En un nivel que podemos llamar discursivo con la condición de entender que el autor retiene en ese nivel todos los hechos económicos, sociales y políticos relevantes del período, podrán captarse, junto a la reaparición de la virulencia del autoritarismo (...) liberal, los efectos trágicos de la captura del progresismo y el peronismo en un faccionalismo excluyente escenificado como hostilidad a la renovación de figuras, ideas y repertorios políticos. Pero al mismo tiempo, bajo la argumentación precisa y al mismo tiempo poética de los textos, podremos discernir una arquitectura que funda un poderoso y poco discutido punto de mira sobre el proceso político: la concepción de éste como una disputa acerca del régimen político-constitucional – entendida como una disputa social por su interpretación – que se une al uso operativo de lo más actual de la filosofía política para entender la coyuntura. This is a long critical discussion of Frank Wilderson's Afropessimism, focusing primarily on Wilderson's claim that Blackness is equivalent to Slaveness. The article draws out some strengths of the book, but argues that the book's central arguments often rest on shaky methodological, metaphysical, epistemic, and political grounds. Along the way, we consider some complications endemic to the project of evaluating a text so clearly geared towards Black audiences from the perspective of a non-Black reader.

According to the “standard framing” of racial appeals in political speech, politicians generally rely on coded language to communicate racial messages. Yet recent years have demonstrated that politicians often express quite explicit forms of racism in mainstream political discourse. The standard framing can explain neither why these appeals work politically nor how they work semantically. This paper moves beyond the standard framing, focusing on the politics and semantics of one type of explicit appeal, candid racial communication. It is widely believed that philosophical pessimism is committed to fatalism about the sufferings that characterize the human condition, and that it encourages resignation and withdrawal from the political realm in response. This paper offers an explanation for and argument against this perception by distinguishing two functions that pessimism can serve. Pessimism’s skeptical mode suggests that fundamental cross-cultural constraints on the human condition bar us from the good life (however defined). These constraints are often represented as immune to (...) class='Hi'>political amelioration, leading to the perception that pessimism is intrinsically fatalistic and resigned. Yet pessimism’s critical function emphasizes the political, economic, and cultural contingency of many sources of suffering and crisis while exhorting us to reject and reimagine the social forces that actively harm our capacity to flourish. It also offers an internal critique of skeptical pessimism’s tendency to naturalize and depoliticize the sources of our sufferings. These sometimes contradictory skeptical and critical tendencies should both be grouped under the pessimist banner, and we should see pessimism’s critical mode as especially valuable to political critique. -/- . This study uses new arguments to reinvestigate the relation between aesthetics and politics in the contemporary debates on democratic theory and radical democracy. -/- First, Carl Schmitt and Claude Lefort help delineate the contours of an aesthetico-political understanding of democracy, which is developed further by studying Merleau-Ponty, Rancière, and Arendt. -/- The ideas of Merleau-Ponty serve to establish a general "ontological" framework that aims to contest the dominant currents in contemporary democratic theory. It is argued that Merleau-Ponty, Arendt, and (...) Rancière share a general understanding of the political as the contingently contested spaces and times of appearances. However, the articulation of their thought leads to reconsider and explore under-theorized as well as controversial dimensions of their work. -/- This search for new connections between the political and the aesthetic thought of Arendt and Merleau-Ponty on one hand and the current widespread interest in Rancière's aesthetic politics on the other make this book a unique study that will appeal to anyone who is interested in political theory and contemporary continental philosophy. ‘Low-Quality Democracy’ - The Validity of the Notion and D.L. Horowitz’s Exemplification: The Case of Indonesia. This article discusses problems relating to terms used to define former authoritarian states, which are already called democratic, although some undemocratic features still characterize them. The latest English language literature on political science relating to this subject uses three terms that seem similar in meaning: ‘illiberal democracy,’ ‘flawed democracy,’ and ‘low-quality democracy.’ They have not been conceptualized so far. This means that there has (...) been no transition from the stage of ideas or views on their content, i.e., pre-theoretical notions to theorized concepts. Consequently, the terms cannot be understood unequivocally. The term ‘low-quality democracy’ has been recently propagated by Donald L. Horowitz, a renowned American political scientist. This researcher uses the term primarily to name the type of political regime that was formed after 1998 in Indonesia – the third largest democratic country in terms of population in the world. Not only does Horowitz use this term, but he also tries to explain its importance using the example of the imperfections that characterize the young Indonesian democracy. The aim of this article is to answer three questions: firstly, what is – according to Horowitz – the content of the term ‘low-quality democracy’ exemplified by the Indonesian democracy?; secondly, what problems of low-quality democracy has Horowitz identified on the example of Indonesia?; and thirdly, should this term be used in political science literature if similar terms such as ‘illiberal democracy’ and ‘flawed democracy’ are also used? Artykuł traktuje o problemach dotyczących pojęć stosowanych do określania byłych państw autorytarnych, które choć zaliczane są już do demokratycznych, to nadal charakteryzują się pewnymi niedemokratycznymi cechami. W najnowszym anglojęzycznym piśmiennictwie politologicznym odnoszącym się do tego zagadnienia rywalizują ze sobą głównie trzy zbliżone znaczeniowo terminy: „demokracja nieliberalna” (illiberal democracy), „demokracja wadliwa” (flawed democracy) i „demokracja o niskiej jakości” (low-quality democracy). Nie doczekały się one dotąd konceptualizacji. Oznacza to, że w żadnym ze wskazanych przypadków nie nastąpiło przejście od stadium wyobrażenia, czy też poglądów na temat ich treści, a zatem od pojęć przed-teoretycznych (ang. notions) na poziom pojęć steoretyzowanych (ang. concepts). W konsekwencji nie mogą być i nie są rozumiane w sposób jednoznaczny. Termin demokracja o niskiej jakości zyskał niedawno propagatora w osobie uznanego amerykańskiego politologa Donalda L. Horowitza. Badacz ten stosuje przedmiotowy termin przede wszystkim w celu nazwania rodzaju reżimu politycznego, który został wykształcony po 1998 r. w Indonezji – trzecim największym pod względem wielkości populacji demokratycznym państwie świata. Horowitz nie tylko jednak używa tego terminu, ale również próbuje wytłumaczyć jego znaczenie na przykładzie niedoskonałości, które charakteryzują młodą demokrację indonezyjską. Artykuł ma na celu wyjaśnienie trzech kwestii: po pierwsze, jaka jest treść terminu demokracja o niskiej jakości, którego egzemplifikacją – w opinii Horowitza – jest demokracja indonezyjska; po drugie, jakie problemy demokracji o niskiej jakości zidentyfikował Horowitz na przykładzie Indonezji; i po trzecie, czy zasadne jest stosowanie tego pojęcia w piśmiennictwie politologicznym w sytuacji, gdy w użyciu pozostają takie zbliżone znaczeniowo terminy jak demokracja nieliberalna i demokracja wadliwa. The purpose of this article is to introduce an innovative approach to the theoretical debate of the last two centuries on how to appropriately conceptualize modern democracy. The main argument that is being put forward by the analysis is that the common reliance on the assumption of pre-modern political philosophy, that democracy is a certain type of political regime or at least a form of rule, has become insufficient to cover the influence and scope of its modern meaning (...) and practical use. Political theory faces the risk of becoming misguided and prejudiced, if the problem of re-conceptualizing democracy is not taken seriously into account. The article tends to offer new insights on the ongoing democratic debate by focusing on one simple question: can modern democracy be understood in terms of a political regime or should it be viewed as a distinct entity? The field of study relevant to our analysis of democracy ranges from Enlightenment thinkers, such as J. J. Rousseau and Voltaire, to XIX–XX century political philosophers (like A. de Tocqueville and C. Schmitt) and some contemporary theorists, like P. Manent. The article starts with explanations, why it is important to look deeper into the conceptual difficulties of modern democracy and why political philosophy and its theories on political regimes are crucial for such a task. Parts 3–5 of the analysis tend to prove that the only way to appropriately understand modern democracy is to identify and question its basic assumptions: the sovereignty of the people and social equality. The final part of the article – part 6 – offers a critique of understanding modern democracy as a political regime. The critique identifies three main theoretical problems, inherent to the discussion on modern democracy, which make it difficult to avoid contradictions when applying the name “democratic” to various political regimes. The article concludes that: First, democracy is not a political regime in a pre-modern sense of the term, which is an assumption still widely taken for granted in political theory. Democracy should be seen as a universal principle of legitimization of power, which can be applied by various regimes. Second, political philosophy faces the danger of adopting an oversimplified understanding of democracy as merely an institutional form of rule (a view perpetuated by social sciences); as well as the danger of conceptualizing democracy as a substance-free and abstract ideal, applicable to all forms of government. Both of these concepts fail to acknowledge the scope of democracy and thus should not be seen as satisfactory. Third, theoretical discussions on democracy suffer from three conceptual shortcomings, which make it impossible to speak about democracy as a political regime. The three problems are: 1. a tendency to see democracy as an ideal concept with no need of practical grounding; 2. making democracy a formal concept with no need of references to its normative nor positive substance; 3. making democracy a pseudo-religious entity by imitating structural elements of Christian religion: faith in a universal nature of humans, an all-powerful sovereign (the people), messianic mission. Lastly, the article generalizes that political philosophy has an obligation to demystify the concept of democracy in order to re-emerge discussions about the substance of different political regimes. For this purpose the concept of loyalty should be taken into account. If we want to prove that a certain state corresponds to a certain political regime, we must try to understand why its subjects maintain loyalty to a specific form of rule. Only unprejudiced political philosophy is capable of such a task, that’s why it should avoid taking the concept of democracy for granted. (shrink)

Hannah Arendt's rich and varied political thought is more influential today than ever before, due in part to the collapse of communism and the need for ideas that move beyond the old ideologies of the Cold War. As Dana Villa shows, however, Arendt's thought is often poorly understood, both because of its complexity and because her fame has made it easy for critics to write about what she is reputed to have said rather than what she actually wrote. Villa (...) sets out to change that here, explaining clearly, carefully, and forcefully Arendt's major contributions to our understanding of politics, modernity, and the nature of political evil in our century.Villa begins by focusing on some of the most controversial aspects of Arendt's political thought. He shows that Arendt's famous idea of the banality of evil--inspired by the trial of Adolf Eichmann--does not, as some have maintained, lessen the guilt of war criminals by suggesting that they are mere cogs in a bureaucratic machine. He examines what she meant when she wrote that terror was the essence of totalitarianism, explaining that she believed Nazi and Soviet terror served above all to reinforce the totalitarian idea that humans are expendable units, subordinate to the all-determining laws of Nature or History. Villa clarifies the personal and philosophical relationship between Arendt and Heidegger, showing how her work drew on his thought while providing a firm repudiation of Heidegger's political idiocy under the Nazis. Less controversially, but as importantly, Villa also engages with Arendt's ideas about the relationship between political thought and political action. He explores her views about the roles of theatricality, philosophical reflection, and public-spiritedness in political life. And he explores what relationship, if any, Arendt saw between totalitarianism and the "great tradition" of Western political thought. Throughout, Villa shows how Arendt's ideas illuminate contemporary debates about the nature of modernity and democracy and how they deepen our understanding of philosophers ranging from Socrates and Plato to Habermas and Leo Strauss.Direct, lucid, and powerfully argued, this is a much-needed analysis of the central ideas of one of the most influential political theorists of the twentieth century. The republican ideal of non-domination identifies the capacity for arbitrary interference as a fundamental threat to liberty that can generate fearful uncertainty and servility in those dominated. I argue that republican accounts of domination can provide a powerful analysis of the nature of legal and institutional power that is encountered by people with mental disorders or cognitive disabilities. In doing so, I demonstrate that non-domination is an ideal which is pertinent, distinctive, and desirable in thinking through psychological disability. Finally, I (...) evaluate republican strategies for contesting domination, focusing on the limits of contestatory democracy, and proposing a participatory alternative which better addresses problems of political agency in the mentally disordered and cognitively disabled. The charge of hypocrisy is a peculiar kind of accusation: it is damning and ubiquitous; it is used to deny the hypocrite standing to speak; and it is levelled against a great variety of conduct. Much of the philosophical literature on hypocrisy is aimed at explaining why hypocrisy is wrongful and worthy of censure. We focus instead on the use of the accusation of hypocrisy and argue for a revisionary claim. People think that hypocrisy in politics is bad and that (...) calling it out is good. Our novel claim is that even if hypocrisy in politics is bad (and that is a big if), calling it out is worse. We give a feminist case as to why accusations of hypocrisy are problematic. We also go further and claim that hypocrisy is a ubiquitous and perhaps even a necessary and beneficial part of political debate in liberal democracies. We also consider and reject candour as a possible alternative solution to hypocrisy in public debate. We argue that requiring people to be candid is not necessarily a good solution because it will often require one to divulge what is private when there are good reasons not to do so. (shrink)

If pursued with serious intent, Pre-distribution has the capacity to create an exciting and radical new agenda for social democracy. But the politics of Pre-distribution cannot be innocuous or uncontroversial. -/- In its more radical forms, predistribution is a potentially radical and inspiring project for social democrats who have come to see the limitations of the old ways of doing things. It’s a project that promises a strategy to deliver abundantly on values of social justice, economic freedom, and equality of (...) opportunity. But it’s a project that involves going head-to-head with entrenched interests, breaking up existing concentrations of wealth and economic power. The politics of Pre-distribution, if taken seriously, simply cannot be a politics without enemies. Labour must decide whether its engagement with pre-distribution is to be limited to tinkering at the edges of neoliberalism, or whether it will instead fully embrace the opportunities of the present moment, decide to be radical, and realise the full promise of the politics of predistribution. -/- . Despite being a staple of liberal-democratic politicians’ and theorists’ rhetorical arsenal, ‘openness’ as a political commitment has yet to receive sustained philosophical analysis. My aim in this paper is to provide such an analysis. I will argue that political openness involves a readiness by an agent to engage with others forthrightly and receptively, and to recognise their authoritative standing in political domains. I demonstrate the explanatory value of this account by showing that it provides an insightful explanation (...) of what’s at stake in the emerging political cleavage between ‘open’ and ‘closed’ politics, explains the appeal of ‘the open society’ as an epithet for liberal democracies, and provides a compelling interpretation of openness’ contribution to social dynamism and progressive reform, one which diverges favourably from the emphasis others have put on social experimentation and trial and error learning. Lefort and Esposito have addressed democracy as an empty place protecting against the threat of totalitarianism, posing ontological, epistemological, and phenomenological problems. Democracy also faces other issues when it clashes with political theology, such as the sacralization of power, depoliticization, and the limitation of democracy. Although this empty place protects democracy, we have currently seen how this has been perverted and turned into a totalitarian or authoritarian regime. Tourism is one of the socio-economic trends that significantly contributes to the shift of the planetary system into the Anthropocene regime. At the same time, it is also a socio-cultural practice characteristic of the imperial mode of living, or consumerism. Thus, it is a form of commodification of nature, also a way of deepening social inequalities between a privileged minority of the global population and an exploited majority providing services to those whose socio-economic status allows them to travel for fun (...) and commoditised “experience”. This is not an inevitable activity, an activity in which environmental costs (carbon footprint, water footprint, energy consumption, and waste production) are necessary to ensure the basic resources of life. Tourism is therefore a form of luxury consumption. For any tourism model to be, not only, environmentally sustainable but also socially just, or at least acceptable, it would have to be accessible to all people. Ecotourism should also have to meet the criterion of a solidarity mode of living referred to as sufficiency. This is hardly conceivable in the climatic, demographic, and political regime of the Anthropocene. The latter is likely to be characterized by, among other things, mass migration of climate or environmental refugees on the one hand and climate apartheid of the states of the global North on the other. Ecotourism, accessible to an even smaller proportion of the world`s population than the current mass tourism, will thus be more likely to accentuate the social and environmental inequalities of which it is already a significant manifestation. Therefore, the question is whether the concept of ecotourism is not just another manifestation of greenwashing, i.e. an attempt to legitimize economic, social, and cultural activities that devastate the social and environmental environment. This article aims to show the relevance of Hannah Arendt’s political and philosophical thought on the contemporary crisis of “political space”, bureaucratically moralised for the citizens, with a focus on the disorientation of public opinion in state affairs. In her philosophical career, Hannah Arendt investigated the functioning mechanisms of totalitarian regimes and pioneered the famous notion of the “banality of evil”, which she coined during Eichmann trial, held in Jerusalem in 1961. Arendt questions the nature of the evil (...) that was being perpetrated during the Second World War: an evil without a face and without roots, but which had claimed the lives of many people. Arendt reflects on this new type of evil that can be countered through the action of critical thinking. After the war, there was a strong need to redefine an idea of responsibility and a call for each individual to voice their ideas. Put it briefly, post-war society had to become a new philosophical and intellectual arena. Beginning with the strife between state law and moral law, I will include in my discussion Kantian famous notions of categorical imperative and reflective judgment, clarifying their use in Arendt’s conception of thinking and judging. Arendt, recognising Socrates as a critical thinker par excellence, keeps alive a dimension of living in common that protects the individual's singularity and guarantees a conscious and meaningful relationship with the otherness. I will show that there are mainly two different, mutually contradictory approaches taken by philosophers in trying to answer the question: “Who or what is to blame for the Holocaust?” The first answer, offered by radical critics of Enlightenment (Adorno/Horkheimer, Saul, Heidegger), blames one of the following: Reason, Modernity, the State, Industrial Society, Bureaucratic Management and/or Technocratic Efficiency. On the other side, we have the answer given by liberal-democratic defenders of Enlightenment (Arendt, Habermas, Rawls): It claims the Holocaust was caused (...) the upsurge of anti-rational, irrational or pre-rational forces and a deep rejection of the humanistic principles and ethical values that underpin modernity. In this study, I want to analyze these two perspectives, comparing and contrasting their respective merits. (shrink)

Hannah Arendt (1906-1975), born in Hanover, Germany, was a public intellectual, refugee, and observer of European and American politics. She is especially known for her interpretation of the events that led to the rise of totalitarianism in the twentieth century. -/- Arendt studied under German philosophers Martin Heidegger and Karl Jaspers and set out to pursue a path as an academic, writing a dissertation on St. Augustine. However, Hitler, the Nazi regime’s rise to power, and the bloody Holocaust forever changed (...) her life. Being Jewish, Arendt was forced to flee the country, seeking refuge in France and eventually the United States. After living through the outbreak of WWII, Arendt devoted the rest of her life to writing about politics, although less in a traditional philosophical sense and more in the vein of a political observer, interpreting events of the twentieth century. -/- This essay explains some central insights of her political thought and how she developed these concepts to overcome the loss of politics as public debate in Nazi Germany. Published in 1951, The origins of totalitarianism was a quantum leap in Hannah Arendt’s academic career. The book made her one of the most important scholars of Nazi ideology. Arendt’s work also won wide acclaim, partly due to a critical review by Eric Voegelin, which did not remain without responses from the author (both in public and in private correspondence). This paper tries to reconstruct the debates of Hannah Arendt and Eric Voegelin (including in the articles New science of politics (...) and Some problems of German hegemony) on the origins of Nazism. The study aims to identify the efficiency of the university education performance from the perspective of postgraduate and undergraduate students in international and Palestinian universities. The analytical descriptive approach was used for this purpose and the questionnaire was used as a main tool for data collection. The study community consists of: post graduate students, (23850) graduate students and (146355) undergraduate students. The sample of the study was 378 graduate students and 383 undergraduate students. The random stratified sample was used. The (...) Statistical Package of Social Sciences (SPSS) was also used for data analysis. The study reached a number of results, the most important of which are: The level of efficiency of educational performance in Palestinian and international universities from the point of view of postgraduate and undergraduate students was high. And that there are significant differences between the average views of the sample of the study on the efficiency of educational performance in Palestinian and international universities attributed to the University and to the benefit of international universities. The study concluded many recommendations, the most important of which is the necessity of continuing to develop e-learning strategies that affect the efficiency of educational performance and research commensurate with the university's position in the local and international community, which puts it on the best classification between local and international universities through e-learning. The measurements were performed successively in the parallel plate geometry using 8 mm plate instead of 25 mm. The glass plateau regime is clearly observed because we could measure PVA 83K sample successively under its glass temperature. The rheological properties of polydisperse (...) Abstract— Polystyrene/waste tires composites were prepared in this study by incorporating shredded waste tires into polydisperse polystyrene in a melt-mixing method. The dynamic mechanical properties of PS and PS/composite have been evaluated and compared. These properties were studied using ARES-Rheometer under nitrogen atmosphere in parallel plate geometry with diameter 8 mm. The measurements are carried out over a wide range of temperatures ranged from 120°C to 220°C and frequencies from 100 to 0.1 radians per second. The shear creep stress J(t) (...) and loss factor were studied and compared with those of unfilled PS. The dynamic mechanical properties and stability at elevated temperatures were found to increase with the addition of waste tires to PS as confirmed by the results. From the results, the value of J(t) modulus for PS/waste tire is higher than this for the original material of PS. The incorporation of the rubber to the PS changes the value of J(t) at 0.001 second from 5.610-6 to 3.710-6 Pa-1 for PS and PS/waste tire, respectively and this difference increases with time. This confirmed that PS/waste tire composite exhibits higher stability at 180°C for a long time than the original unfilled PS. At frequency  = 6.7102 radians/s , the value of tan increases about 20% by the incorporation of the rubber filler, due to the increase in the G'' modulus particularly at low frequencies in the flow regime. Cinema is neither neutral nor a universal medium. Particularly in African contexts, cinema contributes to European exceptionalism, imposes European values as the norm, and acts as an instrument of cultural and psychological control. It seems that African cinema is ontologically, politically, and aesthetically Eurocentric. By introducing an intercultural philosophical approach to the realm of cinema, we aim to move away from Eurocentrism in African cinema towards a more intercultural and dialogical orientation as an input for the liberation of humanity. Based (...) on findings from a dramaturgical analysis of five films, we argue that African cinema shows a deficiency in communicating liberation and it often fails to portray African people’s values, will, and interests as it has been alienated from its nature and purpose. Overall, African cinema seems to be either in a state of assimilation or confusion. By exploring aesthetics of liberation in African cinema and art (as described in African and intercultural philosophy,) we search for alternative film aesthetics and a mode of filmmaking that seeks to liberate the image and the minds of the filmmakers and spectators of African cinema. Inspired by Kimmerle’s aesthetic-ethic alternative ‘Living (with) art’, we propose an alternative for critical filmmaking based on aesthetics of liberation with an intercultural orientation: Living cinema. Living cinema is a dialogical and liberational cinema with aesthetics of liberation at its core. Based on aesthetic-ethic principles of African philosophy and interculturality, the liberating function of living cinema can be found in reconnecting the aesthetics and filmmaking with African values. Simultaneously, it might be contributing to the liberation of world cinema as it has an impact on both the hegemonic and the suppressed cinema. (shrink)

This chapter argues that a virtue-theoretic account of argumentation can enhance our understanding of the phenomenon of populism and offer some lines of response. Virtue theories of argumentation emphasize the role of arguers in the conduct and evaluation of arguments and lay particular stress on arguers’ acquired dispositions of character, otherwise known as intellectual virtues and vices. One variety of argumentation of particular relevance to democratic decision-making is group deliberation. There are both theoretical and empirical reasons for maintaining that intellectual (...) humility is pivotal to the practice of group deliberation. Several factors to which the rise of populism has been attributed may be understood as failures of the virtues of argumentation in general, and intellectual humility in particular. (shrink)

As he moves closer to half of his term as president of the Philippines, Rodrigo Roa Duterte has continually been in friction with the Catholic Church, specifically with certain members of its hierarchy. Mainly identifiable as the dividing line between Duterte’s administration and the Church is the issue on human rights particularly the extrajudicial killings (EJK) of suspected users and pushers of illegal drugs. This paper argues that Duterte’s attitude and positioning towards the Catholic Church neither strengthen nor advance the (...) Philippine state towards a greater degree of secularization. On the contrary, the Church has become more politically and publicly involved. The fallacy fallacy is either the misdiagnosis of fallacy or the supposition that the conclusion of a fallacy must be a falsehood. This paper explores the relevance of these and related errors of reasoning for the appraisal of arguments, especially within virtue theories of argumentation. In particular, the fallacy fallacy exemplifies the Owl of Minerva problem, whereby tools devised to understand a norm make possible new ways of violating the norm. Given the irrationality and failures of human behaviour in the face of ecocide, the majority of humankind appears either unable or unwilling to change self-destructive ways of life. Rejecting common accounts, the author suggests that the reasons for our stubborn resistance to change go well beyond cognitive dissonance or any standard political and economic explanations. Nor is the answer to be found in human history alone. The term 'fascism' continues to be very much in currency in Philippines society. To the Filipino people, its meaning is often drawn from pained memory of wholesale deprivation of democratic rights and large-scale human rights abuses. Yet, to many, the fear of fascism has still to give way to a deeper understanding of this menace. This may hold true even among those belonging to the progressive movement. One Marxist philosopher and theoretician who gave extended treatment of the issues surrounding the (...) character and conditions giving rise to fascism was Nicos Poulantzas, whose theory is employed here to interrogate the debates about fascism in the post-Marcos Philippines context. Social work is a contested tradition, torn between the demands of social governance and autonomy. Today, this struggle is reflected in the division between the dominant, neoliberal agenda of service provision and the resistance offered by various critical perspectives employed by disparate groups of practitioners serving diverse communities. Critical social work challenges oppressive conditions and discourses, in addition to addressing their consequences in individuals’ lives. However, very few recent critical theorists informing critical social work have advocated revolution. A challenging exception (...) can be found in the work of Cornelius Castoriadis (1922–97), whose explication of ontological underdetermination and creation evades the pitfalls of both structural determinism and post-structural relativism, enabling an understanding of society as the contested creation of collective imaginaries in action and a politics of radical transformation. On this basis, we argue that Castoriadis’s radical-democratic revisioning of revolutionary praxis can help in reimagining critical social work’s emancipatory potential. (shrink)

Throughout the history of mankind, energy security has been always seen as a means of protection from disruptions of essential energy systems. The idea of protection from disorders emerged from the process of securing political and military control over energy resources to set up policies and measures on managing risks that affect all elements of energy systems. The various systems placed in a place to achieve energy security are the driving force towards the energy innovations or emerging trends in (...) the energy sector. Our paper discusses energy security status and innovations in the energy sector in European Union (EU). We analyze the recent up-to-date developments of the energy policy and exploitation of energy sources, as well as scrutinize the channels of energy streaming to the EU countries and the risks associated with this energy import. Moreover, we argue that the shift to the low-carbon production of energy and the massive deployment of renewable energy sources (RES) might become the key issue in ensuring the energy security and independency of the EU from its external energy supplies. Both RES, distributed energy resources (DER) and “green energy” that will be based on the energy efficiency and the shift to the alternative energy supply might change the energy security status quo for the EU. What makes public history more than just another hill to fight over in culture war politics? In this paper I propose a novel way of understanding the political significance of how public history creates and shapes identities: a contractarian one. I argue that public history can be sensibly understood as representing groups as a society’s contracting parties. One particular value of the contractarian approach is that it helps to elucidate the phenomenon of “signing on,” where a marginalized or oppressed (...) group is offered membership in a society without the social order being meaningfully changed. This work presents the design of an expert system that aims to provide the patient with background for suitable diagnosis of some of the eye diseases. The eye has always been viewed as a tunnel to the inner workings of the body. There are many disease states that may produce symptoms from the eye. CLIPS language is used as a tool for designing our expert system. An initial evaluation of the expert system was carried out and a positive feedback was (...) received from the users. (shrink)

Abstract: We live in the age of apology, particularly the age of collective apology. Here, I focus specifically on collective state apologies. In these apologies, political leaders apologize on behalf of an entire collective to another collective, often a racial or ethnic minority. Cynicism and skepticism arise on whether these apologies are morally legitimate. Here, moral legitimacy entails that an apology deserves to be given the authority, seriousness, and consideration that interpersonal apologies usually demand. In this paper, I respond (...) to two groups that doubt the moral legitimacy of such apologies, namely political-realists and moral-individualists. Ultimately, I argue that collective state apologies can be morally legitimate. Political-realists are wrong to think that sincerity is necessary or sufficient for moral legitimacy. Moral-individualists overmoralize the role of the individual to the point of “hyperindividualism.” I end by proposing that at least democratically elected leaders have standing to apologize on behalf of their constituents. Abstract: This research paper presents a novel approach to predict audit risks using a neural network model. The dataset used for this study was obtained from Kaggle and comprises 774 samples with 18 features, including Sector_score, PARA_A, SCORE_A, PARA_B, SCORE_B, TOTAL, numbers, marks, Money_Value, District, Loss, Loss_SCORE, History, History_score, score, and Risk. The proposed neural network architecture consists of three layers, including one input layer, one hidden layer, and one output layer. The neural network model was trained and validated, achieving (...) an impressive accuracy of 100% and an average error of 0.000015, indicating its robust predictive capability. Moreover, we conducted feature importance analysis to identify the most influential features for predicting audit risk. The key features found to be critical for classifying fraudulent activities in audit risk prediction are Sector_score, PARA_A, SCORE_A, PARA_B, SCORE_B, TOTAL, numbers, marks, Money_Value, District, Loss, Loss_SCORE, History, and History_score. This research contributes to the field of audit risk prediction by demonstrating the effectiveness of a neural network-based approach and highlighting the importance of specific features in detecting fraudulent activities. The findings have significant implications for auditors and organizations seeking to enhance their audit risk assessment processes, ultimately leading to improved financial transparency and fraud detection. The study aimed at identifying responsive flexibility and its role in improving service quality, from the point of view of the internal beneficiary in non-governmental hospitals in Gaza Strip. The study relied on the descriptive and analytical approach, and the questionnaire was designed as a tool to collect data, and the researchers used the comprehensive survey method, and the number of the study population was (536) single, where (434) questionnaires were retrieved, and the recovery rate was (80.97%). The study showed (...) many results, the most important of which were: The presence of moderate degree of approval by the study sample on the responsive flexibility, as it was evident through the response flexibility field obtaining a relative weight (60.50%), and the results of the study indicated that there is a high degree of approval by the members of the study sample. On the quality of service, as it was evident through the field of service quality obtaining a relative weight (79.90%). The results of the study revealed a statistically significant relationship between responsive flexibility and service quality in non-governmental hospitals in Gaza Strip, with a correlation coefficient of 0.418, and the results of the study revealed a statistically significant effect between responsive flexibility and service quality in non-governmental hospitals in Gaza Strip. The study reached many recommendations, the most important of which were: Finding mechanisms by which stored information can be used to enhance the decision-making process, and setting up an effective system to receive patients' complaints in a manner that ensures rapid response and treatment, to achieve continuous communication between patients and the hospital management, and to notify patients of abuse With the complaints that they submit, and working to provide all medical and health specialties in the hospitals under study, by making use of the medical delegations that visit Gaza Strip, involving them in the treatment processes, bringing in doctors and specialists from abroad, and updating the standards related to measuring the services provided to patients continuously, based on On patients' suggestions and complaints, developing facilities in hospitals, as well as updating medical devices and equipment used in hospitals periodically. The study is on the quality of services, as it became clear through the field of service quality obtaining a relative weight (79.90%). The results of the study revealed a statistically significant relationship between strategic flexibility and the quality of services in non-governmental hospitals in Gaza Strip, with a correlation coefficient of 0.490. The study reached many recommendations, the most important of which were: the need to work on appointing young people and those with potentials, because jobs are vacant in the hospitals under study, and the need to seek the help of an administrative staff with scientific and practical qualifications, and to work on updating information systems, archiving and networks through which data and information are transferred between departments And the creation of mechanisms by which stored information can be used to enhance the decision-making process, and an effective system to receive patients' complaints in a manner that ensures rapid response and treatment, to achieve continuous communication between patients and the hospital management, and to notify patients of dealing with the complaints they submit, and work to provide all Medical and health specialties in the hospitals under study, by making use of the medical delegations that visit Gaza Strip, involving them in the treatment processes, bringing in doctors and specialists from abroad, updating the standards related to measuring the services provided to patients on an ongoing basis, based on the suggestions and complaints of patients, and developing facilities in hospitals As well as updating the medical devices and equipment used in hospitals periodically. In April 1961, Yuri Gagarin became the first human being to journey beyond Earth’s atmosphere and enter outer space. This achievement cemented the status of the Soviet Union as a global superpower and intensified its race with the United States to be the first nation to put a person on the Moon. However, what many people are far less aware of is that a proto-transhumanist and quasi-religious movement in the nineteenth century laid the philosophical foundations for the Space Race. At (...) the same time, the writings of its main proponents continue to inspire beliefs at the confluence of religion, space exploration and spirituality. This movement was called Cosmism and was spearheaded by an unusual character named Nikolai Fyodorov, a librarian from Moscow whose idiosyncrasies became just as notorious as his radical beliefs about humanity colonising the Milky Way and using science to resurrect the dead. Fyodorov’s Common Task set out a grand plan for humanity’s future, one in which Homo sapiens would become a spacefaring species and construct a utopian civilisation among the stars. In 1953, Israeli political theorist Mordechai Nessyahu founded Cosmodeism which advocated a similar endeavour of human expansion into the extraterrestrial world but focused its beliefs around the prophecy that spaceflight will see humans eventually become gods in a presently godless cosmos. However, new developments have begun to take place in space religion in the twenty-first century with the youngest religion having been founded only a decade ago in 2013 whose followers are known as Astronists. Astronism repackages human space expansion as a sacred endeavour called transcension, the object of which is to see humanity escape the cosmos entirely and thus relieve itself of all limitations. Studying the interplay between these three space religions will demonstrate how they have contributed to art and film, astronautics and spaceflight, philosophy and literature. (shrink)

The Peripatetic treatise Peri pneumatos has recently received a great deal of scholarly attention. Some authors, predominantly A. Bos and R. Ferwerda, try to prove that the treatise is a genuine work of Aristotle and all the theories advanced in the text can be ultimately explained by references to this or that Aristotelian doctrine. Quite on the contrary, P. Gregoric, O. Lewis and M. Kuhar are firmly convinced that the treatise contains some physiological ideas introduced after Aristotle and are inclined (...) to support the traditional dating of the treatise to the time after Praxagoras of Cos. Largely in agreement with the latter proposition, in the present study I tentatively place this earliest and unique witness of the discussions on the source of growth and nourishment of the so-called connate pneuma in the context of the Peripatetic tradition of the Early Hellenistic period. En este artículo defiendo que la concepción rawlsiana de la justicia distributiva va más allá de los márgenes de la justicia asignativa y que esta presenta buenos argumentos para hacer frente a las demandas de reconocimiento. Para alcanzar este objetivo, en primer lugar muestro que algunos críticos del paradigma liberal distributivo malinterpretan la concepción de la justicia distributiva elaborada por Rawls y reducen su finalidad a un mero reparto de bienes. Al hacer lo anterior, ellos no logran comprender la dimensión (...) moral de la propuesta rawlsiana, propuesta firmemente asentada en la idea de reconocimiento. En segundo lugar, analizo la relevancia que tienen las nociones de reconocimiento recíproco y autorrespeto en la teoría de la justicia de Rawls, para finalmente mostrar cómo a partir de ellas se puede reinterpretar la finalidad de la justicia distributiva e incluir las demandas de reconocimiento. The paper provides an analysis of Martin Buber’s intellectual conversion and shows how it facilitates a deeper understanding of the phenomenon of nationalism. Buber, who is today known mainly as a key representative of dialogical philosophy, was in the 1910s part of the double wave of German and Jewish nationalism which strongly affected the German-speaking Jewish public. Buber provided intellectual support for this wave of nationalism and interpreted World War I as a unique chance for the spiritual unification of European (...) Jewry. Consequent to his conflict with Gustav Landauer Buber underwent a complex intellectual and existential transformation. He abandoned key concepts of his pre-dialogical thought and laid the foundations of his dialogical thought. He rejected his endorsement of Geman nationalism and substantially reevaluated his political positions. The analysis of Buber’s intellectual development sheds light on some important aspects of the dynamics of nationalism. (shrink)

In response to the sonic media and ludicrosity of her time, Hortense J. Spillers' paradigmatic essay ""All the Things You Could Be by Now, If Sigmund Freud's Wife Was Your Mother": Psychoanalysis and Race," transfigures Charles Mingus' melodic, cryptic, and most puzzling record title into a workable theoretical cacophony. Closely written within the contexts and outside the confines of "some vaguely defined territory between well established republics," Spillers is able to open up the sarcophagus of meaning(s) within the Black occupation (...) of the psychoanalytic discourse. Mingus' original assertion, "all the things you could be by now, if Sigmund Freud's wife was your mother," means absolutely nothing insofar as it means everything in the face of constructed openings and invitations into "extending the realm of possibility for what might be known." As such, this article asks a similar question relating to what might be known about the sensual convergence of media, violence, and representation ('all the things we could see by now') of international, political, and theoretical significance. If anything, Spillers and Mingus compel us toward locating some semblance of forgotten relationality between what appears to be abstract, distant, and unfamiliar. Given our contemporary era of violent post-colonial terror and desires for alternatives to the afterlife of slavery, this article endorses the free-floating investigation into the live survey of unprotected human flesh in the specific case of Boko Haram's explosion in modern media. Is it possible that such a study is able to uncover the motive behind the assembly of spectatorship? Through a Freudian reading of human nature into international political theory, this article indicates that narrative formation and transmission is an essential component to the development of both ethno-universalisms and global constructions of race and captivity. The practice of Afiye (Caste System) among the Yala communities of Cross River State of Nigeria, settled in Yala Ogoja, Yala Obubra, and Yala Ikom, is an age long practice, which no one today can precisely point to its exact origin. The practice of Afiye and the Ayiwoole (slaves and freeborn), without considering the grave consequences, here analysed as implication of the system. The implication involves the political implication which tends to hinder the political rights of members of (...) this caste, through its social structure. There is also the implication on Human Right, whereby members of this caste are denied freedom of association and movement. There is also social discrimination, which has equally affected their social standing in their different communities, such that they cannot be Ochuole (Traditional Rulers) or be allowed to participate in traditional burial rites of the traditional ruler that is regarded as the father of all. The economic factor is not left out as dispute bothering on land matters are usually and often settled in the palace and since they are the unwelcome species of human beings in the palace, there are left with no other opportunity than to be disempowered. Of course, there is the strained relationship and conflicts between the Ayiwoole and the Afiye, what Ralph Darendorf called the dialectical conflict theory. This has led to under development, Anger, bitterness and uncooperative attitude and indeed suspicion and all manners of negative tendencies among the Yala communities. It is the submission of this paper therefore, that the practice of this caste with its antecedent implications be put to a stop in order to bring about a meaningful development to Yala land. The paper presents an ethnographic approach to the study of culture change, here the culture of the practice of Afiye (Caste system) among the Yala communities of Cross River State and why the persistence of such culture by a homogenous community such as the Yala community? The paper further, wonders why after the high status achieved by the Yala people in every facet of life and indeed the influence of factors of change, such as Christianity, globalization, technology and modernity, that (...) the Afiye practice still remained unchanged. It is the discovery of this paper that the factors responsible for the persistence of this practice against all factors of change are anchored on the religious factor, cultural identity, socio-political factors and, economic factors. It is the argument of this paper that instead of the factors above contributing to its persistence, it should be the ready factors to its discontinuity. For the advantages outweigh any given disadvantages. It is therefore the conclusion of this paper that the persistence of this practice be used to abrogate the practice which will in turn leads to an egalitarian Yala society, built on trust, unity and a mutual acceptance of one another, as a people, who indeed appreciate and love themselves as exemplified in their greetings. Bourdieu argues that political inclination is dependent upon one's position in the academic field, and not vice versa. Distinguishing between three hierarchically arranged fields of power, he places the academic field in a middling position between the political and social fields. He posits a hierarchy of the faculties, in which those at the top are closer to political power. Bourdieu supports his argument using empirical data gathered through publicly available sources, presented in tabular form. University professors, Bourdieu (...) argues, are subordinate in the field of power to managers of industry and business, but are nonetheless "holders of an institutionalized form of cultural capital," and therefore culturally dominant with respect to writers and artists (36).
