I will argue that mechanism is not sufficient to capture representation, thus cognition. More generally, mechanism is not sufficient to capture normativity of any sort. I will also outline a model of emergent normativity, representational normativity in particular, and show how it transcends these limitations of mechanism. To begin, I will address some illustrative attempts to model representation within mechanistically naturalistic frameworks, first rather generally, and then in the cases of the models of Fodor and Millikan.

This book is a survey of the most important developments in Austrian philosophy in its classical period from the 1870s to the Anschluss in 1938. Thus it is intended as a contribution to the history of philosophy. But I hope that it will be seen also as a contribution to philosophy in its own right as an attempt to philosophize in the spirit of those, above all Roderick Chisholm, Rudolf Haller, Kevin Mulligan and Peter Simons, who have done so much (...) to demonstrate the continued fertility of the ideas and methods of the Austrian philosophers in our own day. For some time now, historians of philosophy have been gradually coming to terms with the idea that post-Kantian philosophy in the German-speaking world ought properly to be divided into two distinct traditions which we might refer to as the German and Austrian traditions, respectively. The main line of the first consists in a list of personages beginning with Kant, Fichte, Hegel and Schelling and ending with Heidegger, Adorno and Bloch. The main line of the second may be picked out similarly by means of a list beginning with Bolzano, Mach and Meinong, and ending with Wittgenstein, Neurath and Popper. As should be clear, it is the Austrian tradition that has contributed most to the contemporary mainstream of philosophical thinking in the Anglo-Saxon world. For while there are of course German thinkers who have made crucial contributions to the development of exact or analytic philosophy, such thinkers were outsiders when seen from the perspective of native German philosophical culture, and in fact a number of them found their philosophical home precisely in Vienna. When, in contrast, we examine the influence of the Austrian line, we encounter a whole series of familiar and unfamiliar links to the characteristic concerns of more recent philosophy of the analytic sort. As Michael Dummett points out in his Origins of Analytic Philosophy, the newly fashionable habit of referring to analytic philosophy as "Anglo-American" is in this light a "grave historical distortion". If, he says, we take into account the historical context in which analytic philosophy developed, then such philosophy "could at least as well be called "Anglo-Austrian" (1988, p. 7). Much valuable scholarly work has been done on the thinking of Husserl and Wittgenstein, Mach and the Vienna Circle. The central axis of Austrian philosophy, however, which as I hope to show in what follows is constituted by the work of Brentano and his school, is still rather poorly understood. Work on Meinong or Twardowski by contemporary philosophers still standardly rests upon simplified and often confused renderings of a few favoured theses taken out of context. Little attention is paid to original sources, and little effort is devoted to establishing what the problems were by which the Austrian philosophers in general were exercised -- in spite of the fact that many of these same problems have once more become important as a result of the contemporary burgeoning of interest on the part of philosophers in problems in the field of cognitive science. A shift from a metaphysical framework of substance to one of process enables an integrated account of the emergence of normative phenomena. I show how substance assumptions block genuine ontological emergence, especially the emergence of normativity, and how a process framework permits a thermodynamic-based account of normative emergence. The focus is on two foundational forms of normativity, that of normative function and of representation as emergent in a particular kind of function. This process model of representation, called interactivism, compels changes (...) in many related domains. Connectionism and classicism, it generally appears, have at least this much in common: both place some notion of internal representation at the heart of a scientific study of mind. In recent years, however, a much more radical view has gained increasing popularity. This view calls into question the commitment to internal representation itself. More strikingly still, this new wave of anti-representationalism is rooted not in armchair theorizing but in practical attempts to model and understand intelligent, adaptive behavior. In this paper (...) we first present, and then critically assess, a variety of recent anti-representationalist treatments. We suggest that so far, at least, the sceptical rhetoric outpaces both evidence and argument. Some probable causes of this premature scepticism are isolated. Nonetheless, the anti-representationalist challenge is shown to be both important and progressive insofar as it forces us to see beyond the bare representational/non-representational dichotomy and to recognize instead a rich continuum of degrees and types of representationality. This collection of essays serves both as an introduction to Ruth Millikan’s much-discussed volume Language, Thought, and Other Biological Categories and as an extension and application of Millikan’s central themes, especially in the philosophy of psychology. Franz Brentano (1838-1917) led an intellectual revolution that sought to revitalize German-language philosophy and to reverse its post-Kantian direction. His philosophy laid the groundwork for philosophy of science as it came to fruition in the Vienna Circle, and for phenomenology in the work of such figures as his student Edmund Husserl. This volume brings together newly commissioned chapters on his important work in theory of judgement, the reform of syllogistic logic, theory of intentionality, empirical descriptive psychology and phenomenology, theory of (...) knowledge, metaphysics and ontology, value theory, and natural theology. It also offers a critical evaluation of Brentano's significance in his historical context, and of his impact on contemporary philosophy in both the analytic and the continental traditions. (shrink)

On the occasion of a first conference on Cognitive Science, it seems appropriate to review the basis of common understanding between the various disciplines. In my estimate, the most fundamental contribution so far of artificial intelligence and computer science to the joint enterprise of cognitive science has been the notion of a physical symbol system, i.e., the concept of a broad class of systems capable of having and manipulating symbols, yet realizable in the physical universe. The notion of symbol so (...) defined is internal to this concept, so it becomes a hypothesis that this notion of symbols includes the symbols that we humans use every day of our lives. In this paper we attempt systematically, but plainly, to lay out the nature of physical symbol systems. Such a review is in ways familiar, but not thereby useless. Restatement of fundamentals is an important exercise. (shrink)

This article focuses on the problem of representational content. Accounting for representational content is the central issue in contemporary naturalism: it is the major remaining task facing a naturalistic conception of the world. Representational content is also the central barrier to contemporary cognitive science and artificial intelligence: it is not possible to understand representation in animals nor to construct machines with genuine representation given current (lack of) understanding of what representation is. An elaborated critique is offered to current approaches to (...) representation, arguing that the basic underlying approach is, at root, logically incoherent, and, thus, that standard approaches are doomed to failure. An alternative model of representation - interactivism - is presented that avoids or solves the problems facing standard approaches. Interactivism is framed by a version of functionalism, and a naturalization of that functionalism completes an outline of a naturalization of representation and representational content. (shrink)

In keeping with other recent efforts, Fodor's CONCEPTS focuses on the metaphysics of conceptual content, bracketing such epistemological questions as, "How can we know the contents of our concepts?" Fodor's metaphysical account of concepts, called "informational atomism," stipulates that the contents of a subject's concepts are fixed by the nomological lockings between the subject and the world. After sketching Fodor's "what else?" argument in support of this view, we offer a number of related criticisms. All point to the same conclusion: (...) Fodor is ultimately not merely bracketing the epistemology of conceptual content; his theory makes answers to the epistemological questions impossible. (shrink)
