This paper concerns how extant theorists of predictive coding conceptualize and explain possible instances of cognitive penetration. §I offers brief clarification of the predictive coding framework and relevant mechanisms, and a brief characterization of cognitive penetration and some challenges that come with defining it. §II develops more precise ways that the predictive coding framework can explain, and of course thereby allow for, genuine top-down causal effects on perceptual experience, of the kind discussed in the context of cognitive penetration. §III develops (...) these insights further with an eye towards tracking one extant criterion for cognitive penetration, namely, that the relevant cognitive effects on perception must be sufficiently direct. Throughout these discussions, we extend the analyses of the predictive coding models, as we know them. So one open question that surfaces is how much of the extended analyses are genuinely just part of the predictive coding models, or something that must be added to them in order to generate these additional explanatory benefits. In §IV, we analyze and criticize a claim made by some theorists of predictive coding, namely, that (interesting) instances of cognitive penetration tend to occur in perceptual circumstances involving substantial noise or uncertainty. It is here that our analysis is most critical. We argue that, when applied, the claim fails to explain (or perhaps even be consistent with) a large range of important and uncontroversially interesting possible cases of cognitive penetration. We conclude with a general speculation about how the recent work on the predictive mind may influence the current dialectic concerning top-down effects on perception. (shrink)

I argue that discussions of cognitive penetration have been insufficiently clear about what distinguishes perception and cognition, and what kind of relationship between the two is supposed to be at stake in the debate. A strong reading, which is compatible with many characterizations of penetration, posits a highly specific and directed influence on perception. According to this view, which I call the “internal effect view” a cognitive state penetrates a perceptual process if the presence of the cognitive state causes a (...) change to the computation performed by the process, with the result being a distinct output. I produce a novel argument that this strong reading is false. On one well-motivated way of drawing the distinction between perceptual states and cognitive states, cognitive representations cannot play the computational role posited for them by IEV, vis-à-vis perception. This does not mean, however, that there are not important causal relationships between cognitive and perceptual states. I introduce an alternative view of these relationships, the “external effect view”. EEV posits that each cognitive state is associated with a broad range of possible perceptual outcomes, and biases perception towards any of those perceptual outcomes without determining specific perceptual contents. I argue that EEV captures the kinds of cases philosophers have thought to be evidence for IEV, and a wide range of other cases as well. (shrink)

The cognitive penetrability of perceptual experiences has been a long-standing topic of disagreement among philosophers and psychologists. Although the notion of cognitive penetrability itself has also been under dispute, the debate has mainly focused on the cases in which cognitive states allegedly penetrate perceptual experiences. This paper concerns the plausibility of two prominent cases. The first one originates from Susanna Siegel’s claim that perceptual experiences can represent natural kind properties. If this is true, then the concepts we possess change the (...) way things appear to us. The second candidate for cognitive penetration is Fiona Macpherson’s claim that, in addition to concepts, our beliefs can penetrate perceptual experiences. It is argued that neither candidate is a case of cognitive penetration. In doing so, I provide an explanation to both that is based on perceptual learning, a non-cognitive phenomenon where relatively slow and long-lasting modifications to an organism’s perceptual system bring about changes in perception. This explanation is theoretically more plausible and remains closer to the empirical data than the explanations based on cognitive penetration. (shrink)

One sceptical rejoinder to those who claim that sensory perception is cognitively penetrable is to appeal to the involvement of attention. So, while a phenomenon might initially look like one where, say, a perceiver’s beliefs are influencing her visual experience, another interpretation is that because the perceiver believes and desires as she does, she consequently shifts her spatial attention so as to change what she senses visually. But, the sceptic will urge, this is an entirely familiar phenomenon, and it hardly (...) involves some special or theoretically important cognitive effect on sensory perception. Even supposing that the sceptic is correct about cases that are accurately described in this way, the rejoinder oversimplifies the possible roles that attention may play in mediating cognition and perception. This paper aims to identify these different roles, and by emphasis on empirical research on feature-based and object-based attention. What emerges is a plausible and well- evidenced mental schema that describes attention -mediated cognitive penetration. At the very least, the burden of proof is shifted to the sceptic, as he then must show that there are no mental phenomena involving attention in the more nuanced ways described here. One additional benefit of this analysis is that it illuminates various features of attention and its relation to both cognition and phenomenal consciousness. Therefore the analysis should be of interest to a broad range of theorists of the mind, and not just those invested in the cognitive penetration debate. (shrink)

A new theory is taking hold in neuroscience. It is the theory that the brain is essentially a hypothesis-testing mechanism, one that attempts to minimise the error of its predictions about the sensory input it receives from the world. It is an attractive theory because powerful theoretical arguments support it, and yet it is at heart stunningly simple. Jakob Hohwy explains and explores this theory from the perspective of cognitive science and philosophy. The key argument throughout The Predictive Mind is (...) that the mechanism explains the rich, deep, and multifaceted character of our conscious perception. It also gives a unified account of how perception is sculpted by attention, and how it depends on action. The mind is revealed as having a fragile and indirect relation to the world. Though we are deeply in tune with the world we are also strangely distanced from it. (shrink)

: Fodor’s view of the mind is thoroughly computational. This means that the basic kind of mental entity is a “discursive” mental representation and operations over this kind of mental representation have broad architectural scope, extending out to the edges of perception and the motor system. However, in multiple epochs of his work, Fodor attempted to define a functional role for non-discursive, imagistic representation. I describe and critique his two considered proposals. The first view says that images play a particular (...) kind of functional role in certain types of deliberative tasks. The second says that images are solely restricted to the borders of perception, and act as a sort of medium for the fixing of conceptual reference. I argue, against the first proposal, that a broad-scope computationalism such as Fodor’s renders images in principle functionally redundant. I argue, against the second proposal, that empirical evidence suggests that non-discursive representations are learned through perceptual learning, and directly inform category judgments. In each case, I point out extant debates for which the arguments are relevant. The upshot is that there is motivation for limited scope computationalism, in which some, but not all, mental processes operate on discursive mental representations. In this paper, I argue that visual attention is cognitively penetrated by intention. I present a detailed account of attention and its neural basis, drawing on a recent computational model of neural modulation during attention: divisive normalization. I argue that intention shifts computations during divisive normalization. The epistemic consequences of attentional bias are discussed.

The present paper investigates the first step of rational belief acquisition. It, thus, focuses on justificatory relations between perceptual experiences and perceptual beliefs, and between their contents, respectively. In particular, the paper aims at outlining how it is possible to reason from the content of perceptual experiences to the content of perceptual beliefs. The paper thereby approaches this aim by combining a formal epistemology perspective with an eye towards recent advances in philosophy of cognition. There has been a recent surge in interest in two questions concerning the nature of perceptual experience; viz. the question of whether perceptual experience is sometimes cognitively penetrated and that of whether high-level properties are presented in perceptual experience. Only rarely have thinkers been concerned with the question of whether the two phenomena are interestingly related. Here we argue that the two phenomena are not related in any interesting way. We argue further that this lack of an interesting connection between (...) the two phenomena has potentially devastating consequences for naïve realism. Finally, we consider the possibility of a disunified view of experience that takes perceptual experience to be a matter of both being directly perceptually related to mind-independent objects and property instances as well as consciously representing these entities. Philosophy, scientific psychology, and common sense all distinguish perception from cognition. While there is little agreement about how the perception–cognition boundary ought to be drawn, one prominent idea is that perceptual states are dependent on a stimulus, or stimulus-dependent, in a way that cognitive states are not. This paper seeks to develop this idea in a way that can accommodate two apparent counterexamples: hallucinations, which are prima facie perceptual yet stimulus-independent; and demonstrative thoughts, which are prima facie cognitive yet stimulus-dependent. (...) The payoff is not only a specific proposal for marking the perception–cognition boundary, but also a deeper understanding of the natures of hallucination and demonstrative thought. (shrink)

I reply to comments by David Miguel Gray and Grant Gillett concerning my paper, ‘The Generality Constraint and the Structure of Thought’.

Is vision informationally encapsulated from cognition or is it cognitively penetrated? I shall argue that intentions penetrate vision in the experience of visual spatial constancy: the world appears to be spatially stable despite our frequent eye movements. I explicate the nature of this experience and critically examine and extend current neurobiological accounts of spatial constancy, emphasizing the central role of motor signals in computing such constancy. I then provide a stringent condition for failure of informational encapsulation that emphasizes a computational (...) condition for cognitive penetration: cognition must serve as an informational resource for visual computation. This requires proposals regarding semantic information transfer, a crucial issue in any model of informational encapsulation. I then argue that intention provides an informational resource for computation of visual spatial constancy. Hence, intention penetrates vision. (shrink)

Suppose you have recently gained a disposition for recognizing a high-level kind property, like the property of being a wren. Wrens might look different to you now. According to the Phenomenal Contrast Argument, such cases of perceptual learning show that the contents of perception can include high-level kind properties such as the property of being a wren. I detail an alternative explanation for the different look of the wren: a shift in one’s attentional pattern onto other low-level properties. Philosophers have (...) alluded to this alternative before, but I provide a comprehensive account of the view, show how my account significantly differs from past claims, and offer a novel argument for the view. Finally, I show that my account puts us in a position to provide a new objection to the Phenomenal Contrast Argument. (shrink)

This paper considers an orectic penetration hypothesis which says that desires and desire-like states may influence perceptual experience in a non-externally mediated way. This hypothesis is clarified with a definition, which serves further to distinguish the interesting target phenomenon from trivial and non-genuine instances of desire-influenced perception. Orectic penetration is an interesting possible case of the cognitive penetrability of perceptual experience. The orectic penetration hypothesis is thus incompatible with the more common thesis that perception is cognitively impenetrable. It is of (...) importance to issues in the philosophy of mind and cognitive science, epistemology, and general philosophy of science. The plausibility of orectic perception can be motivated by some classic experimental studies, and some new experimental research inspired by those same studies. The general suggestion is that orectic penetration thus defined, and evidenced by the relevant studies, cannot be deflected by the standard strategies of the cognitive impenetrability theorist. Expertise is a cognitive achievement that clearly involves experience and learning, and often requires explicit, time-consuming training specific to the relevant domain. It is also intuitive that this kind of achievement is, in a rich sense, genuinely perceptual. Many experts—be they radiologists, bird watchers, or fingerprint examiners—are better perceivers in the domain(s) of their expertise. The goal of this paper is to motivate three related claims, by substantial appeal to recent empirical research on perceptual expertise: Perceptual expertise is genuinely perceptual (...) and genuinely cognitive, and this phenomenon reveals how we can become epistemically better perceivers. These claims are defended against sceptical opponents that deny significant top-down or cognitive effects on perception, and opponents who maintain that any such effects on perception are epistemically pernicious. There are good, even if inconclusive, reasons to think that cognitive penetration of perception occurs: that cognitive states like belief causally affect, in a relatively direct way, the contents of perceptual experience. The supposed importance of – indeed as it is suggested here, what is definitive of – this possible phenomenon is that it would result in important epistemic and scientific consequences. One interesting and intuitive consequence entirely unremarked in the extant literature concerns the perception of art. Intuition has it (...) that knowledge about art changes how one aesthetically evaluates artworks. A profound explanation of this intuitive fact is that perceptual experiences vary with artistic expertise. Cognitive penetration provides an explanatory mechanism for this latter effect. What one knows or otherwise thinks about art may affect, in one of two ways sketched below, how one perceives art. Differences in aesthetic evaluation may follow, either because high-level aesthetic properties can be perceptually represented or because they causally depend on low-level perceptible properties. All of this lends credence to the hypothesis that the expert better judges art because she better perceives art. And she better perceives art because she better knows art. (shrink)

Perception is typically distinguished from cognition. For example, seeing is importantly different from believing. And while what one sees clearly influences what one thinks, it is debatable whether what one believes and otherwise thinks can influence, in some direct and non-trivial way, what one sees. The latter possible relation is the cognitive penetration of perception. Cognitive penetration, if it occurs, has implications for philosophy of science, epistemology, philosophy of mind, and cognitive science. This paper offers an analysis of the phenomenon, (...) its theoretical consequences, and a variety of experimental results and possible interpretations of them. Amongst philosophers and cognitive scientists, modularity remains a popular choice for an architecture of the human mind, primarily because of the supposed explanatory value of this approach. Modular architectures can vary both with respect to the strength of the notion of modularity and the scope of the modularity of mind. We propose a dilemma for modular architectures, no matter how these architectures vary along these two dimensions. First, if a modular architecture commits to the informational encapsulation of modules, as it (...) is the case for modularity theories of perception, then modules are on this account impenetrable. However, we argue that there are genuine cases of the cognitive penetrability of perception and that these cases challenge any strong, encapsulated modular architecture of perception. Second, many recent massive modularity theories weaken the strength of the notion of module, while broadening the scope of modularity. These theories do not require any robust informational encapsulation, and thus avoid the incompatibility with cognitive penetrability. However, the weakened commitment to informational encapsulation greatly weakens the explanatory force of the theory and, ultimately, is conceptually at odds with the core of modularity. (shrink)

Zenon Pylyshyn argues that cognitively driven attentional effects do not amount to cognitive penetration of early vision because such effects occur either before or after early vision. Critics object that in fact such effects occur at all levels of perceptual processing. We argue that Pylyshyn’s claim is correct—but not for the reason he emphasizes. Even if his critics are correct that attentional effects are not external to early vision, these effects do not satisfy Pylyshyn’s requirements that the effects be direct (...) and exhibit semantic coherence. In addition, we distinguish our defense from those found in recent work by Raftopoulos and by Firestone and Scholl, argue that attention should not be assimilated to expectation, and discuss alternative characterizations of cognitive penetrability, advocating a kind of pluralism. In this paper I offer a theory of what makes certain influences on visual experiences by prior mental states (including desires, beliefs, moods, and fears) reduce the justificatory force of those experiences. The main idea is that experiences, like beliefs, can have rationally assessable etiologies, and when those etiologies are irrational, the experiences are epistemically downgraded.

In this paper I argue that it's possible that the contents of some visual experiences are influenced by the subject's prior beliefs, hopes, suspicions, desires, fears or other mental states, and that this possibility places constraints on the theory of perceptual justification that 'dogmatism' or 'phenomenal conservativism' cannot respect.

This is an excerpt of a report that highlights and explores five questions that arose from the Network for Sensory Research workshop on perceptual learning and perceptual recognition at the University of York in March, 2012. This portion of the report explores the question: What is perceptual learning?

Does the scope of beliefs that people can form on the basis of perception remain fixed, or can it be amplified with learning? The answer to this question is important for our understanding of why and when we ought to trust experts, and also for assessing the plausibility of epistemic foundationalism. The empirical study of perceptual expertise suggests that experts can indeed enrich their perceptual experiences through learning. Yet this does not settle the epistemic status of their beliefs. One might (...) hold that the background knowledge of experts is the cause of their enriched perceptual experience – what is known as cognitive permeation – and so their subsequent beliefs are only mediately justified because they are epistemically dependent on this background knowledge. I argue against this view. Perceptual expertise is not the result of cognitive permeation but is rather the result of perceptual learning, and perceptual learning does not involve cognition in a way that entails cognitive permeation. Perceptual expertise thus provides a means of widening the scope of the immediately justified beliefs that experts can form. (shrink)

Although the study of visual perception has made more progress in the past 40 years than any other area of cognitive science, there remain major disagreements as to how closely vision is tied to general cognition. This paper sets out some of the arguments for both sides and defends the position that an important part of visual perception, which may be called early vision or just vision, is prohibited from accessing relevant expectations, knowledge and utilities - in other words it (...) is cognitively impenetrable. That part of vision is complex and articulated and provides a representation of the 3-D surfaces of objects sufficient to serve as an index into memory, with somewhat different outputs being made available to other systems such as those dealing with motor control. The paper also addresses certain conceptual and methodological issues, including the use of signal detection theory and event-related potentials to assess cognitive penetration of vision. A distinction is made among several stages in visual processing. These include, in addition to the inflexible early-vision stage, a pre-perceptual attention allocation stage and a post-perceptual evaluation, memory-accessing, and inference stage which provide several different highly constrained ways in which cognition can affect the outcome of visual perception. The paper discusses arguments that have been presented in both computer vision and psychology showing that vision is "intelligent" and involves elements of problem solving". It is suggested that these cases do not show cognitive penetration, but rather they show that certain natural constraints on interpretation, concerned primarily with optical and geometrical properties of the world, have been compiled into the visual system. Can the phenomenal character of perceptual experience be altered by the states of one's cognitive system, for example, one's thoughts or beliefs? If one thinks that this can happen then one thinks that there can be cognitive penetration of perceptual experience; otherwise, one thinks that perceptual experience is cognitively impenetrable. I claim that there is one alleged case of cognitive penetration that cannot be explained away by the standard strategies one can typically use to explain away alleged cases. The case (...) is one in which it seems subjects' beliefs about the typical colour of objects affects their colour experience. I propose a two-step mechanism of indirect cognitive penetration that explains how cognitive penetration may occur. I show that there is independent evidence that each step in this process can occur. I suspect that people who are opposed to the idea that perceptual experience is cognitively penetrable will be less opposed to the idea when they come to consider this indirect mechanism and that those who are generally sympathetic to the idea of cognitive penetrability will welcome the elucidation of this plausible mechanism. In the current literature, discussions of cognitive penetrability focus largely either on interpreting empirical evidence in ways that is relevant to the question of modularity :343–391, 1999; Wu Philos Stud 165:647–669, 2012; Macpherson Philos Phenomenol Res, 84:24–62, 2012) or in offering epistemological considerations regarding which properties are represented in perception :519–540, 2009, Noûs 46:201–222, 2011; Prinz Perceptual experience, Oxford University Press, Oxford, pp 434–460, 2006). In contrast to these debates, in this paper, I explore conceptual issues regarding how we ought (...) to understand the “cognitive” side of cognitive penetrability. I argue that it is only on its most narrow construal that a full-fledged defense of cognitive impenetrability has been forwarded. Specifically, I argue that the defenders of modularity have tacitly identified cognitive states with propositional states, and have thus only defended the idea that early perceptual systems are immune to the impacts of propositional knowledge. My aim then is to raise doubts about the identification of cognitive states with propositional ones. In particular, by focusing on skill, I will broaden the conceptual space for a greater number of states to have the potential to impact perceptual processing in a way that would constitute a genuine instance of cognitive penetrability. In recent years there has been renewed philosophical interest in the thesis that perceptual experience is cognitively penetrable, i.e., roughly, the view that the contents and/or character of a subject's perceptual experience can be modified by what a subject believes and desires. As has been widely noted, it is plausible that cognitive penetration has implications for perception's epistemic role. On the one hand, penetration could make agents insensitive to the world in a way which epistemically 'downgrades' their experience. On the (...) other hand, cognitive penetration may sometimes be epistemically beneficial by making agents more sensitive to the way the world is, i.e., by enabling them to see things that others cannot. For example, penetration could ground a 'high-level' view of perceptual content, according to which agents can have experiences as of 'complex' properties, e.g., natural kind and aesthetic properties. Relatedly, it could elucidate the view that agents can gain perceptual expertise by learning. A type of sophisticated perception which has hitherto received little attention in relation to cognitive penetration is ethical perception. In this paper I examine the significance of cognitive penetration for 'Perceptualist' views in ethics which appeal to a notion of 'ethical perception'. Although cognitive penetration could ground a literalist model of Ethical Perception according to which agents can have perceptual experiences of the instantiation of ethical properties, the results are otherwise somewhat mixed: cognitive penetrability does not support Perceptual Intuitionism, although it may provide some limited support for Virtue Ethics and Cornell Realism. However, as I stress, the significance of cognitive penetration for Perceptualism should not be overstated. (shrink)

This chapter critically assesses recent arguments that acquiring the ability to categorize an object as belonging to a certain high-level kind can cause the relevant kind property to be represented in visual phenomenal content. The first two arguments, developed respectively by Susanna Siegel (2010) and Tim Bayne (2009), employ an essentially phenomenological methodology. The third argument, developed by William Fish (2013), by contrast, is supported by an array of psychophysical and neuroscientific findings. I argue that while none of these arguments (...) ultimately proves successful, there is a substantial body of empirical evidence that information originating outside the visual system can nonetheless modulate the way an object’s low-level attributes visually appear. Visual phenomenal content, I show, is not only significantly influenced by crossmodal interactions between vision and other exteroceptive senses such as touch and audition, but also by interactions between vision and non-perceptual systems involved in motor planning and construction of the proprioceptive body-image. Philosophers of mind and cognitive scientists have recently taken renewed interest in cognitive penetration, in particular, in the cognitive penetration of perceptual experience. The question is whether cognitive states like belief influence perceptual experience in some important way. Since the possible phenomenon is an empirical one, the strategy for analysis has, predictably, proceeded as follows: define the phenomenon and then, definition in hand, interpret various psychological data. However, different theorists offer different and apparently inconsistent definitions. And so in addition to (...) the usual problems (e.g., definitions being challenged by counterexample), an important result is that different theorists apply their definitions and accordingly get conflicting answers to the question “Is this a genuine case of cognitive penetration?”. This hurdle to philosophical and scientific progress can be remedied, I argue, by returning attention to the alleged consequences of the possible phenomenon. There are three: theory-ladenness of perception in contexts of scientific theory choice, a threat to the general epistemic role of perception, and implications for mental architecture. Any attempt to characterize or define, and then empirically test for, cognitive penetration should be constrained by these consequences. This is a method for interpreting and acquiring experimental data in a way that is agreeable to both sides of the cognitive penetration debate. Put crudely, the question shifts to “Is this a cognitive-perceptual relation that results in (or constitutes) one or more of the relevant consequences?” In answering this question, relative to various data, it may turn out that there is no single unified phenomenon of cognitive penetration. But this should be no matter, since it is the consequences that are of central importance to philosophers and scientists alike. (shrink)
