[Purposes] This paper aims to summarize the research outcome on publishing ethics of scientific journals abroad, which is expected to serve as a reference for the research on related topics in China. [Methods] Literature review method and content coding method were adopted to systematically sum up related research abroad. Then, the status quo and development trend were analyzed. [Findings] There are five main research topics: anomy of publishing ethics, elements of publishing ethics norms, status (...) quo of publishing ethics implementation, knowledge of authors and editors on publishing ethics and their attitudes, and management of publishing ethics. [Conclusions] Foreign research on publishing ethics of scientific journals has achieved fruitful results with obvious characteristics, but there is a lack of research scope definition and systematic analysis of ethical norms. Chinese scientific journals should take international research outcome as a reference and strengthen the research on ethical norms to enhance the development of publishing ethics. (shrink)

The problem of fake news and the spread of misinformation has garnered a lot of attention in recent years. The incentives and norms that give rise to the problem, however, are not unique to journalism. Insofar as academics and journalists are working towards the same goal, i.e., publication, they are both under pressures that pervert. This chapter has two aims. First, to integrate conversations in philosophy of science, epistemology, and metaphilosophy to draw out the publishing incentives that promote analogous (...) problems of fake news and misinformation in academic research communities more broadly. Second, to argue for a (partial) solution. This chapter argues that research communities benefit when authors believe what they argue for in print and it warns against attempts to loosen our publication norms to permit publishing without belief. This paper offers a defense of ‘publishing without belief’ (PWB) – the view that authors are not required to believe what they publish. I address objections to the view ranging from outright denial and advocacy of a belief norm for publication, to a modified version that allows for some cases of PWB but not others. I reject these modifications. In doing so, I offer both an alternative story about the motivations for PWB and a diagnosis of the disagreement over (...) its permissibility. The original defense focused on consequentialist reasons for allowing PWB, offering mostly defensive arguments against potential criticisms. But I argue that once we shift our focus to the reasons why authors might be prone to PWB, we see a difference in two types of motivation: whereas I imagine PWB as arising from underconfident agents, critics point to cagey or nefarious authorial practices, or authors’ failure to clarify their own degrees of belief. Underlying the debate over norms of philosophical publishing, we find two different conceptions of philosophy itself. (shrink)

AI systems that demonstrate significant bias or lower than claimed accuracy, and resulting in individual and societal harms, continue to be reported. Such reports beg the question as to why such systems continue to be funded, developed and deployed despite the many published ethical AI principles. This paper focusses on the funding processes for AI research grants which we have identified as a gap in the current range of ethical AI solutions such as AI procurement guidelines, AI impact assessments and (...) AI audit frameworks. We highlight the responsibilities of funding bodies to ensure investment is channelled towards trustworthy and safe AI systems and provides case studies as to how other ethical funding principles are managed. We offer a first sight of two proposals for funding bodies to consider regarding procedures they can employ. The first proposal is for the inclusion of a Trustworthy AI Statement’ section in the grant application form and offers an example of the associated guidance. The second proposal outlines the wider management requirements of a funding body for the ethical review and monitoring of funded projects to ensure adherence to the proposed ethical strategies in the applicants Trustworthy AI Statement. The anticipated outcome for such proposals being employed would be to create a ‘stop and think’ section during the project planning and application procedure requiring applicants to implement the methods for the ethically aligned design of AI. Research on the ethics of algorithms has grown substantially over the past decade. Alongside the exponential development and application of machine learning algorithms, new ethical problems and solutions relating to their ubiquitous use in society have been proposed. This paper discusses the challenges and obstacles encountered in developing and publishing Open Educational Resources (OER) in engineering ethics education at a higher academic level, in the project Ethics Education for Engineers of the 4TU CEE. The main aim is to contribute to the larger project of providing OER at university level by providing insights gained from the process of gathering and publishing materials. These insights are intended to be suitable for use by other authors and (...) teachers of OER. First, we provide an introduction describing the parties involved and the specific aim of our project. Second, we describe the difficulties that were expected in the proposal phase of the project and explain how we anticipated solving them. Third, we discuss the different problems we encountered once the project was put into practice. We describe in what way we answered to these unexpected challenges. Fourth, an overview is given of valuable lessons learned and some practical take-aways acquired through experience. Here we also discuss the character of ethics in the context of making modules suitable for empirically trained students and mention some possible blind-spots that 4TU Ethics might not be able to consider from its sole perspective. Finally, we summarise what we have come to understand are the most important steps in undertaking a project such as this by manner of a blueprint for people attempting something similar in the future. It is a common practice for authors of an academic work to thank the anonymous reviewers at the journal that is publishing it. Allegedly, scholars thank the reviewers because their comments improved the paper and thanking them is a proper way to show gratitude to them. Yet often, a paper that is eventually accepted by one journal is first rejected by other journals, and even though those journals’ reviewers also supply comments that improve the quality of the work, those (...) reviewers are not customarily thanked. We contacted prominent scholars in bioethics and philosophy of medicine and asked whether thanking such reviewers would be a welcome trend. Having received responses from 107 scholars, we discuss the suggested proposal in light of both philosophical argument and the results of this survey. We argue that when an author’s work is published, the author should thank the reviewers whose comments improved the paper regardless of whether those reviewers’ journals rejected or accepted the work. That is because scholars should show gratitude to those who deserve it, and those whose comments improved the paper deserve gratitude. We also consider objections against this practice raised by scholars and show why they are not entirely persuasive. (shrink)

If AI can write an excellent philosophy paper, we argue that philosophy journals should strongly consider publishing that paper. After all, AI stands to make significant contributions to ongoing projects in some subfields, and it benefits the world of philosophy for those contributions to be published in journals, the primary purpose of which is to disseminate significant contributions to philosophy. We also propose the Sponsorship Model of AI journal refereeing to mitigate any costs associated with our view. This model (...) requires at least one human to sponsor any AI manuscript submitted to a journal. After making this case, we evaluate a variety of objections—that our proposal will crash the academic job market, disincentivize humans from doing philosophy, and violate a variety of justified publishing norms—and conclude that they are all wanting. Publication ethics is an important aspect of both the research and publication enterprises. It is particularly important in the field of biomedical science because published data may directly affect human health. In this article, we examine publication ethics policies in biomedical journals published in Central and Eastern Europe. We were interested in possible differences between East European countries that are members of the European Union (Eastern EU) and South-East European countries (South-East Europe) that are not members of the (...) European Union.The most common ethical issues addressed by all journals in the region were redundant publication, peer review process, and copyright or licensing details. Image manipulation, editors’ conflicts of interest and registration of clinical trialswere the least common ethical policies. Three aspects were significantly morecommon in journals published outside the EU: statements on the endorsement of international editorial standards, contributorship policy, and image manipulation.On the other hand, copyright or licensing information were more prevalent in journals published in the Eastern EU. The existence of significant differences amongbiomedical journals’ ethical policies calls for further research and active measuresto harmonize policies across journals. In response to the many social impacts of automated mobility, in September 2020 the European Commission published Ethics of Connected and Automated Vehicles, a report in which recommendations on road safety, privacy, fairness, explainability, and responsibility are drawn from a set of eight overarching principles. This paper presents the results of an interdisciplinary research where philosophers and engineers joined efforts to operationalize the guidelines advanced in the report. To this aim, we endorse a function-based working approach to support the (...) implementation of values and recommendations into the design of automated vehicle technologies. Based on this, we develop methodological tools to tackle issues related to personal autonomy, explainability, and privacy as domains that most urgently require fine-grained guidance due to the associated ethical risks. Even though each tool still requires further inquiry, we believe that our work might already prove the productivity of the function-based approach and foster its adoption in the CAV scientific community. Scientific journals ask authors to put their manuscripts, at the submission stage, sometimes in a complex style and a specific pagination format that are time consuming while it is unclear yet that the submitted manuscripts will be accepted. In the case of rejections, authors need to submit to another journal most likely with a different style and formatting that require additional work and time. To save authors’ time, publishers should allow authors to submit their manuscripts in any format and to (...) comply with the style required by the targeted journal only in revised versions, but not at the submission step when the manuscripts are not yet approved for publication. Ethical decision-making frameworks assist in identifying the issues at stake in a particular setting and thinking through, in a methodical manner, the ethical issues that require consideration as well as the values that need to be considered and promoted. Decisions made about the use, sharing, and re-use of big data are complex and laden with values. This paper sets out an Ethics Framework for Big Data in Health and Research developed by a working group convened by the Science, Health (...) and Policy-relevant Ethics in Singapore Initiative. It presents the aim and rationale for this framework supported by the underlying ethical concerns that relate to all health and research contexts. It also describes a set of substantive and procedural values that can be weighed up in addressing these concerns, and a step-by-step process for identifying, considering, and resolving the ethical issues arising from big data uses in health and research. This Framework is subsequently applied in the papers published in this Special Issue. These papers each address one of six domains where big data is currently employed: openness in big data and data repositories, precision medicine and big data, real-world data to generate evidence about healthcare interventions, AI-assisted decision-making in healthcare, public-private partnerships in healthcare and research, and cross-sectoral big data. Background The worldwide increase in older persons demands technological solutions to combat the shortage of caregiving and to enable aging in place. Smart home health technologies (SHHTs) are promoted and implemented as a possible solution from an economic and practical perspective. However, ethical considerations are equally important and need to be investigated. Methods We conducted a systematic review according to the PRISMA guidelines to investigate if and how ethical questions are discussed in the field of SHHTs in caregiving for older (...) persons. Results 156 peer-reviewed articles published in English, German and French were retrieved and analyzed across 10 electronic databases. Using narrative analysis, 7 ethical categories were mapped: privacy, autonomy, responsibility, human vs. artificial interactions, trust, ageism and stigma, and other concerns. Conclusion The findings of our systematic review show the (lack of) ethical consideration when it comes to the development and implementation of SHHTs for older persons. Our analysis is useful to promote careful ethical consideration when carrying out technology development, research and deployment to care for older persons. Let the Guidance Constraint be the following norm for evaluating ethical theories: Other things being at least roughly equal, ethical theories are better to the extent that they provide adequate moral guidance. I offer an account of why ethical theories are subject to the Guidance Constraint, if indeed they are. We can explain central facts about adequate moral guidance, and their relevance to ethical theory, by appealing to certain forms of autonomy and fairness. This explanation is better than explanations that (...) feature versions of the principle that ‘ought’ implies ‘can’. In closing, I address the objection that my account is questionable because it makes ethical theories subject not merely to purely theoretical but also to morally substantive norms. To talk about ethics and the moral life in India, and whether and when Indians misunderstood each other’s views, we must know something about what Indians thought about ethical and moral issues. However, there is a commonly held view among scholars of Indian thought that Indians, and especially their intellectuals, were not really interested in ethical matters (Matilal 1989, 5; Raju 1967, 27; Devaraja 1962, v-vi; Deutsch 1969, 99). This view is false and strange. Understanding how it is that (...) posterity has managed to misunderstand ethics and the moral life in India so profoundly is not something that we can address without thinking about issues pertaining to scholarship, interpretation and translation. Most importantly, studying a culture demands a philosophical engagement with the categories against which one attempts to understand it. If one believes, as many scholars do, that it is a rigorous study of Sanskrit and other classical Indian languages alone that holds the key to understanding classical India, then there is apparently neither need nor room for such reflection. It is this very same failure to engage philosophically with the category of the ethical and its place in translation that has allowed many modern Indians to misunderstand Indians of yore. What sort of connection is there between business ethics and philosophy? The answer given here: a weak one, but it may be getting stronger. Comparatively few business ethics articles are structurally dependent on mainstream academic philosophy or on such sub-specialities thereof as normative ethics, moral theory, and social and political philosophy. Examining articles recently published in the Journal of Business Ethics that declare some dependence, the author finds that such declarations often constitute only a pro forma (...) gesture which could be omitted without detriment to the paper's content and conclusions. He also finds, however, that some authors do draw on solid philosophical work in ways that are establishing ever more meaningful interconnections between business ethics and academic philosophy. In my paper recently published in a collection of controversial arguments in this journal, I argued that the same principles that are behind ethical veganism also warrant antinatalist conclusions. I thus suggested that to be consistent in their ethical reasoning, moral vegans should not have children. William Bülow has kindly responded to my claims and offered a plausible reply, which, according to him, concludes that at least some moral vegans may resist antinatalism. In this short paper, I reply to Bülow.

In their recently published book Nudge (2008) Richard H. Thaler and Cass R. Sunstein (T&S) defend a position labelled as ‘libertarian paternalism’. Their thinking appeals to both the right and the left of the political spectrum, as evidenced by the bedfellows they keep on either side of the Atlantic. In the US, they have advised Barack Obama, while, in the UK, they were welcomed with open arms by the David Cameron's camp (Chakrabortty 2008). I will consider the following questions. What (...) is Nudge? How is it different from social advertisement? Does Nudge induce genuine preference change? Does Nudge build moral character? Is there a moral difference between the use of Nudge as opposed to subliminal images to reach policy objectives? And what are the moral constraints on Nudge? (shrink)

Abstract Wittgenstein’s approach towards ethics would have remained undiscovered had he not claimed in a letter to his publisher, Ludwig Ficker that Tractatus Logico Philosophicus (TLP) was an ethical book; although all most all the points discussed in this book belonged to the domain of philosophy of logic. Only a few lines in this book from 6.4 through 6.54 are used for ethics. While in Philosophical Investigations, Wittgenstein is not interested at all to discuss anything about ethics, (...) in his ‘A Lecture on Ethics’ he has delivered few lines which are all about the status of ethics and ethical judgments. From the purview of (i) his written portion which is just like the top of a visible iceberg, (ii) he himself declared that TLP is an ethical one and (iii) on the basis of his delivered lecture; this paper may be treated as a hypothesis to establish Wittgenstein’s ethics by introducing a new meta-ethical theory named as Ethical Supernaturalism for the justification of the moral value judgment. Scientists who engage in science and the scientific endeavor should seek truth with conviction of morals and commitment to ethics. While the number of publications continues to increase, the number of retractions has increased at a faster rate. Journals publish fraudulent research papers despite claims of peer review and adherence to publishing ethics. Nevertheless, appropriate ethical peer review will remain a gatekeeper when selecting research manuscripts in scholarly publishing and approving research applications for grant funding. However, (...) this peer review must become more open, fair, transparent, equitable, and just with new recommendations and guidelines for reproducible and accountable reviews that support and promote fair citation and citational justice. We should engineer this new peer-review process with modern informatics technology and information science to provide and defend better safeguards for truth and integrity, to clarify and maintain the provenance of information and ideas, and to rebuild and restore trust in scholarly research institutions. Indeed, this new approach will be necessary in the current post-truth era to counter the ease and speed with which mis-information, dis-information, anti-information, caco-information, and mal-information spread through the internet, web, news, and social media. The most important question for application of new peer-review methods to these information wars should be ‘Who does what when?’ in support of reproducible and accountable reviews. Who refers to the authors, reviewers, editors, and publishers as participants in the review process. What refers to disclosure of the participants' identities, the material content of author manuscripts and reviewer commentaries, and other communications between authors and reviewers. When refers to tracking the sequential points in time for which disclosure of whose identity, which content, and which communication at which step of the peer-review process for which audience of readers and reviewers. We believe that quality peer review, and peer review of peer review, must be motivated and maintained by elevating their status and prestige to an art and a science. Both peer review itself and peer review analyses of peer reviews should be incentivised by publishing peer reviews as citable references separately from the research report reviewed while crossreferenced and crosslinked to the report reviewed. The claim is made in the book, Applied Ethics, published under the auspices of the Australian Association for Professional and Applied Ethics (AAPAE), that it can strengthen ethical behaviour. That claim, embodied in the subtitle, is based on more than a half dozen practices set out in the book. In total, they are drawn from an examination of ethical practices across fourteen different disciplines. The purpose of this paper is to outline and support that claim, drawing primarily on (...) chapters of the book, but also drawing on a small amount of additional information. The research on the ethical issues in each of these disciplines, and the writing of the chapters, were undertaken by members and associates of AAPAE. The fourteen disciplines were Marketing, Business, Accounting, Pharmacy, Nursing, Medicine, Veterinary & Animal Ethics, Engineering, Information and Communications Technology (ICT), Journalism, Policing, Politics, the Law and the Sciences. The findings have significance for the teaching of ethics by moral philosophers, for not all ethics classes follow the practices suggested by these findings. A few of the practices are even rejected by some moral philosophers. That the practices will improve ethical behaviour is the principal position taken by this paper. -/- . (shrink)

This paper has two aims: First, to provide an elucidation of the kind of meta-ethical programme at work in Mary Midgley's (1919-2018) Beast and Man: The Roots of Human Nature (published in 1978). Second, to make the case for Midgley's placement within the philosophical and philosophical-historical canon, specifically, as an important figure within the meta-ethical movement of ‘Neo-Aristotelian naturalism'. On historical and systematic grounds, I argue that Midgley should be classified as a neo-Aristotelian ethical naturalist notwithstanding the distinctive features of (...) Midgley’s specific brand of neo-Aristotelianism. In doing so, I suggest a more generally applicable family resemblance approach to the history of philosophy in order to classify and re-introduce into the canon figures in the history of philosophy that are in danger of falling into oblivion. In his postapocalyptic novel, Those Who Remain, G. Michael Hopf (2016) makes an important observation about the effect crises can have on human psychology by noting that "hard times create strong [humans]" (loc. 200). While the catastrophic effects of the recent COVID-19 outbreak are incontestable, there are arguments to be made that the situation itself could be materia prima of a more grounded, and authentic generation of humanity, at least in theory. In this article I draw on Heidegger's early, implicit (...) ethic of finitude as well as his later work surrounding the nature of technology, and place them into dialogue with a global milieu contextualized by worldwide pandemic. I approach this discussion from two different angles: in the first part, I explicate the ethic of finitude, and use it as a framework to describe the observable behavior of communities worldwide in order to better understand how global crises impact the psychical welfare of individual human beings. In the second part, I apply lessons given to us by the later Heidegger, specifically those oriented around the movement away from calculative thinking, in an effort to define a loose, albeit fundamentally ennobling prescriptive aimed at easing the existential strain of the situation we have found ourselves in. *This is a pre-print of an article published in Human Arenas. Kant lectured on moral philosophy fairly regularly over the course of his long, 40-year teaching career. Bearing a variety of different titles such as “Practical Philosophy”, “Ethics”, and “Universal Practical Philosophy and Ethics”, we have evidence that Kant offered a course on moral philosophy in at least 28 different semesters (of these we can prove that 19 actually took place, 9 others were advertised and there is good reason to think that they took place - see Arnoldt 1909). (...) This means that Kant offered a course on ethics in approximately one third of every semester he taught. The student notes from these lectures have proved invaluable resources for gaining insight into Kant’s intellectual development, his opinion on issues not covered extensively in the published works, and his character as a university instructor, among many others things. From his lectures on ethics, 23 distinct sets of notes are thought to have existed at any one point in time, but many of these have since been lost or destroyed (see Naragon 2006). Only 14 sets of notes still exist, either as an original, a copy, a published version of a subsequently lost manuscript, or just a collection of fragments (ibid.). But each of these are not unique, distinct sets of notes. For example: of the 23 sets of known notes, 13 of them belong to the same group in the sense that they are thought to all be copies of one original set. In the end, we possess only five distinct sets of notes from Kant’s lectures on ethics, stemming from various periods of his life: Herder (1760s), Kaehler/Collins (1770s), Powalski (1782/3), Mrongovius (1784/5), and Vigilantius (1790s). A patient is diagnosed with the persistent vegetative state (PVS) when they show no evidence of the awareness of the self or the environment for an extended period of time. The chance of recovery of any mental function or the ability to interact in a meaningful way is low. Though rare, the condition, considering its nature as a state outwith the realm of the conscious, coupled with the trauma experienced by the patient's kin as well as health care staff confronted (...) with painful decisions regarding the patient's care, has attracted a considerable amount of discussion within the bioethics community. At present, there is a wealth of literature that discusses the relevant neurology, that elucidates the plethora of ethical challenges in understanding and dealing with the condition, and that analyses the real-world cases which have prominently featured in the mainstream media as a result of emotionally charged, divergent views concerning the provision of care to the patient. However, there is scarcely anything in the published scholarly literature that proposes concrete and practically actionable solutions to the now widely recognized moral conundrums. The present article describes a step in that direction. I start from the very foundations, laying out a sentientist approach which serves as the basis for the consequent moral decision-making, and then proceed to systematically identify and deconstruct the different cases of discord, using the aforementioned foundations as the basis for their resolution. A major intellectual contribution concerns the fluidity of the duty of care which I argue is demanded by the sentientist focus. The said duty is shown initially to have for its object the patient, which depending on the circumstances, can change to the patient's kin, or the health care staff themselves. In conclusion, the proposed framework represents the first comprehensive proposal regarding the decision-making processes involved in the deliberation on the provision of life sustaining treatment to a patient in a PVS. This article addresses the question of how ‘Country of Origin Information’ reports—that is, research developed and used to support decision-making in the asylum process—can be published in an ethical manner. The article focuses on the risk that published COI reports could be misused and thereby harm the subjects of the reports and/or those involved in their development. It supports a situational approach to assessing data ethics when publishing COI reports, whereby COI service providers must weigh up the benefits (...) and harms of publication based, inter alia, on the foreseeability and probability of harm due to potential misuse of the research, the public good nature of the research, and the need to balance the rights and duties of the various actors in the asylum process, including asylum seekers themselves. Although this article focuses on the specific question of ‘how to publish COI reports in an ethical manner’, it also intends to promote further research on data ethics in the asylum process, particularly in relation to refugees, where more foundational issues should be considered. In this paper, we take a data-driven approach to analyse intellectual trends over the first five decades of theJournal of Medical Ethics(JME). Our data set, comprising all texts published in theJMEsince 1975, reveals not only the most distinctive topics of theJMEin comparison to other key journals with similar profiles but also diachronic fluctuations in the prominence of certain topics. Overall, the distribution of topics shifted gradually, with each editorial period at theJMEshowing continuity with its immediate predecessor. However, a significant (...) drift in topic distribution is evident over the 50 years, with some editorial periods being more ‘disruptive’ than others. These disruptions were influenced by external events (eg,Public health emergencies), broader trends in bioethics (eg, the recent growth of topics such asRace,PrivacyandVaccination) or editors’ preferences (eg,Ethics education). Chenyang Li argues, in an article originally published in Hypatia, that the ethics of care and Confucian ethics constitute similar approaches to ethics. The present paper takes issue with this claim. It is more accurate to view Confucian ethics as a kind of virtue ethics, rather than as a kind of care ethics. An account of two sources of the "minimal global ethic," one interpretive and the other creative. Humour, more specifically slapstick, is the interpretive source, while "revelation" as present in both Rabbinic Judaism and Modernism is the creative source. The question of the ethic and conflict is then briefly discussed. This version, posted 22 January 2023, is a revised form of the chapter from the book published in 2009.

Business ethics journals have appeared on a few ranked lists that are specific to this niche discipline. As with more traditional academic disciplines, these rankings are used for academic rewards such as faculty tenure and promotion, along with department and school ratings. Journal ranking has been subject to considerable criticism even as its administrative use persists. Among the criticisms are that journal quality is a poor proxy for article quality, citation rate is an imperfect reflection of article influence, and (...) bias may be introduced into rankings by visibility characteristics such as journal age, size, circulation, and experience of the rater with a journal. This research note studies the effect of journal age and size on the rankings of business ethics journals compiled by Beets, Lewis, and Brower, by Albrecht, Thompson, Hoopes, and Rodrigo, and by Serenko and Bontis. Significant correlation was found for journal age with the administratively derived Beets et al. ranking. No significant correlation was found for size in any ranking study. Results were not significant for the Albrecht et al. and the Serenko and Bontis rankings representing the perspectives from surveys of active researchers or citation analysis. Perhaps sometimes a journal’s reputation precedes it, as perception of journal quality may be biased by journal visibility, either because it has been published and available for a number of years, or because it is well known and likely to be cited. There has been a growing concern over establishing norms that ensure the ethically acceptable and scientifically sound conduct of clinical trials. Among the leading norms internationally are the World Medical Association's Declaration of Helsinki, guidelines by the Council for International Organizations of Medical Sciences, the International Conference on Harmonization's standards for industry, and the CONSORT group's reporting norms, in addition to the influential U.S. Federal Common Rule, Food and Drug Administration's body of regulations, and information sheets by the Department of (...) Health and Human Services. There are also many norms published at more local levels by official agencies and professional groups.Any account of international standards should cover both scientific and ethical norms at once – the two are conceptually intertwined. Recent sources recognize that “[s]cientifically unsound research on human subjects is unethical in that it exposes research subjects to risks without possible benefit.”. (shrink)

This paper traces the ethnocentric structure of U.S.-published anthologies in global ethics and related fields and it examines the ethical and philosophical implications of such ethnocentrism. The author argues that the ethnocentric structure of prominent work in global ethics not only impairs the field's ability to prepare students for global citizenship but contributes to the ideological processes that maintain global inequities. In conclusion, the author makes a case that fuller engagement with global-South and indigenous writers on global issues (...) can encourage U.S. students and scholars to examine more closely the ideologies that order our lives and to risk the kind of self examination that is necessary in order to build effective relationships with diverse global communities. In this essay, we advocate that the issue of health data ethics should no longer be considered on the level of individual scientists or research labs, but rather as a problem involving all stakeholders, from publishers, funders, ethical committees to governments, for the sake of research integrity.

In this article we raise a problem, and we offer two practical contributions to its solution. The problem is that academic communities interested in digital publishing do not have adequate tools to help them in choosing a publishing model that suits their needs. We believe that excessive focus on Open Access (OA) has obscured some important issues; moreover exclusive emphasis on increasing openness has contributed to an agenda and to policies that show clear practical shortcomings. We believe that (...) academic communities have different needs and priorities; therefore there cannot be a ranking of publishing models that fits all and is based on only one criterion or value. We thus believe that two things are needed. First, communities need help in working out what they want from their digital publications. Their needs and desiderata should be made explicit and their relative importance estimated. This exercise leads to the formulation and ordering of their objectives. Second, available publishing models should be assessed on the basis of these objectives, so as to choose one that satisfies them well. Accordingly we have developed a framework that assists communities in going through these two steps. The framework can be used informally, as a guide to the collection and systematic organization of the information needed to make an informed choice of publishing model. In order to do so it maps the values that should be weighed and the technical features that embed them. Building on our framework, we also offer a method to produce ordinal and cardinal scores of publishing models. When these techniques are applied the framework becomes a formal decision–making tool. Finally, the framework stresses that, while the OA movement tackles important issues in digital publishing, it cannot incorporate the whole range of values and interests that are at the core of academic publishing. Therefore the framework suggests a broader agenda that is relevant in making better policy decisions around academic publishing and OA. (shrink)

This paper examines a constellation of ethical and editorial issues that have arisen since philosophers started to conduct, submit and publish empirical research. These issues encompass concerns over responsible authorship, fair treatment of human subjects, ethicality of experimental procedures, availability of data, unselective reporting and publishability of research findings. This study aims to assess whether the philosophical community has as yet successfully addressed such issues. To do so, the instructions for authors, submission process and published research papers of 29 main (...) journals in philosophy have been considered and analyzed. In light of the evidence reported here, it is argued that the philosophical community has as yet failed to properly tackle such issues. The paper also delivers some recommendations for authors, reviewers and editors in the field. (shrink)

Discussion piece on a book of the same name: Quine on Ethics: The Gavagai of Moral Discourse. Published online as part of the “Book in Focus” program of Cambridge Scholars Publishing (Newcastle upon Tyne, 2021).

This chapter explores prominent respects in which humility figures into ubuntu, the southern African (and specifically Nguni) term for humanness often used to capture moral philosophies and cultures indigenous to the sub-Saharan region. The chapter considers respects in which humility is prescribed by ubuntu, understood not just as a relational normative ethic, but also as a moral epistemology. Focusing specifically on philosophical ideas published in academic fora over the past 50 years or so, the chapter contends that, although the concept (...) of humility has not often been explicitly invoked in them to make sense of African normative ethics and moral epistemology, it is a useful lens through which to view key facets of these literate philosophies. In many ways, by ubuntu we are to be humble in respect of what an individual should claim from others, how she should appraise her own virtue, and what she may claim to know about morality (although no suggestion is made that it is some kind of ‘master virtue’ for the tradition). The AI Robotics Ethics Society (AIRES) is a non-profit organization founded in 2018 by Aaron Hui to promote awareness and the importance of ethical implementation and regulation of AI. AIRES is now an organization with chapters at universities such as UCLA (Los Angeles), USC (University of Southern California), Caltech (California Institute of Technology), Stanford University, Cornell University, Brown University, and the Pontifical Catholic University of Rio Grande do Sul (Brazil). AIRES at PUCRS is the first international chapter of AIRES, (...) and as such, we are committed to promoting and enhancing the AIRES Mission. Our mission is to focus on educating the AI leaders of tomorrow in ethical principles to ensure that AI is created ethically and responsibly. As there are still few proposals for how we should implement ethical principles and normative guidelines in the practice of AI system development, the goal of this work is to try to bridge this gap between discourse and praxis. Between abstract principles and technical implementation. In this work, we seek to introduce the reader to the topic of AI Ethics and Safety. At the same time, we present several tools to help developers of intelligent systems develop "good" models. This work is a developing guide published in English and Portuguese. To what extent are authors morally culpable for harms caused by their published work? Can authors be culpable even if their ideas are misused, perhaps because they failed to take precautions to prevent harmful misinterpretations? Might authors be culpable even if they do take precautions—if, for example, they publish ideas that others can be reasonably expected to put to harmful uses, precautions notwithstanding? Although complete answers to these questions depend upon controversial views about the right to free speech, this paper (...) argues that five notions from philosophy of law and legal practice—liability, burden of proof, legal causation, mens rea, and reasoning by precedent—can be adapted to provide an attractive moral framework for determining whether an author’s work causes harm, whether and how culpable the author is for causing such harm, steps authors may take to immunize themselves from culpability, and how to responsibly develop new rules for publishing ethics. Evolution Science and Ethics in the Third Millennium is one of the most lucid academic texts on the subject of evolutionary morality to be published in the last decade. While the book does have some problematic aspects, discussed below, it nonetheless provides what is none other than a comprehensive and rational basis to substantiate the notion that evolutionary science can provide a foundation for the understanding of morality. Cliquet and Avramov take a wholly interdisciplinary approach, encroaching within and forming (...) connections between philosophy, biology, anthropology and sociology among others in their exploration of a rationalized and humanistic approach to moral universalism. They not only take a meta-ethical approach to the investigation of morality in evolutionary science, but they provide a thorough speculative project on potential beneficial future pathways that thinkers and policymakers can employ in making decisions; which is something that is typically sidelined in a topic text such as this. The authors of the contribution closely follow the published results of their sociological research regarding views of Slovak teachers at primary and secondary schools in the area of relationships with students, parents, colleagues and superiors (Gluchman, & Gluchmanová, 2016). The present contribution analyses views of students at the second level of primary school and at secondary schools by means of evaluating their relationship to teachers, as well as relationships between parents and teachers while students’ views regarding the presence of violence (...) and bullying at school are also addressed. The research results indicate that almost a third of students do not perceive their teachers as ethical models of behaviour and actions; moreover, they have also witnessed instances of corrupt behaviour on the part of teachers. On the other hand, almost two thirds of students appreciate that teachers, when addressing problems at school, proceed in accordance with ethical principles and norms. Unlike teachers, students do not believe serious problems are present when it comes to the behaviour of parents toward teachers. They, however, believe the behaviour of students towards teachers is a more problematic area. (shrink)

This paper presents the first bibliometric mapping analysis of the field of computer and information ethics (C&IE). It provides a map of the relations between 400 key terms in the field. This term map can be used to get an overview of concepts and topics in the field and to identify relations between information and communication technology concepts on the one hand and ethical concepts on the other hand. To produce the term map, a data set of over thousand (...) articles published in leading journals and conference proceedings in the C&IE field was constructed. With the help of various computer algorithms, key terms were identified in the titles and abstracts of the articles and co-occurrence frequencies of these key terms were calculated. Based on the co-occurrence frequencies, the term map was constructed. This was done using a computer program called VOSviewer. The term map provides a visual representation of the C&IE field and, more specifically, of the organization of the field around three main concepts, namely privacy, ethics, and the Internet. (shrink)
