The following is a transcript of the interview I (Yasuko Kitano) conducted with Neil Levy (The Centre for Applied Philosophy and Public Ethics, CAPPE) on the 23rd in July 2009, while he was in Tokyo to give a series of lectures on neuroethics at The University of Tokyo Center for Philosophy. I edited his words for publication with his approval.

The police are one of the important law enforcement agency in Bangladesh. Police are the best agency to protect human rights. Indeed, the police have a special responsibility to protect people. In addition, to their duty, they also serve in people's social and moral call, especially during COVID-19 situations they imprint many examples of humanity. People experience many good deeds of police during a national disaster as well. However, allegation against the police for violations of human rights is not uncommon. (...) Cases of torture, death in police custody, involvement in the drug trade and robberies, entrapment with drug, helping in land grabbing, etc. are being published in newspapers. Nevertheless, to protect human rights or to take care of human rights is the prime function of the police. This research efforts to find out the answer to why police violate human rights. This research may help police professionals or administrators in taking policy initiatives to erase the negative image of the police. (shrink)

Rohingya refugee children in Bangladesh are forced into labour both inside and outside the camps for a wide range of reasons. This article examines this situation in relation to the access to education for those children living in the camps in Cox’s Bazar. Being informed by several perspectives concerning child labour and access to schooling in developing country contexts, this research work has adopted a qualitative approach to study various factors working behind this pressing issue. After collecting data by means (...) of qualitative methods, including non-participant observations and semi-structured interviews, the researcher has analyzed the findings with these informed perspectives. Results show that lack of formal identity, limited access to the formal labour market, absence of social sanctions against child employment, lack of aspirations, household composition, and substandard living conditions are some of the key factors that drive children to engage in various forms of labour, especially outside the camps. They often work in small workshops as labourers and in the host community households as domestic workers. Undocumented children are also reported to become victims of bonded labour, sex trade, and trafficking in the region. The author argues that a lack of formal education has compounded this issue into a severe humanitarian crisis which calls for immediate support and actions from local and international agencies. Disputes over territory are a major contributing factor to the disruption of international relations. We believe that a cumulative, integrated, and continuously updated resource providing information about such disputes in an easily accessible form would be of benefit to intelligence analysts, military strategists, political scientists, and also to historians and others concerned with international disputes. We propose an ontology-based strategy for creating such a resource. The resource will contain information about territorial disputes, arguments for and against claims pertaining to sovereignty, (...) proffered evidence for such claims, political and military motives (overt or hidden), and associated conflicts. Our approach is designed to address several issues surrounding the representation of geopolitical conflict, including the tracking and individuation of disputes and the validation of disseminated information. After ratifying the Framework Convention for Tobacco Control in 2004, Bangladesh enacted anti-tobacco laws, policies, and administrative measures. Evidence suggests that the progress so far has not been significant, and Bangladesh will most likely fail to meet its target to become tobacco-free by 2040. This study undertakes a national-level political economy analysis to explore the dynamics that affect the processes of required tobacco policy reforms and implementation. Based on a desk review of pertinent pieces of literature and key informant interviews, (...) this research examines the political behavior of key individuals, institutional reform initiatives, and the government’s commitment to the tobacco control agenda. The findings indicate that the political will of becoming tobacco-free is explicitly present in key narratives. However, intra-government conflict of interests and incentives, the skewed commitment of government bodies, state-business nexus, incapacity of vital organizations, and the dubious role of key individuals and committees fail to translate this will into active implementation. The article concludes that the idea of tobacco control remains a strategic accommodation, and its implementation requires genuine commitment and wider public support. The government must confer adequate authority and resources to the national tobacco control cell and call for agencies to convene to the common of creating a tobacco-free Bangladesh. (shrink)

Belt and Road Initiative (BRI) is a global infrastructure development project that ambitiously aims to connect Asia with European and African continents through land and sea corridors. China adopted this gigantic game-changing master plan in 2013 and spurred much speculation among scholars and policymakers worldwide. This article investigates the development of the project through the lens of global political geography and economy. From an international relations perspective, the authors consult relevant pieces of literature and focus on the international issues and (...) events concerning the development of the project using concepts of ideas, interests, and institutions within the scope of geopolitics and political economy. The analysis is performed by reviewing critical events and arguments related to the ideas, interests and institutions evolving around the implementation of BRI. Drawing from the analysis, the authors argue that the rise of China as a dominant global superpower largely depends on the success of the BRI, and this initiative will continue to generate politics among the international actors, multinational entities, and institutions. Despite widespread speculations, the project poses a substantive threat to the USA's global dominance and is likely to create more global development cooperation under Chinese leadership and vision. This paper considers the foundation of self-realization and the sense of morality that could justify Arne Naess’s claim ‘Self-realization is morally neutral,’ by focusing on the recent debate among deep ecologists. Self-realization, the ultimate norm of Naess’s ecosophy T, is the realization of the maxim ‘everything is interrelated.’ This norm seems to be based on two basic principles: the diminishing of narrow ego, and the integrity between the human and non-human worlds. The paper argues that the former is an extension (...) of Plato’s idea of self-development or self-mastery while the latter is implicit in Aristotle’s holism. It defends that Self-realization is morally neutral only if the term ‘moral’ is considered in the Kantian sense. However, Naess reluctantly distinguishes between ethics and morality, which makes his approach less credible. The paper concludes that Aristotle’s notion of eudaimonia supports Self-realization to qualify as a virtue. (shrink)

Learning a second language is always a difficult task and so, children is given the task to do it in the elementary stage. It depends on various factors and combining that factors the result comes on. A favorable outcome results in when the teachers devote themselves to teach the younger the Achilles task as soon as possible. Sometimes the result become satisfactory but most of the time it doesn’t happen. And because of this reason, technological use on this teaching should (...) be performed after actually realizing in which pattern it will be most effective. The research on this matter should be applied to singular aged number of people. So, this research paper is based on Elementary level entered students’ characteristic of accepting vastly used English as a second language. The specific arena here selected is Bangladesh. Bangladesh is a developing country and recently, it has promoted to low profit country than under-developed country. Thus, it is very much in need to determine which technologies are of most value when it is applied to the system getting English learned by the elementary levelled entering students. Search the number learners of English are in the increasing percentage, mass of the newly developed tools are implemented on this English learning teaching system. (shrink)

The global response to child labour is based on the standards set by three major international conventions. This review examines the historical development of the conceptualizations of various forms of child labour, relevant views and perspectives, contemporary theoretical underpinnings, and policy suggestions. The emerging evidence shows that child labour incidences in all its forms have increased in many parts of the world, and the global target to eradicate child labour by 2025 seems unattainable. The evaluation indicates that the current global (...) age-based abolitionist policy to fight child labour has lost some ground. The covid-19 pandemic has worsened the situation and the worst forms of child labour have become even more widespread and deeply normalized in many contexts and communities. The current scholarship of child labour remains critically ignorant of the relevant societal and cultural norms. Contemporary theorists and empiricists emphasize on constructing knowledge with the children and families engaged in child labour and focusing on finding innovative community-led alternatives to the worst forms of child labour. Regulations, policies, and support programmes must recognize the economic contribution of working children and work towards the children's best interests. (shrink)

The overall objective of the study was to examine the pros and cons of the participatory approach adopted in natural resource management in the ecologically protected areas of the Sundarbans mangrove of Bangladesh. A comparative study was done between the people who are involved and non-involved in this approach. Empirical data was collected through personal interviews with a structured questionnaire. The Gini coefficient was measured first and then embedded with the Lorenz curve to draw a line between perfect equality and (...) inequality vis-a-vis. The study revealed that the co-management built awareness in favor of biodiversity conservation and the efficient use of natural resources. Contradictorily, a segment of different hierarchical committees was involved in destructive activities like poisoning the wetlands for fishing. Therefore, a mixed outcome was found. The findings will help the policymakers in identifying the pitfalls and bottlenecks rooted in co-management. Hence, the study recommends revising the approach to ensure the community’s active participation on an equal basis and take action against them who degrade those resources. Exploring profitable alternative income-generating activities is warranted to narrow down the dependency on the Sundarbans mangrove’s natural resources. In order to address the tragedy of the commons, the study advocates for the unity of all knowledge ranging from science to humanistic scholarship for sound policymaking. (shrink)

Accountability of the elected leaders is one of the key factors in a representative democracy. Bangladesh restored a democratic ruling system in 1991 but has struggled to create an effective institutional mechanism to hold the political leaders before the citizens. Information has often been called the oxygen of democracy because of its power to bring accountability through transparency and public disclosure. With the boom of news media organisations and the emergence of the movement for the right to and freedom of (...) information in the early 2000s, many argued that information institutions could build the mechanism for political accountability. On that background, Bangladesh enacted the Right to Information Act in 2009 and established a few key public information institutions including the Information Commission (IC) and Access to Information Programme hoping that the freedom of information would not only challenge the culture of secrecy and veil but also encourage the elected leaders to be answerable to the citizens. But did it really happen? Why? I looked for the answers in this study though the conceptual and analytical lens of freedom of information, proactive disclosure and accountability. For this study, I mainly used the data and cases gathered from secondary sources namely policy papers, reports, newspapers, journals, books and online spaces. I also utilised my own experience of working with a few state organisations. I analysed the current status of accountability mechanisms in Bangladesh focusing mainly on the political accountability (often called the vertical accountability). I also examined a few recent cases in order to understand the role of the information institutions in bringing the political accountability in the current fragile democracy in Bangladesh. Considering the poor democratic practices in the recent years, findings of this study suggest that the accountability of the political leaders has increased to a certain considerable extent. I argue that this is partly because of the increased transparency and proactive disclosure in the formal and informal institutional mechanisms, and mostly because of the leading active role of the mass media organisations. I conclude with the argument that despite having this increased transparency and freedom of information, this improved accountability is not sustainable without an effective democratic institutional mechanism. In order to emerge as a regional leader and an influential global power, India has been expanding its role as a donor or development partner across South Asian and Sub-Saharan African countries. To cash on its identity as the Big Brother of South Asia India, despite having some serious domestic and regional problems, recently invested a lot of money in a number of development projects in neighboring countries. This article attempts to delve into India's role as an emerging power in (...) the South Asian development business. With a view to examining India's prospect in this context, the article analyzes three pertinent development cases from three major South Asian countries namely Bangladesh, Nepal and Sri Lanka where India attempted to prove its regional development leadership through bilateral arrangements. After reviewing those cases, the author argues that India is still holding its image rather as a political Big Brother of South Asia with occasional attempts to interfere into the internal matters of its neighbors. In spite of some big joint development ventures in recent years, India in all three cases failed to formulate trust and credibility among the people living in neighboring countries. It also could not build an image of a regional development partner. This image crisis is one of the key reasons why it is very unlikely that India will soon become a regional or global superpower especially in the light of increasing Chinese influence in the region. The divide between Analytic and Continental philosophy has profoundly influenced contemporary philosophical discourse, offering distinct approaches to understand logic, language, science, culture, and human experience. Philosophy, hitherto divided into ancient, medieval, modern, and contemporary stages, reflects this bifurcation in its contemporary phase. Given the groundwork laid by Frege's logic, Analytic Philosophy, propagated by people such as Russell and Wittgenstein, now deals exclusively with linguistic analysis, scientific strictness, and logical clarity. While on the other hand, Continental philosophy has stretched from Husserl's (...) phenomenology through Heidegger, Sartre, and Derrida to emphasize existential, cultural, and subjective dimensions. This paper will outline the origin, key figures, and intellectual trajectories of these divisions, and discuss points of convergence, conflict, and transformation between them. While Analytic philosophy focuses on clarity and scientific explanation, Continental philosophy invests in much deeper questions of humanism, politics, and culture. Particular attention is given to the global significance of these traditions, especially their standing in South Asia, where postcolonial thought has fostered a unique integration. The research underlines their joint contribution to the enrichment of contemporary philosophy by investigating the historical and thematic interplay between two schools. (shrink)

Edmund Husserl's phenomenology is a distinctly philosophical approach that emphasizes the significance of direct observation and the description of conscious experience. Unlike traditional approaches that concentrate on abstract concepts and theories, phenomenology seeks to understand the concrete and immediate nature of experience. The concept of intentionality, which refers to how consciousness is directed towards an object or phenomenon, is a key feature of Husserl's phenomenology. The notion of intentionality carries profound implications for how we comprehend perception, as it suggests that (...) perception is not a mere passive process, but rather an active and engaged interaction with the world around us. By emphasizing the significance of lived experiences, Husserl's thoughts provide a nuanced and profound understanding of the complexities of human consciousness. Phenomenology sheds light on the finer details and subtleties of our subjective reality by careful analysis and reflection on these experienced experiences. This paper delves into the emphasis on present consciousness, offering a potent prism through which to examine the intricate interplay between the subject and the outside world, all while considering the notion of intentionality. This paper builds upon Peter Singer's ethical framework asserting that individuals bear a moral duty to aid those in need. It argues that giving to charity is obligatory, particularly in times of economic downturn affecting developing nations. Focusing on the current economic challenges faced by many developing countries, including declining remittances, foreign exchange shortages, energy market imbalances, and inflation, the study contends that collective action is essential to navigate these crises. It advocates for a shift in individual priorities towards essential (...) needs over luxury expenditures and emphasizes the importance of resource conservation and waste reduction. Additionally, it underscores the significance of supporting local economies by patronizing domestic products and services to alleviate hardship among vulnerable populations. Despite having a set of well-intended tobacco control policies since 2003, the production and consumption of tobacco in Bangladesh have increased. This paper explains why the tobacco control policies in Bangladesh failed to deliver their intended outcomes. Using a combined framework of political economy and policy implementation analysis, this study examines the information collected from primary and secondary sources. Based on the findings, the paper argues that the game of interests among the stakeholders have made the state institutions inactive and (...) ineffective. Lack of political commitment and politics of interests have failed the implementation and skewed the outcome. (shrink)

A number of concerns have been raised about the possible future use of pharmaceuticals designed to enhance cognitive, affective, and motivational processes, particularly where the aim is to produce morally better decisions or behavior. In this article, we draw attention to what is arguably a more worrying possibility: that pharmaceuticals currently in widespread therapeutic use are already having unintended effects on these processes, and thus on moral decision making and morally significant behavior. We review current evidence on the moral effects (...) of three widely used drugs or drug types: propranolol, selective serotonin reuptake inhibitors, and drugs that effect oxytocin physiology. This evidence suggests that the alterations to moral decision making and behavior caused by these agents may have important and difficult-to-evaluate consequences, at least at the population level. We argue that the moral effects of these and other widely used pharmaceuticals warrant further empirical research and ethical analysis. (shrink)

Child labour remains widespread in the urban slums of Bangladesh. Empirical studies indicate that various local-level factors drive poor families and children to engage in child labour. However, the role of structural factors and environmental realities is underrepresented in the current scholarship. This investigation examined the role of these factors in normalizing child labour in the slum communities of Dhaka. The researcher adapted a socio-ecological model to develop a conceptual framework for collecting qualitative data from the slum communities of two (...) recently urbanized areas of the city: Hazaribagh and Matuail. A five-month fieldwork project was carried out to conduct 40 semi-structured interviews and two focus group discussions with parents and community members. The data analysis resulted in the following findings. A lack of access to schooling pushed many children into labour. The opportunities for children’s employment in the informal sector remained abundant, and the absence of documents complicated law enforcement. Due to inconsistent adult income, many families are involved in child labour to increase their household income. Local employers chose children over adults for certain occupations due to their low wages and easy-to-control nature. Natural disasters, climate change, and family difficulties drove a large number of families to these slums, and informal employment opportunities for both adults and children drew them there. The shortage of playgrounds and specialized schooling shaped children’s tendency to work more. All together, child labour has become a cultural reality. Policies and interventions aiming to reduce child labour must influence these structural factors and provide support to families and children. (shrink)

The rightness and wrongness of actions fits on a continuous scale. This fits the way we evaluate actions chosen among a diverse range of options, even though English speakers don’t use the words “righter” and “wronger”. I outline and defend a version of scalar consequentialism, according to which rightness is a matter of degree, determined by how good the consequences are. Linguistic resources are available to let us truly describe actions simply as right. Some deontological theories face problems in accounting (...) for degrees of rightness, as they don't invoke continuous parameters among the right-making features of action. (shrink)

Recent work in neuroimaging suggests that some patients diagnosed as being in the persistent vegetative state are actually conscious. In this paper, we critically examine this new evidence. We argue that though it remains open to alternative interpretations, it strongly suggests the presence of consciousness in some patients. However, we argue that its ethical significance is less than many people seem to think. There are several different kinds of consciousness, and though all kinds of consciousness have some ethical significance, different (...) kinds underwrite different kinds of moral value. Demonstrating that patients have phenomenal consciousness — conscious states with some kind of qualitative feel to them — shows that they are moral patients, whose welfare must be taken into consideration. But only if they are subjects of a sophisticated kind of access consciousness — where access consciousness entails global availability of information to cognitive systems — are they persons, in the technical sense of the word employed by philosophers. In this sense, being a person is having the full moral status of ordinary human beings. We call for further research which might settle whether patients who manifest signs of consciousness possess the sophisticated kind of access consciousness required for personhood. (shrink)

This paper presents a paradox arising from the statement “I don’t trust myself”. It demonstrates how this seemingly simple sentence leads to a situation where it contradictorily refers back to itself. Following the deduction of the initial paradox, the paper concludes by generalizing the underlying concept into a broader paradox of the same kind.

European colonialism is an extremely controversial affair in world history that is also discussed today. This paper explores the influence of these happenings as the world incorporates the culture of European in every step of life. Europe dominated almost the entire world and its people were leaders in science and technology. European languages, literature, and culture spread all over the globe. Decisions in Europe largely determined global events for centuries. The other continents did not approach European power until after WW1 (...) or WW2. Europe consisted of constantly competing nations, and this competition spurred development. Europe achieved world hegemony in the years after 1500 A.D., primarily due to technological advancements, scientific research, political development of nations with stable succession and continuity, and a culture dominated by Christianity. These advantages were translated into military power, projected all over the world. (shrink)

Despite so many long held debates, objectivity has become a widely accepted method of practicing journalism in all parts of the world. In journalism, it refers to the reporting or describing of an incident as it is, and it is meant to be neutral as possible, without holding any kind of prejudices. Importantly, it is an achieved quality by a journalist, or a news media outlet. Ironically, many analysts observed that this very objectivity is missing in sports reporting lately. It (...) raises a few questions. Does reporting about sports not call for objectivity? If not, what might be the reasons? Or, is it satisfactory to not be objective in reporting sports? (shrink)

Sometimes people posit "beliefs" to explain mundane instrumental actions (e.g., Neil believes the switch is connected to the light, so he flipped the switch to illuminate the room). Sometimes people posit "beliefs" to explain group affiliation or identity (e.g., in order to belong to the Christian Reformed Church Neil must believe that God is triune). If we set aside the commonality of the word "belief," we can pose a crucial question: Is the cognitive attitude typically involved in the (...) first "light switch" sort of case the same as the cognitive attitude typically involved in the second "Trinity" sort of case? Or: Is mundanely believing the same cognitive relation as groupishly believing? In this essay, I argue that the answer is no. Mundane Beliefs play their instrumental roles well if they are true, and their manner of processing is accordingly sensitive to evidence. Groupish Beliefs play their identity-constituting roles well if they are distinctive, and their manners of processing accordingly allow for and often support distortions of evidence and truth. The manners of processing are thus so different that--despite the common word "belief"--philosophy of mind and epistemology would do well to recognize distinct cognitive attitudes. (shrink)

This essay defends a strong version of the Humean theory of motivation on which desire is necessary both for motivation and for reasoning that changes our desires. Those who hold that moral judgments are beliefs with intrinsic motivational force need to oppose this view, and many of them have proposed counterexamples to it. Using a novel account of desire, this essay handles the proposed counterexamples in a way that shows the superiority of the Humean theory. The essay addresses the classic (...) objection that the Humean theory cannot explain the feeling of obligation, Stephen Darwall's example of motivationally potent reasoning that is not based on preexisting desires, Thomas Scanlon's criticism that the Humean theory fails to account for the structure and phenomenology of deliberation, and the phenomenon of akrasia as discussed by John Searle. In each case a Humean account explains the data at least as thoroughly as opposing views can, while fitting within a simpler total account of how we deliberate and act. (shrink)

Actions performed in a state of automatism are not subject to moral evaluation, while automatic actions often are. Is the asymmetry between automatistic and automatic agency justified? In order to answer this question we need a model or moral accountability that does justice to our intuitions about a range of modes of agency, both pathological and non-pathological. Our aim in this paper is to lay the foundations for such an account.

This paper explores connections between theories of morality and theories of properties. It argues that (1) moral realism is in tension with predicate, class and mereological nominalism; (2) moral non-naturalism is incompatible with standard versions of resemblance nominalism, immanent realism and trope theory; and (3) the standard semantic arguments for property realism do not support moral realism. I also raise doubts about trope-theoretic explanations of moral supervenience and argue against one version of the principle that we should accept theories that (...) maintain neutrality. (shrink)

Causal exclusion arguments are taken to threaten the autonomy of the special sciences, and the causal efficacy of mental properties. A recent line of response to these arguments has appealed to “independently plausible” and “well grounded” theories of causation to rebut key premises. In this paper I consider two papers which proceed in this vein and show that they share a common feature: they both require causes to be proportional to their effects. I argue that this feature is a bug, (...) and one that generalises: any attempt to rescue the autonomy of the special sciences, or the efficacy of the mental, from exclusion worries had better not look to proportionality for help. In this chapter, we argue for three theses: (1) we lack the power to form beliefs at will (i.e., directly); at very least, we lack the power to form at will beliefs of the kind that proponents of doxastic voluntarism have in mind; but (2) we possess a propensity to form beliefs for non-epistemic reasons; and (3) these propensities—once we come to know we have them—entail that we have obligations similar to those we would have were doxastic voluntarism true. Specifically, (...) we will argue that we have obligations to avoid triggering these propensities to form beliefs that are unwarranted or even immoral. (shrink)

I argue that one intends that ϕ if one has a desire that ϕ and an appropriately related means-end belief. Opponents, including Setiya and Bratman, charge that this view can't explain three things. First, intentional action is accompanied by knowledge of what we are doing. Second, we can choose our reasons for action. Third, forming an intention settles a deliberative question about what to do, disposing us to cease deliberating about it. I show how the desire- belief view can explain (...) why these phenomena occur when they occur, and why they don't when they don't. (shrink)

প্রামাণ্যচিত্র কী? এ প্রশ্নের উত্তর দেওয়া কঠিন,অনেকের মতে অসম্ভব। তবে সাদামাটাভাবে চিন্তা করলে আসলে যতোটা হয়তো বলা হয়,ততোটা নয়। কেননা, একজন সাধারণ দর্শক তো খুব সহজেই বুঝতে পারেন এটি ‘প্রামাণ্যচিত্র’ না ‘কাহিনীচিত্র’। কিন্তু, একটু গভীরভাবে চিন্তা করলে বিষয়টাকে কঠিনই মনে হয়। চলচ্চিত্রের মাধ্যমে নিছক সত্য বলা কিংবা তথ্য প্রচারই কি প্রামাণ্যচিত্র? মোটেও তা নয়। প্রামাণ্যচিত্র কথাটির সঙ্গে বিভিন্ন বিষয়ের অবতারণা ঘটে­—প্রমাণ, সত্য-মিথ্যা, বাস্তবতা, সত্যতা, সততা, সৃজনশীলতা, বাস্তবতার পুনর্নির্মাণ, প্রোপাগান্ডা ইত্যাদি। এসব বিষয়ই কখনো একটি আরেকটির সহযোগী আবার কখনো দ্বান্দ্বিক। তাই প্রামাণ্যচিত্রকে (...) সংজ্ঞায়িত করা কঠিন ও জটিল; বরং একে বোঝার চেষ্টা করা অনেক সহজ ও যুক্তিগ্রাহ্য।১ চলচ্চিত্র গবেষক হেনরিক জুয়েল-এর মতে, প্রামাণ্যচিত্রকে সংজ্ঞায়িত করার চেষ্টা না করে কিছু বিবেচ্য বিষয়ের নিরিখে বিচার করা বাঞ্ছনীয়।২ কিন্তু এতো সব বোঝার আগে প্রামাণ্যচিত্রের ইতিহাস জানা আবশ্যক। কেননা তাত্ত্বিক ও ব্যবহারিক ক্রমবিকাশের মধ্যেই লুকিয়ে আছে বিবেচ্য ওই সব বিষয়ের নানা উপাদান। যদিও এ প্রবন্ধের মূল উদ্দেশ্য শুধু প্রামাণ্যচিত্র কী বা এটি কীভাবে বিকশিত হলো তা বোঝা নয়, তদুপরি ঐতিহাসিক প্রেক্ষাপটসহ কিছু বিবেচ্য বিষয়ের বিশ্লেষণ আমাদেরকে প্রামাণ্যচিত্রে গল্প বলার এবং তা কতোটুকু সত্যনির্ভর হওয়া বাঞ্ছনীয় তা বুঝতে সাহায্য করবে।. Environmental ethics and sustainable development maintain a very close relationship with each other. Environmental ethics gives priority to the future generation, and sustainable development also says about development considering the next generation. In this essay, the Rampal coal power plant in Bangladesh has been analyzed, focusing on future generation's sustainability. From this essay, it is found that the environmental specialists and UNESCO argue to stop the project, but from the government is arguing, showing the logic that the project is not (...) harmful to the environment and the project authority can manage the probable environmental degradation because of it. The role of the Ready-made Garment (RMG) sector in transforming the lives of working women in Bangladesh has been controversial. This study examines the impact of paid employment in the RMG sector on the empowerment of its female workers. The fieldwork includes semi-structured interviews with female garment workers to explore their lived experiences and views. The primary qualitative data analysis draws principally on Kabeer's (1999) three inter-related dimensions (resources, agency, and achievements) of empowerment. The main findings of the research are (...) that women with access to employment opportunities in this sector have become economically empowered and independent. The higher economic capacity gives them greater autonomy and makes them confident to make some household and strategic life choices. Increased access to public spaces and consciousness about their right to make life choices have boosted their self-esteem. The study concludes that paid employment in the RMG sector has a significant positive impact on the economic, social, and psychological empowerment of female workers in the readymade garments sector. However, some critical constraints in the sector continue to limit their potential for being further empowered. The findings offer valuable insights for practitioners and policymakers. (shrink)

The study has been presented the role of home environment to learn English language particularly in Bangladesh. Parental as well as siblings role is very essential to grow the sense of learning and the learners can grow a great influence by it. Parents’ as well as siblings’ positive attitude, education and awareness according to individual requirements and needs are provided constant encouragement and support for the learners. Parents make the greatest difference to achievement through supporting their learning at home rather (...) than supporting activities in school. A learner, whose family members are habituated to use English at home, feels encouraged to learn English which facilitates learning process. My findings, on the other hand, show that children of those parents who are ignorant of providing sound family atmosphere, lack confidence as well as self-esteem. This study also inspects the impact of home environment on children’s achievement in English language. The findings reveal that there is a constant relationship between the role of family and students’ academic achievement. (shrink)

It is well known that the nature of consciousness is elusive, and that attempts to understand it generate problems in metaphysics, philosophy of mind, psychology, and neuroscience. Less appreciated are the important – even if still elusive – connections between consciousness and issues in ethics. In this chapter we consider three such connections. First, we consider the relevance of consciousness for questions surrounding an entity’s moral status. Second, we consider the relevance of consciousness for questions surrounding moral responsibility for action. (...) Propositionalism is the view that the contents of intentional attitudes have a propositional structure. Objectualism opposes propositionalism in allowing the contents of these attitudes to be ordinary objects or properties. Philosophers including Talbot Brewer, Paul Thagard, Michelle Montague, and Alex Grzankowski attack propositionalism about such attitudes as desire, liking, and fearing. This article defends propositionalism, mainly on grounds that it better supports psychological explanations.

This paper argues that qualia share their physical correlates' locations. The first premise comes from the theory of relativity: If something shares a time with a physical event in all reference frames, it shares that physical event’s location. The second premise is that qualia share times with their correlates in all reference frames. Having qualia and correlates share locations makes relations between them easier to explain, improving both physicalist and dualist theories.

The use of technology has become an important part of the learning process in and out of the class. Technology continues to grow in importance as a tool to help teachers facilitate language learning for their learners. This study focuses on the role of using new technologies in learning English as a second/foreign language. It discussed different attitudes which support English language learners to increase their learning skills through using technologies. In this paper, the researcher defined the term technology and (...) technology integration, explained the use of technology in language classroom, reviewed previous studies on using technologies in improving language learning skills, and stated certain recommendations for the better use of these technologies, which assist learners in improving their learning skills. Consistent evaluation of speakers is an integral part of any training program. Bangladesh Civil Service Administration Academy imparts training primarily for newly recruited administrative civil servants. Depending on both primary and secondary data, this study examines various issues related to the lack of credibility of the speaker-evaluation by the participants to provide deep insights and potential solutions. Secondary data was collected from 300 evaluation forms and the academic backgrounds of 20 regular speakers. A questionnaire-led survey was conducted among 36 participants (...) of a training program to obtain primary data. Although the regular speakers are usually highly educated and professionally experienced, the one-sided subjective feedback remains critical to this evaluation process. The statistical analysis of both primary and secondary data shows that the participants do not invest enough time and thought for completing the evaluation. A reluctance to put descriptive observations makes the outcome of the evaluation lose some of its credibility. Participants have also pointed out a few critical limitations of the form. Findings suggest that adding qualitative measures to the form can be useful to provoke qualitative views from the participants and to obtain constructive suggestions for the speakers. Further insights from the speakers can be valuable to complement the outcome of this study. This study concludes that the Academy must combine planned and incidental evaluations to revitalize the effectiveness of the process. (shrink)

Many oppose the use of profile evidence against defendants at trial, even when the statistical correlations are reliable and the jury is free from prejudice. The literature has struggled to justify this opposition. We argue that admitting profile evidence is objectionable because it violates what we call “equal protection”—that is, a right of innocent defendants not to be exposed to higher ex ante risks of mistaken conviction compared to other innocent defendants facing similar charges. On 15th August 1947 Indian Subcontinent won freedom from two centuries of British rule. The country was partitioned on the basis of religion. Muslim majority inhabited people formed Pakistan and Hindu majority people formed India. Bengal was partitioned into two. Two thirds of it joined with Pakistan and one third remained with India. Muslim majority inhabited East Bengal was with Pakistan. With the birth of Pakistan on the midnight of 14 August 1947 the eastern part of Bengal became province of (...) Pakistan. Other provinces of Pakistan were Punjab, Sind and Northwest Frontier Province (NWFP). In several reasons this post-colonial state Pakistan state was unconventional. There are at least three reasons for why we can call Pakistan state as a very unconventional or special state: • First, Pakistan state was founded upon religious nationalism. Religion was supposed to cement a new national identity , something that had not been tried before---the only other modern example of a religiously based nation-state being Israel, which was founded a year later than Pakistan. • Second, Pakistan was a country with two discrete territories, separated from each other by about 1,500 km of Indian terrain. West Pakistan was by far the larger of these two wings but East Pakistan was more densely populated. In fact most Pakistani citizens lived in East Pakistan: the First population census in 1951 revealed that Pakistan had 78 million inhabitant, of whom 44 million (55 per cent) lived in East Pakistan. • Third, these two reasons combined with a third: Pakistan did not become heir to any of the colony’s central institutions. India, on the other hand inherited the capital New Delhi as well as most of the civil bureaucracy, armed forces and police. The bulk of the country’s resources and industries, and its major port cities of Mumbai and Kolkata also went to India. By contrast Pakistan inherited largely raw-material producing regions. Whereas the new rulers of India supplanted the British in the old center of colonial power, the new rulers of Pakistan had a much hard time to establish themselves. No other postcolonial state combined the loss of its administrative hub, the need to govern two unconnected territories and the ambition to found a national identity on a religious one. (shrink)

This essay presents an ideal for modern Western romantic love.The basic ideas are the following: people want to form a distinctive sort of plural subject with another, what Nozick has called a "We", they want to be loved for properties of certain kinds, and they want this love to establish and sustain a special sort of commitment to them over time.

The issue of fake news and disinformation remains widespread in Bangladesh. The author produced a video documentary “Making OR Faking” that focuses on how this issue affects journalism practices in the mainstream media in Bangladesh. In this piece, the author reflects on how the making of the documentary shaped his understanding of the issue. Undertaking a qualitative approach, the author used semi-structured interviews to explore the insights and perspectives of key informants. Critical reflections on the methodological aspects of the filmmaking (...) process highlight the challenges in processing the construction of meaning through moving images. The analyses of the findings underscore the conceptual issues in understanding fake news and disinformation, the emergence of fake news in Bangladesh, and the impacts on the mainstream media. Bangladesh is a signatory of the International Labor Organization’s two landmark conventions on child labor – No.138 on Minimum Age and No. 182 on the Worst Forms of Child Labor. The Bangladesh Labor Act, 2006 prohibits the employment of any child in child labor’s worst forms, including hazardous ones. To eliminate hazardous child labor (HCL) from the country, the government published a list of 38 activities/processes as hazardous to children. However, emerging data suggest that HCL still exists widely in the (...) country, and the COVID-19 pandemic has worsened the situation. The review of existing evidence and relevant reports evinces that the country’s current policies inadequately address the status and remedies of HCL. Based on the author’s desk review, observational experience and visual work, this paper evaluates the competence of the hazardous labor list and current legal protections for children. The findings suggest that lack of implementation, reporting and monitoring opens the floodgate for employers to informally employ children in hazardous work and take advantage of the legal lacunae. Destitute families and street children lack citizenship documents and become easy victims of exploitative employment. The analysis informs that the country’s existing legislative framework and protection policies are critically inadequate to cease HCL in urban areas. (shrink)

The existence of child labor in developing countries like Bangladesh is undoubtedly a serious problem in the era of sustainable development. Undoubtedly to abolish child labor from all level is not so easy. The current study was intended to assess the livelihoods pattern and causes of being involved as child labor in Jhenaidah city-Bangladesh and to find out the ways in which child labor can be diminished gradually. This study was exploratory in nature where convenience sampling was adapted, seventy-five children (...) aged less than 18 years were interviewed with an interview schedule. The extent and prevalence of child labour in a country are being considered as a significant indicator of how far-off that country stays away from the overall sustainable development. The results of this study demonstrate that the majority (17/22.67%) children engaged in performing work in shops or hotels. The X2 (p<0.5) results elucidate that there exists gender difference in child abuse and harassment. The rate of physical and mental abuse and torture was higher in male children, in contrast, the prevalence of sexual harassment and abuse by slung was significantly higher in female children. The working hours as an average above 7 hours or more, and per day wage of children in Jhenaidah found just above 1.4$ (120 BDT). The principal component analysis indicates that lack of parental employment facilities which has directly related to poverty found as the foremost reasons for a child to make involvement as labour before completing age 18, this result is not only applicable for Jhenaidah but also possibly applicable for all developing countries. Besides, father’s education and death of mother were the important indicators of being child laborer. The ways of eliminating child labour are not so easy task because the problem has been indissolubly embedded in our society for long. Hence, it requires moral, political will and commitment from all people in the society for ending and eradicating child labour. In this Part II, I investigate different approaches to the question of what makes imagining different from belief. I find that the sentiment-based approach of David Hume falls short, as does the teleological approach, once advocated by David Velleman. I then consider whether the inferential properties of beliefs and imaginings may differ. Beliefs, I claim, exhibit an anti-symmetric inferential governance over imaginings: they are the background that makes inference from one imagining to the other possible; the reverse is not true, (...) and this allows us to distinguish the two attitudes.
