For anyone with an interest in the philosophical teachings of Ch’an (Zen Buddhism), the Platform Sutra is arguably the classic source of philosophical as opposed to religious Ch’an. The text is exclusively concerned with expounding the nature of Ch’an and its key feature: enlightenment achieved by the mind alone or by pure understanding without the assistance of textual authority, religious devotion, charitable acts, meditative practices or monastic discipline. Yet, despite its centrality in Zen Buddhism, the book presents one (...) account of enlightenment that has received very little attention: the story of the General. It is commonly thought that emotions are to be repressed in order to attain enlightenment. The argument I would like to present is that one case of attaining enlightenment recounted in the Platform Sutra shows that one ought to take a very different attitude to desire and emotions than annihilation, tranquilization or repression. From the account of the General, it would appear that desires and emotions are not to be simply eradicated or repressed. Although Chan, or Zen, Buddhism traditionally claimed itself as a special transmission outside doctrinal teachings that eschews the written word, it has long been praised for its improvisational, atypical, intriguing, and intricate use of words. Prominent Chan masters are characteristically skillful in employing paradoxical and aporetic phrases, figurative and poetic expressions, negations, questions, repetitions, and so forth, to express their thoughts, indicate their awakened states of mind, cut off the interlocutor’s habitual dualistic thinking, or evoke in him or her an (...) experience of awakening. The questions such as when the book was completed, who actually wrote the book, and the historical authenticity of Huineng’s story, especially his identity of the Sixth Patriarch, were extensively discussed and questioned by many scholars. The Platform Sutra, which dates back to the seventh century C.E., is one of the classic documents of Chinese philosophy and is the intellectual autobiography of Hui Neng, the Sixth Patriarch of Ch’an Buddhism. In the Platform Sutra, the Sixth Patriarch demonstrates that the spiritual and intellectual problems of consciousness stem from a false adherence to the dualistic standpoint. The Sixth Patriarch utilizes ingenious arguments to demonstrate how one can escape the problems of dualism. An example (...) of a constructive engagement between Chinese philosophy and Searle is to compare and contrast the arguments of Hui Neng with those of Searle. The Sixth Patriarch and Searle both reach a rather similar solution to the problem of dualism—to stop counting. In the case of the Sixth Patriarch, his solution possesses the goal of enabling the reader to achieve a spiritual liberation. Searle, in contrast, addresses the troubling epistemological problems of dualism. Searle proposes a causal monism: he claims consciousness is a state of the brain, that it is caused by processes in the brain, that it is a feature of the brain, and that it is all these at the same time. This article aims to highlight Searle’s arguments and impressive insights; it also aims to show the connection between Searle’s master insight concerning the non-duality of consciousness and the Sixth Patriarch’s realization that the difficulties of understanding consciousness stem from the formulation of the description itself. In Philip J. Ivanhoe’s introduction to his Readings from the Lu-Wang School of Neo-Confucianism, he argues convincingly that the Ming-era Neo-Confucian philosopher Wang Yang-ming (1472–1529) was much more influenced by Buddhism (especially Zen’s Platform Sutra) than has generally been recognized. In light of this influence, and the centrality of questions of selfhood in Buddhism, in this article I will explore the theme of selfhood in Wang’s Neo-Confucianism. Put as a mantra, for Wang “self-awareness is world-awareness.” My central image (...) for this mantra is the entire cosmos anthropomorphized as a doctor engaged in constant self-diagnosis, in which effort s/he is assisted by an entire staff of the nerves/nurses—individual humans enlightened as Wangian sages. In short, I will argue that the world for Wang could be meaningfully understood as a mindful, self-healing body within which humans are the sensitive nerves, using our mindful awareness to direct attention to the affected areas when injury or disease occurs. We are, and must thus recognize that we are, the bold but sensitive nervous system of the cosmos, sharing (like neurons) our loving excitement, carrying out (like a medical nurse) the doctor’s orders for the self-care of our cosmic body/medical corps. From a socio-theoretical and media-theoretical perspective, this article analyses exemplary practices and structural characteristics of contemporary digital political campaigning to illustrate a transformation of the public sphere through the platform economy. The article first examines Cambridge Analytica and reconstructs its operational procedure, which, far from involving exceptionally new digital campaign practices, turns out to be quite standard. It then evaluates the role of Facebook as an enabling ‘affective infrastructure’, technologically orchestrating processes of political opinion-formation. Of special concern are various (...) tactics of ‘feedback propaganda’ and algorithmic-based user engagement that reflect, at a more theoretical level, the merging of surveillance-capitalist commercialization with a cybernetic logic of communication. The article proposes that this techno-economic dynamic reflects a continuation of the structural transformation of the public sphere. What Jürgen Habermas had analysed in terms of an economic fabrication of the public sphere in the 1960s is now advancing in a more radical form, and on a more programmatic basis, through the algorithmic architecture of social media. As the authors argue, this process will eventually lead to a new form of ‘infrastructural power’. (shrink)

This article illustrates the importance of research methods in Buddhist Studies using the recent article on the Heart Sutra by Ng and Ānando (2019) as a case study. The authors make a novel conjecture about the Heart Sutra to explain a difference between the Xīnjīng (T 251) and the Dàmíngzhòujīng (T 250) but in doing so they neglect the relevant research methods and critical thinking. Their selection of literary resources is somewhat erratic and their evaluation of them appears (...) to contain bias. The authors did not consult relevant Sanskrit texts (including the Sanskrit Heart Sutra). The logic applied to their source materials appears to be faulty at times and this causes them to arrive at an unconvincing conclusion. By going over the same ground, using more appropriate methods and materials, a far better explanation of the problem emerges. (shrink)

In this chapter I consider a common refrain among critics of digital platforms: big tech "exploits" us. It gives voice to a shared sense that technology firms are somehow mistreating people—taking advantage of us, extracting from us—in a way that other data-driven harms, such as surveillance and algorithmic bias, fail to capture. Exploring several targets of this charge—gig work, algorithmic pricing, and surveillance advertising—I ask: What does exploitation entail, exactly, and how do platforms perpetrate it? Is exploitation in the (...) class='Hi'>platform economy a new kind of exploitation, or are these old problems dressed up as new ones? What would a theory of digital exploitation add to our understanding of the platform age? First, I define exploitation and argue that critics are justified in describing many platform practices as wrongfully exploitative. Next, I focus on platforms themselves—both as businesses and technologies—in order to understand what is and isn’t new about the kinds of exploitation we are witnessing. In some cases, digital platforms perpetuate familiar forms of exploitation by extending the ability of exploiters to reach and control exploitees. In other cases, they enable new exploitative arrangements by creating or exposing vulnerabilities that powerful actors couldn't previously leverage. On the whole, I argue, the language of exploitation helps express forms of injustice overlooked or only partially captured by dominant concerns about, e.g., surveillance, discrimination, and related platform abuses, and it provides valuable conceptual and normative resources for challenging efforts by platforms to obscure or legitimate them. The article is devoted to the historical and philosophical problems of the study of the text of the "Gridaya Sutra" ("Sherab Nyingpo") within the tradition of Tibetan Buddhism. As a prolegomena, an overview of the field of translation was chosen - for a better understanding of both the logic of the formation of the Buddhist tradition of the Prajna-paramita sutras in India (which is revealed during translations from Sanskrit into Western languages), and the principles of their textual transmission to (...) Tibet (through the clarification of the principles of Tibetan translation from Sanskrit in the Lotsa tradition). The purpose of the study is to identify the mechanism that made it possible to make a transition in the Buddhist religious and philosophical space from the intellectual understanding of the ideas of emptiness (explained in the Magayana sutras) to their direct practice, the meaning of which is the detection of emptiness in one's own stream of consciousness (proposed by the tantric teachings of Vajrayana).. And since the "Gridaya-sutra" is the quintessence of the entire tradition of Prajna-paramita texts and contains a unique Buddhist mantra of "consolation in suffering", it, as a representative of the teachings of the sutras, was chosen for comparative analysis with the tradition of Mantrayana texts, i.e. Tantrayana. The representative of the tantric tradition was chosen to be the teaching text of the highest class of tantras - the Anuttarayogatantra called Kalachakra, which, due to its systematic development and strong semantic connections with classical Buddhist sciences, is considered the most consistent and structured tantra. As a result of research in Kalachakra, a specific complication of the meanings of the "Gridaya-sutra" was revealed, which opened the way for the individual from contemplating the emptiness of dharmas to collapsing the space-time continuum of the inner experience of conceptuality into a transcendent singularity for the sake of understanding true knowledge (jnana). In addition, the key mechanism of such a transition, which made it possible for the third turning of the Dharma wheel to become a continuation of the practice of the second turning, and not just another separate method, turned out to be the mechanism of the mantra, which is transformed from a concise morphological formula in the "Gridaya-sutra" into a phonetic formula in the Kalachakra. Therefore, the "Gridaya-sutra" takes the place of a trigger in the paramitayana, which makes it possible to organically connect the "higher" arsenal of Buddhist tantra to the process of enlightenment. In this short review, I provide a philosopher's assessment of White's book. It claims to be a study of the life of the Yoga Sutra, but is rather an account of secondary opinions, as though that amounts to the same thing as an account of the Yoga Sutra.

Connections between Pañcaviṃśatisāhasrikā-prajñāpāramitā-sūtra and Aṣṭasāhasrikā-prajñāpāramitā-sūtra suggest a new interpretation of an important passage in the Prajñāpāramitā-hṛdaya or Heart Sutra. I am able to show that the four phrases exemplified by “form is emptiness” were once a reference to the well-known simile, “Form is like an illusion” (rūpam māyopamam). As the Prajñāpāramitā corpus expanded, the simile became a metaphor, “form is illusion”. It was then deliberately altered by exchanging “illusion” for “emptiness”, leading to the familiar phrases. This connection opens the (...) door to reading the Heart Sutra, and the early Prajñāpāramitā sutras more generally, along the lines of Sue Hamilton’s (2000) epistemological approach to the Pāḷi suttas; i.e. as focussed on experience and particularly the meditative experience known in the Pāḷi suttas as dwelling in emptiness (suññatā-vihāra). In this view, the Heart Sutra makes sense on its own terms without having to invoke paradox or mysticism. (shrink)

The Chinese Heart Sutra was traditionally considered a translation of an Indian Sanskrit text. In the late 20th century scholars began to question this tradition. The Heart Sutra reuses passages from other texts, principally the Large Prajñāpāramitā Sutra. The reused passages are extant in Sanskrit and Chinese source texts and this enables us to perform a unique form of comparative analysis to confirm what language the Heart Sutra was composed in. Jan Nattier examined about half of (...) the text – the 'core section' – and concluded it was composed in Chinese and 'back-translated' into Sanskrit. Nattier’s method has been extended to other parts of the text with the same result. This article details an exhaustive application of Nattier’s method to the Heart Sutra. Considering 22 points of comparison, many of them new, we find a pervasive pattern of features and bugs that definitively point to Chinese origins. (shrink)

People use them to describe the impact of the viral spread of fake, biased or purposeless content online, as witnessed during the recent race for the US presidency or the latest outbreak of the Ebola virus (in the latter case a tasteless racist meme was drowning out any meaningful content). This unravels the potential envisioned to arise from emergent activities (...) of human collectives on the World Wide Web, as exemplified by the Arab Spring mass movements or digital disaster response supported by the Ushahidi tool suite. While the challenges workers face in the gig economy are now well-known, reflections on emancipatory solutions in political philosophy are still underdeveloped. Some have pleaded for enhancing workers' bargaining power through unionisation; others for enhancing exit options in the labour market. Both strategies, however, come with unin-tended side-effects and do not exhaust the full potential for worker self-government present in the digital gig economy. Using the republican theory of freedom as non-domination , I argue that G.D.H. Cole's 20th-century defence of (...) guild socialism offers a promising avenue for enhancing worker autonomy in the gig economy. Platform companies rely on relational and structural domination to undermine worker autonomy, but Cole's guild socialism was specifically designed to enhance autonomy in the workplace. Following Cole's advice today would amount to a defence of worker-owned cooperative platforms. By putting workers in control of platform design and governance, cooperative platforms create new opportunities for worker autonomy. However, platform coopera-tivism faces serious challenges if it plans on becoming a realistic alternative to the traditional gig economy. (shrink)

This article offers an introductory overview of the attribution and dating of the versions of the extended Heart Sutra preserved in the Chinese Tripiṭaka and some preliminary assessments of the reliability of these sources. It includes some observations about the interesting features of each version and a stemma showing how they relate to the wider world of Heart Sutra versions. Finally, a conjecture is made about the language in which the extension was made. The Heart Sutra appears (...) to have been extended twice in the early eighth century, leaving us with two different versions of the extended text. It appears that the first extended text, like the standard Heart Sutra, may have been composed in Chinese, while the second extended text appears to have been composed in Sanskrit. (shrink)

Over recent decades, several global tech giants have gained enormous power while at the same time generating various disputes with their end-users, local governments, and regulators. We propose that the Jewish concept of covenant can help the above parties, legal scholars, and wider society, in addressing this complex legal reality. We present the challenge of disequilibrium between the above four parties against the main points of conflict: the requirement of customer consent; clear contractual provisions upon entry; options for reasonable customer (...) exit; limitations on the platform’s ability to exercise unilateral termination; profile-based discrimination; and liability for mere intermediation. We introduce the biblical concept of covenant, and we review its unfolding in Jewish tradition. Further, we conceptualize three main covenantal principles: (1) responsibility—God and humans are both conceived as moral agents; (2) reciprocity—God as a caring law giver, open to human appeals; and (3) reasonability—divine instruction as initially intelligible. We demonstrate how the latter principle of explainability is exercised in the biblical law narratives and how the story of Balaam stresses the significance of moral agency that cannot hide behind “mere intermediary” claims. In light of this analysis, we revisit the relationship between tech giants and tech users to demonstrate how covenantality offers novel ways to conceptualize the noted conflicts between the parties. This short article introduces the notion that there is a historical relationship between technology and fraud, that two opposing viewpoints argue whether technology is or is not capable of harm, and lastly that platforms can in fact benefit from fraudsters operating on them parasitically.

An assessment of the extent of the use of electronic platforms by African academic staff in universities to disseminate research was done in this study. The study is informed by the growing importance of online repositories and preprint servers in the scientific communication of scholarly output, especially in an era where the use of metrics for research appraisals and funding decisions is commonly practised. The quantitative research method was adopted, based on the descriptive survey research design. The snowball sampling technique (...) was used for data collection. Data were collected from 1,977 respondents, distributed across 24 African countries, through the use of an electronic survey. There was a high rate of willingness among universities’ academic staff in Africa, to adopt various online platforms for research dissemination; ResearchGate is currently utilized the most for research dissemination, but Google Scholar is the platform respondents are more willing to adopt for research dissemination; the rate at which academic staff research output can be found online as a ratio of their total publication is 64.04% and in the ratio of 2.00:3.12; poor access to Internet facilities at home and workplaces are the major challenges academic staff face in the utilization of digital platforms for RD. It was recommended, amongst others that academic staff in universities should endeavour to explore and utilize at least ten of the online platforms mentioned in this study, to enable them disseminate their scholarly works to a wider audience and for increased visibility Keywords:. Complex systems are difficult to manage, operate and maintain. This is why we see teams of highly specialised engineers in industries such as aerospace, nuclear and subsurface. Condition based monitoring is also employed to maximise the efficiency of extensive maintenance programmes instead of using periodic maintenance. A level of automation is often required in such complex engineering platforms in order to effectively and safely manage them. Advances in Artificial Intelligence related technologies have offered greater levels of automation but this potentially (...) pivots the weight of decision making away from the operator to the machine. Implementing AI or complex algorithms into a platform can mean that the Operators’ control over the system is diminished or removed altogether. For example, in the Boeing 737 Air Max Disaster, AI had been added to a platform and removed the operators’ control of the system. This meant that the operator could not then move outside the extremely reserved, algorithm defined, “envelope” of operation. This paper analyses the challenges of AI driven condition based monitoring where there is a potential to see similar consequences to those seen in control engineering. As the future of society becomes more about algorithm driven technology, it is prudent to ask, not only whether we should implement AI into complex systems, but how this can be achieved ethically and safely in order to reduce risk to life. We present a novel model of individual people, online posts, and media platforms to explain the online spread of epistemically toxic content such as fake news and suggest possible responses. We argue that a combination of technical features, such as the algorithmically curated feed structure, and social features, such as the absence of stable social-epistemic norms of posting and sharing in social media, is largely responsible for the unchecked spread of epistemically toxic content online. Sharing constitutes a distinctive communicative act, (...) governed by a dedicated norm and motivated to a large extent by social identity maintenance. But confusion about this norm and its lack of inherent epistemic checks lead readers to misunderstand posts, attribute excess or insufficient credibility to posts, and allow posters to evade epistemic accountability—all contributing to the spread of epistemically toxic content online. This spread can be effectively addressed if people and platforms add significantly more context to shared posts and platforms nudge people to develop and follow recognized epistemic norms of posting and sharing. With its June 2004 statement Catholics in Political Life, the United States Conference of Catholic Bishops opened an important and far-reaching discussion about how Catholic individuals ought to comport themselves in political life, and-indirectly-about how Catholic institutions-including Catholic law schools-ought to decide whether or not to give awards, honors, or platforms to those whose views about key moral and political issues may differ from the views expressed in the teachings of the Catholic Church. On the basis of a simple and (...) straightforward reading of the 2004 statement, it might appear that the bishops wanted to say that no Catholic institution-and thus no Catholic law school-should give awards, honors, or platforms to those who endorse or promote views that differ from the fundamental moral teachings of the Church. An important part of the statement plainly declares: "The Catholic community and Catholic institutions should not honor those who act in defiance of our fundamental moral principles. They should not be given awards, honors or platforms which would suggest support for their actions." A few moments of reflection will reveal, however, that the issue here is somewhat more complicated than what one might infer from a simple and straightforward reading of the statement. The aim of the present paper is not to settle the question of whether and how a Catholic law school ought to give awards, honors, or platforms to certain individuals or groups. Instead, the aim is to begin articulating some of the underlying conceptual issues that perhaps ought to be addressed in preparation for answering the further question of whether and how a Catholic law school ought to give awards, honors, or platforms to certain individuals or groups. The science-of-thought (Nyāya) has always been an integral part of the four constituents (anuyoga) – prathamānuyoga, karuņānuyoga, caraņānuyoga, and dravyānuyoga – of the Jaina Scripture. Through Parīkşāmukha Sūtra, Ācārya Māņikyanandi (circa 7th-8th century A.D.) churned the nectar of the science-of-thought (Nyāya) from the ocean of the words of the master-composers like Ācārya Samantabhadra and Bhaţţa Akalańka Deva. The valid-knowledge (pramāņa) ascertains the true nature of objects while the fallacious-knowledge (pramāņābhāsa) does the opposite. Parīkşāmukha Sūtra characterizes, as per the earlier authoritative (...) expositions and in brief, both these (pramāņa and pramāņābhāsa) for the benefit of the uninitiated learners. This paper explains how the practice of ‘no platforming’ can be reconciled with a liberal politics. While opponents say that no platforming flouts ideals of open public discourse, and defenders see it as a justifiable harm-prevention measure, both sides mistakenly treat the debate like a run-of-the-mill free speech conflict, rather than an issue of academic freedom specifically. Content-based restrictions on speech in universities are ubiquitous. And this is no affront to a liberal conception of academic freedom, whose purpose isn’t just (...) to protect the speech of academics, but also to give them the prerogative to determine which views and speakers have sufficient disciplinary credentials to receive a hearing in academic contexts. No platforming should therefore be acceptable to liberals, in principle, in cases where it is used to support a university culture that maintains rigorous disciplinary standards, by denying attention and credibility to speakers without appropriate disciplinary credentials. Lavinia Marin draws from phenomenology to lay bare another aspect of the ubiquitous presence of social media. By taking the phenomenology of attention as a starting-point, she show that attention is – rather than only a scare resource as analysts departing from the perspective of the attention economy would have it – foundational for our moral relations to other beings. She argues that there is a distinctive form of other-oriented attention that enables us to perceive other beings as living beings (...) that are worthy of care. This mode of attention presupposes a form of affectivity and involves the recognition of the other as a moral being capable of forming judgments, as well as someone having certain vulnerabilities. Her analysis shows that by prioritizing homogenous interactions and standardization, social media platforms hinder us from engaging in this mode of attention, thereby undermining our capacity of recognizing to others as surprising, changing, and fallible beings. Dating and hookup apps (DHAs) are now widely used and may be transforming our intimate relationships. The apps are beneficial in fostering intimate connections among those who are lonely, who are members of minority or marginalized groups, or who live nomadic lifestyles because of work or recreational travel. However, the wider social and relational changes that DHAs portend are merely beginning to be seriously discussed by academics (Arias et al., 2017). In this chapter, we employ concepts from the philosophy of (...) technology that inform our analysis of these changes. We also collate some of the morally significant impacts of DHAs and present some of the elements of the architecture of DHAs that facilitate them. Although there are many reasons to be concerned about DHAs, we argue that there is room for cautious optimism that DHAs may be vehicles of positive social and moral change. (shrink)

The Netherlands has been known as one of the pioneers in the sharing economy. At the beginning of the 2010s, many local initiatives such as Peerby, SnappCar, and Thuisafgehaald launched that enabled consumers to share underused resources or provide services to each other. This was accompanied by a wide interest from the Dutch media, zooming in on the perceived social and environmental benefits of these platforms. Commercial platforms such as Uber, UberPop and Airbnb followed soon after. After their entrance to (...) the market, the societal debate about the impact of these platforms also started to include the negative consequences. Early on, universities and national research and policy institutes took part in these discussions by providing definitions, frameworks, and analyses. The notion of authorship has been widely discussed since the proclamation of the Death of the Author in mid 20th century. Authors are still writing, but a variety of new forms of authorship and new kinds of relations between authors, texts and readers have emerged. Many new forms of authorship are enabled by the use of digital media, which provide a new layer of hypertextual and interactive software in between the ‘author’ as a representation of the human creator and the (...) author as an indexical reference to a text. The paper present a number of these forms which are based on the use of ‘avatars’ as intermediaries between the human individuals and the stories told. It is argued that the use of digital media opens for new trajectories in the development of authorship forms, and that such new trajectories calls for new sorts of research questions and development of new methods. Much attention has been devoted recently to cases where a controversial speaker is invited to speak on campus and subsequently some members of the university seek to have that speaker disinvited. Debates about such scenarios often blur together legal, normative, and empirical considerations. I seek to help clarify issues by separating key legal, normative, and empirical questions. Central to my examination is the idea of the university as a multi-forum institution—i.e. a complex public institution whose parts contain different types of (...) forums. I conclude that it is sometimes legally and normatively permissible (1) for universities to disinvite speakers, and (2) for students to seek to get speakers they consider unacceptable disinvited. I also suggest that my arguments sometimes extent to shouting down speakers. (shrink)

Many neurodegenerative and neuropsychiatric diseases and other brain disorders are accompanied by impairments in high-level cognitive functions including memory, attention, motivation, and decision-making. Despite several decades of extensive research, neuroscience is little closer to discovering new treatments. Key impediments include the absence of validated and robust cognitive assessment tools for facilitating translation from animal models to humans. In this review, we describe a state-of-the-art platform poised to overcome these impediments and improve the success of translational research, the Mouse Translational (...) Research Accelerator Platform (MouseTRAP), which is centered on the touchscreen cognitive testing system for rodents. It integrates touchscreen-based tests of high-level cognitive assessment with state-of-the art neurotechnology to record and manipulate molecular and circuit level activity in vivo in animal models during human-relevant cognitive performance. The platform also is integrated with two Open Science platforms designed to facilitate knowledge and data-sharing practices within the rodent touchscreen community, touchscreencognition and mousebytes. Touchscreencognition includes the Wall, showcasing touchscreen news and publications, the Forum, for community discussion, and Training, which includes courses, videos, SOPs, and symposia. To get started, interested researchers simply create user accounts. We describe the origins of the touchscreen testing system, the novel lines of research it has facilitated, and its increasingly widespread use in translational research, which is attributable in part to knowledge-sharing efforts over the past decade. We then identify the unique features of MouseTRAP that stand to potentially revolutionize translational research, and describe new initiatives to partner with similar platforms such as McGill’s M3 platform. The varying appeal of different defences of the practice in different socio-historical contexts (i.e. the UK/US versus a post-Soviet country such as Estonia) is discussed also.

This study analyzed the utilization of social media platforms and university students' attitudes towards academic activities in Cross River State. A descriptive survey research design was adopted for the study. The population of this study comprised all the private and public university students in Cross River State. A sample of 1,600 students, which cuts across the three universities in the area of study, was selected using the convenience sampling technique. A questionnaire (r=.849) and a rating scale (r=.786) were used as (...) the instruments for data collection. Findings emerged amongst others that the utilization status of social media platforms by university students is generally high; the utilization of Facebook, WhatsApp, Instagram, Twitter, WeChat, Skype, Snapchat, Eskimi, Telegram and YouTube social media platforms has a significant composite influence (F=52.453, p<.05) on university students' attitudes towards academic activities. Relatively, utilization of Facebook was the highest predictor (t=11.222, β=.232, p<.05), followed by the utilization of WhatsApp (t=11.068, β=.229, p<.05), utilization of Twitter (t=5.977, β=.118, p<.05), and the utilization of Instagram (t=2.772, β=.056, p<.05), in that order. It was recommended that secondary school students should develop positive attitudes towards their academic activities and abhor activities that will lead to a decline in the learning outcomes. When thinking about designing social media platforms, we often focus on factors such as usability, functionality, aesthetics, ethics, and so forth. Epistemic considerations have rarely been given the same level of attention in design discussions. This paper aims to rectify this neglect. We begin by arguing that there are epistemic norms that govern environments, including social media environments. Next, we provide a framework for applying these norms to the question of platform design. We then apply this framework to the (...) real-world case of long-form informational content platforms. We argue that many current long-form informational content platforms are epistemically unhealthy. The good news? We provide concrete advice on how to take steps toward improving their health! Specifically, we argue that they should change how they verify and authenticate content creators and how this information is displayed to content consumers. We conclude by connecting this guidance to broader issues about the epistemic health of platforms. (shrink)

Introduction. Taking into account the priorities of the state policy in the field of economic and innovative development of the Perm region, assessment of the regional potential of the digital economy, the strategic importance of economic activities implemented by SMEs for the economy of the region and the country as a whole, the actual impact of the norms on the instruments of development of small and medium-sized enterprises in the Perm region is assessed. The purpose of this study is to (...) improve the regional regulatory platform of tools for the development of small and medium-sized businesses in the Perm region in order to gain the status of an investment-attractive region in the digital economy of the Russian Federation, taking into account the Strategy of the information society in the Russian Federation, which will ultimately contribute to the development of e-business in the Perm region, rehabilitation and competitiveness of the economy of the Perm region in the global market. Methodology. The General methodological basis of the study was the dialectical- materialistic method of cognition of legal reality, which allowed to study the tools of development of small and medium-sized businesses in the Perm region in their development, to consider the problems of tools for the integrated development of small and medium-sized businesses in the Perm region, taking into account the changed socio-economic conditions in inseparable unity with other related tools relevant to the needs of digitalization of society. Such universal scientific methods as analysis and synthesis of doctrinal and normative materials were used in the work. In addition, special legal methods were used: the method of legal modeling, which allows to design possible legal situations using digital tools for the development of small and medium- sized businesses in the Perm region; the method of systematic interpretation used in assessing the actual impact of regional norms on the tools of development of small and medium-sized businesses in the Perm region. Results. The article proposes a new tool for the development of SMEs as a regional electronic platform for the promotion of goods, works and services of SMEs in the Perm region. Attention is paid to the level of digital literacy of SMEs and consumers of their goods, works and services: the conclusion about the lack of digital competence. Conclusion. It is necessary to improve the regional regulatory platform taking into account economic trends: it is important to introduce digital competencies everywhere, including at the professional level in relation to SMEs in the Perm region, in order to increase the business activity of young people and other representatives of the working population. As for the actual introduction of new tools for the development of small and medium-sized businesses in the Perm region, we propose that the regional legislator develop a new electronic information platform at the expense of the regional budget to promote goods, works and services sold by SMEs in the Perm region. This paper proposes a conceptual framework for evaluating how social networking platforms fare as epistemic environments for human users. I begin by proposing a situated concept of epistemic agency as fundamental for evaluating epistemic environments. Next, I show that algorithmic personalisation of information makes social networking platforms problematic for users’ epistemic agency because these platforms do not allow users to adapt their behaviour sufficiently. Using the tracing principle inspired by the ethics of self-driving cars, I operationalise it here and identify (...) three requirements that automated epistemic environments need to fulfil: (a) the users need to be afforded a range of skilled actions; (b) users need to be sensitive to the possibility to use their skills; (c) the habits built when adapting to the platform should not undermine the user’s pre-existing skills. I then argue that these requirements are almost impossible to fulfil all at the same time on current SN platforms; yet nevertheless, we need to pay attention to these whenever we evaluate an epistemic environment with automatic features. Finally, as an illustration, I show how Twitter, a popular social networking platform, will fare regarding these requirements. (shrink)

Progress in philosophy means to understand and accept one point and from there go on to develop the next. The whole is made up of many parts just as a building is composed of many floors – we cannot take out one or more of the beginning floors and expect that the building can thereby be erected. The overall system of Hegel’s philosophy requires an understanding of each of the parts within it, especially the beginning steps. In the earlier articles (...) on this subject the essential point has been made that the subjective and objective aspects of reality cannot be understood separately from each other. There is no meaning to concept without that of which it is the concept, as much as there is no meaning to an object without a subject. With that basic and simple principle of the “distinct but inseparable” notion of the two, further progress was made to the details of the relationship between subject and object. The subject-predicate proposition was introduced to show how thinking takes on a dialectical nature and described this dialectical unity as being the first basic form in understanding the Concept as a dynamic unity of subject and object. Further determinations lay hidden in this structure which have not yet been made explicit for understanding. Only some general ideas or an outline for a basic understanding of what the basic principles are has been presented thus far. A more detailed comprehension is required to go further. The experiences that consciousness goes through in its development in learning about itself display the entire system of the truth of consciousness or the realm of spirit. These are not mere abstract thoughts but appear in relation to consciousness as actual shapes or stages of itself. The development of these determinate moments constitutes consciousness as a whole in its true existence. At that point in the developement of consciousness when it is no longer burdened with itself as that which appears to exist merely for it and as an other, its alien nature is overcome and appearance becomes identical to its own essence. This marks the entrance to the platform of the genuine science of spirit in which consciousness grasps its own essence or is absolute knowing. (shrink)

Joan McGregor argues that “colleges and universities should adopt as part of their core mission the development of skills of civil discourse” rather than engaging in the practice of restricting controversial speakers from making presentations on campuses. I agree with McGregor concerning the need for increased civil discourse. However, this does not mean universities should welcome speakers to publicly present any material they wish without restriction or oversight. In this paper, I make three main arguments: (i) Colleges and universities have (...) a duty to protect members of the campus community from the harm and exclusion resulting from hateful or harmful speech, in the same way that they must protect them from sexual assaults and concussions. (ii) In the vast majority of cases, this duty can be fulfilled by holding speakers to standards of discourse that prevail in academic debate, and insisting on a number of procedural requirements. (iii) We should be wary of conservative arguments framed in terms of free speech, because they can be deployed to undermine important functions of the university in a democratic society, namely, to teach students how to be discerning citizens, and to protect thinkers willing to be critical of the government and the ruling classes. The foundation of a building connects the main body superstructure to the ground. Every form of foundation and footing have a unique application in a given location for a certain weather condition. Understanding the foundation work is crucial for carrying out building activities. Due to the variety of structures they support, foundations are frequently built in different subsoil conditions and are exposed to static loads. The proper evaluation of soil-bearing capacity is fundamental to the construction of various buildings. One of (...) the quick, easy, and affordable ways to determine soil carrying capacity is the plate load test. The effect of subsoil conditions on the test results is assessed and analyzed in thorough parametric investigations. An overview of axial static and dynamic plate load testing will be given in this study. This article presents detailed processes and schematics. In an effort to highlight the differences and shared characteristics of the results, computational test results of the static load plate test and the dynamic load plate test are contrasted. A load cell, a steel plate, a hydraulic actuator mounted on a big truck to apply a load, a load cell to measure the load, and one or more linear variable displacement transformers to measure the vertical displacements make up the test setup. The maximum thrust load that should be applied to a fixed or stationary actuator when it is not moving is known as a "static load depending on the actuator's static load capacity, we can determine what a safe load is. The maximum thrust load that should be applied to the actuator while it is moving is known as a dynamic load. Dynamic load capacity refers to how much force an actuator can exert when driven and extending or retracting. With each method's benefits and drawbacks considered, it can be determined that using them in various situations and agreeing to the confrontation of these tests for the purpose of comparing results is the best course of action in order to have a base that satisfies the construction standards. The article examines the basics of learning a foreign language. The fundamental foundations of this process are chosen. These judgments are made at the intersection of philosophical and pedagogical platforms. Therefore, research is of importance in both aspects, both philosophical and pedagogical. A new concept called ”Intuitive language base" is put forward. With the help of this concept, judgments about the fundamental foundations are made. The main issue explained within the framework of the concept is about words. Thus, it is (...) shown that, unlike the grammatical rules, words have a different fundamental aspect. At the same time, fundamental ideas about translation and scientific language are taken from this concept. In addition, the number of possible words in the world is calculated, judgments about creativity are put forward, fundamental issues such as the concept of the minilex and the music of the language are touched upon, and the attitude is expressed within the proposed concept. The 2016-17 Iraqi offensive that recaptured the city of Mosul from the Islamic State have demonstrated the inability of contemporary armed forces to retake urban areas from a determined and ruthless enemy without either suffering debilitating casualties or causing thousands of civilian deaths and virtually destroying the city itself. The enemy’s willingness to refuse civilian evacuation via a humanitarian corridor and effectively take the inhabitants hostage is all it takes to impose this tragic dilemma on an attacking force. The civilian (...) death toll of the battle of Mosul alone is estimated to have reached between seven and forty thousand, with almost one million people internally displaced and large portions of the city levelled. Avoiding another such tragedy should be a priority for all practitioners and theorists of urban warfare. Indeed, confronting and defeating this challenge may be the most important task for ethics, theory and practice of urban combat in the coming decade. I argue that the only viable way of escaping the hostage siege dilemma consists of incorporating large numbers of unmanned and autonomous weapon systems into the blue force structure and using these to substitute for artillery and aerial fires presently being used to overpower defenders. While other measures may be used to marginally improve the outcome of hostage city assaults, only the automatization of the assault can dramatically change the calculus and in result either discourage rogue actors from creating hostage city dilemmas or defeat them decisively while suffering unequivocally proportional casualties. I proceed as follows: first, I provide an account of the 2016-17 Coalition assault on Mosul, giving special attention to the events and features relevant to the hostage city dilemma. I then use this case study to introduce the theoretical concept of the hostile city and the ethical dilemma it creates, discussing possible objections and making the case that the circumstances of the Battle of Mosul are bound to repeatedly transpire in the future. This generates a duty to find a way out of the hostage city dilemma. I argue that widespread use of unmanned and autonomous weapon platforms constitutes a viable way of assaulting hostage cities in a manner that assures respect for the ius in bello principles, proposing several ways in which such weapons may be designed and used to drastically limit both military and civilian casualties. Concluding that it may be not only permissible but morally required to employ autonomous weapons in the hostage city scenario, I briefly discuss the implications of this conclusion for a wider debate concerning the moral feasibility of autonomous weapons. Many of us assume that all the free editing and sorting of online content we ordinarily rely on is carried out by AI algorithms — not human persons. Yet in fact, that is often not the case. This is because human workers remain cheaper, quicker, and more reliable than AI for performing myriad tasks where the right answer turns on ineffable contextual criteria too subtle for algorithms to yet decode. The output of this work is then used for machine learning (...) purposes to generate algorithms constructed from large data sets containing thousands of correctly coded observations. The fact that ghost workers are treated as consumers distorts the basic logic of the employment relationship, effectively placing the worker-as-consumer in the worst of both worlds, in which they hold the legal rights of neither group. This puts them in a regulatory limbo position in which they have little or no protection, control, or guarantee of return on investment. This is because the platforms that facilitate ghost work have orchestrated a three-way virtual relationship that absolves all parties of responsibility, while placing nearly all the risks and opportunity costs squarely on the shoulders of the workers. As a result, we believe such a work arrangement as it stands, does not uphold basic standards of Rawlsian justice as fairness. (shrink)
