The cucumber is a creeping vine that roots in the ground and grows up trellises or other supporting frames, wrapping around supports with thin, spiraling tendrils. The plant may also root in a soilless medium, whereby it will sprawl along the ground in lieu of a supporting structure. The vine has large leaves that form a canopy over the fruits. Among these common diseases, we single out the diseases that affect the cucumber, which is affected by about 22 diseases, with (...) different symptoms for each disease. Today, technology is facilitating human life in all areas of life, and among these facilities are expert systems that have become an integral part of human life as they contain several systems and areas, for example: Artificial Intelligence (AI), which refers to systems or devices that simulate Human intelligence to perform tasks that can improve itself based on some human information, and other areas, and with reference to expert systems and their importance to humans, an integrated expert system has been created in the agricultural field that diagnoses cucumber diseases using CLIPS Expert System language Delphi language. The system was used to design and implement the proposed expert system. The system facilitates the diagnosis of cucumber-related diseases. There is no doubt that this expert system will help farmers and those involved in the agricultural field to diagnose cucumber-related diseases. Objectives: is to help farmers diagnose pear diseases in the correct way and how to treat these diseases. Method: The system contains a program that diagnoses 22 diseases that affect cucumber. The proposed expert system presents an overview of mint diseases are given, the cause of diseases outlined and the treatment of disease whenever possible is given out. CLIPS Expert System language was used for designing and implementing the proposed expert system. Results: The proposed Mint diseases diagnosis expert system was evaluated by Agricultural Students at AL Azhar University and some friends interested in agriculture and they were satisfied with its performance. Based on a survey of 237 managers in Singapore, three measures of organizational ethics (namely, top management support for ethical behavior, the organization''s ethical climate, and the association between ethical behavior and career success) are found to be associated with job satisfaction. The link between organizational ethics and job satisfaction is argued from Viswesvaran et al.''s (1998) organizational justice and cognitive dissonance theories. Abstract: The study aimed to determine the strategic flexibility and its relationship to the level of quality of services provided, from the viewpoint of the internal beneficiary in non-governmental hospitals in Gaza Strip. The study relied on the descriptive and analytical approach, and the questionnaire was designed as a tool to collect data and consisted of (39) items, and the researchers used the comprehensive survey method, and the number of the study population was (536) individuals, where (434) questionnaires were retrieved, (...) and the recovery rate was (80.97%). The study revealed many results, the most important of which were: the existence of a moderate degree of approval by the study sample individuals on strategic flexibility, as it was evident through the area of strategic flexibility as a whole having a relative weight (60.44%). The study is on the quality of services, as it became clear through the field of service quality obtaining a relative weight (79.90%). The results of the study revealed a statistically significant relationship between strategic flexibility and the quality of services in non-governmental hospitals in Gaza Strip, with a correlation coefficient of 0.490. The study reached many recommendations, the most important of which were: the need to work on appointing young people and those with potentials, because jobs are vacant in the hospitals under study, and the need to seek the help of an administrative staff with scientific and practical qualifications, and to work on updating information systems, archiving and networks through which data and information are transferred between departments And the creation of mechanisms by which stored information can be used to enhance the decision-making process, and an effective system to receive patients' complaints in a manner that ensures rapid response and treatment, to achieve continuous communication between patients and the hospital management, and to notify patients of dealing with the complaints they submit, and work to provide all Medical and health specialties in the hospitals under study, by making use of the medical delegations that visit Gaza Strip, involving them in the treatment processes, bringing in doctors and specialists from abroad, updating the standards related to measuring the services provided to patients on an ongoing basis, based on the suggestions and complaints of patients, and developing facilities in hospitals As well as updating the medical devices and equipment used in hospitals periodically. The relationship between “Towards a Critique of Violence” (1921) and the work of Franz Kafka has been well established by several critical studies devoted to Walter Benjamin. However, it is striking that Benjamin himself, already well acquainted with the work of the Czech writer in 1921, never made any comment to Kafka’s work in this essay, and, more broadly, in any of the related texts that make up the project on the ‘Critique of Violence’. In this article, we analyze a (...) set of notions (Entstellung, Entsühnung, Zurechstellen) that allow us to establish a mediated relationship between this essay and the articles and letters that Benjamin devoted to Kafka in the 1930s. This relationship takes us back to the only piece in which Benjamin carries out an autonomous treatment of the “category of justice” (1916) in which he identifies -as it will happen eighteen years later, in the essay on Kafka (1934)- the locus of justice in the “non-violence”, thus untying the knot that binds in a perhaps indiscernible way in the Jewish tradition the notions of “messianism” and “violence”. In De partibus animalium A1, Aristotle presents —in a darker than usual way— decisive details of the methodology he devised for his science of nature. His indications seem to point the path along which Aristotelian biology should travel. However, numerous textual and systematic difficulties have given rise to a number of conflicting interpretations, in the context of a vigorous stream of philosophical research and debate since the last third of the last century. In this stream of studies, Michael of Ephesus’s (...) commentary on PA and his views on the subject remain relatively ignored. A complex multiplicity of factors seems to support the lack of sufficient consensus among leading contemporary specialists to explicitly consider those contributions. The purpose of this paper is to examine several of these factors and, based on the evidence provided by little explored aspects of Michael’s texts, to offer arguments in favor of that consensus against a number of alternatives. I shall argue that the contributions of this late commentator deserve to be considered —mutatis mutandis— as seriously as it is done with the main ancient Greek commentaries; in particular, in the philosophical studies of those who are currently interested in that methodology or are engaged in Aristotelian biology. Oruka by pointing out that there is a vast difference between an intellectual tradition whose adherents are aware of the fact that it is constantly changing based on a dialectic characterized by arguments, objections to arguments, and responses to objections on the one hand, and on the other hand, an intellectual tradition that is changing but whose adherents at any given moment are unaware of the fact that this intellectual tradition is subjected to change. In the latter case, individuals are likely to think of criticism as a futile activity and perhaps as unnecessary given the fact that this tradition has proved to be functionally adequate for that society’s requirements, and they would be unaware of the fact that this tradition has maintained its functional adequacy precisely because it has changed as a function of time. Quienes más han trabajado el problema se han limitado a mostrar cómo esta creencia era plausible en el contexto intelectual de la época señalando a predecesores y seguidores de Newton que compartían esta creencia. Rules of origin (ROO) are pivotal element of the Greater Arab Free Trade Area (GAFTA). ROO are basically established to ensure that only eligible products receive preferential tariff treatment. Taking into consideration the profound implications of ROO for enhancing trade flows and facilitating the success of regional integration, this article sheds light on the way that ROO in GAFTA are designed and implemented. Moreover, the article examines the extent to which ROO still represents an obstacle to the full implementation of (...) GAFTA. Este artículo pretende establecer los límites y alcances de las principales interpretaciones de Newton en el siglo XX, resaltando, de un lado, la evidencia textual de la que disponían los intérpretes y, de otro, las corrientes filosóficas y epistemológicas que definen los rasgos principales de sus interpretaciones. Se verá que el rechazo al positivismo no es condición suficiente para establecer una interpretación adecuada y que, de la mano del fortalecimiento de la investigación a partir de los manuscritos de Newton, se (...) hace necesario un modelo interpretativo más amplio, flexible y detallado que los establecidos por algunos de los más importantes estudiosos como Alexandre Koyré, I. Con el fin de discutir las relaciones entre ética, política y educación, el presente artículo analiza la crisis del sistema educativo argentino a partir de una categoría ética: la responsabilidad. Más específicamente, se intenta delinear algunos de los retos a los que una educación para la res- ponsabilidad ciudadana se ve enfrentada en Argentina a comienzos del siglo XXI y en vista de los problemas éticos y políticos por las que atraviesa la educación tanto en el marco de un mundo (...) económicamente globalizado como en contextos de pobreza, exclusión e interculturali- dad, como lo es el latinoamericano. I argue that these inconsistencies in wording and practice reflect the existence of two distinct Aristotelian views of inquiry, one peculiar to the Posterior Analytics and the other put forward in the Physics and practiced in the Physics and in other treatises. Although the two views overlap to some degree (e.g. both regard a rudimentary understanding of the subject as an essential first stage), the view of the syllogism as the workhorse of scientific investigation and the related view of inquiry (...) as a search for the ‘missing middle terms’ turn out to be ideas peculiar to the Analytics. Conversely, the techniques of analysis and differentiation highlighted in the Physics account receive only cursory attention in the Analytics. However, when we consider the character of Aristotle’s own inquiries, on both scientific and philosophical topics, it becomes clear that it is the Physics rather than the Posterior Analytics that gives us Aristotle’s considered view the path to knowledge. Este trabajo se inserta en un proyecto mayor consistente en la evaluación moral de las políticas de seguridad a la luz del ideal político republicano de libertad como no dominación. Los razonamientos en torno al poder punitivo desde la Ilustración hasta nuestros días han tomado mayoritariamente como punto de partida la concepción de libertad hobbesiana. Según esta concepción un individuo es libre sí y sólo sí no padece interferencias provocadas por otros individuos. La interferencia es entendida aquí como una intervención (...) más o menos intencional. El Estado aparece como una institución que causa la libertad y, en particular, el derecho penal es una interferencia tan mala en sí misma como la coerción procedente de otras direcciones, pero justificada en la medida que disminuye el nivel general de coerción.• Si el nivel de interferencia producido por el derecho es menor que el nivel de interferencia privada que el aparato estatal evita que se produzca, entonces los individuos son más libres. La concepción hobbesiana de libertad se presenta así, utilizando la distinción introducida por Isaiah Berlin3 como un tipo de libertad negativa. A diferencia de la concepción clásica de libertad, presente por ejemplo en Aristóteles, no requiere de la existencia de autodominio o control -ya sea personal o político- por parte del individuo. La interpretación de la dialéctica hegeliana que el joven Marcuse lleva a cabo en sus escritos tempranos «Sobre el problema de la dialéctica I y II» (1930-1931) y «Ontología de Hegel y teoría de la historicidad» (1932) contrarresta las críticas de Heidegger a la dialéctica de Hegel. La lectura de ambos autores también diverge en su comprensión acerca del estatuto y el alcance del fenómeno de la temporalidad en la filosofía hegeliana. Sin embargo, cuando dilucida el concepto de historicidad (Geschichtlichkeit) (...) en Hegel, Marcuse advierte la tensión existente en su sistema entre el concepto ontológico de «vida» y la idea del «saber absoluto». A partir de su entrada en el Institut für Sozialforschung, el autor berlinés abandonará la tematización del concepto de historicidad —tarea que había ocupado un lugar central en sus primeros escritos— por considerar que dicho concepto, demasiado distorsionado por la tradición ontológico-existencial, es inconciliable con la dialéctica materialista. Resumen: Siguiendo el hilo conductor de la pregunta sobre cómo se nos puede conceder un acceso a la poesía de Paul Celan, el artículo discute dos enfoques diferentes: por un lado, el de la experiencia hermenéutica de Hans-Georg Gadamer; por otro, el de la experiencia diseminal de Jacques Derrida. La intención de la confrontación de las posiciones opuestas respecto a la poesía de Celan no es ni examinar los supuestos y preposiciones de ambas posiciones ni impugnar la legitimidad de una (...) de ellas desde el punto de vista de la otra, sino establecer y evocar el sentido de la disensión, la significación del discernimiento entre ellas y, así, abrir un campo de posibilidad para ambas, para una hermenéutica y para una deconstrucción hoy; y a través de ello también, y sobre todo, un lugar y un tiempo para el poema de Celan, la posibilidad de escucharlo y oírlo, de convertirse en destinatario de su voz inter-(a)pelativa. La propuesta metodológica de la «Analytical Jurisprudence» o escuela analítica del Derecho encabezada por H. L. A. Hart (1907-1992) abrió un nuevo espacio de reflexión en el ámbito jurídico anglosajón al emplear el análisis del significado de las palabras como medio para dilucidar la estructura del pensamiento jurídico. Hart, miembro del grupo de Oxford, aplicó una nueva sensibilidad por las distinciones lógicas y lingüísticas a la filosofía del derecho (PANNAM, 2008) y aportó a la discusión de los teóricos del derecho (...) de la segunda mitad del siglo XX una de las convicciones centrales que guiaron su trabajo: la de que las interrogantes más complejas de la teoría del derecho podían dilucidarse esclareciendo el modo en que los términos jurídicos se utilizan en la práctica (ETCHEVERRY, 2009). -/- El objetivo de este artículo es exponer cómo esta propuesta metodológica ha marcado la discusión en las actuales teorías analíticas anglosajonas de la interpretación jurídica, más específicamente, entre las denominadas teorías convencionalistas y teorías realistas del significado. La oposición a una estricta separación entre las dimensiones dialéctica y retórica de la actividad argumentativa es una de las aportaciones más destacadas y peculiares de la denominada escuela holandesa sobre argumentación. Frans H. van Eemeren y Peter Houtlosser reaccionaron contra una separación estricta entre dialéctica y retórica en varios trabajos, pero uno de los más inspiradores es sin duda su artículo “William the Silent’s argumentative discourse” (1998) presentado en la ciudad de Ámsterdam con ocasión de la cuarta conferencia organizada (...) por la International Society for the Study of Argumentation (ISSA). Sobre este tema siguieron investigando para presentar un análisis de la perspectiva dialéctica inherente al caso de Guillermo I de Orange en un congreso de la Japan Debate Association en Tokio (van Eemeren y Houtlosser, 2000). En el ámbito de la lógica matemática existe un problema sobre la relación lógica entre dos versiones débiles del Axioma de elección (AE) que no se ha podido resolver desde el año 2000 (aproximadamente). Tales versiones están relacionadas con ultrafiltros no principales y con Propiedades Ramsey (Bernstein, Polarizada, Subretículo, Ramsey, Ordinales flotantes, etc). La primera versión débil del AE es la siguiente (A): “Existen ultrafiltros no principales sobre el conjunto de los números naturales (ℕ)”. Y la segunda versión débil del (...) AE es la siguiente (B): “Existen ultraflitros sobre ℕ”. Se sabe que A implica B, pero se desconoce si B implica A. Di Prisco y Henle conjeturan en los artículos ([1], [2]) que esto no ocurre, es decir, conjeturan que B no implica A, en otras palabras, conjeturan que A es más fuerte estrictamente que B, que A es independiente de B, pero esto no se ha podido demostrar todavía aunque se ha intentado hacer desde hace aproximadamente 21 años. Η πρόσφατη δυναμική επανεμφάνιση των λαϊκιστικών κομμάτων διεθνώς αναζωπύρωσε τη συζήτηση γύρω από τον λαϊκισμό και τη σχέση που αναπτύσσει με τη (φιλελεύθερη) δημοκρατία. Πολλές από τις «κυρίαρχες» επιστημονικές αναλύσεις άσκησαν ισχυρή κριτική στον λαϊκισμό μέσα από μια στερεοτυπική οπτική, εντοπίζοντας συγκεκριμένα παθολογικά χαρακτηριστικά στο φαινόμενο, ενώ υπήρξε ένας αριθμός μελετών που κράτησε τις αποστάσεις του από τις στρεβλές θεωρητικές αναγνώσεις. Ένα από τα πολιτικά κόμματα που απασχόλησαν τους ακαδημαϊκούς στην Ελλάδα ήταν η περίπτωση του ΣΥΡΙΖΑ, τόσο στην αντιπολίτευση όσο (...) και στην εξουσία. Δεν ήταν λίγοι οι ερευνητές που επιχείρησαν να ιχνηλατήσουν και να κατανοήσουν τη μετάβαση της ριζοσπαστικής αριστεράς από ένα κινηματικό κόμμα της νεολαίας σε κόμμα εξουσίας μέσα από την ανάλυση Λόγου. Στο συγκεκριμένο άρθρο μελετάμε την έννοια του λαϊκισμού και την περίπτωση του ΣΥΡΙΖΑ μετά το ξέσπασμα της οικονομικής κρίσης. Αρχικά, εννοιολογούμε τον λαϊκισμό, ακολουθώντας τις θεωρητικές και μεθοδολογικές κατευθύνσεις τριών σημαντικών προσεγγίσεων [των Ερνέστο Λακλάου και της Σχολής του Έσσεξ (λογοθεωρητική), Πιερ Οστιγκί (κοινωνικοπολιτισμική) και Μπέντζαμιν Μόφιτ (επιτελεστική)], οι οποίες παρά τις διαφορές που παρουσιάζουν διαθέτουν ιδιαίτερα σημεία σύνδεσης, ενώ υπογραμμίζουμε και τη στερεοτυπική ανάγνωση των αντι-λαϊκιστικών αναλύσεων. Στη συνέχεια, αναδεικνύουμε τα χαρακτηριστικά που έλαβαν στο πέρασμα των ετών διάφορες λαϊκιστικές εμπειρίες, ενώ στο τέλος επικεντρωνόμαστε στην περίπτωση της ελληνικής ριζοσπαστικής αριστεράς (ΣΥΡΙΖΑ), με στόχο να εξετάσουμε τα χαρακτηριστικά του πολιτικού της λόγου στην αντιπολίτευση και την εξουσία (2009-2019). Marcuse llevó a cabo una original recepción en clave marxista de la fenomenología existencial y de la Lebensphilosophie (I). En sus primeros artículos, «Contribuciones a una fenomenología del materialismo histórico» (1928) y «Sobre filosofía concreta» (1929), esa recepción se orientó al proyecto de elaboración de una fenomenología dialéctica y, vinculado con ello, al intento de fundamentar la acción radical en el concepto ontológico de historicidad (Geschichtlichkeit) sin descuidar (...) su componente material (II, III, IV). Asimismo, en la situación de caída (Verfallen) del Dasein, Marcuse va a otorgar una misión primordial a la filosofía concreta (V). (shrink)

One of the ṣaḥābīs of Prophet Muḥammad is ʿUrwa b. Masʿūd from the Ṭāʾif tribe of Thaqīf. He belongs to the Ahlâf part of the Thaqīf tribe and he is the ruler of this part. ʿUrwa’s ancestry is known without any controversy until Kasî (Thaqīf). According to a narrative his epithet was Abū Yaʿfur and another of his epithet was Abū Masʿūd. Father of ʿUrwa an important person too. He is one of the leaders of his tribe and he commanded (...) his part (Aḥlāf) in wars of Fijār. Mother of ʿUrwa is Subay’a bt. ʿAbd Shams from Banū Umayya. In this way ʿUrwa has kinship both with Banū Umayya and Prophet Muḥammad. So ʿUrwa has a very important position because of his lineage, his mother and father. Thefore, his connections with Mecca and Quraysh strengthens his position. In our sources there is no information about his dates of birth and death. It is likely to be over middle age when he became a muslim, considering that he was the leader of his tribe and his son become a muslim after he died. There is too little information about weddings of ʿUrwa. According to narratives, he had ten wives before becoming Muslim. After becoming a Muslim Prophet Muḥammad warned from him to prefer four out of ten wives. One of his four wives is the daughter of Abū Sufyān. Howev-er, there is no information about the names of his wives. Names of his sons: ʿĀṣim, Abū Murra, Abū Mulayḥ, Dāwūd, Hammām and Hishām and names of his daughters: Umm Saʿīd (married with Ḥaẓrat ʿAlī) and Ḥalīma. We could see he served as embassy before the treaty of Hudaybiyah. His embassy duty shows us the superiority of his position. Also, this embassy duty was very effective at peace negotiations. He mentioned kinship relations which connects about Mecca. He said that it could be beneficial to talk to Prophet Muḥammad himself. The Meccans mentioned about their trust in ʿUrwa. During the time of his embassy, he expressed that both sides should be away from war. In this context, he told the Meccans: The people around Prophet Muḥammad are very loyal to him and he told to Prophet Muḥammad: People around him could disintegrate easily. This mission shows us he is intelligent, respectable and had high persuasion skills. ʿUrwa, observed loyalty of ṣaḥābīs to Prophet Muḥammad. He confessed this loyalty can not be for any ruler. This observa-tion probably affected ʿUrwa’s conversion to Islam. Because of the conquest of Meccah and the events that followed, the people of Ṭāʾif were very worried. Because of this reason people of Ṭāʾif took part in the side of Hawāzin’s and they bat-tled with Muslims. In this time they sent ʿUrwa b. Masʿūd and Ghaylān b. Salama to the city of D̲j̲aras̲h̲ of Yemen, to learn about some war machines and techniques. Therefore they did not join wars of Hunayn and Ṭāʾif. Prophet Muḥammad ended the siege of Ṭāʾif and went to Medina. Meanwhile, ʿUrwa and his friend returned from Yemen. According to narratives when the Prophet Muḥammad returned Medina or he was way in Medina ʿUrwa visited him and became Muslim. Some people tell about the date of ʿUrwa’s being Muslim at before or after Abū Bakr’s emirate of Hadj. However, when the narrations are examined, it can be said he became Muslim after four or five months from Prophet’s siege of Ṭāʾif and before three or four months from Tabūk expedition of Rabīʿ al-awwal or “Rabīʿ al-ākhir” (July or August) in the year 9/630. As for the conversion of ʿUrwa, basic sources report that “Allah, inspired Islam to the heart of ʿUrwa and he changed his situation. He went to the Messenger of Allah and he became Muslim.” They do not give a specific reason. But after this period the narratives tell the reason for ʿUrwa’s becoming a Muslim as due to an experience he had while travelling to Najrān for trade. In this travel, two mysterious young girls and the priest in Najrān said the last prophet came and ʿUrwa must be subject to him and ʿUrwa became Muslim after he returned. But this narrative is prob-lematic with regard to evidence and text. After being Muslim, ʿUrwa wanted permission from the Prophet to invite his tribe to accept Islam. The prophet did not want to accept this at first. Because the people of Ṭāʾif had an arro-gant stance against Islam, and he said that the people of Thaqīf could kill ʿUrwa. Eventually ʿUrwa went to his hometown with permission of Prophet and invited people to Islam and they did not accept this invitation and cursed ʿUrwa. The next morning ʿUrwa read adhan of fajr and people of Ṭāʾif killed him. ʿUrwa b. Masʿūd was likened to Prophet Jesus by the Prophet Muḥammad. It is generally accept-ed that ʿUrwa b. Masʿūd el-Thaqafī is “one of the biggest from two cities” expressed in sūra Zukhruf. Only two weak narrations were reported of Urwa who could live as a Muslim for a few days and was matyred by his tribe. (shrink)

Resulta difícil hablar sobre la justificación del castigo si asumimos que consiste en la intención de causar sufrimiento como consecuencia de algo que estuvo mal hecho (ver, por ejemplo, Hart 1968), o si al menos aceptamos que el daño es un elemento esencial del castigo (Bedau 1991)2. Una bolsa mixta dominada por las tonterías reduccionistas de H & D. Este es un seguimiento del famoso Hofstadter (o infame como diría ahora, teniendo en cuenta sus incesantes tonterías) Godel, Escher, Bach (1980). Al igual que su predecesor, se ocupa en gran medida de los fundamentos de la inteligencia artificial, pero se compone principalmente de historias, ensayos y extractos de una amplia gama de personas, con algunos ensayos de DH y DD y comentarios a todas las contribuciones de uno (...) u otro de ellos. El objetivo de este ensayo es analizar la propuesta de Bergson sobre la experiencia consciente. Al revisar las obras del autor en las que se trata el tema de la experiencia consciente, se hace notable que el autor carece de precisión con respecto asus argumentos y conceptos; no obstante,las ideas que se expresan a lo largo de susescritos son dignas de un trabajo interpretativo. Se trata de una exposiciónde los elementos fundamentales parauna comprensión apropiada del puntode vista de Bergson. Partiendo de un análisis introductorio en torno a las diversas interpretaciones del concepto de historicidad (Geschichtlichkeit) en las obras de W. Dilthey, P. Yorck von Wartenburg y M. Heidegger, se considera seguidamente el modo como esta polémica fue recepcionada por el joven H. Marcuse (1). En discusión con la sociología alemana de su época (K. Mannheim, S. Landshut, H. Freyer), Marcuse pretende continuar el proyecto de inclusión de la historicidad en las ciencias del espíritu iniciado por Dilthey con una orientación (...) ontológica procedente de Heidegger (2). Si primero interpreta a G. W. F. Hegel desde parámetros próximos a la filosofía de la vida (Dilthey) y a la ontología fundamental (Heidegger), a medida que se acerca a la obra de K. Marx el enfoque ontológico y vitalista deja paso a una aproximación materialista, donde conceptos como razón, mediación, libertad y actualidad adquieren un papel preponderante (3). (shrink)

El estudio y análisis de las argumentaciones cotidianas entendidas como interacciones discursivas e intencionales encaminadas a dar cuenta de algo con el fin de lograr que aquello que se sostiene sea aceptado, sería inconcebible sin la aparición de la teoría de los actos de habla de Austin (1962), la propuesta de Searle (1969), el trabajo de Grice sobre la teoría de la conversación (1975) y el importante estudio sistemático de Hamblin sobre el argumento falaz (1970). Como una reelaboración de dichas (...) obras cabe entender la teoría pragmadialéctica de la argumentación propuesta inicialmente por Frans H. van Eemeren y Rob Grootendorst (1984). Algunos autores (Blair, 2006: 11; Woods, 1992) creen ver en ella, más que una teoría, una amalgama de varias teorías y una particular versión de la teoría pragmadialéctica de la argumentación, entendiendo ésta bajo una acepción más general. Otros consideran que ni es útil ni tampoco especulativamente productivo sostener que de toda argumentación pueda buscarse un modelo según el cual ésta buscaría resolver una diferencia de opinión (Goodwin, 1999). El presente trabajo aborda el estudio de la ética de la responsabilidad en la función legislativa de la Cámara de Diputados del H. Congreso de la Unión, desde la perspectiva de la evaluación del trabajo de los diputados federales, y busca dar respuesta a la siguiente interrogante: ¿Es eficiente el trabajo de los Diputados Federales en la Cámara de Diputados? El propósito es ¿cómo medir y evaluar la actuación en la función legislativa de los Diputados Federales? y con ello, aproximarnos (...) a identificar si ¿es eficiente y ético el trabajo desempeñado por estos representantes públicos? El trabajo se integra en tres partes. En la primera se ubica el concepto de la ética de la responsabilidad y en la función legislativa. En la segunda sección se presenta la propuesta de un indicador para medir la eficiencia legislativa y se analiza el caso de los diputados federales de la LXI Legislatura que representan al Estado de Veracruz de Ignacio de la Llave. Finalmente, en la tercera parte se presenta una propuesta de acción ciudadana a partir de la información de la eficiencia legislativa y de la necesidad de exigir cumplimiento de la responsabilidad ética en la función legislativa. Como conclusiones importantes de la evaluación de la eficiencia legislativa de los diputados federales de la LXI Legislatura, nos muestra al menos dos resultados importantes: i) El índice de efectividad legislativa (IEL) muestra niveles muy bajos, tanto a nivel del pleno de la Cámara de Diputados, como a nivel del grupo de estudio de los diputados federales representantes del Estado de Veracruz. ii) En ambos casos, muestran un índice de rezago legislativo muy alto. Una alternativa es la exigencia ciudadana del cumplimiento ético de responsabilidad en la función legislativa al conocer la evaluación de resultados, misma que sirve como referencia para identificar escenarios de elección política basados en resultados. El filósofo boliviano H. C. F. Mansilla estudió ciencias políticas y filosofía en universidades alemanas. La Freie Universität Berlin le concedió la venia legendi en 1976. Fue profesor visitante en universidades de Australia, Brasil, España y Suiza. Es miembro de número de la Academia Boliviana de Ciencias y de la Academia Boliviana de la Lengua y miembro correspondiente de la Real Academia Española y de la Academia Norteamericana de la Lengua Española. Autor de varios libros sobre ecología social y tradiciones (...) político-culturales latinoamericanas. H. C. F. El acceso a la justicia como derecho, y el diseño e implementación de políticas públicas que lo tornen operante, exige un abordaje formativo crítico que se inscriba en la línea de una triple articulación: filosófica, jurídica y política. Enmarcada en dicha pretensión, la propuesta del curso “Agencias judiciales, políticas públicas y acceso a la justicia” tiene por objeto: a)Promover la reflexión sobre el acceso a la justicia como núcleo problemático de nuestra contemporaneidad social y jurídica. b)Reinscribir dicha reflexión crítica en (...) las filiaciones iusfilosóficas que la posibilitan e impulsan. c)Conceptualizar el acceso a la justicia como desafío medular de políticas de inclusión social.d)Identificar las complejidades que se derivan del carácter críptico y técnico que reviste el derecho moderno y el lenguaje jurídico que lo constituye, circunstancia que dificulta su accesibilidad y difusión. e)Efectuar aportes formativos que sirvan de base para la elaboración de políticas de acceso a la justicia que posibiliten la desarticulación de esta opacidad y formalización del lenguaje jurídico. f)Advertir el carácter performativo que porta el derecho como práctica social discursiva no solo como esfera de producción normativa sino también de construcción de las representaciones sociales que se disputan en la escena pública. g)Comprender el rol fundamental que poseen las agencias judiciales como instancias de promoción y desarrollo de políticas públicas en materia de acceso a la justicia. h)Esbozar los desafíos de dichas agencias judiciales para la profundización del acceso a la justicia como derecho vinculado a problemáticas específicas tales como la vulnerabilidad social y la diversidad cultural y lingüística. El humanismo tradicional del siglo XX, inspirado por la cultura del libro, se distanció sistemáticamente de la nueva sociedad de la información digital; el Internet y las herramientas de procesamiento de información revolucionaron el mundo, la sociedad en el transcurso de este periodo desarrolló ciertas características adaptativas, basadas en la convivencia (Humano – Maquina), esta transformación establece su base en el impacto de tres segmentos tecnológicos: Los dispositivos, las aplicaciones y la infraestructura de comunicación social, las cuales están envueltas en (...) diversos cambios físicos, conductuales y cognitivos del ser humano; así como el surgimiento de nuevos modelos de influencia y control social, mediante la nueva comunicación ubicua; no obstante en este nuevo proceso de convivencia se desarrollan nuevos modelos como el “pensamiento colaborativo” y el “InfoSharing”; que gestionan la información social bajo tres dimensiones ontológicas Humano (h) – Información (i) – Maquina (m), el cual es la base de un nuevo ecosistema físico-cibernético, donde coexisten y se desarrollan nuevas unidades sociales llamadas “Comunidades virtuales”. Esta nueva infraestructura de comunicación y gestión social de información a dado descubierto áreas de vulnerabilidad denominada “Perspectiva social del riesgo”, impactando a todas las unidades sociales por medio del vector masivo de impacto (i); El entorno virtual “H + i + M”; y sus componentes, así como el ciclo de vida de la gestión de información social nos permite entender la trayectoria de la integración “Tecno – Social”, y estableciendo de la nueva cibernética, dentro de la convergencia de la tecnología con la sociedad y su nuevos retos de convivencia, encaminados en una nueva visión holística y no pragmática, ya que el componente humano (h) en este entorno virtual es el precursor del futuro y necesita ser estudiado no como una aplicación, sino como el eje de una nueva sociedad. Debemos distinguir el pensamiento del conocimiento, en particular en lo que respecta a la Modernidad, desde el Renacimiento italiano, que vio emerger el conocimiento objetivante (Koyré, 1977), que es siempre nuestro ideal de conocimiento, incluso en la época de la escritura numérica. El pensamiento, como lo recuerda H. Arendt (1993), es un flujo natural ilimitado que habita a cada uno de nosotros, sin relación con la cultura, la instrucción, el género sexual, la clase social, los modos de legitimación de los (...) discursos e, incluso, las cosméticas. Es lo que indicaba Lenin cuando reivindicaba el comunismo como la posibilidad de un conserje de hacer política. Rancière no dice algo diferente cuando evoca la igualdad de las inteligencias.
