Governments across the world appreciate the need for checks on the transfer or exportation of commodities, information, software, and technology considered of strategic value. In order to control exports, countries rely on laws, treaties, international arrangements and other related instruments. In the current case, the UAE is largely dependent on Federal Law No. 12 of 2008 while the UK depends on the Export Control Act of 2002. It is established that the legislations enact amendments to reflect the dynamic (...) nature of the state environment. However, the entry into international arrangements supports the view that the fight against trading in dual-use, military, or sensitive products require cooperative efforts from state parties in order to attain success. The effect of time pressure on metacognitive control is of theoretical and empirical relevance and is likely to allow us to tap into developmental differences in performances which do not become apparent otherwise, as previous studies suggest. In the present study, we investigated the effect of time pressure on metacognitive control in three age groups (10-year-olds, 14-year-olds, and adults, n = 183). Using an established study time allocation paradigm, participants had to study two different sets of picture pairs, (...) in an untimed and a timed condition. The results showed that metacognitive self-regulation of study time (monitor-based study time allocation) differed between age groups when studying under time pressure. Even though metacognitive control is firmly coupled at 10 years of age, the overall level of self-regulation of adults was higher than that of children and adolescents across both study time conditions. This suggests that adults might have been more sensitive to experiential metacognitive cues such as JoL for the control of study time. Moreover, the timed condition was found to be more effective than the untimed, with regard to study time allocation. Also, there was an age effect, with adults being more efficient than 10- and 14-year-olds. (shrink)

Self-control is the ability to inhibit temptations and persist in one’s decisions about what to do. In this article, we review recent evidence that suggests implicit beliefs about the process of self-control influence how the process operates. While earlier work focused on the moderating influence of willpower beliefs on depletion effects, we survey new directions in the field that emphasize how beliefs about the nature of self-control, self-control strategies, and their effectiveness have effects on downstream regulation (...) and judgment. Abstract: This study was aiming to determine the effect of the Vitamin A on paracetamol-induced hepatotoxicity. Fifteen rats were randomly divided into five groups; (three rats each) control group, paracetamol (1000 mg/kg body weight) was used to induce hepatotoxicity in albino rats. Vitamin A (Retinyl palmtate) administered at the dose levels of 100, 500 and1000 IU/kg body weights orally for 7 days prior to paracetamol dose. Hepatic toxicity was observed in paracetamol group; aspartate aminotransaminase (AST) level was high as (...) compared with control group (p = 0.003). The significant hepatoprotective effect of Vitamin A was observed at doses 500 and 1000 IU/kg body weight, as there was significant reduction of serum AST when compared to paracetamol group (p = 0.01 and 0.003 respectivly), where 100 IU/Kg vitamin A not significantly decrease AST. Liver trace element determined by X-ray fluorescence (XRF) (K, Ca, Fe, Cu, Zn and Rb) in paracetamol-treated group were found to be higher than that of the control group, although the only significant increase was observed with Cu. Br shows slight decrease compared to the control group. There were no significant differences between Vitamin A groups (100 mg/kg 500mg/kg and 1000mg/kg) and PCM-treated group in the liver tissue content of Ca, K, Zn, Cu, Rb and Br where Fe concentrations were significantly decrease at doses 500 and 1000IU/l (P value 0.05 and 0.045 respectively). Vitamin A shows protective effect by regulating liver tissue Fe. We recommend to perform further investigation on the mechanisms of Vitamin A hepatoprotective mechanisms of action. (shrink)

We advance an account that grounds cognition, specifically decision-making, in an activity all organisms as autonomous systems must perform to keep themselves viable—controlling their production mechanisms. Production mechanisms, as we characterize them, perform activities such as procuring resources from their environment, putting these resources to use to construct and repair the organism's body and moving through the environment. Given the variable nature of the environment and the continual degradation of the organism, these production mechanisms must be regulated by control (...) mechanisms that select when a production is required and how it should be carried out. To operate on production mechanisms, control mechanisms need to procure information through measurement processes and evaluate possible actions. They are making decisions. In all organisms, these decisions are made by multiple different control mechanisms that are organized not hierarchically but heterarchically. In many cases, they employ internal models of features of the environment with which the organism must deal. Cognition, in the form of decision-making, is thus fundamental to living systems which must control their production mechanisms. (shrink)

From a European perspective the US debate about gun control is puzzling because we have no such debate: It seems obvious to us that dangerous weapons need tight control and that ‘guns’ fall under that category. I suggest that this difference occurs due to different habits that generate different attitudes and support this explanation with an analogy to the habits about knives. I conclude that it is plausible that individual knife-people or gun-people do not want tight regulatory legislation—but (...) tight knife and gun legislation is morally obligatory anyway. Drawing upon the Conservation of Resources Theory, we investigated the hitherto unexplored role of ‘social resources’ (i.e., trust in supervisor and social interaction) in mediating the relationship between ‘self-regulation of emotions’ (i.e., a personal resource) and work engagement. The data were collected from 296 IT professionals at four well-established IT firms in Ukraine. As we hypothesized, self-regulation of emotions positively affected work engagement, yet this effect partially disappeared when controlling for the role of social resources. Researchers often claim that self-control is a skill. It is also often stated that self-control exertions are intentional actions. However, no account has yet been proposed of the skillful agency that makes self-control exertion possible, so our understanding of self-control remains incomplete. Here I propose the skill model of self-control, which accounts for skillful agency by tackling the guidance problem: how can agents transform their abstract and coarse-grained intentions into the highly context-sensitive, fine-grained control (...) processes required to select, revise and correct strategies during self-control exertion? The skill model borrows conceptual tools from ‘hierarchical models’ recently developed in the context of motor skills, and asserts that self-control crucially involves the ability to manage the implementation and monitoring of regulatory strategies as the self-control exercise unfolds. Skilled agents are able do this by means of flexible practical reasoning: a fast, context-sensitive type of deliberation that incorporates non-propositional representations into the formation and revision of the mixed-format intentions that structure self-control exertion. The literatures on implementation intentions and motivation framing offer corroborating evidence for the theory. As a surprising result, the skill of self-control that allows agents to overcome the contrary motivations they experience is self-effacing: instead of continuously honing this skill, expert agents replace it with a different one, which minimizes or prevents contrary motivations from arising in the first place. In this paper, a 3 DOF gyrscope position control have been designed and controlled using optimal control theory. An input torque has been given to the first axis and the angular position of the second axis have been analyzed while the third axis are kept free from rotation. The system mathematical model is controllable and observable. Linear Quadratic Integral (LQI) and Linear Quadratic State Feedback Regulator (LQRY) controllers have been used to improve the performance of the system. Comparison (...) of the system with the proposed controllers for tracking a desired step and random angular position have been done using Matlab/Simulink Toolbox and a promising results has been analyzed. Psychopathic individuals are characterized by impaired affective processing, impulsivity, sensation-seeking, poor planning skills and heightened aggressiveness with poor self-regulation. Based on brain self-regulation studies using neurofeedback of Slow Cortical Potentials (SCPs) in disorders associated with a dysregulation of cortical activity thresholds and evidence of deficient cortical functioning in psychopathy, a neurobiological approach seems to be promising in the treatment of psychopathy. The results of our intensive brain regulation intervention demonstrate, that psychopathic offenders are able to gain control of their (...) brain excitability over fronto-central brain areas. After SCP self-regulation training, we observed reduced aggression, impulsivity and behavioral approach tendencies, as well as improvements in behavioral-inhibition and increased cortical sensitivity for error-processing. This study demonstrates improvements on the neurophysiological, behavioral and subjective level in severe psychopathic offenders after SCP-neurofeedback training and could constitute a novel neurobiologically-based treatment for a seemingly change-resistant group of criminal psychopaths. Organization figures centrally in the understanding of biological systems advanced by both new mechanists and proponents of the autonomy framework. The new mechanists focus on how components of mechanisms are organized to produce a phenomenon and emphasize productive continuity between these components. The autonomy framework focuses on how the components of a biological system are organized in such a way that they contribute to the maintenance of the organisms that produce them. In this paper we analyze and compare these two (...) accounts of organization and argue that understanding biological organisms as cohesively integrated systems benefits from insights from both. To bring together the two accounts, we focus on the notions of control and regulation as bridge concepts. We start from a characterization of biological mechanisms in terms of constraints and focus on a specific type of mechanism, control mechanisms, that operate on other mechanisms on the basis of measurements of variables in the system and its environment. Control mechanisms are characterized by their own set of constraints that enable them to sense conditions, convey signals, and effect changes on constraints in the controlled mechanism. They thereby allow living organisms to adapt to internal and external variations and to coordinate their parts in such a manner as to maintain viability. Because living organisms contain a vast number of control mechanisms, a central challenge is to understand how they are themselves organized. With the support of examples from both unicellular and multicellular systems we argue that control mechanisms are organized heterarchically, and we discuss how this type of control architecture can, without invoking top-down and centralized forms of organizations, succeed in coordinating internal activities of organisms. The study aimed to identify the relationship between correcting the deviations in the measurement of performance and achieving the objectives of control and the performance of the job at the Islamic University in the Gaza Strip. To achieve the objectives of the research, the researchers used the descriptive analytical approach to collect information. The questionnaire consisted of (20) statements distributed to three categories of employees of the Islamic University (senior management, faculty members, their assistants and members of the administrative (...) board). A random sample of 314 employees was selected and 276 responses were retrieved with a recovery rate of 88.1%. The Statistical Analysis Program (SPSS) was used to enter, process, and analyze the data. The results of the study showed a positive relationship between correcting deviations in performance measurement and achieving the control objectives represented by the functional performance in the Islamic University from the point of view of the members (senior management, faculty and their assistants, and the administrative board), where the relative weight of all the paragraphs was (74.25%). The study recommended the need to ensure that the actual performance of the planned performance is matched and decisions are taken to correct the serious deviations and take the necessary measures in terms of retraining and change in regulations, wages and bonuses and punishment of the culprit, neglect and negligence by mistake. In this paper, modelling design and analysis of a triple inverted pendulum have been done using Matlab/Script toolbox. Since a triple inverted pendulum is highly nonlinear, strongly unstable without using feedback control system. In this paper an optimal control method means a linear quadratic regulator and pole placement controllers are used to stabilize the triple inverted pendulum upside. The impulse response simulation of the open loop system shows us that the pendulum is unstable. The comparison of the closed (...) loop impulse response simulation of the pendulum with LQR and pole placement controllers results that both controllers have stabilized the system but the pendulum with LQR controllers have a high overshoot with long settling time than the pendulum with pole placement controller. Finally the comparison results prove that the pendulum with pole placement controller improve the stability of the system. (shrink)

This essay argues that recent evidence in neurobiology and psychology supports Aristotle’s foundational psychology and account of self-control and demonstrates that his account of virtue is still relevant for understanding human agency. There is deep correlation between the psychological foundation of virtue that Aristotle describes in The Nicomachean Ethics (NE)—namely his distinction between the rational and nonrational parts of the soul, the way that they interact, and their respective roles in self-controlled action—and dual-process models of moral judgment. Furthermore, Aristotle’s (...) conception of character traits requires emotion regulation, and there is growing evidence in neurobiology and psychology of this ability. Most importantly, individuals can intentionally influence and control their “emotion-generating” system, and furthermore can generate lasting neurological and behavioral changes through deliberate practice. This essay briefly reviews Aristotle’s account of the ψυχή (psyche/soul) and moral virtue in the Nicomachean Ethics, and then reviews contemporary evidence of emotional self-regulation or self-control that correlates with Aristotle’s account of virtue, demonstrating the ongoing relevance of Aristotle for understanding human agency. This work examines the development and performance of federal independent regulatory bodies in Canada in the period up to 1979, with particular attention to the operation of legislative schemes that include executive review and appeal powers. The author assesses the impact of the exercise of these powers on the administrative law process, and proposes new models for the generation, interpretation, implementation, review, and enforcement of regulatory policy. The study includes a series of representative case studies based on documentation and extensive (...) interviews with individuals drawn from government, agencies, and other parties, including counsel for public interest groups. This enables author, writing from her experience as a participant-observer embedded in the public interest legal sector, to draw on the experiences and perspectives of a broad range of participants in the regulatory process, including but not limited to those dealing with the regulated energy, transportation, communications, and foreign investment sectors. Legal principles identified as emergent in leading judicial decisions in administrative law are used to assess the powers and practices used in executive reviews and appeals. The author finds those powers and practices to be flawed and proposes changes. The proposed models are designed to accord with emerging legal principles and avoid flaws of the types identified in the review and appeal provisions. This work, written under contract with the Administrative Law Project of the Law Reform Commission of Canada, formed one part of a comprehensive study of administrative law at the federal level in Canada. To achieve the research objectives, the researchers used the analytical descriptive approach to collect information. The results of the research showed a positive role for the administrative procedures and systems in enhancing the performance of the Islamic University from the point of view of the members (senior management, teaching staff and their assistants and the administrative body), where the relative weight of all the paragraphs (73.728%). The analysis of the results revealed that the administrative procedures at the Islamic University in Gaza are used to an acceptable degree. The relative weight of all the paragraphs is 70%. This indicates a relationship between administrative procedures and regulations and the performance of the Islamic University in the Gaza Strip. The study found that there was a good degree of approval from the sample regarding the administrative procedures and their relationship to the job performance. There exist a sufficient degree of powers to the deans and department managers to carry out their tasks, with the use of plans as control tools. And that there are rules and procedures provided for decision-making in the University Council. It also has full powers to manage the university to improve the teaching and learning environment. The researchers also recommended a number of recommendations, including the need to follow up on the procedures and systems of management and update them continuously in the light of changes that may occur and to ensure the existence of a strong system of electronic information systems within the university. There is a need to provide mechanisms for obtaining information about the surrounding external environment, and effective mechanisms to provide managers with the necessary information in a timely manner. The importance of providing channels of communication that enables staff to communicate information about any violations and breaches. The study also recommended the follow-up, review, procedures and administrative systems, and work to modify them in line with the mission of the university and the objectives that the university seeks to reach. LQR and μ -synthesis controllers are used to improve the lift displacement by comparison method for tracking the desired step and sinusoidal wave signals input. Finally, the comparison simulation result prove the effectiveness of the electromechanical mass lifter system with μ -synthesis controller for improving the rise time, percentage overshoot, settling time and peak value of tracking the desired step displacement (...) signal and improving the peak value for tracking the desired sinusoidal displacement signal with a good performance. In current legal and political atmospheres, when governments are embracing notions such as pollution prevention and the three ”R’s” – reduce, reuse and recycle, while discarding command and control types of regulatory enforcement, some may be surprised to learn that since 1971 Pennsylvania law has permitted the exemption of corporate assets from capital stock valuation for the purpose of paying capital stock taxes, if the assets are devoted to pollution control or abatement. Straightforward though the idea of tax (...) exemption for pollution control assets may seem, the execution of the statutory exemption, together with the regulation which was promulgated thereunder, yields a wide variety of hermeneutic fruit under the scrutiny of the judiciary and the advocacy of lawyers. The present paper proposes an integrative account of social forms of practical irrationality and corresponding disruptions of individual and group-level emotion regulation. I will especially focus on disruptions in emotion regulation by means of collaborative agential and doxastic akrasia. I begin by distinguishing mutual, communal and collaborative forms of akrasia. Such a taxonomy seems all the more needed as, rather surprisingly, in the face of huge philosophical interest in analysing the possibility, structure and mechanisms of individual practical irrationality, with very (...) little exception, there are no comparable accounts of social and collaborative cases. However, I believe that, if it is true that individual akrasia is, in the long run, harmful for those who entertain it, this is even more so in social contexts. I will illustrate this point by drawing on various small group settings, and explore a number of socio-psychological mechanisms underlying collaborative irrationality, in particular groupthink. Specifically, I suggest that in collaborative cases there is what I call a spiralling of practical irrationality at play. I will argue that this is typically correlated and indeed partly due to biases in individual members' affect control and eventually the group's with whom the members identify. (shrink)

This paper offers a critical examination of Fischer and Ravizza's attempt in Responsibility and Control to give a comprehensive account of the kind of control that grounds moral responsibility (RC, 14). The kind of control required for moral responsibility, they argue, is not some form of regulative control that involves alternate possibilities. What is required is guidance control, which is compatible with causal determinism (RC, 34). Guidance control has 'two separate dimensions' that Fischer (...) and Ravizza aim to articulate and defend. The first of these is that the mechanism that actually issues in the relevant conduct must be moderately reasons-responsive. The second is that the mechanism concerned must be the agent's own. The arguments that Fischer and Ravizza provide in defence of this overall position are carefully articu- lated and imaginatively defended. It is impossible not to admire this book. It will receive and deserves to receive a considerable amount of attention and discussion from all those who have an interest in the free will problem. I am confident that this work will prove to be of lasting influence and importance. My own discussion shows that I am not persuaded by the particular arguments that Fischer and Ravizza have given to support the two basic components of guidance control. How- ever, if my own experience is anything to judge by, readers will find this book challenging, stimulating, and highly rewarding. It sets a high standard by which to evaluate and assess other work and theories in the field. (shrink)

Steam turbine generator is an electromechanical system which converts heat energy to electrical energy. In this paper, the modeling, design and analysis of a simple steam turbine generator have done using Matlab/Simulink Toolbox. The open loop system have been analyzed to have an efficiency of 76.92 %. Observer based & linear quadratic regulator (LQR) controllers have been designed to improve the generating voltage. Comparison of this two proposed controllers have been done for increasing the performance improvement to generate a 220 (...) Dc volt. The simulation result shows that the steam turbine generator with observer based controller has a small percentage overshoot with minimum settling time than the steam turbine generator with LQR controller and the open loop system. Finally, the steam turbine generator with observer based controller shows better improvement in performance than the steam turbine generator with LQR controller. (shrink)

Following the storming of the US Capitol building, Donald Trump became digitally toxic, and was deplatformed from Facebook, Instagram, Twitter and YouTube—as well as a host of other social media networks. Subsequent debate has centred on the questions of whether these companies did the right thing and the possible ramifications of their actions for the future of digital societies along with their democratic organisation. This article seeks to answer this question through examining complex, and seemingly contradictory notions (legality and the (...) protection of public interest vs issues of democratic legitimacy and digital sovereignty) and argues that reform is needed to determine who, in the future, will control the infosphere—and how. This article discusses the Philosophical and Regulatory mappings of Brain Control Interfaces in the coming age of Trans-humans. The author combines perspectives from Material Engagement theory, Don Ihde’s post-phenomenological perspective and Veerback’s cyborg intentionality on human-technology relations and juxtaposes this post-phenomenological hybrid-intentionality on upcoming BCI such as Neuralink. Taking the hybrid-intentionality as point of departure, the author then develops Regulatory approaches and principles in context of the normative harms borne out of such transfiguration while also highlighting these key harms.

While technologies to test and screen prenatally are claimed to enhance women's capacity to be self-determining, make informed reproductive choices, and, in effect, wrest control of their bodies from a patriarchal medical establishment, I contend that this emerging relation between pregnant women and reproductive technologies is a new strategy of a form of power that began to emerge (...) in the late eighteenth century. Indeed, my argument is that the constitution of prenatal impairment, by and through these practices and procedures, is a widening form of modern government that increasingly limits the field of possible conduct in response to pregnancy. The recent literature on causality has seen the introduction of several distinctions within causality, which are thought to be important for understanding the widespread scientific practice of focusing causal explanations on a subset of the factors that are causally relevant for a phenomenon. Concepts used to draw such distinctions include, among others, stability, specificity, proportionality, or actual-difference making. In this contribution, I propose a new distinction that picks out an explanatorily salient class of causes in biological systems. Some select causes (...) in complex biological systems, I argue, have the property of enabling coherent causal control of these systems. Examples of such control variables include hormones and other signaling molecules, e.g., TOR (target of rapamycin), morphogens or the products of homeotic selector genes in embryonic pattern formation. I propose an analysis of this notion based on concepts borrowed from causal graph theory. (shrink)

Over the last decade, philosophers of science have extensively criticized the epistemic superiority of randomized controlled trials for testing safety and effectiveness of new drugs, defending instead various forms of evidential pluralism. We argue that scientific methods in regulatory decision-making cannot be assessed in epistemic terms only: there are costs involved. Drawing on the legal distinction between rules and standards, we show that drug regulation based on evidential pluralism has much higher costs than our current RCT-based system. We analyze these (...) costs and advocate for evaluating any scheme for drug regulatory tests in terms of concrete empirical benchmarks, like the error rates of regulatory decisions. (shrink)

Concerns about emerging and re-emerging infectious diseases have given a new lease of life to quarantinist measures: a series of time-honoured techniques for controlling the spread of infectious diseases through breaking the chain of human contagion. Since such measures typically infringe individual rights or privacy their use is subject to legal regulations and gives rise to ethical and political worries and suspicions. Yet in some circumstances they can be very effective. After considering some case studies that show how epidemics are (...) unique, fluid and affected by a multitude of contingent factors, it is argued that the legal and ethical guidelines may not always be the best approach to discipline the use of quarantinist measures. An alternative model based on ex-post political accountability for reasonableness is proposed. This model restores the centrality of political decision and expert judgement in situations characterized by high risk, uncertainty and contingency. It is argued that such alternative model affords quicker and more flexible responses to serious outbreaks of infections, while providing adequate protection against abuses. (shrink)

This article evaluates the effects of two types of rewards (performance-contingent versus engagement-contingent) on self-regulation, intrinsic motivation and creativity. Forty-two undergraduate students were randomly assigned to three conditions; i.e. a performance-contingent reward group, an engagement-contingent reward group and a control group. Results provide little support for the negative effects of performance rewards on motivational components. However, they do indicate that participants in the engagement-contingent reward group and the control group achieved higher rated creativity than participants in the performance-contingent (...) reward group. A neo-Aristotelian approach to self-control has dominated both philosophy and the sciences of the mind. This approach endorses three key theses: that self-control is a form of self-regulation aimed at desires that conflict with one’s evaluative judgments, that high trait self-control is continence, which is distinguished from temperance by motivational conflict, and that self-control is broad, in that such resistance can be not only direct but also indirect. I argue (...) that the equally obvious resolution of this tension—allowing that self-control does not require occurrent conflicting desires but can instead be aimed at foreseeable conflicting desires—reveals a surprisingly unnoticed tension between and. To resolve this tension, we are forced to either deny that high trait self-control is continence or deny that self-control is broad. If self-control is narrow, recent empirical evidence suggests that it may not be a good candidate for a human excellence concerning self-regulation. Thus, if we want to make room for such an excellence, we may need to deny that high trait self-control is continence. A hydraulic actuator is a system that can provide a large power amplification in industries and factories. In this paper, mass lifter hydraulic actuator system to a desired displacement is designed using optimal control theory. MPC and LQR controllers are used to design and improve the performance of the hydraulic actuator. The hydraulic actuator system is linearized using Taylor series linearization method and designed using Matlab/Simulink tool. Comparison of the hydraulic actuator with MPC and LQR controllers using three desired (...) output displacement signals (step, sine wave and white noise) is done and simulation results have been analyzed successfully. For the desired step input signal, the hydraulic actuator system with MPC controller lower rise and settling times with small percentage overshoot as compared to the hydraulic actuator system with LQR controller and for the desired sine wave signal, the hydraulic actuator system with MPC controller almost track the desired sine wave input signal correctly as compared to the hydraulic actuator system with LQR controller. While for the desired white noise input signal, the hydraulic actuator system with MPC controller have tried to track the desired white noise input signal with small variation in amplitude as compared to the hydraulic actuator system with LQR controller. Finally the comparative simulation results prove the effectiveness of the proposed hydraulic actuator system with MPC controller. (shrink)

In the brain the relations between free neurons and the conditioned ones establish the constraints for the informational neural processes. These constraints reflect the systemenvironment state, i.e. the dynamics of homeocognitive activities. The constraints allow us to define the cost function in the phase space of free neurons so as to trace the trajectories of the possible configurations at minimal cost while respecting the constraints imposed. Since the space of the free states is a manifold or a non orthogonal space, (...) the minimum distance is not a straight line but a geodesic. The minimum condition is expressed by a set of ordinary differential equation ( ODE ) that in general are not linear. In the brain there is not an algorithm or a physical field that regulates the computation, then we must consider an emergent process coming out of the neural collective behavior triggered by synaptic variability. We define the neural computation as the study of the classes of trajectories on a manifold geometry defined under suitable constraints. The cost function supervises pseudo equilibrium thermodynamics effects that manage the computational activities from beginning to end and realizes an optimal control through constraints and geodetics. The task of this work is to establish a connection between the geometry of neural computation and cost functions. To illustrate the essential mathematical aspects we will use as toy model a Network Resistor with Adaptive Memory (Memristors).The information geometry here defined is an analog computation, therefore it does not suffer the limits of the Turing computation and it seems to respond to the demand for a greater biological plausibility. The model of brain optimal control proposed here can be a good foundation for implementing the concept of "intentionality",according to the suggestion of W. Freeman. Indeed, the geodesic in the brain states can produce suitable behavior to realize wanted functions and invariants as neural expressionsof cognitive intentions. (shrink)

According to statistics, there is an increasing gun-related deaths, violence and trafficking of small arms are emergent consequents of failure towards gun regulation and irresponsible gun ownership worldwide. Thus, this study was conducted to examine the implementation of the Gun Control Policy in Caraga Region focusing on the aspect of enforcement and monitoring. Also, the study aimed to investigate the problems encountered in the implementation of the gun control policy in enforcement and monitoring with the gun owners/operators and (...) PNP personnel as respondents. This study was conducted using the descriptive correlational research design. The study revealed the following findings: Majority of the Gun Operator/Owner respondents are college level, employed to private institutions who owned 1 to 2 guns, license for 1-5 years, mostly under type-1 category. For the PNP Personnel respondents, most of them are purely Baccalaureate holders who served the organization for 6-10 years and have 5 to 10 years’ experience as licensing officers. In terms of the enforcement and monitoring of the gun control policies, the respondents basically rated it as Highly Implemented. On the test of significance, there was a significant difference on the assessment of the respondents in gun control policy monitoring but showed to have no significant difference on the respondent’s assessment in enforcement. Both Gun owners and PNP respondents considered the problems encountered in enforcement and monitoring as highly prevalent problems. On the test of significance, there was no significant difference in the assessment of the respondents for both enforcement and monitoring of Gun Control policies. On the test of significant relationship, there was a significant relationship on the Gun control policies enforcement and monitoring with its problems encountered. It can be concluded that the Gun Control policies were fairly implemented by the government despite the challenges like the problems encountered in its enforcement and monitoring. The problems encountered in enforcement and monitoring were highly prevalent thus it needs serious actions by the PNP organization. It can further be concluded that there is a correlation between the Gun control policies and its problems encountered. Thus, the PNP must conduct series of orientation and forum among the gun owners / operators to strengthen the implementation of the gun control policies, must adopt technology in a form of online app design to hasten the documentation and tracing of expired gun licenses, create more information campaign to prevent gun violence in the future maximizing various platforms, must create “hotline” call center as support mechanism in monitoring unregistered and lost firearms and create online gun licensing system. Despite the huge and constant progress in the molecular and cellular neuroscience fields, our capability to understand brain alterations and treat mental illness is still limited. Therefore, a paradigm shift able to overcome such limitation is warranted. Behavior and the associated mental states are the interface between the central nervous system and the living environment. Since, in any system, the interface is a key regulator of system organization, behavior is proposed here as a unique and privileged level of control (...) and orchestration of brain structure and activity. This view has relevant scientific and clinical implications. First, the study of behavior represents a singular starting point for the investigation of neural activity in an integrated and comprehensive fashion. Second, behavioral changes, accomplished through psychotherapy or environmental interventions, are expected to have the highest impact to specifically reorganize the complexity of the human mind and thus achieve a solid and long-lasting improvement in mental health. A summary of The Emotional Mind: A Control Theory of Affective States is presented: I claim that a convincing account of the emotions requires a rethink of how the mind as a whole is structured. I provide this reconceptualization by introducing a fundamental type of mental concept called “valent representation" and then systematically elaborating this fundamental type in stages. In this way, accounts are provided of the various sorts of affective states ranging from pains and pleasures to character traits.

I examine the legitimacy of immigration controls in the context of Canada and this country’s restrictive immigration policies. Despite the fundamental, philosophical arguments against immigration restrictions, the necessity of immigration controls is rarely questioned in Canadian politics. In this paper I suggest that there is an incredible cynicism of Canadian immigration policies with respect to this country’s own political principles. The idea of international migration controls is neither sustainable from a larger liberal- theory perspective nor a political-economy viewpoint. Frankfurt examples are frequently used in arguments designed to show that agents lacking alternatives, or lacking ‘regulative control’ over their actions, can be morally responsible for what they do. I will maintain that Frankfurt examples can be constructed that undermine those very arguments when applied to actions for which the agent bears fundamental responsibility.

Employers seeking to control employee behavior outside of working hours is nothing new. However, recent developments have extended efforts to control employee behavior into new areas, with new significance. Employers seek to control legal behavior by employees outside of working hours, to have significant influence over employee’s health-related behavior, and to monitor and control employee’s social media, even when this behavior has nothing to do with the workplace. In this article, I draw on the work of (...) political theorists Jon Elster, Gerald Gaus and Michael Walzer, and privacy scholars Daniel Solove and Anita Allen, to show what is wrong with this extension of employer control of employee’s outside of work behavior. I argue that there are ethical limits on the controls that employers may put on their employees’ out of work behavior, and that many of these limits should be enshrined into legal protections which would prevent employers from conditioning employment on the regulations criticized. -/- (Please note that the version of this paper on SSRN is a pre-publication version. No entanto, terão que esperar até a puberdade para que se produza a evolução completa dos folículos (foliculogênese) que darão como resultado as primeiras ovulações. Este momento caracteriza-se, por um lado, pelo início gradual da secreção por parte da hipófise de quantidades importantes de hormonas gonadotropinas (hormonas folículo estimulante «FSH» e sobretudo luteinizante «LH»); por outro lado, pelo aumento da capacidade dos seus ovários para responder a estas secreções. A partir daí, o aparelho reprodutor feminino das fêmeas domésticas deve apresentar, durante todo o período de atividade sexual, alterações morfológicas, endócrinas e fisiológicas, que devem ser repetidas sequencialmente e periodicamente, consoante com a duração e a frequência do ciclo estral característico de cada espécie animal, assegurando assim a liberação de um ou mais ovócitos férteis nos ciclos estrais correspondentes. -/- 2. EVOLUÇÃO DO OVÓCITO E DOS FOLÍCULOS OVÁRICOS O ovário constitui um órgão de armazenamento de ovócitos formados durante a vida fetal ou após o nascimento, os quais permanecerão «latentes», num estado de imaturidade, paralisando a sua atividade de desenvolvimento e crescimento após o processo de mitose pelo qual as células germinativas ou ovogonias evoluem para ovócitos primários. Estes ovócitos devem ser rodeados por células foliculares para alcançar sua maturação e posterior ovulação, constituindo-se, desta maneira, os folículos. Estes últimos, que se localizam no parênquima ovárico, sofrem uma série de mudanças evolutivas que os fazem passar de folículos primordiais (constituídos por um ovócito rodeado de células planas) a folículos maduros ou de Graaf, passando pelos estágios primário, secundário e terciários. A estrutura do ovário e a terminologia correspondente, bem como a sua fisiologia, já foram tratados em trabalhos anteriores. Basicamente, o folículo maduro ou de Graaf, que ressalta já na superfície ovariana como se tratasse de uma pequena vesícula cheia de líquido, encontra-se constituído, no caso dos mamíferos, pelas tecas externa e interna, a folha basal, o ovócito e o seu núcleo ou vesícula germinativa e um acúmulo de células da granulosa chamado cumulus. O antro-folicular ou cavidade intrafolicular formada durante o estágio de folículo terciário possui no seu interior um líquido cuja composição provém do plasma sanguíneo. Por outro lado, o ovócito, que desde a constituição da reserva de folículos primordiais se encontrava em estado de ovócito primário, começa a aumentar de volume (durante a fase de evolução do folículo terciário a folículo maduro) e a cobrir-se de uma membrana celular denominada zona pelúcida. Nos momentos que precedem imediatamente à ovulação reativa-se a meiose, liberando-se o primeiro corpúsculo polar e convertendo-se o ovócito em secundário. Produzida a ovulação retoma-se de novo a meiose, que tinha permanecido em repouso, e depois de ocorrer a fecundação libera-se o segundo corpúsculo polar, passando a ser uma ovotida ou óvulo maduro. -/- 3. A OVULAÇÃO Acabado o crescimento, o folículo maduro ou de Graaf é capaz de responder à descarga pré-ovulatória de gonadotropinas (LH e em menor medida FSH) de tal forma que se produza uma reestruturação completa do mesmo e a subsequente liberação de um ovócito fértil através de um pequeno orifício (estigma) produzido no ponto de ruptura da sua parede celular e das camadas celulares mais superficiais do córtex ovárico, cuja espessura, neste momento, é muito reduzida. No momento da ovulação tanto o líquido folicular como o ovócito são projetados, entre outras causas, pela contração da musculatura lisa que rodeia os folículos para a cavidade peritoneal caindo perto das fimbrias do oviduto ou trompas de Falópio. Esta expulsão, no caso das vacas e ovelhas, ocorre sob a forma de um fluxo fluido, enquanto na coelha ocorre sob a forma de um jato súbito ou de um processo explosivo. No caso da égua, a estrutura dos seus ovários difere das outras fêmeas domésticas, no sentido em que a zona vascular se localiza superficialmente e os folículos se distribuem no interior do ovário. Ao mesmo tempo, a ovulação ocorre unicamente num determinado ponto denominado fossa de ovulação. Por tudo isso, durante a foliculogênese, os folículos vão migrando para a fossa de ovulação, chegando em algumas ocasiões a ficarem presos no interior do ovário, não conseguindo desenvolver-se nem evolucionar (folículo cístico) e que, ao apresentar uma secreção contínua de estrogênios, produz na fêmea um estado de cio permanente ou ninfomania. Nas espécies cuja ovulação é espontânea, o processo supra ocorre periódica e sequencialmente em todos os ciclos estrais com um intervalo conhecido a partir do início do estro ou, no caso da vaca, após o término deste (tabela 1). Por outro lado, nas espécies de ovulação induzida (coelha, gata e fêmeas de furão e camelo) esta ocorre pouco depois de realizado o coito. Nestas espécies, o estímulo coital, favorecido pelas espículas localizadas no pênis do macho, determina por via eferente nervosa a liberação hipotalâmica de GnRH, que em poucos minutos depois provoca a secreção adeno-hepática de LH, que por via sistêmica alcança os folículos, desencadeando os processos fisiológicos que conduzem à ovulação. No esquema abaixo, observa-se os processos de recrutamento, seleção e dominação da espécie ovina, a partir dos quais um ou vários folículos em crescimento chegam a ovular, bem como a influência das gonadotropinas FSH e LH em cada uma destas fases. Independentemente da influência genética, manifestada pelas diferenças entre espécies, raças e mesmo estirpes, os processos que determinam que entre um grupo de folículos em crescimento sejam um ou vários deles que cheguem a ovular englobam-se sob os termos de recrutamento, seleção e dominação folicular (fig. 1). -/- Figura 1. O recrutamento é definido como a entrada em crescimento terminal de um grupo de folículos gonadodependentes, ou seja, que dentre os folículos em crescimento que existem no reservatório ovariano iniciarão seu crescimento terminal aqueles que possuem receptores à FSH (a partir do estágio primário já os possuem) e tenham igualmente atingido um tamanho determinado, que varia entre as diferentes espécies (2 mm Ø em ovelhas). Geralmente o número de folículos recrutados é duas ou três vezes superior ao número de folículos ovulados. O recrutamento no caso da ovelha ocorre três dias antes da ovulação sob a regressão do corpo lúteo e aumento de FSH. A seleção é caracterizada porque entre os folículos recrutados um ou vários folículos continuam a aumentar de tamanho, enquanto o resto se torna atrésico. No caso da ovelha, o tamanho do folículo no momento da seleção corresponde ao tamanho em que aparecem os receptores de LH sobre a granulosa (folículo terciário) ou quando, como se verá posteriormente, a aromatização de andrógenos em estrogênios é máxima. Por outro lado, a produção de inibina (hormônio gonodal não esteroide) é igualmente elevada. A interação destes dois fatores de retroalimentação (estrogénios e inibina) para a secreção de FSH provoca uma redução dos níveis desta hormona, facilitando a seleção: neste contexto, verificou-se que a injeção de FSH em ovinos bloqueia a seleção produzindo, com efeito, uma multiovulação. No caso da vaca, poderia existir um segundo mecanismo regulador: o folículo maior poderia secretar, em um momento da seleção, um composto de ação parácrina, diminuindo a resposta de outros folículos à ação dos níveis existentes de FSH. A dominância que produz os folículos selecionados está associada com a regressão ou atresia de outros folículos recrutados e com a inibição do recrutamento de novos folículos. Embora os níveis de FSH diminuam, os folículos dominantes persistem porque reduzem suas necessidades em FSH. Esta adaptação a meios mais pobres em FSH poderia explicar-se, entre outras causas, pela ampliação da resposta a esses níveis baixos em FSH graças à produção de IGFI (Insulin Like Growth Factor l), no caso da ovelha, pelo folículo dominante. O IGFI estimula a aromatização dos androgênios em estrogênios e, por sua vez, o estradiol estimula a produção de IGFI nas células granulosas, tornando-a ao mesmo tempo mais sensível ao IGFI. Este laço formado pelo estradiol e IGFI pode desempenhar um papel importante na produção do folículo dominante do estradiol. -/- 4. MECANISMOS NEUROENDÓCRINOS QUE CONDUZEM À OVULAÇÃO A ovulação, propriamente dita, pode ser um bom ponto de partida para explicar os mecanismos neuroendócrinos que se sucedem para alcançar, no próximo ciclo estral, uma nova ovulação. Imediatamente após a ocorrência da ovulação, forma-se um coágulo de sangue no interior do folículo em consequência da hemorragia causada pela ruptura celular (folículo hemorrágico) e que servirá de substrato para o crescimento das células granulosas. Em seguida, as células da granulosa hipertrofiam e proliferam rapidamente, acumulando lipídios e pigmentos carotenoides (luteína) que lhe conferem uma cor amarelada (corpo lúteo). Esta estrutura formada, sob a ação do LH e também da prolactina, começa a produzir progesterona, a qual além de preparar o aparelho reprodutor para uma possível gestação inibe, a nível da hipófise, a secreção cíclica de LH, impedindo assim novas ovulações. À medida que os níveis de progesterona diminuem devido à regressão do corpo lúteo sob a ação da PGF2a (prostaglandina 2a), vários folículos começam seu crescimento sob a ação dos níveis de FSH (cada vez maiores), atingindo o seu crescimento final na fase folicular. Alcançado o estado de terciário, as células da teca interna do folículo, estimuladas pela secreção tônica do LH liberada pela hipófise em pequenas ondas (sem chegar a atingir a quantidade que provoca a ovulação), sintetizam a partir do colesterol, passando por alguns passos intermediários, testosterona, que é depois aromatizada a estradiol sob a ação do FSH pelas células da granulosa (fig. 2). A prolactina, juntamente com o FSH, também influencia o crescimento e a maturação dos folículos, bem como a produção de estrogênios. À medida que avança o crescimento e maturação dos folículos, a concentração de estradiol aumenta (os folículos que em um momento da evolução se tornam atrésicos aportam também uma quantidade importante de estradiol), sendo máxima nos momentos imediatos à ovulação (fig. 3). Este aumento, sustentado na taxa circulante de estrogênios, é a responsável pelo aparecimento do cio nas fêmeas, cujo final, geralmente, exerce um efeito feedback positivo sobre o eixo hipotálamo-hipofisário induzindo o pico pré-ovulatório de LH (e também FSH), que conduz a nova ovulação. Nota importante: a ovulação em algumas espécies não é acompanhada do cio (ovulações silentes ou silenciosas), sobretudo nas primeiras ovulações da puberdade e após o anestro estacionário, devido a produção nula da estimulação prévia da progesterona. Embora citado anteriormente que o crescimento folicular começa no final da fase lútea no caso da vaca, a ovelha e a égua, a população de folículos ovulatórios se renova ao longo do ciclo estral, produzindo-se um crescimento e regressão dos folículos, denominado onda folicular. Nestas ondas, que também podem ocorrer durante o período pré-púbere, anestro estacionário e pós-parto, os folículos são receptores à descarga de LH, no entanto, a sua capacidade de produzir estradiol é muito limitada devido a uma deficiência de precursores em tecas ou a uma inadequação da aromatização dos androgênios em estrogênios, com o qual não se atinge a quantidade de estrogênios necessários para produzir a ativação nervosa necessária para a liberação cíclica de LH. Do ponto de vista prático, o conhecimento dos mecanismos neuroendócrinos que se sucedem durante o ciclo estral e que conduzem à ovulação, bem como a sua possível regulação mediante técnicas culturais ou tratamentos hormonais, é de vital importância quando o que se pretende é realizar um controle e sincronização tanto do cio quanto da ovulação. -/- 5. ALTERAÇÕES MORFOLÓGICAS ASSOCIADAS À OVULAÇÃO Nos momentos prévios à ovulação, o folículo ovulatório experimenta uma série de mudanças morfológicas e histológicas regulamentadas endocrinamente e cuja finalidade será a modificação da estrutura do folículo, facilitando a liberação do ovócito fértil. Logo após a descarga pré-ovulatória, ocorre um aumento do fluxo sanguíneo associado a um acúmulo de sangue que dependerá, entre outros, da prostaglandina E2 (PGF2) secretada pelas células granulosas. A teca externa é edemaciada pela difusão do plasma sanguíneo e o volume do antro folicular aumenta pela atração de água exercida pelo ácido hialurônico secretado pelas células do cumulus sob a ação do FSH/LH. Este aumento de volume é facilitado pela dissociação dos feixes de fibras de colágeno da teca externa e da túnica albugínea sob a ação de duas enzimas: a colagenase e a plasmina. A plasmina age em primeiro lugar e aparece como resultado da produção de ativadores do plasminogênio pelas células da granulosa e do cumulus; sua atividade é máxima no ápice do folículo dissociando a matriz proteica dos feixes de fibras de colágeno e ativando o precursor da colagenase. Além disso, a atividade da colagenase é máxima no momento da ruptura do folículo. A maioria das células da granulosa que estão fixadas na lâmina basal se soltam, perdem sua união em colônia e deixam de se dividir (fig. 4). As ligações que as ligavam desaparecem, mas a sua dissociação não é completa devido, provavelmente, à produção local de inibidores da colagenase. As células do cumulus sofrem as mesmas transformações, mas a sua dissociação é total porque estas secretam ácido hialurônico. No entanto, as células que asseguraram, desde o início do crescimento folicular, a ligação entre a granulosa e o ovócito permanecem durante um período mais ou menos longo, ligadas à coroa radiada. Pouco antes da ovulação, a lâmina basal desaparece de seu lugar, ocorre uma individualização dos vasos sanguíneos e as células da teca interna penetram no folículo. No ápice do folículo, produz-se uma deficiência na irrigação sanguínea e, portanto, de oxigênio, o que faz com que as células do epitélio ovariano morram. As hidrolases, que nesse momento são liberadas, contribuem para a destruição completa dos tecidos subjacentes. Em definitivo, é o conjunto de fatos comentado supra que conduzem à ruptura do ápice do folículo e provocam um aumento da pressão hidrostática que se traduz em uma contração do folículo expulsando o ovócito e as células da coroa radiada. -/- 6. CONTROLE, SINCRONIZAÇÃO E INDUÇÃO DA OVULAÇÃO 6.1 Introdução O controle e a sincronização da ovulação se situa dentro de um contexto muito mais amplo como é o controle da reprodução, entendendo como tal o governo dos elementos manipuláveis do processo reprodutivo. No âmbito do controle da reprodução, existem muitos objetivos, entre os quais a indução da puberdade, a cobertura em época de anestro, aumento da prolificidade, entre outras. Além disso, o controle da reprodução é necessário para a utilização de determinadas técnicas, como a inseminação artificial ou a transferência de embriões. Com efeito, e consoante com o objetivo pretendido, poderão ser utilizadas diferentes técnicas e métodos, tais como os tratamentos hormonais, o efeito macho, a alimentação (Flushing) e os cruzamentos, tudo isso, por sua vez, empregado nos esquemas de seleção. Neste sentido e como passo prévio à sincronização e indução da ovulação, em muitas ocasiões se realiza também um controle e sincronização do cio. Este último, além de permitir que o criador regule o momento do estro e da cobrição, podendo em algumas espécies suprimir o anestro estacionário, permite que os animais se agrupem em lotes homogêneos e assim poder alimentá-los com as dietas adequadas segundo o estado de gestação, atender os partos e assim diminuir a mortalidade neonatal, programar os desmames e engordar os animais para, por fim, vender os animais por lotes. Na sincronização do cio o que se pretende é atuar sobre o intervalo entre a fase folicular e a fase luteica, modificando, portanto, a duração do ciclo estral (fig. 5). Figura 5. Para alcançar esse objetivo, os criadores podem adotar dois métodos: a) Induzindo a regressão do corpo lúteo de um grupo de animais de forma que todos eles iniciem a fase folicular e apresentem o cio num espaço de tempo bastante semelhante (injeções de prostaglandinas) (fig. 5b). b) Alargando artificialmente, através de um bloqueio hormonal, a fase luteica de tal modo que, ao cessar esse bloqueio e injetar-lhes gonadotropinas exógenas, os animais iniciem conjuntamente uma fase folicular seguida de um cio sincronizado (injeções de progesterona, implantes de progesterona ou progestágenos, esponjas vaginais impregnadas de progestágenos) (fig. 5c). 6.2 Objetivos e fundamentos Os tratamentos de controle e sincronização da ovulação têm por objetivo tentar regular, por um lado, o momento exato da ovulação, e por outro, o número de folículos que possam chegar a liberar ovócitos férteis, ao qual pode-se conseguir mediante a intervenção nos processos de recrutamento e seleção dos folículos. O primeiro objetivo permitirá que se realize a inseminação artificial no momento propício, evitando o envelhecimento dos ovócitos e que se possa calcular o momento da fertilização e a fase de desenvolvimento dos embriões (realização de transplantes). Por outro lado, o segundo objetivo ajudará a aumentar a fertilidade e a prolificidade em um rebanho e, no caso de fêmeas doadoras para a transferência de embriões, a relação: número de embriões/fêmea doadora. A indução da ovulação e/ou o aumento da taxa de ovulação pode ser conseguida aumentando os níveis de gonadotropinas no sangue antes do início da atresia folicular, ou seja, 3 a 5 dias antes da ovulação. Por outro lado, a taxa de ovulação pode também ser aumentada através da imunização contra esteroides, embora, por outro lado, permitam uma sincronização de cios. Além disso, o aumento dos níveis de gonadotropinas pode ser conseguido estimulando a sua secreção pelo próprio organismo do animal, por injeção de fatores de liberação hipotalâmicos que estimulem na hipófise a secreção de gonadotropinas, através do manejo dos reprodutores (efeito macho) e da alimentação (Flushing) ou por injeção das gonadotropinas no animal. 6.3 Imunização contra esteroides A imunização contra esteroides é uma técnica eficaz para aumentar a taxa de ovulação de animais que encontram-se em atividade sexual, ou seja, fora do anestro, uma vez que o seu mecanismo de ação baseia-se na alteração do controle endócrino da ovulação devido à ação dos anticorpos contra os esteroides ováricos, especialmente contra a androstenediona. Esta última regula a produção de uma proteína denominada «interleucina l», secretada pelos macrófagos do sistema imunitário e que inibe a diferenciação dos receptores à LH nos folículos, sem afetar a quantidade de sangue do FSH. Por isso, a teoria que tenta explicar o mecanismo de ação dos tratamentos de imunização é a seguinte: «O bloqueio dos esteroides pelos anticorpos do tratamento reduziria a produção de «interleucina l», permitindo assim que um maior número de folículos tivessem receptores à LH e pudessem ovular». Existem dois tipos de imunização: imunização ativa e imunização passiva. Na primeira, a metodologia consiste em tratar o animal com uma série de vacinas por via subcutânea ou intradérmica, pelo menos em duas ocasiões, até que a resposta imunitária atinja o nível desejado e ele próprio produza os anticorpos contra o antígeno (androstenediona) contido no conteúdo da vacina. Por outro lado, na imunização passiva o animal tratado recebe soro, por via intravenosa, de outro animal que foi imunizado (anticorpos policlonais), ou anticorpos monoclonais produzidos mediante técnicas imunológicas modernas. 6.4. Injeções de hormonas gonadotropinas As preparações hormonais de gonadotropinas injetadas num momento adequado do ciclo estral permitem, por um lado, aumentar o número de folículos em desenvolvimento (preparações ricas em atividade FSH) e, por outro lado, controlar e sincronizar o momento da ovulação (preparações ricas em atividade LH). Atualmente, os preparados hormonais à base de LH e FSH puros obtidos a partir de glândulas pituitárias em matadouros deixaram de ser utilizados, já que, além de não serem economicamente rentáveis, a sua conservação e utilização acarreta inúmeros problemas. a) A PMSG ou gonadotropina do soro de égua gestante com atividade predominante em FSH. Este hormônio, que permite aumentar o número de folículos em desenvolvimento, deve ser injetado (em doses variáveis segundo a espécie; tabela 2) no início da fase folicular, imediatamente após a regressão do corpo lúteo, quando as gonadotropinas endógenas do próprio animal estimulam o crescimento folicular. Para determinar esse exato momento, normalmente se realiza uma sincronização do cio. Tabela 2. Pode ser obtida facilmente, já que se acumula na urina da mulher gestante, servindo sua detecção como teste para a determinação da gestação (teste da rã: origina a ejaculação na rã macho). Uma vez que com esta hormona se pretende controlar o momento da ovulação, a injeção deve ser feita por via intravenosa ou intramuscular, algumas horas antes do animal ter iniciado o estro e portanto a liberação das hormonas gonadotropinas. Pode-se conseguir mediante a injeção, com um intervalo conhecido e em doses adequadas (2), após estimulação com PMSG ou após sincronização do estro. 6.5 Limites das técnicas de controle, sincronização e indução à ovulação Os objetivos almejados durante o tratamento de sincronização e indução da ovulação, acima mencionados, não chegaram a ser alcançados em sua totalidade devido, principalmente, aos seguintes fatores: a) O hipotálamo mediante a liberação em forma de ondas ou pulsações cada um ou dois minutos de fatores liberadores (GnRH) estimula a hipófise para a secreção de hormônios gonadotropinas, o que na prática é muito difícil de se artificializar. b) Como resultado das injeções de hormonas gonadotropas produz-se um feedback dos esteroides gonodais, o qual interfere na secreção de hormonas endógenas e na precisão da resposta. c) As preparações hormonais de natureza proteica provocam a formação de anticorpos no animal, pelo qual a relação dose-resposta não é exata. d) Uma vez que os níveis de resposta tenham sido atingidos, a administração de doses excessivas de gonadotropinas produz uma redução do número de ovulações e interfere nos mecanismos ovulatórios. -/- 7. RESUMO E PRIMEIRAS CONCLUSÕES A ovulação marca o culminar de uma série de alterações morfológicas, fisiológicas e endócrinas que se sucedem no aparelho reprodutor feminino e mais concretamente no ovário e nos folículos ováricos e cujo objetivo é a liberação, após a descarga ovulante de LH, de um ou mais ovócitos férteis, de acordo com as espécies. Da mesma forma, a ovulação se caracteriza pela retomada da meiose e a liberação do primeiro corpúsculo polar, bem como a iniciação da luteinização das células da granulosa e a reestruturação da parede do folículo. Isto ocorre tanto em espécies de ovulação espontânea como induzida. Todas estas alterações são condicionadas pela variação da concentração sanguínea das hormonas gonadotropinas devido ao feedback positivo ou negativo que os esteroides ováricos exercem sobre o hipotálamo em cada uma das fases do ciclo estral. Por este motivo, se num momento preciso do ciclo estral estimula-se a secreção, por parte da hipófise, de hormonas gonadotropinas mediante a injeção de fatores de liberação hipotalâmicos (GnRH) ou a aplicação de algumas técnicas de manejo (efeito macho e Flushing) ou mediante a incrementação da sua concentração no sangue através de injeções de preparações hormonais, será obtido um controle, sincronização e indução da ovulação. Os diferentes tratamentos de sincronização e indução da ovulação, embora apresentem algumas limitações, permitem regular o momento da ovulação e o número de folículos que chegarão a ovular, alcançando em alguns casos uma superovulação, objetivo pretendido na técnica de transplante de embriões. -/- 8. This paper argues that instituting Citizen Boards of Governance (CBGs) is the optimal strategy to democratically contain Big Tech’s algorithmic powers in the digital public sphere. CBGs are bodies of randomly selected citizens that are authorized to govern the algorithmic infrastructure of Big Tech platforms. The main advantage of CBGs is to tackle the concentrated powers of private tech corporations without giving too much power to governments. I show why this is a better approach than ordinary state regulation or relying (...) on market mechanisms. My proposal follows from the critique of Big Tech’s concentrated powers, and explains how this justifies democratizing algorithms in the digital public sphere. My approach thus speaks to a core commitment in democratic theory: enhancing the autonomy of the public sphere from the centers of powers in modern societies, be it corporations or governments. Purpose: Illicit financial flows are targeted by the United Nations’ (UN) Sustainable Development Goals (SDGs). However, these illicit flows are not entirely understood. Furthermore, they can benefit from economic norms, laws, and regulations that lack mechanisms to detect and penalize them. This paper investigates whether a recent test, the embezzler test, can be used to identify regulatory architectures that facilitate illicit financial flows and related financial crimes. -/- Design/methodology/approach: To develop a more advanced version of the embezzler test in terms (...) of definitions and practical implementation methodology. -/- Findings: In this test, the definition of embezzlement can be understood to be the occurrence of illicit financial flows crossing the boundaries of organizations and/or countries. This is a multi-stage test, which intentionally simulates illicit financial flows to observe how well equipped is the regulatory architecture to deal with other financial offences that are related with these flows, such as theft, money laundering, fraud, corruption, market manipulation, and tax evasion. -/- Originality: This is the first explicit test that has been presented to identify norms, laws, and regulations that facilitate illicit financial flows and related financial crimes. -/- Research implications: Future research can employ the version of this test to stress test a large range of economic norms, laws, and regulations. -/- Practical/Social implications: This test’s new version can assist achieve the UN SDGs’ illicit financial flow reduction target. This paper critically revises the organisational account of teleology, which argues that living systems are first and foremost oriented towards a goal: maintaining their own conditions of existence. It points out some limitations of this account, mainly in the capability to account for the richness and complexity of biological systems and their purposeful behaviours. It identifies the reason of these limitations in the theoretical grounding of this account, specifically in the too narrow notion of closure of constraints, focused on self-production. (...) It proposes to ground an organisational account of biological teleology in the capability of living system not just to produce and replace their parts, but to control their own internal dynamics and behaviours in such a way as to maintain themselves. This theoretical framework has two advantages. It better captures the distinctive features of biological organisations and consequently the richness and active nature of their purposeful behaviours. By doing so, it makes it possible to apply this framework beyond minimal theoretical models to real biological cases. (shrink)

Efforts to ban Autonomous Weapon Systems were both unsuccessful and controversial. Simultaneously the need to address the detrimental aspects of AWS development and proliferation continues to grow in scope and urgency. The article presents several regulatory solutions capable of addressing the issue while simultaneously respecting the requirements of military necessity and so attracting a broad consensus. Two much stricter solutions – regional AWS bans and adoption of a no first use policy – are also presented as fallback strategies in case (...) achieving AWS’ compliance with the Laws of Armed Conflict proved elusive. Together, the solutions presented form an outline of a flexible regulatory strategy able to adjust to different technological outcomes and providing a sensible compromise to solve the current deadlock on the AWS issue. This essay proposes that Socrates practiced various spiritual exercises, including meditation, and that this Socratic practice of meditation was habitual, aimed at cultivating emotional self-control and existential preparedness. Contemporary research in neurobiology supports the view that intentional mental actions, including meditation, have a profound impact on brain activity, neuroplasticity, and help engender emotional self-control. This impact on brain activity is confirmed via technological developments, a prime example of how technology benefits humanity. Socrates attains the balanced emotional self-control (...) that Alcibiades describes in the Symposium because of the sustained mental effort he exerts that directly impacts his brain and his emotional and philosophical life. The essay concludes that Socratic meditative practices aimed at manifesting true dignity as human beings within the complexities of a technological world offer a promising model of self-care worthy of embracing today. Allelopathy is an important biological phenomenon in exotic plant invasions. Studies about this phenomenon can help us to understand how plant interactions influence plant colony and ecosystem functioning. Both alligator weed (Alternanthera philoxeroides, Ap) and crofton weed (Eupatorium adenophorum, Ea) are important destructive exotic species in China. Their allelopathic effects on native plant species are well documented. However, whether alligator weed and crofton weed antagonize each other regarding plant growth? There is largely unknown currently. Here we report that the leaf (...) extract from crofton weed possesses the negative effect on the growth of alligator weed. The results showed that root growth of alligator weed could be seriously inhibited by aqueous extract from crofton weed, exhibited as no root or a few roots if only. Consistent with the inhibition of root growth, we observed changes of physiological and biochemical parameters in treated alligator weed. The chlorophyll content, the root activity and the acetolactate synthase (ALS) activity were significantly decreased; while the rate of superoxide anion (O2-), the malondialdehyde (MDA) content, the peroxidase (POD) activity, and the shikimic acid content were remarkably increased in the treated alligator weed plants. These physiological analyzes suggested that the main allelopathic effects of crofton weed were mainly through affecting the integrity of cell membrane and the activity of the key enzymes. Further, these data also imply that one exotic species has the potential value to be used in bio-control of the other exotic species. (shrink)

John Fischer has recently argued that the value of acting freely is the value of self-expression. Drawing on David Velleman’s earlier work, Fischer holds that the value of a life is a narrative value and free will is valuable insofar as it allows us to shape the narrative structure of our lives. This account rests on Fischer’s distinction between regulative control and guidance control. While we lack the former kind of control, on Fischer’s view, the latter (...) is all that is needed for self-expression. I first develop Fischer’s narrative account, focusing on his reliance on temporal loops as giving us control over the value of our lives. Second, I argue that the narrative account grants us greater power over the past than Fischer would allow: since narrative allows not only for changes in how we feel about episodes in our past but what those episodes in fact were, it allows for a kind of retroactive self-constitution. Finally, I suggest that this modification of the narrative view opens the possibility of a conception of freedom far stronger than guidance control. It does not give us the libertarian control over whether to choose A or B in the present, but it does provide a measure of control over the sort of person an agent has been, and thus whether she is the sort of person who will choose A or B in the future. Most regulations and guidelines require that potential research participants be told a great deal of information during the consent process. Many of these documents, and most of the scholars who consider the consent process, assume that all this information must be disclosed because it must all be understood. However, a wide range of studies surveying apparently competent participants in clinical trials around the world show that many do not understand key aspects of what they have been told. The standard view (...) of the conditions for valid consent therefore implies that these people have failed to give valid consent to research participation. In this paper we argue that the standard view is false. The primary function of the requirement that researchers disclose information about a study is the avoidance of illegitimate control over someone’s consent decision, which is a form of fraud.We derive the content and manner of appropriate disclosure by analysing the ways in which the manipulation of information can invalidate consent. Our analysis shows that the informational requirements for valid consent are conceptually distinct and thus unlikely to have identical contents. This implies that consent can be valid when not everything that ought to be disclosed by the person asking for consent is understood by the person who proffers it. (shrink)

This abstract describes a control system for a 3 horsepower (3hp) alternating current (AC) motor that operates in both forward and reverse directions with a delay of 2 seconds using two limit switches. The system is designed to ensure the safety of the motor and surrounding equipment by introducing a delay before the motor changes direction, and by using two limit switches to control the direction of the motor. When the motor runs in the forward direction and the (...) first limit switch is triggered, the motor is stopped for a period of 2 seconds before it changes direction to reverse. When the motor runs in the reverse direction and the second limit switch is triggered, the motor is stopped for a period of 2 seconds before it changes direction to forward. The control system uses a motor controller to regulate the motor's speed and direction, and two limit switches to control the motor's direction and ensure its safe operation. This system is suitable for use in industry. When the motor runs in the forward direction and the limit switch is triggered, the motor is stopped for a period of 5 seconds before it changes direction to reverse. The control system uses a motor controller to regulate the motor's speed and direction, and a limit switch to trigger the reversal of the motor.
