In recent years, there have been many reforms in the field of accounting. In the same time, scientists focus on the leading methods of accounting, financial management and economic opportunities for the additional use of accounting tools to introduce reforms in the field of the accounting of public sector entities. The main goal of this paper is to reveal the leading features of the accounting system of public sector entities and to study the aspects of a new accounting system, which (...) in the future can be implemented into the activities of public sector entities. The paper provides a scientific vision of the accounting reform of public sector entities. Our vision of forming a new accounting system in the public sector is based on the accounting model used in Italy and takes into account the peculiarities of the methodology and accounting organization in accordance with the International Accounting Standards. We highlight the main problems of introducing a new accounting system for public sector entities, based on the International Accounting Standards. In our opinion, this research can form new knowledge in the national literature on the accounting of public sector entities and highlight the main problems that arise while implementing accounting reforms. In addition, our research results can serve as a basis for the implementation of the accounting of public sector entities on the basis of International Accounting Standards for the public sector and the accrual principle. We believe that the main scientific aspects of public sector accounting will be the basis for future reforms based on the implementation of International Accounting Standards in the activities of public sector entities. Suspension system is used to fulfil the criteria of ride comfort and road handling. In this paper, a quarter car active & semi-active suspension systems are designed using Matlab/Script software. Comparison of active & semi-active suspension systems are done using robust control theory for the control targets suspension deflection, body acceleration and body travel. H infinity controller is selected to compare the two suspensions using time domain analysis. Finally the simulation result prove the effectiveness of the active suspension system by (...) decreasing the body acceleration & sustaining the suspension deflection and body travel outputs. Continuous Stirred Tank Reactor (CSTR) is amajorarea in process, chemical and control engineering. In this paper, PID and MPC controllers are designed for CSTR in order to analyze the output concentration of the system by comparing the two proposed systems using Matlab/Simulink. Comparison have been made using two desired concentration input (Random reference and step) signals with and without input side disturbance (Flow rate error). The simulation result shows that the continuous stirred tank reactor with MPC controller have better response (...) in minimizing the overshoot and tracking the desired concentration for the system without input disturbance and with the effect of the disturbance makes the continuous stirred tank reactor with MPC controller output with small fluctuations and still better than the continuous stirred tank reactor with PID controller. Finally the comparative analysis and simulation results prove the effectiveness of the continuous stirred tank reactor with MPC controller. (shrink)

In this article, we present a new conception of internal relations between quantity tropes falling under determinates and determinables. We begin by providing a novel characterization of the necessary relations between these tropes as basic internal relations. The core ideas here are that the existence of the relata is sufficient for their being internally related, and that their being related does not require the existence of any specific entities distinct from the relata. We argue that quantity tropes are, as determinate (...) particular natures, internally related by certain relations of proportion and order. By being determined by the nature of tropes, the relations of proportion and order remain invariant in conventional choice of unit for any quantity and give rise to natural divisions among tropes. As a consequence, tropes fall under distinct determinables and determinates. Our conception provides an accurate account of quantitative distances between tropes but avoids commitment to determinable universals. In this important respect, it compares favorably with the standard conception taking exact similarity and quantitative distances as primitive internal relations. Moreover, we argue for the superiority of our approach in comparison with two additional recent accounts of the similarity of quantity tropes. (shrink)

This paper investigates the comparison between mixed H 2 /H∞ with regional pole placement control and H 2 optimal control for the design of steam condenser. The comparison have been made for a step change in the steam condenser pressure set point for a step change of 10 & 23 seconds using MATLAB/Simulink environment for the steam condenser with mixed H 2 /H∞ with regional pole placement controller, steam condenser with H 2 optimal controller and steam condenser without controller. The (...) steam condenser with mixed H 2 /H∞ with regional pole placement controller presented excellent and superior dynamic performance in response to the two step changes and an improvement in settling time. The overall simulation results demonstrated that the steam condenser with mixed H 2 /H∞ with regional pole placement controller can be an efficient alternative to the steam condenser with H 2 optimal controller for the steam condenser. Does the human mind resemble the machines that can behave like it? Biologically inspired machine-learning systems approach “human-level” accuracy in an astounding variety of domains, and even predict human brain activity—raising the exciting possibility that such systems represent the world like we do. However, even seemingly intelligent machines fail in strange and “unhumanlike” ways, threatening their status as models of our minds. How can we know when human–machine behavioral differences reflect deep disparities in their underlying capacities, vs. when such failures (...) are only superficial or peripheral? This article draws on a foundational insight from cognitive science—the distinction between performance and competence—to encourage “species-fair” comparisons between humans and machines. The performance/competence distinction urges us to consider whether the failure of a system to behave as ideally hypothesized, or the failure of one creature to behave like another, arises not because the system lacks the relevant knowledge or internal capacities (“competence”), but instead because of superficial constraints on demonstrating that knowledge (“performance”). I argue that this distinction has been neglected by research comparing human and machine behavior, and that it should be essential to any such comparison. Focusing on the domain of image classification, I identify three factors contributing to the species-fairness of human–machine comparisons, extracted from recent work that equates such constraints. Species-fair comparisons level the playing field between natural and artificial intelligence, so that we can separate more superficial differences from those that may be deep and enduring. (shrink)

To improve road dealing with and passenger consolation of a vehicle, a suspension system is supplied. An active suspension system is taken into consideration better than the passive suspension system. In this paper, an active suspension system of a linear quarter vehicle is designed, that's issue to exclusive disturbances on the road. Since the parametric uncertainty within the spring, the shock absorber and the actuator has been taken into consideration, robust control is used. H∞ and µ-Synthesis controllers of are used (...) to improve using consolation and road dealing with potential of the vehicle, in addition to confirm the sturdy stability and overall performance of the system. In the H∞ design, we designed a driving force for passenger consolation and to preserve the deflection of the suspension small and to reduce the disturbance of the road to the deflection of the suspension. For the µ synthesis system, we designed a controller with hydraulic actuator and uncertainty model. We designed a MATLAB / SIMULINK model for the active suspension system with the H∞ and µ-synthesis controllers we tested the use of 4 road disturbance inputs (bump, random, sinusoidal pavement and slope) for deflection of the suspension, body acceleration and body travel for passive, active suspension with controller and active suspension without controller. Finally, we evaluate the H∞ and µ-synthesis controllers with a Simulink model for suspension deflection, body acceleration and body travel simulation, and the result suggests that both designs offer correct overall performance, however the H∞ controller has superior overall performance as compared to the µ-synthesis controller. Wittgenstein’s comparison of philosophical methods to therapies has been interpreted in highly different ways. I identify the illness, the patient, the therapist and the ideal of health in Wittgenstein’s philosophical methods and answer four closely related questions concerning them that have often been wrongly answered by commentators. The results of this paper are, first, some answers to crucial questions: philosophers are not literally ill, patients of philosophical therapies are not always philosophers, not all philosophers qualify as therapists, the therapies are (...) not necessarily to be thought of as psychological therapies and the ideal of health does not consist in the end of philosophy. Second, the paper shows that the comparison has had a misleading effect, because properties of therapies have been illegitimately projected onto the philosophical methods advanced by Wittgenstein. The main target of this paper is to control the speed of DC motor by comparing the actual and the desired speed set point. The DC motor is designed using Fuzzy logic and MPC controllers. The comparison is made between the proposed controllers for the control target speed of the DC motor using square and white noise desired input signals with the help of Matlab/Simulink software. It has been realized that the design based on the fuzzy logic controller track the (...) set pointwith the best steady state and transient system behavior than the design with MPC controller. This article introduces a cross-cultural comparative study on Hegel’s Western triad of Being-Nothing-Becoming and I-Ching (including Tao-Teh-Ching, TTK)’s Eastern triad of Yin-Yang-I (Change). The study exposes the similarities and differences between the two triads in three aspects: concept, internal motivation, and external manifestation. Results include: (1) Hegel’s “Tao” is not identical to that of the Yin-Yang paradigm; (2) Hegel’s envision of Becoming is intrinsically far away from the essence of I-Ching’s I.

Cross-species comparisons are benefited by compatible datasets; conclusions related to phylogenetic comparisons, questions on convergent and divergent evolution, or homologs versus analogs can only be made when the behaviors being measured are comparable. A direct comparison of the social function of physical contact across two disparate taxa is possible only if data collection and analyses methodologies are analogous. We identify and discuss the parameters, assumptions and measurement schemes applicable to multiple taxa and species that facilitate cross-species comparisons. (...) To illustrate our proposed guidelines for evaluating the role played by tactile contact in social behavior across disparate taxa, this paper presents data on mother-offspring relationships in the two species studied by the authors: chimpanzees (Pan troglodytes schweinfurthii) and dolphins (bottlenose and spotted, Tursiops truncatus and Stenella frontalis, respectively). Cross-species comparative studies allow for a more comprehensive assessment of the similarities and differences with respect to how animals traverse the relationships that form their social groups and societies. Recently, active suspension system will become important to the vehicle industries because of its advantages in improving road managing and ride comfort. This paper offers the development of mathematical modelling and design of a neural network control approach. The paper will begin with a mathematical model designing primarily based at the parameters of the active suspension system. A nonlinear three by four-way valve-piston hydraulic actuator became advanced which will make the suspension system under the active condition. Then, the model can (...) be analyzed thru MATLAB/Simulink software program. Finally, the NARMA-L2, model reference and predictive controllers are designed for the active suspension system. The results are acquired after designing the simulation of the quarter-car nonlinear active suspension system. From the simulation end result using MATLAB/Simulink, the response of the system might be as compared between the nonlinear active suspension system with NARMA-L2, model reference and predictive controllers. Besides that, the evaluation has been made between the proposed controllers thru the characteristics of the manage objectives suspension deflection, body acceleration and body travel of the active suspension system. . As a conclusion, designing a nonlinear active suspension system with a nonlinear hydraulic actuator for quarter car model has improved the car performance by using a NARMA-L2 controller. Failure to recognize the "realistic" motivations for Putnam's commitment to internal realism has led to a widely shared misunderstanding of Putnam's arguments against metaphysical realism. Realist critics of these arguments frequently offer rebuttals that fail to confront his arguments. Simply put, Putnam's arguments --the brains in a vat argument as well as the model-theoretic argument -- are "reductios" that are intended to show that "metaphysical realism itself is not sufficiently realistic". The essay is a comparative look at Descartes' and Pascal's epistemology. For so vast a topic, I shall confine myself to comparing three crucial epistemological topics, through which I hope to evince Descartes' and Pascal's differences and points of contact. Firstly, I will concentrate on the philosophers' engagement with skepticism, which, for each, had different functions and motivations. Secondly, the thinkers' relation to Reason shall be examined, since it is the fulcrum of their thought—and the main aspect that separates them. (...) Lastly, I will examine each philosopher's theist epistemology; this section, of course, will focus on how and by what means Descartes and Pascal set out to prove God's existence. The latter aspect shall take us back to each philosopher's relationship to Doubt: the title, " The Giants of Doubt ", in fact, implies a fundamental link between Descartes and Pascal through Doubt. In addition, and most importantly, the contrast between the two thinkers' epistemology inaugurates a decisive scission in modern thought of enormous repercussion: Descartes' sturdy rationalism initiated the great branch of modern scientific inquiry , while Pascal's appeal to the power of intuition and feelings would eventually be the precursor of the reaction to the enlightenment that invested Europe by the second half of the eighteenth century. This departure of thought, which in my view may be traced back to them, has not been the common conceit of the history of philosophy: the reaction to the enlightenment has customarily been regarded as stemming from its internal contradictions or at best from its more radical doctrines. The essay shall show that these strands of thought were both parallel and born out of the antithetical epistemologies of Descartes and Pascal. (shrink)

Two problems of wildlife law will be addressed in this article - one is spatial and the other is temporal. The first problem is the lack of identity with, and therefore support for, international wildlife law that local populations have. That leads to the second problem, which is the failure to apply the lessons learned from biodiversity law of fauna to the biodiversity problems of flora. As to the spatial problem, if we make a simple comparison between a map (...) of biodiversity hotspots and a world geopolitical map, we can see that the hotspots worldwide fall largely in developing countries. The aim of this paper is to present a revision of international versions of the Utrecht Work Engagement Scale and to describe the psychometric properties of a Portuguese version of the UWES-9 developed simultaneously for Brazil and Portugal, the validity evidence related with the internal structure, namely, Dimensionality, measurement invariance between Brazil and Portugal, and Reliability of the scores. This is the first UWES version developed simultaneously for both countries, and it is an important instrument for understanding employees' work (...) engagement in the organizations, allowing human resources departments to better use workforces, especially when they are migrants. A total of 524 Brazilian workers and 522 Portuguese workers participated in the study. Confirmatory Factor Analysis, group comparisons, and Reliability estimates were used. The use of workers who were primarily professionals or administrative support, according to ISCO-08, reinforced the need to collect data on other professional occupations. Confirmatory factor analysis showed acceptable fit for the UWES-9 original three-factor solution, and a second-order factor structure has been proposed that presented an acceptable fit. Full-scale invariance was obtained between the Portuguese and Brazilian samples, both for the original three-factor first-order and second-order models. Data revealed that Portuguese and Brazilian workers didn't show statistically significant differences in the work engagement dimensions. This version allows for direct comparisons of means and, consequently, for performance of comparative and cross-cultural studies between these two countries. (shrink)

Inspired by the assertion that preventative measures can prevent the failure of business enterprises, this paper sought to determine the types of internal controls and the degree to which SMEs implemented them in the central business district of Harare in Zimbabwe. By completing semi-structured questionnaires, the 135 respondents generated the quantitative data, which was analysed utilising Version 25 of the Statistical Package for the Social Sciences (SPSS) software. The results revealed that the conventional internal controls which are customary in larger (...) business enterprises were either absent or not adequately implemented in the SMEs. A cross-gender comparison suggested that female-led SMEs were more likely to implement internal control systems than their male counterparts. By empirically justifying the need for internal control systems in SMEs, this paper contributes to both theory and practice, by reaffirming the effectiveness of internal controls and emphasising how their effective implementation can increase the sustainability of this business cohort. This paper develops an internal critique of Graham Oppy’s metaphilosophy of religion – his theories of argumentation, worldview comparison, and epistemic justification. First, it presents Oppy’s views and his main reasons in their favor. Second, it argues that Oppy is committed to two claims – that only truth-conducive reasons can justify philosophical belief and that such justification depends entirely on one’s judgments about the theoretical virtues of comprehensive worldviews – that jointly entail the unacceptable conclusion that philosophical beliefs cannot be (...) justified. Text classification is one of the most important task in natural language processing, In this research, we carried out several experimental research on three (3) of the most popular Text classification NLP classifier in Convolutional Neural Network (CNN), Multinomial Naive Bayes (MNB), and Support Vector Machine (SVN). In the presence of enough training data, Deep Learning CNN work best in all parameters for evaluation with 77% accuracy, followed by SVM with accuracy of 76%, and multinomial Bayes with least performance of (...) 69% accuracy. CNN has the best performance in the presence of large enough training dataset because of the presence of filter/ kernels which help to indentify patterns in text data regardless of their position in the sentence. -/- We repeated the training again with just one-third of our data, at this point SVM comes with the best performance, the performance of CNN noticeably drops but still better than Multinomial Naive Bayes, the reason why SVM works best when we reduce the training data was because of its ability to look for a hyper-plane that creates a boundary between different classes of data so as to properly classify them, so we believed that getting the hyper-plane was more efficient when we reduce the dataset, hence reason for the good performance. Multinomial Naive Bayes have the least performance which we attributed to its assumption of independency between the features which sometimes does not hold true. We concluded that availability of data should be an important factor when choosing classifier for Natural Language Processing Text Classification task. CNN should be use in the presence of enough dataset, and SVM should be use when data is not enough. Multinomial Naive Bayes must not be trusted with state of the art NLP task due to its assumption of independency between the features. (shrink)

Extruded polystyrene (XPS) otherwise known as a thermoplastic polymer has a closed cell structure and is often stronger, with a higher mechanical performance. XPS is a pressed material and is sold in different thicknesses ranging from 2 cm to 10 cm, thus having a weight that varies from 28 to 45 kg/m3 due to the force and pressure exerted on it. In general, XPS material has very low thermal conductivity and is resistant to bending. This material obtains typical values of (...) thermal conductivity between 0.025 and 0.040 W/m∙K., which means that it is ideal for surfaces that have to withstand weight, continuous traffic, etc. It is also resistant to moisture absorption and has a homogeneous density. Other characteristics of the material are good acoustic properties, easy assembly, and high durability over time. It should always be kept in mind that the surface where the thermal insulation will be applied must be leveled, cleaned, and dried. Primer is applied, before placing the thermal insulation on the surface. Then, XPS boards are placed on the surface, adhering to the corresponding mortar. This paper will deal with different cases of application of XPS tiles in the city of Tirana. A closer look at the resistance of this material from the day of application until today will be analyzed. The results during the observations showed high thermal stability of the material and no mold surface. EPS Expanded Polystyrene, otherwise known by the Dow Chemical trademark name STYROFOAM, is a lightweight product made from expanded plastic beads. It was first discovered by Eduard Simon in 1839 in Germany. EPS in its composition has 95% air and only about 5% plastic. This material is used because of its excellent properties, including good thermal insulation, good protective properties, and extremely lightweight. EPS is inert in nature and therefore does not result in any chemical reaction. EPS is durable, strong, and lightweight and can be used as an insulated panel system for facades, walls, roofs, and floors, as floating material in marine construction, and as a lightweight filler in road and railway construction. Different examples from the city of Tirana, of buildings where XPS and EPS materials are applied, are going to be analyzed, drawing conclusions. (shrink)

With the process of Vietnam's reform and opening up, Vietnam's economy has made remarkable achievements. Vietnam's manufacturing industry, taking advantage of the new liberal policies, has also achieved rapid development. Sufficient and cheap labor force, advantageous geographical location, preferential foreign investment policies, and friendly international trade environment with the technological upgrading of manufacturing industry are all the advantages of Vietnam in attracting manufacturing industry. However, there are structural difficulties in the Vietnam's economy. Vietnam's economy is highly dependent on foreign (...) trade and foreign investment, and its trade commodities are mainly assembly and processing with low added value. Compared with China, Vietnam also has obvious disadvantages in the scale of domestic market and supply chain. From the comparison of the Grundrisse (1857-58) manuscripts with Marx's subsequent writings, it is clear that the so-called « deduction » of fundamental economic categories follows two distinctive patterns, one of which is close to ordinary logical analysis, the other being inspired by Hegel's dialectics of essence. This duality is reflected in the double meaning of the concept of « presupposition » (Voraussetzung) and, finally, in the simultaneous endorsement by the Grundrisse of two labour-value theories, one of which is Smithian-like, (...) the other is Ricardian. Marx's reinterpretation of economic value as an « immanent measure », i.e., his claim that commodities are measured by each other when exchange takes place, should help to bridge the gap between the two theories. In The Idea of Justice, published in 2009, Sen specifically charges his target philosophical views with what calls transcendentalism, procedural parochialism, and with being mistakenly narrowly focused on institutions. He also thinks there is a basic incoherence—arising from a version of Derek Parfit’s Identity Problem—internal to the Rawslian theoretical apparatus. Sen (...) would have political philosophy pursue intersocietal comparisons of relative justice more directly and in the manner of social choice theory. Yet the positive argument he develops in support of this method is quite thin. That aside, Sen’s polemical strategy of inflicting death by a thousand cuts is ineffective against the Rawlsian paradigm. For, as I show herein, none of these criticisms have the force we might be led to expect. (shrink)

In the first months of the COVID-19 pandemic, we created and implemented from November 2020 to February 2021 a monthly educational pilot program of philosophical management of stress based on Science, Humanism and Epicurean Pragmatism, which was offered to employees of 26 municipalities in the Prefecture of Attica, Greece. The program named “Philosophical Distress Management Operation System” (Philo.Di.M.O.S.) is novel and unique in its kind, as it combines a certain Greek philosophical tradition (Epicurean) that concurs with modern scientific knowledge. The (...) program was designed to be implemented in a period of crisis; therefore, it used a fast-paced, easy to learn and practice philosophical approach to stress management, based on cognitive psychotherapy. The philosophical approach to stress management has the advantage that it can be offered to most people, regardless of age and educational level. The pilot program was effective in achieving its objectives, shown by statistical comparisons of the trainees’ responses to anonymous questionnaires before and after the month-long training. The successful Philo.Di.M.O.S. program, thus, based on a solid scientific and philosophical basis, offers a paradigm of stress management during crises and could be useful in Greece and internationally. Several noted economists and prominent international organizations have recently advocated for the implementation of guest worker programs in developed states. Their primary argument is that guest worker programs would serve as a powerful mechanism for reducing global poverty and inequality. For example, economist Dani Rodrik estimates that guest worker programs in wealthy states would generate $200 billion or more annually for poor countries. According to Rodrik, liberalizing the temporary movement of workers would “produce the largest possible gains for the (...) world economy and for poor countries in particular,” in comparison with other policies, such as trade liberalization. The Unified Foundational Ontology (UFO) was developed over the last two decades by consistently putting together theories from areas such as formal ontology in philosophy, cognitive science, linguistics, and philosophical logics. It comprises a number of micro-theories addressing fundamental conceptual modeling notions, including entity types and relationship types. The aim of this paper is to summarize the current state of UFO, presenting a formalization of the ontology, along with the analysis of a number of cases to illustrate the application of (...) UFO and facilitate its comparison with other foundational ontologies in this special issue. This article investigates the convergence between Kierkegaard’s concept of despair and Nietzsche’s concept of nihilism. The piece argues that (1) both Kierkegaard and Nietzsche rely on an internal critique of ways of life which collapse on their own terms; (2) both despair and nihilism involve a radical, existential aporia and double-mindedness which can be (3) either conscious or non-conscious; (4) there is some overlap between the main types of nihilism and the different types of inauthentic (non-conscious) despair; (5) finally, a (...) comparison with Nietzsche makes it possible to make sense of inauthentic despair without resorting to theological presuppositions or a twentieth century depth psychology notion of the unconscious. Recent breakthroughs in artificial intelligence have primarily resulted from training deep neural networks (DNNs) with vast numbers of adjustable parameters on enormous datasets. Due to their complex internal structure, DNNs are frequently characterized as inscrutable ``black boxes,'' making it challenging to interpret the mechanisms underlying their impressive performance. This opacity creates difficulties for explanation, safety assurance, trustworthiness, and comparisons to human cognition, leading to divergent perspectives on these systems. This chapter examines recent developments in interpretability methods for DNNs, with (...) a focus on interventionist approaches inspired by causal explanation in philosophy of science. We argue that these methods offer a promising avenue for understanding how DNNs process information compared to merely behavioral benchmarking and correlational probing. We review key interventionist methods and illustrate their application through practical case studies. These methods allow researchers to identify and manipulate specific computational components within DNNs, providing insights into their causal structure and internal representations. We situate these approaches within the broader framework of causal abstraction, which aims to align low-level neural computations with high-level interpretable models. While acknowledging current limitations, we contend that interventionist methods offer a path towards more rigorous and theoretically grounded interpretability research, potentially informing both AI development and computational cognitive neuroscience. Employee is the main resource for organization. Recently, there were many concerns of staff resignation within industries. High staff turnovers cause increase of costs of hiring workforces. Owing this issue, “Assessment of Factor of Employee’s Turnover” was proposed for research with the objective of examination of factors causing staff resignation from MVi. In total 26 staff both women and men who resigned 2016 and 2017 was selected for interview. Quantitative data was used. Three main steps were done including research questionnaires (...) and material development, sampling technique and criteria and data analysis and reporting. There were four main parts: the degree of staff satisfaction of each of the variables (1 to 12), the correlation between each of variable (1 to 12) with overall satisfaction, the causes of staff resign of the variable (13-27) and the correlation between each of the staff resign causes (variable 13 to 27). All those data have been transformed into non-parameter with the Spearmen Rho. MVi staff members were appreciated working with MVi. The satisfaction of each variable was that the staff scored high for most factors like staff leave, communication with colleagues, staff capacity development opportunities, and roles and responsibilities. Former staff who worked in 2016 and 2017 was most appreciated with the factors above. Three factors scored by respondents were very low in comparison with other factors. Those are work overload, job security, and salary. All those factors were located between score 3 (neutral and score 4 (satisfied). Among 12 satisfaction variables, three of them were most significantly positively related to staff motivation. For internal factors, the average score was 3.19 which represents mostly true of the statement above. The variables which were significantly related to staff resignation were communication with superiors, finding a higher position with new agencies better salaries, and benefits from the new agency. The recommendations were produced including awarding for staff, review salary scale, tasks, maintaining staff. Qualitative research to explore what job security, salary, and work-overloads are not significantly related to staff satisfaction should be done. Introduction. Higher education plays a particularly important role in the development of a country. The goal of the article is to describe the development of concepts about education in general and higher education in particular to explain the role of education in social life. Humboldt sees higher education as a process toward freedom and the search for true truth. Humboldt's philosophy of higher education is an indispensable requirement in the context of people struggling to escape the influence of the state (...) and church forces. The purpose is to find out the content and principles of higher education, especially meaningful suggestions for building an autonomous education in Vietnam today. Materials and Methods. The article uses materialist dialectic to analyze Humboldt's philosophy of higher education. In addition, the article also uses methods of analysis, synthesis, comparison and contrast to clarify views on education in the history of human thought from ancient, medieval, modern and modern times, from which to draw the basic contents and principles in the philosophy of higher education of Humboldt. Results and Discussion. Humboldt is the founder of the University of Berlin - known as the mother of modern universities. It is a new university model based on the philosophy of upholding freedom in learning and teaching, upholding the scientific spirit to seek and discover the truth, and at the same time, combining teaching with scientific research. His liberal education philosophy has contributed to affirming the strength and position of universities. He criticized state intervention in university institutions. Based on the anthropological foundation of emphasizing human diversity, Humboldt's higher education philosophy is truly liberating when it comes to bold views. Humboldt believes that a university is a pure place of science and research, so it is not influenced by any outside force, even from the state. A university is where academic freedom, scientific freedom and other autonomy are guaranteed so that the institution can run smoothly. Universities must have unity between research and teaching. However, Humboldt's philosophy of higher education still contains many issues that need to be considered thoroughly. Specifically, the promotion of internal self-determination requires financial autonomy while the state's investment capital in universities is still quite large; Calling for education to be privatized is still inadequate. The elitist spirit in the Humboldt model is no longer fully relevant in the context of a market economy that tends to lead to the pursuit of targets, which are often related to quality. Practical significance. Humboldt's liberal philosophy of higher education has a strong influence, dominates and becomes a reality in many countries with advanced education. For Vietnam, Humboldt's higher education philosophy is a meaningful suggestion to build an autonomous education under the country's socio-historical conditions. (shrink)

Ethnobotanical research provides ample justification for comparing diverse biological nomenclatures and exploring ways that retain alternative naming practices. However, how (and whether) comparison of nomenclatures is possible remains a subject of discussion. The comparison of diverse nomenclatural practices introduces a suite of epistemic and ontological difficulties and considerations. Different nomenclatures may depend on whether the communities using them rely on formalized naming conventions; cultural or spiritual valuations; or worldviews. Because of this, some argue that the different naming practices may not (...) be comparable if the ontological commitments employed differ. Comparisons between different nomenclatures cannot assume that either the naming practices or the object to which these names are intended to apply identifies some universally agreed upon object of interest. Investigating this suite of philosophical problems, I explore the role grey nomenclatures play in classification. ‘Grey nomenclatures’ are defined as those that employ names that are either intentionally or accidentally non-Linnaean. The classification of the lichen thallus (a symbiont) has been classified outside the Linnaean system by botanists relying on the International Code of Nomenclature for algae, fungi, and plants (ICN). But, I argue, the use of grey names is not isolated and does not occur exclusively within institutionalized naming practices. I suggest, ‘grey names’ also aptly describe nomenclatures employed by indigenous communities such as the Samí of Northern Finmark, the Sherpa of Nepal, and the Okanagan First Nations. I pay particular attention to how naming practices are employed in these communities; what ontological commitments they hold; for what purposes are these names used; and what anchors the community’s nomenclatural practices. Exploring the history of lichen naming and early ethnolichenological research, I then investigate the stakes that must be considered for any attempt to preserve, retain, integrate, or compare the knowledge contained in both academically formalized grey names and indigenous nomenclatures in a way that preserves their source-specific informational content. Professor Garver’s “Living Well and Living Together” sheds light on one of the more confusing sections in Aristotle’s Politics, namely the discussion of the best way of life for individuals and city in Politics VII.1-3. At a distance, the conclusion of Aristotle’s remarks seem relatively clear: He endorses the claim that the most choice-worthy life and happiness of a city and an individual are the same. Further, the implications of such a claim for Aristotle’s political philosophy also seem clear: Aristotle’s (...) view of an “internally active” city amounts to a thorough critique of expansionist imperialism. But how these two surface level views—the best way of life for a city and the critique of imperialism—fit together is less than perspicuous. Garver’s paper goes after this text through the lens of two problems. First, Aristotle apparently argues from the nature of the best way of life or happiness for an individual to the best way of life for a city. But as Aristotle himself points out in his critique of the Republic, such an argument seems in danger of falling into a fallacy of composition. In response to such a perceived fallacy, Garver argues that Aristotle incorporates into his argument a third thing—what is the best life for a citizen or what Garver calls “common life” (p. 5, 6, of Garver’s text)—which mediates between the best life for a separate individual and for the city. As Garver puts it at one point “the best life for the citizen will be our means for discovering those [other] two” (p. 5, Garver’s text). The second problem which Garver raises concerns Aristotle’s apparent inference from energeiai to dunameis. Aristotle’s argument in Politics VII.1-3 begins from the claim that a city and individual have the same kind of happiness—namely, a sort of energeia—and extends to a claim about the structure which serves as the basis of that activity. The problem, according to Garver, is that “the virtues of the state cannot be energeiai of that part of its soul, because states don’t have souls” (p. 6, Garver’s text). The comparison between city and individual works—if it does work—only if “the psychological aspects of the virtue central to the Ethics become politically irrelevant” (p. 7, Garver’s text). Thus, Garver suggests that Aristotle’s comparison of city and individual comes at a cost, viz. that “Aristotle can talk about states being virtuous and happy only because of this psychological superficiality” (p. 9, Garver’s text). Marlene van Niekerk's 1994 Triomf is a plaasroman, or farm novel, without the farm; it formally resembles a nostalgic pastoral genre initiated by the collapse of Southern African agricultural economy around the time of the Great Depression, but removes even the symbol of the farm as aesthetic compensation for material loss. In the process, van Niekerk composes a post-apartheid tragicomedy of a lumpenproletariat white supremacist family coming into long-belated class consciousness, an epiphany which, surprisingly, survives the novel's translations from Afrikaans (...) to South African English to 'international' English. Crucially, this understanding is mediated by a critical tendency to appraise Triomf in the context of Faulkner and the Southern Gothic, a generic comparison which gets a lot wrong but is ultimately very revealing, less about Triomf than about the imperial world-system through which it circulates and is consecrated. Consequently, the novel stages globally what seems at first to be a parochial question: how is one supposed to imagine democratic reconciliation and integration after apartheid, when one of the classes to be reconciled lacks historical self-consciousness and has no obvious place in either the apartheid regime or the post-apartheid dispensation? By analyzing van Niekerk's novel and the institutions which consecrate it, the paper fleshes out critiques of world-literary hermeneutics, specifically for its naive handling of genre and context, and of post-apartheid 'reconciliation' under capital. The Turing Test (TT), the Chinese Room Argument (CRA), and the Symbol Grounding Problem (SGP) are about the question “can machines think?” We propose to look at these approaches to Artificial Intelligence (AI) by showing that they all address the possibility for Artificial Agents (AAs) to generate meaningful information (meanings) as we humans do. The initial question about thinking machines is then reformulated into “can AAs generate meanings like humans do?” We correspondingly present the TT, the CRA and the SGP (...) as being about generation of human-like meanings. We model and address such possibility by using the Meaning Generator System (MGS) where a system submitted to an internal constraint generates a meaning in order to satisfy the constraint. The system approach of the MGS allows comparing meaning generations in animals, humans and AAs. The comparison shows that in order to have AAs capable of generating human-like meanings, we need the AAs to carry human constraints. And transferring human constraints to AAs raises concerns coming from the unknown natures of life and human mind which are at the root of human constraints. Implications for the TT, the CRA and the SGP are highlighted. It is shown that designing AAs capable of thinking like humans needs an understanding about the natures of life and human mind that we do not have today. Following an evolutionary approach, we propose as a first entry point an investigation about the possibility for extending a “stay alive” constraint into AAs. Ethical concerns are raised from the relations between human constraints and human values. Continuations are proposed. Although most Asian states are signatories to UNCLOS, which offers options for dispute resolution by either voluntary or compulsory processes, in reality fewer than a dozen Asian states have taken advantage of such an approach. The decision to adopt third-party mechanisms comes under great scrutiny and deliberation, not least because of the entailing legal procedures and the politically sensitive nature of disputes. Vietnam claims the second-largest maritime area in the South China Sea dispute after China. A comparison of two recent (...) cases—the arbitration between the Philippines and China and the conciliation between Timor-Leste and Australia—highlights the importance of selecting between binding and nonbinding decisions and framing a complaint. In particular, any legal action under UNCLOS should specify China’s claims and actions in areas that encroach on Vietnam’s claimed exclusive economic zone (EEZ) and violate international law. In this paper it is analyzed from the informational perspective the relation between mind and body, an ancient philosophic issue defined as a problem, which still did not receive up to date an adequate solution. By introducing/using the concept of information, it is shown that this concept includes two facets, one of them referring to the common communications and another one referring to a hidden/structuring matter-related information, effectively acting in the human body and in the living systems, which determines the (...) dynamic inter-change of information between specific structures of the organism by electric/electronic/chemical agents and genetic/epigenetic processes. It is shown that the maintenance of body, permanently and obligatory depending on the external matter (foods, air, water) resources, needed to provide both the structuring/restructuring basic material and energy, determines the necessary existence of an info-managing system, administrating the internal mechano-chemical/physical processes. As a natural consequence, such a system should organize and assure own survival by an effective informational operability to detect the external food resources, to select the appropriate interest information and to decide as a function of circumstances. One important component in such an informational system is memory, allowing to dispose of the reference informational data for analysis/comparison and the selection between good and bad binary possible decisions. The memory receives and stores therefore signals from external reality and from the body itself, referring to the emotional reaction, digestion status, creation, and inherited predilections, within specific info-neural communication circuits between the brain and body execution/sensitive organs, the human body appearing as an integrated info-matter self-managed dynamic system. The specific body components memorize information with different degrees of info-integration: short/long-term integration, emotive/action reaction, info-abilities, culminating with the integration in the chromosomal structures by epigenetic processes. The new acquired information is transgenerationally transmissible, and is manifested as new traits, showing the adaptation capability of the human and close relation between mind and body. Analyzing the results of such a mind-body informational model in comparison with the earlier assumed/proposed/asserted archaic, Greek and Occidental philosophies, which represent only partial aspects of this relation, it is shown that this informational model, elaborated in terms of information on the basis of scientific reasons and arguments, constitutes a general, realist, and coherent model of the mind-body relation, able to integrate and/or explain most of the others. This paper explores the possibility of a standard legal language (e.g. English) for a principled evolution of law in line with technological development. In doing so, reference is made to blockchain networks and smart contracts to emphasise the discontinuity with the liberal legal tradition when it comes to decentralisation and binary code language. Methodologically, the argument is built on the underlying relation between law, semiotics and new forms of media adding to natural language; namely: code and symbols. In what follows, (...) I will concentrate on the study of factors that explain why such approach can be fruitful for the future of law and innovation. I have three reasons for selecting this topic. The first is a more pragmatic reason, based on my current research of law as a linguistic phenomenon. Secondly, the topic does also touch the matter on binary code language, rivalrous to legal alphabetic language. Lastly, the study aims at emphasizing the pivotal role of the jurist as an interpreter in a changing society accommodating diverging realms of reality. The study is structured as follows. Firstly, a quick exam of the traits of blockchain networks would provide the contextual link to establish the arguments in support of the need of a standard legal language. Secondly, a comparison between liberal legal institutions and theory of semiotics is set to perceive their functioning and ascertain their limits in the light of todays unprecedented changes. Thirdly, a summary on blockchain networks’ legal features would constitute the thrust behind the idea of a uniform legal language. Methodologically, the argument does also establish some relations with classical laws of physics and philosophy of media. Its aim is to demonstrate how the suggested legal interpretation and semiotic-based approach can contribute to overcome existing stumbling blocks including, but not limited to, the lack of cooperation at the international level as well as the gap in State norms when it comes to innovation. In this sense, the proposed strategies do not intend to replace current advances in the legal thought. In contrast, it seeks to harmonise their results providing a methodical approach that can concur to inform a new technique to address new controversial issues. In practice, the proposed method regarding the adoption of a uniform legal language would lower transactive costs in terms of normative coordination in the matter of international cooperation and in the definition of applicable law among different legal systems. Alternatively, it might contribute to the convergence of legal systems and/or their underlying concepts. Differently put, article’s contribution can be envisaged in fostering juridical consistency with regards to different forms of languages’ coexistence. (shrink)

Spatial models dominated memory research throughout much of the 20th century, but in recent decades, the concept of memory as a form of mental time travel (MTT) to the past has gained prominence. Initially introduced as a metaphor, the MTT perspective shifted the focus from internal memory processes to the subjective conscious experience of remembering. Despite its significant impact on empirical and theoretical memory research, there has been limited discussion regarding the meaning and adequacy of the MTT metaphor in accounting (...) for memory. While previous work has addressed the general limitations of the MTT metaphor in explaining memory (Trakas, 2022), the objective of this article is more focused and modest: to gain a better understanding of what constitutes MTT to the past. To achieve this objective, a detailed analysis of the characteristics of MTT to the past is presented through a comparison with time travel (TT) to the past. Although acknowledging that TT does not refer to an existing physical phenomenon, it is an older concept extensively discussed in the philosophical literature and provides commonly accepted grounds, particularly within orthodox theories of time, that can offer insights into the nature of MTT. Six specific characteristics serve as points of comparison: (1) a destination distinct from the present, (2) the distinction between subjective time and objective time, (3) the subjective experience of the time traveler, (4) their differentiation from the past self, (5) the existence of the past, and (6) its unchangeability. Through this research, a detailed exploration of the phenomenal and metaphysical aspects of MTT to the past is undertaken, shedding light on the distinct features that mental time travel to the past acquires when it occurs within the realm of the mind rather than as a physical phenomenon. By examining these characteristics, a deeper understanding of the nature of mental time travel is achieved, offering insights into how it operates in relation to memory and the past. (shrink)

This essay explores Wittgenstein’s encounter with Stumpf’s work in Tone Psychology during a rarely studied period in Wittgenstein’s early career when he worked as a researcher in Myers’s laboratory for experimental psychology in Cambridge. I argue that Stumpf’s emphasis on the notion of musicality as the ability to characterize what is ‘musical’ about music troubled Wittgenstein’s initial formulation of his career-long adherence to the comparison between language and music. In the Tractatus the importance of internal projective relations far exceeds that (...) of arbitrariness in language. This results in the curious elision of musicality in the Tractatus, as shown in his gramophone analogy. The acknowledgment of the enormous complexity pertaining to the facts of human life remained underdeveloped in Wittgenstein’s philosophy until the anthropological turn in his middle-period. Only then do we see the blooming of the language-as-music simile and its eventual impact on Wittgenstein’s later philosophy. (shrink)

This collection of papers centres around a novel approach to the problem of phenomenal consciousness called cosmopsychism. A simple version of cosmopsychism says that the cosmos as a whole is conscious. In this collection, I focus on a comparison between arguably the most promising versions of cosmopsychism and panpsychism, called constitutive cosmopsychism and constitutive panpsychism, respectively. -/- The first paper, ‘A Blueprint for Cosmopsychism’ offers a blueprint for a cosmopsychist approach, comparing it to the panpsychist approach. It highlights how following (...) the blueprint allows one to sidestep the most serious of panpsychism’s problems, the combination problem, while also avoiding the problem of infinite decomposition. However, it notes that the approach must address a serious problem of its own in the derivation problem. -/- The second paper, ‘Beyond Panpsychism and Cosmopsychism? Focuses’ on two related views that reject subjects of experience at the fundamental level, thus avoiding the subject aspects of the combination and derivation problems. Albahari’s perennialism is touted as the natural successor to cosmopsychism; avoiding its subject derivation problem while maintaining a cosmic consciousness. Meanwhile, Coleman’s panqualityism is touted as a natural successor to panpsychism; avoiding its combination problem while maintaining that phenomenality is present at the level of microphysical ultimates. However, I show both views seem to face problems equal in measure to those they seek to avoid. -/- The third paper, ‘The Subject Problem for Panpsychism and Cosmopsychism’ targets the hardest problems for constitutive panpsychism and constitutive cosmopsychism; the subject combination problem and the subject derivation problem, respectively. I show that the two problems are almost identical, both hinging on the entailment of what I call synchronous perspectives scenarios. I formulate broad arguments from metaphysical impossibility and epistemic implausibility against both views, based on such scenarios. However, I provide a possible model of how to understand synchronous perspective scenarios unproblematically. I also provide several alternative responses. -/- The fourth, and final, paper in the collection provides an account of, and motivation for, a version of cosmopsychism I call CRP cosmopsychism. This version of cosmopsychism is created on the priority cosmopsychism blueprint and has three further key commitments: simple panpsychism, priority monism and Russellian monism. The paper motivates each of these commitments both in isolation and in partnership, before responding to each of the derivation problems; the subject derivation problem, the quality derivation problem and the structure derivation problem. Furthermore, I argue that cosmopsychism should be preferred over panpsychism owing to considerations concerning internal relations. (shrink)

This essay introduces a special issue focused on 4E cognition (cognition as embodied, embedded, enactive, and extended) in the Lower Palaeolithic. In it, we review the typological and representational cognitive approaches that have dominated the past fifty years of paleoanthropology. These have assumed that all representations and computations take place only inside the head, which implies that the archaeological record can only be an “external” product or the behavioral trace of “internal” representational and computational processes. In comparison, the 4E approach (...) helps us to overcome this dualist representational logic, allowing us to engage directly with the archaeological record as an integral part of the thinking process, and thus ground a more parsimonious cognitive archaeology. It also treats stone tools, the primary vestiges of hominin thinking, as active participants in mental life. The 4E approach offers a better grounding for understanding hominin technical expertise, a crucially important component of hominin cognitive evolution. (shrink)
