This paper investigates a problem about freedom of information. Although freedom of information is generally considered desirable, there are a number of areas where there is substantial agreement that freedom of information should be limited. After a certain ordering of the landscape, I argue that we need to add the category of "dangerous" information and that this category has gained a new quality in the context of current information technology, specifically the Internet. This category (...) includes information the use of which would be morally wrong as well as some of what may be called "corrupting" information. At the heart of the book - two views (naturalist and humanist) on the dangers of and Prospects of "scientific and technological progress," that defining the face of modern civilization. Its leaders are now the information, genetic cal and biological technology.

The field of Latin American philosophy has established itself as a relevant subfield of philosophical inquiry. However, there might be good reasons to consider that our focus on the subfield could have distracted us from considering another subfield that, although it might share some geographical proximity, does not share the same historical basic elements. In this paper, I argue for a possible and meaningful conceptual difference between Latin American Philosophy and Indigenous philosophy produced in Latin America. First, I raise what (...) I call Mariátegui’s Solidarity Challenge to show that there might be some neglectful treatment of the philosophical views of different Indigenous groups. I then depart from Mariátegui and engage in a critical exercise to show that even he would be guilty of failing in his own solidarity demands. I follow that by drawing out some implications of the argument. I first sketch how this differentiation would play out against the political project of “Mestizaje,” a project that seems to inform some of the Latin American philosophical tradition. I then speculate about the kinds of duties that the field of Latin American philosophy might have towards the field of Indigenous Philosophy produced in Latin America. (shrink)

In AI safety research, the median timing of AGI arrival is often taken as a reference point, which various polls predict to happen in the middle of 21 century, but for maximum safety, we should determine the earliest possible time of Dangerous AI arrival. Such Dangerous AI could be either AGI, capable of acting completely independently in the real world and of winning in most real-world conflicts with humans, or an AI helping humans to build weapons of mass (...) destruction, or a national state coupled with AI-based government system. In this article, I demonstrate that the earliest timing of Dangerous AI, corresponding to 10 per cent of its arrival probability, is before 2030. Several partly independent sources of information are in accordance: 1. The growth of the hardware available for AI research makes human-brain-equivalents of compute available for AI research in the 2020s. It is fuelled by specialized AI-chips, the use of many chips in one processing unit, and the larger research budgets, among other things. 2. The neural network performance and other characteristics, like the number of parameters, is quickly increasing every year, and extrapolating this tendency suggests that roughly human-level performance in a few years, around 2025. 3. Expert polls show around 10 per cent of the probability of an early appearance of artificial general intelligence (AGI) in the next decade, that is, before 2030. 4. Hyperbolic growth in different big history models converges around 2025-2030 (the technological singularity). 5. Anthropic arguments (similar to the Doomsday argument) suggest that qualified observers are more likely to appear near the end of the AI research epoch, as the number of such observers grew exponentially. This number doubles every 5-10 years, and thus we are likely to find ourselves around a decade before the end of AI research, which will happen consequently around 2030. (shrink)

Despite being a women's problem for a long time, catcalling has recently attracted lawmakers' attention. In 2019, the Philippine government enacted Republic Act 11313, or the Safe Spaces Act, which prohibits and punishes gender-based sexual harassment. However, despite the existence of the law, catcalling continues to be rampant. This study aims to explore the experiences of women in Quezon City who have been subjected to catcalling and to provide answers regarding the effects of catcalling on the victims, the locations where (...) catcalling is most prevalent, the most common perpetrators, and the victim's views on the Safe Spaces Act. This research uses a qualitative descriptive approach. Purposive sampling was used to select respondents, and respondents were interviewed using an interview guide to gather information. The findings indicate that women are most vulnerable to catcalling in public spaces, and the perpetrators are strangers or bystanders. Victims went through mental, emotional, and behavioral changes after the incident. Moreover, not all victims think that the law effectively addresses the problem because catcalling is still prevalent, and public awareness campaigns are lacking. (shrink)

Looking out of Information Science (IS) it´s a dangerous attempt to compare this relative new science direct with Philosophy. Here you find a first circumspective trial of an investigation of the traditionally named “queen of science”, Philosophy, two thousand years old and - direct opposite - the only a half century old Information Science. For me it is till now not yet clear how to do this in a serious scientific manner. I worked in Applied Informatics for (...) 30 years and make Information Science since about 15 years. Here I dare to publish for first time the results. SOKRATES (469 – 399 b.Chr.), PLATON (428/27- 348/47 b.Chr.) und ARISTOTELES (384 - 322 b.Chr.) as inventors of our traditional occidental Philosophy, have founded the search of the sense of our Human Life, Thinking and Acting as an own science. They set the Joy of Life on top of their way of thinking. PLATON has separated this special new thinking from the „Sophists“ who had a very good public image too at his time. But they were thinking more about common business facts and knowledge only. Today we would call them manufacturer, qualified skilled workers or even bachelors of special sciences. Philosophy has (since over 20 centuries) till today first of all the smart and high duty to serve Religion and Ethics as mental, spirit- and language-grounded science-base. In other direction it was used to overthink our whole surrounding nature theoretically and completely by our best Human Mind. It´s our traditional science on our mental highest level. All sciences can be related by Philosophy. That´s possible by our human ability to Learn, Think, Understand and finally Know any interesting new fact. Where and how do we have now to integrate this new own science Information Science? We search consciously term-oriented and make an abstract science-theoretical comparison to find answers and definitions. (shrink)

Informal political representation can be a political lifeline, particularly for oppressed and marginalized groups. Such representation can give these groups some say, however mediate, partial, and imperfect, in how things go for them. Coeval with the political goods such representation offers these groups are its particular dangers to them. Mindful of these dangers, skeptics challenge the practice for being, inter alia, unaccountable, unauthorized, inegalitarian, and oppressive. These challenges provide strong pro tanto reasons to think the practice morally impermissible. This paper (...) considers the question: On what conditions is the informal political representation of oppressed and marginalized groups permissible? By responding to skeptics’ challenges, I develop a systematic account of moral constraints that, if adopted, would make such representation permissible. The account that emerges shows that informal political representatives (IPRs) must aim to fulfill two sets of sometimes conflicting duties to the represented: democracy within duties, which concern how the representative treats and relates to the represented, and justice without duties, which concern how the representative’s actions advance the aims of the representation. This study presents the Accra Confession as a theological response to the ecological crisis from a Reformed perspective while also addressing its critical weakness, namely the problem of universality in both Reformed ecclesiology and global approaches to ecological destruction. Because of a fragile universality, both Reformed churches and global institutions find it difficult to agree on a concrete plan to address climate change. Theologically, this difficulty arrives not primarily from disagreement with the existence or causes of climate change but how (...) Christian theological values translate concretely to acts of justice. This study proposes a way to ground these discussions on the concept of dangerous memory by resourcing the theology of Johann Baptist Metz. Dangerous memories allow stories of the suffering vanquished to be constitutive to the construction of caritas, which in turn serves as a suitable theological foundation for addressing differing approaches to engaging climate issues. Reading the Accra Confession as dangerous memory, then, provides a valuable resource to the Reformed community by allowing the testimonies of those affected adversely by climate change to substantially inform theological discourses on climate justice. Some experts have argued that patients should routinely be told the specific magnitude and absolute probability of potential risks and benefits of screening tests. This position is motivated by the idea that framing risk information in ways that are less precise violates the ethical principle of respect for autonomy and its application in informed consent or shared decisionmaking. In this Perspective, we consider a number of problems with this view that have not been adequately addressed. Our world is under going an enormous digital transformation. Nearly no area of our social, informational, political, economic, cultural, and biological spheres are left unchanged. What can philosophy contribute as we try to under- stand and think through these changes? How does digitization challenge past ideas of who we are and where we are headed? Where does it leave our ethical aspirations and cherished ideals of democracy, equality, privacy, trust, freedom, and social embeddedness? Who gets to decide, control, and harness (...) the powers of digitization and for which purposes? Epistemologically, do most of us understand these new mediations – and thus fabrics – of our new world? Søren Kierkegaard, in his essay "The Present Age," takes a hostile stance towards the press. This is because he maintains that the press prepares the ground for the emergence of nihilism. Hubert Dreyfus extends this idea to other information technologies, especially the Internet. Since Kierkegaard-Dreyfus’ attitude towards various forms of information technology originates from philosophical anthropology and a particular conception of the meaning of life, assessing the viability of the attitude they hold requires further critical scrutiny. This paper (...) aims to show that, although, Kierkegaard’s and Dreyfus' insights are important in understanding the dangers of information technology their approach concerning the meaning of life and human identity is a one-sided analysis of the problem situation; In particular, their reliance on "Unconditional Commitment" could bring about new undesired consequences. This paper emphasizes that an appropriate stance towards information technology needs, among other things, a richer and more effective philosophical anthropology; one that by utilizing religious-moral wisdom in a sensible manner, provides an effective way to safely benefit from various types of technology without falling into the abyss of nihilism. Following the recent practice turn in privacy research, informational privacy is increasingly analyzed with regard to the “appropriate flow of information” within a given practice, which preserves the “contextual integrity” of that practice (Nissenbaum, 2010, p. 149; 2015). Such a practice-theoretical take on privacy emphasizes the normative structure of practices as well as its structural injustices and power asymmetries, rather than focusing on the intentions and moral considerations of individual or institutional actors. Since privacy norms are seen to be (...) institutionalized via the role obligations of the practice's participants, this approach can analyze structural and systematic privacy infringements in terms of “defective role performances and defective social relations” (Roessler & Mokrosinska, 2013, p. 780). -/- Unfortunately, it is still often somewhat unclear what this exactly means within the context of informational privacy, why these performances and relations are defective and for whom. This raises the common objection of a so-called “practice positivism” (Applbaum, 1999, p. 51), that is, the difficulty of practice–theoretical accounts to take a practice-independent standpoint, from which to normatively evaluate the existing practice norms themselves. For example, Nissenbaum herself initially argues for a “presumption in favor of the status quo” with respect to the appropriateness and flow of privacy norms within a practice (Nissenbaum, 2004, p. 127). Such a “practice conservatism” (Nissenbaum, 2010, p. 169) comes dangerously close to committing a naturalistic fallacy, if not undergirded by practice-external criteria (which is ultimately what she does). -/- Merely resorting to existing practice norms to assess what defective role performances amount to, only shifts the question from how to recognize an appropriate flow of information to the question of how to recognize those defective role performances and social relations. Against this backdrop, the central aim of this article is to shed light on this question without resorting to practice-independent first principles or far-reaching universalistic anthropological assumptions. For this, I will analyze the notion of “defective role performances and social relations” in terms of social pathologies.1 Doing so has two advantages: First of all, it can draw on already existing concepts and distinctions, which help to categorize the different levels of analysis that exist in informational privacy research and situate the notion of “defective role performances” within them (Section 1). Second, those concepts and distinctions can serve as a basis for establishing a typology of phenomena with regard to deficient practices of informational privacy (Section 4). (shrink)

Background: Health care practitioners are recognized to have a large influence in shaping uptake of vaccine in new borns, children, adolescents, as well as adults. Parents remain more secure in their decisions when health care practitioners communicate successfully with them about vaccine dangers and benefits, the value as well as necessity for vaccinations, as well as vaccine safety. Thus, immunization remain the foundation of the primary health care system, an indisputable human right as well as a global health and development (...) success story, saving millions of lives yearly. Recently, we have vaccines to prevent more than 20 life threatening diseases, helping people of all ages live longer, healthier lives. Yet despite tremendous progress, far too many people around the world, including nearly 20 million infants yearly have insufficient access to vaccines. In some countries, progress has stalled or even reversed, and there is a real risk that complacency will undermine past achievements. Purpose: The current study aimed to explores vaccine hesitancy, its barriers and impact studies regarding COVID-19 decision impacts. Also, to provides policy and decision makers and operational staff with evidence to inform decisions to promote vaccine uptake across Bayelsa State. Methods: A literature review tried to do a deep dive by using a variety of search engines such as Scopus, Research Gate, Mendeley, Summon, PubMed, Google Scholar, Hinari, Dimension, Academia, CAB Abstract, OARE Abstract, SSRN search strategy to retrieve research publications, “grey literature” and expert working group reports, including author’s field experience. Findings: Absence of uniform methods of organization in the various health care facilities upon which we were obliged to rely. Thus affecting the overall immunization programme and health system. Hence policy must urgently address these challenges with emphasis on policy clarity while continuously improving infrastructure. Conclusions: Bayelsa State is categorized as low/poor performing as the findings suggest that the involvement of community-based leaders can improve community participation and acceptance while enhancing and strengthening integrated disease surveillance and Adverse Events Following Immunization (AEFI) monitoring and reporting systems; and conducting integrated advocacy and communications activities to promote demand for vaccination as part of increasing overall demand and acceptability of all essential Primary Health Centers (PHC) services, thus, breaking barriers of vaccine hesitancy. In AI safety research, the median timing of AGI creation is often taken as a reference point, which various polls predict will happen in second half of the 21 century, but for maximum safety, we should determine the earliest possible time of dangerous AI arrival and define a minimum acceptable level of AI risk. Such dangerous AI could be either narrow AI facilitating research into potentially dangerous technology like biotech, or AGI, capable of acting completely independently in (...) the real world or an AI capable of starting unlimited self-improvement. In this article, I present arguments that place the earliest timing of dangerous AI in the coming 10–20 years, using several partly independent sources of information: 1. Polls, which show around a 10 percent of the probability of an early creation of artificial general intelligence in the next 10-15 years. 2. The fact that artificial neural network (ANN) performance and other characteristics, like number of “neurons”, are doubling every year, and extrapolating this tendency suggests that roughly human-level performance will be reached in less than a decade. 3. The acceleration of the hardware performance available for AI research, which outperforms Moore’s law thanks to advances in specialized AI hardware, better integration of such hardware in larger computers, cloud computing and larger budgets. 4. The author has extensive law enforcement experience and the paper is intended to provoke thought on the use of technology as it pertains to information sharing between the police and the private sector. -/- As the world edges closer and closer to the convergence of man and machine, the human capacity to retrieve information is increasing by leaps and bounds. We are on the verge of knowing everything and anything there is to know, and literally in the blink (...) of an eye! -/- This means that police will have the capacity to learn everything about everyone with the only restriction being privacy legislation. But it also means that those involved in immoral, unlawful or illegal activity will have that same capacity and with no such restriction. ‘Bad Brother’ may be far more dangerous than ‘Big Brother!' -/- The global community requires a secure and credible system to retrieve and assess all of the information ‘generally available to the public.' A system that will strive to keep ‘Big Brother’ in check and ‘Bad Brother’ out, all the while providing a means of alerting citizens to genuine risks or to dangerous people. Such as system would help diffuse the systemic inaccurate and harmful profiling that is often based on rumours and innuendo. -/- There is an identified public-private partnership opportunity. A chance to work with privacy advocate groups and background checking private companies to define, design and deliver on something that will be of immense benefit to citizens around the globe. -/- We have an opportunity to create something that will work to ensure that only the best information gets used and in a moralistic, lawful and legal way! The practice of trading forest carbon credits has gained significant attention as a strategy to combat climate change. By allowing companies to buy and sell credits representing forest carbon sequestration, it aims to create financial incentives for forest preservation. However, a recent report highlights the dangers of commodifying forest carbon if such financial mechanisms overshadow other vital environmental and social values. In Darwin’s Dangerous Idea, Daniel Dennett claims that evolution is algorithmic. On Dennett’s analysis, evolutionary processes are trivially algorithmic because he assumes that all natural processes are algorithmic. I will argue that there are more robust ways to understand algorithmic processes that make the claim that evolution is algorithmic empirical and not conceptual. While laws of nature can be seen as compression algorithms of information about the world, it does not follow logically that they are implemented as algorithms (...) by physical processes. For that to be true, the processes have to be part of computational systems. The basic difference between mere simulation and real computing is having proper causal structure. I will show what kind of requirements this poses for natural evolutionary processes if they are to be computational. (shrink)

Science is our most reliable producer of knowledge. Nonetheless, a significant amount of evidence shows that pluralities of members of publics question a variety of accepted scientific claims as well as policies and recommendation informed by the scientific evidence. Scientific misinformation is considered to play a central role in this state of affairs. In this paper, I challenge the emphasis on misinformation as a primary culprit on two grounds. First, the phenomenon of misinformation is far less clear than what much (...) discussion about the topic would lead one to believe. The evidence regarding the amount of misinformation that exits as well as its role in people’s harmful behaviors is at best conflicting and at worst completely useless. Second, the prominence given to misinformation and its harms on people’s behaviors disregards the role of values in policymaking and treats scientific information as if it were the only information necessary to make policy decisions. At a minimum, these problems call for caution regarding the emphasis on this phenomenon. After all, if the problem is incorrectly diagnosed, the solutions that are being offered to address the problem of misinformation are bound to at best inadequate and at worst dangerous. (shrink)

Human development is meant to be transformational in that it aims to improve people's lives by enhancing their capabilities. But who does it target: people as they are or the people they will become? This paper argues that the human development approach relies on an understanding of personal identity as dynamic rather than as static collections of preferences, and that this distinguishes human development from conventional approaches to development. Nevertheless, this dynamic understanding of personal identity is presently poorly conceptualized and (...) this has implications for development practice. We identify a danger of paternalism and propose institutionalizing two procedural principles as side constraints on development policies and projects: the principle of free prior informed consent and the principle of democratic development. -/- . Russian aggression against Ukraine has become one of the most serious challenges for the international security system. One of the regions where Russian propaganda has been spread widely is Latin America. And one of the countries especially influenced by the Russian disinformation in the region is Brazil. The goal of this article is to define characteristics of the Russian propaganda in Latin America regarding Russian aggression against Ukraine, particularly, look at the case of Brazil, trace features of the Kremlin propaganda (...) in this country at the current stage and outline possible ways of countering this propaganda. It can be concluded that Russian propaganda in Latin American and in Brazil, particularly, has several specific characteristics-it is widespread, long-standing and generally supported. Key current narratives concerning the ongoing Russian aggression against Ukraine include the nuclear threat, calls for peace negotiations between Ukraine and Russia and accusing the West of russofobia. Other false narratives include accusing Ukraine of war crimes and provocations, as well as dangers of further “escalation” of the war. Among reasons for common misconceptions about the Russia-Ukraine war in Brazil one can name a simple lack of information and familiarity with the local politics. This gap is partially the result of Ukraine’s insufficient communication with the Latin American and Brazilian audiences and the countries’ lack of interest in each other for many years. In order to counter Russian propaganda in Latin American and Brazil, in particular, Ukraine should enhance its communication and diplomatic efforts, cooperate with the Ukrainian diaspora in the region and consistently deconstruct Russian disinformation narratives. In the long-term perspective, it is worthwhile increasing opportunities to study the Spanish and Portuguese languages and have respective Regional Studies courses at Ukrainian educational institutions. The precarious rights of senior citizens, especially those who are highly educated and who are expected to counsel and guide the younger generations, has stimulated the creation internationally of advocacy associations and opinion leader groups. The strength of these groups, however, varies from country to country. In some countries, they are supported and are the focus of intense interest; in others, they are practically ignored. For this is reason we believe that the creation of a network of all these associations (...) is essential. The proposed network would act as a support for the already-existing policies of the United Nations’ High Commission for Human Rights, of independent experts, and of the Global Alliance for the Rights of Older People. All three have long ago recommended the creation of a recognized instrument for uniting presently scattered efforts. The proposed network, therefore, will seek to promote the international exchange of relevant expertise, and it will reinforce the commitments and actions that single countries are currently taking to meet these objectives. For example, informative public events can be organised to promote particular support initiatives and to provide an opportunity for new members of the network to be presented. The network will promote health for senior citizens, disease prevention, senior mobility, safe free time for seniors, alimentary education, protection against new risks and dangers, as well as equity in the services necessary for seniors to adopt new information and communication technologies. In the case of retired academic members, the network will promote equality with respect to continuing use of digital technologies (particularly email), continuing access to research libraries, and the guaranteed ability for seniors to fund their own research programs and to deliver free seminars. ENG: The advancement of artificial intelligence (AI) presents a duality of opportunity and risk. On the one hand, there are potential dangers inherent in the development of AI. However, on the other hand, the advent of AI also offers humanity a multitude of possibilities for improvement and advancement. The aesthetic values and cultural expressions that artists encounter in their environment serve to redefine the aesthetic judgments they form, thus determining the paths they subsequently follow. The objective of this research is (...) to examine the impact of AI on the field of aesthetics and culture to identify the changes and transformations occurring within the world of art and design. In the conventional domain of aesthetics, emphasis is placed upon the finished object as a singular entity that will be interpreted as a completed work. In contrast, the emerging field of ‘new aesthetics’ prioritizes the atmosphere, directing our focus to the physical object, which is perceived as a spatial extension. Accordingly, the object is not defined by its intrinsic content, but rather its capacity to expand and occupy space. Thus, the domain of aesthetics has evolved to encompass a spatial dimension. Despite the growing interest in the aesthetic dimensions of AI, there has been little discussion to date about the relationship between atmosphere and the field of AI. This study aims to highlight the lack of attention given to this topic in academic discourse and to introduce a new approach to it. Several implications (regarding general propositions and constituents AI aesthetics) has been placed and finalized with layers of hallucination. The application of AI enables the augmentation of the hallucinatory capabilities of the imagination. However, a current challenge is the tendency of AI-powered digital assistants, such as ChatGPT, to hallucinate and present unreal information as if it were real. In this sense, the relationship between AI and hallucination is evolving in a manner that is perceived to be negative. This is justified given the problematic nature of this issue in scientific studies. However, when considered from the perspective of artistic production, there may be potential for new avenues of creativity and imaginative expression. A reappraisal of the role of atmospheric factors in space design is required. The introduction of a novel aesthetic layer to the atmosphere through the use of AI is a possibility, given the hallucinatory tendencies of AI. - TR: Yapay zekanın gelişimi, insanlık için önemli fırsatlar sunarken, aynı zamanda yeni zorluklar ve riskler de ortaya çıkarmaktadır. Ancak, doğru bir şekilde yönetildiğinde ve kullanıldığında, yapay zeka teknolojisi insan hayatını önemli ölçüde iyileştirebileceği ve birçok alanda yenilikler getirebileceği ön görülmektedir. Estetik değerler ve kültürel ifadeler, sanatçıların estetik yargılarını yeniden tarif etmekte ve izledikleri yolları belirlemektedir. Bu araştırma sanat ve tasarım dünyasındaki değişim ve dönüşümleri incelemek adına yapay zekanın estetik ve kültür alanına tesirini irdelemektedir. Konvansiyonel estetikte nesneye tamamlanmış bir çalışma olarak yorumlanacak bitmiş bir varlık olarak odaklanılmıştır. Ancak atmosferi merkeze alan yeni estetik, odak noktamızı mekandaki fiziksel bir uzantı olan nesneye yöneltmektedir. Dolayısıyla nesne 'içerdiği' şeyle değil, mekana yayılma şekliyle karakterize edilmektedir. Böylelikle estetik teori mekânsal katmanlar edinmiştir. Yapay zeka bağlamında estetik tartışmalarında bir ivme kazanılmış olsa da aynı hareketlilik atmosfer ile yapay zekanın ilişkisinde henüz kurulmamıştır. Bu çalışma literatürdeki bu eksikliğe işaret etmeyi ve bir giriş yapmayı hedeflemektedir. Tartışma önermeler olarak şu başlıklar altında toplanmıştır: Teknik arkaplandaki atmosfer tecrübesinin önemi; Deneyimi fazla olan aktörlerin hiyerarşisi; Kısmi telif hakkına yönelik ‘kısmi’ tanımlamalarının gerekliliği; Çizim becerisiden atmosfer üretme becerisine bir yolculuk; Kültürel ve bedensel referansların yorumlanabilmesi. We are witnessing increasing use of the Internet, particular social media, to criticize (perceived or actual) moral failings and misdemeanors. This phenomenon of so-called ‘online public shaming’ could provide a powerful tool for reinforcing valuable social norms. But it also threatens unwarranted and severe punishments meted out by online mobs. This paper analyses the dangers associated with the informal enforcement of norms, drawing on Locke, but also highlights its promise, drawing on recent discussions of social norms. We then consider two (...) crucial conditions that online public shaming must meet in order to be justifiable: proportionality and accountability. We argue that these requirements are in fact frequently violated, rendering most cases of online public shaming unjustified. While the use of online public shaming against others’ vices has some apparent virtues, it is currently rarely justified, given its own vices. (shrink)

The foundations of research ethics are riven with fault lines emanating from a fear that if research is too closely connected to weighty social purposes an imperative to advance the common good through research will justify abrogating the rights and welfare of study participants. The result is an impoverished conception of the nature of research, an incomplete focus on actors who bear important moral responsibilities, and a system of ethics and oversight highly attuned to the dangers of research but largely (...) silent about threats of ineffective, inefficient, and inequitable medical practices and health systems. -/- In For the Common Good: Philosophical Foundations of Research Ethics, Alex John London defends a conception of the common good that grounds a moral imperative with two requirements. The first is to promote research that generates the information necessary to enable key social institutions to effectively, efficiently, and equitably safeguard the basic interests of individuals. The second is to ensure that research is organized as a voluntary scheme of social cooperation that respects its various contributors' moral claims to be treated as free and equal. Connecting research to the goals of a just social order grounds a framework for assessing and managing research risk that reconciles these requirements and justifies key oversight practices in non-paternalistic terms. The Protagoras is the touchstone of Socrates’ moral intellectualist stance. The position in a nutshell stipulates that the proper reevaluation of a desire is enough to neutralize it.[1] The implication of this position is that akrasia or weakness of will is not the result of desire (or fear for that matter) overpowering reason but is due to ignorance. -/- Socrates’ eliminativist position on weakness of will, however, flies in the face of the common-sense experience regarding akratic action and thus Aristotle (...) was at pains to render Socrates’ account of moral incontinence intelligible. The key improvement Aristotle makes to Socrates’s model is to underscore that the conditioning of the akratic’s body plays a critical role in determining the power of one’s appetites and, accordingly, the capacity of one to resist the temptations these appetites present for rational evaluation. As Aristotle puts it, “For the incontinent man is like the people who get drunk quickly and on little wine, i.e., on less than most people.” (1151a 3-4). Aristotle presents what I shall call a somatic paradigm (i.e. the drunkard analogy) in order to tackle the problem of akrasia and it is this somatic solution that marks a significant improvement over Socrates’s intellectualist or informational model or so the tradition tells us. -/- In this paper, I wish to push back on the above Aristotelian explanation. I argue that when one fully examines Socrates’ account of weakness of will that Aristotle’s solution is less effective than is traditionally thought. In fact, Socrates can bring Aristotle’s model into his own; just as Aristotle absorbs what is right about Socrates’s model, namely, that akratic action utilizes reason but to a limited degree, Socrates in Meno (77C-78A) develops his own somatic model of weakness of will that connects to the intellectualist paradigm of the Protagoras. To achieve this rapprochement between the two models, I zero in on the description provided by Socrates of those individuals who desire bad things knowing they are bad as “ill-starred” or “bad spirited” (κακοδαίμων ). The “bad-spirited” is the coward and, in contrast to Aristotle’s drunkard, becomes fearful quickly from little danger. This additional somatic component, when connected to Socrates’s position on akrasia in Protagoras adds a new twist to Socrates’s model in the following way: while no one wishes to be ill-starred such that more harm than good will befall one, one may become so as a result of the bad choices one knowingly makes. -/- -/- [1] “After him came Socrates, who spoke better and further about this subject, but even he was not successful. For he used to make the virtues into sciences, and this is impossible. For the sciences all involve reason, and reason is to be found in the intellectual part of the soul. So that all the virtues, according to him arise in the rational part of the soul. The result is that in making the virtues into sciences he is doing away with the nonrational part of the soul and is thereby doing away with passion and character…” (Aristotle, Magna Moralia 1.1. 1182 a15-26). There exists a standard view of Kant’s position on global order and this view informs much of current Kantian political theory. This standard view is that Kant advocates a voluntary league of states and rejects the ideal of a federative state of states as dangerous, unrealistic, and conceptually incoherent. This standard interpretation is usually thought to fall victim to three equally standard objections. In this essay, I argue that the standard interpretation is mistaken and that the three standard objections (...) miss their target. Kant does advocate the establishment of a non-coercive league of states, at least in his mature political writings (such as Perpetual Peace and the Metaphysics of Morals), but he does so for different reasons than is usually thought and without rejecting the ideal that a world federation of states eventually be realized. I end by indicating how Kant’s revised view can be made productive for present-day philosophical purposes. (shrink)

What has intrigued and delighted me over time is the range of topics he covers and the way he seeks to blend disciplines (e.g., what can business learn from physics? How can fables help us understand economics and work?) and his willingness to push the boundaries of disciplines and arguments. He and co-author Minh-Hoang Nguyen do it again in this power-packed book on the environment, economics, (...) and the dangers of using existing frameworks to think about and act in the future. A central tenet of medical ethics holds that it is permissible to perform a medical intervention on a competent individual only if that individual has given informed consent to the intervention. However, in some circumstances it is tempting to say that the moral reason to obtain informed consent prior to administering a medical intervention is outweighed. For example, if an individual’s refusal to undergo a medical intervention would lead to the transmission of a dangerous infectious disease to other members (...) of the community, one might claim that it would be morally permissible to administer the intervention even in the absence of consent. Indeed, as we shall discuss below, there are a number of examples of public health authorities implementing compulsory or coercive measures for the purposes of infectious disease control (IDC). The plausibility of the thought that non-consensual medical interventions might be justified when performed for the purpose of IDC raises the question of whether such interventions might permissibly be used to realize other public goods. In this article we focus on one possibility: whether it could be permissible to non-consensually impose certain interventions that alter brain states or processes through chemical or physical means on serious criminal offenders. We shall suggest that some such interventions might be permissible if they safely and effectively serve to facilitate the offender’s rehabilitation and thereby prevent criminal recidivism. (shrink)

The detection of hate speech and fake news in political discourse is at the same time a crucial necessity for democratic societies and a challenge for several areas of study. However, most of the studies have focused on what is explicitly stated: false article information, language that expresses hatred, derogatory expressions. This paper argues that the explicit dimension of manipulation is only one – and the least problematic – of the risks of political discourse. The language of the unsaid (...) is much more dangerous and incomparably more difficult to detect, hidden in different types of fallacies and inappropriate uses of emotive language. Through a threefold coding scheme based on the instruments of argumentation theory and pragmatics, a corpus of argumentative tweets published by 4 politicians (Matteo Salvini, Donald Trump, Jair Bolsonaro, and Joseph Biden) within 6 months from their taking office (corresponding to the official end of their election campaign) is analyzed, detecting the types of argument, the fallacies, and the uses and misuses of “emotive words.” This coding results in the argumentation profiles of the speakers, which are compared statistically to show their different implicit strategies and deceptive tactics. While children’s experiences of online risks and harm is a growing area of research in New Zealand, public discussion on the matter has largely been informed by mainstream media’s fixation on the dangers of technology. At best, debate on risks online has relied on overseas evidence. However, insights reflecting the New Zealand context and based on representative data are still needed to guide policy discussion, create awareness, and inform the implementation of prevention and support programmes for children. This research report (...) presents findings from a quantitative study regarding different aspects related to risks and online safety. It looks at the online experiences that children find bothersome and upsetting and explores the hurtful behaviours they encounter or engage in, both online and in person. Evidence regarding exposure to different types of potentially harmful online content is also presented. Another relevant contribution is the insights related to excessive internet use.The findings presented in this report are based on data from 2,061 New Zealand children aged 9-17. We hope the findings will contribute to the development of policies, practices and services designed to support New Zealand children to safely take advantage of the opportunities available to them online. The sunspot data seems to indicate that the Sun is likely to enter Maunder Minimum, then it will mean that low Sun activity may cause low temperature in Earth. If this happens then it will cause a phenomenon which is called by some climatology experts as “The Little Ice Age” for the next 20-30 years, starting from the next few years. Therefore, the Earth climate in the coming years tend to be cooler than before. This phenomenon then causes us to (...) ask: what can we do as human being in Earth to postpone or avoid the worsening situation in terms of Earth cooling temperature in the coming years? We think this is a more pressing problem for the real and present danger that we are facing in the Earth. What we are suggesting in this paper is that perhaps it is possible to model Sun-Earth interaction in terms of Shannon entropy. Since Shannon entropy can be expressed as bits of information, then it would mean that perhaps we can do something with Earth temperature by controlling the amount of information transfer and storage in the Earth. This proposal is somewhat in resemblance with message of a 2012 movie “A Thousand words” where we shall strive to love our neighbours and nature, instead of being absorbed in a culture of less-meaningful fast-talk (starred by Eddie Murphy). Breastfeeding advocates have criticised the phrase ‘breast is best’ as mistakenly representing breastfeeding as a departure from the norm rather than the default for infant feeding. Breastfeeding mothers have an interest in representing breastfeeding as the default, for example, to counteract criticism of breastfeeding outside the home. This connects to an increasing trend to frame feeding babies formula as harmful, which can be seen in research papers, public policy and information presented to parents and prospective parents. Whether we frame (...) infant-feeding decisions in terms of harming or benefit, protection or risk matters because these distinctions are generally morally significant and thus holding that those who decide to use formula ‘harm’, ‘risk harm’ to their babies or describing formula feeding as ‘dangerous’ is likely to contribute to guilt associated with formula feeding and thus to undermine the well-being of vulnerable women. It may undermine attempts to improve breastfeeding rates by leading women to reject information about health outcomes surrounding infant-feeding decisions. However, these distinctions do not apply easily to infant-feeding decisions, in part because of difficulties in determining whether we should treat breastfeeding as the normative baseline for infant feeding. I show that neither the descriptive ‘facts of the matter’ nor moral or pragmatic considerations provide an easy answer before discussing how to respond to these considerations. (shrink)

The past decade has seen a sizable increase in scholarship on Kant’s Religion. Yet, unlike the centuries of debate that inform our study of his other major works, scholarship on the Religion is still just in its infancy. As such, it is in a particularly vulnerable state where errors made now could hinder scholarship for decades to come. It is the purpose of this paper to mitigate one such danger, a danger issuing from the widely assumed view that the Religion (...) is shaped by “two experiments.” We will begin with a survey of the four current interpretations of the experiments, and then propose one further interpretation, one that hopefully will help dismantle this alleged “conundrum” and thereby help scholarship on the Religion move beyond this early misstep. (Selection) In her provocative introduction to the interdisciplinary collection Extinction, Claire Colebrook diagnoses posthumanism as “delusional,” “symptomatic,” and “psychotic.” Now that we live in what geologists informally call the “anthropocene” – a new epoch in which a preponderance of the earth’s systems are irreversibly altered by human activity – she claims that it is dangerous, insane even, to imagine that the traditional, “Cartesian” idea of man as master of nature is invalid. The declaration of the death of man betrays (...) a willful denial of humanity’s destructive capacity. The dream that man is disappearing like a “face drawn in the sand at the edge of the sea” is a symptom of a psychosis that protects us from the truth of man’s irretrievable imprint: eroding coral reefs, melting glaciers, gaping ozone, thousands of extinct species, and so much more. Colebrook’s is not only an indictment of French post-structuralism. She issues no less a challenge to feminist posthumanisms, which have launched influential assaults against the Cartesian figure of the self-possessed subject (who, we must admit, has few defenders in Continental philosophy generally). Does the heralding of the anthropocene demand a critical revival of Cartesian humanism? Must we affirm that humans are exceptional after all? (shrink)

Despite centuries of colonization in the Philippines, the traditional Filipino healing system has survived. However, as modern education has continued to spread and Western medicine has grown in influence, traditional healing practices have been pushed to the margins and labeled as unscientific or mere superstition. This also suggests that unrecorded information may be lost forever. For future generations to appreciate this rich cultural heritage, cultural mapping of traditional healers in a local community is necessary. Thus, the researcher explored, identified, (...) documented, and analyzed the cultural profile of the traditional healers in a local community. Specifically, he studied the (1) background information, (2) description of the intangible cultural heritage, (3) stories/narratives associated with traditional healing, (4) significance of the practice, (5) assessment of the practice, and (6) references/supporting documentation of the traditional healers. The study was conducted in one of the local communities in the province of Quezon. The research participants were selected using inclusion criteria, and 11 traditional healers served as the key informants of the study. This study also employed qualitative research through cultural mapping, and pertinent data were obtained using participant observation, documentation, and interview guides. Qualitative content analysis was used in analyzing the gathered data. The findings revealed that the traditional healers have diverse background information, reflected in the element types, the geographical location and range of the element, and the related domains of the intangible cultural heritage. Likewise, the description of the intangible cultural heritage gave a wide array of descriptions of the history of practice, occasion/season, processes, and procedures involved, beliefs associated, settings, aims, social functions, and cultural meaning, culture bearer/s and practitioner/s of the element, mode of transmission, list of significant tangible movable heritage used associated with the element and list of significant flora/fauna used associated with the element. Meanwhile, spiritual guides and supernatural claims, healing severe cases, and being accused of malpractice or maltreatment were some of the stories/narratives associated with the element. In addition, traditional healing has historical, aesthetic, scientific, social, socio-economic, socio-political, and spiritual significance. Moreover, the assessment of practice exposed the condition/status of traditional healing, which is in danger because of the elderliness of the traditional healers and because no one is accepting the knowledge and practices. Furthermore, the constraint, threat, issue, or challenge experienced by the traditional healers is making false accusations against them. Nevertheless, traditional healers have identified several safeguarding measures in their traditional healing practice. These are transmission through informal education, identification, documentation, research, promotion, enhancement, and revitalization. Finally, sacred texts, books, pictures, prayers, and saints are the references or supporting documentation used in traditional healing. Based on the findings and conclusions, it is recommended to utilize the two research outputs: “Kaalaman at Kasanayan: Cultural Profile of Traditional Healers,” a booklet, and “Tanging Healing,” a documentary film about traditional healing for the preservation of local heritage, community development, and heritage education. The essay investigates two personae: Socrates as depicted by Plato and Descartes as narrator of the Discourse on Method and Meditations. Socrates is aware of his ignorance and insists on remembering to care for the self; Descartes claims to have overcome ignorance through a method that breaks problems into simple and certain elements, establishing a self-certain yet impersonal subject that comprehends and controls objects. The Cartesian approach has led to the modern process of “liquidation” that reduces beings, property, and truth (...) to resources, wealth, and information – initiating the dangerous and unprecedented epoch known as the Anthropocene. The increasing storage of sensitive information in cloud environments has raised significant concerns over the security of such systems. The frequency of cyber threats and attacks specifically aimed at cloud infrastructure has been increasing, presenting substantial dangers to the (...) data, reputation, and financial stability of enterprises. Conventional security methods can become inadequate when confronted with ever intricate and dynamic threats. Artificial Intelligence (AI) technologies possess the capacity to significantly transform cloud security through their ability to promptly identify and thwart assaults, adjust to emerging risks, and offer intelligent perspectives for proactive security actions. The objective of this research study is to investigate the utilization of AI technologies in augmenting the security measures within cloud computing systems. This paper aims to offer significant insights and recommendations for businesses seeking to protect their cloud-based assets by analyzing the present state of cloud security, the capabilities of AI, and the possible advantages and obstacles associated with using AI into cloud security policies. Ethics should guide the design of electronic health records (EHR), and recognized principles of bioethics can play an important role. This approach was adopted recently by a team of informaticists designing and testing a system where patients exert granular control over who views their personal health information. While this method of building ethics in from the start of the design process has significant benefits, questions remain about how useful the application of bioethics principles can be in this process, especially (...) when principles conflict. For instance, while the ethical principle of respect for autonomy supports a robust system of granular control, the principles of beneficence and non-maleficence counsel restraint due to the danger of patients being harmed by restrictions on provider access to data. Conflict between principles has long been recognized by ethicists and has even motivated attacks on approaches that state and apply principles. In this paper we show how using ethical principles can help in the design of EHRs by first, explaining how ethical principles can and should be used generally, and then by, discuss how attention to details in specific cases can show that the tension between principles is not as bad as it initially appeared. We conclude by suggesting further ways in which the application of these (and other) principles can add value to the ongoing discussion of patient involvement in their health care. This is a new approach to linking principles to informatics design that we expect will stimulate further interest. (shrink)

The recent pandemic is a reminder of several important lessons from Popper's philosophy. My aim in this paper is to address some of these lessons. By making use of Popper's theory of three worlds, I explain how coronavirus has a far-reaching impact on the ecosystem of rationality, and how the viruses that threaten humans could also be a threat to the whole life on Earth. Applying the epistemological distinction between science and technology, I go on to explain the pivotal role (...) of science in preventing further crises. This, I argue, is done by putting technology in the sphere of rationality; through both criticizing technologies and inspiring the invention of clean technologies, and also technologies that serve us as alerting systems. I shall argue that critical rationalism helps us to understand the ‘pandemic problem situation’ in a more informed manner and thus helps us to find out about the vulnerable points of our ecosystem of rationality in a more efficient way. In the latter part of the paper, I shall develop the thesis that while during the recent pandemic, science did it best to warn us about its dangers, the policy-makers, who are technologists of a sort, in many countries did not take those warnings seriously. Even when the crisis turned into a global catastrophe, the three types of technologies (health-care, lock-down, and diagnosis and treatment) were not fully efficient in controlling the pandemic. Drawing on Popper’s ideas I shall argue that in the face of the current emergency, our best chance to improve our situation is to apply the method of piecemeal social engineering to alleviate people’s suffering. Habermas’ ‘ethics of citizenship’ raises a number of relevant concerns about the dangers of a secularistic exclusion of religious contributions to public deliberation, on the one hand, and the dangers of religious conflict and sectarianism in politics, on the other. Agreeing largely with these concerns, the paper identities four problems with Habermas’ approach, and attempts to overcome them: the full exclusion of religious reasons from parliamentary debate; the full inclusion of religious reasons in the informal public sphere; the philosophical distinction (...) between secular and religious reasons; and the sociological distinction between ‘Western’ and ‘non-Western’ religions. The result is a revised version of the ethics of citizenship, which I call moderate inclusivism. Most notably, moderate inclusivism implies a replacement of Habermas’ ‘institutional translation proviso’ with a more flexible ‘conversational translation proviso’. (shrink)

A primary challenge from the relativist to the contextualist about epistemic modals is to explain eavesdropping data—i.e., why the eavesdropper is inclined to judge the speaker as having uttered an epistemic modal falsehood (when she is so inclined), even though the speaker’s utterance is true according to reasonable contextualist truth conditions. The issue turns in large part on the strength and shape of the data, both of which are in dispute. One complaint is that an eavesdropper’s truth value judgments fluctuate (...) with variations of non- epistemic fact (even after the relevant epistemic/information states are determined). The project here is to strengthen and reframe this complaint in a debate-neutral way, and to show how a sober contextualism can uniformly accommodate it and the standard eavesdropping data. Along the way we reject John Hawthorne’s danger-theoretic explanation of these subtleties. (shrink)

The social media platform Twitter platform has played a crucial role in the Black Lives Matter (BLM) movement. The immediate, flexible nature of tweets plays a crucial role both in spreading information about the movement’s aims and in organizing individual protests. Twitter has also played an important role in the right-wing reaction to BLM, providing a means to reframe and recontextualize activists’ claims in a more sinister light. The ability to bring about social change depends on the balance of (...) these two forces, and in particular which side can capture and maintain sustained attention. The present study examines 2 years worth of tweets about BLM (about 118 million in total). Timeseries analysis reveals that activists are better at mobilizing rapid attention, whereas right-wing accounts show a pattern of moderate but more sustained activity driven by reaction to political opponents. Topic modeling reveals differences in how different political groups talk about BLM. Most notably, the murder of George Floyd appears to have solidified a right-wing counter-framing of protests as arising from dangerous “terrorist” actors. The study thus sheds light on the complex network and rhetorical effects that drive the struggle for online attention to the BLM movement. (shrink)

In this paper, first we discuss the conditions under which a Large Language Model (LLM) can emulate a superior LLM and potentially trigger an intelligence explosion, along with the characteristics and dangers of the resulting superintelligence. We also explore ``superalignment,'' the process of safely keeping an intelligence explosion under human control. We discuss the goals that should be set for the initial LLM that might trigger the intelligence explosion and the Self-Adversarial Surveillance (SAS) system, which involves having the LLM evaluate (...) its own output with different prompts to scalably respond to unexpected outputs that may arise with a certain probability. We aim to construct a theoretical framework for achieving safe superalignment based on specific experiments in the field of computer science using LLMs. However, since it also deals with the metaphysical aspect assuming superintelligence being achievable; that is, an intelligence explosion can occur, we present it as an interdisciplinary study between information science and philosophy. The authority to use force, including lethal force is a defining feature of the police profession. The emergence and incorporation of the Miranda doctrine in our criminal law, and its attached misconceptions made it inevitable to determine the understandings of the Philippine law enforcers. There is a limited number of research studies conducted that are connected with the PNP. This implies demand studies centralizing on the use of reasonable force and observance of Miranda Warnings in effecting the arrest of suspected (...) criminals. The study is a quantitative analysis of the relationship between the individual, situational, and organizational predictors to the use of reasonable force and observance of Miranda Warnings among PNP personnel particularly the Police Patrol Personnel assigned as Beat Patrol Personnel, Compact Personnel, and Arresting Officers, during police-civilian encounters. Utilizing Google survey forms as the primary tool to gather and evaluate data, the self-constructed survey to be utilized is anchored on the Deference Exchange Theory, Naturalistic Decision Making (NDM) approach, and the Police-Public Contact Survey (PPCS). The findings of this study imply that factors affecting the use of reasonable force and observance of Miranda warnings significantly influence the enhancement of law enforcement interventions. From the results of the study, it may be concluded that the factors affecting the use of reasonable force and observance of Miranda warnings are more likely to contribute interventions to the Philippine National Police, as an organization, a significant enhancement in law enforcement. Recommendations were proposed based on the findings and conclusion of this study. Based on the findings of this study, the following recommendations are proposed for the PNP leadership to provide written policy to be used as operational guidelines for all PNP personnel during the conduct of arrest of suspected criminals: (a) When conducting police operations and apprehending criminal suspects, male police officers shall use reasonable force; (b) Continuous education and training for law enforcement personnel; (c) Active aggression coupled with the present ability to carry out the threat or assault, which reasonably indicates that an assault or injury to a person appears imminent by crime suspects should be physically restrained with force”; (d) To be quick to use physical force in situations where the incident is critical and dangerous; (e) The arresting police officer informs the suspect that he/she has the right to remain silent”; and (f) The Arresting Police Officer informs. Some emotional representations seem to be unreliable. For instance, we are often afraid when there is no danger present. If emotions such as fear are so unreliable, what function do they have in our representational system? This is a problem for representationalist theories of emotion. I will argue that seemingly unreliable emotional representations are reliable after all. While many mental states strike an optimal balance between minimizing inaccurate representations and maximizing accurate representations, some emotional representations only aim at maximizing accuracy. (...) They detect important phenomena such as danger based on little evidence, which will lead to a lot of false alarms. Most people are completely oblivious to the danger that their medical data undergoes as soon as it goes out into the burgeoning world of big data. Medical data is financially valuable, and your sensitive data may be shared or sold by doctors, hospitals, clinical laboratories, and pharmacies—without your knowledge or consent. Medical data can also be found in your browsing history, the smartphone applications you use, data from wearables, your shopping list, and more. At best, data about your health might (...) end up in the hands of researchers on whose good will we depend to avoid abuses of power.2 Most likely, it will end up with data brokers who might sell it to a future employer, or an insurance company, or the government. At worst, your medical data may end up in the hands of criminals eager to commit extortion or identity theft. In addition to data harms related to exposure and discrimination, the collection of sensitive data by powerful corporations risks the creation of data monopolies that can dominate and condition access to health care. -/- This chapter aims to explore the challenge that big data brings to medical privacy. Section I offers a brief overview of the role of privacy in medical settings. I define privacy as having one’s personal information and one’s personal sensorial space (what I call autotopos) unaccessed. Section II discusses how the challenge of big data differs from other risks to medical privacy. Section III is about what can be done to minimise those risks. I argue that the most effective way of protecting people from suffering unfair medical consequences is by having a public universal healthcare system in which coverage is not influenced by personal data (e.g., genetic predisposition, exercise habits, eating habits, etc.). Dateline NBC’s “To Catch a Predator”(2006-08) involved NBC staff working with police and a watchdog group called “Perverted Justice” to televise “special intensity” arrests of men who were lured into meeting adult decoys posing as young children, presumably for a sexual encounter. As reality television, “To Catch a Predator” facilitates public shaming of those caught in front of the cameras, which distinguishes it from fictional representations. In one case, a Texas District Attorney, Louis Conradt, shot himself on film, unable to (...) bear the public humiliation of cameras airing his arrest. The show engenders conflicting responses: Did the show fulfill a public service by informing the public about real dangers and deterring potential predators, or was it an insensitive effort to garner ratings by taking advantage of human weaknesses? Is the sort of public shaming it imposes an appropriate form of punishment given the legitimate purposes of punishment? Did the show portray justice, or did it entrap victims? How did NBC’s working relationship with local police bear on the answer to that question? This paper addresses these questions and develops three objections to the show: that NBC in effect metes out unjust punishment; that it invades privacy; and that it entraps. (shrink)

Stephen Few provides a nice overview of the reasons why we should design data visualizations to be effective, and why it’s important to understand human perception when doing so. In fact, he’s done this so well that I can’t add much to his arguments. But I can, however, push the basic message a bit further, out into the times before and after those he discusses.
