There are various ways of reducing conflicts and of stabilizing the political situation in states where society is made up of many different ethnic groups and religious communities, and where relations between these segments – or between them and the central government – are tense. A particularly important way is the establishment in those states of a political system based on power-sharing (PS), which allows members of various ethnic and religious segments to take part in the exercise of (...) power. The literature on the subject usually discusses two models of PS: consociationalism and centripetalism. A third model is encountered in practice, however, that of hybrid power-sharing (HPS), which combines the institutions of the first two. The aim of this study is to demonstrate the validity of the thesis that in Indonesia one can find institutions that characterize two power-sharing models which are considered opposites of one another in political theory – centripetalism and consociationalism. In consequence, the Indonesian power-sharing system should be viewed as a hybrid, or mixed, system, and not a typically centripetal system as is usually the case in the literature. At the beginning of this article, a short analysis (...) of Indonesia’s political situation is given for the purpose of defining the factors which determined the introduction of inter-segmental power-sharing arrangements in that country. This is followed by a description of the specificity of consociationalism and centripetalism. In this article, the author analyzes the term "power-sharing" in the context of power exercised within a state. He first examines the term in the very general sense, in which it can be applied to all types and dimensions of sharing of power between various groups and institutional entities. Second, the author examines the meaning of the term in the narrow sense, that is, the phenomenon of systemic sharing of power by groups (segments) (...) whose membership is based on ascribed criteria such as common ancestors, relatives, or racial background, and/or cultural ones such as a common language, religion, or celebrations. The basic segmental units in this sense are nations (understood in the sociological sense), ethnic groups, or religious and denominational communities that form part of divided societies. Third, the article shows the differences between the principal models (types) of power-sharing in the narrow sense: consociationalism, centripetalism, and hybrid power-sharing. (shrink)

Artykuł traktuje w zarysie o istocie i głównych modelach power-sharing. Choć powersharing może być pojmowane w sposób bardzo szeroki, tematyka tego artykułu dotyczy jego wąskiego rozumienia. Odnosi się ono do fenomenu dzielenia się władzą państwową przez różne segmenty (np. grupy etniczne lub wspólnoty religijne) społeczeństw pluralnych (podzielonych, sfragmentaryzowanych), w tym zwłaszcza wieloetnicznych i/lub wieloreligijnych. Głównym celem artykułu jest wyjaśnienie treści power-sharing we wskazanym wąskim rozumieniu i wytłumaczenie w zarysie jego głównych modeli (konfesjonalizm, model Lewisa, konsocjonalizm, centrypetalizm).

The aim of this article is to demonstrate the thesis that the stabilization of Nigeria’s complicated political situation is furthered by the functioning in that country of institutions based on two models of interethnic power-sharing – consociationalism and centripetalism – and that the two are to some extent complementary in Nigerian practice, despite the fact that political theory sees the two as opposites of each other. The article begins with a short analysis of the political situation in Nigeria. (...) Monografia ta traktuje o ograniczaniu konfliktów w relacjach między segmentami społecznymi (takimi jak grupy etniczne, wspólnoty religijne), w których członkostwo opiera się na podstawach askryptywnych i kulturowych, a także między nimi a władzą centralną w Nigerii i Indonezji. Państwa te mają burzliwą historię niepodległego bytu, ogromne wieloetniczne i wieloreligijne populacje, duże gospodarki oraz zasoby surowców energetycznych. Jak wskazują liczne raporty, będą wkrótce należeć do najważniejszych w świecie. W Nigerii i Indonezji funkcjonują systemy polityczne oparte na tzw. power-sharing (współrządzeniu), (...) tj. takie, które za pomocą specyficznych formalnych i nieformalnych instytucji (rozumianych jako zespoły reguł) dopuszczają do udziału we władzy elity polityczne wywodzące się z różnych segmentów etnicznych i religijnych. Celem instytucji power-sharing jest budowanie pokoju i stabilności politycznej. Autor badań, których owocem jest ta praca, dokonał identyfikacji, wyjaśnienia i analizy roli oraz genezy najistotniejszych z nich, dowodząc zarazem, że w Nigerii i Indonezji współistnieją instytucje dwóch głównych modeli power-sharing, tj. konsocjonalizmu i centrypetalizmu. W konsekwencji wykazał, że międzysegmentowe współrządzenie w obu państwach ma charakter hybrydowy. Jest to poszerzenie empirycznej teorii power-sharing. Jej klasycy, Arend Lijphart (konsocjonalista) i Donald L. Horowitz (centrypetalista), nie przywiązywali większej wagi do możliwości implementacji instytucji dwóch modeli w ramach tego samego systemu politycznego. Tymczasem w Nigerii i Indonezji łączenie instytucji centrypetalnych i konsocjonalnych przyczyniło się do ograniczenia konfliktów. (shrink)

John Rawls claims that public reasoning is the reasoning of ‘equal citizens who as a corporate body impose rules on one another backed by sanctions of state power’. Drawing on an amended version of Michael Bratman’s theory of shared intentions, I flesh out this claim by developing the ‘civic people’ account of public reason. Citizens realize ‘full’ political autonomy as members of a civic people. Full political autonomy, though, cannot be realised by citizens in societies governed by a ‘constrained (...) proceduralist’ account of democratic self-government, or the ‘convergence’ account of public justification formulated recently by Gerald Gaus and Kevin Vallier. Research projects sponsored by rich countries or companies and carried out in developing countries are often described as exploitative. One important debate about the prevention of exploitation in research centres on whether and how clinical research in developing countries should be responsive to local health problems. This paper analyses the responsiveness debate and draws out more general lessons for how policy makers can prevent exploitation in various research contexts. There are two independent ways to do this in the face of (...) entrenched power differences: to impose restrictions on the content of benefit-sharing arrangements, and to institute independent effective oversight. We humans have a formidable armamentarium of social display behaviours, including song-and-dance, the visual arts, and role-play. Of these, role-play is probably the crucial adaptation which makes us most different from other apes. Human childhood, a sheltered period of ‘extended irresponsibility’, allows us to develop our powers of make-believe and role-play, prerequisites for human cooperation, culture, and reflective consciousness. Social mirror theory, originating with Dilthey, Baldwin, Cooley and Mead, holds that there cannot be mirrors in the mind without mirrors in (...) society. I will present evidence from the social and behavioural sciences to argue that self-awareness depends on social mirrors and shared experiential worlds. The dependence of reflectivity on shared experience requires some reframing of the ‘hard problem’, and suggests a non-trivial answer to the zombie question. (shrink)

Heidegger’s brief remarks on the theme of love enable us to reconstruct a view of it as a powerful feeling that both requires and amplifies a truthful recognition of oneself. The emphasis this places on the significance of love for the self and of the self for love, along with the kairological temporality Heidegger associates with love, means the account ends up “both sacralising and marginalising the other” (Tömmel, 2019, 242). I will suggest that this problem arises because Heidegger’s account (...) elevates love’s disruptive possibilities at the expense of its capacity to generate a shared world of everyday experience, and that his account of world-time offers underutilized resources for addressing this issue. This, in turn, generates a picture that resonates in illuminating ways with both Yao’s (2020) model of gracious attentive love, and De Jaegher’s (2021) enactivist account of the relationship between loving and knowing. Criminal law theory made a significant advance roughly thirty years ago when George Fletcher popularized the important conceptual distinction between justifications and excuses. In the intervening years, however, very little progress has been made in exploring the structure and function of justification defenses. The reason for this failure, I suggest, is a widely shared misconception about their place within the criminal law’s institutional structure. Contrary to what is generally believed, it is not up to trial courts to decide ex post (...) facto what conduct is justified and what is not. This determination is made ex ante by other institutional actors such as private fiduciaries, public officials, and sometimes, ordinary citizens caught in extraordinary circumstances. The court’s role is simply to review the validity of that prior exercise of decision-making discretion. More broadly, my study is intended to serve as a reminder of the importance of institutional structure in criminal law. It is almost always misleading to address issues in criminal law by way of abstract moral theorizing, as is often done, because this leaves out the crucial question of institutional division of labor. Before addressing the substantive aspect of particular questions—what conduct should be prohibited, justified, or excused—we must first address ourselves to the institutional questions that I have called the problems of authority, discretion, and legality. These institutional questions receive their most thorough treatment in two other areas of law: the private law of fiduciaries and public administrative law. If we wish to make progress in understanding justification defenses—and the institutional structure of criminal law more generally—I argue that it is to these areas of law that we should attend. Wittgenstein’s comment that what can be shown cannot be said has a special resonance with visual representations of power in both Heavy Metal and Fundamentalist Christian communities. Performances at metal shows, and performances of ‘religious theatre’, share an emphasis on violence and destruction. For example, groups like GWAR and Cannibal Corpse feature violent scenes in stage shows and album covers, scenes that depict gory results of unrestrained sexuality that are strikingly like Halloween ‘Hell House’ show presented by neo-Conservative, Fundamentalist (...) Christian churches in the southeastern United States’ ‘Bible Belt’. One group may claim to celebrate violence, the other sees violence as a tool to both encourage ‘moral’ behaviour, and to show that the Christian church is able to ‘speak the language’ of young people who are fans of metal, gore, and horror. Explicit violence, in each case, signifies power relationships that are in transformation. Historically, medieval morality plays and morality cycles had been used as a pedagogical tool. In the modern-day context of fundamentalist religious education, these Hell House performances seek to exclude outsiders and solidify teen membership in the Christian community. Hell House performances are marketed to the young church members, and are seen as a way to reinvigorate conservative Fundamentalist Christianity. Women and girls routinely take part in, and often organize Hell House events. In the context of heavy metal, violent performances do not seek to exclude, but provide an outlet for a variety of socially unacceptable or unpopular feelings. In each context there is an apparent, if not actual, empowering of women who are willing to play particular kinds of roles. The use of violence and gore has a value beyond merely shocking the audience, it is arguably a way that some women find their voice, both for fundamentalist Christians and fundamentalist gore metal fans. In this paper, we argue that Plotinus denies deliberative forethought about the physical cosmos to the demiurge on the basis of certain basic and widely shared Platonic and Aristotelian assumptions about the character of divine thought. We then discuss how Plotinus can nonetheless maintain that the cosmos is «providentially» ordered.

This book offers a detailed study of the political philosophies of Thomas Hobbes and Benedict de Spinoza, focussing on their concept of power as potentia, concrete power, rather than power as potestas, authorised power. The focus on power as potentia generates a new conception of popular power. Radical democrats–whether drawing on Hobbes's 'sleeping sovereign' or on Spinoza's 'multitude'–understand popular power as something that transcends ordinary institutional politics, as for instance popular plebsites or mass (...) movements. However, the book argues that these understandings reflect a residual scholasticism which Hobbes and Spinoza ultimately repudiate. Instead, on the book's revisionist conception, a political phenomenon should be said to express popular power when it is both popular (it eliminates oligarchy and encompasses the whole polity), and also powerful (it robustly determines political and social outcomes). Two possible institutional forms that this popular power might take are distinguished: Hobbesian repressive egalitarianism, or Spinozist civic strengthening. But despite divergent institutional proposals, the book argues that both Hobbes and Spinoza share the conviction that there is nothing spontaneously egalitarian or good about human collective existence. From this point of view, the book accuses radical democrats of pernicious romanticism; the slow, meticulous work of organizational design and maintenance is the true centre of popular power. Hannah Arendt’s (1906-1975) conception of power is entirely distinctive. It is rooted in a political philosophy that celebrates the public realm of freedom that emerges when people act with others as citizens or political equals. For Arendt, power is actualized where people act together to sustain or to change the world they share with one another. Her fundamental claim is this: ‘Power corresponds to the human ability not just to act but to act in concert. Power (...) is never the property of an individual; it belongs to a group and remains in existence only so long as the group keeps together’. This entry offers some background to Arendt’s account, highlights two important contrasts that she makes between power and violence, and then points to her related notion of authority. (shrink)

This paper argues that Twin Earth twins belong to the same psychological natural kind, but that the reason for this is not that the causal powers of mental states supervene on local neural structure. Fodor’s argument for this latter thesis is criticized and found to rest on a confusion between it and the claim that Putnamian and Burgean type relational psychological properties do not affect the causal powers of the mental states that have them. While it is true that Putnamian (...) and Burgean type relational psychological properties do not affect causal powers, it is false that no relational psychological properties do. Examples of relational psychological properties that do affect causal powers are given and psychological laws are sketched that subsume twins in virtue of them instantiating these relational properties rather than them sharing the narrow contents of their thoughts. Special operations forces have become a mainstay of military operations in the twenty-first century, but the journey to reach this point has been neither quick nor painless. Most of the existing literature on SOF history, the theories and principles of its use, SOF’s role in achieving national security objectives, and its strategic utility and disutility, was written from the perspective of major military powers like the United States.1 Although Sweden, Denmark, Norway, and Finland, in particular, have expanded the analysis of (...) SOF from a small state perspective in recent years, their historical investigations remain underdeveloped. 2 This article explores the origins of Switzerland’s special forces to answer the following question: Are there any similarities in the ways that small states and major powers created and developed their SOF? This analysis finds that, despite apparent differences between the SOF of major powers and those of a small state like Switzerland, there are common characteristics in their origins and development that decision-makers should understand to avoid misapplying their forces. This article identifies and compares meanings of wildfire risk mitigation for stakeholders in the Front Range of Colorado, USA. We examine the case of a collaborative partnership sponsored by government agencies and directed to decrease hazardous fuels in interface areas. Data were collected by way of key informant interviews and focus groups. The analysis is guided by the Circuit of Culture model in communication research. We found both shared and differing meanings between members of this partnership (the ‘‘producers’’) and other (...) stakeholders not formally in the partnership (the ‘‘consumers’’). We conclude that those promoting the partnership’s project to mitigate risk are primarily aligned with a discourse of scientific management. Stakeholders outside the partnership follow a discourse of community. We argue that failure to recognize and account for differences in the way risk mitigation is framed and related power dynamics could hamper the communicational efforts of the collaborative partnership and impact goals for fuels reduction. We recommend ways that both groups can capitalize on shared meanings and how agency managers and decision makers can build better working relationships with interface communities and other external stakeholders. Some philosophers working on the metaphysics of agency argue that if agency is understood in terms of settling the truth of some matters, then the power required for the exercise of intentional agency is an irreducible two-way power to either make it true that p or not-p. In this paper, the focus is on two-way powers in decision-making. Two problems are raised for theories of decision-making that are ontologically committed to irreducible two-way powers. First, recent accounts lack an (...) adequate framework for explaining decisions by the reasons of agents. Second, accepting ontologically irreducible two-way powers into one’s metaphysic of agency implies an ontological commitment to substance dualism. An ontologically less-costly alternative to irreducible two-way powers is offered. It is argued that a reductive account of two-way powers in terms of what George Molnar called “derivative powers” should be accepted. The reductive account can provide us with the truthmakers for talk about two-way powers. Moreover, the reductive account does not share the liabilities of accepting irreducible two-way powers. This book review of Lieber and Press's “The myth of the nuclear revolution: Power politics in the atomic age" challenges the authors' position that nuclear weapons essentially have the same properties of conventional weapons. We argue that nuclear weapons alter warfare because they can end human civilization, and they pose a shared risk of mutual destruction.

Demokratyzacja, rozumiana jako proces zmierzający do przekształcenia rządów autorytarnych w ustrój demokratyczny, przebiega od początku lat 90. XX wieku w państwach Afryki Subsaharyjskiej w sposób niezwykle skomplikowany, a niekiedy wręcz dramatyczny. Źródła problemów procesu demokratyzacji w Afryce Subsaharyjskiej mogą przynajmniej po części leżeć w niewłaściwej organizacji politycznej wieloetnicznych społeczeństw państw afrykańskich. Organizacja ta zwykle nie zapewnia reprezentantom części grup etnicznych udziału w podejmowaniu decyzji politycznych, zwłaszcza na szczeblu władzy centralnej, i w konsekwencji często nie daje tym grupom możliwości obrony swoich (...) interesów. Wielu współczesnych afrykańskich myślicieli politycznych uważa, że podziały etniczne istniejące w państwach Afryki powinny znaleźć swoje odzwierciedlenie w konstrukcji ich systemów politycznych, co z kolei mogłoby usprawnić proces implementacji demokracji. Ważnych, ogólnych wskazówek przydatnych dla projektowania modeli demokracji odpowiednich dla państw afrykańskich można szukać w rozwiązaniach istniejących w wieloetnicznych Indiach, choć, co warto podkreślić, ani indyjska myśl polityczna ani indyjskie rozwiązania ustrojowe nie wydają się stanowić inspiracji dla współczesnych intelektualistów afrykańskich. Edukacyjny dla państw Afryki Subsaharyjskiej walor kazusu indyjskiego systemu politycznego sugerują jednak rozważania wybitnego politologa Arenda Lijpharta na temat elementów współrządzenia (power-sharing) w systemie politycznym niepodległych Indii. Artykuł traktuje o systemie politycznym typu power-sharing, który określany jest mianem centrypetalizmu (ang. centripetalism). System centrypetalny ukształtowany został w dwóch ważnych – zwłaszcza ze względu na dużą liczbę ludności, wielkość gospodarek oraz posiadane zasoby surowców energetycznych – państwach wieloetnicznych: Nigerii i Indonezji. Państwa te mają prezydencki system rządów. Centrypetalizm dopuszcza do udziału we władzy reprezentantów elit politycznych różnych grup etnicznych, stymulując ich do pojednania, współpracy i integracji politycznej w poprzek podziałów etnicznych. W ten sposób ma osłabiać znaczenie tych (...) podziałów w warunkach wieloetniczności. Szerszym celem centrypetalizmu jest ogólne zmniejszenie konfliktów w relacjach między reprezentowanymi przez elity polityczne grupami etnicznymi. In 2001 the Indonesian government agreed to the introduction in the Indonesian Papua of regional, consociational elements of power-sharing, despite the fact that the dominant model of this system in Indonesia is centripetalism. The so-called special autonomy for the Indonesian Papua has never been fully implemented, however. The article seeks to test the thesis that the Indonesian authorities' institution of consociational arrangements for Papua, and their subsequent failure to fully implement those arrangements, were, in fact, tactical moves serving (...) to reduce the threat arising from growing pro-independence aspirations among the Papuans and to firmly attach Papuan territory to Indonesia. The principal aim of this article is to explain the specificity of the requirement for the spatial distribution of votes in presidential elections – an institution that has existed in Nigeria since 1979 and in Indonesia since 2001. It also seeks to describe the political conditions which contributed to that institution’s introduction and functioning in those two countries. The article will end with a comparison between the two cases, including a discussion of the present differences between them. The article will (...) also contain a preliminary appraisal of whether the existence of the requirement in question is helping to reduce the level of conflictive behavior in relations between ethnic groups in the multi-ethnic societies of Nigeria and Indonesia. [Democratization in sub-Saharan Africa: West African political thought perspective]. Krzysztof Trzcinski's book deals with democratization as one of the leading themes in contemporary West African political thought. The process of establishing democracy in sub-Saharan African countries is extremely complex. African politicians often resort to democratic procedures only during elections. After winning them, they often limit freedom of opposition, media, and civil society organizations. By deriving numerous benefits from being in power, they are not willing to give up power (...) once gained. Sometimes, in countries perceived as young democracies, authoritarian rule is restored. These and other meanders of the development of democratic structures in Africa are difficult to understand for "outside" observers. African political thinkers attempt to explain them. Disappointed with authoritarianism, which has not provided security or prosperity to post-colonial African societies, they see a chance to achieve these values in a democratic environment. In their opinion, however, democracy for Africa cannot be a simple copy of the western model of majority rule and have to be tailored, taking into account the multi-ethnic specificity of the region's countries. African authors of political thought diagnose the problems of the democratization process and propose institutional recipes for healing it. The Communist Party of Nepal (Maoist) won the largest number of seats in the Constituent Assembly election held on 10 April 2008, and formed a coalition government which included most of the parties in the CA. Although acts of violence occurred during the pre-electoral period, election observers noted that the elections themselves were markedly peaceful and "well-carried out". The newly elected Assembly met in Kathmandu on 28 May 2008, and, after a polling of 564 constituent Assembly members, 560 voted to (...) form a new government, with the monarchist Rastriya Prajatantra Party, which had four members in the assembly, registering a dissenting note. At that point, it was declared that Nepal had become a secular and inclusive democratic republic,with the government announcing a three-day public holiday from 28 to 30 May.[citation needed] The King was thereafter given 15 days to vacate the Narayanhiti Royal Palace, to re-open it as a public museum. Nonetheless, political tensions and consequent power-sharing battles have continued in Nepal. In May 2009, the Maoist-led government was toppled and another coalition government with all major political parties barring the Maoists was formed.Madhav Kumar Nepal of the Communist Party of Nepal (Unified Marxist-Leninist) was made the Prime Minister of the coalition government. In February 2011 the Madhav Kumar Nepal Government was toppled and Jhala Nath Khanal of the Communist Party of Nepal (Unified Marxist-Leninist) was made the Prime Minister.[citation needed][43] In August 2011 the Jhala Nath Khanal Government was toppled and Baburam Bhattarai of the Communist Party of Nepal (Maoist) was made the Prime Minister. Spinoza’s treatment of absolute sovereignty raises a number of interpretative questions. He seems to embrace a form of absolutism that is incompatible with his defense of mixed government and constitutional limits on sovereign power. And he seems to use the concept of “absolute sovereignty” in inconsistent ways. I offer an interpretation of Spinoza’s conception of absolutism that aims to resolve these problems. I argue that Spinoza is able to show that, when tied to a proper understanding of authority, absolute (...) sovereignty is not only compatible with, but actually necessitates, power-sharing and constitutionalism. Centripetalism is often perceived as a type of a political system for a multi-segmental, especially multi-ethnic, country in order to create among the members of the political elite of moderate, accomodative, and integrative political behavior cross-cutting segmental divisions which, reaching beyond group interests, depoliticize the segmental separateness and, in this manner, reduce their significance. One of the central institutions of centripetalism is decentralization leading to a division of large segments into smaller parts that inhabit different, ideally multi-segmental regions, thus inclining (...) regional political elites of different segments to collaborate. Although both Nigeria and Indonesia have similar centripetal territorial structures, only Nigeria is a federation. This paper focuses on Nigerian centripetal federalism and its link to the so-called federal character principle that is mostly consociational in substance. Głównym celem tego artykułu jest wyjaśnienie, na czym polega specyfika instytucji wymogu uzyskania terytorialnego rozłożenia głosów w wyborach prezydenckich, który funkcjonuje w trzech wieloetnicznych państwach (Nigerii od 1979 r., Kenii od 1992 r. i Indonezji od 2001 r.) oraz określenie panujących w tych państwach warunków politycznych, które przyczyniły się do jej wprowadzenia i trwania. W końcowej części artykułu, dzięki porównaniu trzech kazusów, zostały wskazane szczegółowe różnice występujące obecnie między nimi. W artykule zostały również zaprezentowane wnioski dotyczące dotychczasowych doświadczeń związanych z (...) funkcjonowaniem przedmiotowej instytucji. Pozwolą one wstępnie ocenić, czy uprawnione jest stwierdzenie, że jej zastosowanie wpływa na obniżenie konfliktowych zachowań w relacjach między grupami etnicznymi i na budowanie międzyetnicznego porozumienia. Krzysztof Trzciński, ‘The Concept of an Ethnic Upper Chamber in a Bicameral Parliament in an African State (Part 2).’ The article has been published in “Afryka” 35, 2011, pp. 11-26 and is a continuation of the previous paper published under the same title in “Afryka” 34. Part 2 explains a couple of cases (of the Senate of Lesotho, and two Houses of Chiefs, in Botswana and Zambia) that seem useful in the analysis of the Nigerian political thinker Claude Ake’s concept (...) of the ‘chamber of nationalities.’ According to the concept, in a multiethnic African state, a bicameral parliament should be constituted, of which the upper house should be created based on the existing ethnic divisions, allowing all ethnic groups to be represented in a balanced way and thus empowering the smaller of them. Implementation of this concept might contribute to the building of more peaceful and politically stable states in Africa. In the latter part of this article, a study of the political system of Bosnia and Herzegovina is discussed in short, with a particular focus on the case of the House of Peoples of Bosnia and Herzegovina that resembles Ake’s concept very closely. In the final part of the article, some drawbacks of Ake’s concept are brought up and discussed critically. (shrink)

Krzysztof Trzciński, ‘The Concept of an Ethnic Upper Chamber in a Bicameral Parliament in an African State (Part 1).’ The article has been published in “Afryka” 34, 2011, pp. 30-42. It consists of two parts. Part 1 explains Nigerian political thinker Claude Ake’s concept of the ‘chamber of nationalities,’ in the context of the idea of recognizing and strengthening the ethnic groups’ rights in a multiethnic African state. According to the concept, in an African state, a bicameral parliament should be (...) constituted. Its upper house should be created based on the existing ethnic divisions, allowing all ethnic groups to be represented in a balanced way and thus empowering the smaller of them. Implementation of this concept may contribute to the building of more peaceful and politically stable states in Africa. Ake’s opinions are enriched with the views of a Sierra Leonian philosopher George M. Carew that seem useful in the analysis of the whole concept. Next, a case study of the Ethiopian parliament’s upper chamber, House of Federation, is discussed. That chamber is a product and an essential part of the ethnic federalism system currently existing in Ethiopia. This case resembles Ake’s concept in many ways. Then, the Nigerian philosopher Ifeanyi A. Menkiti’s ideas, having some common points with the Ethiopian territorial structure and political system as a whole, are explained. Menkiti’s views teach what may be the realities of an ethnic federalism system, especially in an undemocratic environment. His opinions also seem complementary with some of Ake’s ideas concerning the ‘chamber of nationalities’ concept. (shrink)

The powerful role that teachers can play in our development is the focus Binyamin, Jayusi, and Tamir’s chapter in this volume. They argue that teachers, in particular teachers that don’t share the same background as their students, can help counter the increasing polarization that characterizes our current era. In these critical notes I raise three challenges to their proposal. First, by exploring the mechanisms of polarization I demonstrate that polarization is not a problem unique to thick diversity or thick multiculturalism. (...) Second, the central premise of the authors’ proposal rests on the ability of greater contact to reduce prejudice. The contact hypothesis, however, has numerous backlash effects and unintended consequences that can increase prejudice rather than reduce prejudice. These backlash effects and unintended consequences raise serious doubts for the success of placing minority teachers in majority classrooms to reduce prejudice. Third, I raise concerns about how the proposal tokenizes minority teachers, the use of instrumental rationales for diversity, and the politics of deference and being-in-the-room privilege that also go unaddressed in their proposal. Over the past decades, the idea that national sovereignty and the authority of the state have been increasingly challenged or even substantially eroded has been a dominant one. Economic globalization advancing a neo-liberal dis-embedding of the economy is seen as the major reason for this erosion. Concerns have increased about the negative consequences for the social fabric of societies, deprived of the strong shock absorption capacity that the welfare states had established in the time of the embedded liberalism to use (...) a term John Ruggie coined. The concerns have also helped nationalistic movements to gain power in many high-income countries, not at least in the United States, calling for putting their economy first. Accordingly, a number of commentators have announced a return of the nation state. In this special issue, we will show that the retreat-of-the-state thesis as well as the return-of-the-state thesis shares the same shortcomings. They conflate state and authority. As a consequence, both theses underestimate important transformations of authority that have taken place since the end of the “short 20TH century,” to use Eric Hobsbawm's periodization. With this special issue, we seek to contribute to a more nuanced analysis of the transformation of authority. The issue is the outcome of a conference that took place at the Copenhagen Business School in 2015, hosted by the research project ‘Institutional Transformation in European Political Economy: A Socio-Legal Approach’ and funded by the European Research Council. In 1976, Jo Freeman wrote an article for Ms. Magazine, entitled ‘Trashing: The Dark Side of Sisterhood’. It provoked an outpouring of letters from women relating their own experiences of trashing during the course of the second wave feminist movement—more letters than Ms. had received about any previous article. Since then, the technology has improved but the climate among feminists has not; trashing is now conducted on social media platforms like Twitter and Facebook, in front of ever-larger audiences and with (...) the magnified opportunities for destruction that these new platforms bring with them. Women already experience disproportionate harassment on social media; many feel trashing by other feminists to be much harder to accept. It’s one thing for people to hate feminists; resistance from those for whom a social justice movement represents a threat is par for the course. But it’s something else for feminists to hate each other. These are people with shared goals and a common enemy. What are the psychological mechanisms underlying this fact of life for feminist activists? Various explanations might be offered, from internalised misogyny, through volatility caused by histories of oppression, through envy and competitiveness, through ideological purity policing. Which are correct? Is the hatred that motivates trashing within feminism the same in quality and quantity, or different, from the affective dynamics inside other social movements? How does tribalism between warring feminist factions contribute to these dynamics, and to what extent is trashing underwritten by laudable moral goals (such as anti-elitism and anti-hierarchy) even when it goes too far or misfires? Can a liberation movement be successful without ideological purity policing, or is there a tension between achieving social justice outcomes and facilitating a healthy amount of disagreement and constructive criticism within a group? In this paper I’ll focus on potential explanations of the phenomena of trashing, including tribalism, power grabs, and purity policing; and the moral commitments that might lead feminists to trash each other. Adam Ferguson’s imperial thought casts new light on the age-old republican dilemma of the tension between empire and liberty. Generations of republican writers had been haunted by this issue as the decline of Rome proved that imperial expansion would eventually ruin the liberty of a state. Many eighteenth-century Scottish thinkers regarded this as an insoluble conundrum and thus became critics of empire. Ferguson shared their basic views but, paradoxically, was still able to defend the British Empire in the debates over (...) the American Revolution. His argument effectively offered a viable solution to the republican dilemma, which distinguished him from his contemporaries. In light of this, I argue that political representation was the pivotal conception for Ferguson to make empire and liberty compatible. Philosophers of dispositionalism deny the Humean account of causality in terms of constant conjunction, contiguity, temporal priority and contingency. And some of them go further to explain the causal relation not between events or objects, but between properties, in terms of reciprocity, simultaneity, ubiquity, intentionality and holism. But their exposition seems to remain fragmented even though they try to make use of the notions of intentionality and holim. I would inquire reasons why it is piecemeal, by analysing that they employ (...) these notions of intentionality and holism which has been constructed within the dualistic tradition. If one wants to make the dispositional project to be powerful, she should look for the notions of intentionality and holism which are free of the dualistic traits and which have been constructed in the tradition of naturalism. The concept of integrationality may be a candidate for such a task. This conception was coined in Zhongyong under the name of cheng in that there is nothing without cheng, and was developed in one of Sok-hon Ham's thesis that any entity in the world contains "seed" within it to realize objectives shared by all involved. Humans are privileged and distinct from other natures, but there is continuity between them. An example of the integrationality applied to the case of humans would be that realization of myself and realizations of all others are one and not two. I would summarize notions of "cheng" and "seed" by offering the integrationality thesis, that is, that there is integrationality in any entity like dispositions such that the integrationality is a power to realize the embedded objective of it in the context where it interacts with all others. I would claim that integrationality is a metaphysical basis for a way of human thinking, by arguing that it is a necessary part of presupposition for our understanding of the world without which the world is not intelligible. The notion of integrationality is involved empirically as well as conceptually. Empirically, there are numerous reports from physics, biology and information science, which provide with a clue which may well be taken to show the ubiquitous integrationality. But some conceptual considerations would also indicate necessarily toward the same direction. These would include various theses of ontology, epistemology, disposition, modality, naturalized intentionality, fitting and topics like these. I will investigate some of them in order to justify my claim of this paper. (shrink)

The paper focuses on the analysis of conspiracy beliefs and conspiracy theories by taking into consideration some of the major contributions about the topic presently provided by several disciplines. A definition is given that helps illustrate the most prominent features of these beliefs, namely monological bias, logical and conceptual fallacies, dispositional influence and pseudorationality. Other important psychological preconditions are also provided (such as, among others, credulity, hypersensitive agency detection devices and proneness to self-deception), but, as the paper argues, they are (...) features shared to a greater or lesser extent with other belief systems, like radical political ideologies and religious fundamentalisms. As a result, it is suggested that a more proper understanding of the phenomenon is attainable by approaches combining psychological data with the analysis of groups and sociopolitical dynamics. Exceptional contingencies and shifts in power distribution among group/social actors seem to be the most influential factors that explain formation, spread and salience of this kind of beliefs. The essay approaches the relationship between education, didactic content and transamazonic geography. Objective to question the sharing of the sensitive present in the current format of geocartographic contents in the textbooks, as well as to express, in an embryonic state, the possibility of another sharing, centered in the emerging geography of the places on the verge of the Transamazonica Paraense, especially students and teachers in vicinal , Valuing localized expressions as paths of educational geocartography. Methodologically, the text is (...) part of the action-research movement inspired by the existential phenomenological atmosphere. I conclude as a suggestion of deepening that: the transamazonic between-places, materialized in the vicinities, is ignored as a space for the creative existence of other regional narratives; Generalizing geographical fictions must be confronted with other fictions, in view of the differentiation and creation of new positions and interpretability criteria of the Amazônia; The corporal engagement and the experiences in the field require description, interpretation and understanding, already begun, but not yet affirmed in terms of the production of dialogical content with what already circulates via didactic books; It is central to focus the subjectivity and corporeality of individuals / collectives as creative powers of the space culture, not just recipients of that culture. In this paper I examine the ethics of benefit-sharing agreements between victims and beneficiaries of injustice in the context of trans-national bodily giving, selling, and sharing. Some obligations are the same no matter who the parties to a transaction are. Prohibitions on threats, fraud and harm apply universally and their application to transactions in unjust contexts is not disputed. I identify three sources of obligations that are affected by unjust background conditions. First, power disparities may illegitimately influence (...) transactions in unintentional ways. Second, better-off individuals have duties to ameliorate injustices. These are not specifically duties to those with whom they interact, though often it is easier and more effective to help those with whom one already interacts. Third, the power differentials created by injustice make exploitative transactions more likely. I summarize a transactional account of exploitation and argue that avoiding exploitation is usually easiest to achieve by ensuring that the more powerful party does not obtain an unfair share of the benefits from the transaction. The beneficiaries of a transaction do not have to be only those individuals directly involved in it. Indeed, in many cases it is thought that exploitation may be avoided by providing benefits to third parties. Working out when this is the case requires working out when a contribution or burden on another’s behalf can count towards the avoidance of exploitation. I argue that it counts as such in two main cases: when the people in question are already involved in relationships of reciprocation, and when the individual making the contribution identifies with the interests of the other people. Rather than assume—based on the contents of the Nachlass—that the Eternal Recurrence, in its initial formulation, coheres with the later theoretico-metaphysical sense (i.e., sharing abstract space with the Will to Power) I propose the inverse (contrary to Heidegger, Deleuze, and Nehamas (whose Proustian exegesis (Nietzsche: Life as Literature) I’m obliged to radically extend)); namely, that the rotary cosmology of recurrence, as a literal proposition, is a consequence of the poetic sense of the earlier parable (GS)–which, I find, ultimately (...) prefigures the design of his own virulent relapse into theoria (WP). The notion of a community of inquiry has been treated by many of its proponents as being an exemplar of democracy in action. We argue that the assumptions underlying this view present some practical and theoretical difficulties, particularly in relation to distribution of power among the members of a community of inquiry. We identify two presuppositions in relation to distribution of power that require attention in developing an educational model that is committed to deliberative democracy: (1) openness to (...) inquiry and readiness to reason, and (2) mutual respect of students and teachers towards one another. Our contention is that these presuppositions, presented as preconditions necessary to the creation of a community of inquiry, are not without ideological commitments and dependent upon the ability of participants to share power. Using group dynamic theories and the ideas of Hannah Arendt, we argue that behaviours commonly interpreted as obstacles to dialogue or reflective inquiry could provide opportunities for growth. What is discrimination and what makes wrongful discrimination wrong? Even after an ever-rising tide of research over the course of the past twenty-five or so years these questions still remain hard to answer. Exercising candid and self-critical hindsight, Larry Alexander, who contributed his fair share to this tide, thus remarked: “All cases of discrimination, if wrongful, are wrongful either because of their quite contingent consequences or perhaps because they are breaches of promises or fiduciary duties.” If this is true it (...) raises serious doubts as to how wrongful discrimination can be a moral wrong in itself. Also, the question comes up as to who it is who breaches a promise or a fiduciary duty. This paper defends the view that the substance of these remarks is better understood by couching them in a political approach towards discrimination. Against this background, they give rise to real and pressing concerns. Once we conceptualise the realm political along Hobbesian lines as the battleground comprising both the private sphere of the individual and the public sphere of the commonwealth it emerges that discrimination has different significance with regard to these respective spheres. In order to illustrate this, I adopt Kasper Lippert-Rasmussen’s descriptive account of discrimination as „differential treatment on the basis of membership of a socially salient group“ and the common view that wrongful discrimination is wrong because it is harmful, disrespectful, or both. In the private sphere the case can be made for morally permissible cases of discrimination. Sexual discrimination due to sexual self-determination with consequently freely choosing your sexual or romantic partner is the central case in point. Where somebody feels unfairly rejected and consequently hurt neither the charge of harm inflicted nor that of disrespect endured need be justified. No “breach of promises or fiduciary duties” is involved. The case is different, however, when it comes to the fiduciary of power. In discriminating, he who exercises the power of the commonwealth necessarily breaches a promise and a fiduciary duty. Discrimination thus appears to be more of a problem of political philosophy than one of applied ethics. In contemporary discussions on identity, difference and subjectivity, the thinking of Judith Butler has played a significant role, viewing identity as a problematic question of how the subject is constituted by historical structures of power that deprives it of original ownness and substantiality. As this situation for Butler stems neither from a historical occurrence, nor is clearly ontological, the question of the origin of this problem of identity and power remains. Through the thinking of Martin Heidegger, the present (...) study develops the argument that this problem indicates the completion of subject metaphysics, not its overcoming. When identity is thought and lived in terms of subjectivity, power will be its condition. This argument is first developed through a comparison of Butler’s and Heidegger’s respective appropriations of He-gel’s philosophy, together with an independent account of Hegel’s thinking. For Hegel, identi-ty involves a strive for being as a mediation of subjectivity and objectivity, where conscious-ness incorporates both beyond their split. According to Butler, this is impossible, as subjectivi-ty and objectivity are multiple, temporal and shared. For Heidegger however, the problem lies in the very thought of being as a connection of subjectivity and objectivity, and the under-standing of the human as the ground of this reconciliation. I will thereafter examine Heidegger’s “The Principle of Identity” (1957) as a response to this metaphysical comprehen-sion of identity. Here, Heidegger develops his notion of a belonging-together of man and be-ing, as a Sameness grounded in an enduring of the ontological difference between being and beings. In holding out this difference, man discovers that his primary belonging is that to the very being of his existence as such, rather than beings of subjective or objective kind. The no-tion of belonging-together is closely connected to the notion of the event (Ereignis), signify-ing Sameness as occurrence. The study covers Butler’s central writings up to 2006, Hegel’s Encyclopedia Logic, Science of Logic and Phenomenology of Spirit, as well as the whole of Heidegger’s late thought on this topic from the 30’s and onward together with a selection of his earlier works, among them Being and Time. Knowledge is power. Knowledge about human psychology is increasingly being produced using natural language processing (NLP) and related techniques. The power that accompanies and harnesses this knowledge should be subject to ethical controls and oversight. In this chapter, we address the ethical pitfalls that are likely to be encountered in the context of such research. These pitfalls occur at various stages of the NLP pipeline, including data acquisition, enrichment, analysis, storage, and sharing. We also address secondary uses (...) of the results and tools developed through psychometric NLP, such as profit-driven targeted advertising, political campaigns, and domestic and international psyops. Along the way, we reflect on potential ethical guidelines and considerations that may help researchers navigate these pitfalls. (shrink)

In this article, I argue that stability is one of the enabling conditions for epistocratic arrangements to function well and justify their claim right to rule. Against this backdrop, I demonstrate that advocates of strategies to allocate exclusive decision-making power to knowledgeable citizens fail to demonstrate that in a context marked by the fact of pluralism, liberal epistocracies will be stable. They could argue that liberal epistocracies will be stable because epistocratic arrangements are better equipped than democratic decision-making bodies (...) to produce outcomes that approximate the common good. They could argue that liberal epistocracies will be stable because there is a shared meritocratic set of values and ideas. Furthermore, they could opt for two standard liberal strategies, such as overlapping consensus and modus vivendi. Yet, in all cases, the argument for the stability of liberal epistocracies is not persuasive. (shrink)

Humeanism about laws of nature — the view that the laws reduce to the Humean mosaic — is a popular view, but currently existing versions face powerful objections. The non-supervenience objection, the non-fundamentality objection and the explanatory circularity objection have all been thought to cause problems for the Humean. However, these objections share a guiding thought — they are all based on the idea that there is a certain kind of divergence between the practice of science and the metaphysical picture (...) suggested by Humeanism. -/- I suggest that the Humean can respond to these objections not by rejecting this divergence, but by arguing that is appropriate. In particular the Humean can, in the spirit of Loewer (2012), distinguish between scientific and metaphysical explanation — this is motivated by differing aims of explanation in science and metaphysics. And they can further leverage this into distinctions between scientific and metaphysical fundamentality and scientific and metaphysical possibility. We can use these distinctions to respond to the objections that the Humean faces. (shrink)

This is not just another analytics book. 1. A new perspective on psychological processes: Mindsponge is a novel approach for examining the human mind’s information processing mechanism. This conceptual framework is used (...) to construct models in studies. The framework is highly flexible and widely applicable for many different types of information processes. The mindsponge approach can help researchers discover interesting ideas or even formulate their very own theories when investigating psychosocial phenomena. This approach brings a fresh wind to the current landscape of social sciences and humanities (SSH). 2. Easy-to-follow analysis protocol: The Bayesian Mindsponge Framework (BMF analytics) is useful in terms of computing and visualizing power but also easy to learn and apply. Contrary to being intimidating, the Bayesian analytics section of this book is presented in a reader-friendly manner with a detailed yet clear step-by-step procedure. Examples are from published BMF articles, allowing readers to immediately practice the method and quickly create their own applications. With educational purposes in mind, the book is very suitable for ECRs who are looking to innovate their research methods. 3. Advocating for low-cost, high-quality research: Doing science can be very costly. Proponents of public reason views hold that the exercise of political power ought to be acceptable to all reasonable citizens. This article elucidates the common structure shared by all public reason views, first by identifying a set of questions that all such views must answer and, second, by showing that the answers to these questions stand in a particular relationship to each other. In particular, we show that what we call the ‘rationale question’ is fundamental. This fact, and the (...) common structure more generally, are often overlooked or distorted within the literature. As a result, we argue, several prominent argumentative moves made by both critics and defenders of public reason are unsuccessful. Our overall conclusion is that discussions of public reason views would be more fruitful if they made consistent use of the common structure we identify. (shrink)
