Die Berliner Gruppe um Hans Reichenbach, Kurt Lewin, Walter Dubislav, Alexander Herzberg, Kurt Grelling und Carl Gustav Hempel, die die »Gesellschaft für wissenschaftliche Philosophie« in Berlin leitete, verstand sich als gleichberechtigter Partner der Wiener Kollegen und schlug durchaus einen eigenständigen Weg zu »einer an der exakten Wissenschaft geschulten Philosophie« (Reichenbach) ein. Im öffentlichen und geistigen Leben der deutschen Hauptstadt spielte sie eine bedeutende Rolle, bevor ihre Mitglieder durch den Nationalsozialismus ins Exil gezwungen wurden. Nach ihrer Emigration haben Reichenbach, Hempel und (...) andere für die Entwicklung der analytischen Philosophie und der modernen Wissenschaftstheorie im angelsächsischen Sprachraum eine bedeutende Rolle gespielt. Der Band fasst erstmals in einer repräsentativen Auswahl die Texte der Berliner Gruppe in einer Anthologie zusammen und zeigt die Bedeutung und die Einheitlichkeit der Gruppe als – neben dem Wiener Kreis – zweitem Entstehungsort exakter Philosophie. In the 20th century among the greatest philosophers and literates there was an ample, ideal, wide ranging forum on the question of Europe to which, following a run already started by F. Nietzsche, M. Heidegger, E. Husserl, P. Valéry, Ortega y Gasset, Nikolaj Berdjaev, and after the second world war G. Gadamer, J. Habermas, J. Derrida and others offered meaningful contributions. The questions were: What will be of the spirit of Europe? What will be of Europe? Europe: quo vadis? (...) The aim of this paper is to articulate the meaningful stages of this historical forum through some essays of mentioned philosophers and literates. The first essay is the conference "Europa und die deutsche Philosophie”, delivered by Heidegger in Rome 1936 at the Kaiser-Wilhelm-Institut, the same year of the publication of Husserl’s Krisis. Thereafter, with the purpose of marking a clear discontinuity between the debate of the first half of the century and the second, I comment on Gadamer’s essay “Europa und die oikoumene”, published half a century after the conference of Heidegger, then the Gadamer’s essay "Das Erbe Europas”, 1989, in which Gadamer deduces on the existential condition of Europeans, today. At the end, I analyze Derrida’s pamphlet "L'autre cap suivi de la démocratie ajournie", English version “The Other Heading: Reflection on Today’s Europe”, that opens with the provocative and heretical Derridean gesture: To which concept, to what real individual, to what entity can we confer today the name of Europe? The received view has it that analytic philosophy emerged as a rebellion against the German Idealists (above all Hegel) and their British epigones (the British neo-Hegelians). This at least was Russell’s story: the German Idealism failed to achieve solid results in philosophy. Of course, Frege too sought after solid results. He, however, had a different story to tell. Frege never spoke against Hegel, or Fichte. Similarly to the German Idealists, his sworn enemy was the empiricism (in his case, John Stuart (...) Mill). Genealogically, this stance is not difficult to explain. Frege grew up as a philosopher in the context of the German Idealists. He was a member of Karl Snell’s “Sunday Circle” of university teachers in Jena. The group was influenced with Schelling and the German romanticists. The first Anglophone scholar to point out what Frege's thought owes to nineteenth-century Germany philosophy, Hans Sluga, argued that Frege followed the philosophical-logical tradition originating with Leibniz and Kant which Trendelenburg and Lotze developed significantly. About the same time, a philosophical historian writing in German, Gottfried Gabriel, did much to bring this tradition to light, casting Frege as neo-Kantian. Advancing beyond Sluga and Gabriel, the present paper reveals that through the mediation of Trendelenburg and especially of Lotze many elements of German idealism found their way into Frege's logic and philosophy. The Berlin Group for scientific philosophy was active between 1928 and 1933 and was closely related to the Vienna Circle. In 1930, the leaders of the two Groups, Hans Reichenbach and Rudolf Carnap, launched the journal Erkenntnis. However, between the Berlin Group and the Vienna Circle, there was not only close relatedness but also significant difference. Above all, while the Berlin Group explored philosophical problems of the actual practice of science, the Vienna Circle, closely following Wittgenstein, was more interested in (...) problems of the language of science. The book includes first discussion ever (in three chapters) on Walter Dubislav’s logic and philosophy. Two chapters are devoted to another author scarcely explored in English, Kurt Grelling, and another one to Paul Oppenheim who became an important figure in the philosophy of science in the USA in the 1940s–1960s. Walter Dubislav (1895–1937) was a leading member of the Berlin Group for scientific philosophy. This “sister group” of the more famous Vienna Circle emerged around Hans Reichenbach’s seminars at the University of Berlin in 1927 and 1928. Dubislav was to collaborate with Reichenbach, an association that eventuated in their conjointly conducting university colloquia. Dubislav produced original work in philosophy of mathematics, logic, and science, consequently following David Hilbert’s axiomatic method. This brought him to defend formalism in these disciplines as well (...) as to explore the problems of substantiating (Begründung) human knowledge. Dubislav also developed elements of general philosophy of science. Sadly, the political changes in Germany in 1933 proved ruinous to Dubislav. He published scarcely anything after Hitler came to power and in 1937 committed suicide under tragic circumstances. The intent here is to pass in review Dubislav’s philosophy of logic, mathematics, and science and so to shed light on some seminal yet hitherto largely neglected currents in the history of philosophy of science. From 1901 till, at least, 1919, Russell persistently maintained that there are two kinds of logic, between which he sharply discriminated: mathematical logic and philosophical logic. In this paper, we discuss the concept of philosophical logic, as used by Russell. This was only a tentative program that Russell did not clarify in detail, so our task will be to make it explicit. We shall show that there are three (-and-a-half) kinds of Russellian philosophical logic: (i) “pure logic”; (ii) philosophical logic (...) investigating the logical forms of propositions; (iii) philosophical logic exploring the logical forms of facts: in epistemology; and in the external world. In particular, Russell’s program or philosophical logic of the facts of the external world remained less than sketchily outlined. We shall discuss it in some detail in the hope that it can start a new life. (shrink)

The study aimed to identify the relationship between correcting the deviations in the measurement of performance and achieving the objectives of control and the performance of the job at the Islamic University in the Gaza Strip. To achieve the objectives of the research, the researchers used the descriptive analytical approach to collect information. The questionnaire consisted of (20) statements distributed to three categories of employees of the Islamic University (senior management, faculty members, their assistants and members of the administrative board). (...) A random sample of 314 employees was selected and 276 responses were retrieved with a recovery rate of 88.1%. The Statistical Analysis Program (SPSS) was used to enter, process, and analyze the data. The results of the study showed a positive relationship between correcting deviations in performance measurement and achieving the control objectives represented by the functional performance in the Islamic University from the point of view of the members (senior management, faculty and their assistants, and the administrative board), where the relative weight of all the paragraphs was (74.25%). The study recommended the need to ensure that the actual performance of the planned performance is matched and decisions are taken to correct the serious deviations and take the necessary measures in terms of retraining and change in regulations, wages and bonuses and punishment of the culprit, neglect and negligence by mistake. Historians of philosophy commonly regard as antipodal Bertrand Russell and Edmund Husserl, the founding fathers of analytic philosophy and phenomenology. This paper, however, establishes that during a formative phase in both of their careers Russell and Husserl shared a range of seminal ideas. In particular, the essay adduces clear cases of family resemblance between Husserl’s and Russell’s philosophy during their middle period, which spanned the years 1905 through 1918. The paper thus challenges the received view of Husserl’s relation to early (...) analytic philosophy and this by pursuing two strategies of exposition. One involves comparing Husserl with Russell, and not, as has been the usual practice, with Frege. The other, which follows the first, foregrounds Husserl’s thinking vis-à-vis Russell’s from 1905 onward, a move that constitutes a break with what has become the standard approach of emphasising the relatedness of Husserl of the Logical Investigations (1900/1) to analytic philosophy. Moreover, this approach discloses two chief grounds of relatedness between the middle Husserl and the middle Russell. One is their shared interest in exploring philosophical “fundamentals”. The second consists of common elements shared by their epistemologies and philosophies of mind. (shrink)

The paper follows an ontological approach in analyzing sexual experience. Sexual experience is defined as: (i) an experience in action. Correspondingly, its individuals are of two different types: (a) sense-data and (b) gestures. (ii) It is a kind of knowledge—a typical synthetic a posteriori knowledge (a virgin cannot know what sexual experience could be). (iii) It is a kind of anti-realist knowledge—its objects are constructed in the process of knowing. (iv) Sexual action proceeds in judgments that are micro-decisions of how (...) to proceed further. (v) The objects of sexual experience are seen in a specific perspective. This makes their meaning different from the meaning of physical objects. (shrink)

The present paper has two objectives. First, it explicates the story, initially portrayed by Eckart Förster (2012), that allegedly philosophy started with publishing of Kant’s CPR and ended a quarter century later when Hegel’s Phenomenology of Mind appeared. We address the questions in what sense this happened and how is this development to be interpreted? Secondly, we demonstrate that similar radical transition from new, “true” beginning of philosophy to its apparent finishing took place in two other, high profile occasions in (...) the history of Western philosophy, in two key points of its development: in the years 390–365 BC, between the early and the late Plato, and between 1898 and 1922, between Russell and Wittgenstein’s Tractatus. These three short-lived, spectacular transitions from philosophy’s alleged start to its alleged ultimate accomplishment give us good reason to speak about a specific 25-years principle in philosophy. In a peculiar way, this principle reveals philosophy’s true nature. (shrink)

Russell’s initial project in philosophy (1898) was to make mathematics rigorous reducing it to logic. Before August 1900, however, Russell’s logic was nothing but mereology. First, his acquaintance with Peano’s ideas in August 1900 led him to discard the part-whole logic and accept a kind of intensional predicate logic instead. Among other things, the predicate logic helped Russell embrace a technique of treating the paradox of infinite numbers with the help of a singular concept, which he called ‘denoting phrase’. Unfortunately, (...) a new paradox emerged soon: that of classes. The main contention of this paper is that Russell’s new conception only transferred the paradox of infinity from the realm of infinite numbers to that of class-inclusion. Russell’s long-elaborated solution to his paradox developed between 1905 and 1908 was nothing but to set aside of some of the ideas he adopted with his turn of August 1900: (i) With the Theory of Descriptions, he reintroduced the complexes we are acquainted with in logic. In this way, he partly restored the pre-August 1900 mereology of complexes and simples. (ii) The elimination of classes, with the help of the ‘substitutional theory’, and of propositions, by means of the Multiple Relation Theory of Judgment, completed this process. (shrink)

Carl Stumpf (1848–1937) is a key figure in the fin de siècle germanophone philosophy. Unfortunately, after the World War One, the interest towards Stumpf as a philosopher waned. One of the reasons was that already in the 1920s the attention of the mainstream philosophers shifted in direction of the rising rivalry between analytic and continental philosophy. The interest towards Carl Stumpf’s philosophy was revived only in the last twenty years or so. Great service in this provided the Neo-Brentanists. But while (...) the association of Carl Stumpf with Franz Brentano fostered Stumpf studies, it also gave rise of one-sided interpretations of Stumpf as a philosopher. In this way his importance and idiosyncrasy as philosopher remained in shadow. (shrink)

We often appeal to the notion of an agent’s commitment to action to characterize, e.g., an agent’s faithfulness to a promise she has given to another, her robust disposition to pursue a goal she values or cares about, and her determination to stick to that goal. In the philosophy of action, that notion is often associated with the idea of an agent’s intention to act. In ethics, it is associated primarily with the idea of an agent’s commitment to, or endorsement (...) of, a certain norm. This essay argues that both these ideas, of intention and of normative endorsement, are central to the –or, at least, an—ordinary notion of an agent’s (psychological) commitment to action. Hermanns Lotze (1817–1881) hat nachweislich einige der bedeutendsten Philosophen des fin de siècle beeinflusst: (i) die britischen „Neo-Hegelianer“; (ii) Husserls Phänomenologie; (iii) Diltheys Philosophie des Lebens; (iv) die Neukantianer; (v) die frühere analytische Philosophie. Das angegebene Ziel seines dreibändigen Mikrokosmos (1856–1864) war „die Reflexion über den Sinn unseres menschlichen Daseins“. Die Aktualität dieser Aufgabe war eine Folge der wissenschaftlichen und industriellen Revolution Mitte des 19. Jahrhunderts. Sie veränderte die Art, wie sich die Menschen das Universum vorstellten. Lotze sah Gefahr in (...) den zahlreichen Versuchen seitens einiger philosophisch interessierter Wissenschaftler in Deutschland, zu beweisen, dass das menschliche Sein nur mechanisch und materialistisch zu verstehen ist. Er machte es sich zur Aufgabe, den Menschen das Gefühl von Heimat in dieser stark veränderten Welt zurückzugeben. Dies erklärt auch, wieso Lotze seine Untersuchung in „völlig populärer Form“ darstellte. Lotzes Mikrokosmos war jedoch nicht nur ein Werk der populären Philosophie. Sie fußt auf fundierten theoretischen Überlegungen. Man kann Lotzes Werk als einen gewagten Versuch betrachten, die sich abzeichnende Spaltung zwischen akademischer und populärer Philosophie zu überwinden. (shrink)

Two concepts of utmost importance for the analytic philosophy of the twentieth century, “sense-data” and “knowledge by acquaintance”, were introduced by Bertrand Russell under the influence of two idealist philosophers: F. H. Bradley and Alexius Meinong. This paper traces the exact history of their introduction. We shall see that between 1896 and 1898, Russell had a fully-elaborated theory of “sense-data”, which he abandoned after his analytic turn of the summer of 1898. Furthermore, following a subsequent turn of August 1900—-after he (...) became acquainted with the works of Peano and later of Frege—-Russell gradually developed another theory of sense-data. With the collaboration of G. E. Moore, Russell reintroduced the term “sense-data” in 1911. Concomitantly with this move, Russell introduced the epistemological term “knowledge by acquaintance”, which came to designate the grasping of sense-data and universals. (shrink)

Shortly before G. E. Moore wrote down the formative for the early analytic philosophy lectures on Some Main Problems of Philosophy (1910–1911), he had become acquainted with two books which influenced his thought: (1) a book by Husserl's pupil August Messer and (2) a book by the Greifswald objectivist Dimitri Michaltschew. Central to Michaltschew's book was the concept of the given. In Part I, I argue that Moore elaborated his concept of sense-data in the wake of the Greifswald concept. Carnap (...) did the same when he wrote his Aufbau, the only difference being that he spoke not of sense-data but of Erlebnisse. This means, I argue, that both Moore's sense-data and Carnap'sErlebnisse have little to do with either British empiricists or the neo-Kantians. In Part II, I try to ascertain what made early analytic philosophy different from all those philosophical groups and movements that either exercised influence on it, or were closely related to it: phenomenologists, Greifswald objectivists, Brentanists. For this purpose, I identify the sine qua non practices of the early analytic philosophers: exactness; acceptance of the propositional turn; descriptivism; objectivism. If one of these practices was not explored by a given philosophical school or group, in all probability, it was not truly analytic. (shrink)

The task of this paper is to show that Franz Brentano was not a solitary figure who advanced his philosophy in complete isolation from other contemporary philosophers in Germany, as some Neo-Brentanists have claimed over the last 30–40 years. He developed his philosophical psychology in the context of his time—in particular, under the influence of Hermann Lotze.

Throughout the twentieth century a significant tradition in French thought promoted a highly dramatized reading of the Hegelian struggle for recognition. In this tradition a violent struggle was regarded as an indispensable means to the realization of both individual and social ideals. The following article considers Claire Denis's film I Can't Sleep as an oblique challenge to this tradition. I Can't Sleep performs a careful dedramatization of an extremely violent story and thereby points to the possibility of an alternative form (...) of co-existence outside a logic of conflict. I wish to defend the claim that given the content and structure of any moral theory we are likely to find palatable, there is no way of uniquely breaking down that theory into either consequentialist or deontological elements. Indeed, once we examine the actual structure of any such theory more closely, we see that it can be classified in either way arbitrarily. Hence if we ignore the metaethical pronouncements often made by adherents of the consequentialist-deontological distinction, we are quickly led (...) to the conclusion that this distinction contributes nothing of consequence to an understanding of moral theory. I will try to show that there are basically two reasons for this. First, what we mean by the terms endemic to the consequentialist-deontological distinction have no unique references to particular states of affairs in actual cases of moral decision making. Hence we may justify any such concrete moral decision by reference to typically consequentialist or deontological reasoning indifferently. Second, scrutiny of actual and viable moral theories reveals a much finer-grained structure than the consequentialist-deontological taxonomy can capture. And it is this structure, rather than simple attention to consequences or principles, that determines practical moral decision making. We would thus do better to develop the richer vocabulary of causes and constituents, goals and effects, states and events (mental, social, or physical). So in the end, the consequentialist-deontological distinction is irrelevant at the normative level of actual moral reasoning, whereas at the metaethical level it crudely schematizes two opposing types of dummy theory, neither of which is convincing, upon reflection, to any practicing moral philosopher. Unsere These lautet, dass die Geschichte des logischen Empirismus bisher nicht in ihrer ganzen Komplexität dargestellt wurde. Es herrscht das Bild vor, dass vor allem der Wiener Kreis die wissenschaftliche Philosophie seiner Zeit dominiert habe. In Wirklichkeit waren Hans Reichenbach und die Philosophen und Wissenschaftler in seiner Gruppe mehr als nur geistige Verwandte der Wiener logischen Empiristen. Die Berliner Gruppe war ein gleichberechtigter Partner bei der Verbreitung wissenschaftlicher Philosophie im deutschsprachigen Raum um 1930 und schlug dabei durchaus einen individuellen Weg (...) ein. Reichenbach hat daher auch ausdrücklich die Eigenständigkeit der Berliner Gruppe innerhalb des logischen Empirismus verteidigt (Hoffmann 1994, 26). Dabei kämpfte er nicht einfach für Gleichberechtigung mit dem Wiener Kreis. Reichenbach beanspruchte sogar die Priorität der Initiative. (shrink)

The annexation of Crimea by Putin’s Russia came first in March 2014, then in June 2016, the Berxit of Boris Johnson followed and finally in November 1916, came the stunning victory of Donald Trump at the US presidential elections. Dieser Versuch einer philosophischen Autobiographie ist hauptsächlich der Geschichte meiner Ideen und Anregungen im Bereich der Philosophie gewidmet. In dieser Zusammenfassung werden vor allem meine philosophischen Begegnungen und Veröffentlichungen besprochen. Es ist weniger die Geschichte meines privaten Lebens, da bei mir privates und berufliches Leben zum großen Teil zusammenfallen.

Any plausible ethics of belief must respect that normal agents are doxastically blameworthy for their beliefs in a range of non-exotic cases. In this paper, we argue, first, that together with independently motivated principles this constraint leads us to reject occurrentism as a general theory of belief. Second, we must acknowledge not only dormant beliefs, but tacit beliefs as well. Third, a plausible ethics of belief leads us to acknowledge that a difference in propositional content cannot in all contexts count (...) as a criterion for belief individuation. In some contexts, we need to individuate beliefs in a different manner, namely in such a way that they have at least part of their causal history essentially. (shrink)

Gottlob Frege’s conception of works of art has received scant notice in the literature. This is a pity since, as this paper undertakes to reveal, his innovative philosophy of language motivated a theoretically and historically consequential, yet unaccountably marginalized Wittgenstinian line of inquiry in the domain of aesthetics. The element of Frege’s approach that most clearly inspired this development is the idea that only complete sentences articulate thoughts and that what sentences in works of drama and literary art express are (...) ‘mock thoughts’ (Schiengedanken). The early Wittgenstein closely followed Frege’s lead on this theme. One sees this, for example, in the Tractatus, where Wittgenstein announces that only sentential propositions model (‘picture’) states of affairs whereas works of art are objects we perceive sub specie aeternitatis (1961, 83). By the 1930s, however, Wittgenstein began to revise his view beyond his initial Frege-inspired standpoint. He came to insist that works of art can convey thoughts as well, but that thoughts do not model (picture) the world of facts and hence do not convey information about measurable objects and events. Rather, his contention was that aesthetically configured thoughts that artworks communicate impart information about our perspective on reality and reconfigure our view of life. To be more explicit, successful (gelungene) or ‘good’ works of art (ibid.), in Wittgenstein’s view, can supply aesthetically instructive ‘gestures’ that open to living experience promising new ways of being. It is in this respect, he held, that artists ‘have something to teach’ (1980, 36). (shrink)

Abstract: Smoke detectors are critical devices for early fire detection and life-saving interventions. This research paper explores the application of Artificial Neural Networks (ANNs) in smoke detection systems. The study aims to develop a robust and accurate smoke detection model using ANNs. Surprisingly, the results indicate a 100% accuracy rate, suggesting promising potential for ANNs in enhancing smoke detection technology. However, this paper acknowledges the need for a comprehensive evaluation beyond accuracy. It discusses potential challenges, such as overfitting, dataset size, (...) and class imbalance, and presents strategies employed to address these issues. Additionally, the paper emphasizes the importance of alternative evaluation metrics, including precision, recall, and F1-score, to assess the model's performance comprehensively. Detailed information regarding the model architecture, data preprocessing, and hyperparameter tuning is provided to enhance the reproducibility of the research. The study also discusses ethical considerations and the implications of false positives and false negatives in smoke detection applications. While achieving 100% accuracy is a notable accomplishment, this paper calls for cautious interpretation and further validation in real-world settings. It concludes by highlighting areas for future research and improvement in smoke detection technology, emphasizing the need for practical deployment and the reduction of false alarms. (shrink)

Along with inefficiencies of mainstream sciences to find solutions for world problems, and besides the unpleasant difficulties in human lives due to such matters as poverty and economic gap, environmental pollution and climate change, the question raised is whether alternative sciences are contingent, which could preserve mainstream sciences’ potencies and avoid inefficiencies. Along this, religious incentives also seek ways to compromise sciences with divine learnings. To answer this question and benefit from alternative sciences, the contingency of heterodox sciences has to (...) be discussed. The article Starts by an introduction to efforts made towards Islamization of science, then contingency of heterodox sciences is analyzed from the metaphysics of science point of view. The pioneer inquiry in this regard is a less-known essay of Immanuel Kant titled Metaphysical Foundations of Natural Science. This article touches topics such as the relation of metaphysics to science, the contingency of metaphysics of science, the contingency of different metaphysics, and metaphysical foundations of social sciences. And later explains the contingency conditions of heterodox sciences and some advantages of metaphysical approach to these sciences. (shrink)

This chapter uses Uskali Mäki’s (2009) concepts of “good” and “bad” imperialism to investigate the “economics imperialism” thesis. If science expands by offering (a) consilience, and (b) epistemological and ontological unity – that is, it explains more phenomena with greater parsimony – then this is good scientific expansion. Economics imperialism is only bad if the methodology of economics expands outside its domain without increasing understanding in the above manners.

In order to analyze e-commerce from the perspective of theories of the philosophy of technology, first the characteristics of e-commerce are examined and then analyzed from the viewpoint of the philosophy of technology. In the first section of the article, topics such as definitions and models of e-commerce, electronic contracts, electronic payments, and electronic customs are investigated. When Wittgenstein started writing the Tractatus in June 1915, he was convinced that he was producing a theory. Accordingly, he chose a theoretical style of expressing his thought. Wittgenstein abandoned this stance only at the end of his work of composing the book. He realized that what he is producing in not a theory but a manual for improving our language and thinking. Unfortunately, it was too late to change the architecture and the style of the book: Wittgenstein simply had (...) no time to do that. This drawback makes the Tractatus notoriously difficult to understand and is apparently the major factor that caused the so called “Tractarian Wars”. (shrink)

One widely used method for allocating health care resources involves the use of cost-effectiveness analysis (CEA) to rank treatments in terms of quality-adjusted life-years (QALYs) gained. CEA has been criticized for discriminating against people with disabilities by valuing their lives less than those of non-disabled people. Avoiding discrimination seems to lead to the ’QALY trap’: we cannot value saving lives equally and still value raising quality of life. This paper reviews existing responses to the QALY trap and argues that all (...) are problematic. Ageing is one of the main risk factors for Covid-19. In this paper, we delineate four alternative conceptualisations of ageing, each of which determines different understandings of its causal role to the susceptibility to Covid-19 as well as to the severity of its symptoms and adverse health outcomes.

This forum contribution addresses two major themes in de Goede’s original essay on ‘Financial security’: (1) the relationship between stable markets and the proverbial ‘security dilemma’; and (2) the development of new decision-technologies to address risk in the post-World War II period. Its argument is that the confluence of these two themes through rational choice theory represents a fundamental re-evaluation of the security dilemma and its relationship to the rule of law governing market relations, ushering in an era of perpetual (...) physical and financial insecurity. This paper critically engages Philip Mirowki's essay, "The scientific dimensions of social knowledge and their distant echoes in 20th-century American philosophy of science." It argues that although the cold war context of anti-democratic elitism best suited for making decisions about engaging in nuclear war may seem to be politically and ideologically motivated, in fact we need to carefully consider the arguments underlying the new rational choice based political philosophies of the post-WWII era typified by Arrow's impossibility theorem. This paper examines how the concepts of utility, impartiality, and universality worked together to form the foundation of Adam Smith's jurisprudence. It argues that the theory of utility consistent with contemporary rational choice theory is insufficient to account for Smith's use of utility. Smith's jurisprudence relies on the impartial spectator's sympathetic judgment over whether third parties are injured, and not individuals' expected utility associated with individuals' expected gains from rendering judgments over innocence or guilt.

A curious and comparatively neglected element of death penalty jurisprudence in America is my target in this paper. That element concerns the circumstances under which severely mentally disabled persons, incarcerated on death row, may have their sentences carried out. Those circumstances are expressed in a part of the law which turns out to be indefensible. This legal doctrine—competence-for-execution —holds that a condemned, death-row inmate may not be killed if, at the time of his scheduled execution, he lacks an awareness of (...) his impending death or the reasons for it. I argue that the law of CFE should be abandoned, along with the notion that it is permissible to kill the deeply disturbed just so long as they meet some narrow test of readiness to die. By adopting CFE, the courts have been forced to give independent conceptual and moral significance to a standard for competence that simply cannot bear the weight placed upon it. To be executable, CFE requires that a condemned prisoner meet a standard demonstrating an awareness of certain facts about his death. Yet this standard both leads to confusing and counter-intuitive results and is unsupported either by the reasons advanced by the courts on its behalf or by any of the standard theoretical justifications of criminal punishment. If executing the profoundly psychotic or delusional is wrong the law needs a better account of the wrong done when prisoners like Ford are killed. I suggest wherein that wrong might be located. The article studies the impact of Fintech on entrepreneurship in Arabic region by using Crowdfunding platforms as the field of study. The article focuses on Arabic Crowdfunding platforms. Descriptive and quantitative approach used in this article, and a questionnaire used as a tool to collect primary data. The article recommended more awareness for innovative products and services such as Fintech, Crowdfunding and adopting the culture of e-business models. Also the article promoting the process of developing regulations that organize e-business models, especially Fintech and Crowdfunding, the use of modern communication technology to serve the development of society, more interest to innovation and creativity as a key factor for entrepreneurial success. Papaya is a tropical fruit with a green cover, yellow pulp, and a taste between mango and cantaloupe, having commercial importance because of its high nutritive and medicinal value. The process of sorting papaya fruit based on maturely is one of the processes that greatly determine the mature of papaya fruit that will be sold to consumers. The manual grading of papaya fruit based on human visual perception is time-consuming and destructive. The objective of this paper is to the status (...) classification of papaya fruits if it's mature or partially matured or unmatured. A deep learning technique that was extensively applied to image recognition was used. The trained model achieved an accuracy of 100% on a held-out test set, demonstrating the feasibility of this approach. Classification model of VGG16 achieved a 100% accuracy and 112 seconds of training time. (shrink)

The task of this essay is to put biological individuals in formal terms. This approach is not directly interested in matters of time (for example, in evolution), but rather in the formal shape of biological objects. So it is different from, but not opposed to, natural science. In his later years, Wittgenstein made similar investigations in psychology and mathematics. Unfortunately, he found no time to make extensive remarks on philosophy of biology. This is what we are going to advance here.

Must bargainers abandon the no-harm principle? Prisoners of Reason recalls that classical liberal capitalism exalted the no-harm principle. Although imperfect and exclusionary, modern liberalism recognized individual human dignity alongside individuals' responsibility to respect others. Neoliberalism, by contrast, views life as ceaseless struggle. Agents vie for scarce resources in antagonistic competition in which every individual seeks dominance. This (...) political theory is codified in non-cooperative game theory; the neoliberal citizen and consumer is the strategic rational actor. Rational choice justifies ends irrespective of means. Money becomes the medium of all value. Solidarity and good will are invalidated. Relationships are conducted on a quid pro quo basis. However, agents can freely opt out of this cynical race to the bottom by embracing a more expansive range of coherent action. (shrink)

Intelligent Tutoring Systems (ITS) has a wide influence on the exchange rate, education, health, training, and educational programs. In this paper we describe an intelligent tutoring system that helps student study computer networks. The current ITS provides intelligent presentation of educational content appropriate for students, such as the degree of knowledge, the desired level of detail, assessment, student level, and familiarity with the subject. Our Intelligent tutoring system was developed using ITSB authoring tool for building ITS. A preliminary evaluation of (...) the ITS was done by a group of students and teachers. The purpose of this research is to identify the extent of the efficiency of the internal control environment in the Palestinian higher educational institutions in Gaza Strip from the perspective of employees in the Palestinian universities in Gaza Strip, where researchers used in the study five universities. The researchers adopted in their study the descriptive and analytical approach. The research community consists of administrative employees and academic employees with administrative duties. Senior management or the University Council was excluded. The study (...) population compromises of (392) employees. A stratified random sample was chosen and (197) questionnaires were distributed. (160) questionnaires were received back with a return rate of (81.2%).The researchers used a questionnaire to collect that which then was analyzed using (SPSS) to get the results. The research found the following results: the absence of a fundamental difference between the responses of males and females. The lack of significant difference between the responses of the respondents attributed to the variable age. The lack of significant difference between the responses of the respondents attributed to the variable of years of service. And the existence of a fundamental difference between the responses of the respondents attributed to the university variable. The existence of a fundamental difference between the responses of the respondents attributed to the Qualification variable. The existence of a fundamental difference between the responses of the respondents attributed to the administrative level variable. The research found a group of recommendations including: the need to raise awareness of censorship as the basis for the protection of employees in all administrative levels from making mistake.Updating the systems and instructions of control periodically and parallel with the scientific progress and technology.Benefit from regional and international experiences in the application of internal control standards which commensurate with the administrative system of the institution.
