In this paper, I discuss from a philosophical viewpoint the so-called radiation problem that resulted from the Fukushima Daiichi Nuclear Power Station accident after the Great East Japan Earthquake in 2011. The starting point lies in the conceptual distinction between “damage due to radiation” and “damage caused by avoiding radiation.” We can recognize the direct “damage due to radiation” in Fukushima as not serious based on the empirical data so that I focus upon the problem of (...) the “damage caused by avoiding radiation,” particularly the damage due to evacuation actions. Actually, evacuation actions caused more refugees to die of suicide and diseases than supposed. Obviously, there is a practical problem on whether the forceful and emergent evacuationwas needed. In addition, I will point out that some people psychologically had negative feelings about the radiation problem altogether, for example, absurdity, discomfort, anxiety, or distrust, where some of them tend to twistedly solve those by giving moral censure to people and the product in affected areas. This brought about serious harm to people in Fukushima. I will interpret some people’s careless adoption of precautionary principle and their misunderstanding of the legal standard in radiation protection as being latent in this tragedy. (shrink)

There is uncertainty and disagreement about the question which preventive actions are rationally justified with regard to moderately elevated levels of nuclear radiation. This may have at least four causes: ignorance, insufficient information, inconclusiveness and indeterminability. After the nuclear disaster with the Fukushima nuclear power plant the advice, given by some authorities, to leave Tokyo was largely based on the former two factors: ignorance and insufficient information. By contrast, the uncertainty and disagreement amongst experts about the size of the (...) area to be evacuated was mainly caused by the latter two factors: inconclusiveness and indeterminability. Inconclusiveness concerns the question whether moderately elevated radiation levels cause real and significant health risks that require drastic measures. Indeterminability concerns the problem of rationally weighing disparate benefits and costs of the preventive measures, to wit, expected health benefits versus the costs and burdens of mass evacuation. The International Commission on Radiological Protection (ICRP) recommends that no measures should be taken unless they produce a positive net benefit. Exposure to moderately increased levels of radiation may increase the risk of fatal cancer in the future, while mass evacuation has burdensome and disruptive consequences for the society and for the persons who have to leave their residential and/or working area for a long time. Ordering of mass evacuation seems rationally and ethically justified only if the expected future benefits outweigh the present and future burdens. Small or uncertain future health benefit may be outweighed by large costs and burdens of mass evacuation. Because we have to take into consideration not only public but also individual costs and benefits, it is important to take into account the personal absolute increase in health risk of elevated radiation in addition to relative risk. Unlike relative risk, absolute risk reveals the individual chance of getting a radiation-based disease. The increase in absolute risk – that is, the difference between the chances of getting the disease with and without the exposure to the increased level of radiation – is a useful measure to reveal the personal chance of health benefit from evacuation. This personal benefit must be balanced against the personal costs and burdens. The key question is which levels of radiation absorption and health risks outweigh the burdens of mass evacuation. There seems consensus amongst experts about the justification of mass evacuation in cases of expected individual radiation absorption > 500 mSv over a year. Similarly, experts agree that expected extra radiation absorption < 10 mSv does not justify mass evacuation. But between these two extremes there is a wide range of 50-fold increasing radiation levels in which it is not clear whether the personal and public benefits from mass evacuation outweigh the personal and public costs. This may partly explain why experts and authorities gave conflicting advice about the radius of the area around the Fukushima nuclear power plant within which people had to be evacuated. The uncertainty about the right thing to do with respect to a wide range of moderately elevated levels of radiation seems to be caused not only by inconclusiveness but also by indeterminability, that is, impossibility of determinately weighing disparate costs and benefits. Objective: Long-term C-arm fluoroscopy exposes medical personnel to substantial radiation doses. Preventing this exposure requires protective equipment and radiation safety. This study examined anesthesia students' using fluoroscopy and preventive knowledge. -/- Methods: This descriptive and cross-sectional study included 139 Vocational High School Anesthesia students. The "Healthcare Professional Knowledge of Radiation Protection" scale and a 13-question survey collected data. The scale was designed with a Likert scale and three sub-factors. If the total and sub-dimension item average score (...) of the scale is below 5, it indicates that the level of knowledge of radiation protection among medical personnel is low, and if it is above 5, it indicates that the level of knowledge is high. -/- Results: More than half of the students (59.8%) heard the radiation from the fluoroscopy device, the vast majority (82.7%) did not receive radiation protection training, 58.3% stayed away from the device while it was operating, and 70.5% stated that it is crucial to stay away from the device while it was operating. It was determined that there was a statistically significant difference (p<0.05) in the "Radiation Physics, Biology, and Radiation Usage Principles" sub-dimension of students who were male, in their second year of education, received radiation protection training, and offered reliable answers to a number of questions measuring their level of radiation knowledge. In addition, the research revealed a positive and highly significant correlation between the scale and its subdimensions. -/- Conclusion: Although the scale scores of the students who received radiation protection training and had a high level of radiation knowledge were substantially higher than those of the other students, the average score of the students was less than 5. This indicates that students have an inadequate understanding of radiation protection. To prevent the negative biological effects of radiation on the human body, it is necessary to conduct epidemiological research, educate health care professionals and anesthesiology students about the effects and processes of this radiation on human cells, and provide frequent training. Radiation, radiation's biological effects, and radiation protection should be included in health students' curricula. (shrink)

The teikei movement is a Japanese version of the alternative food movement, which emerged around the late 1960s and early 1970s. Similar to now well-known Community Supported Agriculture, it is a farmer-consumer partnership that involves direct exchanges of organic foods. It also aims to build a community that coexists with the natural environment through mutually supportive relationships between farmers and consumers. This article examined the history of the teikei movement. The movement began as a reaction to negative impacts of mechanized (...) and chemically intensive agriculture promoted by the Japanese government. The movement experienced a rapid expansion in the early 1980s, and then gradually declined thereafter. The organic market expansion and certification system intersected with both cultural and gender role changes, impacting the teikei movement negatively. Consequently, the membership of teikei consumer groups has shrunk. Furthermore, the March 2011 Fukushima Daiichi nuclear power plant accident caused unprece dented damage to organic farmers in the affected regions. Despite the scientific uncertain about the safety level of radiation exposure, the organic farmers and the teikei consumer groups managed the situation and found a way to inspect radiation contamination. They did so with the support by networking with other teikei-related actors. This response to the nuclear power plant accident suggests that although the level of embeddedness presumably varies among teikei actors, ethics guided by the teikei principles are effective in forging a resilient partnership between farmers and consumers and in keeping the teikei system alive as an agent for social change. Individual health assessments (IHAs) for asymptomatic individuals provide a challenge to traditional distinctions between patient care and non-medical practice. They may involve undue radiation exposure, lead to false positives, and involve high out-of-pocket costs for recipients. A recent paper (Journal of the American College of Radiology 13(12): 1447–1457.e1, 2016) has criticised the use of IHAs and argued that recipients should be classified as ‘presenters’, not ‘patients’, to distinguish it from regular medical care. I critique this classificatory move, on (...) two grounds: one, it is conceptually suspect. Two, it obviates the medical ethics framework for IHAs, potentially exposing recipients of IHAs to lower standards of oversight and protection. Responsible regulation of IHAs will be easier to ethically justify if those seeking IHAs are considered patients and not merely presenters. (shrink)

Informed consent has become the most obvious instantiation of patient autonomy in contemporary medicine, though as a practice it does not encompass all spheres of medicine. While diagnostic radiological procedures carry some risk due to the use of radiation, there is no standardized practice of informed consent in the United States. The authors describe the ethical justification of informed consent, the legal background surrounding it, and a brief history of radiology and radiological protection. They ultimately argue that informed consent (...) should become a common practice in computed tomography given the risks involved due to radiation exposure, especially considering the overuse of this technology, since it respects patient autonomy. I was afraid they'd think my ideas were a bit "out there". But I sent a short email about them last year to a London biologist who wrote an article for the journal Nature. She replied that it was "very interesting". -/- The world is fascinated (...) by electronics. Computer scientists, as well as computer buyers, would be intrigued by the fundamental role given to human electronics in creation of the universe. This obviously can only be done if time travel to the past is possible. I explain in scientific terms how it could be done (the world is also fascinated by the prospect of time travel). -/- My ideas on trips through time grew from the related topic of interstellar, and even intergalactic, travel (and those ideas are inspired by an electrical-engineering experiment at Yale University in 2009). After the ideas on time travel came the realization that this technology could be used to totally eliminate the problems of muscle and bone weakness, radiation exposure etc associated with a lengthy journey to Mars. -/- The exquisitely ordered cosmos proposed would have great appeal to religion and philosophy. Dealing as it does with time that does not exclusively operate in a straight line, the book could not only present a new view of evolution (present theory assumes time is always a straight line from past to future). Nonlinear time might also give religionists a new concept of who God is. This could possibly be that of humans from the remote future who are quantum entangled with all past, present and future states of the whole - infinite and eternal - universe; and thus have all God's powers. Such infinite power could be pantheistic but would naturally include the ability to manifest as an individual. (I know this article is very far removed from what is traditionally considered scientific. Just remember: science is the search for knowledge of how this universe works, and that search must be pursued wherever it leads - even if it leads into traditionally nonscientific areas such as religion.) -/- Finally - if we're entangled with the whole universe, we'd have to be entangled with each other. On a mundane level, this gives us extrasensory and telekinetic abilities. Abstract. Every year, the number of tourists in the Chernobyl Exclusion Zone is increasing. The most numerous visitors are journalists who come to perform their official duties. At the same time, researchers have not yet shown interest in such an interesting and important tourist phenomenon. The purpose of this article is to describe a new phenomenon of media tourism in the Chernobyl Exclusion Zone and its features. The study was conducted with a help of a qualitative case study analysis method. (...) The websites of the state and private enterprises and mass media publications based on the results of trips to the territory for 2013-2017 were analyzed. As a result, the specific features of journalists who visit the Chernobyl Exclusion Zone were identified. Such journalists mainly have confidence in the absence of a threat to health (55%), developed empathy (45%) and imagination of thinking (45%). Consequently, the tragedy of history and the gloomy appearance of the territory, the suffering of local residents make it attractive to journalists. In addition, due to personal interest, the voluntary travel motive (61,5%) prevails over conditional forced travel (38,5%). At the same time, the attention of journalists to the territory is attracted due to the activities of tourists. The authors describe the so-called «compensation effect», when the reduction of tourists' attention to the territory is balanced by an increase in the attention of the mass media. The presence of risk explains the predominance of men among journalists in the Chernobyl Exclusion Zone (54%). For example, women can better assess the risk due to greater vulnerability. The peculiarity of journalists' work in the Chernobyl Exclusion Zone is the risk of radiation exposure and ethical controversy. The study shows that journalists' inherent positive world perception and profound sense of professional duty can successfully overcome these obstacles. The results of the study can be used by the following researchers to identify ways and strategies for promoting media tourism in the Chernobyl Exclusion Zone. The benefit of this study is to draw attention to a new unexplored tourist phenomenon. Mass media have a great influence on the formation of a positive attitude towards the territory and attracting the attention of tourists. Taking into account the specific features of media tourism will help to attract more tourists and improve the quality of rendering service to journalists. (shrink)

Although at first glance, “facts” are the paradigms of straightforwardness, something about facts seems to invite perpetual controversy and dichotomizing. Innumerable bifurcations on the topic have included "Facts vs. Theories”, “Facts vs. Appearance”, "Facts vs. Values", ... and, popular nowadays, "(Real)Facts vs. Fake Facts". This paper most aligns with the facts vs. theories model, so far as whatever facts are, theories seem to be constructed stories that are necessary for connecting and interpreting the facts. Yet the boundary between the two (...) is fluid and fuzzy: Fact in one context is theory in another, depending on what is being accepted or contested at the time. This paper’s views are compatible with—but neutral on the plausibility of having—an optimism like Peirce’s that scientific inquiry may nonetheless converge towards a consensus. Apparency and actuality are discussed with respect to science, genetics, evolution, cognition and perception. Rules for a (sub)set of actual/allowable sets of entities and objects from a total set that is based on differences and contrasts extracted from perceptual experience of the world elucidate tenable combinations/recombinations from a total of the transparent(history/past dependant) and the apparent as they can be construed to comprise the actual/real faces of perception. The elements of dreams, language, symbolisms, abstractions are proposed to encompass to encompass (...) a total set of plausible apparencies. Nature from which both internal and external life is mirrored at the simplest structural level is propose to be constructed similarly-to physically possess also concepts and abstractions as states that reflect differences/combinations/recombinations parametrically that are emerged from the parameters associated with particular circumstances. This view is dependant upon, for its' conceptual soundness, a total construction of the world that descends, rather than ascends, in structural complexity and diversity and which is innately divided and compartmentalized in sequence from a more complex uniquely existing state describable singularly as a place of force and proximities form which all processes ensue. Integration of sound, light, into sensory experience and language is proposed to be a natural process of the accomplishment of new proximities/states from total apparent plausibility’s (past and actual combined) verses the actually(past and present) existing. Two potential important aspects of this scheme exist with regards to evolution theory: 1) a very relative dynamic state of change and emergence is plausible 2) a consistent identity of objects and entities is resolvable that is not based on apparent observations or partial history of events but on a set of total states and processes occurred during the progression to an actual condition. This is suggested to be unique for each and every actual situation as an identifier and is proposed to account for allowances with respect to new potentials. "Self" in this sense can assume more involved relations with self more than with the more distant, hence alien, otherwise arrived at proximal components, components of the environment, inert or otherwise. An example is presented with respect to solar energies and their toxicity to cause disturbances/disease upon internal exposure-as an unnaturally arrived imbalance/proximity between the transparent (history dependant) and the apparent-together comprising, in this situation, a disturbed actual state that can encompass also distortions in the perception of time. Time is proposed to be delineated as a contrast of proximal and distal factors mutually involved with both transparent (genealogically) oriented parameters, and empirically apparent factors that together comprise the actual, as well as those more immediate proximal and distal components(e.g. solar radiation, light-the less structured ambient verse those elements that comprise visual perceptions) as they influence the senses. Each entity species in this scheme possesses its’ own characteristic sense of time along with contemporary factors that influence the perception of time state, state of health and disturbance. A point charge accelerating under the influence of an external force emits electromagnetic radiation that reduces the increase in its mechanical energy. This causes a reduction in the particle's acceleration. We derive the decrease in acceleration due to radiation reaction for a particle accelerating parallel to its velocity, and show that it has a negligible effect.

Solar radiation management (SRM) may help to reduce the negative outcomes of climate change by minimising or reversing global warming. However, many express the worry that SRM may pose a moral hazard, i.e., that information about SRM may lead to a reduction in climate change mitigation efforts. In this paper, we report a large-scale preregistered, money-incentivised, online experiment with a representative US sample (N = 2284). We compare actual behaviour (donations to climate change charities and clicks on climate change (...) petition links) as well as stated preferences (support for a carbon tax and self-reported intentions to reduce emissions) between participants who receive information about SRM with two control groups (a salience control that includes information about climate change generally and a content control that includes information about a different topic). Behavioural choices are made with an earned real-money endowment, and stated preference responses are incentivised via the Bayesian Truth Serum. We fail to find a significant impact of receiving information about SRM and, based on equivalence tests, we provide evidence in favour of the absence of a meaningfully large effect. Our results thus provide evidence for the claim that there is no detectable moral hazard with respect to SRM. [Open access]. (shrink)

The soul is believed to be an immortal essence of living things in scores of philosophical and religious traditions but sparsely understood by science. The word ‘soul’ does not have a scientific definition but through this paper is hypothesized to be an indefinite, non-structured, massless energy made up of electromagnetic radiations that is confined in the cytoskeletal network of the biological cell. Electromagnetic radiations continually interact with the biological cell and propagate within the cell; by a pathway known as ‘Cell-Soul (...) Pathway’. This pathway is a coherent, imperceptible, uncontainable and recyclable support pathway, which uses this energy to promulgate consciousness in a biological cell. The cell-soul pathway augments with stress and ceases with death and results in, liberation of the energy as ultra-weak electromagnetic radiations that coalesce with the universe. The cell-soul pathway creates a strong correlation between science and consciousness, and with religion and spirituality. (shrink)

It has been argued that some recent experimental findings about the mere exposure effect can be used to argue for aesthetic antirealism: the view that there is no fact of the matter about aesthetic value. The aim of this paper is to assess this argument and point out that this strategy, as it stands, does not work. But we may still be able to use experimental findings about the mere exposure effect in order to engage with the aesthetic (...) realism/antirealism debate. However, this argument would need to proceed very differently and would only support a much more modest version of aesthetic antirealism. (shrink)

In their ‘Ethical and Technical Challenges in Compensating for Harm Due to Solar Radiation Management Geoengineering’ (2014), Toby Svoboda and Peter Irvine (S&I) argue that there are significant technical and ethical challenges that stand in the way of crafting a just solar radiation management (SRM) compensation system. My aim in this article is to contribute to the project of addressing these problems. I do so by focusing on one of S&I’s important ethical challenges, their claim that the polluter (...) pays principle (PPP) is too problematic to be useful in determining responsibility for SRM compensation. Their argument for the latter claim consists in a series of allegations, mostly in the form of questions, that are thought to indicate serious difficulties standing in the way of using the PPP to craft a just compensation system. I argue that S&I fail to substantiate these allegations: the PPP is not as problematic as S&I suggest, and moreover, is a viable candidate for determining responsibility for SRM compensation. S&I raise five allegations against the PPP. I discuss each in turn. (shrink)

In [1] it is claimed that, based on radiation emission measurements described in [2], a certain “variant” of the Orch OR theory has been refuted. I agree with this claim. However, the significance of this result for Orch OR per se is unclear. After all, the refuted “variant” was never advocated by anyone, and it contradicts the views of Hameroff and Penrose (hereafter: HP) who invented Orch OR [3]. My aim is to get clear on this situation. I argue (...) that it is indeed reasonable to speak of “variants” here. Orch OR is not a complete model of reality but a work in progress. At its core, it claims that wavefunction collapse is a real physical event that has something to do with gravity (“OR”) and that consciousness depends on orchestrated collapses in microtubules (“Orch”). There are many ways one could make these base ideas precise hence many “variants”. Furthermore, the ways that HP aim to make these ideas precise are radical and incomplete. If they don’t work out, Orch OR will need to fall back on another variant. Thus, I believe the significance of [1-2] for Orch OR is that it cuts out a small class of possible variants and leaves behind questions and challenges for the rest, including the variant preferred by HP. In line with Christopher Preston’s argument in the introduction to this volume, I argue here that, although it is helpful to identify potential injustices associated with SRM, it is also crucial both to evaluate how SRM compares to other available options and to consider empirical conditions under which deployment might occur. In arguing for this view, I rely on a distinction between two types of question: (1) whether SRM would produce just or unjust outcomes in some case and (2) whether (...) it would be just to deploy SRM in that same case. The former question pertains to whether some distribution of benefits and burdens is morally good or bad, whereas the latter pertains to whether some action or policy is morally permissible, impermissible, or obligatory. Although related, these two uses of justice do not come to the same thing. It may be that some climate policy involving SRM carries risks of substantial distributive injustice and yet is permissible or even obligatory. This is because, as I argue, considering what would be just to do should be comparative, taking into consideration both empirical conditions and the morally valuable and disvaluable features of alternative climate policies. As a response to climate change, geoengineering with solar radiation management has the potential to result in unjust harm. Potentially, this injustice could be ameliorated by providing compensation to victims of SRM. However, establishing a just SRM compensation system faces severe challenges. First, there is scientific uncertainty in detecting particular harmful impacts and causally attributing them to SRM. Second, there is ethical uncertainty regarding what principles should be used to determine responsibility and eligibility for compensation, as well as determining (...) how much compensation ought to be paid. Vietnam’s money and capital markets continue to see dramatic stages in the remaining months of 2011 due to high bank rates and also increasing foreign-exchange exposure faced by domestic enterprises.

Some types of solar radiation management (SRM) research are ethically problematic because they expose persons, animals, and ecosystems to significant risks. In our earlier work, we argued for ethical norms for SRM research based on norms for biomedical research. Biomedical researchers may not conduct research on persons without their consent, but universal consent is impractical for SRM research. We argue that instead of requiring universal consent, ethical norms for SRM research require only political legitimacy in decision-making about global SRM (...) trials. Using Allen Buchanan & Robert Keohane's model of global political legitimacy, we examine several existing global institutions as possible analogues for a politically legitimate SRM decision-making body. How the interpretation of architecture differs from that of other artworks.

Szmimary.—The present report investigated the question of how individual differences in self-consciousness devdop. Rimé and LeBon proposed that high self-consciousness follows a history of frequent exposure to selffocusing stimuli, i.e., mirrors, audiences, audio and video devices, and cameras. To explore this hypothesis private and public self-consciousness and past exposure to self-focusing stimuli were assessed in 438 subjects. Analysis indicated that history of frequent exposure to self-focusing stimuli is significantly but weakly related to high private self-consciousness in men (...) and to high public self-consciousness in women. This supports previous observations suggesting that the routes to the development of selfconsciousness seem to differ for the two sexes. (shrink)

While many public health threats are now widely appreciated by the public, the risks from asbestos exposure remain poorly understood, even in high-risk groups. This article makes the case that asbestos exposure is an important, ongoing global health threat, and argues for greater policy efforts to raise awareness of this threat. It also proposes the extension of asbestos bans to developing countries and increased public subsidies for asbestos testing and abatement.

We argue that the asymmetry between diverging and converging electromagnetic waves is just one of many asymmetries in observed phenomena that can be explained by a past hypothesis and statistical postulate (together assigning probabilities to different states of matter and field in the early universe). The arrow of electromagnetic radiation is thus absorbed into a broader account of temporal asymmetries in nature. We give an accessible introduction to the problem of explaining the arrow of radiation and compare our (...) preferred strategy for explaining the arrow to three alternatives: (i) modifying the laws of electromagnetism by adding a radiation condition requiring that electromagnetic fields always be attributable to past sources, (ii) removing electromagnetic fields and having particles interact directly with one another through retarded action-at-a-distance, (iii) adopting the Wheeler-Feynman approach and having particles interact directly through half-retarded half-advanced action-at-a-distance. In addition to the asymmetry between diverging and converging waves, we also consider the related asymmetry of radiation reaction. (shrink)

It could be argued that tort law is failing, and arguably an example of this failure is the recent public liability and insurance (‘PL&I’) crisis. A number of solutions have been proposed, but ultimately the chosen solution should address whatever we take to be the cause of this failure. On one account, the PL&I crisis is a result of an unwarranted expansion of the scope of tort law. Proponents of this position sometimes argue that the duty of care owed by (...) defendants to plaintiffs has expanded beyond reasonable levels, such that parties who were not really responsible for another’s misfortune are successfully sued, while those who really were to blame get away without taking any responsibility. However people should take responsibility for their actions, and the only likely consequence of allowing them to shirk it is that they and others will be less likely to exercise due care in the future, since the deterrents of liability and of no compensation for accidentally self-imposed losses will not be there. Others also argue that this expansion is not warranted because it is inappropriately fueled by ‘deep pocket’ considerations rather than by considerations of fault. They argue that the presence of liability insurance sways the judiciary to award damages against defendants since they know that insurers, and not the defendant personally, will pay for it in the end anyway. But although it may seem that no real person has to bear these burdens when they are imposed onto insurers, in reality all of society bears them collectively when insurers are forced to hike their premiums to cover these increasing damages payments. In any case, it seems unfair to force insurers to cover these costs simply because they can afford to do so. If such an expansion is indeed the cause of the PL&I crisis, then a contraction of the scope of tort liability, and a pious return to the fault principle, might remedy the situation. However it could also be argued that inadequate deterrence is the cause of this crisis. On this account the problem would lie not with the tort system’s continued unwarranted expansion, but in the fact that defendants really have been too careless. If prospective injurers were appropriately deterred from engaging in unnecessarily risky activities, then fewer accidents would ever occur in the first place, and this would reduce the need for litigation at its very source. If we take this to be the cause of tort law’s failure then our solution should aim to improve deterrence. Glen Robinson has argued that improved deterrence could be achieved if plaintiffs were allowed to sue defendants for wrongful exposure to ongoing risks of future harm, even in the absence of currently materialized losses. He argues that at least in toxic injury type cases the tortious creation of risk [should be seen as] an appropriate basis of liability, with damages being assessed according to the value of the risk, as an alternative to forcing risk victims to abide the outcome of the event and seek damages only if and when harm materializes. In a sense, Robinson wishes to treat newly-acquired wrongful risks as de-facto wrongful losses, and these are what would be compensated in liability for risk creation (‘LFRC’) cases. Robinson argues that if the extent of damages were fixed to the extent of risk exposure, all detected unreasonable risk creators would be forced to bear the costs of their activities, rather than only those who could be found responsible for another’s injuries ‘on the balance of probabilities’. The incidence of accidents should decrease as a result of improved deterrence, reduce the ‘suing fest’, and so resolve the PL&I crisis. So whilst the first solution involves contracting the scope of tort liability, Robinson’s solution involves an expansion of its scope. However Robinson acknowledges that LFRC seems prima facie incompatible with current tort principles which in the least require the presence of plaintiff losses, defendant fault, and causation to be established before making defendants liable for plaintiffs’ compensation. Since losses would be absent in LFRC cases by definition, the first evidentiary requirement would always be frustrated, and in its absence proof of defendant fault and causation would also seem scant. If such an expansion of tort liability were not supported by current tort principles then it would be no better than proposals to switch accident law across to no-fault, since both solutions would require comprehensive legal reform. However Robinson argues that the above three evidentiary requirements could be met in LFRC cases to the same extent that they are met in other currently accepted cases, and hence that his solution would therefore be preferable to no-fault solutions as it would only require incremental but not comprehensive legal reform. Although I believe that actual losses should be present before allowing plaintiffs to seek compensation, I will not present a positive argument for this conclusion. My aim in this paper is not to debate the relative merits of Robinson’s solution as compared to no-fault solutions, nor to determine which account of the cause of the PL&I crisis is closer to the truth, but rather to find out whether Robinson’s solution would indeed require less radical legal reform than, for example, proposed no-fault solutions. I will argue that Robinson fails to show that current tort principles would support his proposed solution, and hence that his solution is at best on an even footing with no-fault solutions since both would require comprehensive legal reform. Little is know about factors that influence the development of public self-consciousness. One potential factor is exposure to audiences: being repeatedly aware of one's object status could create a high disposition to focus on public self-aspects. To explore this hypothesis public self-consciousness was assessed in two groups of subjects: 62 professors and actors (high exposure to audiences) and 39 people without audience experience. Analysis show that significant differences exist for public self-consciousness in men only. Also, history of frequent (...) exposure to audience is significantly but weakly correlated with high public self-consciousness in men. Losses in channel flows are usually determined using a frictional head loss parameter. Fluid friction is however not the only source of loss in channel flows with heat transfer. For such flow problems, thermal energy degradation, in addition to mechanical energy degradation, add to the total loss in thermodynamic head. To assess the total loss in a channel with combined convection and radiation heat transfer, the conventional frictional head loss parameter is extended in this study. The analysis is applied (...) to a 3D turbulent channel flow and identifies the critical locations in the flow domain where the losses are concentrated. The influence of Boltzmann number is discussed, and the best channel geometry for flows with combined heat transfer modes is also determined. (shrink)

Environmental heterogeneity is invoked as a key explanatory factor in the adaptive evolution of a surprisingly wide range of phenomena. This article aims to analyze this explanatory scheme of categorizing traits or properties as adaptations to environmental heterogeneity. First it is suggested that this scheme can be understood as a reaction to how heterogeneity adaptations were discounted or ignored in the modern synthesis. Then a positive account is proposed, distinguishing between two broad categories of adaptation to environmental heterogeneity: properties selected (...) for by well-defined patterns of environmental heterogeneity, and properties that help organisms exploit novel patterns of environmental heterogeneity. This book analyzes major ethical issues surrounding the use of climate engineering, particularly solar radiation management techniques, which have the potential to reduce some risks of anthropogenic climate change but also carry their own risks of harm and injustice. The book argues that we should approach the ethics of climate engineering via "non-ideal theory," which investigates what justice requires given the fact that many parties have failed to comply with their duty to mitigate greenhouse gas emissions. Specifically, it argues (...) that climate justice should be approached comparatively, evaluating the relative justice or injustice of feasible policies under conditions that are likely to hold within relevant timeframes. Likely near-future conditions include "pessimistic scenarios," in which no available option avoids serious ethical problems. The book contends that certain uses of SRM can be ethically defensible in some pessimistic scenarios. This is the first book devoted to the many ethical issues surrounding climate engineering. We explore the ethics of deliberately exposing consenting adults to SARS-CoV-2 to induce immunity to the virus (“DEI” for short). We explain what a responsible DEI program might look like. We explore a consequentialist argument for DEI according to which DEI is a viable harm-reduction strategy. Then we consider a non-consequentialist argument for DEI that draws on the moral significance of consent. Additionally, we consider arguments for the view that DEI is unethical on the grounds that, given that large-scale DEI (...) would be highly likely to result in some severe illnesses and deaths, DEI amounts to a form of killing. Our thesis is that incorporating a DEI program alongside the status-quo “calibrate-the-curve” responses could have significant advantages at the early stages of pandemics. These potential advantages mean that, at a minimum, research into DEI would have been justified early in the COVID-19 pandemic, and that DEI programs should be explored as potential additions to our overall approach to emerging pandemics in the future. Human beings can be said to naturally seek familiarity in their environment for survival purposes, and this can explain why the mere-exposure effect, where being merely exposed to external factors in our environment, can increase preference for these factors. Familiarity in this sense can thus be framed as important for affect and preference formation and considered built upon both the subjective process of fluency and the objects of experience being processed. The feeling of uncanniness is often considered the opposite (...) of familiarity, yet within its semantic vicinity. By considering the term ‘uncanny’ as having a double meaning linked to both familiarity and unfamiliarity, however, this paper will show how this ambiguity allows for a semantic relatedness of this concept to process fluency rather than familiarity. This connection will in turn be shown to have ramifications for affect through the proposal of a fourth model of process fluency: The Embodied Fluency Model. Through consideration of Mori’s shinkawan, Freud’s notion of the uncanny, and Heidegger’s connection between uncanniness and Angst, an exploration into conceiving how fluency and uncanniness share attributes that allow for a different view on affect is propounded. This pre-registered study (osf[dot]io/b9g6v) tested the hypothesis that implicit biases towards people with visible facial differences, like scars and palsies, can be reduced through routine exposure to faces bearing such anomalous features. Participants’ implicit biases were measured before and after they completed one of two exposure interventions—to people with facial anomalies, or to people of color (POC). The interventions were delivered remotely using a custom mobile phone application and consisted of two sessions per day over 5 consecutive days. (...) Each session began with exposure to 10 face photographs (anomalous or POC) followed by another person’s face (anomalous or POC) presented alongside a moral exemplar story ostensibly about them. After receiving the anomalous faces intervention, implicit biases against anomalous faces were significantly reduced but implicit biases against POC were not affected. The POC intervention did not have a targeted effect on bias against people of color, instead reducing biases against both people with visible differences and POC. Reductions in implicit biases were positively associated with perspective taking ratings made during the intervention. These findings suggest that exposure to people with facial anomalies, especially exposure that elicits perspective taking, can reduce implicit biases towards them in a targeted fashion. (shrink)

Slot machines gained a high popularity despite a specific element that could limit their appeal: non-transparency with respect to mathematical parameters. The PAR sheets, exposing the parameters of the design of slot machines and probabilities associated with the winning combinations are kept secret by game producers, and the lack of data regarding the configuration of a machine prevents people from computing probabilities and other mathematical indicators. In this article, I argue that there is no rational justification for this secrecy by (...) giving two reasons, one psychological and the other mathematical. For the latter, I show that mathematics provides us with some statistical methods of retrieving the missing data, which are essential for the numerical probability computations in slots. The slots case raises the problem of the exposure of the parametric configuration and mathematical facts of any game of chance as an ethical obligation. (shrink)

Online hate speech has been a topic of public concern and research interest for some time. Initially the focus of this centred on the proliferation of online groups and websites promoting and distributing discriminatory content. Since the introduction of more interactive tools and platforms in the mid-2000s that enabled new and faster ways of disseminating content in a relatively anonymous fashion, concerns about online hate speech becoming a pervasive behavior have increased. Current research and analysis acknowledge the complex nature of (...) online hate, the mediating role of technology and the influence of other contextual factors (e.g. social or political events). However, despite the growing attention on the topic, New Zealand-based research looking at personal experiences and/or exposure to online hate is surprisingly absent. This study seeks to address this gap. It builds on existing international research on young people’s experiences to explore those of the adult New Zealand population based on a nationally representative sample. Government agencies in New Zealand are not required to systematically collect data on online hate speech, thus, there is a lack of longitudinal evidence regarding this phenomenon. This report presents trends in personal experiences of and exposure to online hate speech among adult New Zealanders based on nationally representative data. The findings from this study are also compared with results from a similar research study conducted in 2018. In addition, this report explores people’s perceptions about other issues related to (...) hate speech. The goal of this study is to fill some knowledge gaps regarding the extent and nature of hate speech in New Zealand. It also seeks to provide reliable and robust evidence to inform public conversation on the topic and the implementation of strategies and activities to ensure all New Zealanders, no matter what their characteristics, are safe online to benefit from the multiple opportunities of the digital environment. On the question of whether gambling behavior can be changed as result of teaching gamblers the mathematics of gambling, past studies have yielded contradictory results, and a clear conclusion has not yet been drawn. In this paper, I bring some criticisms to the empirical studies that tended to answer no to this hypothesis, regarding the sampling and laboratory testing, and I argue that an optimal mathematical scholastic intervention with the objective of preventing problem gambling is possible, by providing the principles (...) that would optimize the structure and content of the teaching module. Given the ethical aspects of the exposure of mathematical facts behind games of chance, and starting from the slots case – where the parametric design is missing, we have to draw a line between ethical and optional information with respect to the mathematical content provided by a scholastic intervention. Arguing for the role of mathematics in problem-gambling prevention and treatment, interdisciplinary research directions are drawn toward implementing an optimal mathematical module in cognitive therapies. This important edited collection addresses ethical issues associated with solar radiation management (SRM), a category of climate engineering techniques that would increase the planet’s reflectivity in order to offset some of the impacts of anthropogenic climate change. Such techniques include injecting sulfate aerosols into the stratosphere or brightening marine clouds with seawater. Although SRM has the potential to cool the planet by reducing the amount of incoming solar radiation absorbed by the planet, it raises a wide array of (...) difficult and interesting ethical issues. This study's focus was to determine students' English competency level after exposure to video lessons as supplemental materials. The respondents of the study were 139 Grade 9 students of Mahaplag National High School coming from four sections enrolled for School Year 2022-2023. Quasi-experimental method of research particularly the pretest-posttest design was utilized in the study. Frequency counts, mean percentage score, weighted mean, standard deviation, and paired samples T-test were utilized in data analysis. Results of the study revealed that the (...) competency level of the students on all three learning competencies before the exposure to video lessons is in the poor category. On the other hand, it was revealed in the study that after exposure to video lessons and through the administered post-test, students’ competency levels improved, which now belongs to the fair category. As to the student’s acceptance level of video lessons as supplemental materials, it was found that students positively accept video lessons as supplemental materials for selected English 9 competencies. It was also ascertained that there was a statistically significant increase in the scores of the students on all three competencies after exposure to video lessons. Furthermore, there was a significant increase in students' overall scores on the three competencies. From the results of the study, it can be concluded that video lessons can be a great supplemental material in teaching English 9 competencies. (shrink)

Japanese media coverage since March 11th 2011 suggests that people from Fukushima Prefecture have faced discrimination based on people's fears of radiation, despite the fact that they pose no genuine threat. This discrimination is compared to that faced by survivors of the atomic bombing of Hiroshima during World War II. Survivors from Hiroshima express hopes that people from Tohoku will not face the same fear and discrimination they did. 2011年3月以降に伝達されたメディアでは、福島県の人々が放射能に対する人々の恐怖から、実際にはその恐れが確認されていないにもかかわらず、差別を受けていることが分かる。この差別は、第二次世界大戦中に広 島に落とされた原子爆弾の生存者に対するものと類似する。広島の生存者は、東北の人々が同じような差別を受けてほしくないと希望している。.

We thank the commentators for their interesting and helpful feedback on our previously published target article (Svoboda and Irvine, 2014). One of our objectives in that article was to identify areas of uncertainty that would need to be addressed in crafting a just SRM compensation system. The commentators have indicated some possible ways of reducing such uncertainty. The COVID-19 pandemic is a major global challenge. There are several risk factors associated with mortality in patients with COVID-19, including age, gender, diabetes mellitus, cerebrovascular, cardiovascular, and pulmonary diseases. Among these factors, patients with cardiovascular disease, diabetes mellitus, and obesity have the highest mortality rates. This paper aims to review how adjusting food and nutrition can help reduce the risk of obese patients contracting COVID-19. Various literature sources were examined, including studies on the genetics of obesity and the consequences (...) it can have, such as diabetes, heart and vascular diseases, cancer, trauma, and infection. Consequently, the role of nutrition in reducing the risk of obese patients being exposed to COVID-19 was described. It is recommended that obese patients strictly adhere to a diet that includes adequate and balanced food intake in order to reduce their risk of contracting COVID-19. (shrink)

Concerns about the risks of unmitigated greenhouse gas emissions are growing. At the same time, confidence that international policy agreements will succeed in considerably lowering anthropogenic greenhouse gas emissions is declining. Perhaps as a result, various geoengineering solutions are gaining attention and credibility as a way to manage climate change. Serious consideration is currently being given to proposals to cool the planet through solar-radiation management. Here we analyze how the unique and nontrivial risks of geoengineering strategies pose fundamental questions (...) at the interface between science and ethics. To illustrate the importance of integrated ethical and scientific analysis, we define key open questions and outline a coupled scientific-ethical research agenda to analyze solar-radiation management geoengineering proposals. We identify nine key fields of coupled research including whether solar-radiation management can be tested, how quickly learning could occur, normative decisions embedded in how different climate trajectories are valued, and justice issues regarding distribution of the harms and benefits of geoengineering. To ensure that ethical analyses are coupled with scientific analyses of this form of geoengineering, we advocate that funding agencies recognize the essential nature of this coupled research by establishing an Ethical, Legal, and Social Implications program for solar-radiation management. Geoengineering; specifically Solar Radiation Management ; has been proposed to effect rapid influence over the Earth’s climate system in order to counteract Anthropogenic Global Warming. This poses near-term to long-term governance challenges; some of which are within the planning horizon of current political administrations. Previous discussions of governance of SRM have focused primarily on two scenarios: an isolated “Greenfinger” individual; or state; acting independently ; versus more consensual; internationalist approaches. I argue that these models represent a very limited sub-set (...) of plausible deployment scenarios. To generate a range of alternative models; I offer a short; relatively unstructured discussion of a range of different types of warfare – each with an analogous SRM deployment regime. (shrink)

Although it could avoid some harmful effects of climate change, sulphate aerosol geoengineering (SAG), or injecting sulphate aerosols into the stratosphere in order to reflect incoming solar radiation, threatens substantial harm to humans and non-humans. I argue that SAG is prima facie ethically problematic from anthropocentric, animal liberationist, and biocentric perspectives. This might be taken to suggest that ethical evaluations of SAG can rely on Bryan Norton's convergence hypothesis, which predicts that anthropocentrists and non-anthropocentrists will agree to implement the (...) same or similar environmental policies. However, there are potential scenarios in which anthropocentrists and non-anthropocentrists would seem to diverge on whether a particular SAG policy ought to be implemented. This suggests that the convergence hypothesis should not be relied on in ethical evaluation of SAG. Instead, ethicists should consider the merits and deficiencies of both non-anthropocentric perspectives and the ethical evaluations of SAG such perspectives afford. (shrink)

In this Article, I propose a novel law and economics explanation of a deeply puzzling aspect of business organization in market economies. Why are virtually all firms organized as capital-managed and -owned (capitalist) enterprises rather than as labor-managed and -owned cooperatives? Over 150 years ago, J.S. Mill predicted that efficiency and other advantages would eventually make worker cooperatives predominant over capitalist firms. Mill was right about the advantages but wrong about the results. The standard explanation is that capitalist enterprise is (...) more efficient. Empirical research, however, overwhelmingly contradicts this. But employees almost never even attempt to organize worker cooperatives. I critique the explanations of the three leading analysts of the subject (N. Scott Arnold, Henry Hansmann, and Gregory Dow), all of whom offer are different transactions cost accounts, as logically defective and empirically inadequate. I then propose an explanation that has been oddly neglected in the literature, that the rarity of cooperatives is explained by the collective action problem identified by writers such as Mancur Olson. Labor management is a public good that generates the n-person prisoner’s dilemma which gives rational actors the incentive to create it in suboptimal (or no) amounts. I support this by reference to the empirical facts about the origin of existing cooperatives and show that this explanation requires no strong version of a questionable rational choice theory. This explanation is supplemented by the mere exposure or familiarity effect derived from social and cognitive psychology, which turns on the fact that labor managed firms are rare, in part because of the public goods problem, thus unfamiliar, which makes them less attractive and thus more likely to be rare. My account points advocates of labor management towards solutions such as institutional changes in incentives, which, however, themselves involve public goods issues. (shrink)

Nesse cenário, a intimidade de centenas de crianças é exposta por seus pais ou responsáveis em troca de audiência, fama e recursos fnanceiros. Partindo dessa problemática, o presente artigo investiga os impactos do trabalho infantil mediante a exploração (...) da imagem e da intimidade da criança nas plataformas digitais. In this scenario, the intimacy of hundreds of children is exposed by their parents or guardians in exchange for audience, fame and fnancial gain. Based on this problem, this article investigates the impacts of child labor through the exploitation of the image and intimacy of the child on digital platforms. In this paper, we analyse the relation between the use of environmental data in contemporary health sciences and related conceptualisations and operationalisations of the notion of environment. We consider three case studies that exemplify a different selection of environmental data and mode of data integration in data-intensive epidemiology. We argue that the diversification of data sources, their increase in scale and scope, and the application of novel analytic tools have brought about three significant conceptual shifts. First, we discuss the EXPOsOMICS (...) project, an attempt to integrate genomic and environmental data which suggests a reframing of the boundaries between external and internal environments. Second, we explore the MEDMI platform, whose efforts to combine health, environmental and climate data instantiate a reframing and expansion of environmental exposure. Third, we illustrate how extracting epidemiological insights from extensive social data collected by the CIDACS institute yields innovative attributions of causal power to environmental factors. Identifying these shifts highlights the benefits and opportunities of new environmental data, as well as the challenges that such tools bring to understanding and fostering health. It also emphasises the constraints that data selection and accessibility pose to scientific imagination, including how researchers frame key concepts in health-related research. (shrink)
