Many philosophers believe that there is a fundamental distinction between knowing that something is the case and knowing how to do something. According to Gilbert Ryle, to whom the insight is credited, knowledge-how is an ability, which is in turn a complex of dispositions. Knowledge-that, on the other hand, is not an ability, or anything similar. Rather, knowledge-that is a relation between a thinker and a true proposition.

What does it mean to know how to do something? This book develops a comprehensive account of know-how, a crucial epistemic goal for all who care about getting things right, not only with respect to the facts, but also with respect to practice. It proposes a novel interpretation of the seminal work of Gilbert Ryle, according to which know-how is a competence, a complex ability to do well in an activity in virtue of guidance by an understanding of what it (...) takes to do so. This idea is developed into a full-fledged account, Rylean responsibilism, which understands know-how in terms of the normative guidance and responsible control of one's acts. Within the complex current debate about know-how, this view occupies a middle ground position between the intellectualist claim that know-how just is propositional or objectual knowledge and the anti-intellectualist claim that know-how just is ability. In genuine know-how, practical ability and guiding intellect are both necessary, but essentially intertwined. (shrink)

In this paper, I submit that it is the controlled part of skilled action, that is, that part of an action that accounts for the exact, nuanced ways in which a skilled performer modifies, adjusts and guides her performance for which an adequate, philosophical theory of skill must account. I will argue that neither Jason Stanley nor Hubert Dreyfus have an adequate account of control. Further, and perhaps surprisingly, I will argue that both Stanley and Dreyfus relinquish an account of (...) control for precisely the same reason: each reduce control to a passive, mechanistic, automatic process, which then prevents them from producing a substantive account of how controlled processes can be characterized by seemingly intelligent features and integrated with personal-level states. I will end by introducing three different kinds of control, which are constitutive of skilled action: strategic control, selective, top–down, automatic attention, and motor control. It will become clear that Dreyfus cannot account for any of these three kinds of control while Stanley has difficulty tackling the two latter kinds. (shrink)

An overview of the knowing-how debates over the last ten years.

I shall be mainly concerned with the question ‘What is personal propositional knowledge?’. This question is obviously quite narrowly focused, in three respects. In the first place, there is impersonal as well as personal knowledge. Second, a distinction is often drawn between propositional knowledge and practical knowledge. And third, as well as asking what knowledge is, it is also possible to ask whether and how knowledge of various kinds can be acquired: causal knowledge, a priori knowledge, moral knowledge, and so (...) on. I shall dwell briefly on each of these three points. First, there is the distinction between personal and impersonal knowledge – in other words, between the psychological concept of knowledge and the social one.1 We use the concept of knowledge to describe the cognitive condition of individuals; but we also use it to describe the progress of scientific and historical research. So for example we can speak or enquire about the state of knowledge in a particular field of biology or history. And if we do so, we are evidently not concerned with what anyone in particular knows about, say, the genetics of fruit flies or the career of Charlemagne, but rather with what the scientific or academic community knows. Needless to say, there is a close connection between personal and impersonal knowledge. But ‘It is known that p’ does not simply mean ‘Someone or other. (shrink)

The purpose of this paper is to raise some questions about the idea, which was first made prominent by Gilbert Ryle, and has remained associated with him ever since, that there are at least two types of knowledge (or to put it in a slightly different way, two types of states ascribed by knowledge ascriptions) identified, on the one hand, as the knowledge (or state) which is expressed in the ‘knowing that’ construction (sometimes called, for fairly obvious reasons, ‘propositional’ or (...) ‘factual’ knowledge) and, on the other, as the knowledge (or state) which is ascribed in the ‘knowing how’ construction (sometimes called ‘practical’ knowledge). This idea, which might be said to be Ryle's most lasting philosophical legacy, has, in some vague form, remained part of conventional wisdom in philosophy since he put it forward. My purpose here is fairly accurately described as ‘raising questions’, since both the criticisms of the received view (as I interpret it), and the positive alternative suggestions to be advanced, are, to some extent, tentative and exploratory. The aim is to assemble a broad range of evidence for the conclusion that we need to replace the standard account, to query especially what Ryle suggested as evidence for it, and to explore what seems to me to be the indicated replacement for it. In this paper I develop three different arguments against the thesis that knowledge-how is a kind of knowledge-that. Knowledge-that is widely thought to be subject to an anti-luck condition, a justified or warranted belief condition, and a belief condition, respectively. The arguments I give suggest that if either of these standard assumptions is correct then knowledge-how is not a kind of knowledge-that. In closing I identify a possible alternative to the standard Rylean and intellectualist accounts of knowledge-how. This alternative view (...) illustrates that even if the arguments given here succeed it might still be reasonable to hold that knowing how to do something is a matter of standing in an intentional relation to a proposition other than the knowledge-that relation. Intelligent activity requires the use of various intellectual skills. While these skills are connected to knowledge, they should not be identified with knowledge. There are realistic examples where the skills in question come apart from knowledge. That is, there are realistic cases of knowledge without skill, and of skill without knowledge. Whether a person is intelligent depends, in part, on whether they have these skills. Whether a particular action is intelligent depends, in part, on whether it was produced by an (...) exercise of skill. These claims promote a picture of intelligence that is in tension with a strongly intellectualist picture, though they are not in tension with a number of prominent claims recently made by intellectualists. Ryle’s account of practical knowing is much controverted. The paper seeks to place present disputations in a larger context and draw attention to the connection between Ryle’s preoccupations and Aristotle’s account of practical reason, practical intelligence, and the way in which human beings enter into the way of being and acting that Aristotle denominates ethos . Considering matters in this framework, the author finds inconclusive the arguments that Stanley and Williamson offer for seeing knowing how to as a special case (...) of knowing that. The paper then explores certain implications of the author’s position for the philosophy of mind and the grammatical analysis of constructions involving ‘know how to’. In recent years, a debate concerning the nature of knowing-how has emerged between intellectualists who claim that knowledge-how is reducible to knowledge-that and anti-intellectualists who claim that knowledge-how comprises a unique and irreducible knowledge category. The arguments between these two camps have clustered largely around two issues: intellectualists object to Gilbert Ryle's assertion that knowing-how is a kind of ability, and anti-intellectualists take issue with Jason Stanley and Timothy Williamson's positive, intellectualist account of knowing-how. Like most anti-intellectualists, in this paper (...) I will raise objections to Stanley and Williamson's account of knowing-how and also defend the claim that ability is necessary for knowing-how attributions. Unlike most discussions of knowing-how, however, I will return to more Rylean considerations in order to illustrate that any intellectualist account of knowing-how, not simply Stanley and Williamson's preferred variety, will fail because it will be unable to account for fundamental differences in the knowledge required to instantiate an ability and the knowledge involved in propositional thought. It has been claimed that the attempt to analyze know-how in terms of propositional knowledge over-intellectualizes the mind. Exploiting the methods of so-called “experimental philosophy”, we show that the charge of over-intellectualization is baseless. Contra neo-Ryleans, who analyze know-how in terms of ability, the concrete-case judgments of ordinary folk are most consistent with the view that there exists a set of correct necessary and sufficient conditions for know-how that does not invoke ability, but rather a certain sort of propositional knowledge. To the extent that one’s considered judgments agree with those of the folk (or to the extent that one is unwilling to contravene widespread judgments), this constitutes a strong prima facie case against neo-Ryleanism. Jason Stanley, an ‘intellectualist’ opponent of Ryle's, brings out this problem by arguing that Ryleans must treat ‘know’ as an ambiguous word and must distinguish knowledge proper from knowledge-how, which is ‘knowledge’ only so-called. I develop the challenge and show that underlying Ryle's distinction is a unified vision of knowledge as ‘a capacity to get things right’, covering both knowledge-how and knowledge-that. I show (...) how Ryle specifies the general notion into knowledge-how and knowledge-that and discuss the mutual interdependence exhibited by the two forms of knowledge. Ryle's positive view of knowledge, properly understood, emerges as an important, neglected, alternative which should be brought back into the ongoing conversation about practical and theoretical knowledge. In his most recent book, Stanley (2011b) defends his Intellectualist account of knowledge how. In Know How, Stanley produces the details of a propositionalist theory of intelligent action and also responds to several objections that have been forwarded to this account in the last decade. In this paper, I will focus specifically on one claim that Stanley makes in chapter one of his book: I will focus on Stanley’s claim that automatic mechanisms can be used by the intellectualist in order (...) to terminate Ryle’s regress. I will argue that this proposed solution to the regress, regardless of how propositions are individuated, cannot provide an adequate intellectualist account of skillful action. I should note that the solution to Ryle’s regress is central to the intellectualist agenda. If Stanley fails to stop the regress or stops the regress by appealing to nonpropositional knowledge, then his intellectualist project fails. (shrink)

You know that George W. Bush is the U.S. president, but you know how to ride a bicycle. What's the difference? According to intellectualists, not much: either knowing how to do something is a matter of knowing that something is the case or, at the very least, know-how requires a prior bit of theoretical knowledge. Anti-intellectualists deny this order of priority: either knowing-how and knowing-that are independent or, at the very least, knowing that something is the case requires a prior (...) bit of know-how. Much of the dispute centers on the relationship between knowing how to do something and having an ability to do it. If having an ability is necessary and sufficient for knowing-how, this is thought to provide comfort for anti-intellectualists. This paper traces the place of ability in the know-how/know-that debate from Ryle's seminal statement of anti-intellectualism through Stanley and Williamson's more recent defense of intellectualism. In the 1940s, Gilbert Ryle argued for anti-intellectualism about know how. More recently, new intellectualists have challenged the canonical status of Ryle's arguments, and in the ensuing debate Ryleans appear to be on their back foot. However, contributors on both sides of the debate tend to ignore or misconstrue Ryle's own positive account of know how. In this paper, I develop two aspects of Ryle's positive account that have been overlooked. For Ryle, S knows how to Φ iff (1) S (...) is able to reliably live up to the norms for Φ-ing, and (2) S Φ’s responsibly. In the first half of the paper, I argue that the two conditions rule out the various counter-examples to the simple ability view attributed to Ryle. In the second half of the paper, I argue that Ryle's second condition provides us with an account of warrant related to know how. (shrink)

Gilbert Ryle’s distinction between knowledge-how and knowledge-that emerged from his criticism of the “intellectualist legend” that to do something intelligently is “to do a bit of theory and then to do a bit of practice,” and became a philosophical commonplace in the second half of the last century. In this century Jason Stanley has attacked Ryle’s distinction, arguing that “knowing-how is a species of knowing-that,” and accusing Ryle of setting up a straw man in his critique of “intellectualism.” Examining the (...) use of the terms “intellectualism” and “anti-intellectualism” in the first half of the 20th century, in a wide-ranging debate in the social sciences as well as in philosophy, I show that Ryle was not criticizing a straw man, but a live historical position. In the context of this controversy, Ryle’s position represents a third way between “intellectualism” and “anti-intellectualism,” an option that has largely gone missing in the 21st century discussion. This argument illustrates how history can inform the history of philosophy, and how the history of philosophy can inform contemporary philosophical inquiry. (shrink)

Jason Stanley and Timothy Williamson have argued that there is no fundamental distinction between what Gilbert Ryle famously called 'knowing how' and 'knowing that', and that the former can be treated as a special kind of the latter. I will endeavour to show that sentences of the form 'a knows how to F' are ambiguous between a reading in which we ascribe knowledge-that to a and another in which we ascribe something to a which is irreducible to any kind of (...) knowledge-that and can most appropriately be characterized as an ability. The authors' attempt to reduce also the latter reading to an ascription of knowledge-that fails because it rests on an unexplained conception of practical modes of presentation. (shrink)

Is there a successful regress argument against intellectualism? In this article I defend the negative answer. I begin by defending Stanley and Williamson's (2001) critique of the contemplation regress against Noë (2005). I then identify a new argument – the employment regress – that is designed to succeed where the contemplation regress fails, and which I take to be the most basic and plausible form of a regress argument against intellectualism. However, I argue that the employment regress still fails. Drawing (...) on the previous discussion, I criticise further regress arguments given by Hetherington (2006) and Noë (2005). (shrink)

Discussions of Ryle’s regress argument against the “intellectualist legend” have largely focused on whether it is effective against a certain view about knowledge how, namely, the view that knowledge how is a species of propositional knowledge. This is understandable, as this is how Ryle himself framed the issue. Nevertheless, this focus has tended to obscure some different concerns which are no less pressing—either for Ryle or for us today. More specifically, I argue that a version of Ryle’s regress confronts any (...) view according to which the intelligence manifested in action must be inherited from purely inner mental causes. I recommend an alternative account of the metaphysics of intelligent action, which avoids this commitment. (shrink)

A significant argument for the claim that knowing-wh is knowing-that, implicit in much of the literature, including Stanley and Williamson (2001), is spelt out and challenged. The argument includes the assumption that a subject's state of knowing-wh is constituted by their involvement in a relation with an answer to a question. And it involves the assumption that answers to questions are propositions or facts. One of Lawrence Powers' counterexamples to the conjunction of these two assumptions is developed, responses to it (...) are rebutted, and the possibility of rejecting the second rather than the first of these assumptions is explored briefly. The distinction between knowing how to do something and knowing that something is the case is a piece of common sense. Still, it has been suggested that one of these concepts can be reduced to the other one. Intellectualists like Jason Stanley (2011) try to reduce know-how to propositional knowledge, while practicalists like Stephen Hetherington (2011) try to reduce propositional knowledge to know-how. I argue that both reductionist programs fail because they make the manifestations of the knowledge to be reduced (...) unintelligible. Contrary to both, I suggest that know-how and propositional knowledge are distinct, but conceptually interdependent. (shrink)

There is a certain emotion of repugnance which I, and I hope a good many would-be philosophers, feel when asked the conventional question, “If you are a philosopher, to what school of thought do you belong? Are you an Idealist or a Realist, a Platonist or a Hobbist, a Monist or a Pluralist?”.

Stanley and Williamson reject Ryle's knowing‐how/knowing‐that distinction charging that it obstructs our understanding of human action. Incorrectly interpreting the distinction to imply that knowledge‐how is non‐propositional, they object that Ryle's argument for it is unsound and linguistic theory contradicts it. I show that they (and their interlocutors) misconstrue the distinction and Ryle's argument. Consequently, their objections fail. On my reading, Ryle's distinction pertains to, not knowledge, but an explanatory gap between explicit and implicit content, and his argument for it is (...) sound. I defend the distinction's necessity in explaining human action and show that it propels a fruitful explanatory program. (shrink)

Gilbert Ryle and Maurice Merleau-Ponty each attempted to articulate a non-mechanistic concept of the body by stressing the importance of skill: skillful behavior constituting cognition in Ryle’s work, and the skill body constituting perception in Merleau-Ponty’s work. In this chapter, I turn to their cautions and insights. By drawing out the relation between these two seemingly unrelated theorists, I hope to show that together Ryle and Merleau-Ponty have much to offer philosophy today.
