with the Philippine Statistical Authority's Data on Census Population and Housing for 2015, barangays having a bigger share of the population contributed more respondents to the 150 targeted participants. Following the inclusion criteria, the probability respondents were chosen using the Kish Grid. Pre-numbered questionnaires (...) were distributed, with odd numbers targeting male responders and even numbers targeting females. The following criteria were used to evaluate the respondents' assessments: awareness, availment of the program/service, satisfaction, and need for action. Furthermore, interviews were conducted to better understand and investigate the respondents' thoughts, behavior, and perspectives. The reasons for their reaction were also obtained. The data was provided in percentage as well as frequency distributions. The study inferred that awareness on alternative learning system and/or special education program should be improved since it is the only program that attained low rating for awareness. Most of the residents were not able to avail education programs because they have no household member who attends school. Majority of the respondents who availed the services were satisfied. However, scholarship and other assistance programs to students may be enhanced to improve service delivery. It is highly recommended by the citizens to improve accessibility to scholarship programs and other forms of financial assistance to students. (shrink)

Migration has, in recent years, been one of the most current topics both in Croatia and worldwide. We have witnessed increased emigration (i.e. out-migration) of Croatian citizens, as well as attempts to cross the Croatian state border by citizens of other countries. This book focuses on migration in the context of the so-called migrant and refugee crisis, which is considered from a philosophical and sociological perspective. Any gender-specific terms, irrespective of the gender in which they are used here, refer equally (...) to both men and women. The book came into being as part of a study conducted by the authors in 2019 among students at the University of Split. This was one of the activities carried out within the project entitled Creating welcoming communities, which was coordinated by the Association "MI" – Split, with the support of the UNHCR’s (United Nations High Commissioner for Refugees) Representation in Croatia. The main objective of the project was to improve the conditions for better integration of asylum seekers at the local and regional level, with a special emphasis on local stakeholders and the community. The objective and activities of the project reflect and anticipate relocation policies and work towards analysing, valorising, and developing recommendations for the preparation of the local community and self-government to provide support. In this regard, we can say that the aim of the project is a contribution of sorts to creating a welcoming atmosphere and better conditions for integration through cooperation with institutions, and especially with the academic community. The project activities were intended to include relevant scientific findings that would enable the interested public to gain a more systematic understanding of the current social situation as well as to promote the idea of the possibilities of achieving a higher integration standard. In the complex social circumstances of today, which require understanding and adaptation, in addition to adequate access to accurate information, it is also crucial to ensure and facilitate the forming of inter-sectoral networks that would respond more readily to existing challenges. This primarily requires knowledge exchange, but also cooperation between different stakeholders such as public institutions, local and state government, civil society organisations, the academic community, media, etc. All these stakeholders play an equally important role in establishing a support network for a multitude of beneficiaries within the integration process. The establishment of a support network for the reception and integration of asylum seekers depends on the support of the local population in the broadest sense. One of the aims of the study was to analyse the relationship between the respondents’ identity features and their attitudes on accepting immigrants and refugees. The structure of the survey is based on the following objectives within which we sought to identify: 1) students’ attitudes on immigration, immigrants, and refugees, 2) the perceived sociodemographic profiles of immigrants and refugees, 3) the eventual presence of social distance towards immigrants and refugees. For the sake of clarity and better presentation, the second and third research objectives are analytically separated from the first one, although, in fact, a connection exists between them. How students perceive migration, immigrants, and refugees plays a role in shaping their attitudes towards them, as well as in potential behaviours reflected in the degree of social distance. From the sociological perspective, identity is seen as the way we perceive ourselves and others, as well as the way we are perceived by others. It involves sameness, similarity and difference concerning various groups of individuals (Abercrombie, Hill & Turner, 2006:190). Identity is associated with the meanings individuals and groups attach to their social reality, resulting in different forms of action. As such, it becomes one of the central political, scientific, and social topics in general. The book is structured in six chapters. Following the introduction, the first chapter presents the theoretical framework on which the conducted research is based. It goes on to elaborate on the concepts significant for a better understanding of the covered topic, in particular the concept of identity, the differences between the concepts of immigrant and refugee, as well as the frameworks of philosophical reflection on migration (the philosophy of politics and ethics). As confirmed both by our study and by numerous others, the discussion on the topic of identity represents an important element in understanding modern migrations. The third and fourth chapters lay out the research methodology, followed by the results and their interpretation. Chapter 5 provides conclusions and recommendations for further research and the establishment of a support network for the reception and integration of asylum seekers. This article discusses the process of universalization of education in Brazil the count from a specific spatiality - the places on the edge of the Transmazonica highway. There being no need toquestion the scope and effectiveness of expanding access to basic education, given its wide acceptance in the country - we start from the principle of geographical connectivity/connection to problematize such educational universalization. We aim to reflect on the scope of basic education, its conditions and ability to potentiate or not (...) the diversity of the territory. Methodologically grounded in a dialogue between phenomenology and existentialism, we conduct a literature review taking as starting point the preliminary empirical research data. We conclude that the universalization of education is configured as extermination argument that effective the urbanocentric vision and one connectedness between places and territory, produces disconnection of the places themselves, removing their ability to communicative action that jeopardizes not only education the local, but regional and national. Cloud computing is considered as a new type of technology, in fact, it is an extension of the information technology's developments which are based on the pooling of resources and infrastructure to provide services depend on using the cloud, in the sense that instead of these services and resources exist on local servers or personal devices, they are gathered in the cloud and be shared on the Internet. This technology has achieved an economic success no one can deny it (...) and resorting to use it has many advantages, today it becomes known and recognized and begins to invade the libraries' area and imposes itself day by day because of the benefits afforded by using applications that have the ability to change the nature of library's services through the web hosting services which can be accessed via any internet connected device. And actually, libraries started using services provided by this technology especially in the field of digitization, indexing, supply, storage and the service of sharing and exchanging information resources in the virtual environment. For this, there is a need to conduct scientific research to find out librarians' trends and motivations about the use of cloud computing in their field of work. Where this research examines the librarians' trends towards the use of cloud computing according to the technology acceptance model (TAM). The study depended on descriptive analytical method using a questionnaire tool, and it has included all the libraries of Mentouri-Constantine1, libraries of university Abdelhamid Mehri-Constantine2, libraries of university Constantine 3, and libraries of Emir Abdelkader university of the Islamic science. And it reached a set of results including: that cloud computing is not used in a very large proportion by librarians, and they haven't a good cognitive level of its services, but in return, an interest was found by them to the cloud as a technology helps the office work implementation and the performance efficiency lifting and appreciates library services. We argue the thesis that if (1) a physical process is mathematically representable by a Cauchy sequence; and (2) we accept that there can be no infinite processes, i.e., nothing corresponding to infinite sequences, in natural phenomena; then (a) in the absence of an extraneous, evidence-based, proof of `closure' which determines the behaviour of the physical process in the limit as corresponding to a `Cauchy' limit; (b) the physical process must tend to a discontinuity (singularity) which has not been reflected (...) in the Cauchy sequence that seeks to describe the behaviour of the physical process. We support our thesis by mathematical models of the putative behaviours of (i) a virus cluster; (ii) an elastic string; and (iii) a Universe that recycles from Big Bang to Ultimate Implosion, in which parity and local time reversal violation, and the existence of `dark energy' in a multiverse, need not violate Einstein's equations and quantum theory. We suggest that the barriers to modelling such processes in a mathematical language that seeks unambiguous communication are illusory; they merely reflect an attempt to ask of the language chosen for such representation more than it is designed to deliver. The theme of this study is about establishing a purely logical theory about the Universe. Logic is the premier candidate for the reality behind phenomena. If there is a final theory, the Universe must be logic itself, called pure logic, elements of which include not only logic and illogic but also logical and illogical manipulations between them. The kernel is the revised law of the excluded middle: between two basic concepts are four possible manipulations, three logical and one illogical, whereas (...) only one is realized. The key parameter for an element is aim, including reason, outcome, and neutrality. When an element is a contradiction, it can be located at three positions: reason, outcome, and manipulation, corresponding to three colors of quark. Thus, there is interaction with the SU(3) symmetry keeping the number of the three elements balanced locally. A proposition without contradiction has two independent aims. When one aim changes, there is interaction with the U(1) symmetry. When two aims change together, there is interaction with the SU(2) symmetry. (shrink)

The article contains a critical analysis of the skeptical solution to the rule- following problem. The skeptical solution denies the existence of “superlative” R-facts that would make statements of the form “P means R by ‘+’ ” true. The role of the sources for the meaning of ‘+’ here is played by the patterns of solidarity behavior of members of some community to which P belongs. The correct use of ‘+’ would be one that is approved by the competent majority (...) of this community, and there can be no other sense in which it would be correct or wrong. Boyd’s hypothesis denies the communal character of the ‘+’ meaning. While there are no “superlative” R-facts, there should be C-facts not about the R as the standard that P or its community follows in their practice of using ‘+’, but about whether they do it correctly. The proof of the Boyd hypothesis is based on the example of an imaginary Ω-community, whose agents use a finite set of simple symbols for the needs of their arithmetic: ‘A’, ‘B’, ‘C’, ‘D’, ‘E’, ‘F’, ‘G’, ‘H’, ‘J’. Each symbol denotes a subset of identical, from the Ω-community point of view, numerical values. The symbol ‘A’ is used, for ex- ample, for a subset of the natural numbers 1, 10, 19, 28, 37, 46, etc.; ‘B’ for 2, 11, 20, 29, 38, 47, etc.; ‘C’ for 3, 12, 21, 30, 39, 48, etc. The Ω-community’s arithmetic uses the only local function ⊕ whose range of values forms a finite set of mathematical propositions {α} that are true. The Ω-community’s arithmetic, like our own, is open to many skeptical challenges. Is there a fact that determines the meaning of ‘⊕’? What do agents do when they calculate with ‘⊕’ (say, solve examples ‘A⊕B = ?’, ‘C⊕E=?’, etc.)? Do they Add, Badd or Dadd? To answer them would require a “superlative” R-fact. For the calculation practice with ‘⊕’, it could be a certain R-fact that determines the only possible order for the sequence of numerals ‘A’, ‘B’, ‘C’, ‘D’, ‘E’, ‘F’, ‘G’, ‘H’, ‘J’ such that {α} is true. An analysis of the calculation practice using the local arithmetic function ⊕ shows that for it there are no such R-facts that would determine the only correct standard R – even if the agents in the Ω-community were trained in such calculations on a full set of cases for the application of that function. However, for such practice there are C-facts (independent in their existence from R-facts) that make it possible to distinguish between what seems to be right and what is right. The solitary agent P and the Ω-community are in the same position regarding the knowledge of C-facts. The Ω-community’s point of view has no advantage in matters of C-facts knowledge over the solitary agent P’s point of view. The Ω-community arithmetic shows that if a solitary agent P had the suitable knowledge of C-facts about the practice of calculations with ‘⊕’, it would allow him/her to disagree with the not correct answers of other members of the community even when they would constitute an absolute majority. In the Philippines, the Marikina Sports Center, established in 1969 (Tugano, 2019, p. 249), stands as an example of an aging facility that no longer fully serves the needs of the modern community. Built over five decades ago, it was designed for a much smaller population and under very different social conditions. The population of Marikina grew by approximately 1027.32% from 40,455 in the 1960s to 456,059 in 2020 (Marikina City Planning Office, 2023). Today, it struggles to provide the level (...) of service and accessibility required by a growing and diverse society, as evidenced by a lack of universal design just by simply visiting the center. Moreover, its aging infrastructure is a cause for concern (Tugano, 2019, p. 251). Marikina City’s mission to become a model for local governance—focused on providing participative, inclusive, and high-quality public services—underscores the urgent need to upgrade the sports center. The city is committed to addressing both the practical and strategic needs of its institutions, environs, and constituents, but the current state of the sports center does not entirely reflect these aspirations. Furthermore, Marikina’s objective of fostering a "healthier, livelier, and community-centered citizenry" (Marikina City Planning Office, 2018, p. 43) is hindered by the outdated infrastructure of the sports center. One of the ways that the city envisions encouraging a healthy lifestyle is by promoting the use of the Marikina Sports Center for local events. The center boasts numerous amenities, yet, despite these offerings, the facilities require substantial updates to cater to a wide and diverse set of users (Reyes, 2023). (shrink)

Amid the wide variety of interpretations of quantum mechanics, the notion of a fully coherent ontological interpretation has seen a promising evolution over the last few decades. Despite this progress, however, the old dualistic categorical constraints of subjectivity and objectivity, correlate with the metrically restricted definition of local and global, have remained largely in place – a reflection of the broader, persistent inheritance of these comfortable strictures throughout the evolution of modern science. If one traces this inheritance back to (...) its ancient roots in Plato and Aristotle, it is clear that the coherence, scientific utility, and historical durability of the various natural philosophies that followed have been directly proportional to their commitment, tacit or explicit, to object-oriented realism. As Simondon might put it, it is a commitment to the primacy of individuated substance over the process of individuation. For Whitehead, it is the misplaced assimilation of becoming to being, of potentiality to actuality. Quantum mechanics has challenged this commitment with a combined breadth and depth of force that far exceeds any other theory in the history of science. The theory’s objectively demonstrable empirical application is manifest only by way of a fundamentally subjective, context-dependent mechanism of measurement. More compelling still, actual system states are always actualizations of locally contextualized yet globally conditioned potential system states, such that “globally objective” reality is no longer merely the object of local measurement, but also its product. Thus, any coherent, ontological interpretation of quantum theory must include a conceptual framework by which objectivity and subjectivity, actuality and potentiality, global and local, being and becoming, individuated fact and process of individuation, are no longer understood as merely epistemic, mutually exclusive category pairs descriptive of an already extant, closed reality – but rather as mutually implicative ontological categories explicative of an ontogenetic, open reality-in-process. The state of the availability of digital resources and institutional compliance to COVID-19 mitigation measures was evaluated by the researchers in this study. Informed by the need to answer two research questions, the study adopted the descriptive survey design. A sample of 409 participants was drawn from a population of 2,410 academic staff at the University of Calabar, leveraging the multistage sampling process. “Availability of digital resources and institutional compliance with COVID-19 mitigation measures questionnaire” was used for data collection. After (...) administration, we recovered 397 copies of the instrument successfully. We used descriptive statistics to answer the research questions. Our findings indicated a great extent in the availability of digital resources such as computers (91.18%), human capacity (63.48%), network printers (67.76%), projectors (59.19%), websites (92.95%), and wireless networks (86.65%). There was a low extent in the availability of digital resources such as local area network (5.79%), cloud storage systems (2.27%), digital libraries (7.56%), firewalls (1.26%), Internet service (48.36%), routers (23.69%), and Zoom videoconferencing platform (23.93%). The unavailability of digital resources such as host/servers (0%) and virtual private networks (0%) in the higher education institution (HEI). Further evidence shows a low extent of institutional compliance with COVID-19 mitigation measures generally and specifically for all indicators. In conclusion, there is a high degree of unreadiness to promote e-learning when flexible learning systems should operate in the institution. Among others, we recommend that the management of the HEI should apportion proceeds from internally generated funds to procure digital resources to increase the institution's capacity to respond to COVID-19 or similar cases in the future. The success of any election depends on whether it was free and fair both to the candidates and the voters. Due to media coverage of national elections locally, regionally and globally, subtle psychological cues have become popular and are being used in student Representative Council (SRC) elections to harness voter preferences. This study focused on investigating the relationship between subtle psychological cues and voter preferences among university of Zimbabwe students. More so, the study was focused on four operationally defined subtle (...) psychological cues namely Ballot order effects, Hallo effects, Negativity bias and Push polls on whether they would influence the participant’s voter preference. The study takes the form of an experimental research design and is based on a sample of 80 purposefully selected participants. In addition, primary data was gathered using 4 ballot papers with a Likert scale and was analysed using Statistical Package for Social Studies (SPSS) version 23. Descriptive statistics, T-tests for independent samples, Chi-square tests and Pearson correlation were computed to establish the degree of the relationship between the variables in question. Results show that of the four subtle psychological cues under investigation, negativity bias and hallo effects were predominantly popular due to the American presidential debates such as that of Richard Nixon against Kennedy and Barack Obama against Hilary Clinton. In addition the results show no statistically significant group differences on how gender, ethnicity and year of study affected voter preferences. Ultimately, there were three positive correlations for the experiments Ballot order effects, Hallo effects and Negativity bias. However, contrary to the reviewed literature there was a negative correlation between Push polls and voter preferences. The conclusion was that there is statistically significant relationship between subtle psychological cues and voter preferences and hence have the potential to increase or decrease the votes a candidate obtains. Therefore, the University can closely monitor SRC elections and make sure the students do not abuse psychological cues such as negativity bias and push polls as they have the potential of ruining the student’s reputations. Also the organisation can add to its current SRC election policies the strategies that were implemented in this study to hold other factors at a constant such as using butterfly ballot paper ordering to help make the free and fair. If everything is in permanent change, can the Universe itself be fundamentally passive? Answering this question requires a clear concept of ‘activity.’ The nature of ‘action’ is a central and unsolved philosophical problem. Actions play a crucial role in the way we conceive of ourselves, life and the Universe, and the value we put on these. In four decades of research on solar activity, we found that activity is not a mere occurrence but a genuine activity of the Sun, initiated (...) globally by the Sun using quantum processes as tools that generates suitable primary mass flows locally in the solar core that are capable of producing a working dynamo. This is a critical review of Herman Cappelen’s Fixing Language (2018), an excellent and thought-provoking introduction to a hot topic in metaphilosophy: conceptual engineering, which defines the process of evaluating and improving/revising our representational devices (popularly known as concepts). Here, I first present an overview of the book, summarizing his General Theory of conceptual engineering. Second, I point out some limits of the General Theory, in particular the putative consequence of his semantic externalism, the Lack of Control thesis. According to (...) it, the processes behind changes in meaning are too complex and amorphous for revisionary projects to be generally successful. However, I claim that a proper investigation of Lack of Control demands us to look at the sciences, especially the social sciences, something absent in Cappelen’s book. Furthermore, I remember that many conceptual engineers do not put forward large-scale revisions, but rather local ones – i.e., restricted to specific scientific and institutional contexts, and therefore more feasible and potentially relevant. Some international researchers assume that there is a lack of ethical review of research in many countries of the Global South. However, numerous African countries have recently introduced local and national research ethics guidelines. This article unpacks how ethical reviews of research in education are negotiated in a higher education institution in Ethiopia. It employs a critical analytical lens to challenge some of the assumptions of Beaty’s (2010) Institutional Review Board (IRB) stakeholder model. The article begins with a discussion (...) of the limitations inherent in the IRB model. Critical analyses of institutional documents and non-confidential, off-the-shelf IRB minutes are also conducted. The analysis shows that researchers within the medical and health sciences disciplines have well established organisational engagement when it comes to handling issues related to research ethics. However, limited representation of the educational and social and behavioural science disciplines remains a challenge. Furthermore, ethical issues in conducting educational research are hardly addressed in the national guidelines for granting research ethics approval. This results in further marginalisation of the contributions of educational research to knowledge production. (shrink)

The recent news of a 13-year-old Singaporean prodigy graduating from an Australian university has sparked discussion about Singapore’s approach to nurturing exceptional young talents, especially after it was revealed that the boy had been previously rejected by a local university because of his young age. Some have called for an increased flexibility to allow such young people to skip levels in Singapore - parents of intellectually advanced children often cite concerns that their children are disengaged and bored at school. (...) The fear is real - keeping these students at the same level as their peers could potentially squander their potential and impede their growth. Yet, on the flip side, accelerating their academic journey could potentially jeopardise their social and emotional development, which could negatively impact their ability to connect and work well with their peers in their adulthood. Nonetheless, this debate brings to light the need for more effective strategies to meaningfully engage students with diverse abilities and learning paces. (shrink)

This paper shows a typical of strategic planning process involving a local university in the transformative society as well as quasi-privatization drive from the government. Chosun University was chosen as an object of this case study, which faces a high demand of environment and challenges. A comprehensive process often undertaken in the strategic change process was applied to this institution, and shows how it initiated the process, conducted a stakeholders analysis, identified the strategic issues and strategies in the vision (...) for 2020 (V2020). The article shows a paradigmatic application of strategic theory and process to the higher educational institutions, and also includes some of reflections on the strategic studies as a conclusion. The paper discusses this year’s Nobel Prize in physics for experiments of entanglement “establishing the violation of Bell inequalities and pioneering quantum information science” in a much wider, including philosophical context legitimizing by the authority of the Nobel Prize a new scientific area out of “classical” quantum mechanics relevant to Pauli’s “particle” paradigm of energy conservation and thus to the Standard model obeying it. One justifies the eventual future theory of quantum gravitation as belonging to the newly established quantum information (...) science. Entanglement, involving non-Hermitian operators for its rigorous description, non-unitarity as well as nonlocal and superluminal physical signals “spookily” (by Einstein’s flowery epithet) synchronizing and transferring some nonzero action at a distance, can be considered to be quantum gravity so that its local counterpart to be Einstein’s gravitation according to general relativity therefore pioneering an alternative pathway to quantum gravitation different from the “secondary quantization” of the Standard model. So, the experiments of entanglement once they have been awarded by the Nobel Prize launch particularly the relevant theory of quantum gravitation grounded on “quantum information science” thus granted to be nonclassical quantum mechanics in the shared framework of the generalized quantum mechanics obeying rather quantum-information conservation than only energy conservation. The concept of “dark phase” of the universe naturally linked to the very well confirmed “dark matter” and “dark energy” and opposed to its “light phase” inherent to classical quantum mechanics and the Standard model obeys quantum-information conservation, after which reversible causality or the mutual transformation of energy and information are valid. The mythical Big Bang after which energy conservation holds universally is to be replaced by an omnipresent and omnitemporal medium of decoherence of the dark and nonlocal phase into the light and local phase. The former is only an integral image of the latter and borrowed in fact rather from religion than from science. Physical, methodological and proper philosophical conclusions follow from that paradigm shift heralded by this year’s Nobel Prize in physics. For example, the scientific theory of thinking should originate from the dark phase of the universe, as well: probably only approximately modeled by neural networks physically belonging to the light phase thoroughly. A few crucial philosophical sequences follow from the break of Pauli’s paradigm: (1) the establishment of the “dark” phase of the universe as opposed to its “light” phase, only to which the Cartesian dichotomy of “body” and “mind” is valid; (2) quantum information conservation as relevant to the dark phase, furthermore generalizing energy conservation as to its light phase, productively allowing for physical entities to appear “ex nihilo”, i.e., from the dark phase, in which energy and time are yet inseparable from each other; (3) reversible causality as inherent to the dark phase; (4) the interpretation of gravitation only mathematically: as an interpretation of the incompleteness of finiteness to infinity, for example, following the Gödel dichotomy (“either contradiction or incompleteness”) about the relation of arithmetic to set theory; (5) the restriction of the concept of hierarchy only to the light phase; (6) the commensurability of both physical extremes of a quantum and the universe as a whole in the dark phase obeying quantum information conservation and akin to Nicholas of Cusa’s philosophical and theological worldview. The paper discusses Hilbert mathematics, a kind of Pythagorean mathematics, to which the physical world is a particular case. The parameter of the “distance between finiteness and infinity” is crucial. Any nonzero finite value of it features the particular case in the frameworks of Hilbert mathematics where the physical world appears “ex nihilo” by virtue of an only mathematical necessity or quantum information conservation physically. One does not need the mythical Big Bang which serves to concentrate all the violations of (...) energy conservation in a “safe”, maximally remote point in the alleged “beginning of the universe”. On the contrary, an omnipresent and omnitemporal medium obeying quantum information conservation rather than energy conservation permanently generates action and thus the physical world. The utilization of that creation “ex nihilo” is accessible to humankind, at least theoretically, as long as one observes the physical laws, which admit it in their new and wider generalization. One can oppose Hilbert mathematics to Gödel mathematics, which can be identified as all the standard mathematics until now featureable by the Gödel dichotomy of arithmetic to set theory: and then, “dialectic”, “intuitionistic”, and “Gödelian” mathematics within the former, according to a negative, positive, or zero value of the distance between finiteness and infinity. A mapping of Hilbert mathematics into pseudo-Riemannian space corresponds, therefore allowing for gravitation to be interpreted purely mathematically and ontologically in a Pythagorean sense. Information and quantum information can be involved in the foundations of mathematics and linked to the axiom of choice or alternatively, to the field of all rational numbers, from which the pair of both dual and anti-isometric Peano arithmetics featuring Hilbert arithmetic are immediately inferable. Noether’s theorems (1918) imply quantum information conservation as the maximally possible generalization of the pair of the conservation of a physical quantity and the corresponding Lie group of its conjugate. Hilbert mathematics can be interpreted from their viewpoint also after an algebraic generalization of them. Following the ideas of Noether’s theorem (1918), locality and nonlocality can be realized both physically and mathematically. The “light phase of the universe” can be linked to the gap of mathematics and physics in the Cartesian organization of cognition in Modernity and then opposed to its “dark phase”, in which physics and mathematics are merged. All physical quantities can be deduced from only mathematical premises by the mediation of the most fundamental physical constants such as the speed of light in a vacuum, the Planck and gravitational constants once they have been interpreted by the relation of locality and nonlocality. Due to Gӧdel’s incompleteness results, the categoricity of a sufficiently rich mathematical theory and the semantic completeness of its underlying logic are two mutually exclusive ideals. For first- and second-order logics we obtain one of them with the cost of losing the other. In addition, in both these logics the rules of deduction for their quantifiers are non-categorical. In this paper I examine two recent arguments –Warren (2020), Murzi and Topey (2021)– for the idea that the natural deduction rules for (...) the first-order universal quantifier are categorical, i.e., they uniquely determine its semantic intended meaning. Both of them make use of McGee’s open-endedness requirement and the second one uses in addition Garson’s (2013) local models for defining the validity of these rules. I argue that the success of both these arguments is relative to their semantic or infinitary assumptions, which could be easily discharged if the introduction rule for the universal quantifier is taken to be an infinitary rule, i.e. non-compact. Consequently, I reconsider the use of the ω-rule and I show that the addition of the ω-rule to the standard formalizations of first-order logic is categorical. In addition, I argue that the open-endedness requirement does not make the first-order Peano Arithmetic categorical and I advance an argument for its categoricity based on the inferential conservativity requirement. The paper shows how the Bohmian approach to quantum physics can be applied to develop a clear and coherent ontology of non-perturbative quantum gravity. We suggest retaining discrete objects as the primitive ontology also when it comes to a quantum theory of space-time and therefore focus on loop quantum gravity. We conceive atoms of space, represented in terms of nodes linked by edges in a graph, as the primitive ontology of the theory and show how a non-local law in (...) which a universal and stationary wave-function figures can provide an order of configurations of such atoms of space such that the classical space-time of general relativity is approximated. Although there is as yet no fully worked out physical theory of quantum gravity, we regard the Bohmian approach as setting up a standard that proposals for a serious ontology in this field should meet and as opening up a route for fruitful physical and mathematical investigations. Biology seems to present local and transitory regularities rather than immutable laws. To account for these historically constituted regularities and to distinguish them from mathematical invariants, Montévil and Mossio (Journal of Theoretical Biology 372:179–191, 2015) have proposed to speak of constraints. In this article we analyse the causal power of these constraints in the evolution of biodiversity, i.e., their positivity, but also the modality of their action on the directions taken by evolution. We argue that to fully account for (...) the causal power of these constraints on evolution, they must be thought of in terms of normativity. In this way, we want to highlight two characteristics of the evolutionary constraints. The first, already emphasised as reported by Gould (The structure of evolutionary theory, Harvard University Press, 2002), is that these constraints are both produced by and producing biological evolution and that this circular causation creates true novelties. An operational approach to quantum mechanics has been developed in the past decades in our group in Brussels. A similar approach is taken in this work, making use of the extra operational depth offered by this approach, to show that the construction of spacetime is specific to each observer. What is usually referred to as the block universe then emerges by noting that parts of the past and future are also contained in the present, but without the limitations that a (...) four-dimensional block universe usually implies, of a reality in which change would be impossible. In our operational approach, reality remains dynamic, with free choice playing a central role in its conceptualization. We also show that, when operationally analyzed, the theory implies that objects move not only in space, but also and especially in time, and more generally in spacetime, with their rest mass being a measure of their kinetic time energy. We therefore claim that Einstein’s relativity revolution has not been fully realized, since most physicists are not ready to accept these consequences of the theory although the formula’s showing them, when operationally analyzed, are in every relativity textbook. In particular, when relativistic motion is revisited as a genuine four-dimensional motion, it becomes possible to reinterpret the parameter c associated with the coordinate speed of light, which becomes the magnitude of the four-velocity of all material entities. We observe that this four-dimensional motion in Minkowski space can also be better understood if placed in the broader perspective of quantum mechanics, provided that non-locality is interpreted as non-spatiality, thus indicating the existence of an underlying non-spatial reality, the nature of which could be conceptual, consistent with the conceptuality interpretation of quantum mechanics. This hypothesis is reinforced by noting that when observers, or experiencers, as they will be referred to in this article, are described by acknowledging their cognitive nature of entities moving in a semantic space, Minkowski metric emerges in a natural way. I explore the supposition that any form of philosophical and cultural difference involves an interplay of both global and local significations, or a peculiar kind of global conversation. I maintain that the recurrence of the global into the local and vice versa is not accidental, as it makes for a much sought difference of significance both in the life of the single individual and in a variety of cultural and practical senses. I explore specifically its philosophical sense within (...) the thought of Lao-tse, Martin Heidegger, and Richard Rorty. In Lao-tse’s Tao Te Ching, this sense is tied to the concepts of the Tao and Te. Tao is the eternal and inexplicable source of all existence; Te is its localized actualization in the life of each and every person. Tao ensures the universal harmony of the world; Te is the principle of one’s individual relation to that harmony. The same sense could be identified in the work of Heidegger, who transformed the philosophical thinking of the last century by redefining its knowing subject in existence. The subject, thus rediscovered as Dasein (being-there) and as being-in-the-world (in-der-Welt-sein), could disclose the world (Welt) only via its familiar surrounding world (Umwelt) to gradually become aware of its most general (indeed global) epistemic concern of the Being (Sein) of beings (Seinde). Similarly, Rorty, who sees the task philosophy and the rest of culture as set by history on the utilitarian goal of achieving the greatest happiness for the greatest number of people, demands starting up locally to achieve it globally. His pragmatic approach also demands utilizing the trustworthy resource of the global cultural tradition, as well as the involvement of the individuals in their locality as problem-solvers (as scientists, artists, engineers, and others). Our universe shows to be local and non-local. The concept is confusing because in daily live we are not aware of the non-locality of our universe. Actually, in daily live local reality seems to be quite orderly and understandable. But we don’t know why everything is in motion and all our theories in physics are still approximations of physical reality. At least that is what they supposed to be.
