ABSTRACTIn a series of articles, Asbjørn Steglich-Petersen and Nick Zangwill argue that, since propositional attitude ascription judgements do not behave like normative judgements in being subject to a priori normative supervenience and the Because Constraint, PAs cannot be constitutively normative.1 I argue that, for a specific version of normativism, according to which PAs are normative commitments, these arguments fail. To this end, I argue that commitments and obligations should be distinguished. There are many new philosophical queries about the moral status and rights of artificial intelligences; questions such as whether such entities can be considered as morally responsible entities and as having special rights. Recently, the contemporary philosophy of mind philosopher, Eric Schwitzgebel, has tried to defend the possibility of equal rights of AIs and human beings (in an imaginary future), by designing a new argument (2015). In this paper, after an introduction, the author reviews and analyzes the main argument and (...) then deals with four criticisms witch Schwitzgebel himself has presented and rejected and ultimately, the author presents and explains two new critiques against the argument. According to the writer, though the argument regarding his new criticisms and some other probable critiques is not convincing, or at least needs to be corrected, however, it holds appeal and raises questions and may open a new horizon for future questions and research. Artifacts are ubiquitous and influential in our world, but their nature and existence are controversial. Several theories have been proposed to explain the ontology of artifacts. Drawing on Popper's theory of three worlds, this paper suggests a metaphysics for artifacts along the line of a critical rationalist (CR) approach. This theory distinguishes between three realms of reality: the physical world (World 1), the mental world (World 2), and the world of objective knowledge (World 3). The paper argues that artifacts have (...) different ontological components that correspond to these three realms, and that each component is real and causal. The paper shows how this perspective can account for the intentional and functional aspects of artifacts, as well as their dependence on plans that influence different realms of reality. The paper explains how this pluralistic ontology, compared to the rival theories, enables one to explain the relevant ontological problems of artifacts. The paper also explores how this proposal can lead to a research program encompassing a broader range of technologies, such as social artifacts. In sum, the paper suggests that Popper's three worlds theory provides a rich and comprehensive framework for understanding the metaphysics of artifacts. (shrink)

Any adequate philosophy of technology needs to take a clear stance with regard to the limits of criticizability. While observing the canons of criticizability may appear to be simple, many philosophical approaches (whether towards technology or other topics) abandon comprehensive criticizability by adopting some forms of justificationist or essentialist epistemology. This paper aims to show that criticizability can only be upheld by subscribing to a non-justificationist epistemology and by acknowledging the propositions/standards dichotomy; failing to do so leads to undesirable epistemic (...) consequences. Development in all of its stages, from organizing the vision and strategy to implementing plans, requires policy-making. We show that the division of labor and specialization of sciences and some philosophical doctrines cause the emergence of technocracy in policies. Technocracy makes development not happen in the direction of public welfare. For this reason, for sustainable development, we need institutions, strategies, and philosophical contexts that provide a democratic ground for the possibility of criticizing and reforming policies.

Following Darcy’s concession in 1901, Britain began oil exploration in the southwest of Iran. In 1908, economic oil was discovered, and the Anglo- Persian Oil Company (APOC) was established. This company from its establishment was under the influence of the British Government, to extend that, Britain became its major shareholder in 1917 which continued until the nationalization of Iran’s oil in 1951. In the meantime, the concession and following agreements prepared an almost autonomous status for the company. Generally, Iran had (...) never been a British colony, however; this status had evidence of colonialism and let the company build the artificial environment in Iran’s southwestern, based on its attitudes and values, as well as hierarchical structure, racial-class segregation, and closed society, which experts consider it as a type of social engineering. According to this, the building formed by the company could manifest the upstream ideas, specifically in towns that were completely shaped by it. Therefore, Masjed Soleyman and Abadan, the two main company towns of the British-owned Anglo-Persian Oil Company, which were quite isolated from other parts of Iran, could be suitable platforms for displaying the company’s attitudes and values. Therefore, this research by interpretive-historical methodology, based on both primary and secondary sources from desk research and archival research, investigates the manifestation of the company’s attitudes and values in its quiet a half-century (1901-1951) building in Masjed Soleyman and Abadan, in five periods. These periods were shaped based on the most important happens including periods of exploration (1901-1908), formation (1908-1917), primary development (1917-1933), secondary development (1933-1939), and leading to the nationalization of oil (1939- 1951). In the first period, there is no evidence of architecture or urbanism, in the second and third periods, architecture, specifically bungalows appeared company values and in the fourth and fifth periods, urbanism especially, garden cities represented company values. The purpose of this paper is to shed some light on the Philosophical relationship between humanities and technology. It will be explained that most disciplines in humanities are Janus-faced: they are part science/knowledge and part technology. The thesis of the paper is that the relationship between the technological aspect of humanities and other technologies is positive and synergetic, while the relationship between their scientific aspect and technologies is almost entirely critical and negative. The argument of the paper is not that (...) the scientific aspect of humanities has nothing positive to offer to the development of technologies, but rather to clarify the nature of this assistance. Søren Kierkegaard, in his essay "The Present Age," takes a hostile stance towards the press. This is because he maintains that the press prepares the ground for the emergence of nihilism. Hubert Dreyfus extends this idea to other information technologies, especially the Internet. Since Kierkegaard-Dreyfus’ attitude towards various forms of information technology originates from philosophical anthropology and a particular conception of the meaning of life, assessing the viability of the attitude they hold requires further critical scrutiny. This paper aims to (...) show that, although, Kierkegaard’s and Dreyfus' insights are important in understanding the dangers of information technology their approach concerning the meaning of life and human identity is a one-sided analysis of the problem situation; In particular, their reliance on "Unconditional Commitment" could bring about new undesired consequences. This paper emphasizes that an appropriate stance towards information technology needs, among other things, a richer and more effective philosophical anthropology; one that by utilizing religious-moral wisdom in a sensible manner, provides an effective way to safely benefit from various types of technology without falling into the abyss of nihilism. The recent pandemic is a reminder of several important lessons from Popper's philosophy. My aim in this paper is to address some of these lessons. By making use of Popper's theory of three worlds, I explain how coronavirus has a far-reaching impact on the ecosystem of rationality, and how the viruses that threaten humans could also be a threat to the whole life on Earth. Applying the epistemological distinction between science and technology, I go on to explain the pivotal role (...) of science in preventing further crises. This, I argue, is done by putting technology in the sphere of rationality; through both criticizing technologies and inspiring the invention of clean technologies, and also technologies that serve us as alerting systems. I shall argue that critical rationalism helps us to understand the ‘pandemic problem situation’ in a more informed manner and thus helps us to find out about the vulnerable points of our ecosystem of rationality in a more efficient way. In the latter part of the paper, I shall develop the thesis that while during the recent pandemic, science did it best to warn us about its dangers, the policy-makers, who are technologists of a sort, in many countries did not take those warnings seriously. Even when the crisis turned into a global catastrophe, the three types of technologies (health-care, lock-down, and diagnosis and treatment) were not fully efficient in controlling the pandemic. Drawing on Popper’s ideas I shall argue that in the face of the current emergency, our best chance to improve our situation is to apply the method of piecemeal social engineering to alleviate people’s suffering. In his Empirical Stance, van Fraassen introduces a new version of empiricism and elaborates its relation with science and religion. van Fraassen's empirical stance, characterized by a negative attitude towards metaphysics, is to result in a coherent view alongside his new epistemology called voluntarism - a non-dogmatic approach to rationality. This paper aims to show that its coherency is unstable. Because traces of dogmatism still plague van Fraassen's account of empiricism, and attempts to eliminate them lead to critical rationalism, affecting (...) his encounter with metaphysics. Evolutionary epistemology seems to have difficulties with the realistic approach towards science. The present article suggests that, unlike the jusificationist approaches, critical rationalism, due to its distinctive conception of rationality, objectivity, and the role of truth in scientific activity, provides the required capacity for the compatibility of the realist perspective and evolutionary epistemology.

Essentialism is one of the common approaches in the philosophy of technology. Based on this approach, technology has an independent essence, and knowing technology requires knowing this essence. The present article aims to criticize essentialism in the philosophy of technology in the framework of critical rationalism. The paper argues that essentialism is inadequate because it leads to irrationalism and determinism and destroys any ground for reform and critical discussion about technology; instead, it recommends sudden and irrational changes. Secondly, it contains (...) some presuppositions and false doctrines about the evolution of technology and its relation to humans. We will also explain that essentialists’ recommendation to take refuge in art or hold a free relationship towards technology is inconclusive in facing technological inconveniences. Based on an epistemological approach, humanities and natural sciences are two completely different realms that are governed by different rules. From this position, it is usually concluded that these two should not interfere in each other's territory. This idea, which also has supporters in other categorizations such as science and theology, relies mainly on Wittgenstein's doctrines. The purpose of the article is to argue that such an approach ultimately leads to the isolation of different realms of knowledge. The cliché understanding of mass media is that they are tools and means to transmit news and expand communications whose function is to be informative, provide entertainment and promote ethical codes among people. This paper, mainly relying on the views and approaches of 'Heidegger' and 'Marx' about technology, aims to analyse the media and its relation with advertisement. This analysis has put under question the current common belief and shows that the advertisement industry implies a biased viewpoint toward the world, (...) which will bring about certain philosophical requirements and consequences. Through his phenomenological approach, Husserl criticized the situation of science and called it a crisis. He aimed to suggest a way out of this crisis by presenting a philosophical program. However, restoring philosophy to its ancient unifying situation, saving science from this crisis, and giving it a human face, requires, according to critical rationalism, to consider the objectivity and rationality of science. Ignoring these considerations puts science on an incorrect and inconvenient path. In this paper, we first examine the reasons for opposing metaphysics. While assessing these reasons, we intend to reach a plausible stance regarding the relationship between science and metaphysics and its role and importance in scientific activity. This paper examines how science and metaphysics interact in our theories about space and time. It is argued that scientific development affects philosophical thoughts about space and time. We first review the traditional arguments of substantivalists and relationists about space and time, especially those contained in the correspondence between Leibniz and Clarke. Then we show the mutual influence of science and metaphysics in the modern scientific era: for example, in neo-Newtonian structure, field theory, and special and general theories of relativity. (...) Bell introduces local beables in contrast to quantum mechanical observables. The present article emphasizes the importance and necessity of introducing local beables in quantum mechanics from the ontological and epistemological points of view. We argue that suggesting beables in the ontology of quantum mechanics is necessary to give an adequate account of its testability.

A large part of Richard Rorty’s works focus on criticizing the received view about philosophy. He argues, in his historical reconstruction of philosophical activity, that there has always been a misconception about philosophy in the history of philosophy. This misconception assumes that philosophy aims to grasp the ultimate knowledge, so it desperately engages in an attempt to achieve “truth”. In this view, which he calls representationalism and points to it by the metaphor of the mirror of nature, knowledge aims to (...) represent something out of mind, and the duty of philosophy is to put forward a theory about the representation. According to Rorty, based on this popular view philosophy is a foundational discipline that aims to evaluate epistemological claims of other disciplines. Rorty attempts to criticize and reject this Cartesian epistemological agenda for philosophy. Rorty’s approach to philosophy is therapeutic; that is, he tries to resolve philosophical problems rather than solve them. By adopting a historical method, Rorty seeks to show that “philosophy as epistemology” is a result of the dominance of what he calls the metaphor of the mirror of nature. From a critical rationalist perspective, the present article intends to critique Rorty’s views on epistemology. In this paper, Rorty’s historiographical approach is criticized in several ways. First, Rorty offers a one-sided and biased reconstruction of the history of philosophy to fit the abovementioned metaphor. Secondly, he treats history as rigid data from which it is possible to draw doctrinal conclusions. Whereas, as critical rationalists have said time and again, history by itself has no meaning. Moreover, Rorty’s justificationism is criticized. Rorty maintains that knowledge needs to be justified, and since it cannot be justified through representation, it must be justified by the consent of society. In other words, agreement in a group of people can provide an epistemic authority. Thus, both Rorty’s view and foundationalism, despite their differences, share justificationism in epistemology. That is, they both believe that knowledge needs to be justified. On the other hand, as critical rationalists have shown, justification in any shape and form, whether internal or external, is neither possible nor necessary. We also attempt to illustrate how Rorty’s epistemological approach results in confusion between epistemology and psychology; moreover, his epistemological behaviorism still suffers from some sort of justifications. In conclusion, Rorty expresses his criticism of epistemology with the metaphor of the mirror of nature. According to him, foundationalism is the result of the conflation of the Platonic conception of knowledge as something unchangeable, with the Cartesian mind that seeks certainty. However, his ignorance of the main crux of the matter in epistemology causes his own suggestion of epistemological behaviorism to suffer from the same problem, that is justificationism, which now appears in another form, i.e., social consensus. While, as critical rationalists repeated time and again, justification is neither possible nor necessary and not even desirable. They have shown that a non-justificationist approach to knowledge aimed at truth as a regulative idea could be a better approach. (shrink)

First, the article describes different views on the religious experience. Then it deals with Plato's view on beauty and love and their relationship. finally, demonstrating the divinity of Beauty in Plato, the article shows that if religious experience is an encounter of the experiencer with the divine being, or in religious term God, that manifests itself in (...) various forms, and that encounter is accompanied by a direct conscious of the divine being, then the experience of Beauty or love in Plato can be considered as a kind of religious experience. Seeking for Happiness in Islamic Philosophy and its goal, it can be seen a literal and unanimous answer in philosopher words which reflects combination of worldly(secular) and otherworldly(sacred) happiness that it can prepare temporal and eschatological happiness. But in a deeper investigation we can ask: what is the main purpose? mortal or final dimension of happiness? As a result of the text, it seems that from Al- Kendi to Al- Rāzī the otherworldly happiness is considered as a result of worldly (...) happiness. After Al- Farabi to Al- Tusi the flow of thinking tends to combine worldly and otherworldly happiness. After Al- Tusi and under the influence of him in Nasirian Ethics (Akhlaq-i Nasiri), the changed version of philosophical Islamic Ethics supports eschatological happiness and supposes the worldly happiness as a primary and elementary level which must be considered as healing of mortal life. Matching with this view, it seems that worldly happiness is Abolished, because it changes the balance between and worldly and otherworldly happiness, and also it week the social development instead of increasing individual happiness. The dissemination of information in times of crisis or emergency is distinctive since the affected individuals may take, process, and act on information differently. As the Centers for Disease Control and Prevention noted “the right message at the right time from the right person can save lives.” This study elaborates on the principles of crisis and emergency risk communication (CERC) in the realistic narrative, and notes that a successful CERC should be prompt, accurate, veracious, empathetic, respectful, and promote meaningful action. (...) Since pandemics are not only biomedical but also social, political, economic, and cultural incidents, critical communication in the time of a pandemic is of crucial significance. Hence, the Coronavirus (COVID-19) pandemic is assessed as a recent and important case study. This pandemic had four chief challenges; including that since the disease is caused by the novel SARS-CoV-2 virus the assumptions about the disease have been revised numerously and rapidly. In addition, the cumulative scale and scope of COVID-19 which is in excess of 627 million confirmed cases, and approximately 6.58 million deaths worldwide remained a strain. Another concern was the overwhelming uncertainty and evolving trajectory of the pandemic about how and when it ends or enters the endemic stage of the outbreak. Finally, the overabundance of amplification and dissemination of both accurate and inaccurate information led to an infodemic. Long before the COVID-19 pandemic, many individuals used the internet as an important resource for seeking health-related information. However, the infodemic and the other aforementioned challenges made distinguishing up-to-date accurate information a more arduous task, and CERC and pandemic-related communication are even more crucial. Hence, a multi-dimensional set of skills is required to overcome these challenges whether amidst or after the pandemic. Therefore, a multi-stakeholder approach towards an overarching and comprehensive metaliteracy that “provides an integrated and inclusive framework to cultivate critical thinking and proficiency in comprehending data, information, visuals and the media” is essential. This study recommends and elaborates on how to incorporate metaliteracy into crisis and risk communication at governmental, organizational, and individual levels. (shrink)

Then it explains Plato’s view on Beauty and love. Finally, comparing the two views, the article shows that the experience of Beauty or Platonic love can be considered the numinous experience. Owing to the escalating regional rivalries and the conventional arms race, Iran’s post-revolutionary hostilities towards the West, in addition to the crucial geopolitical and economic significance of the region, the complex Iranian nuclear crisis has made the global leaders to brood over the multilateral Iranian negotiations with the P5+1 and the International Atomic Energy Agency, which led to finalization and adoption of the Joint Comprehensive Plan of Action in 2015. The United Kingdom as a permanent member of the United Nations (...) Security Council, a nuclear state, the bridge to the Cross-Atlantic relations, in addition to its noted ‘special relationship’ with the United States, and having over two centuries of political ties with Iran has constantly played a crucial role in all stages of the negotiations and tightening the imposed embargoes. Indeed, ever since the 1979 Revolution the Anglo-Iranian relations have been volatile and have suffered from tension, instability, and upheavals; despite reconciliation in 1998 and some prominent diplomatic accomplishments in nuclear negotiations the sour relations had strained by several incidents in the past two decades. This study addresses the Anglo-Iranian relations and attempts to provide theoretical scrutiny of the UK foreign policy on the Iranian nuclear program and clarify the British approach through the lens of game theories with respect to neorealism, classical realism, neoclassical realism, and liberalism perspectives. From the animosity of the Cold War era, the rapprochement in 1972, normalization of relations in 1979, to rising China and the current trade war, the US-China relationship has emerged and been regarded as an important relationship in global politics, and distinctively significant in the shaping of world order. The United States, a fount of modern think tanks, is home to approximately 30% of the total in the world. These think tanks were gradually embedded into American politics and exercise undoubtedly (...) significant influence in the policymaking process, particularly foreign affairs. Hence, as an emerging global power, China has been the subject of US think tanks debate from different perspectives, such as economy, military, and foreign affairs. This study reviews the post-World War II US-China relations, addresses China’s economic and military rise, its territorial claims and provides policy options for balancing cooperation and conflict in each of these matters. Given that the assimilation of perspectives of American think tanks can foster comprehending the perception of the US regarding China’s rise and Washington-Beijing relations, this internet-mediated research based on foreign policy analysis with the principal focus on agency at institutional level takes a systematic approach to discuss China policy debates among the US think tanks. The objective is to offer an overall review of the China policy debate in the US over the past two decades, whereas the chief focus is dedicated to the perceptions of China in American think tanks about the concepts of “China collapse”, “China threat” and “China responsibilities”; furthermore, providing an assessment of the impact of think tanks on China’s most-favored-nation (MFN) treatment, the legislature on permanent normal trade relations (PNTR), and contemporary trade relations between the two countries. پژوهشگران پدیده تروریسم را از مواضع مختلفی ازجمله سیاسی، اقتصادی، روانشناختی، اجتماعی، فرهنگی و دینی مورد مطالعه قرار دادهاند. علیرغم وجود تعاریف متعدد و غیرواحدی از مفهوم تروریسم و تروریست بیان شده است که به طور کلی بیانگر دیدگاه ارائه دهنده آن است، اجماعی بر دسته بندی تروریسم یراساس نوع (مانند دولتی، مذهبی، پاتولوژیک، سایبری، نارکوتروریسم و بیوتروریسم)، مقیاس (داخلی و بین المللی)، انگیزه ها و اهداف آن وجود دارد. همچنین، ریشه ها و علل تروریسم می تواند منشا داخلی (مانند (...) شاخص های اجتماعی، اقتصادی، سیاسی و فرهنگی) و خارجی (مانند استعمار و پسااستعمار، درگیری های منطقه ای و دشمنی های تاریخی، دولت درمانده و مناطق بی قانون، و نفوذ فرهنگ و سبک زندگی بیگانه) داشته باشد. چنین زمینه هایی می توانند به عنوان علل اشتراکی در نظر گرفته شوند و صرفا بیانگر دلایل احتمالی تبدیل یک فرد به یک عضو بالقوه سازمانهای تروریستی است ولی بهندرت توضیحی درباره چگونگی جذب آن فرد به سازمان های تروریستی ارائه می کنند. از این رو، شناسایی علل ظهور تروریسم و عضویت افراد در سازمانهای تروریستی از اهمیت ویژهای به منظور مبارزه و جلوگیری از آن برخوردار است. با توجه به اینکه نسل اول رویکردهای روانشناختی به خشونت تروریستی اساسا از تئوری روانکاوی نشئت می گرفتند و دیگر توجیه کننده تروریسم مدرن نیستند، این پژوهش با رویکردی سیستماتیک مبنی بر روش پدیدارشناسی به ارزیابی دلایل اصلی تروریسم بهویژه از منظر اجتماعی و رفتاری می پردازد. هدف این پژوهش مطرح کردن و پاسخ دادن به سوالات کلیدی شامل دلایل افراد برای حمایت، عضویت، و ترک سازمان های تروریستی، مناسب بودن علم آسیب شناسی روانی برای درک و جلوگیری از تروریسم، و نقش ایدئولوژی، هویت و تعلق در رفتار تروریستی است. The phenomena of terrorism and other politically motivated violence have been assessed across different disciplines from political science and economics to theology and psychology. Whereas the definitions of the concepts of “terrorism” and “terrorist” are disputed and they rather reflect the perspectives of the defining entity, there is a common consensus that terrorism can be classified in terms of its type (such as state-sponsored, dissent, religious, pathological, narco-, cyber-, and bioterrorism), the scale (i.e. domestic vs. international), motives, and objectives. By (...) the same token, the roots and causes of terrorism can be enumerated as internal sources (such as social, economic, political, and cultural indicators) and external sources (such as colonialism and neocolonialism, regional conflicts and historical enmities, failed/failing states and lawless areas, and the penetration of foreign cultures and lifestyles). Although such grounds can be considered as the collective causes, they can merely address how one becomes a potential appropriate recruit for terrorist organizations. Hence, identifying the causes of terrorism is of paramount significance in order to both combat and most importantly prevent terrorism. Given that the first generation of psychological approaches to terrorist violence, chiefly drawing from psychoanalytic theory, has basically run its course, this study takes a systematic approach to evaluate the root causes of terrorism, particularly from social and behavioral perspectives, and attempts to address some key questions such as the progress of and reasons for individuals supporting, joining and leaving terrorist organizations, the relevance of psychopathology to comprehending and preventing terrorism, and the roles of ideology, identity, and belonging in terrorist behavior. Digitalization and the emergence of the Internet have resulted in escalating access to information and communication. Given the circumstances that soaring access to information amounts to the intensification of misinformation and disinformation, a set of critical skills to navigate and critically assess the information is necessary. This paper outlines the significance of these skills, and provides a perspective on metaliteracy as a supplement to media and information literacy, and argues that the ability to conceptualize, access, comprehend, analyze, and use information (...) is crucial in achieving inclusive, pluralistic, and participatory knowledge societies. Issues including the immigration flows, increased diversity of the society, and alienation of parts of the population are not necessarily new phenomena for the European Union. As an illustration, Frontex, the EU Agency for the Management of Operational Cooperation at the External Borders, was founded in 2004 in the light of the uncontrolled immigration from Africa to control the cooperation between national border guards securing its external borders, or EUROSUR (the European Border Surveillance System) has come to effect since 2013.

Objectives: To explore individuals’ perception of the personal, family and societal educational needs following a spinal cord injury. Methods: Sixty-one patients who sustained a traumatic SCI between March 2015 and June 2016 referred to Brain and Spinal Cord Injury Research Center were included in a cross sectional study and completed an online survey containing open-and closed-ended questions, in Iran. Participants’ responses were analyzed i using a qualitative approach with a thematic analysis. Results: Following a thematic analysis of the patient’s perceived (...) educational needs, 3 themes and 14 subthemes were identified. The 3 themes included personal, family, and societal educational perceived needs. Within personal educational needs, there were 7 subthemes which included personal independence and transportation, financial independence, life skills modification, knowledge about SCI, prevention of SCI complications, relationships and sexual function, and psychological adjustments. Among family educational needs, the 3 subthemes were caregiver skills and communication, first aid and emergency skills, and emotional and psychological support. For societal educational needs, the 4 subthemes described were social integration, interpersonal communication skills, SCI awareness and injury prevention, sympathize while avoiding pity. Conclusion: According to our findings, people with SCI have various needs that need to be addressed. Educational support should be a part of a comprehensive rehabilitation program and geared towards addressing the patients’ personal and family needs, while educating the community about SCI in order to allow for reintegration into society. Alireza Bagheri supports a policy on organ procurement where individuals could choose their own definition of death between two or more socially accepted alternatives. First, we claim that such a policy, without any criterion to distinguish accepted from acceptable definitions, easily leads to the slippery slope that Bagheri tries to avoid. Second, we suggest that a public discussion about the circumstances under which the dead donor rule could be violated is more productive of social trust than constantly moving the (...) line between life and death.
