When we ask a decision maker to express her preferences, it is typically assumed that we are eliciting a pre-existing set of preferences. However, empirical research has suggested that our preferences are often constructed on the fly for the decision problem at hand. This paper explores the ramifications of this empirical research for our understanding of instrumental rationality. First, I argue that these results pose serious challenges for the traditional decision-theoretic view of instrumental rationality, which demands global coherence amongst all (...) of one's beliefs and desires. To address these challenges, I first develop a minimal notion of instrumental rationality that issues in localized, goal-relative demands of coherence. This minimal conception of instrumental rationality is then used to offer a more sophisticated account of the global aspects of instrumental rationality. The resulting view abandons all-or-nothing assessments of rationality and allows us to evaluate decision makers as being rational to varying degrees. My aim is to propose a theory that is both psychologically and normatively plausible. (shrink)

Julia Annas has affirmed that the kind of modern moral skepticism which denies the existence of objective moral values rests upon a contrast between morality and some other system of beliefs about the world which is not called into doubt. Richard Bett, on the other hand, has argued that the existence of such a contrast is not a necessary condition for espousing that kind of moral skepticism. My purpose in this paper is to show that Bett fails to make a (...) good case against Annas’ thesis. This chapter presents the successive stages to make changes in the Polish development policy after 1989. The national administration reform of 1990 in the Third Commonwealth of Poland restored the local government after 40 years of non-existence during the time of Polish People’s Republic that was a satellite state of the Soviet Union after the Second World War. Another reform took place in 1998 as a part of preparations for the country’s membership in the European Union from 2004. Currently (...) developed strategic documents are suggesting the use of the "polarization and diffusion model of the development." The authors also discuss the regional policy currently implemented in Poland, which was designed in years 2009-2014. The process of creation of new policy includes plans to reform the policy instruments and to update the strategic framework. Conclusions highlight a need for a clearer division of powers between the center and regional governments and the importance of strengthening the financial basis and institutional capacity building. The local food movement is, increasingly, becoming a part of the modern American landscape. However, while it appears that the local food movement is gaining momentum, one could question whether or not this trend is, in fact, politically and socially sustainable. Is local food just another trend that will fade away or is it here to stay? One way to begin addressing this question is to ascertain whether or not it is compatible with liberalism, a set of (...) influential political theories that have shaped and continue to shape our political system. In this paper, I argue that the local food movement is partially compatible with forms of liberalism that accept the limited application of the principle of neutrality, as there are two directions or trends within local food: (1) The systems based direction and (2) the individual focused direction. The systems based direction is not compatible while the individual focused movement is largely compatible with liberalism. I go on to argue that the two directions form a dialectic that increases the political and social sustainability of the movement as a whole. Conceiving of the individual focused and the systems focused directions as in opposition to one another is, itself, a mistake. (shrink)

Local Recurrency Theory (LR) holds that recurrent loops of neural activity localized to the visual cortex are necessary and sufficient for visual consciousness (if certain background conditions obtain). LR’s popularity has recently waned in favor of theories holding that higher-level types of processing are necessary for consciousness (for example, the Global Neuronal Workspace Theory and Higher-order Theory). This has been in part because of empirical evidence thought to disconfirm LR. However, these competing theories now face challenges of their own, (...) often coming in the form of evidence showing that higher-level brain areas (that is, in the prefrontal cortex) are probably not essential for consciousness. Given growing challenges to LR's competitors, it would be timely to re-assess the prospects for LR. This article carries out such an investigation, first laying out the theory precisely, then going on to survey the evidence presented against it. What will be found is that none of the evidence necessarily undermines LR, but instead just fosters its theoretical enrichment. The overall conclusion: LR remains among our most promising neuroscientific theories of visual consciousness. (shrink)

In this paper, I examine Max Deutsch’s dilemma for the implementation of newly engineered concepts. In the debate over this dilemma, the goal of conceptual engineering tends to be set either too high or too low. As a result, implementation tends to be seen as either very unlikely to succeed or too easily achievable. This paper aims to offer a way out of this dilemma. I argue that the success conditions for implementation can be better understood if we distinguish between (...) different stages in the implementation process. Implementation is a complex process involving several stages, each of which can be evaluated as a success or a failure. I argue that even if an implementation does not reach the final stage in which a new concept is widely used in the society at large, it may not be a complete failure: conceptual engineers may not even aim for a new concept to be widely used in the society at large; or even if they do and a new concept only circulates in a smaller subgroup, this can still be a significant achievement. The upshot is that we should take more seriously the possibility that conceptual engineering can be implemented locally at the subgroup level. (shrink)

The present paper is an attempt at examining the value configuration and the socio-demographical profiles of the local political elites in four countries of East-Central Europe: Romania, the Czech Republic, Bulgaria, and Poland. The treatment is a comparative one, predominantly descriptive and exploratory, and employs, as a research method, the case-study, being a quite circumscribed endeavor. The cases focus on the members of the Municipal/Local Council in four towns similar in terms of demography and developmental strategies (i.e. small-to-medium (...) sized communities of around 35,000 inhabitants, with economies largely based on food industry and commercial activities): Tecuci (Galați county, Romania), Česká Lípa (Liberec region, Czech Republic), Targovishte (Targovishte province, Bulgaria), and Oleśnica (Lower Silesia province, Poland). Hypothesizing that the local elites of the former Sovietized Erurope tend to differ in outlook, priorities, and value attainment, as compared to their Western counterparts, the paper considers the former’s attitudes and perspectives in regard to seven values: a series of values customarily connected with the concept of ‘democracy’ (i.e. citizen participation, political conflict, gradual change, economic equality), state intervention in economy, decentralization and increased local autonomy, cultural-geographical self-identification. The study uses, as well, five models of value attainment in what concerns the ‘ideal portrait’ of the local councilor (Putnam 1976): ethical, pragmatic, technocratic, political, and gender. According to the results of a study applying a standard written questionnaire among the local councilors of the three communities in the period December 2010-February 2013, the paper distinguishes among three corresponding types of local elites: (1) ‘predominantly elitistic,’ (2) ‘democratic elitist,’ and (3) ‘predominantly democratic,’ following two types of explanation accounting for the differences among the four cases: the legacy of the defunct regime and the degree of administrative decentralization. This study evaluated the citizens’ assessment ofthe delivery of environmental management programs of the Local Government Unit (LGU) of Banga, Aklan employing the CitizenSatisfaction Index System (CSIS). Particularly, the study determined the awareness, availment, satisfaction,and need for action on the LGU’s environmental management programs. The study applied a mix of quantitative and qualitative methods. The samples were determined by applying the Multi-Stage Random Probability Sampling technique to give all the citizens an equal chance to be selected as a participant. (...) The 150 respondents were drawn from barangays with larger shares of the population. The qualified sample respondents were identified using the Kish Grid. All respondents were 18 years old and above. An odd-numbered questionnaire was administered to male respondents while an even-numbered questionnaire was targeted to female respondents. The reasons for their response were likewise gathered. The study concluded that most of the respondents were aware of the clean-up programs/projects. On the other hand, a low awareness was attained on projects such as air pollution control programs and solid waste management. A high percentage of respondents had availed of environmental management programs offered in the LGU. Overall, many respondents were happy with the local government unit's environmental management activities, indicating that less action is necessary. The LGU should improve its air pollution control and solid waste management initiatives, according to the recommendations. Appropriate measures must be used to persuade people to participate, particularly those who burn their trash. Seminars and courses on appropriate trash disposal are held and conduct of regular tree-planting activities may be carried out to help resolve this problem. (shrink)

The local burning velocity and the flame displacement speed are the dominant properties in the mechanism of turbulent premixed combustion. The flame displacement speed and the local burning velocity have been investigated separately, because the flame displacement speed can be used for the discussion of flame-turbulence interactions and the local burning velocity can be used for the discussion of the inner structure of turbulent premixed flames. In this study, to establish the basis for the discussion on the (...) effects of turbulence on the inner structure of turbulent premixed flames, the indirect relationship between the flame displacement speed and the local burning velocity was investigated by the flame stretch, the flame curvature, and the tangential strain rate using DNS database with different density ratios. It was found that for the local tangential strain rate and the local flame curvature, the local burning velocity and the flame displacement speed had the opposite correlations in each density ratio case. Therefore, it is considered that the local burning velocity and the flame displacement speed have a negative correlation. (shrink)

The performance in the delivery of environmental management programs of the local government of Lezo, Aklan, Philippines was evaluated in this study. Through the Multi-Stage Random Probability Sampling technique, 150 respondents from barangays’ share in the municipal population were determined based on the Philippine Statistical Authority’s Data on Census Population and Housing for the 2015. The probability respondents were selected using the Kish Grid where female respondents were given even numbered questionnaires while male respondents were assigned odd numbers. The (...) four major core concepts namely awareness, availment, satisfaction and need for action were used in measuring the ratings presented in frequency and percentage distributions. Interview was also conducted to gather reasons for their ratings. The study inferred that majority of the respondents were highly aware of the community-based greening project. However, low awareness was attained on projects such as air pollution control program and waste-water management. A high percentage of respondents have availed the environmental management programs except for solid waste management. Overall, majority of the respondents were satisfied of the environmental management programs rendered by the local government unit and therefore needs less action. It is recommended that the local government unit strengthen air pollution control program. (shrink)

This paper considers the 20-year period that began with the US presence, interrogating the dynamics that helped ensure the failure of the US project – purportedly a democratic, rights-based state. It particularly examine how international actors and Afghan leaders ignored local culture and context to their ultimate detriment. The lack of attention paid to these elements helped create an opportunity for the Taliban to take power again with little opposition once the United States departed the country.

Citizen Satisfaction Index System (CSIS) was used to assess the delivery of support to education initiatives in the municipality of Banga, Aklan, Philippines. The samples were determined using multiple application of stratified random sampling approach. In accordance with the Philippine Statistical Authority's Data on Census Population and Housing for 2015, barangays having a bigger share of the population contributed more respondents to the 150 targeted participants. Following the inclusion criteria, the probability respondents were chosen using the Kish Grid. Pre-numbered questionnaires (...) were distributed, with odd numbers targeting male responders and even numbers targeting females. The following criteria were used to evaluate the respondents' assessments: awareness, availment of the program/service, satisfaction, and need for action. Furthermore, interviews were conducted to better understand and investigate the respondents' thoughts, behavior, and perspectives. The reasons for their reaction were also obtained. The data was provided in percentage as well as frequency distributions. The study inferred that awareness on alternative learning system and/or special education program should be improved since it is the only program that attained low rating for awareness. Most of the residents were not able to avail education programs because they have no household member who attends school. Majority of the respondents who availed the services were satisfied. However, scholarship and other assistance programs to students may be enhanced to improve service delivery. It is highly recommended by the citizens to improve accessibility to scholarship programs and other forms of financial assistance to students. (shrink)

This article develops an account of local epistemic practices on the basis of case studies from ethnobiology. I argue that current debates about objectivity often stand in the way of a more adequate understanding of local knowledge and ethnobiological practices in general. While local knowledge about the biological world often meets criteria for objectivity in philosophy of science, general debates about the objectivity of local knowledge can also obscure their unique epistemic features. In modification of Ian (...) Hacking’s suggestion to discuss “ground level questions” instead of objectivity, I propose an account that focuses on both epistemic virtues and vices of local epistemic practices. (shrink)

Local miracle compatibilists claim that we are sometimes able to do otherwise than we actually do, even if causal determinism obtains. When we can do otherwise, it will often be true that if we were to do otherwise, then an actual law of nature would not have been a law of nature. Nevertheless, it is a compatibilist principle that we cannot do anything that would be or cause an event that violates the laws of nature. Carl Ginet challenges this (...) nomological principle, arguing that it is not always capable of explaining our inability to do otherwise. In response to this challenge, I point out that this principle is part of a defense against the charge that local miracle compatibilists are committed to outlandish claims. Thus it is not surprising that the principle, by itself, will often fail to explain our inability to do otherwise. I then suggest that in many situations in which we are unable to do otherwise, this can be explained by the compatibilist’s analysis of ability, or his criteria for the truth of ability claims. Thus, the failure of his nomological principle to explain the falsity of certain ability claims is no strike against local miracle compatibilism. (shrink)

The ontology of Local Quantum Physics, Rudolf Haag’s framework for relativistic quantum theory, is reviewed and discussed. It is one of spatiotemporally localized events and unlocalized causal intermediaries, including the elementary particles, which come progressively into existence in accordance with a fundamental arrow of time. Haag’s conception of quantum theory is distinguished from others in which events are also central, especially those of Niels Bohr and John Wheeler, with which it has been compared.

One motivation for preferring the many worlds interpretation of quantum mechanics over realist rivals, such as collapse and hidden variables theories, is that the interpretation is able to preserve locality (in the sense of no action at a distance) in a way these other theories cannot. The primary goal of this paper is to make this argument for the many worlds interpretation precise, in a way that does not rely on controversial assumptions about the metaphysics of many worlds.

With growing global concerns about water scarcity and environmental sustainability, understanding the factors influencing individual water conservation behaviors is crucial. This study utilizes the Bayesian Mindsponge Framework (BMF) analytics to investigate the relationship between concerns of local issues and water conservation behaviors in a sample of 1831 residents in Albuquerque, New Mexico, USA. New Mexico is an arid region of which 90% faced severe drought driven by the most significant wildfire in state history and some of the driest months (...) ever recorded in 2022. The results show a positive association between the drought or water scarcity concern and the number of water conservation behaviors adopted. Likewise, the positive association between the concern about population growth and development and water conservation behaviors is also observed. However, further examination is needed due to the weak reliability of this relationship. In contrast, negative associations between concerns about water quality and water bills with water conservation behaviors are also identified. Based on these findings, the study discusses the potential of building the eco-surplus culture by improving information dissemination of water-saving methods and existing water-related issues in the local areas. According to global skepticism, we know nothing. According to local skepticism, we know nothing in some particular area or domain of discourse. Unlike their global counterparts, local skeptics think they can contain our invincible ignorance within limited bounds. I argue that they are mistaken. Local skepticism, particularly the kinds that most often get defended, cannot stay local: if there are domains whose truths we cannot know, then there must be claims outside those domains that we cannot (...) know even if they are true. My argument focuses on one popular form of local skepticism, ethical skepticism, but I believe that the argument generalizes to cover other forms as well. (shrink)

The essential idea of Leibniz’s Theodicy was little understood in his time but has become one of the organizing themes of modern mathematics. There are many phenomena that are possible locally but for purely mathematical reasons impossible globally. For example, it is possible to build a spiral staircase that is rising at any given point, but it is impossible to build one that is rising at all points and comes back to where it started. The necessity is mathematically provable, so (...) not subject to exception by divine power. Leibniz’s Theodicy argues that God could improve the universe locally in many ways, but not globally. This paper defends Leibniz, giving positive reasons for believing that there are so many necessary interconnections between goods and evils that God is faced with a choice like the classic Trolley case, where all of the scenarios that could be chosen upfront contain evils, but some more than others. Local changes for the better seem easy to imagine, but a proper understanding of global constraints undermines the initial impression that they can be done without global cost. The paper concludes by explaining how the context of the Leibnizian argument makes it reasonable to pursue the issue of whether there are no worlds better than this one. (shrink)

Roger Penrose is known for his proposals, in collaboration with Stuart Hameroff, for quantum action in the brain. These proposals, which are still recent, have a prior, less known basis, which will be studied in the following work. First, the paper situates the framework from which a mathematical physicist like Penrose proposes to speak about consciousness. Then it shows how he understands the possible relationships between computation and consciousness and what criticism from other authors he endorses, to conclude by explaining (...) how he understands this relationship between consciousness and computation. Then, it focuses on the concept of non-locality so essential to his understanding of consciousness. With some examples, such as impossible objects or aperiodic tiling, the study addresses the concept of non-locality as Penrose understands it, and then shows how far he intends to arrive with that concept of non-locality. The present article emphasizes the importance and necessity of introducing local beables in quantum mechanics from the ontological and epistemological points of view. We argue that suggesting beables in the ontology of quantum mechanics is necessary to give an adequate account of its testability.

Despite concerted efforts to nurture SMMEs through a number of methods, including LED initiatives, a high failure rate persists in South Africa. As the quest for a sustainable solution continues, this paper investigates the challenges that SMMEs face in the context of the Bushbuckridge Local Municipality (BLM). The quantitative approach was adopted for data collection. Through the use of a survey questionnaire, data were collected from a sample of fifty owners/managers who were reached through the stratified sampling technique. The (...) study singled out lack of financial assistance, managerial skills, inaccessible global markets as the most dominant challenges to the development of SMMEs apart from the high crime rate and the fear of xenophobia. Lack of technology and insufficient government support received far lesser approval from participants as these were perceived to have less impact on SMMEs growth. A single-blind experiment was conducted on free-responsive spatially non-local perception of free-selective simple photographic targets. One author (the tasker) chose a photographic target not subjected to a priori compiling, and the other author (the perceiver) attempted to unconventionally perceive the target. Feedback was expected prior to a new target being selected. A hundred trials were completed over 11 months. Thirteen judges offered gradings that collectively projected an apparent information requisition yield (AIRY). The AIRY refers to two aspects of the (...) matching of a taskette (a target’s counterpart) with respect to the target based on fuzzy scales from 0% to 100%, graded with an increment of 10%. The type-I or “tangibility” aspect of matching assessed the extent of the resemblance of a taskette to the target in terms of the shape or structural details of the primary physical entity/event. The type-II or “intangibility” aspect of the matching assessed the degree of the reconstruction of a taskette to the target in terms of the feature or functionality of the predominant physical entity/event. A total of 6 taskettes received >50% grades in both type-I and type-II aspects of matching with their respective targets. This outcome may correspond to an effect size of 1.47 if the chance-expectation may give a benchmark proportion of 3 out of 100 trials producing >50% grades in both type-I and type-II aspects of matching. Patterns indicating target interference associated with two trials entail further investigation. The approaches offer new insights to quantifying the band-limited information throughputs of spatially non-local perception. (shrink)

Non-locality is one of the great mysteries of quantum mechanics (qm). There is a new realist interpretation of qm on the table whose notion of time incorporates both of McTaggart's A-series and B-series. In this philosophically motivated interpretation there is no fact of the matter as to whether the 'now' of one system is the 'now' of another system, until measurement. But this reproduces the idea that the spins of a Bell pair of electrons do not become definite 'until' measurement. (...) And this almost trivially allows for non-locality. (shrink)

This paper presents a philosophical view on approaching the study of local wisdom (kearifanlokal): first, human social systems are systems of self-reference; second, human sociality is actualized in social systems that are contingent. Abstract: For the last two decades, land and land-related problems are more complicated ever before. Especially the proliferation of large-scale rural land investments and the vulnerability of the local communities in land abundant developing countries instigated researchers, human right activists, and international and regional organizations to proposed governance guidelines, principles, and codes of conduct for large-scale land investments. To identify policy flaws on the protection of local community rights under the governance process of large-scale rural land investment in (...) Amhara National Regional State Ethiopia the commonalities of those international and regional accepted governance guiding lines and principles are taken as a point of reference to examine the land governance policies of the region through the approach of document analysis. The result shows all legislation with regard to the governance of large-scale rural land investment is flawed throughout the land policy reform processes and identified five ways in which the de jure land-related rights of the local communities are compromised and exacerbated the vulnerability of their livelihoods. In this paper, I analyze the least discussed of Kant’s four examples of duty in the first section of his Groundwork to the Metaphysics of Morals: the gout sufferer who is no longer motivated by natural interest in his long-term wellbeing, and is thus in a unique position to secure his own happiness from duty. This example has long been wrongly interpreted as a failure of prudential rationality, as recently illustrated by Allen Wood’s reading of that example. -/- I argue (...) that the gout sufferer example is meant to illustrate a violation of a duty to the self and should not be confused with mere prudential failure. The example also helps us understand the line between prudential reason and duties to the self. I show that given Kant’s conception of happiness as an indeterminate concept and his hedonistic account of non-moral ends, it can sometimes be more rational from the perspective of empirical practical reason to choose short term over long-term wellbeing when long term wellbeing seems uncertain in regard to expected pleasure. In other words: Kant’s account of empirical practical reason does not rule out as irrational choosing short term pleasure at the expense of long-term wellbeing. However, this is precisely why the gout sufferer’s long-term happiness can be directly morally required and so becomes the content of a duty to the self. To explain how there can be a direct duty to promote our own happiness under certain circumstances I also elucidate Kant’s distinction between direct and indirect duties. (shrink)

In this study, the idea of the local African community as a social structure ensuring the security of its members is presented. An understanding of the concept of security is first briefly discussed, followed by the meaning of the concept of the local African community. The chapter also makes an a priori distinction between what one can call “moderate” and “radical” types of communal life and two case studies exemplifying them are presented. The chapter aims to analyze the (...) trade off, in terms of provision of security, including economic security, by local communities, for the shaping of a democratic political culture in Sub-Saharan Africa. Most importantly, however, this chapter also highlights the rationality that underpins the seemingly low-quality democratic political activities of members of local African communities. (shrink)

In this paper, we use antecedent-final conditionals to formulate two problems for parsing-based theories of presupposition projection and triviality of the kind given in Schlenker 2009. We show that, when it comes to antecedent-final conditionals, parsing-based theories predict filtering of presuppositions where there is in fact projection, and triviality judgments for sentences which are in fact felicitous. More concretely, these theories predict that presuppositions triggered in the antecedent of antecedent-final conditionals will be filtered (i.e. will not project) if the negation (...) of the consequent entails the presupposition. But this is wrong: John isn’t in Paris, if he regrets being in France intuitively presupposes that John is in France, contrary to this prediction. Likewise, parsing-based approaches to triviality predict that material entailed by the negation of the consequent will be redundant in the antecedent of the conditional; but John isn’t in Paris, if he’s in France and Mary is with him is intuitively felicitous, contrary to these predictions. Importantly, given that the trigger appears in sentence-final position, both incremental (left-to-right) and symmetric versions of such theories make the same predictions. These data constitute a challenge to the idea that presupposition projection and triviality should be computed on the basis of parsing. This issue is important because it relates to the more general question as to whether presupposition and triviality calculation should be thought of as a pragmatic post-compositional phenomenon or as part of compositional semantics (as in the more traditional dynamic approaches). We discuss a solution which allows us to maintain the parsing-based pragmatic approach; it is based on an analysis of conditionals which incorporates a presupposition that their antecedent is compatible with the context, together with a modification to Schlenker’s (2009) algorithm for calculating local contexts so that it takes into account presupposed material. As we will discuss, this solution works within a framework broadly similar to that of Schlenker’s (2009), but it doesn’t extend in an obvious way to other parsing-based accounts (e.g. parsing-based trivalent approaches). We conclude that a parsing-based theory can be maintained, but only if we adopt a substantial change of perspective on the framework. (shrink)

The present research aims to describe the impact of socio-cultural factors, especially the attitude of the surrounding community, regarding the existence of a PT Semen Tonasa factory in Bungoro-Pangkep. Besides, it also aims to describe the impact of the socio-economy, especially the livelihoods and cultural background of the community, as well as provide a comparison of the past, and present types of businesses that can support the community to survive. An endogenous plant is the result of a long process combined (...) with other social phenomena. The data collection methods used included in-depth interviews with selected informants, observations, and group discussions. The findings reinforce a situation or condition of the impact of the livelihood of life, and public attitudes towards the construction of integrated plants. (shrink)

Libraries provide resources for knowledge acquisition, recreation, personal interests and inter-personal relationships for all categories of users. It enables the individual to obtain spiritual, inspirational, and recreational activities through reading, and therefore the opportunity of interacting with the society’s wealth and accumulated knowledge. This study examined the undergraduate students’ use of University library services and resources. It was affirmed the undergraduate utilized the University Libraries as learning centre. Abstract: This study is designed to investigate the influence of menstruation on the academic achievement of senior secondary school Biology students in Irewole Local Government Area of Osun State, Nigeria. In the light of this, three specific objectives and research questions were highlighted not only to achieve but also to answer. The study employed quasi-experimental design. Besides, purposive sampling technique was used to take a sample of sixty-five (65) Grade 11 (Senior Secondary School II) students from three public high (...) school within the study area. The data generated from the instrument that is Biology Achievement Test (BAT) was analysed with the aid of a component of inferential statistics. The findings revealed a significant relationship between the academic achievement of students in Biology and menstruation. This is because, students before their menstrual period had mean score of 45 marks which was slightly higher than the one they had during (that is 42 marks) their menstrual period. A significant association between the academic achievement of students in Biology and menstrual pains was also observed. However, there was no significant relationship between the academic achievement in Biology among participants and duration of menstruation. This means that number of days used to complete menstruation period was insignificant to academic achievement of the participants in Biology. It is inferred from the study that there is relationship between menstruation and students’ academic performance in Biology among public secondary schools. Recommendations such as provision of conducive facilities in schools, constant awareness programme on the subject matter among others were made. (shrink)

The study aims to investigate indigenous communities’ socio-economic impacts as a result of the COVID-19 pandemic and to explore coping strategies to aid in the socio-economic recovery of indigenous communities. -/- The COVID-19 pandemic has had a negative impact on indigenous people's livelihoods, including employment and income, education, the migration of people, health, and natural resources. As a result of COVID-19, the indigenous people have lost their employment and income. The price of fish has decreased, which has lowered their ability (...) to make money from selling fish. Migrant workers returned home because they were concerned about their health security and many lost their jobs. Schools were closed because of COVID-19 and this increased education inequality. Health was impacted because it was difficult to access health services due to restrictions on travel. Returning migrants have pressured forest and fishery resources through increases in the number of fishers, which include the migrants who have returned to their own village. -/- The RGC, rural communities and indigenous communities have taken a number of measures to cope with the issues stemming from COVID-19. Migrant workers tried to look for local employment, used fishing to supplement household consumption and income needs, and often borrowed money from neighbors. Students attempted to use e-learning that was facilitated by the government; teachers visited some students’ homes, and older students supported younger students in their school lessons. In terms of health, home visits were facilitated for pregnant women, and people sought permission to travel to health centers. After giving birth, families were visited and offered a small amount of money to support their basic needs. To deal with natural resources, some coping strategies included smaller groups of patrolling teams, support grants from CSOs for forest and fishery resource patrolling, drone delivery to community fishery committees, and requesting community members to report illegal fishing or logging. And to minimize the spread of COVID-19, a mandatory 14-day quarantine at home was imposed on all people returning to the village. (shrink)

Given the close relatedness of local issues, water scarcity, and sustainability, this research sought to investigate the factors affecting residents’ willingness to reuse direct and indirect potable water in the arid region. Utilizing the Bayesian Mindsponge Framework (BMF), an analysis was undertaken with a sample of 1,831 water consumers in the City of Albuquerque, the most populous city in New Mexico, United States. The primary analysis revealed positive associations between local concerns about drought or water scarcity and population (...) growth with residents' willingness to reuse direct and indirect potable water. Conversely, concerns about water quality and water bills were found to be negatively associated with the willingness to utilize directly and indirectly recycled water for drinking. In light of these findings, the study explores the potential of fostering an eco-surplus culture by cultivating a sense of environmental responsibility and acknowledging the relationship between local issues and environmental conditions. Simultaneously, the study proposes collaboration between the government and residents to promote water reuse programs to conserve water resources effectively. (shrink)

Unless indigenous languages are revitalized in research and instruction, education itself will become the totalizing machine that will shut off spaces of discourse in the regions. This is due to the fact that language is the primary medium through which education and its cosmopolitan aims are carried out in pedagogical institutions. Knowledge, skills and principles are structurally transmitted in schools that employ the mainstream language either of the national, i.e., Filipino, or the international level, i.e., English, in instruction. But the (...) hegemony of the mainstream language, without discounting the cosmopolitan value of the aims of education, threatens to silence diverse voices of discourses that operate within local and regional spaces. This threat becomes real when the agents of the educational enterprise in the regions embrace the promise of cosmopolitanism at the expense of or to the forgetfulness of their own socio-cultural resources especially their language. The “local food” movement has been growing since at least the mid- twentieth century with the founding of the Rodale Institute. Since then, local food has increasingly become a goal of food systems. Today, books and articles on local food have become commonplace, with popular authors such as Barbara Kingsolver1 and Michael Pollan2 espousing the virtues of eating locally. Additionally, local food initiatives, such as the “farm- tofork,” “Buying Local,” and “Slow Food” have gained a (...) strong international following with clearly visible impacts on the food industry and policy. The numbers of local farmers’ markets, community- supported agriculture projects, and community gardens have been on the rise steadily since 1994. (shrink)

Over 60% of all epidemics have a zoonotic origin, that is, they result from the transmission of infectious diseases from animals to humans. The spill-over of diseases often happens because humans exploit and use animals. In this article, I outline the four most common interfaces that favour the emergence and spread of zoonotic infectious diseases: wildlife hunting, small-scale farming, industrialised farming practices and live animal markets. I analyse which practices serve human food security – and thus have a non-trivial purpose (...) – and which predominantly have an economic purpose or serve as a symbol of wealth. I conclude that many practices that increase the risk for zoonotic infectious disease outbreaks actually do not contribute to the survival and food security of humans. I make two arguments in turn. First, I argue that in cases where the consumption and use of animal products does not contribute to the food security of a population, then this population has a duty to abstain from them, since they impose a grave and avoidable risk to themselves as well as to innocent third-parties. However, some communities must sometimes rely on practices that increase the risk of emergence and transmission of zoonotic infectious diseases, because they have no healthy alternatives. That is, the food security of the local population depends on the consumption and use of risky animal products. The second argument I advance is that, in such scenarios, the international community has a duty to provide the communities concerned with alternative food options, as well as economic and educational opportunities and technologies, in order to reduce the spill-over risk of infectious diseases. Given that abstention from such practices contributes signifcantly to the public good and benefits the international community, the latter has a corresponding duty to provide local communities which abandon such practices with alternatives. Globalization and sophisticated information technology continually flow in all aspects of human lives. Awareness and social control mainly derive from the society as the owner of literature, culture, and local wisdom. They are hoped to have deeply and powerful understanding about actualization in the presence of cultural values which exist in each ethnic in Indonesia. The awareness could create the character building “sipakatau, sipakalebbi, and sipakaraja”mutual honor, respect, and value. This research aims to find out and to describe: (a) (...) the meanings of literature/culture that have philosophical, religious, and social/humanity values and (b) the meanings of ancestral local wisdom. This research is texts and field research. Its approach is “Semiotic Symbols”.The managing of documentation and revitalization of language, literature, and culture has been done, but it is still not maximal yet. This is done in order to avoid extinction. Therefore, the teachers and lectures now must do research to reveal the meanings beyond meaning, and to teach them to their students that are contained in the songs and the ancestral local wisdom of each ethnic in Indonesia. The best solution is to teach them through education. By this way, our nation generations will know and understand their culture. Therefore, it could accelerate the character building and self dignity of our nation who has a high culture, high dignity, and high civilization. (shrink)

In a previous paper, I argued that neuroscience and psychology could in principle undermine libertarian free will by providing support for a subset of what I called “statements of local determination.” I also argued that Libet-style experiments have not so far supported statements of that sort. In a commentary to the paper, Adina Roskies and Eddy Nahmias accept the claim about Libet-style experiments, but reject the claim about the possibilities of neuroscience. This paper is a tentative step towards a historical cognitive science, in the domain of memory and personal identity. I treat theoretical models of memory in history as specimens of the way cultural norms and artifacts can permeate ('proto')scientific views of inner processes. I apply this analysis to the topic of psychological control over one's own body, brain, and mind. Some metaphors and models for memory and mental representation signal the projection inside of external aids. Overtly at least, medieval and (...) Renaissance theorists agreed that such models had to allow for, or even guarantee, some conception of cognitive order and discipline. Individual memory traces had to be independent, not mixed up or interfering with others. The long tradition of improving or bypassing 'natural memory' by deliberately internalizing artefactual models was part of an arduous process of self-fashioning. Moral panic about confusion and mixture features centrally in the imposition of cognitive discipline in local memory traditions. (shrink)

One of the central topics in semantic theory over the last few decades concerns the nature of local contexts. Recently, theorists have tried to develop general, non-stipulative accounts of local contexts (Schlenker, 2009; Ingason, 2016; Mandelkern & Romoli, 2017a). In this paper, we contribute to this literature by drawing attention to the local contexts of subclausal expressions. More specifically, we focus on the local contexts of quantificational determiners, e.g. `all', `both', etc. Our central tool for probing (...) the local contexts of subclausal elements is the principle Maximize Presupposition! (Percus, 2006; Singh, 2011). The empirical basis of our investigation concerns some data discussed by Anvari (2018b), e.g. the fact that sentences such as `All of the two presidential candidates are crooked' are unacceptable. In order to explain this, we suggest that the local context of determiners needs to contain the information carried by their restrictor. However, no existing non-stipulative account predicts this. Consequently, we think that the local contexts of subclausal expressions will likely have to be stipulated. This result has important consequences for debates in semantics and pragmatics, e.g. those around the so-called "explanatory problem" for dynamic semantics (Soames, 1982; Heim, 1990; Schlenker, 2009). The violation of Bell inequalities by quantum physical experiments disproves all relativistic micro causal, classically real models, short Local Realistic Models (LRM). Non-locality, the infamous “spooky interaction at a distance” (A. Einstein), is already sufficiently ‘unreal’ to motivate modifying the “realistic” in “local realistic”. This has led to many worlds and finally many minds interpretations. We introduce a simple many world model that resolves the Einstein Podolsky Rosen paradox. The model starts out as a classical LRM, thus clarifying (...) that the many worlds concept alone does not imply quantum physics. Some of the desired ‘non-locality’, e.g. anti-correlation at equal measurement angles, is already present, but Bell’s inequality can of course not be violated. A single and natural step turns this LRM into a quantum model predicting the correct probabilities. Intriguingly, the crucial step does obviously not modify locality but instead reality: What before could have still been a direct realism turns into modal realism. This supports the trend away from the focus on non-locality in quantum mechanics towards a mature structural realism that preserves micro causality. (shrink)

This paper examined the possibility of applying the concept of serendipity, which has been referred to in various fields, to Local Government public relations channels. By reviewing the literature, definitions of the concept of serendipity and its evaluation scale in each field were organized. As a result, since the definition of serendipity differs depending on the field, it was found that it is possible to apply it to Local Government Public Relations channels by defining the concept of serendipity (...) for each paper. A norm of local expert deference says that your credence in an arbitrary proposition A, given that the expert's probability for A is n, should be n. A norm of global expert deference says that your credence in A, given that the expert's entire probability function is E, should be E(A). Gaifman (1988) taught us that these two norms are not equivalent. Stalnaker (2019) conjectures that Gaifman's example is "a loophole". Here, I substantiate Stalnaker's suspicions by providing characterisation theorems (...) which tell us precisely when the norms give different advice. They tell us that, in a good sense, Gaifman's example is the only case where the two norms differ. I suggest that the lesson of the theorems is that Bayesian epistemologists need not concern themselves with the differences between these two kinds of norms. While they are not strictly speaking equivalent, they are equivalent for all philosophical purposes. (shrink)

The objective of this article is to demonstrate how the historical debate between materialism and idealism, in the field of Philosophy, extends, in new clothes, to the field of Quantum Physics characterized by realism and anti-realism. For this, we opted for a debate, also historical, between the realism of Albert Einstein, for whom reality exists regardless of the existence of the knowing subject, and Niels Bohr, for whom we do not have access to the ultimate reality of the matter, unless (...) conditioning it to the existence of an observer endowed with rationality, position adopted in the Interpretation of Complementarity – posture that was expanded in 1935 when Bohr assumed a “relationalist” conception, according to which the quantum state is defined by the relationship between the quantum object and the entire measuring device. This is an extremely important debate, as it further consolidates the results of nascent Quantum Mechanics, guaranteeing Bohr the leadership of the orthodoxy based on the interpretation of complementarity. Here, when dealing with Quantum Theory, we will not make any distinction between the terms Quantum Physics, Quantum Theory or Quantum Mechanics. The entire discussion will be held under the name “Quantum Theory”. Theory that tries to analyze and describe the behavior of physical systems of reduced dimensions, close to the sizes of molecules, atoms and subatomic particles. We hope that the reader will appreciate the genius of these two titans in this field of Physics when they magnificently formulate the arguments that support the object of their defenses. (shrink)

There are two types of artificial general intelligence (AGI) safety solutions: global and local. Most previously suggested solutions are local: they explain how to align or “box” a specific AI (Artificial Intelligence), but do not explain how to prevent the creation of dangerous AI in other places. Global solutions are those that ensure any AI on Earth is not dangerous. The number of suggested global solutions is much smaller than the number of proposed local solutions. Global solutions (...) can be divided into four groups: 1. No AI: AGI technology is banned or its use is otherwise prevented; 2. One AI: the first superintelligent AI is used to prevent the creation of any others; 3. Net of AIs as AI police: a balance is created between many AIs, so they evolve as a net and can prevent any rogue AI from taking over the world; 4. Humans inside AI: humans are augmented or part of AI. We explore many ideas, both old and new, regarding global solutions for AI safety. They include changing the number of AI teams, different forms of “AI Nanny” (non-self-improving global control AI system able to prevent creation of dangerous AIs), selling AI safety solutions, and sending messages to future AI. Not every local solution scales to a global solution or does it ethically and safely. The choice of the best local solution should include understanding of the ways in which it will be scaled up. Human-AI teams or a superintelligent AI Service as suggested by Drexler may be examples of such ethically scalable local solutions, but the final choice depends on some unknown variables such as the speed of AI progress. For Humean atomists, cosmic contents supervene on a spatiotemporal mosaic of modally insulated, freely recombinable local qualities. One piecemeal subspecies of Humean atomism promises more than global supervenience—somehow or other—on a separable base; it constrains how exactly elemental inputs yield everything else. Roughly, the distribution of basic local qualities across elements in one part of our cosmos metaphysically suffices for the complete local physical state of that part: anything sharing this part’s basic elemental decoration should share its (...) more complete contents, regardless of what may be happening elsewhere. On a non-piecemeal alternative, derivative contents can be recognizably local to, or manifest within, one part of our cosmos while reflecting some more global elemental base. To develop this alternative, non-piecemeal Humeans can borrow inspiration from some critics of Humean supervenience, who already distinguish a broader notion of locality from strict Humean intrinsicality. This article attempts to open the debate on a territorial development perspective that fixes the interest in organized territories that are characterized by the existence of a community with a local identity, politically and administratively regulated. We conceive these territories as subjects of development promotion interventions. For this we propose a model for the creation of Municipal Development Forums, which with the participation of local actors, can generate a tailor-made Local Development Program. The development program will consider (...) a diagnosis of the productive profile of the territory and its relationship with the characteristics and origin of goods or services consumed at the municipality. Based on the diagnosis, the causes of the decoupling between the local production system and consumption needs can be detected. And with this, find a way to readjust local production systems to meet the demand for goods and services of the inhabitants, generating new companies and encouraging local consumption. (shrink)
