Monografia ta traktuje o ograniczaniu konfliktów w relacjach między segmentami społecznymi (takimi jak grupy etniczne, wspólnoty religijne), w których członkostwo opiera się na podstawach askryptywnych i kulturowych, a także między nimi a władzą centralną w Nigerii i Indonezji. Państwa te mają burzliwą historię niepodległego bytu, ogromne wieloetniczne i wieloreligijne populacje, duże gospodarki oraz zasoby surowców energetycznych. Jak wskazują liczne raporty, będą wkrótce należeć do najważniejszych w świecie. W Nigerii i Indonezji funkcjonują systemy polityczne oparte na tzw. power-sharing (współrządzeniu), (...) tj. takie, które za pomocą specyficznych formalnych i nieformalnych instytucji (rozumianych jako zespoły reguł) dopuszczają do udziału we władzy elity polityczne wywodzące się z różnych segmentów etnicznych i religijnych. Celem instytucji power-sharing jest budowanie pokoju i stabilności politycznej. Autor badań, których owocem jest ta praca, dokonał identyfikacji, wyjaśnienia i analizy roli oraz genezy najistotniejszych z nich, dowodząc zarazem, że w Nigerii i Indonezji współistnieją instytucje dwóch głównych modeli power-sharing, tj. konsocjonalizmu i centrypetalizmu. W konsekwencji wykazał, że międzysegmentowe współrządzenie w obu państwach ma charakter hybrydowy. Jest to poszerzenie empirycznej teorii power-sharing. Jej klasycy, Arend Lijphart (konsocjonalista) i Donald L. Horowitz (centrypetalista), nie przywiązywali większej wagi do możliwości implementacji instytucji dwóch modeli w ramach tego samego systemu politycznego. Tymczasem w Nigerii i Indonezji łączenie instytucji centrypetalnych i konsocjonalnych przyczyniło się do ograniczenia konfliktów. (shrink)

In this paper, we argue that Plotinus denies deliberative forethought about the physical cosmos to the demiurge on the basis of certain basic and widely shared Platonic and Aristotelian assumptions about the character of divine thought. We then discuss how Plotinus can nonetheless maintain that the cosmos is «providentially» ordered.

There are various ways of reducing conflicts and of stabilizing the political situation in states where society is made up of many different ethnic groups and religious communities, and where relations between these segments – or between them and the central government – are tense. A particularly important way is the establishment in those states of a political system based on power-sharing (PS), which allows members of various ethnic and religious segments to take part in the exercise of (...) power. The literature on the subject usually discusses two models of PS: consociationalism and centripetalism. A third model is encountered in practice, however, that of hybrid power-sharing (HPS), which combines the institutions of the first two. The aim of this study is to demonstrate the validity of the thesis that in Indonesia one can find institutions that characterize two power-sharing models which are considered opposites of one another in political theory – centripetalism and consociationalism. In consequence, the Indonesian power-sharing system should be viewed as a hybrid, or mixed, system, and not a typically centripetal system as is usually the case in the literature. At the beginning of this article, a short analysis (...) of Indonesia’s political situation is given for the purpose of defining the factors which determined the introduction of inter-segmental power-sharing arrangements in that country. This is followed by a description of the specificity of consociationalism and centripetalism. The article goes on to discuss specific institutions of both power-sharing models that exist in Indonesia and ends with some concluding remarks on the thesis advanced at the outset. In this article, the author analyzes the term "power-sharing" in the context of power exercised within a state. He first examines the term in the very general sense, in which it can be applied to all types and dimensions of sharing of power between various groups and institutional entities. Second, the author examines the meaning of the term in the narrow sense, that is, the phenomenon of systemic sharing of power by groups (segments) (...) whose membership is based on ascribed criteria such as common ancestors, relatives, or racial background, and/or cultural ones such as a common language, religion, or celebrations. The basic segmental units in this sense are nations (understood in the sociological sense), ethnic groups, or religious and denominational communities that form part of divided societies. Third, the article shows the differences between the principal models (types) of power-sharing in the narrow sense: consociationalism, centripetalism, and hybrid power-sharing. (shrink)

Artykuł traktuje w zarysie o istocie i głównych modelach power-sharing. Choć powersharing może być pojmowane w sposób bardzo szeroki, tematyka tego artykułu dotyczy jego wąskiego rozumienia. Odnosi się ono do fenomenu dzielenia się władzą państwową przez różne segmenty (np. grupy etniczne lub wspólnoty religijne) społeczeństw pluralnych (podzielonych, sfragmentaryzowanych), w tym zwłaszcza wieloetnicznych i/lub wieloreligijnych. Głównym celem artykułu jest wyjaśnienie treści power-sharing we wskazanym wąskim rozumieniu i wytłumaczenie w zarysie jego głównych modeli (konfesjonalizm, model Lewisa, konsocjonalizm, centrypetalizm).

This paper aims to provide a roadmap to AI governance. In contrast to the reigning paradigms, we argue that AI governance should not be merely a reactive, punitive, status-quo-defending enterprise, but rather the expression of an expansive, proactive vision for technology—to advance human flourishing. Advancing human flourishing in turn requires democratic/political stability and economic empowerment. Our overarching point is that answering questions of how we should govern this emerging technology is a chance not merely to categorize and manage narrow risk (...) but also to construe the risks and opportunities much more broadly, and to make correspondingly large investments in public goods, personnel, and democracy itself. To lay out this vision, we take four steps. First, we define some central concepts in the field, disambiguating between forms of technological harms and risks. Second, we review normative frameworks governing emerging technology that are currently in use around the globe. Third, we outline an alternative normative framework based in power-sharing liberalism. Fourth, we walk through a series of governance tasks that ought to be accomplished by any policy framework guided by our model of power-sharing liberalism. The aim of this article is to demonstrate the thesis that the stabilization of Nigeria’s complicated political situation is furthered by the functioning in that country of institutions based on two models of interethnic power-sharing – consociationalism and centripetalism – and that the two are to some extent complementary in Nigerian practice, despite the fact that political theory sees the two as opposites of each other. The article begins with a short analysis of the political situation in Nigeria. (...) In recent years there has been an explosion of interest in Artificial Intelligence (AI) both in health care and academic philosophy. This has been due mainly to the rise of effective machine learning and deep learning algorithms, together with increases in data collection and processing power, which have made rapid progress in many areas. However, use of this technology has brought with it philosophical issues and practical problems, in particular, epistemic and ethical. In this paper the authors, with backgrounds (...) in philosophy, maternity care practice and clinical research, draw upon and extend a recent framework for shared decision-making (SDM) that identified a duty of care to the client's knowledge as a necessary condition for SDM. This duty entails the responsibility to acknowledge and overcome epistemic defeaters. This framework is applied to the use of AI in maternity care, in particular, the use of machine learning and deep learning technology to attempt to enhance electronic fetal monitoring (EFM). In doing so, various sub-kinds of epistemic defeater, namely, transparent, opaque, underdetermined, and inherited defeaters are taxonomized and discussed. The authors argue that, although effective current or future AI-enhanced EFM may impose an epistemic obligation on the part of clinicians to rely on such systems' predictions or diagnoses as input to SDM, such obligations may be overridden by inherited defeaters, caused by a form of algorithmic bias. The existence of inherited defeaters implies that the duty of care to the client's knowledge extends to any situation in which a clinician (or anyone else) is involved in producing training data for a system that will be used in SDM. Any future AI must be capable of assessing women individually, taking into account a wide range of factors including women's preferences, to provide a holistic range of evidence for clinical decision-making. John Rawls claims that public reasoning is the reasoning of ‘equal citizens who as a corporate body impose rules on one another backed by sanctions of state power’. Drawing on an amended version of Michael Bratman’s theory of shared intentions, I flesh out this claim by developing the ‘civic people’ account of public reason. Citizens realize ‘full’ political autonomy as members of a civic people. Full political autonomy, though, cannot be realised by citizens in societies governed by a ‘constrained (...) proceduralist’ account of democratic self-government, or the ‘convergence’ account of public justification formulated recently by Gerald Gaus and Kevin Vallier. Research projects sponsored by rich countries or companies and carried out in developing countries are often described as exploitative. One important debate about the prevention of exploitation in research centres on whether and how clinical research in developing countries should be responsive to local health problems. This paper analyses the responsiveness debate and draws out more general lessons for how policy makers can prevent exploitation in various research contexts. There are two independent ways to do this in the face of (...) entrenched power differences: to impose restrictions on the content of benefit-sharing arrangements, and to institute independent effective oversight. This article aims to combine the strengths of Erich Fromm’s and John Dewey’s social philosophies. I argue that the merits of this comparison become particularly clear when the theories are outlined and compared in the following three steps. First, a social theoretical common ground of Dewey and Fromm will be illustrated. Their “World War genealogies” share the same defense mechanism as the major explanation of the Germans’ tendency to voluntary submission, which involves a strong feeling of powerlessness. Against this background, (...) the next step elaborates the ethical side of their argument. Already the World War genealogies are written with melioristic intent, and especially later works (in case of both authors) elaborate the respective ethical theory as well as the ideas concerning melioristic social science and social psychology. These ethics aim at good communication (in a broad sense), while the melioristic social research focuses on the concrete manifestations of social character, allowing to empirically identify hindering and facilitating factors of social amelioration. Both can be linked using the concept of communicative power(lessness). By way of outlook, I will finally consider the combination of a democratic, communication-oriented ethics with qualitative sociopsychoanalytic research in Fromm’s sense as a straightforward and promising approach for an interdisciplinary social philosophy. We humans have a formidable armamentarium of social display behaviours, including song-and-dance, the visual arts, and role-play. Of these, role-play is probably the crucial adaptation which makes us most different from other apes. Human childhood, a sheltered period of ‘extended irresponsibility’, allows us to develop our powers of make-believe and role-play, prerequisites for human cooperation, culture, and reflective consciousness. Social mirror theory, originating with Dilthey, Baldwin, Cooley and Mead, holds that there cannot be mirrors in the mind without mirrors in (...) society. I will present evidence from the social and behavioural sciences to argue that self-awareness depends on social mirrors and shared experiential worlds. The dependence of reflectivity on shared experience requires some reframing of the ‘hard problem’, and suggests a non-trivial answer to the zombie question. (shrink)

In my dissertation, I derive a set of systematic principles and a conception of the political subject from Spinoza’s metaphysics and political writings and then bring these tools to bear on contemporary questions in democratic theory. I argue that Spinoza’s conception of the political subject answers feminist critiques of the liberal subject, while retaining an understanding of the need for empowered citizens in strong democracies. Spinoza’s normative political theory shows how political communities become stronger through the empowerment and participation of (...) their citizens. I argue that Spinoza’s naturalistic method provides a promising path for both ethics and political theory. In the first chapter of my dissertation, I sketch the history of the development and critiques of the ‘liberal’ conception of human nature. I argue that rather than a substantial conception of human nature, the liberal subject is a skeptical compromise developed for a very specific purpose following the post-Reformation Wars of Religion in Europe in the 16th century. I then take on a variety of critiques of the notion of human nature in general and of the liberal conception of human nature in particular. I argue that political theory requires a positive conception of human beings. Spinoza’s conception of the human individual, created in order to replace what Spinoza thought were problematic aspects of the theories of individuals proposed by Hobbes and Descartes, does not suffer from the problems of the liberal subject and is a good candidate for a positive conception of human nature. In Chapter Two, I set out the main components of Spinoza’s naturalistic conception of the human individual. Spinoza understands human beings as primarily affective, or emotional creatures, whose feelings mediate their conceptions of the world. For Spinoza, each individual can be understood to have an index of power, which can increase or decrease depending on the degree to which individuals understand and are able to control the forces that affect them. In Chapter Three, I show that Spinoza’s theory of the political state is parallel to his theory of the individual. For Spinoza, just as individual humans have an index of power that can increase or decrease depending on how their emotions are organized, so too states have different degrees of power depending on how the emotions and power of the human beings within them are organized. The challenge for a Spinozan state is to understand how to create social and political institutions to organize the emotions of the ‘multitude’ of individuals in the state in the best way to yield the strongest state. For Spinoza, the strongest, or most absolute state, is a democracy, which is also the freest kind of state. I set out Spinoza’s theory of democracy and show how it builds upon his notion of individual and collective power. In Chapter Four, I take up the potential objections of Iris Marion Young to Spinoza’s conception of democratic agreement. I say these objections are ‘potential’ because, although Young critiques Rousseau’s conception of the general will, she does not directly object to Spinoza’s view of ‘agreement’ as a necessary element in democratic deliberation. However, many of Young’s writings touch on this worry, particularly in her critiques of Rousseau, civic republicanism and contemporary deliberative democracy theory. I argue that Spinoza’s notion of agreement employs a different conception of reason than that found in Rousseau, or in the tradition of deliberative democratic theory. Reason, for Spinoza, is a collective achievement rather than a precondition for deliberation. Spinoza argues that agreements reached through large-scale discussion in a democracy are likely to be more ‘reasonable’ than those reached by few or by one. Spinoza and Young share, I argue, a similar conception of the role of affect in deliberation, and both recognize the importance of affects and imagination in social and political life. In Chapter Five, I contrast a Spinozan theory of empowerment to Martha Nussbaum’s capabilities approach. Nussbaum’s approach and that of Spinoza are consonant in many of their major aspects; however, I argue that in practice, Spinoza’s theory is better able to account for the contextual nature of empowerment and of the necessity to reform harmful social, moral and cultural norms through affective mechanisms. In the conclusion, I consider the larger implications for a Spinozan naturalist approach to political philosophy, and for the role that theories of human nature and metaphysics can play in political theory. I argue that by avoiding metaphysics and by avoiding conceptions of human nature, those interested in projects of emancipation can have no criteria for determining whether or not individuals have become emancipated or whether their power has in fact increased. The model I derive from Spinoza’s conception of individual power and his view of the power of political states as a function of the power of the coordination of individuals provides a promising alternative to liberal theories of the subject and to extant feminist theories of the human individual, which ignore the psychological and metaphysical aspects of human individual and collective power. Criminal law theory made a significant advance roughly thirty years ago when George Fletcher popularized the important conceptual distinction between justifications and excuses. In the intervening years, however, very little progress has been made in exploring the structure and function of justification defenses. The reason for this failure, I suggest, is a widely shared misconception about their place within the criminal law’s institutional structure. Contrary to what is generally believed, it is not up to trial courts to decide ex post (...) facto what conduct is justified and what is not. This determination is made ex ante by other institutional actors such as private fiduciaries, public officials, and sometimes, ordinary citizens caught in extraordinary circumstances. The court’s role is simply to review the validity of that prior exercise of decision-making discretion. More broadly, my study is intended to serve as a reminder of the importance of institutional structure in criminal law. It is almost always misleading to address issues in criminal law by way of abstract moral theorizing, as is often done, because this leaves out the crucial question of institutional division of labor. Before addressing the substantive aspect of particular questions—what conduct should be prohibited, justified, or excused—we must first address ourselves to the institutional questions that I have called the problems of authority, discretion, and legality. These institutional questions receive their most thorough treatment in two other areas of law: the private law of fiduciaries and public administrative law. If we wish to make progress in understanding justification defenses—and the institutional structure of criminal law more generally—I argue that it is to these areas of law that we should attend. Heidegger’s brief remarks on the theme of love enable us to reconstruct a view of it as a powerful feeling that both requires and amplifies a truthful recognition of oneself. The emphasis this places on the significance of love for the self and of the self for love, along with the kairological temporality Heidegger associates with love, means the account ends up “both sacralising and marginalising the other” (Tömmel, 2019, 242). I will suggest that this problem arises because Heidegger’s account (...) elevates love’s disruptive possibilities at the expense of its capacity to generate a shared world of everyday experience, and that his account of world-time offers underutilized resources for addressing this issue. This, in turn, generates a picture that resonates in illuminating ways with both Yao’s (2020) model of gracious attentive love, and De Jaegher’s (2021) enactivist account of the relationship between loving and knowing. Wittgenstein’s comment that what can be shown cannot be said has a special resonance with visual representations of power in both Heavy Metal and Fundamentalist Christian communities. Performances at metal shows, and performances of ‘religious theatre’, share an emphasis on violence and destruction. For example, groups like GWAR and Cannibal Corpse feature violent scenes in stage shows and album covers, scenes that depict gory results of unrestrained sexuality that are strikingly like Halloween ‘Hell House’ show presented by neo-Conservative, Fundamentalist (...) Christian churches in the southeastern United States’ ‘Bible Belt’. One group may claim to celebrate violence, the other sees violence as a tool to both encourage ‘moral’ behaviour, and to show that the Christian church is able to ‘speak the language’ of young people who are fans of metal, gore, and horror. Explicit violence, in each case, signifies power relationships that are in transformation. Historically, medieval morality plays and morality cycles had been used as a pedagogical tool. In the modern-day context of fundamentalist religious education, these Hell House performances seek to exclude outsiders and solidify teen membership in the Christian community. Hell House performances are marketed to the young church members, and are seen as a way to reinvigorate conservative Fundamentalist Christianity. Women and girls routinely take part in, and often organize Hell House events. In the context of heavy metal, violent performances do not seek to exclude, but provide an outlet for a variety of socially unacceptable or unpopular feelings. In each context there is an apparent, if not actual, empowering of women who are willing to play particular kinds of roles. The use of violence and gore has a value beyond merely shocking the audience, it is arguably a way that some women find their voice, both for fundamentalist Christians and fundamentalist gore metal fans. Some philosophers working on the metaphysics of agency argue that if agency is understood in terms of settling the truth of some matters, then the power required for the exercise of intentional agency is an irreducible two-way power to either make it true that p or not-p. In this paper, the focus is on two-way powers in decision-making. Two problems are raised for theories of decision-making that are ontologically committed to irreducible two-way powers. First, recent accounts lack an (...) adequate framework for explaining decisions by the reasons of agents. Second, accepting ontologically irreducible two-way powers into one’s metaphysic of agency implies an ontological commitment to substance dualism. An ontologically less-costly alternative to irreducible two-way powers is offered. It is argued that a reductive account of two-way powers in terms of what George Molnar called “derivative powers” should be accepted. The reductive account can provide us with the truthmakers for talk about two-way powers. Moreover, the reductive account does not share the liabilities of accepting irreducible two-way powers. This book offers a detailed study of the political philosophies of Thomas Hobbes and Benedict de Spinoza, focussing on their concept of power as potentia, concrete power, rather than power as potestas, authorised power. The focus on power as potentia generates a new conception of popular power. Radical democrats–whether drawing on Hobbes's 'sleeping sovereign' or on Spinoza's 'multitude'–understand popular power as something that transcends ordinary institutional politics, as for instance popular plebsites or mass (...) movements. However, the book argues that these understandings reflect a residual scholasticism which Hobbes and Spinoza ultimately repudiate. Instead, on the book's revisionist conception, a political phenomenon should be said to express popular power when it is both popular (it eliminates oligarchy and encompasses the whole polity), and also powerful (it robustly determines political and social outcomes). Two possible institutional forms that this popular power might take are distinguished: Hobbesian repressive egalitarianism, or Spinozist civic strengthening. But despite divergent institutional proposals, the book argues that both Hobbes and Spinoza share the conviction that there is nothing spontaneously egalitarian or good about human collective existence. From this point of view, the book accuses radical democrats of pernicious romanticism; the slow, meticulous work of organizational design and maintenance is the true centre of popular power. Hannah Arendt’s (1906-1975) conception of power is entirely distinctive. It is rooted in a political philosophy that celebrates the public realm of freedom that emerges when people act with others as citizens or political equals. For Arendt, power is actualized where people act together to sustain or to change the world they share with one another. Her fundamental claim is this: ‘Power corresponds to the human ability not just to act but to act in concert. Power (...) is never the property of an individual; it belongs to a group and remains in existence only so long as the group keeps together’. This entry offers some background to Arendt’s account, highlights two important contrasts that she makes between power and violence, and then points to her related notion of authority. (shrink)

Large Language Models (LLMs) like ChatGPT were trained on human conversation, but in the future they will also train us. As chatbots speak from our smartphones and customer service helplines, they will become a part of everyday life and a growing share of all the conversations we ever have. It’s hard to doubt this will have some effect on us. Here I explore a specific concern about the impact of artificial conversation on our capacity to deliberate and hold ourselves accountable (...) to reason – that is, to be autonomous, in Kant’s sense of the term. I develop ideas from psychologist Jean Piaget to show how chatbots are autonomy traps: their deference to our commands tempts us into venting authoritarian whims, ultimately weakening our own self-control. I argue that the Kantian tradition, including Piaget and sociologist Emile Durkheim, offers powerful conceptual resources for resisting this slide. But it will require us to do something that may seem bizarre: we will need to treat mindless chatbots as if they are autonomous persons too. (shrink)

This paper argues that Twin Earth twins belong to the same psychological natural kind, but that the reason for this is not that the causal powers of mental states supervene on local neural structure. Fodor’s argument for this latter thesis is criticized and found to rest on a confusion between it and the claim that Putnamian and Burgean type relational psychological properties do not affect the causal powers of the mental states that have them. While it is true that Putnamian (...) and Burgean type relational psychological properties do not affect causal powers, it is false that no relational psychological properties do. Examples of relational psychological properties that do affect causal powers are given and psychological laws are sketched that subsume twins in virtue of them instantiating these relational properties rather than them sharing the narrow contents of their thoughts. Phenomenological discussions of sociality have long been concerned with the relations between the I, the You, and the We. Recently, dialogue between phenomenology and analytic philosophical work on collective intentionality has given rise to a corpus of literature oriented around the first-person plural 'we'. In this paper, I demonstrate how these dominant accounts of the 'we' are not exhaustive of first-person plural experiences as such. I achieve these aims by arguing for a phenomenological distinction between an experience of being part (...) of a 'we' compared to an experience of being part of an 'us'. To have a 'we-experience' there must be a plurality of (unified) subjects sharing in an experience together such that the experience has the phenomenal character of being ours. An 'us-experience', on the other hand, requires the experiential salience of an external 'Third' in a way which is constitutively significant. Drawing on Sartrean social ontology, I argue that the 'us' is distinct from the 'we' on three levels, all of which pertain to the constitutive and unifying role of the Third. I then outline two forms of us-experiences: (1) the experience of being grouped and (2) the experience of apprehending one's seriality. (shrink)

This publication articulated in three parts, and twelve chapters endeavours to engage with the complex negative emotions and consequent phenomenon of self-deceit, radicalisation and extremism. First part: Emotions as Lines of Demarcation or Guidelines to Our Self. The Psychodynamic Surrounding of our Intentional Self; second part: Case Studies of Some Concrete Societal Encapsulations of the Negative Passions; and third part: Resisting the Colonisation of Tyrannical Affections. Possible Paths of Mitigating Radicalisation and Extremism. What kind of educational responses can be given (...) to extremist claims of territory, identity, resources, power, and interpretations? How can a dialogue on unifying ethical principles and values aid in developing common grounds for preventing radical and extremist excesses? With authors from three continents, this publication endeavours to not only ask the uncomfortable questions with regard to the exteriorisation of human emotive predispositions and inclinations to ostracize, stigmatise and discriminate. The exit door from the extreme is also clearly presented, through four contributions, notably the interplay of Charvaka philosophy, Sikh wisdom on balanced forms of engagement with strong emotions. This month, the AISDL Team was glad to see its continuing effort to raise the voice for conserving wildlife appearing in Pacific Conservation Biology (published by CSIRO/the Australian Academy of Science). The article stipulates the need for weaving humane values with scientific information, leveraging the sociocultural power to harmonize humans with nature. The article articulates the coauthors’ idea of building a funding source to contribute to the nature conservation cause by investing in some listed stocks. Technically, stocks we intend (...) to invest in must possess some key features of (i) having significant growth potential, (ii) containing little environmental risk of potential moral-practical gaps in their CSR missions, and (iii) showing a certain degree of “relevance” with AISDL’s fundamentals. How can we understand the phenomena of loss and mourning in the Heideggerian framework? There is no established interpretation of Heidegger that gives an elaborate account of the phenomena of loss and mourning, let alone gauges its importance for our understanding and assessment of authentic existence in Heidegger. This paper attempts to do both. First, I give a detailed exposition of Heidegger’s analysis of the phenomena of mourning and loss and show that Heidegger’s analysis of mourning in his early and (...) late work is strikingly in line with his collectivist understanding of Being-with. This demonstrates, contrary to what some of his proponents argue, that Heidegger does not follow the kind of dynamic understanding of Being-with that places the other within fine-grained spaces of possibility. Second, with reference to Heidegger’s existential philosophy, I construct a phenomenology of mourning and grief. Though Heidegger himself fails to explain the relationships in which one mourns after a close other, we can develop a unique phenomenology of mourning with reference to Heidegger, which shows that each loss is singular and can be equiprimordial with one’s own death in opening one to the possibility of an authentic existence. In this new understanding of authenticity, loss is regarded as a powerful force, akin to death, in leading one toward their self-owned existence. (shrink)

Special operations forces have become a mainstay of military operations in the twenty-first century, but the journey to reach this point has been neither quick nor painless. Most of the existing literature on SOF history, the theories and principles of its use, SOF’s role in achieving national security objectives, and its strategic utility and disutility, was written from the perspective of major military powers like the United States.1 Although Sweden, Denmark, Norway, and Finland, in particular, have expanded the analysis of (...) SOF from a small state perspective in recent years, their historical investigations remain underdeveloped. 2 This article explores the origins of Switzerland’s special forces to answer the following question: Are there any similarities in the ways that small states and major powers created and developed their SOF? This analysis finds that, despite apparent differences between the SOF of major powers and those of a small state like Switzerland, there are common characteristics in their origins and development that decision-makers should understand to avoid misapplying their forces. SmithAt 471C4 in Plato’s Republic, the argument takes a sudden turn when Glaucon becomes impatient with all of the specific prescriptions Socrates has been making, and asks to return to the issue Socrates had earlier set aside—whether or not the city he was describing could ever be brought into being. In response to Glaucon’s impatient question, Socrates articulates his “third wave of (...) paradox” (472ag–7), namely, that the ills of the cities will never be ended until either philosophers become rulers or rulers become philosophers (473c11–d6). Glaucon immediately responds that such a view is likely to be greeted with violence and scorn (473e6–474a4), and so Socrates must hasten to explain his odd claim. His explanation, it turns out, is that true philosophers have an enormous cognitive advantage over non-philosophers—philosophers have and use knowledge (ἐπιστήμη), whereas non-philosophers have and use only opinion (δόξα).2 This distinction, between επιστήμη and δόξα, turns out: to be a distinction between two different cognitive powers (δυνάμεις—477d7–e3). And different powers, Plato clearly tells us, apply to or take as their objects (Plato says they are “ἐπί”) different things (477dl).In this paper, I shall argue that the relationship between the cognitive powers and their various objects has been fundamentally misunderstood, which has led scholars into one or more misinterpretations of important and explicit features of the text. At the heart of these misunderstandings, I claim, is [End Page 145] their shared misconception of the relation between the cognitive power and its objects as interpretable in terms of the relationship between a cognitive stale and what the content of that state is of or about.3 One consequence of the view for which I shall argue is that what has come to be known as the “two-worlds theory”4 of Plato’s epistemology is seriously mistaken, but no less mistaken than the alternatives given by its recent critics. Another consequence that I shall draw from my argument is that Plato should be understood neither as a kind of foundationalist with regard to knowledge and warrant, as some have supposed him to be,5 nor as a coherentist, as others have supposed,6 but, rather, as a kind of causal reliabilist. KNOWLEDGE AS A POWERScholarly interpretations of Plato’s epistemology have routinely sought to understand the relationships between each cognitive power of Republic Book V and the objects of the ἐφ’ ᾦ (“what it is related to”) condition by which it is differentiated from other δυνάμεις as Plato’s way of telling us what each sort of cognition is of or aboul. 7 So, for example, we find Gail Fine using the expressions “belief [δόξα] is set over [Fine’s translation of Plato’s ἐπί] …” and “knowledge is set over …” interchangeably with “belief is of …” or “belief is about…” and “knowledge is of …” or “knowledge is about …”8 Against the “two-worlds theory,” Fine argues that, for Plato, there can be knowledge of sensibles and beliefs about Forms. Accordingly, since she assimilates the power-ἐπί-object set of relations to the cognilion-of/about-object relation, she concludes—in order to account for knowledge of sensibles and beliefs about Forms—that the objects of knowledge and opinion must be propositions. Plato’s claims that knowledge is ἐπί what is, whereas opinion is ἐπί what is and is not, Fine understands as, “One can only know true propositions; one can believe both true and false propositions.”9 We shall see later that this “veridical” understanding of what Plato means to identify as “what is,” and “what is and is not” fails to account for important and explicit elements of Plato’s exposition of the epistemological and metaphysical distinctions he is making. This article identifies and compares meanings of wildfire risk mitigation for stakeholders in the Front Range of Colorado, USA. We examine the case of a collaborative partnership sponsored by government agencies and directed to decrease hazardous fuels in interface areas. Data were collected by way of key informant interviews and focus groups. The analysis is guided by the Circuit of Culture model in communication research. We found both shared and differing meanings between members of this partnership (the ‘‘producers’’) and other (...) stakeholders not formally in the partnership (the ‘‘consumers’’). We conclude that those promoting the partnership’s project to mitigate risk are primarily aligned with a discourse of scientific management. Stakeholders outside the partnership follow a discourse of community. We argue that failure to recognize and account for differences in the way risk mitigation is framed and related power dynamics could hamper the communicational efforts of the collaborative partnership and impact goals for fuels reduction. We recommend ways that both groups can capitalize on shared meanings and how agency managers and decision makers can build better working relationships with interface communities and other external stakeholders. Lawrence Kohlberg's Approach to Moral Education presents what the late Lawrence Kohlberg regarded as the definitive statement of his educational theory. Addressing the sociology and social psychology of schooling, the authors propose that school culture become the center of moral education and research. They discuss how schools can develop as just and cohesive communities by involving students in democracy, and they focus on the moral decisions teachers and students face as they democratically resolve problems. As the authors put it: "...we (...) propose an educational renewal of our democratic society.... We have attempted to establish schools that do more than just teach about democratic citizenship, that are themselves democratic societies.". (shrink)

This book review of Lieber and Press's “The myth of the nuclear revolution: Power politics in the atomic age" challenges the authors' position that nuclear weapons essentially have the same properties of conventional weapons. We argue that nuclear weapons alter warfare because they can end human civilization, and they pose a shared risk of mutual destruction.

In this article, we address the relevance of J.S. Mill’s political philosophy for a framework of public health ethics. In contrast to some readings of Mill, we reject the view that in the formulation of public policies liberties of all kinds enjoy an equal presumption in their favor. We argue that Mill also rejects this view and discuss the distinction that Mill makes between three kinds of liberty interests: interests that are immune from state interference; interests that enjoy a presumption (...) in favor of liberty; and interests that enjoy no such presumption. We argue that what is of focal importance for Mill in protecting liberty is captured by the essential role that the value of self-determination plays in human well-being. Finally, we make the case for the plausibility of a more complex and nuanced Millian framework for public health ethics that would modify how the balancing of some liberty and public health interests should proceed by taking the thumb off the liberty end of the scale. Mill’s arguments and the legacy of liberalism support certain forms of state interference with marketplace liberties for the sake of public health objectives without any presumption in favor of liberty. Starting from the special theory of relativity it is argued that the structure of an experience is extended over time, making experience dynamic rather than static. The paper describes and explains what is meant by phenomenal parts and outlines opposing positions on the experience of time. Time according to he special theory of relativity is defined and the possibility of static experience shown to be implausible, leading to the conclusion that experience is dynamic. Riemer’s recent paper on the perception of time discusses a neglected yet important topic in the psychological literature: the consequences for psychology (and psychophysics) from the ‘anisotropy’ of time. The paper presents an argument that there are unique kinds of challenges for psychophysics from such temporal anisotropy: (a) Challenges because the psychological experience of time has temporal anisotropy and the physical concept of time does not have temporal anisotropy. (b) Challenges for experimental research which are unique to temporal anisotropy. -/- (...) In this introduction to contemporary conceptions of time and change, I investigate what our experience of time, that is, our experience of change, seems to be and ask whether or not we can say that how it seems could match the reality. My conclusion is that more recent contemporary conceptions of time can do this but that more intuitive or traditional conceptions cannot. Thus, the more contemporary conceptions are preferable for research into time consciousness.

This paper will attempt to reposition Ludwig von Mises’s methodological Apriorism and the Austrian economic method firmly in the Aristotelian realist tradition of Apriorism, rather than the more problematic Apriorism associated with Kantian idealism. The author will argue that the Misean method whilst aesthetically Kantian, is far more nuanced than semantics suggest.

Źródła problemów procesu demokratyzacji w Afryce Subsaharyjskiej mogą przynajmniej po części leżeć w niewłaściwej organizacji politycznej wieloetnicznych społeczeństw państw afrykańskich. Organizacja ta zwykle nie zapewnia reprezentantom części grup etnicznych udziału w podejmowaniu decyzji politycznych, zwłaszcza na szczeblu władzy centralnej, i w konsekwencji często nie daje tym grupom możliwości obrony swoich (...) interesów. Wielu współczesnych afrykańskich myślicieli politycznych uważa, że podziały etniczne istniejące w państwach Afryki powinny znaleźć swoje odzwierciedlenie w konstrukcji ich systemów politycznych, co z kolei mogłoby usprawnić proces implementacji demokracji. Artykuł traktuje o systemie politycznym typu power-sharing, który określany jest mianem centrypetalizmu (ang. centripetalism). System centrypetalny ukształtowany został w dwóch ważnych – zwłaszcza ze względu na dużą liczbę ludności, wielkość gospodarek oraz posiadane zasoby surowców energetycznych – państwach wieloetnicznych: Nigerii i Indonezji. Państwa te mają prezydencki system rządów. Centrypetalizm dopuszcza do udziału we władzy reprezentantów elit politycznych różnych grup etnicznych, stymulując ich do pojednania, współpracy i integracji politycznej w poprzek podziałów etnicznych. W ten sposób ma osłabiać znaczenie tych (...) podziałów w warunkach wieloetniczności. Szerszym celem centrypetalizmu jest ogólne zmniejszenie konfliktów w relacjach między reprezentowanymi przez elity polityczne grupami etnicznymi. New biotechnologies have the potential to both dramatically improve human well-being and dramatically widen inequalities in well-being. This paper addresses a question that lies squarely on the fault line of these two claims: When as a matter of justice are societies obligated to include a new biotechnology in a national healthcare system? This question is approached from the standpoint of a twin aim theory of justice, in which social structures, including nation-states, have double-barreled theoretical objectives with regard to human well-being. (...) The first aim is to achieve a sufficient level of well-being in each of six core dimensions. In the special case of healthcare systems, this aim is focally but not exclusively attentive to achieving health sufficiency as one of the core dimensions. The second aim is to combat the emergence and persistence of densely woven patterns of systematic disadvantage that tend to undermine the achievement of a sufficient level of health and the other core elements of well-being of some persons and groups. Judgments about entitlements to health related resources, including new biotechnologies, are made in light of a threshold notion of health sufficiency. What is enough or sufficient health? The answer that is defended here is that sufficient health is enough health for a decent human life, understood as enough health to live a full life course without preventable, significant functional disability or decrement in health, or treatable pain or suffering. When a state must include a new biotechnology in its national healthcare system is also influenced by ancillary concerns about the connection between health and other core dimensions of well-being. What counts as a significant functional impairment or health decrement is thus explicated, in part, in relation to the theory’s sufficiency aim for the other essential dimensions of well-being, and thus for a decent life, overall. Those elements of health that play a critical role in the experience of sufficient reasoning, affiliation, security, respect and self determination are especially important; any loss of health function or capacity that threatens the individual’s prospects for sufficiency in these other dimensions, including the relational egalitiarian concerns they entail, constitutes a significant functional impairment. Within national borders, individuals are thus entitled to those health-related goods and services that are essential for a sufficiency of each of the dimensions of well-being; with regard to self determination and respect, what is sufficient by way of guaranteed access to specific goods and services is going to depend on the implications of such access for where an individual stands in relation to her co-nationals. The content of any entitlement to health-related goods and services is also necessarily dynamic. What can be done for health and the other core dimensions of well-being as a function of technological innovation and diffusion is in constant flux. The paper concludes by considering the implications of this analysis for the conditions under which states are obligated to include access in their healthcare systems to one biotechnology, deep brain stimulation. In 2001 the Indonesian government agreed to the introduction in the Indonesian Papua of regional, consociational elements of power-sharing, despite the fact that the dominant model of this system in Indonesia is centripetalism. The so-called special autonomy for the Indonesian Papua has never been fully implemented, however. The article seeks to test the thesis that the Indonesian authorities' institution of consociational arrangements for Papua, and their subsequent failure to fully implement those arrangements, were, in fact, tactical moves serving (...) to reduce the threat arising from growing pro-independence aspirations among the Papuans and to firmly attach Papuan territory to Indonesia. Community-based participatory research (CBPR) and community engaged research (CEnR) are key to promoting community and patient engagement in actionable evidence-based strategies to improve research for health equity. Rapid growth of CBPR/CEnR research projects have led to the broad adoption of partnering principles in community-academic partnerships and among some health and academic organizations. Yet, transformation of principles into best practices that foster trust, shared power, and equity outcomes still remain fragmented, are dependent on individuals with long term projects, or are (...) non-existent. This paper describes how we designed our Engage for Equity PLUS intervention that leverages the leadership and membership of champion teams (including community-engaged faculty, community partners and patient advocates) to improve organizational policies and practices to support equity based CBPR/CEnR. The principal aim of this article is to explain the specificity of the requirement for the spatial distribution of votes in presidential elections – an institution that has existed in Nigeria since 1979 and in Indonesia since 2001. It also seeks to describe the political conditions which contributed to that institution’s introduction and functioning in those two countries. The article will end with a comparison between the two cases, including a discussion of the present differences between them. The article will (...) also contain a preliminary appraisal of whether the existence of the requirement in question is helping to reduce the level of conflictive behavior in relations between ethnic groups in the multi-ethnic societies of Nigeria and Indonesia. [Democratization in sub-Saharan Africa: West African political thought perspective]. Krzysztof Trzcinski's book deals with democratization as one of the leading themes in contemporary West African political thought. The process of establishing democracy in sub-Saharan African countries is extremely complex. African politicians often resort to democratic procedures only during elections. After winning them, they often limit freedom of opposition, media, and civil society organizations. By deriving numerous benefits from being in power, they are not willing to give up power (...) once gained. Sometimes, in countries perceived as young democracies, authoritarian rule is restored. These and other meanders of the development of democratic structures in Africa are difficult to understand for "outside" observers. African political thinkers attempt to explain them. Disappointed with authoritarianism, which has not provided security or prosperity to post-colonial African societies, they see a chance to achieve these values in a democratic environment. In their opinion, however, democracy for Africa cannot be a simple copy of the western model of majority rule and have to be tailored, taking into account the multi-ethnic specificity of the region's countries. African authors of political thought diagnose the problems of the democratization process and propose institutional recipes for healing it. Spinoza’s treatment of absolute sovereignty raises a number of interpretative questions. He seems to embrace a form of absolutism that is incompatible with his defense of mixed government and constitutional limits on sovereign power. And he seems to use the concept of “absolute sovereignty” in inconsistent ways. I offer an interpretation of Spinoza’s conception of absolutism that aims to resolve these problems. I argue that Spinoza is able to show that, when tied to a proper understanding of authority, absolute (...) sovereignty is not only compatible with, but actually necessitates, power-sharing and constitutionalism. The Communist Party of Nepal (Maoist) won the largest number of seats in the Constituent Assembly election held on 10 April 2008, and formed a coalition government which included most of the parties in the CA. Although acts of violence occurred during the pre-electoral period, election observers noted that the elections themselves were markedly peaceful and "well-carried out". The newly elected Assembly met in Kathmandu on 28 May 2008, and, after a polling of 564 constituent Assembly members, 560 voted to (...) form a new government, with the monarchist Rastriya Prajatantra Party, which had four members in the assembly, registering a dissenting note. At that point, it was declared that Nepal had become a secular and inclusive democratic republic,with the government announcing a three-day public holiday from 28 to 30 May.[citation needed] The King was thereafter given 15 days to vacate the Narayanhiti Royal Palace, to re-open it as a public museum. Nonetheless, political tensions and consequent power-sharing battles have continued in Nepal. In May 2009, the Maoist-led government was toppled and another coalition government with all major political parties barring the Maoists was formed.Madhav Kumar Nepal of the Communist Party of Nepal (Unified Marxist-Leninist) was made the Prime Minister of the coalition government. In 1976, Jo Freeman wrote an article for Ms. Magazine, entitled ‘Trashing: The Dark Side of Sisterhood’. It provoked an outpouring of letters from women relating their own experiences of trashing during the course of the second wave feminist movement—more letters than Ms. had received about any previous article. Since then, the technology has improved but the climate among feminists has not; trashing is now conducted on social media platforms like Twitter and Facebook, in front of ever-larger audiences and with (...) the magnified opportunities for destruction that these new platforms bring with them. Women already experience disproportionate harassment on social media; many feel trashing by other feminists to be much harder to accept. It’s one thing for people to hate feminists; resistance from those for whom a social justice movement represents a threat is par for the course. But it’s something else for feminists to hate each other. These are people with shared goals and a common enemy. What are the psychological mechanisms underlying this fact of life for feminist activists? Various explanations might be offered, from internalised misogyny, through volatility caused by histories of oppression, through envy and competitiveness, through ideological purity policing. Which are correct? Is the hatred that motivates trashing within feminism the same in quality and quantity, or different, from the affective dynamics inside other social movements? How does tribalism between warring feminist factions contribute to these dynamics, and to what extent is trashing underwritten by laudable moral goals (such as anti-elitism and anti-hierarchy) even when it goes too far or misfires? Can a liberation movement be successful without ideological purity policing, or is there a tension between achieving social justice outcomes and facilitating a healthy amount of disagreement and constructive criticism within a group? In this paper I’ll focus on potential explanations of the phenomena of trashing, including tribalism, power grabs, and purity policing; and the moral commitments that might lead feminists to trash each other. Support and collaboration: The authors share their insights from experiences in the academic publishing system to help readers get through the processes of manuscript writing and peer-reviewing more easily.
