  1. INFORMATION COMMUNICATION TECHNOLOGY IN THE ERA OF POST-TRUTH CHALLENGE: BEYOND LOGIC AND EPISTEMOLOGY.Alloy Ihuah - manuscript
Human actions and decisions are most of the times not only grounded on emotional reactions, they are irrationally debasing. While such emotions and heuristics were perhaps suitable for dealing with life in the Stone Age, they are woefully inadequate in the Silicon Age. The substitution of traditional news agencies and communication platforms in Nigeria with social media networks has not only increased human capacities, it has aided the common good and further eased communication and increased the human knowledge (...)

Components and priority areas for capital investment in the ICT market were determined. The relativity of relationship between the placement of supercomputers in the countries and their level of innovation was revealed. The tendencies of world ICT market development were defined. The place of Ukraine in the world ICT market was established.

This thesis studies the enabling properties of ICT and their effects and potential for social change, and prepares the ground for a sustainability-oriented ethico-political assessment of this technology. It primarily builds on interdisciplinary scholarship to describe and explain the multifaceted co-evolution between the global deployment of ICTs and the emergence of the Information Society, understood as a socioeconomic restructuring of capitalism. Beyond the role of ICTs in this regime transition, the thesis delivers other philosophical insights about crucial (...)

Information Communication Technologies (ICTs) have transformed education by making information available to learners like never before. However, ICT’s are less successful in making information accessible, and even less so in making it usable. This paper argues that, while availability and accessibility are issues on the side of the providers, the usability and comprehension of accessible information are, in the final analysis, issues that involve the education of ICT users. For this reason, the paper (...)

This paper analyses technologies on the basis of their first- second- or third-order nature, and discusses how Information Communication Technologies (ICTs) are creating a new externality.

We use quantitative methods to evaluate the platform’s success in producing large volumes of observation statements and high impact scientific discoveries relative to more conventional means of data processing. Through empirical evidence, Bayesian reasoning, and conceptual analysis, we show how (...) and communication technologies enhance the reliability, scalability, and connectivity of crowdsourced e-research, giving online citizen science projects powerful epistemic advantages over more traditional modes of scientific investigation. Some Anglophone legal theorists look to analytic philosophy for core presuppositions. For example, the epistemological theories of Ludwig Wittgenstein and Willard Quine shape the theories of Dennis Patterson and Brian Leiter, respectively. These epistemologies are anti-foundational since they reject the kind of certain grounding that is exemplified in Cartesian philosophy. And, they are coherentist in that they seek to legitimate truth-claims by reference to entire linguistic systems. While these theories are insightful, the current context of information and communication (...)

Gladden - 2016 - In Demetris Vrontis, Yaakov Weber & Evangelos Tsoukatos (eds.), Proceedings of the 9th Annual EuroMed Academy of Business Conference: Innovation, Entrepreneurship and Digital Ecosystems (EUROMED 2016). EuroMed Press. pp. 889-902.
A growing range of brain-computer interface (BCI) technologies is being employed for purposes of therapy and human augmentation. While much thought has been given to the ethical implications of such technologies at the ‘macro’ level of social policy and ‘micro’ level of individual users, little attention has been given to the unique ethical issues that arise during the process of incorporating BCIs into eHealth ecosystems. In this text a conceptual framework is developed that enables the operators of eHealth (...)

The deployment of information and communication technologies (ICTs) and their uptake by society radically affect the human condition, insofar as it modifies our relationships to ourselves, to others and to the world. The ever-increasing pervasiveness of ICTs shakes established reference frameworks through the following transformations 1 : i. the blurring of the distinction between reality and virtuality; ii. the blurring of the distinctions between human, machine and nature; iii. the reversal from information scarcity to (...)

This article summarizes the recommendations concerning robotics as issued by the Commission for the Ethics of Research in Information Sciences and Technologies (CERNA), the French advisory commission for the ethics of information and communication technology (ICT) research. Robotics has numerous applications in which its role can be overwhelming and may lead to unexpected consequences. In this rapidly evolving technological environment, CERNA does not set novel ethical standards but seeks to make ethical deliberation inseparable from scientific activity. (...)

The medical use of computing and information and communication technologies (ICTs) has a history of several decades, but the emergence of the internet, and especially the web and social media, created a new situation. As a result, currently the term eHealth is widely used – and the usage of the internet (and mobile) “technologies” in healthcare (among the patients and professionals, too) tends to be usual practice. There are more and more signs of the institutionalization (...)
