Personal Information Management Systems (PIMS) aim to facilitate the sharing of personal information and protect privacy. Efforts to enhance privacy management, aligned with established privacy policies, have led to guidelines for integrating transparent notices and meaningful choices within these systems. Although discussions have revolved around the design of privacy-friendly systems that comply with legal requirements, there has been relatively limited philosophical discourse on incorporating the value of privacy into these systems. Exploring the connection between privacy and personal autonomy illuminates the instrumental value of privacy and highlights the importance of intentionally embedding the value of privacy into these systems. To translate the value of privacy into concrete design requirements, this study constructs a values hierarchy consisting of values, norms, and design requirements. After analyzing the relationships between privacy and autonomy and identifying norms, the design requirements translated from the norms associated with the components of personal autonomy are specified at the lowest layer. These requirements include a design to prevent unauthorized access and dark patterns and to provide effective and efficient notices and choices. The paper presents data collected using measures of personality, Islamic religiosity, psychological well-being, unethical behavior, and dark triad traits. The sample consists 277 Bruneian Malay Muslim university students. The participants were sampled at a public university in Brunei. Through cooperation with faculty members, a link to the online questionnaire was posted on the learning management system platform. The targeted population was informed they were invited to participate voluntarily, and all information would be confidential. Completed questionnaires were submitted by (...) 171 females and 106 males. The age ranged between 18 and 30 years old (M = 19.62, SD = 1.65). This data article presented the demographic characteristics of participants, followed by descriptive statistics of the measures concerning primarily personality and Islamic religiosity, followed by brief measures of psychological nature specifically psychological well-being, unethical behavior, and dark triad traits. Reliability and correlation details of measures were also provided. This perspective paper analyzes the rising threat of retracted scientific works and the challenges of preventing the continued spreading and use of the retracted science; further, a framework is proposed for research and actions to effectively manage retractions in the information ecosystem. The precipitous increase in retractions of scientific publications is real and the complexity of retracting publications challenges current IR systems and people's information behaviors. Retracting published, especially peer-reviewed, papers in prestigious venues is a complex phenomenon (...) involving various entities through often time-consuming processes. These publications may be accessible from the original venues, digital archives, or free-access databases, but these systems differ in retrievability and output. Many systems do not identify the retractions or reasons for retractions; most systems do not treat the retracted paper and its related notices (retraction or correction) as an integrated entity. Studies found that many retracted publications continue to be cited post-retraction as valid science. A new threat is the widely spread of retracted publications on social media. Retracting invalid scientific publications has serious implications in the real world. Based on current findings, we propose (1) a framework for further research; (2) a DOI resolution to integrate the documents related to retraction/correction; (3) a structured facet taxonomy for representing and indexing the retracted, corrected, or republished publications in databases; (4) a retraction registry or database with personalized AI helper for researchers to tract retracted publications; (5) an approach for understanding how retracted publications are circulated on social media. Objective: There are benefits and risks of giving patients more granular control of their personal health information in electronic health record (EHR) systems. When designing EHR systems and policies, informaticists and system developers must balance these benefits and risks. Ethical considerations should be an explicit part of this balancing. Our objective was to develop a structured ethics framework to accomplish this. -/- Methods: We reviewed existing literature on the ethical and policy issues, developed an ethics framework (...) called a “Points to Consider” (P2C) document, and convened a national expert panel to review and critique the P2C. -/- Results: We developed the P2C to aid informaticists designing an advanced query tool for an electronic health record (EHR) system in Indianapolis. The P2C consists of six questions (“Points”) that frame important ethical issues, apply accepted principles of bioethics and Fair Information Practices, comment on how questions might be answered, and address implications for patient care. -/- Discussion: The P2C is intended to clarify whatis at stake when designers try to accommodate potentially competing ethical commitments and logistical realities. The P2C was developed to guide informaticists who were designing a query tool in an existing EHR that would permit patient granular control. While consideration of ethical issues is coming to the forefront of medical informatics design and development practices, more reflection is needed to facilitate optimal collaboration between designers and ethicists. This paper aims to identify computerized management information systems resources and their relationship to the development of performance in the Electricity Distribution Company in Gaza. This research used two dimensions. The first dimension is computerized management information systems and the second dimension the Development of Performance. The control sample was (063). The overall findings of the current study suggested the presence of a statistically significant relationship between resources (physical, software, and human and organizational) for the computerized management information systems and the development of performance in the Electricity Distribution Company in Gaza. The study recommended the following: The need to strengthen the company's management interest in the potential of computerized management information systems and using them in the computerization of all the company's activities. And the need to involve workers and users in the design of computerized management information systems and assessment and development process. And strengthen the relationship between users and information systems personnel in the department responsible for the system. And it is essential that the company is developing the infrastructure for information technology in general, and computerized management information systems, in particular for the development of performance. And increase interest in providing resources (physical, software, and human and organizational) for the computerized management information systems. The merits of set theory as a foundational tool in mathematics stimulate its use in various areas of artificial intelligence, in particular intelligent information systems. In this paper, a study of various nonstandard treatments of set theory from this perspective is offered. Applications of these alternative set theories to information or knowledge management are surveyed.

This research tackled the challenges public secondary schools in Sagbayan District, Bohol, faced regarding records management. The study employed a mixed research design, combining both descriptive-qualitative and descriptive- quantitative methods. The qualitative phase involved conducting in-depth interviews and focus group discussions with relevant stakeholders involved in records management. On the other hand, the quantitative phase utilized survey questionnaires to gather data from relevant stakeholders to determine the acceptability of the proposed MIS among end-users. The first phase findings revealed (...) various challenges in records management faced by the schools, such as inefficient manual record-keeping systems, difficulties in data retrieval, and the risk of data loss due to inadequate backup procedures. These challenges highlighted the need for a comprehensive, technology-driven solution to streamline records management processes and ensure data security. The evaluation results in the second phase showed that the developed Management Information System (MIS) was well-accepted among the end users. The absence of any significant difference in the level of acceptability among the participants further validated the system's suitability for addressing their specific needs. The increased complexity of health information management sows the seeds of inequalities between health care stakeholders involved in the production and use of health information. Patients may thus be more vulnerable to use of their data without their consent and breaches in confidentiality. Health care providers can also be the victims of a health information system that they do not fully master. Yet, despite its possible drawbacks, the management of health information is indispensable for (...) advancing science, medical care and public health. Therefore, the central question addressed by this paper is how to manage health information ethically? This article argues that Paul Ricœur’s ‘‘little ethics’’, based on his work on hermeneutics and narrative identity, provides a suitable ethical framework to this end. This ethical theory has the merit of helping to harmonise self-esteem and solicitude amongst patients and healthcare providers, and at the same time provides an ethics of justice in public health. A matrix, derived from Ricœur’s ethics, has been developed as a solution to overcoming possible conflicts between privacy interests and the common good in the management of health information. The purpose of this study is to identify the requirements of computerized Management Information Systems and their role in improving the quality of administrative decisions in the Palestinian Ministry of Education and Higher Education. The authors used the descriptive analytical method and the questionnaire method to collect the data. This result is due to the existence of the support and attention by the senior management in the Ministry of Education and Higher Education by 65.06%, the physical requirements available for the use of computerized Management Information Systems are available by (72.19%), and the software requirements for the use of computerized Management Information Systems are available at 67.74%. The results found that the human requirements available for the use of computerized Management Information Systems are available at (68.33%). The results showed that the organizational requirements that assist in the use of information systems are available at (64.19%). There are no statistically significant differences between respondents' responses to the role of computerized management information system requirements in improving the quality of administrative decisions in the Ministry of Education and Higher Education attributable to the variables(Gender, academic qualification, age, career level), while there are statistically significant differences in the role of computerized management information system requirements in improving the quality of administrative decisions in the Ministry of Education and Higher Education due to variable years of service. The study concluded that the Ministry of Education and Higher Education is able to cope with the external environmental changes rapidly and the limited time available for the collection and analysis of information. This means that administrative information systems should be used by increasing the approval of senior management on Management Information Systems in making their decisions, and to involve the employees in making any change and keep abreast of technical developments and try to use external bodies to advise in the field of computerized information systems, and work to increase coordination between the different departments of the ministry. This research aims to investigate managing information and planning for the participation of health charities. With the Covid-19 outbreak, it was important to use information systems to optimize health management. The correct processing of information is the basis for better use of health charities’ participation. Using the snowball technique, and semi-structured interviews, 47 experts and non-experts in Fars province were asked for their opinions. Next, based on the fuzzy network analysis, important factors were prioritized. Four (...) categories and 8 important criteria were identified. To prioritize the effective aspects of the participation of health charities in Fars province, a network analysis technique was used via MATLAB software. Strategy and programs with a normal weight of 0.34 showed the highest priority. Research and education with a normal weight of 0.26 received the second priority. Laws and regulations with a normal weight of 0.24 were placed as the third priority. Based on the obtained results, creating strategy and planning, training and building cultural in this field, ease of rules and regulations as well as planning of financial resources play an important role in managing the participation of health donors. With precise planning of health programs, donors see the transparency of decisions. They check the part that needs financing and equipment completion. Because the quality of plans and programs, effectiveness and efficiency of strategies, and the quality of results depend on the decisions made by donors. (shrink)

In this paper, I present an informational approach to the nature of personal identity. In “Plato and the problem of the chariot”, I use Plato’s famous metaphor of the chariot to introduce a specific problem regarding the nature of the self as an informational multiagent system: what keeps the self together as a whole and coherent unity? In “Egology and its two branches” and “Egology as synchronic individualisation”, I outline two branches of the theory of the self: one concerning (...) the individualisation of the self as an entity, the other concerning the identification of such entity. I argue that both presuppose an informational approach, defend the view that the individualisation of the self is logically prior to its identification , and suggest that such individualisation can be provided in informational terms. Hence, in “A reconciling hypothesis: the three membranes model”, I offer an informational individualisation of the self, based on a tripartite model, which can help to solve the problem of the chariot. Once this model of the self is outlined, in “ICTs as technologies of the self” I use it to show how ICTs may be interpreted as technologies of the self. In “The logic of realisation”, I introduce the concept of “realization” (Aristotle’s anagnorisis ) and support the rather Spinozian view according to which, from the perspective of informational structural realism, selves are the final stage in the development of informational structures. The final “Conclusion: from the egology to the ecology of the self” briefly concludes the article with a reference to the purposeful shaping of the self, in a shift from egology to ecology. (shrink)

This paper aims to identify the decision support systems and their role on the strategic management development in the Universities- Case Study: Islamic University of Gaza. The descriptive approach was used where a questionnaire was developed and distributed to a stratified random sample. The most important findings of the study: The presence of a statistically significant positive correlation between the decision support systems and strategic (...) class='Hi'>management in the Islamic University in Gaza, and this shows that there is a role for decision support systems in strategic management development. The senior management is convinced of the importance of strategic management of the organization, and this conviction paid to clearly understand the process of the development of strategic management and thus led to a commitment to this process to improve its performance. There is an impact on the strategic management of the capabilities available for the use of decision support systems, and the type of decision support systems used, while there is little effect of top management support for the use of decision support systems. Also, the results showed that there were no statistically significant differences between the averages of the respondents answers attributed to personal data. The research also concluded a series of recommendations: The Islamic University of Gaza need to develop its infrastructure of decision support systems when it develops the strategic management. It should increase its interest in organizational potential through the necessity of a separate unit for decision support systems. As well as increased interest in the physical and technical capabilities available to decision support systems through continuity in keeping pace with technological means and techniques, continued support of senior management in the organization of strategic management for its positive role on decision support systems, that senior management will continue in the organization in creating a culture of strategic management, and it should encourage employees to participate in the strategic management process. Accessing reliable and accurate information is essential to the proliferation of information through various channels. This can help individuals make informed decisions and avoid misinformation or disinformation. In such a case, creating an online information system should be prioritized to provide available data and information for planning, budgeting, and allocating resources and operational targets. This study assessed the level of satisfaction with the usability of EBEIS/LIS data and school management by the Department of Education among (...) public secondary schools of the Division of Bohol during 2019-2020. Contemporary Information Systems management incorporates the need to make explicit the links between semiotics, meaning-making and the digital age. This focus addresses, at its core, pure rationality, that is, the capacity of human interpretation and of human inscription upon reality. Creating the new real, that is the motto. Humans are intrinsically semiotic creatures. Consequently, semiotics is not a choice or an option but something that works like a second skin, establishing limits and permeable linkages between: human thought (...) and human's infinite world of imagination; and human action, with its correspondent infinite world of intentionality, of desire and of unexplored possibilities. Two instances are contrasted as two reading lenses of current business reality: IS governance and industry 4.0. These phenomena correspond to the need to take accountability, transparency and responsibility into account, when designing IS and when using such systems through the ecology of connectivity, Big Data and the Internet of Things. Political, social and cultural dimensions are brought into the equation, when addressing the question of the relevance and adequateness of IS theory and practice to respond to contemporary challenges. The research aims to identify the status of the application of electronic document management system in governmental institutions – the study was applied on the Palestinian Pension Agency. The population of this study is composed of all employees in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the descriptive and analytical approach, through which try to describe the phenomenon of the subject of the study, analyze the data and the relationship between (...) the components and the views put around it. Census method was used due to the small size of the study population and ease of access to the target group. It has been specified that complete and reliable information support of business processes is a necessary condition for the effective functioning of the enterprise. It was determined that the information support mechanism for managing the development of business processes should include available information resources, technologies, systems and platforms, software, and qualified personnel responsible for this work. The article examines (...) the works of domestic and foreign economists. It was established that the modern business environment is practically inseparable from scientific, information and intellectual achievements and the results of their implementation (information technologies, systems, and platforms), and the management of the development of business processes must be confirmed by a powerful information support of the enterprise. In the article contains information about the number of Ukrainian enterprises which were engaged in electronic trade. Nevertheless, it was revealed the number of Ukrainian enterprises, such as: 1) carried out electronic trade, in the total number of enterprises by type of sale; 2) have a website; 3) buy cloud computing services. It was found that of the analyzed number of Ukrainian enterprises that carried out electronic trade, the first place took enterprises in the field of information and communication technologies (9.5%), the second place – enterprises in the field of information and telecommunications. (9%), and the third – from the production of electrical equipment (8.2%). It has been proven that the successful operation of enterprises directly depends on the ability to make effective management decisions based on information generated in the information support system of enterprise management. In addition, it has been proven that in the era of digitalization, for the formation of proper information support, it is necessary to: 1) create and develop special data banks; 2) have special technical means and software products for working with large volumes of information; 3) making effective management decisions based on their processing. This paper explores the implications of extended and distributed cognition theory for our notions of personal identity. On an extended and distributed approach to cognition, external information is under certain conditions constitutive of memory. On a narrative approach to personal identity, autobiographical memory is constitutive of our diachronic self. In this paper, I bring these two approaches together and argue that external information can be constitutive of one’s autobiographical memory and thus also of one’s diachronic self. (...) To develop this claim, I draw on recent empirical work in human-computer interaction, looking at lifelogging technologies in both healthcare and everyday contexts. I argue that personal identity can neither be reduced to psychological structures instantiated by the brain nor by biological structures instantiated by the organism, but should be seen as an environmentally-distributed and relational construct. In other words, the complex web of cognitive relations we develop and maintain with other people and technological artifacts partly determines our self. This view has conceptual, methodological, and normative implications: we should broaden our concepts of the self as to include social and artifactual structures, focus on external memory systems in the (empirical) study of personal identity, and not interfere with people’s distributed minds and selves. Software application ontologies have the potential to become the keystone in state-of-the-art information management techniques. It is expected that these ontologies will support the sort of reasoning power required to navigate large and complex terminologies correctly and efficiently. Yet, there is one problem in particular that continues to stand in our way. As these terminological structures increase in size and complexity, and the drive to integrate them inevitably swells, it is clear that the level of consistency required for (...) such navigation will become correspondingly difficult to maintain. While descriptive semantic representations are certainly a necessary component to any adequate ontology-based system, so long as ontology engineers rely solely on semantic information, without a sound ontological theory informing their modeling decisions, this goal will surely remain out of reach. In this paper we describe how Language and Computing nv (L&C), along with The Institute for Formal Ontology and Medical Information Sciences (IFOMIS), are working towards developing and implementing just such a theory, combining the open software architecture of L&C’s LinkSuiteTM with the philosophical rigor of IFOMIS’s Basic Formal Ontology. The management of Higher Education Systems has continued to suffer from plethora of concerns and issues, cardinal amongst them, is the application of conventional administrative strategies and leadership patterns, sometimes without appropriate modifications so much so, that the management effectiveness of higher education systems is gradually being eroded. This is evident in the increasing distasteful gamut of multidimensional outcomes arising from the used of dogmatic and stereotype variants of managerial principles or nothing at all, in the (...) circumstance. Given this premise, there is an urgent desire to rejig and re-engineer learning experiences that will culminate into dynamic, goal oriented and robust management packages for higher education systems with results for global acclamations, thereby, chatting new directions to fill this existing gap in the management of higher education systems in Nigeria. With humility, I introduce to you this book titled: Management of Higher Education Systems, a collection of well-researched essays. The essays in this book promises to deliver on the deliverables of its raison d’tre of job specifications and management dynamics of higher education landscape, reflecting on the global realities. This is because scholarly evidences abound, to proof that looking into the National Universities Commission’s Bench Mark Minimum Academic Standard (BMAS) of the curriculum for Educational Management as a discipline, it is obvious, that the BMAS has fallen short of global expectations and appears to be revolving within neo-colonial conventional administrative theorizing, with little or no emphasis on the practical demonstration of acquired skills, competences and capabilities for trained educational administrators, to deal with peculiarities of the moment, especially in the developing world. This felt need pushes for a paradigm shift in our curricula endeavours. Management involves change. The aim of this paper is to introduce a threefold classification of change with the purpose of making clear how the third type, creational change, is distinctive compared to the other two types. Four types of management situation are introduced, based on the type of change involved in the managed domain and in the management system. The role of creational change in management is discussed and a number of guidelines or suggestions relevant to (...) this sort of management are outlined. One feature of the notion of creational change is the conjecture that such change is not amenable to scientific investigation and understanding. Once creational change has produced whatever it does produce then the product may be amenable to scientific investigation and understanding but the actual unique and open process of its production will not be. The COVID-19 pandemic that began in 2020 has significantly impacted businesses, regardless of size or industry. The hybrid and remote working models have moved all meetings with potential and existing suppliers to an online environment. This also applies to small- and medium-sized enterprises (SMEs), which have had to adapt themselves to the new situation and implement the solutions necessary to survive on the market. On the other hand, clients have become more aware of the environment and its changes. Customers are (...) trying to be more eco-friendly, by choosing and moving towards Green IT. Thus, this needs to be considered. The acquisition of management information systems (MIS) in the pandemic era is based only on virtual meetings. The main goals of this paper were the identification of the changes in the negotiations caused by the COVID-19 pandemic, the transformation of this process into virtual environment, discussion of the possibility of using Green IT in addition to Management Information Systems, and the changes caused by the pandemic. The article was prepared based on the results of qualitative research using the case study method. The comparative analysis includes purposely selected cloud-based Enterprise Resource Planning (ERP) and Customer Relationship Management (CRM) systems’ acquisition processes, presented from the clients’ perspective. The research was conducted in 2021, based on the authors’ practical experience, and presents four cases. This research illustrates the negotiations concerning an acquisition transaction pre-pandemic and during the pandemic. Finally, the conclusions and main differences caused by the pandemic in the acquisition transaction process of management information systems (MIS) are presented. (shrink)

Humans are cognitive entities. Our ongoing interactions with the environment are threaded with creations and usages of meaningful information. Animal life is also populated with meaningful information related to survival constraints. Information managed by artificial agents can also be considered as having meanings, as derived from the designer. Such perspective brings us to propose an evolutionary approach to cognition based on meaningful information management. We use a systemic tool, the Meaning Generator System (MGS), and apply (...) it consecutively to animals, humans and artificial agents [1, 2]. The MGS receives information from its environment and compares it with its constraint. The generated meaning is the connection existing between the received information and the constraint. It triggers an action aimed at satisfying the constraint. The action modifies the environment and the generated meaning. Meaning generation links agents to their environments. The MGS is a system: a set of elements linked by a set of relations. Any system submitted to a constraint and capable of receiving information can lead to a MGS. Animals, humans and robots are agents containing MGSs dealing with different constraints. Similar MGSs carrying different constraints will generate different meanings. Cognition is system dependent. Contrary to approaches on meaning generation based on psychology or linguistics, the MGS approach is not based on human mind. We want to avoid the circularity of taking human mind as a starting point. Free will and self-consciousness participate to the management of human meanings. They do not exist for animals or robots. Staying alive is a constraint that we share with animals. Robots ignore that constraint. We first use the MGS for animals with “stay alive” and “group life” constraints. The analysis of meaning and cognition in animals is however limited by our un-complete understanding of the nature of life (the question of final causes). Extending the analysis of meaning generation and cognition to humans is complex and has some true limitations as the nature of human mind is a mystery for today science and philosophy. The natures of our feelings, free will or self-consciousness are unknown. Approaches to identify human constraints are however possible, where the MGS can highlight some openings [3, 4]. Modeling meaning management in artificial agents is rather straightforward with the MGS. We, the designers, know the agents and the constraints. The derived nature of constraints, meaning and cognition is however to be highlighted. We define a meaningful representation of an item for an agent as being the networks of meanings relative to the item for the agent, with the action scenarios involving the item. Such meaningful representations embed the agents in their environments and are far from the GOFAI type of representations. Cognition, meanings and representations exist by and for the agents. We finish by summarizing the points presented here and highlight possible continuations . Traditionally, building energy model is created in isolation from the architectural building information model and energy analyses have relied on a single analysis tool. The building energy model can be generated more quickly by leveraging existing data from the BIM. The impacts of energy consumption are significant in the building usage phase, which can last several decades. Due to the large share of the final energy consumption in the building sector, accurate analysis of thermal and cooling loads of a (...) building and the efforts to reduce energy losses represent an effective way to reduce energy consumption. Therefore, it is essential to analyze the building energy performance in the design phase, which is when critical decisions are made. This study aims to investigate the impact of the building components and construction materials on building energy efficiency using Building Information Modeling (BIM) technology in a mild climate zone. After reviewing the proposed designs, the main building form was chosen for energy modeling and analysis. Then, building energy consumption analysis was performed based on the basic parameters of the building energy model. Eventually, the most optimal mode was selected by examining different energy consumption forms. This study showed that the building HVAC system always had the largest share of energy consumption. Finally, the results of parametric studies on alternative schemes of energy use intensity optimization showed that 22.59 % savings could be achieved as compared to the base building model in a 30-year time horizon. The dominant approach in privacy theory defines information privacy as some form of control over personal information. In this essay, I argue that the control approach is mistaken, but for different reasons than those offered by its other critics. I claim that information privacy involves the drawing of epistemic boundaries—boundaries between what others should and shouldn’t know about us. While controlling what information others have about us is one strategy we use to draw such boundaries, (...) it is not the only one. We conceal information about ourselves and we reveal it. And since the meaning of information is not self-evident, we also work to shape how others contextualize and interpret the information about us that they have. Information privacy is thus about more than controlling information; it involves the constant work of producing and managing public identities, what I call “social self- authorship.” In the second part of the essay, I argue that thinking about information privacy in terms of social self- authorship helps us see ways that information technology threatens privacy, which the control approach misses. Namely, information technology makes social self- authorship invisible and unnecessary, by making it difficult for us to know when others are forming impressions about us, and by providing them with tools for making assumptions about who we are which obviate the need for our involvement in the process. The research aims to identify the impact of the management requirements on operating of computerized management information systems to improve performance, and discuss the perceptions of respondents to develop the performance of employees in the Gaza Electricity Distribution Company, the researchers used the stratified sample method, (360) questionnaires were distributed on the study sample, (306) questionnaires were recovered with a percentage of (85%). The is statistical significance impact between “the physical, software supplies, human and organizational” requirements for the management and operation of computerized management information systems and performance development in the Gaza Electricity Distribution Company. The research also concluded a series of recommendations: the need to strengthen the company's management interest in the use of computerized management information systems in all its components and elements of being an important variable which contributes to the effect on performance development. It's essential that we develop the infrastructure for information technology in general, and computerized management information systems, in particular for the development of performance. Increased interest in providing the material of equipment and devices used in the computerized management information system requirements. Interest in providing technical inputs to the computerized management information systems through keeping pace with technological means and modern techniques and work on the training of personnel to use those systems. And increased attention to human inputs of computerized management information systems "specialists technicians and end-users" through a variety of disciplines working in the field of computerized management information systems. The study aimed to study the reality of the application of human resource information systems in the major hospitals in the southern Palestinian governorates. From 1900 onwards, scientists and novelists have explored the contours of a future society based on the use of “anthropotechnologies” (techniques applicable to human beings for the purpose of performance enhancement ranging from training and education to genome-based biotechnologies). Gradually but steadily, the technologies involved migrated from (science) fiction into scholarly publications, and from “utopia” (or “dystopia”) into science. Building on seminal ideas borrowed from Nietzsche, Peter Sloterdijk has outlined the challenges inherent in this development. Since time immemorial, and at (...) least since the days of Plato’s Academy, human beings have been interested in possibilities for (physical or mental) performance enhancement. We are constantly trying to improve ourselves, both collectively and individually, for better or for worse. At present, however, new genomics-based technologies are opening up new avenues for self-amelioration. Developments in research facilities using animal models may to a certain extent be seen as expeditions into our own future. Are we able to address the bioethical and biopolitical issues awaiting us? After analyzing and assessing Sloterdijk’s views, attention will shift to a concrete domain of application, namely sport genomics. For various reasons, top athletes are likely to play the role of genomics pioneers by using personalized genomics information to adjust diet, life-style, training schedules and doping intake to the strengths and weaknesses of their personalized genome information. Collaborative filtering is being used within organizations and in community contexts for knowledge management and decision support as well as the facilitation of interactions among individuals. This article analyzes rhetorical and technical efforts to establish trust in the constructions of individual opinions, reputations, and tastes provided by these systems. These initiatives have some important parallels with early efforts to support quantitative opinion polling and construct the notion of “public opinion.” The article explores specific ways to increase trust in (...) these systems, albeit a “guarded trust” in which individuals actively seek information about system foibles and analyze the reputations of participants. Today decision-makers face surging increases in overall system complexity leading up to more unstable and unpredictable business environments. Leaders and decision-makers are confronted with volatility (dynamic and intense changes), uncertainty (lack of predictability), complexity (interconnection of parts which is sometimes overwhelmingly difficult to process), and ambiguity (unclear relationships), namely the VUCA-world. The implications of the VUCA-world for business and strategy can be applied to the rise of complex cyber-physical systems in Industry 4.0. There is an expressed need to develop (...) complexity management frameworks that integrate different individual measures of dealing with industrial system complexity into a synergetic strategic framework. In this regard new frameworks that reflect “real-life complexity” of industrial systems and their practitioners are being called for. It is therefore the core aim of the thesis to develop and apply a strategic complexity management framework (SCM) that fits in the individual reality of the decision-making practitioner by integrating different complexity dimensions of industrial systems in a holistic, synergetic, and strategic way. As a starting point for achieving this aim, an investigation and exploration of relevant theoretical frameworks is conducted and accumulates in the proposition of a set of hypotheses H1-H13 as an explanatory approach to achieve a multi-dimensional definition of industrial system complexity and to explore its impact on decision-making based on information growth in industrial systems. In a second step, H1-H13 are applied to develop a theoretical complexity space model for industrial systems. In the model the static and dynamic complexity of an industrial system are integrated in a complexity space modelling approach, where information complexity boundaries expand over time in a static compound space of a system and serve as an indicator for system instability in a static complexity space. The capabilities of the complexity space model are theoretically demonstrated, alongside a set of assumptions concerning the behavior of industrial system complexity. The developed complexity space model represents the core theoretical foundation for the establishment of the SCM in a third step. In the third step the complexity of an industrial system is captivated via the strategic complexity management framework (SCM) in the form of a strategic 8- quadrant matrix in adherence to the axioms of the paradigm of strategic complexity engineering which are to acknowledge, characterize, anticipate, and manage complexity. Definitions of static, dynamic and environmental conception of complexity of industrial systems are holistically integrated to capture the internal and external strategic management perspective in the SCM framework and the strategic capabilities of the SCM framework are theoretically demonstrated based on a set of generic norm strategies. In a fourth step the SCM is applied for strategic complexity management purposes to four different real-world cases of industrial manufacturing systems with the goal to test, explore and discuss the practical decision-aiding applicability of the framework via an interventionistic multi-case study based on qualitative document review. The individual results of the SCM application on the four different cases are described and discussed. Key-learnings across cases are identified and discussed as a conclusion. The essential difficulty about Computer Ethics' (CE) philosophical status is a methodological problem: standard ethical theories cannot easily be adapted to deal with CE-problems, which appear to strain their conceptual resources, and CE requires a conceptual foundation as an ethical theory. Information Ethics (IE), the philosophical foundational counterpart of CE, can be seen as a particular case of environmental ethics or ethics of the infosphere. What is good for an information entity and the infosphere in general? This is (...) the ethical question asked by IE. The answer is provided by a minimalist theory of deseerts: IE argues that there is something more elementary and fundamental than life and pain, namely being, understood as information, and entropy, and that any information entity is to be recognised as the centre of a minimal moral claim, which deserves recognition and should help to regulate the implementation of any information process involving it. IE can provide a valuable perspective from which to approach, with insight and adequate discernment, not only moral problems in CE, but also the whole range of conceptual and moral phenomena that form the ethical discourse. In 1995, as a student of psychology inspired by natural science, I defined a logical model of personality explaining psychosis. I created (for my MA thesis, 1998 and grant research, 1999) new kind of tests assessing intelligence, creativity, prejudices, expectations to show more exact methods in psychology. During my Phd study in economics, I developed 'Maximization of Uniqueness (Originality)' model enhancing the classic utility to explain irrational motivations linking economics and psychology. Later I became computer programmer developing functional programming. According (...) to Personality model (and my experience in chess composition), I've built server and client logic of information system www.each.co.uk, and produced visual art. I presented the excerpts of 'Personality Model' in a few articles, and later as part of my art exhibitions: From Animation (Oct 2013, Holland Park, London), Parallax 12 (Feb 2015, Chelsea Town Hall, London), Fading Memory (Sep 2015, Weißenohe / Nuremberg, Germany). Another work: The Science is a subset of the Art extends Personality Model to art, society. At the end I add example and explanation of a special problem, when the higher intelligence leads to a wrong solution. It was published in Japanese Journal Problem Paradise in 1999. In the American medical system, patients do not know the final price of treatment until long after the treatment is given, at which point it is too late to say “no.” I argue that without price disclosure many, perhaps all, tokens of consent in clinical medicine fall below the standard of valid, informed consent. This is a sweeping and broad thesis. The reason for this thesis is surprisingly simple: medical services rarely have prices attached to them that are known to (...) the patient prior to treatment. Yet, for many patients, knowledge of the price is relevant to whether they would give consent. If informed consent requires that patients know all information about their treatment that is relevant to their decision, then consent to a medical intervention in the absence of the price is not informed consent. A growing range of brain-computer interface (BCI) technologies is being employed for purposes of therapy and human augmentation. While much thought has been given to the ethical implications of such technologies at the ‘macro’ level of social policy and ‘micro’ level of individual users, little attention has been given to the unique ethical issues that arise during the process of incorporating BCIs into eHealth ecosystems. In this text a conceptual framework is developed that enables the operators of eHealth ecosystems to (...) manage the ethical components of such processes in a more comprehensive and systematic way than has previously been possible. The framework’s first axis defines five ethical dimensions that must be successfully addressed by eHealth ecosystems: 1) beneficence; 2) consent; 3) privacy; 4) equity; and 5) liability. The second axis describes five stages of the systems development life cycle (SDLC) process whereby new technology is incorporated into an eHealth ecosystem: 1) analysis and planning; 2) design, development, and acquisition; 3) integration and activation; 4) operation and maintenance; and 5) disposal. Known ethical issues relating to the deployment of BCIs are mapped onto this matrix in order to demonstrate how it can be employed by the managers of eHealth ecosystems as a tool for fulfilling ethical requirements established by regulatory standards or stakeholders’ expectations. Beyond its immediate application in the case of BCIs, we suggest that this framework may also be utilized beneficially when incorporating other innovative forms of information and communications technology (ICT) into eHealth ecosystems. Abstract— This study aimed to identify the degree of use of the capabilities of decision-support systems in Palestinian institutions higher education, Aqsa University in Gaza - a case study. The study used a analytical descriptive approach, and the researchers used the of questionnaire tool to collect the data, the researchers using stratified random sample distributed (150) questioners to the study population and (126) was obtained back with rate of 84%. The study showed that the most important results are: that (...) senior management supports the existence of decision support systems and that there is approval by the respondents on the paragraphs of the use of the capabilities of decision support systems in general. And that there are no significant differences between the averages of the answers of respondents differences about the degree of use of decision support systems capabilities attributed to personal data. The study also concluded a series of recommendations including: increasing the adoption of the senior management decision support in their decision-making systems. The transformational pace of modern education, healthcare, business management systems, etc., requires new approaches for prompt and reliable personality assessment. Phenotypology is one of such theories and it claims of the discovered interconnections of a person’s psychological and psychophysical characteristics on the basis of individual features of his/her phenotype. The article aim is to present some validation results for the Phenotypology hypotheses as a possible tool for personality assessment. In order to verify connections between phenotypic treats and individual (...) behavior, we conducted the study when respondents were differentiated according to some anthropometric (facial) peculiarities and characterological features. The results were quantified and analyzed using the mathematical-statistical linear regression. The research output contains the rationale for the conclusion that there are no statistically significant correlations between some phenotypic body features and such individual psychological characteristics as aggressiveness, impetuosity, pedantry, passivity, etc. In particular, the validity of using of appropriate phenotypologic representations to predict the examined character traits was studied. The obtained results disproved the possibility to use directly the phenotypic approach for reliable characterological profiling. Though, the study outcome is tentative due to some limitations on generality. It is necessary to continue verification of the Phenotypology hypotheses with a broader experimental sample with the inclusion of various ethnic and racial groups’ representatives. However, until then, based on actual findings, the practical application of the Phenotypology statements is doubtful, at least for the purposes of character diagnosis and personality assessment. Starting from a philosophical perspective, which states that the living structures are actually a combination between matter and information, this article presents the results on an analysis of the bipolar information-matter structure of the human organism, distinguishing three fundamental circuits for its survival, which demonstrates and supports this statement, as a base for further development of the informational model of consciousness to a general informational model of the human organism. For this, it was examined the Informational System of (...) the Human Body and its components from the perspective of the physics/information/neurosciences concepts, showing specific functions of each of them, highlighting the correspondence of these centers with brain support areas and with their projections in consciousness, which are: Center of Acquisition and Storing of Information (CASI) reflected in consciousness as memory, Center of Decision and Command (CDC) (decision), Info-Emotional Center (IES) (emotions), Maintenance Informational System (MIS) (personal status), Genetic Transmission System (GTS) (associativity/genetic transmission) and Info Genetic Generator (IGG) related by the body development and inherited behaviors. The Info Connection (IC), detected in consciousness as trust and confidence can explain the Near-Death Experiences (NDEs) and associated phenomena. This connection is antientropic and informational, because from the multitude of uncertain possibilities is selected a certain one, helping/supporting the survival and life. The human body appears therefore as a bipolar structure, connected to two poles: information and matter. It is argued that the survival, which is the main objective of the organism, is complied in three main ways, by means of: (i) the reactive operation for adaptation by attitude; (ii) the info-genetic integration of information by epigenetic processes and genetic transmission of information for species survival, both circuits (i) and (ii) being associated to the information pole; (iii) maintenance of the material body (defined as informed matter) and its functions, associated to the matter pole of the organism. It results therefore that the informational system of the human body is supported by seven informational circuits formed by the neuro-connections between the specific zones of the brain corresponding to the informational subsystems, the cognitive centers, the sensors, transducers and execution (motor/mobile) elements. The fundamental informational circuits assuring the survival are the reactive circuit, expressible by attitude, the epigenetic/genetic circuit, absorbing and codifying information to be transmitted to the next generations, and the metabolic circuit, connected to matter (matter pole). The presented analysis allows to extend the informational modeling of consciousness to an Informational Model of Consciousness and Organism, fully describing the composition/functions of the organism in terms of information/matter and neurosciences concept. Application of the reliability of repairable systems on solving problems from constructing production systems takes an important place in the process of finding the optimal solution among the suggested system choices. The basic hypothesis when using the reliability of the repairable systems is that every machine is representing a component, a fact that is debatable when talking about technical sciences. However, considering the second assumption of the stationary process, the function of the availability is introduced. It represents (...) the measure between the reliability and the benefit of maintaining the components and the system as a whole one. An additional and the last reason for analyzing constructing machine as a whole one has an economic reason. From the aspect of the total cost and the capacity of the system, the function of the availability is catching more and more impact in the process of determinating the total cost in bill of quantities as the most important part of tender documents. Until former works, techno-economic optimisation usually ran over when choosing the system of the construction machines. In the work, there are shown the methodologies for gathering and analyzing the indicators of availabilities per unit of a company's machine park. The time of demission and reparation have been investigated among 34 components in the period of 6 years. Based on the obtained result for different conditions of machine exploitation and facilities, it is suggested the methodology of the future behaviour of the corresponding within the model optimization availability of constructing production system with the aim of eliminating extra criterion. The suggested model takes in consideration the total cost of the components when they are functional, and when they are not. This kind of approach enables the one who take choices decision of the height of profits, in the lenght of work in function of the projection of cash flow and managing with real indicators of functioning the system at the project level. Given the fact that the maintanance policy of machines is based on availability, and not on reliability of components, with the aim of maximizing the availability of different budget scenarios, a logical approach to the selection of the objective function in the terms of management of construction production systems is to minimize costs for a given availability of system constructing machinery is based on the use of historical data base with the values of the operational availability of components, conditions in which they function, in the process of forecasting the project availability for projects that follow. Ranking variant solutions is the result of the adopted function of the aim as a consequence due to enlargement methods of availability for serial parallel systems with the associated restrictions. For optimal system availability is taken a value that belongs to minimal total cost. However, it is predicted that after the end of the financial year, the real and projected indicators of system functions get compared to each other. Informational support to the proposed model is informational company system, which was built in the PHP programming language on the Linux software platform, and with data based in My SQL. The suggested model is tested on the system for the production and embedding bitumen bound materials on the specific project. Obtained results confirm the assumptions used in work. (shrink)

In this paper it is analyzed from the informational perspective the relation between mind and body, an ancient philosophic issue defined as a problem, which still did not receive up to date an adequate solution. By introducing/using the concept of information, it is shown that this concept includes two facets, one of them referring to the common communications and another one referring to a hidden/structuring matter-related information, effectively acting in the human body and in the living systems, (...) which determines the dynamic inter-change of information between specific structures of the organism by electric/electronic/chemical agents and genetic/epigenetic processes. It is shown that the maintenance of body, permanently and obligatory depending on the external matter (foods, air, water) resources, needed to provide both the structuring/restructuring basic material and energy, determines the necessary existence of an info-managing system, administrating the internal mechano-chemical/physical processes. As a natural consequence, such a system should organize and assure own survival by an effective informational operability to detect the external food resources, to select the appropriate interest information and to decide as a function of circumstances. One important component in such an informational system is memory, allowing to dispose of the reference informational data for analysis/comparison and the selection between good and bad binary possible decisions. The memory receives and stores therefore signals from external reality and from the body itself, referring to the emotional reaction, digestion status, creation, and inherited predilections, within specific info-neural communication circuits between the brain and body execution/sensitive organs, the human body appearing as an integrated info-matter self-managed dynamic system. The specific body components memorize information with different degrees of info-integration: short/long-term integration, emotive/action reaction, info-abilities, culminating with the integration in the chromosomal structures by epigenetic processes. The new acquired information is transgenerationally transmissible, and is manifested as new traits, showing the adaptation capability of the human and close relation between mind and body. Analyzing the results of such a mind-body informational model in comparison with the earlier assumed/proposed/asserted archaic, Greek and Occidental philosophies, which represent only partial aspects of this relation, it is shown that this informational model, elaborated in terms of information on the basis of scientific reasons and arguments, constitutes a general, realist, and coherent model of the mind-body relation, able to integrate and/or explain most of the others. ABSTRACT The main informational components of consciousness are described as Operative Informational System (OIS) assuring the reactive short-time adaptation and Programmed Informational System (PIS), assuring the life maintenance and the species survival, working in an integrated manner with the informed matter IM (body). The defined informational subsystems allow to describe consciousness as a sum of cognition centers defined by Ibelieve, Iknow, Iwant, Ilove, Iam, Icreate and Icreated. The cognition center Ibelieve was defined as related with the anti-entropic field of the (...) bipolar universal matter/antimatter informational system, assisting the life structuring and health and explaining the precognition, psychokinesis, near-death experiences and other "paranormal" phenomena. PIS related activity of the cognition centers was described as the projected data in OIS by two components: (1) personal status as survival needs; (2) the info-consequences on oneself perception and action impulses perceived by Iam, Icreate and Icreated, reflecting together with Iknow, Iwant and Ilove the "normal" (regular) mind properties. The study aimed at identifying the personal variables and their effect in promoting job creation in Gaza Strip through business incubators. The researchers used the descriptive analytical approach to achieve the study objectives. The study population consisted of 92 of the pilot projects benefiting from the three business incubators in Gaza Strip (Palestinian Information Technology Incubator, UCAS Technology Incubator and Business and Technology Incubator). The study reached a number of results, the most important of which are the existence (...) of statistically significant differences on entrepreneurship attributed to each age as most of them are between the ages of 22-30, Gender for males, business incubator, scientific qualification for the specialties of information technology and engineering, and years of experience. Based on the findings, the researchers recommend focusing on university students in guiding them towards entrepreneurship and helping new graduates to start entrepreneurship. And to guide students to scientific disciplines that help them in entrepreneurship after graduation, whether starting a small business or self-employment, support females to entrepreneurship as most of the entrepreneurs are male, in addition to stimulating males as well.
