This collection addresses two different audiences: 1) historians and philosophers of the life sciences reflecting on collaborations across disciplines, especially as regards defining and addressing Grand Challenges; 2) researchers and other stakeholders involved in cross-disciplinary collaborations aimed at tackling Grand Challenges in the life and medical sciences. The essays collected here offer ideas and resources both for the study and for the practice of goal-driven cross-disciplinary research in the life and medical sciences. We organise this introduction in three sections. The (...) first section provides some background and context. The second motivates our take on this topic and then outlines the central ideas of each paper. The third section highlights the specificity and significance of this approach by considering: a) how this collection departs from existing literature on inter- and trans-disciplinarity, b) what is characteristic about this approach, and c) what role this suggests for the history and philosophy of the life sciences in addressing Grand Challenges. The idea of personalised medicine (PM) has gathered momentum recently, attracting funding and generating hopes as well as scepticism. As PM gives rise to differing interpretations, there have been several attempts to clarify the concept. In an influential paper published in this journal, Schleidgen and colleagues have proposed a precise and narrow definition of PM on the basis of a systematic literature review. Given that their conclusion is at odds with those of other recent attempts to understand PM, we consider (...) whether their systematic review gives them an edge over competing interpretations. We have found some methodological weaknesses and questionable assumptions in Schleidgen and colleagues’ attempt to provide a more specific definition of PM. Our perplexities concern the lack of criteria for assessing the epistemic strength of the definitions that they consider, as well as the logical principles used to extract a more precise definition, the narrowness of the pool from which they have drawn their empirical data, and finally their overlooking the fact that definitions depend on the context of use. We are also worried that their ethical assumption that only patients’ interests are legitimate is too simplistic and drives all other stakeholders’ interests—including those that are justifiable—underground, thus compromising any hope of a transparent and fair negotiation among a plurality of actors and interests. As an alternative to the shortcomings of attempting a semantic disciplining of the concept we propose a pragmatic approach. Rather than considering PM to be a scientific concept in need of precise demarcation, we look at it as an open and negotiable concept used in a variety of contexts including at the level of orienting research goals and policy objectives. We believe that since PM is still more an ideal than an achieved reality, a plurality of visions is to be expected and we need to pay attention to the people, reasons and interests behind these alternative conceptions. In other words, the logic and politics of PM cannot be disentangled and disagreements need to be tackled addressing the normative and strategic conflicts behind them. (shrink)

The paper discusses the possibility that the benefits of pharmacogenomics will not be distributed equally and will create orphan populations. I argue that since these inequalities are not substantially different from those produced by ‘traditional’ drugs and are not generated with the intention to discriminate, their production needs not be unethical. Still, the final result is going against deep-seated moral feelings and intuitions, as well as broadly accepted principles of just distribution of health outcomes and healthcare. I thus propose two (...) provisos that would prevent the most offensive outcomes and moderate the scope of the produced inequalities. The first proviso rejects pharmacogenomics innovations that worsen existing group inequalities and aggravate the disadvantage of communities with a history of discrimination. The second proviso requires that there is a strategy in place to even out as much as possible the distribution of benefits in the future and that a system of compensations is in place for pharmacogenomic orphans. Given that only one moral problem generated by pharmacogenomics has been tackled, the list of provisos might be expanded when other issues are considered. (shrink)

The paper uses two historical examples, public health (1840-1880) and town planning (1945-1975) in Britain, to analyse the challenges faced by goal-driven research, an increasingly important trend in science policy, as exemplified by the prominence of calls for addressing Grand Challenges. Two key points are argued. (1) Given that the aim of research addressing social or global problems is to contribute to improving things, this research should include all the steps necessary to bring science and technology to fruition. This need (...) is captured by the idea of practical integration, which brings this type of research under the umbrella of collective practical reason rather than under the aegis of science. Achieving practical integration is difficult for many reasons: the complexity of social needs, the plurality of values at stake, the limitation of our knowledge, the elusive nature of the skills needed to deal with uncertainty, incomplete information and asymmetries of power. Nevertheless, drawing from the lessons of the case studies, it is argued that (2) practical integration needs a proper balance between values, institutions and knowledge: i.e. a combination of mutual support and mutual limitation. Pursuing such a balance provides a flexible strategy for approximating practical integration. (shrink)

The paper points out three serious problems in Ruud ter Meulen’s view of solidarity and of its role in healthcare ethics. First, it is not clear whether and to what extent ter Meulen expects normative concepts to be rooted in existing social practices: his criticism of liberal theories of justice seems to imply a different view on this issue than his implicit assumption that normative concepts are independent from social and historical trends. Second, it is not clear at which level (...) his notion of solidarity is meant to be applied: does it provide principles for individuals or for institutions? Nor is it clear at what level of generality it should work: is it meant for healthcare institutions or for states, for citizens or for healthcare practitioners? Third, it is not at all clear how the communitarian and the universalist aspirations in his conception of solidarity can be reconciled. In light of such difficulties it is argued that within philosophical discourse solidarity can be a useful notion only if it can be clearly distinguished from existing and commonly used ethical concepts. Three examples of such narrow and specific uses of solidarity are presented. Finally, a sceptical view of confining the work of applied philosophers to articulating normative concepts is put forward and an alternative view of blending empirical and philosophical analysis is proposed. This vision of field philosophy requires serious attention and careful understanding of the circumstances and constraints within which normative recommendations operate. It is suggested that such a modest and empirically grounded understanding of normative work is a better way of honouring the belief that philosophy is rooted in social institutions and in complex webs of relations. Evidence shows that the COVID-19 pandemic has increased stress and despair levels. During the outbreak, everyone’s health and safety are given high importance. The only practical option at this time is for schools and institutions all around the world to switch to online classes. Students, parents, professors, and teachers in the Philippines are aware of the long-term difficulties of online learning, notably their effects on college student’s mental health. This hasn't, however, been adequately documented. The challenges and consequences of online (...) learning on the mental health of students taking up the Hospitality Management program at Romblon State University were investigated in this study. It would add to the body of knowledge regarding mental health, especially for Filipino students. The descriptive quantitative research was employed in the study, and purposive sampling was used to choose the respondents. A researcher-modified instrument with a Perceived Stress Scale (PSS-10) was translated into a Google form and it was used as the standard tool to collect data. The online survey was carried out and data analysis was done using frequency and percentage distribution as well as weighted mean. According to the results, the respondent’s 3-5 hours weekly online activity demonstrates their lack of involvement. Home distractions, a lack of engaging online teaching techniques, procrastination, increased workload, depression, and anxiety are a few of the difficulties encountered. The effect on the HM students is a perceived stress scale interpreted as stressed sometimes. (shrink)

Identification of factors that predict recurrent antisocial behavior is integral to the social sciences, criminal justice procedures, and the effective treatment of high-risk individuals. Here we show that error-related brain activity elicited during performance of an in- hibitory task prospectively predicted subsequent rearrest among adult offenders within 4 y of release (N =96). The odds that an offender with relatively low anterior cingulate activity would be rearrested were approximately double that of an offender with high activity in this region, holding (...) constant other observed risk factors. These results suggest a potential neurocognitive biomarker for persistent antisocial behavior. (shrink)

The need to better balance the promotion of scientific and technological innovation with risk management for consumer protection has inspired several recent reforms attempting to make regulations more flexible and adaptive. The pharmaceutical sector has a long, established regulatory tradition, as well as a long history of controversies around how to balance incentives for needed therapeutic innovations and protecting patient safety. The emergence of disruptive biotechnologies has provided the occasion for regulatory innovation in this sector. This article investigates the regulation (...) of advanced biotherapeutics in the European Union and shows that it presents several defining features of an adaptive regulation regime, notably institutionalized processes of planned adaptation that allow regulators to gather, generate, and mobilize new scientific and risk evidence about innovative products. However, our in-depth case analysis highlights that more attention needs to be paid to the consequences of the introduction of adaptive regulations, especially for critical stakeholders involved in this new regulatory ecosystem, the capacity and resource requirements placed on them to adapt, and the new tradeoffs they face. In addition, our analysis highlights a deficit in how we currently evaluate the performance and public value proposition of adaptive regulations vis-à-vis their stated goals and objectives. (shrink)

The background paper provides an introduction to the concept of pandemics and to the ethical and political issues related with pandemic preparedness.

In this article we raise a problem, and we offer two practical contributions to its solution. The problem is that academic communities interested in digital publishing do not have adequate tools to help them in choosing a publishing model that suits their needs. We believe that excessive focus on Open Access (OA) has obscured some important issues; moreover exclusive emphasis on increasing openness has contributed to an agenda and to policies that show clear practical shortcomings. We believe that academic communities (...) have different needs and priorities; therefore there cannot be a ranking of publishing models that fits all and is based on only one criterion or value. We thus believe that two things are needed. First, communities need help in working out what they want from their digital publications. Their needs and desiderata should be made explicit and their relative importance estimated. This exercise leads to the formulation and ordering of their objectives. Second, available publishing models should be assessed on the basis of these objectives, so as to choose one that satisfies them well. Accordingly we have developed a framework that assists communities in going through these two steps. The framework can be used informally, as a guide to the collection and systematic organization of the information needed to make an informed choice of publishing model. In order to do so it maps the values that should be weighed and the technical features that embed them. Building on our framework, we also offer a method to produce ordinal and cardinal scores of publishing models. When these techniques are applied the framework becomes a formal decision–making tool. Finally, the framework stresses that, while the OA movement tackles important issues in digital publishing, it cannot incorporate the whole range of values and interests that are at the core of academic publishing. Therefore the framework suggests a broader agenda that is relevant in making better policy decisions around academic publishing and OA. (shrink)

The paper discusses some of the implications of regulatory innovation in the area of advanced biological therapies and personalised medicine. Benefits, risks and trade-offs are highlighted.

In order to achieve the World Health Organization’s Millennium Development Goal of reducing maternal mortality by three quarters by 2015, a strong global commitment is needed to address this issue in low-income nations where the risk to women is greatest. A comprehensive international effort must include provision of obstetric and general medical care as well as community-based interventions, with an emphasis on the latter in nations where the majority of women deliver babies at home without a trained attendant. Methods: This (...) systematic analysis evaluates interventions published in Medline and CINAHL whose outcome measure is maternal mortality. Analysis includes components of the intervention, nation and maternal death rates. Results: Nine studies documented the effectiveness of various clinical and community-based interventions, including specific drug regimens and procedures, in reducing the risk of maternal death. Six studies reported interventions that did not significantly alter maternal mortality outcomes, and the intervention in one study demonstrated increased risk of maternal death. Conclusion: The dearth of evidence highlights the need for increased focus on translational research that bridges the gap between medical advances and community-based interventions that are feasible in low-income nations. This cannot be accomplished without a stronger commitment to reducing maternal mortality by global health practitioners and researchers. (shrink)

Concerns about emerging and re-emerging infectious diseases have given a new lease of life to quarantinist measures: a series of time-honoured techniques for controlling the spread of infectious diseases through breaking the chain of human contagion. Since such measures typically infringe individual rights or privacy their use is subject to legal regulations and gives rise to ethical and political worries and suspicions. Yet in some circumstances they can be very effective. After considering some case studies that show how epidemics are (...) unique, fluid and affected by a multitude of contingent factors, it is argued that the legal and ethical guidelines may not always be the best approach to discipline the use of quarantinist measures. An alternative model based on ex-post political accountability for reasonableness is proposed. This model restores the centrality of political decision and expert judgement in situations characterized by high risk, uncertainty and contingency. It is argued that such alternative model affords quicker and more flexible responses to serious outbreaks of infections, while providing adequate protection against abuses. (shrink)

Climate change is an existential risk reinforced by ordinary actions in afuent societies—often silently present in comfortable and enjoyable habits. This silence is sometimes broken, presenting itself as a nagging reminder of how our habits fuel a catastrophe. As a case in point, global warming has created a state of urgency among wine makers in Spain, as the alcohol level has risen to a point where it jeopardises wine quality and thereby Spanish viticulture. Eforts are currently being made to solve (...) this problem technologically by developing (non-GMO) strains of yeast that produce less alcohol. If successful, this could help save Spanish viticulture. This kind of technological solution is routinely criticised for ofering simplistic “techno-fx” solutions to solve complex societal problems. However, it is not clear what features are criticised by the notion of techno-fx and hence how to avoid this criticism. In our interpretation, the techno-fx notion is not exclusively used as a dismissive term. The notion points to a general virtue of engineering: to create technological solutions that work silently in the background. This asset of technological solutions might sometimes be problematic and sometimes not. Hence, it needs to be analysed case-by-case by paying attention to the moral relevance of the hidden implications of the technology and of the unrefective actions and habits that they facilitate. Such moral analysis will in turn inform strategies for foregrounding this technology to counteract silencing. Many collective decision making problems have a combinatorial structure: the agents involved must decide on multiple issues and their preferences over one issue may depend on the choices adopted for some of the others. Voting is an attractive method for making collective decisions, but conducting a multi-issue election is challenging. On the one hand, requiring agents to vote by expressing their preferences over all combinations of issues is computationally infeasible; on the other, decomposing the problem into several elections on smaller (...) sets of issues can lead to paradoxical outcomes. Any pragmatic method for running a multi-issue election will have to balance these two concerns. We identify and analyse the problem of generating an agenda for a given election, specifying which issues to vote on together in local elections and in which order to schedule those local elections. Ethical concerns in e-social science are often raised with respect to privacy, confidentiality, anonymity and the ethical and legal requirements that govern research. In this article, the authors focus on ethical aspects of e-research that are not directly related to ethical regulatory framework or requirements. These frameworks are often couched in terms of benefits or harms that can be incurred by participants in the research. The authors shift the focus to the sources of value in terms of which benefits or (...) harms are understood in real social situations. A central claim of this paper is that the technologies that are used for research are not value neutral, but serve to reinforce some values at the expense of others. The authors discuss databases, modelling and simulation, network analysis as examples of technologies which affect the articulation of values. A view of e-social science as a techno-scientific constellation of researchers, technologies and society, in which values are always already embedded, is put forward as a basis for a view of ethics as reflexive and active engagement, conducted with awareness. Methodological pluralism and proactive openness are also proposed as responses to this view of the ethical dimensions of e-social science. (shrink)

The thought of Pietro Piovani (Naples 1922 1980) ranges from moral philosophy, the history of philosophy and the philosophy of law, but in the anti-ontology of his most original core. In Principles of moral philosophy Piovani said that given the finite nature of the individual, the existing "no longer needs no foundation (...) because it is based." In particular, the contemporary individual is more than ever unfounded, having to constantly rely so. In this regard Piovani speaks of assenzialismo: being a (...) be "limited" man bases its existence on an absence, that does not constitute something negative, but, on the contrary, represents that "most" of Nietzsche's memory is unique about the individual. -/- . An analysis on the topic of lightness according to a philosophical perspective, which, on the trace of Parmenides, questions what is positive: the lightness or heaviness? The main point is that of Nietzsche and Calvin, but references ranging from Ovid to Kundera to the world of science. That of light, literary, scientific, philosophy, appears to be the preferred way forward in the eternal man's attempt to bring order to chaos. -/- .

We analyse the computational complexity of three problems in judgment aggregation: (1) computing a collective judgment from a profile of individual judgments (the winner determination problem); (2) deciding whether a given agent can influence the outcome of a judgment aggregation procedure in her favour by reporting insincere judgments (the strategic manipulation problem); and (3) deciding whether a given judgment aggregation scenario is guaranteed to result in a logically consistent outcome, independently from what the judgments supplied by the individuals are (the (...) problem of the safety of the agenda). We provide results both for specific aggregation procedures (the quota rules, the premisebased procedure, and a distance-based procedure) and for classes of aggregation procedures characterised in terms of fundamental axioms. Pietro Piovani is a philosopher who is still, unjustly, little known. Here we set out to investigate the absence of foundation as a crossroads in contemporary philosophy and to evaluate the new contribution of Piovani’s reflection. In our study, we analysed mainly the works of the past twenty years and especially Principi di una filosofia della morale (1972) and Oggettivazione etica e assenzialismo(1980). The basic option in Piovani’s thinking is that, given the finite nature of the individual, as the willing (...) who was not self-willed, man no longer needs any foundation. In fact, the contemporary individual is more unfounded than ever, having to constantly base himself on and interact with a reality that is ever changing. Piovani reaches the height of his critical foundation by stating that, forced to stabilise his own instability, man must base his existence on an absence. Here, Piovani, through the "non self-willed willing", eradicates the assumptions of modern thought, and captures the beginning of existence in the experience of limitation and finiteness. Man, who is based on de-ontology, on de-esse, is a sign of a dissatisfaction that asks to be satisfied, of an inadequacy. This study highlights how Piovani’s thinking, having abandoned the perspectives of Western ontology, proposes a new reflection on the positivity of the inadequate where absence is heralded as the greatest energy force of life. This study investigated the effect of urbanization pull indices on the viability of small businesses in the Calabar Metropolis. The investigation was guided by two objectives, two research questions, and two null hypotheses. The study covered 3001 small scale business operators, comprising 2,800 Operators of Manufacturing Industry (OMIs) and 201 Operators of Service Industry (OSIs). A total of 352 participants was the sample of the study. The Taro Yamane formula was used to generate the sample. The Urbanization Pull Indices and (...) the Small-Scale Business (SSB) Sustainability Questionnaire was used to collect data. This instrument was trial-tested on 30 respondents from within and outside the study area. Cronbach Alpha statistics were used to determine internal consistency, yielding reliability coefficients of 0.83 and 0.79 for the instrument. Mean statistics were used to answer the research questions, while independent t-test was used to test the null hypotheses at .05 level of significance. The findings indicate that the mean ratings for the effect of infrastructure and government policies on SSB sustainability in the Calabar metropolitan area did not differ significantly across OMIs and OSIs. Based on these findings, the study recommends that the state government make it easier for small businesses to run sustainably. (shrink)

In order to illustrate the difference between sensation and perception, Reid imagines a blind man that by ‘some strange distemper’ has lost all his notions of external objects, but has retained the power of sensation and reasoning. Reid argues that since sensations do not resemble external objects, the blind man could not possibly infer from them any notion of primary qualities. Condillac proposed a similar thought experiment in the Treatise on Sensations. I argue that Condillac can reach a conclusion opposite (...) to that of Reid only by assuming that some particular collections of sensations do indeed resemble the qualities of external objects. Reid had considered a similar case in a manuscript, but he again notices that such complex collections sensations do not resemble the qualities of external objects. (shrink)

While Hume had a favorable opinion of the new commercial society, Reid envisioned a utopian system that would eliminate private property and substitute the profit incentive with a system of state-conferred honors. Reid’s predilection for a centralized command economy cannot be explained by his alleged discovery of market failures, and has to be considered in the context of his moral psychology. Hume tried to explain how the desire for gain that motivates the merchant leads to industry and frugality. These, in (...) their turn, benefit all society. Reid still saw the desire for money as a degenerate form of the desire for power. The contrast between Hume and Reid, however, has not to be taken too far. On some particular matters of economic policy, such as paper credit, Hume and Reid eventually came to similar views. (shrink)

In a recent article on Reid’s theory of single and double vision, James Van Cleve considers an argument against direct realism presented by Hume. Hume argues for the mind-dependent nature of the objects of our perception from the phenomenon of double vision. Reid does not address this particular argument, but Van Cleve considers possible answers Reid might have given to Hume. He finds fault with all these answers. Against Van Cleve, I argue that both appearances in double vision could be (...) considered visible figures of the object, and show how this solution might preserve Reid’s direct realism. However, this solution is not compatible with the single appearance of an object predicted by Reid’s theory of single and double vision. This consequence will appear evident once we consider the critique of Reid’s theory of single and double vision formulated by William Charles Wells (1757-1817). Wells argues that Reid’s theory is either incomplete or incompatible with other claims made by Reid. It is incomplete since it fails to specify the unique direction in which we the object in single vision; if it not incomplete and is compatible with the law of monocular direction given by Reid, then it is incompatible with Reid’s claim that we do not perceive immediately distance by sight. This essay considers how scholarly approaches to the development of molecular biology have too often narrowed the historical aperture to genes, overlooking the ways in which other objects and processes contributed to the molecularization of life. From structural and dynamic studies of biomolecules to cellular membranes and organelles to metabolism and nutrition, new work by historians, philosophers, and STS scholars of the life sciences has revitalized older issues, such as the relationship of life to matter, or of physicochemical inquiries to (...) biology. This scholarship points to a novel molecular vista that opens up a pluralist view of molecularizations in the twentieth century and considers their relevance to current science. (shrink)

The Adverse Outcome Pathway (AOP) concept is a knowledge assembly and communication tool to facilitate the transparent translation of mechanistic information into outcomes meaningful to the regulatory assessment of chemicals. The AOP framework and associated knowledgebases (KBs) have received significant attention and use in the regulatory toxicology community. However, it is increasingly apparent that the potential stakeholder community for the AOP concept and AOP KBs is broader than scientists and regulators directly involved in chemical safety assessment. In this paper we (...) identify and describe those stakeholders who currently—or in the future—could benefit from the application of the AOP framework and knowledge to specific problems. We also summarize the challenges faced in implementing pathway-based approaches such as the AOP framework in biological sciences, and provide a series of recommendations to meet critical needs to ensure further progression of the framework as a useful, sustainable and dependable tool supporting assessments of both human health and the environment. Although the AOP concept has the potential to significantly impact the organization and interpretation of biological information in a variety of disciplines/applications, this promise can only be fully realized through the active engagement of, and input from multiple stakeholders, requiring multi-pronged substantive long-term planning and strategies. The environment can elicit biological responses such as oxidative stress (OS) and inflammation as a consequence of chemical, physical, or psychological changes. As population studies are essential for establishing these environment-organism interactions, biomarkers of OS or inflammation are critical in formulating mechanistic hypotheses. By using examples of stress induced by various mechanisms, we focus on the biomarkers that have been used to assess OS and inflammation in these conditions. We discuss the difference between biomarkers that are the result of a (...) chemical reaction (such as lipid peroxides or oxidized proteins that are a result of the reaction of molecules with reactive oxygen species) and those that represent the biological response to stress, such as the transcription factor NRF2 or inflammation and inflammatory cytokines. The high-throughput and holistic approaches to biomarker discovery used extensively in large-scale molecular epidemiological exposome are also discussed in the context of human exposure to environmental stressors. We propose to consider the role of biomarkers as signs and to distinguish between signs that are just indicators of biological processes and proxies that one can interact with and modify the disease process. Review of Emanuele Banfi, Nicola Grandi - Le lingue extraeuropee: Americhe, Australia e lingue di contatto.

Nella sua straordinaria opera scientifica, Franco Selleri si è sempre opposto alla rinuncia alla comprensione della struttura della realtà e della natura degli oggetti fisici, che egli considera come l’elemento caratterizzante delle principali teorie della fisica del Novecento e che è stata stigmatizzata da Karl Popper come tesi della “fine della strada in fisica”. Sin dalla fine degli anni ’60, egli ha sviluppato quella riflessione critica nei confronti delle teorie fondamentali della fisica moderna, in particolar modo della teoria delle particelle (...) elementari e della meccanica quantistica, e in un secondo tempo delle teorie relativistiche, che contraddistingue il suo programma di ricerca. Nel corso della sua intensa e infaticabile attività scientifica, Selleri è entrato in proficuo contatto con molti grandi fisici e filosofi della scienza, instaurando un intenso dialogo critico con Louis de Broglie, John Bell e Karl Popper. Le sue originali e non convenzionali ricerche lo hanno portato a risultati significativi non solo nell’ambito dei fondamenti della fisica, ma anche della storia e della filosofia della fisica. Per questo abbiamo voluto dedicare un numero speciale di Isonomia al nostro impareggiabile amico e collega, sia per la sua passione instancabile e la sua profonda conoscenza dei fondamenti formali, concettuali e filosofici delle teorie della fisica contemporanea, sia e forse ancor più come maestro di una prospettiva perennemente critica che egli ha sempre seguito e proposto con particolare rigore ed estrema determinazione. La meccanica quantistica è una delle più grandi conquiste intellettuali del xx secolo. Le sue leggiregolano il mondo atomico e subatomico e si riverberano su una miriade di fenomeni del mondomacroscopico, dalla formazione dei cristalli alla superconduttività, dalle proprietà dei fluidi a bassatemperatura agli spettri di emissione di una candela che brucia o di una supernova che esplode, daimeccanismi di combustione della fornace solare ai principi di base delle nanotecnologie. Non c’èquasi nulla nel mondo che ci circonda su cui non (...) soffi l’alito delle leggi quantistiche. Tuttavia, per come è usualmente presentata nei libri di testo, la meccanica quantistica è sostanzialmenteun’insieme di regole per calcolare le distribuzioni di probabilità dei risultati di qualunqueesperimento (nel dominio di validità della meccanica quantistica). In quanto tale, non ci forniscedirettamente una descrizione della realtà. Una descrizione della realtà, cioè un’ ontologia , dovrebbedirci che cosa c’è nel mondo e come si comporta, quali sono i processi che si realizzano a livellomicroscopico e, di conseguenza, fornirci una spiegazione del formalismo quantistico. Jürgen Habermas ha dedicato più di trent’anni dei suoi studi alle scienze sociali al fine di definire, attraverso la ricostruzione delle tradizioni di pensiero in esse presenti, un quadro teorico di riferimento che orienti i programmi della ricerca storico-sociale. Al pari dei grandi classici del pensiero sociologico, egli ha cercato di affrontare i “problemi della società nel suo insieme” esplicitando gli assunti, i metodi e gli obiettivi della teoria sociale come presupposto indispensabile per un’indagine che ampli i confini disciplinari della (...) sociologia, da un lato, alla riflessione filosofica, dall’altro alla ricerca storiografica. Nel lungo itinerario della sua formazione scientifica questo programma rappresenta il filo conduttore nell’analisi dei “sistemi culturali”, dei “sistemi sociali”, dei “sistemi della personalità” e, soprattutto, nella “teoria dell’evoluzione sociale”, dalla ricostruzione delle condizioni necessarie alla genesi antropologica delle forme socio-culturali di vita – l’“ominizzazione” – sino all’esame della logica e della dinamica di sviluppo delle “formazioni sociali” che egli suddivide in primitive, tradizionali, moderne e contemporanee. Nella Postfazione all’edizione italiana di Profili politico-filosofici (2000), una raccolta che contiene scritti di quarantacinque anni di studi (1953-1998), Leonardo Ceppa sottolinea i due aspetti essenziali dell’opera di Habermas: “la coerenza teorica” e il “carattere assimilatorio”. Habermas non è un pensatore “rivoluzionario” ma un “riformista” che, ricorrendo a un’immagine ingegneristica, all’isolamento del “pensiero che scava fossati” preferisce “costruire ponti” tra i campi del sapere. Questa ricerca si segnala per il tentativo di recepire criticamente le acquisizioni specialistiche delle scienze sociali e della filosofia finalizzando questa tensione apprenditiva alla costruzione di un quadro generale. Nato dai nostri colloqui seminariali, di cui mantiene la forma dialogica dei “turni di parola”, il presente volume focalizza lo sguardo sulle società contemporanee – ripercorrendone la struttura, le sfide presenti e gli scenari futuri – e sulla funzione sociale della sociologia. Ne scaturisce un’indagine di fenomeni fondamentali per comprendere le trasformazioni della modernità: la modernizzazione, il capitalismo organizzato, lo stato sociale, la democrazia politica, la diversità culturale, l’opinione pubblica nell’epoca dei media, la globalizzazione, la crisi ecologica, le disuguaglianze mondiali, i conflitti nazionalistici, il terrorismo islamico, la secolarizzazione, l’ingegneria genetica, l’integrazione europea e la politica mondiale. Nel riordinare i temi sociologici da lui proposti abbiamo cercato di sistemare l’analisi delle società contemporanee a un livello che non si accomodi sul piano dei commenti troppo facili che gli intellettuali, i politici e la gente comune amano fare sull’attualità e che, mantenendo una visione d’insieme sull’opera, chiarisca il testo e i suoi punti ciechi. Il volume si propone come uno strumento di lavoro che accompagni a una lettura critica. Sullo sfondo rimane la domanda se Habermas riesca davvero a conseguire, nei suoi itinerari attraverso la “storia delle idee”, la coerenza logica e la profondità d’indagine necessarie a “sistematizzare” le ricerche delle scienze sociali. Alcune perplessità avvalorate dal confronto con i testi e con la letteratura critica ci hanno suggerito di riservare ai problemi metodologici uno studio specifico che chiarisca il concetto di “scienza ricostruttiva” e ne illustri le applicazioni nell’ambito delle teorie della riproduzione culturale, della socializzazione e dell’evoluzione delle formazioni sociali – uno studio le cui linee sono solo anticipate nell’Introduzione. Il programma di ricerca e la sua recezione critica, relativamente agli assunti della teoria dell’evoluzione sociale. Riprendendo una felice espressione di Karl Popper, ci auguriamo di aver raggiunto la chiarezza argomentativa e la semplicità linguistica dovuta al lettore, confidando nella “cooperazione amichevole-ostile di molti scienziati”. Che cosa distingue, concettualmente, l’esattore delle tasse che esiga da un uomo, a pena di sanzioni, una determinata somma di denaro, dal bandito che gli intimi, sotto la minaccia di un’arma, di consegnargli la medesima somma? È sul soddisfacimento del requisito della giustizia che si fonda, come sostenne Agostino, l’eterogeneità tra uno Stato e un’accolita di furfanti? «Se non è rispettata la giustizia, che cosa sono gli Stati, se non delle grandi bande di ladri? Perché le bande di briganti che (...) cosa sono, se non dei piccoli Stati?». Il volume ripercorre le risposte più autorevoli fornite nel XX secolo, entro un orizzonte postmetafisico, alla domanda agostiniana: prima dell’avvento del regime nazista, la tesi che un’associazione a delinquere sia indistinguibile da uno Stato è stata sostenuta da Benedetto Croce, Santi Romano e Hans Kelsen; dopo l’esperienza del nazismo e delle sue atrocità, perpetrate in nome dello Stato e della legge, le questioni relative alla natura del diritto e alla relazione tra morale e diritto hanno assunto – come ha osservato Robert Alexy – «l’urgenza di un problema scottante», e la domanda filosofica sulla validità della legge ingiusta è apparsa ineludibile non solo ai maggiori filosofi del diritto (Herbert L.H. Hart, Alf Ross, Ronald Dworkin e lo stesso Alexy), ma alle stesse corti tedesche. (shrink)

Nel primo paragrafo sarà esaminato l’impianto normativo che regola le pubbliche amministrazioni, riformato dalle l. n. 142 e n. 241 del 1990, dal D.Lgs. 29/1993, dalle “leggi Bassanini” e dalla legge-quadro 150/2000, sia riguardo al diritto di accesso nei confronti dell’attività dell’amministrazione, sia in merito al radicamento di criteri di efficacia, efficienza ed economicità delle policies sia agli strumenti con cui gli Enti locali e cittadini possono comunicare. Gli anni ‘90 segnano l’inizio di un processo volto alla riorganizzazione delle PA (...) a partire dalla centralità della comunicazione istituzionale ma anche della concezione del “diritto all’informazione” nelle tre accezioni di diritto “di informare, “di informarsi” e “essere informati”. La Levi ha ben sottolineato “la rapidità inusuale nella storia nazionale” di tale riforma e la centralità assunta in essa dalle dimensioni dell’informazione, della comunicazione e della partecipazione: "In sintesi, si può ritenere legittimo concludere che le riforme del decennio 1990-2000 abbiano segnato il passaggio dal segreto alla trasparenza e dall’unilateralità alla partecipazione. Le politiche di modernizzazione in tema di comunicazione pubblica e di maggiore trasparenza dell’attività dell’amministrazione si sono mosse verso una più marcata tutela dei diritti dei cittadini e verso l’accentuazione del risultato dell’azione amministrativa" (2004, p. 16). Grandi ha ribadito che tale evoluzione costituisce nella cultura politica dello stato di diritto una «sorta di pre-condizione dell’emergere dei nuovi diritti di cittadinanza, intesi quale partecipazione consapevole e informata al processo decisionale pubblico» (Grandi 20022, 13). Nel secondo paragrafo verranno descritte gli ambiti di applicazione, le finalità, gli obiettivi e le strutture della comunicazione istituzionale disciplinate dalla legge n. 150/2000 e dai conseguenti regolamenti attuativi: il Portavoce, l’Ufficio stampa, l’Ufficio per le relazioni al pubblico. Come vedremo, si tratta di una normativa che rappresenta un punto di arrivo e un punto di partenza, in quanto, da un lato, se chiude il decennio delle riforme amministrative, d’altro lato, problematizza compiutamente per la prima volta il rapporto di comunicazione tra PA e cittadini e pone in evidenza tutte le difficoltà nell’implementare le norme nella realtà. Agli elementi critici della comunicazione istituzionale sono riservate le considerazioni conclusive: dal reclutamento e formazione del personale, al coordinamento delle strutture, dal persistere di mentalità burocratiche e autoreferenziale alla carenza di risorse. Il problema delle dotazioni organiche e finanziarie, in particolare, è molto sentito dalle amministrazioni di dimensioni più piccole, le quali spesso ricorrono alla “esternalizzazione” di attività degli uffici di comunicazione, non solo per la produzione editoriale, le campagne pubblicitarie e i servizi di gestione degli eventi, ma anche per il sito internet e i compiti di informazione più tradizionali. In tale situazione, la comunicazione istituzionale, pur dichiarata come strategica, rischia di rimanere un momento residuale dell’azione pubblica sia in termini di processo sia in termini di contenuto, slegata dagli obiettivi dell’organizzazione. Le discussioni sulle tecnologie digitali e Internet e sulle loro applicazioni nel campo della politica sono l’inevitabile portato di un mutamento di più ampia rilevanza che coinvolge ogni aspetto economico, sociale e culturale della contemporaneità. È in corso una “rivoluzione tecnologica” di cui ancora non siamo pienamente consapevoli, che scombina assetti ritenuti stabili e sposta l’orizzonte del possibile. Il ceto politico in parte la condiziona e in parte la subisce. Nell’uno e nell’altro caso, possiamo rilevare che non è in grado (...) di capirla. Alle ICT (Information and Communication Technologies) si guarda con la speranza di sincronizzare finalmente l’operato del sistema politico-amministrativo alla rapidità e complessità dei nuovi tempi; e di avvicinare i governati ai governanti visto che la distanza tra le parti è sempre più marcata. Un sano scetticismo verso la capacità dell’apparato istituzionale di ri-generarsi spinge a credere che sarà un’opportunità sprecata se lasciata alla sola iniziativa dei politici: è necessario che la società civile si faccia carico del futuro, del suo futuro. La proposta non è così irrealistica; le comunità del XXI secolo potranno sfidare un divenire sempre più incerto solamente promuovendo la libertà e la responsabilità dei loro membri e creando le condizioni per sprigionare un’“intelligenza collettiva” attualmente dispersa e disconosciuta. Su questo piano si situa l’apporto teorico-analitico di Pierre Lévy, a cui va il merito di aver posto le domande giuste alla scienza e alla politica e di aver stimolato un movimento generale delle idee coerente con i grandi cambiamenti culturali e sociali odierni. Logique et existenceDeleuze à propos des « conditions du réel »Pour Deleuze, l’un des problèmes fondamentaux d’une théorie de la pensée est de savoir comment la pensée peut quitter la sphère du possible pour penser le réel, c’est-àdire pour penser l’existence elle-même. La position du réel semble être hors du concept. Des pré-kantiens comme Leibniz approchaient ce problème par le biais de la distinction entre vérités d’essence et vérités d’existence, alors que des post-kantiens comme Maimon l’approchaient par la distinction entre (...) les conditions de l’expérience possible et celles de l’expérience réelle. La logique classique définit la sphère du possible par trois principes logiques – l’identité, la non-contradiction et le tiers-exclu – et la présente étude examine les trois grandes trajectoires qui, dans cette histoire de la philosophie, ont tenté d’utiliser l’un de ces trois principes classiques pour pénétrer l’existence ellemême : 1) Leibniz (et les pré-kantiens) cherchait à étendre le principe de d’identité àl’existence entière ; 2) Hegel (et les post-kantiens) cherchait à étendre le principe de non-contradiction à la totalité de l’expérience ; et 3) le groupe des penseurs appelés de manière assez large « existentialistes » cherchait à étendre le principe du tiers-exclu à la totalité de l’existence. La conclusion examine les raisons pour lesquelles Deleuze a été fasciné par chacune de ces tentatives philosophiques pour « penser l’existence », tout en pensant néanmoins qu’elles ont toutes échoué ; et pourquoi aussi il a fini par développer sa propre réponse au problème en faisant appel à un principe de différence.Logica e EsistenzaLe ‘Condizioni del reale’ in DeleuzePer Deleuze, uno dei problemi fondamentali per una teoria del pensiero è: come può il pensiero abbandonare la sfera del possibile per pensare il reale, ossia, pensare l’esistenza stessa? La posizione del reale sembra essere fuori dal concetto. Prekantiani come Leibniz affrontano questo problema in termini di distinzione fra verità dell’essenza e verità dell’esistenza, mentre post-kantiani come Maimon affrontano il problema in termini di distinzione fra condizioni dell’esperienza possibile e condizioni dell’esperienza reale. La logica classica ha definito la sfera del possibile secondo tre principi logici – identità, non-contraddizione, terzo escluso – e questo saggio analizza tre grandi ‘parabole’ della storia della filosofia che hanno tentato di usare uno di questi tre principi della logica per penetrare l’esistenza stessa: (1) Leibniz (e i pre-kantiani) hanno tentato di estendere il principio di identità a tutta l’esistenza; (2) Hegel (ei post-kantiani) hanno tentato di estendere il principio di non-contraddizione a tutta l’esistenza; (3) il gruppo di pensatori (solo approssimativamente legati fra loro) chiamati “esistenzialisti” ha tentato di estendere il principio del terzo escluso all’esistenza. La conclusione analizza sia le ragioni per le quali Deleuze era affascinato da ciascuno di questi tentativi filosofici di “pensare l’esistenza” nonostante fosse convinto che essi avessero fallito, sia i motivi per cui egli in conclusione traccia la propria risposta al problema facendo appello al principio della differenza. Il design industriale è sempre più importante come mezzo per differenziare i prodotti e aumentarne il valore. Allo stesso tempo, la velocità con cui un prodotto viene offerto nel mercato dipende dalla capacità di integrare il design nel processo di produzione. Tuttavia, molte PMI - in particolare le nuove aziende basate sulla tecnologia - mancano di competenze specialistiche nella gestione del design e spesso non prestano sufficiente attenzione a questo aspetto. L'industria automobilistica e le grandi aziende come Philips e Braun (...) gestiscono e misurano l'impatto del design come strumento innovativo. Negli ultimi anni, le aziende industriali che sono in prima linea nella produzione di determinati prodotti stanno iniziando a sperimentare una forte concorrenza che non è egualmente protetta. Subiscono gli impatti dell'esperienza offerta da quasi gli stessi prodotti a prezzi inferiori, grazie a un minore investimento in ricerca e sviluppo, che riduce la struttura dei costi. (shrink)

Nel presente scritto, l’attività di insegnamento filosofico viene sottoposta ad interrogativi riguardanti gli elementi che la caratterizzano, ovvero ciò che viene insegnato, chi insegna e a chi si insegna. Nasce così una riflessione teoretica su tre concetti basilari, ovvero la filosofia, il soggetto e l’altro. Attraverso le suggestioni di grandi pensatori, in primis l’Heidegger di Essere e Tempo, ma anche Platone, Aristotele, Cartesio, Deleuze e Levinas, vengono proposte possibili definizioni dei concetti suddetti. La filosofia viene così considerata in senso statico, (...) come sentiero diretto al sapere, e dinamico, come prassi sempre rinnovantesi. Per quanto riguarda il “chi”, una volta stabilito che, per natura o necessità ontica, ogni uomo tende al sapere, viene definito il soggetto in grado di insegnare la filosofia ad altri. Questi può essere sia il semplice studioso di filosofia, che il filosofo vero e proprio. La differenza tra i due si configura come segue: il primo si occupa solo della conoscenza di sentieri già tracciati, il secondo ne traccia anche di nuovi. Il destinatario dell’insegnamento filosofico si configura, invece, come alterità a cui la soggettività docente deve relazionarsi. Si giunge pure qui ad una definizione duplice, ovvero dell’allievo come semplice conoscente, la cui componente attiva è limitata alla ricezione dei contenuti, e dell’allievo come praticante, che sperimenta vari metodi e si mette in gioco nella teoresi. Vengono infine delineate possibili configurazioni in base a queste tre coppie di concetti, configurazioni che, a propria volta, diventano molteplici nelle realtà singolari. (shrink)

Il famoso formicaio E.O. Wilson è sempre stato uno dei miei eroi -- non solo un biologo eccezionale, ma uno della piccola e svanire minoranza di intellettuali che almeno osa accennare alla verità sulla nostra natura che gli altri non riescono a cogliere, o nella misura in cuisi trovano, evitano scrupolosamente per l'opportunità politica. Purtroppo, sta terminando la sua lunga carriera in modo più sordido come festa per un attacco ignorante e arrogante alla scienza motivato almeno in parte dal fervore (...) religioso dei suoi colleghi di Harvard. Mostra le vili conseguenze quando le università accettano denaro da gruppi religiosi, le riviste scientifiche sono così spaventate da grandi nomi che evitano una corretta revisione tra pari e quando gli ego sono autorizzati a sscappare dal controllo. Ci porta nella natura dell'evoluzione, nelle basi della metodologia scientifica, nel modo in cui la matematica si relaziona con la scienza, su ciò che costituisce una teoria, e persino quali atteggiamenti nei confronti della religione e della generosità sono appropriati mentre ci avviciniamo inesorabilmente al crollo della civiltà industriale. Una breve rassegna della vita e dell'autobiografia spirituale dell'unico mistico americano Adi Da (Franklin Jones). L'adesivo sulla copertina di alcune edizioni dice 'L'autobiografia spirituale più profonda di tutti i tempi' e questo potrebbe essere vero. Ho 70 anni e ho letto molti libri di insegnanti spirituali e sulla spiritualità, e questo è uno dei più grandi. Certamente, è by lontano il resoconto più completo e piùchiaro del processo di illuminazione che abbia mai visto. Anche se non hai alcun interesse nel (...) più affascinante di tutti i processi psicologici umani, è un documento incredibile che rivela molto sulla religione, lo yoga e la psicologia umana e sonda le profondità e i limiti delle possibilità umane. Lo descrivo in dettaglio e paragono il suo insegnamento a quello del mistico indiano contemporaneo Osho. Horwich dà una bella analisi di Wittgenstein (W) ed è uno studioso W leader, ma a mio parere, tutti non sono al di sotto di un pieno apprezzamento, come spiego a lungo in questa recensione e molti altri. Se non si capisce W (e preferibilmente anche Searle) allora non vedo come si possa avere più di una comprensione superficiale della filosofia e del pensiero di ordine superiore e quindi di tutti i comportamenti complessi (psicologia, sociologia, antropologia, storia, letteratura, società). In (...) poche parole, W ha dimostrato che quando hai dimostrato come una frase viene usata nel contesto di interesse, non c'è più nulla da dire. Inizierò con alcune citazioni degne di nota e poi darò quelle che penso siano le considerazioni minime necessarie per capire Wittgenstein, la filosofia e il comportamento umano. La prima si potrebbe notare che mettere "meta" davanti a qualsiasi parola dovrebbe essere sospetto. W ha osservato ad esempio, che la metamatematica è matematica come qualsiasi altra. L'idea che possiamo uscire dalla filosofia (cioè la psicologia descrittiva del pensiero di ordine superiore) è di per sé una profonda confusione. Un'altra irritazione qui (e per tutta la scrittura accademica negli ultimi 4 decenni) è il costante sessismo linguistico inverso di "lei" e "suo" e "lei" o "lui/ lei" ecc., dove "loro" e "loro" e "loro" farebbero bene. Allo stessomodo, l'uso della parola francese "repertorio" in cui l'inglese "repertorio" farà abbastanza bene. La carenza principale è il fallimento completo (anche se molto comune) di impiegare quello che vedo come la vista di due sistemi estremamente potente e intuitiva del quadro di HOT e Searle che ho delineato sopra. Questo è particolarmente toccante nel capitolo sul significato p111 et seq. (soprattutto nelle note a piè di pagina 2-7), dove nuotiamo in acqua molto fangosa senza la struttura di vero automatizzato solo S1, proposizionale disposizionale S2, COS ecc. Si può anche ottenere una migliore vista dell'interno e dell'esterno leggendo ad esempio, Johnston o Budd (vedi le mie recensioni). Horwich però fa molti commenti incisivi. Mi è piaciuto soprattutto il suo riassunto dell'importazione della posizione anti-teorica di W su p65. Ha bisogno di dare più enfasi a 'On Certainty', recentemente oggetto di grande sforzo di Daniele Moyal- Sharrock, Coliva e altri e riassunto nei miei recenti articoli. Horwich è di prim'ordine e il suo lavoro vale la pena. Si spera che lui (e tutti) studierà Searle e un po 'di psicologia moderna così come Hutto, Read, Hutchinson, Stern, Moyal-Sharrock, Stroll, Hacker e Baker ecc per raggiungere una vasta visione moderna del comportamento. La maggior parte dei loro documenti sono su academia dot edu e philpapers dot org etc. Egli dà uno dei più bei riassunti di dove una comprensione di Wittgenstein ci lascia che io abbia mai visto. "Non ci deve essere alcun tentativo di spiegare la nostra attività linguistico/concettuale (PI 126) come nella riduzione dell'aritmetica di Frege alla logica; nessun tentativo di dargli basi epistemologiche (PI 124) come nei resoconti basati sul significato di una conoscenza a priori; nessun tentativo di caratterizzarne le forme idealizzate (PI 130) come nelle logiche del senso; nessun tentativo di riformarlo (PI 124, 132) come nella teoria degli errori di Mackie o nell'intuizione di Dummett; nessun tentativo di snellirla (PI 133) come nel racconto dell'esistenza di Quine; nessun tentativo di renderlo più coerente (PI 132) come nella risposta di Tarski ai paradossi bugiar; e nessun tentativo di renderlo più completo (PI 133) come nel sistemare le questioni di identità personale per bizzarri scenari ipotetici di 'teletrasporto'." Infine, lasciatemi suggerire che con la prospettiva che ho incoraggiato qui, W è al centro della filosofia contemporanea e della psicologia e non è oscura, difficile o irrilevante, ma scintillante, profonda e cristallina e che permane lo è mancare una delle più grandi avventure intellettualipossibili. Le argomentazioni presentate in questo testo costituiscono le conclusioni ultime e definitive di un lavoro di ricerca, che ha investito l’insieme dei "Dialoghi Italiani", riuscendo a reperire ed a far emergere quello che pare il nucleo più profondo ed importante – il vero e proprio elevato fondamento – della speculazione bruniana: la presenza attiva di un concetto triadico teologico-politico – il "Padre", il "Figlio" e lo "Spirito" della tradizione trinitaria cristiana – però riformulato attraverso il capovolgimento rivoluzionario di questa stessa (...) tradizione, attuato attraverso il concetto creativo e dialettico dell’infinito. In questo modo la stessa tradizione platonica pare subire una trasformazione essenziale, abbandonando qualunque forma di alienazione e negazione, per riaprirsi invece verso soluzioni che paiono riprendere moniti ed osservazioni suscitati dalle prime, grandi e maestose, speculazioni dei filosofi presocratici. Talete, Anassimandro, Anassimene, Parmenide, Eraclito ed Empedocle sembrano rivivere nei testi bruniani, riproponendo una soluzione ben diversa a quei nodi e problemi teoretico-pratici – fondamentale il rapporto Uno-molti e tutto ciò che da esso consegue, sia sul piano naturale che politico – apparentemente risolti e codificati dal pensiero postsocratico, prima platonico e poi aristotelico. L’inscindibilità del principio di libertà ed eguaglianza , attraverso il richiamo alla fonte amorosa infinita ed universale , consente alla riflessione bruniana di presentare per la prima volta nel panorama filosofico mondiale di tutti i tempi la possibilità di salvaguardare sia l’aspetto creativo naturale, che la diversità politica, presentando nel contempo un concetto di ragione capace di esprimere un movimento infinito sempre aperto ed attento alla molteplicità. In questa liberazione della potenza e della volontà dalle strettoie ordinate e gerarchiche della tradizione il pensiero e la riflessione di Giordano Bruno danno inizio alla modernità, ripresentandosi quale mirabile soluzione ogni qual volta potere e violenza paiono assestarsi e reciprocamente incrementarsi, in un circolo apparentemente indistruttibile. Allora i capitoli di questo libro – attraverso l’analisi di concetti importanti nella filosofia bruniana, quali quelli del desiderio e dell’immaginazione, della materia e della ragione – riattraversano la storia della definizione filosofica delle entità reali più importanti – Dio, Natura, Ragione, Uno – per mostrare un’opposizione fondamentale: l’opposizione fra la fusione speculativa apportata dal pensiero neoplatonico-aristotelico , attenta alla difesa della necessità ordinata di un mondo unico, e la liberazione speculativo-pratica bruniana, attenta a far rivivere la coscienza dell’infinito, in noi e fuori di noi.
