Nariyan ang pagbabago sa edukasyon, paghahanapbuhay, libangan, at mga transportasyon. Speech Acts, Criteria and Intentions What makes a speech act a speech act? Which are its necessary and sufficient conditions? I claim in this paper that we cannot find an answer to those questions in Austin's doctrine of the infelicities, since some infelicities take place in fully committing speech acts, whereas others prevent the utterance from being considered as a speech act at all. With this qualification in mind, I argue against the idea that intentions—considered as mental states accomplishing a (...) causal role in the performance of the act—should be considered among the necessary conditions of speech acts. I would thus like to deny a merely ‘symptomatic’ account of intentions, according to which we could never make anything but fallible hypotheses about the effective occurrence of any speech act. I propose an alternative ‘criterial’ account of the role of intentions in speech acts theory, and analyse Austin's and Searle's approaches in the light of this Wittgensteinian concept. Whether we consider, with Austin, that speech acts ‘imply’ mental states or, with Searle, that they ‘express’ them, we could only make sense of this idea if we considered utterances as criteria for intentions, and not as alleged behavioural effects of hidden mental causes. In Ancient Greece, the figure of the hero was identified as a demigod, possessed of altruistic and virtuous deeds. When Pierre de Coubertin reinstated the Olympic Games, the athlete was personified as a modern hero. Its antithesis, the anti-hero, has more virtue that defects, no evil but he does not care on the means to achieve his goals. In the eyes of everyone involved in sports competition, these characters captivate and at the same time, create conflicts of ethics and aesthetics. (...) The purpose of this paper is to perform an ethical reflection linked to principles that contribute for the human growth and accomplishment, as well as the aesthetic on the perception of the sensitive, reverberated by sensations and feelings emerging from athletes. Connecting the ethic with the aesthetic spheres, we could have in the sports a phenomenon walking toward a common point between moral and aesthetic, between the good and the beauty. (shrink)

Death across human history is codified and controlled by religion, dogma, or social￾political circumstances. However, it is possible to take death out of these realms, instead dying how one wishes. One can design their own death. I will argue that human trans-death can be an intentional performance by persons and that this intentional performance can be combined with the newest and most novel methods of preserving a consciousness. This thesis opens possibilities for future exhibitions and live performances combining art and (...) innovative post-life, post-mortem (what I call “trans-death”) technologies. Possible performances or exhibitions combining art and innovative trans-death technologies include: people doing staged-performances while in their last years of life about their deanimation; public display of cryonically suspended (vitrified) bodies; and if consciousness is ever able to be digitized, the possibilities expand to any number of scenarios explored in anime shows and sci-fi literature or movies. The ethical and political implications of permissibility, freedom, and societal consequences of such artistic and technological expressions are not detailed, but some positions are outlined. A case study is utilized: the last years of life of famous and controversial Timothy Leary (1920-1996) and his struggle with prostate cancer. My analysis of the life and work of Timothy Leary - especially the text he mostly wrote Design for Dying (1997), it was edited by R.U. Sirius - is my theoretical foundation. (shrink)

My dissertation is in two parts. First, it develops a philosophical concept of “tragic uncertainty,” derived from early twentieth-century Spanish philosopher Miguel de Unamuno. Secondly, it demonstrates ethical application of tragic uncertainty to human societal events. The ethical imperative created from tragic uncertainty—and not either tragedy or uncertainty alone—is the following. Given a tragic situation with a great degree of uncertainty, people living with doubt, mental despair, and perpetual anguish because of it should be provided relief. Generally, this relief should (...) be in the form of therapy, by which I mean an affective and emotional release. Two important case studies are explored. One on corrupted political systems in the USA-Mexico border. The other in Honduras, on both climate change and corrupted political systems. These are explained and categorized as tragically uncertain. Corresponding, minimal practical solutions accompany the ethical imperative created to remedy tragic uncertainty. (shrink)

El paper realiza una exposición sobre el concepto y contenido de la nulidad y el restablecimiento del derecho como medio de control a la luz de la Ley 1437 de 2011; enfocándola en asuntos ambientales a través del estudio de la licencia ambiental.

El presente estudio busca describir fenomenológicamente la forma que exhibe la pena en el cuerpo, después de la pérdida de un ser querido. Para esto, se consideran las hipótesis de movimiento centrı́peto orientado a la autoafección, y movimiento centrı́fugo aludido a la ruptura de la intercorpereidad. Ambos movimientos, hacen referencia a la sensación ambigua que el cuerpo vive en la pena asociados a la presencia y ausencia del otro que ya no está, ya que el dolor provee un estado de (...) desincronización temporal que vuelve simultáneos el presente-pasado y presente-futuro. Esto trae como consecuencias, la contracción y extensión del cuerpo a partir de la maleabilidad de sus propios lı́mites. (shrink)

Y la corrupción volvió a la escena, en la sobrevaloración de medicamentos o equipos médicos, en la mala repartición de víveres o de dinero, en el cobro de dinero por ingreso a una unidad de cuidado intensivo, aprovecharse de su posición política para (...) vacunarse antes, etc. ¿Se ha normalizado la corrupción en la vida nacional? In both ethics and epistemology an important question is whether justification is a fully internal or a partly external matter. In view of analogies between relevant considerations in each area, I recommend distinguishing, as basic and independent subjects of normative status, (i) people and (ii) what they do. Evaluations of subjects, on one hand, and of their beliefs and actions, on the other, are less intimately related than is presupposed. This helps resolve internalism/externalism controversies in both domains. This paper investigates the differences between ancient Greek and modern ethical naturalism, through the account of the whole classical tradition provided by Cicero in De finibus bonorum et malorum. Ever since Hume’s remarks on the topic, it is usually held that derivations of normative claims from factual claims require some kind of proper justification. It ́s a the presence of such justifications in the Epicurean, Stoic, and Academic-Peripatetic ethical theories (as portrayed in De finibus), and, after a negative conclusion, I (...) argue that we should conceive of this issue within a social-historical perspective: The radical difference between ancient and modern naturalistic ethics is due (in Weber’s terms) to the rationalization processes that generated the modern outlook on nature. In spite of being ubiquitous in life sciences, the concept of information is harshly criticized. Uses of the concept other than those derived from Shannon's theory are denounced as pernicious metaphors. We perform a computational experiment to explore whether Shannon's information is adequate to describe the uses of said concept in commonplace scientific practice. Our results show that semantic sequences do not have unique complexity values different from the value of meaningless sequences. This result suggests that quantitative theoretical frameworks do (...) not account fully for the complex phenomenon that the term “information” refers to. We propose a restructuring of the concept into two related, but independent notions, and conclude that a complete theory of biological information must account completely not only for both notions, but also for the relationship between them. Hume presenta su teoría estética en el ensayo Sobre el criterio del gusto [On the Standard of Taste], en el que propone la existencia de un criterio [standard] capaz de zanjar discusiones de gusto. Ese criterio se basa en la existencia de ciertas formas y cualidades que complacen naturalmente a todo ser humano. Hume asevera que tal criterio corresponde a la opinión del crítico: un hombre que ha desplegado particularmente sus facultades cognoscitivas, lo cual le permite percibir esas finas cualidades (...) que suscitan naturalmente el placer de lo bello en el ser humano. Con respecto a en qué consisten esas formas y cualidades universalmente placenteras, Hume guarda silencio. Pretendo mostrar cómo la teoría de la emoción en la música desarrollada por Leonard Meyer en su texto Emoción y significado en la música (Emotion and Meaning in Music) puede aportar inmensidades en ese aspecto. El presente estudio tiene como finalidad describir las tendencias contemporáneas de las ciencias cognitivas para abordar el fenómeno del significado matemático. A partir de esto, comienza una critica a los paradigmas innatistas, neurocentristas y constructivistas de la cognición matemática. El marco de la crítica a las ideas contenidistas del significado en las teorías innatas y constructivistas se fundamenta den la idea del significado como un bucle dinámico que emerge de las interdependencias cerebro-mente-entorno irreductible a un nivel sobre otros. Aquí el (...) cuerpo, las metáforas conceptuales y los entornos educativos ecológicos como STEAM proporcionan instancias para un significado corpóreo, situado, anti-representacionalista y enmarcado en el ciclo de percepción-acción. El presente estudio aborda el nacimiento como problema filosófico desde una perspectiva intersubjetiva y corporeizada derivada del análisis del Cuerpo y el Otro presente en la Fenomenología de la Percepción de Merleau-Ponty. A partir de lo anterior, se discuten las limitaciones que tendría la coexistencia (Mitdasein) de Heidegger y la Otredad de Lévinas enmarcada en la relación del rostro en su intento de aproximarse a una filosofía del nacimiento desde una perspectiva de mundo compartido (madre-padre-hijo). Además, se plantea la necesidad (...) de incorporar al problema filosófico sobre el nacimiento tres etapas: embarazo-nacimiento-puerperio, ya que estas son fundamentales para ilustrar de manera profunda la dimensión relacional y corporeizada de este proceso que exhibe temporalidad e historicidad. El presente capítulo tiene la finalidad de describir las diferencias entre un tiempo objetivo de aprendizaje y la temporalidad de la experiencia de aprendizaje. Para esto, cuestiona el paradigma actual de la cognición orientada al procesamiento de la información, donde el tiempo de aprendizaje de la interacción en el aula está susbsumido a un a priori que anticipa el devenir espontáneo de la interacción. En respuesta a lo anterior, proponemos más bien el paradigma contemporáneo de la ecología cognitiva que refuta (...) la idea representacionalista de la cognición y se abre a la dimensión de lo posible que emerge de las interdependencia cerebro-mente-entorno. El plagio ha sido objeto de investigaciones desde hace algunos años; sin embargo, ha sido estudiado principalmente en el alumnado de diferentes niveles educativos, aun cuando es una práctica que se manifiesta también en la investigación científica. Por ello, este artículo parte de responder: ¿Cuál es la prevalencia del plagio entre investigadores? ¿Cuáles son las principales causas asociadas a su comisión? ¿Qué estrategias se emplean para prevenirlo? Se realizó una revisión sistemática de literatura. Un total de 25 documentos fueron evaluados, (...) analizados y sintetizados. Los resultados señalan que la estimación de la prevalencia del plagio es de 4.3% a nivel internacional, porcentaje por debajo de la práctica real debido al sesgo de respuesta: algunos investigadores podrían no estar reportando la comisión de plagio en su práctica investigativa, aun cuando participen de forma anónima en las investigaciones. La principal razón asociada al plagio es la falta de tiempo, relacionada con el trabajo excesivo y con la presión para lograr una promoción. Las estrategias de prevención se agrupan en tres: implementación de capacitaciones, creación o modificación de políticas y documentos. La revisión, a pesar de centrarse originalmente en el plagio, añade información sobre otras prácticas investigativas no éticas. Se concluye que el plagio, a pesar de su aparente baja prevalencia, es un fenómeno grave presente en la investigación científica, que requiere una definición clara y completa con miras a ser aceptada de forma internacional, además de que necesita ser estudiado en mayor medida y con diferentes metodologías. Se sugieren nuevas líneas de investigación y se invita a atender las estrategias de prevención recabadas. (shrink)

Se lleva a cabo un planteamiento del estatus de la naturaleza en el ordenamiento jurídico como sujeto y objeto de derechos. Para lograr este objetivo, los autores se valen de una metodología inductiva a partir de un análisis descriptivo desde la doctrina, jurisprudencia y normas primarias. Con ello, se busca, en primer lugar, responder a la cuestión de si es posible o no que un ordenamiento jurídico contemple derechos de la naturaleza; en segundo lugar, se pretende evidenciar cómo el reconocimiento (...) de derechos sobre la naturaleza por parte de la jurisprudencia en Colombia cuenta con presupuestos comunes pese a que aún no se contemplan reglas claras sobre la asignación de derechos a la naturaleza. Al final, se realiza un llamado de atención para comprender esta figura más como un instrumento que el Estado debe utilizar a favor de la naturaleza, que como un decálogo de derechos. (shrink)

En Diseño moviendo al Mundo se recopilan investigaciones donde el denominador de los artículos es pensar al diseño como disciplina holística que al extender lazos a otros mundos del saber aporta herramientas conceptuales y estrategias proyectuales para desenredar problemas e inspirar gráficos, objetos, servicios y sistemas para la buena vida de las personas.

El presente texto está compuesto por tres capítulos en los cuales se esboza la filosofía política de Elías Canetti y Thomas Hobbes, en torno al concepto de la conformación de masas y el Estado civil; con el fin de responder a uno de los temas más controversiales, vigentes y constantes de las sociedades humanas como es el continuo movimiento y creación de masas bajo diferentes motivos. De esta manera, se develan los aspectos sobre la necesidad de pertenecer a un grupo (...) para buscar un objetivo en común. Sin embargo, también surge la duda de ¿Por qué y cómo se mantienen unidos los hombres en sociedad? Para darle respuesta, inicialmente, en el primer capítulo se exhibirá el pensamiento de Canetti abordando el concepto de masa, violencia y poder, en diferentes apartados de Masa y poder, en el segundo capítulo desde la perspectiva de Thomas Hobbes, se expondrá los conceptos de la naturaleza humana, contrato social y el poder que ejerce desde el Estado sobre los individuos para su control desde la obra el Leviatán. Por último, en el tercer capítulo se comparan y analizan la disimilitud de conceptos entre Hobbes y Canetti, como una síntesis del abordaje bibliográfico desarrollado. (shrink)

Davidson’s epistemology, like Kant’s, features a transcendental argument as its centerpiece. Both philosophers reject any priority, whether epistemological or conceptual, of the subjective over the objective, attempting thus to solve the problem of the external world. For Davidson, three varieties of knowledge are coordinate—knowledge of the self, of other minds, and of the external world. None has priority. Despite the epistemologically coordinate status of the mind and the world, however, the content of the mind can be shown to entail how (...) it is out in the world. More exactly, Davidson argues, we could not possibly have the beliefs we have, with their contents, unless the world around us was pretty much the way we take it to be, at least in its general outline. We are thus offered a way to argue, to all appearances a priori, from how it is in our minds to how it is in the world. The argument is a priori at least in being free of premises or assumptions about contingent particularities concerning the world around us or our relation to it. From premises about the contents of our propositional attitudes, the argument wends its way to a conclusion about the general lines of how the world around us is structured and populated. Before presenting his own account, Davidson rejects received views of meaning and knowledge. What follows will combine themes from his critique of alternatives with his more positive account and how it deals with the skeptic. (shrink)

This study applies Arne Naess’ ecosophy as a tool for possible progressive research material concerning the National Greening Program (NGP) of the Department of Environment and Natural Resources (DENR). This study aims to conduct a phenomenological analysis of tree farming advantages, driven by a philosophical approach and practical strategy integrated through the principle of deep ecology. The philosophy of deep ecology presupposes ethics and the interrelatedness of human beings to nature that generally can be experienced anywhere. This study aims to (...) assess the core motives, plans, objectives, strategic implications, initiatives, provisions, and the probable outcome of the said government program. To realize this, this research enunciates a possible parallel study between Naess's deep ecology and the DENR's goal. Since this study is concerned with the current situation of human beings, it delves into the context of the phenomenological research approach. It provides different perspectives on the other government officials who were once the program's authors and implementers. As this research goes on, the findings have various outlooks on applying deep ecology to facilitate the government's NGP. The crucial part of making this program absolute must be the participation of every individual in such advocacy as a sole environmental bailiff. However, the challenge never ceases to interrupt the goodwill of human beings. On the other hand, man's passion never fails to contribute to sustainable ecological preservation, biodiversity, reparation, and community commitment. (shrink)

Mathematical modeling offers a promising approach to improving mathematics education. This study aims to determine if the concept of metacognitive awareness in the learning process is associated with mathematical modeling. This study also considers the interaction effect of sex and academic year level on both variables. Focusing the study on preservice elementary teachers might address potential issues and targeted intervention in their preparation program concerning their ability to teach and guide young learners in modeling activities. The research sample includes 140 (...) preservice elementary teachers at Central Luzon State University, Philippines. Data collection used an adapted metacognitive awareness inventory and a validated researcher-made mathematical modeling competency test aligned with the K-12 mathematics curriculum in the Philippines. Results revealed that the preservice elementary teachers had a high metacognitive awareness and mathematical modeling competency, ranging from 22 to 31 out of 36 points. Besides, Factorial ANOVA indicates that academic year level positively affects both variables regardless of sex, and stepwise regression analysis unveiled that information management, declarative knowledge, and planning significantly predict 41.4% of the mathematical modeling competency variance. This suggests that developing metacognitive awareness supports preservice elementary teachers in performing modeling tasks that improve their competency level in mathematics. (shrink)

Starting from Brentano’s classical characterization of intentionality, we review the radical enactivist proposal about basic cognition and show that the underlying assumption that stripping teleosemantics of its representationalist commitments results in no explanatory loss is unwarranted. Significant features of basic cognition are lost, or so we argue, with the RECtification of teleosemantics that are retrieved by means of an alternative dubbed metaphysically non-committal content-ascriptivism.

In this critical notice we review Bozickovic's recent attempt to settle two interrelated issues: (i) the issue of the cognitive significance of indexical thoughts expressed at a time in the face of difficulties posed by cases in which the subject either mistakes two objects for one or one for two different objects; (ii) that of the cognitive dynamics of temporal indexical thoughts in the face of difficulties posed by cases in which the belief seems to be retained while the proper (...) adjustments fail to be made (that is, in cases such as Rip Van Winkle's). We argue that, despite its elegance and merits, the proposal falls short of accounting for the problematic cases in their full complexity. For one thing, the intended non-modal construal of Frege's Criterion of Difference promoted by Bozickovic does not block, in our view, the "proliferation" of senses brought about by the occasion-sensitivity of the individuation of demonstrative thoughts. For another, the proposal fails to appreciate the need for the subject to have an adequate conception of the object of her thought when it comes to orienting herself in space and time. That being so, we conclude that neither (i) nor (ii) is settled. (shrink)

This paper considers the place of reasons in the metaphysics of epistemic normativity and defends a middle ground between two popular extremes in the literature. Against members of the ‘reasons first’ movement, we argue that reasons are not the sole fundamental constituents of epistemic normativity. We suggest instead that the virtue-theoretic property of competence is the key building block. To support this approach, we note that reasons must be possessed to play a role in the analysis of central epistemically normative (...) properties, and argue that the relation of possession must be analyzed in terms of competence. But while we diverge with reasons-firsters on this score, we also distance ourselves from those who deny reasons any important role in epistemology. For we maintain that possessed reasons do help to ground deontic facts in the epistemic domain (e.g., facts about what one epistemically ought to believe, may believe, or is justified in believing). Indeed, we present an argument that the possession of sufficient epistemic reasons is necessary and sufficient for propositional justification, and that proper basing on such reasons yields doxastic justification. But since possession and proper basing are themselves grounded in competence, reasons are not the end of the explanatory road: competence enables them to do their work, putting them—and us—in the middle. To help clarify the concept of «teaching practice», this article analyzes a repository of professional skills of the teacher. It then examines how two groups of teacher educators attempting to use this repository to evaluate two teaching sessions (one secondary and one primary). Analyses revealed the difficulty in assessing a session from elements determined a priori from a list of skills. The evaluation of a teaching session seems to require the inclusion of its organic whole. Afin de contribuer à préciser (...) la notion de « pratique enseignante », le présent article analyse un référentiel de compétences professionnelles de l’enseignant. Il examine ensuite la manière dont deux groupes de formateurs d’enseignants tentent d’utiliser ce référentiel pour évaluer deux séances d’enseignement (une dans le secondaire et une dans le primaire). Les analyses révèlent la difficulté à évaluer une séance à partir d’éléments déterminés a priori dans une liste de compétences. L’évaluation d’une séance d’enseignement semble requérir la prise en compte de sa totalité organique. (shrink)

De ellos queremos rescatar su ética y estética, su condición de asumir la filosofía como un estilo de vida y su permanente cuestionamiento a la moral establecida dentro de la polis griega. No menos importante es presentar el tema de su sexualidad, su postura filosófica ante el dolor humano y su ataque a los convencionalismos. Se consideraron médicos del alma, permaneciendo (...) como una escuela inclasificable a lo largo de la historia de la filosofía. Presentamos su concepción del cuido de sí en tanto un apartarse de los demás, es decir, estableciendo un cuido contra los demás, sin obviar al otro sino enfrentándolo a su ignorancia. En su momento fueron llamados revolucionarios de la ética por su actitud insobornable frente a sus principios de autonomía y autosuficiencia. (shrink)

Citizen Satisfaction Index System (CSIS) was used to assess the delivery of support to education initiatives in the municipality of Banga, Aklan, Philippines. The samples were determined using multiple application of stratified random sampling approach. In accordance with the Philippine Statistical Authority's Data on Census Population and Housing for 2015, barangays having a bigger share of the population contributed more respondents to the 150 targeted participants. Following the inclusion criteria, the probability respondents were chosen using the Kish Grid. Pre-numbered questionnaires (...) were distributed, with odd numbers targeting male responders and even numbers targeting females. The following criteria were used to evaluate the respondents' assessments: awareness, availment of the program/service, satisfaction, and need for action. Furthermore, interviews were conducted to better understand and investigate the respondents' thoughts, behavior, and perspectives. The reasons for their reaction were also obtained. The data was provided in percentage as well as frequency distributions. The study inferred that awareness on alternative learning system and/or special education program should be improved since it is the only program that attained low rating for awareness. Most of the residents were not able to avail education programs because they have no household member who attends school. Majority of the respondents who availed the services were satisfied. However, scholarship and other assistance programs to students may be enhanced to improve service delivery. It is highly recommended by the citizens to improve accessibility to scholarship programs and other forms of financial assistance to students. (shrink)

Alors que le débat sur le caractère scientifique ou pseudo-scientifique de l’agriculture biodynamique occupe régulièrement le débat public, l’histoire et la philosophie des sciences ne semblent que très peu s’être emparées de ce sujet. La thèse défendue ici est double : tout d’abord, si l’agriculture biodynamique rencontre un relatif succès aujourd’hui, cela tient sans doute au fait que son théoricien, R. Steiner, a été un des premiers à critiquer le paradigme qui domine l’agronomie, ou en tout cas l’agriculture, depuis plus (...) d’un siècle. Cette critique semble d’ailleurs se maintenir dans ses motifs tout au long du XXe siècle, jusqu’à une certaine critique contemporaine de l’agro-industrie et de ses conséquences désastreuses sur l’environnement. Or, et c’est la seconde thèse défendue ici, cette critique semble méconnaître voire occulter la réalité des débats internes qui ont traversé l’agronomie au cours du XXe siècle et qui continuent de l’agiter aujourd’hui : l’agronomie système a ainsi par exemple intégré dans ses objets des éléments de l’agriculture biodynamique. Selon nous, le problème principal est que l’agronomie est souvent abordée selon une approche externaliste, qui doit impérativement être complétée par une approche internaliste afin tout d’abord de distinguer ce qui relève de la science et ce qui relève du mysticisme, et ensuite de saisir toute la richesse historique et épistémologique de l’agronomie. El propósito de nuestro trabajo es colocar en el tapete la enseñanza de la filosofía en el Perú, y con mayor énfasis, la enseñanza de la filosofía en la escuela secundaria, la que es preocupante, debido a que hay un tremendo paréntesis en su desarrollo desde el siglo pasado. Nuestro propósito es repensar una filosofía de la educación que pueda responder a los nuevos desafíos del siglo XXI, donde la tecnología está dejando improntas casi insuperables. Cabe destacar, que es necesario (...) realizar una autocrítica al respecto. Por eso, en nuestro trabajo se hará un replanteamiento de la enseñanza de la filosofía desde el pensamiento de Augusto Salazar Bondy, quien como educar y filósofo nos mostrará la importancia del maestro de filosofía y de la educación filosófica, la cual es de vital importancia para la reflexión crítica, la problematización y el diálogo. Christopher Hookway has been influential in promoting engagement with pragmatist and naturalist perspectives from classical and contemporary American philosophy. This book reflects on Hookway’s work on the American philosophical tradition and its significance for contemporary discussions of the understanding of mind, meaning, knowledge, and value. -/- Hookway’s original and extensive studies of Charles S. Peirce have made him among the most admired and frequently referenced of Peirce’s interpreters. His work on classical American pragmatism has explored the philosophies of William James, (...) Additionally, Hookway has participated in a number of celebrated exchanges with some of the most high-profile figures of twentieth- and twenty-first-century philosophy, including Karl-Otto Apel, Philip Pettit, Hilary Putnam, and W.V.O. Quine, through which his treatments of a large range of topics in epistemology and the philosophies of mind and language have been developed and promoted. Searle may protest too much his anti-dualism. It may be that what needs reconsideration is not so much the traditional opposition between material and mental as the supposed opposition between property dualism and our contemporary scientific world view. Searle at one points notes that "[w]hen we come to the proposition that reality is physical, we come to what is perhaps the crux of the whole discussion." I agree.

Due to the emergence of ICT in ELT sector, seasoned English teachers find it resistant to such a shift despite having a positive attitude towards its use. This quasi-experimental study aimed to examine the extent to which seasoned English language teachers developed their ICT skills through a Service-Learning Activity (SLA). Using a one-group pre- and post-test design, this study collected the data through a modified Needs Assessment Survey (NAS) distributed to fourteen purposively selected participants. It was administered to examine what (...) professional ICT development would greatly benefit them. The data were analyzed using descriptive statistics and themes according to the Service-Learning Activity (SLA) topics. A Post Evaluation Survey (PES) was administered, and its result was compared to the initial test. The results showed that the seasoned teachers gained significant learning gains in terms of (1) sharing of knowledge from other teachers; (2) being encouraged to use ICT tools; (3) training opportunities; (4) working with other colleagues; and 5) attending professional workshops which include SLA. However, this study unveiled that the English teachers had no significant difference in perceptions regarding the roles of computers in teaching before and after the intervention. The performance in the delivery of environmental management programs of the local government of Lezo, Aklan, Philippines was evaluated in this study. Through the Multi-Stage Random Probability Sampling technique, 150 respondents from barangays’ share in the municipal population were determined based on the Philippine Statistical Authority’s Data on Census Population and Housing for the 2015. The probability respondents were selected using the Kish Grid where female respondents were given even numbered questionnaires while male respondents were assigned odd numbers. The four (...) major core concepts namely awareness, availment, satisfaction and need for action were used in measuring the ratings presented in frequency and percentage distributions. Interview was also conducted to gather reasons for their ratings. The study inferred that majority of the respondents were highly aware of the community-based greening project. However, low awareness was attained on projects such as air pollution control program and waste-water management. A high percentage of respondents have availed the environmental management programs except for solid waste management. Overall, majority of the respondents were satisfied of the environmental management programs rendered by the local government unit and therefore needs less action. It is recommended that the local government unit strengthen air pollution control program. (shrink)

The counter majoritarian difficulty is one of the main objections against the judicial review. In this paper, this objection is analyzed from the standpoint of the norm formulation/norm distinction. By stressing the distinc- tion between norm formulations and norms, I claim that when judicial review prevents the application of a norm to an individual case the counter majoritarian difficulty objection does not hold.

In the field of Evidence Law the relation between truth and law has been a somewhat non- debated topic in the past years. It is a given that such a connection exists and, it is understood as the notion of the ascertainment of the truth of disputed questions of fact through legal evidence. The thesis that I have reconstructed in this paper has been presented by Prof. Jordi Ferrer who grounds the connection between truth and law in the role of (...) the legal system as a tool for guiding the behavior of the governed. I call this thesis the theory of the structural clause of truth. In this paper I shall present a possible reconstruction of this theory, I shall raise two objections against it and I shall present five possible interpretations of the relation between truth and law. This paper puts forward three critiques of pardo’s second-order proof rules thesis. The first criticism states that these rules are not suitable to guide the interpretation of standards of proof rules because they confuse matters of legal interpretation with matters of epistemology. The second criticism states that second-order proof rules are affected by the same indeterminacy problems they are designed to resolve, thereby rendering them unsuitable for the task they are purposely designed for. La presente compilación de textos es la segunda obra colectiva fruto del trabajo del grupo de investigadores que forman parte del proyecto La Alianza Bolivariana para las Américas (ALBA), sus políticas públicas y los valores fundacionales de la integración latinoamericana y caribeña, radicado en la Universidad Central «Marta Abreu» de Las Villas, Cuba. La temática abordada en esta obra (la evaluación de políticas públicas en América Latina) es continuidad lógica del primer libro de nuestro grupo de investigación, intitulado Políticas públicas. (...) Teoría y práctica en el escenario latinoamericano, publicado en 2018 bajo el sello de la Editorial Feijóo. En aquella obra se expuso una crítica constructiva al manejo de las políticas públicas por parte de los gobiernos progresistas instalados en el poder en América Latina en los tres primeros lustros del actual siglo. Consideramos constructiva la crítica realizada en aquel texto, pues la misma partió de un cuestionamiento a la teoría sobre política pública, a sus preceptos teóricos, al escaso arsenal sobre evaluación producido por los teóricos clásicos de esta materia, y particularmente a las interpretaciones y formas de aplicación de la política pública en todo el subcontinente americano, aun cuando el interés fundamental del proyecto eran los países del ALBA. Aunque el proyecto integracionista ALBA constituye nuestro objeto de estudio declarado, para los investigadores del grupo está claro que cualquier proceso de integración regional en América Latina solo se sostendrá si está cobijado por la unidad de los pueblos latinoamericanos y caribeños en torno a la defensa de su soberanía, identidad cultural y desarrollo autóctono. Respecto a ello, el memorable líder cubano Fidel Castro, en la Cumbre Iberoamericana de Salvador de Bahía, argumentó que: «La cuestión no estriba en que cada país de nuestra área trate de salvarse por sí mismo, porque es un sueño imposible en un mundo dominado hoy por gigantes industriales y políticos. Tenemos necesidad de crear entre todos un gigante, para poder realmente desarrollarnos y disfrutar de paz, independencia y seguridad». En vista de ello, casi desde el inicio del proceso investigativo nos inclinamos a ampliar nuestras indagaciones al resto de América Latina, lo que condujo a que en este texto (y muy probablemente en las entregas futuras sobre el tema de las políticas públicas en América Latina), aparecieran trabajos que no abordaban a los países que integran o integraron el ALBA-TCP, sino a otros países del subcontinente. La evaluación de políticas públicas en América Latina fue abordada desde varios ángulos y con distintos grados de profundidad, lo que generó diversos tipos de resultados. Algunos de estos no alcanzaron el nivel de coherencia requerido para su publicación inmediata, pero de igual forma fueron muy valiosos para el aprendizaje colectivo realizado en los talleres de discusión del proyecto, por lo que damos gracias a todos los esfuerzos e intentos realizados. Dado el escaso desarrollo sobre la cuestión de la evaluación de políticas públicas y especialmente el escaso desarrollo de este acápite en América Latina, no era posible pretender lograr evaluaciones rigurosas en un primer momento. Para el grupo de investigadores era esencial ganar en cultura de evaluación y hacer conciencia sobre este aspecto, que es el objetivo central de este libro. En vista de ello, el asunto de la evaluación de políticas públicas en América Latina se abordó desde el ámbito teórico general, enfatizando en su necesidad y rigurosidad, y desde experiencias concretas de evaluación en diversos países. En varios casos, estas experiencias no podemos identificarlas con evaluaciones propiamente dichas, sino con valoraciones o acercamientos a la evaluación, que contribuyen igualmente a elevar la cultura en este aspecto y a la conciencia de la necesidad de evaluación. Las prioridades estratégicas que definió la Organización Mundial de la Salud para su labor en la década 2020-2030 son el sustrato de este trabajo. El mismo grupo interdisciplinario de profesionales de la salud que reflexionó en la primera entrega sobre las prioridades relacionadas con lograr poblaciones más sanas, continúa con otras prioridades orientadas a lograr una cobertura sanitaria universal y un mejor manejo de las emergencias sanitarias. En las conclusiones de la segunda entrega se destaca la importancia de desarrollar cada (...) una de las prioridades involucrando a la sociedad civil, la familia y los medios de comunicación. La manera de hacerlo será haciendo girar todas las iniciativas de ejecución alrededor de estrategias educativas adecuadamente planteadas en todos los niveles, sin que se admitan injerencias ni presiones, para recuperar así la confianza necesaria para conseguir las soluciones que son buenas para el ser humano, el ecosistema y las futuras generaciones. -/- . Transdisciplinary research knits together knowledge from diverse epistemic communities in addressing social-environmental challenges, such as biodiversity loss, climate crises, food insecurity, and public health. This paper reflects on the roles of philosophy of science in transdisciplinary research while focusing on Indigenous and other subaltern forms of knowledge. We offer a critical assessment of demarcationist approaches in philosophy of science and outline a constructive alternative of transdisciplinary philosophy of science. While a demarcationist focus obscures the complex relations between epistemic communities, transdisciplinary (...) philosophy of science provides resources for meeting epistemic and political challenges of collaborative knowledge production.
