In the contemporary epistemological literature, peer disagreement is often taken to be an instance of a more general phenomenon of “higher-order evidence.” Correspondingly, its epistemic significance is often thought to turn on the epistemic significance of higher-order evidence in general. This chapter attempts to evaluate this claim, and in doing so to clarify some points of unclarity in the current literature – both about what it is for evidence to be “higher-order,” and about the relationship between disagreement and higher-order evidence. (...) We will begin by considering some candidate definitions of “higher-order evidence,” and offering our own definition that attempts to capture the phenomenon of interest. We will then consider, in light of this definition, whether disagreement and its epistemic significance are best-understood as a kind of higher-order evidence. We’ll argue that although peer disagreement can be epistemically significant qua higher-order evidence, this role doesn’t exhaust its significance, and that it can also serve as straightforward first-order evidence. Finally, we’ll suggest that inattention to this latter point has made broadly conciliatory views about peer disagreement seem somewhat easier to resist than they in fact are. (shrink)

While a plethora of studies has been conducted to examine stress and its impact on mental health in western countries, research is scarce investigating the relationship between student challenge stress and health illness in the context of Chinese colleges. No studies examined the moderating effect of self-efficacy on the relationship between challenge stress and health illness. This study attempted to investigate the relationships between these three variables among Chinese college students. Especially, this study focused on examining whether self-efficacy moderated the (...) effect of perceived challenge stress on students’ mental health. Also, the differences were tested between male and female students in terms of these three variables. A sample of 578 Chinese college students was recruited over an approximately 12-week period from 7 Chinese universities. An online survey link was distributed through WeChat. The SPSS version 26 software was used to analyze the data. Results showed that there is no significant difference between genders in terms of perceived challenge stress, self-efficacy, and students’ mental health. In addition, challenge stress was positively related to the students’ mental health (β = 0.35, p < 0.01) while there was a negative association between self-efficacy and mental health (β = -0.41, p < 0.01). Furthermore, self-efficacy plays a moderating role in the relationship between challenge stress and mental health (β = -0.11, p = 0.02). Students with low self-efficacy tend to experience more mental health issues. It is suggested that Chinese colleges and universities pay more attention to students with low self-efficacy, either through faculty/staff interventions or peer counseling. The results showed that the relative poverty of women in rural households is extensive and broader, especially in the economic, humanities, and rights dimensions, and is much higher than that of men. Education level, physical health, ideology, and family status are the primary factors affecting the multidimensional relative poverty of women. -/- Conclusion: This study finds that the relative poverty of rural women exists within the family and it is multi-dimensional. Humans often unconsciously perceive social robots involved in their lives as partners rather than mere tools, imbuing them with qualities of companionship. This anthropomorphization can lead to a spectrum of emotional risks, such as deception, disappointment, and reverse manipulation, that existing approaches struggle to address effectively. In this paper, we argue that a Virtual Interactive Environment (VIE) exists between humans and social robots, which plays a crucial role and demands necessary consideration and clarification in order to mitigate potential emotional risks. By analyzing the relational nature of human-social robot interaction, we discuss the connotation of such a virtual interactive environment that is similar to the emotional states aroused when reading novels. Building on this comprehension, we further demonstrate that manufacturers should carry out comprehensive Virtual Interactive Environment Indication (VIEI) measures during human-social robot interaction with a stricter sense of responsibility when applying social robots. Finally, we contemplate the potential contributions of virtual interactive environment indication to existing robot ethics guidelines. (shrink)

Artificial intelligence (AI) is increasingly expected to disrupt the ordinary functioning of society. From how we fight wars or govern society, to how we work and play, and from how we create to how we teach and learn, there is almost no field of human activity which is believed to be entirely immune from the impact of this emerging technology. This poses a multifaceted problem when it comes to designing and understanding regulatory responses to AI. This article aims to: (i) (...) defend the need for a novel conceptual model for understanding the systemic legal disruption caused by new technologies such as AI; (ii) to situate this model in relation to preceding debates about the interaction of regulation with new technologies (particularly the ‘cyberlaw’ and ‘robolaw’ debates); and (iii) to set out a detailed model for understanding the legal disruption precipitated by AI, examining both pathways stemming from new affordances that can give rise to a regulatory ‘disruptive moment’, as well as the Legal Development, Displacement or Destruction that can ensue. The article proposes that this model of legal disruption can be broadly generalisable to understanding the legal effects and challenges of other emerging technologies. (shrink)

Starting with the first international publication of Le Van Thiem (Lê Văn Thiêm) in 1947, modern mathematics in Vietnam is a longstanding research field. However, what is known about its development usually comes from discrete essays such as anecdotes or interviews of renowned mathematicians. We introduce SciMath—a database on publications of Vietnamese mathematicians. To ensure this database covers as many publications as possible, data entries are manually collected from scientists’ publication records, journals’ websites, universities, and research institutions. Collected data went (...) through various verification steps to ensure data quality and minimize errors. At the time of this report, the database covered 8372 publications, profiles of 1566 Vietnamese, and 1492 foreign authors since 1947. We found a growing capability in mathematics research in Vietnam in various aspects: scientific output, publications on influential journals, or collaboration. The database and preliminary results were presented to the Scientific Council of Vietnam Institute for Advanced Study in Mathematics (VIASM) on November 13th, 2020. (shrink)

We sometimes have to choose between options that are seemingly incomparable insofar as they seem to be neither better than, worse than, nor equal to each other. This often happens when the available options are quite different from one another. For instance, consider a choice between prioritizing either criminal justice reform or healthcare reform as a public policy goal. Even after the relevant details of the goals and possible (...) reforms are filled in, it is plausible that neither goal is better than, worse than, nor equal to the other. Such seemingly incomparable options present a problem for rational choice since it is unclear how an agent might rationally choose between them. What we need are some principles to help govern rational choice when faced with seemingly incomparable options. I here present three such principles. While each principle is individually compelling, I show that they are jointly incompatible. I then argue that the correct response to this inconsistent triad is to reject the principle that rationally censures performing a sequence of choices one knows will result in a suboptimal outcome. The upshot is that when seeming incomparability is involved, an agent can money pump themselves without being less rational for it. (shrink)

The power of music to arouse garden-variety emotions has attracted attention from musicians, psychologists, and philosophers over decades. Despite its widespread acknowledgement, there is no agreement on how pure music with no propositional content can induce such a wide range of emotions. Jenefer Robinson coined this 1 problemthepuzzleofmusicalemotion. Inthisessay,Iwillfirstdiscusswhymusical emotion is a puzzle. Then, Jesse Prinz’s perceptual theory of emotion and his solution 2 to the puzzle will be discussed. Prinz regards an emotion as an embodied appraisal, and a musical (...) emotion as an illusory embodied appraisal which is a by-product of the adaptive emotion system. I argue that it is problematic to regard musical emotions as illusions for two reasons: 1) the bodily responses aroused by music are not specific enough to produce an illusion of a real emotion; 2) musical emotion is adaptive by itself in the sense that it is a mirroring-based simulation of the emotion represented by music, and such mirroring system plays an important role in interpersonal emotion communications. In the recent past, Vietnam has dramatically increased its investment relationship and trade with the United States. At the same time, United States foreign direct investment and trade with China has been decreasing. This is even more significant when we are in a period of internal growth within the United States. Using comparative business system analysis theory and a mixed method approach we conclude that Vietnam is turning into the new China for United States firms due to the fewer differences (...) that exist between their business systems. The Chinese business system has major differences when compared with the economic system of the United States, whereas the Vietnam system has closer resemblance to the United States system. We have laid out inferences of our arguments for future research, particularly in the area of institutional comparative advantage. (shrink)

As the aim of the responsible robotics initiative is to ensure that responsible practices are inculcated within each stage of design, development and use, this impetus is undergirded by the alignment of ethical and legal considerations towards socially beneficial ends. While every effort should be expended to ensure that issues of responsibility are addressed at each stage of technological progression, irresponsibility is inherent within the nature of robotics technologies from a theoretical perspective that threatens to thwart the endeavour. This is (...) because the concept of responsibility, despite being treated as such, is not monolithic: rather this seemingly unified concept consists of converging and confluent concepts that shape the idea of what we colloquially call responsibility. From a different perspective, robotics will be simultaneously responsible and irresponsible depending on the particular concept of responsibility that is foregrounded: an observation that cuts against the grain of the drive towards responsible robotics. This problem is further compounded by responsible design and development as contrasted to responsible use. From a different perspective, the difficulty in defining the concept of responsibility in robotics is because human responsibility is the main frame of reference. Robotic systems are increasingly expected to achieve the human-level performance, including the capacities associated with responsibility and other criteria which are necessary to act responsibly. This subsists within a larger phenomenon where the difference between humans and non-humans, be it animals or artificial systems, appears to be increasingly blurred, thereby disrupting orthodox understandings of responsibility. This paper seeks to supplement the responsible robotics impulse by proposing a complementary set of human rights directed specifically against the harms arising from robotic and artificial intelligence technologies. The relationship between responsibilities of the agent and the rights of the patient suggest that a rights regime is the other side of responsibility coin. The major distinction of this approach is to invert the power relationship: while human agents are perceived to control robotic patients, the prospect for this to become reversed is beginning. As robotic technologies become ever more sophisticated, and even genuinely complex, asserting human rights directly against robotic harms become increasingly important. Such an approach includes not only developing human rights that ‘protect’ humans but also ‘strengthen’ people against the challenges introduced by robotics and AI [This distinction parallels Berlin’s negative and positive concepts of liberty ], by emphasising the social and reflective character of the notion of humanness as well as the difference between the human and nonhuman. This will allow using the human frame of reference as constitutive of, rather than only subject to, the robotic and AI technologies, where it is human and not technology characteristics that shape the human rights framework in the first place. The article seeks to reclaim a type of fear lost in silent omission in education, yet central to the development of an ethical subject. It distinguishes the fear described by Martin Heidegger through the concept of befindlichkeit and fear for the other as an essential moment for ethics articulated by Emmanuel Levinas. It argues that the latter conception of fear has inverted the traditional assumption of the ideal ethical subject as fearless. It then examines how Levinas’s interpretation of fear might (...) contribute to the discussion on fear and responsibility in the context of the COVID-19 pandemic. It concludes that fear for the other reveals our tremendous capacity to suffer for the other, which is an aspect of the emotional life that has not been identified in the general educational discourse. This inattention manifests itself as a categorical omission in which the existence of fear for the other is not recognized and impedes the ability of educators to address ethics as it is deeply lived. Firstly, the "Metaverse" possesses two distinctive features, "thickness" and "imagination," promising the public a structure of unknown scenarios but with unclear definitions. Attempts to establish an open framework through incompleteness, however, fail to facilitate interactions between humans and the scenario. Due to the dilemma of "digital twinning," the "Metaverse" cannot be realized as "another universe". Hence, the "Metaverse" is, in fact, only a virtual experiential territory created by aggregating technologies that offer immersion and interactivity. Secondly, when artificial intelligence serves as (...) a key supporting technology for the "Metaverse," it presents multifaceted existential risks, manifested as safety, cognitive, and ethical dilemmas. Finally, we propose that the framework for responsible "Metaverse" governance should be constructed through three pathways: collective responsibility, realism, and the co-governance of the virtual and real. Buradaki bilme faaliyetini, salt teolojik bir buyruk olarak, yani Allah’ı bilmek olarak değil, doğru bilgi ile yanlış bilgi arasında hem teorik hem de ahlaki bir farklılık olarak anlamak ve Kur’an'da insana epistemik özellikler atfedildiğini ve böylece insanın epistemik başarılarından dolayı övüldüğünü söyleyebilmek mümkündür. Bu açıdan bakıldığında herhangi bir önermeye yönelik olarak rasyonel bir tutum benimseyen, yani bilen özne ile bu faaliyette isteyerek ve istemeyerek giren kişinin durumu (...) arasında bir fark olduğu açıktır. Doğrusu bu farkın epistemik önceliği kadar, ahlaki önceliği de dikkate değerdir. Nitekim buradaki ahlaki üstünlük, doğru bilgiyi hedefleme ve ona ulaşma noktasında ortaya çıkan erdemdir. Doğru bilgiye ulaşmanın entelektüel bir erdem olduğu düşünüldüğünde, Kur’an’ın Erdem epistemolojisi üzerinden değerlendirilmesi bu noktada önemlidir. Doğrusu erdemli bir bilişsel faaliyet, Kur'an’da açık bir şekilde ana fikir olarak ortaya konulur ve buna göre cehaletten kaçınmak ve doğru bilgiye ulaşmak için erdemli bir çaba göstermek önem taşır. Kur’an’daki ifadeleri bilgeliğe ulaşmak olarak anlayacak olursak, asıl hedef; bilgi ve anlayışımızın, entelektüel ve ahlaki vicdanımızı veya takvamızı güçlendirmesi için kullanılabileceği söylenilebilir ve bu inanç, erdem epistemolojisine dayalı bir yaklaşım içerisinde şekillendirilebilir. Ateistlerin teizmi reddetme gerekçeleri, genellikle kötülük sorununun teizme karşı en güçlü argüman olduğunu iddia etmelerinde yatmaktadır. Nitekim ateizme göre teizm, bu soruna başarılı bir şekilde cevap verememektedir. Bununla birlikte kötülük sorununun sadece teistler için bir problem olmadığı iddia edilebilir. Bizde bu makale içerisinde bu savdan yola çıkarak, yakın dönemde Yujin Nagasawa’nın geliştirdiği “sistematik kötülüğün varoluşsal sorunu” açısından bu iddiayı ele almaya çalıştık. Bu sorun, başlangıçta, yalnızca dünyadaki belirli olayların veya belirli olay türlerinin kötü olduğunu değil, aynı zamanda insan varoluşunun dayandığı (...) tüm biyolojik sistemlerin kötü olduğunu göstererek, teizm için bir meydan okuma yaratmaktadır. Ancak hem teistlerin hem de ateistlerin tipik olarak dünyanın genel olarak iyi olduğunu ve içinde yaşamaktan mutlu ve minnettar olmamız gerektiğini onaylayan varoluşsal iyimserliği benimsedikleri düşünüldüğünde, kötülüğün bu versiyonu, teizm için olduğu kadar, ateizm içinde bir problem olmaktadır. Makale içerisinde sorunun bu versiyonuna yanıt verirken ateizmin teizme kıyasla önemli bir dezavantajla karşı karşıya kalması nedeniyle, bunun ateizme karşı güçlü bir argüman olabileceğini iddia ediyoruz. Mobile Edge Computing (MEC) is an emerging technology that enables computing directly at the edge of the cloud computing network. Therefore, it is important that MEC is applied with reliable transmission. The problem of reaching consensus in the distributed system is one of the most important issues in designing a reliable transmission network. However, all previous protocols for the consensus problem are not suitable for an MEC paradigm. It is the first time an optimal protocol of reaching consensus is pro- (...) posed for MEC paradigm. The protocol makes all fault-free nodes communicate with each other and collect the exchanged messages to decide a common value. Based on the common value, the protocol ensures all fault-free nodes reach consensus without the influence of unreliable transmission. Finally, we proved theoretically that the proposed protocol can tolerate the maximum number of faulty components and using only two rounds of message exchanges. (shrink)

This collection brings together fourteen contributions by authors from around the globe. Each of the contributions engages with questions about how local and global bioethical issues are made to be comparable, in the hope of redressing basic needs and demands for justice. These works demonstrate the significant conceptual contributions that can be made through feminists' attention to debates in a range of interrelated fields, especially as they formulate appropriate responses to developments in medical technology, global economics, population shifts, and poverty.

The thesis of relation between observation and theory is one of the basic important issues in philosophy of science and scientific epistemology. However, the mechanistic processes of theory- ladenness of observation have rarely been discussed. Current research in cognitive science on thought processes provides powerful analytical tools and empirical support for this problem. In the light of the perception-based knowledge representation of Barsolou, this paper attempts to give a representation-based explanation for theory- laden mechanism in virtue of constraints on production (...) and explanation of representation. If representational mechanism in observation is not an absolutely subjective but a constraint construction, it will give the reliability of observation a rational support. (shrink)

Perceptual Control Theory (PCT), pioneered by the American systems scientist, physicist and psychologist W. Powis, advanced N. Wiener's control theory in the following three ways: (1) It combined control theory with theoretical biology, considered control mechanisms as the essence of life, and proposed a more complete model of control of life. (2) It developed the concept of purposiveness in control systems, created the scientific concept of baseline signal or baseline information, and established the purposive formulation of cybernetics. It transforms the (...) ancient concept of purposivity into a concept of modern science and modern philosophy. (3) It proposes a multi-level control theory model and establishes a new discipline of cybernetic psychology, which is different from both behaviorist psychology and psychoanalysis. Because of this, the authors of this paper first provide a comprehensive introduction to this new theory. This theory is then applied to some extended studies of certain valueological, epistemological, and philosophical issues of technology. (shrink)

Machery et al. presented data suggesting the existence of cross-cultural variation in judgments about the reference of proper names. In this paper, we examine a previously overlooked confound in the subsequent studies that attempt to replicate the results of Machery et al. using East Asian languages. Machery et al. and Sytsma et al. claim that they have successfully replicated the original finding with probes written in Chinese and Japanese, respectively. These studies, however, crucially rely on uses of articleless, ‘bare noun (...) phrases’ in Chinese and Japanese, which according to the linguistic literature are known to be multiply ambiguous. We argue that it becomes questionable whether the extant studies using East Asian languages revealed genuine cross-cultural variation when the probes are reevaluated based on a proper linguistic understanding of Chinese and Japanese bare noun phrases and English definite descriptions. We also present two experiments on native Japanese speakers that controlled the use of ambiguous bare noun phrases, the results of which suggest that the judgments of Japanese speakers concerning the reference of proper names may not diverge from those of English speakers. This work provides an annotated translation, together with a brief commentary, of the “Bao Wei Quan” chapter, the 20th chapter of the Chunqiu fanlu. The Chunqiu fanlu is an important Chinese Confucian text. It is ascribed to a pivotal Former Han (206 BCE – 9 CE) scholar, an exegete of the Gongyang zhuan 公羊傳, Dong Zhongshu 董仲舒 (ca. 195–115 BCE). This text offered to readers an ideal of rulership that remained highly relevant to the development of the ethical and political (...) discourse of Chinese Confucianism. Despite its importance, the Chunqiu fanlu has only very recently been fully translated into a Western language, 1 and is one of the rare major classical Chinese texts which still lacks a full Japanese translation. Trong quá trình phát triển của phong trào bảo vệ môi trường, đã xuất hiện nhiều học thuyết và trường phái khác nhau. Một trong số này thuộc về các học thuyết bảo vệ môi trường lạ đời (đôi khi mang sắc thái cực đoan), thể hiện sự tận tụy và độc đáo trong việc bảo vệ môi trường với mọi biện pháp. Vì họ đặt môi trường lên hàng đầu, nên những quan điểm này thường phản ánh quan điểm (...) cấp tiến và đôi khi khá khác biệt về quan hệ giữa con người và môi trường. Vì vậy, chúng thường không được chấp nhận rộng rãi hoặc không thực tế. Tuy nhiên, dưới góc nhìn tập trung vào bảo vệ môi trường, những học thuyết này cũng đem đến cho chúng ta nhận thức về những xung đột lợi ích mà nhiều nhà hoạt động môi trường thường bỏ qua. Chúng cũng làm nổi bật mục tiêu quan trọng của việc hài hòa lợi ích của con người và thiên nhiên. Trong bối cảnh của thời đại mới với sự phát triển vượt bậc của công nghệ thông tin, các cơ quan báo chí đang phải đối mặt với sự sụt giảm về doanh thu. Những vấn đề liên quan đến tài chính và nguồn thu của báo chí được đề cập trong bài viết này dưới khái niệm của kinh tế báo chí.

Trong lúc vào rừng, đã hơn 3 lượt người dân bản Mường ở Hòa Bình có nói tới cây lá han. Đây là loại cây “độc” người đi rừng luôn phát hiện để tránh. Khi phát hiện ra những vùng nhiều cây này đan xen với các loại cây cỏ khác, mà có khả năng dễ nhầm lẫn với nhau, người dân sẽ tìm cách đánh dấu và báo nhau để tránh. Con người biết bảo vệ nguồn lợi, chỉ cho riêng mình thôi sao?!

Trong bối cảnh của thời đại mới với sự phát triển vượt bậc của công nghệ thông tin, các cơ quan báo chí đang phải đối mặt với sự sụt giảm về doanh thu. Những vấn đề liên quan đến tài chính và nguồn thu của báo chí được đề cập trong bài viết này dưới khái niệm của kinh tế báo chí.

Cuối tháng 8-2023, Exxon Mobil, một trong những hãng kinh doanh dầu mỏ lớn nhất thế giới, tổ hợp lớn nhất của nhóm tách ra từ đế chế dầu mỏ Standard Oil của John D. Rockefeller đã công bố một báo cáo buồn về mục tiêu cứu Trái Đất trước hiểm họa biến đổi khí hậu. Báo cáo này đưa ra 2 kết luận tối quan trọng: a) Dầu mỏ và khí đốt vẫn chiếm tới 54% tổng nguồn cung năng (...) lượng của thế giới vào năm 2050; b) Phát thải CO2 vẫn cao gấp 2 lần kịch bản cần thiết mà IPCC đặt ra. Điều này cũng đồng nghĩa với việc thế giới sẽ thất bại trước mục tiêu kìm giữ nhiệt độ tăng thấp hơn 2⁰C. Đánh giá này dựa trên ước lượng thế giới sẽ sản sinh ra 25 tỷ tấn CO2 vào 2050. (shrink)

Tiêu đề ở trên cũng là nội dung bao trùm của bài xuất bản trên Conservation Letters, tháng 8-2023. Trong đó, một điểm nổi bật đáng chú ý nhất được nêu như sau: “Specifically, threatened vertebrate fauna with habitat capable of supporting highvalue productive lands received less protection and experienced greater habitat loss”.

Loài người có một nỗi niềm rung động rất khó tả khi khai quật được những đồ tạo tác từ thuở xa xưa. Những ngành khoa học như cổ sinh vật học, hay khảo cổ học phản ánh chính sự tò mò và niềm khao khát hiểu biết quá khứ, lịch sử tiến hóa của thế giới tự nhiên. Ngành vật lý cũng dành rất nhiều công sức để tìm hiểu sự ra đời và tiến hóa của vũ trụ. Trong (...) đời sống xã hội, các ngành nhân văn còn có cả những ấn phẩm về lịch sử nghệ thuật, như Art History hay Journal of Art History. Với cùng suy tư và nỗ lực phục hồi giá trị nhân văn cho sự nghiệp bảo tồn đa dạng sinh học và tự nhiên, chúng tôi tìm được một bức ảnh về chim bói cá, được chụp cách đây gần một thế kỷ, của tác giả A. F. Skutch trên The Condor. Thật sự không dễ dàng để có được một bức ảnh sinh động, chân thực và gợi lên nhiều cảm xúc. Bức ảnh này có khả năng lay động tâm tư suy nghĩ của người xem và đánh thức lương tri vì một môi trường sống đáng sống. (shrink)

Môi trường tự nhiên của trái đất đang phải đối mặt với nhiều thách thức và nguy cơ do hành động con người gây ra. Trong một số trường hợp, các nỗ lực bảo vệ môi trường có thể không chỉ không đem lại lợi ích cho môi trường mà còn gây ra những thảm hoạ nghiêm trọng. Bài luận này sẽ điểm qua một số ví dụ cụ thể về thảm họa môi trường đã xảy ra trong quá khứ (...) do hành động bảo vệ môi trường của con người nhưng lại sai lầm. (shrink)

Vấn đề môi trường là trọng tâm của các cuộc thảo luận chính trị trong những năm gần đây, với việc các nhà lãnh đạo trên toàn thế giới thực hiện các biện pháp chống biến đổi khí hậu và giảm phát thải khí nhà kính. Để theo đuổi mục tiêu bảo vệ môi trường và giảm thiểu biến đổi khí hậu, Tổng thống Joe Biden đã thực hiện một loạt hành động nhằm giảm phát thải khí nhà kính và (...) hạn chế sự phụ thuộc của chúng ta vào nhiên liệu hóa thạch. Trong số các sáng kiến này, quyết định của Tổng thống Biden về việc đóng cửa Đường ống Keystone XL, hạn chế hoạt động khoan dầu ở một số khu vực nhất định và cấm cấp phép khai thác dầu khí mới trên các vùng đất và vùng biển công cộng là một động thái quan trọng. Tuy nhiên, những chính sách này đã gây ra cả sự ủng hộ lẫn tranh cãi. Trong bài viết này, chúng tôi đi sâu vào sự phức tạp trong các chính sách môi trường của Tổng thống Biden, đặc biệt tập trung vào lệnh cấm cấp phép khai thác dầu khí mới trên các vùng đất và vùng biển công cộng. Nếu nền kinh tế quốc gia là một cơ thể sống, thì hệ thống tài chính là cơ chế tạo, cung cấp và lưu thông máu tới từng tế bào, bộ phận. Thiếu hay thừa đều phát sinh các vấn đề cần giải quyết. Với quá trình chuyển đổi kinh tế và hội nhập quốc tế mạnh mẽ, liên tục giám sát, kịp thời dự đoán sát thực các dấu hiệu và biến động của thị trường để từ đó xây (...) dựng chính sách điều tiết thị trường tài chính và toàn bộ nền kinh tế một cách hợp lý là việc làm cần thiết bảo đảm tăng trưởng kinh tế bền vững, đúng định hướng. Đối với nền tài chính của Việt Nam, hiện đang tồn tại bảy dấu hiệu cảnh báo cần được các nhà nghiên cứu và hoạch định chính sách quan tâm. (shrink)

Trong một số trường hợp, các nỗ lực bảo vệ môi trường có thể không chỉ không đem lại lợi ích cho môi trường, mà còn gây ra những thảm họa nghiêm trọng.

Quản lý lưu vực sông đóng một vai trò quan trọng trong việc bảo tồn và tăng cường nguồn tài nguyên nước, phục hồi chức năng của đất, duy trì nguồn thức ăn và bảo vệ môi trường xung quanh. Tuy nhiên, sự tăng trưởng kinh tế và công nghiệp gần đây, cùng với việc mở rộng các khu đô thị, đã khiến các nguồn tài nguyên thiên nhiên, bao gồm cả tài nguyên nước, gặp nhiều ảnh hưởng tiêu cực (...) và gây tổn hại cho các dịch vụ hệ sinh thái quan trọng. Để đối phó với tình hình này, các sáng kiến bảo tồn và thực hành bền vững đã được phát triển nhằm bảo vệ các khu vực tự nhiên và những dịch vụ quan trọng của chúng. Các chương trình Chi trả cho Dịch vụ Hệ sinh thái (PES) đã ra đời với mục tiêu đảm bảo việc cung cấp liên tục các dịch vụ hệ sinh thái chất lượng cao thông qua hỗ trợ tài chính cho các nỗ lực bảo tồn. Hậu quả và ảnh hưởng của biến đổi khí hậu, mất đa dạng sinh thái, và suy thoái môi trường đang dần trở nên rõ ràng hơn. Điều này cũng kéo theo sự gia tăng nhanh chóng các mâu thuẫn và xung đột xã hội. Chính vì thế, trong những năm gần đây, việc kiện tụng liên quan đến môi trường đang ngày trở nên nhiều hơn, và quy mô cũng lớn hơn, đặc biệt là giữa các công ty và (...) nhà hoạt động môi trường. Những vụ kiện này thường xoay quanh các vấn đề quan trọng như: biến đổi khí hậu, ô nhiễm, khai thác tài nguyên hủy hoại môi trường sống, gây rối loạn hệ sinh thái, hủy diệt đa dạng sinh học, và tiêu diệt nguồn sinh kế của người dân. Trong mối quan tâm lớn của nhân loại đối với việc hạn chế tác hại của biến đổi khí hậu, rừng được kỳ vọng là nơi có thể thu giữ và trữ carbon (“carbon sink”).

In this paper, I predict a reaction within the English literary world if Ukrainian poets head to England owing to war. I also identify two reasons for pastiche. I attempt to do so by means of a pastiche of a notable writer from the Indian sub-continent, for a version of one of these reasons.

In this paper, I present a challenge to Adam Smith’s specialization recommendations, at least according to the “unzany” interpretation suggested by his famous pin factory example. I present it while attempting the style of a notable fiction writer from the Indian sub-continent, as befits the challenge. I have adapted the style slightly for the Western setting.

Hậu quả và ảnh hưởng của biến đổi khí hậu, mất đa dạng sinh thái, và suy thoái môi trường đang dần trở nên rõ ràng hơn. Điều này cũng kéo theo sự gia tăng nhanh chóng các mâu thuẫn và xung đột xã hội. Chính vì thế, trong những năm gần đây, việc kiện tụng liên quan đến môi trường đang ngày trở nên nhiều hơn, và quy mô cũng lớn hơn, đặc biệt là giữa các công ty và (...) nhà hoạt động môi trường. Những vụ kiện này thường xoay quanh các vấn đề quan trọng như biến đổi khí hậu, ô nhiễm, khai thác tài nguyên hủy hoại môi trường sống, gây rối loạn hệ sinh thái, hủy diệt đa dạng sinh học, và tiêu diệt nguồn sinh kế của người dân. Để đạt được các mục tiêu giảm biến đổi khí hậu, bảo vệ môi trường và môi sinh, đồng thời đảm bảo sự phát triển bền vững, cũng như là công lý cho cả con người và thiên nhiên, chính quyền và hệ thống tư pháp cần hiểu rõ bản chất bản chất của các mâu thuẫn dẫn đến cuộc chiến pháp lý về môi trường. Bài viết này có mục đích tìm hiểu bối cảnh phức tạp của các cuộc chiến pháp lý về môi trường, làm sáng tỏ tầm quan trọng và kết quả tiềm tàng của chúng, từ đó chỉ ra một số lỗ hổng pháp lý và khiếu kiện môi trường tại Việt Nam. Với sự liên tục thay đổi của điều kiện kinh tế - xã hội, căng thẳng giữa mục tiêu sinh kế và bảo tồn đa dạng sinh học tại các khu bảo tồn đang trở thành một vấn đề nan giải.

Một hôm, Bói Cá nhận được quà từ người bạn nào đó ở phương xa. Một khóm cây rất đẹp. Cây trông hình thù kỳ lạ. Cành và nhánh cây đâm ra khắp các phía.

Trong bài viết này chúng tôi trình bày thông tin đại cương về vai trò của nickel trong công nghiệp chế tạo giữa bối cảnh yêu cầu bảo vệ môi sinh trong đại nghị sự mục tiêu phát triển bền vững (SDG) của Liên Hợp Quốc ngày một cấp bách, đối diện với nguy cơ không thể hoàn thành. Các thông tin tóm lược ở đây được dẫn chiếu tới một số nhỏ các tài liệu tham khảo chính và không (...) thể đảm bảo tính trọn vẹn trong khuôn khổ một bài báo nhỏ. Những vấn đề đặt ra có tính tổng quát cho quan hệ môi sinh với việc khai khoáng, tách và tinh chế nickel nói chung trên thế giới. Vì thế, có thể thông tin trong bài không hoàn toàn trùng khớp với tình hình cụ thể của một địa phương trên trái đất, do đặc điểm địa lý, địa chất và kinh tế-công nghệ khác biệt. Bài viết tập trung xoay quanh nguyên lý quan hệ kinh tế-môi trường và ý nghĩa thực tiễn của cụm từ “bền vững” trong bối cảnh cụ thể của công nghiệp nickel. (shrink)

Nghiên cứu của Enrici et al. (2023) trên tạp chí Ecology and Society [1] là một trong số không nhiều những thảo luận kỹ về sức nặng tiền bạc đối với cách con người (bao gồm cả học giới, chính giới và cư dân) hiểu về tác động của con người đối với môi sinh. Rõ ràng, những hiểu biết này rất quan trọng, nhất là khi sự cấp bách đối với tác động của con người lên môi trường đã (...) thực sự gióng lên những hồi chuông báo động, đứng trước các hiểm họa khó lường của khủng hoảng khí hậu.
