The aim of this paper is to present and discuss the issue of the adequacy of the Minimum Intelligent Signal Test (MIST) as an alternative to the Turing Test. MIST has been proposed by Chris McKinstry as a better alternative to Turing’s original idea. Two of the main claims about MIST are that (1) MIST questions exploit commonsense knowledge and as a result are expected to be easy to answer for human beings and difficult for computer programs; and that (2) (...) the MIST design aims at eliminating the problem of the role of judges in the test. To discuss these design assumptions we will present Peter D. Turney’s PMI-IR algorithm which allows for MIST-type questions to be answered. Technology firms are now purchasing access to research papers from academic publishers to train their artificial intelligence (AI) models. Using scientific content to train AI can come with multiple benefits, which help improve AI's capability to generate trustworthy outcomes, understand and process issues across a wide range of topics, as well as analyze information, make logical deductions, and draw conclusions. Journal articles are generally considered reliable because of the rigorous peer review system. However, the evaluation process is constrained by (...) several limitations, so a number of unreliable and invalid studies have been published. Retraction is often viewed as a crucial self-correction mechanism within science, allowing the academic community to identify and flag seriously flawed research that has been published. If retracted articles are used to train AI, it could lead to the spread of misinformation. Given the power of AI, this misinformation could be disseminated on a large scale and in a very short time, which might misinform and significantly increase the entropy (uncertainty) within society. Retracted notices can serve as a signal for AI developers to exclude seriously flawed articles from the training process. However, if the scientific content used to train AI is later discovered to be seriously distorted and retracted, it cannot be removed from the model’s knowledge base after the training is complete. As AI is increasingly applied in critical areas such as education and decision-making, training AI on seriously flawed scientific findings could lead to significant systematic consequences. Therefore, collaboration between the scientific community and AI developers to address these issues is crucial. (shrink)

The model of consciousness developed here is a cooperative venture between mind, brain, body, nature, culture, community, and family. The overall unity of consciousness is provided by the loop of engagement that conducts intentional action into the ambient. Each successive round of engagement between subject and world generates a gap of disparity between remembrance of purpose or intent and the effect achieved on the operative level of understanding within a larger taxonomic scheme in experience. That gap sends a delta signal (...) that arouses various parameters of motivation to form a configuration that constitutes a felt situation within subjective experience. That delta signal and felt situation are nothing other than our subjective experience of consciousness. I develop a contractualist theory of just intelligence collection based on the collective moral responsibility to deliver security to a community and use the theory to justify certain kinds of signals interception. I also consider the rights of various intelligence targets like intelligence officers, service personnel, government employees, militants, and family members of all of these groups in order to consider how targets' waivers or forfeitures might create the moral space for just surveillance. Even people who (...) are not doing anything prejudicial to other states' security can be modeled as ceding rights against diagnostic collection--light touch collection limited to ascertaining if someone is likely an intelligence threat--as part of their duty to support just foreign institutions. Foreign intelligence officers could not perform the same job potential targets can reasonably demand their intelligence agencies perform on their behalf without this ceding of rights. More invasive forms of collection can only be justified if officers can reasonably model their citizens consenting to being the target of the same sort of collection by adversary states. (shrink)

We describe a strategy for integration of data that is based on the idea of semantic enhancement. The strategy promises a number of benefits: it can be applied incrementally; it creates minimal barriers to the incorporation of new data into the semantically enhanced system; it preserves the existing data (including any existing data-semantics) in their original form (thus all provenance information is retained, and no heavy preprocessing is required); and it embraces the full spectrum of data sources, types, models, and (...) modalities (including text, images, audio, and signals). The result of applying this strategy to a given body of data is an evolving Dataspace that allows the application of a variety of integration and analytic processes to diverse data contents. We conceive semantic enhancement (SE) as a lightweight and flexible process that leverages the richness of the structured contents of the Dataspace without adding storage and processing burdens to what, in the intelligence domain, will be an already storage- and processing-heavy starting point. SE works not by changing the data to which it is applied, but rather by adding an extra semantic layer to this data. We sketch how the semantic enhancement approach can be applied consistently and in cumulative fashion to new data and data-models that enter the Dataspace. (shrink)

One of the moral questions concerning autonomous vehicles (henceforth AVs) is the choice between types that differ in their built-in algorithms for dealing with rare situations of unavoidable lethal collision. It does not appear to be possible to avoid questions about how these algorithms should be designed. We present the results of our study of moral preferences (N = 2769) with respect to three types of AVs: (1) selfish, which protects the lives of passenger(s) over any number of bystanders; (2) (...) altruistic, which minimizes the number of casualties, even if this leads to death of passenger(s); and (3) conservative, which abstains from interfering in such situations. We differentiate between scenarios in which participants are to make their decisions privately or publicly, and for themselves or for their offspring. We aim to answer two research questions: (1) whether the public visibility of the choice of an AV type choice make this choice more altruistic and (2) which type of situation makes it more difficult to choose altruistically: when choosing for society as a whole, when choosing only for oneself, or when choosing only for one’s offspring. Our results show that respondents exhibit a preference for an altruistic strategy for AVs and that it is reinforced when signaled to others. The altruistic preference is strongest when applies to everybody else, weaker when it reflects a solely personal choice, and weakest when choosing for one’s own child. We conclude that a public choice is considerably more likely to pressure consumers into accepting a more socially beneficial solution. (shrink)

This chapter addresses the morality of two types of national security electronic surveillance (SIGINT) programs: the analysis of communication “metadata” and dragnet searches for keywords in electronic communication. The chapter develops a standard for assessing coercive government action based on respect for the autonomy of inhabitants of liberal states and argues that both types of SIGINT can potentially meet this standard. That said, the collection of metadata creates opportunities for abuse of power, and so judgments about the trustworthiness and competence (...) of the government engaging in the collection must be made in order to decide whether metadata collection is justified in a particular state. Further, the moral standard proposed has a reflexive element justifying adversary states’ intelligence collection against one another. Therefore, high-tech forms of SIGINT can only be justified at the cost of justifying cruder versions of signals intelligence collection practiced by a state’s less-advanced adversaries. (shrink)

This paper shows the smart walking stick based on ultrasonic sensors and Arduino for outwardly debilitated individuals. There are roughly 37 million individuals over the globe who are visually impaired as indicated by the World Health Organization. Individuals with visual inabilities are regularly subjected to outer help which can be given by people, trained dogs, or electronic gadgets as supportive networks for basic assistance. Thus, this played as the motivation to develop a smart cane white stick to survive these restrictions (...) which includes ultrasonic sensors at particular positions to the stick that gave data about nature to the client by initiating the signal sound and vibrations. We proposed minimal effort and light weight framework structured with micro controller that processes signal and alerts the visually impaired person over any obstacle, water or dark areas through beeping sounds or vibrations. The system comprises of obstacle and moisture detection sensors for process of receiving, processing and sending signals to the alarm system which finally alerts the user for prompt action. The system was designed, programmed using Java language and tried for exactness by the visually impaired. Our gadget can recognize obstacle inside the separation of around 2m from the client. There is a long-running debate as to whether privacy is a matter of control or access. This has become more important following revelations made by Edward Snowden in 2013 regarding the collection of vast swathes of data from the Internet by signals intelligence agencies such as NSA and GCHQ. The nature of this collection is such that if the control account is correct then there has been a significant invasion of people's privacy. If, though, the access account is (...) correct then there has not been an invasion of privacy on the scale suggested by the control account. I argue that the control account of privacy is mistaken. However, the consequences of this are not that the seizing control of personal information is unproblematic. I argue that the control account, while mistaken, seems plausible for two reasons. The first is that a loss of control over my information entails harm to the rights and interests that privacy protects. The second is that a loss of control over my information increases the risk that my information will be accessed and that my privacy will be violated. Seizing control of another's information is therefore harmful, even though it may not entail a violation of privacy. Indeed, seizing control of another's information may be more harmful than actually violating their privacy. (shrink)

This paper applies Bayesian theories to critically analyse and offer reforms of intelligence analysis, collection, analysis, and decision making on the basis of Human Intelligence, Signals Intelligence, and Communication Intelligence. The article criticises the reliabilities of existing intelligence methodologies to demonstrate the need for Bayesian reforms. The proposed epistemic reform program for intelligence analysis should generate more reliable inferences. It distinguishes the transmission of knowledge from its generation, and consists of Bayesian three stages (...) modular model for the generation of reliable intelligence from multiple coherent and independent testimonial sources, and for the tracing and analysis of intelligence failures. The paper concludes with suggestions for further research, the development of artificial intellignce that may measure coherence and reliability of HUMINT sources and infer intelligence following the outlined general modular model. It is a matter of fact that Europe is facing more and more crucial challenges regarding health and social care due to the demographic change and the current economic context. The recent COVID-19 pandemic has stressed this situation even further, thus highlighting the need for taking action. Active and Assisted Living technologies come as a viable approach to help facing these challenges, thanks to the high potential they have in enabling remote care and support. Broadly speaking, AAL can be referred (...) to as the use of innovative and advanced Information and Communication Technologies to create supportive, inclusive and empowering applications and environments that enable older, impaired or frail people to live independently and stay active longer in society. AAL capitalizes on the growing pervasiveness and effectiveness of sensing and computing facilities to supply the persons in need with smart assistance, by responding to their necessities of autonomy, independence, comfort, security and safety. The application scenarios addressed by AAL are complex, due to the inherent heterogeneity of the end-user population, their living arrangements, and their physical conditions or impairment. Despite aiming at diverse goals, AAL systems should share some common characteristics. They are designed to provide support in daily life in an invisible, unobtrusive and user-friendly manner. Moreover, they are conceived to be intelligent, to be able to learn and adapt to the requirements and requests of the assisted people, and to synchronise with their specific needs. Nevertheless, to ensure the uptake of AAL in society, potential users must be willing to use AAL applications and to integrate them in their daily environments and lives. In this respect, video- and audio-based AAL applications have several advantages, in terms of unobtrusiveness and information richness. Indeed, cameras and microphones are far less obtrusive with respect to the hindrance other wearable sensors may cause to one’s activities. In addition, a single camera placed in a room can record most of the activities performed in the room, thus replacing many other non-visual sensors. Currently, video-based applications are effective in recognising and monitoring the activities, the movements, and the overall conditions of the assisted individuals as well as to assess their vital parameters. Similarly, audio sensors have the potential to become one of the most important modalities for interaction with AAL systems, as they can have a large range of sensing, do not require physical presence at a particular location and are physically intangible. Moreover, relevant information about individuals’ activities and health status can derive from processing audio signals. Nevertheless, as the other side of the coin, cameras and microphones are often perceived as the most intrusive technologies from the viewpoint of the privacy of the monitored individuals. This is due to the richness of the information these technologies convey and the intimate setting where they may be deployed. Solutions able to ensure privacy preservation by context and by design, as well as to ensure high legal and ethical standards are in high demand. After the review of the current state of play and the discussion in GoodBrother, we may claim that the first solutions in this direction are starting to appear in the literature. A multidisciplinary debate among experts and stakeholders is paving the way towards AAL ensuring ergonomics, usability, acceptance and privacy preservation. The DIANA, PAAL, and VisuAAL projects are examples of this fresh approach. This report provides the reader with a review of the most recent advances in audio- and video-based monitoring technologies for AAL. It has been drafted as a collective effort of WG3 to supply an introduction to AAL, its evolution over time and its main functional and technological underpinnings. In this respect, the report contributes to the field with the outline of a new generation of ethical-aware AAL technologies and a proposal for a novel comprehensive taxonomy of AAL systems and applications. Moreover, the report allows non-technical readers to gather an overview of the main components of an AAL system and how these function and interact with the end-users. The report illustrates the state of the art of the most successful AAL applications and functions based on audio and video data, namely lifelogging and self-monitoring, remote monitoring of vital signs, emotional state recognition, food intake monitoring, activity and behaviour recognition, activity and personal assistance, gesture recognition, fall detection and prevention, mobility assessment and frailty recognition, and cognitive and motor rehabilitation. For these application scenarios, the report illustrates the state of play in terms of scientific advances, available products and research project. The open challenges are also highlighted. The report ends with an overview of the challenges, the hindrances and the opportunities posed by the uptake in real world settings of AAL technologies. In this respect, the report illustrates the current procedural and technological approaches to cope with acceptability, usability and trust in the AAL technology, by surveying strategies and approaches to co-design, to privacy preservation in video and audio data, to transparency and explainability in data processing, and to data transmission and communication. User acceptance and ethical considerations are also debated. Finally, the potentials coming from the silver economy are overviewed. (shrink)

The paper outlines an analysis of two types of information - ordinary and subjective, consideration is given to the difference between the concepts of intelligence and perceiving mind. It also provides description of some logical functional features of consciousness. A technical approach is proposed to technical obtaining of subjective information by changing the signal’s time degree of freedom to the spatial one in order to obtain the "observer" function in the system and information signals appearing in relation to (...) it, that serve as subjective sensations. The solution to this problem may give a new approach to designing a strong artificial intelligence and shed light on the difficult problem of the mind. (shrink)

Humans and artificial intelligences (AI) will increasingly participate digitally and physically in conflicts yet there is a lack of trusted communications across agents and platforms. For example, humans in disasters and conflict already use messaging and social media to share information, however, international humanitarian relief organisations treat this information as unverifiable and untrustworthy. AI may reduce the ‘fog-of-war’ and improve outcomes, however current AI implementations are often brittle, have a narrow scope of application and wide ethical risks. Meanwhile, human error (...) causes significant civilian harms even by combatants committed to complying with international humanitarian law. AI offers an opportunity to help reduce the tragedy of war and better deliver humanitarian aid to those who need it. However, to be successful, these systems must be trusted by humans and their information systems, overcoming flawed information flows in conflict and disaster zones that continue to be marked by intermittent communications, poor situation awareness, mistrust and human errors. In this paper, we consider the integration of a communications protocol (the ‘Whiteflag protocol’), distributed ledger technology, and information fusion with artificial intelligence (AI), to improve conflict communications called “Protected Assurance Understanding Situation & Entities” PAUSE. Such a trusted human-AI communication network could provide accountable information exchange regarding protected entities, critical infrastructure; humanitarian signals and status updates for humans and machines in conflicts. Trust-based information fusion provides resource-efficient use of diverse data sources to increase the reliability of reports. AI can be used to catch human mistakes and complement human decision making, while human judgment can direct and override AI recommendations. We examine several case studies for the integration of these technologies into a trusted human-AI network for humanitarian benefit including mapping a conflict zone with civilians and combatants in real time, preparation to avoid incidents and using the network to manage misinformation. Understanding computation as “a process of the dynamic change of information” brings to look at the different types of computation and information. Computation of information does not exist alone by itself but is to be considered as part of a system that uses it for some given purpose. Information can be meaningless like a thunderstorm noise, it can be meaningful like an alert signal, or like the representation of a desired food. A thunderstorm noise participates to the generation of meaningful (...) information about coming rain. An alert signal has a meaning as allowing a safety constraint to be satisfied. The representation of a desired food participates to the satisfaction of some metabolic constraints for the organism. Computations on information and representations will be different in nature and in complexity as the systems that link them have different constraints to satisfy. Animals have survival constraints to satisfy. Humans have many specific constraints coming in addition. And computers will compute what the designer and programmer ask for. We propose to analyze the different relations between information, meaning and representation by taking an evolutionary approach on the systems that link them. Such a bottom-up approach allows starting with simple organisms and avoids an implicit focus on humans, which is the most complex and difficult case. To make available a common background usable for the many different cases, we use a systemic tool that defines the generation of meaningful information by and for a system submitted to a constraint [Menant, 2003]. This systemic tool allows to position information, meaning and representations for systems relatively to environmental entities in an evolutionary perspective. We begin by positioning the notions of information, meaning and representation and recall the characteristics of the Meaning Generator System (MGS) that link a system submitted to a constraint to its environment. We then use the MGS for animals and highlight the network nature of the interrelated meanings about an entity of the environment. This brings us to define the representation of an item for an agent as being the network of meanings relative to the item for the agent. Such meaningful representations embed the agents in their environments and are far from the Good Old Fashion Artificial Intelligence type ones. The MGS approach is then used for humans with a limitation resulting of the unknown nature of human consciousness. Application of the MGS to artificial systems brings to look for compatibilities with different levels of Artificial Intelligence (AI) like embodied-situated AI, the Guidance Theory of Representations, and enactive AI. Concerns relative to different types of autonomy and organic or artificial constraints are highlighted. We finish by summarizing the points addressed and by proposing some continuations. (shrink)

Abstract: This article examines risks associated with the program of passive search for alien signals (Search for Extraterrestrial Intelligence, or SETI) connected with the possibility of finding of alien transmission which includes description of AI system aimed on self-replication (SETI-attack). A scenario of potential vulnerability is proposed as well as the reasons why the proportion of dangerous to harmless signals may be high. The article identifies necessary conditions for the feasibility and effectiveness of the SETI-attack: ETI existence, (...) possibility of AI, small size of the Seed AI, small speed of physical interstellar travel and large distance between civilizations. Needed additions to the SETI protocol are considered: keep the signal existence, its content and source location in secret, don’t run alien programs, jam dangerous signals, wait until creation of humanity’s own AI. In addition, scenarios in which it may be reasonable to start an alien AI (if it has been downloaded) are explored. (shrink)

The debate about the ethical implications of Artificial Intelligence dates from the 1960s :741–742, 1960; Wiener in Cybernetics: or control and communication in the animal and the machine, MIT Press, New York, 1961). However, in recent years symbolic AI has been complemented and sometimes replaced by Neural Networks and Machine Learning techniques. This has vastly increased its potential utility and impact on society, with the consequence that the ethical debate has gone mainstream. Such a debate has primarily focused on (...) principles—the ‘what’ of AI ethics —rather than on practices, the ‘how.’ Awareness of the potential issues is increasing at a fast rate, but the AI community’s ability to take action to mitigate the associated risks is still at its infancy. Our intention in presenting this research is to contribute to closing the gap between principles and practices by constructing a typology that may help practically-minded developers apply ethics at each stage of the Machine Learning development pipeline, and to signal to researchers where further work is needed. The focus is exclusively on Machine Learning, but it is hoped that the results of this research may be easily applicable to other branches of AI. Emotion detection and management have emerged as pivotal areas in humancomputer interaction, offering potential applications in healthcare, entertainment, and customer service. This study explores the use of deep learning (DL) models to enhance emotion recognition accuracy and enable effective emotion regulation mechanisms. By leveraging large datasets of facial expressions, voice tones, and physiological signals, we train deep neural networks to recognize a wide array of emotions with high precision. The proposed system integrates emotion recognition with adaptive management strategies that (...) provide personalized feedback and interventions based on detected emotional states. Our approach surpasses traditional machine learning methods, demonstrating superior performance in real-time applications. We also explore the ethical implications and challenges associated with deploying such systems, particularly regarding privacy concerns and the potential for misuse. Through extensive experiments, our model achieved an average accuracy rate of 92%, highlighting its robustness across different environments and user demographics. Inner speech travels under many aliases: the inner voice, verbal thought, thinking in words, internal verbalization, “talking in your head,” the “little voice in the head,” and so on. It is both a familiar element of first-person experience and a psychological phenomenon whose complex cognitive components and distributed neural bases are increasingly well understood. There is evidence that inner speech plays a variety of cognitive roles, from enabling abstract thought, to supporting metacognition, memory, and executive function. One active area of (...) controversy concerns the relation of inner speech to auditory verbal hallucinations in schizophrenia, with a common proposal being that sufferers of AVH misidentify their own inner speech as being generated by someone else. Recently, researchers have used artificial intelligence to translate the neural and neuromuscular signatures of inner speech into corresponding outer speech signals, laying the groundwork for a variety of new applications and interventions. Disagreement over what exists is so fundamental that it tends to hinder or even to block dialogue among disputants. The various controversies between believers and atheists, or realists and nominalists, are only two kinds of examples. Interested in contributing to the intelligibility of the debate on ontology, in 1939 Willard van Orman Quine began a series of works which introduces the notion of ontological commitment and proposes an allegedly objective criterion to identify the exact conditions under which a theoretical discourse (...) signals an assumption of existence. I intend to present the concept of ontological commitment and the Quinean criterion, to expose and evaluate some of the many criticisms to which the criterion has subject and to situate it in the context of Quine’s philosophy. As a product of such analyses, I hope to contribute to the discussion on the application and relevance of the notion of ontological commitment. (shrink)

In this position paper, we argue that careless reliance on AI to answer our questions and to judge our output is a violation of Grice’s Maxim of Quality as well as a violation of Lemoine’s legal Maxim of Innocence, performing an (unwarranted) authority fallacy, and while lacking assessment signals, committing Type II errors that result from fallacies of the inverse. What is missing in the focus on output and results of AI-generated and AI-evaluated content is, apart from paying proper (...) tribute, the demand to follow a person’s thought process (or a machine’s decision processes). In deliberately avoiding Neural Networks that cannot explain how they come to their conclusions, we introduce logic-symbolic inference to handle any possible epistemics any human or artificial information processor may have. Our system can deal with various belief systems and shows how decisions may differ for what is true, false, realistic, unrealistic, literal, or anomalous. Evidentialism is the doctrine that rational belief should be proportioned to one’s evidence. By “one’s evidence,” I mean evidence that we possess and know that we possess. I specifically exclude from “evidence” the following: information of which we are unaware that our brain might rely on in constructing experience or in the formation of beliefs. My initial interest is with the doctrine of Evidentialism as it applies to a quandary that arises in the Sci-Fi movie Contact, the “Contact Paradox” as (...) I will call it. In this movie one of the main characters, Ellie, is a cosmologist working in a radio-telescope research facility searching for signals from intelligent life in the cosmos. The entity whose epistemological status is at issue in her quandary is her deceased father but there is an obvious parallel between the quandary of a rational believer in God and Ellie’s quandary, a parallel extensively explored in the movie itself. My first thesis is that in Ellie’s case Evidentialism is false: in certain cases, it is rational to believe in the existence of an entity in spite of the fact that the empirical evidence overall is contrary, and the Contact Paradox is one such case. Later in the paper I turn attention to the issue of Evidentialism regarding beliefs in the existence of God. My second thesis is that Evidentialism is false there as well. (shrink)

We can illustrate the phenomenon of model-induced escape by examining the phenomenon of spam filters. Spam filter A is, we can assume, very effective at blocking spam. Indeed it is so effective that it motivates the authors of spam to invent new types of spam that will beat the filters of spam filter A. -/- An example of this phenomenon in the realm of philosophy is illustrated in the work of Nyíri on Wittgenstein's political beliefs. Nyíri writes a paper demonstrating (...) convincingly that there are strong signals of a conservative strain of thought in the writings of Wittgenstein. This has initially a tiny effect; but then a more significant effect sets in as the authors of Wittgenstein secondary literature, consciously or unconsciously, draw attention to features of Wittgenstein which cast the conservatism thesis in a negative light. This is an example of what I call model-induced escape: the Nyíri model of Wittgenstein initiates a process which undermines the Nyíri model of Wittgenstein. -/- Wittgenstein, as obiectum philosophiae, is reduced to a constantly mutating set of interpretations of a certain body of work. -/- Perhaps this is what makes philosophy so problematic when viewed from the perspective of results, or in other words of signs of progress commonly accepted across the discipline. Artificial agents are commonly described by using words that traditionally belong to the semantic field of organisms, particularly of animal and human life. I call this phenomenon the game of semantic extension. However, the semantic extension of words as crucial as “autonomous”, “intelligent”, “creative”, “moral”, and so on, is often perceived as unsatisfactory, which is signalled with the extensive use of inverted commas or other syntactical cues. Such practice, in turn, has provoked harsh criticism that usually refers back to the (...) literal meaning of the words to show their inappropriateness in describing artificial agents. Hence the question: how can we choose our words appropriately and wisely while making sense of artificial agents? After a brief introduction (§1), in §2 I present the starting point of my argument, which consists in the assumption that the dimensions of technology and language are deeply entangled. In §3 I discuss how this assumption impinges on the issue of choosing the right words to talk about artificial agents. §4 is an exposition of the main features of the game of semantic extension, while §5 reviews the related opportunities and risks. Finally, §6 elaborates some practical suggestions on how to play the game well. (shrink)

What is it for a sound or gesture to have a meaning, and how does it come to have one? In this paper, a range of simulations are used to extend the tradition of theories of meaning as use. The authors work throughout with large spatialized arrays of sessile individuals in an environment of wandering food sources and predators. Individuals gain points by feeding and lose points when they are hit by a predator and are not hiding. They can also (...) make sounds heard by immediate neighbours in the array, and can respond to sounds from immediate neighbours. No inherent meaning for these sounds is built into the simulation; under what circumstances they are sent, if any, and what the response to them is, if any, vary initially with the strategies randomized across the array. These sounds do take on a specific function for communities of individuals, however, with any of three forms of strategy change: direct imitation of strategies of successful neighbours, a localized genetic algorithm in which strategies are ‘crossed’ with those of successful neighbours, and neural net training on the behaviour of successful neighbours. Starting from an array randomized across a large number of strategies, and using any of these modes of strategy change, communities of ‘communicators’ emerge. Within these evolving communities the sounds heard from immediate neighbours, initially arbitrary across the array, come to be used for very specific communicative functions. ‘Communicators’ make a particular sound on feeding and respond to that same sound from neighbours by opening their mouths; they make a different sound when hit with a predator and respond to that sound by hiding. Robustly and persistently, even in simple computer models of communities of self-interested agents, something suggestively like signalling emerges and spreads. Many believe that a suitably programmed computer could act for its own goals and experience feelings. I challenge this view and argue that agency, mental causation and qualia are all founded in the unique, homeostatic nature of living matter. The theory was formulated for coherence with the concept of an agent, neuroscientific data and laws of physics. By this method, I infer that a successful action is homeostatic for its agent and can be caused by a feeling - which does (...) not motivate as a force, but as a control signal. From brain research and the locality principle of physics, I surmise that qualia are a fundamental, biological form of energy generated in specialized neurons. Subjectivity is explained as thermodynamically necessary on the supposition that, by converting action potentials to feelings, the neural cells avert damage from the electrochemical pulses. In exchange for this entropic benefit, phenomenal energy is spent as and where it is produced - which precludes the objective observation of qualia. (shrink)

Intelligent tutoring system (ITS) is a computer system which aims to provide immediate and customized or reactions to learners, usually without the intervention of human teacher's instructions. Secretariats professional to have the common goal of learning a meaningful and effective manner through the use of a variety of computing technologies enabled. There are many examples of professional Secretariats used in both formal education and in professional settings that have proven their capabilities. There is a close relationship between private lessons intelligent, (...) cognitive learning and design theories; and there are ongoing to improve the effectiveness of ITS research. And it aims to find a solution to the problem of over-reliance on students' teachers for quality education. The program aims to provide access to high-quality education to every student, and therefore the reform of the education system as a whole. In this paper, we will use Intelligent Tutoring System Builder (ITSB) to build an education system on cloud computing in terms of the concept of cloud computing and components and how to take advantage of cloud computing in the field. Although the definition of ‘signal’ has been controversial for some time within the life sciences, current approaches seem to be converging toward a common analysis. This powerful framework can satisfactorily accommodate many cases of signaling and captures some of its main features. This paper argues, however, that there is a central feature of signals that so far has been largely overlooked: its special causal role. More precisely, I argue that a distinctive feature of signals is that they are (...) minimal causes. I explain this notion, suggest some strategies for identifying its instances and defend its relevance by means of conceptual and empirical considerations. (shrink)

One might think that if the majority of virtue signallers judge that a proposition is true, then there is significant evidence for the truth of that proposition. Given the Condorcet Jury Theorem, individual virtue signallers need not be very reliable for the majority judgment to be very likely to be correct. Thus, even people who are skeptical of the judgments of individual virtue signallers should think that if a majority of them judge that a proposition is true, then that provides (...) significant evidence that the proposition is true. We argue that this is mistaken. Various empirical studies converge on the following point: humans are very conformist in the contexts in which virtue signalling occurs. And stereotypical virtue signallers are even more conformist in such contexts. So we should be skeptical of the claim that virtue signallers are sufficiently independent for the Condorcet Jury Theorem to apply. We do not seek to decisively rule out the relevant application of the Condorcet Jury Theorem. But we do show that careful consideration of the available evidence should make us very skeptical of that application. Consequently, a defense of virtue signalling would need to engage with these findings and show that despite our strong tendencies for conformism, our judgements are sufficiently independent for the Condorcet Jury Theorem to apply. This suggests new directions for the debate about the epistemology of virtue signalling. (shrink)

Legg and Hutter, as well as subsequent authors, considered intelligent agents through the lens of interaction with reward-giving environments, attempting to assign numeric intelligence measures to such agents, with the guiding principle that a more intelligent agent should gain higher rewards from environments in some aggregate sense. In this paper, we consider a related question: rather than measure numeric intelligence of one Legg- Hutter agent, how can we compare the relative intelligence of two Legg-Hutter agents? We propose (...) an elegant answer based on the following insight: we can view Legg-Hutter agents as candidates in an election, whose voters are environments, letting each environment vote (via its rewards) which agent (if either) is more intelligent. This leads to an abstract family of comparators simple enough that we can prove some structural theorems about them. It is an open question whether these structural theorems apply to more practical intelligence measures. (shrink)

Recent work by Brian Skyrms offers a very general way to think about how information flows and evolves in biological networks — from the way monkeys in a troop communicate, to the way cells in a body coordinate their actions. A central feature of his account is a way to formally measure the quantity of information contained in the signals in these networks. In this paper, we argue there is a tension between how Skyrms talks of signalling networks and (...) his formal measure of information. Although Skyrms refers to both how information flows through networks and that signals carry information, we show that his formal measure only captures the latter. We then suggest that to capture the notion of flow in signalling networks, we need to treat them as causal networks. This provides the formal tools to define a measure that does capture flow, and we do so by drawing on recent work defining causal specificity. Finally, we suggest that this new measure is crucial if we wish to explain how evolution creates information. For signals to play a role in explaining their own origins and stability, they can’t just carry information about acts: they must be difference-makers for acts. (shrink)

In October 2016, the White House, the European Parliament, and the UK House of Commons each issued a report outlining their visions on how to prepare society for the widespread use of artificial intelligence. In this article, we provide a comparative assessment of these three reports in order to facilitate the design of policies favourable to the development of a ‘good AI society’. To do so, we examine how each report addresses the following three topics: the development of a (...) ‘good AI society’; the role and responsibility of the government, the private sector, and the research community in pursuing such a development; and where the recommendations to support such a development may be in need of improvement. Our analysis concludes that the reports address adequately various ethical, social, and economic topics, but come short of providing an overarching political vision and long-term strategy for the development of a ‘good AI society’. In order to contribute to fill this gap, in the conclusion we suggest a two-pronged approach. (shrink)

English is the third most common languages in the world and also is the internationally dominant in the telecommunications, science and trade, aviation, entertainment, radio and diplomatic language as most of the areas of work now taught in English. Therefore, the demand for learning English has increased. In this paper, we describe the design (...) of an Intelligent Tutoring System for teaching English language grammar to help students learn English grammar easily and smoothly. The system provides all topics of English grammar and generates a series of questions automatically for each topic for the students to solve. The system adapts with all the individual differences of students and begins gradually with students from easier to harder level. The intelligent tutoring system was given to a group of students of all age groups to try it and to see the impact of the system on students. Recently, due to the rapid progress of computer technology, researchers develop an effective computer program to enhance the achievement of the student in learning process, which is Intelligent Tutoring System (ITS). Science is important because it influences most aspects of everyday life, including food, energy, medicine, leisure activities and more. So learning science subject at school is very useful, but the students face some problem in learning it. So we designed an ITS system to help them understand this subject easily (...) and smoothly by analyzing it and explaining it in a systematic way. In this paper, we describe the design of an Intelligent Tutoring System for teaching science for grade seven to help students know the 7 characteristics for living things smoothly. The system provides all topics of living things and generates some questions for each topic and the students should answer these questions correctly to move to the next level. Recently, Intelligent Tutoring Systems (ITS) got much attention from researchers even though ITS educational technology began in the late 1960s and ITS is just embryonic from laboratories into the field. In this paper we outline an intelligent tutoring system for teaching basics of the databases system called (MDB). The MDB was built as education system by using the authoring tool (ITSB). MDB contains learning materials as a group of lessons for beginner level which include relational database system and lessons in (...) the process to install and set up a database. MDB system has exams for each level of the Lessons. An evaluation was done to see the effectiveness the MDB among learners and instructors. The outcome of the evaluation was promising. (shrink)

Lately in the past couple of years, there are an increasing in the normal rate of playing computer games or video games compared to the E-learning content that are introduced for the safety of our children, and the impact of the video game addictiveness that ranges from (Musculoskeletal issues, Vision problems and Obesity). Furthermore, this paper introduce an intelligent tutoring system for both parent and their children for enhancement the experience of gaming and tell us about the health problems and (...) how we can solve them, with an easy user interface that way can our children be happy and excited about the information and their health. The article reviews on the technical attributes on current technologies deployed in outer space and those that are being developed and mass produced. The article refutes the Chinese state-controlled Xinhua News’ propaganda several years ago on objecting America’s deployment of nuclear technologies in outer space with rigorous scientific evidence. Furthermore, the article warns on the dangers of physical signals applied in outer space technologies that can threaten the solar system, especially the Mozi quantum satellite with photon beams. The article (...) concludes with the illicit practices by the Chinese state party with militant ambitions in the supposedly scientific institutions. It violates the spirit on the peaceful use of outer space, and goes against the 2222 (XXI) resolution adopted by the general assembly, including the 1967 Outer Space Treaty banning the stationing of weapons of mass destruction in outer space. The paper describes the design of an intelligent tutoring system for teaching Introduction to Computer Science-a compulsory curriculum in Al-Azhar University of Gaza to students who attend the university. The basic idea of this system is a systematic introduction into computer science. The system presents topics with examples. The system is dynamically checks student's individual progress. An initial evaluation study was done to investigate the effect of using the intelligent tutoring system on the performance of students enrolled in computer science (...) curriculum at Al-Azhar University, Gaza. Recently there is an increasing technological development in intelligent tutoring systems. This field has become interesting to many researchers. In this paper, we present an intelligent tutoring system for teaching information security. This intelligent tutoring systems target the students enrolled in Advanced Topics in Information Security in the faculty of Engineering and Information Technology at Al-Azhar University in Gaza. Can an agent's intelligence level be negative? We extend the Legg-Hutter agent-environment framework to include punishments and argue for an affirmative answer to that question. We show that if the background encodings and Universal Turing Machine (UTM) admit certain Kolmogorov complexity symmetries, then the resulting Legg-Hutter intelligence measure is symmetric about the origin. In particular, this implies reward-ignoring agents have Legg-Hutter intelligence 0 according to such UTMs.

The articles in this issue represent the pursuit of a new understanding of the human past, one that can replace the neo-saltationist view of a human revolution with models that can account for the complexities of the archaeological record and of human social lives. The articulation of archaeological, philosophical, and biological perspectives seems to offer a strong foundation for exploring available evidence, and this was the rationale for collecting these particular articles. Even at this preliminary stage there is a coherence (...) emerging in proposals: the origin and operation of symbolically rich, complexly signaling human social systems was the consequence of the long-term evolution of multiple components of perceiving and negotiating social interactions, a contingent outcome of myriad adaptive shifts rather than a single event. Civil disobedience, despite its illegal nature, can sometimes be justified vis-à-vis the duty to obey the law, and, arguably, is thereby not liable to legal punishment. However, adhering to the demands of justice and refraining from punishing justified civil disobedience may lead to a highly problematic theoretical consequence: the debilitation of civil disobedience. This is because, according to the novel analysis I propose, civil disobedience primarily functions as a costly social signal. It is effective by being reliable, reliable by being (...) costly, and costly primarily by being punished. My analysis will highlight a distinctive feature of civil disobedience: civil disobedients leverage the punitive injustice they suffer to amplify their communicative force. This will lead to two paradoxical implications. First, the instability of the moral status of both civil disobedience and its punishment to the extent where the state may be left with no permissible course of action with regard to punishing civil disobedience. Second, by refraining from punishing justified civil disobedience, the state may render uncivil disobedience—illegal political activities that fall short of the standards of civil disobedience—potentially permissible.
