A number of theorists have argued that Scanlon's contractualist theory both "gets around" and "solves" the non-identity problem. They argue that it gets around the problem because hypothetical deliberation on general moral principles excludes the considerations that lead to the problem. They argue that it solves the problem because violating a contractualist moral principle in one's treatment of another wrongs that particular other, grounding a person-affecting moral claim. In this paper, I agree with the first claim but note that all (...) it shows is that the act is impersonally wrong. I then dispute the second claim. On Scanlon's contractualist view, one wrongs a particular other if one treats the other in a way that is unjustifiable to that other on reasons she could not reasonably reject. We should think of person-affecting wronging in terms of the reasons had by the actual agent and the actual person affected by the agent's action. In non-identity cases, interpersonal justifiability is therefore shaped both by the reason to reject the treatment provided by the bad suffered and the reason to affirm the treatment provided by the goods had as a result of existing. I argue it would be reasonable for the actual person to find the treatment justifiable, and so I conclude that Scanlon's contractualist metaethics does not provide a narrow person-affecting solution to the non-identity problem on its own terms. Felix Klein and Abraham Fraenkel each formulated a criterion for a theory of infinitesimals to be successful, in terms of the feasibility of implementation of the Mean Value Theorem. We explore the evolution of the idea over the past century, and the role of Abraham Robinson's framework therein.

We examine some of Connes’ criticisms of Robinson’s infinitesimals starting in 1995. Connes sought to exploit the Solovay model S as ammunition against non-standard analysis, but the model tends to boomerang, undercutting Connes’ own earlier work in functional analysis. Connes described the hyperreals as both a “virtual theory” and a “chimera”, yet acknowledged that his argument relies on the transfer principle. We analyze Connes’ “dart-throwing” thought experiment, but reach an opposite conclusion. In S , all definable sets of reals are (...) Lebesgue measurable, suggesting that Connes views a theory as being “virtual” if it is not definable in a suitable model of ZFC. If so, Connes’ claim that a theory of the hyperreals is “virtual” is refuted by the existence of a definable model of the hyperreal field due to Kanovei and Shelah. Free ultrafilters aren’t definable, yet Connes exploited such ultrafilters both in his own earlier work on the classification of factors in the 1970s and 80s, and in Noncommutative Geometry, raising the question whether the latter may not be vulnerable to Connes’ criticism of virtuality. We analyze the philosophical underpinnings of Connes’ argument based on Gödel’s incompleteness theorem, and detect an apparent circularity in Connes’ logic. We document the reliance on non-constructive foundational material, and specifically on the Dixmier trace −∫ (featured on the front cover of Connes’ magnum opus) and the Hahn–Banach theorem, in Connes’ own framework. We seek to elucidate the philosophical context in which one of the most important conceptual transformations of modern mathematics took place, namely the so-called revolution in rigor in infinitesimal calculus and mathematical analysis. Some of the protagonists of the said revolution were Cauchy, Cantor, Dedekind,and Weierstrass. The dominant current of philosophy in Germany at the time was neo-Kantianism. Among its various currents, the Marburg school (Cohen, Natorp, Cassirer, and others) was the one most interested in matters scientific and mathematical. Our (...) main thesis is that Marburg neo-Kantian philosophy formulated a sophisticated position towards the problems raised by the concepts of limits and infinitesimals. The Marburg school neither clung to the traditional approach of logically and metaphysically dubious infinitesimals, nor whiggishly subscribed to the new orthodoxy of the “great triumvirate” of Cantor, Dedekind, and Weierstrass that declared infinitesimals conceptus nongrati in mathematical discourse. Rather, following Cohen’s lead, the Marburg philosophers sought to clarify Leibniz’s principle of continuity, and to exploit it in making sense of infinitesimals and related concepts. (shrink)

A single-blind experiment was conducted on free-responsive spatially non-local perception of free-selective simple photographic targets. One author (the tasker) chose a photographic target not subjected to a priori compiling, and the other author (the perceiver) attempted to unconventionally perceive the target. Feedback was expected prior to a new target being selected. A hundred trials were completed over 11 months. Thirteen judges offered gradings that collectively projected an apparent information requisition yield (AIRY). The AIRY refers to two aspects of the matching (...) of a taskette (a target’s counterpart) with respect to the target based on fuzzy scales from 0% to 100%, graded with an increment of 10%. The type-I or “tangibility” aspect of matching assessed the extent of the resemblance of a taskette to the target in terms of the shape or structural details of the primary physical entity/event. The type-II or “intangibility” aspect of the matching assessed the degree of the reconstruction of a taskette to the target in terms of the feature or functionality of the predominant physical entity/event. A total of 6 taskettes received >50% grades in both type-I and type-II aspects of matching with their respective targets. This outcome may correspond to an effect size of 1.47 if the chance-expectation may give a benchmark proportion of 3 out of 100 trials producing >50% grades in both type-I and type-II aspects of matching. Patterns indicating target interference associated with two trials entail further investigation. The approaches offer new insights to quantifying the band-limited information throughputs of spatially non-local perception. (shrink)

Quine's holistic empiricist account of scientific inquiry can be characterized by three constitutive principles: *noncontradiction*, *universal revisability* and *pragmatic ordering*. We show that these constitutive principles cannot be regarded as statements within a holistic empiricist's scientific theory of the world. This claim is a corollary of our refutation of Katz's [1998, 2002] argument that holistic empiricism suffers from what he calls the Revisability Paradox. According to Katz, Quine's empiricism is incoherent because its constitutive principles cannot themselves be rationally (...) revised. Using Gärdenfors and Makinson's logic of belief revision based on epistemic entrenchment, we argue that Katz wrongly assumes that the constitutive principles are *statements* within a holistic empiricist's theory of the world. Instead, we show that constitutive principles are best seen as *properties* of a holistic empiricist's theory of scientific inquiry and we submit that, without Katz's mistaken assumption, the paradox cannot be formulated. We argue that our perspective on the status of constitutive principles is perfectly in line with Quinean orthodoxy. In conclusion, we compare our findings with van Fraassen's [2002] argument that we should think of empiricism as a stance, rather than as a doctrine. (shrink)

Noam Chomsky’s well-known claim that linguistics is a “branch of cognitive psychology” has generated a great deal of dissent—not from linguists or psychologists, but from philosophers. Jerrold Katz, Scott Soames, Michael Devitt, and Kim Sterelny have presented a number of arguments, intended to show that this Chomskian hypothesis is incorrect. On both sides of this debate, two distinct issues are often conflated: (1) the ontological status of language and (2) the relation between psychology and linguistics. The ontological issue is, (...) I will argue, not the relevant issue in the debate. Even if this Chomskian position on the ontology of language is false, linguistics may still be a subfield of psychology if the relevant methods in linguistic theory construction are psychological. Two options are open to the philosopher who denies Chomskian conceptualism: linguistic nominalism or linguistic platonism. The former position holds that syntactic, semantic, and phonological properties are primarily properties, not of mental representations, but rather of public languagesentence tokens; The latter position holds that the linguistic properties are properties of public language sentence types. I will argue that both of these positions are compatible with Chomsky’s claim that linguistics is a branch of psychology, and the arguments that have been given for nominalism and platonism do not establish that linguistics and psychology are distinct disciplines. The article presents criticism of Katz’s proto-theory. Based on the principles of semantic Platonism, he offers a new understanding of the relationship between sense and reference. However, his account faces three strong objections: against non-causal ways of accessing abstract Platonic entities (Benacerraf–Field–Cheyne), against intuition as the faculty to a priori knowledge of grammar facts (Horwich–Cheyne–Oliver), and against the medial status of finite intensionals in matters for fixing the reference of linguistic expressions (Kripke–Boghossian–Kush). This paper discusses the idea of "pure experience" within the context of the Buddhist tradition and in connection with the notions of emptiness and dependent origination via a reading of Dale Wright's reading of 'Huangbo' in his 'Philosophical Meditations on Zen Buddhism'. The purpose is to appropriate Wright's text in order to engender a response to Steven Katz's contextualist-constructivist thesis that there are no "pure" (i.e., unmediated) experiences. The present paper opens this topical issue on translation techniques by drawing a theoretical basis for the discussion of translational issues in a linguistic perspective. In order to forward an audience- oriented definition of translation, I will describe different forms of linguistic variability, highlighting how they present different difficulties to translators, with an emphasis on the semantic and communicative complexity that a source text can exhibit. The problem is then further discussed through a comparison between Quine's radically holistic position and (...) the translatability principle supported by such semanticists as Katz. General translatability — at the expense of additional complexity — is eventually proposed as a possible synthesis of this debate. In describing the meaningfulness levels of source texts through Hjelmslevian semiotics, and his semiotic hierarchy in particular, the paper attempts to go beyond denotative semiotic, and reframe some translational issues in a connotative semiotic and metasemiotic perspective. Tarlac State University (TSU) is a multi-ethnic and multicultural institution with a student population that is predominated by the Kapampangan, Ilocano, and Tagalog ethnolinguistic groups. This paper is a comparative study of the ethnic stereotypes and self-stereotypes of these three ethnolinguistic groups. Using a modified Katz and Braly trait checklist, this paper was able to: 1) profile the ethnic stereotypes and self-stereotypes of these three ethnolinguistic groups, 2) determine their uniformity indices, 3) determine their positivity/negativity indices, 4) compare and (...) contrast their profiled ethnic stereotypes and self-stereotypes, 5) compare and contrast the uniformity indices of their ethnic stereotypes and self-stereotypes, and 6) compare and contrast the positivity/negativity indices of their ethnic stereotypes and self-stereotypes. This paper was also able to establish that the Kapampangan ethnic stereotype and self-stereotype shared the most number of traits in common, while the Tagalog ethnic stereotype and self-stereotype shared the least number of traits in common. This paper was also able to establish that the uniformity indices of the Kapampangan ethnic stereotype and self-stereotype are closest to each other; while those of the Tagalog ethnic stereotype and self-stereotype are farthest from each other. Finally, this paper was able to establish that the positivity/ negativity indices of the Kapampangan and Tagalog ethnic stereotype and self-stereotype are both closest to each other; while those of the Ilocano ethnic stereotype and self-stereotype are farthest to each other. This paper is significant not only in knowing whether there is a difference between how the three ethnolinguistic groups construct each other’s stereotypes and their respective self-stereotypes, but more so in laying down the preliminary information that would lead towards understanding the dynamics among these same ethnolinguistic groups, and towards building a more cohesive student body in TSU, or citizens of Tarlac City, or inhabitants of Tarlac Province. This paper is also important in providing a model study that can be replicated in other multicultural institutions and locations in the country. (shrink)

This study examines playgrounds as lenses on urban transitions to explain the link between urban transformations and changes in the discourse of play and childhood. Specifically, it compares Soviet public playgrounds and post-Soviet privatized playscapes in the city of Yekaterinburg, Russia, through primary observation and secondary data analysis. Using the framework of social reproduction developed by Cindy Katz and Saskia Sassen to explain how the local forces affect cities, my analysis shows that the shift in the discourse of play (...) and childhood in the post-Soviet period is hinged on global influences combined with local transformations, from the abandonment of Soviet ideals of communal play spaces to the embracement of today’s consumerist play places. Whereas the old Soviet playgrounds have uncertain purposes, in contemporary Yekaterinburg private playgrounds offer a narrative of play in terms of leisure, love, and convenience for parents. Children turn into consumers of private play, leaving most of the Soviet playgrounds as idle spaces in the city. This article argues that Yekaterinburg’s shift toward participating in the globalized economy combined with its transition from the Soviet ideals maintains social relations and reproduces social inequalities in childhood, as this condition favors consumerist narratives of play. I conclude that the playgrounds in Yekaterinburg are bystanders of new global ecologies whereby social, political, and economic transformations become an impetus to reproduce new ways of seeing the social importance and meaning of play and playgrounds. Significant disagreement remains in ethics about the duties we have towards wild animals. This paper aims to mediate those disagreements by exploring how they are supported by, or diverge from, the common-sense ethical principles of non-maleficence, beneficence, autonomy and justice popular in medical ethics. We argue that these principles do not clearly justify traditional conservation or a ‘hands-off ’ approach to wild-animal welfare; instead, they support natural negative duties to reduce the harms that we cause as well as natural positive (...) duties to promote the welfare of wild animals. When blame is understood to be emotion-based or affective, its emotional tone is standardly identified as one of anger. We argue that this conception of affective blame is overly restrictive. By attending to cases of blame that emerge against a background of a particular kind of hope invested in others, we identify a blaming response characterized not by anger but by sadness: reactive disappointment. We develop an account of reactive disappointment as affective blame, maintaining that while angry blame and disappointed (...) blame are both condemnatory responses, they have distinct evaluative foci and occupy different but complementary roles in our accountability practices. However, this paper underscores the critical importance of a comprehensive evaluation beyond accuracy, including metrics such as sensitivity, specificity, and the area under the ROC curve (AUC-ROC), to assess the model's performance robustness. Abstract: Breast cancer is reported to be the most common cancer type among women worldwide and it is the second highest women fatality rate amongst all cancer types. Notwithstanding all the progresses made in prevention and early intervention, early prognosis and survival prediction rates are still not sufficient. In this paper, we propose an ANN model which outperforms all the previous supervised learning methods by reaching 99.57 in terms of accuracy in Wisconsin Breast Cancer dataset. Experimental results on Haberman’s Breast (...) Cancer Survival dataset show the superiority of proposed method by reaching 88.24 % in terms of accuracy. The results are the best reported ones obtained from Artificial Neural Network using JNN environment without any preprocessing of the dataset. (shrink)

In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. How does consciousness vary across the animal kingdom? Are some animals ‘more conscious’ than others? This article presents a multidimensional framework for understanding interspecies variation in states of consciousness. The framework distinguishes five key dimensions of variation: perceptual richness, evaluative richness, integration at a time, integration across time, and self-consciousness. For each dimension, existing experiments that bear on it are reviewed and future experiments are suggested. By assessing a given species against each dimension, we can construct a consciousness profile for (...) that species. On this framework, there is no single scale along which species can be ranked as more or less conscious. Rather, each species has its own distinctive consciousness profile. (shrink)

Abstract: The Knowledge-Based System for Diagnosing Breast Cancer aims to support medical students in enhancing their education regarding diagnosis and counseling. The system facilitates the analysis of biopsy images under a microscope, determination of tumor type, selection of appropriate treatment methods, and identification of disease-related questions. According to the Ministry of Health's annual report in Gaza, there were 7,069 cases of breast cancer between 2009 and 2014, with 1,502 cases reported in 2014. In an era dominated by visual information, where (...) 65% of the population are visual learners, the Knowledge-Based System serves as an effective tool to aid long-term information retention by utilizing visual and textual resources. The system features a user-friendly interface, enabling students to diagnose the disease and expand their understanding. Furthermore, it can be accessed via smartphones. The Knowledge-Based System comprises three primary components: Firstly, it provides specific patient-oriented questions to familiarize students with the questioning process. Secondly, it facilitates the analysis of biopsy sample images to determine their integrity and identify potential infections. heart attack analysis & prediction dataset is a major cause of death worldwide. Early detection and intervention are essential for improving the chances of a positive outcome. This study presents a novel approach to predicting the likelihood of a person having heart failure using a neural network model. The dataset comprises 304 samples with 11 features, such as age, sex, chest pain type, Trtbps, cholesterol, fasting blood sugar, resting electrocardiogram results, maximum heart rate achieved, exercise-induced angina, oldpeak, ST_Slope, and HeartDisease. (...) A neural network model with four layers (1 input, 2 hidden, 1 output) was trained on the dataset and achieved an accuracy of 88% and an average error of 0078296. The most influential factors in heart failure prediction were found to be oldpeak, ST_Slope, sex, fastingBS, chestPainType, exerciseAngina, cholesterol, restingBP, maxHR, restingBP, and age. This study provides a valuable tool for early detection and intervention of heart failure, thereby contributing to the field of health and medicine. (shrink)

Sign Language Recognition (SLR) aims to translate sign language into text or speech in order to improve communication between deaf-mute people and the general public. This task has a large social impact, but it is still difficult due to the complexity and wide range of hand actions. We present a novel 3D convolutional neural network (CNN) that extracts discriminative spatial-temporal features from photo datasets. This article is about classification of sign languages are not universal and are usually not mutually intelligible (...) although there are also similarities among different sign languages. They are the foundation of local Deaf cultures and have evolved into effective means of communication. Although signing is primarily used by the deaf and hard of hearing, hearing people also use it when they are unable to speak, when they have difficulty speaking due to a health condition or disability (augmentative and alternative communication), or when they have deaf family members, such as children of deaf adults. In this article we use the 43500 image in the dataset in size 64*64 pixel by use CNN Architecture and achieved 100% accuracy. (shrink)

In this paper an Artificial Neural Network (ANN) model was used to help cars dealers recognize the many characteristics of cars, including manufacturers, their location and classification of cars according to several categories including: Buying, Maint, Doors, Persons, Lug_boot, Safety, and Overall. ANN was used in forecasting car acceptability. The results showed that ANN model was able to predict the car acceptability with 99.12 %. The factor of Safety has the most influence on car acceptability evaluation. Comparative study method is (...) suitable for the evaluation of car acceptability forecasting, can also be extended to all other areas. (shrink)

In this paper we argue that there is a large class of expressions, typified by ‘plastic flower’, ‘stuffed animal’ and ‘kosher bacon’, that have a unique semantics combining compositional, idiomatic and decompositional interpretation. These expressions are compositional because their constituents contribute their meanings to the meanings of the wholes; they are idiomatic because their interpretation involves assigning dictionary entries to non-terminal elements in their syntactic structure; and they are decompositional because their meanings have proper parts that are not the meanings (...) of any of their syntactic constituents. We argue that extensionalist semantics, on which the meaning of an expression is a function from domains to extensions in those domains, cannot provide an adequate account of the semantics of these expressions, and that supplementation with a theory of pragmatic interpretation does not improve the situation. We show how our account explains the intensionality and the productivity of these expressions. (shrink)

Abstract: Context: grapevine leaves are an important agricultural product that is used in many Middle Eastern dishes. The species from which the grapevine leaf originates can differ in terms of both taste and price. Method: In this study, we build a deep learning model to tackle the problem of grape leaf classification. 500 images were used (100 for each species) that were then increased to 10,000 using data augmentation methods. Convolutional Neural Network (CNN) algorithms were applied to build this model (...) specifically using the pre-trained model on top of the VGG16 architecture. Then, dense layers were added to classify the output of the Convolutional layers and classify outputs to the five classes (species) the leaf belonged to. Results: It was found that feature extraction without fine-tuning the convolutional layers yielded poor results, about 86% accuracy, while training the whole network along with some data preprocessing gave the best results, about 99.45% accuracy on the testing dataset. Conclusions: The proposed CNN model is an effective one for the problem of classification of grape leaf species. (shrink)

This study aims to identify the strengthening of the global entrepreneurial orientation practice for employees at the University of Palestine, where the researchers used the descriptive and analytical approach, through a questionnaire distributed to a sample of employees at the University of Palestine, where the size of the study population is (234) employees and the sample size is (117) Employees, of whom (90) employees responded. The study found a set of results, the most important of which are: that there is (...) a good degree of global entrepreneurial orientation for employees, as the percentage reached (70.25%), and the results also showed that there are no statistically significant differences in the smart university transformation and their impact on the global entrepreneurial trend according to personal and organizational data. To explore the extent of embeddability of Leibnizian infinitesimal calculus in first-order logic (FOL) and modern frameworks, we propose to set aside ontological issues and focus on pro- cedural questions. This would enable an account of Leibnizian procedures in a framework limited to FOL with a small number of additional ingredients such as the relation of infinite proximity. If, as we argue here, first order logic is indeed suitable for developing modern proxies for the inferential moves found in Leibnizian infinitesimal (...) calculus, then modern infinitesimal frameworks are more appropriate to interpreting Leibnizian infinitesimal calculus than modern Weierstrassian ones. Abstract: A corn crop typically refers to a large-scale cultivation of corn (also known as maize) for commercial purposes such as food production, animal feed, and industrial uses. Corn is one of the most widely grown crops in the world, and it is a major staple food for many cultures. Corn crops are grown in various regions of the world with different climates, soil types, and farming practices. In the United States, for example, the Midwest is known as the "Corn (...) Belt" due to its extensive corn production. Corn crops can be grown using a variety of methods, including conventional tillage, no-till farming, and the use of genetically modified crops. Due to its importance, there is a need for discovering the corn diseases and treating them. The aim of this study is to propose a deep learning model for the classification of corn leaf diseases based on Convolutional Neural Network. A model for classifying maize diseases was developed using a dataset for classifying Corn diseases that contains 4 classes of disease. The dataset was collected from Keggel website. Abstract: In this research, an Artificial Neural Network (ANN) model was developed and tested to predict effect of oxygen consumption of thylakoid membranes (chloroplasts) from spinach after inhibition. A number of factors were identified that may affect of oxygen consumption of thylakoid membranes from spinach. Factors such as curve, herbicide, dose, among others, as input variables for the ANN model. A model based on multi-layer concept topology was developed and trained using the data from some inhibition of photosynthesis in farms. (...) Abstract: In this study, we explore the possibility of classifying the plant species. We collected the plant species from Kaggle website. This dataset encompasses 544 samples, encompassing 136 distinct plant species. Recent advancements in machine learning, particularly Artificial Neural Networks (ANNs), offer promise in enhancing plant Species classification accuracy and efficiency. This research explores plant Species classification, harnessing neural networks' power. Utilizing a rich dataset from Kaggle, containing 544 entries, we develop and evaluate a neural network model. Beyond performance metrics, we delve into the intricacies of plant Species classification through feature importance analysis. Abstract: The study aimed to determine the strategic flexibility and its relationship to the level of quality of services provided, from the viewpoint of the internal beneficiary in non-governmental hospitals in Gaza Strip. The study relied on the descriptive and analytical approach, and the questionnaire was designed as a tool to collect data and consisted of (39) items, and the researchers used the comprehensive survey method, and the number of the study population was (536) individuals, where (434) questionnaires were retrieved, (...) and the recovery rate was (80.97%). The study revealed many results, the most important of which were: the existence of a moderate degree of approval by the study sample individuals on strategic flexibility, as it was evident through the area of strategic flexibility as a whole having a relative weight (60.44%). The study is on the quality of services, as it became clear through the field of service quality obtaining a relative weight (79.90%). The results of the study revealed a statistically significant relationship between strategic flexibility and the quality of services in non-governmental hospitals in Gaza Strip, with a correlation coefficient of 0.490. But the scope of my paper will be considerably more limited: I will be concerned with whether certain types of considerations that are commonly cited in favor of dynamic semantics do in fact push us towards a dynamic semantics. Ultimately, I will argue that the evidence points to a dynamics of discourse that is best treated pragmatically, rather than as part of the semantics.

Abstract: Accurate stock price prediction is essential for informed investment decisions and financial planning. In this research, we introduce an innovative approach to forecast stock prices using an Artificial Neural Network (ANN). Our dataset, consisting of 5582 samples and 6 features, including historical price data and technical indicators, was sourced from Yahoo Finance. The proposed ANN model, composed of four layers (1 input, 1 hidden, 1 output), underwent rigorous training and validation, yielding remarkable results with an accuracy of 99.84% and (...) an average error of 0.005. Additionally, we conducted a feature importance analysis, identifying the key drivers of stock price prediction, such as "High," "Low," "Open," "Volume"," and "Date." This study not only offers a highly accurate stock price prediction model but also contributes valuable insights into the influential factors affecting stock prices, enhancing the field of financial analysis and investment decision-making that are suitable for the task. The research aims to identify the trends of Palestinian higher educational institutions in Gaza Strip as learning organizations from the perspective of senior management in the Palestinian universities in Gaza Strip. The researchers used descriptive analytical approach and used the questionnaire as a tool for information gathering. The questionnaires were distributed to senior management in the Palestinian universities. The study population reached (344) employees in senior management is dispersed over (3) Palestinian universities. A stratified random sample of (182) employees from (...) the Palestinian universities was selected and the recovery rate was (69.2%). Statistical analysis (SPSS) program was used for analysis and processing the data. The study found the following results: There is an agreement about: the importance of the focus of "organizational structure" with an average approval, the importance of "technological infrastructure" axis with high approval, and the importance of "strategic" with an average approval. The results concluded that the study sample agree on the importance of "organizational dimension" highly. The results showed that the sample believe that the "strategic leadership" level in the universities got medium-approval. There is a fair level agreement about the axis of interest "teams / committees". There is an agreement about the importance of the "human dimension" moderately. The results showed that the sample is highly agreed about the importance of focus of the "knowledge management", and the focus of the "continuing education". They agreed weakly to somewhat about the importance of the focus of "scientific research", moderately agree about the importance of the center of "institutional culture", agree moderately on the importance of "cognitive dimension". The results showed that the sample largely agree on the importance of the focus of "strategic partnerships and alliances". They agree highly on the axis "keep up with the labor market" and on the focus of the importance of "technology incubators". The results showed that the sample moderately agree about the importance of the theme on "consulting and training", the importance of the focus of "social responsibility", and the focus of the "Community dimension". The study found a group of recommendations including: there is a need to provide suitable environment that achieve learning organizations. There is a need to develop the technological infrastructure (hardware, software, networks, databases, and human skills) because of the great advantages that they offer. The universities need to adopt knowledge management in the academic and administrative departments because knowledge is the core of the work of these departments. The establishment of technology incubators in universities to adopt outstanding university research projects, to protect, to supports, and to market them; furthermore, to develop the capabilities and skills of employees in the field of information technology. Critics have recently argued that reliabilists face trade-off problems, forcing them to condone intuitively unjustified beliefs when they generate lots of true belief further downstream. What these critics overlook is that reliabilism entails that there areside-constraintson belief-formation, on account of which there are some things you should not believe, even if doing so would have very good epistemic consequences. However, we argue that by embracing side-constraints the reliabilist faces a dilemma: she can either hold on to reliabilism, and with it (...) aforementioned side-constraints, but then needs to explain why we should allow the pursuit of justification to get in the way of the acquisition of true belief; or she can deny that there are side-constraints – and in effect give up on reliabilism. We'll suggest that anyone moved by the considerations that likely attract people to reliabilism in the first place – the idea the true belief is good, and as such should be promoted – should go for the second horn, and instead pursue a form ofepistemic utilitarianism.
