The purpose of this article is to highlight the clientelistic strategies and informal practices that the ruling political parties in Albania use during the elections to ensure an unfair advantage in their favour over the opposition challengers. One of the main characteristics of the political developments of the transition period in Albania since 1991 has been the flourishing of informal practices and clientelist networks of political parties within state structures, which has produced an extreme politicization of these institutions. These (...) strategies that in general terms we label as “clientelistic” and that have been used to a large extent by the incumbent political parties have had a direct negative impact on the conduct of free and fair elections in Albania by distorting their main goal: to reflect the will of the people. This is because such clientelist strategies, together with the informal practices/mechanisms that accompany them, have influenced the creation of an unlevelled playing field, and have produced a hyperincumbency advantage in the electoral contests between political parties in Albania. The case of the recent elections held in Albania on 25 April 2021 will be the empirical case of this study, in which are evidenced the electoral containment strategies and practices that the ruling political party used to provide an unfair advantage in its favour and to secure its grip on power. This paper aims to analyse the relationship that exists between state capture, party patronage, and the conduct of electoral processes in the settings of post-communist countries, of which Albania is one. A characteristic of the political developments of the transition period in many post-communist countries has been the phenomenon of state capture, which has occurred mainly through the endemic party patronage and politicization of state institutions. The phenomenon of state capture by the ruling political parties has had a negative conditional (...) impact on the conduct of competitive, free and fair elections in these countries, leading to distrust regarding the credibility and integrity of the process. This study argues that phenomena such as state capture and extensive party patronage as informal practices/mechanisms in the hands of the ruling political parties affect the creation of a skewed playing field and the production of hyper-incumbency advantages in holding electoral contests between political parties, making the possibility of political power rotations difficult. Albania, in the case of its last parliamentary elections, held on 25th April 2021, constitutes the case study (Section IV) to which the theoretical framework of the paper is applied, by identifying the informal practices and methods through state capture that the ruling political party used to provide structural, institutional, and financial advantages in its favour regarding elections. Feminist epistemology aims to propose epistemic reasons for increasing the representation of women or socially subordinated people in science. This is typically done—albeit often only implicitly—by positing a causal mechanism through which the representation of sociodemographic minorities exerts a positive effect on scientific advancement. Two types of causal theories can be identified. The “epistemic diversity thesis” presents a causal path from sociodemographic diversity to scientific progress mediated by epistemic diversity. The “thesis of epistemic advantage” proposes a causal path from (...) social subjugation to capacity for inquiry. The latter theory is defined with substantial ambiguity in the existing literature, and I present an explicit causal reformulation that disambiguates it. The epistemic diversity thesis focuses on the effect of group composition on collective epistemic performance and is largely silent about what kind of characteristics lead to individual epistemic excellence. On the other hand, the thesis of epistemic advantage seeks to identify sociodemographic background conditions that make certain epistemic agents strictly better knowers or inquirers than others and pays little attention to the synergistic effects of diverse group composition. Such a difference in the causal structure reflects the diverging political characteristics of the two theories. (shrink)

​I use network models to simulate social learning situations in which the dominant group ignores or devalues testimony from the marginalized group. I find that the marginalized group ends up with several epistemic advantages due to testimonial ignoration and devaluation. The results provide one possible explanation for a key claim of standpoint epistemology, the inversion thesis, by casting it as a consequence of another key claim of the theory, the unidirectional failure of testimonial reciprocity. Moreover, the results complicate the understanding (...) and application of previously discovered network epistemology effects, notably the Zollman effect (Zollman 2007, 2010). (shrink)

This paper investigates how the credit incentive to engage in questionable research practices interacts with cumulative advantage, the process whereby high-status academics more easily increase their status than low-status academics. I use a mathematical model to highlight two dynamics that have not yet received much attention. First, due to cumulative advantage, questionable research practices may pay off over the course of an academic career even if they are not attractive at the level of individual publications. Second, because of (...) the role of bottleneck moments in academic careers, questionable research practices may be selected for even if they do not provide a benefit in expectation. I survey four categories of factors that might give a digital mind, such as an upload or an artificial general intelligence, an advantage over humans. Hardware advantages include greater serial speeds and greater parallel speeds. Self-improvement advantages include improvement of algorithms, design of new mental modules, and modification of motivational system. Co-operative advantages include copyability, perfect co-operation, improved communication, and transfer of skills. Human handicaps include computational limitations and faulty heuristics, human-centric biases, and socially motivated cognition. The shape of (...) hardware growth curves, as well as the ease of modifying minds, are found to have a major impact on how quickly a digital mind may take advantage of these factors. (shrink)

This article is about the manifestations of similarities between two seemingly distinct groups of Nigerians: cybercriminals and politicians. Which linguistic strategies do Twitter users use to express their opinions on cybercriminals and politicians? The study undertakes a qualitative analysis of ‘engaged’ tweets of an elite law enforcement agency in West Africa. We analyzed and coded over 100,000 ‘engaged’ tweets based on a component of mechanisms of moral disengagement (i.e., advantageous comparison), a linguistic device. The results reveal how respondents defend the (...) actions of online fraudsters (“the deviant group”) by strategically comparing them to the wrongful acts of corrupt politicians (“the respectable group”). Similarly, the results show how respondents positioned this linguistic strategy to compare “the powerless group” (online fraudsters) and “the powerful group” (politicians) in society. Indeed, tweet responses suggest that the Economic and Financial Crimes Commission (EFCC) generally looks downwards for culprits (i.e., online fraudsters) while ignoring fraudulent politicians. We conclude that the process by which some actions are interpreted as a crime compared to others is a moral enterprise. (shrink)

Here is a widespread but controversial idea: those animals who represent correctly are likely to be selected over those who misrepresent. While various versions of this claim have been traditionally endorsed by the vast majority of philosophers of mind, recently, it has been argued that this is just plainly wrong. My aim in this paper is to argue for an intermediate position: that the correctness of some but not all representations is indeed selectively advantageous. It is selectively advantageous to have (...) correct representations that are directly involved in bringing about and guiding the organism's action. I start with the standard objection to the claim that it is selectively advantageous to represent correctly, the ‘better safe than sorry’ argument gand then generalize it with the help of Peter Godfrey Smith's distinction between Cartesian and Jamesian reliability and the trade‐off between them. This generalized argument rules out a positive answer to our question at least as far as the vast majority of our representational apparatus is concerned. But this argument fails to apply in the case of the correctness of a special kind of representation, one that is directly involved in bringing about, and in guiding, actions. We can still maintain that it is selectively advantageous to have a reliable mechanism for producing representations of this kind. (shrink)

Evolutionary advantages of consciousness and intersubjectivity are part of current philosophical debates on the nature of consciousness. Both are linked and intersubjectivity is sometimes considered as a form of consciousness [1]. Regarding the evolution of consciousness, studies tend to focus on phenomenal consciousness [2]. We would like here to bring the focus on self-consciousness and continue the build up of a corresponding evolutionary scenario. We also propose to introduce a possible evolutionary link between self-consciousness and phenomenal consciousness. Our starting point (...) is the evolutionary scenario based on the evolution of intersubjectivity that goes thru the identification with conspecifics at pre-human primate time frame [3, 4, 5]. The scenario considers that such identification with conspecifics brought the non self-conscious auto-representation carried by our prehuman primate ancestors to merge with the representations of conspecifics. The latter transferred to the auto-representation the characteristics of an entity existing in the environment, and by this way introduced some first elements of self-consciousness for our pre-human ancestors. In addition, an anxiety increase coming from the identification with suffering or endangered conspecifics produced an evolutionary engine based on anxiety limitation. We want here to complement this evolutionary approach by introducing the improvement of action programs as a contributor to the evolutionary advantages of intersubjectivity and self-consciousness. We look at the possibility for a subject to improve the action programs that conspecifics implement. The performance of identification with conspecifics allows the subject to consider that errors made by conspecifics are potentially her own errors, and consequently allows the subject to correct the errors of conspecifics for her own benefit. We describe the process of non successful action identification from the perspective of an observer and present the synergetic action program improvements with their contribution to the evolution of intersubjectivity and self-consciousness. We add this contribution to the existing evolutionary scenario on self-consciousness and introduce a possible evolutionary link between self-consciousness and phenomenal consciousness. We use for that the relation existing between phenomenal consciousness and pre-reflexive self-consciousness [6] and propose to link the latter to the proposed evolutionary nature of self-consciousness. We finish by summarizing the points addressed and by introducing some possible continuations. (shrink)

Propositionalism is the view that the contents of intentional attitudes have a propositional structure. Objectualism opposes propositionalism in allowing the contents of these attitudes to be ordinary objects or properties. Philosophers including Talbot Brewer, Paul Thagard, Michelle Montague, and Alex Grzankowski attack propositionalism about such attitudes as desire, liking, and fearing. This article defends propositionalism, mainly on grounds that it better supports psychological explanations.

This article deals with processes of accumulation of advantages and disadvantages in trajectories of social mobility from the working class, taking into account gender. In order to investigate how working-class trajectories in Buenos Aires Metropolitan Area are shaped by gender in terms of accumulation of (dis) advantages, we made biographical interviews to individuals with different social backgrounds within the working class. Families with more stable situations were able to transmit better conditions for spirals of accumulation of advantages to take place. (...) In this paper I explore the relationship between social epistemology and relativism in the context of feminist epistemology. I do this by focusing on one particular branch of feminist epistemology - a branch known as standpoint theory - and investigating the connection between this view and epistemic relativism. I begin by defining both epistemic relativism and standpoint theory, and by briefly recounting the standard way that the connection between these two views is understood. The literature at the moment focuses on (...) an aspect of standpoint theory called the epistemic advantage thesis, and on an aspect of relativism which has been called equality. I then show that the connection between relativism and standpoint theory actually turns on a different aspect of standpoint theory, known as the standpoint thesis, and on an aspect of relativism which has been called non-neutrality. I argue that shifting our attention to these other aspects reveals that standpoint theory is clearly and unavoidably relativist, but that this isn’t a problem - standpoint theory can capture everything that it set out to, even on a relativist understanding of the view. Intelligent neurotechnology is an emerging field that combines neurotechnologies like brain-computer interface (BCI) with artificial intelligence. This paper introduces a capability framework to assess the responsible use of intelligent BCI systems and provide practical ethical guidance. It proposes two tests, the threshold and flourishing tests, that BCI applications must meet, and illustrates them in a series of cases. After a brief introduction (Section 1), Section 2 sets forth the capability view and the two tests. It illustrates the threshold test using (...) examples from clinical medicine of BCI applications that enable patients with profound disabilities to function at a threshold level through computer mediation. Section 3 illustrates the flourishing test by exploring possible future applications of BCI involving neuroenhancements for healthy people, using examples adapted from research currently underway in the US military. Section 3 applies a capability lens to a complex case involving dual effects, both therapeutic and non-therapeutic, showing how the threshold and flourishing tests resolve the case. Section 4 replies to three objections: neurorights are the best tool for assessing BCI; the two tests are moving targets; and the analysis utilizes a capability view to do work it is not designed for. The paper concludes that a capability view offers unique advantages and gives practical guidance for evaluating the responsible use of present and future BCI applications. Extrapolating from our analysis may help guide other emerging technologies, such as germline gene editing, expected to impact central human capabilities. (shrink)

Many philosophers have argued that a hypothesis is better confirmed by some data if the hypothesis was not specifically designed to fit the data. ‘Prediction’, they argue, is superior to ‘accommodation’. Others deny that there is any epistemic advantage to prediction, and conclude that prediction and accommodation are epistemically on a par. This paper argues that there is a respect in which accommodation is superior to prediction. Specifically, the information that the data was accommodated rather than predicted suggests that (...) the data is less likely to have been manipulated or fabricated, which in turn increases the likelihood that the hypothesis is correct in light of the data. In some cases, this epistemic advantage of accommodation may even outweigh whatever epistemic advantage there might be to prediction, making accommodation epistemically superior to prediction all things considered. Sitting next to a stranger on a plane who becomes a business partner? Stumbling onto an article in a journal or newspaper that helps tackle a nagging problem? Creating a new drug by accident?

This study aims to identify enhancing the competitive advantage in the University of Palestine: Reality and Ambition, as the researchers used the descriptive and analytical method, through a questionnaire distributed to a sample of employees at the University of Palestine, where the size of the study population is (234) employees, and the size of the sample (117) employees, of whom (90) responded. The study provided a theoretical framework for what the writers and researchers presented about the study variable, as (...) well as an analytical practical framework for the opinions of employees at the University of Palestine. The study reached a set of results, the most important of which are: the presence of a high degree of competitive advantage in the University of Palestine from the viewpoint of the employees, and the absence of differences in the opinions of the study sample about the study variables for the demographic variables. The study presented a set of recommendations, the most important of which are: The necessity of working to enhance the university's competitive advantage by enhancing the human capital and knowledge of the university. The difference principle, introduced by Rawls (1971, 1993), is generally interpreted as leximin, but this is not how he intended it. Rawls explicitly states that the difference principle requires that aggregate benefits (e.g., average or total) to those in the least advantaged group be given lexical priority over benefits to others, where the least advantaged group includes more than the strictly worst off individuals. We study the implications of adopting different approaches to the definition of the least advantaged group and (...) show that, if acyclicity is required, several seemingly plausible approaches lead to something close to leximin. We then show that significant aggregation is possible, if the least advantaged group is defined as those with those with less benefits than some strictly positive transform of the lowest level of benefits. Finally, we discuss the implications of requiring that, in comparing two alternatives, the cutoff for the least advantaged group of one alternative be the same as that for the other alternative. The study aimed to identify the knowledge management processes and their role in achieving competitive advantage at Al-Quds Open University. The study was based on the descriptive analytical method, and the study population consists of academic and administrative staff in each of the branches of Al-Quds Open University in (Tulkarm, Nablus and Jenin). The researchers selected a sample of the study population by the intentional non-probability method, the size of (70) employees. A questionnaire was prepared and supervised by a (...) number of specialists in order to obtain the results of the study. The study concluded that there is a positive direct relationship, that is, the higher the degree of application of knowledge management processes, the greater the degree of competitive advantage. Knowledge Technology came first with a score of 80.02% on all items. Competitive advantage came second with 81.74%. In the third place came "knowledge generation" where the total score on all paragraphs in this area (78.24%). In the fourth place, "knowledge transfer" (77.21%). "Developing and storing knowledge" came in fifth place (77.13%). "Acquisition of knowledge" came in sixth place (76.45%). Knowledge Organization ranked seventh (74.26%). The study recommended that the university should enable the employees to benefit from the experiences and expertise available to help generate knowledge. The University encourages the creation of knowledge through the system of incentives and open the way for creators to apply their creations and spread and invest in excellence and creativity. The university should design work performance levels based on the integration of knowledge and organize it according to policies that support freedom of research. The need for Palestinian universities to adopt a knowledge management approach. The need to adopt a system of incentives that rewards cognitive efforts, and give workers enough freedom to enable them to apply their knowledge. (shrink)

This study aims to look at the role of the practice of excellence strategies in education in achieving sustainable competitive advantage for the Higher educational institutions of the faculty of Engineering and Information Technology at Al-Azhar University in Gaza, a model, and the study considered the competitive advantage of educational institutions stems from the impact on the level of each student, employee, and the institution. The study was based on the premise that the development of strategies for excellence (...) in education, and its implementation is a vital important prerequisite to achieve sustainable competitive advantage in higher educational institutions. The study followed a systematic exploratory descriptive methodology through review of the theoretical literature, and the adoption of the experience of the Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as a model for its unique experience in the field of excellence in education. The study results showed that the most important are: There is a strong correlation between the level of exercising excellence strategies in education and the achievement of higher educational institutions to the sustainable competitive advantage. The results include a general required number of important sub results on the subject of the model - Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as follows: - The student considered the academic focus of the operation in the development process of the workers’ skills, particularly academics at the university helps to distinguish students and increase the employment rate after graduation. - The existence of consistency in development efforts and quality improvement for all three levels (student, employee, and the university), and this contributes to the Faculty excellence. - The Faculty has been able to achieve competitive advantages by offering excellent services without harming the efficiency, and this alone is a great success because improving service properties requires great investments, which negatively affect the continued institutional development. The study also reached a set of recommendations as follows: - The need to exercise excellence strategies in education, excellence reward at the national level, and those higher educational institutions follow the criteria for measuring the competitive advantages of its institutions always. - There is a need to increase efforts to implement programs of excellence, the allocation of adequate time, reward outstanding efforts as well. There is a necessity for each faculty to achieve competitive advantage and sustainability, using the general philosophies of competitive advantage, but with a different strategically content from what is in the private commercial sector, it reflects the Faculties mission and objectives, depending on making improvements and excellence in processes that ensure the safety of its outputs. As well as the need to find a balance between the work of teaching and research work of the faculty members, this has important implications regarding the criteria used in the process of excellence evaluation. The study recommended the adoption of strategies for excellence in education on a national public policy level mainly in the processes of change in higher education institutions. The need to support the existence of a common understanding of the efforts of excellence to create a general culture that appreciates excellence in faculties and universities. This underlines the need for transparent, fair rewards systems, to encourage innovation in education. The need to conduct a comprehensive surveys on the graduates of faculties and universities including the areas of employment and skills, because that will give accurate indications of the graduates and will help to establish a link to a more precise about the relationship of excellence strategies with the competitive advantages. The distinctive trait of this newest addition to Joseph Margolis’ magnificent oeuvre of thirty books is its broad-ranging and highly partisan approach to evaluating contemporary trends in Western philosophy. The book is divided into three parts. Part 1 addresses the trifecta of competing philosophical traditions: pragmatism, continental philosophy and analytic philosophy. Based on the book’s title, the reader can easily forecast the winner: pragmatism. Margolis directs Part 2 to the goal of reclaiming naturalism as an antidote to the ailments of (...) all three philosophical traditions. Part 3 concerns the enduring challenge that Immanuel Kant’s model of transcendental reason and G. W. F. Hegel’s subsequent critique pose to contemporary philosophy. The book’s thesis is that pragmatism has lost its distinctly American quality. In its more recent incarnations, pragmatism (or neopragmatism) has been continually cross-pollinated with elements in the continental and analytic traditions. Moreover, this open-ended capacity for hybridization is what constitutes pragmatism’s advantage. (shrink)

The Scottish economist Adam Smith recommends specialization, but Salvador Dali was not very specialized: he painted, wrote books, acted, sang, and made films. In this paper, I draw attention to a tactical advantage of not specializing for Dali, when faced with various challenges.

The game theoretic notion of best-response reasoning is sometimes criticized when its application produces multiple solutions of games, some of which seem less compelling than others. The recent development of the theory of team reasoning addresses this by suggesting that interacting players in games may sometimes reason as members of a team – a group of individuals who act together in the attainment of some common goal. A number of properties have been suggested for team-reasoning decision-makers’ goals to satisfy, but (...) a few formal representations have been discussed. In this paper we suggest a possible representation of these goals based on the notion of mutual advantage. We propose a method for measuring extents of individual and mutual advantage to the interacting decision-makers, and define team interests as the attainment of outcomes associated with maximum mutual advantage in the games they play. The lie detector test has long been treated with suspicion by the law. Recently, several authors have called this suspicion into question. They argue that the lie detector test may have considerable forensic benefits, particularly if we move past the classic, false-positive prone, autonomic nervous system-based (ANS-based) control question test, to the more reliable, brain-based, concealed information test. These authors typically rely on a “comparative advantage” argument to make their case. According to this argument, we should not be so (...) suspicious of lie detection evidence if it has comparative advantages over the epistemic methods currently utilised by the legal system. In this article, I add to this growing support by making a novel comparative advantage argument in favour of brain-based lie detection evidence. The argument focuses on the P300 concealed information test (P300 CIT), which has several unique properties, and on the effect it may have on pre-trial bargaining in criminal cases rather than in-court evidence. The thesis is that P300 CIT could allow for innocent defendants to credibly signal their innocence to investigators and prosecutors during pre-trial bargaining more effectively than current proposed methods for doing the same thing. I defend this argument from a number of objections, and suggest that it opens up an interesting avenue in the ongoing debate about the merits of this technology. Although the argument is presented with the criminal law in mind, it could form part of a more general cumulative case in favour of this technology. (shrink)

In previous works (Floridi 2018) I introduced the distinction between hard ethics (which may broadly be described as what is morally right and wrong independently of whether something is legal or illegal), and soft or post-compliance ethics (which focuses on what ought to be done over and above existing legislation). This paper analyses the applicability of soft ethics to the General Data Protection Regulation and advances the theory that soft ethics has a dual advantage—as both an opportunity strategy and (...) a risk management solution. This paper's purpose was to identify the key sources when formulating competitive advantages of hotel chains. The research assessed the financial activities performance included in annual hospitality industry reports and on their official websites; questioning of loyal and potential customers; the five-point Likert scale and the Pearson correlation coefficient were applied to understand the possible consumer reaction to a certain competitive advantage or its absence. The paper confirms the effectiveness of key sources used by management to win and retain (...) competitive advantages: despite strong dependence on the economic cycle phase etc., after the devastating crisis of 2007, 2008, but also to achieve sustainable growth. All the networks examined over the last decade have expanded their presence in international markets, diversified the portfolio of brands, increased the number of jobs and profits. It was also proved that the opinion of the final consumer is still not sufficiently taken into account in the assessment of the Pearson correlation coefficient (the latter allowed the authors to propose their own definition of the competitive advantage in the industry). The paper attempts for the first time to consider the competitive advantages of hotel chains from the point of view not only of theorists and business practitioners, but also with the view of the opinion of the services consumer; there were identified the discrepancies, which consideration would allow to increase the level of guest satisfaction and, accordingly, the efficiency of the hotel business. In future papers, the authors plan to verify the existence of a correlation between the degree of guest loyalty to a particular hotel network and the main financial results of its activities. The existential approach to the philosophy of history focuses on the question of the meaning of history for human life. Do human beings have any agency within history? Do we create history, or are we created by it? How are we to bear the smallness of our own lives within the grand sweep of human events? How do we handle the duality of being both historical persons and biological entities, an animal species both like no other animal, because essentially cultural (...) and, therefore, essentially historical, but in so many ways also just like any other animal? Then there’s the problem of how historicity can lead to relativism in ethics; do our values and moral sentiments have any objectivity or universality at all, any validity, or are they themselves just historical phenomena, like any other, totally prone to historicity? By briefly surveying the philosophy of history in three central figures, (Hegel, Nietzsche, and Foucault), and looking over the main narrative structures used, we can touch on several of the major themes and see how they inform us about today’s world events. Recent iterations of Alvin Plantinga’s “evolutionary argument against naturalism” bear a surprising resemblance to a famous argument in Descartes’s Third Meditation. Both arguments conclude that theists have an epistemic advantage over atheists/naturalists vis-à-vis the question whether or not our cognitive faculties are reliable. In this paper, I show how these arguments bear an even deeper resemblance to each other. After bringing the problem of evil to bear negatively on Descartes’s argument, I argue that, given these similarities, atheists can wield (...) a recent solution to the problem of evil against theism in much the way Plantinga wields the detailsof evolutionary theory against naturalism. I conclude that Plantinga and Descartes give us insufficient reason for thinking theists are in a better epistemic position than atheists and naturalists vis-à-vis the question whether or not our cognitive faculties are reliable. :The study aimed to identify the level of enhancing the competitive advantage of training institutions in Palestine. The study used the descriptive analytical approach. A structured questionnaire was used to collect data that contribute to achieving the objectives of the study. The study population consists of workers in training institutions operating in the southern Palestinian governorates. The random sample for data collection, where (90) applicable questionnaires were retrieved. The results of the study showed that the general estimate for the (...) competitive advantage axis came with a high degree and a relative weight (90.67%). The results also showed that there were no statistically significant differences in enhancing the competitive advantage according to the variables (gender, governorate). It’s a Sunday morning and a sports analyst is doing a pre-game show highlighting how hard the stadium is to play in. The home-field fans continue to get more outrageous as they prepare for the start of the event. Meanwhile, the visiting team’s fans continue to disrupt the mood of the crowd in efforts to even the momentum. After some words are exchanged a fight breaks out. Home-field advantage has become more than just an idea. Today, it can often (...) be considered a strategic asset in the outcome of many sporting events. With the continued growth of importance on the notion of home-field advantage we have also seen an increase in sports-related violence and vandalism. We turn on our TV to see our favorite sports analysts talk about how callow and senseless these acts are, while hours earlier the same individuals are headlining the significance home-field advantage can have on a team, game, or series. TV, radio, and media networks often provoke the idea of upholding a country, city, or team’s reputation of maintaining such tough home-field “advantages”. This idea of keeping an intimidating home-field advantage can clearly cause an effect on the mindset of that same team’s fan base. As we have seen in the past this ripple effect can become negative. Instead of looking at the individuals committing these reckless and often violent acts I propose that we take a closer look at the influences the media imposes on the masses. We understand that these actions are committed by individuals, but we need to be aware of how and why the individuals choose to behave these ways. The media needs to be less contradicting with the arguments they are provoking us with. If you are going to feed the beast, don’t punish it for eating. (shrink)

The linear programming method is one of the important methods of operations research that has been used to address many practical issues and provided optimal solutions for many institutions and companies, which helped decision makers make ideal decisions through which companies and institutions achieved maximum profit, but these solutions remain ideal and appropriate in If the conditions surrounding the work environment are stable, because any change in the data provided will affect the optimal solution and to avoid losses and achieve (...) maximum profit, we have, in previous research, reformulated the linear models using the concepts of neutrosophic science, the science that takes into account the instability of conditions and fluctuations in the work environment and leaves nothing to chance. While taking data, neutrosophic values carry some indeterminacy, giving a margin of freedom to decision makers. In another research, we reformulated one of the most important methods used to solve linear models, which is the simplex method, using the concepts of this science, and as a continuation of what we did in the previous two researches, we will reformulate in this research. The graphical method for solving linear models using the concepts of neutrosophics. We will also shed light on a case that is rarely mentioned in most operations research references, which is that when the difference between the number of unknowns and the number of constraints is equal to one, two, or three, we can also find the optimal solution graphically for some linear models. This is done by taking advantage of the conditions of non-negativity that linear models have, and we will explain this through an example in which the difference is equal to two. Also, through examples, we will explain the difference between using classical values and neutrosophic values and the extent of this’s impact on the optimal solution. (shrink)

Does it seem that with each reported state cyberattack, there comes an announcement of discovery, an attribution to one of a handful of usual suspects, some threatening language suggesting imminent retribution, and then nothing more? Increased incidence of cyberattack makes its occurrence seem simultaneously rampant in terms of publicity and minimal in terms of threat of war. If rampant, how can repeated deployment by the same actors carry no punitive consequences? How is such audaciousness tolerated? For some, a cyberattack by (...) a state is an act of war. Its prevalence suggests there must be a void somewhere that facilitates its use without consequence. Others think state cyberattack is like other internet novelties: digital malfeasance, amounting to a nuisance that naturally follows from a digital‐based existence, particularly since non‐state actors are typically involved. Yet, state‐on‐state hostilities are historically perilous on a vast scale, and there is a multilateral system for regulating the use of force in the context of war. Acts of war, even when seeming minimal in impact, are not by‐products of a digital fad, and cyberattack is now described as far more than ‘nuisance’. If anywhere, the place for clarity on hostile state cyberoperations use should be accounted for in International Humanitarian Law. Yet, in its present form, it is ambiguous if not silent on the subject, suggesting that cyberattack currently presents an advantage to perpetrating states. Does this void or these ambiguities make cyberattacks more legally advantageous to states than traditional, kinetic weaponry? I examine whether existing IHL is sufficiently adaptable to state cyberoperations through a mixed legal and theoretical approach and conclude that they do. (shrink)

This dissertation addresses the ontological significance of poetry in the thought of Martin Heidegger. It gives an account of both his earlier and later thinking. The central argument of the dissertation is that poetry, as conceptualised by Heidegger, is beneficial and necessary for the living of an authentic life. The poetry of T. S Eliot features as a sustaining voice throughout the dissertation to validate Heidegger's ideas and also to demonstrate some interesting similarities in their ideas. Chapter one demonstrates how (...) effectively certain concepts from Heidegger's 'Being and Time' can be applied in an analysis of T.S. Eliots celebrated poem 'The Love Song of J. Alfred Prufrock'. The reading involves concepts such as angst, authenticity, inauthenticity, the they and idle talk as they appear in 'Being and Time' and then relates these to aspects of T.S Eliot's poem. Chapter two is an exegesis of Heideggers essay 'The Origin of the Work of Art' in order to understand the meaning of poetry as he describes it. The essay centres on the interpretation of a painting by Vincent van Gogh, and what the experience of the painting reveals to someone authentically engaging with the artwork. Heidegger attempts to establish what the essence of a thing is (the artwork as thing), for the 'origin' of the artwork resides in its 'thingliness'. He creates an important distinction between equipment and the artwork, as well as earth and the world in order to justify the unique, originary position that the artwork occupies. This leads Heidegger to create a new understanding of poetry (which is expanded to encompass all art forms) and to emphasise the importance of the human agent in both the creation and preservation of the artwork. Chapter three is an exploration of language in both the Heidegger of 'Being and Time' and the later Heidegger's thought. The aim is to explore the ontological effect that Heidegger's conception of language has for our existence. He places language within a primordial role arguing that it is not us who speak language, but language that speaks us. This conception has important consequences for our relationship with Being, and the way in which we understand our existence. The final chapter unifies the various themes of the dissertation into a cohesive argument. The chapter begins with a discussion on the meaning of our existence following the later Heidegger. This is nothing less than the guardianship of Being which can only be understood in its relation to our dwelling within the fourfold. In conclusion it is through the measure of the language of poetry that we can realise the possibility of authentic dwelling. (shrink)

Mathematicians and software developers use the word "function" very differently, and yet, sometimes, things that are in practice implemented using the software developer's "function", are mathematically formalized using the mathematician's "function". This mismatch can lead to inaccurate formalisms. We consider a special case of this meta-problem. Various kinds of agents might, in actual practice, make use of private memory, reading and writing to a memory-bank invisible to the ambient environment. In some sense, we humans do this when we silently subvocalize (...) thoughts about the actions we are taking (at least when the environment we're in is too primitive to probe the contents of our brains). Mathematical function formalizations of agents often ignore this ability. We show that in a general agent-environment framework (of which reinforcement learning is a special case), in a technical sense, such private memories do not enable qualitatively different agent behavior. With the process of Vietnam's reform and opening up, Vietnam's economy has made remarkable achievements. Vietnam's manufacturing industry, taking advantage of the new liberal policies, has also achieved rapid development. Sufficient and cheap labor force, advantageous geographical location, preferential foreign investment policies, and friendly international trade environment with the technological upgrading of manufacturing industry are all the advantages of Vietnam in attracting manufacturing industry. However, there are structural difficulties in the Vietnam's economy. Vietnam's economy is highly dependent on foreign (...) trade and foreign investment, and its trade commodities are mainly assembly and processing with low added value. Compared with China, Vietnam also has obvious disadvantages in the scale of domestic market and supply chain. Amartya Sen’s critique of the concept of need and his case for the superiority of capability as a measure of advantage have been highly influential. However, Sen perpetuates a caricature. Needs are not necessarily mere instrumental resource requirements for the achievement of ends; the valuable ends of people’s lives can themselves constitute needs, as can freedoms. Indeed, these ideas are already present in basic needs theory. Moreover, official disavowals notwithstanding, expansive notions of need are implicitly present in certain important (...) theories of capabilities and other advantages. Objections to need can be undermined in part by showing how this is the case. Aversion to need is unfortunate, because the concept offers powerful theoretical resources that could be better exploited if negative preconceptions were overcome and need were explicitly embraced. However, this proposal is friendly. It is not that need should replace, but that it can augment, other concepts. Drawing on need may assist with: selecting important capabilities or dimensions of advantage; marking a distinction of seriousness between these and relatively trivial advantages (and buttressing claims to the ethical or political priority of the former); explaining the incommensurability/non-substitutability of certain capabilities and dimensions of advantage, and; defining notions of sufficiency. Abstract: As there are no currently obvious ways to create safe self-improving superintelligence, but its emergence is looming, we probably need temporary ways to prevent its creation. The only way to prevent it is to create a special type of AI that is able to control and monitor the entire world. The idea has been suggested by Goertzel in the form of an AI Nanny, but his Nanny is still superintelligent, and is not easy to control. We explore here ways (...) to create the safest and simplest form of AI which may work as an AI Nanny, that is, a global surveillance state powered by a Narrow AI, or AI Police. A similar but more limited system has already been implemented in China for the prevention of ordinary crime. AI police will be able to predict the actions of and stop potential terrorists and bad actors in advance. Implementation of such AI police will probably consist of two steps: first, a strategic decisive advantage via Narrow AI created by an intelligence services of a nuclear superpower, and then ubiquitous control over potentially dangerous agents which could create unauthorized artificial general intelligence which could evolve into Superintelligence. The question about evolution of consciousness has been addressed so far as possible selectional advantage related to consciousness ("What evolutionary advantages, if any, being conscious might confer on an organism ? "). But evidencing an adaptative explanation of consciousness has proven to be very difficult. Reason for that being the complexity of consciousness. We take here a different approach on subject by looking at possible selectional advantages related to the performance of Self Awareness that appeared during evolution millions of (...) years before consciousness as we know it for humans. The interest of such an approach is that the analysis of selectional advantage is done at an evolution step sigificantly simpler that the step of Human Consciousness. We analyse how evolutionary advantages have resulted from this specific Self Awareness step. This is done by taking into consideration the possibility for a subject to identify with a conspecific at this level of evolution. We use the results made available by Mirror Neuron researchs where intersubjectivity and some level of identification with conspecifics have been evidenced for non human primates. Selectional advantages related to Self Awareness are analysed two ways: - Reformulating the performances of imitation and of development of language. - Showing that Self Awareness within group life can naturaly produce an important increase in fear/anxiety for a subject, and that the means implemented by the subject to overcome this fear/anxiety can act as significant evolution advantages opening the road to Human Consciousness. Such approach brings new elements supporting the view that consciousness is grounded in emotions. It also proposes some more evolutionist explanations to the widely dicussed subject of Empathy (S. Preston & F. de Waal) in terms of specific behaviour implemented to limit fear/anxiety increase. This approach also provides some explanation for limited anxiety within dolphins and introduces a basis for a possible phylogenesis of emotions. (shrink)

Abstract: This article reviews and analyzes the advantages and disadvantages of alternative solar energy and the use of solar panels in this process. The solar energy that is falling on the photoelements under a certain angle depends on environmental climax, season, and location. Atmospheric changes also lead to changes in the transverse and direct rays of light, which does not change the light, spectrum and intensity of falling light. These changes will change the principle of operation of the QES. Also, (...) suggestions and recommendations regarding the risks of using solar panels are provided. Moto electric devices work full time in the morning and in the evening at low power. But the highest power supply is late at night. In addition, the energy generated dramatically changes rapidly due to weather changes. In order to eliminate these shortcomings, the AES uses electric accumulators, or it can be used to transfer energy to other types of energy, and it is also used for hydraulic accumulator stations or hydrogen power. Contemporary politics is often said to lack utopias. For prevailing understandings of the practical force of political theory, this looks like cause for celebration. As blueprints to apply to political practice, utopias invariably seem too strong or too weak. Through an immanent critique of political realism, I argue that utopian thought, and political theory generally, is better conceived as supplying an orientation to politics. Realists including Bernard Williams and Raymond Geuss explain how utopian programs like universal human rights poorly orient (...) their adherents to politics, but the realists wrongly conclude that utopias and other ideal theories necessarily disorient us. As I show through an analysis of utopian claims made by Michel Foucault, Malcolm X, and John Rawls, utopias today can effectively disrupt entrenched forms of legitimation, foster new forms of political identity, and reveal new possibilities within existing institutions. Utopias are needed to understand the political choices we face today. (shrink)

As the debate over an English opt-out policy for organ procurement intensifies, assessing existing experiences becomes even more important. The Welsh introduction of opt-out legislation provides one important point of reference. With the introduction of deemed consent in December 2015, Wales became the first part of the UK to introduce an opt-out system in organ procurement. My article ‘Deemed consent: assessing the new opt-out approach to organ procurement in Wales’ conducted an early assessment of this.1 Taking its starting point in (...) important concerns often raised in discussion over opt-out legislation, it identified four key parameters to assess the effects. These are living donor rates, deceased donor rates, donor registrations and family refusals. My article compares these indicators before and after the enactment of the Welsh legislation employing a different-in-different design. In his reply to my article ‘Deemed consent: assessing the new opt-out approach to organ procurement in Wales’, Jordan Alexander Parsons offers two interesting critiques. The first pertains to the choice of indicators. Parsons prefer a narrower focus on the effect on deceased donor rates. The second pertains to the choice of data, Parsons preferring a time series of Wales to my different-in-different design. Parsons refers mainly to the official Welsh evaluation,2 a report I also cited in supplement to the NHS Activity Report data I employed. …. (shrink)

When Mathew Lipman first introduced Philosophy for Children to the world, his goal was not to sneak a little academic philosophy into the typical school curriculum, as one might expect from the titles of his first books: Philosophy in the Classroom and Philosophy Goes to School. His goal, rather, was to create a paradigm shift in the field of education itself: namely, to transform the typical hierarchical model into one in which the teacher/facilitator solicits responses from students and hence, in (...) that sense, meets them where they “are at.” This non-hierarchical model, however, has stumbled in taking root, which is, perhaps, not surprising given that the hierarchical model, whether in school, in sport or in the home, appears to be so much easier and so much more efficient. If those of us who support a non-hierarchical model in all these arenas are serious about furthering this approach, it would appear that the onus lies with us to articulate precisely in what ways a hierarchical model falls short. In so doing, we will not only provide ourselves with a precise framework by which to make the case for the importance of adopting a non-hierarchical approach, we will also provide ourselves with a metric whereby we can measure whether our own non-hierarchal practice is true to its justification; and that the approach is not simply non-hierarchal for sake of being non-hierarchical, nor quasi-authoritarianism for the sake of more wide-spread acceptance. It is the articulation of the flaws of a hierarchical model that non-hierarchal model can correct that will be the focus of the analysis here. (shrink)

The feeling of clarity can be dangerously seductive. It is the feeling associated with understanding things. And we use that feeling, in the rough-and-tumble of daily life, as a signal that we have investigated a matter sufficiently. The sense of clarity functions as a thought-terminating heuristic. In that case, our use of clarity creates significant cognitive vulnerability, which hostile forces can try to exploit. If an epistemic manipulator can imbue a belief system with an exaggerated sense of clarity, then they (...) can induce us to terminate our inquiries too early — before we spot the flaws in the system. How might the sense of clarity be faked? Let’s first consider the object of imitation: genuine understanding. Genuine understanding grants cognitive facility. When we understand something, we categorize its aspects more easily; we see more connections between its disparate elements; we can generate new explanations; and we can communicate our understanding. In order to encourage us to accept a system of thought, then, an epistemic manipulator will want the system to provide its users with an exaggerated sensation of cognitive facility. The system should provide its users with the feeling that they can easily and powerfully create categorizations, generate explanations, and communicate their understanding. And manipulators have a significant advantage in imbuing their systems with a pleasurable sense of clarity, since they are freed from the burdens of accuracy and reliability. I offer two case studies of seductively clear systems: conspiracy theories; and the standardized, quantified value systems of bureaucracies. (shrink)

Epistocratic systems of government have received renewed attention, and considerable opposition, in recent political philosophy. Although they vary significantly in form, epistocracies generally reject universal suffrage. But can they maintain the advantages of universal suffrage despite rejecting it? This paper develops an argument for a significant instrumental advantage of universal suffrage: that governments must take into account the interests of all of those enfranchised in their policy decisions or else risk losing power. This is called ‘the Interests Argument’. One (...) problem for the Interests Argument is that governments are not entirely responsive to voter interests, partly because voters do not always know what is in their interests. I will show how this epistemic claim can be used to support certain forms of epistocracy, but deny that it undermines the Interests Argument. I then consider whether we can identify forms of epistocracy that preserve the benefits of the Interests Argument whilst overcoming the epistemic limitations of democracy. I propose six forms of epistocracy, and argue that two are able to maintain these benefits, hence providing an evaluation of the relative strengths of these epistocracies with respect to one of the most valuable instrumental benefits of universal suffrage. Whilst epistocracy lacks many of the advantages of democracy, this paper shows that some forms fare better than others. (shrink)

Philosophers now seem to agree that frequentism is an untenable strategy to explain the meaning of probabilities. Nevertheless, I want to revive frequentism, and I will do so by grounding probabilities on typicality in the same way as the thermodynamic arrow of time can be grounded on typicality within statistical mechanics. This account, which I will call typicality frequentism, will evade the major criticisms raised against previous forms of frequentism. In this theory, probabilities arise within a physical theory from statistical (...) behavior of almost all initial conditions. The main advantage of typicality frequentism is that it shows which kinds of probabilities (that also have empirical relevance) can be derived from physics. Although one cannot recover all probability talk in this account, this is rather a virtue than a vice, because it shows which types of probabilities can in fact arise from physics and which types need to be explained in different ways, thereby opening the path for a pluralistic account of probabilities. In this chapter we will deal with “mechanizing” induction, i.e. with ways in which theoretical computer science approaches inductive generalization. In the field of Machine Learning, algorithms for induction are developed. Depending on the form of the available data, the nature of these algorithms may be very different. Some of them combine geometric and statistical ideas, while others use classical reasoning based on logical formalism. However, we are not so much interested in the algorithms themselves, but more on the philosophical (...) and theoretical foundations they share. Thus in the first of two parts, we will examine different approaches and inductive assumptions in two particular learning settings. While many machine learning algorithms work well on a lot of tasks, the interpretation of the learned hypothesis is often difficult. Thus, while e.g. an algorithm surprisingly is able to determine the gender of the author of a given text with about 80 percent accuracy [Argamon and Shimoni, 2003], for a human it takes some extra effort to understand on the basis of which criteria the algorithm is able to do so. With that respect the advantage of approaches using logic are obvious: If the output hypothesis is a formula of predicate logic, it is easy to interpret. However, if decision trees or algorithms from the area of inductive logic programming are based purely on classical logic, they suffer from the fact that most universal statements do not hold for exceptional cases, and classical logic does not offer any convenient way of representing statements which are meant to hold in the “normal case”. Thus, in the second part we will focus on approaches for Nonmonotonic Reasoning that try to handle this problem. Both Machine Learning and Nonmonotonic Reasoning have been anticipated partially by work in philosophy of science and philosophical logic. At the same time, recent developments in theoretical computer science are expected to trig- ger further progress in philosophical theories of inference, confirmation, theory revision, learning, and the semantic and pragmatics of conditionals. We hope this survey will contribute to this kind of progress by building bridges between computational, logical, and philosophical accounts of induction. (shrink)

Uptake is typically understood as the hearer’s recognition of the speaker’s communicative intention. According to one theory of uptake, the hearer’s role is merely as a ratifier. The speaker, by expressing a particular communicative intention, predetermines what kind of illocutionary act she might perform. Her hearer can then render this act a success or a failure. Thus the hearer has no power over which act could be performed, but she does have some power over whether it is performed. Call this (...) the ratification theory of uptake. Several philosophers have recently endorsed an alternative theory of uptake, according to which the hearer can determine the nature of the act the speaker performs. According to this theory, if the hearer regards an utterance as illocutionary act y, then it is act y, even if the speaker intended to perform act x. Call this the constitution theory of uptake. The purported advantage of this theory is that it identifies a common but underanalysed way in which speakers can be silenced. I argue that despite its initial intuitive pull, the constitution theory of uptake should be rejected. It is incompatible with ordinary intuitions about speech, it entails a conceptual impossibility, and it has unsavoury political implications, entailing that marginalised speakers barely qualify as agents. It was once held to be a virtue of the growing block theory that it combines temporal dynamism with a straightforward account of in virtue of what past-tensed propositions are true, and an explanation for why some future-tensed propositions are not true (assuming they are not). This put the growing block theory ahead of its principal dynamist rival: presentism. Recently, new growing block theorists have suggested that what makes true, past-tensed propositions, is not the same kind of thing as what (...) makes true, present-tensed propositions. They have done so in an attempt to defuse a particular epistemic objection to their view. In this paper it is argued that the new growing block theorist faces a dilemma. The more unified a strategy is for responding to the epistemic objection, the more that strategy results in the new growing block model positing truthmakers that are similar to those posited by the presentist, which erodes the purported advantage of the growing block theory over presentism. On the other hand, versions of the new growing block theory that embrace disunified strategies are better able to differentiate themselves from presentism, but are unattractive because of their disunity.
