Mărturii importante despre momentul 23 august 1944 deţinem şi ca urmare a existenţei, în Arhivele Naţionale ale României – Fondul „Manuscrise”, a Memoriului de activitate al lui Traian Borcescu, şeful Secţiei a II-a Contrainformaţii din cadrul Serviciului Special de Informaţii (SSI). Ofiţerul, din postura sa de conducător al structurii SSI-ului cu atribuţii în ceea ce priveşte cunoaşterea şi combaterea fenomenelor care puteau atinge ordinea şi stabilitatea internă a ţării în timp de război, este unul din participanţii direcţi la acţiunea de (...) pregătire a actului, demonstrând, încă o dată, că această îndrăzneaţă acţiune de alăturare a României la coaliţia Naţiunilor Unite nu s-a făcut ad-hoc, ci a necesitat un plan minuţios elaborat la care SSI-ul a contribuit prin reprezentanţii săi care şi-au făcut pe deplin datoria faţa de ţară, ca şi în alte momente sau evenimente de mare importanţă pentru România. Previzualizare carte Există în prezent o mare varietate de dispute privind încălzirea globală, atât în discursurile politice și sociale cât și în media populară și ​​literatura științifică, cu privire la natura, cauzele și consecințele încălzirii globale. Principala controversă o reprezintă cauzele creșterii temperaturii medii globale a aerului, evoluând de la mijlocul secolului al XX-lea, dacă această tendință de încălzire este fără precedent sau în cadrul variațiilor climatice normale, dacă omenirea a contribuit semnificativ la aceasta, și dacă există un prag, eventual (...) apropiat de valorile actuale, de unde fenomenul se va desfășura ireversibil, în avalanșă. Cele mai multe țări din lume sunt părți la Convenția-cadru a Națiunilor Unite privind schimbările climatice (UNFCCC). Obiectivul final al Convenției este de a împiedica interferența umană periculoasă a sistemului climatic. După cum se precizează în Convenție, acest lucru necesită stabilizarea concentrațiilor de gaze cu efect de seră în atmosferă la un nivel în care ecosistemele se pot adapta în mod natural schimbărilor climatice, producția de alimente să nu fie amenințată, și dezvoltarea economică să poată continua într-un mod durabil. Convenția-cadru a fost convenită în 1992, dar emisiile globale au crescut de atunci. În literatura științifică, există un consens puternic că temperaturile globale ale suprafeței au crescut în ultimele decenii și că tendința este cauzată în principal de emisiile induse de om asupra gazelor cu efect de seră. Artificial Intelligence (AI) is already having a major impact on society. As a result, many organizations have launched a wide range of initiatives to establish ethical principles for the adoption of socially beneficial AI. Unfortunately, the sheer volume of proposed principles threatens to overwhelm and confuse. How might this problem of ‘principle proliferation’ be solved? In this paper, we report the results of a fine-grained analysis of several of the highest-profile sets of ethical principles for AI. We assess whether these (...) principles converge upon a set of agreed-upon principles, or diverge, with significant disagreement over what constitutes ‘ethical AI.’ Our analysis finds a high degree of overlap among the sets of principles we analyze. We then identify an overarching framework consisting of five core principles for ethical AI. Four of them are core principles commonly used in bioethics: beneficence, non-maleficence, autonomy, and justice. On the basis of our comparative analysis, we argue that a new principle is needed in addition: explicability, understood as incorporating both the epistemological sense of intelligibility (as an answer to the question ‘how does it work?’) and in the ethical sense of accountability (as an answer to the question: ‘who is responsible for the way it works?’). In the ensuing discussion, we note the limitations and assess the implications of this ethical framework for future efforts to create laws, rules, technical standards, and best practices for ethical AI in a wide range of contexts. The unit root problem plays a central role in empirical applications in the time series econometric literature. However, significance tests developed under the frequentist tradition present various conceptual problems that jeopardize the power of these tests, especially for small samples. Bayesian alternatives, although having interesting interpretations and being precisely defined, experience problems due to the fact that that the hypothesis of interest in this case is sharp or precise. The Bayesian significance test used in this article, for the unit root (...) hypothesis, is based solely on the posterior density function, without the need of imposing positive probabilities to sets of zero Lebesgue measure. Furthermore, it is conducted under strict observance of the likelihood principle. It was designed mainly for testing sharp null hypotheses and it is called FBST for Full Bayesian Significance Test. This article is the preface to a completed book manuscript, United Nations Human Rights Ethics. Based on the indivisibility of human rights, the Four Freedoms Speech, and the Preamble of the Universal Declaration, the book takes freedom of expression as the one human right. Other rights are modes of this one. For example, one exercises freedom of expression (speech) by exercising the right to life, access to courts, etc.. The book argues that human rights are primarily an ethical concept (introduced (...) by Rousseau) rather than a concept of international law. (shrink)

This chapter aims to examine the configuration of the sharing economy in the United Kingdom. The chapter provides an examination of the key opportunities and challenges that this socio-economic model generates in the country. It includes an account of different sharing economy initiatives in the United Kingdom, including crowdfunding projects, tool libraries, timesharing banks, men’s sheds, and shared workspaces, commercial sharing economy services, micro-libraries, community-gardening projects, and paid online peer-to-peer accommodation. Increased consumer choice and economic benefits derived from an extended (...) economy around the sharing economy are identified as key opportunities. Key challenges relate to policymaking and taxation of businesses and participants in the sharing economy, as well as the wider enforcement of health and safety regulations and the impact that the recent pandemic is having on the industry. The chapter also provides an examination of the latest developments and regulations in this area. The conceptual model of United Nations reform - "UN 3.0" includes the General Program of Action on UN Reform, consisting of two stages. The first stage for 2020-2025 envisages the transformation of the main organs of the UN - the General Assembly and the Security Council with measures to improve the effectiveness of the management system, address the "veto problem", problem of financing, improve staff work and administrative and financial control, strengthen UN media, improvement of work with the global civil (...) society. The General Assembly is converted into the General All-Parliamentary Assembly of the UN. In the structure of the Assembly, the Council for Law is being established, which coordinates the activities of UN structures in the field of law. To coordinate the activities of the UN in the field of human rights and civil society, ethical issues, the General all-parliamentary Assembly creates the Council on ethics, human rights and civil society and transforms the Committee on information into the Council on public information and communication with civil society. The structure of the Council includes all UN media. The reform of the UN Security Council is carried out in three sub-stages. At the 1st sub-stage (2020-2021) the Security Council is transformed into the Council of Existential Security (CES). The membership of the CES is increased to 25 member countries, of which five countries have the right of the unconditional (absolute, eternal) veto: Great Britain, France, China, Russian Federation, USA. The General All-Parliamentary Assembly elects 15 new permanent members of the Council of Existential Security with the right of the conditional (limited) veto: Argentina, Australia, Brazil, Canada, Egypt, Germany, India, Indonesia, Italy, Mexico, South Africa, Nigeria, Pakistan , Turkey, Japan (if they fulfill the mandatory restrictive conditions). At this sub-stage, the CES elects also five non-permanent members with the right of a conditional (limited) veto when they meet the mandatory restrictive conditions, with a rotation period of 2 years from geographical regions (or regional unions): Africa, Latin America and the Caribbean, Asia and the Pacific Ocean (2 places), Eastern Europe. On the second sub-stage (2022-2023), subject to the effective activity of the CES of the enlarged composition and compliance with mandatory restrictive conditions, new permanent members of the "Existential Security Council" are elected with the right of a conditional (limited) veto: Iran, Spain, Poland, Saudi Arabia. Members of the CES may be regional unions, whose member countries are not represented in the CES, but still have one vote with the right of a conditional (limited) veto. -/- Two essential levels of the veto: 1. Unconditional (absolute, eternal) veto is the historical right of veto of the five permanent members of the Council of Existential Security - Great Britain, China, Russia, USA, France; 2. Сonditional (limited) veto is the veto of other permanent and non-permanent members of the Council of Existential Security. The right of veto is a unique international school for the achievement of consensus, a school of high democracy for Humanity, a reliable guarantee of the viability of the UN structure. The Council for Existential Security centralises the management of the UN subsidiary bodies with the expansion of their security functions: the Military Staff Committee, the Counter-Terrorism Committee, the Committee for the Prevention of the Spread of Nuclear, Chemical and Biological Weapons, the Sanctions Committees and other committees. On the basis of the decision of the Council of Existential Security, the General All-Parliamentary Assembly creates permanent contingents of UN peacekeeping and counter-terrorism forces. In addition, two Centers are being created in the structure of the Council for Existential Security: the World Center for the Elimination of the Effects of Technogenic and Natural Disasters with branches on all continents and the World Center for the Analysis of Existential Risks and the Overall Security Strategy. The Center is developing the Programs of research and monitoring of global existential threats and risks. In order to increase the level of legitimacy and authority of the Secretary General of the United Nations, the Rules of procedure for elections to this post are changing. Each member country of the Council for Existential Security represents one of the most authoritative candidates for election to the post of Secretary General at the session of the General All-Parliamentary Assembly, with the possibility of nominating candidates from other countries, including those not members of the Council for Existential Security. Elections are held in two rounds during one day of the session of the Assembly. The Legal Committee of the UN General Assembly is developing a Program for the Reform of the Judicial System of the United Nations, which takes into account the proposals of the previous international discussion and determines the scope and terms of the reform of the courts. In accordance with the Program of Action on UN Reform for 2020-2025, reforms are under way in the structure of the Economic and Social Council. The central task of the reform is to strengthen the coordinating role of ECOSOC in the entire system of UN-related specialized agencies, funds and programs related to the Council. The key task of the UN reform is the solution of the financing problem. A unified "UN Open Budget "Solidarity XXI" is being created, including the financing of peacekeeping operations and other expenses. Each country, a member of the United Nations, lists in an established period, once a year, an Existential contribution - the Earth Tax. The Earth Tax for each UN member state is established on the basis of four scales of calculation: Scale I - for 5 permanent members of the Council of Existential Security, who have the right of absolute (absolute) veto; Scale II - for the permanent members of the SEB, who have the right to a conditional (limited) veto; Scale III - for non-permanent members of the SEB, who have the right to a conditional (limited) veto; Scale IV - for all other UN member countries. The program of action on UN reform includes a set of measures to ensure transparent work of the International Civil Service Commission with the involvement of the UN media. To strengthen control functions in the sphere of personnel policy, administrative and financial management, the General All-Parliamentary Assembly of the United Nations establishes the Permanent Commission on Ethics and Administrative and Financial Control. All members of the Commission, members of the Committees and auditors are independent in their activities from the leadership of the United Nations, its funds and programs. The General All-Parliamentary Assembly completes the first stage of the Program of Action on UN Reform in 2025 and, following an open discussion, introduces a single language of international communication - Esperanto and approves it as the official language of the United Nations. With a view to more effective work of the central UN governing bodies in the face of increasing existential threats and risks, reducing the current expenses for the maintenance of the central bodies of the UN, the Council for Existential Security and the General All-Parliamentary Assembly decide on the relocation of the UN headquarters to Iceland. The UN building complex in New York is transferred to preferential use of non-governmental organizations, which contribute to the implementation of the goals of the United Nations. At the second stage of the UN reform in the period 2026-2028, additional necessary transformations are being made in the UN system. At the end of the first stage of the reform, taking into account the reforms carried out by the main organs of the United Nations and the internal improvement of the work of all its structures, the United Nations Program of Action for the years 2026-2028 is being developed. At a moment when a new crisis threatens Europe—a crisis containing, among other ingredients, COVID-19, a faltering economy, immigration and Brexit—the European Union (EU)’s motto ‘Europe united in diversity’ would appear progressively less attainable. This paper submits that the European ideal is still both desirable and possible through the fostering of political unity at the constitutional (regime) level by using the notions of analogical state and analogical culture, and at the community level by the enablement of public sphere secularity and (...) relational interculturalism. These concepts share the intuition that the EU should be envisaged in a more flexible manner, and carry several policy implications for the future of European integration. (shrink)

This article argues for an unconventional interpretation of Arthur O. Lovejoy’s distinctive approach to method in the history of ideas. It is maintained that the value of the central concept of the ‘unit-idea’ has been misunderstood by friends and foes alike. The commonality of unit-ideas at different times and places is often defined in terms of familial resemblance. But such an approach must necessarily define unit-ideas as being something other than the smallest conceptual unit. It is therefore in tension with (...) Lovejoy’s methodological prescription and, more importantly, disregards a potentially important aspect of intellectual history – the smaller conceptual units themselves. In response to this, an alternative interpretation of unit-ideas as ‘elemental’ – as the smallest identifiable conceptual components – is put forward. Unlike the familial resemblance approach, the elemental approach can provide a plausible explanation for changes in ideas. These are construed as being either the creation of new unit-ideas, the disappearance of existing ones, or alterations in the groups of unit-ideas that compose idea-complexes. The focus on the movement of unit-ideas and idea-complexes through history can also be sensitive to contextual issues, carefully distinguishing the different meanings that single words may have, in much the way that both Lovejoy and his influential critic Quentin Skinner suggest. One way to understand a unit of normativity is as some particular type of assignment of normative status, e.g., a requirement, an ought, a reason, or a permission. A second way to understand a unit of normativity is as a measure of a quantity of normativity, perhaps associated with the numerical assignment given to the strength of reasons. This entry outlines some (...) basic differences among units of normativity in the first sense, noting that they vary slightly depending on whether one is talking about normativity in a more general or more robust sense. This entry also discusses in more detail the question of whether there might be a unit of normativity in the second sense. It discusses the relevant metaphysical questions. Corruption deprives people of access to health care and can lead to the wrong treatments being administered. Drug counterfeiting, facilitated by corruption, kills en masse. Cases are recorded of water being substituted for life-saving adrenaline and of active ingredients being diluted by counterfeiters, triggering drug-resistant strains of malaria, tuberculosis and HIV. The poor are disproportionately affected by corruption in the health sector, and cannot afford to pay for private alternatives where corruption has depleted public health services. Analysis of corruption in (...) the health sector of the UK can redress the information imbalance between UK government and service providers and patients. Health is a major global industry, a key responsibility and budget expense for governments and businesses. Corruption deprives people of access to health care and leads to poor health outcomes. In its January 20th, 2010 decision in Citizens United vs. Federal Election Commission, the United States Supreme Court ruled that certain restrictions on independent expenditures by corporations for political advocacy violate the First Amendment of the Constitution, which provides that “Congress shall make no law […] abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.” Justice Kennedy, writing for the 5-4 majority, (...) held that “[b]y suppressing the speech of manifold corporations, both for-profit and non-profit, the Government prevents their voices and view-points from reaching the public and advising voters on which person or entities are hostile to their interests” (Citizens United vs. Federal Election Commission 558 U.S. 38-9 (2010); emphasis added). Much of the language of the opinion, and some of its reasoning, as this passage illustrates, presupposes that corporations are agents capable of speech, and that it is (at least in part) in the light of this that limitations on political advocacy by corporations are prohibited by the Constitution. -/- While there are other strands in the argument, they are interwoven with the conception of the corporation as agent and speaker, with its voice and its viewpoints. The dissenters on the court objected on precisely this point (among others). Justice Stevens wrote sarcastically in his dissent, joined by Justices Ginsburg, Breyer, and Sotomayor, that “[u]nder the majority’s view, I suppose it may be a First Amendment problem that corporations are not permitted to vote, given that voting is, among other things, a form of speech” (558 U.S. 33 (2010)). Justice Sotomayor suggested in oral argument that the Court’s century-old practice of treating corporations as persons rests on a conceptual mistake. -/- My concern in this essay is not with the question whether the restrictions violate the Constitution. There are many issues that bear on this which will be outside the scope of my discussion. My concern is with the proper conceptual framework for understanding the agency of corporations and corporate speech, and the role that conceptions of these play in the background of the majority’s reasoning. The issue is legal, but it also has philosophical, conceptual and semantic aspects. It will be the latter aspects, and their potential to shed light on legal reasoning, that are my main focus. An adequate framework requires saying what properly speaking the corporation is, how agency is expressed through the corporation, whose agency it is, centrally whether the corporation is an agent or person in its own right, and in what sense it can be said to be capable of speech. I draw on recent work in collective action theory, particularly with respect to the semantics of collective action sentences (Ludwig 2007) and the analysis of the proxy agency in collective action (Ludwig 2014), to show (i) that corporations are neither genuine agents nor (therefore) capable of engaging in genuine speech, (ii) that consequently the First Amendment does not apply to corporations per se, and (iii) that a better understanding of the mechanisms of corporate agency casts doubt on more indirect arguments for extending the First Amendment to “corporate speech” as well. I consider two attempts to combine realism with pluralism about the units of selection: Sober and Wilson’s combination of “model” and “unit” pluralism, and Sterelny and Griffiths’ “local pluralism”. I argue that both of these attempts fail to show that realism and pluralism are compatible. Sober and Wilson’s pluralism turns out, on closer inspection, to be a kind of monism in disguise, while Sterelny and Griffiths’ local pluralism involves a combination of realism and anti-realism about interactors, and the units of (...) selection, that is fundamentally unstable. My conclusion is that one must choose whether to be a realist or a pluralist in this area: one cannot be both. Thus, the preposterous dissolution of the organism into genes and the proteins coded by such genes has been introduced in the evolutionary discourse by neglecting that the explanations for biological phenomena can be either synchronic or diachronic, depending on the phenomenon to be explained. Therefore explanations in molecular biology are synchronic while evolutionary biology needs diachronic explanations. Nevertheless, for ultra-Darwinians such as Dawkins, efficient replication is all that biology is about. Here I develop an argument in order to show that there is nothing in molecular and cell biology that might support such a contention and that the idea of the gene as the unit of selection is incompatible with the evident evolution of biological complexity. This paper presents a preliminary analysis of the first participatory budgeting experiment in the United States, in Chicago's 49th Ward. There are two avenues of inquiry: First, does participatory budgeting result in different budgetary priorities than standard practices? Second, do projects meet normative social justice outcomes? It is clear that allowing citizens to determine municipal budget projects results in very different outcomes than standard procedures. Importantly, citizens in the 49th Ward consistently choose projects that the research literature classifies as low (...) priority. The results are mixed, however, when it comes to social justice outcomes. While there is no clear pattern in which projects are located only in affluent sections of the ward, there is evidence of geographic clustering. Select areas are awarded projects like community gardens, dog parks, and playgrounds, while others are limited to street resurfacing, sidewalk repairs, bike racks, and bike lanes. Based on our findings, we offer suggestions for future programmatic changes. (shrink)

Objective. Conceptualization of the definition of space as a semantic unit of language consciousness. -/- Materials & Methods. A structural-ontological approach is used in the work, the methodology of which has been tested and applied in order to analyze the subject matter area of psychology, psycholinguistics and other social sciences, as well as in interdisciplinary studies of complex systems. Mathematical representations of space as a set of parallel series of events (Alexandrov) were used as the initial theoretical basis of the (...) structural-ontological analysis. In this case, understanding of an event was considered in the context of the definition adopted in computer science – a change in the object properties registered by the observer. -/- Results. The negative nature of space realizes itself in the subject-object structure, the components interaction of which is characterized by a change – a key property of the system under study. Observer’s registration of changes is accompanied by spatial focusing (situational concretization of the field of changes) and relating of its results with the field of potentially distinguishable changes (subjective knowledge about «changing world»). The indicated correlation performs the function of space identification in terms of recognizing its properties and their subjective significance, depending on the features of the observer`s motivational sphere. As a result, the correction of the actual affective dynamics of the observer is carried out, which structures the current perception of space according to principle of the semantic fractal. Fractalization is a formation of such a subjective perception of space, which supposes the establishment of semantic accordance between the situational field of changes, on the one hand, and the worldview, as well as the motivational characteristics of the observer, on the other. -/- Conclusions. Performed structural-ontological analysis of the system formed by the interaction of the perceptual function of the psyche and the semantic field of the language made it possible to conceptualize the space as a field of changes potentially distinguishable by the observer, structurally organized according to the principle of the semantic fractal. The compositional features of the fractalization process consist in fact that the semantic fractal of space is relevant to the product of the difference between the situational field of changes and the field of potentially distinguishable changes, adjusted by the current configuration of the observer`s value-needs hierarchy and reduced by his actual affective dynamics. Russia took the advantage of the contribution of the Armenian armed organizations in order to possess Istanbul, straits around it, Eastern Anatolia, to weaken Turkey, to be strengthen in the Southern Caucasus, organized the rebellion of the Armenians living in Turkey against the government. Russian ruling circles put forward the Armenian matter in order to take advantage of them. Armenians involved in the war to create their own government by obtaining the territory including Van, Bitlis, Tigranakert, Erzurum, Kharberd and Sebastya, (...) as well as Cilicia from Turkey, to solve their Armenian problem. But in fact, Russia, France and England tried to blow to Turkey pretending to try for building an independent Armenian government. The grade of contribution of Armenian military units in the First World War can be characterized as following: 1. Creating the Armenian volunteer units. 2. Establishing the regular battalions and infantry regiments and forming the national corpuses. The organizations of Hnchak and Dashnaksutyun actively participated in creating the Armenian volunteer units. Dashnaks mobilized 40 000 people to destroy the Turkish people. They established tens of khumbas. The Armenian volunteer units were commanded by Andranic Ozanyan, Dro, Amazasp, Keri, Checho, Vardan and others terrorists. Armenian volunteer units which were supposed to move in 4 directions, should act in the directions where the Armenian people were densely populated. These 4 Armenian volunteer units fight against Turks in all important combat operations from Sarigamish to Erzurum. The same time Russian army and Armenians triggered the rebellion of the local population against the Turkish government. 50000 of Armenians were fighting in French, England and USA armies. The Eastern legion of Armenians was established in French army on November 1916. On November 15, 1918, the Eastern Legion was named Armenian legion. The number of the Armenians in the legion riched to 4000. In the beginning of 1916, there was an announcement about subordination of the military detachments to army and establishment of infantry regiments based on that. Establishment of the separate Armenian corpus started at the end of December 1917. In 1917, 8 Armenian shooter regiments were established. From the mentioned 8 regiments two Armenian shooter divisions, the special Armenian division of Andranic, 3 infantry brigades of western Armenians in the Southern Caucasus region, some guerrilla troops in Erevan, Igdir guerrilla infantry and rider regiments, Zeytun regiment in Tbilisi were established. At present, Armenia often raises false claims such as the "Armenian genocide" in the parliaments of the world, trying to confirm this lie. This research proves that Armenians betrayed the Ottoman state during the First World War and also committed Turkish genocides. (shrink)

Objectives -/- Surveys in various countries suggest 17% to 80% of doctors prescribe ‘placebos’ in routine practice, but prevalence of placebo use in UK primary care is unknown. Methods -/- We administered a web-based questionnaire to a representative sample of UK general practitioners. Following surveys conducted in other countries we divided placebos into ‘pure’ and ‘impure’. ‘Impure’ placebos are interventions with clear efficacy for certain conditions but are prescribed for ailments where their efficacy is unknown, such as antibiotics for suspected (...) viral infections. ‘Pure’ placebos are interventions such as sugar pills or saline injections without direct pharmacologically active ingredients for the condition being treated. We initiated the survey in April 2012. Two reminders were sent and electronic data collection closed after 4 weeks. Results -/- We surveyed 1715 general practitioners and 783 (46%) completed our questionnaire. Our respondents were similar to those of all registered UK doctors suggesting our results are generalizable. 12% (95% CI 10 to 15) of respondents used pure placebos while 97% (95% CI 96 to 98) used impure placebos at least once in their career. 1% of respondents used pure placebos, and 77% (95% CI 74 to 79) used impure placebos at least once per week. Most (66% for pure, 84% for impure) respondents stated placebos were ethical in some circumstances. Conclusion and implications -/- Placebo use is common in primary care but questions remain about their benefits, harms, costs, and whether they can be delivered ethically. Further research is required to investigate ethically acceptable and cost-effective placebo interventions. (shrink)

Developing a definition of group selection, and applying that definition to the dispute in the social sciences between methodological holists and methodological individualists, are the two goals of this paper. The definition proposed distinguishes between changes in groups that are due to group selection and changes in groups that are artefacts of selection processes occurring at lower levels of organization. It also explains why the existence of group selection is not implied by the mere fact that fitness values of organisms (...) are sensitive to the composition of groups. And, lastly, the definition explains why group selection need not involve selection for altruism. Group selection is thereby seen as an evolutionary force which is objectively distinct from other evolutionary forces. Applying the distinction between group and individual selection to the holism/individualism dispute has the desirable result that the dispute is not decidable a priori. This way of looking at the dispute yields a conception of individualism which is untainted by atomism and a conception of holism which is unspoiled by hypostatis. (shrink)

The Simulation Hypothesis proposes that all of reality, including the earth and the universe, is in fact an artificial simulation, analogous to a computer simulation, and as such our reality is an illusion. In this essay I describe a method for programming mass, length, time and charge (MLTA) as geometrical objects derived from the formula for a virtual electron; $f_e = 4\pi^2r^3$ ($r = 2^6 3 \pi^2 \alpha \Omega^5$) where the fine structure constant $\alpha$ = 137.03599... and $\Omega$ = 2.00713494... (...) are mathematical constants and the MLTA geometries are; M = (1), T = ($2\pi$), L = ($2\pi^2\Omega^2$), A = ($4\pi \Omega)^3/\alpha$. As objects they are independent of any set of units and also of any numbering system, terrestrial or alien. As the geometries are interrelated according to $f_e$, we can replace designations such as ($kg, m, s, A$) with a rule set; mass = $u^{15}$, length = $u^{-13}$, time = $u^{-30}$, ampere = $u^{3}$. The formula $f_e$ is unit-less ($u^0$) and combines these geometries in the following ratio M$^9$T$^{11}$/L$^{15}$ and (AL)$^3$/T, as such these ratio are unit-less. To translate MLTA to their respective SI Planck units requires an additional 2 unit-dependent scalars. We may thereby derive the CODATA 2014 physical constants via the 2 (fixed) mathematical constants ($\alpha, \Omega$), 2 dimensioned scalars and the rule set $u$. As all constants can be defined geometrically, the least precise constants ($G, h, e, m_e, k_B$...) can also be solved via the most precise ($c, \mu_0, R_\infty, \alpha$), numerical precision then limited by the precision of the fine structure constant $\alpha$. Defined are gravitational formulas in terms of Planck units and units of $\hbar c$. Mass is not assigned as a constant property but is instead treated as a discrete event defined by units of Planck mass with gravity as an interaction between these units, the gravitational orbit as the sum of these mass-mass interactions and the gravitational coupling constant as a measure of the frequency of these interactions and not the magnitude of the gravitational force itself. Each particle that is (...) in the mass-state (defined by a unit of Planck mass) per unit of Planck time is directly linked to every other particle also in the mass-state by a discrete unit of $m_P v^2 r = \hbar c$, the velocity of a gravitational orbit is summed from these individual $v^2$. As this approach presumes a digital time, it is suitable for use in programming Simulation Hypothesis models. As this link is responsible for the particle-particle interaction it is analogous to the graviton. Orbital angular momentum of the planetary orbits derives from the sum of the planet-sun particle-particle orbital angular momentum irrespective of the angular momentum of the sun itself and the rotational angular momentum of a planet includes particle-particle rotational angular momentum. This paper examines the idea of an extended unit of action, which is the idea that the reasons for or against an individual action can depend on the qualities of a larger pattern of action of which it is a part. One concept of joint action is that the unit of action can be extended in this sense. But the idea of an extended unit of action is surprisingly minimal in its commitments. The paper argues for this conclusion by examining (...) uses of the idea of an extended unit of action in four theoretical contexts. It also explains why the idea of an extended unit of action need not involve magical thinking, and discusses possible replies to an objection based on a worry about recklessness. (shrink)

The article approaches the epistemological question on the concept of time from an anthropological psychology perspective. The differentiation between imminent perceptions and existence beyond imminent perception has been the earliest conceptualization of time found so far in the traces of human civilizations. The research differentiated psychological time from modern physics and astronomy as the basic hypothesis in the inquiries on the concept of time in physics and modern astronomy – is the physical unit of time an ontological existence of things (...) or an inter-subjective concept? The research adopts transcendental philosophy in the questioning of unconsciousness in the sociology of knowledge with a dissection between psychological time and physical units of time. With further questioning into the physics of time, and the nonphysical nature of time, I second with the primordial graviton background’s pragmatic approach, despite of the falsifiability of the Big Bang theory and inflation. The synthetic theory of evolution has gone stale and an expanding or (re-)widening of it towards a new synthesis has been announced. This time, development and culture are supposed to join the synthesis bandwagon. In this article, I distinguish between four kinds of synthesis that are involved when we extend the evolutionary synthesis towards culture: the integration of fields, the heuristic generation of interfields, the expansion of validity, and the creation of a common frame of discourse or ‘big-picture’. These kinds (...) of synthesis are connected to epistemic values that are used to evaluate theories as well as analogies. A review of these epistemic values and the kinds of synthesis connected to them shall illustrate two points. First, that the discussions about culture and evolution exhibit an epistemic bias towards synthesis, even if, as history shows, synthesis and well as isolation can be fruitful epistemic strategies in science. The paper thus contains some critical notes on the value of synthesis in science. Second, reviewing the kinds of synthesis and values involved allows for a new perspective on the analogies involved in theories of cultural evolution. It is a perspective that makes the criteria with which these theories are usually evaluated explicit. With this we can compare the different standpoints people have taken on the usefulness of theories of cultural evolution at a higher level. The subprime mortgage crisis in the United States (U.S.) in mid-2008 suggests that stock prices volatility do spillover from one market to another after international stock markets downturn. The purpose of this paper is to examine the magnitude of return and volatility spillovers from developed markets (the U.S. and Japan) to eight emerging equity markets (India, China, Indonesia, Korea, Malaysia, the Philippines, Taiwan, Thailand) and Vietnam. Employing a mean and volatility spillover model that deals with the U.S. and Japan shocks (...) and day effects as exogenous variables in ARMA(1,1), GARCH(1,1) for Asian emerging markets, the study finds some interesting findings. Firstly, the day effect is present on six out of nine studied markets, except for the Indian, Taiwanese and Philippine. Secondly, the results of return spillover confirm significant spillover effects across the markets with different magnitudes. Specifically, the U.S. exerts a stronger influence on the Malaysian, Philippine and Vietnamese market compared with Japan. In contrast, Japan has a higher spillover effect on the Chinese, Indian, Korea, and Thailand than the U.S. For the Indonesian market, the return effect is equal. Finally, there is no evidence of a volatility effect of the U.S. and Japanese markets on the Asian emerging markets in this study. (shrink)

This paper presents the results of an empirical study following up on Mizrahi (2021). Using the same methods of text mining and corpus analysis used by Mizrahi (2021), we test empirically a philosophical account of scientific progress that Mizrahi (2021) left out of his empirical study, namely, the so-called functional-internalist account of scientific progress according to which the aim or goal or scientific research is to solve problems. In general, our results do not lend much empirical evidence in support of (...) the problem-solving model of scientific progress over the other philosophical accounts of scientific progress (namely, the epistemic, noetic, and semantic accounts of scientific progress) tested in Mizrahi (2021) and in this follow-up study. Of all the subjects in the JSTOR database we have tested in this study, however, Mathematics is an interesting exception as far as the problem-solving model of scientific progress is concerned. For, in Mathematics alone, we have found that there is significantly more talk of the aims and/or goals of research in terms of solutions than in terms of truth, knowledge, or understanding. Conservation has often been conducted with the implicit internalization of Aldo Leopold’s claim: “A thing is right when it tends to preserve the integrity, stability and beauty of the biotic community.” This position has been found to be problematic as ecological science has not vindicated the ecological community as an entity which can be stable or coherent. Ecological communities do not form natural kinds, and this has forced ecological scientists to explain ecology in a different manner. Individualist approaches to ecological (...) systems have gained prominence. Individualists claim that ecological systems are better explained at the population level rather than as whole communities. My thesis looks at the implications of the current state of ecological science on conservation biology and emphasizes the importance of biodiversity as assessed at the population level. I defend the position that biodiversity should represent taxonomy and be quantified in reference to phylogenetic structure. This is a defence of biodiversity realism, which conceives of biodiversity as a natural quantity in the world which is measurable, valuable to prudent agents, and causally salient to ecological systems. To address how biodiversity at the population level relates to larger ecological systems I create a methodology designed to identify the relevant ecological system which biodiversity maintains and is maintained by biodiversity. This is done through the context dependent modelling of causal networks indexed to populations. My causal modelling methodology is then utilized to explicate ecological functions. These chapters together provide a framework for conservation science, which can then be applied to novel problems. The final section of the thesis utilises this framework to address whether de-extinction is a worthwhile conservation technique. (shrink)

We investigate the causal uncertainty surrounding the flash crash in the U.S. Treasury bond market on October 15, 2014, and the unresolved concern that no clear link has been identified between the start of the flash crash at 9:33 and the opening of the U.S. equity market at 9:30. We consider the contributory effect of mini flash crashes in equity markets, and find that the number of equity mini flash crashes in the three-minute window between market open and the Treasury (...) Flash Crash was 2.6 times larger than the number experienced in any other three-minute window in the prior ten weekdays. We argue that (a) this statistically significant finding suggests that mini flash crashes in equity markets both predicted and contributed to the October 2014 U.S. Treasury Bond Flash Crash, and (b) mini-flash crashes are important phenomena with negative externalities that deserve much greater scholarly attention. This paper introduces the reconstitutor as a comprehensive unit of heredity within the context of evolutionary research. A reconstitutor is the structure resulting from a set of relationships between different elements or processes that are actively involved in the recreation of a specific phenotypic variant in each generation regardless of the biomolecular basis of the elements or whether they stand in a continuous line of ancestry. Firstly, we justify the necessity of introducing the reconstitutor by showing the limitations of other (...) evolutionary conceptions of the unit of heredity, such as the replicator, the reproducer, and the Darwinian individual. We argue that these conceptions are based on the requirement of lineage formation, which we argue to be unnecessary for the existence of evolutionary heredity. In the second part, we introduce the reconstitutor, which we base on the concept of Stability of Traits, and illustrate how it covers cases of hereditary phenomena not covered by the previous accounts. Secondly, we illustrate how the reconstitutor could serve as a platform to rethink ecological inheritance and other forms of inheritance that have been recently introduced under the song/singer model of evolution. This chapter reviews fundamental ethical controversy surrounding the ongoing effort to revise the Uniform Determination of Death Act in the United States. Instead of focusing on the process of the revision itself, the chapter explores the underlying ethical debate over brain death that has been ongoing for many decades and finally culminated in this revision. Three issues are focused: the requirement for consent and personal exemptions before applying brain death for the diagnosis of death; redefining the areas of the brain (...) that have ceased to function in the definition of brain death; and codifying the American Academy of Neurology as the authority to issue the standards of the diagnosis of brain death. The chapter concludes that allowing the personal choice of death determination gives a pragmatic compromise to the disputed definition and practice of diagnosing brain death. So long as all risks and imperfections of the diagnosis are accepted through the consenting process, there is nothing ethically objectionable to continuing the current practice of diagnosing brain death as a successful tool to facilitate heart-beating organ donation without violating the dead-donor rule. By contrast, precluding personal choice and imposing legal restrictions to consent and exemptions would further erode public trust. (shrink)

Two major clarifications have greatly abetted the understanding and fruitful expansion of the theory of natural selection in recent years: the acknowledgment that interactors, not replicators, constitute the causal unit of selection; and the recognition that interactors are Darwinian individuals, and that such individuals exist with potency at several levels of organization (genes, organisms, demes, and species in particular), thus engendering a rich hierarchical theory of selection in contrast with Darwin’s own emphasis on the organismic level. But a piece of (...) the argument has been missing, and individuals at levels distinct from organisms have been denied potency (although granted existence within the undeniable logic of the theory), because they do not achieve individuality with the same devices used by organisms and therefore seem weak by comparison. We show here that different features define Darwinian individuality across scales of size and time. In particular, species-individuals may develop few emergent features as direct adaptations. The interactor approach works with emergent fitnesses, not with emergent features; and species, as a consequence of their different mechanism for achieving individuality (reproductive exclusivity among subparts, that is, among organisms), express many effects from other levels. Organisms, by contrast, suppress upwardly cascading effects, because the organismic style of individuality (by functional integration of subparts) does not permit much competition or differential reproduction of parts from within. Species do not suppress the operation of lower levels; such effects therefore become available as exaptations conferring emergent fitness—a primary source of the different strength that species achieve as effective Darwinian individuals in evolution. The analysis method and paradigm of film have become a controversial topic in the data-driven era. Film, is not only an attractive industry that can achieve filmmakers’ imagination but has become a perfect stimulus to understand human being’s mental activity. The core research in this study is to examine the impact of filmmaking experience and the role of narrative denoters from filmmakers’ construction to audiences’ interpretation. Based on previous studies and integrating cognitive approaches, the thesis re-explores the nature and essence (...) of film and proposes an alternative term - narrative denoter - which can be used as the indication of message exchanging between filmmakers and audiences. Using a released film that has a complete story to do the experiment, this study investigates the relationship between major, film interpretations, event segmentation, and audience’s preference. The result showed that filmmaking experience does not impact the interpretation of film; however the identification of the narrative denoter played an important role in film perception and cognition; apart from these, the audience’s preference did not correlate with film interpretation. With respect to this result, the narrative denoter can be indicator to demonstrate the message transitions from filmmaker to audience. Suggestions were made for future cognitive film studies on using the narrative denoters as a new analysis unit. (shrink)

The conflation of two fundamentally distinct issues has generated serious confusion in the philosophical and biological literature concerning the units of selection. The question of how a unit of selection of defined, theoretically, is rarely distinguished from the question of how to determine the empirical accuracy of claims--either specific or general--concerning which unit(s) is undergoing selection processes. In this paper, I begin by refining a definition of the unit of selection, first presented in the philosophical literature by William Wimsatt, which (...) is grounded in the structure of natural selection models. I then explore the implications of this structural definition for empirical evaluation of claims about units of selection. I consider criticisms of this view presented by Elliott Sober--criticisms taken by some (for example, Mayo and Gilinsky 1987) to provide definitive damage to the structuralist account. I shall show that Sober has misinterpreted the structuralist views; he knocks down a straw man in order to motivate his own causal account. Furthermore, I shall argue, Sober's causal account is dependent on the structuralist account that he rejects. I conclude by indicating how the refined structural definition can clarify which sorts of empirical evidence could be brought to bear on a controversial case involving units of selection. (shrink)

The ideal of the United Nations was first put forward by Immanuel Kant in his 1795 essay Perpetual Peace. Kant, in the tradition of Locke and Rousseau is a liberal who believes that relations between individuals can either be based upon law and consent or upon force and violence. One way that such the ideal of world peace could be achieved would be through the creation of a single world state, of which every human being was a citizen. Such an (...) ideal was advocated by a number of eighteenth century liberals. Kant, however, rejects this ideal and instead argues that the universal rule of law can be achieved through the establishment a federation of independent states. I examine the relevance of Kant’s arguments today, focusing on two questions: Firstly, as advocates of the rule of law, why advocate a federation of independent nations rather than a single world state. Secondly, is this ideal realizable? Is Kant right to think that republics are natural and are likely to live peacefully with one another? Kant’s arguments on this issue have been taken up again in recent decades by defenders of the theory of the “democratic peace”, the theory that democracies are more likely to live at peace with one another. Bd., 1906, H. 21, S. 676-683, H. 22, S. 717-727, H. 23, S. 740-752, H. 24, S. 773-787), which was a Marxist reply to Werner Somart's book Why Is There No Socialism in the United States? (Werner Sombart, Warum gibt es in den Vereinigten Staaten keinen Sozialismus?, Tübingen: J.C.B. Mohr, 1906).

The recent controversy about misinformation has moved a question into the focus of the public eye that has occupied philosophers for decades: Under what conditions is it appropriate to assert a certain claim? When asserting a claim that x, must one know that x? Must x be true? Might it be normatively acceptable to assert whatever one believes? In the largest cross-cultural study to date (total n = 1,091) on the topic, findings from the United States, Germany, and Japan suggest (...) that, in order to claim that x, x need not be known, and it can be false. However, the data show, we do expect considerable epistemic responsibility on the speaker’s behalf: In order to appropriately assert a claim, the speaker must have good reasons to believe it. Initial responses to questionnaires used to assess participants' understanding of informed consent for malaria vaccine trials conducted in the United States and Mali were tallied. Total scores were analyzed by age, sex, literacy (if known), and location. Ninety-two percent (92%) of answers by United States participants and 85% of answers by Malian participants were correct. Questions more likely to be answered incorrectly in Mali related to risk, and to the type of vaccine. For adult participants, independent predictors of higher scores (...) were younger age and female sex in the United States, and male sex in Mali. Scores in the United States were higher than in Mali (P = 0.005). Despite this difference participants at both sites were well informed overall. Although interpretation must be qualified because questionnaires were not intended as research tools and were not standardized among sites, these results do not support concerns about systematic low understanding among research participants in developing versus developed countries. Most analysts view the United Nations as a positive stabilising force in international affairs. In this paper, I critically assess this opinion of the UN’s peace enforcement actions using the case studies of the Korean War and the Gulf War while relying on the non-aggression axiom of libertarian philosophy. In the process, I shed light on some of the moral considerations at play when deciding on UN-sanctioned military intervention.

Ballard, “Cortical connections and parallel processing: Structure and function”, in the same issue of the journal, pp. 67–120. -/- I raise some issues about the connectionist or neural-network implementation of information and information processing. Issues include the sharing of information by different parts of a connectionist/neural network, the copying of complex information from one place to another in a network, the possibility of connection weights not being synaptic weights, (...) and the possibility of fast communication within single neurons as complex systems in their own right.
