By bringing together Dretske’s theory of knowledge, Shannon’s theory of information, and the conceptual framework of statistical physics, this paper explores some of the meta-physical challenges posed by a naturalistic notion of semantical information. It is argued that Dretske’s theory cannot be said to be naturalistically grounded in the world described by classical physics and that Dretske information is not consistent with Shannon information. A possible route to reconciling Dretske’s insights with Shannon’s (...) class='Hi'>theory is proposed. Along the way, an attempt is made to clarify several points of possible confusion about the relationships between Dretske information, Shannon information and statistical physics. (shrink)

Dretske proposes a theory of knowledge in terms of a theory of information, but wishes to deny that empirical knowledge settles the large question of scepticism. This leads him to deny the closure of knowledge under known entailment. In a recent paper Jäger argues that Dretske's theory of information entails closure for knowledge, 'at least for the kind of propositions here at issue'. If Jäger is right, Dretske is seriously embarrassed and must give something (...) up. In this paper I show that there are two flaws in Jäger's argument. The principle of informational closure considered by Jäger is incompatible with Dretske's theory of information, and Jäger's argument that Dretske is committed to a certain kind of substitution instance of that principle of informational closure is invalid. I propose adequacy conditions on signalled information and use them to motivate a formulation of a general closure principle for signalled information. I show that Dretske's account of information satisfies the adequacy conditions, but in a way which commits him to an instance of the general closure principle. I argue that Dretske is consequently committed to closure for some cases of knowledge for which he wishes to deny closure. Finally, I sketch how, on the basis of the closure principle to which Dretske is committed, Jäger's broader argument may yet go through. (shrink)

In an effort to construct a plausible theory of experience-based welfare, Wayne Sumner imposes two requirements on the relevant kind of experience: the information requirement and the autonomy requirement. I argue that both requirements are problematic.First, I argue (very briefly) that a well-know case like ‘the deceived businessman’ need not support the information requirement as Sumner believes. Second, I introduce a case designed to cast further doubt on the information requirement. Third, I attend to a shortcoming (...) in Sumner’s theory of welfare, namely that it is unclear which of later and informed assessments are to be treated as authoritative when it comes to the evaluation of a person’s welfare. Finally, I suggest that, in combination with ‘welfarism’ (to which Sumner subscribes, and which has it that welfare is all that matters from a moral viewpoint), the information requirement entail morally troublesome conclusions: e.g. the conclusion that, from a moral point of view, we should, other things being equal, only to be concerned with the alternative that makes one person slightly better off in respect of welfare instead of also being morally concerned with the alternative that makes one person very happy. Archytas of Tarentum, a contemporary and associate of Plato, was a famous Pythagorean, mathematician, and statesman of Tarentum. Although his works are lost and most of the fragments attributed to him were composed in later eras, they nevertheless contain valuable information about his thought. In particular, the fragments of On Law and Justice are likely based on a work by the early Peripatetic biographer Aristoxenus of Tarentum. The fragments touch on key themes of early Greek ethics, including: written and (...) unwritten laws; freedom and self-sufficiency; moderation of the emotions and cultivation of virtues; equality and the competence of the majority to participate in government; criticism of “rule by an individual”; a theory of the ideal “mixed constitution”; distributive and corrective justice and punishment, and of the rule of law. This month, the AISDL Team was glad to see its continuing effort to raise the voice for conserving wildlife appearing in Pacific Conservation Biology (published by CSIRO/the Australian Academy of Science). The article stipulates the need for weaving humane values with scientific information, leveraging the sociocultural power to harmonize humans with nature. The article articulates the coauthors’ idea of building a funding source to contribute to the nature conservation cause by investing in some listed stocks. Technically, stocks we intend (...) to invest in must possess some key features of (i) having significant growth potential, (ii) containing little environmental risk of potential moral-practical gaps in their CSR missions, and (iii) showing a certain degree of “relevance” with AISDL’s fundamentals. Whether visual perceptual consciousness is gradable or dichotomous has been the subject of fierce debate in recent years. If perceptual consciousness is gradable, perceivers may have less than full access to—and thus be less than fully phenomenally aware of—perceptual information that is represented in working memory. This raises the question: In virtue of what can a subject be less than fully perceptually conscious? In this chapter, we provide an answer to this question, according to which inexact categorizations of visual (...) input may result in a representation of the visual information in working memory that is less than fully available to the perceiver, and of which the perceiver is therefore less than fully phenomenally aware. The latter proposal is a natural extension of a theory of perception we have proposed in previous works, namely, the template tuning theory (TTT). We argue that although TTT is compatible with both gradable and dichotomous conceptions of perceptual consciousness, the available empirical evidence favours a gradable conception of perceptual consciousness. Neutrosophic set has been derived from a new branch of philosophy, namely Neutrosophy. Neutrosophic set is capable of dealing with uncertainty, indeterminacy and inconsistent information. Neutrosophic set approaches are suitable to modeling problems with uncertainty, indeterminacy and inconsistent information in which human knowledge is necessary, and human evaluation is needed. Neutrosophic set theory was firstly proposed in 1998 by Florentin Smarandache, who also developed the concept of single valued neutrosophic set, oriented towards real world scientific and engineering (...) applications. Since then, the single valued neutrosophic set theory has been extensively studied in books and monographs, the properties of neutrosophic sets and their applications, by many authors around the world. Also, an international journal - Neutrosophic Sets and Systems started its journey in 2013. Neutrosophic triplet was first defined in 2016 by Florentin Smarandache and Mumtaz Ali and they also introduced the neutrosophic triplet groups in the same year. For every element “x” in a neutrosophic triplet set A, there exist a neutral of “x” and an opposite of “x”. Also, neutral of “x” must be different from the classical neutral element. Therefore, the NT set is different from the classical set. Furthermore, a NT of “x” is showed by . This first volume collects original research and applications from different perspectives covering different areas of neutrosophic studies, such as decision making, Triplet, topology, and some theoretical papers. The purpose of this paper is to review and discuss Luciano Floridi’s 2019 book The Logic of Information: A Theory of Philosophy as Conceptual Design, the latest instalment in his philosophy of information (PI) tetralogy, particularly with respect to its implications for library and information studies (LIS) .

Dretske’s theory of self-knowledge is interesting but peculiar and can seem implausible. He denies that we can know by introspection that we have thoughts, feelings, and experiences. But he allows that we can know by introspection what we think, feel, and experience. We consider two puzzles. The first puzzle, PUZZLE 1, is interpretive. Is there a way of understanding Dretske’s theory on which the knowledge affirmed by its positive side is different than the knowledge denied by its negative (...) side? The second puzzle, PUZZLE 2, is substantive. Each of the following theses has some prima facie plausibility: there is introspective knowledge of thoughts, knowledge requires evidence, and there are no experiences of thoughts. It is unclear, though, that these claims form a consistent set. These puzzles are not unrelated. Dretske’s theory of self-knowledge is a potential solution to PUZZLE 2 in that Dretske’s theory is meant to show how,, and can all be true. We provide a solution to PUZZLE 1 by appeal to Dretske’s early work in the philosophy of language on contrastive focus. We then distinguish between “Closure” and “Transmissibility”, and raise and answer a worry to the effect that Dretske’s theory of self-knowledge runs counter to Transmissibility. These results help to secure Dretske’s theory as a viable solution to PUZZLE 2. (shrink)

This paper investigates the degree to which information theory, and the derived uses that make it work as a metaphor of our age, can be helpful in thinking about God’s immanence and transcendance. We ask when it is possible to say that a consciousness has to be behind the information we encounter. If God is to be thought about as a communicator of information, we need to ask whether a communication system has to pre-exist to the (...) divine and impose itself to God. If we want God to be Creator, and not someone who would work like a human being, ‘creating’ will mean sustaining in being as much the channel, the material system, as the message. Is information control? It seems that God’s actions are not going to be informational control of everything. To clarify the issue, we attempt to distinguish two kinds of ‘genialities’ in nature, as a way to evaluate the likelihood of God from nature. We investigate concepts and images of God, in terms of the history of ideas but also in terms of philosophical theology, metaphysics, and religious ontology. (shrink)

I offer two potential diagnoses of the behavioral norms governing post‐truth politics by comparing the view of language, communication, and truth‐telling put forward by David Lewis (extended by game theorists), and John Searle. My first goal is to specify the different ways in which Lewis, and game theorists more generally, in contrast to Searle (in the company of Paul Grice and Jurgen Habermas), go about explaining the normativity of truthfulness within a linguistic community. The main difference is that for Lewis (...) and game theorists, “truthful” signaling follows from an align- ment of interests, and deception follows from mixed motives leading to the calculation that sending false information is better for oneself. Following in the Enlightenment tradition, Searle argues that practical reasoning, which involves mastery of at least one language, requires that actors intend to communicate. This intention includes constraining the content of statements to uphold veracity conditions. After distinguishing between these two accounts, I will artic- ulate the implications for explaining, and even informing actions, constitutive of post‐truth politics. I argue that the strategic view of communication is suffi- cient neither to model everyday conversation nor to reflect a public sphere useful for democratic govern- ment. Both the pedagogy of strategic communication as cheap talk, and its concordance with new digital information technologies, challenge norms of truthful- ness that underlie modern institutions essential to an effective public sphere. This paper explores how the Leviathan that projects power through nuclear arms exercises a unique nuclearized sovereignty. In the case of nuclear superpowers, this sovereignty extends to wielding the power to destroy human civilization as we know it across the globe. Nuclearized sovereignty depends on a hybrid form of power encompassing human decision-makers in a hierarchical chain of command, and all of the technical and computerized functions necessary to maintain command and control at every moment of the sovereign's existence: this (...) sovereign power cannot sleep. This article analyzes how the form of rationality that informs this hybrid exercise of power historically developed to be computable. By definition, computable rationality must be able to function without any intelligible grasp of the context or the comprehensive significance of decision-making outcomes. Thus, maintaining nuclearized sovereignty necessarily must be able to execute momentous life and death decisions without the type of sentience we usually associate with ethical individual and collective decisions. The idea that technologies can change moral beliefs and practices is an old one. But how, exactly, does this happen? This paper builds on an emerging field of inquiry by developing a synoptic taxonomy of the mechanisms of techno-moral change. It argues that technology affects moral beliefs and practices in three main domains: decisional (how we make morally loaded decisions), relational (how we relate to others) and perceptual (how we perceive situations). It argues that across these three domains there are (...) six primary mechanisms of techno-moral change: (i) adding options; (ii) changing decision-making costs; (iii) enabling new relationships; (iv) changing the burdens and expectations within relationships; (v) changing the balance of power in relationships; and (vi) changing perception (information, mental models and metaphors). The paper also discusses the layered, interactive and second-order effects of these mechanisms. (shrink)

This paper examines the evolution of Husserl’s philosophy of nonintuitive intentions. The analysis has two stages. First, I expose a mistake in Husserl’s account of non-intuitive acts from his 1901 Logical Investigations. I demonstrate that Husserl employs the term “signitive” too broadly, as he concludes that all non-intuitive acts are signitive. He states that not only meaning acts, but also the contiguity intentions of perception are signitive acts. Second, I show how Husserl, in his 1913/14 Revisions to the Sixth Logical (...) Investigation, amends his 1901 theory of non-intuitive acts, which he now calls “empty” intentions. He there accurately distinguishes empty meaning acts from the empty intentions of perception. In the conclusion, I reveal how Husserl’s alterations to his theory of non-intuitive intentions can inform our understanding of a larger shift in his philosophy. (shrink)

This paper analyzes the historical context and systematic importance of Kant's hypothetical use of reason. It does so by investigating the role of hypotheses in Kant's philosophy of science. We first situate Kant’s account of hypotheses in the context of eighteenth-century German philosophy of science, focusing on the works of Wolff, Meier, and Crusius. We contrast different conceptions of hypotheses of these authors and elucidate the different theories of probability informing them. We then adopt a more systematic perspective to discuss (...) Kant's idea that scientific hypotheses must articulate real possibilities. We argue that Kant's views on the intelligibility of scientific hypotheses constitute a valuable perspective on scientific understanding and the constraints it imposes on scientific rationality. How do we prepare engineering students to make ethical and responsible decisions in their professional work? This paper presents an approach that enhances engineering students’ engagement with ethical reasoning by simulating decision-making in a complex scenario. The approach has two principal inspirations. The first is Anthony Weston’s scenario-based teaching. Weston’s concept of a scenario is a situation that changes in response to choices made by participants, according to an inner logic. Scenarios can dynamically explore open-ended complex problems without imposing predetermined (...) results, allowing students to apply their ethical reasoning in a more realistic fashion. The second inspiration is Thi Nguyen’s theory of games. According to Nguyen, games are the “art of agency,” meaning that they provide a structure under which some result is agreed to be valuable, along with prescribed ways of achieving that result, in a relatively low-stakes and temporary social arrangement. By playing many games, Nguyen argues, we can develop a “library of agency,” that is to say, a set of values and means to achieving them that can inform how we make high-stakes decisions in real life. Engaging with carefully designed game scenarios, then, can enable students to practice making ethical decisions within a structured framework, which unfolds in response to their choices, while their decisions are driven by some defined goal. This roleplaying game–based approach thus allows students to build their own ethical libraries of agency, in preparation for professional decision-making. The approach is illustrated using a specific example recently deployed in a seminar on engineered living materials (building materials that incorporate living tissues). The scenario uses techniques from tabletop roleplaying games (e.g. Dungeons & Dragons) for outcome resolution, adventure design, and character creation. Through the game, students practice making difficult decisions in a humanitarian context. (shrink)

A new constructivist approach to modeling in economics and theory of consciousness is proposed. The state of elementary object is defined as a set of its measurable consumer properties. A proprietor's refusal or consent for the offered transaction is considered as a result of elementary economic measurement. We were also able to obtain the classical interpretation of the quantum-mechanical law of addition of probabilities by introducing a number of new notions. The principle of “local equity” assumes the transaction completed (...) (regardless of the result) of the states of transaction partners are not changed in connection with the reception of new information on proposed offers or adopted decisions (consent or refusal of the transaction). However it has no relation to the paradoxes of quantum theory connected with non-local interaction of entangled states. In the economic systems the mechanism of entangling has a classical interpretation, while the quantum-mechanical formalism of the description of states appears as a result of idealization of the selection mechanism in the proprietor's consciousness. The paper introduces and utilizes a few new concepts: “nonstandard Peano arithmetic”, “complementary Peano arithmetic”, “Hilbert arithmetic”. They identify the foundations of both mathematics and physics demonstrating the equivalence of the newly introduced Hilbert arithmetic and the separable complex Hilbert space of quantum mechanics in turn underlying physics and all the world. That new both mathematical and physical ground can be recognized as information complemented and generalized by quantum information. A few fundamental mathematical problems of the present such (...) as Fermat’s last theorem, four-color theorem as well as its new-formulated generalization as “four-letter theorem”, Poincaré’s conjecture, “P vs NP” are considered over again, from and within the new-founding conceptual reference frame of information, as illustrations. Simple or crucially simplifying solutions and proofs are demonstrated. The link between the consistent completeness of the system mathematics-physics on the ground of information and all the great mathematical problems of the present (rather than the enumerated ones) is suggested. In Naturalizing the Mind, Fred Dretske articulates and defends a naturalistic theory of the mind which he calls «the Representation Thesis.» In brief, this thesis states that «(1) All mental facts are representational facts, and (2) All representational facts are facts about information functions.» From this it follows that introspective knowledge, the mind's direct knowledge of its own states, is a case of «displaced perception»-that is, knowledge of mental (i.e., representational) facts through an awareness of external (i.e., physical) (...) objects. In an earlier work, Dretske presents a general account of knowledge which is intended to circumvent Gettier-type counterexamples. According to this view, S knows that P if and only if: (1) S believes, without doubt, reservation, or question, that P is the case; (2) P is the case; (3) S has a reason, R, for believing that P such that, if P were not the case, then S would not have R (i.e., S has a conclusive reason, R, for believing that P). In this paper, my aim is to explore the relation between these two theories. After summarizing both in brief detail, I argue that Dretske's account of introspective knowledge cannot be reconciled with his account of knowledge broadly construed. (shrink)

It has long been thought that observing distinctive traces of quantum gravity in a laboratory setting is effectively impossible, since gravity is so much weaker than all the other familiar forces in particle physics. But the quantum gravity phenomenology community today seeks to do the (effectively) impossible, using a challenging novel class of `tabletop' Gravitationally Induced Entanglement (GIE) experiments, surveyed here. The hypothesized outcomes of the GIE experiments are claimed by some (but disputed by others) to provide a `witness' of (...) the underlying quantum nature of gravity in the non-relativistic limit, using superpositions of Planck-mass bodies. We inspect what sort of achievement it would possibly be to perform GIE experiments, as proposed, ultimately arguing that the positive claim of witness is equivocal. Despite various sweeping arguments to the contrary in the vicinity of quantum information theory or given low-energy quantum gravity, whether or not one can claim to witness the quantum nature of the gravitational field in these experiments decisively depends on which out of two legitimate modelling paradigms one finds oneself in. However, by situating GIE experiments in a tradition of existing experiments aimed at making gravity interestingly quantum in the laboratory, we argue that, independently of witnessing or paradigms, there are powerful reasons to perform the experiments, and that their successful undertaking would indeed be a major advance in physics. Background: Community-based education (CBE) involves educating the head (cognitive), heart (affective), and the hand (practical) by utilizing tools that enable us to broaden and interrogate our value systems. This article reports on the use of virtue ethics (VE) theory for understanding the principles that create, maintain and sustain a socially accountable community placement programme for undergraduate medical students. Our research questions driving this secondary analysis were; what are the goods which are internal to the successful practice of CBE in (...) medicine, and what are the virtues that are likely to promote and sustain them? -/- Methods: We conducted a secondary theoretically informed thematic analysis of the primary data based on MacIntyre’s virtue ethics theory as the conceptual framework. -/- Results: Virtue ethics is an ethical approach that emphasizes the role of character and virtue in shaping moral behavior; when individuals engage in practices (such as CBE), goods internal to those practices (such as a collaborative attitude) strengthen the practices themselves, but also augment those individuals’ virtues, and that of their community (such as empathy). We identified several goods that are internal to the practice of CBE and accompanying virtues as important for the development, implementation and sustainability of a socially accountable community placement programme. A service-oriented mind-set, a deep understanding of community needs, a transformed mind, and a collaborative approach emerged as goods internal to the practice of a socially accountable CBE. The virtues needed to sustain the identified internal goods included empathy and compassion, connectedness, accountability, engagement [sustained relationship], cooperation, perseverance, and willingness to be an agent of change. -/- Conclusion: This study found that MacIntyre’s virtue ethics theory provided a useful theoretical lens for understanding the principles that create, maintain and sustain CBE practice. This study presents the Accra Confession as a theological response to the ecological crisis from a Reformed perspective while also addressing its critical weakness, namely the problem of universality in both Reformed ecclesiology and global approaches to ecological destruction. Because of a fragile universality, both Reformed churches and global institutions find it difficult to agree on a concrete plan to address climate change. Theologically, this difficulty arrives not primarily from disagreement with the existence or causes of climate change but how (...) Christian theological values translate concretely to acts of justice. This study proposes a way to ground these discussions on the concept of dangerous memory by resourcing the theology of Johann Baptist Metz. Dangerous memories allow stories of the suffering vanquished to be constitutive to the construction of caritas, which in turn serves as a suitable theological foundation for addressing differing approaches to engaging climate issues. Reading the Accra Confession as dangerous memory, then, provides a valuable resource to the Reformed community by allowing the testimonies of those affected adversely by climate change to substantially inform theological discourses on climate justice. [Accepted for publication in Lakatos's Undone Work: The Practical Turn and the Division of Philosophy of Mathematics and Philosophy of Science, special issue of Kriterion: Journal of Philosophy. Edited by S. Nagler, H. Pilin, and D. Sarikaya.] Lakatos’s analysis of progress and degeneration in the Methodology of Scientific Research Programmes is well-known. Less known, however, are his thoughts on degeneration in Proofs and Refutations. I propose and motivate two new criteria for degeneration based on the discussion in Proofs and Refutations (...) – superfluity and authoritarianism. I show how these criteria augment the account in Methodology of Scientific Research Programmes, providing a generalized Lakatosian account of progress and degeneration. I then apply this generalized account to a key transition point in the history of entropy – the transition to an information-theoretic interpretation of entropy – by assessing Jaynes’s 1957 paper on information theory and statistical mechanics. The aim of this paper is to evaluate the critical success factors and investigate the benefits that might be gained once implementing Electronic Customer Relationship Management at HEI from employee perspective. The study conducted at Al Quds Open University in Palestine and data collected from (300) employee through a questionnaire which consist of four variables. A number of statistical tools were intended for hypotheses testing and data analysis, including Spearman correlation coefficient for Validity, reliability correlation using Cronbach’s alpha, and Frequency (...) and Descriptive analysis. The overall findings of the current study show that all the features were important for staff and it was critical success factors, at the same time, websites were providing all the features discussed by the theory whereas staff showed their willingness to use those features if provided. It is also discovered that implementing Electronic Customer Relationship Management can cause staff retention, were provided efficiently and needed to be improved. Research limitations: The survey findings were based on QOU employee in Palestine, UAE and KSA branches not included in the study. (shrink)

This paper aims at helping trainees to overcome the difficulties they face when dealing with Arduino platform by describing the design of a desktop based intelligent tutoring system. The main idea of this system is a systematic introduction into the concept of Arduino platform. The system shows the circuit boards of Arduino that can be purchased at low cost or assembled from freely-available plans; and an open-source development environment and library for writing code to control the board topic of Arduino (...) platform. The system is adaptive with the trainee’s individual progress. The system functions as a special tutor who deals with trainees according to their levels and skills. Evaluation of the system has been applied on professional and unprofessional trainees in this field and the results were good. (shrink)

I want to examine critically a certain strategy of moral justification which I shall call instrumentalism. By this I mean the view that a moral theory is rationally justified if the actions, life-plan, or set of social arrangements it prescribes can be shown to be the best means to the achievement of an agent's final ends, whatever these may be. Instrumentalism presupposes a commitment to what I shall call the Humean conception of the self. By this I mean a (...) certain way of conceiving the motivational and structural constituents of the self. Briefly, the self on this conception is motivated by its desires for states of affairs that are temporally or spatiotemporally external to the self. And it is structured by the normative requirements of instrumental rationality: The self is conceived as rationally coherent to the extent that theoretical reason calculates and schedules the satisfaction of as many of its desires as possible, with the minimum necessary costs. The motivational and structural elements of the Humean conception of the self combine to form a familiar explanatory model of human agency: We make sense of an agent's behavior by ascribing to her the desire to achieve the ends that she does in fact achieve, and the theoretically rational belief that, given the information and resources available to her, behaving as she did was the most efficient way to do so. I shall want to argue that to the extent that instrumentalism is successful in providing an objective justification of a moral theory - and I shall contend that it cannot be completely successful - it cannot provide a moral justification. But when we attempt to modify it so as to produce a specifically moral justification, we see that either it is impossible to do this, or else the Humean notion of instrumental rationality is doing no justificatory work. Semantic information is usually supposed to satisfy the veridicality thesis: p qualifies as semantic information only if p is true. However, what it means for semantic information to be true is often left implicit, with correspondentist interpretations representing the most popular, default option. The article develops an alternative approach, namely a correctness theory of truth (CTT) for semantic information. This is meant as a contribution not only to the philosophy of information but also to (...) the philosophical debate on the nature of truth. After the introduction, in Sect. 2, semantic information is shown to be translatable into propositional semantic information (i). In Sect. 3, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in Sect. 4, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. This completes the reduction of the truth of i to the correctness of A. In Sects. 5 and 6, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates Q by verifying and validating it (in the computer science’s sense of “verification” and “validation”); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of “proxy”) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of “commutation”); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. Sect. 7 provides some further clarifications about CTT, in the light of semantic paradoxes. Section 8 draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. There are two related points at which J.J. Gibson’s ecological theory of visual perception remains remarkably underspecified: Firstly, the notion of information for perception is not explicated in much detail beyond the claim that it “specifies” the environment for perception, and, thus being an objective affair, enables an organism to perceive action possibilities or “affordances.” Secondly, misperceptions of affordances and perceptual illusions are not clearly distinguished from each other. Although the first claim seems to suggest that any perceptual (...) illusion amounts to the misperception of affordances, there might be some relevant differences between various ways of getting things wrong. In this essay, Gibson’s notion of “specifying” information shall be reconstructed along the lines of Fred Dretske’s relational theory of information. This refined notion of information for perception will then be used to carve out the distinction between perceptual illusions and the misperception of affordances, with some help from the “Empirical Strategy” (developed by Purves et al.). It will be maintained that there are cases where perceptual illusions actually help an organism to correctly perceive an affordance. In such cases, the prima facie misrendered informational relations involved are kept intact by a set of appropriate transformation rules. Two of Gibson’s intuitions shall thus be preserved: the objectivity of informational relations and the empowerment of the organism as an active perceiver who uses those objective relations to his specific ends. The objective of the current paper is to provide a critical analysis of Dretske's defense of the naturalistic version of the privileged accessibility thesis. Dretske construed that the justificatory condition of privileged accessibility neither relies on the appeal to perspectival ontology of phenomenal subjectivity nor on the functionalistic notion of accessibility. He has reformulated introspection (which justifies the non-inferentiality of the knowledge of one's own mental facts in an internalist view) as a displaced perception for the defense of naturalistic (...) privileged accessibility. Both internalist and externalist have been approved the plausibility of first-person authority argument through privileged accessibility; however, their disagreement lies on the justificatory condition of privileged accessibility. Internalist hold the view that the justificatory warrant for privileged accessibility is grounded on phenomenal subjectivity. In contrast to the internalist view, externalists uphold the view that the justificatory condition for privileged accessibility lies outside the domain of phenomenal subjectivity. As a proponent of naturalistic content externalism, Dretske defends the view that subject's privileged accessibility is not due to having access to the particular representational state (hence, they have the privilege of getting sensory representational information) and the awareness of mental fact rather the awareness of the whole representational mechanism. Having the knowledge of a particular representational state through privileged access is not the sufficient condition for the accuracy of knowledge about one’s own mental facts. The justificatory warrant lies external to the subject. Even though Dretske’s naturalistic representation is not plausible enough while dealing with the reduction of phenomenal qualities of experience, however, provides a new roadmap to compatibilists for the defense of privileged accessibility and has a major impact on transparency theorists. The INBIOSA project brings together a group of experts across many disciplines who believe that science requires a revolutionary transformative step in order to address many of the vexing challenges presented by the world. It is INBIOSA’s purpose to enable the focused collaboration of an interdisciplinary community of original thinkers. This paper sets out the case for support for this effort. The focus of the transformative research program proposal is biology-centric. We admit that biology to date has been more fact-oriented (...) and less theoretical than physics. However, the key leverageable idea is that careful extension of the science of living systems can be more effectively applied to some of our most vexing modern problems than the prevailing scheme, derived from abstractions in physics. While these have some universal application and demonstrate computational advantages, they are not theoretically mandated for the living. A new set of mathematical abstractions derived from biology can now be similarly extended. This is made possible by leveraging new formal tools to understand abstraction and enable computability. [The latter has a much expanded meaning in our context from the one known and used in computer science and biology today, that is "by rote algorithmic means", since it is not known if a living system is computable in this sense (Mossio et al., 2009).] Two major challenges constitute the effort. The first challenge is to design an original general system of abstractions within the biological domain. The initial issue is descriptive leading to the explanatory. There has not yet been a serious formal examination of the abstractions of the biological domain. What is used today is an amalgam; much is inherited from physics (via the bridging abstractions of chemistry) and there are many new abstractions from advances in mathematics (incentivized by the need for more capable computational analyses). Interspersed are abstractions, concepts and underlying assumptions “native” to biology and distinct from the mechanical language of physics and computation as we know them. A pressing agenda should be to single out the most concrete and at the same time the most fundamental process-units in biology and to recruit them into the descriptive domain. Therefore, the first challenge is to build a coherent formal system of abstractions and operations that is truly native to living systems. Nothing will be thrown away, but many common methods will be philosophically recast, just as in physics relativity subsumed and reinterpreted Newtonian mechanics. -/- This step is required because we need a comprehensible, formal system to apply in many domains. Emphasis should be placed on the distinction between multi-perspective analysis and synthesis and on what could be the basic terms or tools needed. The second challenge is relatively simple: the actual application of this set of biology-centric ways and means to cross-disciplinary problems. In its early stages, this will seem to be a “new science”. This White Paper sets out the case of continuing support of Information and Communication Technology (ICT) for transformative research in biology and information processing centered on paradigm changes in the epistemological, ontological, mathematical and computational bases of the science of living systems. Today, curiously, living systems cannot be said to be anything more than dissipative structures organized internally by genetic information. There is not anything substantially different from abiotic systems other than the empirical nature of their robustness. We believe that there are other new and unique properties and patterns comprehensible at this bio-logical level. The report lays out a fundamental set of approaches to articulate these properties and patterns, and is composed as follows. -/- Sections 1 through 4 (preamble, introduction, motivation and major biomathematical problems) are incipient. Section 5 describes the issues affecting Integral Biomathics and Section 6 -- the aspects of the Grand Challenge we face with this project. Section 7 contemplates the effort to formalize a General Theory of Living Systems (GTLS) from what we have today. The goal is to have a formal system, equivalent to that which exists in the physics community. Here we define how to perceive the role of time in biology. Section 8 describes the initial efforts to apply this general theory of living systems in many domains, with special emphasis on crossdisciplinary problems and multiple domains spanning both “hard” and “soft” sciences. The expected result is a coherent collection of integrated mathematical techniques. Section 9 discusses the first two test cases, project proposals, of our approach. They are designed to demonstrate the ability of our approach to address “wicked problems” which span across physics, chemistry, biology, societies and societal dynamics. The solutions require integrated measurable results at multiple levels known as “grand challenges” to existing methods. Finally, Section 10 adheres to an appeal for action, advocating the necessity for further long-term support of the INBIOSA program. -/- The report is concluded with preliminary non-exclusive list of challenging research themes to address, as well as required administrative actions. The efforts described in the ten sections of this White Paper will proceed concurrently. Collectively, they describe a program that can be managed and measured as it progresses. (shrink)

The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We (...) discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but only if they believe in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts. Through engagement with key informants and review of ethical theories applicable to refugee policy, this paper examines the ethical and policy considerations that policy-level stakeholders believe should factor into setting the refugee resettlement ceiling. We find that the ceiling traditionally has been influenced by policy goals, underlying values, and practical considerations. These factors map onto several ethical approaches to resettlement. There is significant alignment between U.S. policy interests and ethical obligations toward refugees. We argue that the refugee ceiling should be (...) restored to historical norms, and that there exists a corresponding obligation to counter negative public perceptions about refugees and the costs of resettlement. The Integrated Information Theory is a leading scientific theory of consciousness, which implies a kind of panpsychism. In this paper, I consider whether IIT is compatible with a particular kind of panpsychism, known as Russellian panpsychism, which purports to avoid the main problems of both physicalism and dualism. I will first show that if IIT were compatible with Russellian panpsychism, it would contribute to solving Russellian panpsychism’s combination problem, which threatens to show that the view does not (...) avoid the main problems of physicalism and dualism after all. I then show that the theories are not compatible as they currently stand, in view of what I call the coarse-graining problem. After I explain the coarse-graining problem, I will offer two possible solutions, each involving a small modification of IIT. Given either of these modifications, IIT and Russellian panpsychism may be fully compatible after all, and jointly enable significant progress on the mind–body problem. (shrink)

When you type the word “serendipity” in a word-processor application such as Microsoft Word, the autocorrection engine suggests you choose other words like “luck” or “fate”. This correcting act turns out to be incorrect. However, it points to the reality that serendipity is not a familiar English word and can be misunderstood easily. Serendipity is a very much scientific concept as it has been found useful in numerous scientific discoveries, pharmaceutical innovations, and numerous humankind’s technical and technological advances. Therefore, there (...) have been many books written around the concept. So why do we need this additional book? This is not just another book about serendipity. It has evolved from the Editor’s question lingering for a decade after finishing his widely cited article (coauthored with Prof. Nancy K. This paper outlines a quantitative theory of strongly semantic information (TSSI) based on truth-values rather than probability distributions. The main hypothesis supported in the paper is that the classic quantitative theory of weakly semantic information (TWSI), based on probability distributions, assumes that truth-values supervene on factual semantic information, yet this principle is too weak and generates a well-known semantic paradox, whereas TSSI, according to which factual semantic information encapsulates truth, can avoid the paradox and (...) is more in line with the standard conception of what generally counts as semantic information. After a brief introduction, section two outlines the semantic paradox implied by TWSI, analysing it in terms of an initial conflict between two requisites of a quantitative theory of semantic information. In section three, three criteria of semantic information equivalence are used to provide a taxonomy of quantitative approaches to semantic information and introduce TSSI. In section four, some further desiderata that should be fulfilled by a quantitative TSSI are explained. From section five to section seven, TSSI is developed on the basis of a calculus of truth-values and semantic discrepancy with respect to a given situation. In section eight, it is shown how TSSI succeeds in solving the paradox. Section nine summarises the main results of the paper and indicates some future developments. (shrink)

Backtracking counterfactuals are problem cases for the standard, similarity based, theories of counterfactuals e.g., Lewis. These theories usually need to employ extra-assumptions to deal with those cases. Hiddleston, 632–657, 2005) proposes a causal theory of counterfactuals that, supposedly, deals well with backtracking. The main advantage of the causal theory is that it provides a unified account for backtracking and non-backtracking counterfactuals. In this paper, I present a backtracking counterfactual that is a problem case for Hiddleston’s account. Then I (...) propose an informational theory of counterfactuals, which deals well with this problem case while maintaining the main advantage of Hiddleston’s account. In addition, the informational theory offers a general theory of backtracking that provides clues for the semantics and epistemology of counterfactuals. I propose that backtracking is reasonable when the state of affairs expressed in the antecedent of a counterfactual transmits less information about an event in the past than the actual state of affairs. In earlier papers I described the conscious electromagnetic information (CEMI) field theory, which claimed that the substrate of consciousness is the brain’s electromagnetic (EM) field. I here further explore this theory by examining the properties and dynamics of the information underlying meaning in consciousness. I argue that meaning suffers from a binding problem, analogous to the binding problem described for visual perception, and describe how the gestalt (holistic) properties of meaning give rise to this binding problem. (...) To clarify the role of information in conscious meaning, I differentiate between extrinsic information that is symbolic and arbitrary, and intrinsic information, which preserves structural aspects of the represented object and thereby maintains some gestalt properties of the represented object. I contrast the requirement for a decoding process to extract meaning from extrinsic information, whereas meaning is intrinsic to the structure of the gestalt intrinsic information and does not require decoding. I thereby argue that to avoid the necessity of a decoding homunculus, conscious meaning must be encoded intrinsically — as gestalt information — in the brain. Moreover, I identify fields as the only plausible substrate for encoding gestalt intrinsic information and argue that the binding problem of meaning can only be solved by grounding meaning in this field-based gestalt information. I examine possible substrates for gestalt information in the brain and conclude that the only plausible substrate is the CEMI field. (shrink)

This paper is a study about Philadelphia’s comprehensive user engagement sites (CUESs) as the authors address and examine issues related to the upcoming implementation of a CUES while seeking solutions for its disputed questions and plans. Beginning with the federal drug schedules, the authors visit some of the medical and public health issues vis-à-vis safe injection facilities (SIFs). Insite, a successful Canadian SIF, has been thoroughly researched as it represents a paradigm for which a Philadelphia CUES can expand upon. Also, (...) the existing criticisms against SIFs are revisited while critically unpackaged and responded to in favor of the establishment. In the main section, the authors propose the layout and services of the upcoming CUES, much of which would be in congruent to Vancouver’s Insite. On the other hand, the CUES would be distinct from Insite, as the authors emphasize, in that it will offer an information center run by individuals in recovery and place additional emphasis on early education for young healthcare professionals by providing them a platform to work at the site. The paper will also briefly investigate the implementation of a CUES site under an ethical scope of the Harm Reduction Theory. Lastly, the authors recommend some strategic plans that the Philadelphia City government may consider employing at this crucial stage. (shrink)

Friedrich Schlegel's theory of irony is examined with reference to his theory of the literary fragment. Both are informed not only by Fichte's I = I but by Ritter's theory of galvanism as well as by John Brown's theory of medicine. In Ritter, electrical energy is created through the compression of opposite chemical elements in a closed (fragmentary) space. Brown's theory of excitability presents the compressive "other" as actually soliciting the energetic sparks that Schlegel associates (...) with Witz. The literary fragment is an electrically charged engine for the ironic production of further fragments. (shrink)

Jean Piaget's theory of human mental development mirrors many issues related to human. According to this theory, one's view of himself, nature/universe and God is changing. According to this theory, which is basically divided into four main periods and subtitles, the thinking skill of man changes according to age, physical development, education and society. These differences affect the way individuals obtain information. Individuals who acquire knowledge with an emotional intuition before the age of seven acquire (...) class='Hi'>information through an inductive way, in other words, through concrete intuition, through concrete processes, experimentation and observation, in parallel with the development of the brain and senses. At the age of eleven and after which intellectual reasoning develops, information becomes abstract and information is obtained through abstract intuition based on theories, hypotheses and assumptions. In the love experience of Rumi, a mystical thinker, knowledge is obtained only with emotional intuition, and it is claimed that the only way to obtain information is love-based emotional intuition. In this love-based emotional intuition, the ways of obtaining concrete/experimental and abstract/rational knowledge requiring high level mental skills are rejected and these methods are said to be 'devil’s work'. In this study, Rumi's approach to human, universe and God in this one-sided and emotional way is criticized and its inconsistency is revealed. (shrink)

An important objection to signaling approaches to representation is that, if signaling behavior is driven by the maximization of usefulness, then signals will typically carry much more information about agent-dependent usefulness than about objective features of the world. This sort of considerations are sometimes taken to provide support for an anti-realist stance on representation itself. The author examines the game-theoretic version of this skeptical line of argument developed by Donald Hoffman and his colleagues. It is shown that their argument (...) only works under an extremely impoverished picture of the informational connections that hold between agent and world. In particular, it only works for cue-driven agents, in Kim Sterelny’s sense. In cases in which the agents’ understanding of what is useful results from combining pieces of information that reach them in different ways, and that complement one another, maximizing usefulness involves construing first a picture of agent-independent, objective matters of fact. The article addresses the problem of how semantic information can be upgraded to knowledge. The introductory section explains the technical terminology and the relevant background. Section 2 argues that, for semantic information to be upgraded to knowledge, it is necessary and sufficient to be embedded in a network of questions and answers that correctly accounts for it. Section 3 shows that an information flow network of type A fulfils such a requirement, by warranting that the erotetic deficit, (...) characterising the target semantic information t by default, is correctly satisfied by the information flow of correct answers provided by an informational source s. Section 4 illustrates some of the major advantages of such a Network Theory of Account (NTA) and clears the ground of a few potential difficulties. Section 5 clarifies why NTA and an informational analysis of knowledge, according to which knowledge is accounted semantic information, is not subject to Gettier-type counterexamples. This article discusses Harvey Siegel’s general justification of the epistemological theory of argumentation in his seminal essay “Arguing with Arguments." On the one hand, the achievements of this essay are honoured—in particular, a thorough differentiation of the different meanings of ‘argument’ and ‘argumentation,’ the semantic justification of the fundamentality of arguments as sequences of propositions, and the detailed critiques of alternative theories of argumentation. On the other hand, suggestions for strengthening the theory are added to Siegel's expositions, which (...) make different perspectives within the epistemological theory of argumentation recognisable. Many social situations require a mental model of the knowledge, beliefs, goals, and intentions of others: a Theory of Mind (ToM). If a person can reason about other people’s beliefs about his own beliefs or intentions, he is demonstrating second-order ToM reasoning. A standard task to test second-order ToM reasoning is the second-order false belief task. A different approach to investigating ToM reasoning is through its application in a strategic game. Another task that is believed to involve the application (...) of second-order ToM is the comprehension of sentences that the hearer can only understand by considering the speaker’s alternatives. In this study we tested 40 children between 8 and 10 years old and 27 adult controls on (adaptations of) the three tasks mentioned above: the false belief task, a strategic game, and a sentence comprehension task. The results show interesting differences between adults and children, between the three tasks, and between this study and previous research. (shrink)
