The purpose of the article is to analyze the prerequisites, advantages, problems and prospects for the development of the processes of financial decentralization in Ukraine. Initially, the article reveals the features of the federal and unitary arrangements of states. As research has shown, the principles of fiscal federalism have been increasingly used by unitary states. The legislative and normative legal acts regulating the implementation of the decentralization policy in Ukraine are justified and given. Characteristics of the formation of (...) new structures, such as: united territorial societies and their sources of financing are characterized. Changes in incomes in local budgets as a result of decentralization are analyzed, and their significant growth is observed. The mechanism of horizontal leveling of the tax ability of territories has been developed, which helps to remove imbalances and unevenness, most of the budgets of Ukraine are recipients of budgetary funds, since they receive a basic subsidy. The influence of the development of information technologies on entrepreneurial activity in small towns and villages is determined. Information technology is a tool of points of growth of territories. Decentralization will not gradually increase due to urbanization processes, but will be accompanied by new development mechanisms, where the labor force and the means of production will unite and help create a qualitatively new environment. Citizens are the most important economic priority for the economy of Ukraine in comparison with any territory values in the number of its territories and from this position easy needs any position. The pandemic economic crisis did not reveal anything new, but it finally and irrevocably confirmed and proved the priority of the human factor in the economy of any state over the geographical boundaries and regional structure of the state.

This article analyses Ukraine’s language policies from 2002 to 2022 within a framework of liberalism, while avoiding making normative judgements or recommendations, updating the discussion raised in Kymlicka and Opalski’s Can Liberal Pluralism be Exported? The analysis takes into consideration Ukraine’s present and historic position, including the challenge that postcolonial nation building can pose for achieving liberalism and linguistic justice. The paper focuses on three main areas of language policy: education, businesses and media, and assesses if they can (...) be described as liberal orthodox, pluralist or illiberal. The article begins by defining liberalism and illiberalism, discussing the context of Ukraine’s linguistic diversity and postcolonial context, before outlining the language situation until EuroMaidan. Then, the main issue of language policy in the areas of education, business and media is analysed, before considering whether Ukrainian language laws might be considered liberal or illiberal. War crimes are being committed in Ukraine today, but who should be held responsible? By looking at the literature on responsibility and violence by Philippa Foot and John Harris, this article argues that there are grounds for holding Vladimir Putin responsible for war crimes in Ukraine, even if he did not give the command for these crimes and other atrocities to be carried out.

At the beginning of the Russian Federation’s attack on Ukraine in February 2022, the European Union put up massive resistance, but due to its sudden overload, it was unable to deal with the situation adequately. It was in a state of paralysis for some time. Therefore, five explanatory models for the Russian actions are presented: an offensive, a defensive, a situational, a socio-cultural, and an ideological-historical one. It is then shown that the German term Gewalt, which combines the English (...) terms violence, power, and force ontologically, is best suited to summarize and describe all these models. It is also shown that Gewalt is a neutral, fundamental human concept that can be described as one of the basic driving forces of man. By piercing society, Gewalt constitutes an impulse, a motivation that stimulates and fuels the individual and society in toto. This leads to what we call Progressus, which depends on four variables – group desire, potential means of violence and force, group aims and objectives, as well as group comparison and evaluation. Progressus is inherent in all persons and in all societies. It can be analyzed and managed in a variety of different ways. Combined with the foundation of Gewalt, seen as neutral agent in varying levels of intensity, Progressus forms a matrix for efficient analysis to describe positive and frictional interaction, establishes social relations from friendship up to war; and this between individuals, groups and/or states. How this is possibly implemented in practice is described at the end using an example from the previously presented explanatory models. (shrink)

This paper explores Pope Francis’ and the Holy See’s reaction to the war in Ukraine, and attempts to explain the logic behind it. After introducing the Holy See’s statements since the start of Russia’s aggression, the author reads them through the background of Catholic social teaching. In particular, he claims that the ambiguities of the Holy See’s position are due to the unresolved tension between the traditional just war approach and a tendency towards nonviolence. The latter has acquired prominence (...) over the last decades, in particular with Francis’ Fratelli Tutti. Russophilism and Misunderstanding Ukraine (Review: Olga Onuch and Henry Hale. The Zelensky Effect. London: Hurst and Co., 2023; Dominique Arel and Jesse Driscoll. Ukraine’s Unnamed War. Before the Russian Invasion of 2022. Cambridge: Cambridge University Press, 2023).

In my paper, I develop a phenomenological and pragmatist reflection on the fragility of liberal democracy’s moral foundations in times of war. Following Judith Shklar’s conception of the “liberalism of fear”, the legitimacy of the liberal-democratic order is seen as grounded in experiences of suffering caused by political violence. It is also assumed that the liberalism of fear delivers an adequate conception of the normative foundations of the European project. With the help of phenomenologists such as Edmund Husserl, Maurice Merleau-Ponty (...) and Michel Henry, the paper ants to philosophically deepen the liberalism of fear by outlining a theory of “pathic evidence” as a normative foundation and the concept of a common “flesh of the political” as a shared moral sensitivity that sets boundaries to political conflict as well as the political imaginary, excluding what I call the production of “monumental meaning”. It then examines the question which political conditions are needed for this evidence to become a shared, communal criteria of ethical thought, and considers inner and outer challenges to the transmission and reproduction of this evidence in time, drawing especially on John Dewey’s ideas of democratic communication and social intelligence. In the current war, the following problem appears as crucial for the “soul” of European democracies which are confronted with the need to respond to Russia’s attack: How can a political morality grounded in pathic evidence be sustained, once it is challenged by an aggressor who, out of cultural and political reasons, shows a higher level of toleration towards violence? Besides aggression from an external foe, there are also temporal dynamics that further the loss of the inhibiting force of pathic evidence from the inside. As it shall be argued, boredom can be such a factor. The paper concludes by drawing conclusions for the current war in Ukraine. (shrink)

Exports are critical for the highly open Ukrainian economy which is characterized by the large trade deficit. Since independence the major consumers of the Ukrainian products have been the CIS and the EU. Conflict with Russia led to the significant decline of the volume of Ukraine’s export commodities. The export analysis, based on the data provided by the State Statistics Service of Ukraine for the period of 2010-2018 allowed to identify the problems and to come up with possible (...) solutions focusing primarily on the role of the Government of Ukraine in strengthening cooperation with the EU. Firstly, it is suggested to take the institutional steps aimed at expanding and deepening the integration towards the common economic space with the EU, especially the common customs space. Secondly, to explore the opportunities of exporting goods to the countries, with which the EU has signed regional trade agreements. The third step is related to the changing role of Ukraine in the global model of the transformation of the world economy and requires the combination of close cooperation with the EU, on the one hand, and the powerful economies, on the other, thereby contributing to the formation of non-confrontational relations between East and West. An overview of the basic foundations of the integrated reporting compilation is presented, difficulties of its formation and popularization among Ukrainian companies are revealed. In this article, I consider the permissibility of forming defensive alliances, which is a neglected topic in the contemporary literature on the ethics of war and peace. Drawing on the jus ad bellum criterion of proportionality in just war theory, I argue that if permissible defensive force requires that its expected harms must be counterbalanced by its expected goods, then, permissible defensive alliance formation seems to also require that its expected harms must be counterbalanced by its expected goods, as the (...) latter can result in much the same consequences as the former. Moreover, due to the incommensurability of values in play when making proportionality judgments, I argue for a value pluralist understanding of the criterion. On this view, defensive alliance formation is proportionate if the expected gains in certain values (goods) intuitively justify the expected losses in others (harms) when compared to the alternative expected value trade-offs of not allying. To explore the implications of my theoretical claims I consider them in relation to John Mearsheimer’s influential account of the causes of the Russo-Ukrainian War. On this account, the West’s strategy to assimilate Ukraine and Ukraine’s pursuit of NATO membership post-annexation of Crimea were disproportionate because the expected harms were unjustified when compared to the alternative expected goods and harms of forgoing Ukrainian membership of NATO. This does not imply that Russia’s aggression is just, but it does imply that the West and Ukraine are partially responsible for the war and that they acted impermissibly in attempting to expand/join NATO. Background The health care sector is experiencing a drastic transition all over the world. This has an impact not only on the way hospitals, clinics, special-care homes etc. are organized, but also on patients, personnel and other stakeholders involved. The consequences of changes for both physicians and patients are investigated using a comprehensive health care reform in Ukraine as an example. -/- Methods The analysis is based on empirical data collected from general physicians in 2 Ukrainian cities. Based on (...) the Job Demands-Resources Model, we developed a set of hypotheses and tested them using the structural equation modelling technique. A total of 178 general physicians (81% of the approached population) participated in the study. -/- Results Our investigation reveals a clear relationship between the organizational job demands (additional tasks, structural changes, new processes) and their psychological effects (e. g., burnout). The latter have a negative impact on cooperation of physicians in hospitals leading to lower patient satisfaction. -/- Discussion and Conclusions Change in health care is inevitable. The example of Ukraine shows that openness of hospitals towards change reduces the probability of physicians’ burnout and, eventually, increases patient satisfaction. We strongly suggest applying the process management approach in order to increase openness to change, especially in turbulent times. (shrink)

The relevance of this research has been caused by the return of “war” as a central subject of thought to the attention of European thinkers. The complexity of this subject requires special attention to the methodological aspects of its cognition. The purpose of our research is to find effective epistemological means for transferring the immediate experience of war into the sphere of rational thinking and knowledge because this article focuses on the analysis of the specifics of thinking about war in (...) one’s own country. The results of the study show that thinking about the war “from the inside of war” differs from the “external view” as it is built on personally experienced feelings. This article argues that the immediate experience of war is not an obstacle for the process of cognition but, on the contrary, is a prerequisite for having a close view of the factual reality of war. Also, this research argues that for the thinker of a country waging a just defensive war, a true interpretation of the reality of war is an effective means of countering the enemy. This article proposes the use of Heinrich Rickert’s theory of the ordering of the chaos of sensations through concept formation and the further systematization of the formed concepts. This is because this theory is one of the means of transferring the experience of war into the sphere of rational thinking. Furthermore, this article demonstrates the application of this theory when dealing with the feeling of encountering evil. The concept of three modes of evil (factual, active, and passive) is proposed, and its applicability for characterizing Russia’s military actions against Ukraine is demonstrated. In addition, the idea of collective and personal responsibility of the citizens of the Russian Federation for the war their state unleashed against Ukraine was elaborated through the means of philosophy. In particular, the applicability of Karl Jaspers’ theory regarding the political, moral, and metaphysical guilt of the aggressor nation is shown in relation to the people of contemporary Russia. Throughout this review, two types of toleration of war by Russian citizens are distinguished. Also, three conclusions were drawn from the obtained results. First, thinking about war in one’s country make one capable of taking into consideration data that researchers “outside the war” do not have. Secondly, the main methodological difficulty of thinking about the war in one’s own country is the search for a reliable means of transferring the sensations from experience into a rational and clearly articulated system of concepts. Thirdly, using the methodological tools of H. Rickert and K. Jaspers, one can effectively start to research complex aspects of this war such as the essence of the actions committed by the invaders and the question of their guilt. (shrink)

This paper begins by analyzing the evolution of the budget concept until its current state, followed by a critical review of the literature according to its existing approaches and perspectives, as well as the link with other disciplines such as behavioral accounting and technology. The paper finished with a proposed based on the university requirement, focusing on teaching.

The phrase ‘Never Again,’ ‘plus jamais, ‘nie wieder,’ ‘nunc más’ and ‘nunca mais’ promises to end the atrocities of the 20th century and warns of their return if individuals and governments remain indifferent to injustices in the world. Never Again is based on the moral claim that active remembrance is central to learning from the past and to preventing violence in the future. Indeed, as President Volodymyr Zelensky argued in his speech on May 8th commemorating the end of World War (...) II, ‘Never Again’ is ‘the anthem of the civilized world.’ While the promise of Never Again was undermined by genocide in Yugoslavia and Rwanda, and the bombing of civilians in Syria and war in Afghanistan, Russia’s full-scale invasion of Ukraine tests the ethics of Never Again on a larger scale with its looming specter of nuclear war and growing list of war crimes. In an effort to understand how the very institutions that were created in the aftermath of World War II could not prevent war from returning to Europe, my argument proceeds in three parts: (1) Never Again is based on a paradox between the universal and the particular, as well as between the historical experience of individuals in the past and the universal promise to avert its reoccurrence. (2) Never Again refers to a break in historical time that links the living with memories of the dead and promises not to repeat the violence of the past in the future. At issue is the kind of intergenerational responsibility implied in the ethics of Never Again. (3) The imperative of Never Again is weakened when memory is reduced to a melancholic gaze of catastrophe that privileges a tragic understanding of history. (shrink)

Participatory budgeting (PB) is a paradigm that empowers residents to directly decide how a portion of the public budget is spent. Specifically, residents deliberate over spending priorities and vote over how the budget should be allocated to different public projects. As such it is a mechanism of top-down transfer of decisions on the part of budgetary expenditure to citizens. In recent years, PB has become a central topic of discussion and an important field of innovation for those involved (...) in local development, considered one of the most successful democratic innovations of the last 25 years. Participatory budgeting contributes significantly to participatory democracy, inclusiveness processes and placemaking, but some factors limit the scale of these aspects. However, a relatively simple idea – that “ordinary citizens” should have a direct say in public budgets that impact them – has travelled the world by the most unexpected routes and landed in unlikely sites. There is no precise model for PB programmes. While there are similar tenets and institutional mechanisms, PB programmes are structured in response to each city or state’s particular political, social and economic environment. Therefore, it is necessary to consider to what extent PB strengthens the discussed processes, whether it allows reaching new, inactive groups of citizens and includes them in the decision-making process regarding shaping public spaces. The popularity of this tool carries the risk that it will be used to build the image of local government instead of significantly increasing the participation of citizens in deciding on local public spaces. The chapter aims to present and analyse participatory budgeting practices in four European and North American countries (Switzerland, Poland, North Macedonia and the United States of America) to show the role of PB in placemaking processes by the levels and forms of participation, the analysis of representativeness of PB participants (inclusiveness), placemaking impact and its level of digitisation. The proposed comparative analysis allows for assessing the importance of the tool for increasing social participation, which is participatory budgeting, for understanding its limitations and suggesting directions for its improvement to shape more inclusive, friendly and open public spaces. The introduction of digital technologies in agricultural production is one of the most important elements of strategic development in the agricultural sector and rural areas in Ukraine. In agriculture, these new technologies can modernize the industry, promoting innovation in agribusiness and creating new opportunities for rural development. The introduction of digital technologies in agriculture ensures the accuracy of measurements, speed data collection and processing. Digitization in rural areas is an inevitable process that brings a number of economic, social and (...) environmental benefits. The immediate aim of this paper is to assess the state of implementation of digital technologies in agriculture and to examine opportunities for rural development in Ukraine. Research methods: monographic, descriptive, analysis, synthesis, induction. The results indicate that only large agricultural enterprises in Ukraine are able to implement and use digital technologies. Thus, it is proposed to create an integrated digital portal for agricultural needs, combining solutions that optimize activities of agricultural enterprises: land bank management, production, crop monitoring, warehouse, procurement and supply, equipment and repairs, logistics, inventory and finished products. The article identifies technological and human barriers to introduction of digital technologies in rural areas of Ukraine. In addition it proposes strategies for development of digital literacy and skills among rural residents in Ukraine. The results of the research can have a significant impact on the development of agriculture in Ukraine, promoting digital technologies among other agricultural enterprises and ensuring the development in rural areas, attracting additional agricultural market participants and infrastructure that provide relevant information and digital services to rural residents. Purpose: To develop proposals on the directions of institutional support for the processes of creativity of the Ukrainian economy. Design/methodology/approach: The analysis of trends in the creativity of the Ukrainian economy is carried out and proposals are developed for conceptualizing institutional support for these processes. The authors set out to develop proposals for institutional support for creativity processes and offer recommendations for systematic updating of Ukrainian legislation in the areas of state regulation of high-tech business. The information base was the (...) information materials of the State Statistics Service of Ukraine, Ministry of Economic Development and Trade of Ukraine, the statistical databases of the European Commission, OECD and World Bank for the period 2014–2020. The research methodology is based on scientific tools that include comparative analysis and economic and mathematical modeling. Findings: Building a national program of public investment in creative development will allow us to systematically approach the issue of institutional support for technological breakthroughs. Research limitations/implications: Recommendations on the development and improvement of legislative instruments of deregulatory policy, harmonization with European standards are substantiated. Directions of systematic updating of legislation on guaranteeing foreign investment of creative projects and targeted investment of joint research projects of academic science and creative organizations are proposed. The implementation will allow a systematic approach to the issue of institutional support for the technological breakthrough of Ukraine. Originality/value: There is a need to step up institutional activities in the field of organizing research centers, introduce targeted investment in the academic science and research activity of creative organizations. Consider the following two (hypothetical) generic causal claims: “Living in a neighborhood with many families with children increases purchases of bicycles” and “living in an affluent neighborhood with many families with children increases purchases of bicycles.” These claims not only differ in what they suggest about how bicycle ownership is distributed across different neighborhoods (i.e., “the data”), but also have the potential to communicate something about the speakers’ values: namely, the prominence they accord to affluence in representing and making decisions (...) about the social world. Here, we examine the relationship between the level of granularity with which a cause is described in a generic causal claim (e.g., neighborhood vs. affluent neighborhood) and the value of the information contained in the causal model that generates that claim. We argue that listeners who know any two of the following can make reliable inferences about the third: 1) the level of granularity at which a speaker makes a generic causal claim, 2) the speaker’s values, and 3) the data available to the speaker. We present results of four experiments (N=1,323) in the domain of social categories that provide evidence in keeping with these predictions. (shrink)

We present a multi-agent system where agents can cooperate to solve a system of dependent tasks, with agents having the capability to explore a solution space, make inferences, as well as query for information under a limited budget. Re-exploration of the solution space takes place by an agent when an older solution expires and is thus able to adapt to dynamic changes in the environment. We investigate the effects of task dependencies, with highly-dependent graph G_40 (a well-known program graph (...) that contains 40 highly interlinked nodes, each representing a task) and less-dependent graphs G_18 (a program graph that contains 18 tasks with fewer links), increasing the speed of the agents and the complexity of the problem space and the query budgets available to agents. Specifically, we evaluate trade-offs between the agent's speed and query budget. During the experiments, we observed that increasing the speed of a single agent improves the system performance to a certain point only, and increasing the number of faster agents may not improve the system performance due to task dependencies. Favoring faster agents during budget allocation enhances the system performance, in line with the "Matthew effect." We also observe that allocating more budget to a faster agent gives better performance for a less-dependent system, but increasing the number of faster agents gives a better performance for a highly-dependent system. «Крим як Храмова гора» – новітній дискурс, артикульований російським президентом Путіним як ідеологічне прикриття анексії Криму 2014 р., що виступає пролонгацією «кримського міфу». Зазначений міф представлений дискурсами «Легендарний Севастополь» у радянський та «Крим наш» у пострадянський періоди. Компенсаторні дискурси започатковано трагічними подіями Кримської війни (1853–1856 рр.) як сублімація посттравматичної ментальності, обумовлена низкою військових та політичних поразок Росії на території Кримського півострова. Експресивні репрезентації образу Севастополя через пісенний інтертекст, передусім, стосуються російської «сакральної географії». Таким чином, тривалий «севастопольський» дискурс структурувався як антиукраїнський, (...) що було очевидним, хоча й ігнорованим фактом з боку держави Україна. Загалом міфопоетика масової культури є проекцією ідеології, яка містить у собі арсенал архаїчних ментальних утворень: архетипів, концептів, семантичних опозицій. Так само сучасна політична міфологія уявляється відкритою системою, що оперує віртуальними категоріями. Їх вияв, інтерпретація та декодування в царині сучасного «кримського міфу» є метою пропонованого дослідження. (shrink)

У дослідженні на прикладі Донбаського регіону проаналізовано феномен регіональної ідентичності, яка моделюється на прорадянській «класовій» ідеології; йдеться про експансію її носіїв, щодо підпорядкування гуманітарного простору України. Політичні та медійні міфи, що є технологічними маніпуляціями, зумовлюють тривалий процес сепарації Донбасу. Нині, зокрема внаслідок російської агресії, щодо майбутнього регіону є повна невизначеність, проте його адаптація у межах України можлива лише за умов деіндустріалізації та деконструкції технологічної/антиукраїнської міфології.

In seinem Buch Pazifismus. Eine Verteidigung verteidigt Olaf Müller einen relativ strikten Pazifismus, der im Ukrainekrieg keine militärische Hilfe an die Ukraine erlaubt ‐ trotz der Anerkennung, dass es sich um einen verbrecherischen Angriffskrieg handelt. Müller kritisiert die beiden üblichen Begründungen für solch eine Position, den gesinnungsethischen und den verantwortungsethischen Pazifismus, und entwickelt seine eigene Version, den pragmatistischen Pazifismus.Der vorliegende Beitrag diskutiert Müllers Pazifismus kritisch und gibt einen Ausblick auf eine bessere ethische Alternative, nämlich die wohlfahrtsethische begrenzte Optimierung. Müllers (...) Anliegen ist zutiefst human. Seine Begründung ist differenziert, aber langwierig, verwickelt und unklar. Ein Teil dieses Beitrags besteht darin, diese Begründung zu rekonstruieren und auf das Wesentliche zu reduzieren, um dann die essentiellen Elemente gezielter kritisch diskutieren zu k??nnen. This article adds to the existing descriptive and generalizing studies of the specifics of Ukrainian philosophy an attempt to analyse it. This study examines in which aspects philosophy can be carried out as a national tradition of philosophizing. It is argued that the national peculiarities of philosophy can manifest themselves in the choice of (1) the topic of philosophizing, (2) the standards of logical rigor of philosophical thinking, and (3) certain philosophical methods and forms of thought development. Linguistic and geographical (...) criteria for determining belonging of a philosopher to a national philosophical tradition are analysed and the heuristic limits of these criteria are shown. It is argued that not only personal, but also national peculiarities of this or that philosophizing may exist. These national peculiarities must be connected with the historically formed cultural traditions of this or that nation, in particular with the existing practices of the functioning of philosophy in the society and in its education system. It is also shown that the formation of national specificity of one or another philosophizing is caused by the challenges a given nation faced during its historical development. The study argues that there are two features, the combined presence of which is the sufficient condition for determining any philosophical thought as a Ukrainian philosophical thought. First, this thought must be created in the context of Ukrainian traditions of philosophizing, which manifests itself in using certain philosophical methods and forms of thought development. Second, this thought must be a response to the historical challenges the Ukrainian people faced. It is suggested that not all manifestations of philosophizing in Ukraine can be called Ukrainian philosophical thought. Those manifestations, which do not suffice both the first and the second of the mentioned features, are suggested to be labelled as "philosophy in Ukraine" and not as "Ukrainian philosophy". The study shows that the national specificity of philosophizing manifests itself most clearly in such philosophical areas as political philosophy, social philosophy, and ethics. This study also determines what unites Ukrainian philosophy with European philosophy. (shrink)

Aim Excellent organization of the internal processes is essential for a well-functioning health care system. Particularly, the process of treatment and interaction with the patients is important because the perception of treatment and interaction has a direct relation to the patients’ satisfaction. The latter has a strong influence on the recovery of the patients. The impact of the maturity level of the treatment and interaction process on patient orientation is investigated at the example of an extensive survey of hospital managers (...) in Ukraine. -/- Method The analysis is based on an empirical data collection conducted with hospital managers and their deputies in a large Ukrainian city, which is acknowledged as a ‘model city’ with regard to a comprehensive health care reform in the country. By means of the Business Process Maturity Model (BPMM) we have tested our hypothesis that a high level of process maturity leads to a high level of patient orientation. For this purpose, we have developed a scale for measuring the level of process maturity and have checked the method on validity and reliability. A total of 79 hospital managers and deputies, who represent all public health care facilities of the city (hospitals, primary care clinics, etc.), participated in the study. -/- Results The study reveals a clear relationship between the level of maturity of the treatment and interaction process and the level of patient orientation of the respective health care facility. The variance, which is explained by the independent variable process maturity level, is 16.3 %. All formative dimensions have a strong significant influence on the construct “patient orientation”. Likewise the maturity level of the treatment and interaction process shows a strong significant influence on patient orientation. -/- Conclusion For health care facilities it is of great importance to achieve a high maturity level of the treatment and interaction process to live up to the claim of being patient oriented. The maturity of the process can be tested using the questionnaire developed in the course of our study. (shrink)

Năm 2023 là năm cực kỳ khó khăn đối với kinh tế toàn cầu, khi mà các nước áp dụng các chính sách thắt chặt tiền tệ, các bất ổn thương mại do ảnh hưởng từ cuộc chiến kéo dài ở Ukraine và cuộc xung đột Israel-Hamas, và áp lực do biến đổi khí hậu. Khởi đầu 2023 đầy khó khăn, kinh tế Việt Nam tăng trưởng với tốc độ 3,41% vào Quý I, sau đó tăng trưởng tích cực (...) ở các Quý tiếp theo. Đến Quý IV, tốc độ tăng trưởng ước tính tăng lên mức 6,72%, khiến cho tốc độ tăng trưởng cả năm 2023 ước tính đạt 5,05%. Mặc dù không đạt mục tiêu 6,5% đề ra tại Kế hoạch phát triển kinh tế – xã hội năm 2023 và Nghị quyết 01/NQ-CP của Chính phủ, nhưng đây là một thành tích rất đáng khích lệ cho một năm đầy biến động khó lường trên trường quốc tế. Dựa trên tóm lược tình hình kinh tế – xã hội được cung cấp trên Cổng Thông tin Điện tử Chính phủ, tôi cho rằng các điểm sau là các yếu tố quan trọng góp phần vào sự tăng trưởng ổn định và vững vàng trong năm 2023 của Việt Nam. Стаття присвячена питанням формування інформаційної компетентності майбутнього менеджера-економіста в сучасному освітньому просторі Украхни.

Українська академічна спільнота, незважаючи на значний теоретичний масив інформації, й далі перебуває у полоні ілюзій, шаблонів сприйняття та некоректних тлумачень концепта «український кордоцентризм». Філософська дискусія навколо цього концепта є конфліктом міфологій – протистоянням між міфом про унікальний етноментальний феномен та міфом про ілюзію наукової уяви. Водночас вона є конфліктом інтерпретацій – протистоянням між міфічною інтерпретацією класичної доби української філософії та її метафілософською інтерпретацією. Пропонована монографія ознайомлює із філософською позицією автора концепта «український кордоцентризм», його оцінкою цих конфліктів.

Проблеми взаємовпливу та взаємозв'язку економіки і культури складні й різноманітні, тому є теоретично й практично актуальними: без глибокого вивчення і методологічного та інституціонального визначення їх ролі неможливо зрозуміти сутність сучасних тенденцій в глобалізованому економічному процесі і нові тенденції суспільного середовища. В сучасному розумінні роль культури в економічному аспекті слід розглядати як функціонально пов’язану з усім суспільним виробництвом, головним чином – у відтворенні робочої сили та «інтелектуальному оснащенні» працівника. Сьогодні інновації та знання пронизують не тільки всі сфери певної національної економіки, вони (...) «розсіюються» у світовому просторі, перетинаючи державні кордони. У цьому випадку мова йде про міжнародний перелив або трансфер знань, який формується під впливом економічної культури суспільства. (shrink)

Досліджуються логічні ідеї Д. Чижевського, співвідношення предметної логіки й металогіки у його логіко-філософській концепції. Основна увага зосереджена на логічних теоріях поняття, судження й виводу та їх філософських інтерпретаціях.

У статті розглянуто особливості організаційної культури, яка існує/склалася на підприємствах галузі туризму й гостинності в Україні.

Статтю присвячено українському усному мовленню на синхронному рівні, зокрема ви-мовним особливостям української мови. На основі соцопитування зроблено спробу виявлення, аналізу та опису девіацій, що виникають у результаті порушення нестійких норм орфоепії, зокрема вимови шиплячих перед свистячим і навпаки, а також передньоязикового [д] перед ними залежно від сфери діяльності респондентів, країни проживання (Україна, Канада, Молдова, Придністровська Молдавська Республіка). Виокремлено стійкі та слабкі норми вимови, вказано важливі вимовні проблеми та їх органічність, що засвідчена історією.

Історія виникнення світських навчальних закладів, поява нової, світської освіти потребує детального дослідження. Створення у Харкові «додаткових класів» 1768 р. — одна з перших спроб на шляху до світської школи на Слобожанщині. Від початку вона залежала від світської влади і мала широку палітру предметів, утримувала сиротинець. Однак протягом другої половини 1770-х рр. заклад набув і мілітарних рис, чому сприяв директор Іван Колбек, хоча й зберіг «класи» малювання та співів, власну структуру, принципи функціонування та матеріальне забезпечення. На відміну від багатьох інших світських (...) навчальних осередків, харківський продовжував діяти, незважаючи на адміністративні реформи та зміни в керуванні губернією. Це училище також підтримувало досить жваві зв’язки із Харківським колегіумом, доповнюючи його богословські дисципліни світськими. На кінець 1780-х рр. Харків, завдяки училищу і колегіуму, залишався провідним освітнім центром регіону, що певною мірою сприяло відкриттю згодом у цьому місті університету. (shrink)

Abstract: Online book review platforms generate vast user data, making accurate rating prediction crucial for personalized recommendations. This research explores neural networks as simple models for predicting book ratings without complex algorithms. Our novel approach uses neural networks to predict ratings solely from user-book interactions, eliminating manual feature engineering. The model processes data, learns patterns, and predicts ratings. We discuss data preprocessing, neural network design, and training techniques. Real-world data experiments show the model's effectiveness, surpassing traditional methods. This research can (...) enhance user experience, book catalog organization, and aid publishers, simplifying recommendation processes and providing tailored suggestions based on user preferences. Que la tecnología nos ha cambiado la vida es una verdad de perogrullo. Y, la pertinencia de una reflexión científica sobre la tecnología, a estas alturas, tampoco plantea dudas. La técnica nos rodea y no es posible ignorarla ni detenerla, ya no hay vuelta atrás, a menos que se produzca una catástrofe. Pero, ¿es posible que se produzca? En esta comunicación pongo de manifiesto la necesidad de congeniar dos puntos que suelen presentarse enconados: la naturaleza y la tecnología. Esta necesidad (...) no viene impuesta por un deseo romántico de contemporizar a los partidarios de ambos extremos, sino de poner de manifiesto que este enfrentamiento y ruptura es uno de los peligros que pueden impedir la prolongación de la vida de la especie humana. Deseo a toda costa evitar el catastrofismo, pero también mostrar que con la tecnología, en poco tiempo, hemos llegado muy lejos y es perentorio asumir responsabilidades. (shrink)

Bu çalışmada “tabiat” kavramının sözlük ve terim anlamı analiz edilmiş ve ona ilişkin bazı Meşşâî İslam filozoflarının görüşlerine yer verilmiştir. “Tabiat” sözcüğünü karşılamak üzere Türkçede kullanılan “tabiat” ve “doğa” sözcükleri arasında bir karşılaştırma yapılmıştır. “Tabiat”ın Meşşâî İslam filozofları tarafından isim olarak kullanıldığı varlık alanı hakkında bilgi verilmiş ve İbn Sina ile İbn Rüşd arasında cereyan eden tabiatın ispatının gerekip gerekmeyeceği tartışmasına değinilmiştir. Cisimlerde görülen hareket ve sükunun kaynağı olması bakımından “tabiat”ın nelere delalet ettiği hususunda İbn Sina’nın görüşleri Aristo ile mukayeseli (...) olarak sunulmuştur. Daha sonra bir terim olarak “tabiat”ın filozoflar tarafından yapılan tanımı ortaya konulmuştur. İslam felsefesinde önemli bir yere sahip olan “tabiat” kavramına Meşşâî İslam filozoflarının yükledikleri anlam ve onu kullanma biçimleri, Aristo’dan farklıdır. Özellikle her türlü oluş ve hareketin kaynağını açıklamak amacıyla kullandıkları “tabiat” kavramı etimolojik açıdan tüm nedenleri Allah’a ulaştırmaya imkan sağlamaktadır. Ayrıca kavramın, “tabiat – tabiat ötesi” ayrımına dayanak teşkil ettiği de bilinmektedir. Makalenin amacı, “tabiat” kavramının günümüzde yeni teorilerle ilişkili olarak kullanılma imkanlarını belirginleştirmektir. (shrink)
