Ideas for explaining the mechanism of gravity involving the expansion of matter have been proposed several times since the 1890’s. Due to their radical nature and other reasons, these ideas have not gotten much attention. Another essential feature needed to augment the viability of the model proposed here---even more important than matter expansion---is that of space generation. I.e., the production of space by matter, involving motion into or outfrom a fourth spatial dimension. An experiment is proposed whose result would unequivocally (...) either falsify the model or support it. Analyses of star cluster velocity dispersions suggest that some support already exists. The simplest, most definitive way to test the model is to build and operate an apparatus that may be called a Small Low-Energy Non-Collider. Essentially the same experiment was proposed by Galileo in 1632. We are way overdue to at last bring to fruition this idea put forth by the Father of Modern Science so long ago. (shrink)

The year 2021 marked the commemoration of the centenary of the appearance of the stridentist movement and the literary avant-garde in Mexico. Stridentism broke into the public con- sciousness with the publication of the leaflet Actual No 1 on the main thoroughfares of Mexico City, convulsing the cultural en- vironment of the early 1920s and bringing together diverse young artists to undertake a literary renewal. This facsimile edition of Actual No 3, the final issue of Manuel Maples Arce’s magazine, which (...) appeared a hundred years ago this year and which until very recently was practically unknown, seeks to bring to the pub- lic something that is at once a singular avant-garde object and a magazine that expressed, at a very early stage, the cosmopolitan, iconoclastic, youthful character of stridentism and its time. "Stridentist Neo-object Actual No 3" is a essay that shows that from foundationless things and objects without gravitation to recomposed neo-objects emerges one of the lengthiest, rup- tured, polyhedric mutations in all fields of knowledge. The historical avant-gardes worked precisely in the turning of the tide on auratic objects that led to the appearance of neo-objects or recomposed objects. In their approach to objects, they tried var- ious operations: they deepened the depresentification of “natural” or “given” things, seeking—in some cases—dematerialization, the simultaneity of planes, the breakdown of logical links, while in others they the sought the primacy of the concept. They created multidimensional neo-objects shot through with events, on the scales of spaces, from the juxtaposed to the dislocated, the simultaneous contiguous to the dispersed, and the close to the distant. They criticized objects and materials they saw as bourgeois, auratic, and linked to ancient traditions and techniques. It is great honor to be even a virtual part of an event to celebrate the work of Leslie Zines, and especially to celebrate it in such august company. Leslie was a colleague that I greatly admired and liked. The disciplinary divide between us was not any bar to affection, though Leslie never let me forget that the constitutional-law terrain was sacred ground on which outsiders ventured at their peril. I particularly enjoyed the way that he, like our mutual, recently (...) departed friend, Paul Finn, gently mocked the pretensions of a philosopher to declaim on topics jurisprudential. I fear I’m going to tread on his ground again in this little paper and I can only beg his, and Paul’s, posthumous indulgence. My topic is the dispersion of power within the state. This ideal has a long history but has ceased to be much celebrated by those who endorse it and has come in for fierce attack among populist opponents. It’s not an exaggeration to say, in Yeats’s words, that on this subject ‘The best lack all conviction, while the worst Are full of passionate intensity’. In this short paper I would like to rehearse reasons why we should warmly endorse the dispersive ideal. And endorse it, regardless of how we dub it: whether, for example, we describe it in a mainly twentieth-century formula, as the separation of powers; in an eighteenth-century antecedent as a regime of checks and balances; in an earlier name that goes back to the Roman Republic as a mixed constitution; or in a term I myself favor as a polycentric arrangement or system. Abstract: The intent of this paper is to provide a simple focus on that math- ematical concept and solution, phenomenological velocity to shine light on a worthy topic for mathematicians and physicists alike. Phenomenological Veloc- ity is essential to the formulation of a gestalt cosmology. The bibliography of this paper provides references to the extensive research that has been conducted by myself on the topic. I have performed conditional integrals of the phenomeno- logical velocity in its most liberated (...) standard-algebraic form, I have shown that the computational-phenomenological velocity satisfies its real-analytic solution when not using the speed of light in scientific notation to get the computational version, thus demonstrating that it is a valid solution. So, phenomenological velocity has profound consequences to the foundations of physics as civilization moves into a galactic scale and information is communicated at the quantum level, because it is such a mathematical reality it ought not be ignored when considering topics from hidden dimensions (a real, algebraic technique) and rel- ativity to gravity and dark matter. It gives us a new perspective on how we perceive the meaning of velocity itself with pragnanz, and thus with the new meaning, perspectives can change. I hope the reader will investigate the com- bined research I have performed on this topic, available by referencing the works in this bibliography to fully understand the nature of the arguments being made within. Sustainability with spatial-ecological model gives attention to urban environments in the design review management to comply with Earth’s system. Naturally exchanged patterns of ecosystems have consistent and periodic cycles to preserve energy flows and materials in Earth’s system. The Probabilistic Risk Assessment (PRA) technique is utilized to assess the safety of an industrial complex. The other analytical approach is the Failure-Safe Mode and Effect Analysis (FMEA) for critical components. The (...) plant safety parameters are identified for engineering topology as employed in assessment safety of industrial ecology. In particular, the most severe accidental release of hazardous gaseous is postulated, analyzed and assessment in industrial region. The IAEA-safety assessment procedure is used to account the duration and rate of discharge of liquid chlorine. The ecological model of plume dispersion width and concentration of chlorine gas in the downwind direction is determined using Gaussian Plume Model in urban and rural areas and presented with SURFER®. The prediction of accident consequences is traced in risk contour concentration lines. The local greenhouse effect is predicted with relevant conclusions. The spatial-ecological model is predicted for multiple factors distribution schemes of multi-criteria analysis. The input–output analysis is explored from the spillover effect, and we conducted Monte Carlo simulations for sensitivity analysis. Their unique structure is balanced within “equilibrium patterns”, such as the composite index for biosphere with collective structure of many distributed feedback flows. These dynamic structures are related to have their physical and chemical properties and enable a gradual and prolonged incremental pattern. While this spatial model structure argues from ecology, resource savings, static load design, financial and other pragmatic reasons, the outcomes are not decisive in an artistic/architectural perspective. The hypothesis is deployed to unify analytic and analogical spatial structure in development urban environments using optimization loads as an example of integrated industrial structure where the process is based on engineering topology of systems ecology. The flame displacement speed is one of the major characteristics in turbulent premixed flames. The flame displacement speed is experimentally obtained from the displacement normal to the flame surface, while it is numerically evaluated by the transport equation of the flame surface. The flame displacement speeds obtained both experimentally and numerically cannot be compared directly because their definitions are different. In this study, two kinds of experimental flame displacement speeds—involving the mean inflow velocity and the local flow velocity—were (...) simulated using the DNS data with the different Lewis numbers, and were compared with the numerical flame displacement speed. The simulated experimental flame displacement speed involving the mean inflow velocity had no correlation with the numerical flame displacement speed, while the simulated displacement speed involving the local flow velocity had a clear correlation with the numerical displacement speed in the cases of higher Lewis number than unity. The correlation coefficient of the simulated displacement speed involving the local flow velocity with the numerical displacement speed had a maximum value on the isosurface of the reaction progress variable with the maximum temperature gradient where the dilation effect of the flame is strongest. Korea Atomic Energy Research Institute (KAERI) has been carrying out a scaled-down moderator test program to simulate the CANDU-6 moderator circulation phenomena during steady state operation and accident conditions. The Moderator Circulation Test (MCT) facility was designed and constructed as 1/4 scale of the prototype of CANDU-6 reactor. In the present work spatial distribution of two-dimensional velocity in the MCT facility under isothermal condition was measured using planar Particle Image Velocimetry (PIV) system which consists of double pulsed laser, synchronizer, (...) and high speed camera. TSI’s Insight TM 4G software was used to perform PIV image capturing, PIV calculation and post processing. 10 μm sized silver-coated hollow sphere particles were used as flow tracer particles. Multiple experiments were conducted to cover large area of the MCT facility with limited field of view of a single camera. Instantaneous and averaged velocity field were analyzed for each spatial position and flow rate. This research is capable of offering validation data for self-reliant CFD tools to predict moderator subcooling margin in CANDU-6 reactor. (shrink)

The local burning velocity and the flame displacement speed are the dominant properties in the mechanism of turbulent premixed combustion. The flame displacement speed and the local burning velocity have been investigated separately, because the flame displacement speed can be used for the discussion of flame-turbulence interactions and the local burning velocity can be used for the discussion of the inner structure of turbulent premixed flames. In this study, to establish the basis for the discussion on the (...) effects of turbulence on the inner structure of turbulent premixed flames, the indirect relationship between the flame displacement speed and the local burning velocity was investigated by the flame stretch, the flame curvature, and the tangential strain rate using DNS database with different density ratios. It was found that for the local tangential strain rate and the local flame curvature, the local burning velocity and the flame displacement speed had the opposite correlations in each density ratio case. Therefore, it is considered that the local burning velocity and the flame displacement speed have a negative correlation. (shrink)

Samuel Bagg's The Dispersion of Power: A Critical Realist Theory of Democracy is an excellent book. It lays out and defends, in detail, an ambitious new account of the significance of democratic institutions and practices, which it sees as centrally concerned with avoiding state capture. That account powerfully illuminates many important topics in democratic theory, responding in persuasive and novel ways to old questions as well as offering new areas to explore. However, its near-exclusive focus on domination by the very (...) wealthy may limit the insights it can provide. The idea of state capture's full power may only be made available though by adopting a more varied account of the common good that it stymies, and of the interests that may mobilize against those shared interests. Pogge, O'Neill, Elkins, and others propose the "dispersal" or "unbundling" of state sovereignty, allegedly to disincentivize war, to foster global and regional cooperation on environment, justice, and other issues of naturally supra-state concern, as well as to tailor some functions or jurisdictions to more local, regional, or differently shaped geographical areas. All these proposals are guilty of function-atomism, i.e. they ignore the massive benefits of clustering identically bounded functions or jurisdictions in a single territory. These benefits include the effective enforcement (...) of law; the effective production of public goods and deterrence of free-riding; the coinciding of the tax base, law formation and enforcement and sustaining community of media, schools, universities, and other vital institutions; and the fostering of democratic community and participation in a significant political structure. This paper reviews current initiatives to establish carbon offset forests in suburban and peri-urban environments. While moments of density occur within urban territories the general spatial condition is one of fragmented and patchy networks made up of a heterogeneous mix of residential enclaves, industrial parks, waste sites, infrastructure easements interspersed with forests, agriculture, leftover voids and overlooked open space. These overlooked open spaces have the potential to form a new green urban structure of carbon offset forests as cities respond to (...) the carbon economy. Furthermore such urban spaces are not likely to diminish over time as cities are not only growing larger but are becoming more dispersed according to recent World Bank reports. This strong trend is not limited to developed or developing cities but is a worldwide phenomenon. The photon is typically regarded as a unitary object that is both particle-discrete and wave-continuous. This is a paradoxical position and we live with it by making dualism a fundamental feature of radiation. It is argued here that the photon is not unitary; rather it has two identities, one supporting discrete behavior and the other supporting continuous (wave) behavior. There is photon kinetic energy that is always discrete/localized on arrival; it never splits (on half-silvered mirrors) or diffracts (in pinholes or (...) slits). Then there is the photon’s probability wavefront that is continuous and diffractable. Acknowledging that the photon has two identities explains the photon’s dual nature. And wave-particle duality is central to quantum mechanics. Understanding it leads to new insights into the photon’s constant velocity and its entanglement with another photon. (shrink)

Psychopaths routinely disregard social norms by engaging in selfish, antisocial, often violent behavior. Commonly characterized as mentally disordered, recent evidence suggests that psychopaths are executing a well-functioning, if unscrupulous strategy that historically increased reproductive success at the expense of others. Natural selection ought to have favored strategies that spared close kin from harm, however, because actions affecting the fitness of genetic relatives contribute to an individual’s inclusive fitness. Conversely, there is evidence that mental disorders can disrupt psychological mechanisms designed to (...) protect relatives. Thus, mental disorder and adaptation accounts of psychopathy generate opposing hypotheses: psychopathy should be associated with an increase in the victimization of kin in the former account but not in the latter. Contrary to the mental disorder hypothesis, we show here in a sample of 289 violent offenders that variation in psychopathy predicts a decrease in the genetic relatedness of victims to offenders; that is, psychopathy predicts an increased likelihood of harming non-relatives. Because nepotistic inhibition in violence may be caused by dispersal or kin discrimination, we examined the effects of psychopathy on (1) the dispersal of offenders and their kin and (2) sexual assault frequency (as a window on kin discrimination). Although psychopathy was negatively associated with coresidence with kin and positively associated with the commission of sexual assault, it remained negatively associated with the genetic relatedness of victims to offenders after removing cases of offenders who had coresided with kin and cases of sexual assault from the analyses. These results stand in contrast to models positing psychopathy as a pathology, and provide support for the hypothesis that psychopathy reflects an evolutionary strategy largely favoring the exploitation of non-relatives. The impetus theory of motion states that to be in motion is to have a non-zero velocity. The at-at theory of motion states that to be in motion is to be at different places at different times, which in classical physics is naturally understood as the reduction of velocities to position developments. I first defend the at-at theory against the criticism raised by Arntzenius that it renders determinism impossible. I then develop a novel impetus theory of motion that reduces (...) positions to velocity developments. As this impetus theory of motion is by construction a mirror image of the at-at theory of motion, I claim that the two theories of motion are in fact epistemically on par—despite the unfamiliar metaphysical picture of the world furnished by the impetus version. For instance, in classical physics we arrive at a particle’s velocity by taking the time-derivative of its position, and we arrive at a particle’s acceleration by taking the time-derivative of its velocity. Because rates of change are defined in terms of other continuous quantities, most think that facts about some rate of change obtain in (...) virtue of facts about those other continuous quantities. For example, on this view facts about a particle’s velocity at a time obtain in virtue of facts about how that particle’s position is changing at that time. In this paper we raise a puzzle for this orthodox reductionist account of rate of change quantities and evaluate some possible replies. We don’t decisively come down in favour of one reply over the others, though we say some things to support taking our puzzle to cast doubt on the standard view that spacetime is continuous. (shrink)

The electronic and muonic hydrogen energy levels are calculated very accurately [1] in Quantum Electrodynamics (QED) by coupling the Dirac Equation four vector (c ,mc2) current covariantly with the external electromagnetic (EM) field four vector in QED’s Interactive Representation (IR). The c -Non Exclusion Principle(c -NEP) states that, if one accepts c as the electron/muon velocity operator because of the very accurate hydrogen energy levels calculated, the one must also accept the resulting electron/muon internal spatial and time coordinate operators (...) (ISaTCO) derived directly from c without any assumptions. This paper does not change any of the accurate QED calculations of hydrogen’s energy levels, given the simplistic model of the proton used in these calculations [1]. The Proton Radius Puzzle [2, 3] may indicate that new physics is necessary beyond the Standard Model (SM), and this paper describes the bizarre, and very different, situation when the electron and muon are located “inside” the spatially extended proton with their Centers of Charge (CoCs) orbiting the proton at the speed of light in S energy states. The electron/muon center of charge (CoC) is a structureless point that vibrates rapidly in its inseparable, non-random vacuum whose geometry and time structure are defined by the electron/muon ISaTCO discrete geometry. The electron/muon self mass becomes finite in a natural way due to the ISaTCOs cutting off high virtual photon energies in the photon propagator. The Dirac-Maxwell-Wilson (DMW) Equations are derived from the ISaTCO for the EM fields of an electron/muon, and the electron/muon “look” like point particles in far field scattering experiments in the same way the electric field from a sphere with evenly distributed charge “e” “looks” like a point with the same charge in the far field (Gauss Law). The electron’s/muon’s three fluctuating CoC internal spatial coordinate operators have eight possible eigenvalues [4, 5, 6] that fall on a spherical shell centered on the electron’s CoM with radius in the rest frame. The electron/muon internal time operator is discrete, describes the rapid virtual electron/positron pair production and annihilation. The ISaTCO together create a current that produce spin and magnetic moment operators, and the electron and muon no longer have “intrinsic” properties since the ISaTCO kinematics define spin and magnetic moment properties. This article is devoted to describing results of conceptualization of the idea of mind at the stage of maturity. Delineated the acquisition by the energy system (mind) of stable morphological characteristics, which associated with such a pivotal formation as the discourse. A qualitative structural and ontological sign of the system transition to this stage is the transformation of the verbal morphology of the mind into a discursive one. The analysis of the poststructuralist understanding of discourse in the context of the (...) dispersion of meanings (Foucault) made it possible to formulate a notion of it as a meaning that is constituted by the relation between the discursive practice and the worldview, regarded as a meta-discourse or a global discursive formation. In consequence of this relationship, a discrete and simultaneous scattering of meanings arises, the procedural side of which is a concrete discourse, and its productive aspect is linked with the creation of a local discursive formation. Based on this view it is proposed a logical formula of discourse, which takes into account the entropy of the language and the entropy of the worldview, as a particular manifestation of the mind entropy. Using this formula and considering the reactive nature of discourse, it was developed a classification, which included such types of discourses as reactive, suggestive, synthetic and creative. In turn, the proposed types of discourses are correlated with the specific characteristics of certain activities, as a psychological category. Also, it was considered the translation of the structure of discourse dissipation from the cognitive plan into the affective sphere because of which it is formed a hierarchy of significances, which performs the sense-forming function. It was analyzed the inverse influence of the hierarchy of significances on the structure of meanings dispersion and for respective account it was introduced a conditional coefficient of the value deviation of the significance of the meanings. This parameter reflects the sense correction of the meaning that occurs in the process of the emergence of discourse from discursive practice. Thus, the discourse is presented as a complex dynamic formation of the mind arising at the maturity stage of the system as a result of the combined effect of entropic dispersion of meanings and the value deviation of their significances. From The Cone of Perception, volume one of my collected works, you will remember that one of the main topics in that work was V-Curvature, also called, "phenomenological velocity." In that work, although a solution to the v - curvature variable was provided as well as many graphs that yielded numerous jewels of spiral formulations in exquisite 3D color formations, that method by which the solution was found was not iterated. This chapter begins by showing how it is possible (...) to solve for something that ideally ought cancel out with itself and how, although commutation between square roots is valid, there may be room here for an alternate route of accessing a hidden dimension - that dimension we call V-Curvature, or, "Phenomenological Velocity." In a preceding publication a fundamentally oriented and irreversible world was shown to be de- rivable from the important principle of least action. A consequence of such a paradigm change is avoidance of paradoxes within a “dynamic” quantum physics. This becomes essentially possible because fundamental irreversibility allows consideration of the “entropy” concept in elementary processes. For this reason, and for a compensation of entropy in the spread out energy of the wave, the duality of particle and wave has to be (...) mediated via an information self-image of matter. In this publication considerations are extended to irreversible thermodynamics, to gravitation and cos- mology with its dependence on quantum interpretations. The information self-image of matter around particles could be identified with gravitation. Because information can also impose an al- ways constant light velocity there is no need any more to attribute such a property to empty space, as done in relativity theory. In addition, the possibility is recognized to consider entropy genera- tion by expanding photon fields in the universe. Via a continuous activation of information on matter photons can generate entropy and release small energy packages without interacting with matter. This facilitates a new interpretation of galactic redshift, emphasizes an information link between quantum- and cosmological phenomena, and evidences an information-triggered origin of the universe. Self-organized processes approach maximum entropy production within their constraints. In a far from equilibrium world also information, with its energy content, can self- organize to a higher hierarchy of computation. It is here identified with consciousness. This ap- pears to explain evolution of spirit and intelligence on a materialistic basis. Also gravitation, here identified as information on matter, could, under special conditions, self-organize to act as a su- per-gravitation, offering an alternative to dark matter. Time is not an illusion, but has to be understood as flux of action, which is the ultimate reality of change. The concept of an irreversible physical world opens a route towards a rational understanding of complex contexts in nature. (shrink)

Purpose. This article is devoted to the case study of relevant linguacultural stereotypes of the particular organization’s managerial culture and based on corresponding results the inquiry of the discourses formation features associated with the lexico-semantic meanings dispersion of (Foucault). -/- Methods and Procedure of Research. Top managers of a large Ukrainian enterprise (67 respondents) were asked to arbitrarily describe the following concepts – “manager”, “subordinate”, “managerial style”. Each concept was differentiated according to the principle of the lexico-semantic opposition (“productive – (...) counterproductive”). The obtained set of texts was lemmatized and a frequency analysis of the lemmas was carried out as well. Collocations were also evaluated, in particular, repeated n-grams were identified. In the further analysis were used all detected n-grams and those lemmas, the observed frequencies of which statistically significantly exceeded the expected ones. -/- Results. Discourse formation features are determined by the paradigmatic relations of lexico-semantic units (words) and their semantic linear compatibility. The paradigmatic dispersion of a discourse is represented by the quality of connections between lemmas according to the criterion of the paradigm types to be found. Also informative is the assessment of the lemmas number (granularity of the discourse) and the spectrum diversity of paradigmatic relations in the discourse. These parameters reflect the properties of homogeneity/complexity of discourse meanings dispersion. The syntagmatic dissemination of discourse is manifested by the features of the words semantic linear interrelationship in each n-gram. This parameter reflects the quality of rationalizations (verbal-logical chains) associated with the corresponding discourses. The length of n-grams (the number of words) is also indicative – the higher n, the more differentiated the discourse is and vice versa. Matching the words semantics in n-grams with lemmas allows one to draw a conclusion regarding the internal consistency (integration) of the discourse. -/- Conclusions. Psycholinguistic tools can be effectively used in an organizational phenomena study. In particular, the frequency analysis of lemmas, their lexico-semantic evaluation, as well as the qualitative analysis of n-grams in the problem-targeted texts of respondents allows one to solve applied research issues related to the assessment of current linguacultural trends in an organization and understanding their possible causes. Managerial culture, as a linguacultural phenomenon, is represented by a set of stably reproduced discourses in the process of the organization’s functioning. At the same time, discourses are constituted by the dispersion of meanings (words), which is being realized in two linguistic dimensions – paradigmatic and syntagmatic ones. (shrink)

This paper introduces an optimized framework for secure cloud storage that integrates data encryption, decryption, and dispersion using cutting-edge optimization techniques. The proposed model enhances data security by first encrypting the data, then dispersing it across multiple cloud servers, ensuring that no single server holds the complete dataset. Decryption occurs only when the dispersed data fragments are reassembled, which adds an additional (...) layer of security. We also explore various optimization algorithms to improve the efficiency of encryption and dispersion processes, thereby reducing computational overhead while maintaining high security. The paper considers the symmetries of a bit of information corresponding to one, two or three qubits of quantum information and identifiable as the three basic symmetries of the Standard model, U(1), SU(2), and SU(3) accordingly. They refer to “empty qubits” (or the free variable of quantum information), i.e. those in which no point is chosen (recorded). The choice of a certain point violates those symmetries. It can be represented furthermore as the choice of a privileged reference frame (e.g. that (...) of the Big Bang), which can be described exhaustively by means of 16 numbers (4 for position, 4 for velocity, and 8 for acceleration) independently of time, but in space-time continuum, and still one, 17th number is necessary for the mass of rest of the observer in it. The same 17 numbers describing exhaustively a privileged reference frame thus granted to be “zero”, respectively a certain violation of all the three symmetries of the Standard model or the “record” in a qubit in general, can be represented as 17 elementary wave functions (or classes of wave functions) after the bijection of natural and transfinite natural (ordinal) numbers in Hilbert arithmetic and further identified as those corresponding to the 17 elementary of particles of the Standard model. Two generalizations of the relevant concepts of general relativity are introduced: (1) “discrete reference frame” to the class of all arbitrarily accelerated reference frame constituting a smooth manifold; (2) a still more general principle of relativity to the general principle of relativity, and meaning the conservation of quantum information as to all discrete reference frames as to the smooth manifold of all reference frames of general relativity. Then, the bijective transition from an accelerated reference frame to the 17 elementary wave functions of the Standard model can be interpreted by the still more general principle of relativity as the equivalent redescription of a privileged reference frame: smooth into a discrete one. The conservation of quantum information related to the generalization of the concept of reference frame can be interpreted as restoring the concept of the ether, an absolutely immovable medium and reference frame in Newtonian mechanics, to which the relative motion can be interpreted as an absolute one, or logically: the relations, as properties. The new ether is to consist of qubits (or quantum information). One can track the conceptual pathway of the “ether” from Newtonian mechanics via special relativity, via general relativity, via quantum mechanics to the theory of quantum information (or “quantum mechanics and information”). The identification of entanglement and gravity can be considered also as a ‘byproduct” implied by the transition from the smooth “ether of special and general relativity’ to the “flat” ether of quantum mechanics and information. The qubit ether is out of the “temporal screen” in general and is depicted on it as both matter and energy, both dark and visible. (shrink)

Some argue that time’s causal arrow is grounded in an underlying thermodynamic asymmetry. Often, this is tied to Humean skepticism that causes produce their effects, in any robust sense of ‘produce’. Conversely, those who advocate stronger notions of natural necessity often reject thermodynamic reductions of time’s causal arrow. Against these traditional pairings, I argue that ‘reduction-plus-production’ is coherent. Reductionists looking to invoke robust production can insist that there are metaphysical constraints on the signs of objects’ velocities in any state, given (...) other—including far later—states’ properties. The Past Hypothesis may thus be a metaphysical condition, not a physical law. (shrink)

The research aims to identify the trends of Palestinian higher educational institutions in Gaza Strip as learning organizations from the perspective of senior management in the Palestinian universities in Gaza Strip. The researchers used descriptive analytical approach and used the questionnaire as a tool for information gathering. The questionnaires were distributed to senior management in the Palestinian universities. The study population reached (344) employees in senior management is dispersed over (3) Palestinian universities. A stratified random sample of (182) employees from (...) the Palestinian universities was selected and the recovery rate was (69.2%). Statistical analysis (SPSS) program was used for analysis and processing the data. The study found the following results: There is an agreement about: the importance of the focus of "organizational structure" with an average approval, the importance of "technological infrastructure" axis with high approval, and the importance of "strategic" with an average approval. The results concluded that the study sample agree on the importance of "organizational dimension" highly. The results showed that the sample believe that the "strategic leadership" level in the universities got medium-approval. There is a fair level agreement about the axis of interest "teams / committees". There is an agreement about the importance of the "human dimension" moderately. The results showed that the sample is highly agreed about the importance of focus of the "knowledge management", and the focus of the "continuing education". They agreed weakly to somewhat about the importance of the focus of "scientific research", moderately agree about the importance of the center of "institutional culture", agree moderately on the importance of "cognitive dimension". The results showed that the sample largely agree on the importance of the focus of "strategic partnerships and alliances". They agree highly on the axis "keep up with the labor market" and on the focus of the importance of "technology incubators". The results showed that the sample moderately agree about the importance of the theme on "consulting and training", the importance of the focus of "social responsibility", and the focus of the "Community dimension". The study found a group of recommendations including: there is a need to provide suitable environment that achieve learning organizations. There is a need to develop the technological infrastructure (hardware, software, networks, databases, and human skills) because of the great advantages that they offer. The universities need to adopt knowledge management in the academic and administrative departments because knowledge is the core of the work of these departments. The establishment of technology incubators in universities to adopt outstanding university research projects, to protect, to supports, and to market them; furthermore, to develop the capabilities and skills of employees in the field of information technology. My two daughters would love to go tobogganing down the hill by themselves, but they are just toddlers and I am an apprehensive parent, so, before letting them do so, I want to ensure that the toboggan won’t go too fast. But how fast will it go? One way to try to answer this question would be to tackle the problem head on. Since my daughters and their toboggan are initially at rest, according to classical mechanics, their final velocity (...) will be determined by the forces they will be subjected to between the moment the toboggan will be released at the top of the hill and the moment it will reach its highest speed. The problem is that, throughout their downhill journey, my daughters and the toboggan will be subjected to an incredibly large number of forces—from the gravitational pull of any massive object in the universe to the weight of the snowflake that is sitting on the tip of one of my youngest daughter’s hairs—so that any attempt to apply the theory directly to the real-world system in all its complexity seems to be doomed to failure. We review some of the main implications of the free-energy principle (FEP) for the study of the self-organization of living systems – and how the FEP can help us to understand (and model) biotic self-organization across the many temporal and spatial scales over which life exists. In order to maintain its integrity as a bounded system, any biological system - from single cells to complex organisms and societies - has to limit the disorder or dispersion (i.e., the long-run entropy) of (...) its constituent states. We review how this can be achieved by living systems that minimize their variational free energy. Variational free energy is an information theoretic construct, originally introduced into theoretical neuroscience and biology to explain perception, action, and learning. It has since been extended to explain the evolution, development, form, and function of entire organisms, providing a principled model of biotic self-organization and autopoiesis. It has provided insights into biological systems across spatiotemporal scales, ranging from microscales (e.g., sub- and multicellular dynamics), to intermediate scales (e.g., groups of interacting animals and culture), through to macroscale phenomena (the evolution of entire species). A crucial corollary of the FEP is that an organism just is (i.e., embodies or entails) an implicit model of its environment. As such, organisms come to embody causal relationships of their ecological niche, which, in turn, is influenced by their resulting behaviors. Crucially, free-energy minimization can be shown to be equivalent to the maximization of Bayesian model evidence. This allows us to cast natural selection in terms of Bayesian model selection, providing a robust theoretical account of how organisms come to match or accommodate the spatiotemporal complexity of their surrounding niche. In line with the theme of this volume; namely, biological complexity and self-organization, this chapter will examine a variational approach to self-organization across multiple dynamical scales. Those inclined to positions in the philosophy of time that take tense seriously have typically assumed that not all regions of space-time are equal: one special region of space-time corresponds to what is presently happening. When combined with assumptions from modern physics this has the unsettling consequence that the shape of this favored region distinguishes people in certain places or people traveling at certain velocities. In this paper I shall attempt to avoid this result by developing a tensed picture of (...) reality that is nonetheless consistent with ‘hypersurface egalitarianism’—the view that all hypersurfaces are equal. Many philosophers of physics think that physical rates of change, like velocity or acceleration in classical physics, are extrinsic. Many philosophers of mind think that phenomenal properties, which characterize what it’s like to be an agent at a time, are intrinsic. I will argue that these two views can’t both be true. Given that these two views are in tension, we face an explanatory challenge. Why should there be any interesting connection between these physical quantities and consciousness in the (...) first place? In a speculative spirit, I close by developing a panpsychist view which promises to explain this connection in a particularly satisfying way. (shrink)

Da un punto di vista psicologico, sociale ed educativo l'impianto ideologico neoliberista viene allora contrastato dalla ripresa di un pensiero critico, radicale e rivoluzionario, che riutilizza il principio dell'infinito creativo (...) e doppiamente dialettico, di lontana matrice presocratica e bruniana. In this paper we show how a realistic normative democratic theory can work within the constraints set by the most pessimistic empirical results about voting behaviour and elite capture of the policy process. After setting out the empirical evidence and discussing some extant responses by political theorists, we argue that the evidence produces a two-pronged challenge for democracy: an epistemic challenge concerning the quality and focus of decision-making and an oligarchic challenge concerning power concentration. To address the challenges we then (...) put forward three main normative claims, each of which is compatible with the evidence. We start with a critique of the epistocratic position commonly thought to be supported by the evidence. We then introduce a qualified critique of referenda and other forms of plebiscite, and an outline of a tribune-based system of popular control over oligarchic influence on the policy process. Our discussion points towards a renewal of democracy in a plebeian but not plebiscitarian direction: Attention to the relative power of social classes matters more than formal dispersal of power through voting. We close with some methodological reflections about the compatibility between our normative claims and the realist program in political philosophy. (shrink)

This paper provides an examination of some problems caused by the concentration of influence in the capital markets of developed countries. In particular, I argue that large asset managers exercise quasi-political power that is not democratically legitimate. In section two, I will examine the economic driver behind the size and power of the big asset managers: the passive investing revolution. I will discuss several respects in which this revolution has fundamentally changed capital markets, most notably by making a large share (...) of investors universal owners. In the third section, I argue for my central analytical conjecture: asset managers exercise quasi-political power. They use their influence to shape the rules of the game in public capital markets in order to implement social and environmental policies that have traditionally been the exclusive purview of states. “Asset manager capitalism” is a recent term coined to refer to the contemporary system of corporate governance that succeeded the Berle and Means corporation with its dispersed ownership; the argument of this section is that asset manager capitalism is also a new political-economic regime. In the fourth section I defend my central normative claim: asset manager capitalism is an untenable and illegitimate political-economic arrangement, for at least two reasons. First, the power of asset managers is not checked by any institutional constraints, and is not rendered legitimate by any democratic process. More fundamental than this procedural critique is an argument that the interests of asset managers could not be aligned with the public interest, given the fact that the distribution of capital is highly unequal. I conclude by discussing several proposals to reform asset manager capitalism. (shrink)

We present an epistemological schema of natural sciences inspired by Peirce's pragmaticist view, stressing the role of the \emph{phenomenological map}, that connects reality and our ideas about it. The schema has a recognisable mathematical/logical structure which allows to explore some of its consequences. We show that seemingly independent principles as the requirement of reproducibility of experiments and the Principle of Sufficient Reason are both implied by the schema, as well as Popper's concept of falsifiability. We show that the schema has (...) some power in demarcating science by first comparing with an alternative schema advanced during the first part of the 20th century which has its roots in Hertz and has been developed by Einstein and Popper. Further, the identified differences allow us to focus in the construction of Special Relativity, showing that it uses an intuited concept of velocity that does not satisfy the requirements of reality in Peirce. While the main mathematical observation connected with this issue has been known for more than a century, it has not been investigated from an epistemological point of view. A probable reason could be that the socially dominating epistemology in physics does not encourage such line of work. We briefly discuss the relation of the abduction process presented in this work with discussions regarding ``abduction'' in the literature and its relation with ``analogy''. (shrink)

In 1922, Thoralf Skolem introduced the term of «relativity» as to infinity от set theory. Не demonstrated Ьу Zermelo 's axiomatics of set theory (incl. the axiom of choice) that there exists unintended interpretations of anу infinite set. Тhus, the notion of set was also «relative». We сan apply his argurnentation to Gödel's incompleteness theorems (1931) as well as to his completeness theorem (1930). Then, both the incompleteness of Реапо arithmetic and the completeness of first-order logic tum out to bе (...) also «relative» in Skolem 's sense. Skolem 's «relativity» argumentation of that kind сan bе applied to а vету wide range of problems and one сan spoke of the relativity of discreteness and continuity or, of finiiteness and infinity, or, of Cantor 's kinds of infinities, etc. The relativity of Skolemian type helps us for generaIizing Einstein 's principle of relativity from the invariance of the physical laws toward diffeomorphisms to their invariance toward anу morphisms (including and especiaIly the discrete ones). Such а kind of generalization from diffeomorphisms (then, the notion of velocity always makes sense) to anу kind of morphism (when 'velocity' mау оr maу not make sense) is an extension of the general Skolemian type оГ relativity between discreteness and continuity от between finiteness and infinity. Particularly, the Lorentz invariance is not valid in general because the notion of velocity is limited to diffeomorphisms. [п the case of entanglement, the physical interaction is discrete0. 'Velocity" and consequently, the 'Lorentz invariance'"do not make sense. The guiding thread of the paper is the diagnosis that the advanced division of cognitive labor (that is, intellectual specialization) engenders a set of perennial, political and epistemic challenges (Millgram 2015) that, simultaneously, also generate opportunities for philosophy. In this paper, I re-characterize the nature of synthetic philosophy as a means to advance and institutionalize philosophy. For my definition of synthetic philosophy see section 2. In section 1, I treat Plato’s Republic as offering two models to represent philosophy's relationship to (...) the other sciences within the advanced division of labor. I highlight that for Plato intellectual specialization is central not just to economic, but also to political life. And, yet, that the very dispersion of scientific expertise, and its esoteric nature, also generates non-trivial challenges to the recognition and political utilization of knowledge. From Plato we can infer that in imperfect circumstances, philosophy’s self-constitution is, in part, a response to these challenges in political epistemology. However, how philosophy is institutionalized differs through time. In section 2, I re-introduce my conceptualization of synthetic philosophy and restate it. This makes visible that synthetic philosophy is already widely practiced in the profession as philosophy of the special sciences, PPE, formal modelling, public philosophy, etc. I use recent work by Dorst (2023) to illustrate synthetic philosophy and to identify some of the processes that give rise to the need for it. In sections 2-3, I contrast my account with the evolving ways that Philip Kitcher has conceptualized synthetic philosophy in order to make more precise the version promoted here. The current rise of neurodevelopmental disorders poses a critical need to detect risk early in order to rapidly intervene. One of the tools pediatricians use to track development is the standard growth chart. The growth charts are somewhat limited in predicting possible neurodevelopmental issues. They rely on linear models and assumptions of normality for physical growth data – obscuring key statistical information about possible neurodevelopmental risk in growth data that actually has accelerated, non-linear rates-of-change and variability encompassing skewed distributions. Here, (...) we use new analytics to profile growth data from 36 newborn babies that were tracked longitudinally for 5 months. By switching to incremental (velocity-based) growth charts and combining these dynamic changes with underlying fluctuations in motor performance – as the transition from spontaneous random noise to a systematic signal – we demonstrate a method to detect very early stunting in the development of voluntary neuromotor control and to flag risk of neurodevelopmental derail. It is often argued that our obligations to address structural injustice are collective in character. But what exactly does it mean for ‘ordinary citizens’ to have collective obligations visà- vis large-scale injustice? In this paper, I propose to pay closer attention to the different kinds of collective action needed in addressing some of these structural injustices and the extent to which these are available to large, unorganised groups of people. I argue that large, dispersed and unorganised groups of people are (...) often in a position to perform distributive collective actions. As such, ordinary citizens can have massively shared obligations to address structural injustice through distributive action, but, ultimately, such obligations are ‘collective’ only in a fairly weak sense. The aim of the article is to show a new interpretation of Nicolás Gómez Dávila’s philosophy by means of an analysis of his early work Textos I. In the article it is demonstrated that the ten essays of this book, apparently dispersed, are connected thematically around the big questions of philosophical anthropology. They also can be described as phenomenological exercises from the methodological point of view. A philosophical hermeneutic of the Dávila’s work, attending different moments of his philosophy and rejecting (...) the will to find a total system of thinking in a fragmented work, must be put forward. Since his Metaphysische Anfangsgründe der Naturwissenschaft was first published in 1786, controversy has surrounded Immanuel Kant’s conception of matter. In particular, the justification for both his dynamical theory of matter and the related dismissal of mechanical philosophy are obscure. In this paper, I address these longstanding issues and establish that Kant’s dynamism rests upon Leibnizian, metaphysical commitments held by Kant from his early pre-Critical texts on natural philosophy to his major critical works. I demonstrate that, throughout his corpus and inspired (...) by Leibniz, Kant endorses the a priori law of continuity of alteration as a truth of metaphysics, according to which all alterations in experience must occur gradually through all intervening degrees. The principle thus legislates against mechanical philosophy’s absolutely impenetrable atoms, as they would would involve instantaneous changes of velocity in impact. This reveals the metaphysical incoherencies in mechanical philosophy and leaves Kant’s own dynamical theory of matter, grounded on material forces, as the only viable approach to physical explanation. Subsequently, I demonstrate that Kant nevertheless made conceptual space in his system for the theoretical consideration of mechanical explanations, which makes manifest one of the positive roles that the faculty of reason can play with respect to natural science. The GOOGLE and XPRIZE $5,000,000 for the practical and socially useful utilization of the quantum computer is the starting point for ontomathematical reflections for what it can really serve. Its “output by measurement” is opposed to the conjecture for a coherent ray able alternatively to deliver the ultimate result of any quantum calculation immediately as a Dirac -function therefore accomplishing the transition of the sequence of increasingly narrow probability density distributions to their limit. The GOOGLE and XPRIZE problem’s solution needs (...) the initial understanding that the result of any quantum calculation is a wave function, or respectively, a probability (density or not) distribution unlike the Turing machine one, and only a “calculating ray” is able to transform the former into the later without any “curving” disturbances. Thus, the unique capability of the quantum computer due to its inherent quantum parallelism can be conserved for all Gödel unresolvable problems, only on the fast “NP” track of which the quantum computer “Achilles” is able practically to overrun the Turing machine “Tortoise” since the latter can “sprint” only by any “P” calculating speed even on it and unlike “Achilles” himself able for “NP” velocities as well. The way for any material body to “calculate” the certain trajectory of least action also resolves the “traveling salesman problem” in fact, therefore illustrating furthermore what the “NP” output of a quantum computer by a “calculating ray” should mean. Another example is the problem of the number of all prime numbers less than “N”, which is suggested to visualize once again the quantum computer capability to resolve problems by a “NP” speed and thus qualitatively to overrun any competing Turing machine. The technically implemented idea of laser is now reinterpreted to “radiate a wave function” in order to explain the “calculating ray” option for a quantum computer “NP” output. The generalization of an entanglement “trigger ray” described by any non-Hermitian operator (unlike a laser) is suggested as well as those “sci-fi” horizons which it reveals. One of them is meant for elucidating the practical meaning of the “Yang-Mills existence and mass gap problem”, one more of the CMI “Millennium Problems” after that of “P vs NP”. -/- . (shrink)

The doctrine of permanent sovereignty over natural resources is a hugely consequential one in the contemporary world, appearing to grant nation-states both jurisdiction-type rights and rights of ownership over the resources to be found in their territories. But the normative justification for that doctrine is far from clear. This article elucidates the best arguments that might be made for permanent sovereignty, including claims from national improvement of or attachment to resources, as well as functionalist claims linking resource rights to key (...) state functions. But it also shows that these defences are insufficient to justify permanent sovereignty and that in many cases they actually count against it as a practice. They turn out to be compatible, furthermore, with the dispersal of resource rights away from the nation-state which global justice appears to demand. (shrink)
