We advance an account that grounds cognition, specifically decision-making, in an activity all organisms as autonomous systems must perform to keep themselves viable—controlling their production mechanisms. Production mechanisms, as we characterize them, perform activities such as procuring resources from their environment, putting these resources to use to construct and repair the organism's body and moving through the environment. Given the variable nature of the environment and the continual degradation of the organism, these production mechanisms (...) must be regulated by control mechanisms that select when a production is required and how it should be carried out. To operate on production mechanisms, control mechanisms need to procure information through measurement processes and evaluate possible actions. They are making decisions. In all organisms, these decisions are made by multiple different control mechanisms that are organized not hierarchically but heterarchically. In many cases, they employ internal models of features of the environment with which the organism must deal. Cognition, in the form of decision-making, is thus fundamental to living systems which must control their production mechanisms. (shrink)

Is quantum mechanics about ‘states’? Or is it basically another kind of probability theory? It is argued that the elementary formalism of quantum mechanics operates as a well-justified alternative to ‘classical’ instantiations of a probability calculus. Its providing a general framework for prediction accounts for its distinctive traits, which one should be careful not to mistake for reflections of any strange ontology. The suggestion is also made that quantum theory unwittingly emerged, in Schrödinger’s formulation, as a ‘lossy’ by-product of a (...) quantum-mechanical variant of the Hamilton-Jacobi equation. As it turns out, the effectiveness of quantum theory qua predictive algorithm makes up for the computational impracticability of that master equation. (shrink)

And the sphere is a product of matter, its concrete form and a figurative model for studying the properties of tetrainertia. This thinking is a supplement to the first publication: The mechanics of existence.

This paper shows how the classical finite probability theory (with equiprobable outcomes) can be reinterpreted and recast as the quantum probability calculus of a pedagogical or toy model of quantum mechanics over sets (QM/sets). There have been several previous attempts to develop a quantum-like model with the base field of ℂ replaced by ℤ₂. Since there are no inner products on vector spaces over finite fields, the problem is to define the Dirac brackets and the probability calculus. The previous attempts (...) all required the brackets to take values in ℤ₂. But the usual QM brackets <ψ|ϕ> give the "overlap" between states ψ and ϕ, so for subsets S,T⊆U, the natural definition is <S|T>=|S∩T| (taking values in the natural numbers). This allows QM/sets to be developed with a full probability calculus that turns out to be a non-commutative extension of classical Laplace-Boole finite probability theory. The pedagogical model is illustrated by giving simple treatments of the indeterminacy principle, the double-slit experiment, Bell's Theorem, and identical particles in QM/Sets. We look into the ontology of quantum theory as distinct from that of the classical theory in the sciences. Theories carry with them their own ontology while the metaphysics may remain the same in the background. We follow a broadly Kantian tradition, distinguishing between the noumenal and phenomenal realities where the former is independent of our perception while the latter is assembled from the former by means of fragmentary bits of interpretation. Theories do not tell us how the noumenal world (...) is constituted but are conceptual constructs applying to models generated in the phenomenal world within limited contexts. -/- The ontology of quantum theory principally rests on the view that entities in the world are pervasively correlated with one another not by means of probabilities as in the case of the classical theory, but by means of probability amplitudes involving finely tuned phases characterising the oscillatory behaviour of quantum mechanical states. -/- The amplitude-dependent correlations (quantum entanglement) exist over and above the classical ones expressed in terms of probabilities. While the classical correlations are essentially local in nature, quantum correlations are shared globally in the process of environment-induced decoherence. The decoherence is an effectively random process that removes local correlations in the course of global sharing of entanglement—the removal being especially manifest in the case of systems that appear as classical ones. It is this aspect of the decoherence process that makes the so-called measurement postulate (one relating to wave function collapse) cohere with the rest of the principles of quantum theory where the latter implies a Schrodinger type time evolution of quantum mechanical systems. -/- The mathematical basis of the quantum correlations consists of the description of pure states of a system in terms of vectors in a linear vector space (a mixed state appears as an admixture of pure states with some probability distribution associated with it) and, in addition, the description of (pure) states of composite systems as vectors in the product space arising from the component sub-systems. -/- The crucial aspect of the decoherence process, of significance in the context of the apparent incompatibility of the measurement postulate with the unitary Schrodinger evolution, relates to the fact that it is almost instantaneous in the case of a classical object (one that is nevertheless amenable to a quantum description). Indeed, the decoherence time is, in all likelihood, of the order of the Planck scale, being driven by field fluctuations in the Planck regime. This points to factors of an unknown nature determining the finest details of the decoherence process since Planck scale physics remains an obscure terrain. -/- In other words, quantum theory is, to all intents and purposes, in the need of a radical revision, in keeping with the fact that all theories are defeasible and need revision as our domains of experience expand and get realigned in a complex manner. The context within which quantum theory (and quantum field theory too) is defined is set precisely by the Planck scale, across which a novel theoretical framework is likely to emerge. However, as in the case of theory revisions in general, that emerging theory will stand in an asymmetric relation of incommensurability with the present-day quantum theory, where the concepts of the latter will be comprehensible in terms of those of the former, but the converse will not hold. One of the most intuitive views about the metaphysics of laws of nature is Tim Maudlin's idea of a Fundamental Law of Temporal Evolution. So-called FLOTEs are primitive elements of the universe that produce later states from earlier states. While FLOTEs are at home in traditional Newtonian and non-relativistic quantum mechanical theories (not to mention our pre-theoretic conception of the world), I consider here whether they can be made to work with relativity. In particular, shifting to relativistic spacetimes poses two (...) threats to FLOTEs. First, the lack of a privileged spacelike hypersurface in relativistic spacetime makes it unclear how to understand what produces what. A survey of several conceptions of the nomic production relation compatible with relativity reveals all of them to be lacking. Second, relativity motivates a four-dimensional block universe conception of time, according to which all events that will ever occur already exist. On such a view, it's unclear what work there is to be done by FLOTEs. I consider how a proponent of FLOTEs might respond, but conclude that these combined threats seriously undermine the prospects of a productive conception of laws. In short, if spacetime is relativistic, laws are not productive. (shrink)

Amid the wide variety of interpretations of quantum mechanics, the notion of a fully coherent ontological interpretation has seen a promising evolution over the last few decades. Despite this progress, however, the old dualistic categorical constraints of subjectivity and objectivity, correlate with the metrically restricted definition of local and global, have remained largely in place – a reflection of the broader, persistent inheritance of these comfortable strictures throughout the evolution of modern science. If one traces this inheritance back to its (...) ancient roots in Plato and Aristotle, it is clear that the coherence, scientific utility, and historical durability of the various natural philosophies that followed have been directly proportional to their commitment, tacit or explicit, to object-oriented realism. As Simondon might put it, it is a commitment to the primacy of individuated substance over the process of individuation. For Whitehead, it is the misplaced assimilation of becoming to being, of potentiality to actuality. Quantum mechanics has challenged this commitment with a combined breadth and depth of force that far exceeds any other theory in the history of science. The theory’s objectively demonstrable empirical application is manifest only by way of a fundamentally subjective, context-dependent mechanism of measurement. More compelling still, actual system states are always actualizations of locally contextualized yet globally conditioned potential system states, such that “globally objective” reality is no longer merely the object of local measurement, but also its product. Thus, any coherent, ontological interpretation of quantum theory must include a conceptual framework by which objectivity and subjectivity, actuality and potentiality, global and local, being and becoming, individuated fact and process of individuation, are no longer understood as merely epistemic, mutually exclusive category pairs descriptive of an already extant, closed reality – but rather as mutually implicative ontological categories explicative of an ontogenetic, open reality-in-process. Findings from the cognitive sciences suggest that the cognitive mechanisms responsible for some memory errors are adaptive, bringing benefits to the organism. In this paper we argue that the same cognitive mechanisms also bring a suite of significant epistemic benefits, increasing the chance of an agent obtaining epistemic goods like true belief and knowledge. This result provides a significant challenge to the folk conception of memory beliefs that are false, according to which they are a sign of cognitive (...) frailty, indicating that a person is less reliable than others or their former self. Evidence of memory errors can undermine a person’s view of themselves as a competent epistemic agent, but we show that false memory beliefs can be the result of the ordinary operation of cognitive mechanisms found across the species, which bring substantial epistemic benefits. This challenge to the folk conception is not adequately captured by existing epistemological theories. However, it can be captured by the notion of epistemic innocence, which has previously been deployed to highlight how beliefs which have epistemic costs can also bring significant epistemic benefits. We therefore argue that the notion of epistemic innocence should be expanded so that it applies not just to beliefs but also to cognitive mechanisms. (shrink)

Philosophers of science and medicine now aspire to provide useful, socially relevant accounts of mechanism. Existing accounts have forged the path by attending to mechanisms in historical context, scientific practice, the special sciences, and policy. Yet, their primary focus has been on more proximate issues related to therapeutic effectiveness. To take the next step toward social relevance, we must investigate the challenges facing researchers, clinicians, and policy makers involving values and social context. Accordingly, we learn valuable lessons about the (...) connections between mechanistic processes and more fundamental reasons for medical interventions, particularly moral, ethical, religious, and political concerns about health, agency, and power. This paper uses debates over the controversial morning-after pill to gain insight into the deeper reasons for the production and use of mechanistic knowledge throughout biomedical research, clinical practice, and governmental regulation. To practice socially relevant philosophy of science, I argue that we need to account for mechanistic knowledge beyond immediate effectiveness, such as how it can also provide moral guidance, aid ethical categorization in the clinic, and function as a political instrument. Such insights have implications for medical epistemology, including the value-laden dimensions of mechanistic reasoning and the “epistemic friction” of values. Furthermore, there are broader impacts for teaching research ethics and understanding the role of science advisors as political advocates. (shrink)

Traditionally, being a realist about something means believing in the independent existence of that something. In this line of thought, a scientific realist is someone who believes in the objective existence of the entities postulated by our best scientific theories. In metaphysical terms, what does that mean? In ontological terms, i.e., in terms of what exists, scientific realism can be understood as involving the adoption of a scientifically informed ontology. But according to some philosophers, a realistic attitude must go beyond (...) ontology. The way in which this requirement has been understood involves providing a metaphysics for the entities postulated by science, that is, answering questions about the nature of what ontology admits to exist. We discuss how two fashionable approaches face the challenge of providing a metaphysics for science: a form of naturalism and the Viking/Toolbox approach. Finally, we present a third way, which adopts the best of both approaches: the meta-Popperian method, which focuses on discarding the wrong alternatives, or better saying, the metaphysical profiles incompatible with certain theories. We present the meta-Popperian method, a metametaphysical method capable of objectively assessing which metaphysical profiles are incompatible with certain scientific theories. For this, we will use quantum mechanics as a case study, presenting some previously obtained results. As our focus is on methodological questions about the relationship between metaphysics and science; with this method, we can see how science can be used to avoid error in metaphysical issues. In our opinion, this would be a way to develop a productive relationship between science and metaphysics. (shrink)

The scope of the essay is limited by the ideas behind the mechanisation of desire as conceptualised in The Large Glass by Marcel Duchamp. This glass-based installation depicts a convoluted mechanism, as the full-title of the work suggests, representing The Bride Stripped Bare by her Bachelors, Even. Using tropes and figures from his earlier studies, the artist designed a machine for the production of desire, rendering the unconscious mechanical and dynamic. The paper aims to present selected aspects of the (...) installation, including mechanical reproduction (1), technological fetishism (2), transparency (3), as well as to discuss its significance with reference to Deleuze and Guattari’s concept of the Body without Organs (4). This study determined the challenges encountered by public secondary School Heads of Pangasinan II division during the Covid-19 pandemic and the coping mechanisms used by the School Heads to manage the challenges. It used the descriptive-correlational research design. -/- This study found out that in the profile variables of the respondent-School Heads, majority are females, 51 and above years old, Master’s degree holders with 11-15 years in service. Majority of the respondents are Principal III-IV who are mostly trained in (...) leadership and management relevant to the new normal. There are moderately high level of challenges encountered by School Heads during the Covid-19 pandemic along leadership and governance, curriculum and learning, and management of resources. A high level of challenges was encountered by School Heads during the Covid-19 pandemic along accountability and continuous improvement. -/- Findings also show that the level of coping mechanisms of the School Heads to manage the challenges of the Covid-19 pandemic along production of instructional/ modular materials, training of teachers, and provision of technological tools are high. A moderately high level of coping mechanism was also found on school Heads’ management during the pandemic along production, distribution and retrieval of modules. There is a significant relationship that exists on the level of challenges encountered by the School Heads along leadership and governance, and the profile variables, sex and position. A significant relationship also exists between the level of challenges encountered along curriculum and learning and the School Heads’ highest educational attainment. Further, a significant relationship exists between the level of challenges encountered along management of resources and the profile variable, age. (shrink)

The paper discusses this year’s Nobel Prize in physics for experiments of entanglement “establishing the violation of Bell inequalities and pioneering quantum information science” in a much wider, including philosophical context legitimizing by the authority of the Nobel Prize a new scientific area out of “classical” quantum mechanics relevant to Pauli’s “particle” paradigm of energy conservation and thus to the Standard model obeying it. One justifies the eventual future theory of quantum gravitation as belonging to the newly established quantum information (...) science. Entanglement, involving non-Hermitian operators for its rigorous description, non-unitarity as well as nonlocal and superluminal physical signals “spookily” (by Einstein’s flowery epithet) synchronizing and transferring some nonzero action at a distance, can be considered to be quantum gravity so that its local counterpart to be Einstein’s gravitation according to general relativity therefore pioneering an alternative pathway to quantum gravitation different from the “secondary quantization” of the Standard model. So, the experiments of entanglement once they have been awarded by the Nobel Prize launch particularly the relevant theory of quantum gravitation grounded on “quantum information science” thus granted to be nonclassical quantum mechanics in the shared framework of the generalized quantum mechanics obeying rather quantum-information conservation than only energy conservation. The concept of “dark phase” of the universe naturally linked to the very well confirmed “dark matter” and “dark energy” and opposed to its “light phase” inherent to classical quantum mechanics and the Standard model obeys quantum-information conservation, after which reversible causality or the mutual transformation of energy and information are valid. The mythical Big Bang after which energy conservation holds universally is to be replaced by an omnipresent and omnitemporal medium of decoherence of the dark and nonlocal phase into the light and local phase. The former is only an integral image of the latter and borrowed in fact rather from religion than from science. Physical, methodological and proper philosophical conclusions follow from that paradigm shift heralded by this year’s Nobel Prize in physics. For example, the scientific theory of thinking should originate from the dark phase of the universe, as well: probably only approximately modeled by neural networks physically belonging to the light phase thoroughly. A few crucial philosophical sequences follow from the break of Pauli’s paradigm: (1) the establishment of the “dark” phase of the universe as opposed to its “light” phase, only to which the Cartesian dichotomy of “body” and “mind” is valid; (2) quantum information conservation as relevant to the dark phase, furthermore generalizing energy conservation as to its light phase, productively allowing for physical entities to appear “ex nihilo”, i.e., from the dark phase, in which energy and time are yet inseparable from each other; (3) reversible causality as inherent to the dark phase; (4) the interpretation of gravitation only mathematically: as an interpretation of the incompleteness of finiteness to infinity, for example, following the Gödel dichotomy (“either contradiction or incompleteness”) about the relation of arithmetic to set theory; (5) the restriction of the concept of hierarchy only to the light phase; (6) the commensurability of both physical extremes of a quantum and the universe as a whole in the dark phase obeying quantum information conservation and akin to Nicholas of Cusa’s philosophical and theological worldview. Feminized AIs designed for in-home verbal assistance are often subjected to gendered verbal abuse by their users. I survey a variety of features contributing to this phenomenon—from financial incentives for businesses to build products likely to provoke gendered abuse, to the impact of such behavior on household members—and identify a potential worry for attempts to criticize the phenomenon; while critics may be tempted to argue that engaging in gendered abuse of AI increases the chances that one will direct this abuse (...) toward human beings, the recent history of attempts to connect video game violence to real-world aggression suggests that things may not be so simple. I turn to Confucian discussions of the role of ritualized social interactions both to better understand the roots of the problem and to investigate potential strategies for improvement, given a complex interplay between designers and device users. I argue that designers must grapple with the entrenched sexism in our society, at the expense of “smooth” and “seamless” user interfaces, in order to intentionally disrupt entrenched but harmful patterns of interaction, but that doing so is both consistent with and recommended by Confucian accounts of social rituals. The diversity in agronomic practices being used by sugarcane producers in Brazil determines differences in economic performance and cost structure. The purpose of this study is to evaluate the cost of six systems of agronomic practices using fixed or variable rates for soil amendment, fertilizer, and defensive applications and assess the profitability of these systems at three scales of sugarcane production. We then describe the data sample related to the 2019–2020 harvest season and collected from fifty-five sugarcane producers in (...) the central-south region of Brazil. Thereafter, using a quantitative approach, a cost analysis was performed, and the cumulative frequency of the net revenue for the three scales of production (small, medium, and large), was calculated using a Monte Carlo simulation. The cost analysis indicated that fertilizer had the highest cost considering the agronomic practices adopted at the three scales of production analyzed. The cumulative frequency analysis results from the Monte Carlo simulation showed the highest net revenue per hectare for medium sugarcane producers. In addition, the presence of economies of scale was not confirmed because the lowest cost was found in small-scale sugarcane producers and the highest net revenue was obtained by medium-scale sugarcane producers. The article presents some new developments in the development process that add more in-depth arguments to the SM3D theoretical system of knowledge production/technical-technological innovation processes. The name SM3D is an abbreviation of “Serendipity-Mindsponge-3D”. The theoretical framework is not a mechanical connection but reflects an organic connection, which has a familiar starting point: information.

In a context of imperfect risk protection, households may protect against the impact of a health shock by employing various financial and non-financial coping mechanisms, such as foregoing or reducing needed medical care, labor substitution, consumption reduction, borrowing money, dissaving, and selling assets. However, leveraging certain coping mechanisms may reduce future productivity, potentially trapping households in chronic or persistent poverty. Resources and risk are not necessarily shared equitably within a household; the ability and willingness of the household to (...) leverage coping mechanisms, or the choice of coping mechanism may depend on the social protection policy context, household socioeconomic status, and type of intrahousehold risk sharing. Vietnam has been making policy changes aimed towards achieving Universal Health Coverage for the past several decades, culminating in a 2015 change mandating universal insurance coverage. This can potentially influence both providers in making decisions around service delivery and households around financing care. This research aims to contribute to the literature exploring the relationships among direct and indirect health care costs, potentially maladaptive coping mechanisms, and household living standards, within the particular health financing and social protection environment in Vietnam. We discuss some methodological aspects of the relation between physics and metaphysics by dealing specifically with the case of non-relativistic quantum mechanics. Our main claim is that current attempts to productively integrate quantum mechanics and metaphysics are best seen as approaches of what should be called ‘the metaphysics of science’, which is developed by applying already existing metaphysical concepts to scientific theories. We argue that, in this perspective, metaphysics must be understood as an autonomous discipline. It results that this metaphysics (...) cannot hope to derive any kind of justification from science. Thus, one of the main motivations of such project, which is the obtaining of a scientifically respectable justification for the attribution of a single true metaphysical profile to the posits of a scientific theory, is doomed because of the emergence of metaphysical underdetermination from the outset. If metaphysics floats free from physics, which is a premise of such project of integration between these two areas, then it is always possible to attribute more than one metaphysical profile to dress physical entities. Abstract: This article explores the medical theories of the Dutch philosopher and physician Henricus Regius (1598-1679), who sought to provide clearer notions of medicine than the traditional theories of Jean Fernel, Daniel Sennert and Vopiscus Plempius. To achieve this, Regius overtly built upon the natural philosophy of René Descartes, in particular his theories of mechanical physiology and the corpuscular nature of matter. First, I show that Regius envisaged a novel partitioning of medicine, intended to make it independent in exposition but (...) conceptually grounded in natural philosophy. This served his overall purpose of making medicine a ‘clearer’ discipline. To this end Regius detaches the general notion of physiology as the study of the human body (which pertains to natural philosophy) from a medical physiology that concerns only health. Secondly, I show that Regius’s notions of health, disease, temperament and medicaments were the product of a Cartesian interpretation of traditional concepts, which was influenced by Santorio Santorio’s project of practicing medicine without occult elements. As a consequence, Regius’s classification of these notions is largely traditional. In conclusion, I show that Regius’s method of investigation in the area of natural philosophy consisted of a problem-solving procedure based on sensorial ideas. This approach can be traced back to Descartes, but was grounded on a purely empirical theory of knowledge, by which he rejected Descartes’s metaphysics. Regius’s order of exposition in natural philosophy and medicine, on the other hand, proceeds by definitions and divisions, and omits proofs. The reasons why Regius adopted this order were: 1) his rejection of Descartes’s metaphysical interpreta-tion of physics, and 2) his wish to emphasize the conceptual clarity and continuity of natural philosophy and medicine. The pandemic disrupted educational systems globally, prompting the need for alternative learning modalities like online, modular, and blended learning. The SLCP, particularly within the context of a school in Region 8, integrates these modalities to address essential learning competencies. This research paper aimed to evaluate the school Learning Continuity Plan (LCP) through its School Continuity Learning Plan Program using (CIPP) model of evaluation. Employing a qualitative design, data were gathered through purposive interviews with 1 non-teaching personnel, 1 department head, and (...) 3 teachers and an analysis of the approved LCP road-map. Findings revealed comprehensive alignment with the evaluation model domains, though certain areas required revisiting for improvement. The study advocated for the administration's holistic consideration, especially recognizing teachers as front line contributors to the LCP. Their pivotal role in the design and planning phases was emphasized for the effective mechanization of the school LCP. Hence, it was concluded that educational administrators should prioritize collaboration with teachers and consider their perspectives to enhance the overall quality and functionality of the LCP. Moreover, the study recommended organizational consideration, valued teachers in school LCP, prioritized health, integrated modalities, and emphasized quality learning with metrics in LCP. (shrink)

This paper argues that social trust is the emergent product of a complex system of property relations, backed up by a sub-system of mutual monitoring. This happens in a context similar to Ostrom’s commons, where cooperation is necessary for the management of resources, in the absence of external authorities to enforce sanctions. I show that social trust emerges in this context because of an institutional structure that enables individuals to develop a generalized disposition to internalize the external effects of their (...) actions. The authors of the scientific monograph have come to the conclusion that ensuring food security during martial law requires the use of mechanisms to support agricultural exports, diversify logistics routes, ensure environmental safety, provide financial and marketing support. Basic research focuses on assessment the state of agricultural producers, analysing the financial and accounting system, logistics activities, ensuring competitiveness, and environmental pollution. The research results have been implemented in the different decision-making models during martial law, international logistics management, digital audit, (...) agricultural lending, integrated marketing system, risk management and diversification of Ukrainian agricultural exports. The results of the study can be used in the developing of food security policies, programmes and strategies, agricultural production development, decision-making at the level of ministries and agencies that regulate food security management processes. The results can also be used by students and young scientists in the educational process and conducting scientific research on food security during martial law and Ukraine’s recovery economy after the victory. So far, various approaches have been proposed to explain the progress of science. These approaches, which fall under a fourfold classification, are as follows: semantic, functional, epistemic, and noetic approaches. Each of these approaches, based on the intended purpose of science, defines progress on the same basis. The semantic approach defines progress based on the approximation to the truth, the functional approach based on problem-solving, the epistemic approach based on knowledge accumulation, and the noetic approach based on increased understanding. With (...) a stratified description of the world, Roy Bhaskar sees science as the movement toward deeper layers aimed at discovering productive mechanisms. He also explains progress based on the layering and acquisition of knowledge of the underlying layers. But because he believes in the social nature of science and considers knowledge a social product and subject to change, he acknowledges the fallibility of cognition. Hence, it is believed that moving to a new layer does not necessarily lead to the progress of science. However, it is possible that by acquiring knowledge about the new layer, our previous knowledge will be revised and corrected. In this article, while expressing the Bhaskar theory of scientific progress and explaining its contingency with respect to the fallibility of cognition, we pursue a basic goal. This goal is summarized in the review of all four approaches in order to show their lack of attention to the fallibility of cognition and its effect on explaining progress. What has been done in this article is based on two phases: explaining the contingency of the progress of science for Bhaskar and examining the four approaches to the progress of science in order to show their inattention to the fallibility of cognition. In his philosophy, referring to the two dimensions of transitive and intransitive, Roy Bhaskar considers the purpose of science to be the acquisition of knowledge about intransitive objects, and this knowledge is achieved through a social activity. Since this cognition is a social product and belongs to the transitive dimension of science, it will be fallible and subject to change. Bhaskar concludes with philosophical arguments that the world contains generative mechanisms, but that it is the task of science to discover their nature and exactly what mechanisms are at work. This requires work in two theoretical dimensions, namely the use of conceptual tools and a practical dimension, that is, the use of experimental tools. Now, as the theoretical and technical conditions under which cognition is formed and evaluated are themselves expanding and subject to change and modification, our knowledge may also be expanded or corrected. In this study, it was found that the semantic approach is unaware of the effect of fallibility on the evidence used to estimate the approximation to the truth and, consequently, progress. The functional approach ignores this effect in solving the problems posed by theories. The epistemic approach does not take into account the fallibility of evidence used to justify and validate the evidence, and finally, the noetic approach neglects the effect of the fallibility on what the explanation and prediction are based on. These have led to these approaches, which consider the satisfaction of the criteria in question necessarily leads to progress. (shrink)

The Hodgkin–Huxley (HH) model of the action potential is a theoretical pillar of modern neurobiology. In a number of recent publications, Carl Craver ([2006], [2007], [2008]) has argued that the model is explanatorily deficient because it does not reveal enough about underlying molecular mechanisms. I offer an alternative picture of the HH model, according to which it deliberately abstracts from molecular specifics. By doing so, the model explains whole-cell behaviour as the product of a mass of underlying low-level events. (...) Agriculture in Bulgaria is one of sectors country’s economy in which significant changes have taken place over the past three decades: in the field of economic relations, the structure of farms, the size and production activity of enterprises, income and profit. These changes are due to the agrarian reform carried out in the 1990s, accession Bulgaria to the European Union, and the implementation of measures and mechanisms of the Common Agricultural Policy (CAP). In the period before accession Bulgaria (...) to the European Union (1997-2007) there were significant changes in the organization of agricultural sector of the economy, the formation of statistics, harmonization with European agricultural legislation, adaptation to dynamic changes in the environment. During the period of accession Bulgaria to the European Union, the conditions for functioning of agriculture relate to the formation of necessary mechanisms (organizational, financial, administrative, legal, informational, etc.) and successful adaptation to new realities. Bulgaria’s agriculture underwent significant changes during the COVID-19 pandemic, prompting the developing of appropriate financial support policies by the state and the European Union. For Bulgaria, agriculture is an important sector of the national economy for several reasons. First, it provides the population with food, on the quantitative and qualitative measurement of which depends the national food security of the country, raw materials for the food industry and resources for export. Secondly, favorable climatic conditions are suitable for growing various crops and farm animals. Third, agriculture accounts for 11.0% of gross domestic product, 12.5% of gross value added and employs 25.1% of the population. (shrink)

In 1713 the scientific instrument-maker Jakob Leupold published designs for three machines were the first attempt to design machinery with internal moving parts that replaced human agency in creating original images. This paper first analyzes his text and engravings in order to explain how he proposed to do this, given contemporary materials and command of physical forces. Next, it characterizes the devices as a transition from concepts of incision to concepts of mirroring, taken as models of the history of mechanical (...) reproduction. And finally, Leupold’s replacement of the sighting grid with differential gears points to a set of problems appearing in contemporary philosophy represented in Rococo artistic production of this period as well. Taking the proposed devices in context, they help to theorize the complex notions of creative activity in Rococo visual culture. Taken as an episode in the history of communications, they instance the development of conceptions of personhood and of physical forces at stake in the invention of automated media. (shrink)

This work aims to contribute to the explanation of cognitive capacities that are essential to human intelligence: commonsense and situation holism. The attempt to explain them within the field of cognitive sciences raises a foundational challenge. How can human cognition distinguish what’s relevant and what’s not in an open-ended set of contexts? The challenge is characterized by a circularity. Potential solutions end up relying on the very capacity that they should be explaining, i.e. the sensitivity to what’s contextually relevant. The (...) argument here developed is an attempt to get out of this circularity. It is grounded on a bi-dimensional analysis of the problem. The first one is representational and is about how cognitive knowledge on what’s relevant can be stored. This dimension is related to the frame problem from artificial intelligence. I claim that this representational aspect of the issue can be neutralized by abandoning language-like representational schemes and sticking to a plurality of structural ones. They allow representational states to play a clear and non-trivial explanatory role while enabling a kind of representational productivity that is not bothered by the frame problem. The second dimension is the inferential one. It encompasses our relevance-sensitive inferential productivity, i.e. our capacity to efficiently infer what’s relevant in indefinitely many contexts, including ones we’ve never faced before. I argue that such relevance sensitivity cannot be neither innate, for innate mechanisms result in the aforementioned circularity, nor learned through innate mechanisms, for learning processes themselves rely on relevance sensitivity. The suggested alternative is that relevance sensitivity is a cognitive gadget. A kind of mental mechanism that is culturally, rather than genetically, inherited. This possibility is rendered plausible within Cecilia Heyes’ “cognitive gadgets” framework. She shows how developmental tweaks and biases culturally established can participate in the constitution of cognitive mechanisms. Thus, cultural elements can participate in human cognition not only as information sources, but also in the form of tweaks that bias the processing of that information towards what’s culturally established as contextually relevant. Description In this paper, we propose an advanced mathematical framework centered around the Energy Number Field (E), which fundamentally avoids the conventional concept of zero by introducing a neutral ele- ment, νE. Through this approach, we redefine core mathematical constructs, including limits, continuity, differentiation, integration, and series summation, ensuring they operate seamlessly within a zero-less paradigm. We address and redefine matrix operations, topology, metric spaces, and complex analysis, aligning them with the principles of E. Additionally, we explore non-mappable properties of (...) energy numbers in the context of symmetry groups, non-standard fields, fractional calculus, and non-Euclidean geometries. By employing νE as the central element, our framework resolves conventional zero-related sin- gularities and computational anomalies, offering a novel perspective that bridges advanced mathematical theories with practical applications in physics, computational algorithms, and topological transforma- tions. High-manganese steel is characterized by a stable austenitic structure over a wide temperature range and the ability to strengthen during mechanical deformation. However, factors such as unstable mechanical properties in the initial state, susceptibility to thermal embrittlement, and poor machinability hinder its widespread use. This study investigates the effect of temperature-time parameters on the structure and properties of 9Г28Ю9МВБ steel. It was found that during slow cooling from temperatures of hot deformation, a large number of coarse phase particles of gray-blue (...) color are precipitated in the steel, leading to a sharp decrease in impact toughness. It has been established that in the temperature range of 500-800 °C, the decomposition of the solid solution occurs with the precipitation of particles of the strengthening K-phase - (Fe,Mn)3AL,Cx. Simultaneous decrease in hardness and impact toughness in the temperature range of 750-950 °C contributes significantly to improved machinability. The lowest values of mechanical properties are achieved during aging at 700 °C, with the maximum improvement in machinability compared to other aging temperatures. For example, with an increase in the temperature of isothermal holding at 650 °C for 35 hours, the machinability improves by almost 1.7 times, and at the same duration at 700 °C - by 2.4 times. With an increase in the holding temperature to 950 °C for 35 hours, the machinability of the steel increases only by 1.6 times, which is due to less intensive decomposition of the supersaturated solid solution. Studies of the effect of annealing temperature on the uniformity of austenitic steel allowed to develop a heat treatment regimen for 9Г28Ю9МВБ austenitic steel, which includes heating to 1250°C, holding for 2 hours at this temperature, and subsequent cooling in water to fix a homogeneous supersaturated solid solution. After such heat treatment, the stripe-like microchemical inhomogeneity is significantly reduced, and the anisotropy coefficient does not exceed 1.1 units for all types of steel products. (shrink)

When this article was first planned, writing was going to be exclusively about two things - the origin of life and human evolution. But it turned out to be out of the question for the author to restrict himself to these biological and anthropological topics. A proper understanding of them required answering questions like “What is the nature of the universe – the home of life – and how did it originate?”, “How can time travel be removed from fantasy and (...) science fiction, to be made scientific and practical?”, and “How can the proposed young age of genus Homo be made to actually be reasonable – when simply stating it would be solid ground for instant rejection and dismissal?” The result is that the article also talks about subjects like Artificial Intelligence, General Relativity, and cosmology. -/- From where did life originate? God? Evolution? Panspermia? If the tendency of humans and scientists to regard undiscovered science as pseudoscience can be overcome, Einstein gave another alternative to consider when he introduced General Relativity. Time isn’t linear – progressing in a straight line from past to present to future. That assumption ignores Relativity which states that space AND TIME are curved. Where did life and the genetic code come from? Can the answer build AI? -/- The first question can be answered by the section of this article titled SETI, Evolution, and Time which says life (possibly multicellular and intelligent) and the genetic code came from humans acquiring knowledge of these things over the centuries, then applying that knowledge – via terraforming, accumulation of raw materials like amino acids and nucleic acids, genetic engineering - to a time in the past when life didn’t exist. From that origin, life evolved through innumerable mutations and adaptations, with humans once again acquiring knowledge of it in cyclic (nonlinear) time. -/- The second question is answered by saying artificial intelligence (AI) as the product of life is only half of the equation. The other half refers to Relativity’s curved space-time and violation of the notion that time always travels from past to future. We have always lived in an artificially intelligent, non-probabilistic universe where everything in time and space is connected into one thing by quantum entanglement – making the brain and genes products of binary-digit activity or artificial intelligence (life is not merely dependent on biology’s “lock and key” mechanisms but also possesses AI). -/- The earliest documented representative of the genus Homo is Homo habilis, which evolved around 2.8 million years ago. Scientists used to believe there was a straight line from H. habilis to us, Homo sapiens. This article will use the “advanced” waves loved by Physics Nobel laureate Richard Feynman, view the history of science through the lens of Conic Sections applied to Relativity’s curved space-time, and incorporate the necessity of so-called imaginary time * – popularized by Prof. Stephen Hawking. While the evolutionary proposals are more in agreement with this early straight line than with modern theories, Albert Einstein’s General Relativity is used to transform the straight line into a curved line, ultimately concluding that Homo habilis (H. habilis) originated only (and unbelievably, as far as today’s science and technology is concerned) ~250,000 years ago. Other branches and dead ends of Homo – e.g. Neanderthals – are the result of mutations and adaptations, with the resultant modifications to anatomy and physiology. The surprisingly young age of H. habilis allows nearly 200,000 years for habilis, or one of its descendants, to reach Australia … if this country’s indigenous Aboriginal population did, as claimed, reach this “island continent” 60,000 years ago. -/- * The ultraviolet catastrophe, also called the Rayleigh–Jeans catastrophe, is a failure of classical physics to predict observed phenomena: it can be shown that a blackbody - a hypothetical perfect absorber and radiator of energy - would release an infinite amount of energy, contradicting the principles of conservation of energy and indicating that a new model for the behaviour of blackbodies was needed. At the start of the 20th century, physicist Max Planck derived the correct solution by making some strange (for the time) assumptions. In particular, Planck assumed that electromagnetic radiation can only be emitted or absorbed in discrete packets, called quanta. Albert Einstein postulated that Planck's quanta were real physical particles (what we now call photons), not just a mathematical fiction. From there, Einstein developed his explanation of the photoelectric effect (when quanta or photons of light shine on certain metals, electrons are released and can form an electric current). The article considers the problem of ensuring the economic security of trade enterprises by forming an optimal pricing policy. The methodology of formation the minimum and maximum selling prices of trade enterprise, maintenance of margin of economic security, which is based on research of turnover costs and working capital of trade enterprise is offered. Based on statistical data of trade enterprises, the types of prices by product range are determined, which form a stable economic situation and ensure economic security of (...) trade enterprise. The necessity of forming the optimal price policy and selling prices of trade enterprises with the use of Pareto efficiency tools and construction of single-criteria and multi-criteria tasks, indicators of quality of commodity resources of trade enterprises is substantiated. Using the Excel software processor and the «Regression» function, economic-mathematical models of optimal prices for the product range of trade enterprises are built. The results testified to the effectiveness of the proposed model of the optimal pricing policy of trade enterprises, as the obtained values are within the minimum selling prices, which provides economic security of trade enterprises. The process of forming the pricing policy of trade enterprises to ensure economic security is proposed, which is based on the principles of pricing, appropriate methodological tools and monitoring of market environment factors. Organizational, economic, legal, social and market (marketing) mechanisms for the formation of effective pricing policy of trade enterprises aimed at ensuring economic security are identified. This study is practically interesting for personnel of trade enterprises, regardless of organizationallegal forms of ownership and activities, and theoretically – for researchers dealing with pricing. The problem of variability concerns the fact that empirical data does not support the existence of a coordinated set of biological markers, either in the body or the brain, which correspond to our folk emotion categories; categories like anger, happiness, sadness, disgust and fear. Barrett (2006a, b, 2013, 2016, 2017a, b) employs this fact to argue (i) against the faculty psychology approach to emotion, e.g. emotions are the products of emotion-specific mechanisms, or “modules”, and (ii) for the view that (...) emotions are constructed from domain-general “core systems” with the aid of our folk concepts. The conjunction of (i) and (ii), she argues, heralds a paradigm shift in our understanding of emotion: emotions aren’t triggered but made. In this paper, I argue such a shift is premature for a faculty psychology framework can accommodate the neurobiological variability of emotion. This can be done by treating emotions as developmental modules: non-innate systems which behave like modules, but form as a product of ontogenetic development. (shrink)

Achieving energy sovereignty is increasingly gaining prominence as a goal in energy politics. The aim of this paper is to provide a conceptual analysis of this principle from an ethics and social justice perspective. We rely on the literature on food sovereignty to identify through a comparative analysis the elements energy sovereignty will most likely demand and thereafter distinguish the unique constituencies of the energy sector. The idea of energy sovereignty embraces a series of values, among which we identified: (i) (...) accessibility, to allow access to everyone, (ii) empowerment and recognition, to develop and sustain capabilities to collaboratively produce solution-oriented energy system knowledge and effectively participate in governance, (iii) stewardship and sustainability, to be able to design and manage decentralised renewable systems in view of protecting the environment, (iv) self-sufficiency, to reduce the negative shocks of exploitative business practises, (v) resilience, to maintain production capacities while withstanding socioeconomic, political, environmental and climatic shocks, (vi) peace, to establish production systems that do not involve hostile relations, (vii) transparency and self-determination, to establish democratic decision-making mechanisms that give a voice to previously underrepresented groups and limit corporate takeover (viii) gender-justice, by acknowledging the contributions of women and eliminate barriers to their empowerment. With a conceptual framework of energy sovereignty, we present a rationale that draws on the key values to be considered when formulating policy solutions for the energy sector. (shrink)

This article will rework the classical question ‘Can a machine think?’ into a more specific problem: ‘Can a machine think anything new?’ It will consider traditional computational tasks such as prediction and decision-making, so as to investigate whether the instrumentality of these operations can be understood in terms of the creation of novel thought. By addressing philosophical and technoscientific attempts to mechanise thought on the one hand, and the philosophical and cultural critique of these attempts on the other, I will (...) argue that computation’s epistemic productions should be assessed vis-à-vis the logico-mathematical specificity of formal axiomatic systems. Such an assessment requires us to conceive automated modes of thought in such a way as to supersede the hope that machines might replicate human cognitive faculties, and to thereby acknowledge a form of onto-epistemological autonomy in automated ‘thinking’ processes. This involves moving beyond the view that machines might merely simulate humans. Machine thought should be seen as dramatically alien to human thought, and to the dimension of lived experience upon which the latter is predicated. Having stepped outside the simulative paradigm, the question ‘Can a machine think anything new?’ can then be reformulated. One should ask whether novel behaviour in computing might come not from the breaking of mechanical rules, but from following them: from doing what computers do already, and not what we might think they should be doing if we wanted them to imitate us. A theory of cognitive systems individuation is presented and defended. The approach has some affinity with Leonard Talmy's Overlapping Systems Model of Cognitive Organization, and the paper's first section explores aspects of Talmy's view that are shared by the view developed herein. According to the view on offer -- the conditional probability of co-contribution account (CPC) -- a cognitive system is a collection of mechanisms that contribute, in overlapping subsets, to a wide variety of forms of intelligent behavior. The Great Divide in metaphysical debates about laws of nature is between Humeans, who think that laws merely describe the distribution of matter, and non-Humeans, who think that laws govern it. The metaphysics can place demands on the proper formulations of physical theories. It is sometimes assumed that the governing view requires a fundamental / intrinsic direction of time: to govern, laws must be dynamical, producing later states of the world from earlier ones, in accord with the fundamental direction of (...) time in the universe. In this paper, we propose a minimal primitivism about laws of nature (MinP) according to which there is no such requirement. On our view, laws govern by constraining the physical possibilities. Our view captures the essence of the governing view without taking on extraneous commitments about the direction of time or dynamic production. Moreover, as a version of primitivism, our view requires no reduction / analysis of laws in terms of universals, powers, or dispositions. Our view accommodates several potential candidates for fundamental laws, including the principle of least action, the Past Hypothesis, the Einstein equation of general relativity, and even controversial examples found in the Wheeler-Feynman theory of electrodynamics and retrocausal theories of quantum mechanics. By understanding governing as constraining, non-Humeans who accept MinP have the same freedom to contemplate a wide variety of candidate fundamental laws as Humeans do. (shrink)

In current philosophical discussions on evidence in the medical sciences, epidemiology has been used to exemplify a specific version of evidential pluralism. According to this view, known as the Russo–Williamson Thesis, evidence of both difference-making and mechanisms is produced to make causal claims in the health sciences. In this paper, I present an analysis of data and evidence in epidemiological practice, with a special focus on research on the exposome, and I cast doubt on the extent to which evidential (...) pluralism holds in this case. I start by focusing on the claim that molecular data allows for the production of mechanistic evidence. On the basis of a close look at the ways in which molecular data is used in exposome research, I caution against interpretations in terms of mechanistic evidence. Secondly, I expand my critical remarks on the thesis by addressing the conditions under which data is categorised as evidence in exposome research. I argue that these show that the classification of a dataset as a type of evidence is dependent on the ways in which the data is used. This is in contrast with the approach of evidential pluralism, where evidence is classified in different types on the basis of its intrinsic properties. Finally, I come back to what I consider the core of the thesis and suggest that the epidemiological research analysed in the paper indicates different interpretations of evidential pluralism and its applicability in the health sciences. Supervision of teachers is essential for ensuring effective educational practices, fostering professional development, and achieving student success. The study determined the relationship of program heads' supervisory practices to the teachers’ teaching efficacy. It was conducted in a community college in Tangub City, Misamis Occidental. The descriptive-correlational design was used in the study. There were 146 faculty and 361 students who served as the respondents selected through a stratified random sampling technique. The adapted Program Heads’ Supervisory Practices and researcher-made Teachers’ Teaching (...) Efficacy Questionnaires were used as research instruments. Mean, Standard Deviation, and Pearson Product-Moment Correlation Coefficient were used as statistical tools to analyze the data gathered. Results revealed that the program heads were good in their supervisory practices. The teachers’ teaching efficacy was very high. The program heads’ supervisory practices did not influence the teacher’s teaching efficacy. The strategies employed by program heads in their supervisory roles do not always translate into improved teaching efficiency. The study's findings indicate that program heads need to adopt more responsive and tailored supervisory practices that directly address the specific needs of teachers to enhance teaching efficacy. This may involve integrating targeted professional development focused on practical classroom strategies and fostering peer collaboration to share best practices. Program heads may prioritize open communication and continuous feedback mechanisms to better align their supervisory approaches with the realities of classroom instruction, ensuring that support translates into improved teaching efficiency. We study the question of how to decompose Hilbert space into a preferred tensor-product factorization without any pre-existing structure other than a Hamiltonian operator, in particular the case of a bipartite decomposition into "system" and "environment." Such a decomposition can be defined by looking for subsystems that exhibit quasi-classical behavior. The correct decomposition is one in which pointer states of the system are relatively robust against environmental monitoring (their entanglement with the environment does not continually and dramatically increase) and remain (...) localized around approximately-classical trajectories. We present an in-principle algorithm for finding such a decomposition by minimizing a combination of entanglement growth and internal spreading of the system. Both of these properties are related to locality in different ways. This formalism could be relevant to the emergence of spacetime from quantum entanglement. (shrink)

According to Margaret Cavendish the entire natural world is essentially rational such that everything thinks in some way or another. In this paper, I examine why Cavendish would believe that the natural world is ubiquitously rational, arguing against the usual account, which holds that she does so in order to account for the orderly production of very complex phenomena (e.g. living beings) given the limits of the mechanical philosophy. Rather, I argue, she attributes ubiquitous rationality to the natural world (...) in order to ground a theory of the ubiquitous freedom of nature, which in turn accounts for both the world's orderly and disorderly behavior. Organization figures centrally in the understanding of biological systems advanced by both new mechanists and proponents of the autonomy framework. The new mechanists focus on how components of mechanisms are organized to produce a phenomenon and emphasize productive continuity between these components. The autonomy framework focuses on how the components of a biological system are organized in such a way that they contribute to the maintenance of the organisms that produce them. In this paper we analyze and compare these (...) two accounts of organization and argue that understanding biological organisms as cohesively integrated systems benefits from insights from both. To bring together the two accounts, we focus on the notions of control and regulation as bridge concepts. We start from a characterization of biological mechanisms in terms of constraints and focus on a specific type of mechanism, control mechanisms, that operate on other mechanisms on the basis of measurements of variables in the system and its environment. Control mechanisms are characterized by their own set of constraints that enable them to sense conditions, convey signals, and effect changes on constraints in the controlled mechanism. They thereby allow living organisms to adapt to internal and external variations and to coordinate their parts in such a manner as to maintain viability. Because living organisms contain a vast number of control mechanisms, a central challenge is to understand how they are themselves organized. With the support of examples from both unicellular and multicellular systems we argue that control mechanisms are organized heterarchically, and we discuss how this type of control architecture can, without invoking top-down and centralized forms of organizations, succeed in coordinating internal activities of organisms. The impasse became manifest in Occasionalism : its tour de force of an extraneous, divine "synchronization" of the outer and the inner world (the latter denied to animals) not only suffered from its extreme artificiality, the common failing of such ad hoc constructions, but even at so high a cost failed to accomplish its theoretical purpose by its own terms. For the animal machine, like any machine, raises beyond the question of the "how" that of the "what for" of its functioning---of the purpose for which it had thus been constructed by its maker.1 Its performance, however devoid of immanent teleology, must serve an end, and that end must be someone's end. This end may (directly) be itself, as indeed Descartes had implied when declaring self-preservation to be the effect of the functioning of the organic automaton. In that case the existence as such of the machine would be its end--either terminally, or in turn to benefit something else. In the former case, the machine would have to be more than a machine, for a mere machine cannot enioy its existence. But since, by the rigorous conception of the res extensa, it cannot be more than a machine, its function and/or existence must serve something other than itself. Bodily awareness seems to present the body as a topologically connected whole, composed of many parts. In consequence, the source of topological and mereological content of bodily awareness comes into question. In particular, it may be asked whether (a) such content is provided by the bodily sense, i.e., sensory mechanisms which, like proprioception, presents the body “from the inside,” or (b) it is a product of “exteroceptive” elements of bodily awareness, which represents the body “from the outside” in a (...) similar way to that of other physical objects. This paper argues that while passive touch and proprioception are unlikely to present the body as a topological and a mereological whole, such content is likely to be provided by kinesthesis. In consequence, it is plausible that holistic topological and mereological bodily content is present in virtue of certain mechanisms of bodily sense. (shrink)

In this paper, I explore the sociality of emotional experience in the work of Friedrich Nietzsche. Specifically, I describe four key mechanisms through which an individual's sociocultural context shapes her emotional experience on Nietzsche's view—emotional contagion as habitual affective mimicry, the production of emotions' felt character through the assimilation of dominant social beliefs and norms, affective interpretation à la Christopher Fowles, and the imposition of dominant notions of emotional appropriateness—fleshing out a dimension of Nietzsche's thought which is largely (...) taken for granted but remains undertreated. After detailing these mechanisms, I argue that attending to the sociality of emotional experience in Nietzsche's thought is crucial not only for understanding key elements of his moral psychology (including certain of his reflections on freedom and self‐transformation), but also for understanding his interpretation of nihilism as a psychological‐affective phenomenon produced by the society to which one belongs. On Nietzsche's view, attending to the sociality of emotion helps individuals recognize the way in which the sociocultural contexts they inhabit might undermine their flourishing—and also helps them envision the conditions (especially sociocultural conditions) requisite for healthier, more empowering emotional lives. In this paper, I investigate in detail one theoretical approach to the symptom of thought insertion. This approach suggests that patients are lead to disown certain thoughts they are subjected to because they lack a sense of active participation in the occurrence of those thoughts. I examine one reading of this claim, according to which the patients’ anomalous experiences arise from a breakdown of cognitive mechanisms tracking the production of occurrent thoughts, before sketching an alternative reading, according to (...) which their experiences have to be explained in terms of a withdrawal, on the part of the patients themselves, from certain forms of active engagement in reasoning. I conclude with a discussion of the relationship between this view and the idea that patients’ reports of thought insertion reflect a situation in which the boundaries between the self and the world have become uncertain. All parties involved in researching, developing, manufacturing, and distributing COVID-19 vaccines need guidance on their ethical obligations. We focus on pharmaceutical companies' obligations because their capacities to research, develop, manufacture, and distribute vaccines make them uniquely placed for stemming the pandemic. We argue that an ethical approach to COVID-19 vaccine production and distribution should satisfy four uncontroversial principles: optimising vaccine production, including development, testing, and manufacturing; fair distribution; sustainability; and accountability. All parties' obligations should be coordinated and mutually (...) consistent. For instance, companies should not be obligated to provide host countries with additional booster shots at the expense of fulfilling bilateral contracts with countries in which there are surges. Finally, any satisfactory approach should include mechanisms for assurance that all parties are honouring their obligations. This assurance enables countries, pharmaceutical companies, global organisations, and others to verify compliance with the chosen approach and protect ethically compliant stakeholders from being unfairly exploited by unethical behaviour of others.
