Roger Penrose is known for his proposals, in collaboration with Stuart Hameroff, for quantum action in the brain. These proposals, which are still recent, have a prior, less known basis, which will be studied in the following work. First, the paper situates the framework from which a mathematical physicist like Penrose proposes to speak about consciousness. Then it shows how he understands the possible relationships between computation and consciousness and what criticism from other authors he endorses, to conclude by explaining (...) how he understands this relationship between consciousness and computation. Then, it focuses on the concept of non-locality so essential to his understanding of consciousness. With some examples, such as impossible objects or aperiodic tiling, the study addresses the concept of non-locality as Penrose understands it, and then shows how far he intends to arrive with that concept of non-locality. At all times the approach will be more philosophical than physical. (shrink)

Non-locality is one of the great mysteries of quantum mechanics (qm). There is a new realist interpretation of qm on the table whose notion of time incorporates both of McTaggart's A-series and B-series. In this philosophically motivated interpretation there is no fact of the matter as to whether the 'now' of one system is the 'now' of another system, until measurement. But this reproduces the idea that the spins of a Bell pair of electrons do not become definite 'until' (...) measurement. And this almost trivially allows for non-locality. (shrink)

There are various supernatural phenomena which hardly can be explained by the existing electromagnetic science, for instance non-locality interactions (may be associated with ESP etc), and also precognitive interdictions. And there are other problems such as how to include the Spirit in our consciousness. For example, it has been known for long time that intuition plays significant role in many professions and human life, including in entrepreneurship, government, and also in detective or law enforcement activities. Despite these examples, such (...) a precognitive interdiction is hardly accepted in established science. In this paper, we discuss non-locality interactions and also advanced solutions of Maxwell equations, and argue in favor of precognitive interdiction from classical perspective. We also discuss shortly on how “spirit” may be included in medicine, although we also make cautious remarks on the danger of “spiritism.” However, we admit that what we discuss here is quite rough, and more researches are needed to verify what we describe here. In this brief paper, we argue about the relationship between quantum entanglement and non-locality.

The most part of the debates on Quantum Mechanics (QM) interpretation come out from the remains of a classical language based upon waves and particles. Such problems can find a decisive clarification in Quantum Field Theory (QFT), where the concept of “classical object” is replaced by an interaction networks. On the other hand, it is simpler to discuss about non-locality in QM than in QFT. We propose here the concept of transaction as a connection between theQM and QFT language (...) as well as the possibility to introduce quantum non-locality ab initio.We also mention the cosmological consequence of a non-local archaic vacuum here defined. Modern physics describes the observable – and proposed – relations between the phenomena in the microcosm and macrocosm. Unfortunately we cannot observe non-local space itself. Therefore we can only determine the dynamics of the mathematical structure of space with the help of the universal properties of phenomenological reality. It has consequences too.

In this brief paper, we argue about some epistemological positions about quantum non-locality.

A single-blind experiment was conducted on free-responsive spatially non-local perception of free-selective simple photographic targets. One author (the tasker) chose a photographic target not subjected to a priori compiling, and the other author (the perceiver) attempted to unconventionally perceive the target. Feedback was expected prior to a new target being selected. A hundred trials were completed over 11 months. Thirteen judges offered gradings that collectively projected an apparent information requisition yield (AIRY). The AIRY refers to two aspects of the matching (...) of a taskette (a target’s counterpart) with respect to the target based on fuzzy scales from 0% to 100%, graded with an increment of 10%. The type-I or “tangibility” aspect of matching assessed the extent of the resemblance of a taskette to the target in terms of the shape or structural details of the primary physical entity/event. The type-II or “intangibility” aspect of the matching assessed the degree of the reconstruction of a taskette to the target in terms of the feature or functionality of the predominant physical entity/event. A total of 6 taskettes received >50% grades in both type-I and type-II aspects of matching with their respective targets. This outcome may correspond to an effect size of 1.47 if the chance-expectation may give a benchmark proportion of 3 out of 100 trials producing >50% grades in both type-I and type-II aspects of matching. Patterns indicating target interference associated with two trials entail further investigation. The approaches offer new insights to quantifying the band-limited information throughputs of spatially non-local perception. (shrink)

In a recent paper in this Journal San Pedro I formulated a conjecture relating Measurement Independence and Parameter Independence, in the context of common cause explanations of EPR correlations. My conjecture suggested that a violation of Measurement Independence would entail a violation of Parameter Independence as well. Leszek Wroński has shown that conjecture to be false. In this note, I review Wroński’s arguments and agree with him on the fate of the conjecture. I argue that what is interesting about the (...) conjecture, however, is not whether it is true or false in itself, but the reasons for the actual verdict, and their implications regarding locality. Do theories of quantum mechanics and quantum gravity require spacetime to be a basic, ground level feature, or can spacetime be seen as an emergent element of these theories? While several commentators have raised serious doubts about the prospects of forgoing the standard spacetime backdrop, it will be argued that a defense of these emergent spacetime interpretations of quantum mechanics and quantum gravity hypotheses can be made, whether as an inference to the best explanation or using another strategy. Furthermore, the (...) idea that space and time can arise from a quite different, non-spatiotemporal level of reality will be shown to have various historical precedents, especially in the seventeenth and eighteenth centuries, a realization that may help dispel some of the mystery associated with these types of hypotheses. Using a ‘reformulation of Bell’s theorem’, Waegell and McQueen (2020) argue that any empirically adequate theory that is local and does not involve retro-causation or fine-tuning must be a many-worlds theory. They go on to analyze several prominent many-worlds interpretations and conclude that non-separable many-worlds theories whose ontology is given by the wavefunction involve superluminal causation, while separable many-worlds theories (e.g. Waegell, 2021; Deutsch and Hayden 2000) do not. I put forward three claims. (A) I challenge their argument for relying (...) on a non-trivial, unquestioned assumption about elements of reality which allows Healey’s approach (Healey, 2017b) to evade their claim. In an attempt to respond to (A), Waegell and McQueen may restrict their claim to theories which satisfy such an assumption, however, I also argue that (B) their argument fails to prove even the so weakened claim, as exemplified by theories that are both non-separable and local. Finally, (C) by arguing for the locality of the decoherence-based Everettian approach (Wallace, 2012) I refute Waegell and McQueen’s claim that wavefunction-based ontologies, and more generally non-separable ontologies, involve superluminal causation. I close with some doubtful remarks about separable Everettian interpretations as compared to non-separable ones. (shrink)

This paper objects to an explanation I extract from Jeanette Edwards, concerning a pattern she observes of questions asked and not asked. There are propositions accepted as axioms which apparently lead to that pattern. I present an axiomatization but it leads to different questions.

Routledge.* This paper describes the case that can be made for a high-dimensional ontology in quantum mechanics based on the virtues of avoiding both nonseparability and non locality.

One of the central topics in semantic theory over the last few decades concerns the nature of local contexts. Recently, theorists have tried to develop general, non-stipulative accounts of local contexts (Schlenker, 2009; Ingason, 2016; Mandelkern & Romoli, 2017a). In this paper, we contribute to this literature by drawing attention to the local contexts of subclausal expressions. More specifically, we focus on the local contexts of quantificational determiners, e.g. `all', `both', etc. Our central tool for probing the local contexts of (...) subclausal elements is the principle Maximize Presupposition! (Percus, 2006; Singh, 2011). The empirical basis of our investigation concerns some data discussed by Anvari (2018b), e.g. the fact that sentences such as `All of the two presidential candidates are crooked' are unacceptable. In order to explain this, we suggest that the local context of determiners needs to contain the information carried by their restrictor. However, no existing non-stipulative account predicts this. Consequently, we think that the local contexts of subclausal expressions will likely have to be stipulated. This result has important consequences for debates in semantics and pragmatics, e.g. those around the so-called "explanatory problem" for dynamic semantics (Soames, 1982; Heim, 1990; Schlenker, 2009). For Humean atomists, cosmic contents supervene on a spatiotemporal mosaic of modally insulated, freely recombinable local qualities. One piecemeal subspecies of Humean atomism promises more than global supervenience—somehow or other—on a separable base; it constrains how exactly elemental inputs yield everything else. Roughly, the distribution of basic local qualities across elements in one part of our cosmos metaphysically suffices for the complete local physical state of that part: anything sharing this part’s basic elemental decoration should share its more complete contents, (...) regardless of what may be happening elsewhere. On a non-piecemeal alternative, derivative contents can be recognizably local to, or manifest within, one part of our cosmos while reflecting some more global elemental base. To develop this alternative, non-piecemeal Humeans can borrow inspiration from some critics of Humean supervenience, who already distinguish a broader notion of locality from strict Humean intrinsicality. This paper explores two non-standard supermajority rules in the context of judgment aggregation over multiple logically connected issues. These rules set the supermajority threshold in a local, context sensitive way—partly as a function of the input profile of opinions. To motivate the interest of these rules, I prove two results. First, I characterize each rule in terms of a condition I call ‘Block Preservation’. Block preservation says that if a majority of group members accept a judgment set, then so should (...) the group. Second, I show that one of these rules is, in a precise sense, a judgment aggregation analogue of a rule for connecting qualitative and quantitative belief that has been recently defended by Hannes Leitgeb. The structural analogy is due to the fact that Leitgeb sets thresholds for qualitative beliefs in a local, context sensitive way—partly as a function of the given credence function. (shrink)

A step towards constructing an ethics of international activism is proposed by formulating a series of constraints on what would constitute morally permissible agency in the context that involves delivering services abroad, directly or indirectly. Perhaps surprisingly, in this effort the author makes use of the concept of ‘force multiplier’. This idea and its official applications have explanatory importance in considering the correlation between the post-Cold War phenomenal growth in the number of international non-governmental organizations and the emergence of the (...) US as the sole, unchallenged superpower. Four moral constraints useful for morally assessing international activism are formulated and defended. The final outcome is an argument in favor of an overarching duty for any activist-minded Westerner to go local, while developing nations are urged to closely regulate, even criminalize, activities by international activists and ‘human rights organizations’ on their territory when not in solidarity or in support of local movements. The position defended, urging the normative primacy of local over international activism, also finds support in Immanuel Kant’s Third Definitive Article for A Perpetual Peace. (shrink)

Rawls saw need for non-ideal theory also within society but never developed that project. In this chapter, Card suggests that the non-ideal part of Rawls’ Law of Peoples can be a resource for thinking about responding to evils when the subject is not state-centered. It is plausible that defense against great evils other than those of aggressive states should be governed by analogues of scruples that Rawlsian well-ordered societies observe in defending themselves against outlaw states. This essay explores those hypotheses (...) in relation to women’s self-defense and mutual defense against evils of misogyny, the term feminists apply to the most deeply hostile environments of and attitudes toward women and girls and to the cruelest wrongs to them/us, regardless whether perpetrators harbor feelings of hatred. It extrapolates and adapts to this case values, concepts, and methods from Rawls’s life’s work, especially his writing on war. (shrink)

Responsive governance during the COVID-19 pandemic became a severe challenge for countries worldwide. With a relatively poor healthcare structure, Bangladesh performed moderately well in managing the first wave of the pandemic (March-December 2020). With substantive policy and decision-making support from the Centre, local governments collaborated with various relevant actors to enhance their pandemic-related services. In this background, this research used an integrative framework to study a case of local-level collaborative governance-the Saturia Model. Based on the authors' experience, reflections and review, (...) this analysis explores various socioeconomic and environmental factors behind the effectiveness of this collaboration in containment policies and providing support services to vulnerable groups. Findings indicate that coordination between state and non-state actors, resource mobilization, access and communication, community engagement and the adaptative capacity of the government are vital for making such collaborations work in a crisis. The lessons are valuable for prospective understanding and policy interventions. (shrink)

In this paper, I analyze the least discussed of Kant’s four examples of duty in the first section of his Groundwork to the Metaphysics of Morals: the gout sufferer who is no longer motivated by natural interest in his long-term wellbeing, and is thus in a unique position to secure his own happiness from duty. This example has long been wrongly interpreted as a failure of prudential rationality, as recently illustrated by Allen Wood’s reading of that example. -/- I argue (...) that the gout sufferer example is meant to illustrate a violation of a duty to the self and should not be confused with mere prudential failure. The example also helps us understand the line between prudential reason and duties to the self. I show that given Kant’s conception of happiness as an indeterminate concept and his hedonistic account of non-moral ends, it can sometimes be more rational from the perspective of empirical practical reason to choose short term over long-term wellbeing when long term wellbeing seems uncertain in regard to expected pleasure. In other words: Kant’s account of empirical practical reason does not rule out as irrational choosing short term pleasure at the expense of long-term wellbeing. However, this is precisely why the gout sufferer’s long-term happiness can be directly morally required and so becomes the content of a duty to the self. To explain how there can be a direct duty to promote our own happiness under certain circumstances I also elucidate Kant’s distinction between direct and indirect duties. (shrink)

It is difficult to extract reliable criteria for causal locality from the limited ingredients found in textbook quantum theory. In the end, Bell humbly warned that his eponymous theorem was based on criteria that “should be viewed with the utmost suspicion.” Remarkably, by stepping outside the wave-function paradigm, one can reformulate quantum theory in terms of old-fashioned configuration spaces together with ‘unistochastic’ laws. These unistochastic laws take the form of directed conditional probabilities, which turn out to provide a hospitable (...) foundation for encoding microphysical causal relationships. This unistochastic reformulation provides quantum theory with a simpler and more transparent axiomatic foundation, plausibly resolves the measurement problem, and deflates various exotic claims about superposition, interference, and entanglement. Making use of this reformulation, this paper introduces a new principle of causal locality that is intended to improve on Bell's criteria, and shows directly that systems that remain at spacelike separation cannot exert causal influences on each other, according to that new principle. These results therefore lead to a general hidden-variables interpretation of quantum theory that is arguably compatible with causal locality. (shrink)

This chapter presents the successive stages to make changes in the Polish development policy after 1989. The national administration reform of 1990 in the Third Commonwealth of Poland restored the local government after 40 years of non-existence during the time of Polish People’s Republic that was a satellite state of the Soviet Union after the Second World War. Another reform took place in 1998 as a part of preparations for the country’s membership in the European Union from 2004. Currently developed (...) strategic documents are suggesting the use of the "polarization and diffusion model of the development." The authors also discuss the regional policy currently implemented in Poland, which was designed in years 2009-2014. The process of creation of new policy includes plans to reform the policy instruments and to update the strategic framework. Conclusions highlight a need for a clearer division of powers between the center and regional governments and the importance of strengthening the financial basis and institutional capacity building. A rather promising value theory for environmental philosophers combines the well-known fitting attitude (FA) account of value with the rather less well-known account of value as richness. If the value of an entity is proportional to its degree of richness (which has been cashed out in terms of unified complexity and organic unity), then since natural entities, such as species or ecosystems, exhibit varying degrees of richness quite independently of what we happen to feel about them, they also possess differing (...) degrees of mind-independent and subject-independent value. In particular, their value is not dependent on the desires or preferences of humans. The fitting attitudes account of value, at least as it is standardly developed, demands isomorphic evaluative responses on the part of all valuers. In particular, it entails that all valuers should have isomorphic preferences. But this seems absurd. I consider three different strategies with which the fitting attitude theorist can deflect this challenge. The first makes use of an account of non-standard value relations in terms of permissible preference orderings. The second appeals to value appearances and the associated notions of value distance and value perspective. The third involves an account of the ultimate bearers of value as properties, rather than as propositions or states of affairs. These strategies are not all mutually incompatible. While it isn’t possible to combine the first and second strategies, it is possible to combine the first and third strategies, and also to combine the second and the third. (shrink)

There are two types of artificial general intelligence (AGI) safety solutions: global and local. Most previously suggested solutions are local: they explain how to align or “box” a specific AI (Artificial Intelligence), but do not explain how to prevent the creation of dangerous AI in other places. Global solutions are those that ensure any AI on Earth is not dangerous. The number of suggested global solutions is much smaller than the number of proposed local solutions. Global solutions can be divided (...) into four groups: 1. No AI: AGI technology is banned or its use is otherwise prevented; 2. One AI: the first superintelligent AI is used to prevent the creation of any others; 3. Net of AIs as AI police: a balance is created between many AIs, so they evolve as a net and can prevent any rogue AI from taking over the world; 4. Humans inside AI: humans are augmented or part of AI. We explore many ideas, both old and new, regarding global solutions for AI safety. They include changing the number of AI teams, different forms of “AI Nanny” (non-self-improving global control AI system able to prevent creation of dangerous AIs), selling AI safety solutions, and sending messages to future AI. Not every local solution scales to a global solution or does it ethically and safely. The choice of the best local solution should include understanding of the ways in which it will be scaled up. Human-AI teams or a superintelligent AI Service as suggested by Drexler may be examples of such ethically scalable local solutions, but the final choice depends on some unknown variables such as the speed of AI progress. The violation of Bell inequalities by quantum physical experiments disproves all relativistic micro causal, classically real models, short Local Realistic Models (LRM). Non-locality, the infamous “spooky interaction at a distance” (A. Einstein), is already sufficiently ‘unreal’ to motivate modifying the “realistic” in “local realistic”. This has led to many worlds and finally many minds interpretations. We introduce a simple many world model that resolves the Einstein Podolsky Rosen paradox. The model starts out as a classical LRM, thus clarifying that (...) the many worlds concept alone does not imply quantum physics. Some of the desired ‘non-locality’, e.g. anti-correlation at equal measurement angles, is already present, but Bell’s inequality can of course not be violated. A single and natural step turns this LRM into a quantum model predicting the correct probabilities. Intriguingly, the crucial step does obviously not modify locality but instead reality: What before could have still been a direct realism turns into modal realism. This supports the trend away from the focus on non-locality in quantum mechanics towards a mature structural realism that preserves micro causality. (shrink)

Le pratiche partecipative non sono mai state estranee agli enti locali; tuttavia, negli ultimi due decenni si assiste a un proliferare di esperienze differenti per una serie di ragioni ma tutte accomunate dall’intento di ricomporre la distanza che separa le istituzioni dai cittadini. Luca Corchia pone una stretta relazione tra il nuovo interesse verso la partecipazione e l’evoluzione dei compiti degli enti locali. Il cambiamento del sistema amministrativo in direzione dell’autonomia, la modifica delle leggi elettorali in senso maggioritario e altri (...) fattori culturali, quali il revival di tematiche territoriali, l’avvento della società della comunicazione, etc., sono fattori che hanno accresciuto notevolmente l’importanza politica degli enti locali; nonostante la mancata attuazione del cosiddetto “federalismo fiscale” li costringa ancora alla ricerca affannosa di risorse. Si tratta di una trasformazione che la pubblica amministrazione ha dovuto compiere anche per la crisi di rappresentanza, e di mediazione sociale che affligge, da tempo, il sistema dei partiti. I processi di partecipazione civica rappresentano una risposta possibile alle loro difficoltà nel gestire direttamente il dissenso ed accrescere il consenso al ceto politico. Resta da capire se favoriscono o meno una maggiore inclusione dei cittadini nei processi decisionali sugli affari pubblici. (shrink)

C’è un modo per ristabilire il legame fiduciario tra il ceto politico e gli elettori, rendere le decisioni dell’amministrazione pubblica più adeguate ai bisogni delle persone e, al contempo, accrescere la solidarietà nelle comunità locali e migliorare il livello culturale della popolazione? Non vi sono soluzioni definitive ma qualsiasi tentativo presuppone una responsabilità diffusa: il coinvolgimento di cittadini, associazioni, imprese e altri interessi e punti di vista organizzati, dal cui confronto si genera un’intelligenza collettiva in grado di rendere coscienti delle (...) sfide comuni, affermare i principi di dialogo e ragionevolezza e, finanche, concepire innovazioni inaspettate. I processi partecipativi sono la procedura che istituzionalizza questa prospettiva deliberativa della democrazia e il progetto “Un Parco grande come una Città”, promosso dal Comune di Pisa nel quadro della legge n. 48/2013 della Regione Toscana, è una riuscita sperimentazione. A number of examples have been given of physical systems (both classical and quantum mechanical) which when provided with a (continuously variable) computable input will give a non-computable output. It has been suggested that these systems might allow one to design analogue machines which would calculate the values of some number-theoretic non-computable function. Analysis of the examples show that the suggestion is wrong. In Section 4 I claim that given a reasonable definition of analogue machine it will always be wrong. (...) The claim is to be read not so much as a dogmatic assertion, but rather as a challenge. -/- In Sections 1 and 2 I discuss analogue machines, and lay down some conditions which I believe they must satisfy. In Section I discuss the particular forms which a paradigm undecidable problem (or non-computable function) may take. In Sections 5 and 6 I justify any claim for two particular examples lying within the range of classical physics, and in Section 7 I justify it for two (closely connected) examples from quantum mechanics, and discuss, very briefly, other possible quantum mechanical situations. Section 8 contains various remarks and comments. In Section 9 I consider the suggestion made by Penrose that a (future) theory of quantum gravity may predict non-locally-determined, and perhaps non-computable patterns of growth for microsopic structures. My conclusion is that such a theory will have to have non-computability built into it. (shrink)

How a group G can know that p has been the subject of much investigation in social epistemology in recent years. This paper clarifies and defends a form of non-supervenient, non-summative group knowledge: G can know that p even if none of the members of G knows that p, and whether or not G knows that p does not locally supervene on the mental states of the members of G. Instead, we argue that what is central to G knowing that (...) p is whether G has an epistemic structure that is functioning appropriately in accord with the action-related purposes of the group, and this structure may include non-agential elements such as devices that retain or process information. We argue that recent objections to non-summative group knowledge given by Jennifer Lackey do not in fact succeed in undermining the view, but do help to clarify the nature of non-summative group knowledge. The main upshot of our response to Lackey’s objections is that groups put their knowledge into action in ways that often differ from how individuals do so, and social epistemologists should be careful to notice these differences, especially insofar as groups often structure themselves by employing various epistemically-relevant devices. Over 60% of all epidemics have a zoonotic origin, that is, they result from the transmission of infectious diseases from animals to humans. The spill-over of diseases often happens because humans exploit and use animals. In this article, I outline the four most common interfaces that favour the emergence and spread of zoonotic infectious diseases: wildlife hunting, small-scale farming, industrialised farming practices and live animal markets. I analyse which practices serve human food security – and thus have a non-trivial purpose (...) – and which predominantly have an economic purpose or serve as a symbol of wealth. I conclude that many practices that increase the risk for zoonotic infectious disease outbreaks actually do not contribute to the survival and food security of humans. I make two arguments in turn. First, I argue that in cases where the consumption and use of animal products does not contribute to the food security of a population, then this population has a duty to abstain from them, since they impose a grave and avoidable risk to themselves as well as to innocent third-parties. However, some communities must sometimes rely on practices that increase the risk of emergence and transmission of zoonotic infectious diseases, because they have no healthy alternatives. That is, the food security of the local population depends on the consumption and use of risky animal products. The second argument I advance is that, in such scenarios, the international community has a duty to provide the communities concerned with alternative food options, as well as economic and educational opportunities and technologies, in order to reduce the spill-over risk of infectious diseases. Given that abstention from such practices contributes signifcantly to the public good and benefits the international community, the latter has a corresponding duty to provide local communities which abandon such practices with alternatives. The causal closure of the physical world is assumed everywhere in physics but has little empirical support within living organisms. For the spiritual to have effects in nature, and make a difference there, the laws of physical nature would have to be modified or extended. I propose that the renormalized parameters of quantum field theory (masses and charges) are available to be varied locally in order to achieve ends in nature. This is not adding extra forces to nature but rescaling (...) the forces which already exist. We separate metric time in 4 dimensions from process time as the order of actualization of potentialities. This is to allow iterative forward and reverse steps in metric time to influence intermediate variations in the vacuum permittivities to move charged bodies towards achieve specific targets at a later time. Then mental or spiritual influx could have effects in nature, and these should be measurable in biophysics experiments. With this proposal, we see after some centuries how ‘final causes’ could once again be seen active in nature. (shrink)

This study assessed the mode of test administration, birth variables, and students’ academic performance in Mathematics in Obubra Local Government Area of Cross River State, Nigeria. The study was guided by three null hypotheses following a quasi- experimental research design. Simple random and purposive sampling techniques were employed in selecting a sample of 250 respondents from a population of 5,792 students. Birth Order Checklist (BOC) and Mathematics Achievement Test (MAT) were used for data collection. The experimental group was assigned to (...) take a Computer-Based Test (CBT) while the control group took a Paper-Pencil Test (PPT) in mathematics. The null hypotheses were tested at .05 alpha level using two-way analysis of variance. Major findings revealed that, the interactive effects of gender and mode of test administration on the academic performance of students is non- significant [F(1,249)=0.028, p>.05, partial η2=.000]; the interactive effects of gender and birth order on the academic performance of students was not statistically significant [F(3,249)=0.782, p>.05, partial η2=.010]; the interactive effect of gender and birth order on the academic performance of students in mathematics is statistically significant [F(3,249)=2.854, p<.05, partial η2 =.034]. We współczesnej polityce rynku pracy udział biorą nie tylko takie podmioty publiczne, jak urzędy pracy, lecz także niepubliczne agencje zatrudnienia prowadzone przez podmioty komercyjne i organizacje pozarządowe. Agencje zatrudnienia, mając zróżnicowane cele, struktury i formy zarządzania, podejmują w znacznej mierze działalność aktywizacyjną, zaadresowaną do grup znajdujących się w szczególnej sytuacji na rynku pracy, w tym do osób niepełnosprawnych. Opracowanie ma na celu przybliżenie potencjału krajowych agencji zatrudnienia osób niepełnosprawnych, które są prowadzone przez organizacje pozarządowe. Artykuł zwraca uwagę na teoretyczne koncepcje (...) współpracy publicznych i niepublicznych służb zatrudnienia na poziomie lokalnym i regionalnym. Przybliżono także wybrane wyniki badania własnego, w którym przeprowadzono analizę źródeł wtórnych i indywidualne telefoniczne wywiady kwestionariuszowe. W podsumowaniu przedstawiono rekomendacje praktyczne i potencjalne kierunki dalszych badań. ** Contemporary labor market policy involves not only the public sector as labour offices, but also private employment agencies run by commercial entities and non-governmental organizations. Employment agencies have different objectives, structures and forms of management. They take a large extent of activation services addressed to people in a specific situation on the labor market, including disabled persons. Article aims to introduce the capacity of national employment agencies for disabled people, which are run by non-governmental organizations. Article draws attention to theoretical concepts of cooperation between public and private employment services at local and regional. The chapter also shows selected results of research conducted on the basis of an analysis of secondary sources and individual questionnaire telephone interviews. This paper addresses global bioethical challenges entailed in emerging viral diseases, focussing on their socio-cultural dimension and seeing them as symptomatic of the current era of globalisation. Emerging viral threats exemplify the extent to which humans evolved into a global species, with a pervasive and irreversible impact on the planetary ecosystem. To effectively address these disruptive threats, an attitude of preparedness seems called for, not only on the viroscientific, but also on bioethical, regulatory and governance levels. This paper analyses the (...) global bioethical challenges of emerging viral threats from a dialectical materialist (Marxist) perspective, focussing on three collisions: (1) the collision of expanding networks of globalisation with local husbandry practices; (2) the collision of global networks of mobility with disrupted ecosystems; and (3) the collision of viroscience as a globalised research field with existing regulatory frameworks. These collisions emerge in a force field defined by the simultaneity of the non-simultaneous. Evidence-based health policies invoke discontent as they reflect the normative logic of a globalised knowledge regime. The development of a global bioethics or macro-ethics requires us to envision these collisions not primarily as issues of benefits and risks, but first and foremost as normative tensions closely entangled with broader socio-economic and socio-cultural developments. In this short survey article, I discuss Bell’s theorem and some strategies that attempt to avoid the conclusion of non-locality. I focus on two that intersect with the philosophy of probability: (1) quantum probabilities and (2) superdeterminism. The issues they raised not only apply to a wide class of no-go theorems about quantum mechanics but are also of general philosophical interest.

One of the key challenges of social policy in Poland in the early 21st century is to adapt its management to the requirements of a service economy. Essential conditions for the mixed economy of welfare have been already created after adjustments of the subsystems of national social policy during the first years of membership in the European Union since 2004. Labour market policies already include the relationships between providers from the public sector, the commercial sector, and the non-governmental sector. However, (...) the tasks and services of individual entities and institutions still lack coordination and integration. This paper focus on the examples of possibilities for their development by combining the activation policy with concepts of the governance and welfare mix. The paper presents the results of the author’s research on the implementation of welfare mix solutions in the field of professional activation of the unemployed people in Poland. Two case studies are included the implementation of outplacement programs that are based on the cooperation between different entities; and the cooperation between the public employment services and non-governmental employment agencies in the activation of people with disabilities in the labour market. Moreover, basic concepts of ongoing reforms of active labour market policies in Poland were discussed. The summary contains the practical recommendations and possible directions for further research in the field of integration of employment services. (shrink)

The violation of Bell inequalities seems to establish an important fact about the world: that it is non-local. However, this result relies on the assumption of the statistical independence of the measurement settings with respect to potential past events that might have determined them. Superdeterminism refers to the view that a local, and determinist, account of Bell inequalities violations is possible, by rejecting this assumption of statistical independence. We examine and clarify various problems with superdeterminism, looking in particular at its (...) consequences on the nature of scientific laws and scientific reasoning. We argue that the view requires a neo-Humean account of at least some laws, and creates a significant problem for the use of statistical independence in other parts of physics and science more generally. The paper shows how the Bohmian approach to quantum physics can be applied to develop a clear and coherent ontology of non-perturbative quantum gravity. We suggest retaining discrete objects as the primitive ontology also when it comes to a quantum theory of space-time and therefore focus on loop quantum gravity. We conceive atoms of space, represented in terms of nodes linked by edges in a graph, as the primitive ontology of the theory and show how a non-local law in which (...) a universal and stationary wave-function figures can provide an order of configurations of such atoms of space such that the classical space-time of general relativity is approximated. Although there is as yet no fully worked out physical theory of quantum gravity, we regard the Bohmian approach as setting up a standard that proposals for a serious ontology in this field should meet and as opening up a route for fruitful physical and mathematical investigations. A synthesis of trending topics in pancomputationalism. I introduce the notion that "strange loops" engender the most atomic levels of physical reality, and introduce a mechanism for global non-locality. Writen in a simple and accesssible style, it seeks to draw research in fundamental physics back to realism, and have a bit of fun in the process.

This paper examines explanations that turn on non-local geometrical facts about the space of possible configurations a system can occupy. I argue that it makes sense to contrast such explanations from "geometry of motion" with causal explanations. I also explore how my analysis of these explanations cuts across the distinction between kinematics and dynamics.

The paper compares dispositionalism about laws of nature with primitivism. It argues that while the distinction between these two positions can be drawn in a clear-cut manner in classical mechanics, it is less clear in quantum mechanics, due to quantum non-locality. Nonetheless, the paper points out advantages for dispositionalism in comparison to primitivism also in the area of quantum mechanics, and of contemporary physics in general.

The first purpose of this series of articles is to introduce case studies on how current AI models can be used in the development of a possible theory of quantum gravity, their limitations, and the role the researcher has in steering the development in the right direction, even highlighting the errors, weaknesses and strengths of the whole process. The second is to introduce the new Presentist Fragmentalist ontology as a framework and use it for developing theories of quantum gravity and (...) speculate on achieving a TOE. We emphasize it is necessary for the researcher to check everything in these articles for themselves. While there are many good ideas in this series of papers, the AI is known to make even arithmetic and algebraic mistakes. To select just five apparently good ideas, there is a causal interaction tensor Cαβγδ(F1, F2) that encodes the causal relationship and the strength of the (possibly non-local) interaction between two fragments of reality (formed by each quantum system). There is a quantitative prediction for a testable table-top experiment. There is an explanation of how spacetime emerges from the fragments and their interactions. There is an explicit account of the double-slit experiment. And there is an explanation how this theory accommodates dark matter and dark energy simultaneously. We explore ideas, equations they lead to, concrete calculations, and give corrections along the way. While these are generally morally right within this framework they must be checked by the researcher. Given this caveat, we believe we have made significant progress with the PF interpretation in developing a theory of quantum gravity and pointing out a possible path to a TOE. (shrink)

Although quantum mechanics can accurately predict the probability distribution of outcomes in an ensemble of identical systems, it cannot predict the result of an individual system. All the local and global hidden variable theories attempting to explain individual behavior have been proved invalid by experiments (violation of Bell’s inequality) and theory. As an alternative, Schrodinger and others have hypothesized existence of free will in every particle which causes randomness in individual results. However, these free will theories have failed to quantitatively (...) explain the quantum mechanical results. In this paper, we take the clue from quantum biology to get the explanation of quantum mechanical distribution. Recently it was reported that mutations (which are quantum processes) in DNA of E. coli bacteria instead of being random were biased in a direction such that the chance of survival of the bacteria is increased. Extrapolating it, we assume that all the particles including inanimate fundamental particles have a will and that is biased to satisfy the collective goals of the ensemble. Using this postulate, we mathematically derive the correct spin probability distribution without using quantum mechanical formalism (operators and Born’s rule) and exactly reproduce the quantum mechanical spin correlation in entangled pairs. Using our concept, we also mathematically derive the form of quantum mechanical wave function of free particle which is conventionally a postulate of quantum mechanics. Thus, we prove that the origin of quantum mechanical results lies in the will (or consciousness) of the objects biased by the collective goal of ensemble or universe. This biasing by the group on individuals can be called as “coherence” which directly represents the extent of life present in the ensemble. So, we can say that life originates out of establishment of coherence in a group of inanimate particles. (shrink)

An analysis of the physical implications of abstractness reveals the reality of three interconnected modes of existence: abstract, virtual and concrete, corresponding in physics to information, energy and matter. This triple-aspect monism clarifies the ontological status of subatomic quantum particles. It also provides a non-spooky solution to the weirdness of quantum physics and a new outlook for the mind-body problem. The ontological implications are profound for both physics and philosophy.

Due to Gӧdel’s incompleteness results, the categoricity of a sufficiently rich mathematical theory and the semantic completeness of its underlying logic are two mutually exclusive ideals. For first- and second-order logics we obtain one of them with the cost of losing the other. In addition, in both these logics the rules of deduction for their quantifiers are non-categorical. In this paper I examine two recent arguments –Warren (2020), Murzi and Topey (2021)– for the idea that the natural deduction rules for (...) the first-order universal quantifier are categorical, i.e., they uniquely determine its semantic intended meaning. Both of them make use of McGee’s open-endedness requirement and the second one uses in addition Garson’s (2013) local models for defining the validity of these rules. I argue that the success of both these arguments is relative to their semantic or infinitary assumptions, which could be easily discharged if the introduction rule for the universal quantifier is taken to be an infinitary rule, i.e. non-compact. Consequently, I reconsider the use of the ω-rule and I show that the addition of the ω-rule to the standard formalizations of first-order logic is categorical. In addition, I argue that the open-endedness requirement does not make the first-order Peano Arithmetic categorical and I advance an argument for its categoricity based on the inferential conservativity requirement. Ladyman and Ross argue that quantum objects are not individuals and use this idea to ground their metaphysical view, ontic structural realism, according to which relational structures are primary to things. LR acknowledge that there is a version of quantum theory, namely the Bohm theory, according to which particles do have denite trajectories at all times. However, LR interpret the research by Brown et al. as implying that "raw stuff" or haecceities are needed for the individuality of particles of BT, (...) and LR dismiss this as idle metaphysics. In this paper we note that Brown et al.'s research does not imply that haecceities are needed. Thus BT remains as a genuine option for those who seek to understand quantum particles as individuals. However, we go on to discuss some problems with BT which led Bohm and Hiley to modify it. This modified version underlines that, due to features such as context-dependence and non-locality, Bohmian particles have a very limited autonomy in situations where quantum effects are non-negligible. So while BT restores the possibility of quantum individuals, it also underlines the primacy of the whole over the autonomy of the parts. The later sections of the paper also examine the Bohm theory in the general mathematical context of symplectic geometry. This provides yet another way of understanding the subtle, holistic and dynamic nature of Bohmian individuals. We finally briefly consider Bohm's other main line of research, the "implicate order", which is in some ways similar to LR's structural realism. (shrink)
