John Campbell investigates how consciousness of the world explains our ability to think about the world; how our ability to think about objects we can see depends on our capacity for conscious visual attention to those things. He illuminates classical problems about thought, reference, and experience by looking at the underlying psychological mechanisms on which conscious attention depends.

Although the study of visual perception has made more progress in the past 40 years than any other area of cognitive science, there remain major disagreements as to how closely vision is tied to general cognition. This paper sets out some of the arguments for both sides and defends the position that an important part of visual perception, which may be called early vision or just vision, is prohibited from accessing relevant expectations, knowledge and utilities - in other words it (...) is cognitively impenetrable. That part of vision is complex and articulated and provides a representation of the 3-D surfaces of objects sufficient to serve as an index into memory, with somewhat different outputs being made available to other systems such as those dealing with motor control. The paper also addresses certain conceptual and methodological issues, including the use of signal detection theory and event-related potentials to assess cognitive penetration of vision. A distinction is made among several stages in visual processing. These include, in addition to the inflexible early-vision stage, a pre-perceptual attention allocation stage and a post-perceptual evaluation, memory-accessing, and inference stage which provide several different highly constrained ways in which cognition can affect the outcome of visual perception. The paper discusses arguments that have been presented in both computer vision and psychology showing that vision is "intelligent" and involves elements of problem solving". It is suggested that these cases do not show cognitive penetration, but rather they show that certain natural constraints on interpretation, concerned primarily with optical and geometrical properties of the world, have been compiled into the visual system. Can the phenomenal character of perceptual experience be altered by the states of one's cognitive system, for example, one's thoughts or beliefs? If one thinks that this can happen then one thinks that there can be cognitive penetration of perceptual experience; otherwise, one thinks that perceptual experience is cognitively impenetrable. I claim that there is one alleged case of cognitive penetration that cannot be explained away by the standard strategies one can typically use to explain away alleged cases. The case (...) is one in which it seems subjects' beliefs about the typical colour of objects affects their colour experience. I propose a two-step mechanism of indirect cognitive penetration that explains how cognitive penetration may occur. I show that there is independent evidence that each step in this process can occur. I suspect that people who are opposed to the idea that perceptual experience is cognitively penetrable will be less opposed to the idea when they come to consider this indirect mechanism and that those who are generally sympathetic to the idea of cognitive penetrability will welcome the elucidation of this plausible mechanism. Perception is typically distinguished from cognition. For example, seeing is importantly different from believing. And while what one sees clearly influences what one thinks, it is debatable whether what one believes and otherwise thinks can influence, in some direct and non-trivial way, what one sees. The latter possible relation is the cognitive penetration of perception. Cognitive penetration, if it occurs, has implications for philosophy of science, epistemology, philosophy of mind, and cognitive science. This paper offers an analysis of the phenomenon, (...) its theoretical consequences, and a variety of experimental results and possible interpretations of them. Much of recent philosophy of perception is oriented towards accounting for the phenomenal character of perception—what it is like to perceive—in a non-mentalistic way—that is, without appealing to mental objects or mental qualities. In opposition to such views, I claim that the phenomenal character of perception of a red round object cannot be explained by or reduced to direct awareness of the object, its redness and roundness—or representation of such objects and qualities. Qualities of perception that are not captured by (...) what one is directly aware of or by representational content are instances of what Gilbert Harman has called “mental paint” (Block, 1990; Harman, 1990). The claim of this paper is that empirical facts about attention point in the direction of mental paint. The argument starts with the claim (later modified) that when one moves one's attention around a scene while keeping one's eyes fixed, the phenomenology of perception can change in ways that do not reflect which qualities of objects one is directly aware of or the way the world is represented to be. These changes in the phenomenology of perception cannot be accounted for in terms of awareness of or representation of the focus of attention because they manifest themselves in experience as differences in apparent contrast, apparent color saturation, apparent size, apparent speed, apparent time of occurrence and other appearances. There is a way of coping with these phenomena in terms of vague contents, but vague contents cannot save direct realism or representationism because the kind of vagueness required clashes wth the phenomenology itself. The doctrine that the character of our perceptual knowledge is plastic, and can vary substantially with the theories embraced by the perceiver, has been criticized in a recent paper by Fodor. His arguments are based on certain experimental facts and theoretical approaches in cognitive psychology. My aim in this paper is threefold: to show that Fodor's views on the impenetrability of perceptual processing do not secure a theory-neutral foundation for knowledge; to show that his views on impenetrability are almost certainly (...) false; and to provide some additional arguments for, and illustrations of, the theoretical character of all observation judgments. In this paper, I argue that visual attention is cognitively penetrated by intention. I present a detailed account of attention and its neural basis, drawing on a recent computational model of neural modulation during attention: divisive normalization. I argue that intention shifts computations during divisive normalization. The epistemic consequences of attentional bias are discussed.

The goal of perceptual systems is to allow organisms to adaptively respond to ecologically relevant stimuli. Because all perceptual inputs are ambiguous, perception needs to rely on prior knowledge accumulated over evolutionary and developmental time to turn sensory energy into information useful for guiding behavior. It remains controversial whether the guidance of perception extends to cognitive states or is locked up in a “cognitively impenetrable” part of perception. I argue that expectations, knowledge, and task demands can shape perception at multiple (...) levels, leaving no part untouched. The position advocated here is broadly consistent with the notion that perceptual systems strive to minimize prediction error en route to globally optimal solutions :181–204, 2013). On this view, penetrability should be expected whenever constraining lower-level processes by higher level knowledge is minimizes global prediction error. Just as Fodor feared cognitive penetration of perception threatens theory-neutral observation and the distinction between observation and inference. However, because theories themselves are constrained by the task of minimizing prediction error, theory-laden observation turns out to be superior to theory-free observation in turning sensory energy into useful information. If our experiences are cognitively penetrable, they can be influenced by our antecedent expectations, beliefs, or other cognitive states. Theorists such as Churchland, Fodor, Macpherson, and Siegel have debated whether and how our cognitive states might influence our perceptual experiences, as well as how any such influences might affect the ability of our experiences to justify our beliefs about the external world. It is generally accepted that there is something special about reasoning by using mental images. The question of how it is special, however, has never been satisfactorily spelled out, despite more than thirty years of research in the post-behaviorist tradition. This article considers some of the general motivation for the assumption that entertaining mental images involves inspecting a picture-like object. It sets out a distinction between phenomena attributable to the nature of mind to what is called the cognitive architecture, and (...) ones that are attributable to tacit knowledge used to simulate what would happen in a visual situation. With this distinction in mind, the paper then considers in detail the widely held assumption that in some important sense images are spatially displayed or are depictive, and that examining images uses the same mechanisms that are deployed in visual perception. I argue that the assumption of the spatial or depictive nature of images is only explanatory if taken literally, as a claim about how images are physically instantiated in the brain, and that the literal view fails for a number of empirical reasons – for example, because of the cognitive penetrability of the phenomena cited in its favor. Similarly, while it is arguably the case that imagery and vision involve some of the same mechanisms, this tells us very little about the nature of mental imagery and does not support claims about the pictorial nature of mental images. Finally, I consider whether recent neuroscience evidence clarifies the debate over the nature of mental images. I claim that when such questions as whether images are depictive or spatial are formulated more clearly, the evidence does not provide support for the picture-theory over a symbol-structure theory of mental imagery. Even if all the empirical claims were true, they do not warrant the conclusion that many people have drawn from them: that mental images are depictive or are displayed in some (possibly cortical) space. Such a conclusion is incompatible with what is known about how images function in thought. We are then left with the provisional counterintuitive conclusion that the available evidence does not support rejection of what I call the “null hypothesis”; namely, that reasoning with mental images involves the same form of representation and the same processes as that of reasoning in general, except that the content or subject matter of thoughts experienced as images includes information about how things would look. According to the cognitive penetrability hypothesis, our beliefs, desires, and possibly our emotions literally affect how we see the world. This book elucidates the nature of the cognitive penetrability and impenetrability hypotheses, assesses their plausibility, and explores their philosophical consequences. It connects the topic's multiple strands (the psychological findings, computationalist background, epistemological consequences of cognitive architecture, and recent philosophical developments) at a time when the outcome of many philosophical debates depends on knowing whether and how cognitive states can influence perception. (...) All sixteen chapters were written especially for the book. The first chapters provide methodological and conceptual clarification of the topic and give an account of the relations between penetrability, encapsulation, modularity, and cross-modal interactions in perception. Assessments of psychological and neuroscientific evidence for cognitive penetration are given by several chapters. Most of the contributions analyse the impact of cognitive penetrability and impenetrability on specific philosophical topics: high-level perceptual contents, the epistemological consequences of penetration, nonconceptual content, the phenomenology of late perception, metacognitive feelings, and action. The book includes a comprehensive introduction which explains the history of the debate, its key technical concepts (informational encapsulation, early and late vision, the perception-cognition distinction, hard-wired perceptual processing, perceptual learning, theory-ladenness), and the debate's relevance to current topics in the philosophy of mind and perception, epistemology, and philosophy of psychology. Does perceptual consciousness require cognitive access? Ned Block argues that it does not. Central to his case are visual memory experiments that employ post-stimulus cueing—in particular, Sperling's classic partial report studies, change-detection work by Lamme and colleagues, and a recent paper by Bronfman and colleagues that exploits our perception of ‘gist’ properties. We argue contra Block that these experiments do not support his claim. Our reinterpretations differ from previous critics' in challenging as well a longstanding and common view of visual (...) memory as involving declining capacity across a series of stores. We conclude by discussing the relation of probabilistic perceptual representations and phenomenal consciousness. (shrink)

The twelve specially written essays in this volume investigate the neglected topic of mental action, and show its importance for the metaphysics, epistemology, and phenomenology of mind. The essays investigate what mental actions are, how we are aware of them, and what is the relationship between mental and physical action.

Drawing on the empirical premise that attention makes objects look more intense, Ned Block has argued for mental paint, a phenomenal residue that cannot be reduced to what is perceived or represented. If sound, Block's argument would undermine direct realism and representationism, two widely held views about the nature of conscious perception. We argue that Block's argument fails because the empirical premise it is based upon is false. Attending to an object alters its salience, but not its perceived intensity. We (...) also argue that salience should be equated with mental primer, a close cousin of mental paint that reintroduces difficulties for direct realism and representationism. The upshot is that direct realism and representationism are still in trouble, but not for the reason that Block thinks. (shrink)

Philosophers of mind and cognitive scientists have recently taken renewed interest in cognitive penetration, in particular, in the cognitive penetration of perceptual experience. The question is whether cognitive states like belief influence perceptual experience in some important way. Since the possible phenomenon is an empirical one, the strategy for analysis has, predictably, proceeded as follows: define the phenomenon and then, definition in hand, interpret various psychological data. However, different theorists offer different and apparently inconsistent definitions. And so in addition to (...) the usual problems (e.g., definitions being challenged by counterexample), an important result is that different theorists apply their definitions and accordingly get conflicting answers to the question “Is this a genuine case of cognitive penetration?”. This hurdle to philosophical and scientific progress can be remedied, I argue, by returning attention to the alleged consequences of the possible phenomenon. There are three: theory-ladenness of perception in contexts of scientific theory choice, a threat to the general epistemic role of perception, and implications for mental architecture. Any attempt to characterize or define, and then empirically test for, cognitive penetration should be constrained by these consequences. This is a method for interpreting and acquiring experimental data in a way that is agreeable to both sides of the cognitive penetration debate. Put crudely, the question shifts to “Is this a cognitive-perceptual relation that results in (or constitutes) one or more of the relevant consequences?” In answering this question, relative to various data, it may turn out that there is no single unified phenomenon of cognitive penetration. But this should be no matter, since it is the consequences that are of central importance to philosophers and scientists alike. (shrink)

The main aim of Lupyan’s paper is to claim that perception is cognitively penetrated and that this is consistent with the idea of perception as predictive coding. In these remarks I will focus on what Lupyan says about whether perception is cognitively penetrated, and set aside his remarks about epistemology. I have argued (2012) that perception can be cognitively penetrated and so I am sympathetic to Lupyan’s overall aim of showing that perception is cognitively penetrable. However, I will be critical (...) of some of Lupyan’s reasoning in arguing for this position. I will also call for clarification of that reasoning. First, I will discuss what is meant by cognitive penetration and, in light of this, the sort of evidence that can be used to establish its existence. Second, I will question whether Lupyan establishes that all cases of cross-modal effects are cases of cognitive penetration. In doing so, I will suggest a form of cognitive penetration that has heretofore not been posited, and give an example of how one might test for its existence. Third, I will question whether Lupyan puts forward convincing evidence that categorical knowledge and language affect perception in a way that conclusively shows that cognitive penetration occurs. Fourth, I will closely examine Lupyan’s reply to the argument against cognitive penetration from illusion. I show that his reply is not adequate and that he misses a more straightforward reply that one could give. Fifth, I briefly concur with the remarks that Lupyan makes about the role of attention with respect to cognitive penetration. And finally, sixth, I spell out exactly what I think the relationship is between the thesis that predictive coding is the correct model of perception and the thesis that there is cognitive penetration. It has recently become popular to suggest that cognition can be explained as a process of Bayesian prediction error minimization. Some advocates of this view propose that attention should be understood as the optimization of expected precisions in the prediction-error signal (Clark, 2013, 2016; Feldman & Friston, 2010; Hohwy, 2012, 2013). This proposal successfully accounts for several attention-related phenomena. We claim that it cannot account for all of them, since there are certain forms of voluntary attention that it cannot accommodate. (...) We therefore suggest that, although the theory of Bayesian prediction error minimization introduces some powerful tools for the explanation of mental phenomena, its advocates have been wrong to claim that Bayesian prediction error minimization is ‘all the brain ever does’. Fiona Macpherson (2012) argues that various experimental results provide strong evidence in favor of the cognitive penetration of perceptual color experience. Moreover, she proposes a mechanism for how such cognitive penetration occurs. We argue, first, that the results on which Macpherson relies do not provide strong grounds for her claim of cognitive penetrability; and, second, that, if the results do reflect cognitive penetrability, then time-course considerations raise worries for her proposed mechanism. To what extent are cognitive capacities, especially perceptual capacities, informationally encapsulated and to what extent are they cognitively penetrable? And why does this matter? Two reasons we care about encapsulation/penetrability are: (a) encapsulation is sometimes held to be definitional of modularity, and (b) penetrability has epistemological implications independent of modularity. I argue that modularity does not require encapsulation; that modularity may have epistemological implications independently of encapsulation; and that the epistemological implications of the cognitive penetrability of perception are messier than (...) is sometimes thought. Our ability to attend selectively to our surroundings - noticing things that matter, ignoring those that don't - is crucial if we are to negotiate the world around us. This is the first book in years to explore just how our attention can be influenced by time, and how our own perception of time can be influenced by what we attend to.

The target article claimed that although visual apprehension involves all of general cognition, a significant component of vision (referred to as early vision) works independently of cognition and yet is able to provide a surprisingly high level interpretation of visual inputs, roughly up to identifying general shape-classes. The commentators were largely sympathetic, but frequently disagreed on how to draw the boundary, on exactly what early vision delivers, on the role that attention plays, and on how to interpret the neurophysiological data (...) showing top-down effects. A significant number simply asserted that they were not willing to accept any distinction between vision and cognition, and a surprising number even felt that we could never tell for sure, so why bother? Among the topics covered was the relation of cognition and consciousness, the relation of early vision to other modules such as face recognition and language, and the role of natural constraints. Pylyshyn's effort in establishing the cognitive impenetrability of early vision is welcome. However, his view about the role of attention in early vision seems to be oversimplified. The allocation of focal attention manifests its effect among multiple stages in the early vision system, it is not just confined to the input and the output levels.
