This paper critically compares the philosophy of Günther Anders and the contemporary transhumanists, like Julian Savulescu, Ingmar Persson, or Thomas Douglas. The Andersian concepts of moral blindness, promethean gap, and promethean shame will be discussed in order to understand human beings’ outdatedness; parallel to this, we will also expose the transhumanist analysis on the unfitness of human beings in evolutive and cognitive terms. We will show that much of the transhumanist analysis is a reformulation of the Andersian thesis, now under (...) scientific terminology. Finally, we will approach the transhumanist proposal of moral enhancement, explaining and confronting some critics raised on the grounds of freedom and moral responsibility. (shrink)

Analizo algunos aspectos clave del modelo médico del parto, centrándome especialmente en los presupuestos que parece albergar sobre la relación mente-cuerpo. En primer lugar, examino las visiones del modelo médico como un modelo dualista ontológico. En contra de las críticas habituales a este dualismo, que sostienen que ha llevado a tratar el cuerpo de parto como una máquina, defiendo que el problema no reside en el propio dualismo, sino en que se obvia la interacción mente-cuerpo: son las propias personas de (...) parto quienes se tratan como máquinas. En segundo lugar, analizo la centralidad de la noción de riesgo en el modelo médico del parto y defiendo que en ella trasluce nuevamente una escisión entre lo mental y lo corporal. Defiendo, además, una concepción construccionista del riesgo, pues este no resulta independiente de los discursos y prácticas médicas, sino que estos factores tienen un impacto causal en él. En tercer y último lugar, abordo brevemente el descrédito de los testimonios de las personas de parto, remitiéndolo nuevamente a esa escisión entre cuerpo y mente. (shrink)

I provide a philosophical account of the potential of the psychedelic experience to treat depression. My main thesis is that such a potential lies in the possibility of psychedelics allowing us to experience a world diametrically opposed to that of depression. I take the psychedelic experience to be world-shifting. By building on Ludwig Wittgenstein’s insights and notions of aesthetics, ethics, and mysticism, I characterize the world in depression as a world devoid of beauty and meaning, from which we feel disconnected. (...) I then argue that the psychedelic experience immerses us in a world full of beauty and meaning, to which we feel connected. It is by changing our perspective that our whole world and attitude towards it changes, opening up new possibilities for action, as well as a new evaluation of the contingencies of our biographical self and our relationships with others. It is a commonplace in philosophy of action that there is and must be teleologically basic action: something done on an occasion without doing it by means of doing anything else. It is widely believed that basic actions are exercises of skill. As the source of the need for basic action is the structure of practical reasoning, this yields a conception of skill and practical reasoning as complementary but mutually exclusive. On this view, practical reasoning and complex intentional action depend (...) on skill and basic action, but the latter pair are not themselves rationally structured: the movements a basic action comprises are not intentional actions, and they are not structured as means to an end. However, Michael Thompson and Douglas Lavin have argued that action that bears no inner rational structure is not intentional action at all, and that therefore there can be no such thing as basic action. In this paper, I argue that their critique shows that standard conceptions of basic action are indeed untenable, but not that we can do without an alternative. I develop an alternative conception of skill and basic action on which their basicness is not to be equated with simplicity: like deliberation and non-basic action, they are teleologically complex, but their complexity takes a different form. On this view, skill contrasts with deliberation—not because it is not a manifestation of practical reason, but because the two are specifically different manifestations of practical reason. (shrink)

Contemporary discussions of knowledge how typically focus on the question whether or not knowing how to do ϕ consists in propositional knowledge, and divide the field between intellectualists and anti-intellectualists. This way of framing the issue is said to derive from Gilbert Ryle. I argue that this is a misreading of Ryle, whose primary interest in discussing knowledge how was not epistemological but rather action-theoretical, whose argument against intellectualism has for this reason been misunderstood and underestimated, and whose positive view (...) aims to chart a middle course between intellectualism and anti-intellectualism. In Intention, Anscombe says that practical reasoning is practical, not by virtue of its content, but rather by virtue of its form. But in her later essay ‘Practical Inference’, she seems to take this back, claiming instead that (1) the practicality of practical reasoning (or inference) resides in the distinctive use it makes of the premises, and (2) ‘it is a matter of indifference’ whether we say that it exemplifies a distinctive form. I aim to show that Anscombe is right (...) about (1) but wrong about (2): the distinctive use (or teleology) of practical reasoning explains its distinctive formal features, and when the former is thought through, the latter are revealed to be more numerous and significant than Anscombe seems to recognize. This article reports the findings of AI4People, an Atomium—EISMD initiative designed to lay the foundations for a “Good AI Society”. We introduce the core opportunities and risks of AI for society; present a synthesis of five ethical principles that should undergird its development and adoption; and offer 20 concrete recommendations—to assess, to develop, to incentivise, and to support good AI—which in some cases may be undertaken directly by national or supranational policy makers, while in others may be led by other (...) stakeholders. If adopted, these recommendations would serve as a firm foundation for the establishment of a Good AI Society. (shrink)

The voices of children and young people have been largely neglected in discussions of the extent to which the internet takes into account their needs and concerns. This paper aims to highlight young people’s lived experiences of being online.

Economics claims to be an independent empirical social science but empirical evidence of the last century challenges this claim. By contrast Caritas in Veritate contains a set of linkages that demonstrate that economics is related to morals, anthropology and theology. Economics is practiced in a cultural setting with a moral dimension related to the human person, which is ultimately grounded in the nature of God. Pope Benedict has focused on love and gift as human qualities reflecting the Divine nature. The (...) anthropology that proceeds from this is a development of Pope John Paul II’s emphasis on human dignity and freedom. It suggests moral principles that can guide culture, social institutions and hence economic action. Pope Benedict uses his reflections on the social order to comment on the problems of development for less developed peoples, but his analysis also completes one theme of the social encyclicals. Whereas Pope Leo XIII concentrated on economic and political fundamentals such as property and political organization, subsequent contributions turned attention more towards the human actor in relationship to God. Pope John Paul II made this explicit by turning attention to anthropology. Pope Benedict has connected these and completed the vision initiated by his immediate predecessor. He has described more completely the grounding of anthropology on the family, culture and ultimately the Most Blessed Trinity. The encyclical can be read as an invitation to a broader methodology for economics, one that is better conformed to actual market actors and that has the capacity to overcome some of the contentious aspects of the current discipline. The groundwork has been established by thinkers including Aristotle and St. Thomas Aquinas and some of its elements are evident in the economic organisation of many non-modern cultures. (shrink)

In an earlier paper published in a neutrosophic math journal (IJNS), we discussed a new approach to technology, which may be called as ‘opti-realism’ or ‘pess-optimism’ as alternative to utopianism based on technocracy, which may lead the world into global technototalitarianism. In this article, we submit a new approach to Nature and technology, which is more modest and humble, rather than a techno-utopianism version of reality that most futurists argue for. Many philosophers have thought that aggregates of small, broadly dispersed evils don’t pose the same sort of challenge to theism that horrendous evils like the Nazi Holocaust do. But there are interesting arguments that purport to show that large enough aggregates of small evils are morally and axiologically equivalent to horrendous evils. Herein lies an intriguing and overlooked strategy for defending theism. We are justified in employing the rule of inference Modus Ponens (or one much like it) as basic in our reasoning. By contrast, we are not justified in employing a rule of inference that permits inferring to some difficult mathematical theorem from the relevant axioms in a single step. Such an inferential step is intuitively “too large” to count as justified. What accounts for this difference? In this paper, I canvass several possible explanations. I argue that the most promising approach (...) is to appeal to features like usefulness or indispensability to important or required cognitive projects. I argue that ductal carcinoma in situ (DCIS), the tumor most commonly diagnosed by breast mammography, cannot be confidently classified as cancer, that is, as pathological. This is because there may not be dysfunction present in DCIS—as I argue based on its high prevalence and the small amount of risk it conveys—and thus DCIS may not count as a disease by dysfunction-requiring approaches, such as Boorse’s biostatistical theory and Wakefield’s harmful dysfunction account. I argue that the human mind includes an innate domain-specific system for representing precise small numerical quantities. This theory contrasts with object-tracking theories and with domain-general theories that only make use of mental models. I argue that there is a good amount of evidence for innate representations of small numerical quantities and that such a domain-specific system has explanatory advantages when infants’ poor working memory is taken into account. I also show that the mental models approach requires previously (...) unnoticed domain-specific structure and consequently that there is no domain-general alternative to an innate domain-specific small number system. Common principles for resource allocation in health care can prioritize the alleviation of small health burdens over lifesaving treatment. I argue that there is some evidence that these principles are at odds with a sizable share of public opinion, which holds that saving a life should take priority over any number of cures for minor ailments. I propose two possible explanations for this opinion, one debunking and one vindicatory. I also outline how well-designed surveys and moral inquiry could help (...) decide between them. The my-side bias is a well-documented cognitive bias in the evaluation of arguments, in which reasoners in a discussion tend to overvalue arguments that confirm their prior beliefs, while undervaluing arguments that attack their prior beliefs. The first part of this paper develops and justifies a Bayesian model of myside bias at the level of individual reasoning. In the second part, this Bayesian model is implemented in an agent-based model of group discussion among myside-biased agents. The agent-based model is then (...) used to perform a number of experiments with the objective to study whether the myside bias hinders or enhances the ability of groups to collectively track the truth, that is, to reach the correct answer to a given binary issue. An analysis of the results suggests the following: First, whether the truth-tracking ability of groups is helped or hindered by myside bias crucially depends on how the strength of myside bias is differentially distributed across subgroups of discussants holding different beliefs. Second, small groups are more likely to track the truth than larger groups, suggesting that increasing group size has a detrimental effect on collective truth-tracking through discussion. (shrink)

According to the fallibilist, it is possible for us to know things when our evidence doesn't entail that our beliefs are correct. Even if there is some chance that we're mistaken about p, we might still know that p is true. Fallibilists will tell you that an important virtue of their view is that infallibilism leads to skepticism. In this paper, we'll see that fallibilist impurism has considerable skeptical consequences of its own. We've missed this because we've focused our attention (...) on the high-stakes cases that they discuss in trying to motivate their impurism about knowledge. Unification of natural science and social science is a centuries-old, unmitigated debate. Natural science has a chronological advantage over social science because the latter took time to include many social phenomena in its fold. History of science witnessed quite a number of efforts by social scientists to fit this discipline in a rational if not mathematical framework. On the other hand a tendency among some physicists has been observed especially since the last century to recast a number of social phenomena (...) in the mould of events taking place in physical world and governed by well-known systems and equations of physics. It necessitated the introduction of social physics as a new inter-disciplinary subject. Obviously this attempt is aimed at explaining hitherto unsolved or highly debated issues of social science. Physicists are showing special interest on problems on economics, ranging from some topics of normative economics to the movement of prices of derivatives. Statistics has been widely used in these attempts and at least two sub-disciplines of the subject, namely, stochastic process and time series analysis deserve special mention. All these research activities gave birth to another inter-disciplinary subject named as econophysics. Interestingly, global financial crisis of 2007–08 has revived the need of determination of prices of derivatives in a more accurate manner. This article adumbrates a sketch of the theoretical synthesis between physics and economics and the role played by statistics in this process. (shrink)

I advocate the use of small group learning in the philosophy classroom because it engages a broad cross-section of students and because it proves to be an effective way to teach critical thinking. In this article, I suggest small group activities that are useful for developing philosophical skills, and I propose methods for circumventing common logistical problems that can arise when implementing small group learning in the classroom. The fragment explores some ideas on the herd instinct that will be developed in "The Gay Science"; observations on the cultural and anthropological value of science; critical refections on metaphysical realism. Ludwig Wittgenstein's life and writings attest the extraordinary importance that the art of music had for him. It would be fair to say even that among the great philosophers of the twentieth century he was one of the most musically sensitive. Wittgenstein’s Denkbewegungen contains some of his most unique remarks on music, which bear witness not only to the level of his engagement in thinking about music, but also to the intimate connection in his mind between musical acculturation, the perils (...) of modernity, and the challenge, which was very personal to Wittgenstein, of philosophizing amidst what he believed was a dissolution of the resemblances which unite his culture’s ways of life. In particular, Denkbewegungen contains unique remarks on modern music, the problem of Gustav Mahler’s music, and the music of the future. Also, it contains, among other things, some unusually forward-looking remarks on the differences between Brahms and Bruckner, which both probe deeply into the nature of musical creativity and anticipate his later philosophical move beyond the inner/outer divide in his last writings. I shall offer a close reading of Wittgenstein’s remarks on music in Denkbewegungen, which situates them in the broader context of his philosophical development in his middle-period and beyond. I aim to show the deep integration of Wittgenstein’s thinking about music with his philosophical development, his deep sense of cultural lamentation, and his development as a person and as a philosophical expositor. One of the negative legacies of the apartheid era is a markedly skewed mining sector that favours the established companies, and almost completely neglects small-scale mining enterprises. Though a major source of revenue for South Africa(SA), the current state of the mining sector does not directly benefit the previously disadvantaged who dominate small-scale mining. The aim of this study is to explore the support structures and success factors relevant to small scale mining entrepreneurs in South Africa. To (...) achieve this end, the qualitative research approach was utilized to collect and analyze the data. The results affirmed the availability of a comprehensive support structure for aspiring small-scale mining entrepreneurs. A number of factors not limited to having a marketing ethos, requisite business knowledge, possession of appropriate equipment, and the ability to mine effectively and efficiently were reported as being central to successful small-scale mining. Furthermore, it is acknowledged that having passion and the right work ethics worked in favour of successful small-scale entrepreneurs. (shrink)

The much-discussed ‘Argument from Small Improvement’ has been advanced both as a reason to reject (tripartite) Completeness, one of the standard axioms of decision theory, and to accept the possibility of rationally incomparable choices. But this form of argument cannot be an effective basis for either of these conclusions, unless one already has some prior, independent reason to prefer Transitivity to Completeness as a constraint on rational preferences (or rational values). In particular, I show how a reverse argument from (...) small improvement can be constructed, starting from the assumption of tripartite Completeness, to the conclusion that Transitivity fails. I conclude that this form of argument as it has been standardly presented in the literature is a kind of ‘red herring’. We can only make progress here by evaluating the reasons independent of either such argument to prefer one or other of Transitivity or Completeness. (shrink)

The COVID-19 pandemic health protocols have adversely impacted the economic profit and business operations of micro, small, and medium enterprises (MSMEs). This study aimed to evaluate the business strategies employed by MSMEs as they are facing the public health crisis in Bato, Leyte, Philippines. A random sample of 200 MSMEs were surveyed using a structured questionnaire. Some descriptive statistics and Chi-square test for independence were used to summarize and determine the relationship among variables, respectively. Results showed that dominantly more (...) of the MSMEs are operated by owner-managers during the pandemic. On average, most (97.5%) of the enterprise operating are micro and operates for about 3 years. About 63.5% of the MSMEs during the pandemic has adopted a new strategies to cope with COVID-19’s negative impact and most of them are micro in nature. The major business strategies adopted to survive the adverse impact of the pandemic are as follows: following health protocols (50%), finding suppliers in nearby towns (33.8%), seeking alternative sources (26%), increasing prices of items sold (24.5%), and local outsourcing (22.5%), among others. It is concluded that age is a significant factor in implementing business strategies (p-value<0.019). This implies that owner-managers with higher age (average is 40 years old) are more likely to adopt business strategies. Moreover, as they are experiencing vulnerability to the pandemic such as economic profits being significantly reduced, then they are more likely to implement strategies (p-value<0.001). Short and long term plans are considered in order to survive and sustain its business operations. Hence, the study recommends that the government should help and enhance the capability of enterprises in managing risk as well as ensuring MSME’s continuity amidst the pandemic. (shrink)

We propose that Saussure’s signifiers must be processed in the left brain hemisphere (in right handed people) and the signified may be processed in the right. This proposition has consequences for understanding human cognitive phenomena and their pathologies, and can also be related to the passive and active process of thinking, as described by Karl Jaspers. Saussure studied signifiers and their relationships. He left the signified to be studied by psychologists, but there is no consensus about it. According to some (...) linguists, the signified, or the meaning, is the specific activity or succession of bodily states related to each signifier. Learning is the process of linking a signifier (a represented object) to a signified or meaning (a specific activity). However, human beings can represent signifiers autonomously because words and drawings are easily produced with small movements and have syntactic, referential and logical rules of combination. If they are processed in the left hemisphere, the meaning (the signified) is only found when the right hemisphere is reached. The right hemisphere can also work independently, as for instance, when we imagine a story which has to find the words in the left hemisphere. The complex relationship between the hemispheres through the corpus callosum is decisive for telling stories and having self-consciousness. (shrink)

This collection addresses two different audiences: 1) historians and philosophers of the life sciences reflecting on collaborations across disciplines, especially as regards defining and addressing Grand Challenges; 2) researchers and other stakeholders involved in cross-disciplinary collaborations aimed at tackling Grand Challenges in the life and medical sciences. The essays collected here offer ideas and resources both for the study and for the practice of goal-driven cross-disciplinary research in the life and medical sciences. The second motivates our take on this topic and then outlines the central ideas of each paper. The third section highlights the specificity and significance of this approach by considering: a) how this collection departs from existing literature on inter- and trans-disciplinarity, b) what is characteristic about this approach, and c) what role this suggests for the history and philosophy of the life sciences in addressing Grand Challenges. This study investigated the effect of urbanization pull indices on the viability of small businesses in the Calabar Metropolis. The investigation was guided by two objectives, two research questions, and two null hypotheses. The study covered 3001 small scale business operators, comprising 2,800 Operators of Manufacturing Industry (OMIs) and 201 Operators of Service Industry (OSIs). A total of 352 participants was the sample of the study. The Taro Yamane formula was used to generate the sample. The Urbanization Pull (...) Indices and the Small-Scale Business (SSB) Sustainability Questionnaire was used to collect data. This instrument was trial-tested on 30 respondents from within and outside the study area. Cronbach Alpha statistics were used to determine internal consistency, yielding reliability coefficients of 0.83 and 0.79 for the instrument. Mean statistics were used to answer the research questions, while independent t-test was used to test the null hypotheses at .05 level of significance. The findings indicate that the mean ratings for the effect of infrastructure and government policies on SSB sustainability in the Calabar metropolitan area did not differ significantly across OMIs and OSIs. Based on these findings, the study recommends that the state government make it easier for small businesses to run sustainably. (shrink)

Small-scale mining entrepreneurs are confronted with a variety of challenges during both the start-up and growth phase of their businesses not only in South Africa, but all over the world. Therefore, losing prospects available to them. The aim of this paper was to explore prospects and challenges faced by small scale mining entrepreneurs in South Africa (SA). To attain this end, a qualitative research paradigm was instituted for both data collection and analysis. The findings of this study concur (...) with the literature, that there are indeed plenty of prospects available to small scale mining entrepreneurs. To what extent are factors that are extrinsic to the artwork relevant to judgments of artistic value? One might approach this question using traditional philosophical methods, but one can also approach it using empirical methods; that is, by doing experimental philosophical aesthetics. This paper provides an example of the latter approach. We report two empirical studies that examine the significance of three sorts of extrinsic factors for judgments of artistic value: the causal-historical factor of contagion, the ontological factor of uniqueness, (...) and the contextual factor of appreciative environment. We explore the context of appreciation by performing studies in a museum as well as the lab. We found that contagion made a difference to judgments of artistic value in both settings. These results are congruent with previous empirical research as well as recent philosophical work that defends the artistic significance of authenticity. However, uniqueness only made a difference in the lab setting, but not in the museum. This suggests that the context of appreciation may make a difference to judgments of artistic value. Of broader significance, these studies show the value of experimental philosophical aesthetics and the value of doing in situ empirical research on art. (shrink)

It is well established that a number of factors contribute disproportionately to the failure of Micro and Small Enterprises (MSEs) in most economies. This paper examined the contribution of managerial and financial factors to the failure of MSEs in the context of Angola. The paper adopted a positivist theoretical perspective, by utilizing the questionnaire as the primary data collection instrument within the quantitative research technique. Data was collectedfrom108 small business owners and managers with business failure experiences, approached through (...) snowballing sampling technique. The data was analysed with the aid of the Statistical Package for the Social Sciences (SPSS) program. The results ascertain that, insufficient knowledge in the domain of business systems, insufficient skills in the domain of financial accounting and negligence to plan and control business resources, by the small business owners and managers were among the factors that contributed to small enterprise failure in Angola. This reports the lack of institutions actively promoting entrepreneurship for knowledge and skills development and the absence of successful entrepreneurial role models, business mentors or coaches for entrepreneurial capacity building. The monograph reveals challenging issues of small and medium enterprises development in the European Union and East-Partnership countries. Special attention is paid to a new paradigm of financing investments and fostering innovations at all levels of legal entities including SMEs, enhancing innovative entrepreneurship in conditions of global social and technological challenges as well as determining priority sectors for small and medium enterprises as drivers of economic growth. The authors of the monograph emphasize on such European approaches to financing (...) SMEs as crowd-funding and SME-bonds, analyze experience of applying fiscal instruments to support investment and innovations. The researchers underline the role of social investment as an innovative strategy for European SMEs that could be applied in Ukraine and East-partnership countries, suggest new conceptual approach to the evaluation of innovative business development. They also analyse trends of Ukrainian IT enterprises development in the context of modern information services in a global market. Additional attention is paid to the analysis of SMEs’ entrepreneurial potential in conditions of global social and technological changes, estimation effects of applying electronic governance technologies to provide administrative services by public authorities of various levels of governance. Finally, the researchers disclose economic mentality of legal entities as an informal side of financial assets and substantiate the necessity of creation entrepreneurial universities as drivers of innovative development of economy. The materials of the monograph will be useful to scholars, financial managers of companies, financial analysts, representatives of state bodies who implement the state policy in the field of SMEs development in the East-partnership countries, as well as students of economic universities. Being social creatures in a complex world, we do things together. We act jointly. While cooperation, in its broadest sense, can involve merely getting out of each other’s way, or refusing to deceive other people, it is also essential to human nature that it involves more active forms of collaboration and coordination (Tomasello 2009; Sterelny 2012). We collaborate with others in many ordinary activities which, though at times similar to those of other animals, take unique and diverse cultural and psychological (...) forms in human beings. But we also work closely and interactively with each other in more peculiar and flexible practices which are in distinctive ways both species-specific and culturally and historically contingent: from team sports to shared labour, from committee work to mass demonstrations, from dancing to reminiscing together about old times. Despite the apparent relationship between personal values and entrepreneurship, this topic t has been subject to little academic research. This article aims to explain, in the Brazilian context, how the personal values of entrepreneurs influence the degree of professionalism in their business. The article uses a descriptive and exploratory quantitative approach, with data collected via a survey and focus group. Results show that, in the Brazilian context, ethics and capitalist values have a greater influence on professionalism than do risk, innovation, (...) family history, etc. Certain personal values of small-business entrepreneurs become organizational values that drive their actions in challenging environments. The finding that only one of the ten independent variables has been considered statistically influential on professionalism constitutes its main theoretical contribution. It rethinks professionalism, no longer as a dependent variable, but as a personal value, like the rest, in independent, innovative and sovereign way. (shrink)

Forty years’ experience as a bacterial geneticist has taught me that bacteria possess many cognitive, computational and evolutionary capabilities unimaginable in the first six decades of the twentieth century. Analysis of cellular processes such as metabolism, regulation of protein synthesis, and DNA repair established that bacteria continually monitor their external and internal environments and compute functional outputs based on information provided by their sensory apparatus. Studies of genetic recombination, lysogeny, antibiotic resistance and my own work on transposable elements revealed multiple (...) widespread bacterial systems for mobilizing and engineering DNA molecules. Examination of colony development and organization led me to appreciate how extensive multicellular collaboration is among the majority of bacterial species. Contemporary research in many laboratories on cell–cell signaling, symbiosis and pathogenesis show that bacteria utilise sophisticated mechanisms for intercellular communication and even have the ability to commandeer the basic cell biology of ‘higher’ plants and animals to meet their own needs. This remarkable series of observations requires us to revise basic ideas about biological information processing and recognise that even the smallest cells are sentient beings. Despite concerted efforts to nurture SMMEs through a number of methods, including LED initiatives, a high failure rate persists in South Africa. As the quest for a sustainable solution continues, this paper investigates the challenges that SMMEs face in the context of the Bushbuckridge Local Municipality (BLM). The quantitative approach was adopted for data collection. Through the use of a survey questionnaire, data were collected from a sample of fifty owners/managers who were reached through the stratified sampling technique. The study (...) singled out lack of financial assistance, managerial skills, inaccessible global markets as the most dominant challenges to the development of SMMEs apart from the high crime rate and the fear of xenophobia. Lack of technology and insufficient government support received far lesser approval from participants as these were perceived to have less impact on SMMEs growth. US Senate is considering legislation designed to immunize small businesses from lawsuits brought by customers alleging to have been infected with COVID-19 while on the premises. The legislation seeks to subsidize reopening small businesses by reducing their vulnerability to liability. I argue that the legislation produces worse public health outcomes than existing liability regimes, obliterates claims to redress supported by corrective justice, and unfairly burdens victims by forcing them to become de facto insurers of their injurers. In the (...) US, where health insurance is inextricably linked with employment, and during the pandemic with the consequent loss of employment, the legislation is cruel in addition to being ineffective, unjust, unfair and inappropriate. Since I first uploaded this manuscript to Philpapers, Senate Republicans have in fact introduced specific legislation that is marginally different than the one I discuss in the manuscript. Instead of offering blanket immunity, the current Republican proposal offers a series of substantial barriers both to filing lawsuits and to securing a successful verdict at trial. I discuss these as an addendum to the main paper. In short, though the changes impact some features of my argument, they do not alter any of the conclusions. The current proposal produces worse public health outcomes than would existing tort regime; it leaves the vast majority of those with legitimate claims to repair in corrective justice without a remedy, when providing the opportunity to secure a remedy for wrongs is in large measure, the essential nature of tort liability. Worse still, it continues to render victims the de facto insurers of those who have wronged them; it imposes the burden of spreading risks on victims who are considerably less efficient risk spreaders than are businesses and hospitals; it constitutes an inappropriate response to the challenge it seeks to address, i.e. subsidizing various sectors of the economy by reducing their overall costs; and given the fact that in the US health insurance is too closely linked to employment, it shifts the costs of the pandemic to those who are most at risk of losing their health insurance, rendering the proposal cruel in addition to inefficient, unjust, unfair and inappropriate. This study is set to investigate increased preference for Hit FM radio station Calabar as a medium for promoting businesses by small scale business owners’. There are other radio stations that had existed within the city before the advent of Hit FM in January 2016. The study assumes that Hit FM may have adopted a unique and attractive broadcasting style. The objective of this paper is to discover the factors that are responsible for the increased preference. The paper is (...) an empirical study and adopts the qualitative method using structured interviews for eliciting information from randomly selected members of the small scale business owners’ community who promote their businesses on Hit FM Calabar. Findings indicate that the Hit FM is more preferred by small scale business owners because it is newly established with very attractive programmes that appeal more to the educational, informative and entertainment needs of their audiences. Also, the station has geometrically grown a large fan base with a very wide reach, which has endeared business owners to increasingly promote their products on Hit FM Calabar. Administratively, the station has employed very young and experienced On Air Personalities. The study concludes that advertising on Hit FM has made a very positive and significant impact on small scale businesses. The study recommends a high maintenance culture and periodic retraining of Hit FM staff for delivery of more quality programmes and the need for other radio stations in Calabar to rebrand. (shrink)

Objective: Lung cancer is the most common cause of morbidity and mortality. Platinum-based chemotherapy, which is the primary line of treatment, offers limited benefit due to drug resistance and side effects. Berberine (BBR), which is characterised by its potent and safe anticancer activity, represents a promising combination option in chemotherapy. To overcome the limitations in lung cancer chemotherapy, we investigated whether BBR and cisplatin (CIS) exert synergistic effects on non-small cell lung cancer cell line (A549) based on cytotoxicity and (...) apoptotic response markers. -/- Methods: The potential cytotoxic effects of the combination treatment were evaluated using the MTT and Chou-Talalay methods. Elisa assays were also performed to measure the levels of the pro-apoptotic protein Bax and the effector protein caspase (Cas)-3. -/- Results: The results showed that BBR alone reduced A549 cell viability in a dose-dependent manner and synergized with CIS (CI =0.34±0.05 at IC50 concentrations). Elisa results showed that the combined treatment (both at IC50 concentrations) modulated apoptotic signalling pathways in A549 cells. Bax and Cas3 protein levels were dramatically enhanced in A549 cells treated with CIS +BBR compared to control (0.5% DMSO) (p < 0.001). -/- Conclusion: Our results suggest that BBR can synergistically enhance the therapeutic effect of CIS in A549 cells. The potential therapeutic efficacy of BBR as part of a combination in current chemotherapy should be supported by in-depth research and clinical studies on the molecular mechanisms associated with cancer. The nature of temporal experience is typically explained in one of a small number of ways, most are versions of either retentionalism or extensionalism. After describing these, I make a distinction between two kinds of temporal character that could structure temporal experience: A-ish contents are those that present events as structured in past/present/future terms, and B-ish contents are those that present events as structured in earlier-than/later-than/simultaneous-with relations. There are a few exceptions, but most of the literature ignores this distinction, (...) and silently assumes temporal experience is A-ish. I then argue that temporal character is not scale invariant, but rather that temporal experience is A-ish at larger scales, and B-ish at smaller scales. I then point out that this scale non-invariance opens the possibility of hybrid views. I clarify my own view as a hybrid view, according to which temporal experience is B-ish at small scales – and at this scale my trajectory estimation model applies – but A-ish at larger scales, and at the larger scale my TEM does not apply. I then motivate this hybrid position by first defending it against arguments that have tried to show that the TEM is untenable. Since the hybrid view has TEM as its small-scale component, it must address this objection. I then put pressure on the main alternative account, extentionalism, by showing that its proponents have not adequately dealt with the problem of temporal illusions. The result is a new theory motivated by i) explaining its virtues, ii) showing that objections to it can be met, and iii) showing that objections to its main competitors have not been met. (shrink)
