According to a captivating picture, epistemic justification is essentially a matter of epistemic or evidential likelihood. While certain problems for this view are well known, it is motivated by a very natural thought—if justification can fall short of epistemic certainty, then what else could it possibly be? In this paper I shall develop an alternative way of thinking about epistemic justification. On this conception, the difference between justification and likelihood turns out to be akin to the more widely recognised difference (...) between ceteris paribus laws and brute statistical generalisations. I go on to discuss, in light of this suggestion, issues such as classical and lottery-driven scepticism as well as the lottery and preface paradoxes. (shrink)

The goal of this paper is to mark the transition from an anti-luck epistemology to an anti-risk epistemology, and to explain in the process how the latter has advantages over the former. We begin with an account of anti-luck epistemology and the modal account of luck that underpins it. Then we consider the close inter-relationships between luck and risk, and in the process set out the modal account of risk that is a natural extension of the modal account of luck. (...) Finally, we apply the modal account of risk to epistemology in order to develop an anti-risk epistemology, and then explore the merits of this proposal. In particular, it is shown that this account can avoid a theoretical lacuna in anti-luck epistemology, and there is a stronger theoretical motivation for anti-risk epistemology compared with anti-luck epistemology, especially when it comes to explaining why environmental epistemic luck is incompatible with knowledge. Tom Stoppard’s “Rosencrantz and Guildenstern Are Dead” opens with a puzzling scene in which the title characters are betting on coin throws and observe a seemingly astonishing run of 92 heads in a row. Guildenstern grows uneasy and proposes a number of unsettling explanations for what is occurring. Then, in a sudden change of heart, he appears to suggest that there is nothing surprising about what they are witnessing, and nothing that needs any explanation. He says ‘…each individual coin spun (...) individually is as likely to come down heads as tails and therefore should cause no surprise each time it does.’ In this article I argue that Guildenstern is right – there is nothing surprising about throwing 92 heads in a row. This book explores a question central to philosophy--namely, what does it take for a belief to be justified or rational? According to a widespread view, whether one has justification for believing a proposition is determined by how probable that proposition is, given one's evidence. In this book this view is rejected and replaced with another: in order for one to have justification for believing a proposition, one's evidence must normically support it--roughly, one's evidence must make the falsity of that proposition (...) abnormal in the sense of calling for special, independent explanation. This conception of justification bears upon a range of topics in epistemology and beyond. Ultimately, this way of looking at justification guides us to a new, unfamiliar picture of how we should respond to our evidence and manage our own fallibility. This picture is developed here. There are currently two robust traditions in philosophy dealing with doxastic attitudes: the tradition that is concerned primarily with all-or-nothing belief, and the tradition that is concerned primarily with degree of belief or credence. This paper concerns the relationship between belief and credence for a rational agent, and is directed at those who may have hoped that the notion of belief can either be reduced to credence or eliminated altogether when characterizing the norms governing ideally rational agents. It presents a (...) puzzle which lends support to two theses. First, that there is no formal reduction of a rational agent’s beliefs to her credences, because belief and credence are each responsive to different features of a body of evidence. Second, that if our traditional understanding of our practices of holding each other responsible is correct, then belief has a distinctive role to play, even for ideally rational agents, that cannot be played by credence. Thomas Kroedel argues that we can solve a version of the lottery paradox if we identify justified beliefs with permissible beliefs. Since permissions do not agglomerate, we might grant that someone could justifiably believe any ticket in a large and fair lottery is a loser without being permitted to believe that all the tickets will lose. I shall argue that Kroedel’s solution fails. While permissions do not agglomerate, we would have too many permissions if we characterized justified belief as sufficiently (...) probable belief. If we reject the idea that justified beliefs can be characterized as sufficiently probably beliefs, Kroedel’s solution is otiose because the paradox can be dissolved at the outset. (shrink)

Say that two goals are normatively coincident just in case one cannot aim for one goal without automatically aiming for the other. While knowledge and justification are distinct epistemic goals, with distinct achievement conditions, this paper begins from the suggestion that they are nevertheless normatively coincident—aiming for knowledge and aiming for justification are one and the same activity. A number of surprising consequences follow from this—both specific consequences about how we can ascribe knowledge and justification in lottery cases and more (...) general consequences about the nature of justification and the relationship between justification and evidential probability. The lottery paradox can be solved if epistemic justification is assumed to be a species of permissibility. Given this assumption, the starting point of the paradox can be formulated as the claim that, for each lottery ticket, I am permitted to believe that it will lose. This claim is ambiguous between two readings, depending on the scope of ‘permitted’. On one reading, the claim is false; on another, it is true, but, owing to the general failure of permissibility to agglomerate, (...) does not generate the paradox. The solution generalizes to formulations of the paradox in terms of rational acceptability and doxastic rationality. (shrink)

Adequate epistemic justification is best conceived as the appearance, over time, of knowledge to the subject. ‘Appearance’ is intended literally, not as a synonym for belief. It is argued through consideration of examples that this account gets the extension of ‘adequately justified belief’ at least roughly correct. A more theoretical reason is then offered to regard justification as the appearance of knowledge: If we have a knowledge norm for assertion, we do our best to comply with this norm when we (...) express as assertions only beliefs that appear to us to be knowledge. If we are doing our best, there is little point in further sanctions. So a norm of knowledge for assertion would lead to a secondary norm of justified belief as the appearance of knowledge, marking a point at which our assertions may be corrected but should not be blamed. What propositions are rational for one to believe? With what confidence is it rational for one to believe these propositions? Answering the first of these questions requires an epistemology of beliefs, answering the second an epistemology of degrees of belief.

Degrees of belief are familiar to all of us. Our confidence in the truth of some propositions is higher than our confidence in the truth of other propositions. We are pretty confident that our computers will boot when we push their power button, but we are much more confident that the sun will rise tomorrow. Degrees of belief formally represent the strength with which we believe the truth of various propositions. The higher an agent’s degree of belief for a particular (...) proposition, the higher her confidence in the truth of that proposition. For instance, Sophia’s degree of belief that it will be sunny in Vienna tomorrow might be .52, whereas her degree of belief that the train will leave on time might be .23. The precise meaning of these statements depends, of course, on the underlying theory of degrees of belief. These theories offer a formal tool to measure degrees of belief, to investigate the relations between various degrees of belief in different propositions, and to normatively evaluate degrees of belief. Jim buys a ticket in a million-ticket lottery. He knows it is a fair lottery, but, given the odds, he believes he will lose. When the winning ticket is chosen, it is not his. Did he know his ticket would lose? It seems that he did not. After all, if he knew his ticket would lose, why would he have bought it? Further, if he knew his ticket would lose, then, given that his ticket is no different in its chances (...) of winning from any other ticket, it seems that by parity of reasoning he should also know that every other ticket would lose. But of course he doesn’t know that; in fact, he knows that not every ticket will lose. (shrink)

In some lottery situations, the probability that your ticket's a loser can get very close to 1. Suppose, for instance, that yours is one of 20 million tickets, only one of which is a winner. Still, it seems that (1) You don't know yours is a loser and (2) You're in no position to flat-out assert that your ticket is a loser. "It's probably a loser," "It's all but certain that it's a loser," or even, "It's quite certain that it's (...) a loser" seem quite alright to say, but, it seems, you're in no position to declare simply, "It's a loser." (1) and (2) are closely related phenomena. In fact, I'll take it as a working hypothesis that the reason "It's a loser" is unassertable is that (a) You don't seem to know that your ticket's a loser, and (b) In flat-out asserting some proposition, you represent yourself as knowing it.1 This working hypothesis will enable me to address these two phenomena together, moving back and forth freely between them. I leave it to those who reject the hypothesis to sort out those considerations which properly apply to the issue of knowledge from those germane to that of assertability. Things are quite different when you report the results of last night's basketball game. Suppose your only source is your morning newspaper, which did not carry a story about the 1 game, but simply listed the score, "Knicks 83, at Bulls 95," under "Yesterday's Results." Now, it doesn't happen very frequently, but, as we all should suspect, newspapers do misreport scores from time to time. On several occasions, my paper has transposed a result, attributing to each team the score of its opponent. In fact, that your paper's got the present result wrong seems quite a bit more probable than that you've won the lottery of the above paragraph. Still, when asked, "Did the Bulls win yesterday?", "Probably" and "In all likelihood" seem quite unnecessary. "Yes, they did," seems just fine.. (shrink)

We report a series of experiments examining whether people ascribe knowledge for true beliefs based on probabilistic evidence. Participants were less likely to ascribe knowledge for beliefs based on probabilistic evidence than for beliefs based on perceptual evidence or testimony providing causal information. Denial of knowledge for beliefs based on probabilistic evidence did not arise because participants viewed such beliefs as unjustified, nor because such beliefs leave open the possibility of error. These findings rule out traditional philosophical accounts for why (...) probabilistic evidence does not produce knowledge. The experiments instead suggest that people deny knowledge because they distrust drawing conclusions about an individual based on reasoning about the population to which it belongs, a tendency previously identified by “judgment and decision making” researchers. In this article it is argued that the standard theoretical account of risk in the contemporary literature, which is cast along probabilistic lines, is flawed, in that it is unable to account for a particular kind of risk. In its place a modal account of risk is offered. Two applications of the modal account of risk are then explored. First, to epistemology, via the defence of an anti-risk condition on knowledge in place of the normal anti-luck condition. Second, to legal (...) theory, where it is shown that this account of risk can cast light on the debate regarding the extent to which a criminal justice system can countenance the possibility of wrongful convictions. The _Principle of Indifference_ was once regarded as a linchpin of probabilistic reasoning, but has now fallen into disrepute as a result of the so-called _problem of multiple of partitions_. In ‘Evidential symmetry and mushy credence’ Roger White suggests that we have been too quick to jettison this principle and argues that the problem of multiple partitions rests on a mistake. In this paper I will criticise White’s attempt to revive POI. In so doing, I will argue that what underlies (...) the problem of multiple partitions is a fundamental tension between POI and the very idea of _evidential incomparability_. (shrink)

We conducted five experiments that reveal some main contours of the folk epistemology of lotteries. The folk tend to think that you don't know that your lottery ticket lost, based on the long odds ("statistical cases"); by contrast, the folk tend to think that you do know that your lottery ticket lost, based on a news report ("testimonial cases"). We evaluate three previous explanations for why people deny knowledge in statistical cases: the justification account, the chance account, and the statistical (...) account. None of them seems to work. We then propose a new explanation of our own, the formulaic account, according to which some people deny knowledge in statistical cases due to formulaic expression. This paper surveys attempts in the recent literature to offer a modal condition on knowledge as a way of resolving the problem of scepticism. In particular, safety-based and sensitivity-based theories of knowledge are considered in detail, along with the anti-sceptical prospects of an explicitly anti-luck epistemology.

When is a belief or judgment justified? One might be forgiven for thinking the search for single answer to this question to be hopeless. The concept of justification is required to fulfil several tasks: to evaluate beliefs epistemically, to fill in the gap between truth and knowledge, to describe the virtuous organization of one’s beliefs, to describe the relationship between evidence and theory (and thus relate to confirmation and probabilification). While some of these may be held to overlap, the prospects (...) for fulfilling all may well seem poor. Furthermore the internalist requires that justification be an introspectible property of beliefs and a fundamental epistemic concept, while the externalist is often happy to ignore the concept altogether or at best regard it as an embarrassing add-on to their epistemology. In the light of this one might reasonably give up on justification altogether or adopt pluralist approach, denying that justification is any single property of beliefs of judgments. (shrink)

The lottery paradox has been discussed widely. The standard solution to the lottery paradox is that a ticket holder is justified in believing each ticket will lose but the ticket holder is also justified in believing not all of the tickets will lose. If the standard solution is true, then we get the paradoxical result that it is possible for a person to have a justified set of beliefs that she knows is inconsistent. In this paper, I argue that the (...) best solution to the paradox is that a ticket holder is not justified in believing any of the tickets are losers. My solution avoids the paradoxical result of the standard solution. The solution I defend has been hastily rejected by other philosophers because it appears to lead to skepticism. I defend my solution from the threat of skepticism and give two arguments in favor of my conclusion that the ticket holder in the original lottery case is not justified in believing that his ticket will lose. In this paper, we present the results of two surveys that investigate subjects’ judgments about what can be known or justifiably believed about lottery outcomes on the basis of statistical evidence, testimonial evidence, and “mixed” evidence, while considering possible anchoring and priming effects. We discuss these results in light of seven distinct hypotheses that capture various claims made by philosophers about lay people’s lottery judgments. We conclude by summarizing the main findings, pointing to future research, and comparing our findings to (...) recent studies by Turri and Friedman. (shrink)

Many have the intuition that the right response to the Lottery Paradox is to deny that one can justifiably believe of even a single lottery ticket that it will lose. The paper shows that from any theory of justification that solves the paradox in accordance with this intuition, a theory not of that kind can be derived that also solves the paradox but is more conducive to our epistemic goal than the former. This paper will articulate and defend a novel theory of epistemic justification; I characterize my view as the thesis that justification is potential knowledge . My project is an instance of the ‘knowledge-first’ programme, championed especially by Timothy Williamson. So I begin with a brief recapitulation of that programme.

The Lottery Paradox and the Preface Paradox both involve the thesis that high probability is sufficient for rational acceptability. The standard solution to these paradoxes denies that rational acceptability is deductively closed. This solution has a number of untoward consequences. The present paper suggests that a better solution to the paradoxes is to replace the thesis that high probability suffices for rational acceptability with a somewhat stricter thesis. This avoids the untoward consequences of the standard solution.
