Cosmopolis A Review of Cosmopolitics -/- 2015/3-4 -/- Editorial Dominique de Courcelles & Paul Ghils -/- This issue addresses the general concept of “spirituality” as it appears in various cultural contexts and timeframes, through contrasting ideological views. Without necessarily going back to artistic and religious remains of primitive men, which unquestionably show pursuits beyond the biophysical dimension and illustrate practices seeking to unveil the hidden significance of life and death, the following papers deal with a number of interpretations covering a (...) wide field extending from belief to theory, from emotions to concepts, from the wisdom of personal experience to the most sophisticated doctrines. Spirit and spirituality are indeed many-faceted notions. They may refer to the intricate world of the interacting spirits which inhabit living beings in animistic traditions, without excluding a “grand force” linking human beings within a dynamic whole on which their very existence rely . They also bear upon more atomistic and either/or approaches of Western philosophy, which have become embodied in Cartesian dualism against a monotheist background, to the point of freezing the essence of individuals and culminating in the extreme individualism that characterizes our contemporaries. However, this equally refers to the opposite conception of materialism, across times and cultures, from ancient India and Greece (Cārvāka, originally known as Lokāyata, or some Buddhist doctrines for the former, Democritus or Lucretius for the latter) to more contemporary materialistic schools, whether modern or postmodern. -/- The following papers look at the contrasting forms of the philosophy and spirit of the human factor set into a whole, with no artificial disjoint between the psychical and the physical levels, as Wittgenstein put it: “And how can a body have a soul?”. This approach is not unrelated to the notion of anthropocene examined in a recent issue of Cosmopolis, with provides another comprehensive framework open to a spiritual life emerging from the very environment that generated it. -/- *** The first section of this issue was edited by Dominique de Courcelles, director at the National French Research Centre (CNRS), whom we wish to thank for collecting relevant studies relating to the religious and political questions, with a view to focusing on the war of ideas inevitably waged behind images, concepts and perceptions, taking an asymmetrical approach. To the extent that they are mindful of global/local interactions and include representations, opinions and beliefs, such disciplines as philosophy, philology, history and social sciences can provide useful studies accounting for new practices in geopolitics and a fair diplomacy. -/- In her introduction, Dominique de Courcelles first poses the question of how the religious and political spheres interrelate, with their corresponding religious demands and humanistic values. She then suggests that the right question today may be breaking with the philosophy of human rights concerned with the defense of human beings against the hazards of arbitrary politics or the instrumental use of religion, in favour of a fair philosophy of humankind, a new humanism. This would consist in recognizing a common loyalty of all towards one interhuman, not only interstate community, to protect it from both the autonomy demanded by individuals and the instrumental use of minorities. -/- Considering the fact of diversity, so important today in terms of both politics and religion, Abdelhai Azarkan looks at the conditions under which tolerance could obtain the double status of right and duty. He revisits to two philosophers, John Locke and Voltaire, who thought about it from the historical reality of religious wars. The former made tolerance into a right, basing his analysis on the political-legal level, while the latter saw tolerance as a duty, from an analysis based on ethical-political criteria. -/- Mathieu Guidère examines what he calls semantic denominationalism, a term which implies religious attributes and identities, whichever national loyalties or personal belonging they may have at the same time. Since the early 2000s, thie phenomenon has expanded tremendously, compounded by the “war on terror” and the over media-oriented terrorist actions. Denominational expressions act as formal names for ordinary and high-profile players in domestic and foreign policies of democratic states. These systems reveal a receding secularization, while the powerful comeback of religious identities signals the failure of nation-states and the weakening of the humanist spirit. -/- Barbara De Poli retraces the history of a contemporary jihadism claiming its Islamic essence and asserting the truth of genuine coranic principles via the war on infidels, with a view to restoring the Caliphate. After defining the term jihad, she shows that even if this contemporary jiadism is spreading in the Muslim world, it radically departs from Islamic law and the received use of the term jihad, in so far as it is rooted in the early radical thinking of Islamic ideologues in the 20th century, starting with with Hassan al-Banna, the founder of the Muslim Brotherhood. This current has been fueled by by international conflicts since the outbreak of the war in Afghanistan, in which the so-called Western countries bear a major responsibility. -/- Abderrazak Sayadi starts from the Tunisian experience to ask the question of humanist values and democracy within the relationships between the religious and political spheres. As a historian of religion, he is brought to demystify certain islamic principles and to paying attention to the reform of law, seeing the separation of religion and politics as a precondition to a successful democratic gamble and the establishment of a renewed humanism. -/- Dominique de Courcelles reminds us that getting a better knowledge of narrations and words makes it possible to better understand how logical and rhetorical thinking works for those who wage an asymetriccal war, re-enchanting and mystifying the world to better take control. As soon as 1932, an exchange of letters between Einstein and Freud made it clear that, in order to free man from fatality and war, education understood as culture was fundamental. Such illustrations as the exécution of Oussama ben Laden and the Caliph’s speech in Mossoul show that a premiminary analysis of images and words is essential to a fair diplomacy conducted by people from civil society, whose culture and wisdom allow justice and force to speak together and better resist war. -/- Marcel Boisard thinks that on the day the guns fall silent, exhausted by war, we will not return to the state borders that have prevailed for a century as an outcome of the Sykes-Picot agreement of 1916. It is time to prepare the “day after”, which will be a huge challenge. To this end, a summit of Middle-East nations is urgently needed to globally decide the fate of those peoples. On the condition that we know who the enemy is and accept to name it, to understand the history of the countries, groups and alliances, and to question any false or self-interested sense of certainty. -/- *** In the second section, Paul Schafer provides the author’s experiences to explain how culture, from the artistic to the biological, has the power to to open the doors to spirituality, from the inner self to the global environment. He asks himself whether a relative permanence of spirituality can arise from the specific moments that characterize it. Laurent Ledoux synthesizes the conclusion of a symposium held on 22 January 2015 on the links between philosophy and management, on the basis of the spiritual dimension conceived as “natural” and the answers it may suggest to the issues that face the organizations in a “contemporaniversal” world. Jacques Rifflet makes that question in a secular perspective, based on the wellsprings of personal commitment before it can be caught by any religious creed or scientific theory. In this sense spirituality, in alliance with reason, both inspires human consciousness and illuminates its destiny. Sami Aldeeb asks himself whether Islam can be reconciled with human rights. Caught between the belief in an absolute and final Word descended from the sky, and evidence showing that any religion is the creation of a given culture and a society situated in time and space, the Makkan and … contexts et médinois call for differentiated, if not opposite answers and exegeses. Bernard Carmona provides the outline of a dialogical framework, which is known to be a feature of debates between the various philosophical schools of classical India, exemplified here by the transdisciplinary perspective of debates within a Buddhist context. *** The articles not focused on the previous topic include a study by Landry Signé on China’s strategy, competing with the United States to control African resources. The author deals with the specific case of China’s rapprochement with Southern Sudan since Sudan was broken up. In the last paper, Goran Fejić and Rada Iveković, return to the essential role that women should play, and comments upon the role of some international legal instruments related in particular to the elimination of all forms of discrimination. The perspective is transnational and transethnic and is based on secular criteria, as regards nation-building and more generally society-building. Considering the persistence of widespread violence, whether in times of armed conflict or in times of peace, the question remains whether it is possible to fully implement rights and justice instruments. Within Brentano’s school (and, to some extent, in the secondary literature), Marty has often been considered (in particular by Meinong) a kind of would-be epigone of his master (Fisette & Fréchette 2007: 61-2). There is no doubt that Brentano’s doctrine often provides Marty with his philosophical starting points. But Marty often arrives at original conclusions which are diametrically opposed to (...) Brentano’s views. This is true of his views about space and time and about judgment, emotions and intentionality. In the latter case, for example, Marty develops Brentano’s view and its implications in great detail (Mulligan 1989; Rollinger 2004), but uses them to formulate a very unBrentanian account of intentionality as a relation of ideal assimilation (Chrudzimski 1999; Cesalli & Taieb 2013). Marty’s philosophy of language, on the other hand, is one of the first philosophies worthy of the name. In what follows, we contrast briefly their accounts of (i) judgment and states of affairs and of (ii) emotings and value (two topics of foremost significance, for Brentano and Marty’s theoretical and practical philosophies respectively) (§1), and their philosophies of language (§2). Brentano’s view of language is based on his philosophy of mind. Marty takes over the latter and turns a couple of claims by Brentano about language into a sophisticated philosophy of language of a kind made familiar much later by Grice. Marty’s philosophy of states of affairs and value and of the mind’s relations to these also takes off from views sketched by the early Brentano, views forcefully rejected by the later Brentano. L’objectivité permettrait d’assurer la supériorité de la science par rapport à d’autres modes de connaissance. Elle doit donc être défendue, surtout en cette « ère de post-vérité » où les « faits alternatifs » remplacent les faits avérés, en politique comme ailleurs. Or les attaques proviennent autant de l’extérieur que de l’intérieur de la sphère philosophique. Il convient donc de tenter d’opérer la réconciliation la plus large possible avec deux représentants de clans (très) opposés, Mario Bunge et Bruno Latour. Réinvestissant (...) les grandes conceptions de la notion d’objectivité, je propose ici trois chantiers pour cette réconciliation : la mise au rancart des conceptions naïves et parfois insincères de la science, la réévaluation des contextes de découverte et de justification, et celle de la distinction faits-valeurs. Environmentalism has been a part of the ideological landscape of liberal societies for nearly three decades. Classical liberals have not yet succeeded, however, in articulating a coherent response that would be relevant to politically active environmentalists, as well as to liberals receptive to postmodern ideas. Robert C. Paehlke argues that, conservative liberals being in fact hostile to environmental thinking, moderate progressivism and environmentalism should enter into a close alliance. This paper challenges both assertions. Admittedly, not all currents within contemporary conservative (...) liberalism could play a part in the development of a neoliberal environmentalist movement. One current, however, the skeptical tradition, whose origin can be traced back to the Scottish Englightenment, is remarkably well suited to this task. Progressivism, on the other hand, could end up smothering the environmental movement under the weight of its own certainties. (shrink)

Anton Marty (1847-1914) is known to be the most faithful pupil of Franz Brentano. As a matter of fact, most of his philosophical ideas find their source in the works of his master. Yet, the faithfulness of Marty is not constant. As the rich correspondence between the two thinkers shows, Marty elaborates an original theory of intentionality from ca. 1904 onward. This theory is based on the idea that intentionality is a process of mental assimilation (ideelle Verähnlichung), a process at (...) the core of which lies a sui generis relation of “ideal similitude” holding between a thinking subject and its object. This study spells out the Martyian notion of mental assimilation and traces back Marty’s evolution from his earlier position (prominently described in the recently published Deskriptive Psychologie of 1893-1894) to his final view as it is found in the Untersuchungen of 1908. It turns out that besides Brentano, Husserl is a key figure in that evolution. Such a “genetic”elucidation of Marty’s last theory is required in order to reach the main goal of this paper, namely: the clarification of Marty’s degree of dependence upon Brentano with respect to the theory of intentionality. That being said, we do not merely intend to compare the mature Marty with Brentano: our “genetic” considerations will also allow us to describe the interaction between the two thinkers before 1904. Accordingly, we begin by presenting Brentano’s own position on intentionality in discussing its two currently competing readings, namely the “discontinuist” and the “continuist” one. Against a recent interpretation, we argue that Marty’s endorsement of a “discontinuist” reading is not based on a misunderstanding of Brentano’s position. (shrink)

This article-testimony can be seen as an example of a maybe new discipline that could be called "scientific metaphysics" made of thoughts experiments, definitions, some proofs, some explanations, some conjectures. Of course, to be called science, the discipline needs some possibility of "verification" too. We will see if it can be considered. -/- We start from a thought experiment: -/- Can the universe defined as U_Def be aware conscious of itself as whole? -/- This question is a variant of the (...) more familiar: -/- Can the universe be aware conscious? -/- We can distinguish two main approaches in human history in the attempts at answering this second question: 1) the approach by the bottom with a weak version of consciousness: it includes "panpsychic" like theories. 2) the approach by the head with a strong version of consciousness: it includes "holistic" theories. Spinoza's "Pantheism", for example, can be considered as one of them, even if some interpretations of Spinoza's metaphysics are not satisfied with the equation "god = universe". -/- The purpose developed in this article belongs to the second kind of approach. After a definition of the universe \emph{U}$_{\textit{Def}} $ in 7 points and the introduction of 3 premisses, one of them being devoted to our definition of "strong consciousness", we suggest an answer to the initial question and we draw the most important among numerous consequences: - semantical jump by META-abstraction and introduction of the holistic semantics; - extension of the natural language to a supra-natural language; - highlighting of a higher-order solipsism; - etc. -/- We devote some attention to the notion of "model" in its logical and philosophical acceptation and we introduce the notion of evolutional self-modelization. The purpose of this article is to present several immediate consequences of the introduction of a new constant called Lambda in order to represent the object ``nothing" or ``void" into a standard set theory. The use of Lambda will appear natural thanks to its role of condition of possibility of sets. On a conceptual level, the use of Lambda leads to a legitimation of the empty set and to a redefinition of the notion of set. It lets also clearly appear (...) the distinction between the empty set, the nothing and the ur-elements. On a technical level, we introduce the notion of pre-element and we suggest a formal definition of the nothing distinct of that of the null-class. Among other results, we get a relative resolution of the anomaly of the intersection of a family free of sets and the possibility of building the empty set from ``nothing". The theory is presented with equi-consistency results . On both conceptual and technical levels, the introduction of Lambda leads to a resolution of the Russell's puzzle of the null-class. (shrink)

La division entre "Intellect Agent" (intellectus agens) et "intellect Patient" (noûs pathêtikos) est-elle historique et donc culturelle ? Si oui , y a-t-il un intellect Uni-versel entre les deux ?

The moral status of sexbots was analyzed while using consequentialism and feminism as the guiding frameworks. Sexbots are humanoid robots with a certain level of AI that represents personality-scripts. The thesis contained three main questions: A) What moral pain points can be identified in producing and using sex bots? B) Is it necessary to conclude from these moral issues that these practices are inherently immoral? C) What ethical conditions and contexts can be formulated in which sex bots can be used (...) and used positively and morally? -/- First of all a brief summary is given on the psychology behind our relationships with robots/sexbots to show the weight of the dynamics behind this relationship between sexual subject and the sexual technology of sexbots. Second, The Campaign Against Sex Robots from Richardson was used as a starting point to explore a more contextual approach of the moral uses and designs of sexbots. The claims about what sexbots represent and what possible effects they have were analyzed to find an opening that does not a priori ban the production of sexbots (as Richardson postulates). -/- Through the thesis, tentative explorations of moral designs and uses of sexbots can be found. This includes an analysis on the hardware and software behind a sexbot going from scripts and programming concerning consent and designs that are meant for different (for example; therapeutical) contexts. To conclude, the use of a non-essentialistic feminist new-materialism was used for a first exploration of the political value of sexbots as tools of empowerment, instead of oppression. (shrink)

Premier ouvrage de l’histoire de la philosophie à être totalement consacré au concept d’entéléchie, il ne s’agira pas de proposer un essai historique allant de la mise en place de cette notion chez Aristote jusqu’à la conception biologique développée par Hans Driesch. Inscrit dans un projet plus global de compréhension du temps aristotélicien, c’est à une véritable refondation métaphysique du concept que ce travail nous convie. Si Kant, à l’ultime fin de sa première critique, avait admis qu’il n’existait que deux (...) voies possibles de fondation de l’a priori - la voie historique (platonicienne) empruntée par Hegel et la voie physiologique (aristotélicienne) qui sera la nôtre - la première partie de ce second volume prendra pour acquis qu’il n’existe pas de théorie qui puisse unifier ces deux pôles du savoir. Cela impliquera une scission entre deux mouvements irrationnels que sont le mouvement entéléchique aristotélicien et le mouvement dialectique platonicien. A partir du corps a priori du surhomme, le premier mouvement sera à la racine de la théorie de la connaissance (De la science) alors que le second sera au fondement de la théorie des valeurs (De l’Idéologie). En circonscrivant le mouvement dialectique dorien autour du noûs perse (iranien), ce travail offrira une première définition totalement négative du mouvement entéléchique appuyé, lui, sur le noûs ionien (« phénicien ») dont la seconde partie sera l’objet. De l’analyse de la substance première en passant par l’étude phénoménologique des schèmes de la camusité et du membre moteur, cette étude reviendra sur l’élasticité du tendon afin d’approcher non-phénoménalement le concept lui-même et tenter ainsi une première symphyse avec les rythmes circadiens de la biologie contemporaine. ARISTOTE contre LEIBNITZ : En quoi le concept d'Entéléchie aristotélicien est-il totalement opposé au concept d'Harmonie platonicien et leibnitzien ?

The phenomenon of sexbots has lately been receiving increasing academic attention. The forms and uses of this humanoid sexual technology with AI have been analyzed and discussed by philosophers, sexologists, ethicists, and legal experts. Ethical debates about possible designs and uses receive the most attention in academic discussions. Quantitative and qualitative studies on how people outside this context look at and think about sexbots are scarce. Especially research with the online context as a research site seems to be missing. However, (...) This research site can be fruitful to explore people's (moral) attitudes, arguments, and intuitions. An inductive thematic analysis of online discussions about sexbots was carried out on three different subreddits on Reddit. Three themes were constructed. Themes include the assumed role of sexbots as seen from incel ideology, reasonings on hypothetical experiences of using a sexbot, and the use and meaning of sexbots in a context of political and sexual identity. The language in the discussions indicated a dominant male heteronormative perspective. Although similar elements to the scholarly debate like the use of sexbots to channel sexual misconduct or making analogies between the believed effects of the use of sexbots and pornography occurred, differences to the debate occurred in the themes of the hypothetical tendency to use a sexbot, and the indications on how it could change our definitions of ‘having sex’. These elements point toward a research gap in the academic discourse. Finally, the themes were aligned with the feminist discussion on sexbots. Richardon’s call for a ban and Kubes’ queer reading of sexbots were linked to our analysis. Further research could include exploring multiple online research sites to complement or contrast the indicated male heteronormative perspective with other perspectives ( LGBTQAI+,...) on the phenomenon of sexbots. Cet article explore sous l’angle éthique les attentes, surprises et déceptions vécues par les étu- diants inscrits à un atelier de design participatif avec des jeunes de 10-14 ans. Cette expérience, inscrite dans le programme Growing up in Cities, devait aboutir à des résultats de recherche et des projets d’aménagement réalistes en impliquant les jeunes comme collaborateurs dans la conception. Face à ces objectifs ambitieux, le bilan pour les jeunes est mitigé sur le plan des retombées et du caractère égalitaire (...) des rapports. En revanche, on se rend compte que les étu- diants ont cherché diverses manières de traiter les jeunes comme des personnes intelligentes, sensibles et autonomes. Cet article propose quelques pistes pour éclairer les choix en termes de démarche de participation. (shrink)

: This paper addresses the need to examine teaching practices from the observation that they are beyond what they should be. This task devolved to scientists of education is to learn about teaching practices in their relationship to student learning in order to build the database useful to teacher educators and reflexivity necessary for any teacher about their own practice. The concepts of competence, pattern and are useful instrument in this endeavor of explanation and understanding of the practices. The proposed (...) theoretical framework is illustrated by a perspective of teaching practices of teachers in schools and colleges. These differ in many aspects and this requires the testing of new hypotheses to explain -/- La présente contribution traite de la nécessité d’étudier les pratiques d’enseignement à partir du constat de ce qu’elles sont au delà de ce qu’elles devraient être. Cette tâche dévolue aux chercheurs en sciences de l’éducation vise à mieux connaître les pratiques d’enseignement dans leurs relations aux apprentissages des élèves afin de constituer la base de données utiles aux formateurs d’enseignants et nécessaire à toute réflexivité des enseignants à propos de leur propre pratique. Les notions de compétence, de schème et d’instrument sont utiles à cette entreprise d’explication et de compréhension des pratiques. La proposition de cadrage théorique est illustrée par une mise en perspective des pratiques d’enseignement de professeurs des écoles et de collèges. Celles-ci se distinguent sur bien des aspects ce qui réclame la mise à l’épreuve de nouvelles hypothèses explicatives. (shrink)

This study of Greek time before Aristotle’s philosophy starts with a commentary on his first text, the Protrepticus. We shall see two distinct forms of time emerge: one initiatory, circular and Platonic in inspiration, the other its diametrical opposite, advanced by Aristotle. We shall explore this dichotomy through a return to poetic conceptions. The Tragedians will give us an initial outline of the notion of time in the Greek world (Fate); we shall then turn to Homer in order to better (...) grasp the complex relations between time and the religious sphere (the Hero); the work of the great theologian Hesiod will confirm this initiatory vision, later set out in remarkable fashion by Nietzsche (Myths); we shall then dive deep into Pythagoreanism to complete our account (Mysteries). Having understood this current of thought, powerfully influenced by the Iranian theogony, we shall be able to discern its clear differences from the so-called “Ionian” current, and thus to move away from Plato (Ideology). Lastly, we shall return to the early Ionian thinkers Thales and Anaximander to analyse whether this really was the vision of the world that Aristotle adopted in developing the first model of time (Science). In the second volume we shall see the return of the thought of the theologoi within the Aristotelian corpus itself, and will question our distinction between the being and existence of time. Notre étude sur le temps grec précédant la pensée d Aristote commencera d'abord par un commentaire de son premier texte, le Protreptique. Nous verrons se dégager deux temps distincts : l'un initiatique, circulaire et d'inspiration platonicienne, et l'autre diamétralement opposé dont Aristote serait le défenseur. Afin d'interroger cette dichotomie, nous retournerons aux conceptions poétiques. Les Tragiques nous permettront d'offrir une première esquisse de cette notion dans l'univers grec (Du destin...). Ensuite, l'oeuvre épique d'Homère sera l'occasion de mieux saisir le nouage (...) existant entre le temps et la sphère religieuse (Des héros...). Le travail du grand théologue Hésiode viendra confirmer cette vision initiatique, comme l'avait déjà remarquablement exposée F. Nietzsche (Des mythes...). Nous comparons les notions d’usage et de signification chez Ludwig Wittgenstein et Martin Heidegger. Contrairement à Jocelyn Benoist, nous pensons que l’analogie entre Wittgenstein et Heidegger n’est pas superficielle. La métaphysique de Heidegger explicite certaines présuppositions implicites de la seconde philosophie de Wittgenstein. Le pragmatisme naturaliste de Wittgenstein peut être théorisé. Notamment la notion wittgensteinienne d’usage, ou de jeu de langage, peut être comprise comme une pratique à la fois naturelle et normative régie par des règles. -/- Wittgenstein’s notions of (...) use and meaning are compared with the corresponding Heidegger’s ones. Unlike Jocelyn Benoist, we suggest that the analogy between Wittgenstein and Heidegger is not superficial. Heidegger’s metaphysics makes explicit some of the implicit presuppositions of Wittgenstein’s philosophy. Wittgenstein’s naturalistic pragmatism can be theorized. Solar radiation management (SRM) may help to reduce the negative outcomes of climate change by minimising or reversing global warming. However, many express the worry that SRM may pose a moral hazard, i.e., that information about SRM may lead to a reduction in climate change mitigation efforts. In this paper, we report a large-scale preregistered, money-incentivised, online experiment with a representative US sample (N = 2284). We compare actual behaviour (donations to climate change charities and clicks on climate change (...) petition links) as well as stated preferences (support for a carbon tax and self-reported intentions to reduce emissions) between participants who receive information about SRM with two control groups (a salience control that includes information about climate change generally and a content control that includes information about a different topic). Behavioural choices are made with an earned real-money endowment, and stated preference responses are incentivised via the Bayesian Truth Serum. We fail to find a significant impact of receiving information about SRM and, based on equivalence tests, we provide evidence in favour of the absence of a meaningfully large effect. Our results thus provide evidence for the claim that there is no detectable moral hazard with respect to SRM. [Open access]. (shrink)

This study assessed school hazards management and teachers' job effectiveness in secondary schools in Ikom Local Government Area of Cross River State. Four null hypotheses were formulated accordingly to guide the study. The design adopted for the study was ex-post facto research design. Census technique was employed in selecting the entire population of 551 teachers in the area. The instruments used for data collection were "School Hazards Management Questionnaire (SHMQ)" and "Teachers' Job Effectiveness Questionnaire (TJEQ)." Collected data were analysed using (...) descriptive statistics; while the null hypotheses were tested at .05 level of significance using Product Moment Correlation Matrix Analysis. Findings from the study revealed a significant relationship between physical hazard management, psychological management, environmental hazard management, noise hazard management and teachers job effectiveness in terms of punctuality, classroom management, instructional delivery, lesson evaluation, dressing and record keeping respectively. It was generally concluded that, school hazards management has a significant relationship to teachers' job effectiveness in secondary schools. Climate change increases the frequency and intensity of certain kinds of natural hazard events in alpine areas. This interdisciplinary study addresses the hypothetical possibility of relocating the residents of three alpine areas in Austria: the Sölk valleys, the Johnsbach valley, and the St. Lorenzen/Schwarzenbach valleys. Our particular focus is on these residents’ expectations about such relocations. We find that (1) many residents expect that in the next decades the state will provide them with a level of natural hazards protection, (...) aid, and relief that allows them to continue to live in these valleys; (2) this expectation receives some legal protection but only when it is associated with fundamental rights; and (3) the expectation is morally significant, i.e., it ought to be considered in assessing the moral rightness or justness of relocation policies. These results suggest legal changes and likely extend to many other (Austrian) alpine areas as well. (shrink)

‘Moral hazard’ is an economic term which commonly refers to situations in which people have a tendency to increase their exposure to risk when the costs of their actions, should they get unlucky, befall someone else. Once insured, for example, a person might have little reason, financially speaking, to be careful if he will get fully reimbursed for his losses should things go wrong, especially if he does not risk an increase in his insurance premium fees. In this article, (...) I argue that moral hazards are not morally neutral. To this end, I distinguish between concepts that call for a moral value judgement but do not have a fixed moral value and those that call for a moral value judgement and also have a fixed moral value. In short, this article examines questions that lie at the intersection of ethics and economics. (shrink)

Synthetic biology has immense potential to ameliorate widespread environmental damage. The promise of such technology could, however, be argued to potentially risk the public, industry, or governments not curtailing their environmentally damaging behaviour or even worse exploit the possibility of this technology to do further damage. In such cases, there is the risk of a worse outcome than if the technology was not deployed. This risk is often couched as an objection to new technologies, that the technology produces a moral (...) hazard. This paper describes how to navigate a moral hazard argument and mitigate the possibility of a moral hazard. Navigating moral hazard arguments and mitigating the possibility of a moral hazard will improve the public and environmental impact of synthetic biology. (shrink)

Bangladesh is a signatory of the International Labor Organization’s two landmark conventions on child labor – No.138 on Minimum Age and No. 182 on the Worst Forms of Child Labor. The Bangladesh Labor Act, 2006 prohibits the employment of any child in child labor’s worst forms, including hazardous ones. To eliminate hazardous child labor (HCL) from the country, the government published a list of 38 activities/processes as hazardous to children. However, emerging data suggest that HCL still exists widely in the (...) country, and the COVID-19 pandemic has worsened the situation. The review of existing evidence and relevant reports evinces that the country’s current policies inadequately address the status and remedies of HCL. Based on the author’s desk review, observational experience and visual work, this paper evaluates the competence of the hazardous labor list and current legal protections for children. The findings suggest that lack of implementation, reporting and monitoring opens the floodgate for employers to informally employ children in hazardous work and take advantage of the legal lacunae. Destitute families and street children lack citizenship documents and become easy victims of exploitative employment. The analysis informs that the country’s existing legislative framework and protection policies are critically inadequate to cease HCL in urban areas. (shrink)

I am tasked with addressing philosophical hazards in the neuroscientific study of religion. As a philosopher concerned with the well-being of neuroscientists studying religion, I am inclined to begin with the philosophical hazards of philosophy. I am well aware of the extraordinary difficulties of both tasks, for the hazards are many and it is easy to miss the forest for the trees or the trees for the forest. Instead of focusing on one issue in great detail, I shall hang a (...) number of warning signs around a forest of issues that identify various philosophical hazards which deserve particular caution when it comes to neuroscience and religion. Since I am aiming for breadth over depth, my brief remarks on each issue shall be synoptic, non-exhaustive, contentious and suggestive for additional consideration and reflection. In this paper, I investigate the betting behavior of a decision-maker who can influence the likelihood of the events upon which she is betting. In decision theory, this is best known as a situation of moral hazard. Focusing on a particularly simple case, I sketch the first systematic analysis of moral hazard in the canonical Savage framework. From the results of this analysis, I draw two philosophical conclusions. First, from an observational and a descriptive point of view, there (...) need to be no incompatibility between moral hazard and the Savage framework. This qualifies the incompatibility view, that is ubiquitous in decision theory. Second, in general, moral hazard is not sufficient to overcome the challenges posed by state-dependent utility to the behavioral identification of beliefs. This qualifies the sufficiency view, that is influential in decision theory. These two philosophical conclusions are the main contributions of my paper. (shrink)

Enterprise software vendors have rolled out legions of automated assistants that use large language model (LLM) technology, such as ChatGPT, to offer users helpful suggestions or to execute simple tasks. These so-called copilots and chatbots can increase productivity and automate tedious manual work. In this article, we explain how that leads to the risk that users' ethical competence may degrade over time — and what to do about it.

The present article is presenting the ‘Healthcare Hazards and Its Impact on Health Insurance Business – An Overview during COVID-19’. The present paper studied the health insurance, health insurance plans in India, Indian market size, health care industry, government actions for the COVID-19, and healthcare business in India, private health insurance in India, hazardous of the healthcare industry and health insurances, and Indian healthcare issues in 2019. The author has concluded that all insurance policies are levied higher taxes by the (...) government, these lead higher income to the companies, and these are creating how commissions to the agents and other insurance organizations under reinsurance, but no benefits to the insured. It may not be a long term benefit, why because there is no maturity fund/income, because of these are shortterm benefits; how many of the policyholders are getting the benefits from the general health insurance companies. Hence, the research is required to calculate for the need of levy-the tax from the non-claimant portion of the income of the general health insurance on an annual basis to the health department of the nation. The Epistemic Objection says that certain theories of time imply that it is impossible to know which time is absolutely present. Standard presentations of the Epistemic Objection are elliptical—and some of the most natural premises one might fill in to complete the argument end up leading to radical skepticism. But there is a way of filling in the details which avoids this problem, using epistemic safety. The new version has two interesting upshots. First, while Ross Cameron alleges that the Epistemic (...) Objection applies to presentism as much as to theories like the growing block, the safety version does not overgeneralize this way. Second, the Epistemic Objection does generalize in a different, overlooked way. The safety objection is a serious problem for a widely held combination of views: “propositional temporalism” together with “metaphysical eternalism”. (shrink)

This study investigates strategies for hotels situated near Taal Volcano to lessen the impact of natural disasters, specifically volcanic eruptions. The hospitality industry in this region faces a unique threat due to the volcano's activity. This research addressed a critical gap by implementing effective preparedness and response plans. A qualitative multiple case study design was employed by the researchers. Seven (7) hotel executives from different hotels situated in Batangas who had directly encountered and navigated the impacts of natural disasters were (...) selected through the purposive sampling technique. The findings revealed several common natural hazards faced by hotels include Taal volcano eruptions, typhoons, earthquakes, ashfall, and sulfur dioxide emissions. Despite of this natural hazards, hotel executives were still capable of safeguarding their guests by implementing strategies including evacuation procedures, staff training, communication and coordination and preventive measures. In conclusion, to overcome the challenges identified in disaster preparedness, hotels in Batangas should consider several strategic actions. Hotels are recommended to take several crucial actions to enhance their preparedness and response capabilities to natural hazards. Adhering to safety regulations will help hotels maintain a high level of preparedness and minimize risks associated with natural hazards, ultimately safeguarding the well-being of guests and staff alike. Through modern driver assistant systems, algorithmic decisions already have a significant impact on the behavior of vehicles in everyday traffic. This will become even more prominent in the near future considering the development of autonomous driving functionality. The need to consider ethical principles in the design of such systems is generally acknowledged. However, scope, principles and strategies for their implementations are not yet clear. Most of the current discussions concentrate on situations of unavoidable crashes in which the life of human (...) beings is existentially affected. In this paper, we argue that ethical considerations should be mandatory for any algorithmic decision of autonomous vehicles, instead of a limitation to hazard situations. Such an ethically aligned behavior is relevant because autonomous vehicles, like any other traffic participants, operate in a shared public space, where every behavioral decision impacts the operational possibilities of others. These possibilities concern the fulfillment of a road-user’s safety, utility and comfort needs. We propose that, to operate ethically in such space, an autonomous vehicle will have to take its behavior decisions according to a just distribution of operational possibilities among all traffic participants. Using an application on a partially-autonomous prototype vehicle, we describe how to apply and implement concepts of distributive justice to the driving environment and demonstrate the impact on its behavior in comparison to an advanced but egoistic decision maker. The goal of this paper is to review and critically discuss the philosophical aspects of probabilistic seismic hazard analysis (PSHA). Given that estimates of seismic hazard are typically riddled with uncertainty, diferent epistemic values (related to the pursuit of scientifc knowledge) compete in the selection of seismic hazard models, in a context infuenced by non-epistemic values (related to practical goals and aims) as well. We frst distinguish between the diferent types of uncertainty in PSHA. We claim that (...) epistemic and nonepistemic considerations are closely related in the selection of the appropriate estimate of seismic hazard by the experts. Finally, we argue that the division of scientifc responsibility among the experts can lead to responsibility gaps. This raises a problem for the ownership of the results (“no one’s model” problem) similar to the “problem of many hands” in the ethics of technology. We conclude with a plea for a close collaboration between philosophy and engineering. (shrink)

A better understanding of the factors that mitigate the consequences of nutrition-related hazards and encourage resilience is required to prevent against or improve poor development outcomes. This study included a review of the literature. Dietary adequacy is essential for growth and development, but current data suggests that nutrition supplements alone is insufficient to generate resilience to defend against, alleviate, and recover from nutritional stressors, as well as to promote healthy development. It is vital to combine nutrition therapy with stimulation and (...) responsive care. Combined nutrition and psychosocial stimulation treatments may be successful in promoting protective factors and mitigating risks for impaired cognitive, motor, social, and affective functioning, hence assisting children in adapting to adversity. After the 2008 crisis, there were several debates on the bail-out and the lack of accountability of financial institutions; this supposedly affects politica l values such as equality and responsibility: it implies transferring resources from the public (for instance, poor people) to specific economic agents who have chosen to incur certain risks. On the other hand, it is arguable that it would not be up to the regulators to protect investors’ interests, and that there would be more efficient and less (...) burdensome instruments associated with prudential regulation. Our goal is to provide a justification for the bail-out and for holding bankers accountable. In section 2, we present a brief description of the problem in the context of the crisis, followed by a justification for the bail-out through the incentives argument, based on Rawls’s difference principle. In section 3, we provide an ethical discussion over the corresponding moral hazards, and investigate how to mitigate it through coercive measures. (shrink)

Does the content of a physically dangerous job affect the moral permissibility of hiring for that job? To what extent may employers consider costs in choosing workplace safety measures? Drawing on Kantian ethical theory, this article defends two strong ethical standards of workplace safety. First, the content of a hazardous job does indeed affect the moral permissibility of offering it. Unless employees need hazard pay to meet basic needs, it is permissible to offer a dangerous job only if prospective (...) employees have a reason other than hazard pay to choose this job instead of safer alternatives. Second, employers typically cannot justify omitting expensive safety measures by paying employees more, even if employees prefer higher pay to greater safety. Employers offering dangerous jobs must meet these two standards to avoid treating their employees merely as means. (shrink)

Background: Hazardous use of alcohol is a public health problem which accounts for 4.0% of global burden of disease. There are very few studies about alcohol consumption trend among tribal in Bangladesh. We investigated the pattern and trend with reasons for alcohol use in Hill Tract dwellers with the aim to increase the awareness of this problem. Objective: To identify the pattern of alcohol use and its effect among the tribal so that effective measures can be taken to eliminate the (...) social evil. Materials and method: This cross-sectional study was conducted among tribal community of Chittagong Hill Tracts, Rangamati district, Bangladesh between June 2014 to February 2015. Out of 846 people coming in ‘Naniarchor’ and ‘Langadu’ upazila health complexes 716 (84.6%) constituted the study group. The CAGE test was used as a screening test in determining alcohol dependence. Results: The prevalence of alcohol consumption among tribal is 48.9%. Rural areas (65%) are the most vulnerable area. Home-made alcohol (61%) was the most patronized alcoholic beverage. Most of the cases (82%) started alcohol before 30 years of age and 46% participants took alcohol daily. To get pleasure is the commonest factor for taking alcohol (57%). Physical and mental degenerations were found in most of the alcoholic cases (88%). Conclusion: The results of the present study are likely to increase the awareness of the problem in hill areas and help the concerned authorities to shape the requisite alcohol control policies in these regions.
